Posted to Kalinaw News (Apr 23, 2020): Father of former rebel slain by NPA hitmen (By 60th Infantry "Mediator" Battalion)
ASUNCION, DDN – Despite talks of a continued truce between government security forces and the CPP-NPA amidst the ongoing COVID-19 pandemic, the said communist-terrorist group has been persistently attacking both military and civilian personalities, adding to their list the father of a former rebel who was killed at his home in Special Barangay Dalimdim in Laak, Davao de Oro on Tuesday.
The victim, identified as Roldan Geroche, was shot to death by at least three (3) gunmen alleged to be members of the CPP-NPA’s Weakened Guerilla Front 33. Geroche was celebrating the birthday of a family member when the said gunmen attacked them.
Among the witnesses was Geroche’s daughter, Ronalyn, who identified one (1) of the perpetrators to be Christian Pastor, more known by his alias ‘Khan’, one of the leaders of WGF 33.
Ronalyn is a former member of the Asdang Kultura which is a pseudo-cultural theater group composed of children and teenage youths used by the CPP-NPA in rallies, public demonstrations, and even during the conduct of their propaganda works in rural areas. Members of the said group, like Ronalyn, would eventually be integrated to the regular armed group and become full-time members of the NPA.
Ronalyn fled from the NPA and surrendered to the 60IB in 2018 after she was raped by her former comrade and NPA recruiter Elmar Etol (alias ‘Wendel’). She and her family have been targeted by the WGF 33 since.
Recovered from the crime scene were five (5) fired caliber .45 cartridges.
The family has already filed a report with the local police who is currently conducting further investigation on the incident.
Per 60IB’s assessment, WGF 33 took advantage of the COVID-19 situation to carry out their long-time plan of assassinating former rebels and suspected government informants in the boundaries of Davao del Norte and Davao de Oro.
Meanwhile, the 60IB and the 25th Infantry Battalion is currently conducting its Community Support Program (CSP) in several barangays in Laak (to include Special Barangay Dalimdim), and in the municipalities of San Isidro and Asuncion in Davao del Norte.
60IB suspects that the WGF 33 deliberately executed their attack while the said CSP is still going on so they can sow fear among the residents and discourage them from cooperating with the government troops.
In a statement, 60IB Commander Lt. Col. Ronaldo Sarmiento says that these attacks are “clear signs of their [CPP-NPA’s] desperation.”
“They are evidently being hurt by our government’s current thrust in curbing the insurgency that would eventually flush them all out of our communities. This is the reaction we get from a communist-terrorist group who is now being pushed to the corner and has no where to run or hide,” Sarmiento said.
Col. Glenn Calambuhay, Acting Commander of the 1001st Infantry Brigade, adds that “…while we lament the loss of innocent lives—the precious lives of our troops and of our friends—we are also driven to push on our campaign even further and forward. We believe that lasting peace is within our grasp. We will not stop until the genuine national development we have been fighting on for so long, where our people can enjoy the true gifts of democracy, becomes our reality.”
The Philippine Army’s CSP, in line with President Rodrigo Duterte’s Executive Order No. 70 which directs a “Whole-of-Nation Approach” to ending the local communist armed conflict, has been significantly effective in dismantling the political and military structures put up by the CPP-NPA particularly in the countryside. Captured documents from armed encounters between government troops and the CPP-NPA revealed that the latter has been especially affected by the renewed counter-insurgency campaign and have even gone at lengths to launch their own anti-EO 70 effort.

Kalinaw News: Army foils NPAs’ harassment plan amid COVID-19 ceasefire declaration in Surigao del Sur
Posted to Kalinaw News (Apr 22, 2020): Army foils NPAs’ harassment plan amid COVID-19 ceasefire declaration in Surigao del Sur (By 4th Infantry Division)
San Agustin, Surigao del Sur – Troops belonging to the 9th Special Forces “Hounds” Company 3rd Special Forces “Arrowhead” Battalion (3SFBn) have foiled a communist NPA terrorists’ (CNTs’) harassment plan to civilians and government troops in Sitio Sparcoot, Barangay Gata, San Agustin around 9:30 a.m. Sunday amid the declaration of ceasefire truce extension until April 30 in line with COVID-19 crisis.
A short firefight of around 10 minutes ensued allowing the army recovery of four (4) International Humanitarian Law (IHL)-banned anti-personnel improvised landmines, an AK-47 magazine with full ammunition and subversive documents.
It was gathered that there were no casualties on the government side during the firefight while the CNTs scampered for safety in different directions.
Operating troops claim the CNTs were in the act of laying improvised landmines along farm trails, which can both be dangerous for government troops and civilians, when troops chanced upon on them.
Lieutenant Colonel Joey B. Baybayan INF GSC PA, 3SFBn Commanding Officer, said that the CNTs’ declaration of ceasefire is nothing but for a show and without sincerity citing that CNTs’ ceasefire declaration was only intended to cover and allow them to prepare future terroristic attacks.
“We all know that time and again, the Communist NPA Terrorists violate any ceasefire agreement. The definition of ceasefire for them is a deceptive means to prepare and buy time for future terroristic attacks,” LTC Baybayan, said.
Colonel Allan D. Hambala, 401st Infantry Brigade Commander said that his troops will remain steadfast in fulfilling its role in the implementation of each LGUs’ respective COVID-19 Task Forces within their areas of responsibility.
“With the CNTs’ recent attempt to hamper the distribution of social amelioration cash in Agusan del Sur which resulted to the Army’s recovery of 5 high-powered firearms, we should have no let-up in continuing our efforts to secure the seamless delivery of government services amid the COVID-19 crisis,” Colonel Hambala, said.
“The CNTs’ declaration of ceasefire and their false hopes in the peace talks can never be trusted. We will only believe their sincerity in achieving lasting peace if they (their leaders and elements) will come down and surrender themselves and their firearms peacefully and return to the folds of law,” the brigade commander, exclaimed.

Kalinaw News: AFP operations results to series of encounters
Posted to Kalinaw News (Apr 22, 2020): AFP operations results to series of encounters (By 4th Infantry Division)
Bancasi, Butuan City – Troops under the operational control of 402nd Infantry (Stingers) Brigade, figured in a series of encounters resulting to one (1) CPP-NPA Terrorist (CNT) killed, three (3) firearms seized and the recovery of assorted war materiel in Surigao del Norte and Agusan del Norte on April 19-20, 2020.
This transpired after 402Bde and its OPCON units resumed the conduct of Focused Military Operation and intensified the hunt against the CNTs sowing terror amidst their own unilateral ceasefire declaration and the prevailing COVID-19 pandemic. After the termination of the unilateral ceasefire of the government, the troops of 29th Infantry (Matatag) Battalion under the operational control of 402nd Brigade immediately conducted offensive combat operations to track down an armed group conducting extortion activities who harassed the troops in a nearby municipality during the ceasefire.
More or less 20 CNTs believed to be members of Sandatahang Yunit Pampropaganda (SYP) 16A, Guerilla Front Committee (GFC) 16 of the North Eastern Mindanao Regional Command (NEMRC) under alias @GAB engaged in a five (5) minute firefight with 29IB troopers resulting to the seizure of an enemy hideout that can accommodate more or less 20 persons at around 5:30AM, April 20, 2020 in Brgy Bangayan, Kitcharao, Agusan del Norte.
At around 11:40AM, blocking forces of 29IB again clashed against five (5) CNTs believed to be members of same group under alias GAB in the same barangay resulting to the killing of @ BANJO, the Vice Commander of SYP 16A, seizure of one (1) M4 rifle with attached M203 grenade launcher, one (1) battery pack for Harris handheld radio, one (1) cellphone, one (1) backpack with subversive documents, and one (1) IED switch kit.
Then at 15:10PM, while the troops were preparing for the extraction of the killed CNT personality and other recovered items, 29IB troopers figured in another skirmish with another four (4) CNTs believed to be the same CNT group. The firefight lasted only for about fifteen (15) minutes where the CNTs scampered towards south direction leaving bloodstains on their withdrawal route. After clearing the area, troops recovered one (1) AK47 rifle and one (1) magazine for AK47 rifle loaded with twenty (20) rounds of live ammunition at the encounter site.
Meanwhile, in Surigao del Norte, at about 14:35PM, April 19, 2020, troops of 30th Infantry (Python) Battalion under the operational control of 402nd Brigade also clashed against undetermined number of CNTs believed to be members of SYP16C, GF16 of the NEMRC at Sitio Katikuyan, Brgy Camam-onan, Gigaquit, SDN. A thirty (30) minute firefight ensued, after which, the enemy withdrew towards several directions and this resulted to the recovery of assorted war materiels namely: twelve (12) backpacks with personal belongings, six (6) magazines for M14 with ninety-nine (99) live ammunitions, two (2) empty magazines for AK47 rifle, sixty-eight (68) rounds of live ammunitions for M16 rifle, two (2) anti-personnel mine (APM), fifty (50) meters electrical wire, seven (7) jungle hammocks, twelve (12) poncho tents and several subversive documents.
It can be recalled that the CNTs have suffered setbacks after skirmishes with 29IB troopers against more or less eighteen (18) CNTs under alias Albren (True Name: Samuel Batican) of SYP 16A, GF 16 of NEMRC at Brgy Cuyago, Jabonga, ADN last April 12, 2020 resulted to the capture of five (5) CNTs and the rescue of three (3) CNT minors who were recruited and exploited as child combatants.
The 402nd Brigade directed its OPCON Battalions (23IB and 29IB in Agusan del Norte, 30IB in Surigao del Norte, and 36IB in Surigao del Sur) to intensify the hunt against the CNTs after deliberately violating their own declaration of unilateral ceasefire and demonstrated lack of sincerity by killing unarmed and innocent civilians, threatening communities for extortion and forcing them in giving food items.
In his statement, Brigadier General Maurito L Licudine, Commander of the 402nd Brigade said, “Our resolve to protect the communities from the CNTs have even increased tremendously as we have seen that these terrorists do not respect human rights and grossly disregarded the value of human lives. The recent surrender and clashes of our troops were clear manifestations on the support of the people to our soldiers in fighting these criminals who aggravated their sufferings in this COVID pandemic”.

More troops sent to Himamaylan
From the Visayan Daily Star (Apr 22, 2020): More troops sent to Himamaylan (BY GILBERT P. BAYORAN)
More soldiers were deployed by the Philippine Army to Himamaylan City, Negros Occidental, and its neighboring areas to augment government forces in pursuit of the fleeing New People’s Army rebels behind the recent ambush-slay of government troopers, Capt. Cenon Pancito, chief of the 3rd Infantry Division Public Affairs Office, yesterday said.
With relentless focused military operations, we intend to isolate these NPAs from the community and the populace, Pancito said, noting that continued military operations deny the local terrorist group from staging their terror activities and launching tactical offensives against government forces.
While they may have blended themselves into their known militias, Pancito said the 3ID is confident that the rebels will be cornered and brought to justice soon.
In recognition of their bravery, the four Army soldiers, who were injured in an encounter with NPA rebels on Sunday in Brgy. Carabalan, Himamaylan City, were conferred with Wounded Personnel Medals yesterday by Col. InocencioPasaporte, 303rd Infantry Brigade commander, and his deputy, Col. Michael Samson.
The recipients were Corporals John CrisLaus and LismerJade Tumayao, Privates First Class John Paul Geonzon and Alexis Mepranum.
The encounter also claimed the life of three Army soldiers.
Rep. Maria Lourdes Arroyo (Neg. Occ., 5th district) also joined other government officials in condemning the violent acts perpetrated by the NPA “during a time when all people both in government and the private sector should be doing their utmost to combat the effects of COVID-19 in unison”.
The slain victims of this attack instigated by the heartless perpetrators were simply heeding their call of duty and upholding the oaths they took to defend our Constitution and protect our people, Arroyo said in a statement.
Arroyo said that men-in-uniform should not be demoralized but should be inspired by the bravery of their colleagues.
She also assured assistance to the survivors of the attack.
The Negros Occidental Police Provincial Office also denounced in strongest terms the NPA attack against 94th Infantry Battalion soldiers, who were conducting community security patrols for the Social Amelioration Program (SAP) distribution by the Department of Social Welfare and Development (DSWD) to families affected by the COVID-19 pandemic.
On the other hand, the NPA Roselyn Jean Pelle Command issued a statement alleging that the 79th Infantry Battalion soldiers violated government-declared ceasefire with their continuous military operations in the hinterlands of northern Negros.

Troops clash with NPA rebels in Zambo Sur
Posted to the Mindanao Examiner(Apr 22, 2020): Troops clash with NPA rebels in Zambo Sur
Government troops clashed with communist insurgents in the southern Filipino province of Zamboanga del Sur, army officials said Wednesday.
Officials said members of the 97th Infantry Battalion encountered New People’s Army rebels while patrolling Tuesday in the village of Balukbahan in Bayog town. The soldiers were dispatched to the area after receiving reports of the presence of rebels in the village and extorting money from civilians.
There was no report of military casualty and it was not immediately known if there were rebels killed or wounded in the fighting, but Lt. Col. Manaros Boransing, the battalion commander, said troops recovered an automatic assault rifle and an improvised explosive left behind by fleeing gunmen.
“The locals are already complaining on the exploitation and abuse of the NPA, coercing them to provide money and food to feed the armed group while we're on Covid-19 crisis,” he said.
Col. Leonel Nicolas, commander of the 102nd Infantry Brigade, said the operation against the NPA will continue. “We will continue to put pressure to this terrorist group to weaken their will to fight and force them to lay down their arms and abandon their useless armed struggle,” he said.
Maj. Gen. Generoso Ponio, commander of the 1st Infantry Division, also commended the soldiers for their “relentless dedication in ensuring the safety and security of the communities in the area of responsibility. The Tabak troopers will remain resolute in its mandate of protecting the people and securing the land against all kind of threats.”
Ponio called on the rebels to surrender peacefully and take advantage of the government’s amnesty program. “Again, I urge the remaining NPA members to return to the fold of law and avail the benefits of the Enhanced Comprehensive Local Integration Program or E-Clip,” he said.
E-Clip is a peace-building and social protection program that provides interventions and financial aid to those who surrender so they live peacefully with their family and become productive citizens of society.
The NPA has been waging a violent campaign for many decades now in an effort to put up a communist state in the country. (Zamboanga Post)

Some 70 families belonging to the Manobo tribe in Surigao del Sur received food packs Monday from the Army's 36th Infantry Battalion (36IB), the Technical Education and Skills Development Authority (TESDA) and farm school Montanez Agri-Venture.
In a statement Tuesday, Capt. Jonald Romorosa, 36IB civil-military operations officer, said the recipient families in Barangay New Umalag, San Miguel town are among the most affected by the continuing implementation of enhanced community quarantine (ECQ) to contain the spread of the 2019 coronavirus disease (Covid-19).
“The activity aims to reach out to those poverty-stricken and disadvantaged areas particularly the indigenous people (IP) communities,” Romorosa said, adding that it was spearheaded by Lt. Col. Jezreel Diagmel, 36IB commander, Director Rey Cueva of TESDA-Caraga and Lito Montanez of Montanez Agri-Venture.
He said the distributed food packs consisted of rice, assorted canned goods, and noodles.

He also appealed to other government and private entities to continue giving to needy individuals.
An Indigenous People's leader was quoted in the statement expressing gratitude to the Army and its partners for recognizing their hardships amid the Covid-19 crisis.
“We are thankful for the 36IB and TESDA Surigao Del Sur for giving importance to us in this time of crisis,” the unnamed IP leader said.

A top military official in Surigao del Norte has expressed alarm over the continued use of anti-personnel mines (APMs) by the communists New People’s Army (NPA).
Lt. Col. Jeffrey A Villarosa, commander of the Army's 30th Infantry Battalion (30IB), said the recent recovery of APMs in a remote barangay in Surigao del Norte only proves the continuing use of APMs by the rebels.
Villarosa reiterated that APMs pose danger to the lives of residents in the area.
Government troops recovered two APMs last Sunday following an encounter with NPA rebels in Barangay Camam-onan, Guigaquit, Surigao del Norte.
“We received reports from concerned citizens that CNTs (Communist NPA Terrorists) were conducting extortion and recruitment activities in their community,” Villarosa said.
Aside from the APMs, government soldiers also recovered bomb-making materials, ammunition, and subversive documents.
Villarosa said the Army also managed to overrun the NPA hideout during the encounter.
He said the "strong resistance" of the villagers against the NPA has helped the military's continuing drive to end the communist armed conflicts in Surigao del Norte.
“I commend the boldness of concerned citizens for timely sending us information that led to this encounter. It is just sad to note that in the midst of our efforts in making our communities free from the 2019 coronavirus disease (Covid19), the CNTs continue to pursue their selfish agenda by forcing the civilians to gather to listen to their propaganda," Villarosa said.
He also condemned the continued use of APM by the NPA, saying the use of this war materiel is contrary to the provisions of the International Humanitarian Law (IHL).
“We will continue to hunt the CNTs wherever they are. We will continue to protect each and every peace-loving civilian in all of Surigao del Norte and the Province of Dinagat Islands,” Villarosa said.
1Lt. Wilfredo F. Quilang, 30IB civil-military operations officer, said a total of eight APMs have been recovered in Surigao del Norte from January 1 to April 22 this year.
“Last January 17 this year, the NPA rebels detonated an APM near a build-up area in Barangay Ladgaron, Claver, Surigao del Norte,” Quilang told the Philippine News Agency in a phone interview Wednesday.
Last year, Quilang said a total of 18 APMs were recovered by government troops in the province.
The NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BALER, Aurora – Two soldiers were killed and three others wounded when troops of the 91st Infantry “Sinagtala” Battalion (91IB) were attacked by some 20 members of the Komiteng Larangang Gerilya (KLG) Sierra Madre in Barangay Diaat, Maria Aurora town in Aurora province on Tuesday.
Killed were Private First Class (PFC) Ken Lester Sasapan and Private First Class Jackson Mallari.
Those wounded, on the other hand, were platoon leader First Lt. Jevie Jay Sagragao, Corporal Rondy Polancos, and Private First Class Clarence Urpilla. They are still undergoing treatment at the Fort Magsaysay Army Station Hospital (FMASH) in Palayan City, Nueva Ecija.
Col. Andrew Costelo, commander of 703rd Infantry (Agila) Battalion, said members of the 91IB Scout Platoon were conducting advanced security patrol operation during the distribution of the Emergency Subsidy Program cash aid of the Department of Social Welfare and Development (DSWD) in the area when “the rebels opened fire on the troops that resulted in an hour-long encounter”.
He said the members of the KLG, an armed front of the New People's Army, escaped to different directions after the clash and are now being pursued by the government troops.
Costelo lauded the heroic deeds of the Sinagtala troopers in performing their duties as he gave an assurance that their sacrifices would not be vain.
He likewise called on everyone to actively participate in the undertakings of the government to maintain peace and order against both the seen and unseen enemies.
Meanwhile, Brig. Gen. Alfredo Rosario Jr., commander of 7th Infantry (Kaugnay) Division, sent his heartfelt condolences to the families of the fallen Sinagtala troopers.
“We combat Covid-19, it is disappointing and disheartening to learn that the communist terrorists are prepared to fraudulently wage their selfish motives. I am very proud of my soldiers. They are among our modern heroes and like our heroes of old, they offered their lives for the sake of all of us and the country. For their acts, they will be forever remembered, and will not be forgotten.,” Rosario said.
He also vowed that they would not let pass the treacherous act of the communist terrorists.
“Sooner or later, we will catch these bandits, and for sure they will pay for the crimes they have committed,” Rosario said.
He encouraged everybody to take part in whatever capacity in the fight against the enemies of the state.

IP leaders lash out at Bayan solon for speaking on their behalf

The Mindanao Indigenous Council of Elders and Leaders (MIPCEL) slammed a leftist party-list lawmaker and Sandugo--a Moro and Indigenous People's (IP) rights group--for allegedly misrepresenting themselves as the voice of the tribes in Mindanao.
In a statement Tuesday, MIPCEL called on Bayan Muna Rep. Eufemia Cullamat, Sandugo, and other "fake activists", to stop representing the IPs and refrain from "politicking" as the country reels from the 2019 coronavirus disease (Covid-19) crisis.
“They are not real IP rights advocates, despite their best efforts at projecting that they are such,” MIPCEL said.
MIPCEL issued the statement after Cullamat, Sandugo, and other leftist groups opposed the government's plan to turn idle portions of ancestral domains into food production areas.
Agriculture Secretary William Dar told reporters last Thursday that the initiative would ensure food security for the IPs "and reduce their dependence on the commercial market".
In separate statements last week, however, Cullamat and Sandugo rejected the idea, saying food is already being grown in ancestral lands.
MIPCEL condemned Cullamat and Sandugo's position, saying they had "outwardly rejected" the assistance being offered by DA, which they said was the request of the IPs anyway.
“Why now? It is because we are on the verge of the traditional planting season in most ancestral domains, and the DA’s assistance in providing farming implements and tools would go a long way to help secure our food security. The timing of these statements from Rep. Cullamat, Bayan Muna, and Sandugo, is not an accident,” MIPCEL said.
MIPCEL accused Cullamat and leftist groups of deliberately opposing the DA proposal to keep tribal communities poor and hungry.
The group said Cullamat, Bayan Muna, and Sandugo were only pursuing their "ideological framework at our expense".
"These empty propaganda posturing must not derail nor discourage government to do its mandate of Protecting the Rights and Welfare of the IP/ICCs (Indigenous Cultural Communities) that includes helping us develop and secure food in our ancestral domains,” MIPCEL added.
It also called on the DA and the National Commission on Indigenous People "to continue and promote the development of our ancestral domains. There will be no situation where there is no nuisance from this group".
While the group acknowledged that some of the leftist personalities are IP members, MIPCEL said Cullamat and other leftist IPs like her "consistently held the ideological line of Bayan Muna, often at the expense of the IPs".
”Yes, we know some of them as genuine members of ICC. But are they true community representatives? Were these political organizers and operators actually chosen by the Communities to be their representatives, through their traditional and culturally bound systems and practices? The clear answer is: no, they were not chosen,” MIPCEL said.

The Philippine Army (PA) is always ready to support local government units (LGUs) and the police in enforcing enhanced community quarantine (ECQ) protocols to contain the coronavirus disease 2019 (Covid-19) outbreak, its spokesperson said Tuesday night.
"The PA, as directed by higher headquarters, continues to extend its support to local government units and the Philippine National Police (PNP) during the extended ECQ in Luzon to combat the spread of the Covid-19 virus in the country," Col. Ramon Zagala said in a statement.
An example of this is the deployment of PA units in select areas of Taguig, Makati, and Pateros with high Covid-19 cases.
The move seeks to augment the PNP’s role in strictly implementing the social distancing and ECQ, Zagala said.
“The PA mission is to support law enforcement by reminding citizens to observe social distancing and advising them to stay home to prevent the spread of the virus," he added.
Aside from this, Zagala said the PA would conduct information dissemination through loudspeaker operations and community visitations together with the PNP.
"The Army’s support to law enforcement operations will last for 10 days until the end of the enhanced community quarantine on April 30, 2020," he added.

The Naval Task Force (NTF) - 82, which consists of the offshore patrol vessel BRP Ramon Alcaraz (PS-16) and landing dock BRP Davao Del Sur (LD-602), left Port Sultan Qaboos, Muscat in Oman on Tuesday and will make a stop at Port Cochin in India to pick up personnel protective equipment (PPE) before heading home to the Philippines.
"The vessels will make (a) brief stop at Port Cochin, India to pick-up personal protective equipment donated by a Filipino private company in coordination with the Office of Civil Defense, the government’s agency that is mandated to consolidate all donations to the national government and the Department of Health in this Covid-19 (coronavirus disease 2019) pandemic," Philippine Navy public affairs office chief, Lt. Commander Maria Christina Roxas, said in a press statement late Tuesday.
The donor is a Filipino businessman named Paul Dantes based in the US and a member of the Alpha Sigma Fraternity, who has a company in India.
The ships and their 400-man contingent left Oman after ensuring that no member exhibits Covid-19 symptoms as precautionary measures were earlier beefed up to keep the vessels virus-free.
Roxas said NTF-82 is expected to reach Manila by the third week of May.
The NTF-82 was deployed to the Middle East in February for the possible evacuation of overseas Filipino workers after tensions between the US and Iran erupted early this year.
During the mission, NTF-82 and the contingent led by Marine Col. Noel Beleran made history by becoming the first Filipino naval ships to sail on the Indian Ocean, validating its status as a Navy that is now capable of sustaining operations across oceans; and by making port visits to Sri Lanka and Oman, which reinforced diplomatic ties with these countries.
"Further, the deployment of the contingent fostered national pride for our overseas workers through engagements with Filipino communities there," Roxas said.

A Philippine Air Force (PAF) Lockheed C-130 "Hercules" cargo aircraft loaded with laboratory equipment from the Beijing Genomics Institute (BGI) that will be used for coronavirus disease (Covid-19) testing has safely landed at the Clark Air Base, Angeles City, Pampanga early Wednesday.
In a statement, PAF spokesperson Maj. Aristides Galang said the aircraft departed from China around 12:10 a.m. and arrived in Clark Air Base around 2:45 a.m.
The PAF C-130 aircraft arrived in Shenzhen earlier on Tuesday.
"The Department of Health (DOH) representative received a total of 10,000 lbs (pounds) composed of 66 boxes of BGI laboratory equipment," he added.
Upon the arrival of the C-130, personnel from Air Logistics Command, together with those from the 710th Special Operations Wing, immediately helped in providing security, safety and disinfecting measures to BGI staff, aircrew, aircraft and laboratory equipment.
"Indeed, these initiatives with the Philippine government through the grant assistance from the Asian Development Bank and with the help of the PAF will continue as we battle against this pandemic," Galang said.
In an earlier Facebook post, the DOH said the BGI laboratory equipment is worth USD2.5 million and can be set up within seven to 10 days.

US provides add'l $5.3-M aid for PH Covid-19 response
From the Philippine News Agency (Apr 22, 2020): US provides add'l $5.3-M aid for PH Covid-19 response (By Joyce Ann L. Rocamora)
The United States government is providing an additional USD5.3 million (approximately PHP269 million) in health and humanitarian assistance to support the Philippines' fight against coronavirus disease 2019 (Covid-19), the US Embassy in Manila announced Wednesday.
The newest tranche of US assistance brings Washington's total aid to USD9.3 million or more than PHP470 million.
The US Agency for International Development (USAID), with the funding, will collaborate with the Philippine government to implement internationally-recognized prevention, control, and response strategies against infectious diseases.
This will include boosting Manila's laboratory and specimen-transport systems as well as its case-finding and disease surveillance.
Among others, it will assist Filipino and international technical experts in risk communication, infection prevention and control efforts, handwashing and hygiene promotion, and community-level preparedness and response.
Washington initially announced USD4 million in health funding to support Manila’s efforts to prepare laboratory systems.
The embassy said the US-supported efforts to augment the Department of Health's testing capacity have so far contributed to an increase in the daily conducted tests from 200 to approximately 3,000 per day.
The USAID’s online learning modules, on the other hand, are boosting capacities in more than 100 hospitals across the country with up-to-date Covid-19 infection prevention and control information and skills.
The agency has also assisted the DOH develop and launch a nationwide commodity and logistics tracking tool that offers real-time data on stores of life-saving Covid-19 commodities, the embassy said.
In addition, the US funding helped Filipino and international technical experts in data collection, including support for two surveillance experts assisting the DOH Epidemiology Bureau with analysis and reporting of Covid-19 cases.

Protests filed vs. China over violation of PH sovereignty in SCS
From the Philippine News Agency (Apr 22, 2020): Protests filed vs. China over violation of PH sovereignty in SCS (By Joyce Ann L. Rocamora)
MANILA – The Department of Foreign Affairs (DFA) on Wednesday filed two diplomatic protests against China over its latest moves in the South China Sea that violated both Philippine sovereignty and international law.
"At 5:17 pm today the Chinese embassy received 2 diplomatic protests: 1. on the pointing of a radar gun at a Philippine Navy ship in Philippine waters and 2. declaring parts of Philippine territory as part of Hainan province," Foreign Affairs Secretary Teodoro Locsin Jr. wrote on Twitter.
China recently announced that a Chinese district will be established to govern the islands and reefs of Spratlys and that a "district government" will be stationed on Fiery Cross Reef.
The Spratlys, where Fiery Cross Reef or Kagitingan Reef is located, is claimed by the Philippines, China, Malaysia, Taiwan, and Vietnam. The top diplomat did not provide details on the two issues but said both are "violations of international law and Philippine sovereignty."
"China created Nansha district under the jurisdiction of Sansha City, akin to something we already protested in 2012. Old hat but bears repeating the protest," he said in a succeeding tweet.
On July 12, 2016, the Permanent Court of Arbitration issued a landmark decision invalidating the nine-dash line, China's delineation that claims nearly 80 percent of the resource-rich South China Sea. Beijing, up until now, refused to acknowledge the ruling.
