BBC pic for illustration onlyKOTA KINABALU: A boy, who the Philippine military confirmed to Daily Express was one of five Indonesian fishermen kidnapped from their boat in Lahad Datu waters in January, was recaptured by his Abu Sayyaf captors after he escaped in Sulu, southern Philippines, an Indonsian source said.
Ulta Levenia Nababan, a terrorism researcher at Jakarta-based think tank Galatea, named the boy as Khairul aged around 14.
“Khairul, one of five Indonesians kidnapped from Malaysian waters, was recaptured by the Abu Sayyaf, who were holding him and the other hostages,” Ulta told Daily Express, citing ground sources.
“A boat crew, Edi Lawalopo, 53, was reported by officials to be among those five kidnapped. This is not the case. It is actually Khairul.”

CAMP COL. RAFAEL C. RODRIGUEZ, Butuan City – The Caraga Police Regional Office 13 (PRO 13) on Wednesday reported the neutralization of 869 leaders and members of the New People’s Army (NPA) and groups linked to the Communist terror group in Northeastern Mindanao.
Of those neutralized, 67 were arrested, 12 were killed in police operations, five were captured, and 786 surrendered. Those who gave themselves up were active members, Militia ng Bayan (MB) and Underground Mass Organization (UGMO) members.
PRO-13 Regional Director Brig. Gen. Joselito T. Esquivel, Jr. told The Manila Bulletin on Wednesday that since his assumption of office in September 2019 until June 20 this year, an overwhelming number of leaders and members of Communist terror groups have been successfully neutralized by Philippine National Police (PNP) Caraga in line with PNP’s fight against insurgency in the region.
He said the massive surrender of these leaders and their members were attributed to the combined focused military operations, intelligence efforts, civil-military operation, reintegration efforts and peace and development programs of the Armed Forces of the Philippines (AFP), PNP and local government units (LGUs).
“We are expecting more surrenderers in the coming days as former rebels and supporters expressed discontent of the dwindling leadership of the Godless communist movement,” the region’s top cop said.
Statements coming from the former rebels revealed that they were deceived with the false promises of their leaders and the pattern of deception being done by the NPA terrorists, he said.
The surrenderers were NPA regulars, and from Sandatahang Yunit Pampropaganda Sangay ng Partido sa Lokalidad, Yunit Milisyang Bayan, Grupong Tig-Ugnayan sa Baryo, Grupong Tig-organisa ng Bayan and Komiteng Tig-organisa.
“Government’s Executive Order No. 70 or the whole-of-nation approach in ending local communist armed conflict in the country has been significantly contributory to the surrender of terrorist group members and supporters,” Esquivel said.
“Sooner we will attain inclusive peace and development for the country and our people,” he said.
Currently, PRO 13 and its field units are conducting routine interviews to the surrenderers for processing of their eligibility in order to avail of the government’s assistance for former rebel returnees under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

Three elusive New People’s Army recruitment officers surrendered Tuesday through the efforts of local officials and the Army’s 603rd Infantry Brigade.
John Eras, Marin Kuner and Leary Bernabe separately renounced their NPA membership and pledged to reform for good during a simple surrender rite at the Army’s Camp Siongco in Datu Odin Sinsuat town in Maguindanao.
The event was jointly presided over by the commander of the 6th Infantry Division, Major Gen. Diosdado and Brig. Gen. Wilbur Mamawag of the 603rd Brigade.
Senior members of the municipal peace and order councils in South Upi, Maguindanao and in the neighboring seaside Kalamansig and Lebak towns in Sultan Kudarat said Eras, Kuner and Bernabe have eluded more than a dozen attempts by the military to corner them in the hinterland border of the two provinces via operations assisted by vigilant barangay officials.
“We are tired. We want a change from this kind of life. The NPA has been here for about five decades now and virtually achieved nothing but deaths of members duped into so many promises that never came true,” Eras said in Filipino, in between sobs.
He and his two companions turned in two assault rifles and a .45 caliber pistol to Carreon and Mamawag in the presence of reporters.
They separately told reporters Tuesday that they agreed to surrender after having been convinced by officials of the 6th Infantry Battalion, a unit of the 603rd Brigade, and local leaders in South Upi on the government’s sincerity in helping reintroduce NPAs into mainstream society via psycho-social and economic support.
The 6th ID, which has jurisdiction over military units in Maguindanao, Sultan Kudarat, North Cotabato, South Cotabato and Sarangani provinces, have secured the surrender of more than a hundred NPAs in the past 18 months via backchannel dialogues.

A policeman was killed while three others were wounded in an encounter with suspected New People’s Army rebels in Jovellar town, Albay on Wednesday.
Captain Millard Bongalon, chief of the Jovellar police, said members of the 1st Albay Provincial Mobile Force Company have just finished their internal security operations and were on their way to their base camp when fired upon by around 15 suspected rebels in the remote barangay of San Isidro at 5:20 a.m.
Killed in the attack was Patrolman Emerson Belmonte. Wounded were Corporal Marlon Bertral, Patrolmen Roy Resureccion, and John Mark Paz.

I am currently writing a paper on fascism in relation to the Duterte regime. I want to explore the arguments that would support the oftenly used label of fascism to apply on said regime. I have several questions in line with this research, especially those that concern the Philippine left.
1. Not so many intellectuals in the Philippines develop a strong theoretical argument on Duterte’s fascistic tendencies. Many assume rather than argue that Duterte is a fascist. What conditions should be met for one to be considered a fascist?
JMS: Any individual, group or movement can be fascist or have fascist tendencies in mentality, advocacy and behavior and is usually motivated by rabid anti-communism, a key factor that is ingratiating to the big bourgeoisie, especially the imperialists. But for an entire government or regime like that of Duterte to be described as categorically fascist and not merely having fascistic tendencies entails certain considerations and requirements.
To be fascist, the government or regime must be rabidly anti-communist and rule by open terror in the service of the big bourgeoisie (be it the comprador big bourgeoisie in the Philippines or the industrial monopoly class as in Hitlerite Germany) even as it uses demagogically nationalist, racist or even pseudo-socialist slogans to deceive the people. Most importantly, it has promulgated fascist laws to carry out the violent suppression of any opposition and prevent it from any recourse to the democratic rights guaranteed by a liberal democratic or socialist constitution.
The Duterte regime commits acts of state terrorism on behalf of the worst part of the Philippine big bourgeoisie but it has not yet reached the point of getting rid of the Bill of Rights and other relatively democratic provisions of the 1987 Constitution. However, Duterte is now on the verge of making his regime categorically fascist by enacting the so-called Anti-Terrorism Bill which practically gets rid of the Bill of Rights and is worse than the Marcos martial law proclamation in1972. He can also make charter change to formalize and entrench fascist dictatorship as Marcos did in fixing the 1973 Constitution and faking the referendum to ratify it.
2. In several interventions, Walden Bello argued why Duterte is a fascist. His claim is that Duterte is a fascist original. By this I understand that right from the start Duterte is a fascist and that the (extreme) Left, being an initial ally of Duterte helped in Duterte’s ascension into the heights of fascist power. Classical fascism, however, is essentially an anti-communist movement (as pointed out by Enzo Traverso), a reaction or mobilization of the middle class and nationalist bourgeoisie against the internationalist working class. In this case, Duterte’s early presidency would not count yet as being fascistic. Could you give a comment on this claim of Bello and the role of the Philippine Left, in general, concerning Duterte’s fascism?
JMS: You are correct in saying that Duterte could not have been described as fascist or fascistic within the first six months of his presidency, especially if you evaluate him or his regime according to Enzo Traverso’s definition of classical fascism as being essentially an anti-communist movement that is a reaction or mobilization of the middle class and nationalist bourgeoisie against the internationalist working class. Duterte had to unfold himself first as a fascist or fascistoid in contradiction with his avowals of being “Left” and “socialist”.
You are correct in saying that Walden Bello is wrong for claiming that he knew Duterte as a fascist even before any manifestation of his being a fascist by word or deed. Before becoming president, Duterte never manifested himself as an adherent of fascism and was never the leader or member of a self-proclaimed fascist group or movement. As mayor of Davao City, he never declared himself a fascist. He had become vice mayor at first by being appointed by Cory Aquino. At the same time, he maintained close relations with the Marcos crony Floirendo of Tadeco and used him to become mayor.
In the course of his mayorship, Duterte used Dirty Harry tactics to impress the electorate that he was a law-and-order leader and also used violence to kill or silence his political opponents in the course of conflicts among the various political agents of the comprador big bourgeoisie and the landlord class. Among the competing reactionary leaders, he sought to ingratiate himself with the revolutionary movement. In response, the revolutionary movement considered him at the most as an unreliable and unstable ally against those reactionary leaders deemed worse than him on a certain scale of of political and tactical reckoning.
Even though Duterte claimed to be a close friend of the late Comrade Parago and helped in public events to honor him after his martyrdom, there have been questions within the revolutionary movement about Duterte’s close relations with top intelligence officers in the AFP and whether the report from inside the ISAFP that it was he who gave the A-1 information about the whereabouts of Comrade Parago to General Ano. The rapid promotions given by Duterte to Ano when he became president have aroused further the suspicion and investigation of his betrayal of Comrade Parago.
3. Since the Philippine Left initially started as an ally of the Duterte regime, I believe it initially did not recognize the latter to be fascistic. At what particular point did the Philippine Left begin recognizing and labelling Duterte as a fascist? What were the triggers behind the redefinition of a former ally?
JMS: There was never any alliance between the Duterte regime and the revolutionary movement. In fact, the people’s war along the line of the new democratic revolution has proceeded, despite limited ceasefires to promote the peace negotiations. Warring parties can never be construed as allies until they can conclude at least a long-term truce for the purpose of alliance and other purposes beneficial to the people. The rabid anti-communist Walden Bello makes conclusions that are not based on the facts.
At the beginning of his presidency in 2016, Duterte presented himself as the first “Left” or “socialist” president of the Philippines, wishing to have peace negotiations and a just peace with the NDFP and the Filipino people and promising to amnesty and release all political prisoners. But within a few weeks after assuming his presidential office, he was in effect declaring himself a rabid anti-communist, he was reneging on his promise to amnesty and release the political prisoners and was carrying out the massacre of the poor as suspected drug users and peddlers.
Ka Oris as spokesperson of the CPP promptly criticized and condemned the aforesaid massacre of the poor within June 2016 and I also called Duterte a “butangero” on June 29, 2016 to his face when he was talking tough and reneging on his promise to amnesty and release the political prisoners. He wanted to trick the CPP into recommending certain personalities for four cabinet posts but he appointed them anyway on the basis of their individual merits.
He revealed himself categorically as an incorrigible enemy of the revolutionary movement when he included the CPP and NPA as targets of his martial law proclamation for Mindanao in May 2017. So, since early on, the revolutionary movement has considered Duterte as a rabid enemy and a rabid puppet of US imperialism by surrounding himself with generals who are notorious assets of the CIA and DIA of the US, carrying out immediately an all-out war policy under the cover of continuing Aquino’s Oplan Bayanihan until he launched his own Oplan Kapayapaan in early 2017.
Eventually, the NDFP came to know that when he met Trump in November 2017 Duterte promised to wipe out the revolutionary movement and give US corporations the right to own to the extent of 100 percent any enterprise owning land, exploiting natural resources and operating public utilities and other businesses. He was proving to Trump that he was a loyal puppet to the US despite his posturing as a close friend of China.
4. Enzo Traverso claims that some of the current populist and rightist movements the world over are irreducible to the classic definition of fascism. These have developed features that do not anymore fit into the classic definition of fascism. He rather called these movements as postfascism. In Brazil also, Jeffery Webber acknowledges the current Jair Bolsonaro regime as a neofascism. Do the current political and economic manifestations of the Duterte regime still fit into the classic definition of fascism? Or is his regime more of what is called as postfascism or neofascism?
JMS: Since the collapse of the Soviet Union and end of the Cold War in 1991, US imperialism has increasingly used the term “terrorism” as the bete noire (black beast) for targetting by the most extreme forms of reaction, including fascist movements, official repressive measures, state terrorism, full blown fascist regimes and wars of aggression. The term “terrorism” is so broad as to encompass not only Islamic jihadists that the US intelligence agencies create but also the communists and other anti-imperialist and democratic forces that are supposed to be the target of “classical fascism”.
The imperialists, the ultra-reactionaries and the fascist movements still vilify their enemy as “communist”, “terrorist” or “communist terrorist” wherever the communist parties and working class movements are relatively strong in the legal struggle and/or the armed struggle and are regarded by the big bourgeoisie as imminent threat to the ruling system. Anti-communism is still a major element in the ideological and political line of fascism, fascist regimes and movements, notwithstanding the imperialist propaganda that communism died in the years of 1989 to 1991.
Duterte points to the CPP as the main enemy of his regime and the main target of his state terrorism. In this regard, he is no different from Mussolini and Hitler and the fascist dictators of China, South Korea, Indonesia and Vietnam after World War II.
In looking at social and political phenomena, I am guided by the laws of contradiction and uneven development. There are generally similar phenomena that at the same time have distinctive dissimilarities or differences. Even at the time of Mussolini the original fascist, Hitler, Franco, Tojo and others, the fascist regimes had generally similar characteristics but also had distinctive dissimilarities.I do not like to play with prefixes like post and neo as some academic pedants do to claim any kind of new and unique discovery.
In my study of fascist movements and fascist regimes that arose before and after World War II, I have observed the following elements in their character and conduct:
1. The fascist groups and movements are ideologically and politically anti-communist and seek and get support from the big bourgeoisie (be it the industrial and financial big bourgeoisie in imperialist countries or the comprador big bourgeoisie in underdeveloped countries).
2. They use xenophobic, chauvinist and racist slogans and target certain racial and ethnolinguistic minorities as the enemy to blame for the suffering and grievances of the people and deflect attention from the exploiting classes.
3. They use the biases of the politically backward section of the masses in order to create the base for their “mass movement”. From this base, they try to influence and win over the middle section of the masses; and try to counter and ferret out communists and other revolutionary forces from the advanced section of the masses.
4. They collaborate with the big bourgeoisie and with the armed apparatuses of the reactionary state in breaking up demonstrations of democratic forces, assaulting workers’ strikes and attacking the persons and properties of people who are communist or progressive in their stand or who belong to any minority deemed as enemy and target of hatred.
5. They ascend to absolute power through elections by taking up the grievances of the people and at the same time enjoying the support of the big bourgeoisie. They can also take power through a military coup against a discredited and weak civilian government. When in power by any degree, they can stage a series of false flag operations to scapegoat the communists and to justify the adoption and implementation of fascist laws.
6. They use the open rule of terror (fascist laws and actions) to suppress any criticism of or opposition to the fascist regime through the adoption and enforcement of laws that comprehensively and profoundly dissolve and violate the basic democratic rights and fundamental freedoms of the people which have been defined and guaranteed by the liberal democratic or socialist constitution.
All the above elements in varying forms and degrees of gravity have characterized the fascist movement and regimes that are employed and supported by the big bourgeoisie upon the failure of conservative and reformist parties, institutions and movement to contain and appease the exploited classes and counter the rise of the revolutionary party of the proletariat and the mass movement that it leads.

In the course of his mayorship, Duterte used Dirty Harry tactics to impress the electorate that he was a law-and-order leader and also used violence to kill or silence his political opponents in the course of conflicts among the various political agents of the comprador big bourgeoisie and the landlord class. Among the competing reactionary leaders, he sought to ingratiate himself with the revolutionary movement. In response, the revolutionary movement considered him at the most as an unreliable and unstable ally against those reactionary leaders deemed worse than him on a certain scale of of political and tactical reckoning.
Even though Duterte claimed to be a close friend of the late Comrade Parago and helped in public events to honor him after his martyrdom, there have been questions within the revolutionary movement about Duterte’s close relations with top intelligence officers in the AFP and whether the report from inside the ISAFP that it was he who gave the A-1 information about the whereabouts of Comrade Parago to General Ano. The rapid promotions given by Duterte to Ano when he became president have aroused further the suspicion and investigation of his betrayal of Comrade Parago.
3. Since the Philippine Left initially started as an ally of the Duterte regime, I believe it initially did not recognize the latter to be fascistic. At what particular point did the Philippine Left begin recognizing and labelling Duterte as a fascist? What were the triggers behind the redefinition of a former ally?
JMS: There was never any alliance between the Duterte regime and the revolutionary movement. In fact, the people’s war along the line of the new democratic revolution has proceeded, despite limited ceasefires to promote the peace negotiations. Warring parties can never be construed as allies until they can conclude at least a long-term truce for the purpose of alliance and other purposes beneficial to the people. The rabid anti-communist Walden Bello makes conclusions that are not based on the facts.
At the beginning of his presidency in 2016, Duterte presented himself as the first “Left” or “socialist” president of the Philippines, wishing to have peace negotiations and a just peace with the NDFP and the Filipino people and promising to amnesty and release all political prisoners. But within a few weeks after assuming his presidential office, he was in effect declaring himself a rabid anti-communist, he was reneging on his promise to amnesty and release the political prisoners and was carrying out the massacre of the poor as suspected drug users and peddlers.
Ka Oris as spokesperson of the CPP promptly criticized and condemned the aforesaid massacre of the poor within June 2016 and I also called Duterte a “butangero” on June 29, 2016 to his face when he was talking tough and reneging on his promise to amnesty and release the political prisoners. He wanted to trick the CPP into recommending certain personalities for four cabinet posts but he appointed them anyway on the basis of their individual merits.
He revealed himself categorically as an incorrigible enemy of the revolutionary movement when he included the CPP and NPA as targets of his martial law proclamation for Mindanao in May 2017. So, since early on, the revolutionary movement has considered Duterte as a rabid enemy and a rabid puppet of US imperialism by surrounding himself with generals who are notorious assets of the CIA and DIA of the US, carrying out immediately an all-out war policy under the cover of continuing Aquino’s Oplan Bayanihan until he launched his own Oplan Kapayapaan in early 2017.
Eventually, the NDFP came to know that when he met Trump in November 2017 Duterte promised to wipe out the revolutionary movement and give US corporations the right to own to the extent of 100 percent any enterprise owning land, exploiting natural resources and operating public utilities and other businesses. He was proving to Trump that he was a loyal puppet to the US despite his posturing as a close friend of China.
4. Enzo Traverso claims that some of the current populist and rightist movements the world over are irreducible to the classic definition of fascism. These have developed features that do not anymore fit into the classic definition of fascism. He rather called these movements as postfascism. In Brazil also, Jeffery Webber acknowledges the current Jair Bolsonaro regime as a neofascism. Do the current political and economic manifestations of the Duterte regime still fit into the classic definition of fascism? Or is his regime more of what is called as postfascism or neofascism?
JMS: Since the collapse of the Soviet Union and end of the Cold War in 1991, US imperialism has increasingly used the term “terrorism” as the bete noire (black beast) for targetting by the most extreme forms of reaction, including fascist movements, official repressive measures, state terrorism, full blown fascist regimes and wars of aggression. The term “terrorism” is so broad as to encompass not only Islamic jihadists that the US intelligence agencies create but also the communists and other anti-imperialist and democratic forces that are supposed to be the target of “classical fascism”.
The imperialists, the ultra-reactionaries and the fascist movements still vilify their enemy as “communist”, “terrorist” or “communist terrorist” wherever the communist parties and working class movements are relatively strong in the legal struggle and/or the armed struggle and are regarded by the big bourgeoisie as imminent threat to the ruling system. Anti-communism is still a major element in the ideological and political line of fascism, fascist regimes and movements, notwithstanding the imperialist propaganda that communism died in the years of 1989 to 1991.
Duterte points to the CPP as the main enemy of his regime and the main target of his state terrorism. In this regard, he is no different from Mussolini and Hitler and the fascist dictators of China, South Korea, Indonesia and Vietnam after World War II.
In looking at social and political phenomena, I am guided by the laws of contradiction and uneven development. There are generally similar phenomena that at the same time have distinctive dissimilarities or differences. Even at the time of Mussolini the original fascist, Hitler, Franco, Tojo and others, the fascist regimes had generally similar characteristics but also had distinctive dissimilarities.I do not like to play with prefixes like post and neo as some academic pedants do to claim any kind of new and unique discovery.
In my study of fascist movements and fascist regimes that arose before and after World War II, I have observed the following elements in their character and conduct:
1. The fascist groups and movements are ideologically and politically anti-communist and seek and get support from the big bourgeoisie (be it the industrial and financial big bourgeoisie in imperialist countries or the comprador big bourgeoisie in underdeveloped countries).
2. They use xenophobic, chauvinist and racist slogans and target certain racial and ethnolinguistic minorities as the enemy to blame for the suffering and grievances of the people and deflect attention from the exploiting classes.
3. They use the biases of the politically backward section of the masses in order to create the base for their “mass movement”. From this base, they try to influence and win over the middle section of the masses; and try to counter and ferret out communists and other revolutionary forces from the advanced section of the masses.
4. They collaborate with the big bourgeoisie and with the armed apparatuses of the reactionary state in breaking up demonstrations of democratic forces, assaulting workers’ strikes and attacking the persons and properties of people who are communist or progressive in their stand or who belong to any minority deemed as enemy and target of hatred.
5. They ascend to absolute power through elections by taking up the grievances of the people and at the same time enjoying the support of the big bourgeoisie. They can also take power through a military coup against a discredited and weak civilian government. When in power by any degree, they can stage a series of false flag operations to scapegoat the communists and to justify the adoption and implementation of fascist laws.
6. They use the open rule of terror (fascist laws and actions) to suppress any criticism of or opposition to the fascist regime through the adoption and enforcement of laws that comprehensively and profoundly dissolve and violate the basic democratic rights and fundamental freedoms of the people which have been defined and guaranteed by the liberal democratic or socialist constitution.
All the above elements in varying forms and degrees of gravity have characterized the fascist movement and regimes that are employed and supported by the big bourgeoisie upon the failure of conservative and reformist parties, institutions and movement to contain and appease the exploited classes and counter the rise of the revolutionary party of the proletariat and the mass movement that it leads.

The Bicolano masses detest the return of the notorious 49th IBPA in the region. In almost a decade of disposition in the Bicol region, they have left the reputation of being rapists, murderers, and, most of all, terrorists. Their return is a telltale sign of the 9th ID’s intensified implementation of SEMPO-like attacks in the region.
The 49th IBPA has previously brandished terror in Albay, Sorsogon, Camarines Sur and Camarines Norte. Their role was critical in the implementation of Oplan Bantay Laya in Albay in 2009. In 2010, Pfc. Hamandre Flores, an element of 49th IBPA, raped a 15-year-old girl several times in Juban, Sorsogon. Flores is also an anchorman of the Good Samaritan, a program of the 9th ID in Radyo Padaba. That same year, elements of the 49th IBPA and CAFGU also raped a 17-year-old girl in Sitio Tublijon, Brgy. Rizal, Sorsogon. They also beheaded two coconut farmers in Bulan, Sorsogon.
When they were transferred to Camarines Sur, one of the many heinous crimes they committed was the massacre of the Mancera family at Sitio Mapatong, Purok 6, Brgy. Malaya, Labo, Camarines Norte. Bullets razed the family’s house, where a team of the NPA was temporarily resting. Two out of the three killed were children. A few months after, the 49th IBPA also murdered Brgy. Capt. Merlyn Bermas and a 4-year-old child. Bermas previously asserted that the slaughtered individuals were farmers, that elements of the 49th IBPA committed the crime and that no encounter ever ensued between the armed elements.
Hundreds of residents in Ragay and Del Gallego were also terrorized, taken pictures of and interrogated by the 49th IBPA before it was formally transferred to Mindanao in 2016. Up to this day, the scarred residents still dread the mercenary army’s cruelty.
NDF-Bikol strongly calls on the Bikolano masses to face the return of the 49th ID and the intensifying fascists attacks in the region with great resistance and sustained mass actions. Release lists of their crimes against the people. Encourage the victims and witnesses to speak out about their experiences. Flood all medium with calls for justice for all victims of the 49th IBPA’s and other units of the 9th ID’s abuses.
Enhance the coordination of propaganda machineries in the city and the countryside in order to expose the abuses in the provincial level to the regional, national and international audience. Some of the mechanisms are the creation of a centralized hotline for reports of abuse and the release of coordinated alerts of violations of human rights. The masses should also be capacitated to make their own reportage, alerts or videos so they can expose the military’s abuses swiftly.
The underground revolutionary movement must amplify its efforts to give political education and to organize the masses in order to heighten the people’s decisiveness to fight against state fascism. Revolutionary mass organizations must also assist the barrio people in developing defense plans for their community in preparation for an intensified militarization in the countryside.

Pinaulanan nila ng bala ang bahay ng pamilya, kung saan pansamantalang nagpapahinga ang isang tim ng BHB. Dalawa sa tatlong napaslang sa insidente ay mga bata. Makalipas ang ilang buwan, pinaslang din ng 49th IB si Brgy. Capt. Merlyn Bermas at isa pang apat na taong gulang na bata. Pinanindigan ni Bermas na pawang mga magsasaka ang mga minasaker, mga elemento ng 49th IB ang may kagagawan nito at walang engkwentrong naganap sa pagitan ng mga armadong pwersa.
Ilang daang residente ng Ragay at Del Gallego ang tinakot, sapilitang kinuhaan ng litrato at ininteroga ng 49th IB bago ito pormal na mailipat sa Mindanao noong 2016. Nananatili ang pangamba ng mga residente sa kalupitan ng mersenaryong hukbo hanggang sa kasalukuyan.

The return of the fascist 49th IBPA in the region will be met with fervent resistance by the Bicolano masses. They have not forgotten of the blood owed by the murderous battalion. The mercenary army will pay for trampling and depraving the rights of the people. Similar to its failure to frustrate the people’s struggle when it was first assigned to the region, the united people and their Red army will once again thwart all of the enemy’s attempted attacks against the masses.
The 49th IBPA, placed under the 903rd Bde. and 901st Bde, is known for its bloody record in Albay, Sorsogon, Camarines Sur and Camarines Norte. In 2016, it was temporarily transferred to the 1st IBPA’s area in Mindanao as an additional force against the revolutionary movement. There, it continued destroying and ravaging thousands of communities under the US-Duterte regime’s Oplan Kapanatagan.
This June 11, the same battalion has been returned in Bicol in order to fill the fascist 9th IDPA’s combat force. It is part and parcel of AFP’s obedience to Duterte’s order to use its full force and all recourses and procedures of the state in order to end the revolutionary movement before the end of his term in 2022.
But the 49th IBPA’s return will not strengthen the 9th IDPA. The division cannot expect loyalty from a unit so weary and tormented by the state’s senseless war against the masses. Corruption, both of morality and resources within the military force continues along with the further isolation of officials from their foot soldiers. How can BGen. Henry A. Robinson, newly-installed commander of the 9th IDPA, expect allegiance from a thousand soldiers who are also assailed by the economic and political crises brought about by the state’s servility to imperialism, bureaucrat capitalism and feudalism?
The Bicolano masses will certainly frustrate 9th IDPA’s upcoming intensified fascist attacks. The revolutionary movement and the struggling masses are ready and determined to face all forms of state fascism. The advantage is in the hands of the revolutionary movement because the conditions only get favorable for the furtherance and strengthening of the people’s democratic revolution. The Red army must actively defend the lives and safety of its mass base and immediately complete the requisites to implement plans for strengthening the mass base, advancing the agrarian revolution and heightening the armed revolution.
The NPA must outdo the enemy in the development of its capacity through trainings and the consolidation of its forces, bold and active recruitment and launching of coordinated tactical offensives against the forces of the AFP-PNP-CAFGU in the region. Immediately study the disposition of the 49th IB and other changes in the disposition of the forces of the 9th ID. Strengthen the connection and coordination of unit commands in order to be able to launch annihilative and coordinated tactical offensives that could stretch the military’s forces. Uphold the NPA’s iron discipline and put guerilla tactics into practice to frustrate even the enemy’s surprise attacks.

The return of the fascist 49th IBPA in the region will be met with fervent resistance by the Bicolano masses. They have not forgotten of the blood owed by the murderous battalion. The mercenary army will pay for trampling and depraving the rights of the people. Similar to its failure to frustrate the people’s struggle when it was first assigned to the region, the united people and their Red army will once again thwart all of the enemy’s attempted attacks against the masses.
The 49th IBPA, placed under the 903rd Bde. and 901st Bde, is known for its bloody record in Albay, Sorsogon, Camarines Sur and Camarines Norte. In 2016, it was temporarily transferred to the 1st IBPA’s area in Mindanao as an additional force against the revolutionary movement. There, it continued destroying and ravaging thousands of communities under the US-Duterte regime’s Oplan Kapanatagan.
This June 11, the same battalion has been returned in Bicol in order to fill the fascist 9th IDPA’s combat force. It is part and parcel of AFP’s obedience to Duterte’s order to use its full force and all recourses and procedures of the state in order to end the revolutionary movement before the end of his term in 2022.
But the 49th IBPA’s return will not strengthen the 9th IDPA. The division cannot expect loyalty from a unit so weary and tormented by the state’s senseless war against the masses. Corruption, both of morality and resources within the military force continues along with the further isolation of officials from their foot soldiers. How can BGen. Henry A. Robinson, newly-installed commander of the 9th IDPA, expect allegiance from a thousand soldiers who are also assailed by the economic and political crises brought about by the state’s servility to imperialism, bureaucrat capitalism and feudalism?
The Bicolano masses will certainly frustrate 9th IDPA’s upcoming intensified fascist attacks. The revolutionary movement and the struggling masses are ready and determined to face all forms of state fascism. The advantage is in the hands of the revolutionary movement because the conditions only get favorable for the furtherance and strengthening of the people’s democratic revolution. Tiyak na nag-aalab na paglaban ng mamamayang Bikolano ang sasalubong sa muling pagbabalik ng pasistang 49th IBPA sa rehiyon. Hindi nakalilimot ang masang Bikolano sa inutang na dugo ng berdugong batalyon. Mapagpasyang sisingilin at papanagutin ng mamamayang Bikolano ang mersenaryong batalyon sa pagyurak at pagsalaula nito sa karapatan ng mamamayan sa loob at labas ng rehiyon.
Ang 49th IBPA na naipakat sa ilalim ng 903rd Bde. at 901st Bde. ay kilala sa madugong rekord nito sa Albay, Sorsogon, Camarines Sur at Camarines Norte. Robinson, bagong kumander ng 9th IDPA, na magiging tapat sa kanyang baton ang libong kawal na biktima rin ng krisis sa ekonomya’t pulitikang dulot ng pagpapakatuta ng estado sa imperyalismo, burukrata kapitalismo at pyudalismo?
Tiyak bibiguin ng masang Bikolano ang hinandang papatinding pasistang atake ng 9th IDPA. Handa at matatag na haharapin ng rebolusyonaryong kilusan at mamamayang lumalaban ang pasismo ng estado. Nasa kamay ng rebolusyonaryong kilusan ang bentahe dahil lalo lamang umiinam ang mga kundisyon sa pagsusulong at pagpapalakas ng demokratikong rebolusyong bayan. Ang palagiang krisis at sunud-sunod na atake sa buhay at kabuhayan ng masa ang nagpapahinog ng kanilang kapasyahang tumangan ng armas at ipagtanggol ang kanilang mga demokratikong karapatan. Ang pagsahol ng walang katuturang gera kontramamamayang lumustay na sa ilang libong buhay ang siya ring nagpapabilis ng pagkamulat at pagkamuhi ng mga elemento ng militar sa bulok at mamamatay-taong rehimen.
Sa paglaki ng mersenaryong pwersang tumatarget sa masang Bikolano at naghahasik ng kaguluhan sa rehiyon, hamon sa rebolusyonaryong kilusang pamunuan ang iba’t ibang porma ng paglaban ng mamamayan. Dapat patingkarin ang papel ng armadong pakikibaka at padagundungin sa buong rehiyon ang mga batayang taktikal na opensibang yayanig sa hanay ng kaaway. Dapat aktibong ipagtanggol ng Pulang Hukbo ang buhay at kagalingan ng masa at kagyat na kumpletuhin ang mga rekisitos upang maipatupad ang mga plano sa lahatang pagsulong ng pagpapalakas ng baseng masa, pagpapalawak ng saklaw ng rebolusyong agraryo at pagpapatataas ng antas ng armadong pakikibaka.
Habang nagpapaunlad ang kaaway ng kanyang kapasidad, dapat itong higitan ng BHB sa pamamagitan ng mga pagsasanay at konsolidasyon sa pwersa, higit na mapangahas at aktibong rekrutment at paglulunsad ng mga koordinadong opensiba laban sa pwersa ng AFP-PNP-CAFGU sa rehiyon. Kagyat na aralin ang disposisyon ng 49th IB at iba pang pagbabalasa ng pwersa ng 9th ID. Pahigpitin ang ugnayan at koordinasyon ng mga yunit kumand upang makapaglarga ng mga anihilatibo at koordinadong taktikal na opensibang babanat sa pwersa ng militar. Tanganan ang disiplinang bakal ng BHB at mahusay na pagsasapraktika ng taktikang gerilya upang mabigo kahit ang mga sorpresang atake ng kaaway.
Naninindigan ang RJC BHB-Bikol na sa bawat hakbang pasulong laban sa pasista at teroristang estado ng mamamayang bumabalikwas ay kasama nila ang kanilang tunay na hukbo – ang Bagong Hukbong Bayan.

Mariing kinokondena ng Jose Rapsing Command-BHB Masbate ang nangyaring pagmasaker sa dalawang magsasaka kabilang ang isang menor de edad na batang lalaki sa hangganan ng Brgy. Mahayahay at Guinhan-ayan, Placer, Masbate noong Hunyo 17, 2020, bandang alas 8:30 ng
gabi.
Kinilala ang mga biktima na sina Rogen Orcales Languido, 40 anyos at mag amang Danny Boy Tibay Pepito, Sr. at Jessie Boy Amador Pepito, pawang naninirahan sa Brgy. Mahayahay, Placer, Masbate.
Bago pa ang pangyayari, noong umaga ng Hunyo 17, isang full platoon ng 2nd Provincial Mobile Force Company sa pamumuno ni P/Col. Pascua na nakabase sa Brgy. Sto, Nino, Cataingan, Masbate ang nagsagawa ng combat operation sa mga baryo ng Pitogo at Chemenia, Cataingan at Mahayahay, Placer.
Kinagabihan ng Hunyo 17, isang grupo ng 2nd PMFC na nakasakay sa mga motorsiklo ang pumunta sa bahay ng mga biktima at pinaputukan ito na nagresulta sa pagkamatay ng tatlong biktima. Matapos ang pamamaril ay pinasok ang bahay at kinuha ang isang cellphone na pagmamay-ari ni Danny Boy Pepito, Sr.
Pangalawang beses na itong ginawa ng 2nd PMFC, noong 2019 sa ganito ding paraan na pinagbabaril hanggang sa mamatay ang isang nagngangalang Bobby ng Brgy. Villapogado, Cataingan, Masbate na isa ding inosenting sibilyan.
Patunay lamang ito na kahit kahit hindi pa ganap na naisasabatas ang anti –terror bill ay ginagawa na nang mga pasistang AFP at PNP ang mga karumal-dumal na pagpatay sa mga inosenting sibilyan sa kanayunan at kalunsuran. Sa bawat operasyong kombat ng mga sundalo at pulis ay may mga inosenting sibilyan ang nagiging biktima ng mga pasista at bayarang galamay ng pasista, diktadura at teranikong rehimeng US-Duterte.
Para sa kaalaman ng mamamayan ang sistema ng hustisya sa Pilipinas ay may dalawang mukha. Kapag ang biktima ay mga mahihirap, inhustisya ang nakakamit ng mga ito. Habang ang mga mayayaman naman ay otomatikong nakakamit ang hustisya. Hindi na mabilang ang mga mahihirap na biktima ng inhustisya sa bayang ito na sinasampahan ng mga gawa-gawang kaso ng mga otoridad lalo pat kung ito ay kritiko ng kasalukuyang adminstrasyon. Samantala, ang mga mayayaman, poderosong pamilya, opisyal ng gobyerno‘t miltar at pulis ay napapawalang sala at pinaparangalan pa. Nilikha ang husgado at kulungan para gamiting instrumento sa pang-aapi at pagsasamantala sa mga mahihirap.
Malisyoso ding isinasangkot ng PNP Placer MPS ang BHB sa nangyaring krimen kahit wala pa itong malinaw na imbestigasyon na isinasagawa. Manipestasyon lang ito na may tinatakpan ang PNP Placer MPS kung kaya agarang nilang inuugnay ang BHB sa pamamaril. Gawain na ito ng PNP tuwing nahihirapan sila sa kanilang imbestigasyon, at o kasamahan nila ang may gawa.
Para makamit ang tunay ng hustisya at katarungan ay kailangang isulong ng mamamayan isulong ang digmang bayan upang ibagsak ang estadong monopolisado ng naghaharing-uri at mga kasapakat nito.
Wala nang masusulingan ang mamamayang inaapi at pinagsasamantalahan kundi ang tumangan ng armas para ibagsak ang bulok na estado at magtayo ng tunay na gobyerno ng mamamayan kung saan wala ng mang-aapi at magsasamantala sa kapwa.
Nananawagan ang JRC-BHB Masbate sa pamahalaang lokal ng Placer ganun din sa pamahalaang probinsya na tulungan niyo ang mga naulilang kapamilya para makamit nila ang hustisya at katarungan.
Inaanyayahan ng JRC-BHB Masbate ang mga kapamilya ng mga biktima na sumapi sa Bagong Hukbong Bayan at sama-sama nating kamtin ang hustisya’t katarungan na matagal ng ipinagkakait sa atin ng pamahalaan at sistema ng hustisya sa bayang ito.

On his recent report, Duterte mentioned that the revolutionary movement is “the number one threat” this country faces. Despite the urgency needed amid the Covid-19 pandemic, he has the gall of mentioning such, when in fact, he and his minions are the number one threat to the Filipino people. Duterte has unwittingly admitted that he is afraid of the people, in the opening of the joint statement by NPA and NDF in Negros.
Ka Juanito Magbanua, the New People’s Army – Apolinario Gatmaitan Command spokesperson in a statement Wednesday said: “Duterte and the AFP-PNP have run out of excuses that they recycle the same one. So far, and even more so in the already way overextended lockdown, he has proven that it is him and his mercenary troops who are the terrorists. The state has since stepped up illegal arrests, enforced disappearances and extrajucidicial killings, all the while ignoring hunger, poverty, and unemployment that has ballooned in the crisis. If they keep this up, of course it is expected that the revolutionary movement will gain more ground and the people have no more choice but to resist.”
“In Negros Island, the AFP are also filled with lies. They falsely claim that their own local intelligence asset, Joelito ‘Jimfley’ Hilacio punished by the NPA was an ex-NPA and that there is an ongoing purge in the movement. In fact, it is them who are committing such atrocious crimes all over the country, like what happened recently in the arrest of Davao in Negros, disappearance of Tejamo in Cebu, and the shooting of Calot and killings of Tobino and Miraya in Samar, Languade and Pepito in Masbate and Tablazon and Bunda in Iloilo. They are the ones purging innocent civilians who are fed up with their fascism and lies, and who have all the reason to tread the path of armed revolution.”, added Magbanua.
National Democratic Front-Negros spokesperson, Ka Bayani Obrero also weighed in. “While Duterte has all the current means to terrorize the masses further, it will fruitlessly retaliate towards him. He has since built up a broader united front of all the democratic sectors prepared to remove him from power.”
“With Duterte burying the country in debt to feed his allies and cronies and depriving the majority of the people with their needs, his regime will only be met with staunch resistance.”, Obrero stated. “Their commander-in-chief Duterte can no longer sugarcoat the crisis. Since they cannot hide their anti-people schemes further, they are silencing their critics through massive human rights violations in Negros and the entire country.”, Obrero stated.
“The country is still very much under attack by the Covid-19 pandemic. But that seems to be the least of our problems in the viewpoint of the state. Rodrigo Duterte is the biggest threat to the Filipino people’s survival and their democratic life.
In the time of the Covid-19 pandemic, Duterte has proved himself incompetent and insensitive to the plight of the people, a demagogue who has not only failed to manage the pandemic, but also devastated the economy and caused widespread impoverishment of the people.
The Covid-19 pandemic will continue to spread in the country and threaten the lives of millions of people because of Duterte’s corruption and priority for debt-driven infrastructure projects, failure to allocate enough funds to raise the capacity of the health system and obsession with perpetuating itself in power through military-oriented solutions and with the anti-terror bill.
Duterte incessantly denounces the New People’s Army as “terrorists” in order justify the large waste of money in corruption-ridden military purchase of helicopters, bombs and missiles, distract the AFP with counterinsurgency, draw the support of the US State Department, and prevent coup efforts from gaining ground.
For close to four years now, Duterte has repeatedly proved it is he that is the country’s biggest terrorist. He has used the AFP and the entire state machinery to unleash wanton terror against the people in the form of mass killings in his fake drug war, massacres, extrajudicial killing of activists, aerial and artillery bombardment in the vicinity of rural communities. He has abused the law by slapping criminal charges against his critics and the political opposition, carrying out mass arrests of people under martial law conditions and other acts to terrorize the people.
As a matter of survival and defense of fundamental rights, it is imperative that the Filipino people unite and put an end to Duterte’s tyrannical rule.

The Communist Party of the Philippines (CPP) condemns the Duterte regime and its armed forces and agents for the killing spree in Northern Samar and Iloilo last June 20 that resulted in the deaths of four civilians, and wounding of three others. Three of those killed were peasants and another was a local youth leader.
The killing spree clearly aims to terrorize the peasant masses amid growing political and socioeconomic unrest across the country. These were perpetrated at a time that the Duterte fascist regime is fast-tracking the enactment of the fascist Anti-Terror Bill. It forms part of the efforts of the regime to establish its unquestioned military and police powers under its undeclared martial law rule.
Last Saturday, farmers Zaldy Meraya and Bebe Tobino were killed by joint elements of the 20th IB and the Northern Samar Police Mobile Force Company. At around 10:00 a.m., soldiers and police indiscriminately strafed their hut in Barangay Bagacay, Palapag, Northern Samar. Meraya’s wife and two children were injured in the shooting. To justify the brutal crime, the AFP claimed Meraya was an “NPA finance officer” and that he and Tobina “opened fire” upon being served a warrant of arrest for “multiple attempted murder.”
Later that evening, Harold Tablazon and Glenn Bunda were ambushed and killed by suspected state agents at Sitio Passi, Barangay Mayang in Tubungan town, Iloilo province. Tablazon was a member of the Federation of Iloilo Farmers Association, an affiliate of the Kilusang Magbubukid ng Pilipinas. Bunda, was Sangguniang Kabataan Chairman in their village. Both worked as solar panel installers.
The Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) have recently been stepping up its attacks against rural communities. The attacks have heightened specifically in Samar and Bicol marked by rising numbers of killings and incidents of massacres.

Simultaneous atritive actions against the fascist military troops of the 94th IB and their local assets were accomplished by the New People’s Army – Mount Cansermon Command (NPA-MCC South Central Negros Front), last June 16, 2020 in mountain barangays of Himamaylan City.
Two local intelligence assets, ‘Jimfley’ in Sitio Cunalum and ‘Panoy’ in Sitio Daat, Barangay Carabalan, Himamaylan City were punished by the NPA based on a verdict by the revolutionary people’s court for their crimes. They were active military assets and Jimfley forced local residents to fake surrender as NPA to the AFP.
Meanwhile, a column from the 94th IB conducting combat operations in Sitio Buyoron, Barangay Buenavista, Himamaylan City was also sniped by a team of the NPA – MCC. At the same time, a company-sized column of the same fascist battalion operating in Sitio Canluki, Barangay Mahalang, Himamaylan City was harassed by a unit of the same guerilla front aforementioned. Both actions happened at around 12:30 PM. There were reported casualties from the AFP.
The 94th IB under the 303rd brigade of the 3rd ID is notorious for grave human rights violations (hamletting, strafing, physical and mental torture, illegal arrests) both in Negros Oriental and Occidental since their deployment in the island.

Simultaneous atritive actions against the fascist military troops of the 94th IB and their local assets were accomplished by the New People’s Army – Mount Cansermon Command (NPA-MCC South Central Negros Front), last June 16, 2020 in mountain barangays of Himamaylan City.
Two local intelligence assets, ‘Jimfley’ in Sitio Cunalum and ‘Panoy’ in Sitio Daat, Barangay Carabalan, Himamaylan City were punished by the NPA based on a verdict by the revolutionary people’s court for their crimes. They were active military assets and Jimfley forced local residents to fake surrender as NPA to the AFP.
Meanwhile, a column from the 94th IB conducting combat operations in Sitio Buyoron, Barangay Buenavista, Himamaylan City was also sniped by a team of the NPA – MCC. At the same time, a company-sized column of the same fascist battalion operating in Sitio Canluki, Barangay Mahalang, Himamaylan City was harassed by a unit of the same guerilla front aforementioned. Both actions happened at around 12:30 PM. There were reported casualties from the AFP.
The 94th IB under the 303rd brigade of the 3rd ID is notorious for grave human rights violations (hamletting, strafing, physical and mental torture, illegal arrests) both in Negros Oriental and Occidental since their deployment in the island.

The Communist Party of the Philippines (CPP) condemns the Duterte regime and its armed forces and agents for the killing spree in Northern Samar and Iloilo last June 20 that resulted in the deaths of four civilians, and wounding of three others. Three of those killed were peasants and another was a local youth leader.
The killing spree clearly aims to terrorize the peasant masses amid growing political and socioeconomic unrest across the country. These were perpetrated at a time that the Duterte fascist regime is fast-tracking the enactment of the fascist Anti-Terror Bill. It forms part of the efforts of the regime to establish its unquestioned military and police powers under its undeclared martial law rule.
Last Saturday, farmers Zaldy Meraya and Bebe Tobino were killed by joint elements of the 20th IB and the Northern Samar Police Mobile Force Company. At around 10:00 a.m., soldiers and police indiscriminately strafed their hut in Barangay Bagacay, Palapag, Northern Samar. Meraya’s wife and two children were injured in the shooting. To justify the brutal crime, the AFP claimed Meraya was an “NPA finance officer” and that he and Tobina “opened fire” upon being served a warrant of arrest for “multiple attempted murder.”
Later that evening, Harold Tablazon and Glenn Bunda were ambushed and killed by suspected state agents at Sitio Passi, Barangay Mayang in Tubungan town, Iloilo province. Tablazon was a member of the Federation of Iloilo Farmers Association, an affiliate of the Kilusang Magbubukid ng Pilipinas. Bunda, was Sangguniang Kabataan Chairman in their village. Both worked as solar panel installers.
The Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) have recently been stepping up its attacks against rural communities. The attacks have heightened specifically in Samar and Bicol marked by rising numbers of killings and incidents of massacres.

Alabel, Sarangani Province – Secretary Isidro Lapeña of the Technical Education and Skills Development Authority (TESDA) personally visited Barangay Alegria in Alabel, Sarangani Province, an Indigenous People (IP) Community, on Tuesday, June 23, 2020.
Alongside with him are Governor Steve Chiongbian Solon, Congressman Rogelio Pacquiao represented by Ms Adeline Jalagpas, District Head of Sarangani, Col Potenciano Camba, 1002nd Brigade Commander, Lt. Col. Ronaldo G Valdez, Commander 73IB, PNP led by PCol Michael Lebanan, Mr Remegias Timonio, PD TESDA, and other agency heads.
The purpose of the visit is to launch the I-PEACE program of TESDA which focuses on elevating the knowledge and awareness of IP communities in Organic Farming which will evetually help the IP to create a sustainable livelihood.
“I want every Filipino to be comfortable. I want them to know and understand the programs provided for them. Our programs will address the insurgency and armed conflict. But these will not be successful without the help of other agencies. This is why our President wants it to be a Whole-Nation-Approach,” Secretary Lapeña said in his statement.
In support with the statement of the Secretary, Lt. Col. Ronaldo G Valdez, Commanding Officer of 73Rd Infantry Battalion, stated the need of sustainability in the area. He also emphasized that every Brgy captain should empower his constituents in order to continue the livelihood programs provided to them.
Statistics show that 67% or 2 out of 3 NPA rebels come from the IPs. This is one of the reasons why TESDA launched the IPEACE program and 73IB will continue to extend its support in this kind of government efforts.

CAMP CAPINPIN, Tanay, Rizal — One week after receiving authority to talk peace with the NPA terrorists, the Governor of Occidental Mindoro welcomed three former rebels to mainstream society on Monday.
Initial interview with the surrenderees indicate that one of them is a 16-year old minor while the two others are aged 18 and 19; the latter of which was recruited by the NPAs three years ago as a minor.
Colonel Jose Augusto Villareal, Commander of the 203rd Infantry Brigade which has operational jurisdiction over Mindoro Island, identified the former rebels as Yamay Liwan alias Marvin, Layag Sanyuan alias Layka, and alias Celia whose true name is being withheld due to her being a minor.
“It is heartbreaking to learn that our three former rebels are all indigenous people whose innocence and peaceful nature were exploited by the NPA terrorists because they can no longer deceive and recruit the low-landers who are more informed of their dwindling relevance and influence in our society,” added Col Villareal.
The former rebels confessed that they are members of the NPA’s Kilusang Larangang Guerilla MAV and have been involved in several encounters with government troops in the island.
Col Villarreal ended his statement by reaffirming his soldiers’ “firm resolve to rescue more IPs and child-warriors who have fallen victims to the NPA terrorists’ desperate and evil acts in the battlefield which are against internationally accepted rules of warfare” while condemning the NPA terrorists’ “recruitment, deception and exploitation of our Mangyans as well as our youth which did not only put them in physical danger but also squandered the bright future that they could possibly live.”
In a remarkable display of sincerity and commitment to local peace engagements, Gov Eduardo Gadiano personally fetched the surrenderees from their homes in Brgy Manoot, Rizal of Occidental Mindoro.
Gov Gadiano said that, “as the Provincial Chief Executive and Chairman of the Provincial Task Force to End Local Communist Armed Conflict or PTF ELCAC, it is my responsibility to ensure that President Duterte’s call for national unity and reconciliation will be realised because I believe that peace is the only way to achieve prosperity for my people.”
PTF ELCAC is the counterpart in the provincial level of the National Task Force ELCAC which President Duterte chairs and was created by virtue of Executive Order Number 70.
Gov Gadiano ended his statement by encouraging the NPA terrorists to “put down your arms, live peaceful lives with your families and join the entire province in our quest for just and lasting peace which every Mindoreño truly deserves.”
The surrender is the second instance of its nature in 2nd Infantry Division’s area of operations four days after the surrender of an NPA leader from San Jose Del Monte, Bulacan who turned over his automatic rifle to the military last Friday.
Major General Arnulfo Marcelo Burgos Jr, Commander of the Philippine Army’s 2ID which covers Southern Tagalog, described the series of surrenders in their area as a tangible expression of the public’s rising trust and support to the soldiers and the government, in general.
“Your soldiers’ professionalism in the battlefield coupled with the government’s immediate and transparent implementation of the Enhanced Comprehensive Local Integration Program or E-CLIP have conveyed a message of sincerity across the region which encouraged the enemies of the state to abandon the armed struggle and, instead, be part of the solution to end our beloved country’s woes,” said Maj Gen Burgos.
Maj Gen Burgos ended his statement by saying that “we are expecting more surrenders in the coming days because the NPA terrorists are running out of space to evade our relentless combat operations, they are now fearing for their lives because of our the additional forces and armaments which we recently deployed and they are now getting hungry because the people who used to support them have already abandoned them after realising that these terrorists are irrelevant to the lives of the Filipino people.”
The military has deployed additional ground, air and naval assets in Mindoro as part of its push to decimate the few remaining NPAs in Southern Tagalog who were forced to evacuate and seek refuge in the mountains of the island province after suffering unprecedented defeat in CALABARZON.
As of the moment, 568 former rebels from the area of 2ID have returned to the folds of law since E-CLIP was implemented in 2016.
Through Resolution Number 171 signed on June 17, the Provincial Council of Occidental Mindoro authorised Gov Gadiano to lead the Local Peace Engagement with the Communist Party of the Philippines and the New People’s Army terrorists.

MARAMAG, Bukidnon – 22 June 2020, the troops of 88th Infantry “Maringal” Battalion encountered NPA terrorists of Guerilla Front Malayag, SRC2, NCMRC led by Kim Banawan aka MIGS in an uninhabited and hinterland area of Barangay Canangaan, Cabanglasan, Bukidnon.
The government troops skirmished with more or less 20 NPA terrorists that lasted for about 15 minutes of a gunfight. It resulted in the seizure of four (4) M16 Rifles, one (1) Carbine, one (1) Improvised M203 Grenade Launcher, assorted medicines, and personal belongings.
While the government troops were conducting clearing operations on the encounter site, another 2 consecutive encounters transpired against more or less 15 NPA terrorists. These resulted to the additional capture of one (1) C4 land mine, two (2) Anti-personnel mines, six (6) mobile phones, a laptop computer, four (4) M14 Magazines, three (3) Burners, assorted medicines, personal belongings, two (2) Identification cards with pictures, and subversive documents with high intelligence value. No government casualty was recorded during the series of encounters.
It can be recalled that last 19, June 2020, the government forces immediately conducted pursuit operation after the burning incident, throwing of a grenade to the PNP checkpoint, and land mining of PNP personnel in Cabanglasan. The terrorist group encountered by the government troops was the one responsible for the recent terroristic activities in the area.
Lt. Col Franklin F Fabic, Commanding Officer of 88IB lauded the government troops for their bravery and commitment in protecting civilian communities in far-flung areas against these communist terrorists.
Fabic also commended the community of Sitio Saluringan, Sitio Tumbaga, Sitio Tagbacan all of Barangay Canangaan, and the LGU of Cabanglasan, Bukidnon for the cooperation and information they shared to government troops that led to this major engagement. It manifests the strong support of local communities to the efforts of the government in ending the local communist armed conflict in the area.
“While we continue with our efforts in bridging government services in far communities, we are determined to utilize all our might to destroy the armed components of these communist NPA terrorists who remain to be the menace of society.” LTC Fabic added.

601IBde, 6ID, Brgy. Kalandagan, Tacurong City- A total of 120 assorted high powered loose firearms were turned-over to Joint Task Force Central by the local government unit of Datu Paglas in a ceremony held at the municipal gymnasium at Datu Paglas, Maguindanao on June 22, 2020.
Mayor Abubakar Paglas who spearheaded the said activity together with Maj. Gen Diosdado Carreon, commander, JTFC; Brig. Gen. Roy Galido, commander, 601st Infantry Brigade; and Lt. Col. Rogelio Gabi, commanding officer, 40th Infantry Battalion were among the principal attendees of said endeavor.
The firearms includes eighty two (82) M16 assault rifles; twenty seven (27) M14 rifles; one (1) cal.30 machine gun; six (6) M203 grenade launchers; two (2) M60 general purpose machine guns; one (1) M79 grenade launchers; and one (1) 12 gauge shotgun.
The local government of Datu Paglas has a total ninety seven (97) Special CAFGU Active Auxiliary (SCAA) while La Fruitera Incorporated, a banana producing company owned by LGU-Datu Paglas has one hundred (100) SCAA utilizing their personal firearms in maintaining peace and security in the whole municipality.
Through intensified collaboration initiated by 40th Infantry Battalion with LGU-Datu Paglas anchor on the 601st Infantry Brigade campaign against loose firearms, said firearms was facilitated to submit to Joint Task Force Central and be part of government’s property.
“We fully support the national campaign of the Armed Forces of the Philippines and the government against loose firearms. We want our town to be peaceful and progressive as we continue change this municipality from a battle area to industrial and business oriented municipality”, said Mayor Paglas.
Maj. Gen. Diosdado Carreon lauded the efforts of the troops and local officials for the successful endeavor leading towards the voluntary turn-over of said loose firearms.
“I am extending my gratitude to the support of the local government of Datu Paglas as we sustain our mandates in the Central Mindanao. Our SCAA as our force multiplier will continue their mandated duty in maintaining peace and security of this municipality”, Maj. Gen Carreon said.

601IBde, 6ID, Brgy. Kalandagan, Tacurong City- A total of 120 assorted high powered loose firearms were turned-over to Joint Task Force Central by the local government unit of Datu Paglas in a ceremony held at the municipal gymnasium at Datu Paglas, Maguindanao on June 22, 2020.
Mayor Abubakar Paglas who spearheaded the said activity together with Maj. Gen Diosdado Carreon, commander, JTFC; Brig. Gen. Roy Galido, commander, 601st Infantry Brigade; and Lt. Col. Rogelio Gabi, commanding officer, 40th Infantry Battalion were among the principal attendees of said endeavor.
The firearms includes eighty two (82) M16 assault rifles; twenty seven (27) M14 rifles; one (1) cal.30 machine gun; six (6) M203 grenade launchers; two (2) M60 general purpose machine guns; one (1) M79 grenade launchers; and one (1) 12 gauge shotgun.
The local government of Datu Paglas has a total ninety seven (97) Special CAFGU Active Auxiliary (SCAA) while La Fruitera Incorporated, a banana producing company owned by LGU-Datu Paglas has one hundred (100) SCAA utilizing their personal firearms in maintaining peace and security in the whole municipality.
Through intensified collaboration initiated by 40th Infantry Battalion with LGU-Datu Paglas anchor on the 601st Infantry Brigade campaign against loose firearms, said firearms was facilitated to submit to Joint Task Force Central and be part of government’s property.
“We fully support the national campaign of the Armed Forces of the Philippines and the government against loose firearms. We want our town to be peaceful and progressive as we continue change this municipality from a battle area to industrial and business oriented municipality”, said Mayor Paglas.
Maj. Gen. Diosdado Carreon lauded the efforts of the troops and local officials for the successful endeavor leading towards the voluntary turn-over of said loose firearms.
“I am extending my gratitude to the support of the local government of Datu Paglas as we sustain our mandates in the Central Mindanao. Our SCAA as our force multiplier will continue their mandated duty in maintaining peace and security of this municipality”, Maj. Gen Carreon said.

CAMP SIONGCO, Maguindanao – Another 6 members of the communist terrorist group (CTG) operating in South Cotabato have yielded to the police and army on Friday, June 19, 2020.
The returnees voluntarily surrendered along with their firearms at hinterlands of Barangays Kalkam and Lunen in Tupi, South Cotabato. They belonged to Guerilla Front 73 of Far South Mindanao Region.
They surrendered to South Cotabato Police Mobile Force Company (SCPMFC), Regional Mobile Force Battalion (RMFB)-12, 42nd Special Action Company, maneuver Company of Regional Mobile Force Battalion-12, 5th Special Forces Battalion, and 40th Infantry Battalion at the hinterlands of Brgys. Kalkam and Lunen both of Tupi Municipality in South Cotabato with the support of Municipal Task Force-Tupi to End Local Communist Armed Conflict (MTF-ELCAC).
They turned in 2 homemade 12-gauge shotguns, 1 homemade shotgun, 1 improvised M79 grenade launcher, 1 caliber .38 revolver, 1 fragmentation grenade with magazines and ammunition.
The surrenderers were given 52 food packs through the initiative of the local government of Tupi headed by Mayor Romeo Tamayo during the conduct of Joint Intel Driven Internal Security Operation through a lecture about National Task Force- End Local Communist Armed Conflict (NTF-ELCAC) and the benefits of Enhanced Comprehensive Local Integration Program (E-CLIP).
Further, the surrenderers were brought to Tupi MPS for profiling and validation by concerned agencies for them to be enrolled to E-CLIP and other programs of the government.
“The intercession of the local officials, the military, the police and the MTF-ELCAC have been a great help with increasing numbers of rebel returnees and addressed the communist insurgencies in the region,” said Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon.
Last June 12 on the commemoration of Independence Day, 34 former CTG members surrendered to government in Norala, South Cotabato.

BUENAVISTA, Agusan del Norte – The troops of 23rd Infantry (Masigasig) Battalion observed the Father’s Day celebration together with the former rebels (FRs) on Sunday, June 21, 2020 inside its headquarters at Jamboree Site, Purok 6, Barangay Alubihid, Buenavista, Agusan del Norte.
The celebration of Father’s Day last Sunday was on time as the brave men of 23rd IB have not seen their families for several months due to the continuing threat of the Coronavirus Disease 2019 (COVID-19).
The former rebels, on the other hand, also longed to be with their families to recompense the months and years spent with Communist New People’s Army Terrorists (CNTs) for while inside the CNT movement, they were not allowed to visit their families nor given time to have bonding with their children.
“The CNTs are known for destroying families, of separating husbands from their wives and the children from their parents,” Lt. Col. Julius Cesar C. Paulo said.
Paulo also expressed happiness seeing the 23rd IB soldiers enjoying themselves in the company of the former rebels during the commemoration of Father’s Day.
Among the former rebels who openly expressed appreciation during the celebration was alias “Jonel”, a former member of Guerrilla Front (GF) 4A of the North Central Mindanao Regional Committee (NCMRC) of the NPA.
“Sulod sa kalihukan wala gihatagan og prioridad ug higayon ang pagpakighimamat sa among pamilya. Gi-ingnan kami sa among mga lider nga unahon gyud ang pagpakig-gubat sa gobyerno. Sobra duha ka tuig nga wala nako nakauban ang akong asawa ug mga anak (Inside the movement, bonding with our family members is not a priority. We were told not to mind our family members and focus on fighting the government. For more than two years, I have not seen my wife and children),” Jonel said.
During the celebration last Sunday, Jonel was with his daughter Jasmin.
“Nalipay ko kay gihatagan kog higayon sa gobyerno, pinaagi sa 23rd IB nga makauli ko ug makauban balik ang akong pamilya (I am so happy that the government, through the 23rd IB, has given me a chance to go home and be with my family),” Jonel said.
In his message during the gathering, Paulo emphasized that Father’s Day celebration is giving proper credits and honor to all the sacrifices of our fathers.
“They strive hard to stand as a strong foundation in our families. It is indeed a great opportunity to express our love to our fathers and a good time to continue building our families to become much stronger,” Paulo said.
“We, your 23IB soldiers, are here to always care and value the importance of family because we believe that family is the most important part of our society. Unlike the CNTs who destroy every good relationship of every family member for their personal interest, we will do our best to help you reunite with your loved ones,” Paulo said.
He also emphasized the Filipino value of “close family ties” saying that Filipinos believe that families should always be together to help and support each other.

Kalinaw News: NPA leader surrenders automatic rifle

CAMP CAPINPIN, Tanay, Rizal — A vice squad leader of the NPA’s Guerilla Front Cesar who is operating in Rizal and Bulacan surrendered to combined forces from the Army’s 2nd Infantry Division, 7th Infantry Division and Bulacan Police at San Jose Del Monte City on Friday.
The military identified the former rebel as alias Zion who used to hold key leadership position at Platoon 4A4’s Segunda Squad.
Colonel Alex Rillera, Commander of the 202nd Infantry Brigade which has operational jurisdiction over the area, said that the surrender came after they shifted their campaign’s focus in Bulacan following the clearing of affected areas in Region 4A.
“The NPA’s act of turning over his 5.56mm Bushmaster Automatic Rifle with ammunition as he return to the folds of law is expected based on our campaign’s timeline since the NPAs are already running out of space due to our unrelenting focused military operations and aggressive civil-military operations that have eroded the mass base support which they used to enjoy”, said Col Rillera.
He added that additional forces will be deployed in the area to “increase our operational tempo and exploit our momentum so that the few remaining terrorists who will refuse to choose the path of peace will finally be decimated.”
Despite being part of Region 3, San Jose Del Monte, Bulacan is under the operational jurisdiction of the Army’s 2nd Infantry Division which primarily covers Southern Tagalog in order to address the NPAs use of the Sierra Madre mountain range in Metro Manila’s eastern boundary for their inter-regional mobility.
Most of Central Luzon is under the operational jurisdiction of the Army’s 7th Infantry Division based in Fort Magsaysay, Nueva Ecija.
Major General Arnulfo Marcelo Burgos Jr, Commander of the 2nd Infantry Division, congratulated the security forces for the close coordination and collaboration between and among the PNP and the military.
“Our ability to transcend boundaries and blur our units’ identities in the name of defeating the enemies of the state is a positive indicator that we will be able to crush these terrorists and win the peace and prosperous lives that every Filipino citizen truly deserves”, added Maj Gen Burgos.
He ended his statement by assuring the people that “the surrender of alias Zion is a significant step towards the insulation of our nation’s seat of power from threats coming from the communist terrorists.”
Maj Gen Burgos, in his previous statements, has indicated that 2ID is on track in defeating the NPA terrorists in Southern Tagalog before the end of President Rodrigo Duterte’s term in 2022.
Since the implementation of the government’s Enhanced Comprehensive Local Integration Program or E-CLIP in 2017, 2ID has already facilitated the surrender of 565 NPA terrorists who turned over 114 firearms to the government.
2ID is the first military unit to activate a Regional Task Force to End Local Communist Armed Conflict in January 2018 in compliance to President Duterte’s EO 70 which calls for a whole of nation approach in defeating the 52-year insurgency that has hampered the country’s growth and potentials.
The true identity of the former rebel is being withheld as part of the security protocol to protect surrenders from possible retaliatory actions from their former comrades.

CLAVERIA, Misamis Oriental – as an expression of goodwill a Former Communist NPA leader previously surrendered to the 58th Infantry ‘Dimalulupig’ Battalion (IB) reveals the location of three high powered firearms at the boundary of Misamis Oriental and Bukidnon Yesterday June 21, 2020.
Alias Dino along with two others disclosed significant information which pointed to the exact location of the firearms and assorted ammunition.
In coordination with 8th Infantry ‘Dependable’ Battalion assigned in Impasugong, Bukidnon a joint operation was conducted to retrieve the arms cache. The troops recovered Two AK 47 rifles, One M16 rifle and two Magazines for AK47 and serviceable ammunitions. In addition to the previous reported alias Dino accumulated a total of Five high powered Firearms from his group which further degrade their capability.
The surrender of alias Dino was the result of the relentless focused Military Operations done by the 58th IB to degrade the remaining force of threat groups who will continue to spoil peace. The way that the NPAs are stashing their firearms strongly manifest the dwindling manpower of the armed group which eventually lead on their collapse.
Meanwhile, Lt. Col. Ricky L Canatoy Commanding Officer, 58 IB lauded the Former Rebels (FRs) for their aspirations to bring peace and bright future for their family. “”Sa tabang sa mga FR, nakit-an namo ang cache sa armas nga mahimo nilang magamit sa pagpahigayon og mga mapintas na binuhatan bisan unsang oras. CLAVERIA, Misamis Oriental – as an expression of goodwill a Former Communist NPA leader previously surrendered to the 58th Infantry ‘Dimalulupig’ Battalion (IB) reveals the location of three high powered firearms at the boundary of Misamis Oriental and Bukidnon Yesterday June 21, 2020.
Alias Dino along with two others disclosed significant information which pointed to the exact location of the firearms and assorted ammunition.
In coordination with 8th Infantry ‘Dependable’ Battalion assigned in Impasugong, Bukidnon a joint operation was conducted to retrieve the arms cache. The troops recovered Two AK 47 rifles, One M16 rifle and two Magazines for AK47 and serviceable ammunitions. In addition to the previous reported alias Dino accumulated a total of Five high powered Firearms from his group which further degrade their capability.
The surrender of alias Dino was the result of the relentless focused Military Operations done by the 58th IB to degrade the remaining force of threat groups who will continue to spoil peace. The way that the NPAs are stashing their firearms strongly manifest the dwindling manpower of the armed group which eventually lead on their collapse.
Meanwhile, Lt. Col.
