The tyrannical Duterte regime has engaged in several kinds of betrayal of the Filipino people in connection with the bogus war on drugs. But the mass murder is turned into a weapon of mass intimidation. It serves notice to the entire people and all possible critics or opposition that here is a strong man above the law who is capable of killing anyone and any large number of people who dare to criticize or oppose him. That’s why he has proudly hyped the slogan: Kill, kill, kill!
Duterte is also working frenziedly to extend his betrayal of the people by applying the murderous methods of Oplan Tokhang to the military campaigns of suppression against the revolutionary movement of the people as well as against the broad range of opposition that is now developing in the urban areas. Duterte’s law of state terrorism is a license for him and his armed minions to engage in the mass arrest, mass murder of disposession of all individuals and organizations opposed to his reign of terror and greed.###

Two alleged members of the New People’s Army (NPA) were killed in a series of firefights between soldiers and communist rebels in the boundary of Surigao del Sur and Agusan del Sur, the military reported on Sunday.
Brigadier General Allan Hambala, commander of 401st Infantry Brigade (401IBde), identified one of the slain rebels as Marcelino Navarro, who was the deputy secretary and head of Education and Propaganda of the NPA’s North Eastern Mindanao Regional Committee (NEMRC).
Meanwhile, the other male corpse has yet to be identified.
The military also seized an NPA camp with makeshift structures and bunkers, which can accommodate 60 to 80 people. It was situated about eight kilometers away from the nearest community in Sitio Panukmoan, Barangay Diatagon, Lianga, Surigao Del Sur.
According to Hambala, they have stepped up their offensives “to stop the senseless killing spree” of the Communist rebels of Indigenous Peoples (IPs) and prevent the supposed planned burning of the newly constructed Department of Education (Deped) IP school in Sitio Simuwao, Brgy. Diatagon.
“We have intensified our security operations in the said area after receiving successive reports from the IP communities that a large group of NPAs are intruding inside their ancestral domains and threatening them,” Hambala said.
“The NPAs have already mercilessly murdered four innocent tribe members since July 6,” he added.
On July 6, a certain Jomar Ignacio Engayas, 46, was shot dead by suspected NPA rebels in San Miguel, Surigao del Sur.
Meanwhile, Paquito Maca Badiang, was gunned down on July 9 in a mountainous area in Tago, Surigao del Sur.
The two other victims by the NPA were Jandi Limbona, 23, a farmer and Noel Estampa, 49, who were killed in Mat-I, Surigao City on July 11.

Red fighters of the Armando Sumayang Jr. Command (ASJC) of the New People’s Army’s Southwest Negros Front ambushed a platoon of the 15th Infantry Battalion last Wednesday afternoon, July 8, 2020 in Brgy. Pinggot, Ilog Town, Negros Occidental, killing at least 12 AFP soldiers and wounding four others.
In a statement, the ASJC said that the NPA action was in response to the clamor of peasant masses in Southwest Negros seeking redress from the growing cases of arson, destruction of crops, illegal arrest, fake surrender and other rights abuses and criminal acts perpetrated by the elements of the 15th IB and the 32nd DRC which have intensified military operations in the rural communities of Kabankalan City, Ilog, Hinobaan, Candoni and Cauayan since April this year.
The ambush came a couple of weeks after another ASJC unit harassed a CAA detachment in Sitio Bugtong Lubi, Brgy. Damutan, Hinobaan Town on June 19.
While congratulating its Red fighters and commanders for the successful series of tactical offensives, the ASJC also condemned the 15th IB’s “desperate and dastardly acts of retaliatory terror which target hundreds of civilians in violation of international humanitarian law,” citing the military’s imposition of a complete lockdown on Sitio Montilo in Brgy. Pinggot since July 9 and the illegal arrest and detention of Emmylou Canares, George Bugaay, Relyn Moreno and Raffy Pataho on July 10 in Brgy. Magballo, Kabankalan City.
The four unarmed activists and peasant organizers now face trumped up charges of illegal possession of firearms and explosives and continue to be deprived of their basic rights.##

Sa dalawang ambush na isinagawa nito, una nuong Hulyo 12, ang ambush kay Capt. Erwin Carandang na hepe ng Munisipyo ng Dumaran. At ikalawa, kinabukasan Hulyo 13, ang ambush sa mga teroristang elemento ng 3rd Marine Battalion Landing Team (3rd MBLT) na ikinasawi ni Pfc. Cristian Cuatro at 3 pa na nasugatan na sina Cpl. Remuel Redondo, Cpl. Charlie Carorocan, at Pfc. Marlon Escobar Jr. Nangyari ito sa iisang lugar sa sityo Ebangley, Brgy. Abongan ng bayan ng Taytay. The Rachelle Mae Palang Command (RMPC) of the New People’s Army (NPA) in Southeast Negros dismissed as a big hoax 11th Infantry Battalion’s pronouncement that at least 15 members of people’s militia surrendered recently.
According to RMPC spokesperson Ka Estrella Banagbanag, the supposed surrenderees are actually farmers hoodwinked into attending a one day “livelihood training” organized by the Alpha Company of 11th IB under 1Lt. Marc Garrick Pulutan and Department of Trade and Industry (DTI) under Provincial Director Nimfa Virtucio.
The farmers were promised one cow each and a cash incentive to allure them into participation.
The real purpose of the event, Banagbanag explained is to “round-up farmers they suspected having NPA ties or sympathy and recruit them into military intelligence assets, as well as, to use them as proganda tools considering their failure to wrest significant victories in the field lately.”
“It’s deplorable for the 11th IB to resort to such appalling and low-down trickery. It only showed how isolated Philippine Army particularly 11th IB from the peasant masses. On the hand, it unravel their reactionary and fascist character as the soldiers of the ruling class,” Banagbanag added.
Many of the farmers who attended the event and subsequently publicly declared as NPA militias were officers and members of legitimate and legal farmers’ association.
“The event is part and parcel of the Community Support Program of the AFP design to deodorize the brutal and savage war of suppression of the teroristic US-Duterte regime against the people launched through the NTF-ELCAC”, Banagbanag ended. ###

Catalina and other adjacent areas starting July 6 will result in contagion and human rights violations.

The Party extends its solidarity with the broad range of democratic forces which have declared unity under the banner SONAgkakaisa!. These organizations, alliances, groups, parties and individuals have vowed to show their unity on July 27 and demonstrate their protests against Duterte’s terror law, against the shutdown of ABS-CBN and against the continuing incompetent and militarist response to the Covid-19 pandemic.
The coming together of this broad range of democratic forces reflect the widespread indignation against the Duterte regime and the Filipino people’s ardent desire to see an immediate end to the reign of tyranny and state terrorism.
The Party calls on all democratic forces to consolidate their ranks and support each other’s democratic cause against the fascist regime. The need for unity is of great urgency as the tyrant and his minions carry out a blitzkrieg of hostile attacks against the people.
On July 10, Duterte’s rubberstamp congress carried out his order to shut down ABS-CBN in a clear case of political vendetta against a media outfit that has allowed the airing of criticism against the regime. It is a grave attack on press freedom and a thinly-veiled threat against those in the media who cross the tyrant. The shutting down of ABS-CBN also paves the way for Duterte’s favored big business partners to make a bid of ownership of the broadcast company.
The attack against ABS-CBN came just a few days after Duterte signed the Anti-Terror Act (ATA). The terror law is far worse than Marcos’ martial law in 1972 as it gives him the power to order the arrest of anyone without a judicial warrant and detain people for up to 24 days without filing charges and denying them the right to defend themselves. With the terror law coming into effect, Duterte’s reign of state terrorism is bound to worsen. Duterte is set to form the Anti-Terror Council (ATC) which has the power to designate anyone as a “terrorist” or “terrorist-linked” or “terrorist-supporters” using the law’s vague and overly broad definitions. With the law on state terrorism, Duterte is set on mounting even more attacks in the coming weeks and months, in anticipation of seething unrest and rising protests as a result of its incompetent response to the Covid-19 pandemic, worsening corruption, its devastation of the economy and complete disregard of the people’s livelihood and well-being. While amplifying the clamor against the terror law and to bring back ABS-CBN, they must also support the demand of nurses and health workers for protection and salary increases; of jeepney drivers to get back on the road; of workers for higher wages and safety at work; for immediate and sufficient subsidy for millions who lost their jobs and whose livelihoods were lost due to the lockdown; of peasants and fisherfolk against destructive infrastructure projects and entry of mining operations that are driving them away from their homes, land and fishing grounds; of the indigenous peoples and rural folk against military occupation of their communities, intimidation and the brutal campaigns of killings, abductions, aerial bombardment, artillery shelling and human rights abuses that characterize the regime’s counterinsurgency; of the children, youth and teachers to open classes safely; and so on.
Duterte presents himself as a rabid monster, but a sick and dying one. He exploited the pandemic to claim extensive powers, accumulate wealth through corruption and used public funds to make purchases of overpriced protective gear and medical equipment. He forced big business to their knees by threatening to close or take over their property and operations. He placed the entire population under martial law control causing widespread misery and hardship, and apprehended tens of thousands, all in the name of public health. He murdered activists, imprisoned critics and enacted the terror law. He bought billions worth of jet fighters, attack helicopters, artillery systems and other war matériel, all while accumulating more than $5 billion of foreign loans for his favored infrastructure projects to the detriment of the local economy and the people’s livelihood.
However, each time Duterte strikes at the people with repressive and oppressive measures, he only succeeds in further isolating himself from more and more people and inciting more and more sectors and a wide array of forces to fight back. When he struck at press freedom by ordering his minions to shut down ABS-CBN, he roused the indignation of journalists and media workers, as well as broad segments of Philippine society. When he signed the terror law giving him extraconstitutional powers, he roused the indignation not only of the Filipino people, but also of people and organizations around the world. Duterte and his minions are now poised to push for charter change to allow 100% foreign ownership of enterprises and land, as well as to allow removal of term extension limits in order to pave the way for Duterte’s stay beyond 2022.
His state terrorism has galvanized the Filipino people and steeled their determination to act and seek his resignation or ouster at the soonest possible time. A whole range of democratic forces are now arrayed against Duterte’s tyrannical regime, from sectoral organizations, alliances and movements among the workers, peasants, semiproletariat, health workers, students, teachers, women, religious workers and other oppressed sectors and classes; to the opposition forces in the conservative opposition, as well as in the Church hierarchy, big business and secretly within the government bureaucracy and in the AFP and PNP.
Street marches and large demonstrations are bound to erupt in the coming weeks and months. The bigger and more frequent these demonstrations become, the higher probability that disgruntled military and police officers, as well as the international community, will openly withdraw support and push for a process of succession in line with the 1987 constitution.
All the revolutionary forces under the leadership of the Party are aligned with the aspirations of the Filipino people to see an end to their sufferings under the tyrannical regime. CAMP SANG-AN, Labangan, Zambo Sur | The junior officers of the 1st Infantry (TABAK) Division were rearmed with mission essential skills and knowledge after their 3-day symposium this week.
The junior officers were mostly with company commanders of the combat and combat support and service battalions. They were classified as the cutting edges of the command.
The Office of the Assistant Chief of Staff for Education and Training, G8, facilitated the 3-day symposium. It involved sharing of experiences, best practices, and lessons learned as well as success stories from military and civilian speakers.
Assistant Division Commander Brig. Gen. Bagnus Gaerlan Jr. was the guest speaker during the opening ceremony. He reminded the junior officers to uphold a standard of a disciplined soldier, and always strive for excellence.

Doña Remedios Trinidad, Bulacan – A military battalion receives equipment from local government to help in Civil-Military Operation in Malolos City last July 16, 2020.
The Provincial Government of Bulacan donates two Mavic 2 Pro drones to the 48th Infantry “Guardians” Battalion to enhance their operational capability in the area.
Bulacan Provincial Governor Daniel Fernando handed over the equipment that will be utilized in different Civil-Military Operations, Intensified Information Operation, and other information campaigns.
Additionally, the drones will also be used in the conduct of Humanitarian Assistance and Disaster Response (HADR) Operations and other emergency-related activities.
The 703rd Infantry (Agila) Brigade Commander Brigadier General Andrew D. Costelo commended the Provincial Government of Bulacan for their undying support to the Guardians Battalion.
“With this additional equipment, we are able to enhance our capability towards world class Army that would be a source of national pride,” BGen Costelo added.

IMPASUGONG, Bukidnon – Military helps Former Rebels avail government housing program last July 16, 2020.
A total of 67 former rebels (FRs) signed up for the National Housing Authority (NHA) Housing Assistance Program during the NHA orientation at the Headquarters, 8th Infantry (Dependable) Battalion, Impasugong, Bukidnon on July 16, 2020.
In the said program, an FR can avail of housing benefits as part of the Enhanced Comprehensive Local Integration Program (E-CLIP).
The NHA Housing Assistance Program consists of three (3) types of assistance. First, the NHA housing project worth PhP 450,000.00 located nationwide. Second, construction of new house in a location chosen by the FRs which is also worth PhP 450,000.00. Lastly, the repair or renovation of an existing house worth PhP 100,000.00.
One of the Former Rebels, identified as “Jam,” expressed her heartfelt gratitude.
“Naghinam-hinam kami nga puhon aduna na kami’y kaugalingong balay. Nagpasalamat ako sa gobyerno sa walay katapusan nga supporta sa amoa,” said she.
[We are excited that soon we will have our own house. I thank the government for their unending support to us].
She added, “Nakatabang gyud kanamo ang tabang pinansyal sa among pagsugod sa bag-ong kinabuhi ug karon makabaton pa kami ug kaugalingon namo nga balay.”
[The financial assistance really helped us to start a new life and now we will have our own house].

Said FRs went home with hearts full of gratitude to the government and hands also full of food packs from the Department of Social Welfare and Development (DSWD).

CABADBARAN CITY, Agusan Del Norte- A member of the Communist NPA Terrorists (CNTs), after realizing that the CNTs will only bring on a bad future for his family, decided to surrender to the 29th Infantry (Matatag Fighters) Battalion on July 17, 2020, at Barangay Del Pilar, Cabadbaran City, Agusan Del Norte.
The surrenderee, identified as Arnel, is a married 30-year old resident of Sitio Zapanta Valley, Kicharao, and a member of Sentro de Grabedad (SDG) 16, Guerilla Front Committee (GFC) 16 of North Eastern Mindanao Regional Command (NEMRC).
He brought with him one M-16 with a defaced serial number, two magazines for M-16 (1 long and 1 short), and forty rounds of 5.56 mm ammunition.
According to Arnel, “Ang kinabuhi dili sayon alang sa akong pamilya labi na sa ako isip kamagulangang anak nga lalaki sa akong mga ginikanan nga parehong mag-uuma. Gusto nako nga matabangan sila ug mao nang, nadani ako sa NPA nga mosampa sa kanila.”
[Life has not been easy for my family especially to me being the eldest son of my parents who are both farmers. I wanted to help them and so, that’s how the NPA enticed me to join them].
” Pagkahuman niadtong tungura, nakahigayon ko sa pagbaton sa kaugalingon nakong pamilya. Naa na koy duha ka mga anak ug palangga kaayo nako sila. Gusto ko nga hatagan sila og maayong kaugmaon.”
[After some time, I got a chance to have my own family. I now have two kids and I love them so much. I want to give them a good future].
“Niadtong mga panahona, nakadungog ko sa balita gikan sa radyo ug nakita usab nako ang nagkadaiyang mga tarpaulin nga nakapilit sa among lugar bahin sa E-CLIP sa gobyerno. Bisan ang akong mga paryente nga kaniadto mga rebelde nagpamatuod sa ako sa katinuod sa saad sa gobyerno nga makita sa ilang kinabuhi.”
[During those times, I hear news from the radio and have seen various tarpaulin postings in our area about the government’s E-CLIP. Even my relatives who were once rebels did testify to me of the truthfulness of the government’s promise as evident in their lives.]
“Ug busa, sa walay pagduha-duha, nakahukom ko nga mubalik na sa sabakan sa balood. Sa karon, makasiguro nako sa kaugmaon sa akong pamilya, nga layo ra sa akong kahimtang sa dihang kauban pa nako ang NPA.”
[And so, without any hesitation, I decided to surrender. Finally, I’m assured now of my family’s future, which was very far from my situation when I was still with the NPA].
In a statement, Lt. Col.Isagani O. Criste, Commanding Officer of 29IB said, “I’m grateful that now it is personally the members of the CNTs who have come to realize that the organization in which they previously belonged is evil and will never bring them any good.”
“I’m glad as well that the initiatives of my troops and the government through an information operation campaign such as the radio plugging and Enhanced Comprehensive Local Integration Program (E-CLIP) tarpaulin displays in various places finally served their purpose. I hope Arnel and many other rebels will be enlightened and will have the desire to finally surrender,” he said
“And to all other government executives and agencies, I hope that you will never get tired of supporting us in our various endeavors. We value whatever partnerships we have with you and we assure you that we will keep on doing our mandated tasks as part of the President’s Executive Order No. 70 or the Whole-of-Nation-Approach,” Lt Col Criste ended.
The unit with the help of various concerned agencies will be working together to process the requirements of the surrenderee for him to avail of the government’s E-CLIP that includes a complete package of assistance such as livelihood, immediate, medical, housing, firearms remuneration and other benefits for former rebels.

Sa tulong ng Community Support Program ay sumuko ang pitong rebelde na pawang mga residente ng Sarangani Province at mga miyembro ng Platoon Central, Weakened Guerilla Front TALA o WGF TALA ng Far South Mindanao Regional Command (FSMRC) ng Teroristang New People’s Army o NPA. Si alyas Lima, komander ng nasabing grupo, ay nagdala ng isang M4 Rifle, dalawang rifle grenade, at tatlong M16 magazines. Samantala, isang alyas Ali naman na isang team lider sa grupo ay nagbaba naman ng isang M16 rifle.
Sa interbyu na isinagawa kay alyas Lima, kanyang nai-tip sa operatiba na may naitago pa silang Improvised Explosive Device (IED) sa So Sulkili, Brgy Kihan ng nasabing bayan. Ito ay agad namang inaksyonan ng kasundaluhan at matagumpay na nahanap ang IED.

CAMP ELIAS ANGELES, Pili, Camarines Sur-An arms cache believed to be owned by the Communist Terrorist Group (CTG) was seized yet again by government troops in Barangay Tigkiw, Gubat, Sorsogon at around 4:35 in the morning, Wednesday, July 15.
Elements of 31st Infantry Battalion (31IB) and the PNP conducted a security operation after concerned citizens informed them about the abandoned firearms which resulted in the discovery of two UZI sub machine guns, one M16A1 rifle, two caliber .45 pistols, four caliber .38 revolvers, various magazines and at least 200 rounds of assorted ammunition.
Joint Task Force Bicolandia (JTFB) head, MGEN HENRY A ROBINSON JR PA, lauded the troops for the persistent and extensive military operations which continue to yield positive results.
“Ito na ang pangatlong beses na may nadiskubre tayong arms cache gawa ng masisipag at maaasahan nating troops on the ground. Maliban pa ito sa suportang ibinibigay ng publiko at ng mga dating myembro ng CTG na malaki ang naitulong sa ating mga matagumpay na operasyon. They chose the path of peace and they are now fully supporting the government’s intensified anti-insurgency campaigns,” MGen Robinson said.
It can be recalled that last June 27, an arms cache was also discovered in Bulan, Sorsogon and two days later, another one was seized in Labo, Camarines Norte.
These recoveries, according to MGen Robinson, are proof that we are winning the fight against insurgency.
“Dumarami na ang mga armas at kagamitan na ating nakukuha sa mga kumunistang NPA dahil na rin sa sumbong ng ating mga kababayan. This is a strong manifestation that we are winning; that our fight against insurgency in the region is gaining the much needed momentum. Marami ng mga baril at kagamitan nila ang basta na lang nilang iniiwan; isang indikasyon ito na marami na ang umaalis sa kanilang hanay. Gayun pa man ay bukas pa rin ang ating pinto sa kanilang pagbabalik loob.” MGen. Robinson added.

MAKILALA, Cotabato – Military help in settling long-standing feud between two Indigenous Clans in Sultan Kudarat morning of July 19, 2020.
The 39th Infantry Battalion, local tribal leaders, and Provincial Indigenous Peoples Mandatory Representative Bae Norma Rivera facilitated the settlement dialogue of the dispute among the Malid clan. They belong to the B’laan tribe of Barangay Datalblao in Columbio, Sultan Kudarat.
“These are the kind of situations that terrorist groups take advantage of,” said LTC Carandang.
Tribal chieftains Juanito and Deling Malid recognized the traditional customary laws and cultural practice after the dialogue. They peacefully reconciled their differences. They also agreed to the crafting of a written consensus that will be signed by tribal leaders. This
LTC Carandang expressed his heartfelt gratitude to the facilitators who initiated the said settlement.
“Kailangan natin magkaisa kasi mas malakas tayo pag nagtutulungan tayo,” he said.
“That is why we need to work together in order to attain long-lasting peace and for our country to be free from terrorism for generations to come,” LTC Carandang added.
Likewise, Bae Norma Rivera said, “Huwag nating pabayaan ang pamilya. Magtulungan tayo para gumanda ang buhay nating lahat."

SURIGAO DEL SUR — The 401st Infantry “Unite N Fight” Brigade troops discover NPA cadavers and hideout during intensified security operations in the boundary of Surigao del Sur and Agusan del Sur.
“We have intensified our security operations in the said area after receiving successive reports from the IP communities that a large group of NPAs are intruding inside their ancestral domains and threatening them,” said Brigadier General Allan Hambala, Commander of 401st Brigade.
During these operations, the troops found two NPA cadavers. One of the cadavers was identified as Marcelino “Marsing” Navarro. He was the Deputy Secretary and Head of Education and Propaganda of North Eastern Mindanao Regional Committee (NEMRC). The other male cadaver is yet to be identified. Both dead bodies were given proper burial after documentation.
About eight kilometers away from the nearest community in Sitio Panukmoan of Brgy Diatago, the troops found and seized a hideout made of makeshift structures and bunkers that can accommodate 60 to 80 people.
The troops also recovered two (2) AK 47 rifles, ammunitions, anti-personnel mines, bomb-making materials, one portable generator, assorted medical supplies, laptops, cellphones, and handheld radios.
General Hambala added, “The NPAs had already mercilessly murdered four innocent tribe members since July 6, 2020. Moreover, the NPAs even planned on burning down the newly built DepEd’s IP School at Sitio Simuwao. These vicious plans and terroristic actions of the NPAs must be stopped.”
KILLING SPREE OF INDIGENOUS PEOPLE IN CARAGA
It can be recalled that Jomar Ignacio Engayas, 46, widow, Manobo, from Barangay Libas-ud, San Miguel was shot to death by NPAs last July 6. His son and daughter were left orphaned.
Another IP victim was Paquito Maca Badiang, who was also last July 9, 2020 in a mountainous area of Tago, Surigao del Sur.
Two more murder victims were 23-year old Jandi Limbona, a farmer, and 49-year old Noel Estampa, barangay police. They were killed in Sitio Tabasngan, Mat-I, Surigao City while cutting lumber in a mountainous area.
IP LEADERS SUPPORT MILITARY OPERATIONS IN THEIR AREA
“We condemn to the strongest possible term the series of killings perpetrated by these terrorist NPAs against our IP brothers. As their IP mandatory representative in San Miguel, I humbly call for help from our President, for us to attain justice against these NPA terrorists,” said Datu Rico Maca, IPMR of San Miguel.
Datu Jumar Bucales, IPMR of Lianga, and other tribal leaders expressed their full support to the ongoing military operations inside their ancestral domain.
“The tribal communities are thankful to the Army for protecting us against these terrorist NPAs. There have been numerous human rights abuses and killings committed by these NPA terrorists to our communities that we really need the presence of the military in our ancestral land,” Datu Bucales underscored.
Meanwhile, the Lianga local government provided relief assistance to 39 affected families who evacuated at Sitio Manluy-a, Barangay Diatagon in fear of possible NPA retaliation.
One of the tribe leaders said, “Mig yagoy kuy naa tu bayoy nuy su kahadok kuy nug himatajan kuy tu mgu NPA gumikan tu pag hubong dan tu mgu kasundayuhan yabi un kuntuon nu miduon un upat nu pigpanghimatajan dan tu tribu”
“[NPAs already murdered four tribe members, that’s why we left our houses for the security and safety of our family, because we might be their next victim].”
“The 401st Infantry Brigade will remain true to its mandate and will put an end to these communist terrorists who have threatened the peace-loving Caraganons, lambasted our given democracy and hampered our country’s development for more than 5 decades.”
“To the remaining NPAs, surrender now and grab the chance of being reunited with your loved ones and the community! The security forces will not hesitate to use all our force to protect our fellow Caraganons, even if it means leading to your demise,” BGen Hambala concluded.

LOPE DE VEGA, Northern Samar — The troops received report of a dead body and discovered skeletal remains at the vicinity of Brgy. E. Duran, Bobon, Northern Samar at 7:00 in the morning of July 17, 2020.
Soldiers from the Charlie Company, 43rd Infantry (We Search) Battalion, 8th Infantry Division of the Philippine Army, conducted the perimeter patrol that found the reported remains of a New People’s Army.
The troops immediately secured the location, and documented the scene. They also coordinated with the Philippine National Police Scene Of the Crime Operatives of Catarman, Northern Samar to turn over the body for proper disposition.
The discovered remains was an NPA member who was killed during a series of encounter between the communist insurgents and the 43rd Infantry Battalion in Brgy. Cag-amesarag, Lope de Vega, Northern Samar last August 3 and 4, 2019.
Relatively, another remain of an NPA was found last July 10, 2020. It was believed to be Emma Termo, who died in an encounter in Brgy E Duran sometime in 2009.
Lieutenant Colonel Raymundo Picut Jr., Commanding Officer of 43rd IB, extends his deepest sympathy to the family and friends of the CNT members who were abandoned by their comrades while struggling for their lives.
“Your government forces will continue its commitment to serve justice to the CNT victims so as to attain peace and development in Northern Samar,” a reassuring remark of Picut.

GAMU, Isabela, July 19 (PIA) – Sa patuloy na pagpapa-igting ng mga kasundaluhan at kapulisan kasama ang lokal na pamahalaan sa pagpapatupad ng EO-70 o Task Force to End Local Communist Armed Conflict (ELCAC) ay nagresulta sa pagtalikod at boluntaryong pagbalik-loob ng dalawang regular na miyembro ng Communist-NPA-Terrorist (CNT) at dalawang miyembro ng Milisyang Bayan (MB) sa San Mariano, Isabela noong ika-17 ng Hulyo.
Ang mga sumukong dating rebelde ay kabilang sa mga nalalabing kasapi ng Central Front Committee (CFC), Kilusang Rehiyon-Cagayan Valley (KR-CV).
Sa pinagsanib na pwersa ng 95th Infantry (Salaknib) Battallion sa ilalim ng 502nd Infantry (Liberator) Brigade, 5ID, PA kasama ang kapulisan ng San Mariano, Isabela ay kanilang natulungan na makapagbalik-loob sina alyas “Romeo” at alyas “Felix” mga NPA, kasama sina alyas “Hector” at alyas “Stihl” na miyembro naman ng People’s Militia ng Bayan kung saan ay magkakasabay silang nalinlang ng kinikilalang si “Ka Eloy” noong 2015.

An alleged top leader of the communist New People’s Army (NPA) in Caraga Region was killed in an encounter, the 401st Infantry Brigade on Sunday (July 19) said.
In a statement, the Army identified the alleged NPA leader as Marcelino Navarro y Tampos, alias Marsing, current deputy secretary and head of education and propaganda of the North Eastern Mindanao Regional Committee (NEMRC) of the NPA.

Punsalan, civil-military operation (CMO) officer of 3rd Special Forces Battalion (3SFBn), told the Philippine News Agency Sunday that Tampos was among those killed in an encounter last July 7 but his dead body, together with another NPA rebel still not identified, were recovered only on Sunday by the government troopers.
The cadavers were recovered by the 3SFBn troopers who have been conducting security operations since Saturday (July 18) in Andap Valley Complex in Barangay Diatagon, Lianga, Surigao del Sur.
The security operations were conducted in response to information of residents on the supposed plan of NPA rebels to burn the newly-constructed Department of Education (DepEd) Indigenous Peoples’ school in Sitio Simuwao, Diatagon.
“We received reports that Tampos was among those severely wounded during the July 7 encounter. His cadaver was later found by our troopers. He, and another companion, were abandoned and left dead by their retreating comrades from the pursuing troopers,” Punsalan said.
The dead body of Tampos was positively identified by former rebels (FRs) while the Army is still processing to determine the identity of the other cadaver.
Operating troops also recovered near the site two AK 47 rifles, ammunition, anti-personnel mines, bomb-making materials, one portable generator, assorted medical supplies, laptops, cellphones and handheld radio.
“We have intensified our security operations in the said area after receiving successive reports from the IP communities that a large group of Communist NPA Terrorists (CNTs) is intruding inside their ancestral domains and threatening them,” Brig. Gen. Allan D. Hambala said in a statement Sunday.
Hambala added that the NPA rebels have already killed four innocent tribal members in the area since July 6, 2020.
“The CNTs also planned on burning down the newly built DepEd IP School at Sitio Simuwao. These vicious plans and terroristic actions of the terrorist NPAs must be stopped,” Hambala said.
The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada and New Zealand.

Philippine Ambassador to the United States Jose Manuel Romualdez told American lawmakers that Manila's new Anti-Terror Law (ATL) mandates the protection of human rights at all times.
"The Philippines remains committed to the protection of civil and political liberties as well as human rights. The Anti-Terrorism Act itself strongly mandates that human rights shall be absolute and protected at all times," he said in a July 16 letter to the 45 US lawmakers who called on the government to repeal the law.
Romualdez underscored its importance by noting the Human Security Act of 2007 has been "woefully ineffective" in addressing the terrorist threat in the Philippines.
He added that the previous law only enabled one conviction since coming into force despite several acts committed in the Philippines that fall under terrorism.
"The Anti-Terrorism Act aims to plug the loopholes in the Human Security Act by putting in place a more effective legal framework that would enable a criminal justice response to terrorist acts beyond that allowed for by the Revised Penal Code," he said.
Romualdez noted that the law provides "significant safeguards" to prevent abuses, including warrantless detention.
"Its prescribed period on warrantless detention is also not materially dissimilar from the anti-terrorism laws of other countries, including those in the West. Importantly, the power of determining with finality who are to be regarded as terrorists resides with the judicial system through proscription," he said.
"What the law signifies is the Philippine government’s strong resolve to combat terrorism and to implement a more effective and comprehensive approach to such a serious threat that knows no borders," he added.
President Rodrigo Duterte signed the Anti-Terror bill into law last July 3 despite opposition from several sectors over fears of abuse.
In his letter, Romualdez defended the law, saying it "properly defines" what are considered acts of terrorism, predicated by certain conditions, i.e., violent actions and violent purpose.
Aside from the detention of suspected terrorists for up to 24 days without a warrant, the law also allows 60-day surveillance with an allowable 30-day extension against suspected terrorists.
The law also imposes a 12-year jail term on a person who voluntarily or knowingly joins a terrorist organization.

Philippine Navy (PN) chief Vice Admiral Giovanni Carlo Bacordo and three other ranking naval officials tested negative for the coronavirus disease 2019 (Covid-19).
In a statement Saturday, PN public affairs office chief Lt. Commander Maria Christina Roxas said Bacordo had his reverse transcription-polymerase chain reaction (RT-PCR) swab test on July 14.
"Vice Admiral Bacordo earlier underwent self-quarantine and swab test following his attendance in the commissioning ceremony of (missile-frigate) BRP Jose Rizal (FF-150) in Subic (last July 10) where one of the Navy officers was confirmed to be positive for coronavirus," Roxas said.
Last March, Bacordo also underwent self-quarantine and had himself subjected to a RT-PCR test after having close contact with a person infected Covid-19. His results tested also negative at the time.
Also present in the commissioning ceremonies who likewise tested negative for Covid-19 are PN vice commander Rear Admiral Rey Dela Cruz, Philippine Fleet commander Rear Admiral Loumer Bernabe and Offshore Combat Force commander Commodore Karl Decapia.
Meanwhile, two other BRP Jose Rizal crew members who also had swab tests tested positive for Covid-19 were already evacuated to a quarantine facility ashore for further observation.
Roxas said preparations are now ongoing for the ship's departure on July 29 to participate in the "Rim of the Pacific" RIMPAC 2020 to be held in Hawaii from August 17 to 31.
She added that other Navy personnel deployed for RIMPAC aside from the crew of BRP Jose Rizal are also scheduled for a PCR test at the Philippine Arena.
"All of these measures are being undertaken to ensure that the Navy continues to perform its mandate amid this global health crisis," Roxas said.

As of the 30th of June, a total number of 75,567 families (351,647 individuals) are currently displaced in Mindanao. Those displaced can be classified into three main groups, depending on the length of displacement:
Group A: 3,867 families (16,172 individuals) remain displaced out of 4,129 families displaced within the month;
Group B: 1,340 families (6,538 individuals) remain displaced, and have been protractedly displaced for more than 30 days but less than 180 days; and
Group C: 70,360 families (328,937 individuals) remain displaced and have been protractedly displaced for more than 180 days. Those classified under Group C are concentrated in five main areas:
In June 2020, a total number of 4,129 families (17,482 individuals) were displaced in Mindanao due to armed conflict (13,497 individuals) and clan feud (3,985 individuals).

- Davao del Sur: 27,323 families (114,608 individuals) and Cotabato province: 14,758 families (73,790 individuals) due to earthquakes

SULTAN KUDARAT, Philippines — Five siblings belonging to the New People’s Army surrendered Friday and pledged allegiance to the government.
The brothers Billy, Bobby, Igah, Untong and Waning Tayan, yielded through the backchannel intercession of local executives in Sultan Kudarat province and officials of the Army’s 7th Infantry Battalion of the 601st Brigade.
The Tayans belonged to an NPA group operating in hinterland areas in Sultan Kudarat’s adjoining Esperanza, Isulan and Lebak towns, where rebels subject local farmers and traders to monthly collection of “protection money” in exchange for their safety.
The five former NPAs have renounced their membership with the rebel group during a simple rite organized by the 7th IB.
Major Gen. Diosdado Carreon of the Army’s 6th Infantry Division said Saturday credit for the surrender of the Tayans should partly go to the commanding officer of 7th IB, Lt. Col. Romel Valencia, and his immediate superior, Brig. Gen. Roy Galido of the 601st Brigade.
More than a hundred NPAs have surrendered in provinces covered by the 6th ID in the past six months through the efforts of local officials and commanding officers of battalions under the division.

Malaysia will today end an extended maritime travel curfew in seven districts in the Eastern Sabah Security Zone (ESSZone).
The ESSZone is a security zone in the state of Sabah that was designated in 2013 following a violent clash in Lahad Datu. The curfew period was enacted because Abu Sayyaf, an internationally-recognised jihadist militant and pirate group, had been trying to infiltrate ESSZone waters to carry out trans-border crimes, such as kidnappings and beheadings. Due to the group’s persistent threat, Eastern Sabah has been under curfew since mid-2019.
Eastern Sabah Security Command, the main enforcement body for the ESSZone, has been conducting patrols to look for 18 Abu Sayyaf terrorists. The Philippines has also been leading counterterrorism measures against Abu Sayyaf; it recently expanded police authority and the legal definition of terrorism in a controversial security bill. The combined efforts of Malaysia, Indonesia and the Philippines have led to a decline in kidnappings in the ESSZone.
Still, intelligence reports from May 2020 continue to warn of the threat of Abu Sayyaf in Sabah. Given the curfew’s success so far, Sabah will likely remain under lockdown for the rest of the year. As kidnappings become more difficult and less lucrative, Abu Sayyaf seems to be shifting to drug smuggling, which will require Malaysia, Indonesia, and the Philippines to devise new financial initiatives to prevent the group’s success.
