LORETO, ADS – Barely a month since surrendering to the Balik-Loob Assistance Center of the 60th Infantry Battalion in Loreto, Agusan del Sur, twenty (20) former members of the New Peoples’ Army have already been given a head start with their proper and smooth reintegration to their families and communities through immediate cash grants and other interventions.

While awaiting their benefits under the national government’s Enhanced Comprehensive Local Integration Program (E-CLIP), Mayor Lorife Magadan of Loreto, ADS already awarded P20,000.00 immediate cash assistance to each of the former rebels (FRs) last week. The localized FR assistance program of Loreto is anchored on Mayor Magadan’s “APING” Development Agenda which puts peace and order among the LGU’s top priorities

On the other hand, Mayor Michael Lim and the local government of La Paz, ADS were also chipping in by providing the FRs and their families their subsistence allowance on top of assisting the on-going Community Support Program of 60IB in the conflict affected Brgy Kasapa 2 of the said town.

The FRs also underwent other activities over the weekend to include an exclusive orientation on agricultural livelihood prospects and distribution of initial livelihood starter packs by the LGU Loreto and the local office of the Department of Agriculture; and the profiling for E-CLIP and distribution of P5,000.00 cheques to each of the FRs by the Provincial Social Welfare and Development Office of the Agusan del Sur Provincial Government.

The FRs and their families were also given complete medical and psychosocial assistance by the concerned LGUs.

Meanwhile, 60IB Commander, Lt. Col. Ronaldo Sarmiento reported that they are also “gaining ground with [our] on-going Community Support Program in the conflict-affected, boundary-areas of Loreto and La Paz.”

“With our continued collaboration with the LGUs and the cooperation of the communities where we are currently focusing our efforts, we are expecting to gain more surrenders from the ranks of both NPA regulars and supporters. [And] We mean to do this while also directing the much-needed services, programs, and projects into these same communities ASAP,” Sarmiento added.

Background

The 60IB together with other units of the 1001st Infantry Brigade under the Joint Task Force Agila (10th Infantry Division, Philippine Army) recently figured in a series of armed clashes and pursuits against members of the CPP-NPA’s Weakened Guerilla Front 3 (WGF 3) and Pulang Bagani Command 4 (PBC 4), Sub-regional Committee 4, Southern Mindanao Regional Command in the boundary areas of Loreto and La Paz towns in Agusan Sur.

The said military operations resulted to the killing of several CPP-NPA terrorists, the recovery of numerous firearms, improvised explosive devices, and subversive documents, and the current influx of surrenders.

The 20 FRs surrendered to the 60IB between January 25 to February 4, all of them bringing their firearms along.

Kalinaw News: Army confirms death of NPA Leader in Bukidnon

Malaybalay City, February 23, 2020 – Government troops operating in Mt Kalatungan, Southwest Bukidnon confirmed that a New People’s Army (NPA) member was killed during an operation last February 18 following reported terrorist consolidation to execute a tactical offensive targeting civilian compounds and equipment in the area.

NPA then released a statement days later that a certain Renato “Jhonny” Tilucan a.k.a Kidlat / Ilaw was killed during the said operation.

Government troops has to use close air support as the NPA hideouts were surrounded by Ottawa Conventions banned Anti-Personnel Mine (APM) to ensure soldiers cannot penetrate the terrorist lair. “Close air support will detonate these mines so our soldiers on the ground can assault their hideout” according to 403rd Infantry Brigade based in Bukidnon.

It can be recalled that January 18 last year, when a group of armed NPAs attack an undefended farmlot at Sitio Cole, Brgy Lilingayon, Valencia City, Bukidnon. They deliberately destroyed civilian-owned properties by chopping down around 8,500 banana trees and burning a boom-spray truck contracted by a plantation company. They also confiscated the mobile phones of the civilian operators of the boom truck according to reports of Valencia City PNP.

“We cannot allow these terrorists to launched another terroristic act against civilians, and we also cannot allow our soldiers to be killed by the APM they set up while waiting for their cue to attack civilian business establishments they intend to impose extorsion. We protect communities from threat, intimidation and attack of these terrorist and we also protect our soldiers from being killed so they be able live and defend our people” Colonel Ferdinand Barandon, newly installed Brigade Commander of 403rd Bde.

“They have already lost the support of their former massbase that is why we are quick to monitor their movements. It is their former mass supporters that wants them out of communities” Barandon added.

Soldiers upon entering the NPA’s lair in the hinter areas of Valencia City (Mt Kalatungan) discovered a dead body and seized an R4 rifle, APMs, sim cards, a baofeng radio, and notes & documents.

Contrary to accusation of Karapatan that the Army unit violated the IHL, Barandon said “the area is very far from nearest sitio or houses as it is in the hinterland, moreover we attacked a military objective which are armed terrorist, our fires are also directed to detonate the real IHL banned APM that the NPA use. That is why they only have one reported casualty maybe the one nearest on the APM they planted that got detonated. We challenge Karapatan to condemn NPA for using APM if they really are impartial”.

“I am again appealing to all NPA members to come home, their children, parents and siblings have long been waiting for them to take the road to peace. Our government will assist them to live a new life through Enhance Comprehensive Local Integration Program” Barandon concluded.

Kalinaw News: 17 Former NPA Leaders Finishes Course, Vows to Live a Renewed Peaceful Life

A total of 17 Former High Ranking NPA Leaders and members of the Communist Party of the Philippines completed the Primerong Kurso sa Pagbag-ong Kinabuhi Level 3 (PKPK-3) Class 1-2020 at Camp Osito Bahian, Malaybalay City this morning.

Six of the Former Rebels (FRs) are from Misamis Oriental, while the remaining 11 are from Bukidnon. Resylyn Pardo a.k.a Jamby, Guerilla Front 6 (GF6) Secretary from South Bukidnon compose the group that also include Political Instructors, Squad Leaders, Platoon Medic, and Commanding Officer of Front Operational Command.

The PKPK-3 is the first part of the mainstreaming process for FRs. They will then be enrolled Halfway Houses managed by Provincial and Highly Urbanized Cities where they will undergo further trainings and capacity building before they receive the government’s Enhanced Comprehensive Local Integration Program (ECLIP).

“We believe on the kindness of their hearts before they were radicalized by the Communist Party of the Philippines thru New People’s Army” said Cpt Ryan Layug, Course Director of PKPK3 and former spokesman of 403rd Bde in Bukidnon.

“Their innocence were abused, they were made to believe that bearing arms and fighting the government is the way to achieve their means” Layug added.

PKPK-3 according to 403rd Bde aims to slowly return the FRs to their old self as loving children and God centered individuals.

Layug narrated that prior to Valentine’s Day, married ladies confessed to lady facilitators to have never experienced being given flowers, being serenaded and danced as NPA do not allow open expression of love including holding hands. It was indeed a very romantic night when 403rd Bde personnel prepared a simple V-Day celebration. Ladies were surprised by their husbands with flowers and sweet dance while being serenaded by singing soldiers.

PKPK-3 started on February 5 and ended this morning. During the 17-day course, participants and couples were also made to experience driving farm tractor as they are introduced to high-value crop production.

Resylyn Pardo during the closing ceremony on her impression said “duha ang ako gibati ron, kalipay ug kamingaw. Kalipay kay tungod nailhan nako ug nailaila ang mga tinood nga sundalo nga gabuwis sa ilang kinabuhi para sa katawhan ug nabati nako ang tinood nga kagawasan. Kamingaw kay tungod nanibag-o ko sa akong pang adlaw adlaw nga routine, pero gusto nako nga mahimong ingonani na ang akong kinabuhi (I have dual emotions at the moment, hapiness and loneliness. Hapiness as I have finally met real soldiers that risk their lives for our people and that I have finally felt the real freedom. Loneliness as I felt strange on my daily routine, but I wanted this to continue in my life)”.

Col Ferdinand Barandon, the invited Keynote Speaker and newly installed Commander of 403rd Bde covering Misamis Oriental, Camiguin, CDO and Bukidnon reserved his tears of joy as he said the occassion are meant to be joyfull in celebration of renewed life.

“I was then a young Company Commander that covers San Fernando, Bukidnon. Seeing you today after almost three decades and hearing your messages longing to live a peaceful life with your family melts my heart, it is filled of gratitude that you have finally returned home” Col Barandon said during the Closing Ceremony of PKPK 3.

Barandon also thanked the FR Facilitators (PEACE and Kauban sa Kalamaw), Youth Facilitators (POINTY Bukidnon) and Soldier Facilitators (403Bde, 58IB, 8IB & 88IB) for their efforts and deligence for the past 17 days.

“If there is anyone else that wanted peace foremost, it is soldiers. They are directly affected by conflict but it is our duty to protect our people from peace spoilers. We will continue to win peace here in Bukidnon, CDO and Misamis Oriental” Barandon concluded.

CAMP SIONGCO, Maguindanao– Twenty Bangsamoro Islamic Freedom Fighters (BIFF) rebels who previously surrendered to the government in North Cotabato were beneficiaries of Returnee Comprehensive Aftercare Program (RCAP)

The program formally opened yesterday at 8:00 a.m. in 602nd Infantry Brigade Headquarters, Camp Lucero, Carmen, NorthCotabato in cooperation with the different government agencies and local government units in the area of operations.

The program aimed toorient and enlighten our surrenderers thru government’s sincerity inassistingthem to start a new life and abandon wrong cause and false ideologies, return to their families, live peacefully and be responsible citizens in the mainstream society.

In his message, 602nd Brigade Commander, Brig. Gen. Roberto S. Capulong said “Angtinginkosainyodati ay matatapanglang, perongayon, kayo ay sobrangtapangdahilnagtagumpay kayo sahindibironglaban. Laban paratalikuranangteroristanggrupo,labanparamanaigangpagpapahalaga at pagmamahalsapamilyaat labanparasakapayapaanngatingInang Bayan. Ipil, ZSP – A New People’s Army child warrior was rescued by Army’s 10th Infantry Battalion in Sitio Lamak, Barangay Mansawan, Don Victoriano Chongbian, Misamis Occidental this Monday afternoon.

A resident of said barangay sighted alias BENTONG, 14 years old, a resident of Barangay Don Elino, Sergio Osmena, Zamboanga del Norte roaming in the area where he was tending his pasture.

The resident immediately informed the nearby military detachment which immediately sent out troops to rescue Bentong.

In an initial interview, Bentong shared that he was recruited by his cousin last December 2018 when he was just 13 years old and later on joined Guerilla Front Sendong – Western Mindanao Regional Party Committee (WMRPC) operating in Zamboanga del Norte and Misamis Occidental.

He further added that he was left by his comrades in the forest of Mount Malindang which prompted him to search for a nearest community.

“This clearly shows that the Communist Terrorist Group is continuously violating the International Humanitarian Law (IHL) which prohibits the recruitment and use of children in hostilities,” said Col Leonel Nicolas, Commander, 102nd Infantry (IGSOON) Brigade, who has operational jurisdiction of Mis Occ.

Meanwhile, Maj. Gen. Gene Ponio, Commander, 1st Infantry (TABAK) Division lauds the troops of 10th Infantry (STEADY… ON) Battalion for its immediate response and display of professionalism.

“We must remember that these individuals are also victims of deception and lies by the Communists Terrorist Groups, and in as much as we wanted to end this communist armed conflict in Western Mindanao, we must also stay grounded in protecting the lives of those we can save,” said Ponio.

“I am confident that our troops will continue to work tirelessly towards achieving the goal of creating a conducive environment for a just and lasting peace in our area of responsibility while being true to value the dignity of every person and guarantee the full respect for human rights,” he added.

The rescued minor is now brought to Sergio Osmena Municipal Police Station and Municipal Social Welfare and Development Office for proper disposition and counselling.

Likewise, his parents were already notified of his whereabouts.

President Rodrigo Duterte appointed Philippine Army Colonel Jesus Durante III as the new commander of the Presidential Security Group (PSG), Malacañang announced on Monday, February 24.

Durante will formally replace Brigadier General Jose Eriel Niembra in a change of command ceremony on Tuesday, February 25, to be led by Duterte.

The PSG is the close-in force in charge of securing the president, the vice president, their immediate families, former presidents and vice presidents, and visiting heads of state.

A native of Davao City, Durante graduated from the Philippine Military Academy (PMA) Tanglaw Diwa Class of 1992. He is currently the commanding officer of the PSG's Presidential Escorts Battalion.

Durante is a "full-blooded Scout Ranger" and "one of the most bemedaled officers of the Armed Forces of the Philippines," according to his profile from the Philippine Army.

Before joining the PSG, Durante was the commanding officer of the Mindanao-based 2nd Scout Ranger Battalion of the 1st Scout Ranger Regiment, an elite unit of the Army.

He earned a master's degree in defense analysis from the Naval Postgraduate School in California, United States, in 2012. He also has a master's degree in public management, major in development security, from the Development Academy of the Philippines.

Durante was a military observer with the United Nations Mission in Wau, South Sudan, in 2007. In 2003, he received the PMA Alumni Association's Cavalier Award for Army Operations.

Niembra, the outgoing PSG group commander, is set to become the brigade commander of the Army's 701st Infantry Brigade under the 7th Infantry Division, stationed in Mati, Davao Oriental.

The New People’s Army Apolinario Gatmaitan Command has decried the allocation of P87 million peace and order fund by the provincial government of Negros Occidental, claiming it will be earmarked for intelligence and psychological warfare operations.

On Feb. 11, the Provincial Peace and Order Council approved an P87 million budget for its projects, programs and activities in Negros Occidental, while also allocating separately a P26.1 million intelligence fund, rebel spokesman Ka Juanito Magbanua claimed.

He claimed that the budget will be used for the actual implementation of Executive Order 70, or the whole-of-nation approach and the Retooled Community Support Program, where the people’s money is used to militarize the services of the local government, which is a civilian agency to destroy the revolutionary movement.


Rayfrando Diaz, administrator of the Negros Occidental provincial government, yesterday strongly debunked the allegations, saying that the funds were allocated to help those people affected by the armed conflict, and those rebels who would like to return to the mainstream society and live a normal life.

The funds have not been earmarked to buy guns or helicopters to wage war, but for social support of the people affected by the armed conflict, Diaz stressed.

Magbanua, in a statement he issued, dismissed the peace effort as futile and a waste of money, alleging that it does not solve the root causes of poverty, joblessness, high prices of basic commodities, and low wages; and does not implement genuine land reform and national industrialization.*

THE OFFICE of the Presidential Adviser on the Peace Process has strongly condemned the killing of rebel returnee Antonio Benzon Jr. by members of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Presidential Peace Adviser Carlito G. Galvez Jr. blasted the duplicitous nature of the CPP-NPA, which is carrying out such gruesome attacks but at the same time are calling for the resumption of peace talks with the government.

“We cannot achieve peace if the other side continues murdering people with impunity. These killings do not achieve anything but perpetuate the cycle of violence,” Galvez said.

Benzon, who had only recently left the communist group and returned to the fold of the law, was shot dead in Barangay Colambis, Casiguran, Sorsogon last Saturday.

The CPP-NPA has claimed responsibility for Benzon’s death. According to Galvez, the CPP-NPA’s portrayal of Benzon as a traitor and criminal is yet another attempt to discredit the government’s “whole-of-nation'' approach to end local communist armed conflict.

The Enhanced Comprehensive Local Integration program (E-CLIP) and Localized Peace Engagements (LPE) are among the mechanisms being implemented under the whole-of-nation approach.

Through LPEs, local governments units and other stakeholders in the community take the lead in finding solutions to address the armed rebellion in their areas. Hundreds of CPP-NPA rebels across the country have returned to the fold of the law because of these LPEs.

“The government’s multi-pronged response to the communist insurgency is gaining ground. We are showing the rebels, their families and their communities that we are sincere in addressing pressing issues they are confronting,” Galvez said. “This is why the CPP-NPA leadership is doing everything to picture the government in a bad light. We are rendering the CPP-NPA irrelevant.”

He challenged the CPP-NPA to substantiate their claims against Benzon and the other rebel returnees and members of indigenous peoples (IP) groups whom they have killed.

“We know that the CPP-NPA organization has a lot of legal fronts. If this is the case, then why don’t these groups just file a case against their former comrades instead of murdering them? The means simply does not justify the ends,” Galvez said.

Over the past several months, the CPP-NPA has been calling for a resumption of the stalled peace talks. It has even branded the government as among the “peace spoilers” because it will not give in to their unconstitutional preconditions.

And while the communist group was making such calls for peace, its armed wing, NPA, continued to kill law enforcers and civilians.

On December 15, 2019, around 50 members of the CPP-NPA ambushed a police patrol car in Borongan City, Eastern Samar.

Patrolman Mark Jerome Sugalan Rama, as well as civilians Agripena Avilla Traboco and Anthony Balayanto died during the attack, while 15 others were wounded.

On December 23, 2019, two police officers were injured during an improvised explosive device attack in Tubungan, Iloilo, on the eve of the implementation of the holiday truce between the government and the CPP-NPA.

At the start of the New Year, the CPP-NPA killed two IP leaders in Mindanao, while a ceasefire agreement between the rebel group and the government was still in effect.

In Cabanglasan, Bukidnon, IP Mandatory Representative Datu Sammy Diwangan was shot dead for his firm opposition to the ongoing recruitment by the CPP-NPA in his area.

In Esperanza, Agusan del Sur, Higaonon tribe leader Bontola T. Mansinugdan was abducted and killed by the rebels. Mansinugdan and his 11 year-old son were out gathering frogs in the Kinabonglohan River for New Year’s Day when they were murdered.

Galvez said there is no rationale behind the killing being committed by the communist insurgents, as he pointed out that there is a wide disconnect between what the communist group is saying and what it is actually doing.

“Are the killings aimed to pressure the government to finally engage the CPP-NPA in peace talks? Because if that is the reason, their methods are entirely flawed as their ideology,” he said.

He said the government will strengthen the implementation of policies and programs that will uplift the lives of the people who are affected by the armed rebellion.

“We will continue delivering livelihood and other socio-economic interventions to the people. Violence will never be a valid excuse for taking the lives of others. Clearly, this is not the path towards achieving just and lasting peace,” he said.

PRESIDENTIAL COMMUNICATIONS Operations Office (PCOO) Secretary Martin Andanar enjoined the Filipino community in London to be advocates of the campaign against disinformation about the government’s cornerstone policies.

Andanar made this call as the PCOO held a film-showing session of the anti-illegal drug documentary film “Gramo” at the Philippine Embassy in London on February 21.

The PCOO also presented to the international community a journal containing facts about the anti-illegal drug campaign, entitled: “Saving The Future of a Nation: Countering Hard Drugs”.

“We hope that both the documentary and the magazine will help enlighten everyone on the multi-dimensional approach the government is taking to address the problem of illegal drugs,” Andanar said. “This is not something that can be done by the government alone, nor with just a handful of agencies and civilian volunteers. It requires the participation of everyone.”

Copies of both the documentary film and the magazine were distributed to the Philippine Embassy and members of the Filipino community in attendance, to widen the reach of the international campaign of disseminating accurate narratives about the anti-illegal drug campaign.

“Let us begin with the support of the family, the neighborhood, the church, and the media, combined with the government’s effort, until the whole-of-nation converges for the care of one drug addict at a time, all the time,” he said.

Commenting after the film-showing session, British personality Malcom Conlan lauded President Rodrigo Duterte’s hardline stance in ridding the country of the drug menace.

“Shabu has ruined so many peoples’ lives. And it’s very good that President Duterte is combating the spread of shabu. It’s impossible to save every drug addict, but I think what you can do is you can make a real difference, and I think that’s what the President is doing,” Conlan said.

“Sadly, there’s a lot of fake news. And this is something that’s being combated. And I think it’s very good that the PCOO is doing this roadshow. There have been criticisms in the past that maybe people aren’t doing enough to spread the real message,” he added.

Other materials distributed include the Duterte Legacy Magazine, which features the beneficiaries of the government’s education-related programs and policy; the Duterte Legacy Accomplishment Journal; and the special edition of Balita Central about the National Task Force to End Local Communist Armed Conflict.

Following the London leg, the PCOO will bring “Gramo” to the Filipino community and the international media in Geneva, Switzerland. The Secretary will deliver the Philippine dignitary statement at the 43rd session of the Human Rights Council (HRC43) High Level Segment on February 26, 2020 in Geneva.

From the Mindanao Examiner (Feb 25, 2020): NPA cadavers, firearms recovered in a joint operation in Agusan Sur

TWO CADAVERS of the New People’s Army (NPA) members and firearms caches were recovered during the conduct of joint Armed Forces of the Philippines - Philippine National Police (AFP-PNP) operation in the hinterlands of Barangay San Vicente, Esperanza, Agusan del Sur on February 16, 2020.
The location was revealed after seven members of NPA voluntarily surrendered to the folds of the law through the efforts of 26th Infantry Battalion, Police Regional Office 11 and 13 and concerned local government units.

Guilty conscience and realization pushed a certain Jason Alawayon alias Tiger, one of the former rebels (FRs), to reveal the location of the buried arms caches and cadavers of his comrades who were wounded and eventually died during the armed engagement with the government troops way back in 2017.

“Gikapoy na mi sa among kahimtang sa sulod sa kalihukan, lahi ra gyud sa kahimtang adtong sa gawasnon pa mi ug nagpuyo nga malinawon. Unya nakonsyensya pud mi sa mga pamilya sa among mga kauban nga namatay nga walay tarong nga paglubong, ug nagpadayon ang ilang pamilya sa paghuwat kung kanus-a sila mopauli (Our situation inside the movement is really exhausting, which is far different from our situation when we were living peacefully. And we felt guilty towards the bereaved families of our comrades who died without decent burial. Their families are still waiting for the remains to be brought back to them),” Alawayon said.

The operation also led to the recovery of two high powered firearms, an M14 rifle and a Garand rifle, including anti-personnel mine and assorted ammunitions.

Meanwhile, the two cadavers were only identified by their former comrades as “Ka Al” from Quezon, Bukidnon and “Ka Dope” from Cagayan de Oro City. Their remains were turned over to Agusan del Sur Police Provincial Office for post mortem examination and future identification of their identities in order to inform their families and be given a decent burial.

On the other hand, Lieutenant Colonel Romeo Jimenea expressed his deepest sympathy to the families of the recovered NPA cadavers. “It is very regretful to think, that the life of our fellow citizens was wasted because of this deceiving propaganda of the terrorist NPA to join their false ideology in changing democracy into communism. This is not martyrdom as what CPP-NPA instills to the minds of their comrades and supporters. This is only a selfless pursuit of political ambition wherein their members and supporters are just sacrificial lambs,” he said.

“Hopefully, the outcome of this operation will serve as an eye-opener to all the remaining members, supporters and sympathizers of the CPP-NPA,” Jimenea added.

Likewise, Col. Allan D. Hambala, 401st Brigade commander, commended the efforts of the 26th IB and PNP in the success of the said operation. He further emphasized that the success was the result of a relentless intelligence operation and information drive with an effect of demoralizing the remaining members of the NPAs and later on decided to surrender.

“We have to strengthen our efforts in order to finally end this armed conflict. Remember that the local governments are already supporting us into the success of our goal through EO No. 70. Let’s all take advantage in making use of it against the communist-terrorists,” said Hambala.

“We are again appealing to all the remaining members of the NPAs to lay down their arms and be a law-abiding citizens once again. Your armed struggle had already brought numerous senseless deaths and miseries to the hundreds of thousands of Filipinos especially to the natives. Let us work hand in hand in pursuing lasting peace and sustainable development,” Hambala added.

PAGADIAN CITY – Government soldiers recovered a 14-year old communist fighter after he was lost in the forest in Misamis Occidental’s Don Victoriano Chongbian town, officials said Tuesday.

Officials said a cattleman spotted the young unarmed rebel roaming around the village of Barangay Mansawan and quickly told the military about the boy. Members of the 10th Infantry Battalion were immediately sent to the village and
found the boy who admitted being a child warrior of the New People’s Army.

During questioning, the rebel - a native of Zamboanga del Norte’s Sergio Osmeña town – told soldiers that he was recruited by his cousin in December 2018 and eventually joined the Guerilla Front Sendong – Western Mindanao Regional Party Committee operating in Zamboanga del Norte and Misamis Occidental.
The young rebel said he was left behind by rebels in the forest of Mount Malindang which prompted him to search for a nearest community.

Colonel Leonel Nicolas, commander of the 102nd Infantry Brigade, condemned the NPA for recruiting children and use them to fight the democratic government. “This clearly shows that the communist terrorist group is continuously violating the International Humanitarian Law which prohibits the recruitment and use of children in hostilities,” he said.

Major General Generoso Ponio, commander of the 1st Infantry Division, said the boy was handed over to the municipal police and social workers. “The rescued minor is now brought to Sergio Osmena Municipal Police Station and Municipal Social Welfare and Development Office for proper disposition and counselling. Likewise, his parents were already notified of his whereabouts,” he said.

There was no immediate statement from the NPA, which has been fighting for many decades now in an effort to overthrow the government and install a Maoist state in the country. (Zamboanga Post)

LINGIG, Surigao del Sur – More than 800 residents of a remote village here benefited from the service caravan organized by various government agencies under the provincial task force to End Local Communist Armed Conflict (ELCAC) over the weekend.

Sunday's service caravan in Rajah Cabungsoan, an upland village situated in the boundaries of the provinces of Agusan del Sur and Davao Oriental, brought medical, livelihood, and various forms of assistance from the government as part of the Executive Order 70, which institutes a "whole-of-nation approach" to address the communist insurgency in the countryside.

Around 90 percent of the more than a thousand residents in the area belong to the Manobo tribe who reside in the village's 15 sitios, according to Barangay Captain Elesia Gay-od.

Reaching the village was a daunting task as it is only connected to the town center through 49-kilometer unpaved, muddy road. The road condition is too bad that it can only be accessed by big hauler trucks, single motorcycles, and four-wheel drive vehicles.

Gay-od welcomed the service caravan and expressed gratitude to Surigao del Sur Gov. Alexander Pimentel and Lingig Mayor Roberto Luna Jr. who led the various national government agencies and government forces in delivering basic services to the residents.

“Despite the difficult road condition, the government is here to see our situation and give us the necessary services,” Gay-od told the residents during her welcome address.

Pimentel vowed to "prioritize the upgrading of the access road to Rajah Cabungsoan,” and ordered the Provincial Engineering Office to immediately conduct pre-construction assessment.

The governor also heard the clamor of the residents particularly on water supply for household and agricultural use.

Pimentel pointed out that Rajah Cabungsoan remains a conflict-affected area "that needs direct and immediate development intervention from the government."

Gayod said the proposed upgrading of the village's road network will help farmers deliver their products to the market centers in Lingig and other areas in Surigao del Sur.

She noted that farming remains the residents' primary source of living.

A resident, Cristina M. Cortez, underscored the importance of government support to the village's farming livelihood.

“Our main source of living is upland farming. We plant upland rice. There are times that we only harvest once a year especially when rodents would attack our rice plants," Cortez, 56, told the Philippine News Agency on Sunday.

She added that most of their harvest is used for family consumption as the road condition makes it difficult to transport their produce to the town center.

“It’s very expensive to deliver our farm products to the market. The motorcycle fare from our barangay to Lingig town range from PHP800 to PHP1,000. During the rainy season, motorcycle fare reaches as high as PHP1,500,” she said.

Meanwhile, Pimentel told the residents that service caravan was part of the concerted efforts of the different agencies of the government to end the armed conflicts brought by the communist insurgents in the area.

"Winning the peace through development interventions," the governor said, was "not only the work of the Army and the PNP" but also of all government offices, the local government units, and with the support of the people."

ILOILO CITY – The Police Regional Office in Western Visayas (PRO 6) acquisition of new equipment and vehicles on Monday is seen to boost the police’s operational capability.

Brig. Gen. Rene Pamuspusan, PRO 6 regional director, led the turnover of the newly-acquired equipment to different police units.

“These will be helpful, as we further strengthen the operational readiness and capability of our different units,” he said, adding that the set of new equipment proves the government is supporting the logistical needs of the police.

The PRO 6 has acquired 600 new Galil Ace 22N assault rifles distributed to the Regional Mobile Force Battalion and the region’s city and provincial mobile force companies.

Based on PRO 6 data, the Regional Mobile Force Battalion and Aklan Provincial Mobile Force Company (PMFC) and Antique received 70 units of Galil Ace 22N each while the mobile force companies in Capiz, Iloilo, Guimaras, Negros Occidental, Bacolod, and this city received 65 units each.

The newly-acquired equipment also include 551 Enhanced Combat Helmet Level II and 28 Tactical VHF Lowband (Harris) Radio.

To improve police mobility, PRO 6 also has two new Toyota Hiace van which will serve as the service vehicle of the guest who will be visiting PRO6 and offices of regional directors.

RAJAH BUAYAN, Maguindanao — An Army battalion commander here presented Monday six suspected drug personalities who surrendered and vowed to become law-abiding citizens.

During simple ceremonies held at the town's covered court, Lt. Col. Elmer M. Boongaling, head of the Army’s 33rd Infantry Battalion, presented the former drug personalities and their surrendered firearms to Col. Jose H. Narciso, commander of the 601st Infantry Brigade, and Col. Arnold Santiago, Maguindanao police provincial director.

Rajah Buayan Mayor Yacob Ampatuan and other local officials also witnessed the ceremonial surrender.

Boongaling said the identities of the surrenderers were withheld for security reasons. They also surrendered two M16 rifles, an Uzi machine pistol, a 12-gauge shotgun, and a FAL automatic rifle.


"The brigade’s endeavors on the operation against illegal drugs and proliferation of loose firearms are set in the Joint Task Force Central campaign plan to entice the lawless armed groups to surrender and live normal lives once more,” Narciso said during the ceremony.

He added the voluntary surrender of the drug personalities was the result of the convergence of concerned stakeholders anchored on the implementation of the government's "whole-of-nation approach," which emphasizes cooperation among government agencies to address insurgency and other peace and order problems.

Narciso assured the people of Rajah Buayan that the military is ready to protect the communities in Maguindanao at all times. He was also optimistic that more drug personalities in the area would surrender.

Ampatuan also assured the local government is ready to accept the surrender of lawless elements who want to return to the fold of the law.

“We will process their livelihood assistance through the help of the provincial government as, more than anybody else, we want peace and development in our community,” the mayor said.

Initially, Ampatuan said the six former drug personalities were given financial assistance of an undetermined amount by the town government.

Seventeen former combatants of the communist New People's Army (NPA) completed the Primerong Kurso sa Pagbag-ong Kinabuhi Level 3 (PKPK-3) Class 1-2020 at Camp Osito Bahian in Malaybalay City, Bukidnon over the weekend.

According to Capt. Ryan Layug, PKPK-3 director, the technical-vocational course is the first part of the "mainstreaming process" for former rebels prior to their enrollment to the halfway houses managed by local governments.

While in the halfway houses, they will then undergo further training and capacity building activities to be able to avail aid packages and incentives under the government's Enhanced Comprehensive Local Integration Program (ECLIP).


Layug said six of the PKPK-3 graduates are from Misamis Oriental, while the remaining 11 are from Bukidnon.

One of the course graduates was Resylyn Pardo, the former secretary of the NPA's Guerrilla Front 6 (GF6) operating in southern Bukidnon.

"I am happy to have finally met real soldiers who risk their lives for our people and that I have finally felt real freedom," Pardo said during the graduation.

Layug said Pardo's classmates included former rebels who used to occupy high-ranking positions in the NPA such as political instructors, squad leaders, platoon medic, and a front commanding officer.

"We believe in the kindness of their hearts before they were radicalized by the Communist Party of the Philippines (CPP) through New People's Army," Layug said. "Their innocence was abused and they were made to believe that bearing arms and fighting the government is the way to achieve their means."

In a statement on Sunday, 403rd Infantry Brigade said the PKPK-3 aims to "slowly return" the former rebels "to their old self as loving children and God-centered individuals."

Layug said the female graduates were treated to a Valentine's Day treat that included a surprise serenade from their husbands.

During the 17-day course, Layug said the participants learned of farm equipment handling and high-value crop production.

Col. Ferdinand Barandon, the newly- installed commander of 403Bde which has jurisdiction of parts of Misamis Oriental, Camiguin, Cagayan de Oro, and Bukidnon, said he was elated seeing the former rebels living a new life.

"I was then a young company commander in San Fernando, Bukidnon. Seeing you today after almost three decades and hearing your messages longing to live a peaceful life with your family melts my heart. I'm filled with gratitude that you have finally returned home," Barandon told the graduates.

A team of police and Army personnel arrested an alleged ranking member of the communist New People’s Army (NPA) in Surigao del Norte on Monday.

Brig. Gen. Joselito T. Esquivel Jr., director of the Police Regional Office (PRO) 13 (Caraga), identified the suspect as Joselyn Fortuna Curiba, 42, married, and a resident of Barangay Babag, Butuan City.

Curiba was arrested by a joint team of the Philippine National Police (PNP) and the Philippine Army at a checkpoint in Barangay Sico-sico, Gigaquit, Surigao del Norte.

Esquivel described Curiba as the finance officer of the NPA's Guerrilla Front 16 (GF-16), who is facing charges of kidnapping and serious illegal detention.


Esquivel said a warrant of arrest was issued against the suspect by a regional court in Bayugan City, Agusan del Sur, on January 30 this year.

Authorities said they confiscated from Curiba bomb-making materials and other pieces of evidence.

“The operation that led to her arrest is part of our aggressive campaign against insurgency and wanted persons,” Esquivel said.

Maj. Renel Serrano, PRO-13 chief information officer, told Philippine News Agency Tuesday that Curiba will face charges of illegal possession of explosives and incendiary devices.

Serrano said the suspect is now under the custody of Gigaquit Municipal Police Station.

Russia will be deploying one of its submarines for the International Fleet Review (IFR) in the Philippines this May, Russian Ambassador Igor Khovaev confirmed.

"Yes, for the first time but as partners and friends. I would be happy to invite you to visit the Russian submarine just to communicate with the Russian seamen and you will see that all of them are normal friendly people. So Russians are coming but as friends and partners,"
he said in an interview during the reception of the Russian Armed Forces Day on Monday.

The vessel would be part of a detachment of Russian naval ships, said Khovaev.


The IFR, to be held in Manila Bay waters near Corregidor and Bataan, is an international maritime exercise that aims to strengthen mutual trust and confidence as well as cooperation among navies from around the world.

The event is one of the highlights of the Western Pacific Naval Symposium (WPNS) which the Philippines is hosting for the first time from May 19 to 21.

Philippine Navy flag-officer-in-command, Rear Admiral Giovanni Carlo Bacordo earlier said the BRP Jose Rizal (FF-150) will lead the Philippine Navy (PN) contingent to IFR.

Bacordo estimated that at least 24 navies and their representatives will attend the WPNS and IFR.

Rather than a military alliance, the Russian government is pushing for a robust partnership with the Philippines, Russian Ambassador to Manila Igor Khovaev said Monday.

"I would like to point out that the goal of our common work here is not trying to contain someone or to create some sort of alliance. In Russia, we have no appreciation of military alliances because in the best case, they provide security for a selected few member states at the expense of others,"
he said during a speech on the occasion of the Russian Armed Forces Day in Makati City.


Khovaev said Russia prefers establishing "equal partnerships" in the region where a "fair system" is in place to guarantee the same level of security for all the players in the international arena.

"Any other country can agree with us or disagree. We don't criticize other countries for their decision to build a military alliance, that's their sovereign rights, but as for us Russians, we always offer a robust equal partnership, not a military alliance," he said.

At present, he said Manila and Moscow have already developed ties that could serve as a foundation for an "effective" defense partnership in the future.

"Now our two nations have very favorable preconditions to build a robust strong partnership for many years ahead for the future generation. It's a unique chance in the history of our bilateral relationship and this chance must not be missed. Once again, we are talking about the partnership between two equal sovereign independent states — the keyword is equal," he said.

In the past few years, the two nations have conducted joint military drills and have also witnessed a number of port calls both by Russian and Philippine navy ships.

High-level delegations from the Department of National Defense have also attended significant military events and fora in Russia, said Khoveav.

"We have already initiated a number of joint military-technical projects but to tell you the truth, the full potential of our cooperation has yet to be explored. It is indispensable because we have common threats and challenges including terrorism, international drug trafficking, and piracy at sea,"
he said.

President Rodrigo Duterte on Tuesday assured soldiers that he would give them “the best of everything” under his term.

Duterte said he pitied soldiers wounded in battle, especially those who lost arms and limbs, as he expressed commitment to provide them with prosthetics so that they would be able to resume performing their daily activities.

“You will have the best of everything sa panahon ko (during my term),” he said during the change of command ceremony of outgoing PSG commander, Brig. Gen. Jose Niembra at the Presidential Security Group (PSG) Compound in Malacañang Park.

Recalling how he set aside millions of pesos for their state-of-the-art hospitals, Duterte said he did not want to see or hear reports about the government's failure to treat injured soldiers.

Duterte, meanwhile, said he did not seek for “personal loyalty” since he found it “corny.” However, he sought for their continued devotion to the country.

“All that I ask is that when the time comes, I will be proudly saluting you and please remain loyal only to the flag of the Republic of the Philippines and no one else,” he said.

Daily drills

To give Filipinos a sense of security and pride, Duterte renewed his call to both soldiers and police officers to conduct daily silent drills.

“I want the people to see soldiers and policemen during the drill every day,” he said, stressing how he wanted to replicate the conduct of daily drills carried out by China.

Unclear whether he was being serious or not, Duterte said he would raise the prize for the next silent drill competition from PHP1 to 3 million.

“Gawin ninyo ‘yan (Do that) and the December finals would be PHP1 million. Baka dagdagan ko pa ng (I might even add) PHP2 million. Dagdagan ko pa ng (I’ll add) PHP3 million,” he said.

In December 20 last year, the first-ever presidential silent drill competition was held at the Quirino Grandstand in Manila to boost support for Duterte's bid to revive the mandatory Reserve Officers' Training Corps (ROTC) program.

Duterte has repeatedly called for the revival of the mandatory ROTC program in public and private senior high schools nationwide, in a bid to promote “gallantry, bravery, and spirit of volunteerism” among the Filipino youth.

The Philippine Military Academy (PMA) was crowned the champion and received a top prize of PHP300,000. The Philippine National Police Academy won second place and received PHP200,000, and the Philippine Merchant Marine Academy won third place and got PHP100,000.

New PSG chief
Duterte congratulated new Presidential Security Group (PSG) commander, Army Col. Jesus Durante as he expressed hope that he would provide “excellent” security to the Office of the President, his family, visiting heads of states, and diplomats.

“I thank you for stepping up to the challenge of being the next of PSG (Commander),” he said. “I look forward to working with you in the coming months.”

Duterte, meanwhile, thanked Niembra for his successful tour of duty.

He also expressed gratitude to all PSG troopers for their “valiant efforts” in the performance of their duties.

“Each and every one of you has truly shown undaunted courage and unbridled patriotism by choosing to be of service to our beloved country,” he said.

He encouraged them to be united in safeguarding the country’s institutions.

In a separate speech, Durante acknowledged that there are "a lot of challenges ahead" as they faced Duterte's remaining two years in office.

He, however, said he expected all PSG troopers under his watch to "leave no room for mistakes."

"Always bear in mind that the security gadgetry we possess will only be as effective as the people that use them. Leave critics behind. It is not the critic that counts but to use PSG troopers who risk our lives in the frontline," he said.

Prior to being PSG commander, Durante headed the presidential escorts.

He is also a member of the Philippine Military Academy Class of 1992.

Among the recovered items were eight (8) containers filled with rice, two (2) shotguns with two (2) magazines loaded, and one (1) Magnum .22 rifle with empty magazines.


Accordingly, these items were buried by the group of late Commander alias Amana, the Commanding Officer of SDG, Company Thunder.

Lt. Col Franklin F Fabic, commanding officer of 88IB, commended the troops for the success of the operation and recognized the former rebel who revealed the buried foods and arms cache.

"We are calling the remnants of Coy Thunder who are still undecided and continue to embrace a wrong ideology, now is the right time to return to the folds of the law and live a normal life just like what your Front Secretary and Commanding Officer did. MALAYBALAY CITY, Bukidnon, Feb. 22 -- Government troops raided groups of New People’s Army (NPA) at a forested hideout in Dumalaguing, Impasugong and Mount Kalatungan, all in Bukidnon province, killing a guerilla commander.

Col. Ferdinand Barandon, 403rd Infantry Brigade commander, identified the slain NPA leader as Renato Tilucan alias Sidlak, the commander of Sentro de Grabidad, Guerilla Front 68, North Central Mindanao Regional Committee.


It has been reported that the villagers repeatedly report to authorities about the presence of NPA rebels and that they are already fed up with the communist terrorist groups’ (CTGs) deceits and extortion activities.

After validating such reports, the 403rd Infantry Brigade immediately launched simultaneous combat operations to flush out the terrorists from their lairs.

The military operations resulted in the seizure of the NPA rebels’ hideouts, war materials, and personal kits.

Civilians also reported that they spotted groups of fleeing NPAs hastily passing through the sub-village with their dead and wounded comrades.

To ensure safety and protection of civilians while conducting the operations, Col. Barandon said they worked closely with the local government units in activating the municipal-based ICS (Incident Command System) that managed and supervised the delivery of basic services such as handling of an emergency evacuation, distribution of food packs to the internally displaced persons, and other emergency response to address specific operational gaps.

“While doing so, the AFP will do its best to avoid collateral damage and spare non-combatants who are in harm’s way. This focused military operation is part of the government’s relentless efforts against the NPAs or communist terrorist groups that continuously sow panic and fear, particularly in the province of Bukidnon. The AFP will utilize all its capabilities to ensure the safety and protection of people and their communities,” the brigade commander said.

He emphasized that the Armed Forces of the Philippines will not hesitate to unleash its combat powers to finally put an end to the local communist armed conflict.

“I am therefore calling all NPA members to lay down their arms and tread the road to peace. Our government has ensured, through the Enhanced Comprehensive Local Integration Program or E-CLIP, that rebels who wish to go back to the mainstream society are given the right opportunities. MALAYBALAY CITY, Bukidnon, Feb. 21 -- The 4th Division (Mentor) Training School (4DTS) welcomed another batch of newly assigned 2LTs in the 4th Infantry Division on Tuesday, February 18.

These group of 2LTs is composed of eighteen individuals who came from the different provinces of Philippines: four from Kalinga province, and one each from the provinces and Cities of Nueva Ecija, Nueva Viscaya, Baguio City, Benguet, Quezon City, Masbate, Antique, Negros Oriental, Apayao, Dipolog City, Tarlac, Isabela, Cavite, and Tacloban City.

They will undergo the Platoon Leader Orientation Course (PLOC) to enhance their tactical capabilities and competencies before their deployment to the different line units of the 4th Infantry Division.


The PLOC will help them understand the operational complexities of the division, Indigenous People's cultural sensitivities, concept of the Community Support Program, and best practices.

Lt.Col. Ronald M. Illana, the newly-installed Commandant of the school and fresh from being the Battalion Commander of 8IB with numerous accomplishments in the pursuit of peace and development in Bukidnon, is more than willing to share his wide range of experiences in the field as an Army Officer that the young Lieutenants can take lessons.

"We will ensure that these 2LTs will be steered to the best directions that they can follow to survive while carrying out their mission with remarkable achievements," he said. (4DTS, PA)

MALAYBALAY CITY, Bukidnon, Feb. 22 — Seventeen former New People’s Army (NPA) rebels completed on Saturday, February 22, the “Primerong Kurso sa Pagbag-ong Kinabuhi (Social Reintegration Course-First part)” in Camp Osito Bahian, Malaybalay City.

Six of the former rebels are from Misamis Oriental, while the remaining 11 are from Bukidnon.


Capt. Ryan Layug, former 403rd Infantry Brigade spokesman and course director of “Primerong Kurso sa Pagbag-ong Kinabuhi-Level 3 (PKPK-3),” said that Resylyn Pardo alias Jamby, Guerilla Front 6 Secretary of South Bukidnon, was part of the group of political instructors, squad leaders, platoon medic, and commanding officers of the CPP-NPA’s Front Operational Command.

He said this is the first part of the mainstreaming process for former rebels that aims to slowly return them to their old self as God’s loving children and God-centered individuals. They will undergo further training programs in halfway houses managed by local government units, which is part of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

“We believe in the kindness of their hearts before they were radicalized by the Communist Party of the Philippines (CPP) through the New People's Army. Their innocence was abused. They were made to believe that bearing arms and waging war against the government is the way to achieve their means,” Layug said.

The PKPK-3 started on February 5 and ended last Saturday. During the 17-day course, participants and couples were also made to experience driving farm tractor as they are introduced to high-value crop production.

Col. Ferdinand Barandon, the newly installed 403rd Bde Commander and the invited keynote speaker commended the graduates and urged everyone to continue winning the peace not only in Bukidnon, Misamis Oriental, Camiguin, and Cagayan de Oro that the 403rd Bde covers, but in the entire country as guided by President Rodrigo Duterte’s whole-of-nation approach.

Resylyn Pardo on her impression during the closing ceremony said "Duha ang akong gibati ron, kalipay ug kamingaw. Kalipay tungod kay nailhan nako ug naila-ila ang mga tinood nga sundalo nga gabuwis sa ilang kinabuhi para sa katawhan ug nabati nako ang tinood nga kagawasan. Kamingaw tungod kay nanibag-o ko sa akong pang adlaw-adlaw nga routine, pero gusto nako nga mahimong ingon-ani na ang akong kinabuhi (I have dual emotions at the moment, happiness and loneliness. Happiness as I have finally met real soldiers that risked their lives for the people and that I have finally felt the real freedom. Loneliness as I felt strange on my daily routine, but I wanted this to continue in my life)."

Layug also narrated that before Valentine’s Day, married ladies confessed to lady facilitators that never in their entire lives had they experienced being given flowers, being serenaded, and danced with someone as NPA do not allow open expression of love—including holding hands. It was indeed a very romantic night when 403rd Bde workforce prepared a simple Valentines Day celebration, where ladies were surprised by their husbands with flowers and sweet dance while being serenaded by the singing soldiers.

Col. Barandon reserved his tears of joy as he said the occasion is meant to be joyful in celebration of renewed life.

"If there is anyone else that wanted peace foremost, it is a soldier. We are directly affected by conflict, but it is our duty to protect people from peace spoilers,” he said.

He thanked the former rebel facilitators (PEACE and Kauban sa Kalinaw), youth facilitators (POINTY Bukidnon), and soldier facilitators (403Bde, 58IB, 8IB & 88IB) for their efforts and diligence for the past 17 days.

"I was then a young Company Commander that covers San Fernando, Bukidnon. Seeing you today after almost three decades and hearing your messages longing to live a peaceful life with your family melts my heart, it is filled with gratitude that you have finally returned home," Col Barandon said during the PKPK 3 closing ceremony. MISAMIS OCCIDENTAL, Feb. 25 -- A child warrior of the New People’s Army (NPA) was rescued by Army's 10th Infantry Battalion in Sitio Lamak, Barangay Mansawan, Don Victoriano Chongbian, Misamis Occidental Monday afternoon.

A resident of said barangay sighted alias BENTONG, 14 years old, a resident of Barangay Don Elino, Sergio Osmena, Zamboanga del Norte roaming in the area where he was tending his pasture.

The resident immediately informed the nearby military detachment which immediately sent out troops to rescue Bentong.

In an initial interview, Bentong shared that he was recruited by his cousin on December 2018 when he was just 13 years old and later on joined Guerilla Front Sendong – Western Mindanao Regional Party Committee (WMRPC) operating in Zamboanga del Norte and Misamis Occidental.
He further added that he was left by his comrades in the forest of Mount Malindang which prompted him to search for the nearest community.

“This clearly shows that the Communist Terrorist Group is continuously violating the International Humanitarian Law (IHL) which prohibits the recruitment and use of children in hostilities,” said Col Leonel Nicolas, Commander, 102nd Infantry (IGSOON) Brigade, who has operational jurisdiction of Misamis Occidental.

Meanwhile, Brig. Gen. Gene Ponio, Commander, 1st Infantry (TABAK) Division lauds the troops of 10th Infantry (STEADY… ON) Battalion for its immediate response and display of professionalism.

“We must remember that these individuals are also victims of deception and lies by the Communists Terrorist Groups, and in as much as we wanted to end this communist armed conflict in Western Mindanao, we must also stay grounded in protecting the lives of those we can save,” said Ponio.

“I am confident that our troops will continue to work tirelessly towards achieving the goal of creating a conducive environment for a just and lasting peace in our area of responsibility while being true to value the dignity of every person and guarantee the full respect for human rights,” he added.

The rescued minor is now brought to Sergio Osmena Municipal Police Station and Municipal Social Welfare and Development Office for proper disposition and counseling. His parents were also notified of his whereabouts. (102nd Infantry Brigade, PA)

CITY OF TABUK, Kalinga, Feb. 24 (PIA)-- Seventy seven families in two of New People’s Army (NPA)- affected barangays in the province were provided income generating livelihood projects in support to the “whole of nation approach” ending local communist armed conflict (ELCAC).

The Department of Agrarian Reform (DAR) under its native pig production and marketing awarded swine to 34 residents of Mabaca in Balbalan and 43 in Ammacian in Pinukpuk. Recipients are agrarian reform and Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries.

Provincial Agrarian Reform Officer Edano Canao said each beneficiary received P15, 000.00 worth of livelihood package such as for the purchase of native pigs and feeds. Construction of pig housing is the counterpart of the beneficiary.

“We provide support services to our ARBs who are also covered under 4Ps to prove that government is sincere in bringing government poverty alleviation interventions to the countryside,” Canao said adding that “we all know land reform is still an insurgency issue so we do not only distribute lands but provide income generating projects.”

Canao also informed that construction of the P300, 000 DAR-funded village level community processing center in Guinaang in Pasil is on-going to benefit cooperative members from this insurgency-affected barangay.

Meanwhile, to develop the skills of former rebels to become productive citizens, the Technical Education and Skills Development Authority offered 100 training slots for members of the Kalinga Returnees Association (KRA).

KRA President Marcelino Ibana said 12 of their members are presently training on driving. Other batches will follow. Coordination is also being carried with other agencies like DTI, DOST and DILG for KRA’s proposed activities, he said.

“We will meet with officers of the different municipal chapters of KRA to plan out how to engage more with government and sourcing of assistance so we can be able to become partners in solving the five- decade insurgency problem,” he said. (JDP/PAB-PIA CAR, Kalinga)

MALAYBALAY CITY, Bukidnon, Feb. 24 (PIA) — Government troops operating in Mt Kalatungan in the southwest of Bukidnon confirmed that a New People's Army (NPA) leader was killed in a military operation last February 18 following residents’ reports on the presence of NPA rebels whom they revealed to have been planning tactical attacks targeting civilian compounds and vital economic installations in the area.

Days later, the NPA released a statement that a certain Renato Tilucan alias Kumander Kidlat/Ilaw or Sidlak was killed in the said focused military operation.

Col. Ferdinand Barandon, the newly installed 403rd Brigade commander said the government troops had tough times repositioning its fighting weapons directed at the enemy because the NPA hideouts are protected by the “Ottawa Convention or Mine Ban Treaty,” which bans the use of Anti-Personnel Mines (APM).

“Since our soldiers cannot penetrate deep into enemies’ territory, the government forces had to use ‘close air support’. Hence, soldiers on the ground were able to launch an attack,” the brigade commander said.

Throughout clearing operations in the NPA’s lair at Valencia City hinterlands’ vicinity (Mt. Kalatungan), the soldiers discovered the remains of said NPA leader Renato Tilucan and seized an R4 rifle, APMs, SIM cards, a Baofeng radio, notes, and subversive documents.

It can be recalled that on January 18 last year, a group of armed NPAs attacked an undefended farm lot at Sitio Cole, Brgy Lilingayon, Valencia City, Bukidnon. They destroyed civilian-owned properties by chopping down around 8,500 banana trees and burned a boom spray-truck of a plantation firm. Valencia City police reports also showed that the said NPAs confiscated the mobile phones of boom truck operators.

"We cannot allow these terrorists to launch another attack against civilians. Likewise, we cannot allow our soldiers to be killed by the APM they set up while waiting for their cue to attack civilian business establishments they intend to impose extortion. We protect communities from threat and intimidation of these terrorists,” Col. Barandon said.

Contrary to the accusation of human rights group ‘Karapatan’ that the Army unit violated the International Humanitarian Law (IHL), the brigade commander said “the combat zone was in the woods, which is very far from the next sub-village. Besides, we attacked military targets who are armed terrorists. Our fires were also directed to detonate the real IHL banned APM that the NPA used. That is why they only had one reported casualty—maybe the one nearest to the APM they planted that got detonated. With this, we challenge ‘Karapatan’ to condemn the NPA for using APM if they really are impartial.”

Barandon said that the loss of CPP-NPAs mass base made the troopers’ tasks easier and quicker, especially in monitoring NPAs movements. He explained that it is the NPA’s mass supporters that want them (CPP-NPA) out of communities.

"I am again appealing to all NPA members to come home. Their children, parents, and siblings have long been waiting for them to take the road to peace.
