The pledge of allegiance to the government of 32 members of the New People’s Army (NPA) will lead to the collapse of the communist terrorist group in Leyte Island, a military official said on Tuesday (Oct. 19).

Col. Noel Vestuir, deputy commander of the Philippine Army’s 802nd Infantry Brigade, said in a statement
the move will encourage more rebels and their staunch allies to abandon the communist ideology.

“The series of surrender would snowball into the eventual total collapse of the communist terrorism movement in the island of Leyte,” Vestuir said.

On Oct. 16, at least 32 former rebels took their oath of allegiance to the Philippine government before Ormoc City Mayor Richard Gomez at the city hall lobby.

These former rebels surrendered to the military in the past two months.


Witnessing the event are 300 former rebels and supporters from Ormoc and towns of Kananga, Albuera, and Jaro, who also availed basic services from government agencies.

They are all members of the Integrated Peace and Development Workers Associations (IPDWAs).

“The yielding of the 32 lie-low NPA personalities was a product of the sole and painstaking efforts of the Ormoc IPDWA that is composed of local rebel returnees under the leadership of Conrado Labartine,” Vestuir added.

Of the 32 surrenderers, 19 of them are from Quezon Jr. village, eight from Lake Danao village, three from Hugpa village, and one each from San Antonio and Can-untog villages.

They were identified as former NPA district committee members, chairman of the Batakang Organisasyon sa Partido, regular fighters, special operation group element, Yunit Militia members, propaganda organizing team operator, runner, para-legal, and underground mass organization followers.

The Communist Party of the Philippines (CPP)-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A total of 73 former New People’s Army (NPA) rebels in South Cotabato have received various assistance from the government this year through the Enhanced Comprehensive Local Integration Program (E-CLIP).

the recipients were among the rebels who have surrendered since last year in parts of the province.

He said the surrenderers included eight indigenous peoples’ (IPs) from Lake Sebu town who decided to yield last April after serving as NPA combatants for several years.

Under the E-CLIP, Punsalan said the former rebels received immediate and reintegration assistance from the local government units as well as firearms remuneration and livelihood grants from the national government.


In South Cotabato, the immediate and reintegration assistance grants range from PHP5,000 to PHP20,000.

Various government agencies, among them the Department of Social Welfare and Development, provide livelihood assistance to former rebels amounting to PHP20,000 to PHP50,000.

The firearms remuneration is from PHP10,000 to PHP200,000, depending on the type of the surrendered unit.

Punsalan said they continuously monitor the situation of the surrenderers, especially their security status.

He said the move is aimed to prevent them from being influenced and recruited back by their former comrades.

To complement these efforts, he said the local government, through the Provincial Social Welfare and Development Office, has conducted support activities focusing on the “deradicalization” of the surrenderers.

“These are psychosocial interventions that are aimed to help our surrenderers cope with the changes in their situation and remove the communist terrorist ideology from their hearts and minds,” he said at a virtual forum hosted by the Philippine Information Agency.

Punsalan said they also conduct regular community support activities within their areas of responsibility, especially in conflict-affected communities.

He said the initiative is part of the mechanisms set in President Rodrigo Duterte’s Executive Order 70, which provided for the “whole-of-nation” approach to end local communist armed conflict.

“We do immersions in these communities to know their situation and various issues to counter possible NPA recruitment activities, especially among the IPs,” he said.

Citing their assessment, Punsalan added that the province’s security situation is currently manageable as the NPA’s influence and presence in the area have continued to decline in the past several years due to the sustained development efforts of government agencies and local government units.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

President Rodrigo Duterte remains steadfast in his commitment to speed up the development in communities that are still infested with the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines).

As part of his efforts to counter insurgency, Duterte will visit Lucena, Quezon on Thursday to emphasize his administration’s peace and development initiatives in Calabarzon, National Security Adviser Hermogenes Esperon Jr. said in a press statement issued Wednesday.

“President Rodrigo Duterte, who is also Chairman of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), shall resume his visits to the different regions to fast-track the development of conflict-affected and geographically-isolated barangays,” Esperon, who concurrently serves as NTF-ELCAC vice chairperson, said.

The NTF-ELCAC has identified a total of 822 villages that have already been cleared of NPA influence.

The 822 NPA-cleared villages are expected to receive PHP20 million each to fund their anti-insurgency projects.

Esperon said around 72 projects under the NTF-ELCAC’s Barangay Development Program (BDP) will be implemented in 32 insurgency-cleared villages in Calabarzon.


“In response to the swift release of funds for the implementation of the BDP, a total of 35 local government units (LGUs) in Region 4-A (Calabarzon) have issued their resolutions or statements of support for the 2021 implementation of the BDP,” he said.

Esperon added that about 49 LGUs in Calabarzon have already expressed support for the 2022 implementation of the BDP.

“For 2022, a total of 31 barangays (villages) in Region 4-A are to receive the BDP package in the region,” Esperon said.

Under the 2021 national budget, around PHP18 billion is earmarked for the NTF-ELCAC.

About PHP16 billion of the PHP19 billion budget of the NTF-ELCAC is allocated to its BDP, a hallmark program with the end goal of bringing development to former conflict-prone communities.

The BDP is a package of socio-economic development programs, which include farm-to-market roads, livelihood, irrigation, and health stations.

Esperon said a total of 1,406 villages nationwide are set to get PHP 20 million each next year.

“By working with local government officials and executives, our partnership effects an inclusive environment for peace and development at the local level,” he said. “On behalf of the Local Chief Executives, the NTF-ELCAC expresses gratitude to the President for his commitment to provide for the needs identified by our community leaders in their pursuit for growth.”

Esperon said the NTF-ELCAC would do its best to ensure that no community will be left behind amid Duterte’s resolve to make all areas in the country free from the threat and influence of NPA.

“The BDP is our commitment to Filipinos, notably those in conflict-affected barangays, that they are first and foremost in our development agenda,” Esperon said.

The CPP-NPA has been declared as terrorist group by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Ang mabilis na pagtaas ng presyo ay nagaganap sa gitna ng pagtaas ng demand sa malalamig na bansa at napababalitang kakulangan sa suplay sa China at Europe.

Sa Pilipinas, inililihim ng mga kumpanya sa langis ang pormula na ginagamit nito sa pagtatakda ng kani-kanilang mga presyo, gayundin ang pagkwenta sa nararapat na dagdag na presyo tuwing may galaw sa pandaigdigang pamilihan. Kung pagbabatayan ang Mean of Platts Singapore (MOPS), na pamantayan ng Department of Energy (DOE) sa karaniwang presyo ng diesel at gasolina sa kalakalan, lalabas na sobra nang hanggang P5 kada litro ang presyong tingi ng mga lokal na kumpanya ng langis sa mga produkto nito.

Hindi rin isinasapubliko ng mga kumpanya sa langis kung saan sila nag-aangkat, laluna’t liban sa Petron, lahat ng kumpanya ay hindi nag-aangkat ng krudong langis kundi ng mga yaring produktong petrolyo. Bukod dito, laganap ang ismagling ng mga produktong petrolyo sa iba’t ibang bahagi ng bansa.

Dahil dito, ipinanukala ng blokeng Makabayana na idetalye ng mga kumpanya ng langis ang batayan ng kanilang pagpepresyo at isapubliko ito. Inihapag ng bloke ang House Bill No. 10386, o ang Unbundling of Oil Prices Act of 2021 noog Oktubre 18.

Gayundin, dapat ibasura ang P10 dagdag na buwis sa gasolina na ipinataw noong Mayo sa gitna ng pandemya para makalikom diumano ng pondong pang-ayuda.

Dapat ding ibasura ang ang nauna pang P10 na ipinataw na excise tax sa gasolina, P6 sa diesel at P3 sa bawat kilo ng LPG na ipinatong sa 12% na value added tax. Ang nabanggit na dagdag na buwis ay itinakda noong 2018 ng TRAIN Law. Ang lahat ng mga dagdag na buwis na ito ay ipinataw sa panahon ng rehimeng Duterte. The joint forces of four combat battalions of the Armed Forces of the Philippines deployed in Talaingod in Davao del Norte and around Pantaron mountain range have continued the fascist siege of the Monobo homeland. Since September 15, the AFP launched 51 bombs from Howitzer cannons and fired 18 rocket missiles and hundreds of rounds of cal. 50 machine guns from gunships near farms and populated Lumad communities.

All three barangays of Talaingod currently have military detachments by the 6th Infantry Battalion, 89th IB, 27th IB and 3rd IB, with the most recent in Sitio Nalubas in Brgy. Palma Gil. Since the start of the Covid-19 pandemic in early 2020, forty-six (46) communities of Brgy. Palma Gil and Brgy. Dagohoy have already been under the mercy of troops of the retooled community support program (RCSP), fully-armed soldiers who conduct psywar, intel and combat operations and occupy civilian houses, barrio halls and schools. As many as 20 soldiers have garrisoned each of sitios Saso, Lasakan, Nalubas and Sambulongan.

The AFP and the local reactionary government have conspired to forcibly settle the Lumad of Talaingod under hamlet conditions to control their lives and activities. Hundreds of them, especially those who have previously been coerced to “surrender” as rebels or NPA sympathizers, are forced to live in housing units far from their farms and sources of livelihood and close to detachments and RCSP teams. They are prohibited or discouraged to enter Pantaron, with AFP soldiers and their paramilitary Alamara constantly implying that tribe members will only be killed and branded as NPA fighters should combat troops apprehend them in the forest.

Many of those who have voluntarily decided to return from the bakwit center in Davao City, and even those who have been coerced or tricked by the NTF-ELCAC’s campaign of lies and false promises, have suffered worsening conditions since returning home to Talaingod.

Their leaders are under constant surveillance, forced to report to the battalion headquarters in Sto. Niño and periodically pressured to release statements condemning their previous protests actions against the AFP’s militarization of Talaingod or denouncing the CPP-NPA-NDFP with rehearsed soundbites. The AFP continues to dangle trumped-up cases over their heads and regularly harassing and intimidating them into submission. Many of the Lumad fear that they might be forced again to flee their communities if the bombings, combat operations and occupation of their communities by AFP troops should continue.

The so-called livelihood programs and overly-hyped infrastructure projects are appalling waste of money and have been carried out not for the Lumad’s benefit but solely for the Duterte regime’s failing counterinsurgency campaign.

Road projects under the graft-laden Build, Build, Build have been utilized primarily by the AFP for its sustained forward-deployment of combat forces. Access roads have also served the ease of transport of banana plantations and prospective mining and other projects around Pantaron. The livelihood programs spearheaded by the AFP meanwhile have become superficial “accomplishment reports” to justify their huge budget and presence in the communities. They are all useless, as far as Lumad of Talaingod and Pantaron are concerned. Clearly, these tokenistic programs and projects show the Duterte regime’s insincerity and total lack of understanding of the culture and needs of the Lumad.

The military siege of Talaingod and Pantaron mountain range for the benefit of the Duterte regime and the ruling class’ interests is a repeat of history. The Lumad know this all too well, while the AFP and Duterte himself refuse to learn their lessons. They know that the militarily superior enemy will be responsible for the many deaths in their tribes. They know that in defending their right to self-determination and their ancestral land, they will be forced to flee many times.

But they also know that they will continue to stand united, wage many forms of resistance including armed revolutionary struggle, and drive the enemy out and become stronger and ready for the next fascist siege by the ruling class.

CLAVERIA, Misamis Oriental – Groundbreaking ceremonies of Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) were held for the improvement of Water Supply System in four Barangays of the Municipality of Salay from October 14 to 15, 2021.

Bunal, Tinagaan, Yungod, and Membuli are among the 40 SBDP 2021 beneficiary barangays in Misamis Oriental, each receiving PhP 20 million. The LGDF-SBDP funding will go toward improving the water supply system as well as other farm-to-market road initiatives.

The Barangay beneficiaries recalled and praised the Army’s efforts over the years in conducting Community Support Operations (CSP) in their areas, which paved the way for the water supply system and road improvements to be completed. They also praised the national government and local administration, through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the Local government, for improving the water supply system and constructing road projects that are desperately needed by residents, as these projects will undoubtedly help them have potable clean water not only for drinking but also for growing and sustaining their livelihood.

The Municipal Mayor, Hon. Angelo G Capistrano Jr, believes that the completion of these projects will undoubtedly contribute to improving Salay’s peace and order situation, thereby paving the way for progress and development. These will also eliminate the presence of armed locals, as their residents have showed support and cooperation for the government’s efforts.

Meanwhile, Lieutenant Colonel Ricky L. Canatoy, Commanding Officer 58IB, is pleased about the implementation of the stated water system projects, believing that it will have a significant impact on the unit’s overall mission accomplishment. “Insurgency is about governance, who governs best, wins the war. The commitment of the local government units, national and local government agencies and other stakeholders is crucial in the intensification of sustaining this program. And I am positive this project will be a success, with the help and cooperation from the residents.”

Meanwhile, Commanding Officer 58IB, Lieutenant Colonel Ricky L. Canatoy, is delighted with the installation of the aforementioned water system projects, thinking that it will have a substantial impact on the unit’s overall mission achievement. “Governance is at the heart of insurgency; whoever rules best wins the conflict.” In order to intensify and sustain this program, local government units, national and local government agencies, and other stakeholders must all commit. And I am confident that with the locals’ aid and cooperation, this initiative will be a success.”

Each ceremony was spearheaded by the Local Government Unit of Salay, LGU of each barangay, the DILG Misamis Oriental, MLGOO, the PNP, and the 58th Infantry Dimalulupig Battalion.

SAN LUIS, Agusan del Sur – The Local Government Unit of La Paz, Agusan del Sur continues its support to the Executive Order No. 70 by granting cash aid to its Former Rebels (FRs) amounting to PhP 160,000.00 last October 19, 2021.

A total of 32 FRs received PhP 5,000.00 each of cash aid from LGU-La Paz intended as a reintegration assistance for all FRs who sincerely abandoned the communist terrorist movement. The said FRs were previous members of the New People’s Army (NPA) who voluntarily surrendered to the 26th Infantry (Ever Onward) Battalion of the Philippine Army and La Paz Municipal Police Station through the support and collaboration of the Municipal Task Force- ELCAC (MTF-ELCAC) headed by Hon. Michael D. Lim, Municipal Mayor together with the various concerned line agencies.

The EO70 is a government policy on “Institutionalizing the Whole-of a-Nation Approach to End Local Communist Armed Conflict” in attaining inclusive and sustainable peace in our country which aims to address the root causes of insurgency to end local armed conflict in the countryside. “The LGU-La Paz together with all local government agency is committed to continue our support to our former rebels as mandated by the Executive Order No. 70.” Hon. Lim said.

As recalled, the LGU-La Paz previously conducted a program orientation to the various People’s Organization (POs) in the municipality that consisted of FRs and local members of the community which was aimed to empower the members of the POs to be more economically-resilient as a sign of commitment to pursue the mandates of EO70 in facilitating the delivery of government programs and basic services to the marginalized communities.

In a statement, FR Bremly Acero Aka MAR expressed his gratitude to the LGU-La Paz. “Dako akong pasalamat kay bisan pa kami kanhi nahisalaag sa among dalan apan wala damha nga ang buhatan sa La Paz uban sa kasundaluhan, kapulisan ug uban pang ahensya ani kanunay nga nag tabang kanamu aron kami mahilona. Lim and to all government agencies for having us around in your every step during the planning up to the implementation of government programs and services to the people, rest assured that we will always be ready to do our part in attainting a sustainable peace and development in the community.”, he said.

“To the 32 FRs, congratulations and may you spend your money wisely, the government will always ready to help and support you. May I call on the remaining NPA members out there, our door remains open in accepting you all to go back to the folds of the law. We are offering you a way to start a peaceful life with your family but if you continue to resist, then we will not hesitate to use our assets against all of you.” Lt. Col. Goce added.

CAMP AGUINALDO, QUEZON CITY – Brigadier General Nolasco A Mempin officially assumed as the Deputy Chief of Staff (DCS) for Civil Military Operations (CMO), J7 on Wednesday, October 20.

The Deputy Chief of Staff, AFP (TDCSAFP) Vice Admiral Erick Kagaoan presided over the Change of Chief of Office at Silid Lapu-Lapu, here. BGen Nolasco replaced Major General Benedict Arevalo who is now the Commander of the 3rd Infantry Division.

“With his impressive track record, we are certain that BGen Mempin is equipped with a wide range of knowledge and wisdom that will further steer OJ7 into achieving both its office strategic goals and its Civil Military Operations mandate,” said VAdm Kagaoan.

BGen Nolasco is the former Commander of the 103rd Infantry Brigade, 10th Infantry Division, Philippine Army. As the Commander of the said brigade, he led the crafting of numerous peace and development programs anchoring on his brigade’s banner, “From Terrorism to Tourism”, while strengthening collaborations with local government officials.

VAdm Kagaoan meanwhile commended MGen Arevalo for his successful stint as J7.

“MGen Arevalo comprehensively assessed the political, social, economic, and psychological dimensions of the AFP’s Civil Military Operations and facilitated significant partnerships and programs aptly in congruence with the trusts and programs of the AFP particularly its integral role in the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC),” The AFP Deputy Chief of Staff said.

During MGen Arevalo’s incumbency, the Office of the DCS for CMO was awarded the “Proficiency Stage” status for its AFP Transformation Roadmap and Institutionalization Pathway journey. He also spearheaded the promulgation of various reference publications and implementation plans such as; the AFP Psychological Operations Manual, the Strategic Communication Annex to the AFP Basic War Plan (2020) and the AFP Strategic Communication Support Plan to the National Vaccination Plan.

VAdm Kagaoan urged the personnel of the CMO to carry on with their excellent performance as he reminded them of the CMO’s value to the AFP.

Fort Andres Bonifacio, Metro Manila – The Army Signal Regiment and Rapid Emergency Telecommunications Team (RETT) Philippines Inc. officially signed the Terms of Reference (TOR) for ICT collaboration and partnership last 30 September 2021 9am, through a hybrid process of face-to-face, at the Conference Room of Headquarters, ASR, PA Fort Bonifacio, Taguig City. The historical event of partnership was witnessed by the Post Units and Territorial Signal Battalions and RETT PH Members via Video Teleconferencing (VTC). The RETT PH was represented by their President Engr Ornan S. Vicente while the Army Signal Regiment was represented by their Commander, BGEN MILTON Y BESET PA.

This partnership aims to strengthen the capabilities and enhance emergency response preparedness and disaster response, focusing on sharing of field of Information, Communication, and Technology (ICT) in any disasters that struct the country. Accordingly, the two partners, ASR and RETT PH, have the same goal in time of disaster: To Save Lives.

During the ceremony, Engr. Vicente said, “We bear the same blood our forefathers shed in Mactan and Bataan. The Commander of the Littoral Combat Force paid a courtesy call on Commander, Western Mindanao Command on October 19, 2021. The purpose of the visit is to strengthen coordination between the two military units geared towards accomplishing their mandated tasks that are vital in the mission accomplishment of the Armed Forces of the Philippines. The Littoral Combat Force is the Philippine Navy unit responsible for the overall coastal defense, littoral patrol, and interdiction mission.

During his arrival, Commodore Roy Vincent Trinidad was welcomed with Foyer Honors led by Brigadier General Antonio Nafarrete, Deputy Commander for Administration of the Western Mindanao Command. He was then received by WestMinCom Chief, Major General Alfredo Rosario, Jr. and the Command Staff at the Laong Laan Hall of the command.

MGen. Rosario, Jr. and Commodore Trinidad both expressed their gratitude and pledged to support each other in their respective endeavors. The two agreed to continue to work together to address the threats that hamper peace and progress in Western Mindanao.

Commodore Trinidad is a proud member of the Philippine Military Academy “Sambisig” Class of 1991. As a testimony to his competence and prolific military career, he has been a recipient of numerous military awards and commendations.

The command strictly adhered to the minimum health protocols during the visit of Commodore Trinidad.

United States service members in Palawan handed Tuesday 10 electronic intensive care unit (ICU) beds and five storage freezers for anti-coronavirus disease vaccines worth P758,750 ($15,175) to the provincial government to help its pandemic response efforts

A presser from the information office of the U.S. Embassy in the Philippines’ Public Affairs Section sent Wednesday said the donation was made possible by a collaboration between the US Indo-Pacific Command and the Philippine Coast Guard (PCG) to carry the equipment on board the BRP Gabriela Silang from Manila to Puerto Princesa City.

It said it is part of a larger contribution to the Department of Health (DOH) that includes ICU beds, critical protective equipment, and vaccine cold storage units for fast delivery to medical institutions in COVID-19 high-risk regions throughout the country.



“For over a year, the provincial government of Palawan has been making efforts to strengthen our healthcare capacity to fight against COVID-19,” Jeremias Alili, head of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), said in the statement.

“This donation will help the people of Palawan a lot by upgrading our ability to fight against the pandemic. It comes at the perfect time due to the surge of new cases and will help us face this new challenge,” he added.

The donation was made at the request of the provincial administration of Palawan, in response to an ongoing outbreak of COVID-19 cases in the area.

The ICU beds will enable Palawan’s COVID-19 care facilities expand their capacity, while the cold storage units will help transport and store COVID-19 vaccines in support of the Philippines’ continuing immunization efforts.

This donation, along with future donations, supports the critical care capacity and COVID-19 vaccination efforts in rural provinces across the Philippines.

The turnover of the medical supplies were attended also by Provincial Health Office (PHO) chief Dr. Faye Labrador, PIO chief Atty. Christian Jay Cojamco, P/Maj. Allan Manuel, and Commander Rolando Lorenzana of BRP Gabriela Silang

In his speech, on the other hand, Cpt. Travis Burleson of the US-Civil Military Support Element said the donation symbolizes the 75-year bilateral relations between the United States and the Philippines.

“We are here to offer direct support to the medical facilities here in Palawan in conjunction with the anniversary of the Mutual Defense Treaty,” Burleson said.

To date, the United States has provided more than Php1.9 billion ($39 million) to support the Philippines’ COVID-19 response.

The Philippines is the United States’ oldest treaty ally in Asia, and this joint U.S.-Philippine partnership builds on decades of bilateral military cooperation in humanitarian assistance and disaster response, counterterrorism, maritime security, and many other fields.

The 4th Philippine Navy Cyber Defense Exercise (PN CyDEx) Alexis 2021 started on Monday with a virtual opening ceremony presided over by PN Vice Commander Major Gen. Nestor Herico as the guest of honor and speaker.

The week-long PN CyDEx involves cyber teams from the Naval Information and Communication Technology Center (NICTC), the Naval Intelligence and Security Force (NISF), and PN Reservists.

In his message, Herico underscored the importance of the CyDEx in assessing the Philippine Navy’s cyber security posture to remain responsive to the emerging threats, particularly now that it is furthering its virtual work capabilities for classified operations as the COVID-19 pandemic continues.


He also enjoined all participants to make the most out of the exercise to build a strong and multi-capable cyber defense force, ever ready to defend the PN’s digital frontier.

The opening ceremony was followed by the Subject Matter Expert Exchanges (SMEE). The first two days of exercise are devoted to a series of lectures given by invited cybersecurity practitioners and experts from the AFP Cyber Group, the Department of Information and Communications Technology (DICT), and Private ICT Partners on various cyber-defense-related topics.

The Capture-the-Flag (CTF) events, which will take place after the SMEE, will be the highlight of the Cyber Defense Exercise 2021, in which participating teams will compete in cyber-security themed challenges that involve actual hacking of the set platform in a controlled network. CyDEx 2021 is set to conclude on Friday, October 22, with the awarding of the winning teams.


The PN Cydex is an annual event that aims to improve the readiness of the Philippine Navy’s ICT systems, networks, personnel, and doctrines in various types of cyber operations.

A TOP military official is confident that the government can defeat the communist insurgency before the end of the year.

Major General Ernesto Torres Jr., 10th Infantry Division commander, said that more members of the New People’s Army have surrendered and have formed into people’s organizations (PO)that have become instrumental in the implementation of peace and development efforts of governments.


“Ang ginagawa natin ang mga PO, we are federating them in every municipality for example the case of POs in Maragusan there are about 21 POs what we did we bring them close to the mayor of Maragusan and the mayor took cognizance of the important of the federated POs,” he said.

Because of the initiative, he added, the mayor put up a desk at his office that serves as a bridge between the POs and the agencies, be it local or national.

He said this becomes the template for other areas with the command’s area of responsibility.

“So that the livelihood programs will continue; so that they will earn for themselves. Veryery important na sila ay kumita sa kanilang sarili at maibalik yong dignidad,” he said.

Another goal of organizing these former rebels into groups, he added, is for them to protect themselves.

Based on the data of the division, only 12 barangays in Davao Region have remained under the influence of the outlawed armed group. In 2017, there were 193 barangays under the influence of the rebel movement.

“Malaki na ang gains yun po paano natin sila maibalik through massive CSP (community support program) deployment,” he said, referring to the program that provides projects to the communities.

He said the military has also joined other government agencies in providing basic services to the communities.

He said the military will continue to be aggressive in reaching out both to the former rebels and those who want to return to the folds of the law.

The Army’s 10th Infantry Division (10ID) is intensifying the creation of a federated people’s organization (PO) among former members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), and their underground mass organization (UGMO) supporters, to help them rebuild their lives as they reintegrate to their communities.

Maj. Gen. Ernesto Torres Jr., the Army’s 10ID commander, said they have so far formed some 549 POs in their area of responsibility which is composed of former rebels, former UGMO members, and communist terrorist group (CTG)-affiliated mass organization members.

“The former rebels (FRs) helped us along with their organized mass members in leading to the path of peace and development here in our area,”
Torres said in an interview over SMNI News Laban Kasama ang Bayan on Tuesday.

“Hopefully, Ka Pedro and Ka Benoy who became national figures can help at the national level for others' conversion and change of mindset. They can also influence other NPA members in Luzon, Visayas, and Mindanao,”
he added.


Torres underscored that the establishment of POs can eventually help the former UGMO members who were mostly farmers and fisherfolk get back on their feet and live normally in their communities with the government’s support.

He pointed out that the organization of POs would not also be possible without the assistance of various government agencies as well as the private sector that jointly worked for the former rebels' reformation.

“Government agencies and private sector joined forces to provide sustainability on these POs as they slowly return to the folds of the law. We aimed at providing them livelihood, security, and upon establishment, that is when the whole of nation approach comes in,” Torres said.

In December 2018, President Rodrigo issued Executive Order 70 institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework.

Section 2 of EO 70 also directed the creation of the National Task Force to End Local Communist Conflict (NTF-ELCAC) to ensure the efficient and effective implementation of the whole-nation approach.

The NTF-ELCAC is so far the most potent strategy being utilized by the Duterte administration in defeating the communist insurgency in the countryside.

Federated people’s organization

As an example of a successful federated PO, he cited the Municipality of Maragusan in Davao de Oro with 21 recognized POs that were duly supported by their local government.

“The mayor took cognizance of the importance of strengthening the federated POs. They provided help desk in their municipal hall solely for the POs and provided them with their own office for them to have their identity in the community,” Torres said.

He said that by establishing disposition, the POs will be empowered and can ask for help through the convergence effort of various government agencies and private sectors.

“They are also made part of their peace and order council,” he added.

Torres also bared that the federated PO has also been brought into the provincial level and presented to the Sangguniang Panlalawigan.

“If it will be established, they will have a program at the municipal and provincial level and we will be able to fund them for their program or projects for them to sustain their POs,” Torres said.


He added: “If this template will be followed not only in the municipal or provincial but at the national level, all of the concerns of the FRs and supporters which numbered to some 30,000 in our area of responsibility (AOR) will be addressed.”

Meanwhile, the Army official also cited the successful Community Support Program (CSP) immersion in various NPA-influenced areas which led to the surrender of numerous rebels.

The CSP is part of the AFP’s Development Support and Security Plan (DSSP) “Kapayapaan” which aims to attain sustainable peace with the active support of the community and partner stakeholders in bringing the government closer to the people and eliminating the influence of the NPA in the community.

He reported
that out of the 1,901 barangays in the AOR of 10ID, only 12 remained to be NPA-influenced barangays.


“Slowly but surely we are getting them back. We will continue our massive CSP deployment in these areas,” Torres added.

The CPP-NPA-NDF, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

ZAMBOANGA CITY – The Philippine Coast Guard announced Wednesday that 573 new recruits are undergoing training in this city for enlistment into the PCG force.

Commodore Luisito Sibayan, Coast Guard District Southwestern Mindanao (GCDSWM) commander, said the training kicked off Tuesday at the PCG Regional Training Center in Sitio San Ramon, Barangay Talisayan, this city.

Sibayan said the training, which will last for six months, will hone the skills of recruits in military drills, basic soldiery, and customs and traditions of the PCG.

“They will be also trained on the mandates of the PCG particularly in maritime law enforcement, maritime security, maritime safety, search and rescue, and marine environmental protection,” Sibayan said.

He said the recruits belong to the Coast Guard Non-Officers' Course (CGNOC) Class 85–2021.

Aside from Sibayan, the convening ceremony marking the start of the training was also graced by Commodore Roben De Guzman, deputy commander of the Coast Guard Education, Training, and Doctrine Command.

Before they became members of the CGNOC Class 85–2021, the recruits have undergone thorough medical evaluation and health assessment to ensure they are physically fit to undergo six months training.

Personnel of the Philippine Navy’s (PN) Naval Combat Systems Center and crew members of the BRP Jose Rizal (FF-150), the country's first missile frigate, have completed their training for the operation and maintenance of the ship's newly delivered Mistral 3 surface-to-air missile (SAM) system.

The intermediate level maintenance (ILM) training was carried out by the original equipment manufacturers of the Mistral 3.


"Successfully completed after two weeks of face-to-face discussion and hands-on activities, the trainees familiarized themselves and got first-hand experience on the operation and maintenance (of) the newest SAM system," a Naval Sea Systems Command Facebook post said Tuesday night.

Technical training and practices are crucial in the operation of the system and the maintenance personnel.

"(The) ILM is a vital part of sustaining every PN naval asset, while preventive and corrective maintenance is the lifelines of naval vessels that are essential to the asset's continuous operational readiness," the post read.

The Mistral 3 missiles were delivered at the Subic Bay International Airport in Bataan on October 8.

The procurement and delivery of the Mistral 3 SAMs are part of the PN Frigate Acquisition Project Lot 2B, which was awarded to the MBDA Missile Systems based in France.

Surface-to-air missiles are among the primary weapons of the FF-150 and FF-151 (BRP Antonio Luna) that bolster the Navy’s anti-air warfare capability.

Meanwhile, the Navy's Frigate Acquisition Lot 2A, which is for the Jose Rizal Class’ (JRC) surface-to-surface missiles, is scheduled for delivery in March 2022.

South Korean defense manufacturer LIG Nex 1 will deliver C-Star missiles, which is considered the main surface-to-surface weapon of the JRCs.

The C-Star is described as a "sea-skimming surface-to-surface anti-ship cruise missile."


The BRP Jose Rizal and BRP Antonio Luna are modern warships capable of surface, sub-surface, air, and electronic warfare using state-of-the-art electronic sensors, long-range missiles, acoustic guided torpedoes, and an embarked anti-submarine helicopter.

The BRP Jose Rizal was delivered to the Philippines in May 2020 and commissioned in July that year while the BRP Antonio Luna was commissioned on March 19 this year.

The contract for the two ships was placed at PHP16 billion with another PHP2 billion for weapon systems and munitions.

Department of the Interior and Local Government (DILG) Secretary Eduardo Año on Tuesday said the agency is ready to file charges against 2022 election candidates found to be paying “permit-to-campaign” to terrorist groups, including the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

In his report during President Rodrigo R. Duterte’s Talk to the People late Tuesday night, Año reminded all candidates that giving financial assistance and political support to terrorists CPP-NPA-NDF, Abu Sayyaf group, the Bangsamoro Islamic Freedom Fighters, and other related groups is “strictly” prohibited under Republic Act 10168.

“Ang pagbabayad ng permit-to-campaign o permit-to-win sa mga teroristang ito ay katumbas ng pagsuporta sa kanilang iligal na gawain at masasabing hangarin (Paying a permit-to-campaign or permit-to-win to these terrorists is tantamount to supporting their illegal activities and intentions),” Año said.

He said these offenses carry penalties of reclusion temporal to reclusion perpetua and fines of PHP500,000 to PHP1 million.

Año also said violators may face one to six years imprisonment and disqualification to any public office as provided in Section 261 of the Omnibus Election Code.

“Nakahanda ang DILG na magsampa ng kaso upang i-disqualify ang kandidatong mapatunayang nagbabayad o nagbibigay ng anumang uri ng suporta sa mga teroristang grupo oras na magsimula ang ating campaign period sa 2022 elections (The DILG is prepared to file charges to disqualify the candidates once proven that they paid or gave any kind of support to the terrorist groups once the 2022 elections campaign period start),’’ Año said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Successful anti-illegal drug drive

Año also reported to Duterte that 1,331 drug suspects were arrested, 16 others surrendered while eight were killed in 933 anti-drug operations conducted by the Philippine National Police in the past week.

He said the PNP also confiscated shabu worth PHP2 billion, including PHP1.656 billion during a successful buy-bust operation in Dasmariñas City, Cavite, through proper coordination among the police, Philippine Drug Enforcement Agency (PDEA), the National Intelligence Coordinating Agency (NICA), the Bureau of Customs (BOC), and the Armed Forces of the Philippines (AFP) on Oct. 16.

On Oct.18, authorities seized over PHP262 million worth shabu in an operation in Angeles City, Pampanga which resulted in the killing of four Chinese drug suspects.

The Armed Forces of the Philippines (AFP) announced that Brig. Gen. Nolasco A. Mempin formally assumed the post of deputy chief of staff for Civil-Military Operations or J-7 Wednesday.

He replaced
Maj. Gen. Benedict Arevalo who was appointed as 3rd Infantry Division commander.

Vice Admiral Erick Kagaoan, AFP deputy chief-of-staff, presided over the Change-of-Chief of Office ceremonies which took place at Silid Lapu-Lapu at AFP headquarters in Camp Aguinaldo, Quezon City.


“With his impressive track record, we are certain that Brig. Gen. Mempin is equipped with a wide range of knowledge and wisdom that will further steer OJ7 into achieving both its office strategic goals and its Civil Military Operations mandate,” he added,

Mempin is the former commander of the 103rd Infantry Brigade, 10th Infantry Division. As head of the brigade, he led the crafting of numerous peace and development programs anchoring on his brigade’s banner, “From Terrorism to Tourism”, while strengthening collaborations with local government officials.

He also served as the assistant division commander of the 10th Infantry Division where he supervised the conduct of Community Support Programs which resulted in several successful focused military operations.


Kagaoan, meanwhile, commended Arevalo for his successful stint as J-7.

“Maj. Gen. Arevalo comprehensively assessed the political, social, economic, and psychological dimensions of the AFP’s Civil Military Operations and facilitated significant partnerships and programs aptly in congruence with the trusts and programs of the AFP particularly its integral role in the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC),” he added.
