In his teenage years, Fr. Eliseo Mercado Jr. thought of a career in politics. But after hearing Fr. Bertrand de Merz talked in his school calling for “real leaders of men” to do missionary work in Muslim communities in Mindanao, he changed his mind and joined the mission.

Fr. ‘Jun’ Mercado’s 54 years of priesthood is marked with his peace advocacy work with the Moro peoples in their struggle for autonomy. He died on May 23, his community the Oblates of Mary Immaculate announced he died of a heart attack after battling COVID-19 for weeks 19 at the Cotabato Regional Hospital. He was about to celebrate his 73rd birthday on May 29.

Mercado’s family hails from Bulacan and Manila, his father was an American trained World War II pilot. He entered the seminary in 1964 at age 16 after hearing Fr. De Merz, then an influential speaker, introduced the Oblates of the Missionary Immaculate to his school.

“(W)hat attracted me was Mindanao… and the Sultanates, because we were romantic (about it),” Mercado said in his last video interview for the OMI released last February. “It was a pioneer work at that time, and they needed real men, leaders to work with the Muslims also.” The OMI then was the only Catholic presence in Cotabato and Sulu.

After his ordination in 1967, he veered away from the “traditional, very churchy work” of the priesthood, and chose to immersed into the Muslim community. He was inspired by a priest who continued his mission work even after being hacked by a “juramentado”. “Some will be afraid, but I was attracted because of that danger.” He said.

His early years in the priesthood saw him join an anthropological research team led by Fr. Gerald Rickson, where he immersed with the Tawguimba, a group of Tausugs in Indanan and later in another community in Parang, Maguindanao. He researched on Muslim rituals and gathered artifacts for the museum in Notre Dame of Jolo which is run by the OMI.

Mercado later pursued Islamic studies in Egypt, where he embraced the Badaliyya, a practice influenced by Louis Massignon and St. Francis of Assisi that called for Christians to offer themselves to Muslims.


One of his early experiences of violence happened on July 14, 1975, when two grenades were lobbed into the Notre Dame School of Dulawan in Datu Piang, Maguindanao. Fr. Mercado carried two second year high school students into the nearest hospital but both died in his arms.

Mercado said the two boys, Abdul Rakman Tungaw and Stephen Chu marked him for life. When he published his first book, the two boys were mentioned in his dedication.

During Martial Law, Mindanao has seen the rise of the Moro National Liberation Front and the New People’s Army. Priests, nuns and bishops were also deep into human rights and justice work. Fr. Mercado became one of the Mindanao representatives for the Bagong Alyansang Makabayan (BAYAN) in 1985, and was also elected national vice president of the group.

Mercado recalled he was identified as a figure in the “left tradition in Mindanao” because of his work with the Moro people, and his role in Bayan was a call for a “united front in Mindanao” against the Marcos dictatorship. Marcos was ousted through People Power in 1986.

He became active in peace-building in the 1990s. As president of Notre Dame University in Cotabato City in 1992, he established the Institute of Peace Education. He became involved in the peace talks with the MNLF and the Moro Islamic Liberation Front. He was appointed chair of the National Peace Council that sought out both fronts in the peace talks. He was also once designated as Chairperson of the Independent cease-fire Monitoring Committee between the government and the MILF.

Mercado became recognized as a source on Islamic studies and peace policy issues. He was senior adviser for the Institute of Autonomy and Governance.

For his contributions, he was given awards by three presidents – the Presidential Award from the late Corazon Aquino, Presidential Citation for Outstanding Service and Contribution to Peace from Fidel Ramos, and a Fellowship Awards from Benigno Aquino, Jr.

In his passing, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Ahod Ebrahim paid tribute to Mercado. “His knowledge and works on human rights, political transitions, poverty alleviations, and social reforms have greatly contributed to the process,” his statement reads.

Fr. Jun had reflected about his “Christian presence in the midst of the Muslims”, saying this is not the “mainstream” work of priests. He said this is a reality that “can be understood in a situation where Christians are a minority.”

He defines this vocation as a “servant service in solidarity while understanding the pluralisms of faith”

Indeed, only a few have ventured to integrate and engage with the Moro people like Fr. Jun did in his fifty years of priesthood in the Muslim communities of Mindanao.

To the public, the Marawi Siege in 2017 is remembered for the gun battles and airstrikes that displaced thousands of Meranaws, while soldiers are praised as heroes.

But for Meranaws, one local leader and activist was their hero for rescuing 255 people trapped in the midst of the siege.

Agakhan Sharief will be remembered for that feat. As a politician, street parliamentarian and member of the Joint Ceasefire Monitoring Team during the peace talks between the government and the Moro Islamic Liberation Front, his negotiation skills were put to test in those moments, where he had to appeal to both the military and the Maute militants to a ceasefire so civilians can exit the city to safety.

The ceasefire was granted on June 4, 2017. Sharief rode a motorcycle into ground zero of the siege, called out civilians trapped in their houses but maintained communications with relatives, and led them safely out.

Weeks later, Sharief again led a team of religious leaders who negotiated for the release of Marawi Catholic prelate Teresito ‘Chit’ Soganub in exchange for captured fighters. The priest was released on Eidl Fitr on June 25, 2017.

Sharief’s efforts were at first criticized by President Rodrigo Duterte who accused him of negotiating with the militants. But he was handed an award by the government in 2018 for his role in those rescue missions.

On Tuesday, May 25, Sharief died of liver cirrhosis in Amai Pakpak Hospital, a condition that colleagues said he has been carrying for years. He was 49.

Sharief was buried in the area of Heaven at the Mindanao State University that overlooks Marawi City.

Local leaders and colleagues paid tribute to the leader they called “Bin Laden” for keeping his beard long. Drieza Lininding, head of the Moro Consensus Group who has marched together with Sharief in many rallies, said he has “lost a brother and a leader”.

Dickson Hermoso, retired Army Colonel, former head of the Joint Coordinating Committee on the Cessation of Hostilities (CCCH) and former Assistant Secretary of the Office of the Presidential Adviser on the Peace Process called Sharief his friend and thanked him for his courage during the Marawi Siege.

Human rights lawyer Beverly Musni remembered Sharief in the 2009 campaign against the US-RP Balikatan Exercises staged in Marawi, where his speeches during forums and rallies roused Meranaws as he called them to barricade military vehicles.

Sharief has always called for peace talks to address the roots of the conflict of the Bangsamoro people.

This was a value that was imbibed in him through his mother, Dr Norma Mangondato Sharief, a former Commissioner of the Commission on Higher Education of the then Autonomous Region for Muslim Mindanao. His mother headed the Philippine Muslim Teachers College in Marawi which he later assumed as president of the school in 2016.

In the aftermath of the Siege, as Meranaws campaign to return to their city, Sharief believes that pushing for peace and the implementation of the Bangsamoro autonomy could address the frustrations of many Moro people that would prevent the radicalization of the youth.

EastMinCom cited as best Unified Command

ARMED Forces of the Philippines Chief of Staff Cirilito Sobejana commended the Eastern Mindanao Command (EastMinCom) for sustaining its standing as the best Unified Command in terms of accomplishments in both combat and non-military operations.

This pronouncement was made by Gen. Sobejana during his “Talk to Troops” on May 24 at the Naval Station Felix Apolinario Covered Court in Camp Panacan, Davao City.

Gen. Sobejana said that EastMinCom’s relationships with the communities and the local government units are very commendable and should be sustained.


“Our AFP is not just for war. We are doing operations other than war. Our people should understand this,” Sobejana said, adding that the AFP’s role in society is “very relevant.”

Sobejana stressed that the military’s role is not confined to the world of warfare, noting that the military dimension in solving the decades-old armed conflict is only about 20%. The Chief of Staff highlighted the importance of the whole-of-nation approach in ending the local communist armed conflict since he said that 80% of the solution requires the involvement of everybody.

Sobejana explained that there were problems relating to the insurgency that was beyond the AFP’s reach. Hence, the help of civilians is crucial to the attainment of long-lasting peace in the country.

“By way of addressing the economic dimension of war, we are putting an end to the armed conflict without firing a single shot. I just want to impress upon you that our arms and ammunition are not the ultimate solutions to our security problem. We at the AFP should understand that,” he said.

The EastMinCom is working with other government agencies, local government units and civil society organizations in uplifting Filipino lives by establishing programs that are conducive to nation-building.

Among the most recent non-military activities of the Command are the establishment of “Tulong Bayanihan para sa Sambayanan” program which ensures the peaceful and orderly distribution of donated goods to the people who need it most. It has already benefited around 1,300 families in Eastern Mindanao who have been badly hit by the COVID-19 pandemic. EastMinCom also continually mobilizes its troops to serve as frontliners in the fight against COVID-19 as we ensure a peaceful atmosphere of Eastern Mindanao.

The Bangsamoro government will not negotiate with the Bangsamoro Islamic Freedom Fighters (BIFF), which the military and the Moro Islamic Liberation Front (MILF) have agreed to neutralize to protect the gains of the peace process, an official said.

Naguib Sinarimbo, Minister of the Interior and Local Government (MILG) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), said
“the BIFF, Dawlah Islamiyah and other Islamic State-inspired groups have declared that they will not go for a negotiation or dialogue.”

“We do not proceed from negotiations where the other parties have clearly rejected negotiations as an option,” he said during Monday’s 1st Bangsamoro Peace and Security Summit in Cotabato City.

Sinarimbo, also the BARMM spokesperson, urged the Islamic State-inspired militants to return to the fold of law or face the full might of the military in partnership with the MILF.

He said they are eyeing the creation of a “Joint Operation Center” composed of the military, the police, the Malaysian-led International Monitoring Team and the MILF to neutralize the BIFF and other Islamic State-aligned groups in the region.

So far, he said that at least 157 BIFF members have been enrolled in the ongoing “Project Tugon,” the BARMM government’s intervention for those who returned to the fold of the law.


For this year, BARMM allocated livelihood assistance to 250 Islamic militants who will return to the fold of the law, particularly for Lanao del Sur and Sulu, where the remnants of the Maute Group and the notorious Abu Sayyaf operate, respectively.

Sinarimbo told MindaNews in a text message that at least 600 BIFF members have indicated their willingness to rejoin the MILF and undertake the decommissioning process since last year.

“We have taken this up with SND (Secretary of National Defense) and we are just awaiting the resolution of the warrants of arrests issued against some of them,” he added.

According to the Bangsamoro Information Office, Defense Secretary Delfin Lorenzana and Major General Juvymax Uy, 6th Infantry Division (ID) commander, urged a speedy military operation against the BIFF in partnership with the MILF during a meeting with Sinarimbo.

The MILF and the Philippine government forged in 2014 the Comprehensive Agreement on the Bangsamoro (CAB), their final peace agreement after 17 years of negotiations, which paved the way for the creation of the Bangsamoro region.

The CAB provides for a comprehensive approach in strengthening peace and order, as well as addressing emerging security concerns in the Bangsamoro region, including the disbandment of private armed groups.

President Rodrigo Duterte, during a visit on May 11 at the 6th ID headquarters in Datu Odin Sinsuat, Maguindanao, appealed to the Bangsamoro government to help contain the BIFF, and warned of an all-out military offensive against the Islamic militants if they continue their terroristic activities.

Duterte issued the warning three days after the BIFF briefly occupied the public market of Datu Paglas in Maguindanao, leading to the evacuation of civilians and the closure of the highway for the security of travelers.

The military gained control of the situation in Datu Paglas, a banana-producing town, a few hours later.

At least four BIFF fighters were killed during a clash with the military some three kilometers away from the public market, while the militants were retreating.

If the problem with BIFF will remain unsolved, the President will possibly launch an all-out military offensive as part of his power, Sinarimbo said.

“What we are doing now is to use the power of the regional government and the mechanisms agreed within the peace agreement to enhance our partnership and solve the problem,” he added. (Bong S. Sarmiento / MindaNews)

ILIGAN CITY, May 26 (PIA)-- Lanao del Norte Governor Imelda "Angging" Quibranza-Dimaporo highlighted the accomplishments of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) in strengthening the government’s efforts to combat communist insurgency and other armed conflicts.

Speaking at the Provincial/HUC Levelling Session on EO 70, Dimaporo emphasized the crucial role of local government units (LGUs) and local task forces in the quest for inclusive and sustainable peace and development.

“As a local government unit, we strive to contribute to the intents of EO 70. Being at the frontline, the LGUs indeed play a vital role in the whole-of-nation approach of President Duterte to achieve inclusive and sustainable peace," Dimaporo said.

She cited that the province and its 22 municipalities passed Sangguniang Panlalawigan and Sangguniang Bayan resolutions declaring communist terrorist group (CTG) persona non grata.

Functional ELCAC committees for the municipalities of Kapatagan and Lala were also established. In addition, LGUs Kolambugan and Tangcal forged a memorandum of agreement for inter-local cooperation for peace and development.

Dimaporo said the provincial government transferred funds to LGU Tangcal for the construction of a 2-storey, 4-classroom building in Brgy. Berwar where the PTF-ELCAC was launched. DILG Lanao del Norte also turned over the construction of a potable water system at the said barangay to the LGU.

Moreover, the provincial government provided augmentation funds to LGU Kapatagan for the conduct of retooled community support program and ELCAC-related activities. It also provided a scholarship program, livelihood assistance, and cash-for-work to qualified residents of Brgy. San Isidro.

LGU Kapatagan, on the other hand, facilitated the return of former rebels (FRs) to the fold of the law. As such, the LGU was identified by the provincial government as a priority recipient of a housing project for FRs.

"Three FRs received final assistance from LGU Kapatagan amounting P15,000 each. These FRs are now employed as job order workers in the municipal government and were endorsed to DSWD-10 as priority recipient for 4Ps and other social protection programs," Dimaporo said.

The Governor also shared that the three FRs received P346,000 as firearms remuneration and P260,000 immediate and livelihood assistance. Furthermore, DTI has allotted livelihood kits for the FRs as well as slots for the conduct of entrepreneurship seminars.

Meanwhile, the PTF-ELCAC passed a resolution requesting the DILG through the National Barangay Operations Office to facilitate the allotment from DBM for the construction of a halfway house in the province to serve as a temporary shelter for FRs as they prepare to return to the mainstream society. ILOILO CITY, May 26 (PIA) – The surrender of members of the New People’s Army (NPA) Militia ng Bayan is a proof that the government’s anti-insurgency campaign is gaining ground.

Major General Eric C. Vinoya, the Commander of the 3rd Infantry (Spearhead) Division, attributed the recent surrender of 70 NPA Militia ng Bayan members in Iloilo to the anti-insurgency drive of the government.


“The massive surrender of the NPA Militias indicates two favorable results to our campaign-- winning anti-insurgency drive and dwindling NPA armed movement,” Vinoya said in a press release from the 3ID’s Public Affairs Office.

He added that the surrender of these militias only shows that the communist-terrorist organization is losing ground.

“They are losing not only the support of the people but also the trust and confidence of their members. These significant effects suggest that the government’s effort to end the local communist armed conflict is working and prospering,” Vinoya stressed.

Of the 70 surrenderers, 16 were from the municipality of Miagao, 27 from the Tubungan town, six from the Leon town, and 21 from the municipality of San Joaquin, all of Iloilo province.

They formalized their surrender through a simple ceremony in Camp Monteclaro in Barangay Igtuba, Miagao, Iloilo on May 24, 2021.

 

In addition, they turned over 70 firearms, this, after realizing the false ideologies and inhuman activities of the communist terrorist group.

The surrenderers took their oath of allegiance as they return to the folds of the law and signed in the wall of commitment to reject the atrocities of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in their communities.

Likewise, they burned the CPP-NPA flag as living proof of their sincerity to turn their back on the false ideologies of the organization in their communities. Doves were also released, which symbolizes peace as the surrenderers start the new chapter of their lives.

Each of them also received cash gift amounting to P5,000 and food packs from the Department of Social Welfare and Development.

Present during the activity ceremony were 3rd Infantry Division Assistant Commander Brig. General Noel Baluyan, 301st Infantry Brigade Commander Brig. Gen. Marion Sison, 61IB Commanding Officer Col. Joel Benedict Batara, Western Visayas Regional Task Force to End Local Communist Armed Conflict Spokesperson and RTF Legal Cooperation Cluster head Prosecutor Flosemer Chris Gonzales, Miagao mayor Mac Napulan, Leon Sangguniang Bayan member Josephine Marquez.



Also in attendance during the event were San Joaquin Municipal Administrator Leo Satana, Tubugan Public Employment Services Officer Emelyn Tano representing Mayor Roquito Tacsagon, Iloilo Police Provincial Office Deputy Provincial Director for Administration Police Lt. Col. Romar Peregil, and Department of Social Welfare and Development 6 team led by Belinda Ho.

“We are happy that finally, you made the right decision-- to surrender and return to the folds of the law after years of joining the senseless and bloody armed struggle. Rest assured that your government, especially your Army in Panay, is more than willing to help you as you begin another chapter of your life with your family,” Vinoya added. ILOILO CITY, May 26 (PIA) -- Tired and hungry for always being on the run, a 60-year old member of the Communist Party of the Philippines-New People’s Army (CPP-NPA) surrendered to the forces of the Philippine National Police and Philippine Army at Sitio Canapay, Brgy. Caridad, Culasi, Antique about 5:30 p.m. of May 21, 2021.

Identified as alias Lito, who is a former member of Northern Front-Komiteng Rehiyon Panay, the 60-year old surrenderer is married and a resident of Sebaste, Antique, said Police Regional Office 6 Public Information Officer Lt. Col. Joem Malong in a press release.

She said that Lito was listed in the 1990 Order of Battle (OB) of AFP operating in Antique area.


Lito revealed that he is one of those who were responsible in incidents initiated by the CPP-NPA in Antique like the harassment of the CAFGU detachment at Brgy. Bitadton, Culasi, Antique in 1986; commandeered a 10-wheeler truck loaded with prime commodities at Brgy. Naba, Culasi, Antique; and joined in an armed encounter against the 47th Infantry Division of the Philippine Army sometime in 1996 at Bitadton, Culasi, Antique.

Lito voluntarily surrendered to the personnel of Culasi Municipal Police Station, Provincial Intelligence Unit of Antique, Regional Intelligence Unit 6 operatives and Regional Intelligence Division operatives, ISOD IG, RSOG NCRPO, Mandaluyong City Police Station, 2nd APMFC, Maritime Police and Intel Operative (COLT1) of 61st Infantry Battalion-Philippine Army, which jointly facilitated his surrender.

Lito also surrendered one homemade .38 revolver with four live ammunitions and 10 live ammunitions of .60 caliber machine gun.

The surrender of alias Lito is a result of the community-based programs and activities relative to the implementation of EO 70 or the whole-of-nation approach to end local communist armed conflict and through the Community Support Program in the area.

Alias Lito will be endorsed to receive assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) to help him in his return to the society.

Surrendered CTG is presently under the custody of Culasi Municipal Police Station for custodial debriefing prior to his turn over to Antique Police Provincial Office, Malong said. (PIA6/RPIO-PRO6)

ILOILO CITY, May 27 (PIA) – A fighter of the CPP-NPA Terrorist died in an encounter with the troops of 94th Infantry Battalion at the vicinity of Sitio Bugo, Barangay Buenavista, Himamaylan City, Negros Occidental on May 26, 2021.

The encounter happened at about 3:30 p.m. while the troops were conducting combat operations in response to the reports of the civilian populace on the presence of more or less seven armed NPAs in the area, a press release from the 3rd Infantry Division’s Public Affairs Office said.

The firefight ensued for about 10 minutes. The enemies immediately withdrew towards Cabadiangan creek. No casualty on the government side was recorded, the report said.

Aside from the dead body of a communist-terrorist, the troops also seized from the encounter site one M1 Carbine Rifle, two Caliber .357 pistols, and personal belongings.

Major General Eric Vinoya, the Commander of the 3rd Infantry (Spearhead) Division, attributed the another successful military operation to the strong will of the peace-loving people, local government units, and local officials in protecting their community from the communist terrorists.

"The LGUs, with the support of the local populace, are now taking the lead in safeguarding their communities from the barbarities of these NPAs. They are very cooperative with our soldiers, for they are longing for peaceful Negros. As such their Army will be relentless in pursuing these terrorists until the genuine peace is achieved and the development is progressing for the good of each and every Negrense," Vinoya said.

For his part, Lt. General Roberto Ancan, Commander of the Armed Forces of the Philippines Central Command, congratulated the 94th Infantry Battalion for the successful operation that prevented the communist-terrorist from harming the civilians.

He also thanked the local populace, LGUs, and stakeholders for the overwhelming support to the soldiers that led to the said victory.

"I would like to congratulate the Joint Task Force Spear through its 94IB for a job well done. Your bravery and hard work inspire the Negrenses to unite and stand against the cruelty of the communist terrorists,” Ancan said.

The Philippine Navy (PN)'s two AugustaWestland (now Leonardo Helicopters UK) AW-159 "Wildcat " anti-submarine helicopters are now flying and mission capable.

PN chief Vice Admiral Giovanni Carlo Bacordo made this remark on Wednesday, when asked for updates on the two helicopters acquired by the Navy to complement the anti-submarine warfare capabilities of the two newly-delivered Jose Rizal-class missile frigates.

"Our AW-159s are flying and mission capable,"
he said in a message to the Philippine News Agency.


However, in the aspect of deploying and pairing these helicopters to the BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151), Bacordo said the pilots and other aircrews have yet to finish their mission essential and operation conversion training that is being supplied by Leonardo Helicopters UK.

"As of the moment, we are still awaiting the return of the instructors from Leonardo (Helicopters, in) the UK to be able to finish the training as part of the contract in the purchase of the AW-159s," he added.

Bacordo did not give an exact timeline on when the UK-based instructors will be returning to the Philippines.

British instructors have yet to train PN AW-159 pilots for helicopter operations, which include deck-landing operations and eventual integration of the aircraft to the frigates.

The helicopters arrived in May 2019 and were commissioned in June that year.

"Also included in their training is the dipping of (the AW-159s) flash sonar and other sensors (in conjunction with the) FF-150," Bacordo earlier said.

The dipping of flash sonar signifies that the helicopter is attempting to detect a submerged or submarine contact.

The contract for the helicopters' munition, mission essential equipment, and integrated logistic support is worth PHP5.4 billion.

The helicopters can be armed with rockets, machine guns, missiles, torpedoes, and depth charges and fitted with modern sonar systems for tracking down submarines.

President Rodrigo Duterte has signed into law a bill seeking to divide Maguindanao, part of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), into two provinces.

Presidential Spokesperson Harry Roque made this announcement in a Palace press briefing on Thursday as the Palace later released a copy of the new law.

Republic Act No. (RA) 11550, signed by Duterte on Thursday, divides the province of Maguindanao into two distinct and independent provinces known as Maguindanao del Norte and Maguindanao del Sur.


Maguindanao del Norte will be composed of the municipalities of Barira, Buldon, Datu Blah Sinsuat, Datu Odin Sinsuat, Kabuntalan, Matanog, Northern Kabuntalan, Parang, North Upi, Sultan Kudarat, Sultan Mastura, and Talitay. Its seat of government will be Datu Odin Sinsuat.

Maguindanao del Sur will be composed of Ampatuan, Buluan, Datu Abdulla Sangki, Datu Anggal Midtimbang, Datu Hoffer Ampatuan, Datu Montawal, Datu Paglas, Datu Piang, Datu Salibo, Datu Saudi Ampatuan, Datu Unsay, Gen. Salipada K. Pendatun, Guindulungan, Mamasapano, Mangudadatu, Pagalungan, Paglat, Pandag, Rajah Buayan, Sharif Aguak, Sharif Saydona Mustafa, Sultan sa Barongis, Talayan, and South Upi. Its seat of government will be Buluan.

The capital towns and seats of government of the provinces of Maguindanao del Norte and Maguindanao del Sur shall be the municipalities of Datu Odin Sinsuat and Buluan, respectively.

Both provinces will have corporate powers and general powers that include having a common seal and having the power to create its sources of revenue and to levy taxes, fees, and charges among others.

Maguindanao has a population of 1,173,933, according to the 2015 census.

Duterte listens

Meanwhile, Roque assured that Duterte listens to all concerns on the proposal to extend the transition period in the BARMM until 2025.

He made this assurance even as the President himself has expressed support of the initiative for the transition.

Roque said Duterte is aware that there are also some who oppose the Bangsamoro Transition Authority's (BTA) request to extend the transition period.

“Well, of course the President listens to everyone,” Roque said.

However, he noted that it will be up to Congress to act on measures seeking to extend the transition period in the BARMM.

Roque encouraged those who supported or opposed to the extension of the transition period to relay their concerns to both the Senate and House of Representatives.

“The President’s position is that he leaves it to Congress because it is not something that the executive can decide on. So he has been approached by both pro and anti and his consistent advice is: coordinate and talk to the senators and the congressmen,” he added.

The BARMM, an expanded autonomous region created upon the ratification of the Bangsamoro Organic Law (BOL) in January 2019, is the outcome of the decades-long peace negotiation between the government and the Moro Islamic Liberation Front (MILF).

Currently, the BARMM is under transition.

During the transition period, the interim Bangsamoro government will identify the new structural framework of the BARMM, taking into consideration the existing structure, budget, and other relevant features of the now-defunct Autonomous Region in Muslim Mindanao (ARMM).

MANILA – Department of National Defense (DND) Secretary Delfin Lorenzana on Wednesday led the inauguration of a desalination plant system in the country's northernmost military outpost, Mavulis Island in Batanes.

"The desalination plant, which is capable of producing 1,500 gallons of potable water daily, was completed through the partnership of the Armed Forces of the Philippines' Northern Luzon Command (Nolcom) and the AFP Savings and Loan Association Incorporated (AFPSLAI), with the organization donating PHP3,089,600 for the facility's construction," DND spokesperson Arsenio Andolong said in a statement on Thursday.

Also present during the inauguration were AFP chief Gen. Cirilito Sobejana, Nolcom commander Lt. Gen. Arnulfo Marcelo Burgos Jr., Batanes Governor Marilou Cayco, and other senior officials of the DND and AFP.

With the construction of the desalination plant, troops would no longer have to travel for eight hours to Itbayat Island just to get supply of potable water.

The project was initiated in July 2020 and is part of the government’s efforts to improve the facilities and living conditions in the country's different military outposts.

"In 2018, the DND began the electrification project in Mavulis by installing a 1.2 kilowatt solar photovoltaic system in partnership with the One Meralco Foundation," Andolong added.

Mavulis Island, where Nolcom personnel are permanently stationed, also serves as a shelter for Filipino fishermen, especially during rough weather conditions.

Malacañang on Thursday expressed confidence that justice will catch up with Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) no matter how long it takes.

Presidential Spokesperson Harry Roque made this statement after the Commission on Human Rights (CHR) vowed to investigate the 1,506 atrocities and International Humanitarian Law (IHL) violations committed by the CPP-NPA-NDF from 2010 to 2020.

“Ang liability po nila ay dahil sa paglabag sa International Humanitarian Law (Their liability lies on their International Humanitarian Law violations),” Roque said in a Palace press briefing.

Citing how the Nazi war criminals are still being prosecuted for the crimes they committed throughout World War II, he said the same would happen to the CPP-NPA-NDF.

“I’m sure po na gaya ng mga Nazis na maraming nagtago, yung iba uugod-ugod na e nahuli pa rin sila and 50 years later pinanagot pa rin sila. Kampante po ako na hindi po makakawala sa kanilang mga krimen ang mga CPP-NPA (I’m sure that just like the Nazis where many of them hid, even the elderly ones were arrested and 50 years later they were held accountable. I am confident that the CPP-NPA will not be able to escape their crimes). Justice will catch up with them,” he added.

President Rodrigo Duterte has repeatedly criticized communist rebels for committing offenses like arson, rape and killing soldiers and barangay officials, and for conspiring to overthrow the government.

Instead of waging war, Duterte urged communist rebels to “choose a better fight in life,” assuring that the government will provide them with livelihood assistance if they lay down their arms.

On May 20, Brig. Gen. Jose Alejandro S. Nacnac, Director of the Armed Forces of the Philippines Center for the Law on Armed Conflict (AFPCLOAC) submitted to CHR Commissioner Karen Dumpit a list of hundreds of willful killings perpetrated by the CPP-NPA-NDF for the last 10 years.

The report lists 532 incidents of destruction of civilian-owned properties, the killing of 77 soldiers and 296 civilians, and the recruitment of 464 child warriors.

Undersecretary Severo Catura, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson on human rights, peace process, and international engagements, said the CPP-NPA-NDF may be compelled to indemnify victims of their human rights abuses and atrocities in billions of dollars.

Catura, Executive Director of the Presidential Human Rights Committee Secretariat (PHRCS), said under existing local and international laws, particularly the IHL, parties that are found guilty of such abuses and atrocities committed in a situation of internal armed conflict may be compelled by the courts to indemnify their victims.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Indigenous People (IP) communities have been a haven for the Communist Terrorist Groups (CTGs) to recruit new members of the armed revolution, a former cadre of the Communist Party of the Philippines-New People's Army (CPP-NPA) revealed on Thursday.

Noel Legaspi, alias "Ka Efren", said the CTGs are primarily targeting the recruitment of IPs, as they are the most vulnerable sector for deceptions, radicalization, and exploitation.

These IPs communities, he added, are the most isolated, discriminated, and neglected areas in the country that can be easily infiltrated by the CTGs.

The CTGs are also targeting the very low literacy level of the IPs, he said, to impart the wrong ideologies.

Legaspi noted that the IP communities are geographically and topographically conducive for CTG's guerilla warfare, wherein most rebel lairs are located within the areas.

The CTGs also use the IPs' situations on land grabbing to agitate them to overthrow the government.


"These areas are the CTG's target to transform the backward villages into cultural bastions of the Philippine revolution, wherein the cultural cadres and cultural battalion arise in the countryside," Legaspi said during a virtual press conference.

He said one of the CTGs' strategies to speed up the recruitment and agitation process among targets—is to build IP schools.

The CTGs are using their own schools and education program to endorse the CPP-NPA's revolutionary courses.

Citing the recent study conducted by the 10th Infantry Division (ID) of the Philippine Army, Legaspi said about 83 percent of over 1,600 former rebels who surrendered to the government, are belonging to the IP tribes while 85 percent of them, only acquired grade school education level, and about 29 percent do not have formal education at all.

"This is a sounding proof of IP's vulnerability to exploitation, deception, radicalization, agitation, and recruitment," he said.

As a former NPA member, Legaspi bared the several implications of the CTGs' education program on the IP communities.

"It destroys the culture and tradition of the IPs. They are alienated from themselves. The radicalization of the IPs is tantamount to their extinction," he said.

He noted that the CTGs' education program promotes the destruction of genuine peace, particularly in far-flung communities.

Intervention measures

To save the IPs from CTGs' recruitment and exploitation, Legaspi said the government has been pushing various intervention measures to make them feel that the IP communities are not left behind.

Legaspi cited the efforts of the anti-insurgency task force to end local communist armed conflict, particularly saving the IP youths from joining the armed movement.

He added that the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has been rescuing IP minors in the far-flung communities before they could move to the mountains and become part of the CPP-NPA's armed revolution.

The rescued minors have undergone a 'deradicalization process'— the government's counter-interventions against the revolutionary courses that were instilled to the recruited ones, he said.

Meanwhile, National Commission on Indigenous Peoples (NCIP) Chairperson Allen Capuyan said they have been talking to various IP organizations, especially the groups of IP minors in the areas of Mindanao, to expose the 'modus operandi' of the CTGs in recruiting more members.

The NCIP, he added, has been roaming on the grounds to educate more IPs about the harmful effects of the CTGs' revolutionary movements.

"There is an inter-agency collaboration among national agencies, security sectors, and local governments to end the armed conflict," Capuyan said.

He said they are focusing on the youth sector since minors are the primary targets of the CTGs for recruitment.

Signed into law by President Rodrigo Duterte in December 2018, Executive Order 70 created the NTF-ELCAC that institutionalizes a whole-of-nation approach in obtaining exclusive and sustainable peace, giving the government an effective solution against communist terrorists.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A slain New People’s Army (NPA) rebel was left behind by comrades while a high-powered gun and explosives were seized after an encounter with government soldiers in Camarines Sur province on May 26.

In a statement on Thursday, Capt. John Paul Belleza, 9th Infantry Division (9ID) spokesperson, said the armed clash happened in Sitio Castilla, Barangay Napolidan, Lupi town.

Citing a report, he said the 9th Infantry Battalion (9IB) received information from local residents about the presence of CTG members in the area which the troops immediately verified.

"At least 15 CNTs were encountered by the troops who, after a fierce gunfight, scurried towards different directions. An M16 rifle and four anti-personnel mines were also captured from the encounter site," Belleza said.


Lt. Col. Emerson Sumilang, 9IB commander, said the explosives recovered from the rebels only validate the terrorist group's heinous crimes and methods of terrorizing peaceful communities.

The soldiers, he added, were ordered to continue scouring the area to "thwart any other terrorist acts the CTG is planning to carry out".

Col. Jaime Abawag Jr., commander of 902nd Infantry Brigade, called on the rebels to consider their families and immediately return to the fold of the law.

"Alam naming natatakot din kayong mamatay. (We know that you are afraid to die). There is a way for you to live a longer life and that is to go back to your families. We are here; we will assist you. 'Wag n'yo nang sayangin ang buhay n'yo sa kabundukan (Don't waste your life in the mountains)," Abawag said.

Maj. Gen. Henry Robinson Jr., commander of the Joint Task Force (JTF) Bicolandia, said the communist insurgency has long been a cause not just of terrorism but also the loss of precious lives.

“Sa mga miyembro ng CTG, tingnan ninyo ang ginagawa sa inyo ng mga kabaro ninyo. Nagbubuwis kayo ng buhay sa isang teroristang grupong hindi man lang kayo nililingon kapag nasusugatan kayo o kaya naman ay binabawian ng buhay. Ni hindi nga nila kayo maiuwi sa inyong pamilya. Tapos ang mga sundalo at pulis ang tinatawag ninyong kaaway? Sana sa pagkamatay ng isa na naman ninyong kasamahan ay mapukaw na ang inyong mga isip at piliin ninyong abandonahin na ang kilusan (To the members of the CTG, look what your comrades have done to you. You are sacrificing your life in a terrorist group that never looks after you when you are injured or killed. They can't even bring your body home to your family. Then you call the army and the police force your enemy? We hope that after this incident, you choose to abandon them). The government is here to help you start anew," Robinson said.

This year, CTG's useless cause has claimed the lives of at least five rebels in Camarines Sur.

JTF Bicolandia considers this as proof that the CTG is losing in its fight against the government, especially now that the Bicolanos are publicly denouncing the group's violence and illegal acts.

Even before the first half of 2021 ends, 111 CTG members and supporters from different provinces of Bicol already surrendered to the government, bringing along various firearms.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Some 26 groups in Northern Samar on Thursday took their formal pledge to help the government in the fight against the Communist Party of the Philippines - New People's Army (CPP-NPA).

Group members joined the oath-taking ceremony at the provincial capitol grounds in Catarman, Northern Samar declaring their support to the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC).

Northern Samar Governor Edwin Ongchuan welcomed the support of various groups since there is still a lot of help needed from the different sectors to end the decades-old armed struggle.

“We hope that you would help us be part of the preparations and, later on, spread the news of our programs, projects, and activities to more people of Northern Samar,” Ongchuan said during his inspirational message.

“Only when we are able to work together and help the people become part of our efforts will we achieve a just and lasting peace in our beloved province of Northern Samar," he added.

Among the advocacy support groups present were: Kabataan Kontra Droga at Terorismo, provincial and Catarman chapters; Kaligkasan and Ka-upod Youth Alliance; Sinag ng Hilaga and Youth for Agricultural Revolution and Innovation; Youth for Peace; University of Eastern Philippines Council; Eco-Youth Movement; and Northern Samar police provincial office press corps.

Force multiplier groups that expressed their support were the Association of Chief Tanods; Kabalikat; Acess 5; and Barangay Peace-keeping Action Teams.

Other support groups who took their oath of support and signed their commitment to the ELCAC program are the Association of Information Technology Students of the Northern Samar Colleges; Baybay Fishermen Association; tricycle drivers group; Baybay Solo Parents Association, persons with disabilities federation; LGBT organization; Catarman pedicab drivers; Road and Mountain Bike Club of Pambujan; Cycloholic Cyclists Club; RHYES Cycling Group; Sniper Club 150 Team Northern Samar; and the Earth Savers Media Riders Individual Organization.

The formation of the local task force ELCAC operationalizes Executive Order No. 70 issued by President Rodrigo Duterte on Dec. 4, 2018. The directive also institutionalizes a “whole-of-nation approach” in ending the NPA’s 50-year armed rebellion.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Of the three provinces in Samar Island, Northern Samar is considered as the hotbed of the communist terrorist group due to its thick forest and poor road networks.

High incidence of poverty makes people in upland communities vulnerable to the NPA's persuasion.

A former New People’s Army (NPA) rebel found "hope and belongingness" after returning to the fold of the law.

“I am now ready to die because I have proven that (the government) is truly for the masses and not the ideologies the NPA injected on us,” Melanio Centino, Sr. said in vernacular in a press conference attended by former rebels Wednesday here.

Known as "Tatay Dodz" in the communist rebel movement, Centino served as an organizer for an NPA propaganda unit for over two decades before finally surrendering early last month.


Centino, however, said he would have surrendered way back in 2007 if it was all up to him, eight years after he was recruited into the NPA.

“They went to Digos and recruited us. In October 1999, I joined them and believed in their promises that they will provide land for our families. They said they will also provide the people with free hospitalization,” Centino, a resident of Digos City in Davao del Sur, recounted.

He soon found out that the promises were "false" and that he fell into the NPA's "deception, and lies".

In 2007, he said he tried to stay away from the communist rebel movement but his colleagues had threatened him, saying the military would sue him and that "I will just spend my life in jail. So I did not pursue it."

In 2015, Centino said he tried again to flee but his colleagues got wind of his plan and threatened him.

“In 2018 I was assigned to organize the masses and I really felt tired and fed up with my routine. I asked again for the freedom that I wanted but they do not want to let me go,” he said.

April 10 this year, he said an anonymous person talked to his family and urged them to persuade him to return to surrender. The man left a note with his number on it.

“I called his number. He promised me that if I’ll surrender, nobody would hurt me. Although I was doubtful of my fate with the military, it was indeed true that they did not harm me. On May 7, was already with the military and they treated me right. Regardless of what I did (as an NPA combatant), they did not scold me or even shouted at me,” he added.

Centino also apologized to the people he recruited to be part of the NPA's Underground Mass Organization (UGMO).

“To all of you, I’m so sorry. And to my comrade Enoy, you are already 66-years-old, I beg you to return to the government. We longed for victory and being in the government is indeed the real victory,” he said, referring to an old colleague at the NPA.

Decimated

Maj. Gen. Ernesto Torres Jr., commander of the 10th Infantry Division (10ID), said Centino's old unit--the NPA's Pulang Bagani Command-Southern Mindanao Regional Committee (PBC-SMRC) operating in Regions 11 and 12--has been dismantled by the government troops.

Late last week, Torres said the Army's 39 Infantry Battalion (39IB) apprehended four high-value members of PBC-SMRC in Barangay Biangan.

They were identified as Patbon Besas Jr., the secretary of PBC; Rose Ann Saylon, Ronelyn Lucin, the head of their medical staff; Rolando Panday, the PBC squad leader.

Over the weekend, government troops also captured during an armed encounter Merlita Cayog, the platoon medic of PBC-SMRC, as well as NPA fighters Alejandro Ferolino and Vicente Padilla.

Two more PBC-SMRC combatants surrendered in the same week, the military said.

“This is a manifestation of support to the National and Provincial Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and a manifestation of good governance,” Torres said.

He said the captured combatants, as well as the surrenderers, would be enrolled with the government's Enhanced Comprehensive Local Integration Program (ECLIP).

“But they will also be assessed if they have committed crimes which they should be facing the court. If they will not go to jail, they will undergo a rehabilitation program,” Torres added.

A Communist Party of the Philippines-New People’s Army (CPP-NPA) rebel died during an encounter with troops of the Philippine Army’s 94th Infantry Battalion (IB) in Barangay Buenavista, Himamaylan City, Negros Occidental on Wednesday afternoon.

On Thursday, the 3rd Infantry Division (ID) released a photo of the fatality initially
identified as “Kurikoy” or “Jun-jun”.

Army reports said at around 3:30 p.m., the soldiers engaged at least seven communist-terrorists in a 10-minute firefight in Sitio Bugo after residents reported the presence of NPA rebels.

“Some residents of Barangay Buenavista have complained of being harassed and accused as military informants by the CPP-NPA terrorists,” said Lt. Col. Angelo Guzman, commander of 94IB, in a statement.

After the gun battle, which led the rebels to withdraw toward the Cabadiangan creek, troops recovered personal belongings, an M1 carbine rifle, and two .357 caliber pistols - the three loaded with ammunition.


In a statement, Lt. Gen. Roberto Ancan, commander of the Armed Forces Central Command, lauded the 94IB troops for the successful operation and thanked the local populace, the local government, and other stakeholders for their support.

“I would like to congratulate the Joint Task Force Spear through the 94IB for a job well done. Your bravery and hard work inspire the Negrenses to unite and stand against the cruelty of the communist-terrorists,” he said.

Maj. Gen. Eric Vinoya, commander of the 3ID, acknowledged the support of the local residents as well as the local government units and its officials in taking the lead toward safeguarding their communities from the NPA atrocities.

“They are very cooperative with our soldiers for they long for a peaceful Negros. Their Army will be relentless in pursuing these terrorists until genuine peace and development is achieved for every Negrense,” he added.

Col. Leonardo Peña, commander of the 302nd Infantry Brigade, also commended the 94IB troops for the successful operation made possible through the support of the locals, who provided them timely information.

“Government security forces continue their vigilance and tenacity to crush terrorist activities at the grassroots, which is vital in bringing peace to the communities,” he said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A multi-billion road project by the Department of Public Works and Highways in Caraga Region (DPWH-13) that traverses the areas affected by New People’s Army (NPA) presence has gained support from residents, who help protect the equipment and workers of contractors.

Concepcion R. Calo, DPWH-13 spokesperson, told the Philippine News Agency Thursday that the PHP3.650-billion East-West Lateral Road Project in the region remains unhampered because of overwhelming community support.

“This is among the big infrastructure projects here in Caraga Region that will connect the provinces of Surigao del Sur and Agusan del Sur that was started in 2015,” Calo said.

The project will connect provinces and towns in the region to the province of Bukidnon in Region 10.

Calo said as of this month, the project is already 72.9 percent completed.

“The residents, especially the Indigenous Peoples (IPs) in communities where this road traverses, have coordinated with the Philippine Army and helped safeguard the workers and the equipment of our contractors,” Calo said.

Most of the barangays that will benefit from the project are those considered conflict-affected due to the presence of the NPA insurgents and classified as geographically isolated and disadvantaged areas in the towns of San Miguel in Surigao del Sur and in Bayugan City in Agusan del Sur.

“The project will build peace and prosperity to one of Caraga Region’s red zones,” DPWH-13 Director Pol M. Delos Santos said in a statement Thursday.

Delos Santos said the project will also open agricultural tourism especially in the vast fertile mountains of Surigao del Sur and Agusan del Sur, adding that residents in said areas, especially the farmers, will save travel time and costs of transportation on their farm products and produce.

Of the total project cost, around PHP2.874 billion have already been released since 2015 that represented the total accomplishment of the project as of this month.

The accomplishments include the 31.9-kilometer (km.) road opening and the 18.5-km. road upgrading and concreting works.

Ongoing works being implemented this year as part of the funds released last year that include the 4.60 km. road opening and the 3.58 km. road upgrading and concreting, the agency said.

A permanent bridge with a span of 35.80 linear meters was already completed as part of the project, DPWH-13 added.

For this year, additional funding of PHP239 million was already released for the continuation construction works that will include the 1.00-km. road opening and the 4.55-km. road upgrading and concreting.

“There are also portions of the road network that were affected by the recent typhoons that hit our region. There are repair works being done due to erosions and flooding,” Calo said.

She said the construction works set for next year will include the 5.736-km road opening, the 14.05-km road upgrading and concreting, and the construction of a 175 linear meter permanent bridge.

BALER, Aurora – Some 5,000 tilapia fingerlings were distributed on Wednesday for free to fish farmers and people’s organizations (POs) in San Luis town, this province.

Spearheaded by the Army's 91st Infantry “Sinagtala” Battalion (91IB) under the 7th Infantry "Kaugnay" Division, and through the help of the Bureau of Fisheries and Aquatic Resources (BFAR), the activity benefited three POs.

The project is part of the Army’s enhanced Adopt-a-Barangay Program, which was enhanced last year via the "Kapwa ko, Sagot ko" project to help indigents amid the threat of coronavirus disease (Covid-19).

Lt. Col. Reandrew P. Rubio, commander of 91IB, in an interview on Thursday, said some 3,000 tilapia fingerlings were given to Masaganang Perlas ng Silangan ng Aurora province Inc. (Mapsap) in Sitio Camalatan, Barangay Nonong Sr.; 1,000 to L. Pimentel Community Neighborhood; and another 1,000 fingerlings to the Solo Parents Association of Barangay Diteki, all of San Luis town.

Rubio said the fingerlings were donated by BFAR-Aurora through the initiative of 91IB that aims to support indigent barangays by giving residents an opportunity to earn additional income.

“I encouraged our POs to manage well the assistance given to them from the government to increase their production of tilapia and their income, which could also contribute to the growth of the aquaculture industry in the province,” Rubio said.

The mother of a 20-year-old rebel slain during an encounter with government troops on Thursday blamed the New People’s Army (NPA) for the tragedy that befell her only child.

Isabel Bucar, mother of Junrey Bucar, who was among the five NPA members killed during an early morning firefight with the Army soldiers in Bilar, Bohol last Tuesday, said there is no one else to blame for the death of her son except the communist terrorist group.

“Ang mga NPA maoy hinungdan kung unsay nahitabo karon sa akong anak (The NPA rebels are responsible for what happened to my son),” Isabel said.

The mother claimed she had no inkling that her son joined the armed movement of the Communist Party of the Philippines (CPP).

“Akong anak buotan, hilumon, kugihan ug wala gyud mi magdahum nga naapil siya ana nila nga iyang pananghid molakaw kay manarbaho (My son is a good man, quiet, hardworking and we never expected him to join them, he only told us that he would go to work),” Isabel said. “Sayang lang ang iyang pangandoy (His dream was wasted)," she added.

Isabel told authorities that Junrey was only 15 when he left his family supposedly to work as a laborer in one of the construction sites in Bohol.

Junrey was recruited and eventually became a fighter for the NPA's Bohol Party Committee under the command of Domingo Compoc alias Kumander Cobra, according to 1Lt. Elma Grace Abulencia, 47th Infantry Battalion civil military operations officer.

Junrey was killed along with four other rebel fighters, including a woman.

The other fatalities were identified as Joseph Bautista alias Bryan, 33 of Inabanga; Romeo Nabas alias Marlon, 54, from Batuan; Marvin Terig alias Chris, 22, from Danao; and Edionela Nuera alias Mia, 18, from Trinidad, all in Bohol.

Isabel and the other parents of the slain communist NPA terrorists claimed the bodies of their kin on Wednesday.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Abulencia said his mother did not know about Junrey’s involvement in Kumander Cobra’s armed group as the family would still receive money that they thought came from his salary as a construction worker.

“We in the Army want to convey that parents need to be vigilant with our children. The recruitment of leftist groups does not just rotate in one place but in all corners to find someone they can use (for) their illegal activities,” Abulencia said in a message sent to the Philippine News Agency.

She urged parents to “show to our children that they are valued by the family and give them reminders.”

“Education is essential to instill rightful knowledge and save our children from deceptive recruitment. It is important that we have enough knowledge of what is happening in our environment, for if we neglect our children they may one day return to us dead,” Abulencia said.

Banto presented certificates of training to at least 50 graduates, including IPs and FRs, during the Farm Field School (FFS) Graduation Ceremony held at Sitio Impadiding, Barangay Minalwang, Claveria, Misamis Oriental, May 18, 2021.

The 50 graduates hailing from the Impadiding Higaonon Pangibabasok Association, received certifications on Rice Production Training (Modernized Production in High-Quality Inbred Rice and Seeds and Farm Mechanization).

The graduation ceremony was also attended by the 58th Infantry Dimalulupig Battalion and Kinoguitan National Agricultural School (KNAS) Vocational School Administrator II, Miraflor B. Emata, Ph. D. Mr. Ram Shurab Landiza representing the City’s Agriculture Office in Gingoog City also attended to grace the occasion.

The solemn ritual conducted and spearheaded by the elders/ Datus of the Higaonon Tribal Group to ward off evil spirits and welcome guests and visitors to their place was one of the highlights of the activity. Before the ceremony, however, some cloth face masks were distributed to the graduates as part of the school’s support to reduce the chances of the COVID-19 virus spreading.

With the introduction of the Rice Extension Services Program (RESP) and the development of Farm Field Schools (FFS) at all TESDA Technology Institutions (TTIs) across the country, the Kinoguitan National Agricultural School (KNAS) has undertaken at least four rice production batches in Gingoog City and Sitio Impadiding, Minalwang in this province. Within the year, KNAS expects to execute at least another five (5) batches.

In his statement, RD Ashary A. Banto stated that they will increase their efforts to better serve our Higaonon brothers in far-flung, remote areas who have been denied of necessities like electricity. More initiatives and trainings, such as Project Lamdag, carpentry training, and other needed trainings, are being pursued for the identified geographically isolated and disadvantaged communities.

On the other hand, Lt. Col. Ricky L Canatoy, Commanding Officer, 58IB, assured the agency partners of the assistance they require, noting that it is encouraging to see national agencies like TESDA leading this kind of initiatives. “The Army is very much happy and willing to support and suffice whatever is required to accomplish these endeavors. We are your partners for development, and we both want the same thing: to provide just service to our countrymen.”

Makilala, North Cotabato – Troops of 39th Infantry Battalion (39IB) under 10th Infantry (Agila) Division engage in a 20-minute firefight with thirteen (13) members of communist terrorist NPA under the remaining joined forces of Pulang Bagani Command (PBC) and (Dismantled Guerilla Front 51) of Sub-Regional Command 3 of the Southern Mindanao Regional Committee on May 20, 2021, at Brgy. New Israel, Makilala, North Cotabato. Seven (7) high value individuals were captured and eleven (11) high-powered firearms and war materiel. Following the clash, the troops had recovered; 150 rounds of linked 7.62mm ammo, one (1) hand grenade, one (1) mobile phone, five (5) back packs, two (2) butanes, one (1) burner, assorted medical items, and subversive documents.

The 39IB deployed more troops to block the possible exit and withdrawal points of the terrorist towards the northeastern direction from the encounter area. On May 21, 2021, after the hot pursuit of the ground troops, 39IB had captured four (4) high value individuals from the same group that includes a Secretary of PBC in Sitio Upper Lukatong, Brgy. Biangan, Makilala, North Cotabato recovering high powered firearms and other war materiel and the voluntary surrender of two others on the following day.

The apprehended high value rebels identified are Alias MARUZ, Secretary of Pulang Bagani Command, SRC3, SMRC, a resident of Mati, Davao Oriental; Alias NIÑA, member of Regional Medical Staff and Platoon Medic of Pulang Bagani Command, SRC 3, SMRC, a resident of Arakan, North Cotabato; Alias YUMI, Head of Regional Medical Staff, SMRC, and Political Instructor of PBC, SRC3, SMRC, a resident of Bayugan Uno, Agusan Del Sur; Alias KID, Squad Leader Segunda, PBC, SRC3, SMRC, a resident of Brgy. Catigan, Toril, Davao City; Alias GLEEN, Platoon Medic, PBC, SRC3, SMRC, a resident of Brgy Saliducon, Sta Cruz, DDS and wounded during the encounter; Alias ROY, VCO of PBC, SRC3, SMRC, resident of Prk 5, Brgy Paradise, Paquibato District, Davao City and also wounded during the encounter; Alias ENTING/RUBY, member, Squad 1, PBC, SRC3, SMRC and a resident of Purok 10, Brgy Punda Gitan, Sigaboy, Davao Oriental Other batch surrendered on May 22, 2021 at Brgy Biangan, Makilala, North Cotabato are Alias JOJO, Member and Medical Team, PBC, SRC3, SMRC: Alias JAL, Team Leader, Baking Squad, PBC, SRC3, SMRC: Alias LIM, GP, Squad 2, PBC, SRC3, SMRC: Alias CARDO, Member/SO, PBC, SRC3, SMRC: Alias NONO, Member, YUMIL, PBC, SRC3, SMRC. Meanwhile, wounded rebels Alias Gleen, Roy, and Kid were rushed and treated to a hospital in Davao City after the firefight. Furthermore, eleven (11) firearms were recovered these includes three (3) Bushmaster Rifles, Three (3) M16 Rifles, One (1) M16 Rifle with an attached M203, Three (3) M653 Rifle, One (1) M60 Machine Gun, and several war materiel.

The apprehended rebels with warrant of arrest Alias Maruz, who has a standing case for murder, robbery, homicide, and other cases will undergo proper disposition of the cases for each charge before the court, while the recovered firearms are in the safekeeping and custody of 39th Infantry Battalion for proper disposition. In a press conference on May 26, 2021, at 39IB headquarters in Makilala, North Cotabato, 10th Infantry Division, Commander Major General Ernesto C Torres Jr. credited the successful encounter last week to the active participation of the communities on information gathering that led to the defeat of PBC and its remaining cohorts. According to records, extortion activities of PBC/DGF51 from 2019 to 2020 was approximately Php 3.3 Million from 125 extortion engagements from private business and individuals, to include even some politicians. “The success of the encounter is a product of communities well-prepared to help the government in combating insurgents lurking in their areas,” Maj. Gen. Torres stressed. Moreover, North Cotabato Governor Nancy Catamco said during the press conference that the fall of PBC is a result of the peace and development efforts of the province with 36 barangays already cleared. “The defeat of PBC is a pronouncement that North Cotabato is for peace and development. I hope we can totally eradicate the insurgencies,” Governor Catamco said.

Camp Navarro, Zamboanga City – May 27, 2021, Civilians yielded more than twenty loose firearms to security and local government officials in Tawi-Tawi in the first five months of 2021.

According to Lieutenant General Corleto Vinluan, Jr., Commander, Western Mindanao Command, through the combined efforts of the Joint Task Force Tawi-Tawi and the local government units, the campaign against loose firearms yielded to the surrender of a total of 27 high-powered and low-powered firearms by residents of the island province of Tawi-Tawi. Of the 27, one was handed over by a resident of Barangay Panglima Alari, Sitangkai, Tawi-Tawi on May 26, 2021.

Through the series of negotiations and dialogues with local officials and other stakeholders, a 52-year old man turned over his Springfield M1 Garand rifle with seven rounds of live ammunition and one magazine clip to the troops of the 312th Marine Company stationed in Barangay Poblacion of the municipality of Sitangkai, in a statement of Lt. Col. Aladdin Caluza, Commanding Officer of Marine Battalion Landing Team 12. The said firearm is temporarily kept at the 312MC headquarters while waiting for the scheduled turnover to higher headquarters. “We continue to conduct mobile security forum/dialogue to local government units and barangay officials to encourage others to hand over their undocumented firearms,” said Brigader General Arturo Rojas, Commander of Joint Task Force Tawi-Tawi. “This is an initiative of the armed forces to assist local government units in keeping the peace and order in the province,” Briga Gen. Rojas added.

Meanwhile, Lt. Gen. Vinluan, Jr. commended the troops of JTF Tawi-Tawi for this significant accomplishment. “In the long run, we expect to achieve more as we receive more support from the different organizations and the people,” Lt. Gen. Vinluan Jr. stated.

CAMP ELIAS ANGELES, Pili, Camarines Sur – Persistent security operations of the Army in Bicol continues to bring big blows in the now waning firepower and manpower of Communist NPA.

At around 10:00 in the morning of May 26, 2021, another communist NPA terrorist (CNT) killed and abandoned by his comrades after an armed skirmish between the rebels and government troops transpired in Sitio Castilla, Barangay Napolidan, Lupi, Camarines Sur.

According to the report, the 9th Infantry Battalion (9IB) received an information from the residents about the presence of Communist NPA members in the area in which the troops immediately follow through.

At least 15 Communist NPA were encountered by the troops who after a fierce gun fight, scurried towards different directions.

An M16 rifle and four anti-personnel mines were also captured from the encounter site.

Lt. Col. Emerson Sumilang, Battalion Commander, 9IB said that the explosives captured from Communist NPA only validate the terrorist group’s heinous crimes and methods of terrorizing peaceful communities.

Thus, he already directed his troops to continue scouring the area to thwart any other terrorist acts the rebels are planning to carry out.

Meanwhile, Col. Jaime Abawag Jr., Commander of 902nd Infantry Brigade, called on the NPA members to consider their families and return to the fold of the law.
Furthermore, Maj. Gen. Henry A. Robinson, Jr., Commander, Joint Task Force Bicolandia (JTFB) stressed that communist insurgency has long been a cause of terrorism and loss of lives.

“To NPA members, look at what your comrades are doing. You give your life to a terrorist group that doesn’t even look back on when you are wounded or suffer death. They event can’t return you to your families. The government is here to help you start anew,” Maj. Gen. Robinson said.

JTF Bicolandia consider these scores as proofs of the lives wasted because of communist insurgency. CPP-NPA are now losing fight especially that the Bicolanos are publicly denouncing the terrorist group’s violence and illegal acts.

Remarkably, even before the first half of 2021 ends, a whopping 111 CPP=NPA members and supporters from different provinces of Bicol already surrendered to the government along with various firearms.

Moreover, 36 yielded to the 902nd Infantry Brigade who were recently presented to the Enhanced Comprehensive Local Integration Program (E-CLIP) Committee and the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) on May 15, 2021.

The Army and police also conducted series of successful operations which include the seizure of 53 huge anti-personnel mines in Lagonoy last April preempting CTG’s plan to hurl terroristic attacks against the government troops and innocent civilians.

CAMP PERALTA, Jamindan, Capiz – CPP-NPA Terrorist fighter killed in an encounter with the troops of 94th Infantry Battalion in the vicinity of Sitio Bugo, Barangay Buenavista, Himamaylan City, Negros Occidental on May 26, 2021.

The encounter happened at about 3:30PM while the troops were conducting combat operations in response to the reports of the civilian populace on the presence of more or less seven armed NPAs in the area. The firefight ensued for about ten minutes. The enemies immediately withdrew towards Cabadiangan creek.

No casualty on the government side. Aside from the dead body of a communist-terrorist, the troops also seized from the encounter site one (1) M1 Carbine Rifle, two (2) Caliber .357 pistols, and personal belongings. Major General Eric Vinoya, Commander, 3rd Infantry (Spearhead) Division, attributed another successful military operation to the strong will of the peace-loving people, local government units, and local officials in protecting their community from the communist terrorists.

“The LGUs with the support of the local populace are now taking the lead in safeguarding their communities from the barbarities of these NPA. They are very cooperative with our soldiers, for they are longing for peaceful Negros. As such their Army will be relentless in pursuing these terrorists until the genuine peace is achieved and the development is progressing for the good of each and every Negrense.” Maj. Gen. Vinoya said. Furthermore, Lieutenant General Roberto Ancan, Commander, AFP Central Command, congratulated the 94IB for the successful operation that prevented the communist-terrorist from harming the civilians. He also thanked the local populace, LGUs, and stakeholders for the overwhelming support to the soldiers that led to the said victory.

CAMP SIKATUNA, Carmen – The families have claimed the remains of NPA members killed during the armed encounter between the 47th Infantry Battalion and NPA rebels in Barangay Cabacnitan, Bilar, Bohol on May 25, 2021

The NPA members’ remains were identified as Joseph Bautista AKA Bryan, 33, from Inabanga; Romeo Nabas AKA Marlon, 54, from Batuan; Marvin Terig AKA Chris, 22, from Danao; Junrey Bucar AKA Justin, 20, from Bilar; and Edionela Nuera AKA Mia, 18, from Trinidad.

After the encounter, the 47IB immediately took the corpses to the Funeral Home in Sagbayan so that they will be given a decent and proper arrangement of burial before being given to the family.

The concerned Local Government Units were also informed for immediate assistance they can provide to the bereaved family.

It can be recalled that there are many cases where the NPAs who died in an encounter are just abandoned by their comrades or buried in the forest without the knowledge of the family.

“There are numerous Communist Terrorist Group members who lost their precious lives and their families mourned for their loss. We hope that those remaining members who are still hiding should think that no matter how much they put in the effort to serve their terrorist organization there will still a chance that they will be abandoned by their group especially at a time like this”, said 1Lt. Elma Grace R. Abulencia, Battalion Civil Military Operations Officer.
