The National Democratic Front of the Philippines (NDFP) mourns the passing of Manuel Ruben Abimael “Presidente Gonzalo” Guzman Reinoso, founder and leader of the Partido Comunista Peruano — Sendero Luminoso. We are one with his relatives, friends comrades, and the workers and people of Peru and the world who are grieving his death on September 11 at the age of 86.

Comrade Gonzalo died in jail, in the hands of the ruling exploiting classes of Peru that are subservient to US imperialism. He was imprisoned for 29 years, in a grave-like prison located underground, and this could only have harmed his health and hastened his death. While the Peruvian government and judicial system once allowed dictator and plunderer Alberto Fujimori to be released from prison for humanitarian reasons, they have kept Comrade Gonzalo in prison until his death. In their anger towards this revolutionary Communist, they have exposed the double standards of their neocolonial, bourgeois and ultimately bankrupt system. They continue to inflict so much suffering to the hundreds of political prisoners in Peru.

Comrade Gonzalo belongs to a generation of petty-bourgeois intellectuals and activists who were radicalized in the 1960s by the wave of revolutionary national liberation, anti-imperialist, and socialist struggles in the world. Inspired most especially by the Great Proletarian Cultural Revolution in China, which was launched in 1966, members of this generation immersed themselves in the struggles of the workers, peasants and indigenous peoples and became revolutionary proletarians.

Like many in his generation of intellectuals and activists in neocolonial countries in the 1970s and 1980s, Comrade Gonzalo joined the Communist Party and struggled against US-backed fascist dictatorships. Again, like many of his fellow revolutionaries in his age group, he grappled with political changes brought about by the so-called transition from dictatorship to democracy ushered in by the US as the dictators that it supported became liabilities because of the formidable armed and unarmed struggles waged by the workers and peoples of these countries.

Comrade Gonzalo creatively championed Marxism-Leninism-Maoism in the specific context of Peru — theorizing, among others, the revolutionary potential of the indigenous peoples. He is a worthy inheritor to, and successor of, Peruvian Communist revolutionary Jose Carlos Mariategui, who merged Marxism-Leninism with the struggles of the workers, peasants and indigenous peoples of his country and Latin America.

As a Communist revolutionary leader and thinker, Comrade Gonzalo is most important in bringing forth an advance of the revolution in Peru against US imperialism and its allies, the big comprador bourgeoisie and landlord classes, which hold the reins of the Peruvian neocolonial state. His thought and leadership are instrumental for the PCP-Sendero Luminoso’s capability of arousing, organizing and mobilizing millions in the revolutionary struggle. US imperialism and the Peruvian ruling classes had to carry out a fascist counter-revolution, through the dictatorial regime of Fujimori, aided by intelligence chief Vladimiro Montesinos, in order to quash the revolutionary struggle led by the PCP-Sendero Luminoso and Comrade Gonzalo.

In the course of attacking the revolutionary struggle of the Peruvian workers and people, US imperialism and the Peruvian ruling classes waged a massive campaign of demonization against PCP-Sendero Luminoso and Comrade Gonzalo. When he was captured in 1992, he was presented to the big capitalist media in a cage, wearing a black-and-white striped prisoner’s uniform. Like the lion that he is, he roared loudly in that cage, calling on the PCP-Sendero Luminoso and the Peruvian workers and people to continue the struggle.

The campaign of demonization against him and the PCP-Sendero Luminoso has continued throughout Comrade Gonzalo’s 29 years of cruel imprisonment and is reaching crescendo in the wake of his death. The workers and peoples of the world are called upon to be critical-minded and discerning in evaluating the widespread black propaganda against the said party and revolutionary leader.

Comrade Gonzalo is a proletarian internationalist, who sought to enrich Marxism-Leninism-Maoism with the lessons drawn from the revolutionary struggle in Peru and other countries. He wanted nothing more than revolutionary advances and victories in the struggle for national liberation, democracy and socialism in various countries — and energetically contributed to various international fora to this end. He is a standard-bearer of Maoism and people’s war, one of the most vocal in asserting the universal validity of Maoism. He has enriched and preserved Maoism for a new generation of revolutionary Communists the world over.

Comrade Gonzalo’s championing of Maoism and the experience of the Peruvian revolution under his leadership have inspired countless progressives and revolutionaries, socialists and Communists in Peru and all over the world. They use Marxism, Leninism and Maoism to study Comrade Gonzalo’s theory and practice — their strengths and weaknesses, victories and mistakes, advances and retreats — with the spirit of using the lessons in new if essentially unchanged conditions in order to advance the revolutionary struggle forward to victory.

In his death, the imperialists and reactionaries want to bury Comrade Gonzalo in calumny, wishing that he will be painted black in the minds of the workers and peoples of the world, or that he will simply be forgotten. Comrade Gonzalo, however, leaves a treasure-trove of ideas and experiences and an indomitable fighting spirit that the workers and peoples of the world, and their movements and parties, will continue to draw upon in continuing the struggle for national freedom, democracy and socialism. US imperialism and the reactionaries have again killed another great revolutionary, but they will never be able to kill the revolution.

The NDFP raises its clenched fist in revolutionary salute to Comrade Gonzalo — revolutionary proletarian intellectual; Communist fighter, thinker and leader; champion of Maoism, people’s war and international solidarity; a hero of the workers and peoples of Peru and the world.

Alay sa Dolores 20, mga rebolusyonaryong martir na nagbuwis ng buhay sa dakilang paglaban para kamtin ang tunay na kalayaan at demokrasya, hustisyang panlipunan at para wakasan ang paghahari ng imperyalismo, pyudalismo at pasismo sa bansa. Hangad nilang ibagsak ang paghahari ng pasista, mamatay tao, korap, tirano, taksil na berdugong rehimeng US-Duterte. Gumamit ang kaaway ng 2 FA-50, 2 Super Tucano, 2 Augusta Westland helicopter, 2 Huey Cobra helicopter, 1 MD 520 attack helicopter, mga Hermes 900 drones at di bababa sa 7 pang ibang tipo ng mga drones, di bababa sa 2 kanyon, di bababa sa 50 bombang sumasabog sa lupa at sumasabog sa itaas mula sa mga eroplano at mga kanyon, mga rocket missiles mula sa mga helicopter at libo-libong mga bala ng kalibre. 30 at .50 mula sa makapal na pag-istraping ng mga helicopter. Gumamit ng di bababa sa tatlong batalyon ng pasistang militar kakumbina na ang mga yunit ng Special Forces.

Ang klase ng operasyong militar ay aakalain mong laban sa isang dayuhang kapangyarihan na nagtatangkang angkinin ang teritoryo ng Pilipinas. Pero hindi. Ito ay operasyon laban sa isang maliit na yunit ng BHB sa isa sa mga larangang gerilya ng Eastern Samar. Walang humanidad o pagkamakatao ang ginawang operasyong pambobomba na labag sa tuntunin ng necessity at proportionality (Rule of necessity and proportionality) ng International Humanitarian Law (IHL) . Nilabag din ng AFP ang Rule of distinction ng IHL sa pagitan ng armadong pwersa at sibilyan nang tamaan ng bomba ang 2 bahay ng masa sa kalapit na baryo ng Cabago-an at mapinsala ang mga sakahan ng mga magsasaka sa malapit na mga baryo.

Ang brutalidad ng pagbira sa yunit ng isang larangang gerilya ng Eastern Samar ay tanda ng malaking pagkatakot ng kaaway sa di-inaasahang nakitang presensya ng pinaliit na kumpanyang gerilya ng BHB sa erya. Ang BHB Tuog (koda ng yunit) ay mainit na tinatanggap ng masa at minahal at minamahal nila. Kung gaano ang galit ng mga berdugong pasista sa BHB ay abot naman hanggang langit ang pagmamahal ng masa sa BHB.

Ang BHB Tuog ang matiyagang nagpapaliwanag sa masa sa tunay na mga ugat ng dantaon ng kahirapan, pang-aapi at pagsasamantala sa malawak na masa ng mga uring anakpawis, katuwang sila ng mga magsasaka sa lugar sa pagtatanim, pagdadamo at pag-ani ng kanilang palay, kabungguang-isip paano makakaginha-ginhawa sa pagbagsak ng kanilang ani bunga ng pananalanta ng pesteng Duterte (pinangalanang Duterte ng masa ang pesteng nagpayapis sa bunga ng kanilang palay), hinarap ang problema sa pangangamkam ng lupa sa lugar, binalaan at pinigilan ang operasyon ng sindikato ng drogang kontrolado ng mga pulis sa bayan, binalaan at pinatigil sa pananakot at kriminal na aktibidad ang mga maton at siga sa mga baryo. Sino ngayon ang tunay na terrorista?

Hindi kayang pigilan ng mga bomba ang pagkapukaw ng masa sa kanilang tunay na kalagayan at pagyakap sa rebolusyon para lutasin ang kanilang kahirapan at pagkaapi. May sapat pang pwersang nakaligtas, patuloy ang suporta ng masa, nariyan pa ang mga boluntaryong papalit sa mga bumagsak. Hawak ng masa at mga kasama ang mahahalagang leksyon sa nangyari. Nasa puso at diwa ng masa at mga kasama ang diwang Balangiga, Pulahanes, paglaban sa diktadurang Marcos at lahat ng sumunod na papet na rehimen.

Nakikiisa ang Partido Komunista ng Pilipinas (PKP) sa sigaw ng mga estudyante, guro at magulang na ligtas na buksan ang mga eskwela at ibalik ang harapang klase. Milyun-milyong mga kabataan mula elementarya hanggang kolehiyo ang nagdurusa sa ipinatutupad na “blended learning” na lumikha na ng masidhing krisis sa pagkatuto at nagdudulot ng matagalang banta sa kinabukasan ng mga kabataan.

Sa muling pagsabak ngayong araw sa pagbubukas ng klase, yamot na yamot ang nakararaming pamilya at guro dahil sa mauulit na naman ang mga pasakit, pahirap at kapalpakan ng nagdaang taon ng “blended learning.”

Sa buong mundo, sinisikap na buksan ang mga eskwela batid ang halaga nito sa mga kabataan at kinabuksan ng bansa. Dalawang bansa na lang, kabilang ang Pilipinas, na hindi binubuksan ang mga paaralan.

Matapos ang isang taon, bingi pa rin ang DepEd at si Rodrigo Duterte sa daing na tuldukan na ang palpak na “blended learning” at ligtas na buksan ang mga eskwela. Patuloy na winawalang-bahala ng rehimen ang pagkatuto at kabuuang kapakanan ng mga estudyante hindi lamang sa pagpapanatiling nakakandado ang mga eskwela, kundi sa pagtalikod sa deka-dekada nang problema ng sistema ng edukasyon.

Nananawagan ang Partido na suportahan ang mga kabataan, magulang at mga guro sa iginigiit na ligtas na pagbubukas ng mga eskwela. Dapat ibigay ang sapat na pondo para sa pagbabakuna ng mga guro, para itayo ang dagdag na mga silid-paaralan at tiyakin ang pagkakaroon ng kinakailangang mga pasilidad para sa ligtas na harapang mga klase.

While the Filipino people denounce China for having built military facilities in and around the West Philippine Sea, Defense Sec. Lorenzana just acceded to allow the US military to resume constructing its own military facilities within the Philippines INSIDE the camps of the Philippine military.

The decision to allow the US to resume its military facilities construction in the country comes weeks after the Duterte regime also gave the US its assurances of the continuity of the Visiting Forces Agreement (VFA), apparently in exchange for the six million doses of Covid-19 vaccines coursed through the COVAX facilitity as well as deals to sell the country new jet fighters, helicopters, bombs and bullets.

The construction of US military facilities inside camps of the Armed Forces of the Philippines (AFP) are being undertaken under the Enhanced Defense Cooperation Agreement (EDCA), a one-sided military agreement between the US and the Philippines forged in 2004.

The US military uses these exclusively American facilities to stockpile and forward-deploy weapons, serve as base for communication and surveillance, host American military troops, service US military equipment, and so on. With the VFA, the US also continues to enjoy extraterritorial rights and freely dock their nuclear-capable warships and land their jet fighters and drones whenever they wish.

These facilities are among the starkest evidence of how the country remains a pawn in the US geopolitical game of dominance.

Without bowing to US hegemony, the Philippines can actually welcome political and military cooperation with the US which, for its own imperialist interests, aim to prevent China from further dominating the international trade routes passing through the South China Sea. The Philippines, however, must stand on its own sovereign ground and not surrender any part of its land to be used as a military outpost of the US or any foreign power.

Pantukan, Davao de Oro – Residents of Sitio Lawaan, Brgy Kingking gathered and pledged their commitment to peace during the conduct of Peace Symposium dubbed as “Pulong-Pulong para sa Kalinaw ug Kauswagan sa Katawhan” initiated by the 48th Infantry (Guardians) Battalion together with the LGU of Pantukan, 66IB, and 10th CMO Battalion of 10ID, PA on September 12, 2021.

About 60% of the populace residing of said sitio have attended the pulong-pulong which was joined by the different speakers from the PNP, 66th Infantry Battalion, and 10th CMO Battalion, 10th Infantry Division.

An information awareness drive was conducted wherein topics on insurgency, EO 70, and CNTs deceptive recruitment scheme were greatly emphasized.

Said discussions was supported by a testimony of alyas Lando, a former rebel who shared his awful experience when he was still in the armed group and how he was deceived by the Communist Terrorist Group (CTG). He compels the residents not to engage and stop aiding and support the CTGs. Instead urged them to give the full support and cooperation to the government.

The attendees were also briefed on the salient points of the provisions under The Terrorism Financing Prevention and Suppression Act of 2012 to include the Anti-Terrorism Act of 2020. They were made aware that erring supporter could be charged in violation of Republic Act (RA) 10168 or the Terrorism Financing Prevention and Suppression Act of 2012 and Anti-Terrorism Act of 2020.

Moreover, the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government was also discussed along with the distribution of leaflets specifying the benefits and awards of those who will return to the folds of law.

The signature campaign of Persona Non Grata culminates the activity wherein the residents signed the resolution declaring that CPP-NPA-NDF are no longer welcome in the community. Consequently, banned from entering in the said sitio.

Lieut. Colonel Enrique Rafael, Battalion Commander 48th IB said that the Grand Pulong-pulong is one of the initiatives that the soldiers are doing in bridging the gap between the government and the people by conveying the truth about the Government’s effort in attaining peace and development and enlisting the support of the community in ending local armed conflict in Pantukan.

Residents were also grateful as they received foodpacks from the office of the Governor of Davao de Oro and Congressman 2nd District, Davao de Oro.

CAMP DOWNES, Ormoc City, September 12, 2021 — Avoiding from resuming a violent way of life, a total of 18 members of the communist terrorist group (CTG) on lie-low status from four upland villages of Ormoc City voluntarily surfaced today at Barangay Quezon Jr. to formally return to the fold of the law.

Of the number: three confessed to be members of the batakang organisasyon sa partido (BOP) or basic organization of the party – an equivalent to party branch – who were also yunit milisya (YM) members; nine admitted to be former fulltime members of the NPA including an underling of the special operation group; four as former YM members; one as former full-time organizer being a member of the Propaganda Organizing Team (POT); and, a former runner-liaison officer.

Fifteen of the surfacing CTG lie-low members are residents of Quezon Jr. and one each from Barangays Hugpa, San Antonio and Can-untog.


With the efforts of the Ormoc Integrated Peace and Development Association (OIPDWA), being a DOLE-registered and LGU-accredited organization of former rebels in the city, the surfacing lie-low CTG members sought the help of Quezon Jr. Barangay Captain Federico D. Manigao, Jr. who in turn coordinated with the 802nd Infantry (Peerless) Brigade, 8ID, PA.

Despite the bad weather and poor road condition, a combined team of the 802nd Brigade, the 93rd Infantry (Bantay Kapayapaan) Battalion, 8ID, PA, the Northern Leyte Provincial Field Unit, Criminal Investigation and Detection Group (CIDG), PNP, and the SAMBAYANAN Eastern Visayas went to the Barangay Hall of Quezon Jr. where the surfacing former CPP-NPA-NDF members were gathering.

During separate interviews, the 18 lie-low CTG members/supporters were one in saying that they decided to officially turn themselves in rather than be reconnected with the CTG which they already avoided.

They admitted that the NPA platoon led by a certain Juanito Sellesa, Jr. alias Tibor or Jay, a native of Barangay Luneta, Lapaz, Leyte, attempted to recruit them back into the communist terrorism movement.

As they promised to help convince their former comrades to totally cut off any remaining link with the CTG, more CPP-NPA-NDF members and supporters on lie-low status from different villages of Ormoc are expected to surface in the next few weeks in order to lead a normal life.

Through the effort of Barangay Captain Manigao, less than a hundred former CTG mass supporters and sympathizers joined with the barangay officials and workers, and other village folks in a successful dialogue with the OIPDWA, the SAMBAYANAN Eastern Visayas, the 802Bde and 93IB, both of 8ID, PA, at the barangay covered court amid heavy mid-afternoon rain.

On the spot, officers of the OIPDWA subjected the surfacing lie-low CTG members to the standard livelihood skills inventory and training need assessment that also covered their dependents and other household members as part of the effort to reintegrate them into the mainstream of the society.

Barangay Captain Federico D. Manigao, Jr., whose elder brother was among the 13 lie-low CTG members that surfaced today, made the barangay hall, covered court and other facilities available for the simultaneous activities.

As third party advocate of the whole of nation approach in ending local communist armed conflict provided under Executive Order No. 70 that also created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), SAMBAYANAN committed to assist the former CTG members and supporters in normalizing their lives through de-radicalization, livelihood training, and other intervention programs.

802nd Brigade Commander Brigadier General Zosimo A. Oliveros thanked the OIPDWA for its earnest effort in facilitating the return to the folds of the law of their former comrades. He also commended the Brgy Captain, Honorable Federico Manigao, Jr. who is the concurrent chairman of the Barangay Task Force ELCAC for opening the door to his constituents who responded to the popular call of working together to attain genuine peace in his Barangay.

“The efforts of the OIPDWA has a great impact in preventing the communist terrorist group from reconnecting with their former comrades and reestablishing a foothold in the barangay”, Oliveros  concluded.

United States Marine Corps (USMC) commandant General David Berger visited the Philippines on September 10 to 11, marking the fourth time a US defense and military top brass drops by the country in the last six weeks.

According to the US Embassy in Manila, Berger met with senior Philippine military and defense officials to discuss the importance of maritime alliance between the two long-time allies. The USMC commandant had met Armed Forces of the Philippines vice chief Lieutenant General Erickson Gloria, Philippine Navy chief Rear Admiral Adeluis Bordado, and his counterpart in the Philippine Marine Corps commandant Major General Ariel Caculitan.

During his visit, Berger reiterated the importance of realistic training between the US and Philippine Marines under bilateral training, such as Kamandag and Balikatan exercises. The Marine Corps is the special unit of the Philippine Navy in charge of amphibious, expeditionary, and special operations missions.

This was the first visit to the Philippines by a US Marine chief since 2017.


Series of visits

In a span of six weeks , at least four high-ranking US defense and military officers had visited the country. This series of visits came after the cancellation of the abrogation of the Visiting Forces Agreement (VFA) between the Philippines and the US.

In July 29, US Defense Secretary Lloyd Austin visited the country to hold a meeting with his counterpart, Manila’s defense chief Delfin Lorenzana. Before Austin left, Lorenzana announced the cancellation of the VFA termination.

Shortly after the two defense chiefs’ meeting, on August 18, a US navy warship docked in Manila to visit the country for the first time since 2019. Vice Admiral Karl Thomas, commander of the US 7th Fleet, led the visit.

The US 7th Fleet is the largest US Navy's forward-deployed fleet, which has more than 50 watercraft and 150 aircraft. Its theater of operations covers 36 countries, including the Philippines.

On August 24, United States Indo-Pacific Command chief Admiral John Aquilino also visited the Philippines to reiterate the mutual cooperation between the US and the Philippines. The US Indo-Pacific Command operates in more than 20 countries in the region, which includes the Philippines.

Aside from visits, the US has also been beneficial in the continuous training of Philippine maritime personnel. On September 1, the Philippine and US Coast Guard held joint maritime exercises in waters near Subic, Zambales.

With the continuous mending of the Philippine-US relationship due to years of Duterte’s pivot to China and threats of abrogating the VFA, Lorenzana also visited the US on September 10 to hold a meeting with US officials. During the visit, both Lorenzana and Austin agreed to push for stronger maritime cooperation between the two countries.

A NEW People’s Army guerrilla was killed while four others were detained, including two minors, following skirmishes in Talakag and Valencia City, Bukidnon on Sept. 9 and 10.

The fatality was identified as Romeo Campilan, while June and Angelyn Naingue were captured. Meanwhile, two male teens, aged 15 and 17, respectively, were rescued during the military operations.

Maj. Alex Mindalano, Eastern Mindanao Command spokesman, said the troops of the 88th Infantry Battalion (88th IB) engaged ten communist guerrillas belonging to Platoon Bagsik, Guerrilla Front Malayag, Sub-Regional Committee-2, North Central Mindanao Regional Committee (NCMRC), headed by alias DR, following a tip from concerned citizens.

The troops tracked down their hideouts at the deserted area of Purok 10, Sitio Narulang, Barangay Laligan, Valencia City, on Sept. 10. The firefight lasted for around 30 minutes which resulted in the arrest of the four rebels.

Troops also seized their firearms composed of three M16 rifles and three AR15 rifles.


Meanwhile, the 1st Special Forces Battalion (1SFBn) successfully prevented the NPA’s plan to destroy the equipment of the 524th Engineering Brigade in the construction of a road project in Barangay Baylanan, Talakag, Bukidnon on Sept. 9.

The 1SFBn encountered around 20 members of Guerilla Front 68B of the Sub-Regional Committee 4 of the NCMRC at Sitio Piglacogan, Barangay Tikalaan, Talakag, Bukidnon, which led to the death of a rebel and the seizure of an M16 rifle, a 9mm Beretta, and two rifle grenades.

EastMinCom chief Lt. Gen. Greg Almerol said the clashes sent a strong statement that the people are already fed up with the NPA’s continued atrocities in their communities, so they helped the government’s campaign to end the communist insurgency by reporting suspicious men and activities.

The EastMinCom commander also said that the parents’ drive to protect their children from the NPA’s recruitment schemes and deceptive tactics make them more eager to participate.

“The troops’ recent rescue of combatant minors only shows the NPA’s desperate recruitment of innocent children to the armed struggle. They have no regard for the lives of minors and it is a clear violation of the International Humanitarian Law,” he said.

Moreover, Almerol said that the NPA’s atrocious acts only prove that it is anti-family and development because it continues to recruit minors and destroy government developmental projects.

“I enjoin the remaining NPA members and leaders to embrace the government’s sincere offer to help them start a new life through the Enhanced Comprehensive Local Integration Program (ECLIP). We do not want any more bloodshed and through ECLIP, we can help you to live a better life,” he added.

CAMP EVANGELISTA, Cagayan de Oro City – A military official on Sunday has offered coronavirus disease 2019 (Covid-19) vaccination to Communist Party of the Philippines – New People’s Army - National Democratic Front (CPP-NPA-NDF) rebels returning to the government fold, after swab tests on some captured and a slain NPA rebel yielded positive results.

three of the 10 CPP-NPA terrorists, including one minor, captured in the Sept. 8 clash in the San Fernando, Bukidnon were Covid positive.

Another NPA rebel who was killed in an encounter in Talakag, Bukidnon on Sept. 9 also turned out positive of Covid-19.

In the Valencia City clash on Sept. 10, three of the four captured rebels, including two minors, yielded positive results on the real-time polymerase chain reaction (RT-PCR) or swab tests.

“Many in the NPA ranks possibly have Covid-19 as evidenced by the positive test results of the captured and dead CNTs (communist New People’s Army terrorists). Nais ko pong ipaalam sa kanila na wala pong pinipili ang COVID-19, sundalo, kapulisan, mga kawani, simpleng mamamayan at maging mga myembro ng CPP-NPA-NDF ay tinatablan din ng nakakamatay na Covid-19 (Covid-19 infection chooses no one). We are willing to provide Covid-19 vaccines to the CTG [communist terrorist group] if they will decide to abandon the armed struggle and cooperate with us,” Brawner Jr. said.


He identified the Covid-19 positive NPA rebels captured in the San Fernando clash as alias Taburok, minor; alias Manman; and alias Daniel.

Captured rebels in the Valencia City clash with positive Covid-19 test results were identified as alias Anjie, and two minors alias Jayson and RK.

A wounded NPA rebel identified as alias Kib, who underwent a surgical operation on Sept. 11, also tested positive for the Delta variant.


Rebel-fatalities were immediately buried upon learning that some of them have tested positive on the Covid-19 test.

Brawner Jr. appealed to the CPP-NPA leadership to abandon the armed conflict adding that the country is currently confronting an unseen enemy that is even more serious, deadly, and exempts no one.

“I am personally appealing to Jorge Madlos alias Ka Oris and his group to return to the peaceful path now and go down from the mountains so that they can be given vaccines and proper medical attention,” he said.

He reiterated Office of the Presidential Assistant on Peace Process Secretary Carlito Galvez’ promise that even members of the CPP-NPA-NDF will be provided with vaccines as a sign of government sincerity in calling for reconciliation amidst the pandemic.

“Personal kong ring hinihikayat ang iba pang mga kapatid natin na myembro ng New People’s Army na tuluyan ng bumaba at iwan ang hindi ligtas na kalagayan at maling pakikibaka sa panahon ng pandemya. Ang inyung kasundaluhan ay nangangako na kayo ay mababakunahan kasabay ng pagbabagong buhay na may panatag at ligtas na pamumuhay. As we still await the additional vaccines, the AFP is most willing to share with the CNTs the vaccines intended for our soldiers,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA.

MalacaƱang Palace has declared Sept. 13 a special non-working holiday in the Cordillera region to commemorate the 1986 peace talks between the national government and the Cordillera People's Liberation Army (CPLA).

Proclamation 1212, issued on Sept. 10 by Executive Secretary Salvador Medialdea, is in commemoration of the 1986 "Sipat", an indigenous ritual that is preliminary to the forging of a peace pact among Cordillera tribes.


"It is fitting and proper that the people of Cordillera be given the full opportunity to celebrate and participate in the occasion with proper ceremonies subject to observance of the health and safety protocols," the proclamation read.

The 1986 Mount Data Sipat Agreement is the first peace pact successfully entered into by the national government during the administration of former President Corazon Aquino.

On Sept. 13, 1986, the CPLA, led by Fr. Conrado Balweg, heeded Aquino's call through the forging of a Sipat or the peace agreement at the Mount Data Hotel in Bauko, Mountain Province.


The agreement allowed both sides to begin negotiating peace, leading to the issuance of Executive Order No. 220 on July 15, 1987, which created the Cordillera Administrative Region.

Alert soldiers foiled an attempt by three men to smuggle explosives into the town center of Banga, South Cotabato, police said Monday.

Col. Jemuel Siason, South Cotabato police director, said
suspected communist terrorists Merlyn Bansil Guisan, 42; Ronald Olin Bansil, 27; and 30-year-old Andy Gelodin were arrested by members of the 5th Special Forces Battalion, a unit under the Army’s 6th Infantry Division here, at a checkpoint in Barangay Lamba on Sunday afternoon.

“The suspects were on board a motorcycle and told soldiers manning a checkpoint that they were heading to the town center,”
Siason said in a radio interview.

One of them looked uneasy when soldiers, led by Sgt. Douglas Bersamin Jr., inspected a backpack
where an MK2 fragmentation grenade and an improvised explosive device with a mobile phone as a trigger mechanism were found.

"These explosives are commonly used by the communist New People’s Army (NPA) operating in this province," Siason said.


The three are now detained at the Banga municipal police detention facility and will face charges for possession of explosives.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

PARANG, Maguindanao – Alert police officers manning a checkpoint have foiled an attempt by a suspected gunrunner to smuggle ammunition and arrested him for possession of 654 rounds of bullet for high-powered weapons, police here said Monday.

Maj. Christopher Cabugwang, municipal police chief, identified the suspect as Junel Amocay Jimenez of San Pedro, Pagadian City.

Cabugwang said Jimenez, who was driving a Toyota Hi-Lux vehicle, could not justify the legality of his possession of 654 rounds of 7.62mm ammunition when he passed by the checkpoint around 4 p.m. Sunday in Barangay Pinantao.

“The bullets can either be used for a .30-caliber machinegun or an M14 rifle,” the police official said.

Cabugwang said police at the checkpoint became suspicious when Jimenez appeared to be restless. When further checked, the bullets in metal links were found in his vehicle.

The suspect said the bullets were intended for a buyer in General Santos City.

Jimenez is currently detained at the Parang Municipal Police Station for violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act.

Mayor Sara Duterte has met with a former high-ranking leader of the New People’s Army (NPA), responsible for various atrocities in Paquibato District here, the Army’s 10th Infantry Division (10ID) confirmed on Monday.

In a statement, the 10ID said Duterte and
Ariane Jane Ramos (alias Marikit), secretary of Guerrilla Front 55, Sub-Regional Committee 5, Southern Mindanao Regional Committee, talked at the headquarters of the 1003 Infantry Brigade on September 10.


The statement added that the meeting was arranged to maximize the potential of Ramos in the Paquibato area as she has vital information and suggestions in achieving lasting peace.

“We all want to achieve peace and we will not stop looking for ways to give it to the Dabawenyos, especially the people of Paquibato,” Duterte posted on Facebook on Saturday.

Ramos, who was involved in extortion activities and armed clashes, used to be affiliated with the League of Filipino Students and Gabriela Youth.

In previous interviews, she said she got tired of fighting and saw how their forces dwindled and weakened.

“I felt alone. The collective leadership inside the party is slowly dwindling and I finally chose to focus on myself. We are just human and we became tired,” she said after her surrender in August 1.

The 10ID said Ramos promised to continue her advocacy in serving indigenous peoples communities and will help the government.

She also encouraged her comrades to come out of hiding and avail themselves of government programs through the Enhanced Comprehensive Local Integration Program (E-CLIP) so they can reunite with their families.

“For the students, let us continue to be critical and focus on our studies. I encouraged activism but let us not come to the point that we are on the brink of thinking about life or death. For the businessmen, let us continue to extend our investment towards the development. Do not give to the demands of the extortion of any groups or organizations particularly using my name. Because I have no consent, I am already on the right track under the 1003rd Brigade and City Government of Davao for sustaining peace, security, and development,” she said.

The Communist Party of the Philippines (CPP), NPA, and National Democratic Front are all designated terrorist organizations in the Philippines.

The United States, European Union, United Kingdom, Australia, Canada, and New Zealand have also tagged the CPP-NPA as a terror group.

A group of Indigenous Cultural Communities/ Indigenous Peoples (ICC/IP) from Surigao del Sur has issued a unified resolution calling for the ouster of Bayan Muna party-list Representative Eufemia Cullamat.

The Provincial Tribal Council (PTC) consisting of the Manobo, Mandaya, and the Mamanwa ICC/IP announced on Monday during the Tagged virtual media briefing of the National Task Force to End Local Communist Armed Conflict that the September 2 resolution issued in Lianga, Surigao del Sur denounced Cullamat and declared her persona non grata in their ancestral domains.


Datu Rico Maca, Municipal Indigenous Peoples Mandatory Representative of San Miguel town and a former municipal tribal chieftain, said 126 IP tribes nationwide backed the resolution.

“Kaya kami dun sa unified resolution dito sa Caraga, nagpalabas kami ng persona non grata against kay Eufemia Cullamat na talagang hindi siya welcome dito sa aming ancestral domain dahil siya pala ang banta sa kinabukasan ng aming kabataan dito (In our unified resolution here in Caraga, we issued a persona non grata declaration against Eufemia Cullamat, that she is no longer welcome in our ancestral domains because we realized that she is the threat to our youth),” Maca said.

He added that tribal leaders and members have been killed but Cullamat wants justice only for those supporting the New People’s Army (NPA).

The resolution stated that ICC and the IP in Caraga Region have been suffering from “decades of manipulation, misrepresentation, and atrocities executed by left-leaning organizations, terrorist groups, and their supporters”.

It further stated that communist terrorist groups controlled the tribes and used their ancestral domains as well as their resources in the guise of helping and promoting development in IP areas.

“Eufemia Cullamat, the representative of Bayan Muna, does not represent the ICCs/IPs of Caraga Region. Her acts and deeds in Congress do not represent the aspirations of the ICCs/IPs,” the resolution read.

The resolution added Cullamat is only using her position to advance her interest and that of the Communist Party of the Philippines (CPP)-NPA.

The PTC said Congress should not recognize Cullamat’s claim as representative of the ICC/IP of Caraga, particularly Surigao del Sur, and disqualify her.

The resolution likewise declared full support behind National Commission on Indigenous Peoples Chair, Secretary Allen Capuyan, and Regional Director and laywer Marlon Bosantog, who have “given all their genuine efforts to promote the rights and welfare of the ICCs/IPs”.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
