The Armed Forces of the Philippines (AFP) are getting caught in their own web of lies which they have been weaving over the past few days to cover-up their cowardly and dishonorable act of murder of erstwhile NPA spokesperson Ka Oris and his aide Ka Pika last October 29, 2021.

1. Consider the dubious timeline of the military’s story. They claim that Ka Oris and Ka Pika were killed in an 11:30 a.m. firefight at Sitio Gabunan, Barangay Dumalaguing, Impasug-ong, Bukidnon.

More or less ten hours earlier, the AFP dropped six bombs, fired rockets and strafed what they claim was an NPA camp. According to residents, the aerial bombardment lasted for more than two hours, from 12:40 a.m. to past 2 a.m. of October 30.

The AFP justified the aerial strikes by claiming that they needed to clear the path because the NPA camp was surrounded by landmines (another invention of the AFP), and that it took them ten hours to enter the camp.

Ten hours! Given that length of time, an NPA unit would have been able to withdraw to a safe distance of a few kilometers away. If there was an NPA camp in that place, Red fighters would have immediately evacuated the area, and that ten hours later, the military would have found an empty camp. Yet, the AFP claims that the “armed encounter” happened in the same place. It would have been more believable if the 4th ID claimed that an armed encounter happened at another proximate location. But they suggested that the encounter took place at the exact same area.

When asked by reporters, the AFP could not produce photographs of the site. This is contrary to what they typically do when they brag of capturing an NPA camp. All pictures of Ka Oris’ cadaver shown by the AFP are all tight shots, not showing where it was taken.

Unable to show photographs of the site where Ka Oris and Ka Pika were supposedly killed in an armed encounter, the 4th ID could only offer as proof the sound of explosions and machine gun strafing during the midnight aerial bombardment. They forgot that the armed encounter supposedly happened at noon.

2. Let me further point out the following:

a) As many are aware, Ka Oris rarely shaves off his goatee and moustache, and almost never when he is in an NPA area. He only shaves his face clean when he has to travel outside an NPA area and needs to “disguise” himself or alter his appearance to avoid enemy detection.

b) Contrary to the AFP’s claims, Ka Oris never travels armed or with armed bodyguards. When he has to move outside an NPA area, he is accompanied only by two or three people who assists him in technical matters.

c) The 4th ID spokesperson stooped to the lowest form of argumentation yesterday by attacking the person of Ka Maria Malaya as a source for information by questioning her “credibility” because she is a “terrorist.” To enlighten the public, Ka Maria had always overseen travel arrangements for Ka Oris, and was fully aware of his movements until he was waylaid by the AFP.

d) There is yet no word about the habal-habal driver of the motorcycle which Ka Oris and Ka Pika were riding.

In waging war, it is natural to win some and lose some. But there are rules that govern war that humanity have established in the course of civilization. Ka Oris, himself, did not preclude himself getting killed in battle.

As Ka Maria Malaya pointed out, the AFP clearly scored intelligence points against Ka Oris for them to have planned the ambush. Had the AFP captured Ka Oris, there would have been no question as to the legitimacy of their operation. However, we must set facts straight and point out that rules have been violated, and that the AFP has set aside honor in facing an adversary.

CPP/Central Committee: The memory of Ka Oris will live forever

The Central Committee of the Communist Party of the Philippines (CPP) and the National Operational Command of the New People’s Army (NPA) pay the highest tribute and give the firmest Red salute to Ka Oris (Comrade Jorge Madlos), erstwhile spokesperson of the NPA. Ka Oris, together with his medical aide, Ka Pika, were murdered in cold-blood on October 29, 2021 as they were en route for his regular health checkup and to seek medical treatment. Ka Oris was 74 years old.

The entire Party, all revolutionary forces and friends of the revolutionary movement are deeply saddened by the death of Ka Oris. The Party, the New People’s Army and the entire revolutionary movement lost an important cadre and leader. But the enemy has nothing to celebrate with his murder. Long before he was killed, Ka Oris had already inspired, trained and developed thousands of successors. His martyrdom further inspires the current generation and further generations to continue the people’s democratic revolution through protracted people’s war.

The Central Committee extends its deepest sympathies to Ka Maria Malaya, wife of Ka Oris, their children, as well as to his and Ka Pika’s family and friends. The Filipino people are deeply saddened by their deaths. The broad masses, especially the countless peasants and Lumad people whom Ka Oris personally encountered in more than five decades of revolutionary service, feel a deep sense of loss with Ka Oris’ death, but at the same time, are enraged over how he was killed by the cowardly and dishonorable fascists.

We condemn in the strongest terms the Armed Forces of the Philippines (AFP), particularly the 4th Infantry Division, for carrying out the murder of Ka Oris and Ka Pika and the subsequent lies propagated by military officers to cover up their crime. Ka Oris and his aide were aboard a motorcycle and traversing the road from the center of Impasug-ong town in Bukidnon province going to the national highway when they were ambushed by soldiers belonging to the 403rd Infantry Brigade.

The AFP could easily have arrested them as both were unarmed and were in no position to give battle. Instead, the fascists finished them off with bullets in a shameless demonstration of their cowardice. There is absolutely no honor in murdering a defenseless enemy. The claim that Ka Oris was killed in an armed encounter with an NPA unit is a gargantuan lie propped up by a multimillion aerial bombardment in a nearby mountain staged to create the impression of an intense battle.

We are aware that the plot to kill Ka Oris was personally directed by the tyrant himself. Without a doubt, the final order to kill Ka Oris was issued by none other than Rodrigo Duterte. Duterte is obsessed with murdering the leaders of the Party and the NPA on the mistaken belief that he could end the revolution by killing its leaders. On the contrary, Ka Oris’ blood will further nourish the ground from which patriots, democrats and revolutionaries sprout and take root.

Ka Oris died a hero’s death, murdered by the fascists while fighting for the cause of national and social liberation. To his last breath, Ka Oris was a true communist cadre and fighter. For more than five decades, he devoted his life wholly and unwaveringly to the cause of all the oppressed and exploited people to free them from the yoke of imperialism, feudalism and bureaucrat capitalism.
As a young student activist in the early 1970s, he was driven by the cause of democracy and social action, working to uplift the people from poverty and hunger. He helped organize his fellow students in the Central Mindanao University Musuan Campus in Maramag, Bukidnon. He was on his fifth year as a student of agricultural engineering when martial law was declared in 1972. He dropped out of college and worked with such organizations as Chi Rho and the Federation of Free Farmers. He was arrested in 1974 and detained until 1976. Fascsist repression under martial law crystallized his decision to join the armed revolution. Upon his release, he went directly to the countryside.

He joined the New People’s Army as a young man and belonged to one of the first squads of Red fighters who broke ground in Mindanao, particularly in Northern Mindanao. He played an important role in the growth of the NPA through the 1970s and 1980s. From a few squads, the NPA grew to several companies as they carried out mass work, military work and waging antifeudal struggles. The NPA fought for the interests of the peasant masses and Lumad people (ethnic minorities) and defended them against the armed agents of the state and big capitalist logging and mining companies and plantations which grabbed farms and ancestral land.

Ka Oris put into practice the Party’s line of people’s democratic revolution through protracted people’s war and saw for himself its correctness. The Party and NPA took deep and wide roots in the countryside. Myriad forms of revolutionary mass organizations sprouted and served as foundation for establishing organs of political power which governed and administered the economic, political, educational, cultural and military affairs at the village level and up. Despite the threats of fascist repression, thousands upon thousands joined the Party to help lead the people’s war.

Ka Oris was captured in 1987 after the collapse of peace talks with the Corazon Aquino government. He was imprisoned for five years. During this time, the NPA in Mindanao saw the height of errors of premature regularization and insurrectionism during which Red fighters of the NPA were overly concentrated in battalions disproportionate to its horizontal spread and to the detriment of sustaining and expanding the mass base. Ultimately, mass support contracted and proved insufficient for sustaining the military victories during the latter part of the 1980s until 1990.

Ka Oris served as one of the strongest pillars of the Second Great Rectification Movement which the Central Committee declared in 1992 to reaffirm the Party’s basic Marxist-Leninist-Maoist ideological principles and its strategic line of people’s democratic revolution through protracted people’s war. He stood firm against the revisionists and “Left” opportunists among whom were some former cadres of the Mindanao Commission who eventually turned traitors to the revolutionary cause. He would always say that it was not the enemy which almost decimated the NPA in Mindanao in the 1980s and early 1990s, but the NPA’s own weaknesses and bad decisions.

Over the course of the past two decades, Ka Oris and other comrades led the Party, NPA and revolutionary forces in Northeast Mindanao region. The people’s war would rage across the five regions in Mindanao island as the NPA carried out the line of intensive and extensive guerrilla warfare on the basis of an ever widening and deepening mass base.

In 2015, he was appointed to serve as one of the leading commanders of the National Operational Command of the NPA in recognition of the advanced experience of waging people’s war in the island. In 2016, Ka Oris played an important role in bringing together around one hundred cadres from all regional Party committees across the Philippines to convene the historic 2nd Congress of the CPP. During the congress, Ka Oris was elected as a member of the Central Committee, the Political Bureau and the Executive Committee, and was tasked to be among the leading cadres in the Military Commission and the Mindanao Commission. He was also assigned as a consultant of the NDFP in peace negotiations.

As a Party leader, Ka Oris studied and firmly applied Marxism-Leninism-Maoism. He would spend time reading and rereading classic military writings especially those of such great communist leaders as Mao Zedong, Ho Chi Minh and Vo Nguyen Giap. He meticulously studied the history and successful experiences of waging people’s war in semicolonial and semifeudal countries. He was always inspired by the epic struggles of the oppressed and exploited classes throughout history.

He devoted time and effort to training the young cadres and Red fighters in the art and science of guerrilla warfare. He wrote manuals and training courses for officers and men of the NPA enriched by the past and new experiences in waging guerrilla warfare. He made it a point to gather Party cadres in big and small meetings, consultations and conferences where he intently listened, discussed and debated with comrades. He trekked long distances from one guerrilla front to another, to observe first hand the work of Party committees and NPA units. Over the past years, he took risks to go around the archipelago to inspire and impart his knowledge of waging people’s war. He always said that to be able to gather cadres and assess their revolutionary work amid intense military operations is a feat in itself.

Ka Oris was a staunch defender of the environment. One of the first demonstrations he organized as an activist was a protest action against a logging company. For several decades, he led units of the NPA who fought against big bourgeois comprador companies which ravaged the environment. He took it a point to issue a statement every year during Earth Day especially amid the worsening environmental crisis brought about by capitalist anarchy in production and its destructive effect and impact on global ecology. He defended the NPA’s actions to render useless the machines and tools with which logging and mining companies exploit and destroy the land and the people.

Ka Oris had always played a publicly prominent role. He was assigned as one of the representatives of the National Democratic Front (NDF)-Mindanao in peace negotiations with the Corazon Aquino government in 1986-1987. He served as spokesperson of the NDFP-Mindanao and later of the New People’s Army. He took the name “Oris” from his uncle and foster father, Mauricio Ravelo, who raised him since he was 3 years old. He recalled that his first interview as Ka Oris was by a Bombo Radyo reporter in 1978.

Having served as spokesperson, Ka Oris had numerous encounters with journalists. He made a lot of friends among reporters and writers not only because he gave interviews whenever possible, but more so because he was always cordial to journalists, even to those who made known their animosity to the revolutionary cause. He ardently supported the struggle for press freedom. Through his efforts, not a few journalists saw how different the revolutionary movement was from the image of “terrorists” persistently being painted by the real terrorists—the fascist reactionaries. He engaged journalists in discussions with the aim of reaching out to the public and clarifying the views of the revolutionary movement. Reporters who had the opportunity to join the press conferences organized by Ka Oris would attest to both his charisma and humility.

Indeed, despite his public and organizational stature, Ka Oris remained a humble revolutionary who shunned the easy life and chose the difficult and arduous life of a Party cadre and guerrilla fighter. He was able to manage his condition of having a permanently damaged urinary bladder (which resulted from an untreated infection in prison) by maintaining a meticulously clean and spartan lifestyle. He laughed at repeated claims of the military that he was sick and ailing. He remained generally healthy and able to march for days on end, even during the past few months of guerrilla maneuvers in the face of intense enemy operations. Young Red fighters and revolutionaries are always inspired by Ka Oris, who despite his medical condition and advanced age, continued to take the difficult road of people’s war.

Ka Oris was a quintessential family man, deeply devoted to his wife, Ka Maria Malaya, and their two children. As with many revolutionaries, they endured long stretches of separation. He had the highest respect for Ka Maria, who is a leading Party cadre herself.

He treated comrades with warm affection, especially the younger ones. He had boundless love and concern for comrades and the masses. He made it a point to ensure that everyone is well taken care of. He had a wry sense of humor making him easy to get along with. Ka Oris was a comrade beloved by Red fighters, by the peasant masses, Lumads, and workers, as well as by various sectors in the cities. To many, he was a loving fatherly figure who was concerned with the comrades’ big and small concerns.

The love of the broad masses of workers and peasants for Ka Oris is matched only by the hatred of big landlords, the big bourgeois compradors, the mining companies, plantations, the bureaucrat capitalists, tyrants and dictators, and the fascist terrorists who perpetuate the oppressive and exploitative system. They have used all their wealth and resources to demonize and blacken the image of Ka Oris. The cowardly and dishonorable fascists are beyond themselves in celebrating their murder of Ka Oris. They are only fooling themselves in thinking that killing Ka Oris will put an end to the revolution. As Ka Oris himself said, the revolution will continue because it is just.

By taking away his life, the fascists succeeded only in immortalizing Ka Oris. He now lives forever in the hearts and minds of the Filipino people as one of their heroes and icons. His indomitable spirit of revolutionary resistance continues to imbue the new generation of Party cadres and young Red fighters. It will serve to inspire future generations who will carry on the fight for genuine national freedom and social liberation, land for the landless and national industrialization, and for the emancipation of people from all forms of oppression and exploitation.

CPP/CIO: AFP is trying to get away with murder by cremating Ka Oris’ remains

The AFP’s lies to cover up their murder of Ka Oris and Ka Pika just continue to pile up. They are trying to get away with murder by burning all evidence, when they had Ka Oris’ remains cremated with dispatch, on the pretext of Covid-19 protocols. They did not even have the human decency to wait for the family to view his remains for the last time.

Who gave the AFP the right to cremate Ka Oris’s remains? If they wanted to follow protocols, then Ka Oris’ remains could (and should) have been buried in Impasug-ong, especially since there are no cremation facilities in Bukidnon (Covid protocols of the DOH do not provide cremation as the only option for disposing of remains). It is highly questionable that Ka Oris’ remains even had to be transported to Cagayan de Oro (which is a few hours away) to avail of cremation facilities. This further reinforces our view that the AFP is covering-up their crime.

Is it protocol for local officials of Impasug-ong to bring cadavers to CDO for cremation? Who paid for the travel? Was it by land or by air? I think the local officials of Impasug-ong are under intense pressure to follow the military’s orders and are being used as pawns in the coverup of the AFP’s murder of Ka Oris and Ka Pika last October 29.

By unilaterally having Ka Oris’ remains cremated, the AFP has also eliminated all chances of clearing their name. If what they are saying is true, they should not have feared having independent pathologists perform an independent autopsy on the remains of Ka Oris.

Officers of the AFP are acting like like lords who answer to no one, and not subject to oversight. Recall that a few months ago, the AFP refused to release the remains of Kerima Tariman to her family and did so only after having it cremated. Indeed, cremation has become part of the AFP’s protocol to hide their crimes and prop up a false image of respecting human rights.

In violation of human rights and cultural sensitivities, it has become standard practice of the AFP and the Philippine National Police (PNP) to hold the remains of victims of extrajudicial killings, such as the case of the victims of the Bloody Sunday in Southern Tagalog. Autopsies performed on some of the bodies later disprove the claims of the police that the victims “fought back.”

CPP: International Day of Remembrance for Ka Oris on November 7, 2021

The Communist Party of the Philippines (CPP) declares November 7, 2021 as the International Day of Remembrance for Ka Oris (Comrade Jorge Madlos), erstwhile commander and spokesperson of the New People’s Army (NPA) and hero of the Filipino people.

The CPP instructs all units of the New People’s Army to stand in attention at high noon, raise the flags of the Party and the NPA and give a firm salute, by way of paying tribute to Ka Oris’ five decades of revolutionary service to the Filipino people and the people’s democratic revolution.

Party committees and revolutionary mass organizations can also hold their memorial meetings and assemblies in secret where they can read the tribute of the Central Committee and offer speeches and songs.

On that day, the Party enjoins all Red fighters and Party cadres to strengthen their determination to resist the enemy’s reign of terror against the people, and fight to attain justice for Ka Oris and all heroes and martyrs who were brutally felled by the fascists and state terrorists. Their supreme sacrifice for all the oppressed and exploited classes will not be for nothing.

It is auspicious to remember Ka Oris on November 7. On that day, more than one hundred years ago, the proletariat led by the Bolsheviks overthrew the bourgeoisie in Russia and opened a new era of human progress under socialism.

Indeed, Ka Oris was a Filipino Bolshevik who served the interests of the Filipino working class and gave his whole life to the cause of the international proletariat. He was optimistic that proletarian revolutionaries around the world will gain strength and shine light on the path for a new global resurgence of anti-imperialist and socialist struggles.

Soon after the murder of Comrade Jorge (Ka Oris) Madlos and his medical aide Eighfel dela Peña (Ka Pika) on October 29, 2021 by the reactionary armed forces of the Duterte terrorist regime, the Central Committee of the Communist Party of the Philippines and the National Operational Command of the New People’s Army paid the highest tribute to Ka Oris on November 2 and gave a comprehensive review of his long and fruitful service to the Filipino people as a revolutionary patriot and as a communist cadre and NPA commander.

Once more we manifest our highest respects to Ka Oris in accordance with the declaration of the Communist Party of the Philippines that today, the anniversary of the Great October Socialist Revolution, is the International Day of Remembrance for his outstanding initiatives, selfless sacrifices and great achievements as an excellent communist cadre and commander and fighter in five decades of revolutionary armed struggle. He is now in the pantheon of national heroes and martyrs of the Philippine revolution.

He contributed greatly to the development of the people’s democratic revolution not only in Mindanao but in the entire Philippines and stood out as a Filipino Bolshevik in the continuing struggle for national liberation, democracy and socialism on a global scale. He was ever optimistic that the international proletariat and oppressed peoples will gain strength and shine light on the path for a new global resurgence of anti-imperialist, democratic and socialist struggles. He was proud of the fact that the Philippine revolution is contributory to the advance of these mass struggles.

The counterrevolutionaries gloat over the death of Ka Oris after mutilating and cremating his body to insult his beloved family, friends and the people. But these fascist monsters do not realize that long before his martyrdom he had inspired and developed a great number of revolutionary successors and that his martyrdom continues to inspire innumerable revolutionaries of this generation and further generations to continue the people’s democratic revolution through protracted people’s war.

We convey our condolences and share the grief of Ka Maria Malaya, widow of Ka Oris and their children, as well as Ka Pika’s family and friends. We bear the weight of all mountain ranges in the Philippines in our grief. But the same weight prods us to fight for justice for Ka Oris and Ka Pika through intensified revolutionary struggle. We become more determined than ever to fight for the national and social liberation of the Filipino people against the semi-colonial and semi-feudal ruling system and the current tyrannical, terrorist, mass murdering and plundering regime of Duterte.

Ka Oris started on the road of the Philippine revolution as a student activist in the early 1970s. He was motivated by the desire for full national independence, democracy, social justice and all-round development of the Philippines. Thus, he organized his fellow students on the Musuan campus of the Central Mindanao University in Maramag Bukidnon. He belonged to the Chi Rho and the Left wing of the Federation of Free Farmers when Marcos declared nationwide martial law in 1972. He was arrested in 1974 and imprisoned until 1976. His experience of repression convinced him to join the NPA.

He joined one of the first squads of the New People’s Army that started the people’s war in Mindanao, particularly in Northern Mindanao. And he played a major role in the growth of the NPA in the 1970s and 1980s. The NPA grew to several companies as they carried out mass work, genuine land reform and armed struggle in guerrilla bases and zones constituting guerrilla fronts. The peasant masses and Lumad (ethnic minority) people welcomed the NPA and united to fight the armed minions of the reactionary state and big capitalist logging and mining companies and plantations which grabbed farms and ancestral land and plundered the environment.

Ka Oris carried out the Party’s general line and program of people’s democratic revolution through protracted people’s war. The Party, the NPA, the mass organizations and local organs of political power struck deep roots in the countryside. With the daily support of the mass organizations, the organs of political power administered the economic, political, educational, cultural and military affairs at the village level and upwards. The campaigns of military suppression unleashed by the Marcos fascist regime failed to stop the armed revolution.

Ka Oris became one of the representatives of the National Democratic Front (NDF)-Mindanao in ceasefire talks with the Corazon Aquino government in 1986-1987. He was arrested after the collapse of the ceasefire agreement in early1987 due to the peasant massacre at Mendiola. While in prison until 1992, he suffered a urinary bladder infection. He was deprived of medical attention and his infection resulted in permanent damage, which he suffered from and needed to manage for the rest of his life under the difficult conditions of guerrilla warfare.

Ka Oris followed for a while but eventually disengaged from the erroneous line of premature regularization and urban insurrectionism from the mid-1980s onwards, a period when Red fighters of the NPA were overly concentrated in companies and battalions at the expense of sustaining and expanding the mass base. Ultimately, Ka Oris noticed the contraction of the mass base and the growing failure to sustain the military victories during the latter part of the 1980s until the 1990s. Thus, he concluded that it was not the enemy who almost decimated the NPA in Mindanao but the policy of verticalization and self-constriction that led to serious setbacks and the panic of Kampanyang Ahos.

Together with Comrade Antonio Cabanatan and other excellent proletarian revolutionaries, Ka Oris became a champion of the Second Great Rectification Movement which the Central Committee declared in 1992 to reaffirm the Party’s basic Marxist-Leninist-Maoist ideological principles and its strategic line of people’s democratic revolution through protracted people’s war. He stood firm and became a key figure against the revisionist subjectivists and “Left” opportunists among whom were former cadres in the Mindanao Commission who eventually turned renegades against the revolutionary cause.

Ka Oris and other comrades successfully led the Party, NPA and revolutionary forces in Northeast Mindanao region, recovered the areas lost in the period of “Left” opportunist error and prevailed over the campaigns of military suppression unleashed by the Ramos and Estrada regimes in the 1990s and the Arroyo, Aquino and Duterte regimes in the last two decades. The people’s war expanded and intensified across the five regions in Mindanao island as the NPA carried out the line of intensive and extensive guerrilla warfare on the basis of an ever widening and deepening mass base.

In 2015, Ka Oris became one of the leading commanders of the NPA National Operational Command. He was recognized for his successful leadership in waging people’s war in Mindanao. Together with Comrade Julius Giron and other cadres, he played a key role in bringing together around one hundred cadres from all regional Party committees across the Philippines to hold the historic 2nd Congress of the CPP. During the congress, he was elected as member of the Central Committee, the Political Bureau and the Executive Committee, and was tasked to be among the leading cadres in the Military Commission and the Mindanao Commission.

He became responsible for the deployment of about a thousand battle-tested Party cadres and Red commanders from Mindanao to various key guerrilla fronts in Luzon and the Visayas. This is a clear demonstration of the outstanding character of Ka Oris as a patriotic leader of the entire Filipino nation and as a communist cadre who follows the principle that the advanced guerrilla fronts must support the less advanced. He was ever conscious of the fact that cadres had come from Luzon and the Visayas to assist in the development of the people’s war in Mindanao since the 1970s and he was ever willing to do what was needed to advance the over-all development of the revolution.

According to the CPP Central Committee, Ka Oris avidly read and studied Marxism-Leninism-Maoism and applied this theory to revolutionary practice. He read and reread classic military writings especially those of such great communist leaders as Mao Zedong, Ho Chi Minh and Vo Nguyen Giap. He studied closely the history and successful experiences of waging people’s war in semicolonial and semifeudal countries. He was inspired by the epic struggles of the oppressed and exploited classes throughout history in various countries of the world.

The CPP Central Committee commends Ka Oris for training and guiding so many young Party cadres and Red fighters in the art of guerrilla warfare. He wrote manuals and training courses for the Red commanders and fighters of the NPA and enriched them by drawing positive and negative lessons from the past and new experiences in waging guerrilla warfare. He made it a point to gather Party cadres in big and small meetings, consultations and conferences where he intently listened, learned new experiences and discussed them with comrades..

Despite his health condition, he trekked long distances from one guerrilla front to another, to observe first hand the work of Party committees and NPA units. Over the past years, unknown to the enemy, he took risks to go around the archipelago to inspire and impart his knowledge of waging people’s war. He always said that to be able to gather cadres and assess their revolutionary work amid intense military operations is a feat in itself.

The CPP Central Committee takes special note of the fact that Ka Oris was a staunch defender of the environment. One of the first demonstrations he organized as an activist was a protest action against a logging company. For five decades, he led units of the NPA who fought against big bourgeois comprador companies which ravaged the environment. He led the enforcement of the ban on logging for export and he was fiercely opposed to the proliferation of open pit mines all over the country.

In the struggle to protect the environment, the NPA became known in Mindanao as the green guerrillas, as depicted by the film of the New Zealander Rod Prosser. Every year during Earth Day, Ka Oris issued a statement on the worsening environmental crisis brought about by monopoly capitalism. He defended the NPA’s actions against the logging and mining companies and monocrop plantations that ravage the land and lives of the people.

In evaluating his life and deeds, the CPP Central Committee has summed up not only his major contributions to the growth and advance of the revolutionary movement but also to the endearing personal characteristics of Ka Oris. As spokesperson of the NDFP-Mindanao and later of the New People’s Army, Ka Oris made a lot of friends among reporters and writers because he was always mild-mannered, reasonable, cordial and courteous to them, even to those who made known their animosity to the revolutionary cause.

The CPP Central Committee points out that, through his efforts, not a few journalists saw how different the revolutionary movement was from the image of “terrorists” persistently being painted by the real terrorists, the fascist reactionaries who red-tag people for abduction, torture and murder. He engaged journalists in calm and serious discussions with the aim of reaching out to the public and clarifying the views of the revolutionary movement. Reporters who had the opportunity to join the press conferences organized by Ka Oris would attest to both his charisma and humility.

Despite his high public and organizational standing, Ka Oris was a humble revolutionary who did not seek the easy life. He chose the difficult and arduous life of a Party cadre and guerrilla fighter. He was undeterred by his repeated imprisonment, chronic illness and advanced age. To the end of his life, he took the difficult road of people’s war. He served as inspiration for the young Red fighters and revolutionaries. In his private life, he was deeply devoted to his wife, Ka Maria Malaya, and their two children as they endured long periods of separation and the constancy of the risks to life, limb and liberty. He had the highest respect for Ka Maria, who is herself is a brilliant Party cadre.

The CPP Central Committee attests to the fact that Ka Oris always treated comrades with warm affection, especially the younger ones. His love and concern for comrades and the masses was boundless. He made it a point to ensure that everyone was well taken care of. He had a dry sense of humor, making him easy to get along. Ka Oris was a comrade beloved by Red fighters, the peasant masses, Lumads, and workers, as well as by various sectors in the cities. To many, he was a loving fatherly figure who was concerned with the comrades’ big and small concerns.

The love of the broad masses of workers and peasants for Ka Oris is matched only by the hatred for him of the big landlords, the big bourgeois compradors, the mining companies, plantations, the bureaucrat capitalists, the tyrants and dictators like Marcos and Duterte, and all the fascist terrorists who perpetuate the oppressive and exploitative system. They have used resources to demonize and blacken the image of Ka Oris. The cowardly and dishonorable fascists are beyond themselves in celebrating their murder of Ka Oris and yet express fear of forthcoming offensives of the NPA and the masses.

They are only fooling themselves in thinking that the murder of Ka Oris will put an end to the revolution. As Ka Oris himself said, the revolution will continue because it is just. So long as the oppression and exploitative system persists, the Filipino people will continue to wage the people’s democratic revolution under the leadership of the proletariat and attain the stage of the socialist revolution. The so many revolutionary successors that Ka Oris himself trained and developed and the innumerable toiling masses inspired by his martyrdom will make sure to continue the revolutionary struggle of Ka Oris until total victory is achieved.

Long live the memory of Ka Oris!

Uphold the torch of Marxism-Leninism-Maoism!

Advance the people’s democratic revolution until complete victory!

As many as 19 former members of the rebel groups were vaccinated against COVID-19 in Impasugong, Bukidnon, the military said Sunday.

According to the 8th Infantry Battalion (IB) of the Philippine Army, in collaboration with the municipal health officer of Impasugong, the first dose of Sinovac vaccine was given to 17 former members of the Communist Party Philippines-New People’s Army (CPP-NPA). At the same time, 2, in turn, completed their vaccinations.


Alias ​​”Ambo,” one of the alleged former rebels, is grateful for the vaccine given to them, 8IB said in a statement.

“This is a proof that our government is serious in its vow to help those who will return to the folds of the law. “If you stop fighting for a while during the period or until December, kasi my soldiers will be busy monitoring, supervising, ‘wag lang niyong galawin, puwede kayong sumali, pumila doon,” Duterte said.

“And even if you announce that you are an NPA, it’s okay. Wala munang… pagamot ka muna, pa-vaccinate ka, para mahusay kang lumaban sa puwersa ko,” he added.

According to the latest government records, there are already 28.7 million fully vaccinated against COVID-19 in the country. About 33.7 million received the first twelve.

For some who chose a different path by going up the mountains and fighting against the government, the stories of children who long for their parents’ care and whose futures were ruined by the wrong ideas are often left untold.

Thirty-one-year-old ‘Che-che’, a daughter of a commander of the New People’s Army (NPA) here, shared the struggles, she and her two siblings went through while they were still part of the communist-terrorist group.


Growing up, she has not recalled experiencing normal life. She said she would often skip school because they used to move a lot.

Even at a young age, she felt neglected by her parents who were in the mountains either training recruits or engaging in firefights against government troops.

“I would often stop in the middle of the school year because we needed to move to another place. There was even a time when we had to sleep on top of coconut husks because we had no place to stay,” she recalled.

She was only nine when her father would bring her to train in the mountains and encounter sites.

“I would question my parents why we had to go through all those hardships and they would only say it’s better because we were together,” she said.

To get their attention and approval despite being doubtful of their cause, she actively recruited children her age in the white area.

She became a member of the ANAKBAYAN and led rallies in Ormoc and Tacloban City.

“We chose those who were radical, children of farmers, and those who came from broken families. We checked their background first before encouraging them to join us. They are the easy targets.”

It was only when her father died in an encounter in 2005, and her mother remarried in 2006 when she decided to leave the organization to live a new life.

“I started knocking doors to support our education. I was the breadwinner until all three of us finished vocational courses because it was what we could only afford,” she added.

Although she still fears for her and her siblings’ safety, she said that she felt relief to finally do what she wants.

“I felt freedom. I used to be scared of soldiers but I learned that they are not as bad as how my father told us,” she shared.

Che-che is now working as an overseas worker, while her siblings are both locally employed.

However, she shared that she blames her parents for why they are being bullied despite being cleared by the government.

“Until now, even if we are already working, we feel the discrimination because of their mistake. People still refer to us as the children of an NPA commander,” she lamented.

She said she supports the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) because of the changes that it has brought to their lives.

Che-che is one of the 300 former rebels and supporters who joined the Regional ELCAC-8 Serbisyo Caravan from Ormoc and other nearby municipalities last month.They received assistance and services from different government agencies.

SAID DATU is only 21 years old and yet he has been used to hearing gunshots as part of everyday living in Shariff Saydona Mustapha, Maguindanao. He had to stop his studies and grow up like his community doing farming. Now, he worries if his son will suffer the same fate. “My dream is to move my family away, to a place without war,” Datu told volunteers of the International Committee of The Red Cross.

Datu is just one of the thousands of farmers and fisher folks in conflict areas in Mindanao who were displaced during clashes between warring clans or government troops and rebels. Most of the rebels of the Moro Islamic Liberation Front and the Bangsamoro Islamic Freedom Fighters are also farmers.

The European Union and Germany have recognized that to stop the endless cycle of violence in Mindanao, there is a need to address these socioeconomic issues affecting vulnerable sectors in Mindanao like farmers and fisherfolks.

Last Thursday, EU and Germany announced they would partner with the Philippine government in a four-year project called “Strengthening the Implementation of Regional and Local Peace and Development Agendas in Mindanao” (SPADe).

EU and Germany will fund the project which will cost around €18 million (P1 billion)

The project aims to “strengthen the capacities of state and non-state actors” in implementing the peace and development agendas in Mindanao.

Aside from farmers and fisher folk, the project will also target indigenous peoples, internally displaced people, women and youth in selected areas of six regions of Mindanao.


The Department of Interior and Local Government and Mindanao Development Authority (MinDA) will implement the project in coordination with Germany’s Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the EU Delegation to the Philippines.

One of the projects that they are eyeing would be to promote “climate-smart agricultural and fishery value chains” as well as investment promotions. They would also help improve the services of agricultural cooperatives to their members.

“This new project is consistent with our EU vision, which calls for an integrated approach to conflicts, supports state and societal resilience, addresses extreme poverty, inequality and chronic fragility,” EU Ambassador Luc Véron said in his keynote during the virtual kick-off.

Fort Bonifacio, Metro Manila – The Civil-Military Operations Regiment, Kalinaw News, the 15th Civil – Military Operations Battalion of the 11th Infantry Division, Philippine Army, and the Sulu LGU launched “The Sulu Peace Campaign.”

On September 17-20, 2021, 2Lt Ronnie Liang PA (Res) visited Sulu to feature the fascinating beauty of Sulu, its people and its colorful culture as part of the “From Terrorism to Tourism” and “Sa Sulu, Peacesible ang Kapayapaan” “In Sulu Peace is Possible” campaigns of the Sulu Provincial Government and the Philippine Army. The premiere episode of this documentary can now be viewed on the Kalinaw News’ YouTube Channel.



One of the places he visited was Barangay Kabbon Takas in Patikul. It was a former warzone and a stronghold of the notorious Abu Sayyaf Group. As a result of the war and terrorism in the area, the residents of Kabbon Takas became Internally Displaced Persons. The life of the people in the area was already difficult and became even more difficult because of war and terrorism that forced them to leave their homes, their ancestral lands, their animals, and their crops to get to safer places.

Today, the people are returning to their ancestral land because of the “Balik Barangay Program” initiated by the LGU and the Philippine Army.



“Now, you can feel the genuine happiness and hospitality of the people returning to their homes after experiencing the horror of terrorism,” Liang said.



Moreover, an unexpected reunion took place in Kabbon Takas when Liang met Mang Ogem, one of the locally stranded individual when Metro Manila was subjected to Enhance Community Quarantine due to the COVID-19 pandemic. Liang helped Mang Ogem to return to Sulu. Mang Ogem received Liang warmly in their place and happily recalls Liang kindness to him. “Masaya ako nag kita kami ulit, hindi ko rin akalain na dito pa pala kami makikita sa amin (I’m glad that we met again, and I also didn’t expect that we would meet here in our place)” Mang Ogem said.



Liang also visited a chicken demo farm in the area established under a program implemented by the LGU and facilitated by the AFP.



The troops also had the opportunity to talk to some teachers and residents in the area where they shared the importance of education for the youth so that they would not be recruited by the Abu Sayyaf.



The LGU is also collaborating with the AFP to repair the school and homes damaged by the fighting.

Army brings home fallen troops in Moises Padilla encounter

SAGAY CITY, Negros Occidental — The Philippine Army’s 79th Infantry (Masaligan) Battalion and 12th Infantry Battalion accorded military honors to the late Corporal Biencent John L Trero and Private Cesar Ian B Eleuterio upon arrival of their cadavers at Bacolod-Silay Airport and Roxas City Airport via NC212i aircraft of the Philippine Air Force from Cebu City late in the afternoon of November 6, 2021 (Saturday).

The cadaver of late Cpl Trero was further transported to his family in Barangay To-uy, Himamaylan, Negros Occidental while the cadaver of late Pvt Eleuterio was subsequently brought to his residence in Brgy Jaena Norte, Jamindan, Capiz.

Corporal Trero and Private Eleuterio were killed during an encounter against members of the CPP-NPA Terrorists (CNTs) in Moises Padilla last November 3 while their team was responding to an information from a concerned citizen on the presence of armed men planning to stage attacks and extortion activities in the area.

Four (4) other soldiers were also wounded in the said encounter. They are now in stable condition and well taken cared of in a private hospital in Cebu City where they recuperate.

“We extend our deepest sympathies to the bereaved families of the departed comrades. Both will be given full military honors befitting of a hero during their wake and on interment,” said Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB.

“We will not let this incident dampen our spirit but rather serve as a motivation and inspiration for us to do our best and strive even harder to accomplish our mission. We shall not let their sacrifices go in vain as we vow to be more relentless in our peace and development effort to end the local armed conflict not only in Moises Padilla but in Negros Occidental as a whole,” Lt. Col. Javines added.

IMPASUGONG, BUKIDNON – A total of 19 former CPP-NPA Terrorists (CNTs) under the care of the 8th Infantry “Dependable” Battalion (8IB), Philippine Army got their COVID-19 vaccination through the Local Government Unit of Impasugong last November 6, 2021, at the Big Dome, Brgy. Poblacion of the said municipality.

Through the partnership of the Municipal Health Office (MHO) of Impasugong and the 8IB, 17 former rebels got their first dose of Sinovac while two (2) got fully vaccinated.

Armando Daluniag @Ambo, 61 years old, former Commander, Headquarters Force Neo, North Central Mindanao Regional Committee (NCMRC) expressed, “Mapasalamaton ako nga gigahinan kami sa atoang gobyerno og bakuna aron makalikay sa sakit nga COVID-19. Usa kini ka timaan nga ang atoang gobyerno seryoso nga motabang sa bisan kinsa nga gusto mobalik sa sabakan sa gobyerno. Nagatuo usab ako nga dili angay mahadlok sa bakuna tungod dili man kini ihatag kanato sa gobyerno kung makadaut kini.” (I am thankful because the government allotted vaccines for us as protection against COVID-19. This is a proof that our government is serious in its vow to help those (CNTs) who will return to the folds of the law. I also believe that we should not be afraid of the vaccines because the government will not give it to us if it will harm us.)

It can be recalled that last August, Armando contracted COVID-19 and was hospitalized due to severe symptoms such as fever, difficulty in breathing, and cough.

According to Dr. Kiezel F. Logronio, Doktor to the Barrio of MHO, Impasugong, “Importante kaayo na magpabakuna ta. Dili lang man ni para sa atoa, kundi para pud sa proteksyon sa atong mga pamilya. Para mas dali nato ma achieve pud ang herd immunity ug makabalik na sa normal natong kahimtang sauna. (It is very important that we get vaccinated. This is not just for us but also to protect our family. Through this, we will also easily achieve herd immunity and we will be able to return to our normal situation before.)

LTC Edgardo Talaroc Jr, Commander 8IB, said that, “Kami nagapasalamat sa lokal nga panggamhanan sa Impasugong pinaagi sa MHO nga maoy kaabag nato sa pagbakuna sa mga kanhing rebelde. Kini usa sa mga pamaagi nato aron ma protektahan ang mga kanhing rebelde batuk sa makamatay nga sakit nga COVID-19. Kini mo protekta kanila sa dihang sila mobalik na sa komunidad ilabi na sa ilang pamilya.” (We are thankful to the LGU of Impasugong through the MHO because they are our partner in the vaccination of our former rebels. This is one of our ways to protect the former rebels against the deadly COVID-19. This will also protect them as they return back to the community and to their families.)

IMPASUGONG, BUKIDNON – Justice has been served after the death of Jorge “Ka Oris” Madlos, 72, the Commander and spokesperson of the National Operations Command (NOC) of the New People’s Army nationwide; Member, Central Committee – EXECOM/Politburo; and Spokesperson of the National Democratic Front – Mindanao, at the hinterlands of Sitio Gabunan, Impasugong, Bukidnon last October 30, 2021.

It can be recalled that Ka Oris together with Eighfel Dela Peña alias Pika/Maui, Communications Staff and Medical Staff of NOC, died after a legitimate encounter between the combined troops of the 8th Infantry Battalion, 1st Special Forces Battalion, and 88th Infantry Battalion under the command of the 403rd Infantry Brigade. Troops afterward were able to recover one M14 Rifle, one KG9 Rifle, and ammunition of different caliber, other war materiel, and assorted personal belongings.

Ka Oris, who has for decades led terroristic activities in the Philippines especially in Mindanao, is recorded as the topmost wanted NPA commander in the country facing multiple criminal cases such as robbery with double homicide, damage to properties, multiple murder, and double frustrated murder, and murder. These cases stem from his crimes of killing countless innocent civilians including the Indigenous People (IP) members, CAFGU Active Auxiliary (CAA) members, and soldiers.

Datu Renato Sumbongan, the IP Mandatory Representative (IPMR) of Malaybalay City, stated “Sa pagpanguna ni Ka Oris sa una, ang mga lumad nailad nga mokuyog kanila, duna pay namatay apil nga tribal leaders nga matud pa dunay kalapasan kanila ug naa usab mga equipment nga ilang gipang sunog. Isip IPMR sa syudad sa Malaybalay nagatuo ako nga nakab-ot na namo ang hustisya sa iyang kamatayon.” (Headed by Ka Oris before, the IPs were deceived to join them, there were tribal leaders killed because of alleged violations against them and there were many equipment burned. As the IPMR of the City of Malaybalay I believe that we have already received justice after his death.)

LTC Edgardo Talaroc Jr, Commander 8IB, expressed, “Dugay na nga nagkahinam nga makabaton og hustisya ang atong mga kaigsuonang IP lakip mga sundalo ug CAA nga nabiktima sa mga CPP-NPA-Terrorist nga gipangunahan ni Ka Oris. Karon ila na gyud kining nakab-ot.” (Our IP brothers and sisters, along with the soldiers and CAA, have long been waiting for justice after being victims of the CPP-NPA Terrorists headed by Ka Oris. Now, they already achieved it.)

“Ang padayun namong panawagan mao ang pagbalik na sa sabakan sa gobyerno sa nahibilin pang mga CNT tungod kami dili moundang sa among operasyon aron makab-ot nato ang tinuod nga kalinaw ug kalambuan. Mas maayo nga inyong pahimuslan ang Enhanced Comprehensive Local Integration Program alang sa inyong bag-ong kinabuhi kauban ang inyong pamilya,” Talaroc Jr ended. (Our continued call is for the remaining CNTs to return to the folds of the law because we will be relentless in our operation in order for us to attain long-lasting peace and development. MAKILALA, COTABATO – Alias Jorry, 47 years old, B’laan and resident of Sitio Datal Biao, Brgy Danlag, Tampakan, who happen to be a member of Guerilla Front ALIP of the Far South Mindanao Region recently surfaced and put up his hands to Tampakan Municipal Task Force in Ending Local Communist Armed Conflict (MTF-ELCAC) Chairman, Hon Leonard T Escobillo during the culmination program of a 3-day Peace Building Seminar on November 7, 2021 held at Tampakan National High School.

The surrenderee gave up all his weapons that included one (1) unit of M16 Rifle with one (1) short magazine and one (1) unit Garand Rifle during the culmination program of the activity. Along with it, said FR also gave up his rebellious intentions in order to take a new step and be able to change for the better through this PBS.

The activity was participated by sixty-three members of the New People’s Army Under Ground Mass Organization (UGMO) and seven NPA rebels conducted by Tampakan MTF-ELCAC.

The participants from Barangay Danlag, Tablu and Palo 19 of Tampakan, South Cotabato who recently cut their ties and denounced their affiliation with CPP-NPA-NDF were enlightened and awakened from the deception of the NPA terrorist.

Likewise, the participants submitted a project proposal to the LGU that mostly tackled livelihood enhancement. Also, they expressed their support to the Barangay Development Programs after internalizing the purpose of contributing to the peace and development of communities.

Director Restituto Macuto, Regional Director DSWD XII during his message encourage everyone to be advocate of peace.

“We are always thankful of the fact that you have seen the efforts of the government to give you a good life, if not the best, for you to understand the importance of living in peace and harmony. We are also thankful of our military personnel who are more than dedicated to solidify peace and order across the country as they have been guided with the whole-of-nation approach”, Macuto emphasized, in line with the government’s willingness to welcome and help those who were deceived by the communist NPA terrorist.

The PBS is a 3-day program that aims to reorient and redirect the former UGMO members from NPA propaganda. The program includes information awareness on programs and services of the government and other partner stakeholder to disprove the issues being exploited by the NPA terrorist and further insulate the communities from the deceptive schemes of the said armed group.

In conclusion, Hon Leonard Escobillo, Mayor of Tampakan amplified in his message the importance of the presence of the military in the municipality. He also highlighted that with the military’s thrusts and activities through community development as signified in NTF-ELCAC, the peace and order situation of the place has actually been replenished and resurfaced.

The City Government of Davao, DSWD XI, Officials of Barangay Lumiad, Private Stakeholders and 27IB “Action” Troopers conduct Ending Local Communist Armed Conflict (ELCAC) Outreach Program to the Residents of Purok Banban, Brgy Lumiad, Paquibato District Davao City on November 06, 2021

The outreach program is a collaboration between the Davao City Local Government, the Department of Social Welfare and Development (DSWD) XI, PLDT, Local Officials of Barangay Lumiad, other stakeholders and the 27th Infantry “Action” Battalion, 10ID, PA. The program is part of the government’s effort in reaching out communities and deliver services to areas previously influenced by the CTG. It can be recalled that Barangay Lumiad was once infested by the CTG. However, the said barangay together with the other barangays in Paquibato District have been cleared of CTG influence as a result of collaborative efforts spearheaded by the City Government of Davao through the delivery of programs and services such as construction of Farm to Market Road, Bridges, Schools, Health Clinics among others and introducing livelihood interventions to uplift the living conditions of the community.

A total of 80 households benefited the program receiving food packages and kitchen kits. In compliance to Davao City’s EO31, the distribution of food packs and kitchen kits was undertaken through house to house and controlled point distribution, implementation of social distancing and wearing of facemask. The beneficiaries convey their gratitude to the efforts of the local officials and the military that despite the pandemic, they exerted effort to reach and implement the outreach program in their community.

THE NAVAL Forces Eastern Mindanao (NFEM) and Joint Task Force Seahawk conducted the “Maritime Inter-Agency Exercise 2021-02” on Nov. 5 at Barangay Punta Bilar, Surigao City, Surigao del Norte.

NFEM spokesperson, Lt. Nicheru Brien Claudio, said the Maritime Inter-Agency Exercise 2021-02 seeks to enhance synergy and test the interoperability of participating maritime agencies during the conduct of maritime security operations.


NFEM commander Carlos Sabarre led the exercise, together with Coast Guard District North Eastern Mindanao, PNP Maritime Group Regional Maritime Unit XIII (PNP MG RMU XIII), Bureau of Fisheries and Aquatic Resources XIII (BFAR XIII), Provincial Disaster Risk Reduction Management Office (PDRRMO), and Provincial Protection and Order Council (PPOC).

Two scenarios were tackled for capability demonstration:

First, AGR702 was monitored by the Littoral Monitoring Station (LMS) Surigao performing unusual voyage patterns about five nautical miles off the coast of Punta Bilar and was subsequently reported to the Eastern Mindanao Command (EMC) and Joint Task Force Seahawk.


Following the coordination with the Coast Guard District North Eastern Mindanao, a radio challenge was initiated, to which the AGR702 failed to respond, resulting in the execution of a maritime interdiction operation.

JTF Seahawk deployed Philippine Navy C90 Aircraft (NV394) to verify the situation, as well as BRP Andres Bonifacio (PS17) and MRRV4401 to conduct maritime patrol and Visit, Board, Search and Seizure (VBSS) as a proactive measure. Upon inspection, it was discovered that the AGR702 was smuggling cocaine in and out of the country.

The inspection team of MRRV4401 seized the vessel and its crew, manned the ship, and transported it to the nearest port for proper disposition.

In the second scenario, the PNP Maritime Unit XIII in Surigao City reported that a number of armed men were spotted harboring a house in Punta Bilar, and were later confirmed to be violent extremists planning to disrupt the city’s peace and order.

With this information, JTF Seahawk dispatched the Sea, Air, Land (SEAL) team of Naval Special Operations Unit 7 (NAVSOU) for the execution of Special Operations (SPECOPS), eventually resulting in the neutralization of the enemies, including their leader.

However, two of their comrades escaped on a speedboat, and a hot pursuit operation ensued that escalated to a firefight between the pursuing law enforcers and the terrorists.

During the exchange of fire, one assailant from the speedboat was thrown overboard, and the PNP MG RMU XIII vessel caught fire.


As part of the Maritime protocol, the preservation of life is always paramount. Thus, the Maritime Law Enforcement team of PNP MG RMU XIII conducted Search and Rescue, and Medical Evacuation (MEDEVAC), while the MRRV4401 of CGDNEM extinguished the fire on the stricken vessel.

The demonstration also showcased the Passing Exercise of the participating units, which included the Multi-Mission Patrol Boats 3030 and 3032 of the BFAR XIII, the tactical watercraft 04 and 37 of PNP MG RMU XIII, the Patrol Boat 151 and BRP Tubbataha (MRRV4401) of the Philippine Coast Guard, the Philippine Navy SEAL Team (NAVSOU 7) onboard the Rigid Hull Inflatable Boat (RHIB), BRP Hilario Ruiz (PC378), BRP Rafael Pargas (PC379), BRP Gregorio Velasquez (AGR702), BRP Andres Bonifacio (PS17) and NV394 of the Philippine Navy.

The closing ceremony was held at the Battle of Surigao Strait Memorial and Museum in Barangay Punta Bilar. Surigao City Mayor Ernesto U. Matugas Jr was the guest of honor and speaker, but was represented by Atty. Manuelito D. Delani, Surigao City legal officer. Meanwhile, Lt. Gen. Greg Almerol, Eastern Mindanao Command commander, delivered the closing remarks of the Maritime Inter-Agency Exercise 2021-02.

A 6,000-strong Joint Peace Security Team (JPST) tasked to secure peace in the Bangsamoro communities is supposed to have been set up in line with the normalization process of the 2014 peace agreement between government and the Moro Islamic Liberation Front (MILF) but as of November 6, 2021, the JPST has only 300 to 400 persons trained, Mohagher Iqbal, chair of the MILF peace implementing panel and education minister in the Bangsamoro region, said.

The number represents less than 10% of the target number of 6,000.

“If you compare the 300 to 400 (who have been trained) with the 6,000 (JPST target members), it’s very, very way behind,” he said in a virtual press conference Saturday for Phase 3 of the Decommissioning of MILF Combatants and Weapons.

Intended for deployment to various parts of the five-province, three-city region, the 6-000 strong force as agreed upon by the government and the MILF, is composed of 3,000 members of the MILF’s Bangsamoro Islamic Armed Forces (BIAF) and 3,000 government troops — 1,600 policemen and 1,400 soldiers.

Asked why the number of trained members is very small, Iqbal told MindaNews on Sunday that this was because of the disruptions triggered by the COVID-19 pandemic last year and the funding requirements.

Also, the training facilities, such as Camp SK Pendatun, headquarters of the Police Regional Office in the Bangsamoro Autonomous Region in Muslim Mindanao cannot accommodate a large number of trainees all at the same time because of the small or limited space, he added.

“If we liken it to the speed of a car, perhaps we are running at a slow speed of 30 kph (kilometers per hour),” he told MindaNews.

The normalization phase is part of the Comprehensive Agreement on the Bangsamoro (CAB), the peace deal signed by the government and the MILF in 2014 after 17 years of negotiations.

At the core of the normalization phase is the decommissioning of 40,000 MILF combatants and their weapons. It also includes the transformation of at least six recognized MILF camps into productive economic zones.

Executive Order 79 issued by President Rodrigo Duterte on April 24, 2019, ordered the Department of National Defense and the Department of the Interior and Local Government to direct the Armed Forces of the Philippines and the Philippine National Police, respectively, to designate member of the JPST, in coordination with the Bangsamoro Islamic Armed Forces (BIAF), the MILF’s armed wing.

The JPST shall serve as the operating units of the transitional components of the normalization program, it said.

In August 2019, the AFP and the Office of the Presidential Adviser on the Peace Process (OPAPP) forged a memorandum of agreement for the former to provide basic military training to 3,000 BIAF combatants in order to prepare them as members of the JPST.

Under the normalization aspect of the CAB, MILF combatants will be decommissioned as key milestones of the peace agreement are achieved.

Phase 1 of the decommissioning process took place in June 2015, in the presence of President Benigno Simeon Aquino III. It involved 145 MILF fighters and 75 high-powered weapons.

Phase 2 commenced in September 2019 with President Duterte gracing the event. It was completed in March 2020 with the decommissioning of 12,000 MILF combatants, at least 2,100 assorted weapons and at least 500 ammunition.

Phase 3 will start on Monday, 8 November, at the Old Provincial Capitol in Barangay Crossing Simuay, Sultan Kudarat, Maguindanao, the same venue for the 2015 and 2019 decommissioning rites. It will involve 14,000 MILF combatants, or 35 percent of its forces, and about 2,500 weapons.

Undersecretary David Diciano, chair of the government peace implementing panel, said Phase 3 of the decommissioning process was supposed to start last year but the emergence of the COVID-19 pandemic in March 2020 hampered its implementation.

The Independent Decommissioning Body (IDB), which is led by Turkey, is overseeing the deactivation of MILF fighters and their weapons.

William Hovland, IDB vice chair, said the body is eyeing to process at least 7,000 MILF combatantas between November 8 and December 17, 2021 at 175 combatants per day. The rest will be processed next year.

“During the (Phase 3) decommissioning process, IDB and other normalization mechanisms or units will ensure compliance with COVID-19 health and safety protocols,” he said.

The remains of the two Philippine Army soldiers who died in a clash with communist-terrorists in central Negros on Nov. 3 were brought home by their colleagues on Saturday afternoon.

Corporal Biencent John Trero and Private Cesar Ian Eleuterio of the 79th Infantry Battalion (79IB) based in Sagay City were deployed alongside the members of the 62nd Infantry Battalion in an operation against the Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels in Moises Padilla, Negros Occidental.


In a statement on Sunday, Lt. Col. J-jay Javines, commanding officer of 79IB, extended his sympathies to the bereaved families and said their deaths will serve as motivation and inspiration for the military to accomplish their mission.

“Both will be given full military honors befitting of a hero during their wake and on interment,” he said. “We vow to be more relentless in our peace and development effort to end the local armed conflict not only in Moises Padilla, but in Negros Occidental as a whole.”

The fatalities and four wounded soldiers were airlifted to Cebu City following the encounter, according to 1st Lt. Dansan Camua, civil-military operations officer of the 79IB.

Trero’s remains arrived at Bacolod-Silay Airport in Silay City and brought to the family home in Barangay To-oy, Himamaylan City while Eleuterio’s body was flown to Roxas City Airport en route to his residence in Barangay Jaena Norte in Jamindan, Capiz.

During the arrival, they were accorded military honors by troops of the 79IB and 12IB, respectively.

Trero, 35, has two sons, aged 5 and 2, with wife Erlyn, while the 27-year-old Eleuterio was unmarried.

Camua said the four wounded soldiers are now in stable condition in a private hospital in Cebu City.

The troops launched a combat operation on Wednesday afternoon to foil the CPP-NPA’s planned extortion activities and destruction of the farm-to-market road at the boundary of Moises Padilla and Guihulngan City, Negros Oriental.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

Justice has been served after the death of Jorge “Ka Oris” Madlos, commander and spokesperson of the National Operations Command (NOC) of the New People’s Army (NPA), in the hinterlands of Sitio Gabunan, Impasugong, Bukidnon on Oct. 30.

This, according to Datu Renato Sumbongan, the Indigenous Peoples Mandatory Representative (IPMR) of Malaybalay City, Bukdinon, in a news release of the Army’s 8th Infantry Battalion (8IB) on Sunday.

“Sa pagpanguna ni Ka Oris sa una, ang mga lumad (IP) nailad nga mokuyog kanila, duna pay namatay apil nga tribal leaders nga matud pa dunay kalapasan kanila ug naa usab mga equipment nga ilang gipang sunog. Isip IPMR sa syudad sa Malaybalay nagatuo ako nga nakab-ot na namo ang hustisya sa iyang kamatayon (Headed by Ka Oris before, the IPs were deceived to join them, there were tribal leaders killed because of alleged violations against them, and there were many equipment burned. I believe that we have already received justice after his death),” Sumbongan said.


For decades, the 74-year-old Madlos led terroristic activities, especially in Mindanao, and was recorded as the most wanted NPA commander in the country.

He faced multiple criminal cases such as robbery with double homicide, damage to properties, murder, and frustrated murder that involved countless innocent civilians, including indigenous peoples (IP) members, Citizen Armed Force Geographical Unit Active Auxiliary (CAA) members, and soldiers.


Lt. Col. Edgardo Talaroc Jr., 8IB commander, said IP members, soldiers, and the CAA have long been waiting for justice.

“Now, they already achieved it,” he said as he called on the remaining communist terrorist groups to return to the fold of the law.

“We will be relentless in our operation in order for us to attain long-lasting peace and development. It will be better for you to benefit from the Enhanced Comprehensive Local Integration Program for your new life with your family,” Talaroc added, referring to the program that grants financial assistance to former rebels.

Madlos, also a member of the Communist Party of the Philippines (CPP) Central Committee and spokesperson of the National Democratic Front (NDF)–Mindanao, was killed with a rebel medic and communications officer Eighfel Dela Peña alias Pika/Maui in an encounter with the combined troops of the 8IB, 1st Special Forces Battalion, and 88th IB under the 403rd Infantry Brigade.

The communist leader tested positive for Covid-19 two days after his death and was cremated before he was turned over to Impasugong officials.

Troops also recovered one M14 rifle, one KG9 rifle, and ammunition of different caliber, other war materiel, and assorted personal belongings.

Mere propaganda

Peace advocate Joy “Ka Amihan” Saguino, a former rebel leader, condoled with the family of Madlos but said the fight for social justice that insurgents claim is nothing but a fragment of propaganda.

“I have also been in the same situation where my comrades fell in the battlegrounds, believing that violence is the only solution to the society’s turmoil. I have also witnessed the cruelty of the group I once served towards people who are not receptive to the communist agenda and those labeled as “traitors and enemies” of the revolution,” she said in a statement on Oct. 31.

“Memories of violence are still vivid every time I reflect on what I had gone through for 11 years,” she added.

Wanted

Government forces are also hunting Madlos’ wife, Myrna Sulatre (alis Maria Malaya, Iyay, and Emang), the secretary and spokesperson of the NPA’s Northeastern Mindanao Regional Command.

She has likewise been charged with multiple murder raps.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

MANILA – Philippine Army (PA) commander, Lt. Gen. Andres Centino, assured that all officers and enlisted personnel of the service will remain non-partisan in next year's elections.

“We have always been a professional organization and we abide by that. And I suppose in the coming elections, we will again be called together with the Philippine National Police as part of the main organization tapped by the Comelec (Commission on Elections),” he said in an interview with CNN Philippines over the weekend.

Earlier, Defense Secretary Delfin Lorenzana reminded troops to remain neutral and non-partisan ahead of the May 2022 elections and military personnel are not allowed to campaign for any candidate.

The Omnibus Election Code prohibits soldiers from engaging in any partisan political activity.

“The national and local elections are drawing near. While we continue to conduct security operations, we must ensure that all personnel will exercise the right of suffrage. All are required to register for the upcoming elections,” Centino said.

The Army, he said, is committed to complying with the Commander-in-Chief's (President Rodrigo Duterte) order to end local conflicts before the end of his term in 2022.

“We are ensuring that all our ground forces are capable and ready to comply with this mandate. Be assured that the Philippine Army will continue to serve with pride in serving the people and securing the land," Centino added.

Some eight barangays from Palawan are benefiting from the Barangay Development Program (BDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

"Sa taon pong ito walong barangay sa lalawigan ng Palawan ang nagpapatupad ng mga BDP projects. Sa susunod na taon, mayroon pong 54 dito sa Mimaropa (Mindoro, Marinduque, Romblon and Palawan), 35 sa Palawan (This year, eight barangays in Palawan are now implementing BDP projects. Next year, there will be 54 in Mimaropa, with 35 for Palawan)," National Security Adviser and NTF-ELCAC vice chairperson Hermogenes Esperon Jr. said during his visit to the Regional Task Force (RTF)-ELCAC 4-B in Puerto Princesa, Palawan last November 4.

Esperon said for 2022, around 1,406 barangays from various parts of the country will be benefiting from the BDP.


"Alam po ninyo iyong 1,406 na barangay ay inaprubahan na ni Pangulong Duterte noong bang Marso sa Tacloban at ipinalagay niya sa National Expenditure Program (NEP) sa halagang PHP28.1 billion. Kasi, PHP20 million per barangay (You know, those 1,406 barangays were already approved by President Duterte last March in Tacloban and included in the NEP with the sum of PHP28.1 billion. This because each barangay will be allocated PHP20 million (for their BDP projects)," he added.

The PHP20 million allocated per barangay will be spent for BDP core projects like farm-to-market roads, school buildings, water and sanitation systems, livelihood programs, and health stations.

Esperon said this initiative is supported by the League of Provinces of the Philippines and the League of Municipalities.

"Sinulatan nila ang Senado. Aprubado na ito sa House of Representatives (They already have written to the Senate. It (BDP) is already approved by the House of Representatives)," he added.

He also clarified that the BDP is only part of Duterte's key programs like free irrigation, improved Pantawid Pamilyang Pilipino Program (4Ps), 'Build, Build, Build', free tuition fee, universal health care, anti-illegal drugs, anti-crime, anti-graft, and corruption campaigns.

Esperon also lauded the Palawan provincial government headed by Governor Jose Alvarez for spearheading development initiatives in the province even before the creation of the NTF-ELCAC.

He was referring to the Regional Peace and Order Council, the precursor of the NTF-ELCAC in the province that was started by Alvarez.

Esperon added that the NTF-ELCAC has grown stronger with the help of the 17 RTFs.

Each RTF is headed by one Cabinet Officer for Regional Development and Security (CORDS).

The CORDS for Mimaropa is Energy Secretary Alfonso Cusi.

"Kaya sa lakas ng NTF-ELCAC sa organisasyon at saka gawain, gusto lang natin ipaalam at ipaalala sa mga communist terrorists na nangangarap pa rin na magtatagumpay sila, nasa sa panahon ng 2016 hanggang 2021, mayroon nang 1,953 na nasawi sa labanan sa hanay nila (And due to the organizational strength and efforts of the NTF-ELCAC, we would like to remind all terrorist communists who are dreaming of victory that from 2016 to 2021, around 1,953 of their ranks were killed in encounters with the military)," he added.

Aside from battle losses, Esperon said 3,844 New People's Army (NPA) regulars and 19,000 mass-based supporters, militia, underground mass organization members have surrendered
due to the Enhanced Comprehensive Local Integration Program (E-CLIP) along with some 2,573 assorted firearms.


Another victory for the government side, he said, is the neutralization of Jorge Madlos alias "Ka Oris" who was killed in an encounter in the hinterlands of Impasug-ong, Bukidnon last October 30.

Madlos is also the commander of the NPA's National Operations Command, directing the operations of the communist terrorists nationwide.


"At kaya naman sa mga operations na ito, wala ng Guerilla Front sa Palawan eh. Inuubos ni Governor eh. At alam ko iyong dalawang Guerilla Front dito sa Mimaropa ay mahina na. Takbo nang takbo. Alam natin na nasa Mindoro sila ngayon baka bukas tatakbo na naman (And due to these operations, there are Guerilla Fronts in Palawan. The Governor is quickly eliminating them and I knew that the two Guerilla Fronts in Mimaropa are already weak due to their constant running. We knew that they are in Mindoro now, maybe tomorrow, they will run again (to another place)," Esperon said.

The BDP is the hallmark program of the NTF-ELCAC with the end goal of bringing development to former Communist Party of the Philippines (CPP)-NPA conflict-affected and geographically isolated communities.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
