The National Democratic Front-Eastern Visayas denounces the RTF-ELCAC for brazenly red-tagging public universities and student organizations in the region as part of the Duterte regime’s intensified crackdown on student activism and all forms of dissent.

By red-tagging UP Visayas Tacloban College and University of Eastern Philippines, the RTF-ELCAC-8 is pointing the military’s guns towards thousands of unarmed students, faculty and staff, putting thousands of civilian lives in danger and making them the targets of the Duterte regime’s brutal state terror against all opposition. It follows suit to DND secretary Delfin Lorenzana’s unilateral abrogation of the UP-DND accord which threatens to impose military and police rule upon the university.

To the RTF-ELCAC, any person, group or formation expressing anti-government views on social media or on campus is surely a “terrorist” who must be subjected to the draconian provisions of the Anti-Terror Law. They want to use their anti-communist hysteria to justify the free entry of military and police into campuses to wantonly conduct searches, arrests, harassment and the worst forms of suppression against students and faculty since the Marcos dictatorship. By naming these univerisities, the RTF-ELCAC wants to stifle academic freedom and freedom of expression.

By red-tagging these univeristies and youth organizations, the RTF-ELCAC aims to demonize student activism. The RTF-ELCAC and their master Duterte are deathly afraid of an intelligent and politically-keen youth. Afraid of dissent and being ousted from power, he and his military war hawks see critical and opinionated students as armed combatants whom their brutal state fascism must smite. The broad opposition are the targets of Duterte’s ramped-up state terror.

The NDF-EV calls on the youth to strengthen their resolve and defend themselves against Duterte’s fascism and state terror. They must organize their ranks, pick up the lessons of the Marcos dictatorship and realize that they have a better chance of enjoying their right to free expression and other democratic rights when Duterte’s tyrannical regime is ousted from power.

The NDF-EV enjoins the administrations of these universities to stand for academic freedom and freedom of expression. They can follow the example of other institutions in the National Capital Region which outright rejected the military’s red-tagging and asserted their independence from the military’s influence.

The NDF-EV calls on the youth and students to study Philippine history and society. We encourage them to live with the masses, to learn their suffering and to understand why the Philippine revolution which Andres Bonifacio started still rages. Among the exploited and oppressed, they will understand why the armed revolution finds renewed fervor especially under a fascist, corrupt and tyrannical Duterte regime.#

Ivy Lyn Corpin is a deserter and a surenderee, a soldier without honor in the laws of war. She is, as she publicly claims, unsatisfied with the difficult and principled life of the revolutionary New People’s Army. Majority of the Filipino people are poor, therefore their revolutionary army, the NPA is just as poor in material things. Corpin has turned away from a people’s army that does not steal chickens or grains from the poor masses so they can eat. Or pay children in the barrio to fetch them water so they can bathe. She walked away from the people’s army that does not need to intimidate poor farmers or make-up stupid stories to gain the support in public opinion.

Corpin has difficulty being part of a revolutionary army that abides by the practice of democratic priciples in its political work among the masses of poor peasants and indigenous peoples. Unable to engage in healthy democratic debate of many ideas to arrive at a correct decision for the good of the majority of the masses. So she joins the AFP, serving the big foreign businesses, the bourgeoise and landowners who refuse to democratize land ownership. Corpin chose to join a paid army that will intimidate, steal, rape and kill without remorse for the interest of the big businesses and big land owners.

Corpin could not keep to the revolutionary principles required in dealing with romantic relationships. She sought personal gratification without due consideration for the welfare of the NPA unit she belonged. Corpin was bold, and although gifted with sheer courage, she failed to acquire the true mark of a revolutionary army — the readines to accept criticism, self-critical and willing to always improve for the good of the masses. She refused to be selfless. She wants a better life. But only for herself and her family, nevermind the majority of poor Filipinos. Conveniently setting aside the principle of serving the Filipino masses.

She has exchanged the revolutionary national democratic principles for the money to buy a drone toy for her son that will wear-out just like her use to the NTF-ELCAC when she rans out of stories to make-up. It is regretable that Corpin has joined an army of cowards and mercenaries under the Duterte administration that is better in picking on unarmed activists than defending our national territory against China.

Duterte is helping the armed revolution a lot by aggravating the bankruptcy of his counterrevolutionary government and depleting funds for economic relief and social services through unbridled military overspending.

Just to acquire 15 Black Hawk helicopters, he will spend hundreds of millions of US dollars or around 15 billion pesos. The purchase allows Duterte and his military sidekicks to get bribes. It is the main reason for the profligate spending of public funds.

As proven in the US war of aggression in Vietnam and elsewhere, including the Philippines, attack and supply helicopters are not effective instruments against guerrilla warfare. They are noisy and announce to the guerrillas the coming of the gorillas.

Just 15 helicopters, with their noisy rotor blades vulnerable to guerrilla snipers, are far more expensive than peace negotiations to address the roots of the armed conflict. And despite Duterte’s complaint that peace negotiations are expensive, it is even the Royal Norwegian Government that has actually been spending for these.

The actual interest of Duterte in terminating the peace negotiations is to go for absolute power, fascist dictatorship, for the purpose of absolute corruption. But unwittingly he is bankrupting his own government, abusing and outraging the people and practically driving them to wage revolution.

The following statement of Marco Valbuena, spokesman of the Communist Party of the Philippines is valid and true:

“Despite the precept of ‘civilian authority is, at all times, supreme over the military’ being enshrined in the 1987 constitution, the political power of the military generals has grown under the Duterte regime. To establish himself as a strongman, Duterte expanded the powers of the military and police, enlarging the budgets of the AFP and PNP, mounting wars and appointing former military officers to key government agencies.

Former and current generals of the AFP are actively invoking anticommunism to justify its interference in electoral politics, and its increasing role in dictating policy and budget priorities.

The entire Duterte government is practically under the authority of the NTF-ELCAC. Wielding vast powers, the NTF-ELCAC is a Duterte-military junta that compels all agencies of government to follow its every dictate under pain of being tagged as sympathizers of the communists.

The Filipino people must resist the growing powers of the military. If the military’s expansion of powers continues, especially under the NTF-ELCAC, the Philippines is not far off from going down the bloody path of Myanmar’s military dictatorships.”

Nevertheless, I wish to add the following observations to the above statement:

1. Duterte himself is not completely safe from the militarist monster that he has created and is using to fully realize fascist dictatorship. He is widely perceived among the rank and file of the reactionary armed forces as being generous to them even at the expense of the Filipino people but also as someone who is already physically and mentally weak and needs the military to replace him upon his incapacitation.

2. His faction of die-hard loyalists include firstly the military and police officers whom he befriended while he was mayor of Davao City and collaborated in corruption and murder operations, secondly the previous coup-makers (RAM and SFP) mainly against the Cory Aquino regime and thirdly the disparate elements who have been loyalists to Marcos and Arroyo. The most ambitious of these three types of Duterte loyalists are already in place in the NTF-ELCAC and ATC. The most ambitious of them is Esperon who is the vice chair of Duterte and brags to his closest subordinates that he is the Suharto to a sickly and wobbling Sukarno-type of president.

2. But there is a pro-China faction that has developed within the traditionally pro-US reactionary armed forces. They capitalize on the thinking of Duterte that China is a huge neighboring country and is bound to dominate the Philippines because of its rising economic and political power and that for military officers to rule the Philippines and benefit from such rule they must collaborate with Chinese businessmen in China and the Philippines in legal as well as illegal business operations (especially smuggling) like the Myanmar military officers.

3. Of course, the most formidable faction of military officers in the reactionary armed forces consists of the pro-US ones. The hard core of these officers are assets of the US intelligence agencies, the CIA and DIA. They believe in the continuing hegemony of US imperialism and are disgusted with the favoritism of Duterte for his die-hard loyalists and with the aggressive inroads of China in the West Philippine Sea and the China Telecom cell towers inside AFP military camps.

These pro-US military officers are expected to heed new orders from US President Biden and might adopt a bourgeois-democratic facade to “normalize” the Philippine situation and counter the fascist course of Duterte, inasmuch as the Philippine situation does not yet require a Suharto-type military fascist dictator. The Duterte regime itself claims that the armed revolution is almost wiped out, despite the self-contradictory drive for fascist dictatorship which is goading the people to wage armed revolution.

4. Notwithstanding the aforesaid three major factions of AFP military officers, there are inconspicuous AFP officers of the patriotic type of Crispin Tagamolila and General Raymundo Jarque who are in the minority within the AFP but who are conscious of the high potential of the people for mass mobilizations that occurred in the overthrow of the Marcos fascist dictatorship in February, 1986 and the corrupt Estrada regime in January, 2001.

It is important for the broad united front of patriotic and democratic forces to watch how the Duterte regime and its military support will crack up, as the socio-economic and political crisis of the ruling system worsens. This will intensify all class contradictions and drive the broad masses of the Filipino people to rise up and overthrow the terrorist, corrupt and bankrupt Duterte regime as in the mass uprisings of 1986 and 2001.###

Lianga, Surigao Del Sur (SDS) – In a report received by the unit today, the Commission on Human Rights cites on a 12-page case resolution that the CNTs who killed Datu Jumar Bucales and his companions on October 4 last year indeed committed violation of human rights.

“By launching an attack, the NPA violates the principles of distinction and precaution. In gist, principle of distinction requires that parties to armed conflict must distinguish between civilians and combatants. Attacks must not be directed against any civilians. On the other hand, principle of precaution directs the parties to undertake constant care to spare civilians. Unfortunately, the NPA failed to do this. As such, they committed human rights violations by killing Datu Jumar Bucales, Alberto Dela Pena and Artemio Muldez and wounded several others. All of these acts are expressly prohibited under RA 98.51…Wherefore, premises considered, the Office finds human rights violation in this case,” as approved and signed by CHR CARAGA Regional Director Atty. Jerefe D. Tubigon-Bacang.

On a separate report, residents, who requested anonymity, in their complaints today, hit Communist NPA Terrorists (CNTs) under Rizaldy Sumonod, alias Mansoy/Eman for wounding a civilian, Braeil Salinas, 26 years old, farmer and resident of Barangay Mabuhay, Prosperidad, Agusan del Sur during their harassment in the said barangay’s patrol base last January 29. Salinas suffered a gunshot wound in the stomach.

About more or less seven (7) CNTs fired upon the patrol base prompting the government forces to defend. The civilian who was hit by the CNTs was rescued by the troops and Search and Rescue (SARAS) Agusan Sur immediately responded to evacuate the injured civilian at D.O. Plaza Memorial hospital for medical attention and surgery. The victim is now on a stable condition.

It can be recalled that on February 2020, three (3) civilians were also wounded after the NPAs lob a grenade at sitio Emerald (Kilometer 10) in Diatagon, Lianga, Surigao Del Sur in a desperate attempt to terrorize residents and force another evacuation scheme (Taktikang Bakwit) to evade government forces and use civilians as human shields.

“The CNTs’ attacks on civilians and unarmed individuals only proved that they are desperate and violating the CAHRIHL to terrify the people. They are on the brink of losing their mass base since the Whole-Of-Nation Approach to End Local Communist Armed Conflict. Without the masses, the CNTs will die a natural death.” Lieutenant Colonel Joey B Baybayan, 3rd Special Forces “Arrowhead” Battalion Commanding Officer, said.

“We thank the CHR for their prompt response and resolution on the human rights violations committed by the NPA terrorists. With CHR’s help, truth about NPAs’ human rights violations by killing and injuring helpless civilians will be put in justice,” Baybayan, added.

Meanwhile, KARAPATAN CARAGA, who claims to be an alliance for people’s rights still has no word of condemnation for the Communist NPA Terrorists’ violation of human rights against IP leaders and civilians in CARAGA.

February 07, 2021, Kuta Heneral Teodulfo Bautista Jolo, Sulu – Following the discovery of two (2) Abu Sayyaf Group (ASG) encampments last Thursday, the 2nd Special Forces Battalion (2SFBn) seized another encampment early morning today.

At around 7:15am today, the Special Forces Teams led by 1Lt Rhoy B Lanzar discovered another recently vacated ASG harbor site in Brgy Danag, Patikul. The troops noted that the terrorists must have left the area in haste as they recovered three (3) hammocks, two (2) backpacks, personal belongings, and perishable food items.

Notably, on February 4, government forces under 2SFBn Commander Ltc Jooney Jay R Busiños also discovered two ASG encampments in the same barangay. Ltc Busiños narrated that the first encampment can hold up to 15 ASG members, while the other has 10 bunkers. Similarly, they recovered two (2) backpacks; two (2) hammocks; one (1) cellphone; one (1) solar panel; 1/2 sack of rice; ten (10) gallons water; kitchen utensils, and personal belongings.”

Meanwhile, Brigade Commander BGen Antonio I Bautista Jr of 1101st Infantry Brigade assured that they will continue to hunt down the terrorist group. “Continuous combat operations are significantly narrowing down the mobility and resources of these ASG members, who are evading and hiding in foxholes like rats for several months already” he said.

For his part, Joint Task Force Sulu and 11th Infantry Division Commander MGen Gonzales acknowledged the persistent efforts of all brigades in Sulu. “We’ve been gaining great momentum especially with our achievements in 2020. The JTF-Sulu will continue in consonance with the guidance and efforts of the newly installed AFP Chief of Staff Lieutenant General Cirilito E Sobejana to ultimately destroy the ASG in Sulu in the soonest time possible.”

February 07, 2021, Kuta Heneral Teodulfo Baustista ,Jolo, Sulu – Yesterday, former bandits were welcomed at the JTF-Sulu Headquarters. According to them, Sulu-based Abu Sayyaf Group (ASG) members have lost unity and direction since the death of leader Hatib Hajan Sawadjaan and other sub-leaders.

Following the surrender of seventeen (17) ASG members last month, another four yield to Joint Task Force – Sulu and 11th Infantry Division Commander MGen William N Gonzales. In the presence of all line unit commanders, the former bandits sincerely pledged their commitment to a life of peace.

1102nd Infantry Brigade Commander BGen Antonio I Bautista Jr identified the two as Almudar A Muhajiri and Titong Karnan, both under ASG Leader Radulan Sahiron. “They voluntarily surrendered M16A rifle and FN (Gew Kal 7.62), this is through the efforts of 100th Infantry Battalion led by Ltc Alex H Gagula,” said BGen Bautista.

Meanwhile, 6th Special Forces Battalion (6SFBn) under Ltc Rafael P Caido facilitated the surrender of ASG members Fahad Amsad Abdah under late ASG sub-leader Hairulla Asbang and Lino Adian Muhalim under late ASG sub-leader Alhabsy Misaya. They also each brought and submitted their own M1 Garand Rifle as proof of their sincerity.

As per 1102nd Brigade Commander Col Benjamin G Batara Jr., who has operational control over 6SFBn, this was the product of series of intercessions in connection with the continuous campaign effort of the local government of Patikul and the army units in the area.

For his part, MGen William N Gonzales said that he and Sulu Governor Abdusakur M Tan are working on finalizing the arrangements for a formalized deradicalization and rehabilitation program for former ASG members. “The Office of the Presidential Adviser on the Peace Process (OPAPP) is downloading funds. We are planning for halfway house, livelihood programs and scholarships for the children of former ASG members. I myself and Governor Tan directly coordinate with OPAPP Secretary Carlito G Galvez Jr on how to effectively implement these programs. This is important so all can start anew and Sulu can continue towards peace and development,” said MGen Gonzales.

CLAVERIA, Misamis Oriental – The 58th Dimalulupig Infantry Battalion participated in the Hatod Serbisyo (Hat-on Serbisyo) program of the Local Government unit of Claveria and the Philippine National Police, Police Regional Office – 10 to the residents of Barangay Minalwang, Claveria, Misamis Oriental, February 4, 2021.

This outreach program is in relation to Ending Local Communist Armed Conflict in the area by winning the hearts and minds of the people. As part of their initiative, said government officials and institutions facilitated the giving of food packs, medicine kits, hygiene kits, slippers, and other essentials.

According to Brigadier General Rolando B Anduyan, Police Regional Director X, “This is only just the beginning. With the help of LGU Claveria and our counterpart in the Army, we will make sure to carry out these kinds of activities regularly and even come up with plans to further the development of the community, so that we can attain long lasting peace that we all yearn for.”

“Us in the security services have undergone many wars before. And after every war, we don’t determine who wins and who loses. Because at the end of every war is a definite loss for all of us. There is no victory in wars, only defeat, since it does no good to people. Must we continue the young and old to suffer? Don’t we pity our families and children who are greatly affected with the wars we have? Let us stop right here. Let us cooperate. Let us put an end to armed conflict in our area and instead seek for peace and development. Each one of us can contribute. The month long Deradicalization Program was planned and initiated by the 1001st (Pag-Asa) Brigade in coordination with the Provincial Government of Davao De Oro . The program phase aims to transform the ideological mindset of the FRs from the wrong ideologies and erroneous acts of their former organization and to help them go back to the mainstream of society. They will be geared with proper understanding of what the government has been doing, its aspirations and programs designed to benefit its people.

KITCHARAO, Agusan del Norte- The 29th Infantry (Matatag Fighters) Battalion in collaboration with the Kitcharao Municipal Police Station, Municipal Local Government Unit of Kitcharao, and its Barangay Local Government Units led the conduct of an Information Education Campaign (IEC) on Friday, February 5, 2021, to enlighten the residents about the treacherous tactics of the Communist NPA Terrorists (CNTs) in Brgy. Mahayahay, Sangay and San Roque of Kitcharao, Agusan del Norte.

Under the Information Education Campaign, CMO Officer of 29IB, 1st Lieut. Edmar C. Colagong discussed the Anti-Terrorism Act of 2020 officially designated as the Republic Act No. 11479, a Philippine Law whose intent is to prevent, prohibit, and penalize terrorism in the Philippines. He also tackled the Executive Order No. 70 Series of 2018 (EO 70) which seeks to institutionalize the Whole-of-Nation Approach. This approach makes possible the participation of many government agencies and units by harmonizing government development efforts and services to support, facilitate and pursue the country’s peace agenda.

PLieut. Allan Rey Daag, Chief of Kitcharao Municipal Police Station discussed Republic Act No. 10168 otherwise known as the “Terrorism Financing Prevention and Suppression Act of 2012”. The RA 10168 was created to “reinforce the country’s fight against terrorism by criminalizing the financing of terrorism and related offenses, and preventing and suppressing the commission of offenses through freezing and forfeiture of properties or funds while protecting human rights”.

During the IEC, the CNTs’ recruitment process was highlighted. The lecture enlightened the public regarding how these terrorists persuade and deceive their ‘to-be members’ to join the armed struggle.

According to Lt. Col Aristotle F. Antonio, Acting Commanding Officer of 29IB, “We will do the best we can, using all the means we have to save our fellows who have been blinded and fooled by these CNTs. We will never get tired, no matter how many IEC assemblies we have to organize so long as we do not miss the opportunity to reach out to those who have lost their way because of the duplicitous ways and dangerous lies of the devils disguised as the CNTs.”

“My dear fellows, especially the youth, wake up and hearken to the voice which leads you to that which is right and not the voice that will drag you to a life of misery. Listen to us and don’t trust the NPA’s lies,” Antonio admonished.

KITCHARAO, Agusan del Norte- Town residents in Sison, Surigao del Norte who were frequently harassed by the Communist NPA Terrorists (CNTs) boldly stood up against the group’s terror activities and organized an intensified information caravan and prayer assembly on February 5, 2020, at the Sison Municipal Hall.

After suffering in successive years from the atrocities committed by the CNTs and observing the effects of these to their area and their people, the residents realized that it was high time for them to stand against these CNTs and prevent them from inflicting evil and extorting residents.

So, with the efforts of the 29th Infantry (Matatag Fighters) Battalion under the 901st Infantry Brigade, partnering with the National Intelligence Coordinating Agency (NICA) of Region 10 headed by Dir. Manuel Orduña, the Philippine National Police, and the Municipal Local Government Unit of Sison led by the Municipal Mayor, Hon. Karissa Fetalvero-Paronia, the information caravan and prayer assembly were successfully held.

Likewise, said activity was attended by the respective Brgy Captains, Sangguniang Kabataan (SK) chairpersons, Sangguniang Bayan (SB) members, some business owners, and other civilian residents of the locality.

During the caravan, personnel from NICA tackled the implementation of Executive Order (EO) No. 70, the NPA’s process of recruitment, and the Anti-Terrorism Act. Alias @No name, a former rebel who has surrendered to the government supplemented the discussion by testifying about his harrowing experience at the hands of the NPA. The civilians then followed by expressing their great distress and fear arising from the CNT’s recent attack in their area. The attendees then concluded the event with prayer through candle lighting and mass singing of the song entitled ‘Heal our Land’.

Mayor Karissa Fetalvero-Paronia emphatically said, “Angay pa ba kitang magpaka-hilom? Magpakahilom kay nahadlok? Naningkamot mi ug muhangyo mi sa inyo. Barog Sison! Minusan nato atong fear nga mahimo ninyo ug kusog. Para mutindog kita sa kaayohan, sa atong lungsod. Dili ta muundang sa pagsagop ug paghunong aning insurhensiya.” (Do we need to stay silent? Stay silent and be scared? We are doing our best and we are asking you. Stand up, Sison! We need to transform our fear to become our strength. We need to stand up for the good of our municipality. We will not stop ending this insurgency and saving our municipality.)

Moreover, Lt. Col. Aristotle F Antonio, Commanding Officer of 29IB said, “We know that you are all fed up with the recurring incidents of violence perpetrated by these evil terrorists. We know that such has caused trauma and instilled fear in most of you. We know that, and we understand your feelings but we are not going to let ourselves be overtaken by fear. We will not remain silent, and will not allow the NPA to abuse and exploit you. No! Enough is enough. They must be stopped. You can cut them off from your area if you want to. Stop feeding them. Stop supporting them. The time will come when they will surely starve and just leave. From then on, you will regain your land, free from terror and where peace and progress will abide.”

“We will help you bring back the peace in your area. But you must help your chosen leaders as well. Stand boldly together as one against the destructive NPAs, and if you do, surely your land which has been broken will once again be healed,” Antonio assured.

Retired Supreme Court justice Antonio Carpio has filed a manifestation before the Supreme Court to require Solicitor General Jose Calida to explain Lieutenant General Antonio Parlade Jr’s online posts attacking journalists.

“Such direct threats engender fear that chills journalists or even citizens from exercising their rights to freedom of expression and freedom of the press,” Carpio said in his 4-page manifestation filed on Friday, February 5,

On Thursday, February 4, Parlade said on his social media account that Inquirer.net journalist Tetch Torres-Tupas may be charged for “aiding the terrorists by spreading lies'' for a “fake” story she wrote on Tuesday, February 2. Tupas’s story detailed the account of torture of two aetas jailed under the contentious anti-terrorism law.

Aiding a terrorist under the anti-terrorism law is punishable with imprisonment from 12 years to life.

In separate posts, Parlade also alleged that Tupas’ sources were “all propaganda machines” of the Communist Party of the Philippines (CPP). He threatened both Tupas and Inquirer.net, saying he would not back down until he receives an answer from them.

“These posts are clear threats against Ms Tupas and the Philippine Daily Inquirer, both members of the free press protected by Section 4 of the Bill of Rights. They threaten criminal prosecution for a crime punishable of up to life imprisonment against Ms Tupas or any journalist who publishes any news article that may be perceived as ‘fake’ or ‘false’ by the military,” Carpio and his group said.

“Moreover, the threats’ obvious invasion of protected expressive rights is possible only because the language of the ATA is vague and over broad, casting a wide net of possibilities,” they added in their manifestation.

Senator Panfilo Lacson, one of the authors of the Anti-Terrorism Act (ATA) of 2020 which is being questioned before the High Court, had earlier castigated Parlade for red-tagging Tupas, saying his actions may compromise the government’s defense of the anti-terror law before the Court.

Parlade is the commanding general of the military's Southern Luzon Command and spokesman of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The Philippines and the United States will meet this month to iron out differences over a two-decade-old Visiting Forces Agreement (VFA), Manila's top diplomat said, amid renewed concerns in the region over China's assertive maritime agenda.

The Philippines in November suspended its decision to terminate the VFA for a second time to allow it to work with Washington on a long-term mutual defense pact.

"The suspension was intended that we should continue working and I am narrowing down the issues and soon we will meet...and iron out whatever differences we have," Foreign Affairs Secretary Teodoro Locsin told ANC news channel on Monday, February 8, adding a meeting was likely in the last week of February.

He declined to elaborate on the terms of a potential agreement.

President Rodrigo Duterte notified Washington in February last year that he was canceling the deal amid outrage over a senator and ally being denied a US visa.

But he has extended the termination process, which has now reached US President Joe Biden's term.

The VFA provides the legal framework under which US troops can operate on a rotational basis in the country and experts say without it their other bilateral defense agreements, including the Mutual Defence Treaty (MDT), cannot be implemented.

Last month, US Secretary of State Antony Blinken stressed the importance of the MDT and its clear application if Manila came under attack in the South China Sea.

Blinken's comments came as Manila had filed a diplomatic protest over China's passing of a law allowing its coastguard to open fire on foreign vessels, describing it as a "threat of war."

China claims almost all of the South China Sea, which is a major trade route. The Philippines, Brunei, Vietnam, Malaysia, and Taiwan have overlapping claims.

Locsin said he would continue to press for a code of conduct in the disputed waters that "will never exclude" the United States to ensure the balance of power between Washington and Beijing in the region.

ROXAS City – Four barangays of Cuartero, Capiz will be getting P20 million each from the Support Barangay Development Program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). These are Putian, San Antonio, Mahunod-hunod, and Carataya.

Gov. Esteban Evan Contreras thanked Budget secretary Cesar Chavez for the allocation.

Several projects are to be implemented this 2021 in each of the four barangays.

* farm-to-market road – P12 million

* solar-powered streetlights – P1.5 million

* cash for work – P1.5 million

* harvester – P1.5 million

* health station – P1.5 million

* water and sanitation system – P2 million

Barangay San Antonio, however, would receive bigger allocations for cash for work at P3 million and rice harvester at P2 million; and a somewhat lower budget for water and sanitation system at P1.5 million.

NTF-ELCAC was created by President Rodrigo Duterte thru Executive Order 70 to synchronize the utilization of the government’s instrumentalities of power with the capabilities of private sector stakeholders to finally end the 50-year communist insurgency.

ILOILO CITY, Feb. 8 (PIA) - - The Regional Task Force to End Local Armed Conflict (RTF-ELCAC) in Western Visayas and Central Philippine University (CPU) here have forged a partnership following a dialogue held recently.

Members of the RTF-ELCAC 6 engaged top officials of the CPU in Iloilo City led by its President Dr. Teodoro Robles in a one-on-one dialogue on February 4 held at the Ground Floor, Henry Luce III Library on membership recruitment of the CPP-NPA-NDF/CTG among students.

It will be recalled that CPU was among the universities in the region included in the list of schools as communist recruitments targets. Others are University of the Philippines -Visayas, West Visayas State University, Aklan State University (ASU), all in Iloilo, and Filamer Christian University (FCU) and Capiz State University (CAPSU) in Capiz province.

RTF-ELCAC had the dialogues with ASU on January 28 and FCU on February 4.

National Intelligence Coordinating Agency (NICA) 6 director Anna Liza Umpar, who is also the chair of the RTF-ELCAC Situational Awareness and Knowledge Management (SAKMA) in the region said the dialogues were good opportunities for them to clarify things that needed to be sorted out on the recruitment of CPP-NPA-NDF among students.

She said that the most important thing that came out from the engagements in ASU and FCU was that it became the start of partnership with the RTF-ELCAC.

The meeting in CPU was highlighted by a briefing on CTG activities and recruitment and sharing of two former communist members particularly on the issue of recruitment.

Robles said they are very happy with the meeting but expressed regrets that this took place before the pronouncement of the Task Force on the participation of some people claiming that they are from a specific university.

He hoped that meetings such as these will continue in order to have a good communication between the Task Force and the universities “so that we could figure out a better way to resolve problems that we are facing today.”

CALOOCAN CITY, Feb. 7 (PIA) -- The Department of the Interior and Local Government (DILG), Philippine National Police, and the University of the Philippines (UP) released a joint statement on Friday expressing the parties’ mutual commitment to review the 1992 Agreement while upholding academic freedom and the right to free speech and assembly.

The DILG and UP said they will undertake a thorough review of the 28-year-old 1992 Agreement to better address peace and security inside UP campuses without curtailing academic freedom and right to free speech and assembly.

DILG Officer-in-Charge (OIC) and Undersecretary Bernardo C. Florece, Jr. said the meeting with UP officials was a welcome development because both parties agreed that there is a need to review the 1992 Agreement to update it to present times.

“Our meeting with UP officials led by President Danilo L. Concepcion and UP Diliman Chancellor Fidel Nemenzo is a good start since both sides agree that both our agencies only have the best interests of the UP community in mind. Kami po sa DILG ay lubhang nagagalak sa development na ito,” Florece said.

He said that revisiting the provisions stated in the 1992 UP-DILG Agreement is important because while ‘it has served its purpose in the past, it now needs to be updated.’ He said that the agreement will be reviewed with the assurance that it will not, in any way, diminish basic rights and the freedom of speech and assembly in UP which are Constitutionally protected and enshrined.

“Ang DILG po ay kakampi ng UP at ng lahat ng unibersidad sa pagpapanatili ng kapayapaan at kaayusan sa loob ng kanilang mga paaralan,” he added.

The creation of a Technical Working Group (TWG) composed of representatives of both parties was suggested by the DILG. The TWG will undertake the review of the agreement and recommend whether to simply amend the 1992 agreement or come up with an entirely new agreement.

“UP and DILG have a common purpose which is to the peace and security of all UP campuses. These propositions are not placed to put a wall between us but to unite both our organizations to achieve our common goals,” he said.

In the meeting, UP President Concepcion replied that “We would like to make it of record that UP is committed to honor and enforce the Accord. If the Accord needs to be updated, we are prepared to sit down with the DILG and PNP to dialogue and to come up with another one that will reflect what is happening on the ground.”

CAMP SIONGCO, Maguindanao – Tired of being always on the run, 11 members of the lawless Bangsamoro Islamic Freedom Fighters (BIFF) operating in Maguindanao were reunited with their families after they surrendered to military authorities on Saturday.

Lt. Col. Charlie Banaag, commander of the 6th Infantry Battalion (6IB), said the surrenderers belong to the BIFF faction of Kagi Karialan.

They surrendered to the Army in ceremonies held in Datu Piang, Maguindanao, Banaag said in his report to Maj. Gen. Juvymax Uy, the Army's 6th Infantry Division commander.

The surrenderers turned in one M-653 A1 rifle, three M16 rifles, a Browning automatic rifle, a .50-caliber sniper rifle, a .30-caliber sniper rifle, a .30-caliber Garand rifle, two M14 rifles, and one 40mm M79 grenade launcher.

Uy, also commander Joint Task Force Central, commended the 6IB troopers for their continuous efforts of bringing in former violent extremists to the folds of the government.

“The use of balanced military and non-military efforts are being operationalized by our line units proves to be effective,” Uy said in a statement.

Anito, one of the BIFF surrenderers, was emotional after seeing his daughter who he left when she was still one year old.

“I left when my daughter was still small, and now I have a grandchild with her after she got married. I just want to make up for the lost time with my wife and family,” a teary-eyed Anito said in the vernacular.

Banaag said the remarkable series of surrenders from the BIFF were made possible through the PCVE (Preventing and Countering Violent Extremism) program, AGILA-HAVEN (Anak na may GInintuang Layunin upang Hintuan Ang Violent Extremism Ngayon) or the Maguindanao PCVE model that was initiated last Sept. 7 upon the assumption of Uy to the 6ID leadership.

Since that time, a total of 71 BIFF had laid down their arms and are now living peaceful lives with their families, he added.

Troops seized a harbor site of the Abu Sayyaf Group (ASG) while on a combat operation in the hinterlands of Sulu, officials announced Monday.

2Lt. Jerrica Angela Manongdo, Joint Task Force (JTF)-Sulu information officer, said troops of the 2nd Special Forces Battalion (2SFBn) seized the harbor site in Barangay Danag, Patikul at around 7:15 a.m. Sunday.

Manongdo said the troops noted that the bandits must have left the area in haste as they recovered three hammocks, two backpacks, personal belongings, and perishable food items.

The site was discovered four days after troopers, led by Lt. Col. Jooney Busiños, seized two other ASG lairs in the same barangay.

Busiños said one of the encampments can accommodate up to 15 bandits while the other has 10 bunkers.

Recovered from the two encampments were two backpacks, two hammocks, a cellular phone, one solar panel, one-half sack of rice, 10 gallons water, kitchen utensils, and personal belongings.

Brig. Gen. Antonio Bautista Jr, 1101st Infantry Brigade commander, assured that they will continue to hunt down the bandits.

“Continuous combat operations are significantly narrowing down the mobility and resources of these ASG members, who are evading and hiding in foxholes like rats for several months already,” Bautista said.

A total of four Abu Sayyaf Group (ASG) bandits have surrendered to government troops in Sulu brought about by disunity and loss of leaders, military officials announced Monday.

Brig. Gen. Antonio Bautista Jr., 1101st Infantry Brigade commander, identified two of the four surrenderers as Almudar Muhajiri and Titong Karnan, both followers of ASG senior leader Radulan Sahiron.

Bautista said the two surrendered Saturday and turned over M16A and FN (Gew Kal 7.62) rifles through the efforts of the 100th Infantry Battalion led by Lt. Col. Alex Gagula.

Col. Benjamin Batara, 1102nd Infantry Brigade commander, identified the other two ASG surrenderers as Fahad Amsad Abdah and Lino Adian Muhalim who are followers of the late ASG sub-leader Hairulla Asbang and the late ASG sub-leader Alhabsy Misaya, respectively.

Batara said the surrender of the two was facilitated by the 6th Special Forces Battalion under Lt. Col. Rafael Caido.

He said Abdah and Muhalim yielded two caliber .30 M1 Garand rifles when they surrendered on Saturday, following a series of intercessions in connection with the continuous campaign effort of the local government of Patikul and the Army units in the area.

Maj. Gen. William Gonzales, 11th Infantry Division commander, said he and Sulu Governor Abdusakur Tan are working on finalizing the arrangements for a formalized deradicalization and rehabilitation program for former ASG bandits.

“The Office of the Presidential Adviser on the Peace Process is downloading funds. We are planning for halfway house, livelihood programs and scholarships for the children of former ASG members," Gonzales said.

"I myself and Governor Tan directly coordinate with OPAPP Secretary Carlito Galvez Jr. on how to effectively implement these programs. This is important so all can start anew and Sulu can continue towards peace and development,” he added.

Some 36 former members of the New People’s Army (NPA), an armed wing of the Communist Party of the Philippines (CPP), took their oath of allegiance to the government in Eastern Visayas on Saturday.

Philippine National Police (PNP) chief Gen. Debold Sinas administered the simple ceremonies at the Police Regional Office-8, Camp Kangleon in Palo, Leyte that formally brought back the 36 former CPP-NPA fighters back to the fold of the law.

Brig. Gen. Ronaldo de Jesus, PRO-8 regional director, presented to Sinas 29 assorted high-powered firearms, ammunition and IED components surrendered by the rebel returnees.

Sinas attributed the continued surrender of the NPA members to the trust and confidence they “felt deeply” to the government under President Rodrigo Roa Duterte.

"The continued surrender of these Red fighters that has reached thousands now is a clear indicator of the trust and confidence in the government felt deeply by these NPA members who have openly narrated the deception and miserable experiences they suffered in the hands of their commanders," Sinas said.

He personally debriefed a female surrenderer (name withheld) who narrated her hardships in the hills while inside the communist movement since she dropped out of school after joining the League of Filipino Students (LFS) and Gabriella, until she was taken to the mountains to become a full-fledged NPA fighter during her younger years.

She also confirmed to Sinas the presence of other out-of-school young recruits in the local CPP-NPA in Samar-Leyte area.

Sinas assured her of all available assistance to reunite with her family and restart her life.

He also assured all returnees of government assistance through the Enhanced Comprehensive Local Integration Program (E-CLIP) in support of the national program to End Local Communist Armed Conflict.

Sinas commended the PRO8 leadership for a job well done in its effort to work with other government agencies in the "whole-of-nation" approach to end communist atrocities in the country.

CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Malacañang on Sunday defended anew President Rodrigo Duterte’s preference to appoint former military men to his Cabinet after he offered retired Armed Forces of the Philippines (AFP) chief-of-staff Gen. Gilbert Gapay a new job.

In an interview over DZBB, Presidential Spokesperson Harry Roque explained that the President preferred appointing military men because they get the job done.

“Ang mga sundalo ang thinking eh sumunod kesa mag-question, kaya they get things done (Soldiers have things thinking that they need to follow orders instead of questioning them, that’s why they get things done),” he said.

He specifically cited Environment Secretary Roy Cimatu and Presidential Peace Adviser and vaccine czar Secretary Carlito Galvez Jr., who are both former military men.

“Tignan natin nangyari sa paglilinis ng Boracay, si General Cimatu, nagawa naman niya; yung pagaangkat ng bakuna, si General Galvez, bagamat sinubukan na kulayan ng politiko, sinubukan na batuhin ng mga paratang ng korapsyon eh tuluy-tuloy pa rin si General Galvez, nandun siya na parang sundalo kahit anong bato sa kanya sumasagot lang siya na parang robot (Look at the cleaning of Boracay, General Cimatu, he was able to do it; on the procurement of vaccines, General Galvez, even if critics tried to taint his job with politics, he just keeps going. He’s a soldier who, no matter what you throw at him, answers like a robot),” he said.

He, however, denied that there were more military men, as compared to civilians, in the Duterte Cabinet.

“I don’t think na totoo po na majority sila ay heneral, majority pa rin po ay sibilyan (I don’t think it’s true that majority of the Cabinet members are generals. Majority are civilians),” he added.

Over 60 former military officials currently hold ranking positions under the Duterte administration.

In a speech last Thursday, Duterte offered Gapay a post either in the Metropolitan Waterworks and Sewerage System (MWSS) or the Department of National Defense (DND).

“Sir, after tonight you might want, you might opt to take the MWSS vacated by Gen. Salamat or you might also choose to be with your home ground the DND. It’s your choice,” Duterte, in a speech delivered at the Camp Aguinaldo in Quezon City, told Gapay.

Duterte did not mention why Salamat vacated his post but he, too, was a retired general.

Gapay said he was happy to accept Duterte’s offer.

Gapay was appointed AFP chief in August 3 last year. He also served as Philippine Army commander.

He is a member of the Philippine Military Academy Class of 1986 and graduated on top of his class.
