World Hunger Day. Nagprotesta ang mga aktibistang magsasaka noong Oktubre 16 sa harap ng Mega Q-Mart sa Quezon City bilang paggunita sa World Food Day na kanilang binansagang World Hunger Day (Araw ng Kagutuman). Hinamon nila ang mga kandidato sa halalan 2022 na gawing bahagi ng kanilang adyenda ang paglalatag ng “kongkretong solusyon sa kronikong krisis sa pagkain at sektor ng agrikultura, na dapat ay nakabatay sa prinsipyo ng pang-ekonomyang kasarinlan at pag-asa sa sarili.”

Iti­gil ang pro­yek­tong rek­la­ma­syon sa Ce­bu. Nag­lun­sad ng protestang pa­ra­da sa da­gat ang mga ma­ngi­ngis­da at mag­sa­sa­ka sa Ca­lajoan, Minglanilla, Cebu noong Oktub­re 15 pa­ra ipa­tigil ang ope­ra­syon ng kwa­ri at pla­nong rek­la­ma­syon sa lu­gar. Ki­nun­de­na ni­la ang pag-ap­ru­ba ng lo­kal na gubyerno sa 100-ek­tar­yang pro­yek­tong rek­la­ma­syon na Ming-Mo­ri. Na­ba­ba­ha­la si­la sa maaa­ring ma­ging epek­to ni­to sa ka­li­ka­san at ka­ni­lang ka­bu­ha­yan. Ga­yun­din, iniu­lat ni­la ang pa­tu­loy na ope­ra­syon ng kwari sa ka­bun­du­kan ng Ming­la­nil­la.

Pro­tes­ta ng mga elektri­sya­n. Nagpro­tes­ta noong Oktub­re 11 sa ha­rap ng upi­si­na ng Department of Labor and Employment ang mga mang­ga­ga­wa ng Hypervolt Contractor Cor­po­ra­ti­on upang kun­de­na­hin ang na­hu­hu­li at ili­gal na mga kal­tas sa ka­ni­lang sa­hod at ka­wa­lan ng be­ne­pi­syo ng kum­pan­ya. Ang Hypervolt ay kontrak­tor ng mga elektri­syan na na­nga­nga­si­wa sa pag­ka­ka­bit at pag-aa­yos sa lin­ya ng kur­yen­te.

Ayu­da, ba­ku­na hin­di de­mo­li­syo­n. Nag­ti­pon ang Ka­da­may noong Oktub­re 9 sa ha­rap ng De­partment of the Inte­ri­or and Local Government sa Quezon City upang igi­it ang “ze­ro de­mo­li­ti­on” o pagpapahinto sa lahat ng demolisyon la­lu­na sa pa­na­hon na ma­yor­ya ay nag­hi­hi­rap du­lot ng pan­dem­ya at kri­sis sa eko­nom­ya. Iniu­lat ni­lang may 50,000 ma­ra­li­ta ang po­sib­leng ma­wa­lan ng ti­ra­han sa Met­ro Ma­ni­la da­hil sa ban­ta ng de­mo­li­syo­n.

Tagumpay ng kooperatiba ng kuryente sa Benguet. Matagumpay na napatalsik ng mga empleyado ng Benguet Electric Cooperative ang tuta ng Malacañang na si Ana Marie Rafael na sapilitang iniluklok ng National Electrification Authority bilang pangkalahatang manedyer noon pang Hulyo 29. Napatalsik si Rafael matapos ang mga protesta na inilunsad ng mga empleyado sa Baguio City na dinaluhan ng daan-daang katao.

Anim na mag­sa­sa­ka ang naiu­lat na ili­gal na ina­res­to ng ar­ma­dong mga ahen­te ng es­ta­do ni­tong nag­da­ang mga ling­go. Ka­sa­bay ni­to ang pang­ha­ha­li­haw ng mi­li­tar sa mga ko­mu­ni­dad ng mag­sa­sa­ka at pa­mi­mi­lit na sumurender.

Noong Oktub­re 17, di­na­kip ng mga pu­lis si Cris­ti­na Ma­gistra­do, da­ting or­ga­ni­sa­dor ng Ami­han-Caga­yan sa kan­yang ba­hay sa Bi­na­ngo­nan, Rizal ba­tay sa ga­wa-ga­wang ka­so. Di­na­la si­ya sa is­ta­syon ng pu­lis sa Tu­gue­ga­rao City at doon iki­nu­long at inin­te­ro­ga.

Sa Sor­so­gon, ina­res­to ma­ta­pos ta­ni­man ng ebi­den­syang ba­ril si Sonny G. Nace at pi­na­ra­ta­ngang ka­sa­pi ng Ba­gong Huk­bong Ba­yan (BHB). Re­si­den­te si Nace ng Ba­ra­ngay Tu­la­tu­la Sur, Ma­gal­la­nes at nag­ha­ha­nap­bu­hay bi­lang ahen­te ng small-town lot­tery (STL).

Noong Set­yembre 27, di­na­kip ng 85th IB ang mag-a­sa­wang Leo­ni­na Ilag at Po­li Naval sa Sit­yo Ha­gak­hak, Ba­ra­ngay Ma­la­ya, Ge­ne­ral Lu­na, Quezon ma­ta­pos mag­ka­ro­on ng labanan sa pagitan ng isang yu­nit ng BHB at 85th IB ma­la­pit sa ka­ni­lang ba­hay.

Ang paghuhulog ng bomba mula sa mga eroplanong pandigma ng Armed Forces of the Philippines (AFP), katuwang ang mga drone at kaalinsabay ng pag-iistraping mula sa helikopter, ang isa sa pinakabrutal na taktika ng digmang mapanupil ng reaksyunaryong estado. Ano pa nga ba ito kundi pasistang terorismo mula sa himpapawid na ang hatid ay karahasan, takot, pagkawasak saan man ito ihasik ng AFP.

Ang paghahasik ng terorismo mula sa himpapawid ay palala nang palala matapos iutos ni Rodrigo Duterte na “patagin ang kabundukan” noong 2017. Ipinakita niya sa buong Pilipinas ang kanyang hindi nahahangganang brutalidad sa pamamagitan ng pagpulbos sa Marawi City. Mula noon, daan-daang mga bomba, libu-libong rocket, sandamukal na bala ng masinggan at bala ng kanyon na ang ginamit ng AFP sa gera nito ng pagsupil sa sambayanan at sa kanilang makatwirang armadong pakikipaglaban.

Sinimulan ang masinsing terorismo mula sa himpapawid sa iba’t ibang rehiyon sa Mindanao noong 2018, subalit hindi naglao’y inihasik ito sa buong bansa. Patuloy din ang matinding pambobomba mula sa ere sa mga lugar ng Moro, kung saan permanenteng nakabase ang mga pwersa ng US. Patuloy na lumilikom ang AFP ng mga sasakyang panghimpapawid, kanyon, misayl at bomba sa imbing layuning ipailalim ang buong bansa sa terorismo.

Sa kasalukuyan, ang pang-ereng pambobomba at istraping ay pirmeng bahagi na ng arsenal ng mga sandatang ginagamit ng kaaway sa mga operasyong kontra-gerilya na may layuning maghasik ng takot sa masang magsasaka at sindakin ang mga Pulang mandirigma ng Bagong Hukbong Bayan. Taliwas sa mga panuntunan at prinsipyo ng internasyunal na makataong batas, ang mga sandatang ito ay sobra-sobra sa kinakailangan, walang pili, nagsasapeligro sa mga sibilyan at nagdudulot ng pagkawasak sa ari-arian at kapaligiran.

Noong nagdaang buwan lamang, naghulog ang AFP ng 69 na bomba at 18 rocket, at 51 ulit na kinanyon at pabalik-balik na inistraping ang mga komunidad at sakahan ng mga Lumad sa Talaingod, Davao del Norte at sa paligid ng kabunduka ng Pantaron sa loob ng 35 araw mula Setyembre 15. Pakay nitong paluhurin ang mga residenteng Manobo at “sumurender” sa AFP.

Matagal nang binobomba ng AFP ang mga komunidad ng mga Lumad. Noong 2017, ang bombang inihulog ng AFP ay bumagsak sa hindi kalayuan sa paaralang Lumad na Fr. Pops Tentorio Memorial School sa Magpet, North Cotabato. Noong Disyembre 31, 2018, anim na bomba ang inihulog ng AFP sa Barangay Diatagon, Lianga, Surigao del Sur, na lumagpak 150 metro lamang ang layo sa mga komunidad ng Sityo Panukmoan at Sityo Decoy. Noong Marso 24, 2020, lumagpak ang mga bala ng kanyon sa layong 330 metro mula sa sentrong komunidad sa Barangay Mandahikan, Cabanglasan, Bukidnon. Noong Enero, mga pastuhan, taniman at lugar ng pangangaso ng mga katutubo ang tinamaan ng mga bomba na inihulog sa Abra at Mt. Province noong Enero. Sa Visayas, isang shrapnel ng rocket ang bumutas sa bubong ng isang bahay sa Dolores, Eastern Samar noong Agosto 16.

Madalas na ang mga operasyon ng pambobomba mula sa himpapawid ay isinasagawa sa madaling araw at nagtatagal nang ilang oras. Noong Abril 19, 2020, bandang ala-5 ng umaga naghulog ng apat na bomba ang AFP malapit sa bahayan ng Sityo Kapanal, Barangay Gasi, Kiamba, Sarangani, habang may ilan nang magsasakang Lumad (mula sa tribong T’boli) ang nasa kanila nang mga bukid. Noong Abril 26, 2018, ang pambobomba sa Mati, Davao Oriental ay nagsimula bandang ala-5 ng hapon at tumigil lamang matapos ang dalawang oras, at muling nagsimula ng alas-9 ng gabi hanggang hatinggabi. Noong gabi ding iyon, 38 bomba ang inihulog sa mga bayan ng Sinacaban at Jimenez sa Misamis Occidental mula alas-9 ng gabi hanggang alas-4 ng umaga ng sumunod na araw. Nagsimula naman sa alas-11 ng gabi ang panganganyon sa Barangay Osmeña, Palapag, Northern Samar at nagtagal hanggang alas-2 ng umaga.

Ang walang-patumanggang pambobomba at pangraratrat mula sa himpapawid, at panganganyon ay naghahatid ng matinding troma sa mamamayan sa kanayunan. Hindi bababa sa 1,000 pamilya ang nagbakwit sa mga komunidad sa Barangay Monteclaro, San Jose, Occidental Mindoro at Barangay Lisap, Bongabong, Oriental Mindoro matapos apat na araw na bombahin at ratratin ang kanilang mga barangay simula Abril 29, 2019. Humigit-kumulang 1,000 pamilya rin ang nagbakwit noong Pebrero 11, 2017 matapos kanyunin ang mga barangay ng Macopa, Kibagyo at Bullucan sa Laak, Compostela Valley (Davao de Oro). Mahigit 190 pamilya (kabilang ang 660 bata) ang nagbakwit sa Barangay Buhawen, San Marcelino, Zambales noong Agosto 21, 2020 matapos bombahin ang kanilang lugar; at mahigit 200 pamilya ang nagbakwit sa magkakaratig na barangay matapos bombahin at ratratin ng AFP ang bulubunduking lugar ng Barangay Lidong, Caramoan, Camarines Sur noong Agosto 13, 2020.

Sinasamantala ng AFP ang nililikhang takot ng pambobomba at ginagamit ang pagbabanta nito upang paluhurin ang mga residente at pasunurin sa mga utos ng AFP, katulad ng pwersahang “pagpapasurender” sa kanila. May kaso na pwersahang pinagbakwit ang mga tao tulad ng 2,000 pamilyang Lumad at magsasaka sa Cabanglasan, Bukidnon, matapos bombahin nang 15 ulit ang kanilang lugar na sumira sa mga tanim na mais. Noong Nobyembre 2, 2018, pinagbantaan ang mga residente ng Barangay Luayon, Makilala, North Cotabato, na bobombahin ang kanilang mga komunidad, isang araw matapos silang lumikas dahil sa lindol.

Iniulat ng Larab, rebolusyonaryong pahayagan ng Eastern Visayas (EV), noong Oktubre 2 na naparusahan na ng Bagong Hukbong Bayan-EV si Jojo “Pekulo” Lucero, kriminal na kasama sa mga pumaslang kay Carlito Badion. Pinatawan siya ng rebolusyonaryong hustisya sa Ormoc City noong Hunyo 25.

Si Lucero ay nahatulang may-sala ng hukumang bayan sa Leyte matapos mapatunayan na isa siya sa mga pumatay kay Badion, dating pangkalahatang kalihim ng Kalipunan ng Damayang Mahihirap, grupo ng mga maralitang-lungsod, noong Mayo 28, 2020 sa Barangay Riverside, Ormoc City. Sa isinagawang imbestigasyon sa kaso, napatunayang nasa ilalim ng proteksyon ng pulis si Lucero. Ayon sa nakalap na impormasyon, “sumuko” siya sa lokal na yunit ng Philippine National Police (PNP) matapos paslangin si Badion. Hindi siya sinampahan ng anumang kaso. Sa halip, pinauwi siya at binigyan ng pabuya at suplay.

Maaalalang pinalalabas ng PNP na ang BHB ang nasa likod ng pagpaslang kay Badion.

CPP/Ang Bayan: Matabang lupa para sa digmang bayan

Saklot ng krisis ang kanayunan ng Pilipinas. Lugmok sa kahirapan at kagutuman ang milyun-milyong magsasaka, manggagawang-bukid at malaproletaryado sa harap ng sumisirit na gastos sa produksyon at presyo ng mga bilihin, kawalan ng hanapbuhay at mapagkakakitaan na sinapawan pa ng pabigat na patakaran sa harap ng pandemya, hambalos ng mga kalamidad at pasistang karahasan ng estado. Nahihila rin ang katayuang panlipunan ng mga petiburgesya kasabay ng pangkalahatang pagbagsak ng kabuhayan.

Sa ilalim ng anti-magsasaka at anti-mamamayang rehimeng US-Duterte, walang-habas ang mga pag-atake sa kabuhayan at mga karapatan ng masang magsasaka. Ang inulit-ulit na satsat ni Duterte na ipamamahagi niya ang lupa ay nagsilbi lang na panabing sa iba’t ibang iskema ng pang-aagaw ng lupa. Taliwas sa reporma sa lupa, isinakatuparan sa ilalim ni Duterte ang malawakang pagpapalit-gamit ng lupa na ipinag-utos niyang gawing madali pabor sa interes ng mga mangangamkam ng lupa.

Nagbunsod ito ng maramihang pagpapalayas sa mga magsasaka o pag-agaw sa kanila ng kontrol sa kanilang binubungkal na lupa upang bigyang-daan ang mga proyektong pang-imprastruktura, pang-enerhiya at pang-ekoturismo, pagpasok ng operasyon ng mga kumpanya sa pagmimina at pagpapalawak ng mga plantasyon. Pinakinabangan ang mga ito ng mga dayuhang malalaking kapitalista kasosyo ang malalaking burgesyang komprador na kroni o kabakas ni Duterte. Sa kabilang panig, 1.1 milyong pwersa sa paggawa sa agrikultura ang nawalan ng hanapbuhay noong 2016-2018.

Palubha nang palubha ang pagdurusa ng masang magsasaka sa harap ng bweladong pagsasakatuparan ng mga patakarang neoliberal, laluna sa pag-aalis ng mga kontrol sa importasyon ng mga produktong pang-agrikultura. Ang ipinatupad na Rice Import Liberalization Law—para diumano ibaba ang presyo ng bigas—ay nagresulta sa malubhang pagkalugi ng mga magsasaka sa palay na ang benta ay hinila pababa ng di pantay na kompetisyon sa dayuhang bigas.

Ang patakaran ng liberalisasyon ay nagbigay-daan din sa malawakang ismagling na pumapatay sa lokal na produksyon at sa kabuhayan ng maliliit na magsasaka. Dumadaing ang maliliit na maggugulay sa harap ng pagtatambak ng labis na produktong pang-agrikultura mula sa ibang bansa. Dumadagdag ito sa pasan nilang lumalaking gastos sa produksyon na nagreresulta sa malawakang pagkalugi ng maliliit na maggugulay.

Hindi malayong posibilidad na tuluyang papatayin ng todo-todong liberalisasyon ang kakayahan ng produksyon ng agrikultura sa Pilipinas na magsuplay sa lokal na pangangailangan sa pagkain, kabilang ang palay. Matapos ang ilang dekada ng walang-awat na liberalisasyon sa importasyon, naghihingalo ngayon ang lokal na produksyon ng bawang, sibuyas at iba pang produkto at pataas nang pataas ang pagsalalay sa pag-aangkat para sa kailangang pagkain ng mga Pilipino.

Habang pinalalala ng malawakang pagpapalit-gamit sa lupa at todong liberalisasyon sa importasyon, ang krisis sa produksyong pang-agrikultura sa Pilipinas, sa pinakasaligan, ay nagmumula sa pananatiling maliitan at atrasado ng sistema sa produksyon sa ilalim ng sistemang malakolonyal at malapyudal. Ang pananaig ng mga monopolistang panginoong maylupa, na kumakamkam ng yaman pangunahin sa anyo ng upa sa lupa, ang nangingibabaw na salik na pumipigil sa pagpapaunlad ng produksyon. Dahil sa kawalan o lubhang maliit na sukat ng lupang binubungkal ng nangungupahang mga magsasaka, walang obhetibong batayan para sa mekanisasyon at iba pang pagpapaunlad sa sistema ng produksyong pang-agrikultura.

Sa kalakhan, gumagamit pa rin ng hayop at mga kagamitang manumano sa pagbubungkal ng lupa sa malalawak na lupaing monopolyo ng iilang panginoong maylupa. Kalat-kalat at limitado ang gamit ng mga inangkat na sobrang makinarya sa pag-ani at paggiik. Maliit ang sakop ng lupang may sistema ng patubig at mas malawak ang nakaasa pa pangunahin sa tubig ulan. Mababa ang antas ng mekanisasyon maging sa mga plantasyong kapitalista kung saan malaking bahagi ng produksyon ay nakaasa sa manwal na paggawa. Ang pagpapalaki ng produksyon ay nagagawa hindi sa pamamagitan ng pagpapaunlad ng sistema, kundi ng pagpapalawak ng lupaing sakop ng mga plantasyon.

Ang papalubhang krisis sa kanayunan ay pangunahing bumabayo sa masang magsasaka at mga manggagawang-bukid, sa anyo ng labis na mataas na upa sa lupa, napakalaking gastos sa produksyon, pagkabaon sa lubhang mataas na interes na utang, mababang presyo ng kanilang mga produkto, at mababang sahod. Palaki nang palaki ang bilang ng wala nang mapagkakitaan at naoobligang lumuwas para maghanap ng trabaho sa mga syudad. Dagok ng kamatayan ang mga salantang hatid ng bagyo, tagtuyot, peste at iba pang kalamidad.

Ibayo pang pagdurusa at kalupitan ang dinaranas ng masang magsasaka sa mga lugar na ipinaiilalim sa kontrol at paghahari ng militar. Ipinatutupad ng Armed Forces of the Philippines ang patakaran ng paghahamlet o pagkukural sa mga baryo upang kontrolin ang kilos ng mga tao alinsunod sa hibang na taktika na “pagkaitan ng tubig ang isda” laban sa Bagong Hukbong Bayan (BHB). Ipinatutupad ang mga pahirap na patakarang tulad ng pagbabawal na magsaka sa bukid at paglimita sa dami ng pagkain at mga panustos na pwedeng bilhin. Dumaranas sila ng iba’t ibang anyo ng pang-aabuso katulad ng armadong paninindak, di makatwirang pag-aresto, pagdukot, pangungulata, mga pagpatay, pambobomba at panganganyon sa hangaring sirain ang kanilang mga organisasyon at basagin ang kanilang determinasyong ipaglaban ang kanilang kagalingan at mga karapatan.

Dapat ibayong magsikhay ang BHB sa pagpukaw, pag-organisa at pagpapakilos sa masang magsasaka sa kanayunan. Dapat puspusang isulong ang mga pakikibakang antipyudal para ibaba ang upa sa lupa, pawiin ang usura, itaas ang sahod, kamtin ang makatwirang presyo sa pagbebenta ng kanilang mga produkto, labanan ang pangangamkam ng lupa, kaakibat ng pakikibaka para sa tunay na reporma sa lupa. Kaalinsabay nito ay dapat ubos-kayang isulong ang pakikibaka laban sa terorismo na inihahasik ng pasistang militar at pulis.

Dahil sa dinaranas na paghihirap, pang-aapi at pandarahas, ang masang magsasaka ay determinadong patuloy na magpunyagi sa landas ng pakikipaglaban. Lalong nagiging mataba ang lupa sa kanayunan para lumalim at lumawak ang ugat ng BHB at puspusang isulong ang digmang bayan.

Walang kahihiyang ipinagtanggol ni Sec. Silvestre Bello ng Department of Labor and Employment ang iligal, di tanggap-tanggap at kontra-manggagawang patakaran ng “no jab, no work” (walang bakuna, walang trabaho) at “no jab, no pay” (walang bakuna, walang sahod) kahapon. Ang mga ito ay iskemang isinusulong ng mga kapitalista hindi para sa kapakanan ng mga manggagawa kundi para sa higit pang pagpiga ng kita.

Matagal nang itinutulak ng mga negosyo, sa pangunguna ni Jose Concepcion III, Presidential Adviser on Enterprenuership, na gawing rekisito ang pagpapabakuna sa mga manggagawa. Karugtong nito ang kanyang “mungkahi” na magkaroon ng mga “bakuna bubble” o paghihiwalay ng mga bakunado at di bakunado sa mga pampublikong espasyo at lugar ng paggawa. Ang mga mungkahing ito ay ginawa para mabilis na buksan ang ekonomya at mabawi ng mga negosyo ang nawalang kita dulot ng matatagal na lockdown.

Ilang araw lamang nito, mismong si Bello ang nagsabing iligal ang “no jab, no work.” Pero nagbago ang kanyang pahayag at pinaniniwalaang may kinalaman iyon sa pag-anunsyo niya na “bukas” pa rin siyang tumakbo sa Senado kung tatakbo ang anak ni Rodrigo Duterte para sa pagkapangulo. Sa pagpabor ni Bello sa mga “mungkahi” ni Concepcion, malinaw na hinahabol niya ang pondo at suporta ng mga ito para sa kanyang kandidatura. (Naghain ng mga sertipikasyon ng pagkakandidato pagkasenador ang kanyang kapatid para magsilbing “placeholder” na pwede niyang palitan bago ang katapusan ng pagpapalit ng kandidato sa Nobyembre 15).

Palusot ni Bello sa pagbaliktad ng pusisyon ang isang resolution ng Inter-Agency Task Force on Emerging Infectious Diseases na nag-oobliga sa mga kumpanyang pinayagang magbukas sa ilalim ng “Alert Level 3” na bakunahan ang kanilang mga manggagawa. Ang totoo, hindi batas ang mga resolusyon ng IATF. Hindi rin nito binigyan ng kapangyarihan na ipagkait sa mga manggagawa ang kanilang sahod.

Kinundena ng Kilusang Mayo Uno ang pinakabagong mga atake sa kabuhayan at karapatan ng mga manggagawa.

“Ang “no vaccine, no pay” ay tahasang paglabag sa Article 100 ng Labor Code na nagbabawal ng pagtanggal o pagbawas ng mga benepisyo,” ayon kay Elmer Labog, tagapangulo ng KMU at kandidato pagkasenador ng Makabayan noong Oktubre 19.

“Boluntaryo ang pagpapabakuna. Hindi ito dapat ipinipilit sa mamamayan laluna sa kalagayang karamihan ay walang akses sa impormasyon at sa mismong pagpapabakuna. Lalong hindi ito dapat maging batayan para ikaw ay makapagtrabaho at matanggap ang nararapat na kompensasyon sa iyong tinrabaho,” ayon sa National Federation of Labor Unions.

“Patuloy po ang panawagan natin para sa scientific and pro-people pandemic response. Kailangan tiyakin na ang suplay ng bakuna sa mga LGU at padaliin ang kabuuang proseso ng pagpapabakuna. Yung pagpila at pakikipagsapalaran ng mga manggagawa sa vaccination sites at katumbas ng pagliban sa trabaho at kawalan ng isang araw ng sahod,” ayon kay Labog.

In a recent interview, Brig. Gen. Inocencio Pasaporte, 303rd Brigade Commander lashed out and discredited the legitimacy of revolutionary taxation, claiming that ‘the CPP-NPA has no territory’ and as such, they are prepared to pursue the movement when conducting work related to taxation. After innumerable times of outright lies spewed by Pasaporte, this one is no exception.

It can be recalled that the CPP-NPA is recognized by the United Nations as a belligerent government in the Philippines. By definition, this status entails that the CPP has a defined sphere of territories and influence and has an armed force- the NPA. It can thus exercise its inherent right to collect taxation on businesses in its area through its established organs of political power in the People’s Democratic Government.

It is laughable, to say the least, for Pasaporte to claim that the CPP-NPA has no territory when the AFP and PNP under the US-Duterte regime has spent and wasted billions of taxpayer money in its pipedream to contain the People’s war. They have classified areas with NPA influence and even mistakenly declared guerilla fronts as either ‘weakened’ or ‘dismantled’. His claim is nothing short of illogical.

Only fiends like Pasaporte lambast revolutionary taxation. The masses enjoy free social services like medical aid and education from these. Taxation by the reactionary government, on the other hand, is ridden with corruption transferred as ill-gotten wealth to politicians, lump sums of pork barrel enjoyed by favored officials and allies, even in the midst of a worldwide pandemic. It can be expected, too, that the P5 trillion budget, with billions allotted for the AFP and NTF-ELCAC, will only be used for electioneering and worse human rights violations in anticipation of a dirty election season next year. ###

The Leonardo Panaligan Command of the New People’s Army (LPC-NPA) belie the recent claims of 303rd Brigade Commander Brig. Gen. Inocencio Pasaporte that (1) a certain Robert Estorco, alias Janggo, the captured persona in a joint AFP-PNP operation last September 25, 2021 is a member of the NPA ; and (2) that the NPA use illegal drugs.

Estorco has been disenfranchised from the revolutionary movement since 2019. However, due to the counterrevolutionary war waged by the US-Duterte regime nearing its deadline yet the guerilla fronts still intact, he has been wrongly tagged to be an NPA to garner merits for army and police personnel. The AFP, PNP, and NTF-ELCAC continue to sow terror in Central Negros through enforced surrenders, threats, hamletting, indiscriminate firing, murder, targeting innocent civilians in their frustration to end the people’s war.

Moreover, the NPA strictly adheres to the discipline of non-consumption of alcoholic beverages and illegal drugs. The same cannot be said for the AFP and PNP, though. They themselves are protectors of big-time druglords and are users themselves. Their misnomered ‘community support programs’ strike fear in communities, impacting them negatively, because of their drinking sprees and even the introduction of pornography to townsfolk.

As the US-Duterte regime is desperate to cling to power, it will continue to rely on tyrannical methods to silence the people and malign the NPA. But time and time again, the masses are witness to the atrocities of the ruling class and the genuinity of the people’s army. With the leadership of the Communist Party of the Philippines, the revolution is determined to advance to greater heights to foil the intensified attacks of the enemy. ###

BRGY. CALAPATON, KITAOTAO, BUKIDNON—The festivities during this village’s fiesta turned bloody when a drunk soldier from the 72nd Infantry Battalion’s retooled community service program (RCSP) ran amok and shot seven civilians following an altercation during an illegal gambling game on Sunday, October 17.

The intoxicated soldier was playing “hantak,” an illegal gambling game, when a quarrel ensued between him and a civilian. The quarrel escalated and turned bloody when the soldier suddenly pulled out his cal. 45 pistol and started shooting at the gathered civilians around him. Enraged by the cold-blooded act of violence, several civilians took turns beating the soldier.

The wounded, including the soldier who sustained minor injuries from the beating he suffered, were immediately rushed to a hospital in neighboring Kibawe town.

The soldier was stationed in nearby Brgy. Metebagao, and was only in Brgy. Calapaton with several of his fellow soldiers for the fiesta celebration.

Ka Isabel Santiago, spokesperson of the NPA’s Mt. Apo Subregional Command, said that the mass shooting “unmasks the evils of the RCSP, the so-called civic-military operations by the fascist AFP.”

“The RCSP, under the auspice of Oplan Kapayapaan, is actually a smokescreen. Its activities are nothing but a combined psywar and intelligence campaign against the masses meant to control their movement and harass and intimidate them to prevent their just demands for land and other economic and political rights.”

Brgy. Calapaton is only one of the 18 villages (out of 35 total villages) in Kitaotao which the 72nd IB currently occupies under the RCSP. The AFP has also forcibly conscripted paramilitaries such as the Bagani and Alamara in five of its villages.

A second-class municipality cut across by the Pulangi river, Kitaotao’s peasants and Lumad have suffered decades of feudal exploitation in the form of landgrabbing by landlords and the reactionary government, unfair division of rural produce and income, low peasant worker wages, onerous usury, and many more.

“Duterte’s RCSP is no different to previous civic-military versions such as Gloria Arroyo’s reengineered special operations team (RSOT) or Benigno Aquino III’s peace and development teams (PDT). They have always been a disruption to the lives of the peasants and Lumad in the countryside, frequently forcing them to attend ‘meetings’ which turn out to be ceremonies where their photos are taken and they are presented as ‘rebel returnees’ or sympathizers of the NPA.”

“In fact,” added Santiago, “the mass shooting incident is merely the tip of the iceberg in terms of the abuses perpetrated by the AFP’s RCSP.”
A nuisance

Several farmers interviewed by Pasa Bilis! revealed that, because the soldiers of the RCSP regularly calls on them to “report,” their daily activities are usually negatively affected. Nanay Lablab, a peasant mother of three in Brgy. Dalurong, Bukidnon, said that there was a time that she had to wait almost an entire day for the soldiers who told her to meet them at the barangay hall. “I wasted a day and all they asked me was if I was able to monitor any presence of an NPA unit or if I was recently contacted by the comrades. Such a nuisance!” she fumed.

Another peasant mother, Arlene, in Brgy. Balangigay and a peasant father, Bernie, in Brgy. Kitobo reported that the soldiers forcibly took their cellphones, scrolled through their messages and calls register. “And they didn’t return my phone!” Arlene said.

Kristian, a Grade 11 student, said that a soldier accosted him while he was buying groceries and bread in Brgy. Dalurong. “He was very aggressive. He kept accusing me that I was buying for comrades, even though I only bought a couple of sardines and P20 worth of bread.”

Worse, peasants and Lumad masses in several villages in Kitaotao reported that since the 72nd IB’s RCSP started to occupy their communities in February this year, anti-social activities such as gambling and drunkenness—mostly by the soldiers themselves—have become rampant.

“At first they seemed harmless, some soldiers were even helpful,” Junie, a farmer from Brgy. Balangigay said. “But after several weeks, maybe they got bored or tired, they revealed their true colors. They started drinking until the wee hours of the morning. They encouraged gambling such as cockfighting. Now we treat them like they’re not here. When they call on us to report to them, we simply refuse to come.”
Evil enemy

“This recent incident reminds us of the inherent fascism of the AFP. However much they try to deodorize the stench of their anti-people tradition, AFP troops will always be considered the evil enemy by the millions of peasants and Lumad in Bukidnon, North Cotabato, Davao del Sur and elsewhere in the region,” Santiago concluded.

It can be remembered that in November last year, Restituto P. Baguer, spokesperson of Pambansang Katipunan ng mga Magbubukid in Southern Mindanao, reported that in the mere two weeks of the AFP’s intense military operations, 16th IB soldiers gravely victimized at least 21 civilians in the towns of Kitaotao and Antipas in North Cotabato.

The peasants and farm workers in Negros Island are in life and death conditions brought about by widespread land grabbing, neoliberal agrarian policies, yearly dead season (colloquially referred to as ‘tigkiriwi’) and intensified militarization in peasant communities according to the Pambansang Katipunan ng Magbubukid or PKM-Negros (National Association of Peasants) in its statement commemorating this year’s Philippine Peasant Month.

PKM-Negros also called on the entire peasant class in the Island, a well-known bastion of land lords, to further broaden and strengthen the struggles to advance agrarian revolution, build the broadest unity of the people and overthrow the insufferable and fascist Duterte regime.

Felicidad Mercado, spokesperson of PKM-Negros, lambasted the Duterte regime describing it as “corrupt, inutile and an executioner” for prioritizing “infrastructure projects under its Build, Build, Build program” and procuring “firearms, ammunition and bombs for its vicious counter-insurgency problem” while the country is in the middle of a public health and socio-economic crisis.

Mercado noted the successive and rampant killings of peasants, forced and fake surrenders, illegal arrests and imprisonment of leaders and members of peasant organizations and bombing of communities since Duterte imposed Memorandum Order No. 32 in Negros Island, Samar and Bicol together with Executive Order No. 70 (establishing the National Task Force to End Local Communist Armed Conflict or NTF-ELCAC).

“It paved the way for the AFP and PNP to sow fear and terror, and murder farmers and people defending their rights and livelihood,” she said.

She added that it unmasked the butcher nature of the mercenary AFP/PNP serving as protector and goons of the ruling class of despotic land lords, big bourgeois compradors and bureaucrat capitalists who grab vast lands from peasants and tumandoks (indigenous peoples) to convert its use into plantations, foreign projects, mining and quarry causing dislocation of the people from their communities and destruction of natural resources.

Buried in feudal and anti-feudal exploitation
PKM-Negros expressed discontentment over the situation of peasants who are buried in feudal and semifuedal exploitation under the government of the ruling class represented by Duterte.

In its statement it noted the decrease of rice farmers’ income caused by the implementation of the anti-people Rice Liberalization Law that lowered the price of palay (unhusked rice) to Php10-Php14 per kilo leaving farmers to suffer gravely.

According to Mercado, the price of corn and other farm products also decreased and, moreover, the wages of hacienda workers and other farm workers are very low and they still do not enjoy benefits.

She pointed out that Duterte has outrightly exposed himself as anti-farmer and turned his back on the demands of farmers for genuine land reform and free land distribution after he proclaimed last May 16, 2019 his decision to stop land reform and implemented instead Executive Order No. 75 and DAR Administrative Order No. 1 exempting private agricultural lands from land reform and expediting the process of land use conversion.

Advance agrarian revolution
PKM-Negros called on all its leaders and members in the Island “to build a strong unity with the broad oppressed masses.”

“Advance agrarian revolution to destroy land monopoly and end centuries of feudal and semi-feudal exploitation of peasants,” Mercado said. “And like the previous regimes, Duterte will fail in destroying the revolutionary movement in the countryside due to the wide support of the peasants and the people resulting to the success of agrarian revolution.

The revolutionary peasant organization acknowledged the important role of the peasant army, the New People’s Army, as anti-feudal struggles make headway since it mainly upholds agrarian revolution and the democratic aspirations and interests of the people.

It concluded that more farmers, farm workers, women and youth must be organized and mobilized for them to join the NPA and carry forward the people’s democratic revolution.###

Camp Navarro, Calarian, Zamboanga City – October 23, 2021

Lt. Gen. Andres Centino, Commanding General of the Philippine Army visited the Western Mindanao Command on Friday afternoon, October 22, 2021. He was welcomed by Maj. Gen. Alfredo Rosario, Jr., during the modified Battalion-sized military honors rendered by the officers and personnel of the command.

The two top military officials then proceeded to the Laong Laan Hall at Camp Navarro, Calarian, this city for a short conference after which the three-star Army Chief delivered his message to the troops at the WestMinCom Grandstand.

“One of my primary duties is to tour around and visit the army units nationwide particularly those in the far-flung areas. My objective is to personally check if our soldiers are performing their respective mandates,” Lt. Gen. Centino said.

He commended WestMinCom for doing its mandate very well that led to several successes. He also enjoined the troops particularly the army personnel to exert their best efforts in accomplishing their mandates for the people and the state and to maintain the very satisfactory rating of the Philippine Army.

Lt. Gen. Centino assumed as the 64th Commanding General of the Philippine Army on May 14, 2021. Prior to his current post, he was the commander of the army’s 4th Infantry Division in northern Mindanao. He and Maj. Gen. Rosario, Jr. are both proud members of the Philippine Military Academy “Maringal” Class of 1988.

“I am personally elated to be visited by our Army Chief and my Mistah, Lt. Gen. Centino. His visit boosted the morale of our soldiers,” Maj. Gen. Rosario, Jr. stated.

54th Engineer Brigade Commander, Brig. Gen. Anthony Cacayuran; Joint Task Force Zamboanga Commander, Col. Randolph Rojas; Chief of Unified Command Staff, Col. Elmer Suderio; and the WestMinCom’s Command Staff joined Maj. Gen. Rosario, Jr. in welcoming the Army Chief.

ARAKAN, COTABATO – The “Diwata ng Apo”, Hon. Nancy A Catamco, Governor, Province of North Cotabato gave her warmest support to the realization of the Support to Barangay Development Program (SBDP) project and subsequently delivered services thru Serbisyo Caravan under Executive Order (EO) 70 or “Whole of Nation Approach” to End Local Communist Armed Conflict (ELCAC) in Barangay Malibatuan, Arakan, North Cotabato on October 22, 2021.

The Government thru the strong collaboration and sincere commitment of the Provincial Government Unit of North Cotabato, Department of Interior and Local Government (DILG), NTF Ending Local Communist Armed Conflict (NTF-ELCAC), Local Government of Arakan, Barangay Local Government Unit of Brgy Malibatuan and Army’s 1002nd Infantry “Bagwis” Brigade and 72nd Infantry “Gabay” Battalion successfully launched the fulfillment of support to Barangay Development Program: Ground Breaking Ceremony of 1.014KM “Concreting of Farm-To-Market Road” at Barangay Malibatuan worth Php 12,989,463.74 that was funded from the Local Government Support Fund- Support to the Barangay Development Program (LGSF-SBDP) initiated by the National Government implemented by the Provincial Government down to the Barangay Level.

Also, the Provincial Task Force ELCAC resumed its pending schedule of “Serbisyo Caravan” in Barangay Malibatuan that successfully delivered services from the various Government Agencies to the local populace of the said barangay. The said caravan aims to address the needs of the people and provide them better livelihood despite the Pandemic. This also aims to provide sustainable development to conflict-prone communities especially those in the far-flung areas.

These activities are part of the Government’s sustainment efforts in the implementation of Executive Order (EO) 70 in institutionalizing a “Whole of nation approach” to end the local communist armed conflict to clear barangays from any affectation/influence of the Communist Terrorist Groups (CTGs). The said barangay was known as one of the red barangays or Communist Terrorist Groups (CTGs) affected barangays in the Municipality of Arakan. It was later cleared after the immersion of the Army’s Community Support Program Teams (CSPTs) and is now being assisted by the Local Government Unit of Arakan and Community Development Teams (CDT) of 72IB. The leadership of the local officials and cooperation of the local populace made the previously CTGs affected barangay cleared and be known as one of the most peaceful barangay in the Municipality.

Present during the activity were Hon. Nancy A Catamco, Governor, Province of North Cotabato; Hon. Efren Piñol, Provincial Administrator; COL Ted B Dumusmog, 1002nd Deputy Bde Commander; LTC Jose C Regonay Jr, Commanding Officer 72IB; PCOL Bernard Tayong, DPPO Cotobato; Hon. Rene B Rubino, Municipal Mayor, Arakan; Hon. Gigi Anarna Pangilinan, Vice Mayor, Arakan; Board Members; Ms. Vita Gumahad, Rep from DILG Province; Hon. Jasmin Educalan, MLGOO, Arakan; Hon. Arlene Portillo , Barangay Captain; Barangay Officials; staff from the Office of the Governor; and troops and officers of 1002Bde and 72IB.

Hon. Rene Rubino, Municipal Mayor of Arakan, expressed his gratitude to everyone who made the activity successful. During his message, he said, “Barangay Malibatuan is one of the fortunate barangays in North Cotabato who witnessed and will experience the sincere commitment of our Government in ending our 52-year struggle against insurgency. We have to be united in achieving our ultimate goal; that is to have a just and lasting peace in the whole Municipality.”

During his message, Col Dumusmog on behalf of BGEN Potenciano Camba commended the exceptional commitment of the Provincial Government to implement the BDP in the Province of North Cotabato. “This is the 10th Groundbreaking we have conducted in the province and we are looking forward to more. Rest assured that we, your men and women in uniform will continue to give our best support and effort to all the projects and programs of the Government intended for the people. We will continue to do our mandated duty; that is to protect the peace and order in the Province.” He ended.

Hon Catamco lauded and expressed her utmost gratitude to the local officials of Barangay Malibatuan who really worked hand-in-hand just to be one of the 36 barangays who will receive the 20M.

“The people behind the success of this project are your barangay captain together with her officials. Unity and Cooperation are the keys for us to achieve lasting peace and prosperity in our Province. This is the 10th launching of BDP in North Cotabato and I will make sure that it will continue until all the barangays get the project intended for them. KUYOG TA! DUMAKI!” She said.

She also urged those who are still on the mountainside to surrender peacefully to the Government and embrace the peace initiative programs of Pres Rodrigo Duterte intended for them.

Governor Catamco has been very committed and dedicated to visiting and attending Ground Breaking Ceremonies to witness the fulfillment of support to Barangay Development Program projects under Executive Order (EO) 70.

SAGAY CITY – The Philippine Army’s 79th Infantry (MASALIGAN) Battalion launched its second Adopt-A-School Project at Sto. Rosario Elementary School, Brgy. Bagtic, Silay City, Negros Occidental, Thursday, October 21, 2021.

It can be recalled that on August 16, 2021, 79IB celebrated its 15TH Founding Anniversary. Motivated by its desire to make the celebration more meaningful, the unit launched the Adopt-A-School Project which kicked off at Pacol Elementary School, Brgy Baviera, Sagay City, as the first recipient school, on August 17, 2021.

The beneficiaries, located in each of the three congressional districts under its jurisdiction, include the Liña Dela Viña Elementary School in Barangay Palampas, San Carlos City; Pacol Elementary School in Barangay Baviera, Sagay City; and Sto. Rosario Elementary School in Barangay Bagtic, Silay City. 79IB, together with its partners and stakeholders, committed themselves to embark on a journey with the end in view of providing quality and relevant education to the learners as provided for in Republic Act 8525 or the “Adopt-A-School Act of 1998.

Ms. Denia P. Quiñanola, Principal II and the school staff of Sto. Rosario Elementary School received assorted Information and Communication Technology (ICT) equipment; portable speakers and cash donations for the construction of perimeter fences from generous benefactors including Mr. Rolando Lee and Family; Ms. Margrey Sy of Stonehill Suites; Jerry Sy of Silver Dragon Construction; Mrs. Remelie Teton of Teton Company; Congressman Francisco Benitez, Representative, 3rd District of Negros Occidental and Mayor Mark Andrew Arthur Golez of Silay City.

In her remarks, Dr. Novelyn M. Vilchez, OIC, Silay City Schools Division Superintendent expressed her deep appreciation and gratitude to 79IB and all the stakeholders for their benevolence and support to this noble undertaking. This project would surely improve the learning environment at Sto. Rosario Elementary School especially these times of pandemic. Hence, she challenged the school teachers to do their part and commit themselves to provide quality education for learners who are really the recipients of the program as a way to pay back the gratitude to each of the stakeholders for all the blessings they received.

“The entire Schools Division of Silay City is very grateful of this project. Thank you for chosing Sto. Rosario Elementary School as your adopted school. “Dako gid ini nga bulig para sa aton mga kabataan, para sa ila edukasyon kag maayo nga buas damlag“ Vilchez added.

In a statement, Lieutenant Colonel J-Jay T Javines, the Commanding Officer of 79IB, commended and expressed his gratitude and appreciation to the partners and stakeholders of the said Battalion for their untiring support and partnership to the various initiatives of 79IB in accomplishing its mission to sustain the peace and development in Northern Negros.

“Inspired by the outpouring of support from its stakeholders and partners, the Masaligan troopers will remain steadfast and committed to serving the Negrenses with utmost professionalism and service excellence that they truly deserve,” he added.

October 22, 2021, Kuta Heneral Teodulfo Bautista Jolo, Sulu – With AFP Deputy Chief of Staff for Reservist and Retiree Affairs Major General Eugenio V Hernandez as a guest of honor and speaker, Basic Citizen Military Training Class 03-2021 officially concluded at the headquarters of 4th Marine Brigade (4MBde) in Luuk, Sulu last Sunday.

“I am grateful to have marine comrades in Sulu and I am confident that you are ready to step up and commit more in the spirit of serving your community,” Major General Hernandez addressed the new graduates who all hailed from the second district of Sulu.

The 27-day training was comprised of basic military training which includes map reading, field training exercise, firearms proficiency and other basic military skills.

According to Joint Task Force – Sulu and 11th Infantry Division Commander Major General William N Gonzales, the recent influx of Tausugs volunteering to be reservists is a clear testament of the strong bond amongst the military, local government units and the citizens of the province.

Per official records, there are now 271 of reservists in the whole province, 215 from the army, and 56 members of newly graduated marines. The army reservists, most of which from Jolo and Patikul, have served during civic action activities such as feeding programs, bloodletting, and operation linis in preparation to the return of IDPs in connection with the Balik Barangay Program. They participated in disaster risk reduction and management training.

Earlier that day, Major General Hernandez met with Major General Gonzales to discuss how can they maximize the recruitment and the role reservists play in the island province. The former also attended the Reserve Officers’ Training Corps Summit wherein advocacy on preventing and countering violent extremism was one of the highlights.

DEL PILAR, Cabadbaran City- Two (2) NPA rebels voluntarily surrendered on Thursday, October 21, 2021, at Headquarters 29th Infantry “Matatag” Battalion located at P4, Barangay Del Pilar, Cabadbaran City, Agusan del Norte.

The said returnees, known as alias @Roy, 24 yrs old and alias @Rey, 23 yrs old both married and residents of Brgy. Maraiging, Jabonga, Agusan del Norte, an active member of Sangay Yunit Pampropaganda (SYP) 16A, Guerilla Front (GF) 16 of North Eastern Mindanao Command (NEMRC) under Samuel Batican alias @Popo, took the courage to surrender to Lt. Col. Jason M Saldua, the Commanding Officer of 29IB bringing along with them two (2) AK47 with defaced serial number, two (2) bandoliers, and seven (7) magazines loaded with ammunition.


According to them, they wanted to return to the government after having a miserable and desperate life with the Communist NPA Terrorists (CNTs). A life exactly opposite to what the CNTs have promised them.

They added that they felt the longingness of their families being away from them that resulted to extreme loneliness which further added to their motivation to surrender and be with mainstream society.

They said that CNT members have scarcer supplies, fewer food , and are deprived of sleep which resulted in extreme hunger and fatigue causing them to run away from their group and surrender. Also, they said that they could feel that the CNTs were struggling from gaining supports from the community even from the place where they came from.

According to alias @Roy, “Grabe kakapoy among kaagi sa bukid, walay tarong tulog og walay tarong nga kaon og grabe katugnaw. Na bati og nabalaka pud mi sa among pamilya”.

Lt. Col Jason M Saldua boldly said, “I know that the CNTs are now miserably looking for their way out. They have nowhere to go because of the continuous tactical operations conducted by the unit and the establishment of the Forward Operational Bases (FOBs) in the area of operation which blockaded the CNTs’ supply and mobility routes that resulted to a great shortage of foods and other supplies for their members.”

According to Lt.Col Saldua, the surrendered CNTs will be enrolled to the Enhanced Comprehensive Local Integration Program or E-CLIP and they will receive financial and other assistance from the government.

It can be recalled that 17 former rebels who had have returned to the fold of the law and mainstream society in the province of Agusan del Norte were already recipients of the housing assistance from the government through E-CLIP and the Provincial Task Force to End Local Communist Armed Conflict or PTF-ELCAC.

“We will continue to pursue this weakening enemy, we will not stop until they decide to surrender their arms and return to the folds of the law,” Lt.Col Saldua added.
