MANILA -- The Department of National Defense (DND) on Wednesday backed the Philippine Military Academy's (PMA) decision to temporarily close to visitors and outsiders its grounds at Fort Del Pilar, Baguio City due to the novel coronavirus acute respiratory disease (2019-nCoV ARD) scare.
"The DND supports the decision of the Philippine Military Academy to temporarily close its grounds to visitors and outsiders in light of the 2019-nCoV situation. This is in step with the decision of the City Mayor of Baguio, the Honorable Benjamin Magalong, who imposed a mandatory city-wide lockdown for tourists and visitors," Defense Secretary Delfin Lorenzana said in a message to reporters Tuesday night.
Lorenzana also suggested that the annual PMA Alumni Homecoming, held mid-February, be postponed.
"Unless the City Mayor reverses his decision before February 14, then I suggest that the PMA Homecoming be moved to a more auspicious date in the future," he added.
Lorenzana described the PMA decision as prudent as they deemed it necessary to avoid situations where the health and safety of the cadets, PMA alumni, and their families would be put at risk.
The academy earlier said it is temporarily closing its grounds in Baguio City to visitors.
However, it added that cadets' parents and relatives may visit with the supervision of PMA health practitioners.
Meanwhile, Interior Secretary Eduardo Año also supported the postponement of the PMA alumni homecoming.
"The (nCoV) threat has not been contained yet and we have to exercise on the side of caution or prudence," Año said when sought for comment.
"It's the call of the Mayor and PMA Superintendent and I support their positions. The three-week suspension is enough as it complies/satisfies with the incubation period. If ever the Alumni Homecoming is postponed, its the (PMA Alumni Association) and PMA who shall determine the new date," Año stressed.
Meanwhile, the Philippine National Police (PNP) also suspended visits for its cadets in training at its academy in Silang, Cavite until further notice due to the 2019-nCoV ARD situation.
"Effective today (Tuesday) visitations for cadets is suspended until further notice as ordered by PNPA (PNP Academy) Director, Major Gen. Chiquito Malayo," PNP spokesperson Brig. Gen. Bernard Banac said in a statement late Tuesday.
All personnel entering the camp are required to wear face masks.
"They are also subjected to temperature check at the gate before allowed entry," Banac added.

Philippines poised to acquire BrahMos missiles

According to Defence Secretary Delfin Lorenzana, a contract signing for the acquisition of two batteries of the BrahMos, a cruise missile developed by India and Russia, is expected in the early part of 2020.
Earlier in October 2019, the Department of National Defence (DND) sent its officials to India to evaluate the BrahMos as the Philippines is looking for an effective missile system for intermediate range coastal defence purposes.
Currently, the country only have Israeli-made 155mm artillery batteries and short range missiles for coastal defence and, with neighbouring China improving its capabilities, the need for an effective cruise missile with “stand-off capabilities”, such as the BrahMos had become increasingly necessary to maintain deterrent.
Initially, six missiles mounted on two batteries will be procured.
The BrahMos version that will be acquired by the Philippines would be the ones mounted on land-based mobile launchers. Mock ups of these weaponry had recently been showcased in recent static displays at the Armed Forces of the Philippines headquarters in Camp Aguinaldo in suburban Quezon City.
Although the Philippines had tried to develop a home grown surface-to-surface missile system during the late 1960 to early 1970s, the country was not able to deploy such units in the field.
Failed Bongbong missiles
The ‘Bongbong’ missile, which was named after then President Ferdinand Marcos’ only son, failed in tests.
The weaponry was similar to the Russian unguided missile artillery, the ‘Katyusha’.
According to Lorenzana, impending acquisition of the BrahMos is critical for the country’s defence because for the first time, the Philippines will have such capabilities such as striking land-based or sea-borne targets at distances some 500km away.
Each unit of the BrahMos costs some $2.75 million and each mobile launcher houses three missiles per battery.
Lorenzana said that at the price-deterrent comparison, the BrahMos could turn out to be a good purchase.
“There is money for it [BrahMos missiles] as per our modernisation programme,” said.
Considered as the fastest cruise missile in service, the BrahMos was developed by India and Russia.
It uses “ramjets” to effectively extend its range while maintaining speed. Cruise missiles developed by other countries, including the United States are slower and operate at subsonic speeds.

Mina said the troopers recovered two M-14 rifles with two magazine assemblies with 35 bullets; 960 live bullets of M-16 armalite rifle (600 bullets) and M-14 rifle (360 bullets).
The cache of arms reportedly belonged to members of the Kilusang Larangan Guerilla (KLG)- Quirino-Nueva Vizcaya.
He said the local residents tipped-off soldiers about the presence of the high-powered guns and bullets believed to owned by the NPA rebels.

The Communist Party of the Philippines-New People’s Army-National Democratic Front is against the government’s plan to intensify the implementation of socioeconomic interventions in conflict-ridden communities because the organization is fast losing its clout and relevance, according to Presidential Peace Adviser Carlito G. Galvez Jr.
“The number of rebel returnees grows day by day because they have realized that the government already has programs and policies in place that aim to address their needs and general welfare. Hence, there is no more reason for them to bear arms and pursue armed struggle,” he said.
“The armed struggle has no legitimacy in a civilized society. Armed violence is an anathema of peace and development, and the CPP-NPA should be disbanded,” Galvez added.
He believed that CPP founder Jose Maria Sison’s continued attacks on the government’s peace agenda was a response to the successful implementation of Executive Order 70 which institutionalized a “Whole-of-Nation Approach,” implementation of good governance, and promotion of social justice to end the decades-long communist rebellion.
“Sison and company are working overtime to sabotage the implementation of EO No. 70 because their organization will be rendered irrelevant. Obviously, they are hurting because of the government’s successes on its current inclusive peace and developments efforts,” Galvez said.
LPE gains so much ground
EO 70 has led to the creation of the National Task Force to End Local Communist Armed Conflict, which has 12 clusters. Among these clusters is Localized Peace Engagements.
Galvez said Sison must understand that EO 70 is “people-centered and community-based in finding lasting solutions on the root causes of social divides and conflict; and not a military security operations as how Sison tried to label and demonize it.”
EO 70 is anchored in serving the people, their families, their communities and improving their social conditions and their lives for an enduring peace and inclusive growth.
“EO 70 has nothing to do with military combat operations but more on how to harmonize our government instrumentalities and services in addressing the needs of our people. EO 70’s ultimate objectives are on the attainment of social justice and equitable service to humanity through the LPEs,” Galvez explained.
LPE, among others, aims to empower people, make communities conflict-resilient, and provide a safe and direct line of communication between the government, the people and rebels who want to give up armed struggle.
Debunking Sison’s claim
Earlier this month, President Rodrigo Roa Duterte distributed P 11.9 million in immediate cash assistance to 262 former rebels in Leyte under the government’s Enhanced Comprehensive Local Integration Program.
The cash assistance had been released through the local agencies and people’s cooperatives.
In November 2019, 35 members of the CPP-NPA’s Western Mindanao Regional Party Committee availed of the E-CLIP after LPEs were successfully conducted in the Zamboanga Peninsula.
The rebel returnees, who are now living peaceful and productive lives as civilians, have promised to convince their comrades to lay down their arms and return to the folds of the law.
At present, thousands of armed regular members and supporters are now enjoying the dividends of the government programs for NPA combatants and their families.
“In order to achieve peace, we need to address the root causes of the conflict and insurgency. We are already doing it right now through a more comprehensive, efficient and timely delivery of basic services and livelihood assistance programs for the former members of the NPA and the affected-communities,” Galvez said.
Era of good governance
Responding to Sison’s claim that the P21-billion funds for conflict-affected barangays “will only be a kind of racket for military officers who will pocket the money,” the Presidential Peace Adviser pointed out that the communist leader is grossly misinformed and outdated in his outlook.
“The funds will not be released to the Armed Forces of the Philippines but directly to the local government units, communities and people’s organization. The implementation of the different projects will follow stringent finance regulations such as accounting and auditing procedures,” Galvez emphasized.
“Maybe Sison is talking to himself because their financial system is being controlled by only a few and mostly their ‘party wives’ are acting as finance officers. Their management system is dictatorial wherein ‘financial opportunism’ and corruption are very prevalent,” Galvez disclosed.
Galvez said that communities across the country have largely benefited from government programs and policies which are primarily designed to improve socio-economic conditions in these remote and conflict-stricken areas.
“Sison is so far away from what is actually happening on the ground, in which case he is either unaware or just ignoring the positive developments that are happening to these communities. Sison has no moral high ground and is not in the right mind to judge and prevent what is good for the Filipino people,” Galvez said.

COTABATO CITY – The Mindanao State University (MSU) system has conferred on Bangsamoro Chief Minister Ahod “Hadji Murad” Ebrahim an honorary doctorate degree in recognition of his “exemplary contributions to humanity and peace building” in the south.

In his speech, Ebrahim recalled that he was once an MSU student, 55 years ago. After being granted a government scholarship program, he then transferred to Notre Dame University in Cotabato City and took up Bachelor of Science in Civil Engineering.
“And yet, with another twist, before finishing my fifth year in college, I decided to pursue a calling bigger than all of us – the rise of the Moro movement. Without hesitation, I left the university and joined the movement’s military training in 1970,” he added.
Ebrahim was referring to his entry into the Moro National Liberation Front (MNLF), and later the Moro Islamic Liberation Front (MILF) to fight for a separate state for the Bangsamoro community. He rose to the top post of the MILF after the death on July 13, 2003 of its founding chairman, Ustadz Salamat Hashim.
“Fast forward, that revolution has enabled us to establish a new bureaucracy that reflects our ideals and aspirations,” said the MILF chairman cum chief minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
BARMM was formally established last March 29 following the ratification of its charter – R.A. 11054 – in the January 21, 2019 plebiscite. Congress passed the law in July 2018 following decades of peace talks between the MILF and the government.
“It is your generation who will truly benefit from the success of the Republic Act 11054. Hopefully, when it’s already your time to lead our people, you will continue to honor those who were there before,” Ebrahim told the graduates in between sobs.

CEBU CITY, Philippines – Philippine National Police officers arrested alleged Abu Sayyaf member Jimmy Igpit Marababol on Tuesday afternoon, February 4.
Brigadier General Valeriano de Leon, the police director of Central Visayas, said the suspect was from Labason town, Zamboanga del Norte.
"He pledged allegiance in 2018 with Dualah Islamiyah (the Maute or Islamic State)," De Leon told reporters during a press conference.
De Leon said Marababol had been living in Mandaue City for the past year and working as a rice dealer.
While he allegedly pledged loyalty to the international terror group in 2018, the charges he was arrested for stem from an alleged kidnapping incident in 2017.
Central Visayas police said Marababol was one of 6 suspects in the kidnapping of Jade Quimbo, the son of Labason, Zamboanga del Norte Mayor Eddie Quimbo.

According to police, he was released in December 2018, after the family paid P23 million to Idang Susukan, an Abu Sayyaf subleader who was killed in 2019
De Leon said, however, that they are still verifying if Marababol is still active in the terror group.
Police regional intelligence division officials said police had been monitoring Marababol in Cebu.
He was arrested along the busy MJ Cuenco Avenue, near downtown Cebu. De Leon said that Cebu City is safe, despite the arrest of the suspect.
"Everything is under control, we are safe in the region," De Leon said.
This is not the first time there were reports of the terror group's activities in Central Visayas. In April 2017, an armed clash broke out in Inabanga, Bohol, between government troops and alleged members of the Abu Sayyaf group. –

He was arrested along the busy MJ Cuenco Avenue, near downtown Cebu. De Leon said that Cebu City is safe, despite the arrest of the suspect.

The Department of National Defense "supports" the Philippine Military Academy's (PMA) decision to temporarily close its campus in Baguio City to visitors and outsiders as a precaution against the novel coronavirus, Defense Secretary Delfin Lorenzana said in a statement on Tuesday night, February 4.
Lorenzana also suggested that the yearly PMA homecoming "be moved to a more auspicious date in the future" unless Baguio Mayor Benjamin Magalong, a PMA alumnus like Lorenzana, lifts the lockdown he imposed on the city by February 14.
The PMA alumni homecoming was originally set for February 13, 14, and 15.
Magalong announced on January 31 the cancellation of all big public activities in Baguio City, such as the opening of the Panagbenga Festival originally set for February 1.
Taking the cue from Magalong, PMA Superintendent Vice Admiral Allan Ferdinand Cusi closed the PMA campus, Fort Del Pilar, to the general public for at least 3 weeks. Only cadets' relatives are allowed to visit on weekends.
The PMA Alumni Association earlier insisted on pushing through with the homecoming as scheduled, but Lorenzana sided with Cusi, who wanted to postpone it.

Daniel G. Moreno, a doctor, was seized by 4 fully armed men at Barangay Walled City, Jolo, Sulu at around 7 pm on Tuesday, AFP Westmincom chief Lieutenant General Cirilito Sobejana confirmed in a message to reporters.
An initial investigation revealed that the abductors drove off with Moreno aboard a maroon Tamaraw FX van toward the Santanina Rasul Sports Complex and headed toward Kilometer 3 station in neighboring Indanan municipality.
The AFP Westmincom immediately launched pursuit operations, and its special units are "ready for the rescue," Sobejana said.

ZAMBOANGA CITY, Feb 4 (PIA) – Students may not even know it, but they may already be indoctrinated into terrorist ideologies by deceptive organizations.
According to Western Mindanao Command (WESTMINCOM) spokesperson Major Arvin John Encinas, communist terrorist groups and violent extremists like the Abu Sayyaf employ “deceptive recruitment” in schools, including some in Zamboanga Peninsula and in the Basilan, Sulu and Tawi-Tawi areas.
“A student may not even realize that he or she has already been indoctrinated into terrorist ideologies until it is too late,” Encinas said.
The recruiters usually target student leaders who have certain favourable qualities such as having good academic standing, leadership skills and charisma, Encinas said. But other students with certain potentials are not exempted.
Encinas explained that the students would undergo a process. The process begins when students are oriented on issues and societal problems that are usually exaggerated to encourage unreasonable hatred and anger for the government. These issues may be tuition woes, poverty and others that are shared by the students.
When the recruiter sees that the students, or plebes are ready, they are then brought to “immersion” activities in remote and far-flung communities where they usually receive further training and indoctrination.
Violent extremists like the Abu Sayyaf also employ a religious approach to their recruitment activities, distorting beliefs and teachings, Encinas added.
Encinas advised students who suspect that they are already being recruited to immediately avoid any contact with the recruiter and the group.
“Mararamdaman nila yan, at dapat ay iwasan na nila,” (they can feel if they are being recruited, and they should immediately avoid the group) he said.
In cases when students feel their safety is at risk, Encinas said the military is always available for support.

The FRs together with their respective barangay chairmen signed a memorandum of agreement with the provincial government represented by Gov. Bonifacio C. Lacwasan, Jr. extending the program for this year effective February 1.
Each FR will receive a monthly honorarium of P5,500 based on the actual working days in exchange to community service she/he renders in her/his community as a forest guard, reforestation worker, road maintenance man, community worker and other jobs as maybe agreed upon. BUTUAN CITY, Feb. 4 (PIA) -- In line with the counter-insurgency measures implemented in Caraga, the Provincial Peace and Order Committee (PPOC) of the province of Agusan del Norte conducted its yearly immersion in Barangay Rojales, Carmen, Agusan del Norte on January 24.
Over 1,200 residents in the said barangay and the neighboring communities gathered at the barangay’s covered court to avail of the different services offered by various government agencies such as health and grooming services. Special services were also accessed by children, pregnant women, and senior citizens.
In addition, the activity also paved the way for additional economic opportunities for the residents such as small-scale business start-up ideas and assistance from the Department of Trade and Industry (DTI) and scholarship programs offered by the Technical Education and Skills Development Authority (TESDA).

For Juanilio Salazar, a senior citizen who was able to avail the services such as medical check-up, medicines, and even livelihood assistance, the immersion is one of the most effective projects of the government since services are delivered and accessed right away.
Agusan del Norte governor Dale B. Corvera emphasized that the activity is to provide Agusanons opportunities to avail the services of the government, especially for those who live in far-flung communities.
“Through this scholarship, I can now maximize my knowledge in tailoring and even make a living out of it,” she affirmed.

Isa si Diosdado Cabilogan, 55 taong gulang, sa mga natulungan ng libreng medical at dental check-up at mga gamot.
Lubos ang kaniyang pasasalamat sa patuloy na pagtulong ng gobyerno sa mga residenteng tulad niya na nakatira sa liblib na lugar.

The said activity was conducted to impart awareness to the pupils and parents guardians about the Philippine Army contributions and functions in nation-building and to somehow help the children envision of what they want to become in the future, a military official said.
Captain Leo Francisco, 75IB civil-military operations (CMO) officer, revealed that the tour started with an orientation to the pupils and parents facilitated by Sergeant Michel Diamos, public affairs non-commissioned officer. They observed the demonstration on basic assembling and disassembling of various firearms used by the Philippine Army.
A lady officer, assistant CMO Lt. Jezreel Bajar, extended gratitude to the parents who accompanied their children during the tour as she imparted impressions on what and who the soldiers are.
Meanwhile, 75IB commanding officer Lt. Colonel Warren Munda also expressed his appreciation to the pupils, teachers, and the parents/guardians for visiting the camp, and emphasized the services they rendered for the nation.
“Instill it to the mind of your children that the soldiers are the modern heroes and could serve as an inspiration to others,” Lt. Col Munda said.

MALAYBALAY CITY, Bukidnon, Jan. 30 (PIA) -- A police officer was killed while three were wounded in an alleged New People’s Army (NPA) ambush at Km 26, Tikalaan, Talakag, Bukidnon on Wednesday, January 29 at 6:40 in the morning.
In a spot report from Police Regional Office 10 (PRO-10) public information office, an undetermined number of rebels ambushed the team of Directorate for Integrated Police Operations-Eastern Mindanao (DIPO-EM) led by Deputy Director PBGen Joselito Salido, with seven officers from 1st Provincial Mobile Force Company (PMFC) of Bukidnon Police provincial office.
The first burst of fire hit the PMFC patrol car but failed to snipe the driver and front-seat passenger who were the targets. The suspects hit the police force seated at the back instead.
A brief firefight ensued killing PCpl Roel Sumaylo on-the-spot and wounding three others namely PCpt. Gigi Ramil, PCpl Jerwin Genilla, and PSMS Giovanni Malinab.
The rebels then scampered away into the forest after the brief gunfight, leaving their backpacks and an unexploded bomb.
The DIPO-EM team’s unmarked vehicle following the PMFC patrol car was unscathed.
Police BGen. Rolando B. Anduyan, PRO 10 Regional Director, ordered a joint AFP-PNP hot pursuit operations and in-depth probe.
The police team was reportedly on its way to Bukidnon from Cagayan de Oro onboard three vehicles when the rebels attacked.

VIGAN CITY, Ilocos Sur, Feb. 5 (PIA) - The national government will focus on clearing barangays under insurgency threat in the country, implementing development programs for Filipinos in communities influenced or controlled by the New People’s Army.
This was learned from Cabinet Secretary Karlo Alexei Nograles during a press conference held on February 2 at the Hotel Luna in this city.
“When it comes to public service and development programs, the government will pour in development to the under threat barangays, which were identified as priority areas” Sec. Nograles told the media.
“Napag-usapan na namin yan sa gabinete, na-lay out na 'yong mga program na kailangang gawin at siyempre isa sa mga programang nakikita natin is to pour in development talaga doon sa mga areas. So doon sa mga na-identify na priority areas, which are mga barangays na under threat, 'yon ang ipa-prioritize natin. Na-present na sa Pangulo yung mga barangays na under threat at 'yon ang uunahin natin pagdating sa public service at development programs," he said.

The national government will implement development programs such as farm-to-market roads, water systems, school buildings, health stations, livelihood programs and other programs that will be identified.
This is part of the continuous implementation of the government’s campaign to end insurgency problems, through Executive Order No. 70, which aims to address root causes of insurgency through the Whole-of-Nation approach and the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
The Whole-of-Nation approach addresses the root cause of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government, facilitating societal inclusivity, and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda.
Nograles added, “We assess that when Filipinos feel the positive impacts of the government programs, the affected barangays will become insurgency-free and we’re very happy to say that more and more areas are being free from the threat of local armed conflicts.”
“Sa ganoong paraan, ang assessment namin kung mararamdaman ng nga taumbayan doon sa kanilang mga lugar ang pag-aaruga, pag-aalaga ng programs ng gobyerno hindi na sila magiging under threat, lalayo na 'yong mga armado. So apart from clearing the areas, we have to pour in development projects kasi hindi pwede na basta i-clear mo lang but we’re very happy na nakikita na 'yong progress ng mga barangays nationwide na nagiging cleared na from the threat ng local armed conflict so habang klini-clear yan, the next phase is to pour in the development projects," Nograles said.
Last January 27, more than 100 villagers from various barangays in Ilocos Sur affected by local armed conflicts attended seminar and livelihood training conducted by the Philippine Army, Department of the Interior and Local Government (DILG), Department of Agriculture and the provincial government and 17 of them, who are former members of the Militia ng Bayan, received cash benefits from the Enhanced Comprehensive Local Integration Program (E-CLIP) of DILG. CEBU CITY – A suspected member of the Jemaah Islamiyah who allegedly helped in the abduction of a son of a mayor in Zamboanga del Norte in September 2017 was nabbed during a sting operation of the Police Regional Office (PRO) in Cebu on Tuesday.
Brig. Gen. Valeriano de Leon, chief of PRO-7, said the intelligence operatives arrested Jimmy Igpit Marababol, a native of Labason, Zamboanga del Norte in Barangay Tinago, this city.
Marababol was arrested by virtue of a warrant of arrest issued by the Regional Trial Court in Zamboanga del Norte, after more than year of engaging himself in a rice trading business here, de Leon said.
The alleged member of the extremist group was pinpointed as among the six suspects who abducted Jade Quimbo, son of Labason Mayor Eddie Quimbo in Labason Proper.
De Leon said Marababol fled to Cebu and engaged in a legitimate business after his leader, Indang Susukan, a key sub-commander of the Abu Sayyaf group, was killed in a military offensive in Patikul, Sulu in February last year.
“In our investigation, he is here after he escaped from Zamboanga del Norte after the death of Black Moro. He’s been here as he felt that no one knows his identity as member of the Abu Sayyaf,” he said.
Marababol was reportedly an Indonesian extremist who had led a faction of the Abu Sayyaf group in its terroristic activities in Mindanao.
Lt. Col. Arturo Brual Jr., acting chief of the Regional Intelligence Unit-7, said the arrest warrant issued by the Zamboanga del Norte court includes the name of Susukan.
He said Marababol was able to establish residence in a village in Mandaue City while engaging in rice business near a coastal barangay in this city’s north district.
De Leon said the police are still investigating to identify the business associates of Marababol and to determine if their transactions in Cebu are used to raise funds for their future terroristic activities.
He, however, praised the intelligence community for the arrest of the alleged terrorist group member.
“We would like to inform the people of Central Visayas that everything is under control. We are safe in the region. We still believe that everything that we have achieved and this kind of positive action are because of the coordination of the intel community,” de Leon said.
He said they will return the warrant to the Zamboanga del Norte court so the judge could order the detention of Marababol while his case of kidnapping and serious illegal detention is being heard.

Newly-appointed Philippine Navy (PN) flag-officer-in-command, Rear Admiral Giovanni Carlo Bacordo said the decommissioning of "legacy ships" and other dated assets does not necessarily mean that the naval service will be experiencing a shortage of naval assets (bottoms).
"What I am saying here is don't count the number of bottoms, because let's say, don't equate three diesel fast (craft) with one 'Shaldag' missile-capable vessel, so don't count it by the number of bottoms but rather the capabilities involved in these vessels," Bacordo told reporters after formally taking command of the PN on Monday.
Earlier, the PN said around 22 to 24 of ships, many of them "legacy ships" or dated assets, will be decommissioned this year and until the second quarter of 2021.
"Ships to be decommissioned have outlived their glory days, ships that are designed for 24 knots are now speeding only 10-12 knots, so it can no longer fulfill its designed mission so rather than have so many bottoms, which have those speed, which can no longer sustain 10 days at sea, better to have lesser bottoms which are capable of longer patrol hours and can speed up to its desired speed," Bacordo said.
Last week, the PN decommissioned two of its aging assets, the BRP Rizal (PS-74) and the BRP Nicolas Mahusay (PC-119).
In the pipeline for the PN are two Jose Rizal missile-armed frigates which are expected to be delivered by April and October this year.
Meanwhile, eight units of fast attack interdiction craft-missiles, two corvettes, six offshore patrol vessels, and another two landing docks are also expected to be approved soon.
The Israeli-made "Shaldag" is the planned replacement of the PN's existing patrol killer medium gunboat fleet.
Once the contract for the project is approved, four of the "Shaldag" patrol boats will be built in Israel while the remaining four will be constructed in the PN Cavite Naval Yard in Sangley Point, Cavite City.
The "Shaldag" is under the PN's Fast Attack Interdiction Craft-Missile (FAIC-M) program, wherein four of the ships will be armed with non-line-of-sight (NLOS) missiles with pinpoint accuracy and a range of 25 kilometers.

Sultan Kudarat, Maguindanao- Lawyer Naguib Sinarimbo, BARMM Spokesman, and concurrent Minister of the Department of the Interior and Local Government (DILG) of the BARMM disclosed to the Manila Times that the new region decided to utilize a PhP 30B unprogrammed funds to improve the quality of services, thereby solving poverty at the barangay level.
He also told the Manila Times that the provinces are Lanao del Sur, Maguindanao, Basilan, Tawi-Tawi, Sulu and some Muslim-populated towns of North Cotabato.
Sinarimbo added that the regional DILG earlier requested the national government to immediately allocate the amount “so it could distribute as soon as possible the funds to concerned villages in Muslim Mindanao.”
He said that he was directed by Chief Minister Al Haj Murad Ebrahim to secure the amount “to support social service delivery and front-load the money to the village level in the region’s areas of responsibility.”
Sinarimbo said Ebrahim required Cabinet members to submit “their respective proposed programs and projects and then refer them to the Department of Budget and Management (DBM) for appropriate action.”
He said health and education are the major concerns, noting that the region’s “health indicators are among the worst in the entire country. We want to reverse that lamentable condition by fielding enough needed health workers at the level of the barangay as well as employing qualified public elementary and secondary school teachers in urban and countryside villages to upgrade the academic performance of learners Maranao, Maguindanaon, Tausug, Yakan and Samal students.”

MACO, Davao de Oro – – After around 15 days of focused military operations and dialogues, six regular New Peoples Army (NPA) members, and nine Militia ng Bayan (MB) members surrendered on Monday, February 3, in Lapaz town, Agusan del Sur.
The communist combatants submitted with them 17 high and low powered firearms, and other war materiels during their surrender to Lapaz Mayor Michael Lim.
Also present during the surrender were 1001st Infantry Brigade Deputy Brigade Commander Colonel Glenn Jun Calambuhay, and 60th Infantry Battalion Commanding Officer Lieutenant Colonel Ronaldo Sarmiento.
According to reports, one of the surrenderers approached the municipal and army officials during the Pulong-pulong at Barangay Kasapa 2, Lapaz town at around 9:00AM, tipping them that he and his comrades wanted to laid down their arms.
Around an hour later, some 15 men came and surrendered, bringing with 10 garand and homemade rifles, one shotgun, six pistols, and assorted magazines.
With such action, Brigade Commander Colonel John Oberio of the 1001st Infantry Brigade stressed that the group will be processed and eventually, receive the cash benefits under Enhanced Comprehensive Local Integration Program (ECLIP).
He said that skills enhancement and livelihood programs from government agencies will also be provided to the surrenderers in the implementation of Executive Order No 70 or utilizing the whole of government and whole of nation approach to end local communist armed conflict (ELCAC).
During the interview, the surrenderers said that they are among the surviving elements of the last encounter in the area on January 26, 2020.
The military operations in the province of Agusan del Sur was triggered by an information from a concerned citizen last December 2019.
The information said that around 100 armed men started to converge at the hillside of the province, probably to celebrate the anniversary of the Communist Party of the Philippines on December 26.
However, the army was curtailed to pursue the communist group back then due to ceasefire implemented by the Republic of the Philippines last December 23, 2019 to January 7, 2020. It was just on the middle of January 2020 that the military started a focused military operation.
Brigade Commander Colonel Oberio appreciated the the bold actions of the residents, which contributed to the significant development of peace and security in the municipality.
“This turn of events is a clear manifestation that the residents are already tired and exhausted of the intimidation and coercion conducted by the communist group,” Col. Oberio said.
He added that the army troops are still pursuing the remaining elements of the communist group on the ground.
“The 1001st brigade continues to execute its mandate to uplift the peace and security situation in our area while remain relentless in our efforts to crash down this communist terrorist group up to its last member,” he said.

Early this year, the country was stunned when Taal Volcano erupted suddenly and spewed plume of ashes around 100 meters high directly distressing surrounded barangays of Taal Lake in Batangas. Residents of the province went in panic as they call for evacuation and support from the local government agencies.
Heeding to the need for transport during evacuation, a team of soldiers from 4th Forward Service Support Unit (4th FSSU), 1st Logistics Support Group (LSG), Army Support Command, Philippine Army (ASCOM, PA) immediately responded to the situation. Without much hesitation, LTC Joseph F Manangan OS (GSC) PA, unit commander, consolidated his troops and joined with other 21 responders to direct them all the way from Camp Nakar, Lucena City, Quezon to Talisay, Batangas on the night of January 12. Their mission: to transport evacuees from affected barangays of that town to designated evacuation centers for safety. They deployed five Army trucks – one 1 ½ Ton KM450 and four 5 Ton M19A23 trucks – to support the evacuation and transport of evacuees. Other Army mobile assets came later from other units to provide assistance in transporting more evacuees as the numbers increased. The next day, January 13, ASCOM units from Manila sent for additional mobile equipment and personnel while, troops of 5th FSSU arrived from Legazpi City, Albay on January 14.
The 4th (D’ Provider) FSSU is one of the units of Army Support Command, Philippine Army (ASCOM, PA), created and strategically located at various geographical locations to provide logistical and service support to all AFP units in the country. The unit is stationed at Camp Guillermo Nakar, Lucena City, Quezon province that presently caters to PA units within Region IV. When Taal volcano erupted, it is one of the units that immediately responded to heavily affected victims by providing immediate and safe transport to different barangays in Batangas during evacuation.
For Sgt Michael Mendaros, one of the first responders, this is just but another opportunity to dedicate his life for others. Always in the context of serving and saving the people in time of need, his experiences equip him more to have that high sense of vigilance and responsibility especially during humanitarian assistance and disaster response (HADR) operations of the unit. He shared that during the travel to Batangas on that night of January 12, the troops remained in high morale despite of the situation. “Nagsimula kaming mag-transport ng tao noong gabi na pumutok ang Taal. Bale, kumukuha kami ng tao mula sa Talisay at mga kalapit na bayan patungong Sto. Tomas, Batangas. Halos kami ang pinakaunang nagresponde sa mga nagsilikas,” he recalled.
Being in the service for 15 years, Sergeant Mendaros understand how important it is to respond promptly during calamities. He is also considered a veteran in terms of maneuvering mobility assets and equipment of the Philippine Army driving the likes of 5 Ton M19A23 Truck, 2 ½ ton KM250 and many others.
Remembering his Taal experience, Sergeant Mendaros said that from January 12 to 14, it was difficult to drive the trucks because the volcano was still spewing muds and ashes. “Sa unang gabi ng paghahatid ng mga tao sa evacuation centers, walang tulugan buong magdamag ang tropa.” According to him, the unit has good conditioned trucks that withstood ashes and muds during the transport as they relied on local government agencies conducting clearing operations in the roads. For the troops, the condition was fine and manageable as long as trucks can enter barangays to transport people. Per record, they were able to transport more or less 2,000 individuals in two days. Sgt Mendaros shared that evacuees were teary eyed with joy because the soldiers saved them during the height of the disaster. “Bakas sa kanilang mga mukha ang kasiyahan dahil nailikas namin sila.”
Notwithstanding the day-to-day dangers due to the alarming condition of the volcano during the time, the troop continued to serve because they only think that the welfare of the people is the main thrust entrusted to them. They are convinced that no other people could rescue these victims in this heartbreaking crisis except them who were at the front. They are happy that they were the first to heed on the call to serve.
The residents also did their fair share of goodness in exchange for the service of the troops. People along the way offered to clean their windshields through water sprayers as their trucks passed by. They also gave them surgical masks and drinking water as expression of gratitude to the troops. Troopers of 4th FSSU continued to transport more evacuees in the next three days in Talisay before they were transferred to Fernando Air Base, Lipa City as their next station. They brought kitchen utensils, food packs, and water because they knew they would be deployed there for quite some time. Besides, they were also ashamed to get those from the civilians.
As of writing this article, they have not yet gone back to their unit in Lucena City. They are still on the alert and on stand by mode waiting to where they will be needed. As of late, they are transporting some evacuees back to their homes after Taal Volcano alarm was lowered to Level III. Only one thing is for sure; their dedication will be an exhilarating experience because it is an intense effort applied toward a meaningful end.

Kalinaw News: Army’s 12IB Joint Refilling and Organizational Training formally opens

CAMP PERALTA, Jamindan, Capiz – A formal ceremony was held for the Joint Refilling and start of the Organizational Training of 12th Infantry (Lick ’Em) Battalion on Monday, February 03, 2020.
The ceremony was graced by Major General Eric C Vinoya, the newly promoted Commander of the Army’s 3rd Infantry (Spearhead) Division.
The 12IB, which used to be a “Cadre” Battalion of the 3rd Infantry (Spearhead) Division, will undergo a six-week training: four weeks of organizational training and two weeks of Community Support Program (CSP) training at the Battalion Retraining Facilities (BRF) in Camp Peralta, Jamindan, Capiz.
A total of 501 Lick ‘Em Troopers composed of 19 Officers led by Lieutenant Colonel SisenandoMagbalot and 482 Enlisted Personnel will undergo the said training.
The training aims to develop and enhance the operational capability of the 12IB and capacitate its personnel in conducting CSP in the grassroots communities prior to their redeployment.
In his message, MGenVinoya elaborated that the refilling and organizational training of the 12IB is part of the government’s effort to eradicate insurgency by year 2022 wherein the Armed Forces of the Philippines will be needing more soldiers and Battalions, in order to accomplish this mission. Hence, Philippine Army transformed cadre battalions into maneuver battalions.
MGenVinoya boosted the spirit of the 12IB personnel by conveying an inspirational message. “Consider the refilling and organizational training of your unit as a house or business renovation wherein you need to destroy a portion of it to restore and build a new and stronger one. It will be hard for you because you will again endure pain and pressure, but it will polish your flaws and bring out the best in you,” Vinoya said.
Further, the 3ID Commander reminded the troops to take the training seriously since they are doing this not only for the betterment of their unit but also for the welfare of the Visayan community. “Give your best shot during the training for you are doing this to prepare yourselves and your unit in performing and bringing your mandate to the next level. This time, you will not only serve the Visayans, but will fulfil their fervent desire for an insurgency-free community,” he stressed.

LORETO, Agusan Del Sur- A week into the on-going focused military operations of the 10th Infantry (AGILA) Division in Agusan del Sur—which resulted to the killing of several CPP-NPA terrorists and the recovery of numerous firearms, bombs, and subversive documents—the Local Government of Loreto initiated the conduct of community dialogues or “pulong-pulongsa barangay” in the conflict-affected areas and vulnerable adjacent communities of said town starting Saturday.
The activity was initiated to assist the affected communities cope with the consequences of the war brought about by the CPP-NPA’s terroristic and criminal atrocities in the area.
Leading the community dialogues herself is Loreto town Mayor, Lorife “Aping” Otaza-Magadan, who rallied her constituency to support and allow her administration to make true its promise of building a peaceful, orderly, and insurgency-free “Shine, Loreto! Bibo, Loreto!”
The consecutive community dialogues were held over the weekend in Sitio Moto, BrgyPoblacion and BrgyMagaud with some 700 residents in attendance.
The attendees raised their various issues particularly on the continuing harassment of CPP-NPA terrorists within their communities. Meanwhile, Mayor Magadan and the other LGU department heads present answered concerns pertaining to government services, programs, and projects.
Also taking part in the dialogues were Vice Mayor Randolph Plaza Jr. and members of Loreto’s SangguniangBayan; military officials; and some civil sector leaders.
1001st Infantry Brigade Commander, Colonel John Oberio,who is also the ground commander of the ongoing military operations here, expressed his confidence of the troops’ capability to “finish the war.” Oberio, however, also said that while the full might of the armed forces is at their disposal, “we can always choose to do this the peaceful way.”
In support, Lt. Col. Ronald Sarmiento of the 60th Infantry Battalion reassured the residents that while the military is determined to push through with its operations and defeat the armed CPP-NPA terrorists, those who would like to return to the folds of law only need to surface and voluntarily submit themselves to the authority.
“We have our BalikLoob Assistance Centers everywhere, you can surrender directly to the mayor, or you can ask your relatives to contact any one of us to facilitate your safe return. Avail of the Enhanced Comprehensive Local Integration Program now. We guarantee your protection and we will help you go back to your families and resume your normal lives as soon as possible,” Sarmiento added.
Some tribal leaders and former rebels who benefitted from the government’s support in ridding of the CPP-NPA’s influence in their respective communities also gave their testimonies during the dialogues.
A few days earlier, BrgyBinucayan, another red-flagged area of the same town, declared the CPP-NPA-NDF and its front organizations “Persona Non Grata” in their barangay.

LORETO, Agusan Del Sur- A week into the on-going focused military operations of the 10th Infantry (AGILA) Division in Agusan del Sur—which resulted to the killing of several CPP-NPA terrorists and the recovery of numerous firearms, bombs, and subversive documents—the Local Government of Loreto initiated the conduct of community dialogues or “pulong-pulongsa barangay” in the conflict-affected areas and vulnerable adjacent communities of said town starting Saturday.
The activity was initiated to assist the affected communities cope with the consequences of the war brought about by the CPP-NPA’s terroristic and criminal atrocities in the area.

For the Philippine Navy's new Flag Officer-in-Command, Rear Admiral Giovanni Carlo Bacordo, it's out with the old, in with the new in all aspects of naval operations, from phasing out vintage vessels to upgrading the mindsets of sailors and marines.
Speaking as he assumed command of the 25,000-strong Navy on Monday, February 3, at their headquarters in Manila, Bacordo presented a detailed plan of how he intends to thoroughly modernize the service, now the focus of Horizon 2 of the Armed Forces of the Philippines' (AFP) three-tiered, P300-billion Modernization Program.
Bacordo emphasized the need to train the Navy's sailors and marines in thinking and operating in ways that maximize its new acquisitions, which would entail updating the Navy's support infrastructure like shipyards and harbors, as well as its recruitment and training processes.
"It is easier to modernize the Navy in terms of modern platforms with modern weapons and sensors. But most challenging is to modernize the mindsets of the sailors and marines after decades of exposure to a legacy capability," Bacordo said.
"Without a modern mindset, all of these modern assets of the Navy will go to waste," he added.
At least 24 ships to be decommissioned
Sailors and marines will only backslide into the old ways if they keep working with "legacy" or outdated, dilapidated assets, Bacordo said.
That's why the Navy will be decommissioning at least 24 of its vessels on a quarterly schedule until mid-2021, he told reporters after the change-of-command ceremony led by President Rodrigo Duterte.
Last week, the Navy decommissioned the legacy vessels BRP Rizal and BRP Nicolas Mahusay. The Rizal is a World War 2-era ship acquired from the US in 1965. The Nicolas Mahusay was transferred by South Korea to the Philippines in 1998.
Any weapon or system on decommissioned ships still in working order will be transferred to other ships. Their crew will be trained to operate newer vessels or be assigned to other tasks in naval operations.
"Our ships to be decommissioned have outlived their glory days. Ships designed for 24 knots now speeding at only 10 to 12 knots so can no longer fulfill their designed mission," Bacordo said.
Although it appears the Navy is phasing out old ships faster than it is acquiring new ones, the capabilities of a few new vessels fitted with contemporary weaponry outclass the old ones put together, and make far better use for sailors and marines.
The complete package
The Navy is set to receive two brand new modern frigates this year: the BRP Jose Rizal by May, and the BRP Antonio Luna by November.
Eight Fast Attack and Interdiction Craft-Missile (FAIC-M) vessels are on the way "hopefully by the first quarter of 2021," Bacordo said. Four of the FAIC-Ms will be built in Israel, and the other 4 in the Navy's local shipyard.
Two brand new corvettes, 6 offshore patrol vessels (OPV), and two landing dock ships (LDS) are also in the pipeline, to add to the Navy's existing strategic vessels: two Tarlac Class LDSs, 3 Del Pilar Class OPVs, and the hand-me-down corvette from South Korea, the BRP Conrado Yap.
The tricky thing, Bacordo said, is that without a complete training and maintenance package for the Navy personnel who will work with the new vessels, they are unlikely to be maximized and will likely fall into disrepair in 5 to 10 years.
That's why Bacordo said he would insist on a full "sustainment suite" to accompany the new assets. That includes materiel and facility requirements, like programs for drydocks, special tools, testing equipment, and warfighting simulators.
"Capacitating" the Naval Sea Systems Command is a priority, the new Navy chief added.
Specialization for officers
Bacordo plans a demand-driven "selective recruitment" of new sailors and marines with the educational background that suits the Navy's current needs, such as graduates of engineering, electronics, and information technology courses.
The Navy will from here on "strictly observe the fields of specialization," to produce sailors and marines with progressive career paths in warfare, support to warfare, and staff specializations, Bacordo said.
The problem, he added, is the present Navy mindset that only officers who have commanded vessels or Marine battalions can advance to flag rank, the equivalent of generals in the Army or Air Force.
The result was that the Navy "never developed a high proficiency in the support to warfare and staff specializations like personnel, plans, logistics, finance, cyber warfare, education, and training," Bacordo said.
This means rewiring a longstanding culture in the Navy, and its new chief promised to deliver on these goals by the time he steps down in June 2021, when he reaches 56, the mandatory age of retirement in the military.
A maritime nation
Being an archipelago, the Philippines requires a credible naval force, and the outgoing Flag Officer-in-Command, Vice Admiral Robert Empedrad, earlier admitted that the Philippine Navy has quite a long way to go before it catches up with the navies of other Southeast Asian countries.
As Chinese vessels – military or otherwise – keep patrolling and even occupying parts of the West Philippine Sea, Bacordo is faced with the challenge of securing the country's maritime borders without provoking a violent response from intrusive China, and come limping back to port because of the opponent's superior naval might.
China in the West Philippine Sea and foreign extremists sneaking in through Sulu Sea are the Navy's main external security concerns.
The AFP envisions "a modern, multi-capable naval force responsive to our maritime nation's defense and development" by 2028 – and a new sail plan is expected to be launched as Bacordo takes the helm.
"Everything has to be modernized," Bacordo addressed the naval staff gathered for his assumption of command. Ultimately, "it is not the modern ships, tanks, and aircraft that will bring the Philippine Navy to the modern era," but its personnel "armed with modern mindsets," he added.
