Provincial Governor Nelson L. Dayanghirang welcomed Seven (7) Former Rebels (FRs) on July 5, 2021 (Monday) at the Provincial Capitol in a ceremony dubbed as “Pag-uli: Acceptance Ceremony for Returning Rebels.”

Present also in the event were Mr. Orlie A Cabaobao, Provincial Director, DILG Davao Oriental, Ms Sarah Gudes, Provincial Head, PSWDO, Colonel Oliver C Maquiling Inf (GSC) PA, 701st Brigade Commander and Police Major Tesorero, PCR Officer, Davao Oriental Police Provincial Office.

The Governor led the acceptance of the seven FRs and handed P100, 000 to every surrenderee as cash reward. The tipsters who negotiated for their surrender also received P50, 000 each. Also highlighted during the ceremony is the Ultimax Submachine gun that was surrendered by one of the FRs.

The returning rebels will be processed through the Enhanced Comprehensive Local Integration Program (ECLIP) before being fully integrated back to society.

Pantukan, Davao de Oro – The spirit of Bayanihan was once again seen as the 48th Infantry “Guardians” Battalion (48IB), youth volunteers, Army Artillery personnel and members of The Christ the King Chapel joined hand in hand for the Chapel’s renovation and rehabilitation in Purok 14-B, Sitio Upper Lahi, Brgy Magnaga, Pantukan, Davao de Oro on July 4, 2021.

The activity was conducted after the Guardians Battalion donated the needed materials for the renovation of the chapel that include four (4) bags of cement, four (4) gallons of paint with brushes and 80 pieces hollow blocks. Manpower assistant was also provided by the churchgoers, youths and personnel from Army Artillery.

Battalion Sergeant Major Master Sergeant Daniel R Vallador collaborated with Christ the King Lay Minister Jonel Ladama for the turn-over of the materials and subsequently started the renovation of the chapel. Tagaytay Youth Towards Development President Mr. Joey Sadingan and 2nd Howitzer Platoon Charlie Battery, 2nd Field Artillery Battalion personnel likewise offered their help for the said activity.

“Lubos ang aming pagpapasalamat sa 48IB sa kanilang tulong sa amin sa mga serbisyo dito sa amin, pagbibigay ng karagdagang project dito sa aming GKK. Sana po marami pa po kayong matulungan kagaya namin”, said Mr Ladama.

Mr Sadingan added, “Nagpapasalamat kami kay Lieutenant Colonel Enrique G Rafael sa biyayang binigay sa amin, sa dinonate na materyales sa amin sa GKK. Lubos namin pinasasalamatan ang mga taong tumulong sa paggawa dito ngayon. Malaking tulong po sa amin ito higit sa lahat sa mga taga 48IB buong puso po kaming nagpapasalamat.”

Lieutenant Colonel Rafael, 48IB Commanding Officer emphasized the importance of Bayanihan to make the job easy and to make it more successful. He also stressed that the 48th Infantry “Guardians” Battalion will be their constant partner especially in bringing services to our constituents. All we have to do is to coordinate, collaborate and cooperate for us to achieve more resilient and peaceful community for further development. He also mentioned the role of the religious sector in the spiritual enhancement of the populace especially in times of calamities and while the country is currently facing COVID-19 pandemic.

IPIL, Zamboanga Sibugay – Combined troops of 97th Infantry “Kalasaglahi” Battalion (97IB) and 42nd Infantry “Tagapagtanggol” Battalion (42IB) retrieved the abandoned Communist NPA Terrorist cadaver after a clash in Sitio Pinis, Barangay Kauswagan, Sergio Osmeña, Zamboanga del Norte, Sunday afternoon, July 4.

The firefight between the troops under the 102nd Infantry “Igsoon” Brigade (102Bde) and the Guerilla Front-BBC of the Western Mindanao Regional Party Committee (WMRPC) transpired at around 4:30 in the afternoon that lasted for about 30 minutes.

The troops discovered the abandoned lifeless body of a certain alias An-an, from Barangay Saad, Dumingag, Zamboanga del Sur, which was positively confirmed by former rebels, along with Communist Terrorist Group (CTG) Propaganda materials and personal belongings.

“It has been over a week since we deployed our troops to track down the armed group in response to reports from concerned citizens of their presence and extortion activities in hinterland barangays of Sergio Osmeña,” said Lieutenant Colonel Manaros Boransing, Commanding Officer, 97IB.

The GF-BBC is one of the two remaining guerilla fronts following the series of the dismantling of five guerilla fronts of the WMRPC from 2019 to date.

Meanwhile, Brigadier General Leonel Nicolas, 102Bde Commander, expressed his sympathy to the family of alias An-an.

“We would like to extend our deepest sympathy to the family of alias An-an, and we are saddened by the fact that another victim of CTG deception lost her life for the futile cause of the decades-long insurgency, and worse, she was abandoned by her recruiters and comrades,” said Brigadier General Nicolas.

“Our troops on the ground carried the cadaver, transported and endorsed to the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) of Dumingag for a decent burial that was denied to her by her comrades,” Brigadier General Nicolas added.

For his part, Major General Gene Ponio, Commander, 1st Infantry “Tabak” Division (1ID), urged the remnants of the WMRPC to surrender or face the full force of the law.

“Our forces will extend the necessary assistance needed to those who wish to return to the folds of law but will never hesitate to use the full force of the law for those who continue to sow terror to the peace-loving citizens of Zamboanga Peninsula,” said Major General Ponio.

As of posting, the troops of 102Bde are continuously conducting pursuit operations against fleeing members of the WMRPC.

PATAG, Cagayan de Oro City – Major General Romeo Saturnino Brawner Jr assumed as the new Commander of the 4th Infantry (Diamond) Division, Philippine Army during the Change of Command Ceremony held yesterday, July 5, 2021 at the Headquarters 4ID, Camp Evangelista, Patag, Cagayan de Oro City.

MGen Brawner Jr, a native of Baguio City and member of Philippine Military Academy “Makatao” Class of 1989, replaced Major General Andres C Centino, the recently installed Commanding General of the Philippine Army through a traditional Change of Command Ceremony presided by General Cirilito E Sobejana, the Chief of Staff of the Armed Forces of the Philippines.

Prior to his present designation, Major General Brawner held the position as the first Deputy Chief of Staff for Financial Management, J10 of the GHQ, AFP. He also served as the Commandant of Cadets of the Philippine Military Academy, the Commander of the 103rd Brigade during the liberation of Marawi City and , served as the spokesperson of the Philippine Army and Chief of AFP Public Affairs Office.

In his assumption speech, MGen Brawner delivered a reconciliatory but firm message to the New People’s Army (NPA) encouraging them to return to the folds of the law and to live a normal life while also directly identifying the said organization as the biggest illegal business enterprise in the country that collected Billions of Pesos from extortion activities.

“Mag balik-loob kayo, hindi sa gobyerno, pero magbalik-loob kayo sa mapayapang pamumuhay. Makaka-asa kayo na tutulungan namin kayo na mag bagong-buhay. H’wag kayong pumayag na habang nagpapakahirap kayo sa bundok ay nagpapakasarap naman ang mga lider ninyo sa Netherlands”. He also said that “We can stop extortion by the NPA with the cooperation of the private sector, the LGUs and the hard working citizens”.

He also appealed to all partners and stakeholders to continue supporting the soldiers to work towards achieving lasting peace in the area while delivering a clear message as a stern warning against the New People’s Army who continuously exploit and recruit the youths, IPs and extort from the people.

“I am not red tagging you. I am tagging you as common criminals – arsonists, extortionists and murderers. Hence, my offer stands to the NPA – mag balik loob kayo, kung ayaw ninyo, prepare to face the consequences”, MGen Brawner added.

Meanwhile, MGen Centino, the outgoing Commander, extended his deepest gratitude to all individuals, Units, and Offices of 4ID, and partners and people of Caraga and Northern Mindanao regions for the support and trust which are instrumental to the significant milestones he achieved during his tenure as the 4ID Commander.

He underscored the “two-pronged approach” that set the direction of his counter insurgency campaign creating ground-breaking strategies and innovations after taking the helm of the 4ID last May 29, 2020, leading the way to victories against the communist terrorist group.

“Today marks the last day I served as a Diamond trooper. But truly its brilliant influence and lessons will always stay with me. Though I am now in a different path, our destination remains the same, towards a nation that is free from terror, a place where generations of Filipinos hailing from diverse cultures can thrive in peace, and attain in prosperity”, MGen Centino said.

Per record, a total of 5,556 CPP-NPA Terrorist were neutralized, 26 of whom were High Value Individuals or CTG Leaders while 45 were killed in armed encounters and 91 were captured that dealt the CTG in Northern Mindanao and Caraga with heavy blows. Likewise, a total of 5,420 CTG personalities surrendered to the government, 682 firearms were either seized or surrendered, and 196 enemy hideouts were discovered and seized during his stint.

In his message, GENERAL SOBEJANA stated that he is confident that the 4ID’s campaign will be continued under the leadership MGen Brawner Jr with his rich experience as he also recognized the major contribution of MGen Centino that propelled the 4ID as the fightingest Infantry Division of the Philippine Army.

Said ceremony was witnessed by AFP Commanders and partner stakeholders from Northern Mindanao and Caraga regions thru Face to Face and virtual attendance.

CAMP HERNANDEZ, Dingle, Iloilo – Youth leaders from Panay and Guimaras Islands join the three-day Visayas-Wide Youth Leadership Summit 2021 organized by the Central Command, Armed Forces of the Philippines on 02 to 04 July 2021.

The leadership summit was participated by 50 youth leaders from 16 provinces in Visayas region. Of the 50 participants, 45 were from Cebu City, five from Region 6 who were consolidated at Camp Monteclaro, Miagao, Iloilo and joined the summit via virtual teleconferencing.

The Visayas-Wide YLS aims to sustain the contribution of youths as government’s active partners in nation-building. One of their activities during the summit is the crafting of a Youth Development Plan for the youth sector, particularly in making programs and projects for YFPD aligned with the Sangguniang Kabataan (SK) Federation.

The participants also presented their output to no less than the Members of the Task Force to End Local Communist Armed Conflict from Regions 6,7 and 8 and the NTF-ELCAC led by USEC Lorraine Badoy.

Sangguniang Kabataan Federation Vice-President in the Province of Guimaras, Ms. Amelia Fe Adin said, “I am grateful for the full support given to us by the AFP for the three days and two nights of collaboration and planning. Inspired by our fellow youth leaders, we represented YFP-Region 6 in the presentation of our Youth Development Plan. All of us would agree that this was no easy task. Working with our fellow delegates through the online platform was a bit disheartening, but we were persistent to finish what we have started. Through this activity, we will always be reminded that the youth play a major role in nation-building. Team Uno of YFP Region 6 will always remember that plans are meant to be implemented and that the youth deserves to be heard.”

Also, Ms. Jennifer Buenavides, YLS President, Municipality of Tubungan, Province of Iloilo said, “For me, through this VWYLS, we were able to bring forth a new idea among the youth nowadays; that there’s still so much hope for us to achieve our common goal through voicing out our issues and concerns as well as our proposed plans, programs, and activities.”

BGen Marion Sison, Commander of the Army’s 301st Infantry Brigade congratulates all the youth for completing the 3-Day activity. “The youth is the hope of our nation. They need to be informed on the lies and deception of the communist terrorist group. They need to participate in peace and nation-building to encourage more youth to do the same,” BGen Sison said.

CAMP ELIAS ANGELES, Pili, Camarines Sur-From being outlaws, sixteen members of the Communist Terrorist Group (CTG) are now included in the skyrocketing number of Former Rebels (FRs) who abandoned the armed struggle to work hand in hand with the government in eradicating communist insurgency.

In a ceremony held at Tico Maristela Sports and Cultural Center in Aroroy, Masbate around 10 o’clock in the morning, Tuesday, July 6, the new batch of surrenderers were presented to the Aroroy Local Peace Engagement Team headed by Hon. Mayor Arturo Virtucio.

Seeing the hopeless and useless cause of the terrorist group that has endangered the lives of innocent civilians including their own families, the said surrenderers composed of three regular NPA members and 13 Militiang Bayan (MB) members yielded to the government last July 2.

They also brought with them various firearms, including a KG9 submachine gun which they symbolically turned-over to the committee during the event.

Afterward, the group took an oath of allegiance as a sign of their denouncement of CTG’s terrorism and false ideologies.

Lt. Col. Siegfried Felipe Awichen, Battalion Commander of 2nd Infantry Battalion (2IB), congratulated the FRs for making the wise decision of withdrawing their membership and support from the CPP-NPA-NDF which, in return, will lead them to a new and more peaceful life.

The now considered FRs will receive complete set of benefits upon finishing the E-CLIP process.

They will also avail various programs from different government agencies on top of the E-CLIP which will grant them financial, livelihood, educational, medical, and housing assistance.

On the other hand, Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, underscored that the Army together with the PNP will continue its intensified security operations and peace initiatives until Masbate finally becomes an armed conflict-free province.

“Ang patuloy na tagumpay ng ating kasundaluhan at kapulisan kasama ang iba’t ibang ahensya ng ating pamahalaan laban sa terorismo ay lalong magpapaigting ng ating kampanya upang wakasan ang karahasan, tulungan ang mga gustong magbalik-loob sa pamahalaan at tuluyan ng tuldukan ang walang kabuluhang ipinaglalaban ng mga teroristang komunista,” Col. Almase said.

Meanwhile, MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force Bicolandia (JTFB), lauded the Masbateños for sustaining the momentum against the CTG.

“These continuous gains in Masbate is not the work of the government alone, we have the Masbateños to be thankful for. Had it not been for their overwhelming support, our campaigns will be futile. To the surrenderers, aside from the E-CLIP Committee, you also have the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) to assist you as you all start anew. Thank you for heeding the call and setting an example to your former comrades and for proving them that even when you were once deceived by the CTG, there’s still hope for you,” MGen. Robinson said.

Also attending the event were PCol. Joriz Cantoria, Provincial Director of Masbate Police Provincial Office and Mayor Arturo Virtucio Jr. of Aroroy.

It can be recalled that just last month, particularly from June 18-28, 505 CTG members and supporters returned to the folds of the law–the biggest number of surrenderer in Masbate weeks after the tragic death of Kieth and Nolven Absalon in the hands of ruthless communist terrorists.

A suspected member of the New People’s Army (NPA) was killed in a clash in Sergio Osmeña, Zamboanga del Norte on Sunday afternoon, the military said Tuesday.

In a statement, the 102nd Infantry Brigade
identified the fatality as alias “An-an.”

The firefight between the Guerilla Front-BBC of the Western Mindanao Regional Party Committee and the troops from the 102nd Infantry Brigade in Sitio Pinis, Barangay Kauswagan lasted for 30 minutes.

Combined troops of 97th Infantry Battalion and 42nd Infantry Battalion retrieved An-An’s remains with “communist terrorist group propaganda materials and personal belongings.”


“It has been over a week since we deployed our troops to track down the armed group in response to reports from concerned citizens of their presence and extortion activities in hinterland barangays of Sergio Osmeña,” said Lieutenant Colonel Manaros Boransing, commanding officer of the 97IB.

According to the military, the Guerilla Front-BBC is one of the two remaining guerilla fronts of the Western Mindanao Regional Party Committee.

Brigadier General Leonel Nicolas, commander of 102nd Infantry Brigade, said An-an's body was transported to the municipal anti-insurgency task force in Dumingag for the burial.

Major General Gene Ponio, commander of 1st Infantry Division, urged the remaining members of the Western Mindanao Regional Party Committee to surrender or “face the full force of the law.”

“Our forces will extend the necessary assistance needed to those who wish to return to the folds of law but will never hesitate to use the full force of the law for those who continue to sow terror to the peace-loving citizens of Zamboanga Peninsula,” Ponio said.

The pursuit operations against the rebel group are ongoing, the military said.

About 98.9 percent of the P16.44-billion budget of the Barangay Development Program (BDP) had been released to recipient local governments, National Security Adviser Hermogenes Esperon Jr. said.

The BDP is a program of the National Task Force to End Local Communist Armed Conflict (NTF-Elcac), of which Esperon is the vice chairman. The initiative aims to free Filipinos in conflict zones from the "atrocities and clutches" of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) and enable them to become productive members of society.

"If communities are empowered by means of security, necessary infrastructure, education, economic development and livelihood, the CPP-NPA-NDF will become powerless and can no longer exploit their vulnerabilities,"
Esperon said.

"This will finally put an end to the 52-year insurgency by bringing sustainable solutions and basic services to war-torn and victimized communities,"
he added.


The 822 barangay (villages) that received the funds were former rebel communities that government security forces have cleared from 2016 to 2019 by dismantling the communist group that exercised control over them.

A report on the status of the Local Government Support Fund to BDP revealed that P16.24 billion were allotted to 812 barangay.

"Out of 822 barangay, 80 percent are IP (Indigenous People) communities, 75 percent of which are mostly situated in Mindanao, which received both infrastructure and non-infra projects from BDP," Esperon said.

He explained that the BDP was one of President Rodrigo Duterte's projects to provide for the "physical needs of the barangay."

Esperon said that livelihood, waterworks and sanitation programs were given priority, aside from the construction of farm-to-market roads and schools.

The P16.44-billion budget for the 822 beneficiary barangay were directly released to the provincial or city governments.

The Department of Budget and Management provided the guidelines in the release of funds for hundreds of villages in nine regions under Local Budget Circular 135 and 135-A.

Under the program, each barangay will receive P20 million worth of projects, broken down into P12 million for concrete farm-to-market roads, P3 million for school buildings, P2 million for water and sanitation, P1.5 million for health stations, and P1.5 million for livelihood assistance.

Out of the 2,276 approved projects, government will be spending some P11.61 billion for farm-to-market roads, P2.4 billion for water and sanitation system, P492 million for health stations, P570 million for school buildings, P482.4 million for rural electrification, P219.4 million for repairs and other infrastructure projects, P329 million for agricultural and vocational training, P110.24 million as financial assistance to indigent individuals and families, P16 million for housing, P25 million for Covid-19 vaccination program, and P500,000 for a non-infrastructure project.

The remaining P200 million are to be distributed to Central Luzon, Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon) and Mimaropa (Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon and Palawan).

The BDP is the NTF-Elcac's hallmark program that aims to bring development to former conflict-prone communities.

Brawner, a native of Baguio City, belonged to "Makatao" Class 1989 of the Philippine Military Academy. He replaced Maj. Gen. Andres Centino, the recently appointed Commanding General of the Philippine Army.

Prior to his present designation, Brawner held the position as the first Deputy Chief of Staff for Financial Management, J10 of the GHQ, AFP. He also served as the Commandant of Cadets of the Philippine Military Academy, the Commander of the 103rd Brigade during the liberation of Marawi City and served as Philippine Army spokesman and AFP Public Affairs Office chief.


In his assumption speech, Brawner delivered a reconciliatory but firm message to the New People's Army (NPA) encouraging them to return to the folds of the law and to live a normal life while also directly identifying the said organization as the biggest illegal business enterprise in the country collecting billions of pesos from extortion activities.

"We can stop extortion by the NPA with the cooperation of the private sector, the LGUs and the hard-working citizens," Brawner said.

Brawner appealed to all partners and stakeholders to continue supporting the soldiers to work towards achieving lasting peace in the area while delivering a clear message as a stern warning against the NPA who continuously exploit and recruit the youths, IPs and extort from the people.

"I am not red tagging you. I am tagging you as common criminals - arsonists, extortionists and murderers. Hence, my offer stands to the NPA - magbalik loob kayo, kung ayaw ninyo (return to normal and peaceful lives) or prepare to face the consequences," Brawner said.

The Fourth ID in Camp Evangelista, Patag, Cagayan de Oro City is the largest military camp covering the North and Northeastern Mindanao regions.

Seven more members of the New People's Army (NPA) in Davao Oriental joined the growing list of individuals in the province who chose to return to the folds of the law.

The former rebels were welcomed by Gov. Nelson Dayanghirang in a ceremony dubbed as "Pag-uli: Acceptance ceremony of returning rebels" on Monday at the Provincial Capitol.


Dayanghirang also handed over P100,000 to each surrenderer as a cash gift.

The civilians who negotiated for their surrender also received P50,000 each.

One of the seven surrenderers yielded an ultimax submachine gun.

The returning rebels will be part of the government's Enhanced Comprehensive Local Integration Program (Eclip).

Under the Eclip, former rebels will receive financial and livelihood assistance, remuneration for the surrendered firearms and other support packages from various government agencies.

TAPAZ, Capiz – A recent encounter between Philippine Army soldiers and New People’s Army (NPA) rebels in Sitio Tabiay, Barangay Buri here led to the recovery of materials used in making anti-personnel mines.

“These are proof that the NPA continue to use landmines against Army troops in clear violation of the International Humanitarian Law (IHL),” said Brigadier General Marion Sison, commander of the 301st Brigade.



The NPA’s purpose in using anti-personnel mines indiscriminately, he said, is to destroy lives, including those of innocent civilians.

“These terrorists want to brutally harm our troops and civilians, a blatant violation of the International Humanitarian Law,” said Sison.

The Sitio Tabiay encounter happened on July 1 around 11:35 a.m. It lasted for an hour.

The government forces were conducting an offensive operation there in response to reports about the presence of rebels in the area.

Seized from the encounter site were the following:

* one anti-personnel mine

* 150 meters of electrical wire

* five liters of gasoline

* a container of fertilizer (where ammonium nitrate can be harvested to make explosives)

* one binocular

* medical supplies

* subversive documents

* nine backpacks

* six hammocks

* two stoves

* four flashlights

* three jungle bolos

* two kilograms of tobacco

* six kilograms of meat

* one sack of rice

* assorted food supplies

* personal belongings

No government troops were wounded in the encounter.

“The people are complaining about the NPA terrorists extorting money and food supplies from them. The rebels are using threat and violence to force people to give in to their demands,” Sison said.

He urged the insurgents to lay down their arms peacefully, abandon the armed struggle to be with their families and communities.

Their human rights would be respected, he stressed.

“Today marks the last day I served as a Diamond trooper. But truly its brilliant influence and lessons will always stay with me. Though I am now on a different path, our destination remains the same, towards a nation that is free from terror, a place where generations of Filipinos hailing from diverse cultures can thrive in peace, and attain prosperity,” Centino said.

Per record, a total of 5,556 CPP-NPA terrorists were neutralized, 26 of whom were high-value individuals or communist leaders while 45 were killed in armed encounters and 91 were captured.

Likewise, a total of 5,420 personalities surrendered to the government, 682 firearms were either seized or surrendered, and 196 enemy hideouts were discovered and seized.

In his message, Sobejana stated that he is confident that the 4ID’s campaign will continue under the leadership of Brawner with his vast experience.

Some members of the Bangsamoro Islamic Freedom Fighters (BIFF) expressed intention of rejoining the Moro Islamic Liberation Front (MILF) in the province of Maguindanao. 

The BIFF members claimed they were tired of fighting the government and wanted to live normal lives.

They also alleged the BIFF forces became weaker due to the surrender of most of their comrades. 

A large number of rebels had also died in clashes with government forces. 

They also said the BIFF has been divided into three factions because its leaders have different agenda and personal interests.

Residents of a barangay in Las Navas, Northern Samar were hoodwinked into attending a “peace rally” staged by troops of the 20th Infantry Battalion for an active military asset and criminal element, the New People’s Army in Northern Samar (Rodante Urtal Command or NPA-RUC) today reported.

Troops under the 20th IB conducting Retooled Community Support Program (RCSP) operations called the residents of Brgy. Paco to an assembly in the dancing hall of their barangay last June. The agenda of the meeting was not announced, residents told the NPA-RUC.

They found out at the actual assembly that the activity was a “peace rally” staged by the soldiers to condemn the punitive action imposed a month earlier by the NPA-RUC against Jonie “Banong” Tortuna, a member of the barangay council and chairperson for the barangay committee for peace and order. Soldiers coerced the residents to hold up ready-made placards with defamatory calls against the NPA.

The NPA-RUC said that unlike how the 20th IB portrayed him, Tortuna was no ordinary civilian. “Among his crimes against the people were serving as an active asset for the 20th IB and killing two innocent civilians. He was a counterrevolutionary and a criminal element,” the NPA command said.

After the military asset was killed, fascist state troops retaliated against the residents of Brgy. Paco. Aside from deceiving the residents, they also arrested their barangay captain and detained him to the police headquarters in Las Navas. He was later temporarily released.#

Duterte’s coalition of force multipliers is but a coalition of mercenaries – a rebranded paramilitary group that will serve as an extension of the AFP-PNP-CAFGU in defending and upholding the interests of his fascist regime. It will perpetuate, rather than fight criminality and terrorism. It will endanger, rather than secure the lives of the entire populace.

Truth is, Duterte’s call for the civilian population to take up arms is not new. Every reactionary administration has abused the Commander-in-Chief’s Constitutionally-granted power to call out the citizens to protect the state in order to recruit more goons. CHDF, ALSA MASA, CAFGU, MASA MASID and even state-sponsored bandits like the ABB-RPA all serve to protect no one but the ruling class. To assert, or even try deceiving the people that these mercenaries serve the Filipino people is utter disrespect to the victims of State-sponsored killings and abuses.

Armies created by the fascist state are innately corrupt and murderous. Their primary function is to serve and protect those who pay them well and on time. They use force to coerce and terrorize the people. They kill and kill and kill with no principle or conscience, secured that the State that hired them will never put them behind bars or hold them accountable.

The State’s civilian army has put the people in greater harm, as evidenced by several cases in the region. In 2017, a CAFGU element, alongside his military masters, raped and murdered Diana Razo inside a military detachment in Sorsogon. Her remains were found within the perimeter of said headquarters.

Using their mastery of the physical and social terrains, the State’s civilian army are the ones who betray community members and treacherously murder their neighbors, becoming assassins and active members of the State’s death squads. A CAFGU element, Raymundo Fombuena, was one of the elements of the death squad responsible for the murder of Brgy. Kgwd. Bernabe Estiller in Sta. Lourdes, Sorsogon on November 8, 2019.

Duterte has, once again, failed to learn from history. The people will never take up arms to serve the State that oppresses and exploits them. But they will always do so, ever more willingly and fervently, to join and advance the armed revolution being waged by the CPP-NPA-NDFP. They have done so for the past five decades, and they will continue to do so until they triumphantly crush the fascist state machine along with this semicolonial and semifeudal society that enables its existence.

The National Democratic Front-Eastern Visayas (NDF-EV) today sounded alarm against efforts by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to campaign against the defunding of the military’s pork barrel.

The NDF-EV said it received reports that several barangays in Gamay, Northern Samar, Dolores, Eastern Samar, and Matag-ob, Tabango, Villaba, Calubian, and Leyte towns of Leyte province were made to issue resolutions calling to “continue the funding and implementation” of the Barangay Development Program (BDP) under the NTF-ELCAC.

Barangay officials were promised P20 million worth of funds even though not one of their barangays is included in the six “beneficiaries” of the BDP in Eastern Visayas.

The NDF-EV said that the campaign for the BDP is one of the most recent efforts by the NTF-ELCAC to ensure that the fascist task force retains its budget. This includes the up to P44 billion worth of funds under the BDP which shall be used to bribe militarist local officials to vote in favor of Duterte-backed candidates in the 2022 elections.

“The NTF-ELCAC is using the present economic crisis to deceive poor local government units in the countryside that they will receive public funds for the benefit of their citizens, even if this will only be pocketed by high-ranking military and government officials of the Duterte regime and used for their criminal interests,” the NDF-EV said.

NTF-ELCAC spokesperson Lorraine Badoy had already campaigned for the BDP along with the 803rd Infantry Brigade in a meeting with local officials in Catubig, Northern Samar in May.

The NDF-EV urged the people to intensify their call to defund the fascist NTF-ELCAC and resist efforts by the Duterte regime to redirect billions of public funds towards lining the military’s pockets and for the elections. #

Duterte’s ridiculous call for peace talks to be held in the Philippines and for Prof. Jose Maria Sison to be returned to the Philippines is bound to fail. In his desperation to avoid condemnation for his numerous human rights violations, including the threat of an International Criminal Court investigation for crimes against humanity and torture, he pretends to be for peace talks. But he insists that these must be held in the Philippines and Prof. Sison ‘s political asylum in The Netherlands must be withdrawn and he be extradited to the Philippines.

Let us closely study the history of peace talks between the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP).

In 1986, when President Corazon Aquino offered peace talks with the NDFP, the NDFP agreed to hold peace talks in Metro Manila in consideration for the health condition of former Senator Jose Diokno who was officially appointed to head the GRP peace negotiations. Negotiators on the NDFP side were Satur Ocampo, Antonio Zumel Carolina Malay.

In violation of agreements of security for participants of both sides, the GRP put the NDFP panelists, consultants and security personnel under close surveillance. The GRP Generals boasted that their intelligence stocks rose by 25 %. Names, pictures, addresses, telephone numbers and other details were illegally gathered by the military.

The agenda of the talks could not proceed to substantial points. The focus of the GRP was on ceasefire and gathering intelligence. Diokno’s proposal of Peace and Justice, Jobs and Freedom could not get off the ground.

The big blow to talks came when thousands of peasants marching peacefully to Malacanang, calling for land reform, were fired upon by the military and police, killing 13 peasants and wounding hundreds. In the face of this massacre, the NDFP decided to terminate the peace negotiations. Hundreds of NDFP members were subject to attack, while the NDFP negotiators went underground.

Some time later, GRP President Aquno “unsheathed the sword of war” against the New People’s Army.

This was a bitter lesson. Peace negotiations held in the Philippines are subject to grave danger.

In 1992, GRP President Fidel Ramos sent Congressman Jose Yap to negotiate with the NDFP in the Netherlands. The NDFP authorized Luis Jalandoni to meet with Congressman Yap. On August 31, 1992, they met to discuss their positions.

On September 1, 1992, the GRP and NDFP signed The Hague Joint Declaration, an agreement of reciprocity and parity. It declared that neither party may impose surrender or capitulation on the other. Furthermore, this agreement established that the agenda of the talks would be in accord with national sovereignty, democracy and human rights. It declared also that the substantive agenda would be on human rights and international humanitarian law, social and economic reforms, political and constitutional reforms, and end of hostilities and disposition of forces.

The document, Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) was signed on 16 March 1998. The Agreement was formally approved by the Principals of both parties.

Another agreement, The Joint Agreement of the GRP and the NDFP on Safety and Immunity Guarantees was signed on February 24, 1995. In this agreement, both sides agreed that formal talks be held in a neutral foreign venue. This meant it would not be held in the Philippines.

These and other peace agreements render totally untenable Duterte’s demand that peace talks be held in the Philippines.

These facts clearly prove that Duterte is ignorant of the basic agreements of the GRP-NDFP peace negotiations. Or he simply sets them aside, or pays no attention to them. He must be condemned for his denial of the facts.

Duterte is also condemnable for demanding that the asylum granted to Prof. Sison be withdrawn. It was the Council of State (Raad van State) of The Netherlands, the highest Aministrative Court in the country, which officially declared that Jose Maria Sison is protected by the Human Rights Convention and the European Human Rights Agreement. Therefore, he may not be extradited to the Philippines or any other place where his rights may be put in danger. He has the right not to be subjected to any danger of torture or any other inhuman act.

On the contrary, Duterte is accused of numerous human rights violations against peasants, workers, indigenous people, youth, women and many more. The International Criminal Court (ICC) has declared that Duterte can be accused of crimes against humanity and torture. More is expected to come out when the official ICC investigation is initiated as called for by ICC Prosecutor Bensouda. Moreover, international agencies such as INVESTIGATE PH have issued detailed documentation on the crimes of President Duterte against the Filipino people.

Justice and public trust are not a PR stunts. No amount of vaunted internal cleansing schemes or resolution of backloads of criminal cases by the Philippine National Police could stop the Filipino people from making Duterte, and the fascist AFP-PNP pay for their crimes against humanity. Under the banner of Oplan Kapanatagan, the PNP’s anti-criminality campaign have ironically resulted in one of the bloodiest State-sponsored manslaughter campaigns in the country’s history. The doomed C-130 plane had a maximum capacity of 120. It carried only 96 people when it crashed, says the Armed Forces of the Philippines.

The Armed Forces of the Philippines (AFP) on Tuesday, July 6, dispelled rumors circulating that the ill-fated C-130 aircraft which crashed in Sulu on Sunday was overloaded.

"The said C-130 was not overloaded. It was well within the operational limits and capacity when it left Laguindingan Airport with 96 passengers compared to its maximum capacity of 120 passengers,"
the AFP said in a statement on Tuesday evening.

The plane carried 84 Army troopers and 12 Air Force personnel. The crash killed at least 53 and injured 46 others. Also among the victims were non-passenger civilians, 3 of whom died, and 4 injured.


It was the worst military air disaster in the country's history.

The crash puzzled the military as the pilots of the doomed plane had hundreds of flight hours in their records, and the Sulu landing strip had no reported defects.

Earlier on Tuesday, the military confirmed retrieving the plane's black box or flight recorder, which contained the last conversations of the pilots and the C-130's flight data.

It would be sent to the United States Air Force for examination, the military said.

The Philippines will be asking the help of the United States Air Force (USAF) in probing the C-130 aircraft crash in Sulu, which killed at least 52 people and injured 51 others.

In a phone interview with Rappler on Tuesday, July 6, Western Mindanao Command (Wesmincom) chief Lieutenant General Corleto Vinluan said the aircraft's black box would be sent to the US Air Force through a commercial flight from the Philippines.

Aircraft black boxes contain critical information like the pilots' final exchanges and flight data which are helpful in aviation accident investigations.

The Philippine military is in a quandary as to what happened during the July 4 crash as its pilots are seasoned with hundreds of flight hours experience, and its Sulu runway had no reported defects.

"We currently don't have the capability [to examine the black box], and it really is this way – where the plane came from, that's where its black box is examined, "
Vinluan said.


Vinluan said it was still difficult to tell when the black box would be examined.

The ill-fated plane was acquired just in January 2021 for only about P1.54 billion or $32 million. A brand-new Lockheed C-130 Hercules costs more than $150 million.

The crashed C-130 is one of 6 in the fleet of the Philippine Air Force. Only two are flying and three are undergoing preventive maintenance.

Meanwhile, Senator Manny Pacquiao said in a statement on Tuesday that he will give P50,000 each to the families of the fallen soldiers, and P20,000 to each soldier who got injured in the plane crash. The money will come from his personal funds, he said.

Pacquiao holds the rank of full colonel in the Army Reserve Command.

An alleged hitman of the New People’s Army linked to the ambush of an Army soldier, a government militiaman, and two civilians, was killed Sunday night in an encounter with the 62nd Infantry Battalion soldiers in Sitio Pitik-Pitik, Brgy. Luz, Guihulngan City in Negros Oriental.

The slain rebel was identified by Brig. Gen. Inocencio Pasaporte, 303rd Infantry Brigade commander, as
Randy Tapales, who was facing murder charges for the death of Army Cpl. Anthony Quiocson, a member of the 62IB, on July 1 last year, in the barangay.


FIVE-MINUTE FIREFIGHT

Pasaporte said the firefight between the 62IB soldiers and the group of armed rebels, believed to be members of the NPA Special Partisan Unit and Sandatahang Yunit Pampropaganda Platoon of the Central Negros 1, lasted for about five minutes.

Aside from the cadaver of Tapales, soldiers later recovered a fragmentation grenade, a .45 caliber pistol with three magazines containing 25 ammunitions, and a 357 caliber revolver with four ammunitions at the encounter site.

Lt. Col. Melvin Flores, 62IB commander, said yesterday that Tapales had another pending arrest warrant for murder for the liquidation of CAFGU member Mico Dinoy, also in the barangay, on Jan. 28 this year, and the killing of two civilians he identified as Jemer Pondador and Romeo Dunggo-an, in Sitio Mandi-e, Brgy. Magsaysay, Guihulngan City, in July 21 last year.

JUSTICE SERVED

Flores tagged Tapales as a member of the NPA Special Partisan Unit of the Central Negros Front 1. No casualty was reported on the government side during the encounter Sunday.

Flores said another life was wasted due to the deceptions and lies of the NPA. However, justice was also served to the families of the victims of Tapales and his comrades, he added.

He appealed to the NPA remnants to abandon the armed struggle.

“Embrace the programs offered by our government and live peacefully with your families or you will face a similar fate,” Flores added.

The United States government provided assistance during the medical evacuation of soldiers who sustained serious injuries when a Philippine Air Force C-130 plane crashed in Patikul, Sulu on Sunday, City Mayor Maria Isabelle Climaco said Monday.

Responding to a request from Western Mindanao Command chief LGen Corleto Vinluan, the US Emergency Medical Services Team led by Abdel Canti assisted Philippine military doctors in the transfer and treatment of the crash victims.

Aside from medical supplies, Davao City also sent on Monday six surgeons and specialists – Dr. James David, Dr. Kent Antolin, Dr. Ali Pendaliday, Dr. Jikko Superioridad, Dr. Kalvin Estañero, Dr. Marvie Aguro – and Aljimar Kahal, a nurse.

Davao City Mayor Sara Duterte offered the assistance in view of the fact that Zamboanga City’s medical sector was having its hands full with COVID-19 cases.

Early on Monday, Scene of the Crime Operatives said DNA tests were needed to identify the charred remains of the victims at different funeral parlors in the city.

‘Heartbroken”

US soldiers who were deployed in Zamboanga City and Sulu for months shared their sentiments on the crash and their experiences with their Filipino counterparts.

“I have many fond memories while working in Jolo from 2007-2012 with the US military and working along-side the Philippine military. The security on the island was a concern from Abu Sayyaf, but there were still so many people who were working to make a better life for the Tausug people. I continue to see so much potential in Jolo and look forward to returning someday to vacation and enjoy the beauty of the land and the people again,” Lt. Col. Tyler Wilson, then a civil-military operations officer of the Joint Special Operations Task Force-Philippines.

“I know its 4th of July, but I feel so heartbroken over the C-130 crash in Sulu, Philippines. What a terrible way to go out. The fact I’ve landed there, jumped and shared that aircraft with my Filipino brothers and sisters makes it worse. Never take life for granted, people,” Brian Adams said.

“My condolences to the families and the faithful of the soldiers and citizens who died yesterday after their C-130 crashed in Patikul. I fondly remember the warm welcome and protection of the Philippine military during the medical mission,” Peter Du Pont said.

US and Filipino troops have staged joint military exercises in the country under the Visiting Forces Agreement.

During their stay, the US military built, among others the birthing clinic at the Zamboanga City Medical Center which was used for a few days as the treatment and quarantine area of the first COVID-19 patients in the city.

Three alleged members of the “Akmad Ampatuan” private armed group on Tuesday surrendered to the police regional office of the Bangsamoro Region together with their long high-powered firearms.

BGen Eden Ugale, regional police commander identified those who surrendered at Camp Salipada K. Pendatun in Parang, Maguindanao as Abby Aguak, Pendatun Ampatuan and Gani Macmod.

Ugale said the surrenderees yielded three M-16 rifles and an M-14 rifle.

He said the surrender came after a series of negotiation.

He added that Datu Akmad Ampatuan, a former mayor of Shariff Aguak, Maguindanao and alleged leader of the armed group, had expressed a desire to surrender, too. He was elected as vice mayor but recently resigned.

Datu Akmad was known as a trusted bodyguard of the late Maguindanao governor Andal Ampatuan Sr., a close relative, but later turned against his patron after he stood as prime witness in the 2009 Ampatuan Massacre.

“It will greatly contribute to the realization of peace and security in the region,” Ugale said of Datu Akmad’s plan to surrender.

Datu Akmad survived two bloody ambuscades which left him badly injured.

The Police Regional Office said it is focusing on the disbandment of private armed groups in line with the normalization track under the Comprehensive Agreement on the Bangsamoro.

Ugale assured that surrenderees will receive support from the government to enable them to start a new life.

Armed Forces of the Philippines (AFP) chief Gen. Cirilito Sobejana on Tuesday confirmed that the "black box" or flight data recorder of the ill-fated C-130 "Hercules" cargo aircraft that crashed in Patikul, Sulu has been recovered.

"Nahanap na po, as of 11 o'clock (a.m.) yesterday (Monday). Nakita na po dun sa site at 'yung ating investigating team from the 220th Airlift Wing ay nandun na rin (It was located 11 a.m. yesterday. It was seen and recovered from the site by the team from the 220th Airlift Wing)," Sobejana said in an interview with CNN Philippines.

A flight data recorder is an electronic recording device placed in an aircraft for the purpose of facilitating the investigation of aviation accidents and incidents.

Sobejana also said the crash site has been cordoned off to prevent contamination of pieces of evidence that will be recovered within its one-kilometer radius.

"Actually, yun nga, there are different versions ng mga account ng mga witnesses. I spoke with the passengers, yung nag-survive na nasa ating military hospital sa Zamboanga at ang sabi nya nag-bounce daw three times yung eroplano. After the third bounce parang nagsi-zigzag siya then lumipad sila muli pero I think hindi naka-regain back ng power, so na-short at sumabit yung pakpak sa kahoy, sa puno ng kahoy, e nag bank to the right at tuluyan nang bumagsak. Yung iba naman nagsasabi nga na isang landing gear lang daw yung nakita pero baka from the line-of-sight lang siguro nya, but anyway all these things will be determined by our site investigators (There are different versions coming from witnesses' accounts. I spoke with one of the survivors and now undergoing treatment at our military hospital in Zamboanga. He said that the aircraft bounced three times, and on its third bounce, it zigzagged and started to fly again but I think it was not able to go into full power, so it ended short and its wings hit a tree which caused it to bank on the right and crashed. Others are saying that only one landing gear was seen, but probably it is due to their line-of-sight, but anyway, all of these things will be determined by site investigators)," he added.

Sobejana also advised the public not to speculate and wait for the final word from the investigators.

He added that the recovery of the "black box" will allow investigators to listen to the last conversation between the pilots and the crew inside the C-130 cockpit so that they will get a clearer picture of what really transpired.

Sobejana added that he wants investigation results to be released as fast as possible but these must be deliberate, accurate, and based on facts.

"(My) instruction (is) to do it as fast as possible but we should not compromise the quality of the investigation," he said.

In a message to reporters Tuesday, Defense Secretary Delfin Lorenzana said the "black box" will be sent to the US to retrieve the information inside.

The aircraft was about to transport troops to Jolo when it crashed in Patikul, Sulu around 11:30 a.m. Sunday. It was one of the two C-130H acquired through a grant from the US government that arrived in the country last Jan. 29. It was formally welcomed to the PAF fleet during a ceremony at the Villamor Air Base, Pasay last Feb. 18.

The C-130 is a four-engine turboprop military transport aircraft designed and built originally by Lockheed, now Lockheed Martin.

Capable of using unprepared runways for takeoffs and landings, the C-130 was originally designed as a troop, medical evacuation, and cargo transport aircraft.

Around 96 people were recorded in the C-130's flight manifest, including three pilots and five aircrew.

At least 50 military personnel and three civilians on the ground were confirmed dead while 46 soldiers and four civilians were wounded in the incident.

The Bases Conversion and Development Authority (BCDA) is looking for funding sources to raise funds for the country’s soldiers, Malacañang said on Tuesday.

Presidential Spokesperson Harry Roque made this statement after President Rodrigo Duterte, in his visit to Zamboanga City to honor the casualties in the military plane crash in Patikul, Sulu, reiterated the government's plan to sell or lease part of Fort Bonifacio, Taguig City to raise funds for soldiers' benefits.

He said the government has yet to come up with a timeline for its plan to lease part of Fort Bonifacio, but noted that the BCDA is working on finding other fund sources.

“Wala pa namang timeline pero (There is no timeline yet but) we have an agency headed by Secretary Vince Dizon, BCDA, and the mandate precisely is to make full utilization of all our military assets including the camps and bases para po ma-improve din ang kapakanan ng ating mga sundalo (to improve the capabilities of our soldiers),” Roque said in a press briefing in Pampanga.

The BCDA engages in public-private partnerships to push forward public infrastructure such as tollways, airports, seaports, and also major real estate development.

BCDA president and Chief Executive Officer (CEO) Vince Dizon, who was also present in the press briefing, said the Department of Finance is studying solutions to raise funds for both soldiers and police.

“May working group po si [Finance] Secretary [Carlos] Dominguez to study the long-term solution to the pension issue, not just of the Armed Forces, but also of the police. And I think maghintay tayo dun sa magiging recommendations ng Department of Finance tungkol dito (let us just wait for the recommendations of the Department of Finance),” he said.

Duterte, in several speeches, urged the Armed Forces of the Philippines (AFP) to lease out its remaining lands in Fort Bonifacio to raise more funds for its modernization program.

Fort Bonifacio is the location of the Philippine Army headquarters, the Philippine Marines headquarters, and the Philippine Navy's Bonifacio Naval Station.

He said it could also provide better life insurance, housing, health, and emergency loans for the country’s soldiers.

During his visit to the AFP Western Mindanao Command (Wesmincom) gymnasium in Zamboanga City to honor casualties in the military plane crash, Duterte assured families of soldiers killed and injured that their sacrifices will not go in vain.

“The life of a soldier is always valuable, whether in the fields of fighting or events such as this. They died for our country and for that I am very grateful to those who died and those who helped,” he said in his speech.

Meanwhile, Roque said the Palace is waiting for the results of the investigation into the Philippine Air Force C-130 plane crash in Patikul, Sulu on Sunday and the S-70i Black Hawk Utility helicopter crash in Capas, Tarlac during a night flight training some two weeks ago.

President Rodrigo Duterte on Tuesday emphasized the need to maintain the Philippines’ “constructive” and “peaceful” negotiations with China to further bolster “mutual trust and confidence" between the two countries.

Duterte made the remarks, as he joined China in celebrating the centennial anniversary of the Communist Party of China (CPC), the sole governing political party of China with over 95 million members.

In his message during the CPC and World Political Parties Summit via video link on Tuesday, Duterte expressed gratitude to the growing friendship between CPC and his ruling party, the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban).

“We value the friendship [and] ties between PDP-Laban and the CPC that have grown significantly over the years. To further build mutual trust and confidence, we must sustain our constructive dialogue and peaceful engagement. This is crucial as the bilateral relations between our two countries expand and deepen,” he said.

Duterte said the Philippines counts on China as a “friend and a partner for peace and development.”

He hoped that the “deep and enduring” ties between China and the Philippines would continue to thrive as the two nations “value win-win cooperation, amity and mutual respect.”

“We trust in the collective wisdom of the great Chinese nation that China will use its newfound strength in defense of what is good and just for all humanity,” Duterte said. “After all we exist, in one global village, our destinies are inextricably linked with each other, peace and prosperity therefore must be shared and enjoyed by all.”

Duterte also thanked the Chinese government for assisting the Philippines in its fight against the coronavirus disease 2019 (Covid-19) and in its bid to restart its economy.

‘Sleeping dragon no more’

Duterte also heaped praises on China’s “extraordinary” rise to prosperity, helping more than 800 million Chinese nationals escape from extreme poverty and driving a global growth in the process.

Gone are the days of sleeping by the Chinese dragon, Duterte said, because of China’s “collective and dedicated” efforts under CPC’s leadership.

“Indeed, the sleeping dragon no more, China has realized its dream of progress and prosperity for its people. With this came great power and equally immense responsibility,” he said.

Duterte likewise expressed confidence that China will continue to play a vital role in years to come.

“Therefore, we won’t be any turning back. China has risen and will play an important role in the global decades for decades to come. The world faces tremendous challenges from Covid-19 to Climate Change and various security threats. While we see difficulties, we also glean many opportunities from greater cooperation and solidarity,” he said.

As party’s secretary general of the CPC Central Committee, Chinese President Xi Jinping led the ruling party’s 100th anniversary celebration on July 1.

In his keynote speech, Xi said the CPC is willing to contribute more Chinese solutions and Chinese strength to the poverty reduction process worldwide.

Xi added that China will never seek hegemony, expansion, or sphere of influence.

said the CTGs put up the National Organizations Department (NOD) to infiltrate and radicalize various sectors such as the youth, women, industry workers, urban poor, transport, and even the government.

"NOD is a central committee staff organ of the Communist Party of the Philippines at dyan po nagmumula ang (and that's the start of) organizing and recruitment, infiltration, radicalization both above ground and underground," Celiz said during Monday's regular press conference "Debunking lies by telling the truth" of the National Task Force To End Local Communist Armed Conflict (NTF-ELCAC).

Celiz said the NOD is responsible for luring people from rural areas, central towns, universities, religious groups, media, and other professionals to join the communist revolution.

The CPP-NPA-NDF also has an international department which is maneuvered by CPP founding chair Jose Maria "Joma" Sison himself, he said.

"Iyan ay mayroong humigit-kumulang 47 years of existence abroad. Diyan nagtatago sila Joma Sison at iyan din po ang kumukumpas ng mga peace talks sa (It has been more or less 47 years of existence abroad. That's where Joma Sison is hiding at and it's the one demanding for peace talks) abroad and infiltrating overseas Filipino workers and Filipino communities," he added.


Departments, roles

The National Military Commission (NMC), he said, is responsible for the operational command and attacks by NPA rebels across the country.

The NMC organizes mass actions and stages rallies in urban and far-flung communities while the national propaganda and cultural commission is handled directly by the Communist Party Central Committee.


"Nandirito po ang kanilang mga pagmi-maintain ng pangalan na (It involves maintaining the name) Marco Valbuena. In fact, Marco Valbuena is just a name, it’s not a person. Marami pong gumagamit ng pangalan na iyan sa ilalim ng (Several individuals are using that name under the) CPP information bureau. It’s an alias being used by at least three (persons)," Celiz said, noting that Sison himself is hiding under the name to communicate with CTGs.

Celiz lamented that the CPP-NPA is also using tactical operations against local businesses, telecommunications companies, and politicians to extort money they will spend for their terroristic operations.

"So, they are very organized like a big criminal syndicate. This is a national finance extortionist unit. The NPA also has a unit involved in burning, explosions, attacking businesses and politicians, and even targeting big companies such as telecommunications firms," he said.

The CTGs likewise established the national tax implementing group and the national peasant commission that conspire with the land grabbers.

There is also the National United Front Commission responsible for mass actions involving the middle class, media operations infiltration, lawyers, campaign for party-list groups, and non-governmental organization operations.

Real threat

"Ito iyong binabanggit ni Lt. General Antonio Parlade, na ang threat sa pagwasak sa kabuhayan, karapatan at kagalingan ng mga kabataang Pilipino at ng pamilyang Pilipino by way of the deceptive and radical recruitment among the youth ay totoo at hindi kathang isip ng military o ng NTF-ELCAC (This has been mentioned by Lt. General Antonio Parlade that the threat of destroying the livelihood, rights, and well-being of the Filipino youth and the Filipino family by way of deceptive and radical recruitment among the youth is real, not mere imaginations by the military or the NTF ELCAC)," he said.

Celiz said the CPP-NPA-NDF is expanding toward infiltrating "government rank and file workers, the academe, teachers, and even health professionals in public hospitals.

"We are confronting an enemy no matter how maybe small their numbers, compared to our government bureaucracy organization, but they have the capability to sabotage, subvert, and undermine our way of life in a democratic system, even able to maximize legal processes and democratic processes such as elections," he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
