KOTA KINABALU: Philippine security forces gunned down an Abu Sayyaf militant believed to be involved in the kidnapping of five Indonesian fishermen off Lahad Datu last week.

Regional intelligence sources said the gunmen and the hostages were currently on the run from the pursuing military forces.

During the incident on Thursday, six gunmen kidnapped the hostages and fled on foot when they landed on Solre Island in Parang, within the militants’ stronghold in the southern Philippine island of Jolo.

According to regional intelligence sources, the Filipino military set up a cordon around Jolo following reports of the kidnapping of five Sabah-based Indonesian fishermen and a shootout occurred late Saturday.

“They conducted air strike operations using MG helicopters on a suspected Abu Sayyaf group in Solre Island that resulted in the death of one of the militants, ” the source said.


The source said a grey-blue coloured speedboat and a mobile phone were also seized.

On Thursday night, six militants from a kidnap-for-ransom group linked to suspected Abu Sayyaf militants abducted five Indonesian fishermen from their trawler in Sabah’s easternmost waters off Lahad Datu, about 10 minutes from the Tawi-Tawi chain of islands in southern Philippines.

The hostages were taken from an eight-man Indonesian crew on board the Sabah-registered fishing trawler before heading towards the southern Philippines waters.

Security forces under the Eastern Sabah Security Command were alerted to the incident by other fishermen at 1pm on Friday.

They then immediately carried out an operation and alerted their Filipino counterparts.

Those kidnapped were the trawler’s skipper Arsyad Dahlan, 41; La Baa, 32; Riswanto Hayano, 27; Edi Lawalopo, 53; and Syarizal Kastamiran, 29.

All the Indonesians were working for a Sandakan-based fishing company.

Regional intelligence sources said that the Philippine military was closing in on the gunmen and the hostages.

Soriano attributed the killing to President Rodrigo Duterte’s memorandum order no. 32 that targets human and land rights activists in the provinces of Samar, Negros, and the Bicol region.

Amihan, a federation of peasant women, called for justice for the killing of Jennifer Tonag, one of its leaders in Northern Samar.

Tonag, 35, came from a seminar organized by the provincial interior and local government office when two still unidentified men shot her, hitting her on the head and chest. She was declared dead on arrival at Northern Samar Provincial Hospital.

“We call for justice for the brutal killing of Jennifer Tonag, a peasant women leader of Northern Samar who was active in defending land rights and demanding relief for victims of calamities,” said Amihan Chairperson Zenaida Soriano in a statement.

An active member of Northern Samar Small Farmers Association (NSSFA), Tonag helped typhoon victims access humanitarian aid and assisted farmers displaced by land grabbing.

Soriano attributed the killing to President Rodrigo Duterte’s memorandum order no. 32 that targets human and land rights activists in the provinces of Samar, Negros, and the Bicol region.

The government considers Samar as “hotbed of the New People’s Army”, according to Soriano. NSSFA is among the organizations in the province tagged by the military as NPA supporters.

Soriano described the memorandum order as “a total war policy” that “does not differentiate between the armed actors and members of legal and democratic organizations.”

Soriano also called on the Commission on Human Rights, the International Criminal Court, and the United Nations Human Rights Council to include Tonag’s killing among “Duterte’s crimes against humanity and bloody record of violating human rights.”

Tonag was the 32nd peasant victim of extrajudicial killingsince President Duterte assumed presidency in 2016.

7 NPA members surrender in Isabela province

ECHAGUE, Isabela, Philippines — Seven members of the communist New People’s Army in this province surrendered to authorities on Friday, the military said on Sunday.

Among them was a certain Ka Dennis, a 37-year-old squad leader of the Platon Uno of the Central Front-Kilusang Rebolusyonaryo-Cagayan Valley.

Ka Dennis and six other rebels were presented to the media on Sunday after turning themselves in to the 502nd Infantry Brigade in Barangay Soyung here.


Speaking on behalf of his fellow rebel returnees, Ka Dennis said the hardship of life in the mountains forced them to surrender.

Lt. Colonel Gladiuz Calilan, 95th Infantry Battalion commander, said the former rebels, whose names were withheld for security reasons, received financial aid from the government.

“Aside from the compensation, financial assistance and other livelihood benefits, other long-term benefits such as housing for these rebels will be given and these are on process,” Maj. Gen. Pablo Lorenzo, 5th Infantry Division commander, said.

CAMP SANG-AN, Labangan, Zamboanga del Sur – Brigadier General Generoso Ponio assumed his post as the new division commander of the First Infantry (Tabak) division of the Philippine Army in a change of command ceremony held at Tabak Division grandstand Friday, January 17.

“I now assume at a time when all great effort is focused and geared towards the marching order to be above all in our effort to end all threats to national security by 2022,” Ponio said.

Ponio acknowledged that the tasks at-hand would be “great, very hard and challenging” for Tabak division.

“But with all of us, working as a team, I see no reasons why we will fail,” he declared.

Ponio succeeded Major General Roberto T. Ancan who has been appointed commander of the Central Command of the Armed Forces of the Philippines, based in Cebu City.

Army Commanding General Lieutenant General Gilbert I. Gapay thanked Ancan for his inspirational leadership and stalwart service which made a lasting impact on the Tabak Division and the people it serves.

Gapay also challenged the new commander to build on the gains of the 1st Infantry Division for lasting peace and sustainable development.

“Let us be guided by our over-all direction, which is to sustain the momentum in capacitating the Army towards greater mission effectiveness”, he said.

Ponio was the former 103rd Infantry Brigade Commander who also took part in liberating Marawi city during the five-month siege in 2017.

He is a member of Philippine Military Academy “Maringal” Class of 1988. He is an Airborne Ranger and well-rounded military officer with expertise in operations, intelligence, training and managerial acumen.

He is a graduate of Command and General Staff Course in AFP Command and General Staff College, Senior Executive Course on National Security in Department of National Defense, National Defense College of the Philippines; and US Army Ranger Course in Fort Benning, Georgia, USA.

Prior to his post, Ponio was the Deputy Commander for Operations of the Western, Mindanao Command.

Police arrested on Friday a notorious Abu Sayyaf terrorist linked to the killing of a police officer.
Benhajar Salapuddin Alan was arrested at the port area here. He was on the run after he allegedly killed a certain Lt. Sali Salim during an anti-drug operation in Tagbak village in Indanan town last January 12.

Alan, allegedly a member of a gun-for-hire syndicate operating in Sulu and Zamboanga, is also implicated in several murder cases, including the murder of a certain Joemer Hashim Jawadin on Dec. 7, 2015.

It was unclear how Alan managed to flee Sulu and hid in Zamboanga following the killing of Salim, head of the Police Provincial Drug Enforcement Unit.

Alan was a follower of slain Abu Sayyaf leader Albader Parad. He used to be the ransom negotiator of the group.

“The successful arrest of Abu Sayyaf member Alan was the result of the intelligence-driven operation efforts made by Sulu Police Provincial Office in coordination with other police intelligence units, Armed Forces of the Philippines and the community,” said Brig. Gen. Marni Marcos Jr., chief of the police force of the Bangsamoro Region in Muslim Mindanao.

MANILA, Philippines — The Philippine Navy’s first missile-capable frigate, the future BRP Jose Rizal (FF-150), is moving closer to join the naval fleet.

Outgoing Navy chief Vice Adm. Robert Empedrad, who will retire in early February, said that they are in the “final stage” on evaluating if the upcoming warship has met the requirements in the contract.

“Actually tapos na ‘yung sea trial ng ship at sea. Na-test na nila lahat and then okay na. There is some fine-tuning in the weapons systems,” he said. (Actually we’re done with the sea trials. They have tested everything and it’s done.)

Tactical Data Link 16

But it remains to be seen whether or not the combat management systems (CMS) or the “brains” of the ship is finally compatible with Tactical Data Link (TDL) 16, a military network used by NATO and allied forces to exchange data in real time.

The Department of National Defense and Armed Forces of the Philippines are aiming that its various platforms would be set up with TDL 16.

The Philippine government signed a deal with Korean shipbuilder Hyundai Heavy Industries (HHI) for the construction of two frigates for P16 billion in 2016. It was the selection of the ships’ CMS that triggered a controversy in late 2017.

Empedrad’s predecessor, Vice Adm. Ronald Joseph Mercado, was sacked from his post by the DND for supposedly insisting on a certain brand of CMS preferred by the Navy.

The Philippines Navy’s Technical Working Group and Project Management Team had selected Tacticos Thales for the CMS, which met their requirement of TDL 16 compatibility.

HHI recommended two brands of CMS for the Philippine warships — Tacticos Thales and Hanwha Systems. It first offered Tacticos Thales to the Navy, but later suggested to use Naval Shield of Hanwha Systems, which was not yet compatible with TDL 16.

Hanwha Systems previously committed itself to developing the TDL 16 compatibility by 2019. But in May last year, Hanwha said it would only be possible by 2020 because of the issues between Korean armed forces and US requirements.

MANILA, Jan. 19 (Xinhua) -- The Philippine troops have killed one of the alleged kidnappers of five Indonesian fishermen in the waters off Sabah in Malaysia, a military general said on Sunday.

Lieutenant General Cirilito Sobejana, commanding general of the Armed Forces of the Philippines' Western Mindanao Command in Zamboanga City, said the
troops also found the speed boat allegedly used by the Abu Sayyaf group in a remote island in Parang, a town in Sulu Province in the southern Philippines.

He said troops clashed with suspected Abu Sayyaf militants at around 6:00 a.m. local time on Saturday on the remote Sulare island in Sulu Province in the southern Philippines, resulting in the killing of a suspect.

During the fighting, Sobejana said troops destroyed the gray twin engine speed boat used by the six kidnappers. "It was positively identified by the three Indonesian fishermen who were freed by the abductors," he said.

Troops also recovered an M16 assault rifle, a bandoleer, and a cellphone at the clash site, Sobejana added.


However, Sobejana said no kidnap victim was sighted, adding he suspected that the victims are being kept somewhere on Sulare island in Parang town. "We are focusing our rescue operation in the area," Sobejana said.

Suspected militants belonging to the Abu Sayyaf group initially snatched eight Indonesian fishermen in the Malaysian waters off eastern Sabah around 8:00 p.m. local time on Jan. 16.

Malaysian authorities said three of the eight fishermen were released and managed to return to Sabah the next day to report the incident.

The kidnapped Indonesians included the boat captain and four others.

The Abu Sayyaf group is considered the smallest but the most violent of the extremist groups in the southern Philippines. The group, which has estimated 400 fighters, is active in the impoverished island provinces of Sulu and Basilan.

The group is responsible for the series of kidnappings-for-ransom, deadly bombings, ambushes of security personnel, public beheadings, assassinations, and extortion in the Mindanao region.

The group, which has been terrorizing the Philippine southern region since the 1990s, preys on foreign tourists, businessmen and fishermen not only from the Philippines but also from Indonesia and Malaysia and hides them in Philippine jungles or remote islands.

In September, three Indonesian fishermen were abducted from their boat off Sabah's east coast near the border with the Philippines.

On Wednesday, Philippine military authorities said security forces rescued the third Indonesian fisherman weeks after authorities said he was recaptured by Abu Sayyaf militants while his two compatriots were rescued in southern Sulu Province.

Malaybalay City, January 16, 2020 – “We concede to government’s CSP”, confessed Resylyn Pardo a.k.a Jamby, the Secretary of CPP-NPA’s Guerrilla Front 6 or the so-called Bukidnon Command. Jamby also said the way they were treated by soldiers was contrary to what they were told by their senior cadre that they will be raped or tortured once they surrender.

Guerilla Front 6 Secretary is the NPA political organization that radicalized and turned militants the residents of seven town in southern Bukidnon namely: Valencia City, San Fernando, Kitaotao, Maramag, Don Carlos, Dangcagan And Quezon.

She was joined by her husband, Renante Tumbalang a.k.a. Jigger or War the commander or “CO” of GF6’s Front Operational Command who said they have lost the sympathy of the local populace and the tribes which significantly affected their morale. The couple revealed that the loss of mass base constricted them in the mountains. They cannot “disperse” their forces anymore which made them vulnerable to followed “non-stop” offensive operations of government troops in their mountain lairs. “The death of Commander Amana during a major encounter with the Army was very demoralizing”, said Jigger.

Jamby said, for the past year (2019), their higher political organ tasked them to regain their lost initiative. “Hindi kami nakapag gawaing-masa at gawaing militar. Natigil ang KalMas (kalihokang masa) pati ang ArPak (armadong pakigbisog) dahil nauubos ang aming organisadong masa at mga sanga ng partido sa lokal. Nag focus kami sa recovery pero hindi namin magawa dahil ayaw na kaming tulungan ng mga tao sa barrio. Yung 25000 namin na baseng masa na itinayo namin ng ilang taon, humiwalay sa amin. Yung 18 na KRB (komiteng rebolusyonaryo sa barrio) na pinaghirapan namin, nalusaw lahat”, added Jamby claiming she used to be the record holder in the number of KRBs established by NCMRC, the CPP’s party organ in Northern Mindanao.

Following the creation of Region 10 Task Force to End Local Communist Armed Conflict that was launched in Bukidnon in July 2019, LGUs in Region 10 were tapped to initiate “Localized Peace Engagement”. Elected officials were sought to intervene and encourage NPA members who are also their constituents to take the path to peace and participate in governance as resource persons for the socio-economic programs of the LGUs.

The Local Government Unit of Valencia City was key to Jamby and Jigger’s return to the fold of the law. The LGU’s efforts paved the way when the couple sought the assistance of City Councilor Dejos and Valencia City Mayor Huervas as they expressed their desire to quit from the communist movement. We together with local leaders and our constituents join hands and committed to battle land issues, poverty, and other problems thru dialogue with the right people, organization amd agency. We commend the 403rd Bde and the 88IB, and the local government unit of Bukidnon for winning the peaceful war” Major General Franco Nemesio Gacal, Commander of 4ID said.

Jamby and Jigger along with their five other colleagues were presented by Valencia City LGU to Gov Jose Ma Zubiri Jr as Provincial Chairman of the Enchanced Comrehensive Local Integration Program (ECLIP) Committee during a Press Conference held at Valencia City.

The Provincial Social Welfare Development Office determine the package of assistance that would suit the needs of the former rebels which the military now calls “kauban sa kalinaw ug kalamboan”.

CAMP EVANGELISTA, Cagayan de Oro City – A total of 22 posters were created by the local artists of Northern Mindanao and Caraga Regions as their official entry for the Poster Making contest of the 4th Infantry “Diamond” Division as part of the commemoration of its 50th Founding Anniversary.

A simple ribbon-cutting ceremony was conducted earlier this morning January 18, 2020 at the 2nd floor Art Area of Limketkai Center, Cagayan de Oro City where the posters will be displayed for two days until January 19, 2020. The activity was attended by MGen Franco Nemesio Gacal, Commander 4ID together with the judges: Dir. Mylah Faye Aurora Cariño, NEDA X, Dir. Manuel Orduña, NICA X, Marigold Cherie Garrido, Regional Operational Director (ROD) Chief, TESDA X, Atty Fel Lester Brillantes, Division Chief, DTI X, Olive Adrienne Barba, Legal Admin Assistant, DTI X, LTC Ricky Canatoy, G1, 4ID, Errol Balcos, Visual Artist, National Committee for Culture and Arts, Pennessencio Estarte, Manage Art Studio and Mini Library and Ryan Casiño, CEO, Ophir Arts Central.

Kent Ivan Sabote, 15, a grade 9 student of Macasandig National High School in the City painted a poster using the medium acrylic. He said that the soldiers of 4ID inspires him, “The soldiers are our silent heroes. I want to portray to the people that we enjoy peace today because of them.”

The artists who joined the contest varies from ages 8 to 60 years old and created the posters following the theme of the 4ID 50th Founding Anniversary which is “50 Years of Excellence in Serving the People and Securing the Land.” They were also given sub-themes in order to plan for their outputs. After the drawing time given, the artists were able to submit their artworks and mediums used vary from acrylic, elastomeric and digital paint.

Errol Balcos, one of the judges said, “I seldom see posters made about our soldiers and I am very happy to see the different interpretations of the artists on how our military upholds peace in our country.”

MGen Gacal said, “We are very happy and honored to witness the artists’ portrayal of the noble profession of the Philippine Army. Their posters have exceeded our expectations.” “Even if we haven’t announced the victors yet, we consider all of them winners, for we are thankful that they were able to tell our stories and sacrifices through art. Their artworks fuel our drive to do more and to give more in order for our country to be even more peaceful than today.”

The winners of the 4ID Poster Making contest will be announced on January 19, 2020 and will receive the following prizes: 3rd place P7,000 pesos, 2nd place P10,000 and 1st place P15,000.

MANILA, Philippines – Over 8,000 fighters of the Moro Islamic Liberation Front (MILF) had been decommissioned by the end of 2019, announced Office of the Presidential Adviser on the Peace Process (OPAPP) Assistant Secretary Wilven Mayor.

During the Presidential Communications Operations Office's "Duterte Legacy" event on Friday, January 17, Mayor said 8,879 out of 12,000 former MILF fighters were decommissioned from September to December 2019.

Decommissioning MILF fighters, or the process of transitioning the 40,000-strong Bangsamoro Islamic Armed Forces (BIAF) back to civilian life, is spread out over several years and was premised on the ratification of the Bangsamoro Organic Law in January 2019.

The government targets to complete the decommissioning of 12,000 fighters – 30% of the BIAF – by "early 2020." After an initial decommissioning in 2015, this batch represents the second phase of the MILF's normalization process.

All 40,000 combatants are expected to be decommissioned by 2022.

Aside from this, Mayor said 1,542 out of 2,000 firearms, along with 617 pieces of ammunition, were turned over to the foreign-led Independent Decommissioning Body as of 2019.

According to Bangsamoro Transition Authority Education Minister Mohagher Iqbal, this is important because it embodies that the MILF's struggle "will no longer continue in military terms but as active participants in...[the] democratic system."

On top of other forms of aid from the government, each decommissioned former rebel received P100,000 in cash and livelihood assistance.

Agriculture exposure programs were also conducted for former MILF base and front commanders to help transform military camps into productive communities. Such aid is to set them on the path to normal, post-conflict lives.

Along with the decommissioning, Mayor said a draft transitional justice and reconciliation plan was crafted.

This plan involves ways to address the legitimate grievances of the Bangsamoro people, historical injustices, and human rights violations from years of conflict in the area.

PAF gets new X-ray machines

The Philippine Air Force (PAF) yesterday got new security screening equipment, including x-ray machines, for its air stations here and its headquarters in Metro Manila.

PAF head Major General Glicerio Peralta received the equipment from the Department of Transportation (DOTr) during the ceremonial turn-over ceremony at the Francisco Bangoy International Airport.

“The new x-ray machines are the most advance scanners,” said Undersecretary Raul del Rosario, administrator of DOTr’s Office of the Transportation Security (OTS).

“With the aims of emphasis on security and interagency cooperation of the (Department of the) National Defense, the Armed Forces of the Philippines, and the DOTr-OTS, these equipment will help strengthen the security of the passengers, aircraft and facilities,” del Rosario said.

The equipment, worth P126 million, include two IDSS Detect 1000 x-ray, a Smiths Detection Multi-mode Trace Detector Explosive handheld and two Smiths Detection 500DT Explosive Trace Detector Desktop Type.

The equipment will be utilized by the Tactical Operations Wing Eastern Mindanao (TOW EastMin) in its Davao Air Station here and the 520th Air Base Wing (ABW) in Villamor Air Base, Pasay, Metro Manila.

The equipment is part of the modernization program of the PAF to “expedite processing of military and civilian passengers.”

Del Rosario said the equipment delivered is just “partial” as there are other equipment coming.

VALENCIA CITY, Bukidnon, Jan. 16 (PIA) — “We concede to government’s CSP,” confessed Resylyn Pardo a.ka. Jamby, the Secretary of CPP-NPA’s (Communist Party of the Philippines-New People’s Army) Guerrilla Front 6 (GF6) or the so-called Bukidnon Command.

Jamby said the way they were treated by soldiers was contrary to what they were told by their senior cadre that they would be raped or tortured once they surrender.

Guerilla Front 6 Secretary is the NPA’s political organ tasked to radicalize and turn them into militants. GF6 covers a city and six towns in southern Bukidnon namely Valencia City, San Fernando, Kitaotao, Maramag, Don Carlos, Dangcagan and Quezon.

Resylyn, 28 years old was joined by her husband, Renante Tumbalang alias Jigger or War, 37 years old, the commander or “CO” of GF6’s Front Operational Command who said they have lost the sympathy of the local populace and the tribes, which significantly affected their morale.

The couple revealed that the loss of mass base constricted them in the mountains. They cannot “disperse” their forces anymore, which made them weak and vulnerable to be tracked down due to the government troops’ non-stop offensive operations in their mountain lairs.

“The death of Commander Amana in one of the major encounters with the Army was very demoralizing,” Jigger said.

Jamby, likewise, said that last year (2019), their higher political organ tasked them to regain their lost initiative. “Hindi kami nakapag gawaing-masa at gawaing militar. Natigil ang aming KalMas (Kalihokang Masa) pati ang ArPak (Armadong Pakigbisog) dahil nauubos na ang aming organisadong masa at mga sanga ng partido sa lokal. Nag focus kami sa recovery pero hindi namin magawa dahil ayaw na kaming tulungan ng mga tao sa Barrio. Yung 25,000 na baseng masa na itinayo namin ng ilang taon, humiwalay na sa amin. Yung 18 na KRB (Komiteng Rebolusyonaryo sa Barrio) na pinaghirapan namin, nalusaw lahat,” added Jamby, claiming that she used to be the record holder in the number of KRBs established by North Central Mindanao Regional Committee (NCMRC), the CPP’s party organ in Northern Mindanao.

Following the creation of Region 10 Task Force to End Local Communist Armed Conflict that was launched in Bukidnon in July 2019, local government units (LGUs) in Region 10 were tapped to initiate “Localized Peace Engagement.” Elected officials were sought to intervene and encourage NPA members who are also their constituents to take the path to peace and participate in governance as resource persons for the socio-economic programs of the LGUs.

Valencia City LGU was key to alias Jamby and alias Jigger’s return to the fold of the law. The LGU’s efforts paved the way when the couple sought the assistance of barangay Banlag Kagawad Saliezer Dejos and Valencia City Mayor Azucena Huervas as the former rebels expressed their desire to quit from the communist movement.

Assisted by Bukidnon 4th District Cong. Rogelio Neil Roque, Valencia LGU immediately arranged for the safe surrender of the couple and five others in an undisclosed place.

They were eventually turned over to 88th Infantry Battalion (88IB) and 403rd Infantry Brigade for enrolment in Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

CAGAYAN DE ORO CITY -- A top official of the Philippine Army’s (PA) 4th Infantry Division (ID) expressed hope that Lt. Gen. Gilbert Gapay, the Army’s new commanding general, will be able to lead the PA to greater heights of public service.

"We know and believe that through his leadership and guidance he will steer the Army to greater heights,” PA’s 4ID commander, Maj. Gen. Franco Nemesio Gacal said during the 4ID’s 50th founding anniversary celebration here on Friday.

Gacal assured the new Army chief will work hard to “support and follow his every command in upholding our mandate of serving the people and securing the land”.

For his part, Gapay acknowledged the 4ID's major contribution to the execution of Executive Order (EO) 70 that prompted the communist rebels and their sympathizers to return to the fold of the law.

"I commend 4ID for your significant and laudable accomplishments in 2019. You are a pioneer in implementing EO 70 which is very commendable. We know and see that we have gaps and limitations but despite that, 4ID delivered service beyond expectation," Gapay said.

Last year, President Rodrigo Duterte signed Executive Order 70 which institutionalizes a ‘whole-of-nation approach’ against insurgency.

After talking to the 4ID troops, Gapay visited the different booths of the “Barrio Peace-TA sa Kampo 2020” which featured the different tourists' spots and local products of Northern Mindanao and Caraga Region’s as part of the anniversary celebration.

Gacal is hoping that Gabay’s visit would not be his last as commander of the Army.

“His visit is very timely for we were able to show our Barrio Peace-Ta as part of the Golden Founding Anniversary of the Division," Gacal said.
