Sinampahan na ng mga kasong murder ang 17 pulis na sangkot sa pagpaslang sa lider-manggagawa at provincial coordinator ng Bagong Alyansang Makabayan (Bayan-Cavite) na si Emmanuel “Manny” Asuncion. Resulta ito sa imbestigasyong ng Department of Justice (DoJ) na iginiit ng pamilya at mga grupong tagapagtanggol ng karapatang-tao.

Kabilang si Asuncion sa siyam na biktima ng binansagang “Bloody Sunday” noong Marso 7. Sa araw na ito, pinaslang ng mga pulis at sundalo sa koordinadong pagsalakay sa mga tirahan ng mga aktibista sa Calabarzon (Cavite-Laguna-Batangas-Rizal-Quezon). Kabilang sa mga pinaslang ang anim na aktibista sa lalawigan ng Rizal at mag-asawang lider ng mangingisda sa Batangas.

Inirekomenda ng DOJ, partikular ng Administrative Order (AO) 35 Special Investigating Team (SIT), na sampahan ng mga kasong murder sina Police Lieutenant Elbert Santos, Police Lieutenant Shay Jed Sapitula, Police Senior Master Sgt. Hector Cardinales, Police Master Sgt. Ariel dela Cruz, Police Staff Sgt. Joemark Sajul at mga Police Corporal na sina Ernie Ambuyoc, Mark John Defiesta, Arjay Garcia, Caidar Dimaculangan, Bryan Sanchez at Ericson Lucido.

Kabilang din sa inakusahan ng pagpatay sina Police Patrolman Jayson Maala, Juanito Plite, Jonathan Tatel, Prince Benjamin Torres, Jaime Turingan at Lopera Rey PJ Dacara.

Dala-dala ng berdugong mga pulis at sundalo ang mga depektibong search warrant na nilagdaan ng dalawang notoryus na huwes ng Metro Manila upang magrekisa sa mga bahay ng aktibista para diumano maghanap ng mga di lisensyadong baril at eksplosibo. Dahil sa dumaraming reklamo laban sa pang-aabuso sa paggawad ng search warrants at ang kaakibat na madugong mga insidente, napilitan nitong huli ang Korte Suprema na ipagbawal ang paglalabas ng mga mandamyento sa labas ng kanilang hurisdiksyon.

Isinampa ng asawa ni Asuncion na si Liezel ang kasong kriminal sa Office of the City Prosecutor sa Dasmariñas City sa lalawigan ng Cavite. Itinakda ang pagdinig sa kaso sa Enero 11 at 25, 2022.

Nagpahayag ng tuwa ang mga demokratikong grupo at mga tagapagtaguyod ng karapatang-tao sa rekomendasyon na nilagdaan noong Nobyembre 22. Gayunpaman, unang hakbang pa lamang ito para mabigyan ng katarungan ang mga biktima ng mga madugong insidente noong Marso, anila.

Kaugnay nito, iginigiit ng mga grupo sa DOJ na dapat ding usigin ang mga sangkot na pulis at sundalo sa pagpatay sa mag-asawang sina Ariel at Chai Evangelista sa kanilang bahay sa Nasubgo, Batangas; magpinsang magsasakang Dumagat na sina Randy at Puroy dela Cruz sa Tanay, Rizal at sa mga lider-magsasakang sina Melvin Dasigao, Mark Bacasno, at magkapatid na sina Abner at Edward Esto.

Sa ngayon, hindi isinama ng Department of Justice sa imbestigasyon ang kaso ng pagpaslang ng magpinsang dela Cruz dahil wala diumano itong ugnay sa anumang kawsa na kanilang ipinaglalaban. Bahagi ang magpinsan sa paglaban sa Kaliwa Dam.

Isang serye ng mga pagkilos ang inilunsad ng mga magsasaka mula sa Cagayan Valley para ipagtanggol ang kanilang mga karapatan at igiit na palayain ang kapwa nilang mga magsasaka na ikinulong ng rehimeng Duterte.

Inilunsad nila ang 2-araw na pangangalampag noong Nobyembre 23 at 24 para ipanawagan ang kagyat na pagpapalaya sa mga magsasakang taga-Cagayan Valley na inaresto noong Nobyembre 20.

Apat sa kanila ay matatanda na, habang ang isa ay nagpapagaling mula sa stroke. Pinanawagan din ng mga magbubukid ang pagpapalaya kay Amanda Echanis at iba pang mga bilanggong pulitikal.

Sa loob ng dalawang araw, pinangunahan ng Danggayan Cagayan Valley ang mga programa sa harap ng Camp Aguinaldo, Senado, Department of Justice, Commission on Human Rights, at House of Representatives. Inilahad ng mga myembro nito at mga tagasuorta ng mga magsasaka ang tunay na kalagayan ng mga magbubukid sa rehiyon na buong tapang na nakikibaka, sa kabila ng mahirap na abuhayan at pagpapahirap pa ng red-tagging, harassment, militarisasyon, at sapilitan-pekeng pagpapasuko. Tinukoy ng grupo ang NTF-ELCAC na pinamumunuan mismo ni Duterte ang salarin.

Nagpasa rin sila ng mga dokumento at nakapagdaos ng mga dayalogo para sa aksyong-ligal laban sa mga may-salang pulis at militar.

Bago nito, naglunsad ng protesta ang mga magsasaka sa harap ng Camp Crame noong Nobyembre 22.

Lumahok sa mga pagkilos ang grupong Amihan at iba pang grupong demokratiko. Pahayag ng Amihan, napakarami nang naisadokumentong kaso ng pang-reredtag, harasment, pambabanta, pwersahang “pagpapasurender,” pagsasampa ng gawa-gawang kaso, iligal na pag-aaresto at detensyon, pambobomba mula sa ere at iba pang paglabag sa karapatang-tao sa ilalim ni Duterte.

Tinambangan ng Bagong Hukbong Bayan-Northern Samar (Rodante Urtal Command o BHB-RUC) an mga nag-ooperasyong elemento ng PNP-Special Action Force sa Brgy. San Jose, Mapanas noong Nobyembre 20 ng umaga.

Kinumpirma ni Ka Amado Pesante, tagapagsalita ng BHB-RUC, ang naunang naiulat na dalawang tropa ng PNP-SAF ang namatay sa ambus ng BHB. Sugatan din ang apat na iba pa. Ginamitan ng mga Pulang mandirigma ng command-detonated explosive (CDX) ang nasabing mga tropa.

Pahayag ni Pesante, “Ang matagumpay na ambus sa San Jose ay pagkamit ng hustisya ng hukbong bayan para sa mamamaya ng Northern Samar na labis na tinatakot at hinahagupit ng pasistang terorismo ng AFP-PNP at ng rehimeng Duterte.”

Makailang ulit nang ginugulo ng mga tropa ng PNP-SAF ang mga residente ng Mapanas at iba pang kalapit nitong bayan. Noong Agosto, limang magsasaka ang inistraping nito sa San Jose at Brgy. Rizal, Gamay, sa hibang na pagdadahilang “napagkamalan” nilang mga kasapi ito ng BHB.

Nito lamang Oktubre, isang magsasakang may sakit sa pag-iisip ang dinakip ng mga pulis habang hinahalihaw nila at ng Philippine Army ang nasabing mga barangay. Nangistraping din ang mga ito sa kalapit na Brgy. Can Maria, Lapinig.

Pero medalya at pera ang pinaulan ng hepe ng PNP na si Dionardo Carlos sa kanilang kaswalti matapos opensiba ng BHB. Agad pa niya itong binisita bilang pambawi sa mga demoralisadong pulis. Pag-amin mismo ng PNP, tatlo sa apat nilang sugatan ay mga tenyente.

Sinundan ng ambus sa Mapanas ang operasyong haras ng BHB-RUC laban sa mga tropa ng 20th IB sa pagitan ng Brgy. San Miguel, Las Navas at Brgy. Hinagonoyan, Catubig noong Nobyembre 17.

Labis-labis ang reaksyon ng militar na apat na beses itong nagpaputok ng 105mm howitzer sa direksyon ng lugar ng opensiba ng BHB. Wala naman itong natamaang Pulang mandirigma. Mayroon namang rumespondeng ambulansya para kunin ang kaswalti ng militar.

Kinundena ni Pesante ang walang habas na panganganyon at araw-araw na pagpapalipad ng drone ng AFP-PNP kasunod ng mga opensiba ng mga Pulang mandirigma. Ayon sa kanya, nagdudulot ito ng takot at ligalig sa masang sibilyan sa mga nakapalibot na barangay.

“Hindi totoong ‘presiso’ ang panganganyon at paggamit ng drone ng AFP-PNP. Di hamak na mas madalas na mga sibilyan ang tinatamaan at naaapektuhan nito kaysa sa mga kombatant.

“Hindi lang mga yunit ng BHB ang target ng mga teroristang pag-atake mula sa himpapawid. Pinakalayunin nitong maghasik ng teror at sindakin ang masang sibilyan. Tunog pa lamang ng mga kanyon at drone ay nagdudulot ng takot sa kanila. Ginagambala nito ang kanilang pamumuhay at paghahanapbuhay.”

Nanawagan si Pesante na ipagbawal ang paggamit sa mga armas na ito. “Kailangan ding puspusang ilantad ng taumbaryo ang lagim na dala sa kanilang mga komunidad ng mga mamahalin at mababangis na armas ng AFP-PNP.”

MAWAB, DAVAO DE ORO — Combined Troops of 1003rd Bde encounters the group led by alias Macky that resulted to the capture of two Communist NPA Terrorist and recovery of four firearms at Sitio New Laslasakan, Barangay Palma Gil, Town of Talaingod at 5:58 pm of December 1, 2021.

A certain Masarinda Balite alias “ALINA” was identified as the medical and supply officer of the Sub-Regional Guerilla Unit, Sub-Regional Committee 5 of the Communist NPA Terrorist (CNT) was found wounded and immediately provided first aid by troops.

She was one of more than 10 NPAs who figured in running 20-minutes gunfight with members of the composite troops of 56IB, 27IB and 3IB. Her companion Odessa Dumol alias “ANN” was also captured.

Colonel Consolito Yecla, Commander of the 1003rd Brigade said that the hostilities erupted when the group of alias Macky refused to surrender despite the effort of Ka Eloy who calls for the remaining IP CNTs to accept the peace program offered by the government.

The said rebels also left three (3) M-16 assault rifles and one (1) M-4 rifle along their escape route as they fled in haste.

“We treat wounded enemies with compassion in keeping with International Humanitarian Laws. She (Balite) will be turned over properly to the nearest hospital for proper medication,” Colonel Yecla said.

On the other hand, early afternoon yesterday, two (2) CNTs namely Nester Tausan alias “BONG”, the Supply Officer of Squad Primera Andoy of SMRC, 19 yrs old, a resident of So Sambulongan, Palma Gil, Talaingod, and Wena Teklonay alias “SIRENA”, the Supply Officer, Platoon Basil of SMRC, 18 yrs old, a resident of So Muling, Gupitan, Kapalong also surrendered to the Brigade.

Alongside with the campaign of the Brigade against SRGU in Talaingod, there were 63 CNTs who already surrendered, 32 firearms recovered and 7 encounters for the past five months.

Colonel Yecla once again urged the remaining active CNTs to return to the folds of the law and voluntarily surrender before becoming casualties on the on-going focused military operations.

Meanwhile, 10th Infantry Division Commander MGen Ernesto C Torres Jr applauded the troops of 56th, 27th, and 3rd Infantry Battalion for the successful conduct of joint operation which resulted to the capture of two members of Communist Terrorist Group.

“To the remaining deceived individuals still wandering in the hinterlands of Talaingod, Davao Del Norte and other areas in 10ID, your Philippine Army will be your guide out of that limbo. Now is the right time to go back, join the efforts of the government, help find a solution, and together we will win this peace as a nation. Let us unite against a common enemy, the CPP-NPA-NDF.” MGen Torres said.

Camp Navarro, Calarian, Zamboanga City – December 2, 2021

An encounter transpired between the military and members of the Daulah Islamiyah-Tureife Group in the wee hours of December 1, 2021. The soldiers and intelligence operatives under the Joint Task Force Central were on operation when they encountered the enemies at Sitio Ulangkaya, Barangay Ganta, Shariff Saydona Mustapha, Maguindanao.

“Upon arrival in the area, troops were fired upon by the DI-TG members under Hassan Indal, a.k.a. Katrina. Our troops retaliated, resulting in an exchange of gunfires which lasted for about five minutes,” said Lt. Gen. Alfredo Rosario, Jr., Commander of WestMinCom.

Due to the superior firepower of the government forces, the local terrorists were forced to withdraw and escape.

“While scouring the area, our troops recovered one enemy cadaver, one 5.56mm rifle, one bandoleer, 189 rounds of 5.56mm ammunition, four short and three long magazines for M16, two cellphones, and one suppressor,” said Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central.

The slain enemy was later identified as a.k.a. Adsam, the son of Hassan Indal. Troops continue to pursue the fleeing enemies.

“Congratulations to our troops for a job well done. We expect that more enemies were injured due to the bloodstains that scampered in the area,” Maj. Gen. Uy added.

Meanwhile, Lt. Gen. Rosario, Jr. said the military will not stop until all terrorists are neutralized. “Our soldiers are out there hunting for those who refuse to return to the fold of the law and continue to wreak havoc in the communities, hence, I enjoin everyone to continuously support our troops in this fight to eliminate the terror groups in the Mindanao region.

Camp Navarro, Calarian, Zamboanga City – December 2, 2021

The 68th Infantry Battalion under the Joint Task Force Basilan spearheaded the ceremonial stenciling of loose firearms held at the city gymnasium of Lamitan City, Basilan on November 30, 2021.

Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said that a total of 541 assorted undocumented/unlicensed firearms were stenciled in the presence of Lamitan Mayor Rose Furigay, Vice Mayor Roderick Furigay, and other local government officials. The momentous event was also witnessed by Col. Frederick Sales, Deputy Brigade Commander of 101st Infantry Brigade, and Lt. Col. Napoleon Pabon, Jr., Battalion Commander of 68IB.

According to Col. Sales, the firearms were returned to the owners after the stenciling. The loose firearms are owned by members of the Bangay Peacekeeping Action Team.

From September 2021 to date, a total of 881 loose firearms were already stenciled in Basilan. Of the 887, 229 were stenciled in the municipality of Tipo-Tipo last September 15, 75 in Tuburan last November 24, and 42 in Akbar last November 26.

“I am personally very proud of the success of this ongoing campaign of Joint Task Force Basilan. May the other units be inspired to adopt this campaign for this will greatly contribute to the overall campaign against loose firearms of the command,” Lt. Gen. Alfredo Rosario, Jr. stated.

FORT MAGSAYSAY, Nueva Ecija — The Cooperative Development Authority (CDA) with the Provincial Cooperative and Enterprise Development Office (PCEDO) and Municipal Cooperative Enterprise and Development Office (MCEDO), facilitated a Pre-Registration Seminar for a CSP- organized People’s Organization called Tambayan-Farmer’s Association in Brgy O’Donnell, Capas, Tarlac on November 24, 2021.

The unit of 3rd Mechanized (MAKATARUNGAN) Battalion, Armor Division, Philippine Army, assisted the registration of Tambayan Farmer’s Association to the Cooperative to have additional access to the government programs and projects.

Mr. Eric Perez, OIC, MCEDO expressed his gratitude to the Army for helping the Indigenous group.

On his part, Mr. Alfredo Tiago, President, Tambayan-Farmer’s Association, and former Milisyang Bayan extended his deepest gratitude to the LGU, Philippine Army, and other stakeholders for always providing them the assistance their association needed.

Meanwhile, the Acting Commander of the 7th Infantry (KAUGNAY) Division, Philippine Army Brigadier General Luis Rex D. Bergante PA, extended its gratitude to the CDA for assisting the IP People’s Organization to become a Cooperative as part of its effort to empower the organization.

“Natutuwa tayo sa development na ito para sa kanilang organisasyon, nawa’y magkaisa kayo para sa ikaka-unlad ng inyong layunin,” said BGen Bergante.

NSFA, Panacan, Davao City – Eastern Mindanao Command (EastMinCom) troops, through the continued supervision of Commander LtGen. Greg T. Almerol, seized another set of firearms through combat operations launched against splinters of a disbanded Communist Terrorist Group (CTG) at Sitio Bayabas, Barangay Tuyan, Malapatan, Sarangani Province on November 28 and 29.

Troops of EastMinCom’s 10th Infantry Division, 1002nd Brigade, 73rd Infantry Battalion (73rd IB), 10th K9 Team and Intelligence units seized two firearms composed of an M653 rifle along with seven magazine with ammunitions and 9mm pistol with 19 rounds of ammunitions, a commercial radio, and documents that are deemed subversive during a series of combat operations launched against an unidentified communist terrorist and the Secretary of the now defunct Guerrilla Front Tala identified as Meridio Sambilad alias Yoyong/Boyaks.

A pursuit operation is currently being launched by the 73rd IB to capture the two communist terrorists who managed to flee during encounter. Troops had also coordinated with the Philippine National Police (PNP) in the area in conducting checkpoint operations to block their possible escape routes.

LtGen. Almerol said that former members of GF Tala who already yielded to authorities disclosed information regarding the whereabouts of the two fleeing communist terrorists, prompting the troops to go after them.

“As much as possible, we wanted our troops to deal with CTG members and leaders peacefully but they chose a rather rash action by firing against government forces. As soldiers, it is part of our mandated task to contain violent acts for the safety of the rest of the people living in the communities,” LtGen. Almerol said.

“I urge Sambilad and his comrade to surrender peacefully instead of continuing to live a pointless life in hiding. After all, they no longer have somewhere else to go since our troops are already surrounding them. Therefore, surrender now and avail of the benefits under the Enhanced Comprehensive Local Integration Program (ECLIP),” LtGen. Almerol urged.

EastMinCom continues to conduct a intensified combat operations in response to the bulk of information with intel value that were shared by former rebels to the troops. The EastMinCom Commander said that this accomplishment is part of the ramped-up initiatives against the CTG in order to meet the goal of ending the local communist armed conflict by 2022.

Former rebels who previously surrendered to the troops continue to work closely with the government in pushing for peace and development in communities while at the same time receiving assistance from the government through E-CLIP such as free housing, firearms remuneration, livelihood assistance, and scholarship, among others.

That famous quote from Henry Ford challenges the members of the Joint Peace and Security Coordinating Center Tawi-Tawi which was reactivated last November 30, 2021 at Toong Hall, H2 Marine Brigade, MBDD, Bongao, Tawi Tawi.

The said activity highlights the introduction of the members coming from Philippine National Police, Armed Forces of the Philippines and its new member- the Philippine Coast Guard. JPSCC Tawi-Tawi was reactivated in order to enhance the security preparations in the upcoming National and Local Elections 2022 and to craft an encompassing tripartite mechanism to further improve the inter-operability during internal and external security operations in the Province of Tawi-Tawi. Said coordinating center was co-chaired by the members of three aforementioned agencies namely: COL ROMEO T RACADIO, 2nd Marine Brigade Commander; PCOL RONALDO I FULO, Provincial Director of Tawi-Tawi PPO; and Philippine Coast Guard Tawi-Tawi the command CG CDR CARLOS M DELA ROSA JR.

During the Open Forum mediated by the host agency, COL RACADIO, it has been agreed that there is a necessity to streamline the JPSCC Tawi-Tawi organizational structure, its sub-components corresponding their tasks and responsibilities thereby eliminating the overlapping of functions and creating a holistic approach that will properly and systematically address any security and safety concerns within the bounds of Tawi-Tawi Province. Thus, a resolution is being crafted in order to formalize the organizational structure, duties and functions of JPSCC Tawi- Tawi.

Lastly, COL. RACADIO commended COL RONALDO I FULO for initiating the first JPSCC Coordinating Conference and imposed challenge to all the attendees that there is a need to have a strong cooperation and coordination among the AFP, PNP, and PCG complemented with the collaboration and consultation to all stakeholders as the guiding principle in addressing peace and security concerns. Giving this guidance, he assures that if all these agencies will come and work together, success will be definitely achieved.

The Marine Battalion Landing Team-4 (MBLT-4) launched its first book narrating Palawan’s struggle and victory over the New People’s Army (NPA), as well as its effective collaboration with various stakeholders on ending the local armed conflict.

“THE CURE: Defeating The Palawan Communist Terrorist Virus” was launched at Camp Daypo in Barangay Abo-Abo, Sofronio Española on Tuesday, November 30, with MBLT-4 commanding officer Maj. Glenn Llorito and 3rd Marine Brigade (3MBde) deputy commander Col. Bob Apostol as guest.

Among the book’s highlights is the confrontation between the battalion’s troops and the NPA on September 3, 2020, in which several high-ranking rebel officials were killed.






“The virus to be cured should be fought by a strong immune system and this system is the enlightenment and understanding of our populace that fighting each other will never be the cure of the ills of our society,” Apostol said in his speech.

“Our Marines engaged the enemy bravely and selflessly, resulting in the neutralization of the top three leaders of the Communist Terrorist Group (CTG),” Lorito said, on the other hand.

To prevent an alleged plan of New People’s Army (NPA) rebels to attack a military patrol base in the municipality of Miag-ao, the Philippine Army launched a preemptive strike on a rebel encampment in the town’s hinterland sitio of Burak in Barangay Alimodias beginning 6 a.m. yesterday.

Sixteen suspected rebels were killed, according to Major General Benedict Arevalo, commander of the Army’s 3rd Infantry (Spearhead) Division, last night. This was double the eight casualties initially reported.

High-powered firearms were also seized.


Troops of the 61st Infantry Battalion (61IB, under the 301st Infantry Brigade) and 33rd Division Reconnaissance Company led the assault bolstered by air support using FA50 fighter jets.

The clash lasted for several hours after which the government troops recovered eight bodies and seized three M16 rifles, an AK47 rifle, four anti-personnel mines, three detonators, a projector, subversive documents with high intelligence value, and assorted personal belongings.

The Army launched the attack after being informed by residents that rebels – believed to be members of the NPA Suyak, Sentro de Grabedad (SDG) Platoon, Southern Front (SF)-Panay – were consolidating in Sitio Burak and planning to attack Army patrol bases in line with the anniversary of the Communist Party of the Philippines on Dec. 26.


“We are determined to employ all of our military assets to wipe the communist terrorists out from the communities,” said Arevalo.

As the encounter ensued, Army troops discovered that the rebels’ lair was surrounded with anti-personnel mines.

“With the people on our side, we are committed to persistently press the communist-terrorists on the brink of downfall to end their decades-long cruelty,” said Arevalo.

No government troops were killed or injured in the operation yesterday.

Brigadier General Marion Sison, commander of the 301st Infantry Brigade, cited the residents of Barangay Alimodias for alerting the Army and providing timely information.

“The cooperation of every stakeholder is vital to preventing the terror plans of the communist-terrorists,” he said.

Sison urged the rebels “to return to the government fold and stop being used as instruments of terror by their deceptive leaders.”

“Abandon the senseless armed struggle which has victimized innocent civilians. Live peaceful lives together with your families and loved ones,” Sison added.

The overrun NPA camp had an estimated 70 cadres.

“They were in a meeting para planohan ang kanilang attack sa government forces. I believed it was a general meeting,” said Arevalo.

They ran for their lives when government troops launched the attack, he said.

Arevalo believed more rebels died or were injured.

“Kung hindi mag-surrender, tatlo lang ang sasapitin nila: mahuli, makulong o mamatay sa engkwentro. I urge them to surrender now,” said Arevalo.

The Philippine Army yesterday reiterated its stern warning against politicians who may enlist the support of the New People’s Army during the May 2022 polls.

Brig. Gen. Inocencio Pasaporte, 303rd Infantry Brigade commander, yesterday said that the legal cluster of the Task Force- ELCAC (Ending Local Communist Armed Conflict) have been tasked to file charges against those candidates, if there is evidence against them.

The Provincial Joint Security Coordinating Council recently meet to discuss security preparations for the May next year elections.

Under the provisions of Anti-Terror Law, anybody who will support the CPP-NPA, which is already classified as a terrorist organization, will be facing charges in court, Pasaporte, who co-chaired the PJSCC.


As to the list of possible areas of concern in Negros Occidental during the May next year elections, Pasaporte said they will identify it soon by exchanging notes with the PNP and Commission on Election.

As to the existence of Private Armed Groups in Negros Occidental, Pasaporte said that they are now validating it with the PNP.

He confirmed that the PNP has the names of alleged remnants of PAGs, who are now inactive, with some leaders already neutralized by authorities.

Pasaporte said they are looking into the possibility that PAGs remnants in the province, maybe imported into other areas, should they will be used by unscrupulous politicians.

But he said that they will compare notes with PJSCC in other provinces, to ensure a smooth coordination among them in neutralizing armed groups.

The country's top military official is optimistic that the Christmas season will bring hope and joy to the lives of Filipinos amid the coronavirus pandemic.

"More importantly, may it awaken further our spirit of nationalism and love for service, as we continue to faithfully fulfill our sworn duty to our country and people,” said Armed Forces of the Philippines (AFP) chief, Lt. Gen. Andres Centino, during the simultaneous Christmas tree lighting rites at the Lapu-Lapu Grandstand in Camp Aguinaldo, Quezon City, and other military camps nationwide Wednesday night.

The Philippine Army, Philippine Air Force, Philippine Navy, and all Unified Commands of the AFP participated in the event by holding their own lighting ceremony in their respective camps.

Centino also thanked God for the good health and safety of everyone, especially the families of AFP personnel, even as he hoped for better and more prosperous days ahead.

He also lauded the Filipinos' resilience despite the challenges brought by the health crisis.

The Philippine National Police (PNP) also joined the nation in welcoming the Christmas season.

“With the world shifting to the new normal and as we find an array of advanced methods being integrated into the celebration of this festive year, let us remember that whatever challenges life has brought to our lives, it doesn’t prevent us from making this Christmas a merry and meaningful one by bringing new hope, positivity, and solutions to worries and uncertainties,” PNP chief Gen. Dionardo Carlos said in his message during the Christmas tree lighting ceremony in Camp Crame.

He added that switching of decorative lights this evening is also a time to remember the people for whom it is being lit.

They are the family members who will be away from home, the valiant PNP personnel who succumbed to Covid-19 virus and those who lost their lives while performing their duty, front-liners performing peace-keeping duties and essential health care services on holiday, and the bayanihan spirit of every Filipino during this most difficult time.

In his message, Danao expressed hope that the pandemic will soon end.

Armed Forces of the Philippines (AFP) chief, Lt. Gen. Andres Centino has lauded the accomplishments of Lt. Gen. Arnulfo Marcelo B. Burgos Jr., who formally retired after 37 years of service on Wednesday.

Burgos, who retired as Northern Luzon Command (Nolcom) chief, is Centino's classmate in the Philippine Military Academy (PMA) Class of 1988.

"My classmate and my friend for many years, the men and women of the AFP, the Philippine Army, and your classmates at PMA can never be prouder with what you have attained, serving various capacities in the AFP," Centino said in a statement.


He added that the achievements by the Nolcom, despite the challenges posed by the pandemic and the prevailing territorial disputes in their area of responsibility, attest to Burgos' capabilities as an outstanding military leader and public servant.

During Burgos' term as Nolcom chief, which started in September 2020, three guerilla fronts – KLG SIS, KLG QNV, and KLG Sierra Madre – were dismantled and a total of 2,285 members of the threat groups were either killed, captured, or have surrendered.

The Nolcom also significantly reduced the enemy’s ability to conduct atrocities with the seizure of a total of 340 firearms along with 300 improvised explosive devices.


Air and naval assets under the Nolcom's operational command were also able to conduct more than a thousand flying hours of maritime patrols and maritime air surveillance and support to maritime law enforcement operations and almost two thousand steaming hours of maritime surface patrols and sealift support operations.

A total of 13 sovereign markers have been installed in uninhabited islands in Batanes Islands and Babuyan Group of Islands for security and strong assertion against foreign occupation.

To further assert Philippine sovereignty, a solidarity maritime patrol was also conducted in Commemoration of the Philippine Rise last June 12.

A desalination plant system was also constructed in Mavulis Island to provide a potable source of water to support fishermen and the troops deployed in the area.

The Armed Forces of the Philippines (AFP) remains committed to observing human rights.

This, as the military joined the launch of the 2021 National Human Rights Consciousness Week which kicked off at Diokno Park, Commission on Human Rights (CHR), Commonwealth Avenue, Quezon City on Wednesday.

"The AFP is one with the CHR and every human rights champion worldwide in advancing and defending human rights principles. This is both our obligation and commitment to every Filipino," AFP Center for Law of Armed Conflict (CLOAC) chief Brig. Gen. Joel Alejandro S. Nacnac said in a statement Thursday.

The National Human Rights Consciousness Week is commemorated every Dec. 4 to 10 pursuant to Republic Act 9201.

International Human Rights Day is celebrated every Dec. 10, since 1948 when the United Nations General Assembly adopted the Universal Declaration of Human Rights.

He also shared with the participants the CLOAC's accomplishments, one of which is the signing of the memorandum of understanding (MOU) between the AFP and the CHR earlier this year.

This MOU forges more collaboration and cooperation on the part of the advocacy and protection of human rights; it contains areas of concern such as training, advocacies, data sharing as well as dialogues.

Nacnac also emphasized the continued monitoring and subsequent submission of a report on over 1,600 cases of human rights violations committed by the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF).

This report was filed for notice to the CHR and other agencies such as the Presidential Human Rights Committee, the International Committee on the Red Cross, and the Department of Justice, among others, for their investigation and appropriate filing of cases.

Nacnac also reported that the CLOAC has been reviewing and auditing the cases, as part of the mechanism under the Administrative Order Number 35, which created the Inter-Agency Committee On Extra-Legal Killings, Enforced Disappearances, Torture and Other Grave Violations of the Right to Life, Liberty, and Security of Persons.

"As the agency mandated to protect the people and the state, it is our inherent and primary advocacy to preserve and uphold human rights. We enjoin every Filipino soldier in this week-long moment of celebration and introspection," he also said.

President Rodrigo Duterte on Thursday enjoined local chief executives to work with the national government in ensuring coordinated efforts in fighting the communist insurgency.

He made this call in a meeting with officials of the National Task Force-Regional Task Force to End Local Communist Armed Conflict (NTF-RTF-ELCAC) at the Garden Orchid Hotel in Zamboanga City.

“I call on the local chief executives of the Zamboanga Peninsula to harmonize your efforts in the fight against lawlessness and insurgency and to support the government’s key programs in achieving sustainable peace and progress. Gamitin mo yung power mo (Use your power) and I will back you up,”
he said in his speech.

Duterte thanked members of the joint task force for their strong commitment to work for “the greater good” of Filipinos.

“I thank all of the officials and members of the Joint National Task Force and Regional Task Force to End Local Communist Armed Conflict here in Region 9 for dedicating and risking their lives to put an end to this decade-long insurgency problem that has curtailed development in the countryside,”
he added.


During the meeting, several government agencies awarded different programs and projects to various beneficiaries in an effort to bring development to communities affected by the rebel insurgency.

Also present during the event were Zamboanga del Sur Governor Victor Yu and Zamboanga City Mayor Maria Isabelle Climaco, high level officials from national government agencies, representatives from Congress, senior officers of the Armed Forces of the Philippines, Philippine National Police, and the NTF-ELCAC, and beneficiaries of the Barangay Development Program (BDP), represented by their respective barangay chairpersons.

Zamboanga Peninsula's development efforts are presently managed through the coordination of civilian agencies and security forces in the region, according National Security Adviser Hermogenes Esperon Jr., who is also NTF-ELCAC vice chair.

“The peace and order in the region is achieved through the joint efforts of the security officials and regional offices of national government agencies,” he said.

Particularly in Zamboanga Peninsula, a total of 86 projects under the BDP are being implemented for 34 barangays cleared of the influence and threat of the Communist Party of the Philippines-New people's Army-National Democratic Front (CPP­NPA-NDF) from 2016-2019.

For fiscal year 2022, a total of 39 barangays cleared of the communist threat from 2020 to 2021 shall be receiving the package of development programs under the BDP.

Executive Order No. 70, issued in December 2018, institutionalized the whole-of-nation approach in attaining inclusive and sustainable peace, thereby creating a NTF-ELCAC and directing the adoption of a National Peace Framework.

AMPATUAN, Maguindanao – Stricter inspection at checkpoints across the province is implemented after unidentified gunmen on a motorbike shot dead in an ambush an off-duty police officer along the section of the highway here on Thursday morning.

In a report, Lt. Rey Samson, town police chief, said the incident occurred along Barangay Kauran shortly before lunch.

Samson identified the victim as Cpl. Henry Mangaser Olindo Jr., a member of the municipal police force in Lumbatan, Lanao del Sur.

“The victim was riding a motorcycle on his way to the town proper of Esperanza, Sultan Kudarat when gunmen aboard a separate motorbike shot him from behind,” Samson said.

Olindo, 44, of Cotabato City, died on the spot of multiple gunshot wounds.

The gunmen sped off to an unknown direction in Maguindanao following the incident, police investigators, quoting witnesses, said.

Police found at least four empty shells for a .45-caliber pistol at the crime scene.

As of this posting, Samson said investigators remained clueless on the motive and identities of the attackers.

A series of military operations and surrender of former rebels in Mindanao from November 28 to 30 has resulted in the recovery of firearms and subversive documents from communist armed groups.

The Eastern Mindanao Command (Eastmincom) reported Thursday that their troops have seized firearms during combat operations against the New People’s Army (NPA) at Sitio Bayabas, Barangay Tuyan, Malapatan, Sarangani Province on November 28 and 29.

In an interview, Eastmincom spokesperson Maj. Alex Mindalano said troops from the 1002nd Brigade, 73rd Infantry Battalion (73IB), 10th K9 Team, and Intelligence units seized two firearms composed of an M653 rifle along with seven magazines with ammunitions and 9mm pistol with 19 rounds of ammunition, a commercial radio, and documents that are deemed subversive during a series of combat operations launched against members of the NPA and the secretary of Guerrilla Front (GF) Tala identified as Meridio Sambilad alias Yoyong/Boyaks.


Mindalano said a hot pursuit operation has been launched by the 73IB to capture Sambilad and another member who managed to flee during an encounter.

“Troops had also coordinated with the Philippine National Police (PNP) in the area in conducting checkpoint operations to block their possible escape routes,” he added.

For his part, Lt. Gen. Greg Almerol, commander of Eastmincom, said that former members of GF Tala who already yielded to authorities have disclosed information regarding the whereabouts of the two fleeing rebels.

“As much as possible, we wanted our troops to deal with NPA members and leaders peacefully but they chose a rather rash action by firing against government forces. As soldiers, it is part of our mandated task to contain violent acts for the safety of the rest of the people living in the communities,” he added.

He also urged Sambilad and his comrade to surrender peacefully adding that they have nowhere else to go.

“Surrender now and avail of the benefits under the Enhanced Comprehensive Local Integration Program (ECLIP),” Almerol said.

On November 29, 72IB troopers seized a Colt M16 rifle in Sitio Rancho, Barangay Kulaman Valley, Arakan, North Cotabato, while an M16 Elisco rifle with 18 rounds of ammunition was surrendered by alias Ronel, a courier and spotter under the New People’s Army (NPA) Guerilla Front 53.

Meanwhile, the Community Support Team of the 3IB in Quezon, Bukidnon facilitated the surrender on November 30 of two Militia ng Bayan members --Christian De Mesa Pancho and Roy Panes Lingco, who brought with them an improvised M79 grenade launcher, a .38-caliber revolver, and a .357-caliber revolver believed to be owned by the Platun Bagsik under Guerilla Front Malaya of the North Central Mindanao Regional Committee.

Almerol said the Eastmincom continues to conduct intensified combat operations in response to the bulk of information that was shared by former rebels to the troops.

“This accomplishment is part of the ramped-up initiatives against the NPA in order to meet the goal of ending the local communist armed conflict by 2022," Almerol said.

He said former rebels who have surrendered to the troops continue to work closely with the government in pushing for peace and development in communities while at the same time receiving assistance from the government through E-CLIP such as free housing, firearms remuneration, livelihood assistance, and scholarship, among others.

Meanwhile, Maj. Gen. Ernesto Torres Jr., commander of the Army’s 10th Infantry Division (10ID), said in a statement that he remains optimistic that more firearms will be recovered within its area of responsibility by the end of the year due to the continuous positive effect of Executive Order No. 70 and its impact on the remaining sympathizers and members of the NPA.

“The gains of Agila Division will continue to soar higher before the year ends, our ultimate accomplishment beyond the numbers of recovered firearms and other parameters is the growing number of former supporters working with the government for lasting peace and sustainable development geared towards conflict and insurgency-free communities.” he said.

EO 70, which was signed by President Rodrigo Duterte in December 2018, created National Task Force to End Local Communist Armed Conflict that institutionalized a whole-of-nation approach for collective participation and action in harmonizing government development efforts and services to support, facilitate and pursue the country's peace agenda as an effective solution against communist rebellion.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front, meanwhile, has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.

At least 30 members of the military’s Civilian Armed Forces Geographical Unit (CAFGU) and 17 former rebels from Agusan del Norte have received their coronavirus disease 2019 (Covid-19) vaccine shots during the three-day massive Bayanihan, Bakunahan campaign, the Army’s 23rd Infantry Battalion (23IB) said Thursday.

In a statement, Lt. Col. Julius Cesar Paulo, the 23IB commander, said the unit opened its headquarters in Barangay Alubihid, Buenavista, Agusan del Norte, for the vaccination of CAFGU members and former rebels on Wednesday, the last day of the November 29 to December 1 National Covid-19 Vaccination Days activity.

Of the 30 CAFGU members, 23 got their booster shots and seven got their first shots of the vaccine.

The 17 former rebels, on the other hand, received their first shots of Covid-19 jabs.


Also on Wednesday, seven officers, 38 enlisted personnel of the 23IB, and two civilians were inoculated with booster shots.

Medical personnel from the Camp Evangelista Station Hospital of the Army’s 4th Infantry Division in Cagayan de Oro City facilitated the vaccination at the 23IB headquarters.

“The 23IB also deployed its troops to the different towns within its area of responsibility (AOR) to assist the government agencies and local government units during the three-day vaccination campaign,” Paulo said.

He pointed out that 23IB troopers provided support at the vaccination sites in Gingoog City and the town of Magsaysay in Misamis Oriental; the towns of Las Nieves, Buenavista, Nasipit, and Carmen in Agusan del Norte; and Esperanza, Agusan del Sur.

“The 23IB successfully mobilized a wide range of assistance during the three-day activity to include security and manpower support. The unit was able to keep the vaccination activities in its AOR peaceful and orderly,” Paulo said.

He also lauded the militiamen and former communist rebels who availed of the free vaccination program of the government.

“The ‘Bayanihan, Bakunahan’ brings out the distinctive traits in us as heroes because we got ourselves vaccinated. We are all heroes. By getting vaccinated against Covid-19, we join the unified fight to defeat this pandemic, and at the same time we protect ourselves, our families, and the people around us,” Paulo said.

The military officer also urged those who remain unvaccinated to have themselves inoculated with the vaccines.

“Let us show our cooperation, discipline, and concern to others by getting vaccinated. Let us unite and help each other to defeat Covid-19,” he said.

Government security forces have seized war materials and belongings following a clash against a group of communist New People’s Army (NPA) rebels in the hinterlands of Zamboanga del Norte, a field military commander said Thursday.

Lt. Col. Nolasco Coderos Jr., the Army’s 97th Infantry Battalion (IB) commander, said
the clash transpired Wednesday afternoon in the hinterland boundary of Barangays Melad and Linabo in Polanco municipality of the province.

Coderos said 97IB troopers were on security patrol when they clashed against some 15 members of the NPA’s Guerilla Front Big Beautiful Country, the remaining NPA group of the Western Mindanao Regional Party Committee in the Zamboanga Peninsula.

Coderos said the troops recovered hundreds of ammunition, assorted medical paraphernalia, foodstuff, and personal belongings the NPA rebels have abandoned after a 25-minute clash.


“This encounter was a result of collaboration with the locals after a concerned civilian reported the presence of unfamiliar persons in his farmland asking for food, money, and information about the (military) troops,” Coderos said in a statement Thursday.

“We deployed additional troops to pursue those NPAs and eventually to prevent them from inflicting damage to civilians and their property,” he added.

He noted that troops of the 53IB have clashed against the same group of NPA rebels on November 18 in the boundary of Dumingag, Zamboanga del Sur, and Sergio Osmeña Sr. of Zamboanga del Norte while the insurgents were collecting food supplies from the residents.

He said they will continue their relentless effort in coordination with the police forces to protect the peace-loving residents from NPA threats and extortion activities.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council has formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.

CAMP SIONGCO, Maguindanao – A son of a Dawlah Islamiya (DI) terror group sub-leader was killed in an encounter with government forces in Shariff Saydona Mustapha town in this province, the military here said Thursday.

Maj. Gen. Juvymax Uy, the Army’s 6th Infantry Division (6ID) commander and concurrent chief of the military-led Joint Task Force Central (JTFC),
identified the slain DI member as Adsam, son of Hassan Indal, a field leader of the terror group in Maguindanao.

Uy, quoting a report from Lt. Col. Charlie Banaag, the Army’s 6th Infantry Battalion (IB) commander, said Adsam was killed following an encounter on Wednesday night in Sitio Ulangkaya, Barangay Ganta, Shariff Saydona Mustapha.


Banaag disclosed that the firefight transpired after residents of the village alerted government forces about the presence of armed men extorting food supplies in the village.

Banaag sent his men to verify the report but they were fired upon by the armed men, triggering a brief clash that left Adsam dead.

“The timely information from the community and the intensified security operations of the JTFC against the DI and the Bangsamoro Islamic Freedom Fighters continues to weaken the violent extremist groups,” said Col. Pedro Balisi, commander of the Army’s 1st Mechanized Brigade, the mother unit of the 6IB.

A follow-up operation also led to the recovery of an M16 rifle, a bandoleer, 189 rounds of ammunition, four short and three long magazines for M16, war materiel, and subversive documents.

Military troops have captured two female New People’s Army (NPA) rebels following an encounter in Sitio New Laslasakan, Barangay Palma Gil Talaingod, Davao del Norte, the Army’s 10th Infantry Division (ID) here said Thursday.

In an interview, Capt. Mark Tito, the 10ID spokesperson, said combined troops of the 1003rd Brigade
clashed with the group led by alias Macky on Wednesday afternoon resulting in the capture of Masarinda Balite alias Alina, the medical and supply officer of the NPA Sub-Regional Guerilla Unit, Sub-Regional Committee 5, and her companion Odessa Dumol alias Ann.


He said Alina was found wounded and immediately provided first aid by the troops after the clash.

“The firefight lasted for 20 minutes,” Tito told the Philippine News Agency (PNA), adding that Alina was in stable condition.

He said the rebels also left behind three M16 assault rifles and an M4 rifle along their escape route as they fled in various directions.

Col. Consolito Yecla, the Army’s 1003rd Brigade commander, said the skirmish erupted when the group of alias Macky refused to surrender despite efforts from Ka Eloy, a surrenderer, who called on the remaining Indigenous People (IP) to accept the peace program offered by the government.

“We treat wounded enemies with compassion in keeping with International Humanitarian Laws. She will be turned over properly to the nearest hospital for proper medication,” Yecla added.

He once again urged the remaining active NPA members to return to the folds of the law and voluntarily surrender before becoming casualties on the ongoing focused military operations.

Meanwhile, Maj. Gen. Ernesto C Torres Jr., the 10ID commander, lauded the efforts of the 56th, 27th, and 3rd Infantry Battalions for the successful conduct of joint operation which resulted in the capture of the two NPA members.

“To the remaining deceived individuals still wandering in the hinterlands of Talaingod, Davao Del Norte, and other areas in 10ID, your Philippine Army will be your guide out of that limbo. Now is the right time to go back, join the efforts of the government, help find a solution, and together we will win this peace as a nation. Let us unite against a common enemy, the CPP (Communist Party of the Philippines (CPP)-NPA-National Democratic Front (NDF)," Torres said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front, meanwhile, has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.
