Ka Jaime Soledad was one of the young leaders who founded the New People’s Army (NPA) in the East Visayan province of Leyte in 1970. He became a stalwart organizer and educator of the revolutionary movement in Leyte. He opened up many organized areas in Leyte and did comprehensive territorial work.
Ka Jaime undertook outstanding revolutionary work as Education and Propaganda Officer of the NPA. He was an excellent listener and story teller. He integrated well with the exploited and he was happiest when he was with the poor peasant masses.
In the field, he became a legendary guerrilla commander, fighting the fascist troops of Marcos dictatorship and building NPA guerrilla fronts with organs of political power.
Ka Jaime Soledad was hunted by the fascist troops of the dictator Marcos. He was arrested several times and heavily tortured, but he remained firm to his revolutionary principles.
For his outstanding revolutionary work, he was designated NDFP Representative for Eastern Visayas. When peace talks resumed in August 2016, he was released from prison. He actively participated in the peace negotiations between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP) under President Duterte.
He was a natural for the NDFP Reciprocal Working Committee on Social and Economic Reforms (CASER) in the peace negotiations in Oslo, Norway in August 2016, and the subsequent peace talks. He shared his rich experience in the discussions on land reform, the free distribution of land to the peasants and fisherfolk.
During a break in between peace talks, Ka Jaime Soledad joined other NDFP consultants in revolutionary gatherings with other Filipino comrades and foreign friends in forums to welcome them. Ka Jaime Soledad would strum the guitar and sing revolutionary songs.
Despite significant gains in the peace negotiations on land reform and national industrialization and the six-month simultaneous unilateral ceasefire from August 2016 until February 2017, President Duterte ordered that the released NDFP Consultants be put in prison. Hence, Ka Jaime Soledad and the other NDFP Consultants had to make arrangements to safely return to the Phiippines, with the help of the Royal Norwegian Government.
Ka Jaime Soledad already in his late 60s reintegrated with the poor peasant masses and fisherfolk. He continued helping in the organizing work, joined by his wife. At the age of 70, after 50 years of revolutionary work, he died of cancer on May 13, 2020.
The National Democratic Front of the Philippines conveys its deepest condolences to his wife, the rest of his family, his comrades and poor peasant masses and fisherfolk whom he served and who loved him.

CPP/Ang Bayan: Bakuna sa Covid-19 at ang ganid na Big Pharma

Bukambibig ni Rodrigo Duterte ang “maghintay sa bakuna” para pagtakpan ang kainutilan at kapalpakan ng kanyang rehimen na apulain ang pandemyang Covid-19 sa bansa. Gayunpaman, wala siyang ibinibigay na sapat na suporta o tulong para sa mga Pilipinong siyentista sa pagsisikap na tumuklas ng ganitong bakuna. Walang saysay ang inianunsyong P10-milyong pabuya diumano sa unang makatutuklas, kung wala namang pondo para sa pananaliksik. Bukod dito, wala itong ginagawa para baguhin ang labis na pagsalalay ng Pilipinas sa pag-aangkat at kawalan nito ng kakayahan na magmanupaktura ng anumang bakuna.
Wala ring balak ang rehimeng Duterte na bakunahan ang mayorya ng mga Pilipino. Ayon sa Department of Finance, 20 milyon lamang na kunwa’y “pinakamahihirap” sa 110 milyong Pilipino ang ibibili ng bakuna. Kulang na kulang ito para sa 30 milyong mag-aaral, guro at istap na pinangakuan niya ng bakuna bago buksan ang mga eskwelahan, mga manggagawang pangkalusugan at mga manggagawa nagtatrabaho na sa hindi ligtas na mga pagawaan at lugar. Masahol pa, uunahin diumano niya ang militar. Lagi’t laging idinadahilan ni Duterte ang kawalan ng pondo, kahit pa mahigit P1 trilyon na ang inutang ng kanyang rehimen gamit ang pandemya.
Kontrol ng mga monopolyong kapitalistang Big Pharma
Hawak ng mga monopolyong kapitalista sa industriyang pharmaceutical (pagmamanupaktura ng gamot) na tinatawag ding Big Pharma ang pananaliksik, pagmanupaktura, distribusyon at pagpepresyo sa mga gamot at bakuna sa buong mundo. Ang pinakamalalaking kumpanya ay kinabibilangan ng Johnson & Johnson (US), Roche (Switzerland), Sinopharm (China), Pfizer (US), Bayer (Germany), Novartis (Switzerland), Merck & Co. (US), GlaxoSmithKline (UK), Sanofi (France) at AbbVie (US). Noong 2019, umabot sa $512 bilyon ang pinagsanib na netong kita ng mga kumpanyang ito.
Ang nasabing mga kumpanya ang nag-uunahan ngayon sa pagpapaunlad ng bakuna para sa Covid-19. Nagkakarera sila, hindi dahil sa kawanggawa o mataas na layong makatao, kundi dahil habol nilang kontrolin ang pamilihan ng bakuna o malaking bahagi nito at gayo’y garantiyahan ang kanilang dambuhalang kita. Sa isang pag-aaral, tinatayang kumita ang Pfizer ng dagdag na $2 bilyon sa unang tatlong buwan ng pandemya. Dagdag ito sa $16-bilyong tubo ng kumpanya noong 2019. Ang Johnson & Johnson naman ay nakatakdang magkamal ng dagdag na $5-bilyong sa tubo ngayong taon, o mas mataas ng halos kalahati sa naitala nito sa nakaraan. Mas malaking tubo pa ang pinaglalawayang kamkamin ng mga ganid na kumpanyang ito.
Noong Hulyo 28, mayroon nang 226 kandidatong bakuna pero 25 lamang dito ang nasa clinical trial o sinusubok na sa tao, at lima pa lamang ang umabot sa pangatlo at huling yugto. Ang mga bakunang ito ay pinauunlad ng mga dambuhalang kumpanyang Pfizer (US) at BioNTech (Germany), Moderna (US), Oxford at AstraZeneca Plc (UK), Sinovac (China) at Sinopharm (China). Ang bakunang pinauunlad ng Sanofi (France) at GlaxoSmithKline (UK), gayundin ang isa pang gawa ng Johnson & Johnson (US), ay nasa ikalawa at ikatlong yugto na ng clinical trial. Sa Setyembre pa nakatakdang simulan ang ikatlong yugto nito.
Nagkakani-kanya at mahigpit na naglilihiman ang mga kumpanyang ito sa pananaliksik at pag-eeksperimento sa paggawa ng bakuna sa Covid-19. Walang makapagsasabi kung totoo o hindi ang inilalabas na mga pahayag sa publiko na “malapit na” o may breyktru na ang kanilang pananaliksik. Bahagi ito ng mga taktika para sa manipulasyon ng kapitalistang pamilihan at para itulak paitaas ang presyo ng kanilang mga produkto at sapi sa stock market.
Gayunpaman, ayon sa mga ekspertong nagmomonitor ng industriya, malamang sa huling bahagi pa ng 2021 o di kaya’y sa 2022 pa masisimulan ang produksyon ng bakuna. Ang mailalabas na mga bakuna sa 2021 ay malamang na aaprubahan para lamang gamitin sa mga kasong pang-emergency. Sa karanasan ng industriya, pinakamaiksi na ang lima hanggang pitong taon ng tuluy-tuloy na pagpapaunlad ang isang bakuna bago ito bigyan ng lisensya.
Ang bakunang pinauunlad ng Oxford, na sinasabing nasa abanteng yugto na ng pagpapaunlad, ay nag-ulat ng di kanaisnais na mga epekto (side effect) tulad ng pananakit ng katawan at panghihina ng mga indibidwal. May katulad ding epekto ang natuklasan sa unang bahagi ng inieksperimentong bakuna ng Moderna. Wala sa limang umabanteng bakuna ang inaasahang mabibigyan ng lisensya bago ang katapusan ng taon.
Kung pumasa sa istriktong mga regulasyon ng mga ahensyang pampubliko, balak ng Sanofi at GlaxoSmithKline, ang dalawang pinakamalaking nagmamanupaktura ng gamot sa mundo, na magsuplay ng pinakamaraming bakuna.
Sa kabila ng wala pang linaw kailan magkakabakuna, nag-uunahan na ang mga imperyalistang bansa na kopohin ang suplay nito. Mayroon nang mga kasunduan sa pagitan ng mga gubyerno at mga kumpanya ng gamot sa mga imperyalistang bansa para sa 250 milyong dosis kahit hindi pa tapos ang mga pag-eeksperimento. Kabilang sa mga ito ang gubyerno ng UK na nakipagkasundo na sa GlaxoSmithKline and Sanofi para bumili ng 60 milyong dosis sa kanilang pinauunlad na bakuna. Dagdag ito sa nakatakdang bilhin nitong 100 milyong dosis ng bakunang inieksperimento ng Oxford/AstraZeneca Plc. Ang US, sa kabilang banda, ay nakipagkasundo na sa Pfizer at BioNTech para bumili ng 60 milyong dosis ng bakuna sa halagang $1.8 bilyon. Mayroon na ring mga kasunduan ang European Union at Japan sa nabanggit na mga kumpanya.
Sa tindi ng pag-uunahan, nabili o naipangako na ang mahigit isang bilyong dosis ng iba’t ibang bakuna kahit hindi pa ito minamanupaktura. Mag-aaagawan ang iba pang mga bansa sa matitira o maghihintay kung kailan makapagmamanupaktura ng mas marami ang big pharma. Kung aabutin ang lahat ng tao sa mundo, kakailanganin ng lahat ng mga kumpanyana magprodyus ng hanggang 14 bilyong dosis para sa mga bakunang kailangan ng dalawang turok. May mga tayang sa unang kwarto pa ng 2022 maabot ang target ng pagmamanupaktura ng 1 bilyong dosis.
Dahil sa pag-uunahan ng mayayamang imperyalistang bansa, nawawalan ng saysay ang deklarasyon ng alyansang Covax para isulong ang layunin ng pantay na akses sa bakuna. Ang alyansa ay pinangunahan buuin ng World Health Organization at Coalitiion of Epidemic Preparedness at kinabibilangan ng 145 mahihirap na bansa. Bahagi ng Covax ang Pilipinas.
Pribadong kita mula sa pampublikong pananaliksik
Lagpas sa karaniwang tubo, kumakamal ang mga monopolyo kapitalistang kumpanyang Big Pharma ng supertubo mula sa pagtatakda ng presyo ng mga gamot na lagpas-lagpas sa gastos nito sa produksyon. Pinakanakasusuklam ang kapitalistang pagkaganid sa tubo ng mga ito kapag labis nilang itinataas ang presyo sa sa mga panahong limitado ang suplay at mataas ang demand (tinatawag na price-gouging). Pinakamalala ito sa kaso ng mga gamot at bakunang pansalba ng buhay.
Inianunsyo ng Pfizer noong Marso na hindi bababa sa $40 (P2,000+) ang dalawang-dosis na bakunang ibebenta nito sa US. Hanggang $30 (P1,500) naman ang ipepresyo ng Moderna para sa kada dosis ng bakuna. Tinatayang kikita ang Moderna nang hanggang $20 bilyon sa benta nito sa US pa lamang.
Napalalaki rin ng kinakamal na tubo sa pamamagitan ng pagpapababa sa gastos sa produksyon. Malaking bahagi nito ay ang paggamit sa pondong pampubliko sa ginagawa nilang pananaliksik. Samakatwid, ang pera ng taumbayan ay inilalaan para pagtubuan ng malalaking kapitalista.
Noong Marso, naglaan ang gubyerno ng US ng $10 bilyon sa mga kumpanya ng gamot nang walang anumang kundisyon kung paano at gaano kabilis dapat imanupaktura ang bakuna, at kung magkano ang dapat na maging presyo nito. Kabilang sa mga nabiyayaan ang Moderna na binigyan ng $483 milyon noong Abril at ang Johnson & Johnson na tumanggap ng kalahating bilyon para gumawa ng bakuna at iba pang gamot na kontra-Covid. Noong Hunyo, dagdag na pondo ang ibinigay ng rehimeng Trump sa Big Pharma sa anyo ng mga kaltas sa buwis, suportang teknikal at iba pang insentiba sa tinaguriang Operation Warp Speed. Isang dating upisyal ng GlaxoSmithKline at Moderna ang namumuno sa programang ito.
Sadyang hindi rekisito na gawing abot-kaya ng Big Pharma ang presyo ng bakuna kahit pa pinopondohan ng buwis ng mamamayang Amerikano ang mga pananaliksik. Ito ay para tiyakin ang kanilang dambuhalang kita dahil tumatanggi ang mga ito na magmanupaktura ng isang gamot kung hindi ito mapagkakakitaan ng husto. Sa UK, balak ibebenta ng AstraZeneca ang inieksperimentong bakuna ng Oxford sa halagang$3-$4 (P150-P200) lamang sa Netherlands, Germany, France at Italy. Pampublikong pondo rin ang ginagamit ng Oxford para sa pananaliksik.
Paghahabol ng China
Liban sa kita, habol ng China ang makapagpalawak ng impluwensya at magkamal ng pabor mula sa mga bansang nangangailangang bumili ng mga bakuna. Sa paghahabol nitong mauna sa merkado, inaprubahan ang paggamit ng militar ng bansa sa isa sa pinauunlad nitong bakuna, ang Ad5-nCoV ng Sinopharm, noong Hunyo 25 kahit hindi pa ito pumapasok sa ikatlong yugto ng pagsubok. Bagamat di pa subok, pinagagamit na ito sa nagbabalik-trabahong mga manggagawa sa Beijing at sa mga manggagawang palabas ng bansa matapos na muling tumaas ang bilang ng mga nahawa sa mga syudad nito.
Kasalukuyan ding minamadali ng isa pang kumpanyang Chinese, ang Sinovac, ang pagsubok ng bakuna nito sa Brazil. May kasunduan na ang Brazil at China sa pagmanupaktura nang hanggang 100 milyong dosis para sa sariling gamit.
Liban sa Brazil, iilan pa lamang ang mga bansang interesado sa mga bakuna ng China (UAE, Mexico, Canada at Malaysia) dahil may kani-kanya nang eksperimento ang malalaking bansa. Para makopo ang merkado sa Latin America at Carribean, nag-alok ang China ng pautang na $1 bilyon sa mga bansa rito para diumano magkaroon ng “akses” sa pinauunlad nitong bakuna. Sa madaling salita, magpapautang ang China para bilhin ang sarili nitong mga bakuna. Paspasan nang itinayo ng China ang dalawang plantang gagamitin sa pagpoprodyus ng mga ito.
Ang Pilipinas ay buung-buong nakaasa sa mga dayuhang kumpanya dahil sa kawalang kakayahan nitong magmanupaktura ng bakuna. Pinalalabas ni Duterte na isang napakalaking pabor na “uunahin” ng China na bentahan ang Pilipinas ng bakuha. Ilang beses siyang nagpasalamat, at nangako pang mangutang o magbenta ng mga pampublikong lupa at ari-arian.
Handa siyang isaisantabi ang mga regulasyon ng mga ahensyang nagtitiyak ng kalidad ng mga gamot. Handa rin siyang balewalain ang mga hakbang nagtitiyak na bukas sa publiko ang proseso tulad ng public bidding sa kontrata sa pagbili ng bakuna para paboran ang mga kasosyo niyang kumpanyang Chinese. Sa huling pahayag mismo ni Duterte, sinabi niyang magkakahalaga ng $10/dosis (P500) ang bakuna mula sa China, mahigit doble sa panimulang presyo ng bakuna ng Oxford/AstraZeneca.

Noong Marso, naglaan ang gubyerno ng US ng $10 bilyon sa mga kumpanya ng gamot nang walang anumang kundisyon kung paano at gaano kabilis dapat imanupaktura ang bakuna, at kung magkano ang dapat na maging presyo nito. Kabilang sa mga nabiyayaan ang Moderna na binigyan ng $483 milyon noong Abril at ang Johnson & Johnson na tumanggap ng kalahating bilyon para gumawa ng bakuna at iba pang gamot na kontra-Covid. Noong Hunyo, dagdag na pondo ang ibinigay ng rehimeng Trump sa Big Pharma sa anyo ng mga kaltas sa buwis, suportang teknikal at iba pang insentiba sa tinaguriang Operation Warp Speed. Isang dating upisyal ng GlaxoSmithKline at Moderna ang namumuno sa programang ito.
Sadyang hindi rekisito na gawing abot-kaya ng Big Pharma ang presyo ng bakuna kahit pa pinopondohan ng buwis ng mamamayang Amerikano ang mga pananaliksik. Ito ay para tiyakin ang kanilang dambuhalang kita dahil tumatanggi ang mga ito na magmanupaktura ng isang gamot kung hindi ito mapagkakakitaan ng husto. Sa UK, balak ibebenta ng AstraZeneca ang inieksperimentong bakuna ng Oxford sa halagang$3-$4 (P150-P200) lamang sa Netherlands, Germany, France at Italy. Pampublikong pondo rin ang ginagamit ng Oxford para sa pananaliksik.
Paghahabol ng China
Liban sa kita, habol ng China ang makapagpalawak ng impluwensya at magkamal ng pabor mula sa mga bansang nangangailangang bumili ng mga bakuna. Sa paghahabol nitong mauna sa merkado, inaprubahan ang paggamit ng militar ng bansa sa isa sa pinauunlad nitong bakuna, ang Ad5-nCoV ng Sinopharm, noong Hunyo 25 kahit hindi pa ito pumapasok sa ikatlong yugto ng pagsubok. Bagamat di pa subok, pinagagamit na ito sa nagbabalik-trabahong mga manggagawa sa Beijing at sa mga manggagawang palabas ng bansa matapos na muling tumaas ang bilang ng mga nahawa sa mga syudad nito.
Kasalukuyan ding minamadali ng isa pang kumpanyang Chinese, ang Sinovac, ang pagsubok ng bakuna nito sa Brazil. May kasunduan na ang Brazil at China sa pagmanupaktura nang hanggang 100 milyong dosis para sa sariling gamit.
Liban sa Brazil, iilan pa lamang ang mga bansang interesado sa mga bakuna ng China (UAE, Mexico, Canada at Malaysia) dahil may kani-kanya nang eksperimento ang malalaking bansa. Para makopo ang merkado sa Latin America at Carribean, nag-alok ang China ng pautang na $1 bilyon sa mga bansa rito para diumano magkaroon ng “akses” sa pinauunlad nitong bakuna. Sa madaling salita, magpapautang ang China para bilhin ang sarili nitong mga bakuna. Paspasan nang itinayo ng China ang dalawang plantang gagamitin sa pagpoprodyus ng mga ito.
Ang Pilipinas ay buung-buong nakaasa sa mga dayuhang kumpanya dahil sa kawalang kakayahan nitong magmanupaktura ng bakuna. Pinalalabas ni Duterte na isang napakalaking pabor na “uunahin” ng China na bentahan ang Pilipinas ng bakuha. Ilang beses siyang nagpasalamat, at nangako pang mangutang o magbenta ng mga pampublikong lupa at ari-arian.
Handa siyang isaisantabi ang mga regulasyon ng mga ahensyang nagtitiyak ng kalidad ng mga gamot. Handa rin siyang balewalain ang mga hakbang nagtitiyak na bukas sa publiko ang proseso tulad ng public bidding sa kontrata sa pagbili ng bakuna para paboran ang mga kasosyo niyang kumpanyang Chinese. The National Democratic Front-Eastern Visayas condemns the Armed Forces of the Philippines and the Philippine National Police for again reviving the incredulous case of “walking skeletons” in Inopacan, Leyte to justify its illegal arrest and detention of former peasant activist Felomino D. Salazar, Jr.
The “mass grave” pinned on Salazar has long been proven false because of the sheer ridiculousness of the remains then gathered by National Security Adviser Hermogenes Esperon from different cemeteries during the US-Arroyo regime to persecute activists.
But this hogwash is repeatedly barked by the diehard anticommunist dogs among the AFP-PNP to call for the arrest of progressives and activists, such as in 2019 against Jose Maria Sison, Juliet De Lima and 36 others. The accused were either detained at the time of the alleged crime, are victims of enforced disapperances, have been convicted or already dead.
Salazar, the latest victim of these “walking skeletons,” was one of the most vocal peasant leaders from Leyte. He was key to the “balik-uma” or “positioning” campaign by poor peasants in the province in the 2000s. He frequently represented Leyte in national peasant conferences as a member of the Samahan han Gudti nga Parag-uma ha Sinirangan Bisayas. He was among the thousands who were victims of harassment and death threats during the US-Arroyo regime’s Oplan Bantay Laya I and II in Eastern Visayas. Forced by repressive circumstances, he has chosen to retire from activist work.
Salazar’s illegal arrest comes at the heels of the brutal crackdown on activists in Eastern Visayas, even those who have retired from social activism, have long been under the radar, and should have much less reason to be the subject of state repression. Salazar himself admitted to “surrender[ing] to the mayor,” (even though he had no reason to) but the US-Duterte regime took no exception to him. His case is proof that it is impossible for anyone to live peacefully under the current regime. And as Duterte’s Terror Law comes into effect, the masses will continue to be punished for fighting for their democratic interests for as long as the dictator sits in power.
Such a fascist dictatorship can only push throngs of people to the arms of the national-democratic struggle. As the democratic space further narrows, they are left with no choice but to join the call for the ouster of the dictator. The Duterte regime itself will incense and inspire thousands upon thousands to fight his dictatorship as members of the New People’s Army.#

The Efren Martires Command of the New People’s Army in Eastern Visayas condemns the Armed Forces of the Philippines for conducting wholesale artillery shelling in the hinterlands of San Jose de Buan, Western Samar. The operations proved futile as no NPA unit was in the area and were done by the military to instill fear among nearby residents.
Ground reports from the Arnulfo Ortiz Command of the NPA in the province say that troops under the 8th Infantry Division used a 105mm howitzer to fire at least 64 bombs towards hills near Sitio Salvacion, Barangay San Nicolas, San Jose de Buan town last July 14.
The NPA-Eastern Visayas condemns the military’s wholesale bombing of the area. It was a clear danger to local residents who, burdened by the economic crises brought about by the government’s useless and militarist lockdown, go to the forested area to hunt and farm for food, and to earn an extra living by making rattan.
The artillery shelling operations are part of the massive counterinsurgency operations by the 8th ID in San Jose de Buan, Matuguinao, San Jorge, Motiong, and Paranas, and in nearby Eastern Samar town Can-avid since the last week of May. In these towns, the 8th ID has dumped hundreds of its troops from Division Reconnaissance Company, the 14th IB, 19th IB, 78th IB, 87th IB, and the 52nd Cadre Battalion.
Such wholesale bombings are characteristic of the all-out war of the US-Duterte regime against the people, where the AFP includes both combatants and noncombatants among its legitimate targets. Days before the shelling, soldiers on the ground warned local residents that they will be firing cannons in the area. The 8th ID fully knew there were no Red fighters nearby but conducted the bombing anyway to flex its military muscles, instill a climate of fear in the countryside, and to further justify wasting away and pocketing millions of public funds for combat operations that are in vain.
The Efren Martires Command enjoins the Filipino people to express their indignation against the US-Duterte regime’s all-out war by uniting to call for his ouster. All NPA units in Eastern Visayas are called upon to keep the enemy blind and deaf to its maneuvers, to launch widespread tactical offensives and defeat the fascist AFP-PNP troops, and to defend the people against their transgressors.#

The National Democratic Front-Eastern Visayas today reported up to 249 victims of strafing, artillery shelling, forced evacuation, and surrender campaign in Samar island due to the intensified counter-insurgency operations by the Armed Forces of the Philippines in the past week. The NDF-EV condemns the fascist troops of the 8th Infantry Division-Philippine Army and the US-Duterte regime for this surge of terrorist rampage in Northern Samar and Western Samar as part of its total war of repression against the people.
In a second case of indiscriminate firing in Palapag town, Northern Samar this year, CAFGU elements under the 20th Infantry Battalion killed peasant Alberto Durin and his wife Maritess in their home in Brgy. Natawo last July 26. The couple’s grandchild, a minor, was also wounded. Last June, 20th IB soldiers and police forces killed and wounded several members of the Meraya family in Brgy. Bagacay.
In Las Navas town, up to 192 individuals were forced to flee from barrios where 20th IB troops under 1Lt. Daniel Salvador Sumawang have been conducting Retooled Community Support Program (RCSP) operations since March. According to the residents, soldiers in full combat gear and without personal protective equipment on harassed and threatened them to surrender as members of the New People’s Army. Barangay council members were also forced to participate in their combat operations or else they will be accused as members of the NPA.
In Western Samar, troops of the 8th ID have intensified their triad operations guised as RCSP operations in the towns most notably in San Jose de Buan town. At least 50 individuals were forced to evacuate after two artillery shelling operations near farming communities. Last July 14, the military fired at least 64 bullets of its mortar and 105mm howitzer at farmlands on Mt. Huraw near the town proper. On July 29, they again fired at least 24 bullets of their mortar towards a forested area near Sitio Salvacion, Brgy. San Nicolas. The 8th ID targeted these areas fully knowing these are frequented by local residents who farm, hunt and make rattan for a living. The local NPA unit has not reported any injuries due to the shelling.
Fascist troops under the 87th IB also illegally arrested, detained and interrogated peasant David Dacles, resident of Sitio Salvacion, Brgy. San Nicolas, San Jose de Buan last July 25. Fifty-four soldiers conducting combat operations met Dacles while he was on his way home from the town proper, and then brought him to their battalion headquarters for interrogation. They brought him to another military camp in Brgy. Cantato, Paranas for another round of interrogation. Until now he is yet to be released.
The AFP religiously abides by the total war doctrine of its terrorist commander-in-chief. Just like their protector Duterte, they see Red in anyone who does not accede to their campaign of suppression. Benefiting from the hawkish and completely misplaced priorities of the Duterte regime in the time of a pandemic, they brandish and use their heavy weaponry against both combatant and non-combatant to terrorize the masses, to silence them into submission and to extinguish the people’s desire to assert their democratic rights.
The NDF-EV calls on all democratic and peace-loving people to expressly condemn the AFP and the Duterte regime for its total war against the people. We call upon the broadest range of forces, especially human rights defenders, church people, peace advocates and members of the media to conduct fact-finding missions and condemn this spate of atrocities by the fascist AFP troops. The people of Samar are also called upon to exercise their democratic rights, to wage all forms of protest including street marches and demonstrations, and to call for the ouster of the morally-corrupt Duterte so his fascist rule can finally come to an end.

The NDF-EV condemns the fascist troops of the 8th Infantry Division-Philippine Army and the US-Duterte regime for this surge of terrorist rampage in Northern Samar and Western Samar as part of its total war of repression against the people.
In a second case of indiscriminate firing in Palapag town, Northern Samar this year, CAFGU elements under the 20th Infantry Battalion killed peasant Alberto Durin and his wife Maritess in their home in Brgy. Natawo last July 26. The couple’s grandchild, a minor, was also wounded. Last June, 20th IB soldiers and police forces killed and wounded several members of the Meraya family in Brgy. Bagacay.
In Las Navas town, up to 192 individuals were forced to flee from barrios where 20th IB troops under 1Lt. Daniel Salvador Sumawang have been conducting Retooled Community Support Program (RCSP) operations since March. According to the residents, soldiers in full combat gear and without personal protective equipment on harassed and threatened them to surrender as members of the New People’s Army. Barangay council members were also forced to participate in their combat operations or else they will be accused as members of the NPA.
In Western Samar, troops of the 8th ID have intensified their triad operations guised as RCSP operations in the towns most notably in San Jose de Buan town. At least 50 individuals were forced to evacuate after two artillery shelling operations near farming communities. Last July 14, the military fired at least 64 bullets of its mortar and 105mm howitzer at farmlands on Mt. Huraw near the town proper. On July 29, they again fired at least 24 bullets of their mortar towards a forested area near Sitio Salvacion, Brgy. San Nicolas. The 8th ID targeted these areas fully knowing these are frequented by local residents who farm, hunt and make rattan for a living. The local NPA unit has not reported any injuries due to the shelling.
Fascist troops under the 87th IB also illegally arrested, detained and interrogated peasant David Dacles, resident of Sitio Salvacion, Brgy. San Nicolas, San Jose de Buan last July 25. Fifty-four soldiers conducting combat operations met Dacles while he was on his way home from the town proper, and then brought him to their battalion headquarters for interrogation. They brought him to another military camp in Brgy. Cantato, Paranas for another round of interrogation. Until now he is yet to be released.
The AFP religiously abides by the total war doctrine of its terrorist commander-in-chief. Just like their protector Duterte, they see Red in anyone who does not accede to their campaign of suppression. Benefiting from the hawkish and completely misplaced priorities of the Duterte regime in the time of a pandemic, they brandish and use their heavy weaponry against both combatant and non-combatant to terrorize the masses, to silence them into submission and to extinguish the people’s desire to assert their democratic rights.
The NDF-EV calls on all democratic and peace-loving people to expressly condemn the AFP and the Duterte regime for its total war against the people. We call upon the broadest range of forces, especially human rights defenders, church people, peace advocates and members of the media to conduct fact-finding missions and condemn this spate of atrocities by the fascist AFP troops. The people of Samar are also called upon to exercise their democratic rights, to wage all forms of protest including street marches and demonstrations, and to call for the ouster of the morally-corrupt Duterte so his fascist rule can finally come to an end.

The National Democratic Front in Northcentral Mindanao Region today denounced the AFP’s bombing of an NPA temporary encampment in Barangay in Barangay Kamanikan, Gingoog City near Gingoog City last May 10.
It belied earlier reports of a gunfight between the AFP and NPA.
According to the NDF-NCMR, the local NPA unit reported than an FA-50 dropped bombs in the area from 3 a.m. to 9 a.m. The bombing killed 10 Red fighters, including several trained medics.
The team was in the area to undertake preliminary investigation and conduct a medical mission. This was in accordance to the Party’s call for the NPA to provide medical services in farflung barrios.
In a statement issued in June 3, Cesar Renerio, spokesperson of the NDF-NCMR, paid the highest tribute to the 10 Red fighters who rose to the challenge of bringing the most basic medical services to those in need even in the midst of heightened militarization in the region.
He expressed concern for the people in the area who continue to suffer due to restrictions imposed by the military months after the incident. These include checkpoints, curfews and the impractical, unproductive 3-hour work limit.

Organization of Lumad in the region hit the nonstop construction of military
facilities and added that they expect nothing new from Duterte’s “new normal.”
The AFP constructed no less than six detachments in the last five months alone.
These can be found in Barangay Durian, Las Nieves, Agusan del Norte; Barangay
Balagnan, Esperanza, Agusan del Sur; Sitio Kipunay, Barangay Eureka, Gingoog
City, Misamis Oriental; Sitio Pangagpungan, Barangay Kalabuan, Esperanza,
Agusan del Sur; and, Sitio Mahayag, Barangay Namnam, San Fernando, Bukidnon.
These areas have zero anti-Covid capabilities and rely on almost unpaid
volunteers for their medical needs. These structures stand testament to

The Communist Party of the Philippines (CPP) stands by the thousands of health workers in the face of Duterte’s senseless tirades against them. In his address, Duterte revealed himself a paranoid when he claimed he hears call for “revolution” amid the cries of the health workers for immediate relief over the worsening pandemic. Again he issued threats of using martial law powers to silence them and ridiculed nurses to just join the police if they want to receive higher wages.
The Party denounces Duterte’s petulant response to the collective plea of health workers. They do not deserve Duterte’s threats and insults. In the face of health workers’ appeals, Duterte declared to remand Metro Manila and adjacent provinces to two weeks of more stringent restrictions and police control, but again failed to put into place urgently needed measures to qualitatively ramp up the capacity of the health system, provide free Covid-19 treatment, overhaul the poor system of data collection, conduct free mass testing and aggressive contact tracing in order to stay ahead and effectively manage the growing pandemic. Duterte did not announce the distribution of additional subsidies for people who will again be forced to stay at home in the next two weeks.
The Party stands by the tens of thousands of doctors, nurses and health workers who have been working overtime in the past five months to treat and care for the rapidly growing number of Covid-19 patients in the country. They suffer from overwork and lack of protective equipment. A disproportionate number of nurses and doctors have died, and many are falling ill and are being treated for the disease because of ill working conditions at hospitals. They are grossly underpaid and are not sufficiently compensated for the risks they take, as well as for the expenses they incur when they themselves are hospitalized when they contract the disease. Public hospitals are understaffed and efforts to employ enough new nurses are insufficient.
Statements released over the weekend by the Philippine Medical Association, as well as by other doctor’s groups who posed a second opinion calling for urgent comprehensive reforms, have expressed the sentiments of health workers. It is a cry for relief. It is a testament to the failure of the Duterte regime’s response to the Covid-19 pandemic.
Among others, they called for a change in the orientation and leadership of the regime’s pandemic response and called for more medical and public health experts to take the helm from former military generals whose obsession with population control and restrictions have proved a big failure. They also called for the recruitment of new nurses, provision of quality medical PPE, higher salaries, distribution of free face masks to the public, improvements in the diseease monitoring and reporting system, ramped up mass testing and contact tracing and other urgent public health measures.
The call for drastic measures by the health workers and medical professionals was issued as the cases of Covid-19 infections in the country surpassed 100,000, more than twice the number compared to a month ago. The sentiments of health workers revealed the real pandemic situation and indirectly exposed the lies and false assurances of Malacañang and Duterte’s health officials. Duterte’s officials have not provided and could not offer the people any explanation how Covid-19 infections are spreading except to blame people for not wearing masks.
While police arrest people en masse in the streets, even for the flimsiest and idiotic reasons, it has allowed capitalists to operate their factories and firms without government health regulation and left it to owners to follow health standards. The bungling of travel restrictions and transportation of people desperate to leave Metro Manila and go home to their provinces has resulted in large crowds congregating in ports and stadiums, serving as a major vector for disease transmission and cause of spread of infections across the country.
The Party calls on the Filipino people to support the health workers and professionals in their demand for a more medical and scientific solution to the pandemic and an end to the militarist and police-centric approach of the Duterte regime.
The Duterte regime is covering up its failures by claiming that only a vaccine can help the country overcome the pandemic. It is falsely assuring the people that a vaccine is just around the corner and that he has been made verbal arrangements with China President Xi Jinping to give the country access to the vaccines, most likely to be facilitated with further foreign borrowings and financial benefits for Duterte.
Experts in the pharmaceutical industry, however, optimistically estimate that production of a thoroughly tested and effective vaccine will start not before late 2021 or early 2022. Until then, the Duterte regime will continue to treat the pandemic as an extraordinary opportunity to exercise population control and other fascist measures and resort to using state terrorism whenever people cry, criticize, plea, denounce or express indignation over the regime’s bungling pandemic response.
The Filipino people need not wait for a vaccine. Nor must they suffer two more years of the inept and power-obsessed Duterte regime. They must act now and demand Duterte’s resignation for his refusal to listen and act on the people’s demands. Only Duterte’s resignation or ouster can give the Filipino people a better chance at overcoming the Covid-19 pandemic.

Duterte supposed offer of free vaccination shots for NPA members is false magnanimity and baseless bragging. His claim that he wants the NPA “to stay healthy” is a big lie. The tyrant Duterte has repeatedly proved himself incapable of basic humanitarian concern. Everyday people accused by the military of being NPA members are being killed or thrown into jail. Under his evil counterinsurgency drive, his soldiers terrorize unarmed people in rural villages. They see Red everywhere, accuse people of being NPA members or supporters for merely standing up for their rights.
Furtheron, his plan to make AFP soldiers the first to receive the Covid-19 vaccine is utterly callous and contemptuous of the health workers who are at the frontline of the battle against the pandemic.
His idea that AFP soldiers will be the ones to administer the vaccines is a stupid concept. He refuses to learn from experience how his government’s pandemic response has been bungled under the inept and incapable leadership of military officers assigned to the IATF. Duterte wants everything to be under the military and police because he views the pandemic as a national security issue and political survival of his regime.
Who believes in Duterte’s brag of of providing free vaccines after he has miserably failed in distributing social subsidies in the past months, which he also assigned to the military?
Besides, he does not even have the vaccines yet and has promised to buy only 20 million dosages from China. He is also making a big show of planning to get the vaccines from China, as if this is something the people should thank him for, when in fact, without bidding and accounting, he will likely get big cuts from his deal with Xi Jinping and have his share stashed away in China.

BAYAWAN CITY, Negros Oriental — The people of Barangay Nangka declared the New People’s Army as Persona Non Grata August 3 at Nangka Agrarian Reform Farmers Association (NARFA) Site, Sitio Ondol.
Over a hundred residents from the said barangay gathered for a peace rally to express their strong condemnation against the Communist Party of the Philippines and its armed wing.
There were 120 people who carried posters and tarpaulins with messages calling for an end to the atrocities and violations of human rights perpetrated by the communist terrorist group.
Barangay Nangka Chairperson Roel Cadalso led oath of allegiance. He also signed the barangay resolution that declares the members of the NPA as Persona Non Grata.
Ms Nimfa Marcos-Virtucio led the Department of Trade and Industry in giving livelihood package vouchers to Nangka United Farmers Association (NUFA) beneficiaries to support their daily living. The vouchers include livestock, feeds, pigs, compressors for vulcanizing, sari-sari store, and fertilizers.
11th Infantry Battalion Commander Lieutenant Colonel Ramir Redosendo said, “This activity only shows that these terrorists are not welcome here in Barangay Nangka. The residents made a clear commitment of support to the government’s fight against communist insurgency. Do not be fooled again in their recruitment scheme by making malicious accusations against the government. This so-called fake news brought by the CTGs against the government and law enforcers only shows that they are greatly hurt by the sustained effort of the government, and we are on the right track in ending insurgency in our area. The government’s “Whole-of-Nation” approach to end the local communist armed conflict in Negros Oriental is an effective tool in addressing security concerns and addressing developmental challenges in the community. The passage of the Anti-Terrorism Law (ATL) will further limit the CTG exploitations and insidious acts towards innocent faces.”
“The Communist Terrorist Groups (CTGs) should realize that their so-called ideology is a lost cause since there is no more issue to feed on. If they want unity and cooperation, lay down their arms, and return to the folds of the law and avail the government’s reintegration program,” Lt Col Redosendo added.

MADRID, Surigao del Sur — Residents of Purok 1, Brgy San Antonio receives groceries and toys from the 36th Infantry Battalion afternoon of August 02.
Lieutenant Colonel Jezreel Diagmel, 36IB Commanding Officer, led the distribution of food packs to 40 beneficiaries as part of the celebration of their 46th Founding Anniversary.
Brgy San Antonio Councilor Alma G. Huerte and Pointy Provincial President Dan Mark Del Rosario were also present during the activity.
“Wala gud ko mag dahom nga ang ako gisakupan makadawag ug hinabang gikan sa mga kasundalohan sa 36th IB,” said Councilor Huerte.

Lt Col Diagmel said that every Valorian trooper is committed to serving the community.

In a statement, 703rd Brigade Commander Brigadier General Andrew Costelo said this is a good step of the 48IB for the Punong Barangays to be made aware of the true and clear provisions of the Anti-Terrorism Law of 2020.
“Alongside with the Executive Order No. 70, it is necessary that barangay executives will be equipped with true and needed information regarding the law to avoid confusion and to synchronize the effort towards peace and development,” the official furthered. (CLJD-PIA 3)

The Philippine Army remained optimistic on the impending fall of the rebel fronts in Negros Island after the series of arrests of the Communist Party of the Philippines-New People’s Army (CPP-NPA) leaders in recent weeks.
Maj. Gen. Eric Vinoya, commander of the 3rd Infantry Division (3ID), said on Monday the communist-terrorists suffered consecutive setbacks as a result of the relentless efforts of the troops to end the decades-long insurgency in the island.
“I thank every personnel under my command for the job well done. Every successful mission equates to hearing the clamor of the Negrenses for a genuine and lasting peace,” he said.
On July 30, three suspected rebel leaders of the Komiteng Rehiyon-Negros/Cebu/Bohol/Siquijor (KR-NCBS) were arrested by military and police troops in Sitio Victory, Barangay Minapasuk in Calatrava, Negros Occidental.
Now under the police custody are Cristell Abordo alias Dulay/Matt, staff of Regional Communication/Intelligence and former medical staff of Regional Strike Force; Mary Dem Forones alias Nancy/Mia/Ayon, secretary of Regional Intelligence Secretary and member of KR-NCBS Executive Committee; and Rossine Enyong alias Lemay/Digna/Angel/Mary Joy of CN1’s SYP Platoon.
Three weeks earlier, their four comrades from the Komiteng Rehiyon-Negros (KR-N) were arrested in Sitio Mamposo, Barangay Magballo in Kabankalan City, Negros Occidental also in a joint military and police operation.
These included Emmylo Cañares, a former finance officer of Bohol Party Committee and the current secretary of the Second National Urban Center Party Committee; George Buga-ay, a former squad leader and finance logistics officer of the Regional Strike Forces of the KR-N, now assigned at the KR-N Regional Communication (RCOM); Relyn Morino, a staff of KR-N RCOM; and Raffy Patajo, a former squad finance logistic officer of Platoon 3, squad leader of Platoon 2, South West Front, KR-N, and staff of RCOM.
On June 18, five communist rebels died in a clash with joint army and police forces in Sitio Talingting, Barangay Luyang in Mabinay, Negros Oriental.
In central Negros, combined army and police troops arrested three Yunit Militia members of the NPA’s Leonardo Panaligan Command in Barangay San Agustin, Isabela on Sunday, a report of the 62nd Infantry Battalion (IB) said.
Apprehended during a search warrant operation were Weniefredo Carillo Sr., 51; Martillano Lindayao, 46; and Dimas Lindayao, 40.
They yielded a .45-caliber pistol with a magazine loaded with six rounds of ammunition and two .38-caliber revolvers with nine rounds of ammunition.
Vinoya lauded the efforts of the 3ID’s Negros-based units for the synchronized efforts towards ending the local communist armed conflict on the island.
“Let us continue to carry out our task until the last enemy unit is dissolved and its members neutralized by either surrender, apprehension or, in worst case, dead,” he said.
The Army maintains two brigades in Negros Island. The 303rd Infantry Brigade (IBde) based in Murcia, Negros Occidental supervises the 94th, 79th, and 62nd IBs. Under the jurisdiction of 302 IBde stationed in Tanjay City, Negros Oriental are the 15th, 11th, and 47th IBs.

Surigao del Norte Governor Francisco Matugas is calling on the communist New People’s Army (NPA) to release Police Staff Sergeant (PSSg.) Restie R. Dandan "the soonest possible time".
In a statement on Monday, Matugas also condemned the NPA for abducting the police officer and asked that the victim be “released without harm and in good condition”.
He said the Provincial Peace and Order Council (PPOC) of Surigao del Norte convened over the weekend and discussed measures for the rescue of the abducted police officer.
Dandan, a member of Sison Municipal Police Station (SMPS), was forcibly taken by an undetermined number of suspected NPA rebels on July 31 in Barangay San Isidro, Sison town.
The Surigao del Norte Provincial Police Office (SDNPPO) also condemned the abduction last week, saying a joint operation with the Army has been launched to rescue Dandan.
Sison Municipal Mayor Karissa Fetalvero-Paronia also denounced the incident on Monday (Aug. 3).
“The Local Government Unit (LGU) of Sison strongly condemns this heinous act of cowardliness and terrorism,” Paronia said in a statement.
Paronia also called on the residents in the area to be "more vigilant" and immediately report any information that could help authorities rescue the policeman.
Paronia said he met Monday with Col. George Banzon, commander of the Army's 903rd Infantry Brigade and Lt. Col. Isagani Criste, commander of the 29th Infantry Battalion, to seek updates on the continuing efforts to save Dandan.
“We reaffirm our continued solidarity to the constituents of Sison and other government agencies in fighting terrorism and violent ideology,” Paronia said.

The Army’s 30th Infantry Battalion (30IB) has commended the Propelling Our Inheritance Nation Through Youth Inc. (POINTY) group for assisting the children of indigenous peoples (IPs) in a conflict-affected area in Surigao del Norte.
In a statement issued on Monday (Aug. 3), Lt. Col. Ryan Charles G. Callanta of the 30IB noted the efforts of POINTY members in reaching out to the children of the Mamanwa tribe in Barangay Camam-onan, Gigaquit town despite the continuing threats of the coronavirus disease 2019 (Covid-19).
“It was just a simple activity but its impact will inspire the youth to be a model in giving selfless service to others rather than being deceived and be recruited as a child warrior by the Communist New People’s Army Terrorists (CNTs),” Callanta said.
He also assured the officers and members of POINTY of the Army’s support.
“As one of the government’s representatives let me assure everyone that 30IB, along with the other agencies, private sectors and civil societies that we are fully committed to pursue peace and provide secured environment amid this Covid-19 pandemic so that progress and development will move forward in this part of our country,” Callanta said.
Around 150 IP children in Sitio Landing received 153 sets of face masks and hygiene kits during the youth group's outreach activity together with the 30IB troopers on Saturday (August 1).
Callanta noted that reaching Sitio Landing was not easy, as the members of POINTY had to travel through single motorcycles locally known as “habal-habal” for 30 kilometers from the national highway in Claver town.
In addition, he said the youth group also used a pump boat to cross the Magallanes River in Camam-onan and had to take another half-kilometer walk via rugged trails before reaching the said IP community
IP youth leader Nikka Mae Torres of Sitio Landing expressed gratitude to POINTY members for the services they received.
“This is the first time I saw a youth organization helping and reaching out in our community despite the hardships and difficulties in traveling before reaching here,” Torres was quoted as saying by the 30IB.
Israel M. Yabut of POINTY said their group will continue to extend help to far-flung communities in the midst of the continuing fight to contain the spread of Covid-19.
“In our own ways and capabilities, we will continue to reach out to the youths and children in the remote areas in Surigao del Norte and provide them safety kits and protection against Covid-19,” Yabut said.
He also expressed gratitude to the 30IB and the local government unit for the support they received during their outreach in Sitio Landing, which has been identified as a "supply corridor" of the communist rebels.
The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

The Philippine Navy (PN)'s first missile-frigate, the BRP Jose Rizal (FF-150), has made a stopover over Naval Base Guam Sunday, on its way to join the Rim of the Pacific 2020 (RIMPAC 2020) which will be held off Honolulu, Hawaii from August 17 to 31.
"Said layover was intended for refueling, re-provisioning, and other health and bio-safety protocols in order to check the well-being of the approximately 120 sailors and aviators amid the ongoing (coronavirus disease 2019) Covid-19 global pandemic. This serves also as the ship’s preparation on the upcoming naval exercise," PN public affairs office chief Lt. Commander Maria Christina Roxas said Monday.
The vessel left Subic Bay, Zambales for the biennial maritime exercises last July 29.
“(This journey)will be a first for our newest frigate, as she joins the world’s premier joint and combined maritime training exercise, I hope that my contingent would leverage its world-class training facilities and will gladly impart it to our Navy back home," said Captain Jerry Garrido, Task Force 80.5 commander and BRP Jose Rizal commander.
Navy officials said RIMPAC 2020 is a great avenue to train participating commanders, staff, and forces in planning and execution of combined naval operations.
It will also give a unique training opportunity for the participating nations to enhance their proficiency to integrate into an international force and improve readiness to contribute to a wide range of potential coalition operations.

CAMP GENERAL EMILIO AGUINALDO, Quezon City – Brigadier General Ignacio B Madriaga AFP relinquished his position as Chief of the Office for Strategic Studies and Strategy Management (OSSSM) on Thursday, July 30 as he bows out from military service. Colonel Edgardo C Palma will now take over the said position.
The Deputy Chief of Staff Lt. Gen. Antonio Ramon Lim presided the Change of Office with Retirement Ceremony at the AFP Commissioned Officers Country.
“BGen Madriaga’s leadership took the Office of the Strategic Studies and Strategy Management to greater heights during his designation. His wisdom and expertise came from over three decades of selfless and dedicated service. We are fortunate to have experienced his invaluable contributions to our organization.”

He is a member of the Philippine Military Academy “Maringal” class of 1988. BGen Madriaga spent his early years as Infantry Officer of the 7th Infantry Battalion, 3rd Infantry Division, Philippine Army based in Negros Occidental.
His academic achievements include Masters in Strategic Security Studies and Masters in Business Administration and Management Studies. He also received a Certificate of Excellence from the National Defence University in Washington DC, USA, for his Master of Arts in Strategic Security Studies.
As Chief, OSSSM, BGen Madriaga led the office in assisting 64 units/offices in their AFP Transformation Institutionalization Pathway (AFPTRIP) journey. Under him, the office had developed six (6) Strategic Papers and three (3) Policy Working Papers which are a boost in AFP’s strategy to achieve its ultimate vision of becoming “A World-class Armed Forces, Source of National Pride” by 2028.
Meanwhile Col Palma’s latest assignment was in 11th Infantry Division where he served as the Division Inspector General. He is from PMA “Sambisig” Class of 1991 and holds a Master’s Degree in Public Management Major in Development Security.
“We are assured that the commendable performance of the OSSSM will be continued with Col Palma now holding the reins. The AFP leadership will remain as your guiding light as we work hand in hand towards the fulfillment of our mission,” LtGen Lim said in closing.

Prior to his appointment as the Chief, OSSSM, Bgen Madriaga served as the 25th Commander of 302nd Infantry (ACHIEVER) Brigade, 3rd Infantry (SPEARHEAD) Division, Philippine Army. He is a member of the Philippine Military Academy “Maringal” class of 1988. BGen Madriaga spent his early years as Infantry Officer of the 7th Infantry Battalion, 3rd Infantry Division, Philippine Army based in Negros Occidental.
His academic achievements include Masters in Strategic Security Studies and Masters in Business Administration and Management Studies. He also received a Certificate of Excellence from the National Defence University in Washington DC, USA, for his Master of Arts in Strategic Security Studies.
As Chief, OSSSM, BGen Madriaga led the office in assisting 64 units/offices in their AFP Transformation Institutionalization Pathway (AFPTRIP) journey. Under him, the office had developed six (6) Strategic Papers and three (3) Policy Working Papers which are a boost in AFP’s strategy to achieve its ultimate vision of becoming “A World-class Armed Forces, Source of National Pride” by 2028.
Meanwhile Col Palma’s latest assignment was in 11th Infantry Division where he served as the Division Inspector General. He is from PMA “Sambisig” Class of 1991 and holds a Master’s Degree in Public Management Major in Development Security.
“We are assured that the commendable performance of the OSSSM will be continued with Col Palma now holding the reins. The AFP leadership will remain as your guiding light as we work hand in hand towards the fulfillment of our mission,” LtGen Lim said in closing.
