With the verbatim quote below from the ruffian (butangero) in power or the Devil himself, we are forewarned unwittingly by Duterte himself that he and his armed agents of state terrorism will soon carry out waves of false flag operations to sway public opinion that their own acts of terrorism are daily occurrences committed by Filipino revolutionaries and Muslims.

Here are the exact words of the tyrant and demagogue himself: “For the law-abiding citizen of this country, I am addressing you with all sincerity. Huwag kayong matakot kung hindi ka terorista kung hindi mo sisirain ang gobyerno, pasabugin mo ang simbahan, pasabugin mo ‘yung public utilities, pasabugin mo just to derail para matumba tuloy ang bayan (You don’t have to fear if you are not a terrorist, if you don’t destroy government, blow up a church, blow up public utilities just to derail, to make the nation fall),” the President said in his taped public address.

“Pag pinatay mo ang mga tao, papatayin talaga kita. Anak ka ng… ipusta mo yan sa libingan ng tatay at nanay mo. If you do that people, if you kill them wantonly then I will take it as a right to kill you,” he said.

He also said the government has the right to defend the nation if terrorists will bomb churches and markets.

It is the immoral and evil character of Duterte to bomb churches as has been exposed by one of his former police officers, who has turned witness against him before the International Criminal Court, that it was Duterte himself who ordered the bombing of the Davao city church to make it appear that Muslims committed the crime.

The father of the Maute brothers, when he was arrested before he was subsequently killed, revealed that his eldest son had a “project” with Duterte in Marawi city leading to the clashes and the bombing and total destruction of the city. Until now, the ruins of Marawi stand as one of the major monuments of Duterte’s legacy of deceit, death and destruction, despite his long time claim of being a Maranaw descendant.

As Duterte’s rubber stamp congress through its committee on legal franchises casually voted against the corporate media giant’s franchise renewal, the dictator is foreshadowing his diabolical plans to continue suppressing the people to give way for his ambitions.

At least 11,000 will be rendered unemployed, during a pandemic where unemployment is at an all-time high, in the world’s longest and bloodiest lockdowns. Duterte has shown he is more than willing to sacrifice lives for his dictatorial plans to be realized.

Duterte’s drastic measures have united the FIlipino people to oust him. These trying times reaffirm our stand that only through revolution can the mass media not be choked and truly be a media of the people. To write is to choose- and as defenders of the truth, we must choose the people, and not kowtowing to delusional monsters and their puppets.

The New People’s Army – Negros released an official statement on Sunday, July 12 denying the Armed Forces of the Philippines’ allegations that they caught alleged high-ranking officials of the CPP-NPA in Brgy Magballo, Kabankalan City, Negros Occidental.

“Emmylo Cañares, George Buga-ay, Relyn Moreno, and Raffy Patajo are not high-ranking officials. They are not even members of the NPA. These people are but victims of the US-Duterte regime’s intensifying state terrorism, targeting innocent civilians to label as top brass for bounty to corrupt and to try and demoralize the revolutionary movement.”, opened Juanito Magbanua, NPA-Negros Regional Spokesperson.

“Since the implementation of MO 32, EO 70, and E-CLIP, the AFP has fabricated lie after lie to legitimize illegal arrests for two reasons: to pocket the P65,000 supposed livelihood & immediate assistance intended for ‘surrenderees’ and to try and save their failed campaign to weaken the revolution. But of course this has only been empty rhetorics as armed struggle has become a viable option for more Filipinos as the state has attacked the people in all fronts.”

“Their claims to have caught official after official and that the revolutionary movement in Negros is weakening has only been openly opposed by their own commander-in-chief Duterte and their mercenary institutions who made a distorted claim that the CPP-NPA is a bigger threat than the ongoing Covid-19 pandemic, much to the disdain of the millions of dislocated families.”

NPA SURRENDERS. P/BGen Michael John Dubria, Police Regional Office (PRO-12) director, said the rebels yielded voluntarily along with their firearms on Tuesday in Sitio Lamfetok, Barangay Ned in Lake Sebu.

The surrender was an offshoot of a series of negotiations facilitated by the intelligence team of the South Cotabato Police Provincial Office, in coordination with community leaders and the Lake Sebu municipal police station.

Kalinaw News: Army, AgNor LGU urge business contractors to stop supporting NPAs

BANCASI, Butuan City – The 4th Infantry (Diamond) Division together with 402nd Infantry (Stingers) Brigade in partnership with the Provincial Local Government Unit providers of Agusan del Norte urged the different construction contractors and service in Agusan del Norte to stop supporting the Communist Terrorist Group (CTG). This happened during the General Orientation on the CTG Problem meeting held at the Provincial Training Center, Capitol Road, Butuan City on Wednesday, July 8, 2020.

The meeting was spearheaded by Governor Dale B Corvera of Agusan del Norte in partnership with MGEN ANDRES C CENTINO, Commander of the 4th Infantry Diamond Division and the Commander of 402nd Brigade, Brigadier General Maurito L Licudine. Their objective is to stop the resource generation scheme of the CTG commonly known as “Extortion”. Also present during the meeting were Director Manuel Orduna, Regional Director of National Intelligence Coordinating Agency (NICA) 13 and Mr Gerry Joey S Laurito, Agusan del Norte Provincial Administrator.

A total of twenty-five (25) contractors in Agusan del Norte responded to the call and attended the meeting. They were oriented on the CTG’s extortion schemes through the use of intimidation and threat; and other resource generation activities undertaken by them.

Last year, over 236 million pesos was reportedly generated by the CTG nationwide from their extortion activities. This amount of money came from mining; construction and politicians among others. The extortion activities of the CTG in Northern Mindanao and Caraga Region from 2019 alone was estimated to be more than 118 million pesos. This amount of money is more than enough to finance its terroristic activities in the area.

Governor Corvera said that there can be no development without peace and cited EO70 as the guiding principle to end the insurgency problem in his area. For a long time, the people think insurgency was the concern of the AFP and PNP only. Now it’s time for a change. “Everyone must understand that it is a Whole of a Nation Approach, we must get involved and help end this problem”.

Moreover, Governor Corvera in his capacity as Chairman of the Regional Development Council said that he will elevate the issue to the Regional Task Force ELCAC in order to intensify the effort to break the extortion scheme of the CNTs. He encouraged the business owners and constractors to commit and pledge not to support the CNTs and not to give in to their demands though they may experience threat and danger along the way.

Further, Major General Centino appealed to the group to help and support the government in its effort in addressing the resource generation scheme of the CTG. He explained, “The CNTs are still thriving despite the AFP’s notable success over the years because their extortion scheme was not stop. It enables them to sustain and continue their terroristic activity because they have the resources.

General Centino added that the AFP will not stop its effort to break the flow of the CTGs resource generation. Its effort will be focused on identifying those individuals and institutions that are providing and supporting this group to end this more than five-decade long insurgency problem. “We have the list of these supporters and we are urging them to stop what they are doing”.

Meanwhile, Brigadier General Maurito L Licudine, Commander of the 40nd Brigade in his message during the activity underscored the security package the AFP can provide to contractors and other business institutions. He said, “We mean business to end the insurgency here in Caraga Region. Let’s stop giving to this terrorist! It is time that Caraganons will be free from the bondage of fear that the CNTs had implanted to communities. Everyone must be part of this initiative. Let’s us make a strong advocacy and together end this insurgency”.

Sulu Province – Integrated Provincial Health Office (IPHO): Sulu received medical supplies and information campaign materials from United Nations International Children’s Fund – Bangsamoro Autonomous Region in Muslim Mindanao (UNICEF-BARMM) facilitated by the Western Mindanao Command, Joint Task Force Sulu (JTFS) and 11th Infantry Division (11ID) at Jolo, Sulu on July 7, 2020.

Captain Friendrich Albert M. Dela Cruz of the Civil Military Operations, OG7, 11ID and 35th Infantry Battalion handed the supplies to IPHO Administrator Dr. Fahra T. Omar composed of 1,250 gallons of alcohol, 1,250 gallons of disinfectant, 43 boxes of disinfectant kits and 516 mop sticks. Meanwhile, various campaign materials composed of 10,500 information flyers, 70 pieces streamer guidelines, six rectangular tents, and infection prevention control information kits were also given intended for COVID-19 awareness and prevention. These will be distributed to Rural Health Units (RHUs) in the Province to support and heightened the measures implemented in battling the pandemic situation.

Major General Corleto S. Vinluan Jr., PA, Commander of JTFS and 11ID will continue to assist the local government units and stakeholders for the people of Sulu. “Rest assured that your soldiers will be here to aid the inter-agencies in flattening the curve brought by the COVID-19 situation. To secure the welfare of the people here in Sulu is one of our prime duties,” he said.

TALACOGON, Agusan del Sur – The members of Guadalupe United Farmers Association (GUFA) del Sur has taken their oath of allegiance to the government during the conduct of Grand Pulong- pulong at Barangay Guadalupe, Esperanza Agusan del Sur, Saturday afternoon, July 11, 2020.

GUFA members, who are former victims of deceiving propaganda from the Communist NPA Terrorist (CNT) through its allied organization, Nagkahiusang Mag-uuma sa Agusan del Sur (NAMASUR), finally sworn their allegiance to the government keeping themselves far from the propaganda of leftist organizations.

The activity was witnessed by Mayor Leonida P. Manpatilan who also presided the activity, together with her Sangguniang Bayan members lead by Vice Mayor Eric G. Siohan and municipal head departments from Agriculture, Social Welfare and Development, Agrarian Reform Office, and Municipal Local Government Operation – DILG.

During her speech, Mayor Manpatilan emphasized the importance of having an organization that will merely represent them as a whole. She also warned them to be always cautious in joining organizations which may bring them in peril. “It’s good that all of you had already awakened that NAMASUR is only using you all for their evil plans against the government. Now that you already have your own organization, you have to take good care of it that it will not be influenced by any person whose intention is only to bring chaos and conflict, Mayor Manpatilan said.

“Just approach us in a proper way for all of your issues and concerns as GUFA. Not in a way of protests or rallies like what the NAMASUR had teached you. For we are obliged as a public servant to address all your request especially now we are confident that all of your requested projects and programs will be benefitted by the true members of your organization”, she added.

The ceremonial signing of manifest by all the GUFA members in connection to their loyalty and allegiance to the government is also highlighted. “Magkahiusa kita alang sa tinuod nga kalinaw, kay ang susi sa atong pag asenso ang pakighiusa nato sa atong gobyerno”, Mrs. Eugenia O. Neri said, former secretary of NAMASUR in Barangay Guadalupe.

Relatively, in a statement, Lt Col Reynald Romel Goce, 26IB commanding officer said, “Hopefully, this will be the start of their true commitment in supporting our government. Their initiative will be the only key for lasting peace and development within their area and themselves, and with the support of the local government of Esperanza through EO70, I’m confidently sure that it will be achieved”.

IPIL, ZSP – Communist NPA Terrorists (CNT) yielded one .50-Caliber Sniper Rifle and other high-powered firearms to Army’s 53rd Infantry Battalion (53IB) after their clash in Siayan, Zamboanga del Norte, Saturday, July 11, 2020.

The 10-minute firefight that transpired in the boundaries of Sitio Tumanong, Brgy Macasing and Sitio Lacnapan, Barangay Pange, both in Siayan town, Zamboanga del Norte incurred no casualty on the government side.

Other high-powered firearms captured were one Rocket Propelled Grenade and one M16 Assault Rifle together with backpacks, medical paraphernalia, terrorists propaganda materials, assorted medicines and ammunitions.

In a statement, 53rd IB Commanding Officer Lt. Col. Jo-ar Herrera said that the firefight resulted from a tip-off from the community in the area.

“The cooperation of the residents in the area not only revealed the whereabouts of the communist terrorists, it also helped in the preservation of peace in the area,” said Lt. Col. Herrera.

“We’ve hit them hard and we expect more informations from the locals who’ve continuously report the NPA presence in their communities” said Col. Nicolas.

Yesterday, clash with separate group transpired in Kalawit, Zamboanga del Norte which resulted to two CNTs killed and capture of high-powered firearms.

“It is now very clear that the people’s resolve is absolute in rejecting the Communist-Terrorist ideology,” Col. Nicolas added.

Maj. Gen. Gene Ponio 1st Infantry Division Commander, encouraged the NPA terrorists still in the hinterlands to return to the folds of the law and avail the programs and initiatives of the government.

“The government is sincere and willing to help you (NPA) to return and reintegrate into the mainstream society” Maj. Gen. Ponio said.

The troops are still in pursuit of the enemy as of this posting.

THE military’s Board of Generals has recommended to President Duterte 10 three-star generals as potential successor of AFP chief Gen. Felimon Santos, who is due to reach the retirement age of 56 on August 4.

AFP spokesman Maj. Gen. Edgard Arevalo yesterday said the list, which was submitted to the President through the Department of National Defense in the first week of this month, contains the names of “major service commanders, unified command chiefs, and other three-star generals at the GHQ (general headquarters).”

Arevalo did not name the 10 officials recommended to succeed Santos, who assumed the top AFP post in January this year. Santos is the seventh AFP chief to serve under the Duterte administration.

Several officials are subject of talks as front-runners for the top military post, including Medal of Valor awardee Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.

The others are Army chief Lt. Gen. Gilbert Gapay, AFP Eastern Mindanao Command chief Lt. Gen. Jose Faustino, Air Force chief Lt. Gen. Allen Paredes, and Navy chief Vice Adm. Giovanni Carlo Bacordo.

Arevalo said the AFP has 14 three-star generals. He said those who were not included in the list of candidates are already “close to retirement.”


On the possibility of Santos getting an extension of his term amid the public health emergency due to COVID-19, Arevalo said, “Well, it’s always the prerogative of the President.”

President Duterte has extended the term of one AFP chief he has appointed — now customs commissioner Rey Leonardo Guerrero.

Guerrero assumed the post of AFP chief in October 2017 and was supposed to retire at the age 56 two months later. However, the President extended Guerrero’s term up to April the following year.

“If the President feels or sees that there is a need for him to extend the term of the current chief of staff, then it within his prerogative to do so,” Arevalo said.

Arevalo said Santos has visited various military units in the past weeks “primarily to further boost the morale of the operating troops who have been successful in their conduct of operations.”

Asked if those were farewell visits, Arevalo said, “Definitely, he is going to retire but it not like a farewell visit, the nature and type of discussions.”

On Wednesday, Santos is due to visit the AFP Education, Training and Doctrine Command to grace the unit’s third foundation anniversary. The ETDC is under Arevalo’s command.

The police car carrying Dumaran PNP chief P/Cpt. Erwin Carandang had at least 24 bullet holes and shrapnel hits on it when it arrived at the Provincial Police Office (PPO) in the city from a New People’s Army (NPA) ambush site in Taytay on Sunday.

Carandang and his companion driver P/Cpl. Mark Russel Evangelista escaped unhurt following the ambush at around 6 a.m.

The attack was later owned by the Bienvenido Vallever Command (BVC) of the NPA.
In an interview with Palawan News, Carandang said he was en route to Roxas in a police vehicle driven by his companion Evangelista when they were fired upon.

He said that when he heard an explosion followed by continuous gunfire, he commanded Evangelista to speed away as they were outnumbered and not in a position to fire back.

“Basta pagkarinig ko ng putok, sabog, sunod-sunod na putok ang sabi ko na sa driver paspasan na niya takbo niya dahil unang-una hindi kami puwedeng mag-return fire dahil dalawa lang kami at the same time hindi namin alam kung saan kami puputok pero ang putok ay galing sa taas talaga,” Carandang said.

“Pababa kami kaya medyo matulin kaya pasalamat ako kasi kung paakyat kami binanatan baka meron kaming paglagyan,” he added.

The police mobile which had 24 bullet holes and shrapnel marks on the right side proceeded straight to the city.

Carandang said that before the incident, he had received information about a planned activity of the group.

“Meron na kaming natanggap na information na, kagaya kagabi meron akong natanggap na ga-graduate ‘yong Sparrow Unit ng CTG (communist terrorist group) na magco-conduct nga sila ng pag-dismiss doon,” he said.

Carandang said he believed the ambush was a random harassment activity of the NPA.

“Siguro mang-haharas lang sila. To whom it may concern talaga kung sino lang ang una nilang ma-target. Hindi naman talaga kami yong target nila, although may threat ‘yong Dumaran ang sabi papasukin nga at noong nakaraan nga may nakuha akong impormasyon doon sa parte ng Dumaran may mga bagong dating doon na ayon sa aking impormasyon ay may galing ng Mindoro na miyembro ng kabila,” he said.

NPA claims responsibility

In a text message sent to Palawan News, the BVC of the NPA said they were targeting Carandang for alleged abuses.

“Inaako ng BVC NPA Palawan ang ambush sa isang sasakyan ng mga pulis sa bayan ng Roxas ngayong umaga. According to Ka Salvador Luminoso (NPA spokesperson) ay target po talaga si Captain Carandang dahil matagal na siyang inirereklamo at ang ilan pang pulis Dumaran ng pangongotong sa mga mangingisda. Naging possible ito dahil sa reliable info mula sa area of operations,” the BVC stated.

“Ang pamamarusang ito ay bilang pagpapaalala sa rehimeng US-Duterte at kay Jose Chaves Alvarez na mabibigo ang PTF-ELCAC (Provincial Task Force to End Local Communist Armed Conflict). Ito rin ay bilang tugon sa hinaing ng mamamayang Palawenyo na parusahan ang mga pasistang ahente ng rehimen,” it added.

ILOILO City – The Philippine Army’s 3rd Infantry Division (3ID) based in Jamindan, Capiz assured Western Visayans its soldiers won’t abuse the Anti-Terrorism Law.

“We vow to keep the law from the abuse of soldiers. If there are abuses, our camps and headquarters are open to bring our erring soldiers before the court of law,” said Army Major Cenon Pancito III, 3ID spokesperson.

President Rodrigo Duterte signed the anti-terrorism bill into law recently. Human rights advocates warned it could be abused to quell legitimate dissent.

The 3ID urged the public to give the law a chance, pointing out that the measure’s aim is to protect the country from terrorist attacks.

“Help our campaign of preserving peace. We know that others have apprehension but we won’t forget the intention of the law – to protect Filipinos from chaos and fear,” said Pancito.

People have nothing to fear, he added, but only terrorists and their supporters.

Among others, the new law allows for terrorism suspects to be detained without a warrant and prolongs the period of time they can be detained without being charged in court.

Rights groups and activists say the new law is designed to give police and military forces more powers to stifle dissent.

4 suspected top Negros NPA officers fall

Four suspected high-ranking officials of the New People’s Army (NPA) were arrested in a joint military and police operation in Sitio Mamposo, Barangay Magballo, Kabankalan City, Negros Occidental.

The suspects were Emmylo Cañares, 38; George Buga-ay alias “Samantha/Alexa,” 42; Relyn Moreno alias “Sam,” 22; and Raffy Patajo alias “Paolo,” 21.


Cañares was a resident of Barangay South Poblacion, San Fernando, Cebu and was allegedly a former finance officer of the Bohol Party Committee and the current Secretary of the Second National Urban Center Party Committee.

Buga-ay and Moreno were both from Kabankalan while Patajo was from Ilog town.

Buga-ay was allegedly a former squad leader and Finance Logistics Officer of the Regional Strike Forces of the NPA’s Kilusang Rehiyon Negros (KR-N), former secretary-general of PAMALAKAYA Negros and allegedly the current Regional Communication (RCOM) of KR-N.

Moreno, on the other hand, was allegedly the current Regional Communication (RCOM) staff of KR-N while Patajo was a former Squad Finance Logistics Officer (FLO) of Platoon 3 and Squad leader of Platoon 2, South West Front, KR-N and a Regional Communication Staff of KR-N.
Recovered from their possession were several firearms and explosives; P24,000 in cash; cellular phones and chargers; USBs; subversive documents and personal belongings.

The four persons were detained at the Kabankalan police station pending the filing of illegal possession of firearms and ammunition charges

Lieutenant Colonel Erwin Cariño, commander of the Philippine Army’s 15 Infantry Batalion, regarded the arrests as a major setback to NPAs’ operation in Negros Island and a victory of the government’s anti-terrorism drive.

“In coordination with the police, there will be more similar operations here in Negros. With the active help of the local populace, these NPA terrorists will be suppressed and defeated,” Cariño said.

However, the NPA in a statement denied the claims of the military, adding the individuals nabbed by government forces are innocent civilians.

QUEZON CITY, July 12 – The Armed Forces of the Philippines (AFP) commissions the newly delivered brand new, four-dimensional warfare-capable frigate, BRP Jose Rizal (FF 150) into the service with the Philippine Navy. The AFP Chief of Staff General Felimon Santos Jr joins the Secretary of National Defense Delfin Lorenzana in commissioning the ceremony of FF 150 at the Alava Wharf, Subic Bay Zambales on July 10.

To formally transfer the ownership of FF 150 to the Philippines, the brand new frigate’s documents and certificates were received by Secretary Lorenzana from Mr Bokyeung Kang, Project Manager of the South Korean ship building company, Hyundai Heavy Industries.

The AFP Commander in Chief, President Rodrigo Duterte graced and delivered his message in the ceremony virtually. The ceremony was also attended by the living descendants of Jose Rizal with Mr Emmanuel Herbosa being the eldest, the Philippine Navy Flag Officer in Command Vice Admiral Giovani Carlo Bacordo, Major Service Commanders, South Korean Ambassador to the Philippines Han Dong-Man, Olongapo City Mayor Rolen Paulino and Subic Bay Metropolitan Authority Chairperson Atty Wilma Eisma.

The new frigate named after the national hero Dr Jose Rizal is a missile-equipped warship that is capable of carrying out anti-air, anti-surface, anti- submarine, and electronic warfare operations. The ship will also serve as a representation of a stronger and a more capable Armed Forces of the Philippines that will always fulfill its mandate, Protecting the People and Securing the State. DAVAO ORIENTAL, July 10 (PIA) -- Members of the Regional Peace and Order Council (RPOC) traveled to the City of Mati on Thursday (July 9) to attend the RPOC Executive Committee Meeting that merged concerns on COVID-19 and insurgency.

As host, RPOC chairperson Davao Oriental Provincial Governor Nelson Dayanghirang welcomed them to his province, giving them encouragement “to keep our faith strong” as he optimistically hoped for victory over COVID-19.

He presided over the meeting which highlighted updates on the peace and order situation as well as on the COVID-19 pandemic situation in Davao Region.

During the meeting, the Department of Health Region XI Regional Director Dr. Annabelle P. Yumang, MCH, CESE, provided participants updates on COVID-19 in Davao Region including the information on accredited Temporary Treatment and Monitoring Facilities at the local government units (LGU) levels.

She lauded the local chief executives (LCEs) in Davao Region for providing necessary assistance to returning overseas Filipino workers and locally stranded individuals (LSIs) notwithstanding the reported refusal of their counterparts in other regions to accommodate OFWs and LSIs.

She, however, called on LCEs to roll out training for local contact-tracers up to the barangay levels.

The RPOC Executive Committee meeting also presented the revised organizational structure of the Regional Inter-agency Task Force on COVID -19 “for the seamless coordination in the interventions in addressing the public health emergency.”

Meanwhile, the public safety and security sector of RPOC XI led by the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) tackled the urgent need to continuously address insurgency threats that’s persisting more than 50 years and even in the midst of the COVID-19 pandemic crisis.

Philippine Army’s 10th Infantry “Agila” Division G-7 commander, Col. Jacob Thaddeus “Jake” Obligado cited as a long-persisting “virus” the communist insurgency in the country that needs attention.

He revealed that the legal arms of the communist insurgency in the Davao Region have blended and integrated education and information, as well as, development propaganda in their operation.

He also made participants understand that communist insurgency influence have perpetuated influence in the labor sector and in the education system by establishing a network that drumbeats saving schools that allegedly caters to indigenous peoples and disadvantaged youth but in reality are instruments of recruiting “Cadres”.


Also tackled during the RPOC Executive Meeting was Anti-Terrorism Act of 2020 or the Republic Act 11479 as presented by the National Intelligence Coordinating Agency (NICA) Regional Director Evarly Tajanlangit.

The recent RPOC Executive Meeting yielded two resolutions. One was pushed by Davao de Oro Provincial Governor Jayvee Tyrone Uy “Institutionalizing the Rural Pulis sa Barangay (RPSB)” to reduce the vulnerability of barangays from insurgency infiltration.

The other resolution was pushed by Jose Abad Santos (JAS) Mayor Jason John A. Joyce “to create a Local Grievance Committee to address complaints regarding social amelioration program (SAP) before these are filed at the level of the Crime Investigation and Detection Group (CIDG) level”.

Among the key officials present during the RPOC Executive Meeting were the high-ranking officials of the Armed Force of the Philippines led by Eastern Mindanao Command (EASTMINCOM) Commander Lieutenant-General Jose Faustino, Jr. and 10th Infantry Division Commander Major General Reuben Basiao.

DAVAO DEL NORTE, July 10 (PIA) - The local and national government have made moves to institutionalize Indigenous Political Structure (IPS) as well as strengthen the community’s economy as primary means to counter insurgency.

During Pakigsayod: Serbisyo Alang sa Katawhang Pilipino on July 8, National Commission on Indigenous People (NCIP) Provincial Director Roger Lumbin, and Davao del Norte Indigenous People Mandatory Representative (IPMR), Datu Ariel Macla, tackled the importance of empowering the IPs in countering insurgency, and the efforts taken by the national government towards it.

Roger Lumbin said that the government is currently processing to implement Certificate of Actual Land Occupancy for Migrants (CALOM).

“Kaning CALOM mao ni siya ang i-issue nga document sa mga non-IPs nga adunay actual occupation sulod sa ancestral domain before the passage of IPRA nga na pasa atong tuig 1997 (This CALOM is the document that will be issued to the non-IPs who had actual occupation in the ancestral domain before the passage of IPRA [Indigenous Peoples’ Rights Act] in 1997),” said Lumbin.

The non-IPs or ‘migrants’ who stayed in the ancestral domains from year 1997 and prior are the ones eligible to be issued with the certificate, which will legitimize ancestral domain ownership of the migrants.

He also added that for the IPs themselves, there is the Certificate of Ancestral Domain Land Allocation (CADLA) that will be issued to them. Similarly to CALOM, this document will legitimize the allocation of land among family inheritances within the ancestral domain.

Davao del Norte IPMR Macla, agreed with the importance such documents as they will prevent conflict between the IPs and the migrants.

“Aron malikayan ang mga pag bikil sa mga IPs ug non-IPs dapat lang gyud nga naa tong insakto nga dokyumento which is katong CALOM ug CADLA nga ma issue sa matag-usa (In order to prevent conflict between the IPs and non-IPs, it was necessary to have the exact documents, which are the CALOM and CADLA),” Macla said.

However, with the issuance of these documents to the respective groups legitimizing their sense of ownership, comes with the responsibility for them to develop their lands.

Related to this, Lumbin explained the benefits of declaring the Integrated Ancestral Domain Areas (IADAs) covering a maximum of 10 hectares and the Ancestral Domain Development Areas (ADDAs) for large parcels of ancestral lands.

However, he said developing IADAs and ADDAs can best be done through convergence approach to assist IP communities achieve productivity of their lands as well as partnership with private sectors.

Furthermore, Lumbin added that a “massive IEC (Information Communication Education)” campaign needs to be done in coordination with the Local Government Units (LGUs) to enable IP leaders to exercise governance with confidence and to productively develop their lands as a result of issued pertinent documents.

LA TRINIDAD, Benguet, July 12(PIA) - - The Provincial Poverty Reduction Livelihood and Employment Cluster under Ending the Local Communist Armed Conflict program of the government launched the “Project SILAW,” a community-based training to develop skills for the installation of solar panels in unenergized households of some towns of the province.

“SILAW” meaning light in Ilocano stands for Solar Installation among Locals to Advance their Welfare. The project also aims to encourage the community to utilize solar panels as source of electricity considering the rising cost of electricity.

Fifteen families in each of the four towns of the province namely Tublay, Kabayan, Kibungan, and Kapangan will be the beneficiaries of the project spearheaded by the Technical Education and Skills Development Authority (TESDA).

Identified recipients are from barangays Ambongdolan in Tublay, Lusod in Kabayan, Badeo in Kibungan, and Pudong, Gadang and Sagubo in Kapangan. They will be trained in solar power installation in their respective residences, according to TESDA Provincial Director Vilma Cabrera. This will also serve as source of livelihood in the community.

Governor Melchor Diclas, who chairs the provincial PRLEC, said the project is timely for areas not yet energized. This project would let the people feel the presence of the government. This is a manifestation that they are being cared for especially those in the far-flug areas, he added.

Tublay Mayor Armando Lauro acknowledged the convergence efforts of the various agencies. He said this would address the longtime clamor of sitio Anjafat in Ambongdolan for its energization and would help in developing the community which is within tourist destinations.

TESDA-CAR Director Manuel Wong urged the PRLEC member-agencies to pool resources for the SILAW project for it to be sustained and expanded. TACLOBAN CITY, July 12 (PIA) -- “We are going to continue with the RCSP together with the MTF-ELCAC members and the People’s Caravan to address the issues and concerns in the barangays,” said Basey Mayor Luz Ponferrada, the chairperson of the Municipal Task Force-ELCAC.

Currently ongoing in seven barangays and three sitios of Basey, Samar is the conduct of Retooled Community Support Program, a convergence mechanism for Local Government Units particularly in the barangay, for the identification of issues and needed government interventions.

On July 7, 2020, Mayor Ponferrada presided over a meeting of the MTF-ELCAC core group to give and to get updates on the ongoing RCSP in the municipality.

The Core Team is composed of Mr. Zino Llarenas, MLGOO; PMaj Michael Oraller, Chief of Police of Basey; and Lt. Col. Edgar Allan Orbito, 63rd IB commanding officer, represented by Capt. Narciso Braga, Battalion operations officer.

During the meeting, the 63rd IB and the Philippine National Police reiterated their commitment to end the local communist armed conflict in the municipality relentlessly and purposively.

The RCSP is anchored on the government framework that intends to develop people’s capability to organize themselves and own development by bringing about value-chain interventions to uplift their current condition.

The targeting of barangays for RCSP is based on the identification and prioritization of targets set by the National Task Force’s Focused Geographical Areas (FGDs).

Some 19 barangays in the municipality of Basey are included in the proposed 437 focused areas in Eastern Visayas. (PIA-8)

TACLOBAN CITY, July 12 (PIA) -- The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) - Region VIII convened here on July 7 to tackle revitalized efforts to address the root causes of insurgencies and other armed conflicts and threats in Eastern Visayas.

The renewed vigor came as the newly elected Technical Working Group Chairperson, Major General Pio Q. Diñoso III, who was elected on July 2, presided over the joint meeting of the RTF8-ELCAC TWG and Cluster Leads.

MGen Diñoso reiterated that the government is serious in solving the communist insurgency problem, the biggest peace and development spoiler in the region and in the country. He then urged the members to demonstrate good governance, always remember the whole-of-nation approach to bring more hope to and regain the trust of the people.

Diñoso said the RTF8-ELCAC is on the right track. There are major strategies that have been set in place for the fulfillment of the Task Force’s objectives.

For starters, the new TWG Chair thanked the clusters for making and submitting their first semester accomplishment reports based on the format given by the NTF for consolidation and preview.

He also reminded the members of the required daily and monthly reports.

Diñoso also pushed for the full operationalization of the RTF8-ELCAC operations Center with the TWG Core Group completing the details. This will facilitate action faster coordination and resolutions of issues and concerns pertaining to the Task Force.

It was learned that all the municipalities in the region except for San Sebastian, Samar (because of problem as to who the Mayor is) have to be organized.

The meeting tackled the accomplishments from January to June of 2020 of the 12 Lines of Efforts Task Groups or 12 clusters, their respective innovations, issues and concerns and their Action Plan for the second semester of 2020 based on the timeline presented by the PLEDS cluster. (PIA-8)

TACLOBAN CITY, July 12 (PIA) -- The Municipal Task Force - ELCAC of Sta. Rita, Samar is set to send off teams to five barangays for the conduct of Retooled Community Support Program, a convergence mechanism for Local Government Units particularly in the barangay, for the identification of issues and needed government interventions.

The Send-off Ceremony for the PNP RCSP Teams will be held on July 13, 2020, at 8 o'clock in the morning at the Municipal Hall for those who will be deployed in the five barangays.

Mayor Joven P. Tiu presided over the MTF-ELCAC meeting on July 6, 2020, 1 o'clock in the afternoon at Municipal Mayor's Office to plan for the training of its members on the RCSP. They also disscussed the RCSP process, procedures and organizational strucure.

Mayor Tiu said, "We are going to support the RCSP and together in this journey we will continue to provide the basic services to the people through our "Barangayan" in order to make them feel government care and efforts.”

The RCSP is anchored on the government framework that intends to develop people’s capability to organize themselves and own development by bringing about value-chain interventions to uplift their current condition.

The targeting of barangays for RCSP is based on the identification and prioritization of targets set by the National Task Force’s Focused Geographical Areas (FGDs).

Some eight (8) threatened barangays in the municipality of Basey are included in the proposed 437 focused areas in Eastern Visayas. (PIA-8)

The Philippine Navy is pushing ahead to acquire eight Shaldag-class patrol boats to replace its medium-sized patrol craft which have been in use since the mid-1990s.

The boats, built by Israel Shipyards, are designed to offer immediate responses and high-speed interception, and have been deployed by coast guards of countries around the world.

They can support a range of missions including maritime patrol, prevention and interception of terror or drug activities, and search and rescue operations.

Designed to carry between 10-14 crew on board, it can carry optional payloads and be armed with a 23mm-25mm Typhoon automatic gun, two Mini-Typhoon heavy machine guns and eight short-range anti-ship missiles.

According to Philippine News Agency, four of the eight ships will be armed with non-light-of-sight (NLOS) missiles that have a range of 25 km. while the other four will have machine guns and light automatic cannons.

The report quoted former Philippine Navy flag-officer-in-command Vice-Adm. Robert Empedrad as saying that the Shaldag-class patrol boats will be used for maritime interdiction operations.

Former Navy spokesman Capt. Jonathan Zata was also quoted by the report as saying that the ships will have the capability to defend the key sea lines of communication (SLOCs), such as Mindoro, Balabac, Sibutu and Basilan Straits, against “conventional threats.”

Four of the Shaldag-class patrol boats will be built in Israel while the other four will be built at the Philippine Navy Cavite Naval Yard.

The project has been approved by Filipino President Rodrigo Duterte as part of the second phase (Horizon 2) of the Revised Armed Forces of the Philippines Modernization Program, and has a budget of PHP 10 billion ($203 million).

There have been concerns about human rights abuses by Duterte’s government over the years, but Israel and the Philippines maintain close security ties, with Jerusalem having sold a large amount of weaponry to the Philippine army over the years.

Duterte has said in the past that he sees Israel as an alternative supplier of weapons. During a 2018 visit, he told President Reuven Rivlin that he intends to buy military equipment exclusively from Israel because of the country’s lack of restrictions, unlike the United States and other countries which have refused to sell him arms over human rights violations.

Last July, a 10-man strong IDF delegation led by Brig.-Gen. Dan Goldfus, then commander of the IDF’s Nahal Brigade, spent two weeks training 175 officers from the Philippine military’s elite units in counter-terrorism methods.

The troops trained by the IDF included the Special Forces, First Scout Rangers and Light Reaction regiments as well as troops from the 2nd, 5th, 7th and 9th Infantry divisions.

Philippine Army chief Lt.-Gen. Macairog Alberto was quoted by local media as saying at the time that the Counter-Terrorism Trainers' Training was part of the program to hone and improve the anti-terror skills of its troops.
