These were some of the firearms recovered during a clash against the government troops and the New People's Army on Wednesday in Barangay Alimodias, Miag-ao, Iloilo. Nine fatalities have been identified so far, including high ranking officials of the NPA.

A top New People’s Army (NPA) leader in this province was one of the casualties in Wednesday’s military preemptive strike in Barangay Alimodias, Miag-ao town, according to the Philippine Army.

Joven Ceralvo alias “Lex” was the second deputy secretary of the NPA’s Kometing Rehiyon-Panay (SF KR-P) Southern Front and commanding officer of the Front Operational Command, Kometing Rehiyon-Panay (FOC KR-P).

His death was confirmed by the 301st Infantry Brigade following a forensic examination.


Ceralvo had a string of criminal cases such as rebellion, frustrated murder, double multiple attempted murder, robbery, and arson.

Eight others casualties, including three ranking NPA officials, were also identified by the Army. They were:

* Roger Pedro alias Lim/Gurang – leader of squad 3 of Suyak (SDG) platoon and resident of San Remigio, Antique;


* Leonard Taburete alias Tatang/Toms – leader of team 1, squad 2, Suyak (SDG) platoon and resident of Tubungan, Iloilo;

* a certain Inday/Jeboy – assistant team leader, team 1, squad 2 and resident of San Jaoquin, Iloilo;

* Liezel Tacuel alias Dayday/April/Jare – member, squad 1, command group, front 11 and resident of Tubungan, Iloilo;

* Girly Tejeros alias Elay – member of Suyak (SDG) platoon and resident of Tigbauan, Iloilo;

* Rica Nudgara alias Amber – member, front 11, of Miag-ao, Iloilo;

* Eugene Estopido Talibo alias Africk – member, team 1, squad 1, Suyak (SDG) Platoon, from Igbaras, Iloilo; and

* Juveniel Sandig alias Francis – member, team 2, squad 1.


All belonged to the NPA’s Southern Front, Komiteng Rehiyon-Panay, according to Brigadier General Marion Sison of the 301st IB.

There were eight more casualties but they were yet to be identified; they would be subjected to deoxyribonucleic acid (DNA) test, Sison said.

“Tatlo lang pagpilian ng mga rebelde na patuloy pa ring nasa kabundukan: mahuli at ma-detain sila, mag-surrender and avail themselves of the government’s program or mamatay sa gieyera,” Sison said.

Several materiel were recovered from the site of the preemptive strike including three M16 rifles, an AK47 rifle, four anti-personnel mines, three detonators, one projector, subversive documents with high intelligence value, and assorted personal belongings.

Sison said the rebels were having a “grand tactical offensive meeting” when the strike was carried out at 6 a.m.

“Nag-meeting sila para planohan kung paano nila e-execute ang isang detachment. Sa tulong ng sambayanan, naunahan natin sila. This incident was really a big blow to their organization,” Sison added.

The Army and the police were monitoring hospitals for any wounded insurgents.

Major General Benedict Arevalo, 3ID commander, said happened created an “enormous crack” on the NPA’s attacks and extortion activities.

“It will also cause demoralization among its members who are being used to advance the selfish and terroristic interests of their leaders,” said Arevalo.

He urged the remaining rebels to surrender as early as possible.

“You better surrender now before you are caught and jailed or killed,” Arevalo said.

This was how the Regional Operational Command of the New People’s Army (NPA) in Panay Island described the Philippine Army’s use of high-powered weapons during the Dec. 1 attack on the former’s lair in Barangay Alimodias, Miag-ao town. The government troops, however, said the operation was legitimate.

“Millions of funds were squandered to fight a small NPA unit that was conducting services to the people affected by hunger and the pandemic,” said the Coronacion “Waling-Waling” Chiva Command Rehiyon Panay in a statement.

They said the attack was “unreasonable, without honor and violates international laws.”

“The bombing resulted in immense destruction of the masses’ livelihood, damaged wildlife and environment, and had sown terror among civilians,” they added.


The rebels noted that while the military “wildly condemn the NPA’s use of command-detonated explosives, they boast their use of hundred-kilo bombs that result to permanent and massive damage to the environment and land.”

The Coronacion “Waling-Waling” Chiva Command Rehiyon Panay said it was investigating the identities of the casualties but that it was almost impossible given the indescribable state of the recovered cadavers.

“If ever the victims are indeed members of the NPA, we will own and acknowledge them, honor their heroism, extend sympathies and assistance and grieve with their families and comrades,” the group added.

Troops of the 61st Infantry Battalion (61IB, under the 301st Infantry Brigade) and 33rd Division Reconnaissance Company led the assault around 6 a.m. last week bolstered by air support using FA50 fighter jets.

The clash lasted for several hours after which the government troops recovered eight bodies and seized three M16 rifles, an AK47 rifle, four anti-personnel mines, three detonators, a projector, subversive documents with high intelligence value, and assorted personal belongings.

Sixteen rebels were killed, according to the 3rd Infantry (Spearhead) Division (3ID). Nine have so far been identified. One was Joven Ceralvo alias “Lex” whom the military claimed was the second deputy secretary of Kometing Rehiyon-Panay (SF KR-P) Southern Front and commanding officer of the Front Operational Command, Kometing Rehiyon-Panay (FOC KR-P).


According to the Coronacion “Waling-Waling” Chiva Command Rehiyon Panay, peasants in Miag-ao and southern Panay were yet to recover from the devastation of recent typhoons, heavy rainfall, meager harvest, and destruction of vegetable crops, and they were dispatched to assist the farmers there.

It accused the Armed Forces of gross violations on the rules of war and international humanitarian law , particularly the provisions regarding the disproportionate use of force against opponent forces, those protecting the rights of hors de combat and civilian communities around the site of attack.

They added that the “AFP’s unreasonable use of excessive force is a proof of their terrorism in the countryside that brings destruction and fear among the farmers. It is also illogical for the AFP to blame the revolutionary movement for their own brutality and violence.”

The NPA called on the people to decry the attack and challenged local leaders to stand against the AFP’s “coercion and protect their constituents against military atrocities.”

The group also blasted 3ID’s commander, Major General Benedict Arevalo whom they said “spew fat lies that there (were) more than 70 NPA fighters gathering to plan attacks.”

On the other hand, the Armed Forces of the Philippines said there were no violations on the rules of war and international humanitarian law.

“That was a successful decisive operation. There was no collateral damage from the community or any civilian affected,” said Brigadier General Marion Sison of the 301st Brigade.

“Ang AFP ay hindi gumagawa ng indiscriminate firing, bombing or anything na maapektuhan ang ating kababayan,” he added. “The attack was planned for two days because we have very good intelligence at very good information not only from one source, but many sources.”

Sison said at least 20 rebels were wounded, and they are still in the mountains.

Meanwhile, Arevalo said operations against the rebels would continue.


“Your Army in Panay is calling na magbalik loob na at mamumuhay nang tahimik. It’s Christmas time. Sama-sama tayo mag-celebrate,” Arevalo said.

As of press time, five cadavers have been claimed by their families and relatives.

SEVEN high-powered firearms were recovered by the soldiers under the 701st Infantry Brigade following the tip from former rebels in separate operations conducted in Davao Oriental and Agusan del Sur on Dec. 3.

Capt. Mark Anthony Tito, the 10th Infantry Division Public Affairs Office (DPAO) chief, said

Three former rebels, together with 701st Infantry Brigade, 48th, 66th, 67th Battalions under the 10th Infantry Division, and other law enforcement agencies, led the troops during the recovery of four high-powered firearms and anti-personnel mine.

They located and unearthed M14 rifles, M16 rifles, and a Bushmaster rifle in Sitio Magkilo, Barangay Marayag, Lupon, Davao Oriental.

Recently, a rebel surrendered to 48th IB and helped the troops capture a Caliber .50 Sniper rifle with 25 rounds of ammo and subversive documents in Sitio 1K, Barangay Bunawan Brooks, Bunawan, Agusan Del Sur.

Meanwhile, one anti-personnel mine was recovered in the location of Sitio Bagong Silang, Barangay Bayugan 3, Rosario of the same province.


Also present during the operation were the troops of the Regional Mobile Force Battalion XI, RPSB Cluster 8, Davao Oriental Police Provincial Office, and intel units of the Airforce.

Furthermore, an M16, M203 grenade launcher, Garand rifle, and other war materiel were recovered by the troops of the 73IB under the 1002nd Infantry Brigade, 102MICO, and K9 team at Sitio Kalnge, Barangay Tuyan, Malapatan, Sarangani Province on the same date.

The arms cache was pinpointed by alias Uyo who surrendered to the troops of 73IB also bringing along with him M14 rifle last December 2.

“We are thankful for the cooperation of former NPAs who truly abandoned the belief of communist armed struggle. Their efforts to assist our troops by providing information on the whereabouts of their firearms is a strong gesture that they no longer believe that violent arms struggle is the solution to their communities’ problems. Our convergence efforts through the programs of National and Local Task Forces to End Local Communist Armed Conflict (ELCAC), progress and improvement of livelihood of the communities in former NPA guerilla bases are happening,” Col. Oliver C. Maquiling, commander of the 701st IB, said.

On the other hand, Maj. Gen. Ernesto C. Torres Jr., commander of the 10th Infantry “Agila” Division, lauded the troops for their continuous efforts during the final push of the government to totally eradicate the NPA terrorists.

“The series of recovery of high-powered guns by our troops with the help of the rescued former rebels is a clear manifestation of a weakening leadership of the communist terrorist group. The peaceful means of surrender remain a priority,” Torres said.

The military has recovered ammunition, explosives, and subversive documents after an encounter with armed men in the forested area of Maguing town in Lanao del Sur.

Brig. Gen. Jose Maria Cuerpo, Army's 103rd Infantry Brigade commander, said in an interview Monday that troopers engaged an estimated 20 armed men in a 40-minute firefight before the recovery of the group war materiel.

The recovery of the explosives and ammunition took place on Sunday, he said.

There were no casualties on the government side while the Army is still determining if there were any from the armed group.

The clash also resulted in the recovery of two magazines for an AK-47 with 61 rounds of ammunition, a magazine for an M16 rifle with 24 rounds of ammunition, and several rounds of ammunition for an M60 machinegun.

Also retrieved were several fuses for improvised explosive devices, C4 explosives, detonating cord, flags of the New People's Army (NPA), medical kits, three rifle grenades, radios, a charger, and subversive documents.


The military is now analyzing the probability that the same group was responsible for the alleged bombing of Tower 65 of the National Grid Corporation of the Philippines (NGCP) situated at Barangay Dilimbayan, also in Maguing, on the evening of December 3 as reported by the Lanao del Sur police.

"The encounter area is about five kilometers from the damaged transmission tower but still we are not taking out the probability that these armed men were suspects in the sabotage because they are capable to do it," Cuerpo said in a text message.

The Sunday encounter took place as government forces were conducting clearing operations following the reported NGCP tower explosion.

"We were checking the areas near the towers from Amai Manabilang (town, when we encountered the group," Cuerpo said.

Col. Christopher Panapan, the police provincial director of Lanao del Sur, said they also received the information on the alleged NGCP tower bombing but heeded the request of the Army not to proceed to the area due to ongoing military pursuit operations.

Panapan said the police were prevented by the Army “to avoid a misencounter.”

The national government’s anti-insurgency task force is saddened over the inclusion of party-list groups Gabriela and Kabataan in the May 2022 elections.

To recall, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) filed petitions before the Commission on Elections (Comelec) to disqualify Gabriela Women’s Party and Kabataan Party-list due to their alleged links to the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

“The NTF ELCAC is deeply saddened that fiercely anti-CPP-NPA-NDF party-list groups, notably Sambayanan and Epanaw were not given accreditation by the Comelec while at the same time giving accreditation to party-list groups the NTF-ELCAC has clearly identified as fronts of the terrorist group: Kabataan and Gabriela,” NTF-ELCAC spokesperson for Sectoral Concerns Lorraine Marie Badoy said in a press statement on Sunday.


Badoy, also Undersecretary of the Presidential Communications Operations Office (PCOO), said their petitions provide “incontrovertible proof” that Gabriela and Kabataan are fronts of the CPP-NPA-NDF.

“These include powerful personal testimonies of victims and their families of deceitful recruitment of Gabriela and Kabataan of our children as violent extremists of the NPA where an unbearable number of them have died at such tender ages and such violent circumstances,” she said.

She noted that their petitions also include direct testimonies of former CPP-NPA-NDF founders, cadres and operatives as well as documentary evidence seized by the Armed Forces of the Philippines and the Philippine National Police in their numerous operations for the past 52 years.

Citing calls made by various multi-sectoral groups, she expressed disappointment over the decision of the Comelec to approve the registration of the two party-list groups.

“It is unfortunate that while the vast majority of our people are already awake and know the clear truth about these groups, it seems the Keeper of the integrity and sanctity of our votes, the Comelec has remained ignorant and/or apathetic,” she added.

Meanwhile, Badoy urged Filipinos to support the NTF-ELCAC in condemning the decision of the Comelec, noting that it puts the nation and children “in serious peril.”

“We ask that they demand that the Comelec do the right thing: disqualify the CPP NPA NDF-created party list groups so that they may never again harm our people and our democratic way of life by infiltrating the very government they wish to destroy,” she added.

The CPP-NPA has been listed as a terror organization by the Philippines, the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand.

The CPP's political wing, the NDF, has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.

The lift and transport capabilities of the Philippine Air Force (PAF) got a significant boost as it recently received five brand-new Polish-made Sikorsky S-71i "Black Hawk" combat utility helicopters.

"Five brand new Sikorsky 70i BlackHawk helicopters were welcomed into our air fleet last 03 December, completing the delivery of 16 units. These five new helicopters will further improve the lift capability of the PAF to support various operations of the Armed Forces of the Philippines (AFP)," Defense Secretary Delfin Lorenzana said in a Facebook post on Sunday.


Lorenzana added that he is elated to have "personally overseen these great gains" in the government's ongoing efforts to modernize the AFP.

Polish Chargé d'affaires Jaroslaw Szczepankiewicz formally turned over the aircraft to PAF chief Lt. Gen. Allen T. Paredes at the Clark Air Base, Angeles City, Pampanga.

The five helicopters arrived at the Clark Air Base via an Antonov transport aircraft on Nov. 8.

Highlights of the event were the formal turn-over of the aircraft by the Polish Chargé d'affaires Jaroslaw Szczepankiewicz to PAF chief Lt. Gen. Allen T. Paredes followed by the blessing and ceremonial pouring of champagne to the newly-acquired air assets.

The first batch of six units was delivered in November 2020, followed by the second batch of five units of "Black Hawk" helicopters in June that was formally accepted, turned over, and blessed in a simple ceremony on Oct. 13.

The PAF has an order of 16 S-70i helicopters from Polish company PZL Mielec worth USD241 million (about PHP11.5 billion).

One unit from the initial six units delivered in the country crashed last June 24 while on a night-flying exercise.

The PAF's newly-acquired S-71s were deployed to transport Covid-19 vaccines in hard-to-reach areas around the country.

These aircraft are also currently deployed to strategic locations in support of the accomplishment of the overall AFP mission.

Armed Forces of the Philippines (AFP) chief, Lt. Gen. Andres Centino, clarified that the budget allocated for the Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) will not be used for security operations.

"The funds for the NTF ELCAC is actually the BDP, this is intended not for operations, not for security operations," he said in an interview with CNN Philippines on Sunday night.

Under the BDP, communities cleared of New People's Army influence and presence will be receiving five core programs worth PHP20 million per barangay which include farm-to-market roads, school buildings, water and sanitation systems, livelihood programs, and health stations.

Centino added that the AFP sent out teams to find problems with these affected areas to see the interventions needed.

These interventions are aimed at addressing the root causes of insurgency such as lack of development and poverty, among others.

"That's why we proposed interventions in terms of development projects for instance, farm-to-market roads, irrigation system, daycare center, school buildings so these are development projects and in every affected barangays we have allocated actually PHP20 million per affected barangay," he added.

Centino said there are still 43 active guerilla fronts but out of that number, 12 are ready or in the process of being dismantled.

"As of the time we have 43 but out of that number, there are about 12 who are already, to be dismantled and by, over the past months we have exponentially reduced their strength from 3,800 at the start of the year to about just about 3,000 today," Centino said.

The House of Representatives on Monday approved on final reading a measure strengthening professionalism and promoting the continuity of policies and modernization initiatives within the Armed Forces of the Philippines (AFP).

With 184 affirmative votes, six negative votes, and no abstention, the chamber passed on third reading House Bill 10521, which will provide fixed terms for officials holding senior positions and ranks in the AFP.

It aims to professionalize the AFP by strengthening the merit system and to eliminate the "revolving door" accommodation promotions and create a new culture of excellence in leadership and accountability in the military.

The bill proposes a fixed tour of duty of three years for the chief of staff, vice chief of staff, the deputy chief of staff, as well as the commanding generals of the Philippine Army, Philippine Navy, and the Philippine Air Force, united command commanders, and the inspector general.

The bill states that the fixed tour of duty can be terminated by the President.

It also proposes to adjust the compulsory retirement age for military personnel in the grades of brigadier general/commodore to lieutenant general/vice admiral, upon reaching the age of 59 or the maximum tenure-in-grade, whichever comes earlier.

The bill provides that retirement benefits shall be based on the permanent grade last held, which would apply only to new entrants.

The Senate has already approved a similar measure in September.

BRP Sierra Madre to stay in Ayungin Shoal

BRP SIERRA Madre (LT-57) stays in Ayungin Shoal in the West Philippine Sea (WPS), military chief, Lt. Gen. Andres Centino said Sunday.

"No we are not moving LT-57 or the BRP Sierra Madre, it has been there since 1999. It is a permanent government post manned by our personnel from the AFP (Armed Forces of the Philippines) and it is there as a haven for our fishermen who would go to the shoal. And it is used in monitoring (of) the safety at sea and it is there for us to assert our sovereign rights considering that is within our exclusive economic zone (EEZ)," he said in an interview with CNN Philippines.

China earlier demanded the Philippine government to "honor its commitment" and remove the grounded BRP Sierra Madre from Ayungin Shoal.

"As far as I know there is no such commitment. That ship has been there since 1999. If there was (a) commitment it would have been removed a long time ago," Defense Secretary Delfin Lorenzana earlier said.

He underscored that Ayungin Shoal lies within the Philippines' EEZ where it has sovereign rights.

Centino added that the ship is there to ensure that no international or foreign vessel will enter the area.

He said they do not see any possibility of the BRP Sierra Madre being attacked as it is located in the shoal.

"We don't see any remote possibility of (of the BRP) Sierra Madre being attacked considering it within the shoal, its shallow waters prevent the ship(s) from going in and one important thing is that we don't really see that happening because we have open communications with the Chinese government and see that this can be resolved, I mean incidents like this can be resolved peacefully," he said.

A water cannon attack on the BRP Sierra Madre, he said, cannot be considered an armed attack although it can be considered as a "hostile" one.

When asked how the Mutual Defense Treaty (MDT) with the United States can be invoked, Centino said this would depend on the type of attack.

"It would depend on the type of attack, as in the provisions of the MDT, in Article 2 and Article 4, it specifically stated that only in the case of an armed (attack) can we invoke MDT," he said.

He added: “Well we have the MDT between the (two) countries, it was signed in 1951 and put in effect the year after, we see that perhaps that the evolving security we can perhaps consider, (the) two governments can perhaps consider the studying, perhaps a revision on some provisions that would ensure that there is indeed mutual agreement between the two countries.”

The Communist Party of the Philippines (CPP) and all revolutionary forces condemn in the strongest terms the terrorist aerial bombing of the Armed Forces of the Philippines (AFP) in Miag-ao, Iloilo last December 1.

Based on reports of the New People’s Army (NPA)-Panay, the AFP dropped at least four 500-lb bombs using attack aircrafts at around 5 a.m. on a mountainous area just above one kilometer away from the center of Barangay Alimodias in the said town. It ravaged an area 100 meters across with craters up to 15 feet deep. This was followed a few hours later by relentless artillery shelling from AFP howitzers.

At least nine people perished in the horrendous carnage. Witnesses said the cadavers were grossly mutilated that they are beyond recognition. Local NPA forces have yet to complete the process of identification of those killed and are still confirming reports that civilians were among those killed.

The AFP’s claims that they bombed a 70-strong NPA force is absolutely false. Only a small mass work unit of the NPA was in the area. Red fighters of the NPA were deployed in the area to assist the masses in production and help uplift them from hunger and poverty after typhoons and heavy rains damaged their rice fields and vegetable plots.

There is also no truth to the claim that there was an armed encounter between the AFP and the NPA. Neither is there truth to the AFP’s claim that the area was planted with landmines. These claims were used to falsely justify the superfluous bombing.

The Party condemns the terrorist bombing of the AFP in Miag-ao for endangering civilian lives and striking fear among the people. The aerial bombardment was carried out very near civilian communities that residents felt the tremors caused by the massive explosions. The AFP’s fired their howitzers just outside Barangay Pudpud causing terror among the people.

The December 1 aerial bombardment brazenly violated international humanitarian law, as well as the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), specifically the basic principle of distinction between combatants and civilians and the protection of civilian lives.

The use of 500-lb bombs is inherently indiscriminate, puts the lives and welfare of civilians at risk and causes widespread damage to the environment. The vicious effect of the AFP’s aerial bombardment goes way beyond ground zero. In Miag-ao, the AFP’s bombs shattered the peace, caused widespread fear, panic and trauma to residents of nearby communities, and scorched the mountains of Alimodias which also serve as source of food and livelihood. Civilian communities were, furthermore, placed under military control, where people are subjected to intimidation and threats and restrictions, causing them further sufferings.

We maintain that the use of 500-lb bombs also constitutes outright violation of the principles of proportionality and honor under international humanitarian law and rules of war. The use of these weapons to kill goes against the rules of war and constitutes nothing but plain and cowardly murder.

The Miag-ao bombing constitutes a war crime, as so are the recent cases of aerial bombing in Bukidnon, Agusan del Norte, Northern Samar, Cagayan Valley, Mindoro, Quezon and other provinces. Philippine President Rodrigo Duterte, who himself ordered these bombings, together with his generals, must be held accountable and be charged with war crimes for the deliberate endangerment of civilians before the people’s courts and other international courts.

We urge the media and democratic and progressive organizations and the international community to conduct an impartial and thorough investigation into the Miag-ao bombing. The AFP has imposed a news blackout to control the flow of information in an effort to hide the real facts surrounding the bombing and the situation in Miag-ao.

We challenge political parties and candidates vying for the presidency and other positions in next year’s elections to make a clear stand against the use of aerial bombardment.

The AFP’s use of 500-lb bombs grossly violates international humanitarian law and must be banned. This is an obscene waste of people’s money amid widespread hunger and poverty.

Around 8 pm last December 3, 2021, red fighters of the LPC-NPA launched a sniping operation on the CAFGU detachment in Barangay Guba, Vallehermoso, Negros Oriental. 1 soldier was killed in action. The troops in the detachment are notorious for human rights violations in the area, harassing civilians that they suspect to be NPA supporters and dislocating the livelihood of the locals in the process.

On December 4, 2021, on 4:30 pm a unit of the LPC-NPA raided Guihulngan police guarding the illegal cockfighting activities in Sitio Makulos, Barangay Bulado, Guihulngan City. A young policewoman was captured by the red fighters, but was released after important information was gathered from her. Her valuables were left untouched, pursuant to the strict adherence of the NPA to the protocols of war. Meanwhile, the other PNP personnel scampered towards their local police station in fear.

Such activity was funded and led by Mayor Gido Reyes, also chairman of the NTF-ELCAC branch in the city, breaching health protocols amidst the Covid-19 pandemic. Additionally, the PNP along with the AFP and the NTF-ELCAC are scoundrels, raiding and banning gambling activities but also participating in them as well.

On the same day in the evening, the LPC-NPA raided a military safehouse in Barangay Kalupaan, Guihulngan City, Negros Oriental. 2 military backpacks were recovered from the site.

The successive military actions of the LPC-NPA are proof that the statements of Maj. Gen. Arevalo, commander of the 3rd ID, that the defeat of the NPA in Negros in 2022 is hogwash. The NPA, led by the CPP and cherished and supported by the masses will continue to wage tactical offensives to advance the people’s war to greater heights.

Strongly condemning the Armed Forces of the Philippines (AFP) for its “terroristic and bloodthirsty bombing” of a civilian community, Ka Juanito Magbanua, spokesperson of the Apolinario Gatmaitan Command of the New People’s Army Negros Island Regional Operation Command (AGC-NPA), also commented on the AFP’s unparalleled desperation “in achieving its pipe-dream of destroying the revolutionary movement before the end of the tyrannical Duterte regime.”

Last December 1, the AFP’s 3rd Infantry Division launched an early morning air strike using FA-50 jet fighters, and ground artillery as well, in Sitio Burak, Barangay Alimodias, Miag-ao, Ilo-Ilo allegedly against a New People’s Army (NPA) unit.

Magbanua pointed out that the AFP is squandering government funds.

He emphasized the futile spending on billions of pesos worth of bombs, ammunition and canyons and combat operations while the people are suffering from extreme hunger and poverty due to skyrocketing prices of basic commodities, increase of foreign debt, corruption in government and the Covid-19 problem.

Meantime, the National Democratic Front (NDF) – Negros called on the international community, local human rights advocates and pro-people government officials to conduct an independent and impartial investigation of the incident.

“We must not allow the US-Duterte regime to coverup the Miag-ao bombing and remain blameless for such terror,” Ka Bayani Obrero, NDF-Negros spokesperson, stated.

He also urged soldiers and officials under the 3ID “who are truly peace-loving and sincere in protecting the people” to speak up and expose “the criminal acts of the 3ID and its brigades and battalions.”

‘Big mistake’

For its part, the AGC-NPA called it a “big mistake of the bloodthirsty regime” if it expects that using advanced war armaments can subdue the people and the armed movement.

“While a semifeudal and semicolonial system that generates oppression and exploitation persists in society, the people will continue to persevere and wage armed struggle,” Magbanua said.

He said further that the worsening brutality of the reactionary government gives the people more reason to find their courage to resist and defend their rights.

“It likewise gives valiant Red fighters of the NPA the determination to launch the people’s war to defend the interest and welfare of the people,” he concluded.###

The Armed Forces of the Philippines’ 3rd Infantry Division launched an early morning air strike using FA-50 jet fighters on Wednesday, December 1, in Sitio Burak, Barangay Alimodias, Miag-ao, Ilo-Ilo allegedly against a New People’s Army (NPA) unit.

BGen. Marion Sison, 301st Infantry Brigade commander, confirmed using artillery which according to reports from residents fired at least eight rounds near their community.

The Apolinario Gatmaitan Command of the New People’s Army Negros Island Regional Operation Command (AGC-NPA) strongly condemned what it called a “terroristic and bloodthirsty bombing” on a civilian community.

Ka Juanito Magbanua, AGC-NPA spokesperson, said that indiscriminate bombing of a community using overly powerful war weapons is a brutal crime and a violation of international humanitarian law.

He added that it caused grave terror among the residents and destroyed their houses and livelihood.

“This is a loathsome act and an inherent nature of AFP terrorism wherein lives of civilians are disregarded and put in danger in terms of their bloody and countless killings,” he said.

Meanwhile, Ka Bayani Obrero, National Democratic Front (NDF) – Negros spokesperson, expressed the deep outrage of the revolutionary movement in Negros over the recent “barbaric aerial bombardment and artillery shelling.”

“Dropping two 500-lb bombs and unleashing at least eight rounds of artillery shells near civilian communities were an extravagant display of cowardice of the 3rd Infantry Division,” he said. “Only bloodthirsty mass murderers like 3ID head Benedict Arevalo and 301st Brigade commander Marion Sison can be proud of these atrocities meant to sow terror.”

Obrero also noted the media blackout implemented by the AFP which to him further raised questions on what occurred during the bombing and how much devastation it caused.

Few media reports described two explosion craters measuring approximately 15 feet deep and 20 feet wide and 3 feet deep and 10 feet wide, respectively.

The Miag-ao bombing is the ninth aerial bombardment conducted by the AFP this year that brought fear and trauma mostly on peasant communities.###

Kada umupong presidente, iyan ang sinasabi. Malapit nang mapulbos ang NPA! Eh bakit andito pa kami?

Oh ano, nawala tama ng alak sa iyo? Nahimasmasan ka ba? Sana maalala mo ang mga anak mo. Sana maisip mo ang kinabukasan nila. Kasi may pagpipilian ka naman eh. Ang mga taong katulad mo – mahirap at nangangarap ng magandang kinabukasan para sa mga minamahal sa buhay, mga taong mula sa uring inaapi, matagal nang namili. Pinili nila ang rebolusyon. Dito sila kung saan hindi sila kailangan pilitin, dahil alam nilang sa gitna ng mga lokohang nagaganap tuwing eleksyon, hindi nila isinasalalay ang kanilang kinabukasan sa balotang palagian namang pinapalitan ang laman. Mas pinili nilang tahakin ang landas ng rebolusyon, dahil naniniwala silang sa pamamagitan ng kanilang masugid na pakikibaka makakamit nila ang TUNAY na DEMOKRASYA. Mahigit limang dekada na ang rebolusyon. Walang kontra-insurhensyang nagpadapa dito. Kaya nandito pa kami. Mananatili. At lalo lamang dumarami. Kung gusto mo, sumama ka sa amin. Dropping two 500-lb bombs and unleashing at least eight rounds of artillery shells near civilian communities were an extravagant display of cowardice of the 3rd Infantry Division. Only bloodthirsty mass murderers like 3ID head Benedict Arevalo and 301st Brigade commander Marion Sison can be proud of these atrocities meant to sow terror.

Blocking media outfits and other organizations from entering the AFP’s crime scene further raises questions on what occurred during the bombing and how much devastation it caused.

This heinous war crime is the outcome of the regime’s military spending on AFP modernization and the NTF-Elcac. It is a glaring exhibit of the militarist agenda of the US-Duterte regime to decimate the New People’s Army by June 2022. However, in reality, it preys on civilian communities to make the masses cower upon its military strength.

The National Democratic Front (NDF) – Negros calls on the international community, local human rights advocates and pro-people government officials to conduct an independent and impartial investigation of the incident. We must not allow the US-Duterte regime to coverup the Miag-ao bombing and remain blameless for such terror.

Pinupugpog nila ng kanilang presensya ang mga komunidad upang pagkaitan tayo ng makikilusang erya. Inaatake nila ang ating pangalan at reputasyon sa lahat ng daluyan ng impormasyon upang ihiwalay at siraan tayo sa publiko. Nagsasagawa sila ng magagastos, matatagalan at malalawakang operasyong militar upang itulak tayo sa mga gasgasang labanan at pinsalain ang ating hanay.

Ngunit ano ang kahulugan at kabuluhan ng pag-atake ng kaaway sa atin? Ibig bang sabihin nito’y lumalakas sila at tayo’y humihina? Hindi. Ipinapakita lamang nito na tayo ay matagumpay sa ating mga rebolusyonaryong gawain. Na ang naghaharing-uri ay nanginginig sa pangambang tayo ay mabilis na sumusulong. Na sila ay kinakain ng kanilang desperasyong durugin ang lahat ng naipundar ng rebolusyonaryong kilusan – kapwa ng mga naunang henerasyon at ng ating hanay sa kasalukuyan. Na mahusay nating naiguguhit ang linya ng pagkakaiba sa pagitan nating mga rebolusyonaryong naghahangad ng tunay na kaunlaran, katarungan, kapayapaan at kasaganaan at sa kanilang mga reaksyunaryong nais lamang panatilihin ang bulok na sistemang nagsisilbi sa kanila.

Hindi nakapag-aalala para sa atin na tayo ay inaatake ng kaaway. Ito ang malinaw na kalikasan ng demokratikong rebolusyong bayan at pag-agaw ng pampulitikang kapangyarihan mula sa naghaharing-uri. Higit na mapanganib kung ang kaaway ay pinababayaan lamang tayo – ibig sabihin nito’y hindi natin epektibong naitatakda ang linya ng armadong pakikibaka at tayo’y wala nang pagkakaiba sa kanilang mga tagapagtaguyod ng reaksyon. Ang paglitaw ng higit na maraming sagadsarin at nag-uulol na kalaban ng rebolusyon ay patunay na hindi lamang mataman, kung hindi mahusay, ang ating pagkakatangan sa wastong proletaryadong pananaw at paninindigan.

Ang paglubha ng mga atake ng kaaway sa atin ay nagbibigay-daan din para sa pagsidhi ng politisasyon ng buong sambayanan. Ang ilang nahuhuling saray ng masang anakpawis na dati ay mahigpit na nakatali sa pang-ekonomyang suliranin at kamangmangan at hindi makaalpas mula sa kani-kanilang kahon ay mabilis na napupukaw sa tunggalian ng uri sa lipunang kanyang ginagalawan. Nahahatak ang malawak na hanay ng mamamayan na pumili sa pagitan ng dalawang magkatunggaling linya ng rebolusyon at reaksyon. Dahil malinaw ang pagkakaiba at ang paninindigan ng dalawang magkaibang panig, kumikipot ang puwang para sa mga apolitikal at yaong mga rebolusyonaryo sa postura lamang. Hindi na nananatili sa abstrakto at teorya ang pagpili. Ang lahat ay naitutulak na magkaroon ng takdang tindig at pangatawanan ito sa kanilang araw-araw na buhay.

Kung nais magpakalango ng kaaway sa inaakala nilang bisperas ng kanilang tagumpay, tayo naman ay dapat higit na nagsisikap na sunggaban ang mga pagkakataon at pagsulong na ibinubukas ng ating kasalukuyang kalagayan. Dapat higit na magpakatatag at ihanda ang sarili sa tumataas na antas ng sakripisyo at kahirapang kaakibat na ng pag-unlad ng praktika sa pakikibaka.

Kaya, kasama, anuman ang iyong danas sa atake ng kaaway sa kasalukuyan – kung militarisado man ang inyong erya, inaantala ang inyong mga gawain, inaatake ang baseng masa, tandaang ito ay dahil mahigpit ang ating pagsasapuso sa interes ng masa habang ang kaaway ng rebolusyon ay labis na namumuhi sa sinumang tunay na nagdadala ng makabuluhang pagbabago. Dapat nating ikalugod ito! Ibig sabihin, tayo ay tapat at mahusay na tagapagtaguyod ng rebolusyon at tagapaglingkod ng sambayanan. Payt sana! Hindi rasonable, walang katuturan, at lumalabag sa batas ng digma ang brutal na pambobomba at panganganyon ng Armed Forces of the Philippines (AFP) sa isang maliit na yunit ng Bagong Hukbong Bayan (BHB) sa Alimodias, Miag-ao, Iloilo noong Disyembre 1, 2021. Milyong pondo ng mamamayan ang winaldas ng AFP para atakehin ang yunit ng BHB na nagbibigay serbisyo sa mamamayang apektado ng gutom at pandemya. Ang pambobomba ay lumikha ng malaking kapinsalaan sa kabuhayan at katahimikan ng mamamayan at sa kapaligiran.

Naghulog ng apat na malaking bomba ang dalawang FA-50 fighter jet, sunud-sunod at walang patumanggang nanganyon ang kaaway. Ayon sa kwento ng mga sibilyang nakakita sa lugar ng pinangyarihan, winasak ng mga bomba ang lahat na saklaw ng mahigit 100 metro at mas malayo pa ang inabot ng mga shrapnel nito.

Walang hiyang nambomba ang AFP sa kanayunan kahit dumaranas ng gutom ang mga magsasaka ng Miag-ao at Southern Panay na hindi pa nakabawi mula sa mga pinsala ng nagdaang bagyo, matinding pag-ulan, mababang ani ng palay, at pagkasira ng binebentang mga gulay. Nanduon ang yunit ng BHB sa eryang binomba para tumulong sa mga magsasaka at tumataguyod sa kanilang pagtutulungan para harapin ang gutom.

Iniimbestiga pa namin kung sinu-sino ang mga biktima ng walang patumanggang pambobomba at panganganyon. Mahirap pang kilalanin ang mga biktima dahil sa hindi mailarawang kalagayan ng kanilang mga katawan. Sa ngayon, wala pa kaming kumpirmasyon mula sa naturang yunit ng BHB at iniipon pa ang datos kaugnay sa nangyari. Kung sakaling mga kasapi ng BHB ang mga biktima, sila’y aming aaminin, bigyan ng parangal at paabutan ng pakikidalamhati at suporta ang kanilang mga kamag-anak.

Malaking kasinungalingan ang mga pahayag ng kumander ng 3rd ID na si MGen. Benedict Arevalo na merong mahigit 70 BHB ang nakatipon para magplano ng isang pagsalakay. Sa loob ng teritoryo ng BHB ang Barangay Alimodias, at tungkulin ng mga Pulang mandirigma ang pagtulong sa masa sa eryang kinikilusan nila. Hindi totoong puno ng mga landmine ang erya na kanilang binomba. Pantabing na rason ito ng militar upang itago sa mga sibilyan at taga-midya ang kanilang brutalidad.

Nakagawa ang AFP ng malalang paglabag sa mga batas ng gera at internasyunal na makataong batas partikular sa mga prubisyon sa paggamit ng di-makatarungan at sobra-sobrang lakas sa mga kalaban nito, kabilang na ang karapatan ng mga wala sa katayuang lumaban, at paglagay sa peligro sa mga sibilyang nasa erya. Ang pambobomba at panganganyon ng AFP laban sa maliit na mga yunit ng BHB ay paglabag sa internasyunal na batas ng paggamit ng rasonablemg lakas sa labanan. Sobra-sobra, hindi kailangan, at hindi rasonable ang paggamit ng mga armas na ito laban sa mga mandirigmang nasasandatahan lamang ng mga riple at mga medik. Samantalang parang mga asong-ulol na binabatikos ang naaayon sa batas na paggamit ng BHB ng mga command-detonated explosives, ipinagmamayabang ng AFP ang ilang daang kilong mga bomba na may pamalagian at mapangwasak na pinsala sa kalupaan at sakahan ng mamamayan.

Ang hindi-rasonableng paggamit ng pwersa ng AFP ay tanda ng kanilang terorismo sa kanayunan na naghahasik ng kapinsalaan at teror sa mga magsasaka. Pulpol na lohika rin ng AFP ang pagsisi sa mga rebolusyonaryo sa nililikha nilang brutalidad at karahasan.

Walang ipagmamayabang si MGen. Arevalo sa kanilang paggamit ng mga supestikadong kagamitan laban sa mga Pulang mandirigma na may mababang kakayahang lumaban. Ang kanilang ipinagmamayabang na mga pambombang eroplano at kanyon ay hindi man lamang ginamit laban sa water cannon ng Chinese navy na nang-aagaw ng teritoryo sa West Philippine Sea. Katulad si Arevalo sa kanyang bully na among si Duterte na gumagamit ng sobra-sobrang lakas sa mahinang mga kalaban pero bahag naman ang buntot sa harap ng pananakop ng China.

Nananawagan ang BHB sa mamamayan na kundenahin ang brutal na terorismo ng AFP laluna ang pambobomba sa kanayunan. Hinahamon namin ang mga upisyal ng LGU na manindigan laban sa panggigipit ng militar sa mamamayan at bigyang proteksyon sila sa mga pinsalang likha ng militar.

Dapat palayasin ng mamamayan ang teroristang militar at singilin ang reaksyunaryong gubyerno sa pagpapabaya sa gitna ng gutom at pandemya.

Sa digmaan, ang mamamayan ang mapagpasya at hindi ang makabagong mga armas. May rebolusyon habang may pang-aapi at pagsasamantala.

The Armed Forces of the Philippines (AFP) is preventing media and other organizations from independently seeking the truth about the aerial bombing last Wednesday early morning in Barangay Alimodias, Miag-ao, Iloilo.

In line with its martial law mindset, the AFP wants to impose a news blackout to control the flow of information so that these will fit into the military narrative of supposed eight NPA fighters killed in an armed encounter. Local media reporters and other organizations, are now being prevented from getting into the area.

What we know so far is that at early dawn last December 1, while most people were still asleep, two FA-50 jet fighters flew over Barangay Alimodias and dropped two 500-lb bombs on the nearby mountains, around one and a half kilometer from the civilian communities. This was soon followed by artillery shelling which fired at least eight rounds in the same direction.

The heavy bombs were so powerful that it left a crater 15 feet deep and 20 feet wide. The bombs violently shook the ground that was felt by residents in nearby communities. People in the communities were struck with fear and traumatized by the aerial bombardment.

As far as we can infer from information, there was no armed encounter between the AFP and the reported NPA unit in the area of the bombing or its proximity. In such bombing incidents, an NPA unit would have quickly withdrawn to a safe distance to avoid further casualties.

We are still determining the additional facts as to what really transpired last Wednesday in Miag-ao. We are investigating reports that a number of civilians, including a child or children, were killed in the incident. We are also still assessing the casualties on the side of the NPA unit.

Dropping 500-lb bombs from fighter jets are inherently indiscriminate and causes widespread damage and superfluous deaths and injury. Their use are a brazen violation of international humanitarian law and rules of war and constitutes serious war crimes.

Three years since the implementation of Memorandum Order 32 in Bicol and more than five years under the fascist US-Duterte regime, the reactionary state and its armed forces failed in all their attempts and attacks to weaken and suppress the militant spirit of the Bicolano revolutionary.

The enforcement of MO 32 witnessed the return of the 49th Infantry Battalion, the establishment of the 22nd IBPA as a regular battalion and the addition of 96th IBPA. In total, there are 16 battalions, of combined AFP-PNP forces, aside from municipal police in the region, which conduct Retooled Community Support Program (RCSP) and Focused Military Operations (FMO) alongside Simultaneous Anti-Criminality and Law Enforcement Operations (SACLEO) and other vicious military and police operations. These operations covered almost all the provinces in the region. The punitive regime brandished its sham force by relentlessly violating the rights of the Bicolano people.

The harassment and fascist violence being wielded against patriotic leaders of progressive organizations in urban areas also worsen. They were abducted, arrested and charged with trumped-up cases as had happened to the likes of Jen Nagrampa of Gabriela-Bikol, Nelsy Rodriguez of BAYAN-Camarines Sur, Pastor Dan Balucio of BAYAN-Bikol, Ramon Rescovilla of Condor-PISTON-Bikol, Elwin Mangampo of PAMALAKAYA-Bikol and Sasah Sta. Rosa of Anakbayan-Jovenes-Bikol. In worst cases, progressive individuals were killed and massacred including the case of July Barotillo ng BAYAN-Camarines Sur and Camarines Sur People’s Organization, Ryan Hubilla and Nelly Bagasa of Karapatan-Bikol, Aldrin Sese of LAMBAT-Bikol, Edwin Pura of BAYAN-Bikol and many others.

All of these took place amidst the deteriorating economic conditions of the region that is continuously suffering from record-setting inflations and economic collapse. These are conditions that only fuel the longstanding anger of Bicolanos. The worsening situation of rights violations only impelled the Bicolanos tofurther intensify their struggle.

Even if the AFP-PNP-CAFGU muster all their forces in the region, they will never obliterate the courage and resolve of every Bicolano. The Bicolanos have shown their steadfastness amidst the fiercest of attacks made by the murderous henchmen of Duterte. With every blow of violation against the rights of the people, thousands of masses responded, protested, displayed their rage and exposed the violence of the military. With every scourge of neoliberal policies such as Rice Tariffication Law, Build, Build, Build, among others, the voice of the Bicolanos immediately reverberated to condemn and expose the rottenness of all these. Mass organizations remain intact and united and are ingeniously mobilizing despite being under immense militarization. Above all, more and more Bicolanos joined the New People’s Army (NPA). The NPA is ever mastering the science of guerilla warfare to launch military actions that would mete punishment to the butchers for their crimes against the oppressed and exploited masses.

The Bicolanos will never accept being silenced, dragged and restrained in their struggle against militarist policies such as MO 32. Their struggle will persevere under the leadership of the CPP-NPA-NDF so that until the end, the current rotten order which allows the existence of fascist regimes that imposes such repressive directives may perish. Anticipate intensified tactical offensives frou Red fighters of the Romulo Jallores Command – NPA Bikol. Through the firm support of the people, resounding victories will be achieved until genuine justice, prosperity and peace that they have fought for so long will be fully realized.

The Armed Forces of the Philippines’ bombing and artillery shelling against a small unit of New People’s Army at Alimodias, Miaga-o, Iloilo last December 1, 2021 is unreasonable, without honor, and violates international laws.Millions of funds were squandered to fight a smallNPA unit that was conducting services to the people affected by hunger and the pandemic. The bombing resulted in immense destruction of the masses’ livelihood, damaged wildlife and environment, and had sown terror among civilians.

The enemy dropped four massive bombs using two FA-50 fighter jets and conducted subsequent artillery shelling. According to the reports of civilian witnesses, the indiscriminate bombs destroyed everything around 100 meters with its shrapnel reaching father away from the center of explosion.

The AFP shamelessly conducted bombings even if farmers in the area face hunger. Peasants in Miagao and Southern Panay are yet to recover from the devastation of recent typhoons, heavy rainfall, meager harvest, and destruction of vegetable crops. The unit in the area was dispatched to assist and unite the farmers to address the hunger problem.

We are still investigating the identities of the victims of the indiscriminate bombings and shelling. Identification is almost impossible because of the indescribable state of the recovered bodies. Right now, there has been no confirmation from the field unit and information about them are still being collected. If ever the victims are indeed members of the NPA, we will own and acknowledge them, honor their heroism, extend sympathies and assistance and grieve with their families and comrades.

The 3ID’s commander MGen. Benedict Arevalo spew fat lies that there are more than 70 NPA fighters gathering to plan attacks. Brgy. Alimodias is part of NPA territory and it is the duty of red fighters to extend services to them . It is also not true that the area they bombed is heavily mined. These fabricated lies are meant to cover their brutalities from the public and the media.

The AFP committed gross violations on the rules of war and international humanitarian law particularly the provisions regarding the disproportionate use of force against opponent forces, those protecting the rights of hors de combat and civilian communities around the site of attack. The AFP’s aerial bombings and artillery shelling against small units of NPA fighters violate international rules on proportionality and necessity. The use of massive bombs against moderately-armed guerrilla fighters, medics and unarmed personnel are excessive, unnecessary, and disproportionate. While they wildly condemn the NPA’s use of command-detonated explosives, they boast their use of hundred-kilo bombs that result to permanent and massive damage to the environment and land.

The AFP’s unreasonable use of excessive force is a proof of their terrorism in the countryside that brings destruction and fear among the farmers. It is also illogical for the AFP to blame the revolutionary movement for their own brutality and violence.

MGen. Arevalo has nothing to tout in his use of sophisticated weaponry against red fighters with light fighting capacity and do not have the same advanced weapons. The bombers and artillery they brag about were not even used against the water cannons of the invading Chinese navy in the West Philippine Sea. Arevalo is like his bully master, Duterte, who could only use excessive force against relatively weaker forces and then wimp out in front of expansionist China.

The NPA calls on the people to condemn the AFP’s brutal terrorism especially the bombings in the countryside. We challenge local government leaders to stand against the AFP’s coercion and protect their constituents against military atrocities. It is necessary for the people to drive out the AFP terrorists and hold the reactionary government accountable to their ineptitude in addressing hunger and the pandemic.

In warfare, it is not modern weaponry but the people who is decisive. There will be revolution while there’s hunger and military terrorism.

Ito ang sigaw ng mga Catandunganon, matapos ipamalas ang kanilang kahandaan para sa bakuna at pagbabago sa nakalipas na “Bayanihan, Bakunahan” ng reaksyunaryong gubyerno noong Nobyembre 29 hanggang Disyembre 1.

Nanguna ang Catanduanes sa rehiyon sa pagtala ng pinakamaraming nabakunahan sa loob ng tatlong araw. Lumagpas pa sa itinakdang bilang ng mga babakunahan ang lumabas sa kanilang mga tahanan upang pumila at kamtin ang proteksyon para sa kanilang mga sarili, pamilya at komunidad.

Bagama’t ganoon ay malinaw na minaliit ng reaksyunaryong gubyerno ang inisyatiba at kahandaan ng mga Catandunganon nang magtarget lamang ito ng 7,000 kada araw na babakunahang mamamayan. Hindi ang babakunahan ang nagkulang kung hindi ang bakuna na itinakda lamang ng DOH para sa prubinsya. Marami ang umuwing bigo kahit kasing-aga pa ng alas-kwatro ng madaling araw sila pumila, dahil hindi sila inabot ng limitadong suplay ng bakuna.

Nito lamang Nobyembre, ang prubinsya ang katangi-tanging naiwan sa Alert Level 4. Makailang beses na rin itong kinategorya sa MECQ. Ngunit ayon sa mga Catandunganon, hindi na nila kakayanin ang hirap na isailalim muli ang kanilang lugar sa lockdown upang mawalan sila ng hanapbuhay at pagbuhay. Pinaghahandaan na rin nila ang pagpasok pa ng bagong Covid variant na Omicron.

Noon pa man labis-labis na ang pagpapabaya ng walang malasakit na rehimeng US-Duterte sa mga Catandunganon. Patung-patong nang pasakit ang dinaranas ng masang Catandunganon – magmula sa hagupit ng mga bagyo, krisis sa lokal na agrikultura, bagsak na ekonomya at ngayon naman ay ang kahirapan sa pagharap sa Covid-19. Nauuwi lamang sa mga binging tenga ang panawagan ng relief, suportang pang-agrikultural, ayuda at bakuna. Makailang ulit nang nananawagan ang mamamayan ng suporta, ngunit hindi ito dininig. Makailang ulit na rin silang nananawagan upang mabigyan ng suplay ng oxygen para sa mga pasyente ng Covid-19 at madagdagan ang bakuna para sa mga mamamayan sa isla, ngunit walang pumansin.

Nasaan ang pantay na pagturing? Kung umaabante na ang iba pang mga prubinsya at rehiyon sa pagbawas ng mga nahahawaan ng nakamamatay na sakit, ano’t hinahayaan na lamang na manatili ang ganitong kalagayan ng mga Catandunganon? Sa panahong ito na nariyan na ang 124.25 milyong bakuna, dapat lamang na ibigay ang karapat-dapat na bahagi para sa prubinsya ng Catanduanes, nang sa gayon maibsan lamang kahit kaunti ang hirap na kanilang dinaranas sa kasalukuyan. Dapat lamang na mabigyan ng pantay na proteksyon ang mga Catandunganon, katulad nang ibinibigay sa ibang mga probinsya.

Hindi nakapagtatakang nananatiling atrasado ang prubinsya sa lahat ng larangan na maaaari pa sana nitong mapaunlad. Nananatiling lugmok sa matinding karukhaan ang kalakhan ng mga maralitang magsasaka at para-hagot sa prubinsya. Halos hindi maka-igpaw sa bawat bagyong dumaan ang mga Catandunganon na malaon na ring napipilitang makipagsapalaran para sa kanilang pag-unlad at kapalaran sa ibang prubinsya at rehiyon. Kulang na kulang pa ang mga pasilidad at kagamitan para maka-angkop sa mga pangangailangang pangkalusugan.

Gayunpaman, abante mag-isip at nananatili ang pakikibaka ng mga Catandunganon. Hindi sila makapapayag na lagi’t-lagi silang minamaliit ng reaksyunaryong gubyerno. Malinaw nilang iparirinig ang kanilang mga boses. Sa pamamagitan ng pagsusulong ng rebolusyon, kinikilala nila ang kanilang sariling lakas at kakayahang tugunan ang kanilang mga batayang kahingian at karapatan. Nananatili ang kanilang pagsandig sa rebolusyong katangi-tangi nilang kaagapay laluna sa panahon ng krisis at matinding kagipitan.

Nananawagan ang Nerissa San Juan Command sa lahat ng Catandunganon na patuloy na magpunyagi sa rebolusyon upang ipaglaban ang kanilang mga karapatan! Kasama nila ang NSJC BHB-Catanduanes sa lahat ng kanilang pagsusumikap upang makaigpaw sa anumang krisis na inyong harapin hanggang sa sabay-sabay na makamit ang tagumpay.

The Bicolano people suffered from an unparalleled spree of killings and violence against civilians under the three-year enforcement of Memorandum Order No. 32 in Bikol. The said directive placed Bicol at the fore in terms of repression, political killings and other human rights violations.

With MO 32 in effect, Duterte placed the region under a de facto martial law. Bicol was besieged by one of the largest AFP-PNP-CAFGU troop deployment which was given an extensive authority to launch intensified and more blatant attacks against the masses of the region. The Joint Task Force Bicolandia systematically expanded its massive killing campaign and anti-communist purge under the pretext of various military operations and anti-criminality campaigns.

Under MO 32, Bicol became an extrajudicial killing and massacre capital. The masses were outright targets of prevalent Nanlaban-patay or NPA-kaya-pinatay operations. From peasants, workers, professionals, members of the press, businessmen to local civilian officials and politicians, the directive showed no mercy. In a latest report, 130 out of the total 219 cases of political killings, including seven of the total 12 cases of massacre in the region were during the implementation of MO 32 since 2018.

Campaigns of illegal arrest that primarily targeted leaders and members alike of mass organizations became rampant. In a surge of police operations during the pandemic, more than a hundred civilians Red-tagged or accused as supporters of the revolutionary movement were arrested or detained. In fact, the region will commemorate Political Prisoners’ Day amidst the rising number of political detainees in Bicol.

MO 32 showed that no one sowed terrorism in Bicol other than Duterte and the Joint Task Force Bicolandia. Under the pretext of combating terrorism, Duterte and the JTFB used MO 32 in an attempt to suppress the resilient struggle and unity of the Bicolano people. The mass movement and its organizations were targeted. Critics and political opponents were neutralized. Media was silenced and controlled. Above all else, the masses, especially those in the countryside, were attempted to be drowned in fear. All of these were done to allow the unimpeded implementation of Duterte’s anti-people policies and projects in the region. And similar to the 2019 elections, MO 32 will certainly be used by the military to control the results of the 2022 elections in favor of Duterte along with his local regional cohorts.

MO 32 is a clear indication of Duterte’s abhorrence of the Bicolano people. It remains a challenge for the people of the region to fully defeat MO 32 and Duterte’s other fascist policies that further mired the masses to poverty. The people need to be more resolute and united to fight the intensifying campaigns of killing and military attack in the region. They need to overthrow the criminal and terrorist US-Duterte regime. There is no other way to carry out all these but to wage the just people’s democratic revolution.#

FORT MAGSAYSAY, Nueva Ecija — Twenty-five (25) Mass Supporters of the Communist Terrorist Group (CTG) have withdrawn their support from the terrorist organization during a simple ceremony facilitated by the Community Support Program (CSP) team of 24th Infantry (WILDCAT) Battalion, Philippine Army in Brgy. Mataragan, Malibcong, Abra on December 04, 2021.

Honorable Regino Sidayyao, Malibcong Mayor, its Municipal Officials, and other head of agencies attended the event and witnessed the Oath of Allegiance of the 25 CTG Mass Supporters.

1Lt Jake Leonardo R. Loniego, 24IB CMO Officer and CSP team leader 2Lt Daryl Brix R. Colita facilitated the withdrawal of support of the 25 personalities to the CTG.

Meanwhile, the Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army, Brigadier General Andrew D. Costelo PA lauded the efforts of the CSP team who has been working hand-in-hand together with the MTF-ELCAC of Malibcong to eradicate the influence of the CTG in the community by strengthening its information campaign in the grassroots.

“We have expected the rapid withdrawal of support of these CTG’s mass supporters as we gain momentum in our campaign to end the communist insurgency, particularly in Abra. We will maintain our efforts to attain our mission and it is the sustainment of peace and development in Northern Luzon,” said BGen Costelo.

FORT MAGSAYSAY, Nueva Ecija — A 36-year-old member of Sentro de Grabidad (SDG), Aurora Provincial Committee (PCOM) of the New People’s Army surrendered to the joint elements of 91st Infantry (SINAGTALA) Battalion, Philippine Army, Baler Municipal Police Station, 1PMFC Aurora Provincial Police Office on December 04, 2021.

Lieutenant Colonel Reandrew P. Rubio, Commanding Officer of 91IB identified the personality as Enok Aliagan Teriman alias Jerome/Regan/Vergel, a resident of Brgy. Lual, Casiguran, Aurora surrendered along with one (1) M2 carbine rifle with one (1) magazine loaded with 10 rounds of ammunition.

Meanwhile, the Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army, Brigadier General Andrew D. Costelo PA commended the decision of Teriman to surrender to the authorities and give himself a chance to live a peaceful life together with his family.

“We attribute the series of surrenders of CTG members in Aurora to the combined efforts of the PTF-ELCAC and the security forces through its intensified conduct of the Retooled Community Support Program. Malaking bagay ang RCSP sa ating campaign para matapos na ang 53 taong insurhensiya sa bansa dahil agad nitong natutugunan ang mga problema sa kumonidad na posibleng gamiting ng teroristang grupo kontra sa gobyerno,” said BGen Costelo.

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division task initial custody of 2 minor CPP-NPA Terrorists (CNTs) after surrendering with their firearms on December 3 and 4, at the Headquarters of the 75th Infantry Battalion, Brgy Magroyong, San Miguel Surigao del Sur.

The surrenderers were identified as alias Je-an, 16 yrs old, Medic of Squad 2, Platoon 2, Guerilla Front 30 (GF30) of the North Eastern Mindanao Regional Committee (NEMRC), bringing along an AK47 Rifle and four (4) magazines loaded with 50 rounds of cal. 7.62mm ammunitions and alias Joy, 17 yrs old, a member of Squad 3 of SRSDG Southland, NEMRC, also brigning along an AK47 Rifle, and two (2) magazines loaded with 11 rounds of cal. 7.62mm live ammunitions. They voluntary surrendered to Lt Col Jelson D Buyuccan, Commanding Officer of 75IB that is under the 401st Brigade.

Major General Romeo S Brawner Jr, 4ID Commander, lauded the 75IB for actually receiving the minors from CTG exploitation and for ensuring Je-an and Joy’s safe return to their respective families. He lambasted the CNT leaders for continuously recruiting minors and dragging them into an armed struggle where children must not take part.

“Je-an was recruited when she was 14yrs old, while Joy was then 16 yrs old. Clearly, the CNTs have no regard of the children’s welfare by continuously exposing them to grave danger especially in the company of armed men, deceiving them thru false promises and exploiting their innocent young minds,” MGen Brawner Jr said.

Per 4ID records, alias “Je-an” and “Joy” are the 71st and 72nd child soldiers who were rescued by the government troops. The 75IB shall work with the concerned Municipal Social Welfare Development Office (MSWDO) to officially turn over the minor CNTs for proper disposition.

“We shall file a case against the CTG leaders who recruited Je-an and Joy in clear violation of Republic Act 9851 (Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity) and Republic Act 11188 (Special Protection of Children in Situations of Armed Conflict Act). We will also refer this case to the CHR so that these terrorists will be held fully accountable and responsible under the international humanitarian law,” MGen Brawner Jr further stated.

Je-an revealed that she sought the help of the soldiers under the 75IB because her mother has always been crying lately and begging her to leave the terrorist group. She added that she decided to run away because of exhaustion, hunger, and fear for her life, being always on the run, due to the relentless military operations in the area.

While alias Joy was recruited when she was a 3rd year student of the Alternative Learning Center and Development (ALCADEV), a CTG front organization. She laid low after being wounded in an encounter with the troops of the 3rd Special Forces Battalion at Sitio Paradise, Brgy Magsaysay, Prosperidad, Agusan Del Sur on December 18, 2020.

“We appeal to the CTG to stop recruiting minors. The CTG has totally disregarded the IHL which clearly defines therein the prohibition of utilizing children in an armed conflict. Children must at all times be protected and to let them enjoy their youth with their family and friends,” MGen Brawner urged CTG.

“Unlike the CNTs who exploit children, your Army together with different LGAs and LGUs under the E-CLIP committee will take good care of Je-an, while Joy will be referred to Camp Evangelista Station Hospital for proper medical treatment of her wound. The E-CLIP benefits shall give Je-an and Joy better times free from violence and terror that the CTG had exposed them to,” MGen Brawner Jr said.

Banga, South Cotabato- From the period of 30 October 2021 to date, a total of 8 Communist Terrorist Group (CTG) surrendered with their high-powered firearms to the 11th Special Forces “STINGRAY” Company, 5th Special Forces Battalion, Special Forces Regiment (Airborne), Philippine Army operationally controlled by the 601st Infantry Brigade, 6th Infantry Division, Philippie Army

Surrenderees consist of eight (8) NPA Terrorists and Local Guerilla Units from Guerilla Front MUSA (GF MUSA/GF 73) and WEST DAGUMA Front, SRC DAGUMA. Surrendered firearms include the following;

(1) US M1 Carbine rifle with magazine and ammunition
(1) M79 Grenade Launcher with rounds 40mm ammo
(2) improvised M79 grenade Launcher
(1) caliber 45 pistol
(1) Browning Automatic Rifle (BAR) with 4 magaznines and 20 caliber 30 ammunition and bandoleer.

BAR was recovered through a cache recovery operations tipped off by the surrenderee from DAGUMA WEST last 26 November 2021 in the tri-boundary of South Cotabato, Sultan Kudarat and Saranggani.

Local Guerilla Units (LGUs), according to former CO of WEST MUSA who recently surrendered, are members of Peoples Militia (Milisyang Bayan) to serve as the horizontal force WEST MUSA Front. LGUs were tasked to monitor the movement of government troops, guide the NPA Terrorists, conduct reconnaissance, provide supplies and mobility assests for the Communist Terrorist Groups. They are likewise promoted to become regular members of the NPA Terrorist after undergoing required CTG Courses such as Batakang Orientasyong Militar and Batakang Kursong Pangmilitar conducted by the CTGs. The creation of LGUs by the CTGs is an indication of their difficulty in recruitment due to the effective implementation of the National Task Force Ending Local Communist Armed Conflict (NTF-ELCAC) development program in conflict-affected areas.

On the other hand, 3 members of CTG-Affected Mass Organization (CAMO) in the guise of aboveground organization, Kahugpungan sa Lumad sa Halayong Habagatang Kotabato (KALUHAKO) also surrendered along with loose firearms left by CTG members to the Community Support Team of the 6th Civil Military Operations Battalion (6CMOBn). The surenderees said that KALUHAKO is part of their White Area Operations to sustain the armed group.

White Area Surrenderees surrendered the following Low-Powered loose firearms consist of (1) Uzi short barrel rifle with one (1) magazine and three (3) rounds ammunition, one (1) improvised shot gun with one (1) magazine and three (3) rounds ammunition,and one home-made 40 lite pistol with five (5) rounds 5.56 ammunition.

White Area Operations of CTG affected mass organizations (CAMO) provide supplies and act as couriers from the town centers to sustain the needs of the NPA Terrorists. They are likewise responsible in agitating, organizing, and mobilizing various sectors (farmer, indigenous people and labor sectors) to go against the government and conduct mass mobilization, demonstrations. They also recruit potential NPA members.

The surrender is also attributed to the LGU of T’boli’s intensified conduct of Retooled Community Support Program (RCSP) activities and serbisyo caravans in the conflict-affected areas within the boundaries of T’Boli, Banga and Lake Sebu.

Only members of CTGs are qualified for Enhanced Comprehensive Local Integration Program (E-CLIP) while members of the White Area may receive immediate cash and livelihood assistance from the Local Government Units.

While waiting to process their E-CLIP enrollment, the LGU of T’ Boli and the 2nd District Congressional Office granted immediate cash assistance as a reward for choosing the path to peace. The South Cotabato Provincial Government will likewise be providing support upon E-CLIP processing and enrollment.

Names and aliases of the surrenderees were withheld for their safety and security.


The 5th Special Forces Battalion (5SFBN) under the 601ST Infantry Brigade and 6th Infantry Division, Philippine Army are grateful for the support of our Local Chief Executives and Local Government of T’Boli in enforcing the mandate and functions of the National Task Force on Ending Local Communist Armed Conflict (NTF-ELCAC) that emanated from President Rodrigo Roa Duterte’s Executive Order No. 70.

With the NTF-ELCAC and the delivery of basic and social services to the conflict-affected area, we hope to have more peaceful surrenders that will greatly help in dismantling the Communist Terrorist Groups in the province of South Cotabato.

We call on the people of South Cotabato to continuously support the NTF-ELCAC’s lines of efforts and initiatives.
