AN ALLEGED member of the New People’s Army surrendered to the Revitalized Pulis Sa Barangay (RPSB) in Jose Abad, Santos, Davao Occidental on Wednesday ( July 7).

Police
identified him only as alias Jay-jay legal age, married, and a resident of Sitio Proper, Barangay Culaman, Jose Abad Santos.


Alias Jay-jay surrendered to the RPSB team headed by Lt. Billy Owen Burgos through the coordination with the Davao Occidental Provincial Mobile Force Company lntelligence operatives.

He also turned over his issued firearms consist of US carbine .30 caliber M1 with defaced serial number, two magazine clip with seven .30 cal ammunitions, and an improvised M203 grenade launcher with three live cartridges, and 40mm high explosive to the operatives.

According to him, he surrendered and decided to return to the fold of law because of the scarcity of food in the mountain and his realization on the false ideologies of the communist terrorist groups against the government.

He is now under the custody of Davao Occidental Provincial Mobile Force Company headquarters for proper disposition and documentation for him to avail the Enhanced -Comprehensive Local Integrated Program of the government.

THE SURRENDER of seven leaders of the New People’s Army in June was seen as a major blow to the decades-old communist insurgency, according to the Eastern Mindanao Command.

They were identified as Pedro Arnado, chairperson of Kilusang Magbubukid ng Pilipinas-Southern Mindanao Regional Committee (KMP-SMRC) and national treasurer; Ruel Dum-ogan alias Regan, commanding officer of HQ Force Neo, North Central Mindanao Regional Committee (NCMRC) and his wife DN Saritao, Platoon Medic of Platoon 1 of the same unit; Marvin Magrano alias Loloy, former provincial coordinator of Bayan Muna in Sarangani Province and also the vice-chairman of the now defunct Guerrilla Front Tala’s Pambansa-Demokratikong Paaralan and Regional Headquarters, SMRC; Eping Iligan Salahay alias John, commanding officer and Milisyang Bayan of GF21C, NEMRC; Romeo Bontulan, team leader of Squad Abe, RHQ, SMRC; and alias Dala, a former commanding officer of SYP Gabon, Guerrilla Front 88.


Pedro Arnado was the first to surrender among the seven on June 22 in Barangay Sto. Nino, Arakan, North Cotabato, and was followed by Dum-ogan and his wife on June 24 at Sitio Saluringan, Barangay Canangaan, Cabanglasan, Bukidnon.

Magrano surrendered on June 26 at Sitio Loot, Barangay Poblacion, Malapatan, Sarangani Province.

Also, Salahay surrendered on June 26 in Barangay Kulambugan, Sibagat, Agusan del Sur. Buntolan surrendered on June 27 at Purok 8, Barangay Nueva Visayas, Mawab, Davao de Oro; and alias Dala on June 29 at Jamboree Site, Purok 6, Barangay Alubihid, Buenavista, Agusan del Norte.

Magrano and Regan presented their weapons, anti-personnel mines, rifle grenades, and ammunition to the troops during their surrender. They cited physical exhaustion, weakened party leadership, and weakening of mass bases as the reasons for their surrender.

Lt. Gen. Greg T. Almerol, EastMinCom commander, said this latest development would likely snowball into more surrenders.

“The surrender of these CPP-NPA leaders speaks volumes of how many of their comrades have grown aversed to the violent means by which the communist ideology is being carried out by the reds. Corruption and internal politics within their rotten system also further led others to abandon their cause,” Almerol said.

Apart from this, the EastMinCom also recorded six NPA members were killed, another eight were arrested, and 31 surrendered in June 2021. A total of 58 firearms were captured and recovered by the troops in the same period.

4 BIFF men held for guns

Police detained four suspected members of the Bangsamoro Islamic Freedom Fighters (BIFF) in Datu Abdullah Sangki town on Friday after an inspection of their vehicle yielded high-powered firearms.

Town police chief Lt. Judith Ambong said two rifles and a grenade launcher were recovered from Taib Guimbalangan, 55; Mercipol Zainudin, 27; Ali Mohammad, 25, and Farhan Saludin, 20, when their Hyundai Accent was pulled over at a checkpoint in Barangay Dimaampao.


“We received tips... that a vehicle carrying four armed men was to pass by Barangay Dimaampao from Radja Buayan,” Ambong said.

Six others were recently arrested for carrying assorted guns and 6,000 rounds of ammunition for a 5.56-caliber rifle in neighboring Shariff Saidona Mustapha and Mamasapano.

There is a strong presence of BIFF bandits in the areas.

A suspected Abu Sayyaf bomber was killed while two other bandits were wounded in a military offensive in Patikul, Sulu on Friday.

Maj. Gen. William Gonzales, Joint Task Force Sulu and 11th Infantry Division commander, said troops from the 5th Scout Ranger Battalion launched the operation in the jungles of Bud Daho at around 12:20 p.m.

A
round 20 militants under Mundi Sawadjaan clashed with the soldiers.

Brig. Gen. Antonio Bautista Jr., 1101st Infantry Brigade commander, said the body of the slain bandit was recovered.

Soldiers also overran an encampment of the bandits. They seized 14 hammocks, eight ponchos, three pairs of boots and food items.


“A tracking unit was locating the fleeing Abu Sayyaf group... We believed two other terrorists were wounded in the assault,” Bautista said.

Gonzales dedicated the accomplishment of the troops to the victims of the C-130 plane crash on July 4, who were supposed to reinforce the soldiers in the campaign against terrorists in the area.

“Troops in Sulu are still mourning the death of our comrades who died on the C-130 mishap, but we have no choice but to keep on with our mandate.... We honor them by striving to achieve that mission,” Gonzales said.

Internal threats have hampered the overall effectiveness of Malaysia’s border security in the past. Given that the threat of violent extremism in Southeast Asia has not abated, the Malaysian government and its security agencies, while they combat another wave of COVID-19 infections, cannot afford to leave gaps that may be exploited by opportunistic militant groups.



On 17 May 2021, five members of the terrorist Abu Sayyaf Group (ASG) were gunned down by police in the eastern Malaysian state of Sabah.

The Sabah incident comes after two recent terror incidents in Indonesia. In March 2021, there was a suicide bombing at a Catholic cathedral in Makassar as well as a shootout at police headquarters in Jakarta.

One of the factors that may compromise border security in the Malaysia and hence facilitate the movement of militants is corruption and radicalisation among border and security officials.

In 2015, 70 Malaysian army personnel were discovered to have ties to the so-called Islamic State (IS) terrorist group. In 2016, a Malaysian immigration scandal captured global media attention after 37 immigration officers were found guilty of meddling with the Malaysian immigration system.

‘Corrupt officials and syndicates’ were still exploiting the Immigration Department’s passport issuance system in 2019.

In response, the Malaysian Anti-Corruption Commission conducted a nationwide operation in 2020 codenamed Ops Selat. Subsequently, 39 immigration officers were arrested for receiving bribes to certify the entry and exit of foreigners.

These ‘insider’ threats — the security apparatus being linked to militant groups and bribery among civil servants — exhibit the vulnerability of Malaysian border security.

Militant groups are now leveraging the inequalities exacerbated by COVID-19 to spread extremist ideologies and gain recruits. Such groups use online propaganda to reach people who are spending more time online.

Despite its territorial losses, there has been a spike in IS’s online activities and several Southeast Asian countries, including Malaysia, have reported an increase in IS recruitment efforts.

A Malaysian woman captured the attention of Indonesian security in April 2021 for propagating IS ideology over WhatsApp and Facebook. Since the suicide bombing in Makassar, members of her WhatsApp group have been deliberating on plans for future attacks.

In 2019, Malaysian counter-terrorism authorities noted the new trend of women being used as suicide bombers in Southeast Asia. This came after the arrest of a Malaysian housewife who plotted an IS suicide bombing during the 2018 Malaysian general election. While her operation was foiled, she communicated with over 600 people on social media prior to her arrest.

In September 2020, another Malaysian was sentenced to imprisonment for spreading extremist propaganda. This propaganda included videos that reportedly urged Malaysians to ‘wage war against the Royal Malaysian Police and the Malaysian government’. This and other selected cases illustrate that IS continues to radicalise individuals and attract lone-wolf attackers through its online content.

Those Malaysians who are currently seeking to join IS but cannot travel to Syria are considering going to Mindanao in the Philippines. Malaysian militants have strong connections with the ASG, an IS-linked faction based in and around Jolo and Basilan. The 2017 siege of Marawi alone involved 30 Malaysian fighters.

The ASG has launched some of the Philippines’ most devastating terror attacks, operating from their stronghold in the Muslim-majority southern Philippines since the 1990s. They also frequently operate in inadequately policed sea areas bordering Malaysia and Indonesia. The close geographical proximity between the southern Philippines and East Malaysia has long provided Malaysian militants with the opportunity to pursue regional jihad.

This problem of insufficiently policed maritime areas is not exclusive to the state of Sabah. Several ‘rat trails’ have been recently detected along the coastal areas of Johor through Malaysia’s Ops Benteng, an integrated operation involving several border control agencies launched in 2020. Sea areas are challenging to patrol, so analysts believe that illegal border crossings via Johor’s waterways are conducted through hidden routes.

Furthermore, several Malaysian immigration officers (in Johor among other states) were charged under Ops Selat for corruption, money laundering and bribery to secure the passage of foreign nationals in 2021.

The growing ideological threat from religious extremist groups in Indonesia makes Johor a precarious crossroads for the spread of extremist ideology, as radicalised Malaysians can easily move to Indonesia or Singapore via Johor.

A recent case which illustrated this was of a Malaysian working in Singapore who was arrested for planning to travel to Syria with his Singaporean wife to take up armed violence for IS in July 2020. He actively propagated IS ideology on social media and radicalised his wife, who had been conducting religious classes with an accreditation from the Islamic Religious Council of Singapore.

In January 2021, Malaysian Counterterrorism Chief Normah Ishak declared that COVID-19 movement restrictions had ‘flattened the curve of terrorism in Malaysia’. But Malaysia cannot afford to lower its guard. The country is an ongoing ‘source, transit point and destination country for terrorist groups’ including IS, ASG, al-Qaeda, and Jemaah Islamiya.

Given the porousness of the tri-border region in Sabah and the vulnerable waters of Johor, Malaysia, Indonesia and the Philippines need to ramp up measures to counter the infiltration of their state agencies by militant groups. Regional cooperation and security depend on continued vigilance and cooperation among all countries involved.

A member of the Abu Sayyaf Group (ASG) was killed as Army elite forces overran an encampment of the terror group in the hinterlands of Sulu, the military reported on Saturday.

Maj. Gen. William Gonzales, Joint Task Force (JTF)-Sulu commander, said the troops overran the encampment following
a clash that broke out at about 12:20 p.m. Friday while they were checking on the reported presence of ASG bandits in Bud Daho, Barangay Lumping Pigi Daho, Talipao.

“Immediately, troops of (the) 5th Scout Ranger Battalion who are operating nearby proceeded to the location. Then and there, they fought with more or less 20 Abu Sayyaf bandits under sub-leaders Mundi Sawadjaan and Ellam Nasirin,” he said.

Gonzales, also 11th Infantry Division commander, said the troops found the remains of a slain ASG bandit while clearing the bandit’s encampment as the rest of the ASG bandits scampered in different directions.

Brig. Gen. Antonio Bautista Jr., commander of the 1101st Infantry Brigade, said the troops recovered from the fallen ASG encampment 14 hammocks, eight ponchos, three pairs of boots, and food items.


Bautista said some of the fleeing ASG bandits were wounded during the 20-minute firefight as bloodstains were found in their former encampment site.

“Our combat trackers are doing their best to locate this group. Bloodstains were found at the encampment (of the bandits),” he said.

Meanwhile, Gonzales dedicated Friday’s accomplishment to the casualties of the July 4 plane crash in Patikul, Sulu.

“I commend the 5th Scout Ranger Battalion for this extraordinary feat. Troops here in Sulu are still mourning the death of our comrades who died on the C-130 mishap, but we have no choice (but) to keep on with our mandate. They came here to join us in our campaign for peace in Sulu. We honor them by striving to achieve that mission,” Gonzales said.

Most of the 96 passengers aboard the ill-fated C-130 plane were new enlisted personnel of the Army sent to fight the ASG bandits in Sulu.

The Department of the Interior and Local Government (DILG) assured Friday that villages that have received funds under the Barangay Development Program (BDP) after being cleared of communist insurgency have undergone a rigorous selection process.

“The selection of 822 barangays to receive BDP funds underwent a thorough validation process participated by different stakeholders, particularly the people from the concerned barangays. These barangays share a common history, being exploited or subjected to abuses and deception by the CPP-NPA (Communist Party of the Philippines - New People’s Army),”
Interior Secretary Eduardo Año said in a message to the Philippine News Agency (PNA).

Año’s remarks came in response to a Philippine Daily Inquirer report quoting human rights group Karapatan as saying that the areas that received these funds were in regions that logged the highest number of extrajudicial killings (EJK) and incidents of human rights violations.

“The claims of Karapatan are mere allegations and speculations that had never been substantiated in any judicial court or in any official investigation. This so-called EJK has never been a policy of this government. It is not surprising for Karapatan to make these unfounded allegations because everyone knows the true color of Karapatan,”
he added.


Based on data from the DILG, the Department of Budget and Management (DBM) has approved the funding of 812 barangays, covering 2,276 projects, through the issuance of Special Allotment Release Order (SARO) and the Notice of Cash Allocation (NCA) amounting to PHP16.24 billion as of June 30.

Meanwhile, Año said the funds allocated to the remaining 10 villages have yet to be released as these are still completing documentary project requirements, as prescribed in the policies and procedures under the local budget circulars issued by the DBM.

The top five regions that received the biggest fund allocation are Western Mindanao, Northern Mindanao, Davao region, Soccsksargen, and Caraga.

Earlier, Año said the majority of the projects identified by the recipient barangays are infrastructure projects, which compose the biggest bulk of the funds with 926 farm-to-market roads; 516 water and sanitation projects; 156 health stations; and 135 school buildings.

He said PHP11.61 billion has been earmarked for farm-to-market road projects; PHP2.38 billion for water and sanitation systems; PHP569 million for school buildings; PHP491 million for health stations; PHP482 million for rural electrification; and PHP328 million for agricultural, livelihood, and technical vocational projects.

He added that PHP125.8 million are for other infrastructure projects; PHP110 million for the cost of assistance to indigent individuals and families; PHP87 million for the cost of reconstruction, rehabilitation, repair, and similar projects; PHP22.4 million for housing; and PHP22.5 million for the coronavirus disease 2019 (Covid-19) response projects.

“These projects are tangible proof of the government’s desire to bring development to far-flung areas that have not seen government projects in a very long time,” Año said.

Meanwhile, DILG Undersecretary Jonathan Malaya, also the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) spokesperson on BDP, assured the department would conduct strict monitoring of the BDP projects to ensure its progress and adherence to guidelines and standards set by the law.

Malaya said the DILG would use a portion of its budget for third-party monitoring to be conducted by an accredited non-government entity.

The BDP is a hallmark initiative of the NTF ELCAC, with the end goal of bringing development and delivering various government programs in conflict-afflicted and geographically isolated villages that have been considered "cleared" of the influence of communist rebels.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Even with a few months left in Duterte’s official term, he continues to give huge favors to his armed agents, especially to the Armed Forces of the Philippines (AFP). He often calls them “my soldiers” when he visits their camps, when he incites them to kill or rape, and when he prioritized them to be inoculated. Duterte favored them primarily by lining up their pockets and giving them power.

Serving as foundation of Duterte’s terrorist reign, the military and police are continuously being beefed-up and strengthened. There are now approximately 400,000 soldiers and other state security forces, way more than the 347,000 when his presidency began. The regime also increased the number of CAFGU elements, which it targeted to bring to 79,000 last 2020. In 2015, there were only 56,000 paramilitary elements in the country. The AFP currently has 190 generals while the Philippine National Police (PNP) has 146.

Duterte is increasing the number of military personnel in a desperate attempt to end the armed revolution. In 2016, the Philippine Army which is the biggest branch of the AFP only had 81,000 personnel distributed in 87 maneuver battalions. The 88th IB was deployed in October 2017 as the first among 20-35 battalions which Duterte sought to establish. The 99th IB, one of the newest battalions, is currently stationed at Fort Magsaysay in Nueva Ecija

US funds and control

It was easy for Duterte to carry out his plans as these were funded by the US. From 2016-2019, the regime received a total of ₱27.2 billion in military aid. This included the ₱13.1 billion worth of weapons and military equipment. The regime is set to receive an additional ₱9.8 billion in aid this year.

Among those funded by the US was the establishment of the 11th ID in 2018 which currently covers the islands and seas of Sulu and is targeted to be filled with 4,500 personnel. Part of this is the 1st Brigade Combat Team (BCT) of the Philippine Army which was patterned after the military structure of the US and is directly funded by it. It operates with complete aerial support, cannons, armored personnel carrier, and others. The 11th ID and BCTs are directed by the US under the pretext of conducting military exercises.

The regime also established a Cyber Battalion of the army which focuses on attacks using the internet.

In line with Duterte’s aligning with China, the AFP also received Chinese military aid. This includes 6,000 Norinco rifles which the regime received in 2016. As part of its rivalry with the US, China is exerting efforts to influence AFP officials to counter the US’ control over the military. It is evident that there is now a pro-China faction in the AFP which believes in the growing power of China in the region, or benefits from kickbacks from anomalous public contracts and receives favor from Chinese drug and smuggling syndicates.

Rewarding the butchers

Since 2016, Duterte has pushed salary increases for his soldiers and police. He was able to gain their loyalty by doubling the monthly salary of regular troops up to generals. The basic salary of new soldiers (₱29,668) is higher by ₱6,000 compared to the entry-level salary of public school teachers. Meanwhile, the monthly basic pay of nurses remain at ₱22,000-₱24,000. The increase was implemented to attract more recruits. However, AFP branches have yet to achieve their recruitment targets.

On top of this, soldiers and police receive various allowances and benefits for food, clothing, housing and others. Those who participate in operations and combat receive additional allowances. Their take home pay is relatively higher as they are not obliged to contribute to national pension funds unlike other government employees.

Officials receive separate allowances. Captains receive an additional ₱7,000 while the highest ranking general receives ₱35,000. This excludes rewards given to soldiers who are decorated with medals which can reach up to ₱100,000 monthly.

These are still minimal compared to huge rewards given by the regime to generals in exchange for their support. Duterte placed military officials in key government positions after retiring, favoring particularly generals who were previously deployed in Davao. Retired military officials occupy at least 12 positions in his cabinet, in addition to those with lower positions.

Generals aggrandize themselves with public funds. In his attempt to control the flow of illegal drugs and contrabands into the country, he immediately placed a retired military official to head Bureau of Customs (BOC) when he sat in power. When the attempt of former BOC chief Nicanor Faeldon to smuggle ₱6.5 billion worth of shabu was botched, Duterte replaced him with two other former generals.

He also appointed three former military and police officials to successively head the Bureau of Corrections to control the operations of druglords inside prison compounds.

In 2017, millions of pesos are believed to have been pocketed by Duterte’s generals by securing the procurement of the warships for the Philippine Navy. Even Duterte himself is involved in the anomalous ₱16-billion contract. His generals have also benefited from Duterte’s termination of rival government officials under the pretext of the “war on corruption” and “war on drugs.”

CPP/Ang Bayan: Philippines relisted in money laundering grey list

The Financial Action Task Force (FATF) once again placed the Philippines in its “grey list” last June 24. This means the FATF will put the country’s bank and financial transactions under closer scrutiny.

Money laundering is “cleaning” illegally obtained dirty money through transfers involving banks or investments in legitimate businesses. The FATF is an international watchdog created by the G7 to monitor money laundering. The Philippines was blacklisted in 2000 and grey-listed in 2012.

The FATF placed the country on the list despite amendments done by Rodrigo Duterte to the Anti-Money Laundering Act last February and the passage of the Anti-Terror Law in June 2020 supposedly to counter “terror financing.” This is because both laws did not target the main sources of dirty money in the country—drug trafficking and corruption.

In 2019, the Anti-Money Laundering Council (AMLC) investigated 161,650 suspicious transaction reports (STR) from January 2013 to December 2017 worth ₱17.9 trillion. The agency discovered that 12,508 STRs worth ₱10 trillion involves drug trafficking and related crimes. Half (₱5 trillion) was reported during the Duterte regime’s first year of “war against drugs.” Between 2015 and 2016, the value of STR involving illegal drug trade rose by 200% . Despite dropping in 2017, suspicious transactions involving drugs remained higher compared to 2014. STRs are submitted to the AMLC for transactions suspected of involving dirty money.

Almost all transactions went through local banks. Some (29%) disappeared to the US, Costa Rica, Malaysia and Nigeria but bulk of the funds circulated inside the country.

In another more extensive study released by the AMLC in 2020, suspicious transactions rose by 11 times from 2013 to 2020. Between 2019 and 2020, it estimated that STRs increased by 68%, from 623,000 to 1.01 million.

Since 2012, international agencies monitoring international drug trafficking have put money laundering in the Philippines as a “serious concern.” In its 2021 International Narcotics Strategy Report released in March, the US said that Chinese syndicates have been using the Philippines as a regional transit country for illegal drugs and dirty money. These syndicates also supply the bulk of illegal drugs that are locally circulated and consumed. An AMLC report said 54% of the STRs submitted from January 1 to September 2020 are related to drug trafficking.

Other than the international operations of drug syndicates, corruption by government officials and human trafficking—both predicate crimes to money laundering—are also high in the Philippines. The inflow and outflow of dirty money is made easier when coupled with high volumes of remittances from migrant Filipinos. In addition to local banks, money is also laundered through private businesses, notably casinos. (One of the biggest casino owners in the Philippines is Duterte’s mega-crony Enrique Razon. His other crony, Dennis Uy, is set to build a giant casino in Cebu.)

In a separate report, the Securities Exchange Commission identified corruption as the main source of dirty money entering the country’s financial sector from 2017 to 2019. Most of the funds are from local politicians, though some were suspected to be from China. According to the SEC report, “terror financing” is “extremely low or nil.”

The helicopters and planes of the Armed Forces of the Philippines (AFP) have been recently dubbed as “flying coffins.” This came after the crash of a C-130 Hercules transport plane of the AFP last July 4 in Barangay Bangkal, Patikul, Sulu, which recorded the highest number of casualties in the past three decades.

Latest reports confirmed that 52 have died, including 49 soldiers and three residents of Sitio Amman of the said barangay. At least 53 were wounded and currently being treated, including 49 soldiers and four civilians.

The secondhand plane was purchased by the regime just this January from the US. The war matériel of the AFP are mostly secondhand, including its warships and war planes which have been used since the World War 2 and the US war of aggression in Vietnam from the 1960s to 1970s.

The incident happened just a few days after Defense Sec. Delfin Lorenzana Lorenzana grounded the AFP’s fleet of Black Hawk helicopter on June 24, following a helicopter crash during a night proficiency training in Capas, Tarlac.

The combat utility helicopter crashed in the evening of June 23 after taking off from a former military base. The following day, search and rescue teams were able to locate the ravaged helicopter at Crow Valley in Tarlac. All of its six crew and passengers were killed.

The crashed helicopter was among the 16 S-70i Black Hawk helicopters purchased by the Philippines from Poland in 2019. Six of these, including that which crashed, arrived in the country in November 2020. Five more helicopters arrived this June and the last batch is expected to arrive by the end of the year.

The 16 helicopters are part of the $241-million contract (₱11.8 billion) between the Philippines and Poland in 2019. These were manufactured by PZL Mielec in Poland, a subsidiary of US company Lockheed Martin. (The Philippines was forced to buy from Poland after Canada refused to sell war matériel to the country because of the regime’s terrible human rights record.)

In all, 18 pilots and soldiers have been killed in successive helicopter crashes which took place since July 2020 until June 23 this year.

Last July 2020, four crew and soldiers were killed and another wounded when a Huey helicopter crashed while conducting night proficiency training in northern Luzon.

In January 2021, a UH-1H Huey helicopter of the 205th Tactical Helicopter Wing crashed in Bulonay, Impasug-ong, Bukidnon, killing seven crew and passengers. The helicopter was deployed to support the combat operations of the 8th IB against the New People’s Army.

Last April, a pilot of the Philippine Air Force died while three passengers were wounded when an MG520 helicopter gunship of the 15th Strike Wing crashed in Jetafe, Bohol.

75-years of neocolonialism. Around 100 students mounted a lightning rally in front of the United States Embassy in Pasay City on July 4. Youth activists led by the League of Filipino Students demanded the abrogation of the Visiting Forces Agreement, Enhanced Defense Cooperation Agreement and other unequal agreements and treaties between the Philippines and the US. They also condemned the Duterte regime for being openly subservient to the US and for selling out the country’s sovereignty.

Pri­de Protest. LGBTQ+ groups and their supporters converged at the Bantayog ng mga Bayani, Quezon City on June 26 to commemorate the Pride Month and uphold the LGBTQ+ sector’s rights and struggle against discrimination. The protest was spearheaded by Bahaghari and Metro Manila Pride. Pride protests were also mounted by various organizations in Pampanga and Laguna.

Junk Anti-Terrorism Law. National democratic groups protested in front of the Supreme Court in Padre Faura, Manila City on July 6 to demand the junking of the Duterte regime’s Anti-Terror Law. The law has been enacted for exactly a year last July 3 but the Supreme Court has yet to release its decision on the petitions filed against it.

More than a thousand individuals marched to the Mendiola Bridge in Manila to mark Rodrigo Duterte’s fifth year in power last June 30 and hold him accountable for his regime of corruption, treachery, killings, and oppression.

Led by Bagong Alyansang Makabayan, various organizations demanded an end to the killings and for the Duterte regime to be prosecuted for all its crimes against the people. A similar protest was mounted in San Pedro City, Laguna.

On the same day, health workers protested in front of the Department of Health office in Manila City to demand their unpaid benefits and Sec. Francisco Duque III’s resignation.

Sweden-based cybersecurity watchdog Qurium Media exposed in a report last June 22 that the Armed Forces of the Philippines (AFP) and Department of Science and Technology (DOST) were behind the distributed denial-of-service (DDoS) attacks against the websites of Bulatlat, Altermidya and Karapatan. The attacks began mid-May and peaked in June, and continue until today. The websites were flooded with millions of requests to render their services unavailable.

These were mounted simultaneously with DDoS attacks on the Philippine Revolution Web Central (PRWC at https://cpp.ph) which resulted in intermittent service disruptions. The AFP also used fake Twitter accounts to push for temporary suspension of the handle of the CPP (@prwc_info) and permanent ban on the handle of its information officer (@marco_cpp).

According to Qurium, the attacks were traced to IP addresses linked to an office of the military in Taguig City, and to the Philippine Research, and Government Information Network of the DOST. The Congress is now pushing to investigate the attacks.

Meanwhile, unauthorized elements hijacked the membership application of 1Sambayan during the second week of June. The group believes that their political rivals orchestrated the attack.

Red fighters disarmed the security guards of MR1 Construction Company on June 24 in Barangay Zone 3, Lanuza, Surigao del Sur. Seized during the said operation were two M16 rifles, a shotgun, a .45 caliber pistol and other military equipment. A security guard and a CAFGU element were killed during the offensive. The company is owned by Paulo Lopez, a relative of Rep. Prospero Pichay, Jr.

On the same day, the New People’s Army (NPA)-Surigao del Sur ambushed policemen aboard a patrol vehicle who responded to the incident. The NPA also fired at a unit of the Regional Mobile Group in the area.

In Samar, the NPA-Northern Samar were able to evict the occupying troops of the 20th IB conducting Retooled Community Support Program (RCSP) in barangays Epaw and Sag-od in Las Navas. On June 18 and 19, Red fighters sniped soldiers at Barangay Epaw. Earlier, Red fighters also sniped 20th IB elements occupying the borders of barangays Epaw and Sag-od.

The soldiers left the area on June 21 and have not returned since then to conduct RCSP.

During the past weeks, one case each of killing and artillery shelling were reported in Negros Occidental, while 22 families evacuated in Surigao del Sur. Five civilians were arrested in Bohol, Laguna and Agusan del Sur.

Killing. Elements of the 3rd ID gunned down Erming Pacheco, a Tumandok, at Sitio Dala-upon, Carabalan, Himamaylan City. He was accused of involvement in an encounter between the military and Red fighters near the area.

Shelling. On the same day, the 3rd ID shelled the mountainous areas of Himamaylan City and Binalbagan from 10 a.m. to 2 p.m. This attack traumatized residents and damaged their source of livelihood.

Evacuation. In Surigao del Sur, 22 families (100 individuals) from Sitio Panukmoan and Sitio Manluy-a, Barangay Diatagon, Lianga evacuated from their community on June 23. The evacuees are from the same barangay where three civilians were massacred by soldiers of the 3rd Special Forces Battalion on June 15. The soldiers threatened to kill anyone who will speak about the massacre.

Illegal arrest. Elements of the 47th IB simultaneously arrested Carmilo Tabada, coordinator of Central Visayas Farmers Development Center, in Trinidad, Bohol, and Rev. Nathaniel Vallente, pastor of the United Churches of Christ in the Philippines, in San Jose, Mabini, Bohol, on June 25. Evidences of firearms and ammunition were planted in their possession, and both were slapped with trumped-up charges. They were earlier red-tagged by the regime.

On the same day, the police arrested Dana Marie Marcellana and Christian Relao in San Diego, San Pablo City, Laguna. They were slapped with trumped-up charges of rebellion and illegal possession of firearms.

In Agusan del Sur, the 8th Special Forces Company arrested a 12-year old child at Sitio Marang, Barangay Mabuhay, Prosperidad on June 4. Prior to the arrest, soldiers indiscriminately fired their weapons at farmers harvesting corn. Two farmers were wounded. Twelve children were among the harvesters.

Harassment. Soldiers and policemen illegally searched seven houses of members of the Trinidad-Talibon Integrated Farmers Association in Trinidad, Bohol on June 27 and June 28.

A farmer was killed and 19 civilians were arrested in military operations across Bicol during the past two weeks. Many areas across the region are currently under military occupation.

Elements of the Regional Mobile Force Battalion gunned down farmer Alex Llabres at his house in Barangay San Roque Heights, Bula, Camarines Sur last June 24.

In Sorsogon, the 22nd IB illegally arrested 13 individuals including six minors in Bulan last June 28. Soldiers initially arrested Alvin Mapula along with his 2-year old niece Althea Mapula, and 13-year old nephew Janrex Mapula, 13, in Barangay Bulawan.

They also illegally detained the relatives who were searching for the victims. Editha Mapula, 43; Mary Ann Mapula, 29; Angel Mapula, 12; Rey Mapula, 4; RJ Mapula, 7; Renz Guelas, 13; Sunny Preconcillo, 48; Emy Preconcillo, 39 and Dante Bandola, 50, are still detained.

On the same day, state forces arrested Laurente Gestole, resident of Barangay Cadandanan. They also harassed and threatened to arrest Regine Graida and Geraldine Gestole, residents of Barangay Calpi. In the town of Donsol, state forces shot and illegally arrested farmer Jesus Macenas last June 17.

In Masbate, state forces arrested teacher Mariel Suson, 22, and Jennifer Dollison Nuñez, a member of Amihan Bicol and Sano Arendain ng Kilusang Magbubukid ng Bicol on June 22 and 23 in Barangay San Jose, Uson.

On June 18, the elements of the 2nd IB arrested Joseph Delara, 18, resident of Candelaria, Uson, and Jude Serafin resident of Tuburan, Cawayan. Serafin is still under police detention.

Meanwhile, 23 out of the 44 barangays of Tinambac, three in Lagonoy, and two in Goa, Camarines Sur are occupied by the 83rd IB. The soldiers have been encamped in these villages under the pretext of conducting Retooled Community Support Program operations.

The occupation aims to prepare the communities for the entry of big mining, quarrying and ecotourism companies in the Partido district. These companies primarily aim to plunder Tinambac which serves as the largest water reservoir in Camarines Sur. The mountains of the said are have rich mineral and wood resources.

The Duterte regime’s Covid-19 fund worth billions of pesos is a corruption goldmine. Government reports last June 25 estimate that ₱168.7 billion or 25.43% of the entire ₱665.7 billion appropriated for the program have not been spent by various agencies of the Duterte government since March 2020 for unexplained reasons.

These funds were from the Bayanihan 1 (₱393.63 billion) and Bayanihan 2 (₱205.12 billion), and budget appropriations to various agencies in the national budget for 2021 (₱66.97 billion).

The biggest chunk of unspent funds are in the Department of Health (DOH). Of its ₱157.4-billion fund, it only managed to spend ₱51.4 billion to procure vaccines and support health workers, among others.

Particularly, it only spent ₱1.12 billion of the ₱5.26-billion allocation for the procurement of vaccines. The ₱9-billion budget for payment of special risk allowance of health workers was only released last June 29.

The ₱16.24-million allocation for health workers at the University of the Philippines-Philippine General Hospital remains unutilized. This is despite the continuous clamor of the sector led by the Alliance of Health Workers.

End of Bayanihan 2

Government agencies with unspent funds include the Department of Social Welfare and Development or DSWD (₱1.3 billion), Department of Public Works and Highways (₱1 billion), Department of Agriculture (₱658.3 million), Department of the Interior and Local Government (₱580.471 million), DOH (₱266.2 million), and Department of Labor and Employment (₱224 million.)

Unspent Bayanihan 2 funds will be reverted back to the National Treasury as the extended law expired on June 30. Approximately 4.6% or ₱6.5 billion of the ₱141.6 billion of the extended Bayanihan 2 remains unspent by various government departments.

Several personalities and groups criticized the regime’s negligence. According to Rep. Edcel Lagman of Albay, the expiration of Bayanihan 2 with billions of still unspent funds is a “serious indictment” of the regime’s negligence and failure to respond to the pandemic.

The Alliance of Concerned Teachers also criticized the Department of Education for failing to utilize the ₱1.7-billion allocation for distance learning. The said budget was particularly allocated for the printing of learning modules, and aid for teachers among others.

The regime’s free public transportation program also ended with the expiration of Bayanihan 2. This is despite shortages in public transport especially in Metro Manila.

Spending probe

Sen. Sonny Angara, chairperson of the Senate Committee on Finance, said that the committee will probe into the spending of each government agency to identify the reasons behind the slow utilization of funds.

Last month, the Senate also questioned the sluggish disbursement by the DBM despite the implementation of the Anti-Red Tape Authority which supposedly aims to expedite the process.
Last February and May, Sen. Francis Pangilinan and Sen. Risa Hontiveros respectively filed their resolutions to audit the Bayanihan funds. Thirty-seven lawmakers also filed similar resolutions in the Lower House.

Last July 3, Sen. Manny Pacquiao alleged that ₱10.4 billion in Social Amelioration Program (SAP) of the DSWD are missing. He said that of the 1.8 million beneficiaries who were supposed to the cash aid through mobile application Starpay, only 500,000 were able to claim their share.

Aside from DSWD, he also tagged the DOH and Department of Energy as corrupt. He alleged that the DOH is buying near-expiry drugs at regular prices when prices should be lower.

“Without proper accounting, we cannot blame the people for thinking that this administration is trying to create an enormous war chest in the run-up for the 2022 elections,” said Bayan Muna Partylist Rep. Carlos Zarate.

We are still awaiting a detailed report about the tactical offensive mounted by the New People’s Army (NPA) last Wednesday in Jipapad, Eastern Samar. Based on news reports, however, it is clear that the action was a legitimate act of war against military targets.

The military and paramilitary forces who were ambushed by the NPA were fully armed and ready to engage in battle. According to the AFP’s spot report, their forces engaged the NPA unit in a 20-minute gun battle where they suffered several casualties.

The claim by some quarters that the tactical offensive violated human rights is baseless and ridiculous. It was mounted by the NPA in the context of the ongoing civil war in the Philippines. The conduct of the tactical offensive is fully in line with international laws on war.

The landmine (command-detonated explosive) used by the NPA is not a prohibited weapon under the Ottawa Treaty or any other international treaties. The weapon was properly employed in the Wednesday ambush as no civilian was hurt. We urge everyone to avoid blanket condemnation of the use of landmines which does not help educate the public about the laws of war.

We would like to point out that not all landmines are prohibited under the Ottawa Treaty of 1997. In fact, the armed forces of Canada (where the landmine treaty was signed) also possesses mines (C19 Detonated Weapon) which it says “does not qualify as a landmine under the treaty because it is fired by a person and not by a pressure plate” which work similarly to the NPA’s landmines.

The Communist Party of the Philippines (CPP) extends profound sympathies to the family, friends and colleagues of Jose Jaime (Nonoy) Espina, son of Negros, and one of the country’s strongest pillars of press freedom. Ka Nonoy passed away last Wednesday.

Ka Nonoy was a journalist of several decades who became known for having courageously opposed state suppression and censorship and fought for the democratic rights and interests of media workers. He stood firmly on the side of the oppressed and exploited masses and helped their advocacies and struggles.

For his commitment, Ka Nonoy earned the ire of those in power and lived a life under threat of being silenced. He would, however, never be muffled, not by Marcos nor by Duterte.

Ka Nonoy’s lifelong dedication to the people and his craft will always be admired and emulated by the younger generation of Filipino journalists and advocates of the Filipino people.

Camp Navarro, Calarian, Zamboanga City – July 10, 2021 an armed confrontation transpired between the military and more or less 25 Abu Sayyaf Group members in Sulu on July 9, 2021.

“Based on the report, troops of the Joint Task Force Sulu were conducting focused military operations when they encountered the local terrorists under ASG Sub-Leader Mundi Sawadjaan in Bud Daho, Barangay Lumping Pigi Daho, Talipao, Sulu,” said Lieutenant General Corleto Vinluan, Jr., Commander, Western Mindanao Command.

Joint Task Force Sulu Commander Major General William Gonzales said that “residents of Brgy Lumping Pigi Daho reported that they have seen tents made of laminated sacks. Immediately, troops of the 5th Scout Ranger Battalion who are operating nearby proceeded to the location. Then and there, they fought with more or less 20 Abu Sayyaf’s under sub-leader Mundi Sawadjaan and Ellam Nasirin. Upon clearing the encounter site, the troops found the cadaver of an unidentified bandit.”

While scouring the clash site, troops recovered 14 hammocks, eight ponchos, three pairs of boots, and assorted foodstuff.

The slain terrorist was brought to Kuta Heneral Teodulfo Bautista Station Hospital for identification and proper disposition while troops continue the clearing and pursuit operations.

During the conduct of pursuit operations, troops discovered an ASG lair that can accommodate more or less 20 individuals situated few meters away from the encounter site.

“The conduct of the Community Support Programs (CSP) gained the trust and support of our Muslim brothers and sisters in ending terrorism in the province of Sulu,” said Brigadier General Antonio Bautista, Commander of 1101st Infantry Brigade.

Meanwhile, Lieutenant General Vinluan, Jr. said, the Joint Task Force Sulu continues to employ more pressure on the remaining terrorists to possibly neutralize them and gain more enemy strongholds.

“Rest assured that the military will exert more efforts towards the attainment of lasting peace and sustainable development in the province of Sulu,” Lieutenant General Vinluan, Jr. further stated.

JTF Sulu has neutralized a total of 126 ASG personalities since January 2021, 19 of which were killed, 88 surrendered, and 19 were apprehended.

CAMP HERNANDEZ, Dingle, Iloilo — An anti-personnel mine (APM) weighing no less than eight kilograms recovered by the Army’s 61st Infantry “HUNTER” Battalion (61IB) once again proves the communist terrorists’ blatant disregard for human life.

The 301st Infantry “Bayanihan” Brigade strongly condemns the CTG’s continuing violation of International Humanitarian Law that prohibits the use of said device which is capable of inflicting massive casualties indiscriminately for it does not distinguish civilians from combatants.

Hunter Troops recovered the APM with approximately 150 meters of electrical wire on July 07, 2021, at Sitio Parapada, Barangay Lanag Norte, Tubungan, Iloilo, following the revelation of concerned citizens.

Brigadier General Marion R Sison, Commander of the 301st Infantry Brigade, lauded the personnel of the 61IB for their relentless efforts in putting a stop to communist terrorists’ atrocities.

“Malinaw na walang respeto di lamang sa karapatan, kundi sa buhay ng tao ang mga komunistang teroristang ito. Their continued use of the prohibited anti-personnel mine shows that they do not value human life, especially of innocent civilians. It is a blatant violation of the International Humanitarian Law. Walang puwang ang mga teroristang ito sa ating mga komunidad. Sama-sama natin silang ikondena upang tuluyan ng mawakasan ang dahas na dulot ng terorismo,” Brigadier General Sison said.

IMPASUGONG, BUKIDNON – Tired and weary Communist Terrorist Group (CTG) leader and members laid down their arms to choose peace and surrendered to the 8th Infantry “Dependable” Battalion, 403rd Infantry “Peacemaker” Brigade, Philippine Army in Brgy. Poblacion, Impasugong, Bukidnon last July 3, 2021.

The new surrenderees were identified as Antonio Gayento @Gab/Jano/Gassi/Lagim, 32, Commander, Front Organizational Command (FOC), GF89, North Central Mindanao Regional Committee (NCMRC); Cynthia Sante @Kim/Mortal, 18, Medic/Platoon Guide, Squad 2, Platoon PBY, GF89, SRC2, NCMRC; and Remark Letonia, @Aswang/Jerom, 18, Supply Officer, Squad 1, Platoon PBY, GF89, SRC2, NCMRC.

According to Gayento, he became exhausted on fighting for the CTG for more than nine years, “Grabe akong kakapoy ug kasubo sa bukid sukad ako nahimong myembro sa NPA. Walay natabang sa akoa ang hukbo mao nabungkag ang akong pamilya tungod sa armadong pakigbisog. Ako dakong nagbasol nganu nga nahimo pa akong myembro ning teroristang grupo,” Gayento emotionally said. (I felt very exhausted and miserable in the mountains after becoming a member of the NPA. They weren’t able to help me. Instead, the armed struggle is the reason why my family got broken. I really regret joining and becoming a member of the Terrorist group).

Lieutenant Colonel Edgardo Talaroc Jr, Commander 8IB expressed, “Kami nagapasalamat sa desisyon nila Antonio Gayento ug mga kaubanan niini nga mobalik sa sabakan sa gobyerno ug gipili nga mabuhing malinawon. Nalipay usab kami nga duna na usab pamilya nga naluwas ug pakyas nga mabungkag tungod sa komunistang grupo. Naglaum kami nga daghan pang uban ang mosunod kanila tungod kahibalo kami nga wala na silay laing maadtuan, naglisod na sila sa bukid, kapoy na ug gutom pa.” (We are grateful that Antonio Gayento’s group decided to return to the folds of the law and chose to live a peaceful life. We are also happy that we were able to save another family from being destroyed by the Communist Terrorist Group (CTG). We are hoping that more CTG members will follow their footsteps because we know that they have nowhere else to go, they are struggling in the mountains, they are tired and are hungry.)

Brigadier General Ferdinand Barandon, Commander, 403rd Brigade also said, “The surrender of Gayento will put the CTG in disarray especially that he is one of the leaders under GF89. We will help in order for them to become Enhanced Comprehensive Local Integration Program (ECLIP) beneficiaries.” “I am thankful to our peace and development partners such as the Local Government Units (LGUs), Local Government Agencies (LGAs) and other government offices in our area of responsibility because the surrender of Gayento is a living proof that unity and collective efforts will surely bring about the end of our insurgency problem,” Brigadier General Barandon ended.

July 10, 2021, Kuta Heneral Teodulfo Bautista Jolo, Sulu – Troops figure in an encounter with Abu Sayyaf Group (ASG) bandits in Bud Daho, Brgy Lumping Pigi Talipao, Sulu at 12:20 pm of July 9, 2021. Their win is dedicated to their fallen comrades.

“Residents of Brgy Langhub reported that they have seen tents made of laminated sacks. Immediately, troops of 5th Scout Ranger Battalion who are operating nearby proceeded to the location. Then and there, they fought with more or less 20 Abu Sayyafs under sub-leader Mundi Sawadjaan and Ellam Nasirin. Upon clearing the encounter site, the troops found the cadaver of an unidentified bandit,” said 11th Infantry Division Commander Major General William N Gonzales.

According to 1101st Infantry Brigade Commander Brigadier General Antonio Bautista Jr, the rangers were also able to recover 14 hammocks, 8 ponchos, 3 pairs of boots and foodstuffs. “Our combat trackers are doing their best to locate this group. Bloodstains were found at the temporary encampment and we believe that at least two other bandits are wounded during the 20-minutes gun battle.”

In a statement, Major General Gonzales dedicated this accomplishment to the casualties on the July 4, 2021 incident:

“I commend the 5th Scout Ranger Battalion for this extraordinary feat. Troops here in Sulu are still mourning the death of our comrades who died on the C-130 mishap, but we have no choice but to keep on with our mandate. They came here to join us in our campaign for peace in Sulu. We honor them by striving to achieve that mission.”

A number of personnel from 11th Infantry Alakdan Division is at mainland Mindanao tending to the needs of the injured and assisting the families of the decease.

Camp Navarro, Calarian, Zamboanga City – Local government officials of the municipality of Al-Barka signed the Memorandum of Understanding (MOU) on Small Arms and Light Weapons (SALW) Program on July 9, 2021.

According to Lieutenant General Corleto Vinluan, Jr., Commander of Western Mindanao Command, Al-Barka is the 10th municipality that vowed support to the SALW program of the government.

The signing of MOU was held at the covered court of Barangay Magcawa, Al-Barka, and was witnessed by Joint Task Force (JTF) Basilan Commander Brigadier General Domingo Gobway, Basilan Provincial Police Office Director Colonel Rodrigo Maramo, 18th Infantry Battalion Commander Lieutenant Colonel Egverr Jonathan Abutin, and Basilan Governor Jim Hataman Salliman.

In his message, Brigadier General Gobway commended the local government officials of Al-Barka for leading the way towards peace and harmony in the battle-stricken municipality.

“I am very pleased to see the sincerity of the local leaders to support our peaceful mechanisms and actively participate in our campaign against the proliferation of loose firearms,” said Brigadier General Gobway.

Among those who participated in the signing of MOU are the elected municipal and barangay officials of Al-Barka led by Mayor Darussalam Lajid.

During the activity, Lieutenant Colonel Abutin together with Mayor Lajid presented 9 loose firearms that were voluntarily surrendered by civilians from the different barangays of the said municipality.

The turned-over firearms include two M16 rifles both with M203 Grenade Launcher, six M1 Garand rifles, and one Shotgun.

“The Western Mindanao Command is very grateful to the local government units and the peace-loving people of Mindanao for their overwhelming support to all our endeavors,” said Lieutenant General Vinluan, Jr.

“I commend the hardworking officers and personnel of JTF Basilan for recovering a total of 155 loose firearms from January 2021 to date. Let us continue to work doubly to sustain the peace in the communities,” the commander added.

NSFA, PANACAN, DAVAO CITY – Seven more leaders of the Communist Party of the Philippines-New People’s Army (CPP-NPA) capitulated in June for what is deemed to be a major blow to the decades-old communist insurgency.

The CPP-NPA leaders who yielded to the different units of Eastern Mindanao Command (EastMinCom) were identified as Pedro Arnado, chairperson of Kilusang Magbubukid ng Pilipinas-Southern Mindanao Regional Committee (KMP-SMRC) and national treasurer; Ruel Dum-ogan alias Regan, Commanding Officer of HQ Force Neo, North Central Mindanao Regional Committee (NCMRC) and his wife DN Saritao, Platoon Medic of Platoon 1 of the same unit; Marvin Magrano alias Loloy, former Provincial Coordinator of Bayan Muna Sarangani Province and also the Vice Chairman of the now defunct Guerrilla Front Tala’s Pambansa-Demokratikong Paaralan and Regional Headquarters, SMRC; Eping Iligan Salahay alias John, Commanding Officer and Milisyang Bayan of GF21C, NEMRC; Romeo Bontulan, Team leader of Squad Abe, RHQ, SMRC; and alias Dala, a former Commanding Officer of SYP Gabon, Guerrilla Front 88.

Pedro Arnado was the first to surrender among the seven on June 22 in Barangay Sto. Nino, Arakan, North Cotabato and was followed by Dum-ogan and his wife on June 24 at Sitio Saluringan, Barangay Canangaan, Cabanglasan, Bukidnon. Marvin Magrano surrendered on June 26 at Sitio Loot, Barangay Poblacion, Malapatan, Sarangani Province. Also, Eping Salahay surrendered on June 26 in Barangay Kulambugan, Sibagat, Agusan del Sur. Romeo Buntolan surrendered on June 27 at Purok 8, Barangay Nueva Visayas, Mawab, Davao de Oro; and alias Dala on June 29 at Jamboree Site, Purok 6, Barangay Alubihid, Buenavista, Agusan del Norte.

Magrano and Regan presented their weapons, anti-personnel mines, rifle grenades, and ammunition to the troops during their surrender. The former CPP-NPA leaders cited the same reasons that prompted them to surrender such as physical exhaustion, weakened party leadership, and weakening of mass bases.

EastMinCom Commander Lieutenant General Greg T. Almerol said this latest development puts the CPP-NPA to shame and will likely encourage their remaining members and allies to finally embrace the government.

“The surrender of these CPP-NPA leaders speaks volumes of how many of their comrades have grown averse to the violence means which the communist ideology is being carried out by the reds. Corruption and internal politics within their rotten system also further led others to abandon their cause,” Lieutenant General Almerol said.

Apart from this, EastMinCom also recorded that six NPA members were killed, another eight were arrested, and 31 surrendered in June 2021. Seven members of the NPA’s Underground Mass Organization (UGMO) renounced their ties with the Communist Terrorist Group.

A total of 58 firearms were captured and recovered by the troops during the intensified military operations and through surrender of the rebels for the month of June 2021.

Meanwhile, Lieutenant General Almerol reiterated the government’s call to the remaining members and allies of the CPP-NPA to peacefully surrender and avail of the livelihood, financial, housing, and scholarship assistance from the government through the Enhanced Comprehensive Local Integration Progra
