NORTH COTABATO, Philippines – A member of the Dawlah Islamiya or Bangsamoro Islamic Freedom Fighters was killed in an encounter with soldiers in Pikit town on Wednesday.

The military said soldiers were checking the reported presence of armed men in Barangay Manaulanan when the clash occurred.

Katato Samad was tagged in a series of bombings of power transmission lines connecting North Cotabato to hydroelectric plants in Bukidnon and in Lanao del Sur in 2015, according to Maj. Gen. Diosdado Carreon, 6th Infantry Division commander, said.

Two of Samad’s cohorts identified only as Tato and Mursid were reportedly wounded in the clash.

Improvised explosive devices, a rifle, ammunition, .40 millimeter grenade projectiles and a motorcycle were recovered at the scene.

Maritime Security in the Asia-Pacific: Measuring Challenges and Progress

Only by seeking to measure maritime security dynamics in uniform and rigorous ways can we begin to understand the scope of the challenges and make progress.

In the realm of foreign and security policy, the maritime space is often overlooked. “Sea blindness” is real and it is often reflected in the amount of resources and policy attention paid to maritime security and governance around the world. However, as the maritime space gains attention as a theater for nontraditional security challenges and as space of increasingly important economic potential, so too does the need to empirically measure the scope of the challenges and the progress made in the maritime space. There are a plethora of indices, databases, and empirical reporting available on security and governance issues onshore, which contribute greatly to the understanding of policymakers on these phenomena, but the maritime space has yet to see the same application of empirical methods and analysis.

In order to help fill this gap in our collective understanding, Stable Seas launched its initial Maritime Security Index in 2018. The index uses a wide variety of data across nine issue areas and is meant as a tool to: help maritime policymakers better understand the relationship between various aspects of maritime security; assist in identifying trends, either positive or negative at state and regional levels; and serve as a tool for resource advocacy. While the initial version of the index covered sub-Saharan Africa, it has recently been expanded to include the Middle East and North Africa, South Asia, and Southeast Asia.

The index was created using a wide variety of different data sources and developed in collaboration with a diverse set of partners, including civilian and military leaders from four continents, who generously volunteered their time to complete anonymous surveys that informed the scores across several issue areas.

Looking specifically at the new index data for the Indo-Pacific, a few high-level trends with important implications for maritime security and governance in the region stand out.

The Indo-Pacific is a leader in international and regional maritime cooperation (with a dangerous caveat).

The maritime space is governed by a variety of international treaties and agreements that govern everything from maritime boundaries to fishing regulations. The Indo-Pacific as a whole has quite high rates of ratification of such maritime agreements. In addition, regional organizations like BIMSTEC and ASEAN are placing increasing policy attention on maritime issues and where the need exists, ad hoc cooperative structures are emerging, such as the Trilateral Cooperative Agreement (TCA) between Indonesia, Malaysia, and the Philippines to combat maritime security threats in the Sulu-Celebes seas. Finally, South Asia stands out as a region with only one contested maritime boundary (regarding the British Indian Ocean Territory), though maritime territorial disputes are obviously a much larger concern in Southeast Asia, where a plethora of disputes in the South China Sea and between states in archipelagic Southeast Asia have the potential to undermine the progress the region has made toward cooperation on maritime issues.

The Indo-Pacific is an emerging hotspot of piracy, armed robbery, and kidnap for ransom.

The international community was rudely awakened to maritime piracy in the modern era with the rise of piracy off the coast of Somalia. While these activities still exist in African waters, though more prominently in Gulf of Guinea, the Indo-Pacific has emerged as another hotspot for this form of maritime crime. In the Bay of Bengal criminal gangs prey on fishermen through armed robbery and kidnappings at sea. In Southeast Asia thefts from vessels transiting the Straits of Malacca are on the rise and the Sulu Sea is confronted with a string of piracy and kidnap for ransom incidents, many of them linked to violent extremist groups such as Abu Sayyaf. The region has been quick to respond to this form of maritime crime through initiatives such as coordinated patrols, like the previously mentioned TCA, and increased information sharing through entities like ReCAAP and the International Fusion Centers in Singapore and Delhi.ADVERTISEMENT

The Indo-Pacific hosts a maritime black market in drugs and wildlife products.

Illicit maritime trades in things like drugs, arms, and contraband are a problem across the globe, but the Indo-Pacific stands out in its role in two of these illicit markets: synthetic drugs and wildlife products. Synthetic drug production in places like Myanmar and Thailand has risen dramatically in the last decade and these drugs are often moved through the maritime space to markets within and outside the region. In addition, Southeast Asia is the fulcrum for the international trade in illegal wildlife products due to its geographic placement between the primary source of such products in Africa and the primary markets in East Asia. Efforts to increase port screening measures and improve regional Maritime Domain Awareness (MDA) will help regional states crack down on the maritime routes used to transport these illicit goods.

The Indo-Pacific has strong but variable maritime enforcement capacity.

In order to address the risks described above, in addition to other challenges such as disaster relief, search and rescue, maritime mixed migration, and illegal, unreported, and unregulated (IUU) fishing, states need navies and maritime law enforcement agencies with the ability to patrol their waters, identify threats, and respond to incidents. Several states in the region, such as India, Thailand, and Vietnam, have robust navies, but some in the region lack the capabilities necessary to effectively address the scope of the challenges they face in the maritime space. The region is working to effectively address these gaps in their collective maritime security through increased MDA, coordinated patrols, and burden sharing. Frameworks for information sharing improve the regional understanding of potential threats at sea and exchanges and capacity building with partners both within and outside the region help strengthen collective maritime security.

The Indo-Pacific region shines in the development of the Blue Economy.

The maritime space is not only a source of threats for the Indo-Pacific, it is also a theater of great opportunities. The Indo-Pacific, as a whole, has largely capitalized on these opportunities through the development of a strong Blue Economy. Maritime industries like shipping, offshore hydrocarbons, coastal tourism, and sustainable fisheries and aquaculture all have the potential, if properly governed, to make immense contributions to economic growth and employment in the region. Southeast Asia in particular is already a leader in many of these industries and initiatives across the region are making progress in addressing remaining gaps in port capacity, fisheries management, and environmental protection. This progress is not just beneficial to macroeconomic growth but is also critical to addressing many of the maritime security challenges outlined above. Where legitimate Blue Economy industries thrive, coastal communities have fewer incentives to turn to illicit maritime activity in order to secure their livelihood.

These of course are general trends and there is significant variation in the scope of the challenges and the capacity to address them across the many diverse states of the Indo-Pacific, but they paint a general picture of priorities for maritime security in the region.

Only by seeking to measure maritime security dynamics in uniform and rigorous ways can we begin to understand the scope of the challenges, progress toward goals, and areas of greatest need for increased partnership and capacity building. Continued efforts to extend the kind of empirical data collection efforts, which have been the foundation of informed policymaking around security and governance onshore, to the maritime space will be critical to providing the maritime security community with the insights they need to make the difficult choices they face.

CAMP CAPINPIN, Tanay, Rizal – The Philippine Army has activated an additional infantry battalion on Wednesday to beef-up its forces in preparation for the final push of military campaign designed to defeat insurgency in Southern Tagalog.

The 59th Infantry Battalion was officially designated as a tactical maneuver unit under the 2nd Infantry Division during a ceremony here presided by Major General Arnulfo Marcelo Burgos Jr who also designated a new battalion commander to be at the helm of the fighting unit.

Addressing the troops, MGen Burgos expressed his confidence that “your transition to a tactical unit is our proactive response to President Rodrigo Duterte’s directive to End Local Communist Armed Conflict before the end of his term.”

He added that the unit “has the potential to be the game-changer in our quest to finally eradicate the menace of insurgency” in this part of the country so that “peace can be won, development can be achieved and prosperity will become our people’s way of life.”

Prior to its activation as a combat unit, 59IB was 2ID’s administrator of its auxiliary forces for 16 years. Since its organization and activation in 1986, it has etched an indelible mark in combat, international engagements and in defending Malacañang against any form of threat.

Lt Col Edward Canlas, the newly designated battalion commander, said his unit will be combat ready after the organizational training and will be “prepared to locate, engage and deliver the coup de grace against the few remaining NPAs who are now on the verge of irreversibl collapse.”

The 2-week organizational training, a standard Army program for new units, is designed to develop the soldiers’ cohesion with each other, establish the unit’s sense of identity and capacitate it to raise its readiness to accomplish any given mission.

MGen Burgos ended his statement by calling on the enemies-of-the-state to “give up your armed struggle while you still have time because additional forces, with its full military might, will hunt you down until you run out of space to hide.”

In can be recalled that the Philippine Army’s 2 nd Infantry Division has recently dealt decisive blows against the communist terrorists after neutralizing top NPA leaders such as Jaime Padilla who used to be a Central Committee member operating in Mindoro, Armando Lazarte who was the erstwhile leader of NPA in Rizal as well as in Quezon prior to his death and numerous platoon and squad-level leaders of the movement.

Per the military’s assessment, those accomplishments led to massive demoralization among the terrorists’ ranks which led to mass surrenders that drastically depleted the NPA’s manpower.

As of the moment, 466 former rebels have already surrendered in Southern Tagalog and are now either enrolled or undergoing enrollment process to the government’s Enhanced Comprehensive Local Integration Program or E-CLIP which provide grants to those will turn their backs from the terrorist movement.

Mambuaya, Cagayan de Oro City- One (1) member of the New People’s Army was left behind dead by his fleeing comrades after an encounter against the troops of 65th Infantry (Stalwart) Battalion who were able to seize 3 high-powered firearms at an uninhabited area of KM 17 Barangay Besigan, Cagayan de Oro City at 03:20 pm on February 12, 2020. The encounter site is located 50 kms from downtown Cagayan de Oro City.

A platoon led by 1lt. Daug was on Security Operation when the troops engaged on a firefight with ten (10) CNTs believed to be a members of SRC 5 of NCMRC that lasted for fifteen (15) minutes before the terrorists withdrew leaving behind their dead comrade.

The said operation was based on the collective information received by this unit from the local populace of said barangay. According to the locals, the CPP-NPA Terrorists came down from the mountains asking for food supplies. With this, 65IB launched its security operation to ensure the safety of the residents.

After the encounter, the troops were able to recover one (1) dead body of a NPA terrorist, two (2) M16 riffles, one (1) M4 carbine, one (1) bandolier containing five (5) magazines loaded with one hundred thirty seven (137) rounds of 5.56mm ammunition, two (2) backpacks with personal belongings, and assorted medical supplies. The cadaver was brought to headquarters 65IB for blessing and turn-over to COCPO for proper disposition and identification.

Lt. Col. Benjamin Pajarito, Commanding Officer of 65IB, expressed his gratitude to the concerned citizens who provided the information about the presence of CPP-NPA terrorists and at the same time grieving the death of a fellow Filipino. “The success our operation was due to the cooperation of everyone in the community who are fed-up on the deceptive tactics of these terrorists threatening the peace and security, and the unwavering efforts of our troops in securing the communities in our AO.

Unfortunately, we are saddened on the death of one (1) CPP-NPA Terrorist during this encounter, who could have availed of the governments’ E-CLIP instead if he decided to surrender. Let us therefore encourage one another to join the fight to End the Local Communist Armed Conflict.

Maramag, Bukidnon- On February 11, 2020, the 33 years struggle of the BTL or also known as Bukidnon Free Farmers Agricultural Laborers Organization (BUFFALO)- Tribe Agricultural Movers Association of Rural Active Workers (TAMARAW)- Land Tiller Inhabitants of Musuan (LIMUS) had formally ended with the signing of a Memorandum of Agreement (MOA) between Central Mindanao University and the officers and members of the said organization.

Since 1990, the BTL with a membership of more or less 800 farmers fought their rights to own a piece of land within the 3,401 hectares reserved by the government for the Mindanao Agricultural College (now Central Mindanao University) under Presidential Proclamation No.476.

Through false promises and exploitation of land issue, this peasant organization was deceived by the Kahugpong sa Mag-uuma-Bukidnon (KASAMA-Bukidnon), a Communist Terrorists Group – affiliated farmers’ organization that mobilized them during protests, rallies and mass demonstrations both at the local and national arena for the past 33 years.

However, this exploitation has finally ended with a localized peace initiative jointly undertaken by the Central Mindanao University, Provincial Government of Bukidnon, Local Governments of Valencia City and Maramag, 403rd Infantry Brigade and 88th Infantry Battalion together with other stakeholders that brilliantly created ways and means to answer the said social issues through formalized partnership.

Inked down in the MOA are the answers to the clamor of the BTL members such as free scholarship for their sons and daughters in CMU; tilling of 517 hectares of land owned by CMU for free, provided that they will voluntarily share 400 sacks of palay every harvest to CMU; free utilization of farm equipment and facilities owned by CMU; putting up of office for BTL upon the completion of the CMU Farmers Techno-Hub and; to allow the National Irrigation Administration (NIA), Department of Agriculture (DA) and other government agencies to provide assistance , technical services and other support to the farmers.

Both parties also agreed as stipulated in the MOA that the BTL shall withdraw its support and affiliation from KASAMA-Bukidnon and other CPP-NPA-NDF affiliated groups; and promote strong partnership with the law enforcers, LGUs and other government agencies.

As Dr Jesus Antonio G Derije, CMU President said, “The Central Mindanao University is once again opening its doors to the BTL farmers. As an academic institution, it is our duty and mission to help our constituents to have better social condition.

The relationship of CMU and BTL had been very bitter for the past years and the only way to heal it is to have peaceful dialogue and engagement. As the President of CMU and as my personal advocacy, I will help my constituents especially the BTL to give what they are longing for”.

It is also noted that the BTL and CMU security forces had clashed for so many times in the past due to the conflict of interesto of both parties.

During the activity, COL BARANDON, the Brigade Commander of the 403rd Brigade stated that, “We expect full cooperation from the BTL members to follow the provisions of the MOA and to denounce and withdraw their support from KASAMA-Bukidnon. This is now the time for you to live peacefully and work closely with the government to fulfill your dreams and the dreams of your children”.

Brgy Dologon, Maramag, Bukidnon is the birthplace of the BTL and is now undergoing CSP immersion through the 88th Infantry Battalion that started last January Likewise, prior to the MOA signing, series of dialogues and consultations were jointly broken by 403rd Brigade and PLGU-Bukidnon involving BTL members and CMU.

Ending the key military pact with the US is the first step towards exacting justice for thousands of Filipinos whose health suffered because of the hazardous waste the US military left behind in its former bases, says Kalikasan

An activist group welcomed President Rodrigo Duterte's move to terminate the Visiting Forces Agreement (VFA) with the US, and called it "a step towards exacting justice for all the environmental crimes" the US government committed in the Philippines.

The Kalikasan People's Network for the Environment
said in a statement on Thursday, February 13: "While [we] criticize the Duterte administration for its foreign relations and environmental policies and programs, we welcome the…termination of the [VFA]. It is a just move towards ending an unjust, disadvantageous, and environmentally destructive military agreement."

The group condemned the US military's "long track record of environmental destruction and pollution" in the Philippines, especially in Subic Bay and Clark Airfield, which used to be the largest American military bases outside the US until 1992.

In the years following the American troops' pullout, findings that they had left toxic waste on the ground, in landfills, and in waterways in the former bases were widely reported. Many Filipinos were suspected to have gotten sick or even died from exposure to hazardous materials in Subic and Clark.


The US government itself has acknowledged contaminated sites and facilities in its former bases that violated even its own environmental standards. However, the deal that allowed the Philippine government to take over the land and facilities that belonged to the bases also absolved the US government from accountability for the contamination, reports said.

"Toxic chemicals such as aldrins, dieldrin, petroleum hydrocarbons, lead, mercury, and others have contaminated the soil and groundwater in [unsafe levels according to] environmental standards, affecting the health of thousands in nearby communities," leading to the death of 200 people and sickening of 10,250 others, Kalikasan said.

The group also cited environmental violations in the era of the VFA, after its ratification in 1999 that allowed US troops to return for joint exercises with the Philippine military, and other activities within Philippine territory.

In October 2012, a vessel of the US Navy contractor Glenn Defense Marine Asia dumped 189,500 liters of domestic waste and 760 liters of bilge water onto Philippine territorial waters near Subic Bay. The incident prompted a Senate inquiry.

In January the following year, the US Navy minesweeper USS Guardian ran aground near the Tubbataha Reef in the Sulu Sea, causing an estimated $27 million in environmental damage. The US government eventually paid only $1.97 million for it.

Besides these, Kalikasan also pointed out the toll yearly joint military exercises take on the environment.

"Annual Balikatan exercises and war games, which [involve] live ammunition, heavy bombardments, tanks, and ships leave a high ecological footprint, and pose a danger to adjacent…communities," the group said.

Other agreements, too

"With the termination of the VFA, we urge the Duterte administration to also end other unfair agreements with the US such as the Enhanced Defense Cooperation Agreement (EDCA), Mutual Logistics Support Agreement (MLSA), and others," Kalikasan added.

The EDCA and MLSA are deals anchored to the 1951 Mutual Defense Treaty between the Philippines and the US, which binds either country to come to the other's aid in case of an armed attack by a foreign aggressor.

Duterte officially ordered the termination of the VFA on Tuesday, February 11, after more than two weeks of suspense since he first threatened to scrap the deal on January 23 over the cancellation of the US visa of his political ally, Senator Ronald "Bato" dela Rosa.

Several Cabinet members and lawmakers expressed opposition to the repeal, saying it may compromise national security and dampen ties with the US.

Besides strategic capabilities gained from joint military exercises, the Armed Forces of the Philippines also received crucial intelligence and surveillance assistance from US troops stationed locally to help combat terrorism and insurgency.

Regular US naval patrols and engagements with Filipino counterparts are seen as a deterrent against China's expansionist plans in the West Philippine Sea.

Don't swing toward China

Kalikasan said the VFA's repeal "should not be a precursor towards a full-blown China-oriented Philippine foreign policy. We challenge President Duterte to apply the same might that he used in ending the VFA to asserting our sovereignty in the West Philippine Sea and rejecting the debt traps of China."

Duterte's so-called independent foreign policy has been characterized by occasional rants against the US and favorable policies and rhetoric toward China. He has opened the Philippines to Chinese debt-financed big ticket projects, including the controversial Kaliwa Dam project in Rizal and Quezon provinces, flagged by environmental activists as a hazard to the Sierra Madre ecosystem.

"The VFA's termination is a step towards exacting justice for all the environmental crimes that the US government has brought to the country. Without the VFA and other unfair agreements, the country is in a better position to craft an independent, peaceful, and pro-environment foreign policy," Kalikasan said.

The VFA's termination takes effect 180 days after official notice was served to the US government on Tuesday.

A top US commander warned ending a security pact with the Philippines' would hurt counter-terrorism efforts in the country's restive south Thursday, putting him at odds with commander-in-chief Donald Trump.

Washington's top military officer in Asia-Pacific Admiral Philip Davidson said he hoped Philippine President Rodrigo Duterte's decision to scrap a deal allowing US forces to be based in the country would be rethought.


Manila has given "180 day notice so we have some time for diplomatic efforts," Davidson said at an event in Sydney. "I hope we can get to a successful outcome."

Trump has said he would be "fine" with the end of the visiting forces agreement as it would save the United States "a lot of money".

But Davidson insisted the move would hamper military operations in Duterte's home island of Mindanao -- where separatist and Islamist violence has killed some 100,000 people.

"Our ability to help the Philippines in their counter-violent extremist fight in the south, our ability to train and operate within the Philippines and with Philippines armed forces would be challenged without that visiting forces agreement,"
he warned.


Though a landmark peace deal with the largest of the rebel groups, the Moro Islamic Liberation Front, was sealed in 2019, the most brutal extremist factions were not included.

Those groups include the Islamic State-aligned BIFF and Abu Sayyaf, a kidnap-for-ransom gang that has been behind some of the nation's deadliest attacks.

In late December at least 17 people -- including soldiers -- were injured in a dual hand grenade and IED attack on the island.

The rotating deployment of US troops in the country -- coupled with a long-standing mutual defence pact and regular military exercises -- is also seen as a bulwark against rising Chinese influence in the region.

Davidson praised the efforts of Indonesia in fending-off Chinese poaching in their waters and called for further cooperation between Pacific nations.

"I'm optimistic that the region is not only waking-up to that aggressive behaviour but, more importantly, beginning to take a stand against," he said.

He warned Australia to be aware of the threat of a Chinese base in the Pacific, which would help project Beijing's influence well beyond its territorial waters.

CEBU CITY, Philippines – Over 40 loose firearms, most long arms, were destroyed in a ceremony Thursday, February 13, at Camp Sergio Osmeña in Cebu City.
The ceremony was led by Police Brigadier General Albert Ignatius Ferro, director of the Police Regional Office in Central Visayas (PRO-7), and Presidential Assistant to the Visayas Secretary Michael Lloyd Dino.

The firearms were surrendered to authorities in 2019 by former members of the Rebolusyonaryong Partido ng Manggagawa-Pilipinas (RPM-P) Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB), a breakaway group of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Twenty nine of the loose firearms were long firearms, including M16, US Carbine, M203, Garand, M14, and an Agram.

Eleven pistols and one revolver were also sliced into half by a cut-off machine during the destruction ceremony./elb

NORTH COTABATO, Philippines — Soldiers shot dead Wednesday a Dawlah Islamiya bomber wanted for bringing down power transmission towers in different North Cotabato towns in 2015.

Katato Samad of the Dawlah Islamiya's self-styled special operations group was killed in a brief encounter with a unit of the Army's 7th Infantry Battalion in Pikit, North Cotabato.

The Dawlah Islamiya, also known as the Bangsamoro Islamic Freedom Fighters, operates in the fashion of the Islamic State of Iraq and Syria.

Major Gen. Diosdado Carreon, commander of the 6th Infantry Division, said Thursday that Katato was tagged in a series of bombings in 2015 of power relay pylons connecting North Cotabato to hydroelectric power plants in Bukidnon and in Lanao del Sur.

The encounter between members of the 7th IB, a unit of the 6ID, and the group of Samad erupted when the gunmen attacked a team dispatched to check their reported presence in Barangay Manaulanan, Pikit.

Samad's companions fled with two wounded companions, initially identified only as Tato and Mursid, when they saw him fall as the 7th IB personnel returned fire.

Soldiers found improvised explosive devices, rifle ammunition, 40-mm grenade projectiles and a black motorcycle at the scene of the clash.

Local officials and barangay elders said the confiscated motorcycle was used by Dawlah Islamiya hitmen in recent deadly attacks on off-duty and unarmed soldiers in North Cotabato.

A P22-billion program intended to address the communist insurgency in Davao Oriental has been approved at the regional level, and the big-ticket projects will be endorsed for national funding, the provincial government announced earlier this week. 

“Our problem with insurgency basically stems from poverty and the absence of government services in the hinterland areas… We have to prioritize livelihood and accessibility. The sooner we address these issues, the sooner we solve the problem of insurgency,” Governor Nelson L. Dayanghirang said in a statement on Monday. 

Davao Oriental’s proposed projects include infrastructure development, livelihood, and training, which were identified through workshops with representatives up to the barangay level. 

“This proposal is a result of our needs assessment and workshops which helped us in really knowing what the priority needs of the barangays really are,” Mr. Dayanghirang said.

Budget Secretary Wendel E. Avisado, the designated Cabinet officer for Regional Development and Security (CORDS) for Davao, said the projects that can already be funded by national agencies and the local government may be rolled out immediately while the big-ticket items are awaiting assessment and approval.

Davao Oriental province has received recognition for its programs to encourage members of the New People’s Army, the armed groups of the Communist Party of the Philippines, to lay down their arms.

These programs were initiated before President Rodrigo R. Duterte issued a directive in December 2018 establishing the “whole-of-nation approach” to end the communist armed conflict.

Under this policy, local governments will lead multi-agency bodies that will plan and implement localized anti-insurgency projects.

Metro Manila (CNN Philippines, February 13) — US President Donald Trump on Thursday (Philippine time) said he is "fine" with the Philippines' decision to terminate the two-decades military agreement with the United States.

"I never minded that very much, to be honest. If they would like to do that, that’s fine. We’ll save a lot of money. You know, my views are different than other people. I view it as, 'Thank you very much. We save a lot of money,'" he said in an interview at the Oval Office in Washington, D.C.


With the pact, the Philippines is receiving military assistance and financial grants from US.

President Rodrigo Duterte earlier claimed his counterpart was "trying to save" the Visiting Forces Agreement.

Trump's response is also a stark contrast to the view of his Defense Secretary Mark Esper, who said ending the military agreement is "unfortunate" and "a move in the wrong direction" in terms of dealing with China's aggression.

The VFA is a 1998 agreement between Manila and Washington on the protocol for American military personnel in the country. Among its controversial provisions are the lax visa and passport policies for American troops and the authority granted to the US government to retain jurisdiction over its military personnel if ever they commit crimes locally.

EXPLAINER: The Visiting Forces Agreement

With six months left before the VFA is effectively scrapped, Trump underscored the hand US extended to the Philippines to combat terrorism, specifically the five-month Marawi siege in 2017. He claimed American troops "came in and literally single-handedly" saved the country from ISIS and ISIS-backed Maute group.

He also highlighted his warm relations with President Rodrigo Duterte.

"My relationship, as you know, is a very good one with their leader. And we’ll see what happens. They’ll have to tell me that," Trump said.

Presidential spokesperson Salvador Panelo shrugged of the comments of Trump.

"Then he's welcome. Maybe he's with the position of the President that it's time we rely on our own resources," he said in a media briefing.

VFA beyond saving – Palace
Duterte pushed through with terminating the military pact despite concerns raised by several officials, including his Foreign Affairs Secretary, Teodoro "Teddy Boy" Locsin, Jr. In a Senate hearing last week, the senior diplomat pushed for a "vigorous review" of the VFA instead, saying the continuance of the agreement "is deemed to be more beneficial" for the Philippines.

The Philippine Senate also passed a resolution calling for a thorough review of the VFA before coming to a decision regarding its fate.

Malacañang on Tuesday said there's nothing the US can do to salvage the VFA, adding that Duterte will never accept any invitation to visit America.

The Duterte administration has repeatedly criticized US senators for demanding the release of Senator Leila de Lima — an opposition lawmaker detained on drug charges — and for seeking sanctions against those involved in her imprisonment and in alleged extrajudicial killings in the country. Duterte called the US rude for meddling in the Philippines' local affairs.

The final straw was when the US canceled Senator Ronald "Bato" dela Rosa's tourist visa. The Philippine senator known to have close ties with Duterte acknowledged that the revocation of his visa may have something to do with alleged extrajudicial killings under his watch as chief of the Philippine National Police from 2016 to 2018.

In January, Duterte gave the US a month to "correct" the revocation of Dela Rosa's visa, but later said he would no longer wait and ordered the termination of the VFA instead.

Almost half of the 318 military activities will be affected if the Visiting Forces Agreement (VFA) between the Philippines and the United States is terminated.

Armed Forces of the Philippines (AFP) chief Gen. Felimon Santos Jr. said this during his confirmation hearing at the Commission on Appointments’ committee on national defense on Wednesday.

For 2020, Santos said a total of 318 VFA-related activities are scheduled to be held in the country and 10 of which are major exercises.

But since the Philippines already sent a notice of termination to the US on Tuesday, some of these activities will not be implemented anymore when the abrogation takes effect after 180 days, the AFP chief said.


“Those [activities that are already] ongoing will push through unless the other side canceled it,” Santos told the committee.

But he pointed out that the Philippines is not the only one benefiting from the military exercises.

“It’s also the US soldiers who are gaining skills from us considering that we are one of the most experienced foot soldiers with our experience in Marawi, in counter insurgency and other internal problems,” Santos added.

Senator Joel Villanueva pursued the issue and asked how many of these scheduled activities in the country this year would be affected.

Responding to Villanueva’s query, the AFP chief said: “Almost half of the activities.”

President Rodrigo Duterte ordered the termination of the VFA after the US canceled the visa of his former top cop and now Senator Ronald “Bato” Dela Rosa.

BUTUAN CITY – The Philippine Army and religious sector should continue and strengthen its unified partnership in putting an end to the decades-old Communist insurgency, and help in the implementation of the government’s “Whole of Nation Approach” to End Local Communist Armed Conflict (ELCAC).

Brigadier General Lincoln Francisco T. Tagle, commanding general of the AFPs Special Forces Regiment, made this statement during a courtesy call with the Diocese of Butuan Most Rev. Cosme Damian R. Almedilla, D.D. at the Bishops Palace here recently.


He said there was a need to have a continuing partnership with the religious sector to achieve peace and development.

“We really need to have a unified and continuing partnership with the religious sector because they are the subject matter experts in promoting reconciliation which can help induce more peaceful surrenders (CPP-NPA) in the future,” said the Special Forces Regiment commander.

Tagle was accompanied by the command group of the Army’s Third Special Forces (Arrowhead) Battalion (3rd SFBn) in the courtesy call to Almedilla.

The Army commanders in the area have been alarmed through the revelations of former rebels that some religious groups in Lianga town, Surigao del Sur were the ones backing Communist New People’s Army Terrorists (CNTs)-affiliated militant and anti-government groups.

The (Army commanders told Almedilla during their courtesy call that some of these militant groups were trying to stop the Community Support Program (CSP) teams of the government security forces and the implementation of ELCAC in the area.

The AFP Special Forces Regiment commander also said the church should be protected from the Communist movement.

“The Church and other religious groups should also be protected from the deceptive tactics of the Communist NPA Terrorists (CNTs) who are taking undue advantage on the kind-heartedness of our religious leaders,” stressed Tagle.

Meanwhile, Almedilla reminded the diocesan and missionary religious groups on the teachings of the Lord on reconciliation to attain genuine peace and encouraged them to focus on ministering faith and not an ideology.

A high-ranking leader of the New People’s Army (NPA) has surrendered to authorities in Davao de Oro because of the communist group’s “dwindling” strength and influence in the province, the military revealed on Tuesday.

The rebel-returnee, identified only as alias “Bart,” vice commander of the NPA in the northern boundary of Davao de Oro and Davao Oriental,
yielded to the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) at Barangay Cabinuangan in New Bataan town on Monday.

Lt. Col. Ezra Balagtey, Eastern Mindanao Command (EastMinCom) spokesperson, said
Bart was forced to leave the group following the surrender of his 25 fellow communist rebels since 2019.

“[He] decided to leave the group because almost all of their members have surrendered or went into hiding because of hardship and [being] always on the run,” Balagtey said.


The predicament of Bart’s group resulted in the loss of their mass bases and contacts, making their operations and daily lives even more difficult.

According to Balagtey, Bart also told the military the NPA’s current plans to remedy the weakening strength of its commands.

“The NPA formations are forced to merge because of the cascade of surrenderers,” Balagtey said.

The last straw that broke the camel’s back for Bart was when his own wife, alias Joy, deputy commander of NPA’s Pulang Bagani Command in the same province, also surrendered to the local government unit of Davao de Oro on Jan. 20.

Balagtey hopes that the surrender of the husband and wife rebels will inspire others to lay down their arms and return to the fold of the law.

The military spokesperson added that the two were undergoing custodial and stress debriefing prior to their enrollment in the government’s E-CLIP or Enhanced Comprehensive Local Integration Program where they will receive financial and livelihood aid to start a new life.

LUCENA CITY –– A wanted criminal and alleged New People’s Army (NPA) rebel was arrested by combined Army soldiers and policemen in General Luna town in Quezon province Wednesday.

Colonel Audie Madrideo, Quezon police chief, said the government forces, armed with a search warrant,
collared Hilario de Roxas, 56, in Barangay Sumilang around 10 a.m.


Police tagged De Roxas as number one in the list of wanted criminals in General Luna. He is facing double murder and multiple attempted murder charges.

A report claimed that De Roxas, a resident of Catanauan, Quezon, was also a member of the communist NPA using the alias “Ka Mando” in the rebel movement.

The suspect was detained at the local police jail.

MUSCAT, Oman, Feb. 13 -- Philippine Navy (PN) ships BRP Davao Del Sur (LD602) and BRP Ramon Alcaraz (PS16) carrying the Naval Task Force (NTF) 82 contingent, arrived here at Sultan Qaboos Port late afternoon of February 05, Wednesday to help in the repatriation of OFWs affected by the tensions in the Middle East.

Head of mission Marine Col. Noel Beleran, along with LD602 and PS16 commanding officers paid courtesy call to the Philippine envoy to Oman, Ambassador Narciso Castañeda.

The two navy vessels will serve as a sea-based platform for the government to process and facilitate the repatriation of displaced OFWs. Specifics and other details about the repatriation are expected to be finalized after the scheduled joint AFP-PNP command conference to be presided by the Commander-In-Chief, President Rodrigo Roa Duterte in Malacañang on which NTF 82 will take part via video teleconferencing together with Amb. Castañeda.



In his statement, Col. Beleran avered that the navy contingent are "all safe and sound" upon arriving in Oman. "The troops are very happy and in high spirits since this event serves as another milestone for our Navy that we can already transcend across the deep waters of Indian ocean or the Arabian Sea," he said.

He assured that the embarked sailors and marines are ready to assist and support the government's effort in repatriating our unsung heroes, the OFWs in this Middle East conflict.

The arrival of the PN contingent in Oman signified the tangible means of the government's effort to ensure that our kababayan will be send back safe to the Philippines. It further showcased the preparedness of the navy ships that are now capable to perform overseas deployment. (PN)

QUEZON CITY, Feb. 13 (PIA)--The conduct of localized peace engagements (LPEs) across the country aims to put an end to the decades-long communist insurgency in the country by directly addressing the needs of the rebels themselves.

Assistant Secretary Wilben M. Mayor, chief of staff and spokesperson of the Office of the Presidential Adviser on the Peace Process (OPAPP) said, there is a growing disconnect between the leadership of the Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-NPA-NDFP) and their people in the frontlines who are actually suffering the most from the armed conflict.

“Hindi tugma yung buhay nung mga nasa taas at sa baba. ‘Yung mga nasa baba nararanasan nila yung hirap, samantalang ‘yung mga nasa taas, alam naman nating nasa ibang bansa sila, nabubuhay sila ng marangya,” Mayor said during an interview over the radio Wednesday (Feb. 12) morning.

(There is a disconnect between those in the CPP leadership and those on the ground. The ones on the ground face hardship, while the people up the ladder, they are abroad, and they live comfortably.)

Mayor stressed that in case the peace talks between the Philippine government and the CPP-NPA-NDFP resumes, the Red should not impose preconditions which go against the Constitution.

“Localized peace engagements prove that peaceful dialogue and consultation with the rebel group can be conducted without violating the Constitution,” he said.

LPE means convergence

Localized peace engagements is one of the 12 clusters of the National Task Force to End Local Communist Armed Conflict, the multi-agency body created by virtue of Executive Order No. 70 or the “Whole-of-Nation Approach.”

Since its implementation in 2019, LPEs have made a significant impact on the peace and security situation of communities in Central Luzon, Davao and Zamboanga Peninsula regions where hundreds of CPP-NPA members have returned to the folds of the law.

OPAPP, which is the co-lead agency along with the Department of Interior and Local Government for the LPE cluster, is carrying out various interventions across the country, with the help of partner agencies and organizations, in order to better respond to issues and concerns affecting residents in conflict-ridden communities.

These include the conduct of forums involving the youth, labor and Indiegenous Peoples (IPs) sectors, provision of immediate cash assistance and livelihood interventions to former rebels, continuous consultations with families of combatants, and the protection of industries from CPP-NPA infiltration.

Peace through dialogue

Mayor said the conduct of LPEs aims to empower local government units, as it brings the government closer to the people through the more timely and efficient delivery of much-needed services.

“Ang mga local officials talaga ang frontline natin dito, ang mga governors, mayors, at actually marami na tayong mga local officials na active dito, lalong lalo na sa Davao del Norte, Davao de Oro, at iba pang mga bahagi [ng bansa],” Mayor said.

(Our local officials are on the frontline here, the governors, mayors and other officials, especially in Davao del Norte and Davao de Oro, as well as in other places.)

By responding to the needs of the rebels and their families, he pointed out that LPEs promote good governance and more importantly, allow people to be part of the peacebuilding process.

“Mostly talaga ang focus natin ay yung mga tao dun sa komunidad, dahil ang nakikita natin, karamihan, ang nagiging cause nga nito ay yung mga issue ng pangangailangan ng ating mga kababayan,” Mayor said.

(Our focus mostly are the people in the communities, because we see that their issues and concerns are born out of their most basic needs.)

Mayor assured rebels who wish to surrender and avail of the government’s livelihood programs that they are welcome to do so and have no reason to be afraid.

“Kung sino ‘yung willing at voluntary naman na makikipag-usap sa atin, ayun ang ating ineentertain, ina-accommodate kung anong pangangailangan (We accomodate the needs of whoever comes to us willingly and voluntarily.),” Mayor said.

No need for armed violence

As the government agency tasked to implement a comprehensive peace process across the country, OPAPP continues to strengthen its efforts in finding a long-lasting solution to the armed rebellion, Mayor said.

He said that the agency is offering its hand of peace to the rebels, but they must also show reciprocity on their part and stop carrying out acts of violence against the people.

“We recall the incidents of armed violence of the NPA last December, despite the agreed ceasefire. We refer to the continued recruitment of our youth in schools through the CPP-NPA-NDFP’s legal front organizations. If they want peace, let us talk peace, but stop the violence,” Mayor said.

“Wala naman po sigurong isang mamamayan na ayaw ng kapayapaan,” (There probably is no person who does not seek peace), he added. (OPAPP)

TACLOBAN CITY, Feb. 13 (PIA) – Three mothers of NPA recruits demanded to the NPAs, "stop deceiving our children."

Their call came after the arrest of the so called Tacloban 5 - the five young NPA recruits arrested in Tacloban for illegal possession of firearms and explosives.

In a press conference at the PIA Regional Office 8, three mothers with their kids in varying degrees of involvement in the armed struggle turned emotional as they denounced the NPAs deceptive recruitment.


Annabelle Sabado

Annabelle Sabado, a single mom to Christian aka Chan-chan recalled how happy they were when her son passed the exams at the Polytechnic University of the Philippines (PUP).

Little did she know that Chan-chan was getting active in the leftist organization.

The mother noticed a change of behavior in her son.

There was a time when Chan-chan merely addressed her as Annabelle, adding "pare-pareho na tayo."

She added that her son lost love and respect for her mom. She alleged that her son has become disobedient.

"Sa samahan nila, inaalis ang pamilya, inaalis ang Diyos sa puso't isipan nila." (In their org, they seem to cut-off their families, God, in their hearts and mind.)

"Hindi na sila nag-aaral, gusto nalang nilang lumaban." (They do not want to go to school, they just want to fight.)

Chan-chan went up the mountains.

The mother almost gave up on him, but one day, he came home, they talked where he learned that her son wanted to leave the org for good. But soon after, her comrades caught up with him again and prevailed.

In October 2019, security officials arrested her son and the same authorities informed her of her son's situation.

She flew to Las Navas, Northern Samar to reconcile with her son.

Presently, she said she came to Tacloban for the arraignment of her son and chanced upon the issues of Tacloban 5.

Gemma Labsan

Gemma’s only daughter was a senior high at UP Diliman, like Chan-chan she was unwittingly hooked up with the protest rallies of her youth organization.

"Ipaglalaban ko siya dahil binuhos ko ang pagmamahal sa kanya, dahil nag-iisang anak ko siya." (I have loved her so much, she is my only child, I will fight for her.)

Visibly holding back her tears, she recalled too how her child, got mad with her close guarding.

Her child, she said was always in a bad mood, throwing tantrums, when not allowed to join government protests.

In July, last year, during the SONA, somehow, the girl managed to escape and joined her comrades in the rally.

It was there when she said, "nabawi ko ang aking anak."

Despite that her daughter is with her, she remains almost a stranger, ignoring her, a far-cry from being her loving daughter before.

But Gemma said she is not giving up on her, that is why she wants to reach to every parent who may have the same experience.

"Kahit na isinumpa ako, pipigilan ko sya dahil kaisa-isang anak ko siya." (Even if she hates me, I will still love her.)

To the legal front of the NPAs, she begged them to stop deceiving children to join their ranks.

To the parents, "Ginagawa na guerilya ang mga anak natin, ayaw naming maranasan ninyo ang sakit ng mga nangyari sa amin." (They are turning our children into warriors, we do not want you to suffer our pains.)

"Ang pagiging aktibista ay hindi masama ngunit huwag sana nilang pahawakin ng baril at gawing terorista ang mga bata." (Being an activist is not at all bad, but please do not arm them, do not turn them into terrorists.)

Elvie Caalaman

Elvie’s daughter is the Ate of her three younger siblings.

Elvie said that her daughter Lory has been recruited by the Kabataan partylist.

Like Gemma, Elvie also looked for her daughter at the rally during the SONA in 2019, but she said radicalization may have deeply seeped in her daughter that she left home for good.

To this day, she is still looking and longing for her daughter to come home.

Three Mothers and Hands Off Our Children

The three mothers who are all officers of the "Hands Off Our Children Movement" have bonded with the parents of other children who have also been recruited. They all defy and condemn what they brand as 'deceptive recruitment.'

At the highly populated Eastern Visayas State University (EVSU) in Tacloban City, the three mothers appeared and talked to more than 500 students and renewed their appeal of not falling prey to the deceptive leftist recruitment.

Gemma said that their battlecry will continue to reach more areas in Luzon, Visayas and Mindanao.

"Please do not touch our children, set them free, allow them to finish their education and live normal lives, hands-off our children!" (nbq/PIA-8)

LACUB, Abra, Feb. 13(PIA) --Government programs and plans for the five conflict-affected barangays of the municipality were presented in a recent dialogue here.

The cluster-representatives of the Abra Provincial Task Force to End Local Communist Arm Conflict (PTF-ELCAC) and members of the Municipal Task Force (MTF)-ELCAC tackled how they will bring these programs and services to the areas.


The Provincial Poverty Reduction Livelihood and Employment Cluster (PRLEC) represented by Freddie Baroña of Technical Education and Skills Development Authority -Abra presented their training programs which former rebels from the municipalities of Malibcong and Tubo have availed.

He asked the MTF to identify first all the applicable training programs in the identified barangays so that the PRLEC will prepare for the training schedules.

Other PRLEC members present were the Department of Trade and Industry, Office of the Provincial Agriculturist, and Bureau of Fisheries and Aquatic Resources.



The Peace, Law, Enforcement and Development Support (PLEDS) cluster led by the 24th Infantry Wildcat Battalion, Philippine Army with the National Commission on Indigenous Peoples urged the municipal task force to finalize their designation of focal persons who will be in charge of communicating with the PLEDS Cluster.

The Strategic Communication (Stratcom) Cluster led by the Philippine Information Agency-Abra outlined the importance of open communication in order to provide a day to day update from the municipality of Lacub.

Vice-Mayor Estelita Bersamina named a designated information officer who will be responsible of connecting to the agencies under the Strat Comm.

Bersamina thanked all government agencies present during the consultation. She urged for their active support and cooperation to all their programs and activities to successfully combat communist-terrorist groups in the municipality.

As explained by 24thIB Executive Officer Maj. Pedro Dacanay, Executive Order No. 70 of President Rodrigo institutionalizes the Whole of Nation approach for the attainment of sustainable peace. Military exercises with American forces scheduled for this year will continue despite the termination of the Visiting Forces Agreement (VFA), Department of National Defense (DND) Secretary Delfin Lorenzana said Thursday.

"With the formal serving of the notice of termination of the VFA, this year’s planned military exercises with the Americans shall proceed as scheduled within the 180 days that the VFA remains in force,"
Lorenzana said in a statement sent to reporters.

However, Lorenzana said the United States always has the option to cancel military drills planned for 2020 before the lapse of the 180-day period.

"Once the termination is final, we will cease to have exercises with them,"
he added.


Earlier, President Rodrigo Duterte ordered Foreign Affairs Secretary Teodoro Locsin Jr. to send a formal notification to Washington DC regarding Manila's decision to revoke the VFA, which was signed in February 1998.

On Tuesday, Locsin announced that the formal termination notice has already been received by the US government.

The VFA's effectivity will end 180 days from the day the US formally received the formal notice from the Philippines.

The agreement exempts American forces from passport and visa regulations and allows them to use their permits and licenses in the Philippines.

It also gives the US jurisdiction over its troops who committed unlawful acts in the Philippines, unless these crimes can be punished in the host country.
