Seven suspected Abu Sayyaf bandits were killed following an encounter in Sulu Sea on Tuesday, according to the military.

Initial information from the Western Mindanao Command (WestMinCom) stated that an all-out offensive was launched against the local terror group past 1 in the morning in the open waters of Sulu Sea near Sulare Island in Parang.

Air and sea interdiction was conducted by troops targeting members of the Abu Sayyaf Group under Mundi Sawadjaan and Radullan Sahiron.

"Exchanges of fires transpired, which lasted for 25 minutes, and resulted in the sinking of the boat utilized by more or less seven ASG members," WestMinCom chief Lieutenant General Corleto Vinluan Jr. said.

Vinluan said two of the seven bandits were believed to be brothers of Sawadjaan. He said the group was planning to conduct kidnapping activities in mainland Mindanao.


The military identified the two as Madsmar Sawadjaan and Mannul Sawadjaan who, according to authorities, were declared to replace deceased ASG leader Hatib Hajan Sawadjaan. Five of the bandits have yet to be named by the military.

The WestMinCom chief said the bodies of the local terrorists have yet to be found.

"'Di na makalangoy siguro 'yun. Dapat kasi makita 'yung bodies," Vinluan said.

Meanwhile, Joint Task Force Sulu commander Major General William Gonzales said search and retrieval operation is currently being done through the use of air and naval assets.

"We will use all our available air, naval, and ground assets to neutralize these local terrorists. This particular achievement is a result of our united efforts with the people of Sulu particularly our Tausug brothers in bringing lasting peace and development in the province of Sulu," Gonzales said.

MANILA, Philippines — Top Cabinet officials on Tuesday said the country’s security sector will “debunk” accusations of red-tagging, adding that it is “not part of our agenda nor is it our policy.”

“My colleagues here will be presenting some presentations to actually debunk the accusations of the Makabayan bloc that we are red-tagging them,” Defense Secretary Delfin Lorenzana said during the hearing of the Senate defense committee.

“We will present [evidence] from the NTF-ELCAC [National Task Force to End Local Communist Armed Conflict], from the DILG [Department of the Interior and Local Government],” he added.

Lorenzana also thanked the Senate committee for conducting the hearing, saying it is “very timely so we can expose once and for all the true color of these people who are trying to destroy our democracy.”

‘We are not the enemies’

Meanwhile. Interior Secretary Eduardo Año lamented how the government has been accused of “some sectors” of red-tagging.

“We would like to point out that this whole issue of red-tagging is not a product of our imagination or fancy merely to pin down the opposition as the leftist groups would want it to appear,” Año said.

“In fact it was CPP’s (Communist Party of the Philippines) Joma Sison who red-tagged these left-leaning organizations,” he added.

Further, the Cabinet official emphasized that the government is duty-bound to protect its people.

“It will do everything within its authority to ensure that the people are safe and protected, most especially from the enemies of the people who are like wolves in sheep’s clothing taking advantage of the people’s weaknesses and vulnerabilities so that they would unwittingly join their cause,” he said.

He added that the government is “all for peace.”

“Red-tagging is not part of our agenda nor is it our policy,” he said.

“Let emphasize that we, in the government, are not the enemies here. We all know who the enemies are and they are the communist terrorist groups in the CPP-NPA-NDF (Communist Party of the Philippines, New People’s Army, and the National Democratic Front) and their allies,” he added.

The inquiry came after Armed Forces of the Philippines (AFP) Southern Luzon Command chief Lt. Gen. Antonio Parlade Jr. received criticisms over his statement warning actress Liza Soberano from engaging in women’s group Gabriela, which according to him, is a terrorist front.

Parlade also earlier disclosed that Bayan Muna chairperson and former lawmaker Neri Colmenares and members of the Makabayan bloc are under surveillance for their alleged link to communist groups.

Armed Forces of the Philippines (AFP) Southern Luzon Command chief Lt. Gen. Antonio Parlade Jr. on Tuesday denied anew red-tagging actresses Liza Soberano and Angel Locsin as well as Miss Universe 2018 Catriona Gray.

During the Senate hearing into the alleged red-tagging activities of military officials, Senate defense panel chair Senator Panfilo Lacson directly asked Parlade if he red-tagged the said female personalities.

“I would just like to ask this very important question which is the meat of the hearing today, kay Lt. Gen . Parlade. Have you in any way, red-tagged Ms. Liza Soberano, Angel Locsin and Catriona Gray? Please answer,” Lacson told Parlade.

In response Parlade said: “No, your honor. I did not.”

Lacson said he would let Parlade expound his answer later in the hearing.

The Senate investigation on the alleged red-tagging of celebrities and groups by military officials comes amid criticisms received by Parlade over his remarks warning Soberano and Gray, whom he cautioned against engaging with women’s group Gabriela.

Parlade also accused actress Angel Locsin of not revealing the alleged membership of her sister, Ella Colmenares, with the New People’s Army. They both denied the accusation.

"A persistent insurrection that’s still vigorously resisted by most of our people"

Lately, various showbiz personalities have been stepping forward on behalf of the “Makabayan” party-list bloc. Manila Mayor Isko Moreno, who ordered anti-communist streamers to be torn down the other week, joined the equally fetching likes of Lisa Soberano and Angel Locsin.

With the feasts for all saints and all souls now behind us, let’s see if these party-lists deserve the mordant name of “Kamatayan bloc” that the military has bestowed on them.

Who says they’re terrorists?

At least half a dozen other countries from around the world say that about the CPP-NPA. Let’s zero in on just a few:

In the United States, on Aug 20, 2002, President Bush issued EO 13268 that singled out “Jose Maria Sison (CPP/NPA)” and “New People’s Army/Communist Party of the Philippines (NPA/CPP)” as terrorists.

Two decades later, the Council of the European Union, on January 13, 2020, updated its list of “entities subject to…the application of specific measures to combat terrorism” to again single out the “Communist Party of the Philippines, including New People’s Army–NPA, Philippines”.

A year earlier, on June 20, 2019, in a report to the UN General Assembly on “Children and Armed Conflict”, the Secretary-General said the UN had received allegations of NPA involvement in three child casualties and eight instances of child recruitment. The NPA was also included among “listed parties that have not put in place measures…to improve the protection of children”.

So don’t take our government’s word for it. Ask those other countries. As for the complicity of the NDF with the CPP-NPA, you can refer to an earlier column of mine (“The walking dead”, Sept 15).

What are terrorists?

President Bush’s earlier EO 13224, issued right after 9/11, defined terrorism to be “an activity that (1) involves a violent act or an act dangerous to human life, property, or infrastructure; and (2) appears to be intended to intimidate or coerce a civilian population; to influence the policy of a government by intimidation or coercion; or to affect the conduct of a government by mass destruction, assassination, kidnapping, or hostage-taking”.

This definition hews pretty closely to our own anti-terrorism law, R.A. 11479, signed by Duterte last July 3. In fact, what may be more instructive is to look at what is NOT included as terrorism, under the law’s IRR that were released just three weeks ago, on October 14:

“Rule 4.4. When not intended to cause death or serious physical harm to a person, to endanger a person’s life, or to create a serious risk to physical safety, the following activities shall not be considered acts of terrorism: advocacy; protest; dissent; stoppage of work; industrial or mass action; creative, artistic, and cultural expressions; or other similar exercises of civil and political rights.”

It seems obvious that an armed insurrection isn’t covered by this qualification. The NPA’s sympathizers like to reply that what they’re waging isn’t terrorism, but a rebellion that thereby is somehow legitimized. But let’s look at how many of our people have in fact already rejected the CPP-NPA as persona non grata (as of last September 6):

• 64 out of 81 provinces (79 percent of total)

• 110 out of 146 cities (75 percent)

• 1,121 out of 1,488 municipalities (75 percent)

• 21,474 out of 42,046 barangays (51 percent)

I don’t see a popular rebellion from these numbers. I see a persistent insurrection by a small minority that continues to be vigorously resisted by most of our people.

Is ‘red-tagging’ a crime?

This question was settled as far back as Nov 10, 2015, on PNoy’s watch. A virtual rogues’ gallery of the Left had petitioned the Supreme Court for writs of amparo and habeas data. But the High Court ruled that:

“…Petitioners failed to substantially prove that their life, liberty and security are threatened with violation…In the present case, the allegations of petitioners do not even constitute circumstantial evidence as to justify the issuance of the extraordinary writs.”

Fast forward to four years later, under Duterte. On June 28, 2019, the Court of Appeals came out with a similar ruling denying the same writs petitioned by Karapatan, Gabriela, and Rural Missionaries of the Philippines. The Court opined that:

“There is no evidence of extrajudicial killings, enforced disappearances, arbitrary arrests, malicious prosecutions and defamations…The writs cannot be issued on amorphous and uncertain grounds lest their purpose be undermined by the indiscriminate filing of petitions on the basis of unsubstantiated allegations.”

The NDF is nothing if not persistent. That’s their revolutionary passion at work.

Thus, when you’re being pulled here and there by the rants and raves of ideologues, it’s always a good idea to go back to the basics: to the facts, to our laws and courts, to the simplicity of common sense and logic.

Shortly before midday on 24 August, a bomb ripped through two military trucks parked outside a shopping area in Jolo, the capital of the southern Philippines’ island province of Sulu. As security officials responded to the blast, a suicide bomber detonated her device having been prevented from entering the cordoned-off area. The first explosion, initially reported to have been caused by an IED strapped to a motorbike, was later confirmed as another suicide bombing. The double blasts left 14 people dead and at least 75 injured.

The Philippine armed forces quickly blamed Abu Sayyaf, an Islamist militant group aligned with the Islamic State, which has been responsible for at least five suicide attacks involving eight bombers since July 2018. Three years ago, Abu Sayyaf had been dealt a major blow when its leader, Isnilon Hapilon, was killed after laying siege to the city of Marawi with fighters from another extremist group, the Mautes, for five months. It was hoped the militants’ defeat in Marawi might turn the tide on years of rising jihadism in the region.

Yet since then, despite a peace deal signed by Manila and moderate Moro Muslim rebels, intensified army operations targeting local Islamic State affiliates, and sustained counter-terrorism support from the United States, the threat from Abu Sayyaf is alive and evolving rapidly. However, headline-grabbing tactics aside, its six-year-old pledge of allegiance to the Islamic State now matters little. As in most of its 30-year history, Abu Sayyaf’s violence is best explained by local dynamics, family ties and its ability to attract new recruits.

US-supported military offensives

In spite of recent Abu Sayyaf attacks, the Armed Forces of the Philippines (AFP) claims it has made a degree of progress in stemming the tide of militancy. Martial law in Mindanao, imposed after the outbreak of the Marawi siege in mid-2017, was lifted on 31 December last year, while the army has persisted with regular patrols, ground offensives and aerial attacks on militant hideouts throughout 2020. In October, the AFP’s public affairs chief Capt. Jonathan Zata said 55 Abu Sayyaf members were killed from January-September, while another 78 surrendered. He revealed that 97 firearms, seven IEDs, and nine camps were also seized.

Inroads were also made against other Islamist groups. The Mautes lost 24 fighters in clashes with the AFP, while 15 surrendered and five were arrested. The Bangsamoro Islamic Freedom Fighters lost 28 men over the same period, while 134 surrendered and 20 were detained. Abu Sayyaf suffered its biggest loss in mid-August, when notorious sub-leader Idang Susukan was arrested by police officers in Davao city, where he had reportedly travelled to seek medical attention for injuries to his left arm sustained in an earlier battle. Susukan was involved in lucrative kidnapping-for-ransom activities, making his arrest a significant setback.

Yet these markers of progress are tempered by the overall picture. In August, a US Department of Defense update on Operation Pacific Eagle-Philippines (OPE-P), its counter-terrorism campaign in the country, said that “efforts to reduce extremism in the Philippines do not appear to have made a substantial difference.” Estimates from OPE-P indicate that since 2017, Islamic State-aligned groups in the region have maintained a fighting force of 300–500, remaining “about the same size and strength for the last few years.” This grim assessment comes despite annual US funding of $100m for intelligence, surveillance, and reconnaissance activities. The report cited “COVID-19 restrictions” and “force rotations” as having an additional negative impact on assistance in 2020, along with relatively unchanged “economic, social and political conditions.”

Abu Sayyaf suicide bombing spree

A prevalent feature of post-Marawi militancy has been suicide bombings – a phenomenon unseen before in the Philippines. Five separate attacks have taken place in the island provinces of Basilan and Sulu, where Abu Sayyaf operate, and were carried-out by radicalized Egyptian, Indonesian, and Moroccan nationals, as well as at least one Filipino. The deadliest incident targeted the Our Lady of Mount Carmel cathedral, just across the street from the latest attack in Jolo, in January 2019, leaving 22 people dead and 81 wounded.

Abu Sayyaf have also persisted with lower-level criminal-type activities, kidnapping Indonesian fishermen for ransom off the coast of Malaysia’s Sabah state, ten minutes by boat from militant bases on Tawi-Tawi island. At least 39 Indonesian seafarers have been abducted by the group since 2016, when foreign sailors started to avoid the area after several Westerners were beheaded by Abu Sayyaf in absence of a ransom. An Indonesian captive, among five seized from a ship in January, also died last month amid a shootout in Sulu.

Such activities, of both a criminal and terrorist nature, have rebounded under Abu Sayyaf’s current leader, Hatib Hajan Sawadjaan, who commands a faction in the mountains around Patikul, on Sulu’s north coast. Reported to have narrowly avoided death at the hands of the military on several occasions, his leadership has been characterized by a mix of maritime banditry and headline-grabbing suicide attacks part-inspired by the Islamic State and its radical ideology. The tactic is more of a side effect than representing firm links.

Family connections and new recruits

For decades, blood ties and close family relationships within Abu Sayyaf have made the group particularly resistant to infiltration. In its current incarnation, the Ajang-Ajang faction led by Hatib also contains many of his relatives, notably his nephew Mundi Sawadjaan, who is a bomb-maker considered likely by the AFP to have constructed the devices detonated by the Jolo bombers. Abu Sayyaf is insular, splintered and non-hierarchical below its senior leadership, making connections difficult to track. Its members and supporters are loyal in part due to benefiting from the economic rewards of hostage-taking and the illegal drug trade. Hideouts on outlying islands and in Jolo’s densely-forested interior are often out of the authorities’ reach.

Suicide pacts among families have become a defining feature of Abu Sayyaf’s latest spate of terror attacks. The January 2019 cathedral attack was perpetrated by a married Indonesian husband and wife, while the two female suspects behind the latest outrage were found to be the widows of two deceased Abu Sayyaf fighters. Philippine Army chief Lieut.-Gen. Cirilito Sobejana identified one as the wife of Norman Lasuca – the first known Filipino suicide bomber – and the second as widow of Abu Sayyaf sub-leader Talha Jumsah. In a raid on 10 October, another Indonesian woman, Rezky Fantasya Rullie, was arrested in Sulu alongside two other women on suspicion of plotting a suicide attack. All three were married to Abu Sayyaf fighters. AFP soldiers reportedly seized IED components and a vest rigged with pipe bombs from their residence.

Although several of the bombers came from abroad, local recruitment enables Abu Sayyaf to replenish its ranks after battlefield losses. Estimates of its strength have remained consistent for years, supporting the narrative that a sizeable recruitment pool exists in Sulu, where young men have limited alternative options to make a living. Sulu, among the most impoverished areas of the Philippines, has a long history of conflict and was the only province to reject a peace deal between the government and moderate Moro insurgents in a referendum last year. Awash with firearms, Abu Sayyaf has drawn on local support in Sulu to fight for independence since 1990, in a region that sat at the heart of an Islamic sultanate prior to the colonial era. Many still wish for the revival of self-governance in the future, and accept militancy as a means to an end. The Islamic State, through social media, has only ever latched onto what has always been a local struggle.

Maute allies in Lanao del Sur

Remnants of Abu Sayyaf’s co-conspirators in Marawi, the Maute Group, remain functional across the Sulu Sea in Lanao del Sur province, on Mindanao’s largest island. Although its resources are stretched thin, the AFP last month identified Faharudin Hadji Satar, also known as Abu Bakar, as the new leader of the Maute Group. Its recruitment drive is reported to be ongoing in the Lanao municipalities of Balindong, Madalum and Piagapo, where displaced residents of Marawi city have received text messages enticing them to join.

The more moderate Moro Islamic Liberation Front, signatory of a peace agreement with Manila and highly influential in Lanao, has pledged to work with the AFP to combat extremism and persuade the Mautes to disarm. It is hoped that the new Bangsamoro Autonomous Region in Muslim Mindanao, which the Moro Islamic Liberation Front leads, will eventually bring prosperity and displace the decades-old narrative that oppressed Muslims in the south can only find hope and livelihood opportunities by joining armed groups.

The Bangsamoro region, supported by most Moro Muslims, offers a chance for renewal, but the activities of Abu Sayyaf demonstrate how hard it is to get all factions on side. Abu Sayyaf retains a firm stranglehold in Sulu, as the Mautes look to entice decommissioned moderate rebels and capitalize on Moro frustrations over the slow rebuilding of Marawi, where 120,000 residents are still displaced three years after the siege ended. Abu Sayyaf and the Mautes failed in that past mission, but remain a thorn in the side of Mindanao.

Metro Manila (CNN Philippines, November 3 — Seven alleged members of Abu Sayyaf group, including the two brothers of the suspected mastermind of a recent deadly bombing incident, were killed in a clash with government troops in the Sulu Sea, the military confirmed on Tuesday.

The Joint Task Force Sulu said it
intercepted members of the Abu Sayyaf Group, who were on board a speed boat at 2:15 a.m. of Tuesday.

It said Madsmar Sawadjaan and Mannul Sawadjaan, brothers of bomb expert Mundi Sawadjaan, were killed in the encounter. Mundi Sawadjaan is tagged as the mastermind of the twin suicide bombings in Jolo, Sulu last August which killed 14 and injured 75 people.


The military said they are still confirming the identity of the five other members killed in the clash.

The 83rd IB murdered a construction worker in Barangay Mangga, Bato town of Camarines Sur. About 30 armed men barged into the residence of Marpiga family in the early hours of October 18 and shot Joan Marpiga more than ten times, killing him on the spot.

“I will go with you Sir! Don’t kill me! I will surrender safely!” Marpiga pleaded with the soldiers, according to a fact finding mission conducted by human rights group Karapatan-Bicol in October 22. He has just recently returned from Manila where he worked as a construction worker. His family is known as local leaders in their barangay.

The military claimed that Marpiga was being arrested for his alleged involvement in a 2018 ambush in the same town by the New People’s Army (NPA).

NPA-Camarines Sur spokesperson Ka Ramona Caceres condemned the brutal murder of Marpiga. “In Bicol region, the tokhang-style of execution is a modus operandi of the Joint Task Force Bicolandia (JTFB) against alleged supporters of the NPA,” she said.

“This is to cover-up their killings of peasants including the massacres of civilians in Barangay Dolos, Bulan, Sorsogon and Barangay Alas Mandaon, Masbate just this September,” she added.

The soldiers allegedly seized a grenade and a small gun in Marpiga’s residence. They stole the family’s seven roosters amounting to atleast P21,000 and two cellular phones. They then proceeded to the neigboring house and mauled the owner.

Marpiga’s family, especially his 3-year old son, is traumatized by the incident. The child covers his ears whenever he hears unrecognized voices, according to Karapatan-Bicol.

The 83rd Infantry Battalion has occupied Mangga’s barangay hall for four months under the so-called Retooled Community Support Program.

Red fighters of the New People’s Army together with other revolutionary organizations have started relief and rehabilitation efforts in communities affected by the recent typhoon Quinta. “Efforts are underway to collect and distribute food, water and other aid,” CPP Chief Information Officer Marco L. Valbuena, said in a Twitter post.

Typhoon Quinta with international name Molave left the Philippines with damages on agriculture of more than P705.9 million, according to the conservative estimates of the Department of Agriculture (DA) as of October 28.

Severely affected regions are Southern Tagalog and Bicol. More than 13, 359 hectares of rice production are damaged amounting to 13, 556 MT of palay.

The National Democratic Front – Southern Tagalog earlier called on all its members and allied organizations to mobilize and facilitate relief and rehabilitation efforts in affected communities in the region. “Local organs of Red political power in barrio, municipal and district-levels must lead such efforts,” Ka Patnubay de Guia further said.

“We need to assist in reconstruction of houses, properties and livelihood of our kababayan,” de Guia added. Kabataang Makabayan Southern Tagalog responded to the call by immediately instructing all its chapters to help in such efforts.
In a separate call, the Kabataang Makabayan National Office thru its national spokesperson Maria Laya Guerrero, instructed all urban-based and rural-based chapters to gather support and coordinate with chapters in the affected communities.

Filipino peasants marked the Peasant Month last October by staging protests against the Duterte regime’s neoliberal policies in agriculture and all-out war against farmers and peasant advocates. Foremost of their concern is the worsening state of agriculture and the peasantry, exacerbated by the pandemic and the regime’s militarist lockdown.

They pointed out that agriculture, touted as a “surviving” economic sector for registering a 0.4% growth in second quarter this year, is not resilient in the time of the pandemic. Since 2018, the sector has been registering near zero growth. State statistics show low and declining yields of 20 crops, including rice, since 2014. Livestock production also showed negative growth. In 2019, only production of cash crops for export such as sugarcane and maize registered positive growth.

Prior to the pandemic, the agricultural sector has been suffering from massive job and income losses. From 2017 to 2019, it lost a total of 1.4 million jobs. Rice farmers lost around P85 billion from February 2019 to February 2020 since restrictions on rice imports were lifted. Early on, natural disasters such as the Taal volcano explosion damaged crops and livestock worth P3 billion. Other natural disasters, like the recent typhoons Rolly and Quinta, lashed the country and wrought havoc in other areas. The other pandemic, the African Swine Flu, which has already forced the culling of 350,000 hogs still rages. Agricultural losses due to the Covid-19 pandemic is estimated to run into billions.

The Duterte regime has converted 1,820 hectares of agricultural land since 2016. . It intends to convert a total of 1.5 million hectares for its infrastructure projects under the Build, Build, Build program and other pro-capitalist and anomalous schemes. In 2019, the Department of Agriculture issued Administrative Order No. 1 to streamline and expedite land-use conversion. The regime is also railroading the enactment of the National Land Use Act to split collective land titles and recategorize land classifications under the National Land Use to serve the same objective.

The Covid-19 pandemic worsened the impoverished conditions of the Filipino peasants. Prior to the pandemic, poverty among peasant families was already three times worse compared to urban families. Food insecurity in the country was as high as 46% (meaning?) in 2019, according to the Food and Agriculture Organization-Philippines. The prolonged lockdown diminished subsistence food production and the rural informal economy due to restrictions imposed by the military even in very Covid-19 risk areas. Meanwhile, the early ban on mass transportation, closure of some trading posts and border restrictions severely affected deliveries of small and middle peasants and livestock farmers. In militarized areas, farmers are also arbitrarily restricted from working in their farms under the guise of Covid-19 prevention.

Paltry government subsidy only covered 2.5 million farmers (or less than 30% of the 9.7 million registered farmers in the country). This number excludes millions of other rural Filipinos and their families who rely on the agricultural economy. Funds earmarked for subsidies are pocketed by government officials, such as in the case of the P272-million fertilizer scam which was exposed last June. Despite the urgency, the P24-billion allocation for agriculture under the Bayanihan 2 is yet to be released. These funds will be reverted back to the national treasury if not spent by December 19.

The escrowed coco levy funds which could have helped the 3.5 million coconut farmers remain out of their reach. Instead, the Duterte regime is fast-tracking the privatization of the said fund through establishing a “trust fund” to be managed by the Duterte’s allies.

Like much of the government pandemic response, there is no coherent plan on how to stimulate local food production. Instead, the DA’s centerpiece program “Plant, Plant, Plant” focuses on marketing and logistics. This will benefit mostly big agribusinesses who complain of supply disruptions and not small farmers who rely on production for subsistence. Meanwhile, farmgate prices of key agricultural produce continue to decrease. Since September, palay prices plummeted to P10-12/kilo. This has further devastated rice farmers who needed to sell their harvest at P17/kilo at least to recoup production costs. The National Food Authority is ineffectual, as it only has a budget of P10 billion for its 2020 palay procurement program. Only a handful of local governments heeded the call to buy local palay at P19/kilo.

For 2021, the regime allocated only P66.382 billion for agriculture, slashed by 75% from the DA’s original P284.4-billion proposal, and less compared to the P79.9-billion budget in 2019.

Walang kapatawarang kriminal na kapabayaan ang pagbuhos ng rehimeng Duterte ng bilyon-bilyong pondo para sa pagbili ng mga kagamitang pandigma sa gitna ng pagragasa ng pandemya, labis na pagdarahop at pigapit na kalagayan ng mga mamamayang walang maipantawid-gutom sa araw-araw. Milyon-milyong pamilya ang nagtitiis sa gutom dahil nawalan ng hanapbuhay at trabaho. Higit pa, pinahihirapan sila ng ipinatutupad na militaristang lockdown sa buo-buong populasyon sa kanayunan at kalunsuran.

Mas inuna pa ni Duterte ang paggastang militar para palakasin ang kampanya sa pagsupil at terorismo ng estado laban sa nakikibakang mamamayan para sa kanilang lehitimong kagalingan at karapatan. Dumating noong Setyembre ang Gulfstream G280 command and control aircraft mula sa US, 4 na Super Tucano attack aircraft mula sa Brazil, 3 Hermes 900 at 1 Hermes 450 unmanned aerial vehicles o UAV mula sa Israel.

Samantala, patuloy na tumataas ang bilang ng mga nagkakasakit at hindi pa rin natutugunan ang kahilingan ng mamamayang Pilipino na libreng mass testing, libreng pamamahagi ng face masks at personal protective equipment (PPE) para sa mga medical frontliners, pagpapataas ng sahod ng mga manggagawang pangkalusugan at iba pa.

Sa kabilang banda, aabot sa P4.968 bilyon ang kontrata para sa Super Tucano habang ang buong proyekto ng pagpasok sa UAV ay nagkakahalaga ng P8.47 bilyon. Ang G280 ay nagkakahalaga ng P2 bilyon. Labas pa rito ang gastos sa transportasyon kung saan ang Super Tucano ay ibinyahe mula pa sa Brazil at dumaan pa sa Canary Islands, Portugal, Malta, Egypt, Bangladesh, the United Arab Emirates, India, Thailand at Vietnam para magpagasolina bago nakarating sa Pilipinas.

Napakalaking halaga ang winawaldas sa larangang militar habang tinatayang P3.16 lamang ang badyet sa kalusugan para sa bawat Pilipino sa taong 2021.

Ang G280 ay nagsisilbing luho at pansariling gamit ni Duterte at kanyang mga alipores. Taong 2018 pa niya pinapangarap na magkaroon ng sariling eroplanong pambyahe at 2019 pinirmahan ang kontrata nito sa US. Nakinabang ang imperyalistang US sa pagbili ng rehimen sa napakamahal at magarbong G280. Sa ngayon, tigas-mukhang ginamit ito ng IATF sa tabing ng pandemya. Ang kada byahe nito ay aabot sa P195,000 kada oras.

Ang mga armas-pandigmang ito ay dagdag na pasakit at pagdurusa sa mamamayan lalo sa kanayunan. Kahit sa gitna ng krisis ng COVID-19, walang habas na binobomba ng rehimen ang mga komunidad sa kanayunan na pinaghihinalaang base ng NPA. Nagpapatuloy rin ang mga focused military operations ng AFP-PNP na higit na nagpapataas ng risgo sa pagkalat ng virus dahil sa pag-ooperasyon ng mersenaryong militar nang walang suot na face masks at PPE at di-pagtupad sa physical distancing.

Samantala, nagpapatuloy ang pagsisikap ng mga yunit ng NPA at ng demokratikong gubyernong bayan sa pagbibigay ng serbisyong kalusugan at kaalamang medikal sa masa para iwasan at sansalain ang COVID-19. Kahit nagpapatuloy ang mga atake ng AFP-PNP sa kanayunan, patuloy ang paglilingkod ng mga yunit ng NPA sa mamamayang apektado ng COVID-19. Sa Timog Katagalugan, nagsilbing frontliners ang mga yunit ng NPA na pangunahing tinutukan ang malaganap na kampanyang edukasyon para bigyan ng kaalaman at hakbangin ang mamamayan laban sa COVID-19. Kinatulong ng bawat yunit ang mga komite sa kalusugan at nagsagawa ng kampanyang sanitasyon sa mga komunidad.

Walang maaasahan ang sambayanang Pilipino sa terorista at tiranikong rehimen. Lalong kinamumuhian ng mamamayan ang pagkagahaman at patuloy na pagkakapit-tuko ni Duterte sa kapangyarihan habang kalunus-lunos ang kalagayan ng sambayanan. Sa gitna ng terorismo at mga pakana ng rehimen na itatag ang kanyang diktadura, nagiging malinaw sa mamamayang Pilipino ang solusyon tungo sa paglaya mula sa kasalukuyang mapang-aping sistema: ang pagtahak sa landas ng pambansa demokratikong rebolusyon upang ibagsak ang paghahari ng malalaking kumprador-panginoong maylupa-burukrata na kinatawan ng diktador at tiranong si Duterte.###

CAMP Siongco, Maguindanao – In response to the needs of flood victims, the 6th Infantry (Kampilan) Division in partnership with GMA Kapuso Foundation distributed 600packs of relief goods to affected families of Barangay Reina Regente and Barangay Damabalas, Datu Piang, Maguindanao on October 29, 2020.

Meanwhile, troops from 57th Infantry Battalion led by LTC Jonathan Pondanera and personnel of 6th Civil Military Operations Battalion (6CMOBn) spearheaded by LTC Anhouvic ‘Dingdong’ Atilano together with personnel of GMA Kapuso Foundation headed by Project Officer Maria Christine Dungca facilitated the hauling and distribution of the relief goods.

These relief operations were initiated by Maj. General Uy as part of the 33rd founding anniversary celebration of 6th ID in response to the need of people who were affected by recent calamities, specially the flood due to heavy rains spawned by a recent tropical depression that hit Philippine Area of Responsibility.

Major General Juvymax R. Uy, Commander of 6th Infantry Division and Joint Task Force Central commended the troops and the GMA Kapuso Foundation for initiating the relief operations.

“This noble undertaking shows our genuine concern to the affected constituents in our area of responsibility. Your army together with the LGU, Non-Government Organizations and other stakeholders are always ready to extend necessary support to the affected families” said Maj. Gen. Uy.

CAMP Siongco, Maguindanao – Saying he was tired of fighting for a lost cause, a deputy chief of staff of Bangsamoro Islamic Freedom Fighter (BIFF) under Karialan faction surrendered to the Army’s 33rd Infantry (MAKABAYAN) Battalion in Ampatuan, Maguindanao on Friday October 30, 2020.

“I am tired of hiding and I’m always on the run to evade the operating troops of the military in the hinterlands of Maguindanao. I decided to surrender because I want to live a normal life and to be with my family”, according to the former BIFF Leader.

The former rebel combatant was formally presented to Col. Ferdinand Lacadin of 1st Mechanized Brigade together with Shariff Aguak Mayor Marop Ampatuan at the Headquarters in Brgy Kamasi, Ampatuan town Maguindanao at 2:30 in the afternoon. He carried along with him his M14 rifle.

Major General Juvymax R. Uy, Commander of 6th Infantry (KAMPILAN) Division and Joint Task Force Central said “the relentless focused combat operations and Civil-military programs of the JTF Central to decimate the terrorist yielded numerous gains, thus, we will sustain the momentum to put an end to this problem of terrorism”.

Within the week, a total of 42 BIFF combatants had been surrendered and returned to the fold of the government.

“This massive surrender of the local terrorist group is attributed to the gallant soldiers of Joint Task Force Central, the effort of the local government unit and even the civilian community, who continue to support the effort of attainment of peace and sustainable development in Central Mindanao”, stressed by the Commander of JTF Central during his interview.

“My former companions who surrendered earlier are now peacefully living with their families, with livelihood assistance from the government”, the returnee said.

Maj. Gen. Uy added that the JTF Central troops will continue to open its arms to the local terrorist group and to all lawless elements who wanted to reform and live peacefully with their families.

Camp Evangelista, Cagayan de Oro – Three (3) CPP-NPA Terrorists died in a recent encounter with the Army’s 36th Infantry Battalion in Pangi, Tandag City, Surigao del Sur over the weekend, October 31, 2020.





According to Lt. Col. Jezreel Diagmel, Commanding Officer of 36IB, at around 1 P.M. on October 31, a platoon of soldiers responded to the report that more or less 40 CNTs were conducting extortion activity in the hinter areas of Barangay Pangi when they encounter the armed group.

“While proceeding to the reported location of the CNTs, our soldiers were able to locate their hideout at the mountainous areas of Barangay Pangi at around 1 PM. The firefight broke out when the enemy fired towards our operating troops prompting them to return fire. The encounter lasted for about 40 minutes since the enemy fought hard to hold their ground considering that they are superior in number during the incident. Fortunately, our forces outmaneuvered them which resulted in the death of three (3) terrorists”, Diagmel said.

The armed group belongs to the CPP-NPA’s Platoon 1, Guerilla Front 30 of the North Eastern Mindanao Regional Committee under Joel Mahinay alias Nicko.

The soldiers seized three (3) M16 rifles two (2) of which are attached with M203 Grenade Launchers, one (1) AK47 rifle, and two cal. 22 rifles.

Twenty jungle hammock, 21 backpacks, and voluminous subversive documents, and several cellphones, sim cards, and memory cards were also seized by the government troops from the CPP-NPA Terrorists.

Meanwhile, Major General Andres C Centino, Commander of the 4th Infantry Division and Joint Task Force Diamond, said that the communist terrorists in Caraga are now extorting money even from the farmers and small businesses because they can hardly sustain their forces due to the massive Focused Military Operations (FMOs) of the AFP in the region.

“Our forces will continue to pursue these bandits until they stop their extortion and atrocities or they surrender to the government. This is the only way to defeat them. Without resources they will not be able to survive”, said MGen Centino.

The cadavers of the three (3) terrorists were turned-over by 36IB to local police for proper disposition.

CAMP Siongco, Maguindanao – Another ten members of local terrorist group of Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered to the army troops brought about by pressures of an intensified military offensive against them in Maguindanao on October 28, 2020.



The ten former rebels were presented to Major General Juvymax Uy, Joint Task Force Central Commander and 6th Infantry Division Commmader by Hon Mamatanto Mamantal, Mayor of Sultan Sa Barongis, Maguindanao during the 68th Founding Anniversary celebration of the said Municipality.

“Our troops conduct series of intensified stakeholder engagement to encourage the remaining terrorists to surrender and cooperate with the government,” said Maj. Gen. Juvymax R. Uy, Commander of Joint Task Force Central and 6th Infantry Division.

Through the intervention of SSB LGU the former combatants of BIFF surrendered to the 33rd Infantry (Makabayan) Battalion. They carried along with them their weapons one M14 rifle, one M16A1 rifle, one M79, Two RPG, One Barret, one Tomb Gram, one 12 Gauge Shotgun, one Caliber 45, one Caliber 38, one Rifle Grenade, one Hand Grenade and one IED.

“This success is attributed to the collaborative efforts of the military, local government units, the traditional leaders and the peace-loving people of Maguindanao,” Major General Uy added.

Uy vowed support to the surrenderers in their reintegration into mainstream society.
