ILIGAN CITY (MindaNews / 1 April) – The Philippine Army here has produced and distributed on Tuesday face masks and shields for the frontliners manning the enhanced community quarantine checkpoints along the national highway of Lanao del Norte and Iligan City.

Brig. Gen. Facundo Palafox IV, commander of the 2nd Mechanized Infantry Brigade, said they have organized a team of male and female soldiers to go on overtime to produce, initially, more than 600 face shields and over 1,000 triple layer face masks.

“This is one way of showing our support to the frontliners,” said the military official.

He said the masks and shields were given to health volunteers, police, members of the Bureau of Fire Protection, Philippine Coast Guard, and personnel of the Civil Security Units of local governments manning the checkpoints from Iligan all the way to Sultan Naga Dimaporo municipality.

Palafox urged his fellow soldiers to stay safe while serving the public. The Armed Forces of the Philippines issued recently a directive requiring all its personnel to wear face masks inside and outside military camps.

Meanwhile, the municipality of Linamon in Lanao del Norte announced it will implement its version of an “intensified enhanced community quarantine” effective from April 2 to 4, starting at 8 a.m. until 1 p.m.

Linamon Mayor Randy Macapil said a team from the municipal government will apply disinfectant along the whole stretch of the national highway, from Linamon Bridge to Napo Bridge. Residents, especially children, were advised to stay at home during disinfection.

“Visitors who wish to enter town premises to purchase food supplies will be allowed from 2 to 4 p.m. and present their respective Community Quarantine Pass at the designated checkpoints,” the mayor said.

He stressed that transport vehicles carrying food supplies and other necessities are allowed to pass through the national highway.

Over 2 dozen pro-ISIS militants have surrendered to the military in the restive southern Philippine region, officials said Wednesday.







Military photos released to the regional newspaper Mindanao Examiner show BIFF militants, their faces blurred to hide their identities, following their surrender March 30, 2020 in Maguindanao province. 

Officials said the militants, all 29 of them, were all members of the Bangsamoro Islamic Freedom Fighters under Imam Minimbang, alias Kagi Karialan, and surrendered to the 33rd Infantry Battalion in Maguindanao’s Rajah Buayan town on Monday.

Details of their surrender were not immediately known, but Col. Jose Narciso, commander of the 601st Infantry Brigade, said: “A holistic approach, applying military and non-military actions will be sustained, and hoping that the other various militant factions in the region will be laying down their arms.”

He said the militants also yielded assorted high-powered weapons, including automatic rifles, sniper rifles, grenade launchers, sub-machine guns, rocket-propelled grenades, an ISIS flag, and a BIFF flag, among others.

Maj. Gen. Diosdado Carreon, commander of the Joint Task Force Central, said security forces continue its offensives against the BIFF following the mass surrender. He said among those who surrendered was Mack Mangulamas, a BIFF commander; and two explosives experts Sarabi Abdulgapor and Anwar Sulay.

“This feat inspires us to intensify our offensives even more,” Carreon said.

Lt. Gen. Cirilito Sobejana, chief of the Western Mindanao Command, lauded the soldiers for the surrender of a huge number of militants, calling the achievement a “breakthrough” in the government’s war against terrorism.

“This achievement is a breakthrough for the Joint Task Force Central. With the weakening of their group, we are confident that more fighters will be compelled to cross the line,” he said.

The BIFF is founded by a senior leader of the Moro Islamic Liberation Front (MILF), Ameril Umbra Kato, after he split with the rebel group in 2008. Kato accused MILF chieftain Murad Ebrahim of accepting Manila’s limited autonomy offer rather than full independence.

Kato resorted to violent campaigns in the South in his struggle for independence, but he died of heart attack in April 2015. Minimbang took over the BIFF leadership, but was removed in 2016 and replaced by Esmael Abubakar, alias Kumander Bungos, as Kato’s successor based on a supposed letter he signed before he died.

Since then, Minimbang put up another faction of the BIFF and carried Kato’s terror campaign and pledged allegiance to ISIS.

SAN FERNANDO CITY, April 1 (PIA) - - Soldiers belonging to the army’s 7th Infantry Division with coverage areas in the Central and Northern Luzon has intensified enforcement of quarantine protocols to help control the spread of the Coronavirus Disease 2019 (COVID–19).

Major Amado Gutierrez, the spokesperson of the army’s 7th Division, said that at least 423 soldiers were deployed to the 82 Quarantine Assistance Stations (QAS) established in their areas of responsibility (AOR) since March 15, 2020.

“Our stations are established in the different strategic areas in our AOR,” said Gutierrez.

In Region I, four stations were established in Ilocos Norte, one in La Union, 10 in Ilocos Sur, and four in Pangasinan.

In Region III, 11 stations were established in Bulacan, 11 in Nueva Ecija, seven in Aurora, one in Pampanga, five in Tarlac City, two in Bataan, and five in Zambales.

In Abra, which is part of the 7ID AOR, 21 stations were also established.

He said that soldiers assigned in the QAS are strictly implementing protocols and safety precautions set by the World Health Organization (WHO).

“Soldiers assist the other front liners in the conduct of thermal scanning of travelers, as well as in sanitizing vehicles through power-spray solution."

In a press statement, Brigadier General Alfredo V. Rosario Jr., the newly-installed commander of the army’s 7ID, lauded the efforts exerted by the troops and the other frontliners in helping the control of the spread of COVID-19.

"Each time soldiers, policemen, health personnel and civilian volunteers perform their duties, they put their lives at stake and we should be grateful of their services. Let us, therefore, cooperate with them when we are flagged down at QAS as what they are doing is for the safety and well-being of all," said Rosario. (JCR/FGL,PIA- 1)

Some 391 troops from the Philippine Army’s 3rd Infantry Division (3ID) have been deployed in different quarantine control points to contain the spread of the coronavirus disease 2019 (Covid-19) in Panay.

In an official statement Tuesday, Capt. Cenon Pancito III, the 3ID spokesperson, said the deployment of troops is the answer of the Army to augment the efforts of the local government units in enforcing the enhanced community quarantine.

“We always believe in the spirit of 'Bayanihan', hence we are here to do our part, and I am also urging the people of Panay to do their share by cooperating with our border authorities,” he said.

The troops augment local authorities man the border points of the provinces of Iloilo, Capiz, and Antique as well as to the entry points from and to Iloilo City.

Pancito said 57 of the troops are from 301st Infantry Brigade (301st IBde); 147 from 61st Infantry Battalion, and 187 from 6th Regional Defense Community Group (6RCDG).

“We don’t ask material support from you; all we need is your cooperation. Just stay at your respective homes and pray for our safety, and together we can end this pandemic,” he added.

Aside from augmenting the force at the control points, the Army also has to safeguards its camps against the virus.

For one, 301st IBde tropers are conducting disinfection at the entrance and exit points of vehicles and individuals at Camp Hernandez, Dingle, Iloilo. They implement necessary measures as prescribed by the national guidelines and procedures.

Col. Marion Sison, 301st IBde commander, said in a statement that personnel assigned for the disinfection are protected with masks, gloves, face, and body shields, and use appropriate disinfectants.

“The Army is ready to help and assist the local government of the province in addressing the Covid-19 pandemic. This can be achieved by instilling discipline and cooperation among ourselves, and following the implementing rules and guidelines of the enhanced community quarantine,” Sison said.

Despite implementing measures against Covid-19 spread, the 3ID has earlier assured that its personnel is enough to maintain the peace and order in Panay.

A couple who are former members of the New People’s Army (NPA) was reunited with their nine-month-old son at his adoptive parents' house in Alabel, Sarangani, on Wednesday.

Lt. Col. Ronaldo G. Valdez, commander of the Army's 73rd Infantry Battalion (73IB), told the Philippine News Agency (PNA) in an interview Wednesday that the couple -- identified only as Bruno and Clara -- was deprived of their son’s custody since birth.

After Clara gave birth, their son was given to a certain family in Alabel, Saranggani, Valdez said.

Since the child was reunited with his biological parents, the Army official said, the former rebels vowed never to allow anyone to keep their child away from them again.

Valdez said that according to Bruno, when an NPA member bears a child, the newborn is immediately taken away from her and will be given to the supporters of the communist rebels in the lowlands.

Bruno also said he knows other guerrilla couples who were also deceived into giving away their children for the terrorist cause, according to the Army official.

"Due to this security reason and dictate of the communist terrorist leadership, the couple was forced to leave their newborn child to ‘Cheche’, who then gave the child to the communist terrorist contact in the lowlands,” Valdez said.

Valdez said it is common within the NPA to take away newborns from their mothers to ensure they remain "functional" within the organization.

Bruno and Clara, he said, have denounced the "communist terrorist group for their deceptive scheme in convincing them to let go of their child so that they can perform their task and fight for a failed communist ideology."

Valdez said the military will further investigate the practice, citing the possibility that the newborns of NPA couples are also being groomed to join the NPA.

Valdez said Bruno and Clara have vowed to help other NPA couples retrieve their children back by convincing them to surrender and to return to the fold of the law.

Valdez said Bruno and Clara surrendered to the 73IB on March 11, bringing with them two M16 rifles, a .45-caliber pistol, and other belongings.

Valdez said that the couple decided to yield after being tired of hiding from the government troops who are conducting combat operations in their area.

“They also decided to return to the fold of the law so that they will be able to see and take care of their son,” he added.

Immediately after their surrender, the 73IB arranged for the reunification of the couple with their son, which involved negotiations with the family who took care of the child.

“Bruno and Clara was the third couple who surrendered to the 73 IB since January this year. The two other couples are staying at the battalion’s Bahay Kalinga in General Santos,’ he said.

The couples are awaiting their livelihood assistance and have been enrolled with the government's Enhanced Comprehensive Local Integration Program (ECLIP).

“They were also enrolled in a cash-for-work program by the Department of Social Welfare and Development (DSWD),” Valdez added.

The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

The support for front-liners in the government’s fight against the spread of the coronavirus disease 2019 (Covid-19) must remain unhampered, an Army official said Wednesday.

Lt. Col. Joey B. Baybayan, commander of the Army's 3rd Special Forces Battalion (3SFBn), said there would be no “ceasefire” in the delivery of support services to members of the Inter-Agency Task Force (IATF), which is composed of personnel of the Department of Health, local government units (LGUs), Philippine National Police (PNP), and other line agencies manning the quarantine checkpoints.


Baybayan said the Philippine Army, as a member of the IATF, would ensure the security of all task force members during the round-the-clock quarantine checkpoint operations.

“Being front-liners is not new to us in the military and the law enforcement service. We know what it feels,” he said.

On Tuesday, the 3SFBn and the Philippine Red Cross in Agusan del Sur joined hands providing food to front-liners in two towns.

1Lt. Krisjuper Andreo J. Punsalan, 3SFBn civil-military operations officer, told the Philippine News Agency (PNA) on Wednesday that the Army and the Red Cross delivered a total of 100 food packs to front-liners in Barangay Magsaysay, Prosperidad town and the Bayugan City villages of Tagbas, Maygatasan, and Osmeña.

“These barangays are in the boundary areas of Agusan del Sur from other provinces. A number of our front-liners are serving in quarantine checkpoints in these barangays day and night,” Punsalan said.

He said 3SFBn would continue its initiative to reach out to private groups for donations of food and protective gear for Covid-19 front-liners.

Meanwhile, Baybayan said despite the ceasefire declared with the
communist New People’s Army (NPA), the Army and the PNP would not "cease to perform their mandate and duty to the people of Agusan del Sur and the rest of the Caraga region."

Interior Secretary Eduardo Año on Tuesday announced that he has tested positive for the coronavirus disease 2019 (Covid-19).

"Today, March 31, I received the result from RITM (Research Institute for Tropical Medicine) informing me that I am positive for Covid-19," Año said in a phone interview.

Año started his self-quarantine on March 26 after learning four persons he had associated with have tested positive for Covid-19.

"I make this announcement to call the attention of all persons I had close contact with to go on self-quarantine and observe any symptoms," Año said.

He said the result of his test will not dampen his spirit and energy to perform his job as one of the officials of the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases tasked to combat the deadly virus.

"I have no symptoms but I'm taking all precautions and staying home and videoconferencing with IATF members almost every day," he said.

Año urged the people he had contact with to follow the Department of Health (DOH) guidelines on self-quarantine.

"I am advising everyone to stay at home and follow social distancing. Your strong commitment will help defeat the virus," he added.

The Armed Forces of the Philippines (AFP) has ordered all personnel to wear face masks in Camp Aguinaldo as part of efforts to stop the spread of the coronavirus disease (Covid-19).

In a memorandum dated March 31, AFP chief-of-staff Gen. Felimon Santos Jr. required all military and civilian personnel to wear face masks at all times whether inside or outside offices.

This is to prevent and control the spread of the deadly disease inside the AFP General Headquarters, AFP spokesperson Marine Brig. Gen. Edgard Arevalo said in a statement Wednesday.

The measure seeks to somehow prevent an individual, especially both symptomatic and asymptomatic, from spreading saliva droplets into the air or on any surface.

Based on the memorandum, Arevalo said personnel accessing vehicle and pedestrian entrances at Gate 1 who are not wearing face masks will be denied access starting Thursday.

This initiative will be replicated as needed in other military camps and facilities nationwide.

Arevalo said this is part of the AFP’s measures in protecting its members not only in the front lines but also those who are still performing administrative duties inside camps.

Philippine Navy (PN) flag-officer-in-command, Rear Admiral Giovanni Carlo Bacordo, said he and the government have the backs of personnel serving as front-liners in the battle against the coronavirus disease 2019 (Covid-19) outbreak in the country.

"The government and your Philippine Navy will take care of you, just do your duty diligently (and) always follow the rules and directives from the Inter-Agency Task Force," Bacordo said while visiting Navy personnel manning checkpoints in San Juan City, Cainta in Rizal and the Marikina Sports Complex on Tuesday.

About two battalions of sailors and marines have been deployed as part of the Naval Task Group - National Capital Region (NCR) and under the supervision of the Armed Forces of the Philippines Joint Task Force - NCR, which was one of the units tasked to implement the 30-day enhanced community quarantine in Luzon.

"Take this enhanced community quarantine seriously to minimize the effect of this virus to our community and always keep yourselves healthy amid the looming threat of Covid-19," Bacordo said.

In a statement, Lt. Commander Maria Christina Roxas, PN public affairs office chief, said the Navy chief's visit aimed to boost the morale of front-line troops who were on duty since the beginning of the enhanced community quarantine.

"The men and women of the PN are committed to proactively aid the government agencies, NGOs, and other stakeholders in their collective efforts to mitigate the effects of this global pandemic," Roxas added.

Department of National Defense (DND) Secretary Delfin Lorenzana on Wednesday lauded military personnel for their front-line services as they continue to help in containing the coronavirus disease 2019 (Covid-19) threat.

“With the seemingly insurmountable challenge in front of us, I thank you for the service you have rendered and continue to render to our communities during this difficult time," Lorenzana said in a press statement Wednesday.

He also urged the entire Armed Forces of the Philippines (AFP) to ensure public health and the safety of the Filipinos, by providing medical and health teams, as well as the local government units, with all the assistance the defense and security sector can give.

"Members of the AFP continue to respond to the public health emergency in various operational and logistical capacities to support the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF), while also enforcing the lockdown measures of the government together with the Philippine National Police," said Lorenzana, also chair of the National Action Plan on Covid-19.

Meanwhile, Lorenzana welcomed the mass surrender of 40 Communist Terrorist Group (CTG) fighters to government operatives last March 28, bringing with them various firearms, ammunition, other war materiel and enemy documents.

CTG is another military term for the New People's Army, the armed wing of the Communist Party of the Philippines.

He also condemned the CTG’s failure to honor the declaration of the ceasefire, attacking troops from the 2nd Infantry Division of the Philippine Army in Rodriguez, Rizal, who were in the area doing community work.

"With the AFP’s vigilance and readiness, the troops were able to repel the CTG’s attack, a futile attempt to mark the CTG’s anniversary last March 29," he added.

Ranking officials of the branches of the Armed Forces of the Philippines (AFP) have placed themselves on self-quarantine in line with efforts to contain the spread of the coronavirus disease 2019 (Covid-19).

Rear Admiral Giovanni Carlo Bacordo, Philippine Navy (PN) flag-officer-in-command, said his 14-day self-quarantine began on March 16 and ended on Monday.

In an interview with the media on Wednesday, Bacordo said he decided to go on self-quarantine and have himself tested for the disease after he had contact with four Covid-19-positive patients, including Armed Forces of the Philippines (AFP) Chief-of-Staff, Gen. Felimon Santos, in a series of meetings.

He said he tested negative for the disease.

Meanwhile, Philippine Army spokesperson Col. Ramon Zagala said PA commander Lt. Gen. Gilbert Gapay decided to go on quarantine on Sunday for safety reasons.

Gapay had contact with Defense Secretary Delfin Lorenzana who also earlier mingled with Santos on at least three occasions before the latter was found positive for Covid-19 last March 27.

Gapay had contact with both officials on March 16 during a meeting and decided to go on self-quarantine until April 10 even though Lorenzana tested negative for the disease on Tuesday.

"He is doing well, and (he) chose to go on quarantine, and he will (be) finished (by) April 10," Zagala said, adding that Gapay chose not to undergo a Covid-19 test because he did not want to deprive people who need the test more.

Meanwhile, Philippine Air Force (PAF) commander Lt. Gen. Allen T. Paredes started his quarantine period last March 24.

"Immediately after being informed on March 24 that a senior AFP officer was confirmed positive (with) Covid-19, the CG (Commanding General), PAF Lt. Gen. Allen T. Paredes started his home quarantine and, notified the Chief of Staff, AFP, and the Chief Surgeon Air Force. Concerned personnel at HPAF were also informed of his status," Air Force spokesperson Maj. Aristides Galang said in a message to reporters Wednesday.

"The CG, PAF was with the said officer on March 4, and very briefly during the call on the Chief-of-Staff, AFP by the newly promoted generals last March 12 at GHQ (General Headquarters), AFP."

The latest outside engagement of Paredes was last March 21 during the turnover of medical supplies and equipment donated by local Filipino-Chinese businessmen, which were airlifted by a C-130 cargo aircraft from China to Villamor Airbase, Pasay City.

Paredes wore a mask during the event, which was also attended by Lorenzana and Santos.

"The CG, PAF is in good health and continues to perform his duties and responsibilities from his military quarters," Galang added.

"Take a close look at the history of revolutions. All successful people’s uprisings have been those that didn’t take so long to triumph. The Bolshevik Revolution of 1917, which gave rise to the Union of Soviet Socialist Republics, is a classic example. Remember the movie 'Ten Days That Shook The World'? It’s all about that upheaval and it’s so titled because, indeed, 10 days was all it took for the Bolsheviks to crush the centuries-old Romanov dynasty of Czar Nicholas 2nd," he said.

Parlade also chided Sison that despite the 51 years of existence of the New People's Army (NPA), the armed wing of the CPP, there is still no improvement on the terrorist group and is still ragtag.

The CPP-NPA is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Australia, Canada, New Zealand, and the Philippines.

"Counting from the time you and Bernabe Buscayno dared organize an armed rebellion against the government in 1969, you have been at it for 51 years already. My God, that’s more than half a century and yet you remain no better than the ragtag ‘Hukbalahap’ remnants with which you formed your so-called people’s army in the beginning," he added.

With 51 years that Sison and his comrades have given to their revolution, Parlade said the CPP-NPA should have won a long time ago and established a socialist government 150 times grander than the former Soviet Union.

"Coming down to the second half of the past century, we see the forces of Che Guevarra and Fidel Castro ousting dictator Fulgencio Batista in an armed revolt that consumed the longer part of more or less a year. With that as a benchmark, you should have established by now a socialist state in the Philippines 50 times as big as that in Cuba," he added.

He added that instead of emulating the accomplishments of revolutionary elements in Russia and Cuba, Sison and his compatriots only had mobile ragtag elements incapable of establishing political control even in a small territory.

"Oh, yes, you always say, protracted people’s war. Mao Zedong did it in China, sure. But that was in the 1920s to the 1930s. No central government in place. The vast China country splintered among warring feudal lords, later partitioned among Western powers. Mao Zedong was correct in his semi-feudal, semi-colonial conception of Chinese society at the time. This validated his national democratic program of government and a strategy of wave-by-wave encirclement of the cities from the countryside," he said.

He also challenged Sison to explain what national democracy he is talking about as the Philippines and its people have long achieved democracy with their own means and power.

"What bureaucrat capitalism when we have a president that has social welfare at the heart of his government for which, in fact, he persists in fighting corruption, which has been the lifeline of oligarchic control of public utilities in the past. Water. Energy. Infrastructure. What have you?" he said."Where are the cities and where is the countryside in an archipelago of more than 7,000 islands?! My God, Mr. Sison. Enough of your Mao Zedong copycat protracted people’s war.”

With Sison's group getting nowhere despite their 51 years of struggle, Parlade said the CPP founding chair is probably allowing the conflict to drag on to justify their collection of revolutionary taxes and donations from sympathetic Western groups allied to the CPP-NPA.

"Or is that precisely what you want, for it to keep going? Just keep the pretense of struggle, keep funds coming from your terroristic collections of so-called revolutionary tax or from donations of Western groups, which you have swindled to fund your secret ventures in capitalism like running a remittance business out of billions donated by your Western cohorts," he added.

Despite Sison's refusal to give up his causeless fight, Parlade assured that with him at the helm of SOLCOM, communist rebels will soon see the end of the road in his areas of operation.

No surprise

"Sure, you did launch attacks on government troops, beginning March 21, in Kabansalan, Sibugay, Zamboanga; Lianga, Surigao; and Kapalong, Davao del Norte; and you did kill a number of indigenous people supportive of localized initiatives and the National Task Force to End Local Communist Armed Conflict (NTF ElCAC)," he added.

He, however, said these atrocities did not surprise the Armed Forces of the Philippines as it knew quite early that such tactical moves will be ordered and carried out nationwide by the communists in celebration of NPA’s 51st founding anniversary.

"No matter whether the troops you attacked were on a humanitarian mission, front-line responders against the menace of the coronavirus disease 2019 (Covid-19). Sheer Sison arrogance in not reciprocating the suspension of military operations declared by President Rodrigo Duterte to support the Inter-Agency Task Force for the Management of Emerging Infectious Diseases," he added.

Duterte earlier declared a unilateral ceasefire from March 19 to April 15 to allow the AFP to focus on efforts to contain the spread of Covid-19.

Parlade said atrocities committed by the communist rebels under the behest of Sison will not go unpunished.

"On March 27, the CPP-NPA terrorists in the provinces of Rizal and Quezon were poised to launch an attack on our communities in Puray, Rodriguez, Rizal. For sure the area had been your mass base, but painstaking efforts by the NTF ElCAC had, for a time now, won over the Puray folk to the government’s side," he added.

Acting on the community’s info that the NPA was planning to attack, the troops executed a community defensive posture a kilometer away from the village.

This resulted in the failure of the NPA attack; the killing of a high-ranking officer of the rebels; and the recovery of an M-16 rifle, a hand grenade, a rifle grenade, and several CPP and Militia ng Bayan group paraphernalia.

"Sure, one government soldier died in the encounter. But that is just the way it should be. In this fight, it’s impossible not to have heroes," Parlade said.

More returnees

With this death of a loyal and dedicated soldier, much more of the communist terrorists are killed or have voluntarily surrendered to the government for more peaceful and productive lives, he added.

Highlighting these claims are reports from Army commanders in Quezon who have reported the voluntary surrender of three CPP-NPA Terrorists, including Arnel Merenio Abrencillo, 23, resident of Barangay Malabahay, Macalelon, Quezon.

Confiscated by the Army’s 85th Infantry Battalion (85IB) and the 2nd Infantry Division from the surrenderers were with M-16 and caliber.30 M-1 Garand rifles.

"The day before, March 2020, the 80IB(Infantry Battalion) and 1IB assisted the Provincial Task Force Elcac in facilitating the voluntary surrender of two CNTs: Jayson Alpahora Capatasan, aka Alwin/Aldrin/Oka/Oca, and July Pepito Penaverde, aka Erwin/Endong. Capatasan was the vice squad leader of platoon 4A2 of Barangay Magsikap, while Penaverde was a member of the same platoon," Parlade said.

On March 27, the Municipal Task Force ELCAC facilitated the voluntary surrender of two high-ranking communists to Sablayan, Occidental Mindoro Mayor Andres Dangeros and municipal local government operations officer Bernadette Encina.

Dominador Penciano Jr., alias Totsie/Jai/Jess/Nari, and Joel Mejaro y Dapok, aka Lenny/Libby, surrendered upon seeing the government’s sincerity in its implementation of Executive Order 70 program.

"That’s not the end of the sad story of your NPA members in the SOLCOM area, Mr. Sison," Parlade said.

On the eve of the NPA anniversary on March 29, 40 regular NPA and Militia ng Bayan members surrendered to the government as a result of the Regional Task Force ELCAC’s collaboration in General Nakar in Quezon, and Kalayaan and Sta. Rosa in Laguna.

The group turned in 14 firearms and war materiel, including one M-16, one M-14, two carbine, and one Garand rifles, as well as five pistols, rifle grenades, and ammunition.

"Topping the surrender of all the above was the killing of Julius Giron, whom AFP chief-of-staff (Gen.) Felimon Santos Jr. identified as chairman of the CPP and of its Military Commission, the position held by Benito Tiamson before being arrested in Cebu City in 2014. The top CPP-NPA honcho was killed in Barangay Queen of Peace, Baguio City in a firefight with soldiers of the Northern Luzon Command and city police (last March 13)," he added.

Also killed in the operation was Lourdes Tan Torres, a member of the CPP executive committee and the CPP National Health Bureau, and an unidentified bodyguard of Giron.

"With the death of your top stooge in the Philippines — stooge because you actually run the show from your armchair in the Netherlands — need I stress it to your face: your envisaged grand NPA anniversary celebration just went pfffttt…," Parlade said.

"Quo vadis from here, Joma? As for me, I’m sworn to end your terrorism in my turf within my term," he said.

The Armed Forces of the Philippines received today (April 1, 2020) a donation of 23,000 COVID-19 rapid test kits and personal protective equipment (PPEs) from businessman Kim Wong.



In simple rites at Camp Aguinaldo, Quezon City, National Security Adviser Hermogenes Esperon, Jr. received the donation on behalf of AFP’s various service units.

According to Esperon, the rapid test kits and PPEs will be distributed to the Philippine Army, Philippine Air Force, Philippine Navy, Philippine Coast Guard and V. Luna General Hospital for use by frontliners and those infected with the highly contagious disease.

Aside from the AFP, Wong has donated thousands of COVID-19 rapid tests kits, PPEs, surgical masks, face shields and relief goods to various local government units including Makati, Paranaque, Pasay, Manila and provinces in the Visayas and Cagayan Valley among others.

The chiefs of the Armed Forces of the Philippines’ (AFP) branches of service – Army, Navy, Air Force – went on quarantine after finding out they had been in contact with confirmed cases of the novel coronavirus.

The commanding generals of the Army and the Air Force were still in quarantine on Wednesday, April 1, according to their spokespersons.

Meanwhile, the flag officer-in-command of the Philippine Navy, Vice Admiral Giovanni Carlo Bacordo, has tested negative for the virus, and came out of quarantine on Tuesday, March 31, he told Rappler on Wednesday, April 1.

Bacordo earlier came in contact with Senators Juan Miguel Zubiri and Aquilino "Koko" Pimentel III, as well as AFP chief General Felimon Santos Jr and another senior military officer – all of whom later tested positive for COVID-19.

The Navy chief was present at the conference of the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) in Malacañang on March 16 along with other top officers of the military. That night, Zubiri announced that he was positive for the coronavirus.

Bacordo went on self-quarantine after the IATF-EID conference, upon the advice of the Navy Chief Surgeon. He got tested for the virus, and the results came out 10 days later on March 26. Although he was negative for COVID-19, he finished the 14-day mandatory quarantine.

On Tuesday, a day after completing the quarantine, the vice admiral made the rounds of checkpoints manned by the Philippine Navy in Marikina City and in Cainta, Rizal.

Commanding generals in quarantine

Philippine Army chief Lieutenant General Gilbert Gapay started quarantine over the weekend, and will finish by April 10, Army spokesperson Colonel Ramon Zagala said in a message to reporters on Wednesday.

Not showing any symptoms of COVID-19, Gapay decided to self-isolate after Santos tested positive for the disease on Friday, March 27 – the same day Defense Secretary Delfin Lorenzana announced he would go on self-quarantine because he had been in contact with the military chief.

Gapay last came in contact with Santos and Lorenzana at the IATF-EID conference in Malacañang on March 16, Zagala said.

Lorenzana tested negative for the coronavirus, he told reporters on Tuesday night.

Meanwhile, Philippine Air Force chief Lieutenant General Allen Paredes went on home quarantine starting March 24, the day Santos made the same announcement. They both had been in contact with the senior military officer who first tested positive for the virus – and whose identity the AFP declined to publicize.

Paredes attended the same events as that officer on March 4 and March 12, Air Force spokesperson Major Aristides Galang told reporters in a message.

Paredes’ latest outdoor engagement was at the Villamor Airbase in Pasay City on March 21, when the Air Force delivered medical equipment and supplies from China, donated by a Filipino-Chinese businessman.

The Air Force chief “is in good health and continues to perform his duties and responsibilities from his military quarters,” Galang said.

Masks mandatory at headquarters

AFP chief Santos, who is asymptomatic of the disease, on Tuesday issued a memo requiring all military and civilian personnel to wear face masks at all times inside the AFP General Headquarters, Camp Aguinaldo, in Quezon City.

People without face masks will be denied entry to the camp starting April 2, Thursday, the AFP said in a press statement.

“The initiative will be replicated as needed in other military camps and facilities nationwide. This is part of the AFP’s measures in protecting its members not only on the frontlines but also those who are still performing administrative duties inside camps,” the AFP said.

Access to Camp Aguinaldo has been restricted as the entire island of Luzon and parts of the Visayas and Mindanao went on “enhanced community quarantine” or lockdown to slow down the spread of COVID-19. The Luzon lockdown will end on April 12.

The military is among the frontliners in the country's response to the coronavirus pandemic. It has been manning checkpoints and offering free rides to essential workers. With the implementation of a new National Action Plan on the pandemic, the military has assumed a more central role in operations.

As of Tuesday afternoon, the Philippines has recorded 2,084 confirmed coronavirus cases, including 88 deaths and 49 recoveries.

Armed Forces of the Philippines chief General Felimon Santos Jr. has ordered civilian and military personnel to wear face masks inside Camp Aguinaldo in a move against the spread of the COVID-19.

A memorandum order signed March 31 also makes the same instruction to other military camps and facilities in the country.

“This is to prevent and control the spread of the deadly disease inside the AFP General Headquarters,” the AFP said in a statement.

AFP further barred vehicles and pedestrians from entering through Camp Aguinaldo's Gate 1 starting April 2.

Santos confirmed last week that he tested positive for COVID-19. He underwent swab test after he presided over the donning of rank for a promoted senior AFP officer who later tested positive for the viral disease.

Defense Secretary Delfin Lorenzana tested negative for the novel coronavirus, he told reporters on Tuesday night, March 31.

"Guys, my test came out today. I am negative of the COVID-19 virus. On the advice of the doctor I will complete my quarantine until April 6," he said in a message to defense beat reporters.

Lorenzana went on self-quarantine starting last Friday, March 27, after Armed Forces of the Philippines (AFP) chief of staff General Felimon Santos Jr tested positive for the virus.

The defense chief said he and Santos had close contact the previous Sunday, March 22, and Monday, March 23, when they attended events at Camp Aguinaldo and in Malacañang.

Lorenzana is a key figure in the government's efforts to fight the pandemic. He is chair and commander of the National Task Force (NTF) COVID-19, which employs the National Disaster Risk Reduction and Management Council's (NDRRMC) organizational structure to mobilize different agencies.

As defense chief, Lorenzana is the chairperson of the NDRRMC, and he supervises the AFP.

He urged people to pray for Interior Secretary Eduardo Año, who tested positive for the virus earlier on Tuesday. Año is vice chair of NTF COVID-19.

Santos asymptomatic

Santos, meanwhile, is asymptomatic of COVID-19, AFP spokesperson Brigadier General Edgard Arevalo told Rappler in a message.

"Truth to tell is he is on top of the many matters for decision, implementation, and supervision not limited to COVID-19. The AFP has other operational priorities that needs his attention for command, control, and management," Arevalo said.

Santos is on home quarantine in his residence inside Camp Aguinaldo in Quezon City.

The military is among the government's frontliners in responding to the pandemic, with a more prominent role under the newly-formed NTF COVID-19.

Besides this, the AFP is on guard against the communist-led New People's Army (NPA) even amid a ceasefire due to the pandemic. Although the NPA acceded to the truce, the military remains wary that guerrillas may regroup and strike at government forces if they are caught unawares.

As of Tuesday, the Philippines has 2,084 coronavirus cases, with 88 deaths and 49 recoveries.

The Commission on Human Rights (CHR) said it strongly condemns the attack allegedly initiated by the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP), in Barangay Puray, Rodriguez, Rizal last March 28 despite the earlier declaration of a ceasefire.

The ceasefire by the CPP-NPA was supposed to last from March 26 to April 15 in light of the coronavirus disease 19 (COVID-19) pandemic. CHR Spokesperson Atty. Jacqueline Ann de Guia said the rebel group’s acceptance of ceasefire was a welcome development, especially since the government also declared a unilateral ceasefire days before the CPP-NPA’s declaration.

However, just two days after the communists’ ceasefire declaration, reports surfaced about an armed attacked

“In the midst of a worldwide pandemic, the CHR condemns the said attack, which ultimately caused the loss of lives from both the government and rebels’ side. Two soldiers were also said to have been wounded from the firefight,” said de Guia.

She added that the atrocity contributes nothing but danger to the lives of people in the communities, and it breaks the spirit of declaring a ceasefire for a humanitarian cause.

A woman peasant leader was killed on March 31 in San Miguel, Surigao del Sur.

Nora Apique, 66, who was shot by unidentified assailants at 7:00 p.m. yesterday. She was reportedly on her way home when gunmen fired at her in barangay Patong, according to Amihan National Federation of Peasant Women.

Apique was a leader of Kahugpungan sa mga Mag-uuma sa Surigao del Sur. She was also a member of Barangay Agrarian Reform Committee (BARC), and became the chairperson of the Municipal ARC.

She was also a member of the Provincial ARC since 2016. She joined in the 20017 caravan to Manila demanding free irrigation services for farmers.

Kilusang Magbubukid ng Pilipinas (KMP)-Caraga chapter said Apique was constantly red-tagged allegedly by members of the Armed Forces of the Philippines and paramilitary groups.

In a statement, Zenaida Soriano, chairperson of Amihan, said, “Apique’s killing show that military operations continue despite the crisis the country is facing and the ‘preventive community quarantine’ being implemented in the province.”

Bayan Muna Rep. Eufemia Cullamat also condemned the killing of Apique. She said while the country is facing the crisis brought about the pandemic, members of the military in the provinces continue to commit abuses and rights violations.

Cullamat’s family harassed

Cullamat also cited the harassment against her family in Lianga, Surigao del Sur, by the members of the military.

She said after the arrest of her sister, Gloria Campos Tumalon, on March 19, soldiers went to her children and asked about her personal information.

“For what will they use the information about me? Why not ask me personally”, she said.

She said trolls also circulate fake news about her, labeling her as a member of the New People’s Army.

“Authorities have been warning the public about spreading fake news, but they are the ones who are leading it. They should be the one who should be punished,” she added.

She called on the government especially the Philippine National Police and the AFP to stop the attacks on national minorities, respect indigenous people’s right to self-determination.

Acting on the community’s info that the NPA was planning to attack, the troops executed a community defensive posture a kilometer away from the village. It resulted in the preemption of enemy attack; the killing of a high-ranking officer of the rebels; and the recovery of an M16 rifle, a hand grenade, a rifle grenade and several CPP and Militia ng Bayan group paraphernalia.

Sure, one government soldier died in the encounter. But that just is the way it should be. In this fight, it’s impossible not to have heroes.

But for that one single death of a government serviceman, how many of your terrorists have fallen, albeit for the better — back to the folds of the law.

Count, Mr. Sison.

Army commanders in Quezon Province have reported the voluntary surrender of three CPP-NPA terrorists (CNTs), including Arnel Merenio Abrencillo, aged 23 and resident of Barangay Malabahay, Macalelon, Quezon. Confiscated by the 85th Infantry Battalion (85IB) and the 2nd Infantry Division (2ID) from the surrenderers were with M16 and caliber 30 M1 Garand rifles.

The day before, March 2020, the 80IB and 1IB assisted the Provincial Task Force Elcac in facilitating the voluntary surrender of two CNTs: Jayson Alpahora Capatasan, aka Alwin/Aldrin/Oka/Oca, and July Pepito Penaverde, aka Erwin/Endong. Capatasan was the vice squad leader of platoon 4A2 of Barangay Magsikap, while Penaverde was a member of the same platoon.

On March 27, the Municipal Task Force Elcac facilitated the voluntary surrender of two high-ranking CNTs to Sablayan, Occidental Mindoro Mayor Andres Dangeros and municipal local government operations officer Bernadette Encina. Dominador Penciano Jr., aka Totsie/Jai/Jess/Nari, and Joel Mejaro y Dapok, aka Lenny/Libby, surrendered upon seeing the government’s sincerity with its implementation of the Executive Order 70 program.

That’s not the end of the sad story of your NPA members in the SolCom area, Mr Sison.

On the eve of the NPA anniversary, 40 regular NPA and Militia ng Bayan members surrendered to the government as a result of the Regional Task Force Elcac collaboration in the areas of General Nakar in Quezon, and Kalayaan and Sta. Rosa in Laguna.

The group turned in 14 FAS and war materiel, including one M16, one M14, two Carbine and one Garand rifles, as well as five pistols, rifle grenades and ammunition.

Topping the surrender of all the above was the killing of Julius Giron, whom Armed Forces chief Felimon Santos Jr. identified as chairman of the CPP and of its military commission, the position held by Benito Tiamson before being arrested in Cebu City in 2014. The top CPP-NPA honcho was killed in Barangay Queen of Peace, Baguio City in a firefight with soldiers of the Northern Luzon Command and city police. Also killed in the same incident was Lourdes Tan Torres, a member of the CPP executive committee and the CPP national health bureau, and an unidentified bodyguard of Giron.

With the death of your top stooge in the Philippines — stooge because you actually run the show from your armchair in the Netherlands — need I stress it to your face: your envisaged grand NPA anniversary celebration just went pfffttt…

Human rights alliance Karapatan appealed for the mass decongestion of prisons in the Philippines following the recent statement of United Nations High Commissioner for Human Rights Michelle Bachelet calling on States to take immediate actions to protect the health even of the people in detention.

The group particularly presses for the immediate release of the elderly, pregnant and sick political prisoners. The group lamented that the current condition of prisons in the country does not guarantee prisoners’ safety from acquiring the dreaded coronavirus disease.

As of March 28, there are 609 political prisoners in different facilities nationwide. Sixty-three of them are afflicted with life-threatening and debilitating illnesses and 47 are elderly. More than 300 inmates in the said detention facility are crammed in cells which can only hold 32 prisoners, the group said.

Kapatid, an organization of families and friends of political prisoners, has been pushing for the release of the following political prisoners in Taguig City Jail Female Dorm who have chronic illnesses:

  • Cleofe Lagtapon, 66 years old suffering from bronchial asthma. Lagtapon was arrested together with her husband, peace consultant Frank Fernandez in March 2019.
  • Gee-Ann Perez, 21, who has leprosy. She was arrested together with Lagtapon and Fernandez. She was reportedly deprived of medication and access to medical attention which caused for her condition to relapse.
  • Virginia Villamor, 65, has hypertension, depression and chronic pain due to a recent pelvic failure. Villamor was arrested with her husband, Alberto and peace consultant Vicente Ladlad in Nov. 2018.
  • Winona Birondo, 61, has diabetes, hypertension and bronchial asthma. She was arrested together with her husband, Alexander in July 2019. They are part of the National Democratic Front of the Philippines secretariat during peace negotiations.
  • Rowena Rosales, 47, who suffers from hypertension and diverticulitis. She and her husband Oliver were arrested in Bulacan in August 2018. The couples are both former members of Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE).
  • Arlene Panea, 31, who was with Benito and Wilma Tiamzon when they were arrested in 2014. The group said Panea, as well as the Villamor couple and Perez are accidental victims in a political arrest.

They also called for the release of nine other female political prisoners currently detained at the Correctional Institute for Women in Mandaluyong, including two elderly, Moreta Alegre and Lilia Bucatcat, both 73 and ill.

Other elderly political detainees areFernandez, who also suffers from various physical ailments; Alberto Villamor who has diabetes and has recently recovered from a stroke; and, 80-year-old Gerardo dela Pena, who is suffering from hypertension and other conditions.

Farmer couples from Negros, Moreta and Jesus Alegre, 73 and 74 years old are suffering from hypersensitive cardiovascular disease as well as hypertension and arthritis.

Reina Mae Nacino, meanwhile, is five months pregnant. She was arrested in November 2019.

“Political prisoners, especially the elderly, sick with chronic, debilitating or terminal medical conditions, pregnant women and nursing mothers, those who are due for parole or pardon, at least one spouse each of political prisoner couples and accidental victims of political arrests should be released immediately on just and humanitarian grounds,” Karapatan said in its urgent appeal.

Another 29 members of the Bangsamoro Islamic Freedom Fighters (BIFF) have surrendered as troops continue surgical operations in Maguindanao to neutralize the terrorist group even as the country grapples with the fight to contain the coronavirus disease (COVID-19) pandemic, military officials said Wednesday.

Col. Jose Narciso, commander of the 601st Infantry Brigade, said
the BIFF members under the faction of Imam Mininbang, also known as Kagi Karialan, yielded on Monday to troops belonging to a unit of the 33rd Infantry Battalion based in Barangay Zapakan, Rajah Buayan town.


“A holistic approach, applying both military and non-military actions, will be sustained. We are hoping that the other various militant factions in the region will be laying down their arms,” he said in a statement.

The BIFF, which broke away from the Moro Islamic Liberation Front (MILF) due to ideological differences, was formed in 2010 by Ustadz Ameril Umra Kato, then commander of the MILF’s 105th Base Command.

Kato, who suffered a stroke in 2011, died in April 2015 reportedly due to cardiac arrest.

Following his death, the BIFF splintered into two and later three factions – the faction of Ismael Abubakar alias Imam Bongos, the Karialan faction, and the Abu Toraife faction headed by Esmael Abdulmalik.
The Karialan faction is reportedly considered as a “moderate” while the two others as “radical Islamic groups.”

Maj. Gen. Diosdado Carreon, commander of the 6th Infantry Division and Joint Task Force Central, said that military pressure against the BIFF will be sustained.

According to him, the focused and intensified operations of the Joint Task Force Central targeting the terror groups in Maguindanao resulted in a pressure build-up that led to the surrender of the BIFF militants.

“This feat (surrender) inspires us to intensify our offensives even more,” Carreon said.

Among the firearms surrendered were an M14 rifle, Garand rifles, sniper rifles (including 2 caliber .50 Barretts), Ingram and Uzi submachine guns, and grenade launchers.

The surrenderers also yielded an ISIS flag, the military added.


Lt. Gen. Cirilito Sobejana, Western Mindanao Command chief, lauded the troops for the surrender of BIFF members as he instructed them to sustain the military operations even if the nation is grappling to fight the COVID-19 pandemic.

“This achievement is a breakthrough for the JTF Central. With the weakening of their group, we are confident that more fighters will be compelled to cross the line,” Sobejana said.

The surrenderers were subjected to a custodial debriefing under the 33rd Infantry Battalion.
