CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry “Diamond” Division, Philippine Army supports the first ever People’s Organization, Non-Government Organization and Civic Organizations (POs, NGOs, COs) forum for sustainable peace and inclusive development facilitated by the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Northern Mindanao at Acacia Hall, Chali Beach Resort and Conference Center, Cugman, Cagayan de Oro City yesterday, December 2, 2019.

The forum with the theme “Forging Stronger Ties for Sustainable Peace and Inclusive Development” was participated by 112 participants coming from POs, NGOs, COs and Government Agencies from Misamis Oriental, Cagayan de Oro City, Bukidnon, Iligan City, Lanao del Norte and Misamis Occidental.

The activity aims to inform the participants about the Convergence Areas for Peace and Development (CAPDev), the region’s peace and development agenda, EO 70- Whole-of-Nation Approach, their significant role in pushing forward the region’s peace and development agenda and further enlist their support to the implementation of programs and projects in the CAPDev areas in the region.

Meanwhile, the activity started at around 9:30 in the morning with an ecumenical prayer officiated by catholic, muslim and IP religious leaders followed by the messages from the key personalities. Mayor Oscar S Moreno of Cagayan de Oro City gave his welcome remarks while MGen Franco Nemesio M Gacal, the TWG chairperson of RTF-ELCAC Region 10, addressed the participants with an opening message. Most Reverent Antonio J Ledesma, Archbishop of Cagayan de Oro City, delivered his inspirational message and Mr. Ariel Hernandez of Balay Mindanao Foundation, Inc. representing Sec Carlito G Galvez of OPAPRU expressed his message as the keynote speaker of the forum.

On his inspiring message, Archbishop Ledesma emphasized the importance of local peace conversation in addressing inequalities. “It is a picture of convergence, a dialogue towards harmony, to be able to listen carefully to each other and share our resources, talents and services offered. A challenge to open our understanding to the root causes of inequality and lack of services to the remote communities. Let us join hands for peace and development,” Ledesma added.

MGen Franco Nemesio M Gacal, Commander of the 4ID said, “I have high hopes with this forum, the civil sector composed of all your organizations will be the last component that would interlink the three major sectors of the society: the government, private and civil. If this happened, the impacts of these efforts will be massive and it will be something that everyone can benefit from”.

AMP EVANGELISTA, Cagayan de Oro City – On its relentless campaign to end local communist armed conflict, a community in Agusan del Norte that declared the New People’s Army as Persona Non-Grata (PNG) has greatly contributed to the efforts of the 29th Infantry “Matatag” Battalion of this Division stationed in Cabadbaran City, Agusan del Norte in the successful recovery of one 50 caliber heavy machine gun and one M203 grenade launcher on Sunday, December 1, 2019.

The recovery of the two high powered firearms is a result of the joint efforts made by the Matatag troopers, former rebels, and the concerned civilian populace in the area who are sick and tired of the CPP-NPA Terrorist deception.

Successive combat operations launched by said battalion to track down the remaining CPP-NPA Terrorists (CNTs) in the hinterland of Agusan del Norte were made easy since the local populace is giving information on the CNT movements and hideouts. Aside from this, the support from the former rebels also led to the recovery of armed cache from the previous CNT hideouts in the hinterland of Barangay Bangonay, Jabonga, Agusan del Norte around 1:00 o’clock in the afternoon.

Alyas Jerome, 23 yrs old, former CO of NPA said, “I am fulfilling my oath of allegiance to the government and I am doing this in order to repay the good services I received. The high powered firearms we recovered are definitely a great loss to them (NPA).

Notably, the local folks of Barangay Bangonay declared the NPA and its legal front organization as Persona Non-Grata through a barangay resolution no. 26 series of 2019, last October 21, 2019. On that same day, the municipality of Jabonga declared the same group through a municipal resolution no. 18-79 series of 2019. Said declaration is evidenced by the shift of mass base support to the government resulting in the recovery of these high powered firearms.

Meanwhile, MGen Franco Nemesio Gacal, Commander of 4ID said, “I commend the people of Barangay Bangonay and the troops of 29IB for their accomplishment. Your joint effort shows your dedication and sincerity in eradicating insurgency in your locality. The recovery of these high powered firearms will definitely weaken their capability to threaten the peace loving community of Agusan del Norte.”

“This recent accomplishment is a typical example of convergence, worthy to be emulated, I urge the Local Government Units and the stakeholders in Regions 10 and Caraga to continue your bold steps in addressing peace and development concerns, together we will end the local communist armed conflict in the region.” Gacal ended

CAMP SANG-AN, Pulacan, Labangan, ZDS – The two Communist NPA Terrorists (CNT) leaders who were arrested in a joint checkpoint operation by AFP and PNP troops in Brgy Dableston, Sultan Naga Dimaporo, Lanao del Norte, yesterday, have undergone inquest proceeding before the Lanao, del Norte prosecutor’s office today, December 2, 2019.

Accordingly, Christopher Cañete y Ruiz, known as Alias Glock and Virjon Virtudazo y Sagaysay also known as alias Thunder revealed the identities of other members of their group and some are allegedly hiding in plain sight.

They also revealed identities of their supporters, their locations and future plans. But details of their revelations are withheld for now pending further verification and investigation.

According to Brig. Gen. Bagnus Gaerlan Jr, the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) acting commander, the current successful arrest and previous armed engagement with NPAs and other threat groups were widely due to the AFP’s newly acquired imaging technology which will be further enhanced in the coming year.

He further invited local NPA members, which he described as the exploited ones, to lay down their arms and return to the folds of our law through our E-CLIP program.

CAMP SIONGCO, Maguindanao – The military’s ongoing surgical operations against Dawla Islamiya terrorist group in Maguindanao recently led to the recovery of 14 powerful homemade explosive devices here and foiled bombing plots in Central Mindanao, a ranking military official said.

Major Gen. Diosdado Carreon, commander of the 6th Infantry Division and chief of Joint Task Force Central (JTFC), said
IEDs, high-powered firearms and bomb-making equipment found in different camps of the Bangsamoro Islamic Freedom Fighters (BIFF) in Shariff Saydona Mustapha town showed the group could be plotting fresh attacks in Maguindanao and nearby provinces.

The latest discovery in Barangay Pamalian, Shariff Saydona included high powered armalite rifles with ammunition, improvised bombs made of a hand grenade attached to a live 81 mm mortar and ingredients in making IEDs.


“The series of IEDs found and recovered by our JTF Central troops will not stop them from pursuing those terror groups who have scampered to different areas of Maguindanao,” Carreon said.
According to military intelligence, the BIFF has been plotting to distribute these powerful bombs along Maguindanao roads regularly used by the military and in populated areas of Cotabato, Maguindanao and Sultan Kudarat provinces.

“These terrorists are using IEDs that pose grave dangers to our troops in a desperate attempt to overpower our soldiers,” said Carreon.

He added the military would continue doing its mandate to protect the people.

At least 11 BIFF have been killed since the operation was launched late last month. Three soldiers also perished during the operation.
No civilian casualty has been reported but more than 15,000 individuals have been displaced by the conflict.

Of those displaced, more than 11,500 are now housed in evacuation sites in Shariff Aguak, Maguindanao, where they have been given relief assistance by the local government, according to municipal executive secretary Anwar Kuit Emblawa.

SAN JOSE, Occidental Mindoro, Dis. 2 (PIA) — Tagumpay ng lalawigan ang pagsuko kamakailan ng 79 na kasapi ng Militia ng Bayan (MB) sa bayang ito, ayon kay Governor Eduardo Gadiano.

Sa kanyang mensahe sa ginanap na Enhanced-Comprehensive Local Integration Program (E-CLIP) Awarding Ceremony para sa mga sumukong MB, sinabi ng Gobernador na ang pagbabalik-loob sa pamahalaan ng mga dating rebelde ay pagkilala sa mithiin ng gobyerno na magkaroon ng tunay na kapayapaan at kaunlaran. Minsan na ring binanggit ni Gadiano sa nakaraang pulong ng Provincial Peace and Order Council (PPOC) na matatamo lamang ng isang bayan ang kaunlaran kung mamamayani rito ang tunay na kapayapaan. “Dapat kaakibat nito (kapayapaan) ang pagtutulungan upang mapagtagumpayan natin ang laban para sa katiwasayan at katahimikan,” wika pa ni Gadiano.

Nilinaw din ng punong-lalawigan ang hinggil sa mga isyung ginagamit ng New People’s Army (NPA) upang mahikayat ang mga katutubo na sumali sa kanilang kilusan. “Ang usapin sa lupaing ninuno (ancestral domain) ay kadalasang kinakasangkapan ng mga rebelde,” ani Gadiano.

Napapaniwala ng mga NPA na sila ang nagkaloob ng lupain sa mga ninuno kaya dapat lamang suportahan ng mga ito ang kilusang komunista. Ayon sa Gobernador, sa kasalukuyan ay may nakabinbing kaso sa korte ang maliit na bahagi ng lupaing ninuno sa lalawigan habang ang mas malaking bahagi naman ay dapat nang magkaroon ng titulo upang maipamahagi sa mga katutubo.

Tinukoy din ni Gadiano ang whole-of-nation approach na aniya ay mabisang hakbang upang mapalakas ang presensya ng pamahalaan sa mga komunidad na lantad sa banta ng insurhensiya. Sa ilalim ng whole-of-nation approach, nagtutulungan ang mga ahensya ng pamahalaan upang tugunan ang pangangailangan ng mga nasa laylayan ng lipunan. “Edukasyon at pangangailangang medikal ang ilan sa ating prayoridad. Kung paaralan ang kailangan, nariyan ang Department of Education (DepEd) at kung mga kalsada naman sagot ito ng Department of Public Works and Highways (DPWH),” paliwanag ni Gadiano.

Samantala, sinusugan naman ni LtGen Gilbert Gapay, Commander ng Southern Luzon Command ang mensahe ng ama ng lalawigan. Sinabi ni Gapay na ang pagsuko ng mga rebelde ay katuparan ng pangarap na kapayapaan sa Katimugang Tagalog at sa buong bansa. “Kaya naman saludo tayo sa ating mga kapatid na nagpasiyang bumalik sa lipunan at makasama nating muli,” saad ng opisyal. Ayon pa kay Gapay, hindi man agad makamit ang kapayapaan, ang pagbabalik-loob sa pamahalaan ng mga rebelde ay tanda na nagtatagumpay ang programa ng pamahalaan na PBgen.

Kaugnay nito, nagpahayag ng kumpiyansa ang pinuno ng SOLCOM na sa pamamagitan ng E-CLIP mas marami pa ang mahihikayat na bumaba na sa kabundukan at magbagong buhay. “Ang inyong pagbabalik-loob ang siyang tamang ehemplo ng pagbabago. Hiling ko sa inyo na hikayatin ang iba pa ninyong mga kasama na sumuko na,” pakiusap ng opisyal sa mga dating kasapi ng MB.

Hamon pa ni Gapay, bakit hindi bigyan ng pagkakataon ang pamunuan ni Pangulong Rodrigo Duterte upang maunawaan kung may dapat pa nga bang ipaglaban ang mga teroristang New People’s Army (NPA), Communist Party of the Philippines (CPP) at National Democratic Front (NDF).

Samantala, sa mensahe ni PBGen Nicerio Obaob, Regional Director ng Philippine National Police (PNP) Mimaropa, tiniyak nito na ang administrasyong Duterte ay may pusong hangad na matigil na ang labanan. MANILA -- The Scorpene diesel-electric submarine manufactured by French defense contractor Naval Group (formerly DCNS), is appropriate for the Philippines' requirement.

"It (Scorpene diesel-electric submarine) is a very good sub, appropriate for our needs,"
Defense Secretary Delfin Lorenzana said in a message to the Philippine News Agency when asked for an update on the project late Monday.

Lorenzana said he was able to get a first-hand look on the French-made submersible during his visit to France last week.


He went there shortly after his trip to South Korea with President Rodrigo Duterte for the ASEAN-Republic of Korea Commemorative Summit held November 24 to 26.

"Yes, we went to see the Scorpene," Lorenzana told PNA but did not give additional details.

The DND chief arrived in the Philippines after his trip to France on Sunday night. Earlier, Lorenzana said the Scorpene is one of the submersibles being evaluated by the Philippine Navy (PN) for its planned submarine arm.

The Scorpene-class submarine features a diesel and additional air-independent propulsion. It can be armed with a variety of mines, torpedoes, and missiles for a variety of missions. It also has a top speed of 20 knots.

He added that should the PN submarine acquisition program pushed through, it will be acquired via government-to-government procurement.

"The submarine, if we finally decide to buy them, will be on a government-to-government procurement and under a loan so that we do not need a large upfront capital outlay," he said in an earlier interview.

Aside from the French-made Scorpene, Lorenzana said the DND is looking at proposals made by Russia, South Korea, and Germany.

TACURONG CITY -- Almost 2,000 internally displaced persons received aid from the local government of Shariff Aguak, Maguindanao, on Saturday while another relief operation is forthcoming, officials said Monday.

Datu Anwar Kuit Emblawa, municipal information officer and executive secretary of Mayor Marop B. Ampatuan, said the families fled their homes when government forces and outlawed Bangsamoro Islamic Freedom Fighters (BIFF) clashed in Shariff Saydona Mustapha on November 24.

Government forces from Army’s 6th Infantry Division and Joint Task Force Central (JTFC) have launched surgical operations against Dawlah Islamiyah and BIFF in the adjoining towns of Shariff Aguak, Pagatin (Saudi Ampatuan), Mamasapano and Shariff Saydona Mustapha, also known as “SPMS” box, the area of operation of the BIFF.

Rocky Romancap, Shariff Aguak municipal social welfare office, said a total of 1,945 displaced families (11,600 individuals) from six affected villages of Shariff Aguak have received relief aid from the local disaster team as ordered by the mayor.

Each family received a package composed of five kilos of rice, canned goods, coffee, and noodles. Emblawa said the displaced families were also provided with safe drinking water to prevent the spread of water-borne diseases in evacuation sites.

“The drinking water is being provided for the displaced people daily,” Emblawa said. Emblawa spent some time talking to the affected families and said many of them really wanted to return home.

“The evacuees want to go home because they are productive in their communities than in temporary shelters,” Emblawa said.

He said mothers also worry about their children being exposed to various diseases while at evacuation camps.

Emblawa said that displaced families from the neighboring towns of Shariff Saydona Mustapha and Mamasapano are also being attended to by their respective local government units.

COTABATO CITY, Philippines — Two New People’s Army (NPA) leaders were arrested in Sultan Naga Dimaporo town in Lanao del Norte on Sunday.

Cristopher Cañete, intelligence staff head of the NPA’s North-Central Mindanao Regional Committee, and Virjon Virtudazo, political instructor of the Platoon Bingo Moro Company,
did not resist arrest when authorities cordoned their hideout in Barangay Dableston.

Lt. Gen. Cirilito Sobejana, Western Mindanao Command chief, said the communist leaders
yielded a caliber .45 pistol, a caliber .38 revolver, an improvised explosive device, two rifle grenades, a blasting cap and a detonating fuse.

Sobejana said Cañete and Virtudazo also led police and military personnel to the location of an arms cache.

Seven M16 rifles, an AR18 rifle, an M203 rifle fitted with a grenade launcher, a .38-caliber revolver, eight 40 millimeter grenade projectiles and thousands of ammunition for a 5.56 caliber rifle were recovered in Barangay Sto. Niño in Kapatagan, also in Lanao del Norte.

FOURTEEN members of the New People’s Army operating in Cagayan province on Sunday surrendered to police and military authorities in Sto. Niño municipality, Police Regional Office 2 director, Brigadier General Angelito A. Casimiro said yesterday.

The 14 were identified as Mario Carungi, Luis Lazaro, Victor Mariano, Minda Rabago, Linda Tapaoan, Efren Carungi, Jun Matote, Catalino Lijero, Jerry Pascual, Veronica de la Iglesia, Susana Flora, Joaquin Barruga, Felipe Lijero and Ramon Aquino, all residents of Barangays Balanni and Lipatan in Sto. Niño municipality.


According to Casimiro, the 14 voluntarily presented themselves to officials of the Cagayan Police Provincial Office, the Army’s 502nd Brigade, Regional Intelligence Unit 2, Criminal Investigation and Detection Gorup, Military Intelligence Group 2 and the Marine Battalion Landing Team 10.

Cagayan police director, Colonel Ariel Quilang, said that with the help of local barangay officials, the 14 yielded to avail of the government’s Enhanced Comprehensive Local Integration or E-CLIP program.

The 14 also surrendered several rebel books and leaflets they were using in their recruitment activities.

Casimiro said that the 14 are now undergoing questioning prior to the processing of their surrender papers. “We offer integration programs to those who wish to surrender. We will protect your families and provide you with economic opportunities,” the Cagayan Valley director said.

LUCENA CITY – The Communist Party of the Philippines (CPP) has ordered members of its armed wing, the New People’s Army (NPA), to extend full assistance to people who will be affected by the fury of Typhoon Tisoy (international name: Kammuri) in the province.

“The CPP advises NPA commands and units, as well as revolutionary mass organizations in areas along the path of Typhoon Tisoy to be on alert to assist the masses in preparing for strong rains and in case of floods and landslides,” Marco Valbuena, CPP chief public information officer, said in an interview through e-mail Monday noon.
Valbuena tasked the Maoist-inspired guerillas to help the people respond “in an organized manner, including evacuation in calamity-prone areas, especially logged over and mining areas.”

“They can prepare the necessary equipment and other resources, and link up with various local and international relief and aid organizations, in order to help the people in emergency situations, as well as in rebuilding their farms and homes after the storm,” he added.

However, the CPP also ordered the NPA to remain vigilant against attacks by state-security forces.

“While the NPA extends assistance, it must remain vigilant over attacks of AFP [Armed Forces of the Philippines] units conducting relentless military operations in Eastern Visayas, Bicol, Southern Tagalog as well as in northern and central Luzon,” Valbuena said.

He called on the people to demand the military and police forces “not to militarize disaster emergency and relief operations which prevent maximum help reaching those who need it.”

Tropical Cyclone Wind Signal (TCWS) No. 3 is now up over Catanduanes and parts of Camarines Sur, Albay and Sorsogon as Typhoon Tisoy slightly intensified, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Monday morning.

Tisoy is expected to make landfall over Catanduanes or Albay between Monday night and early Tuesday morning.

From Monday afternoon to Tuesday noon, occasional heavy rains over Northern Samar, Romblon, Mindoro provinces, and the rest of Calabarzon are expected.

The Australian Defence Force has taken the next step in its enduring relationship with the Armed Forces of the Philippines.

Operation Augury-Philippines transitioned to an Enhanced Defence Cooperation Program on 1 December, recognising the maturing connection between the militaries of both nations.

Chief of Joint Operations, Lieutenant General Greg Bilton said the transition acknowledged the strong foundation built under the operational framework.

“Operation Augury-Philippines has been an extraordinarily successful operation, delivering tangible security benefits to Australia, the Philippines and the wider region,”
Lieutenant General Bilton said.


“Since 2017, we have trained over 10,000 members of the Armed Forces of the Philippines in urban combat and joint operations, air coordination in the urban environment, and maritime security.

“It has become a model for how we approach partnered activities and I congratulate everyone who has contributed to its success.”

Lieutenant General Bilton said the capacity building training under the enhanced Defence Cooperation Program will commence in early 2020.

“This transition is a natural evolution of the current relationship, offering long-term mutual benefits at a level well above that prior to the siege of Marawi,” Lieutenant General Bilton said.

“Most importantly, the arrangement will continue to enhance the capacity of the Armed Forces of the Philippines to mitigate and respond to threats of terrorism.”

Minister for Defence, Linda Reynolds and Philippine Secretary of National Defense, Delfin Lorenzana announced the transition in the margins of the ADMM-Plus in Bangkok, Thailand on 17 November 2019.

Bancasi, Butuan City – On the 3rd day of the Mindanao Week of Peace celebration, the 402nd Brigade with other member agencies and stakeholders of the Caraga Conference for Peace and Development (CCPD) led by the Diocese of Butuan City conducted a Tree Planting and Growing activity dubbed as “SIKADIYAHAN” or Sikad sa Kinaiyahan at Mt Mayapay, SItio Tapnigue, Brgy Sangay, Buenavista, Agusan del Norte, on November 30, 2019.

“SIKADIYAHAN” or Sikad sa Kinaiyahan which means Walk for the Environment, is one of the highlights among the series of activities of the MWOP responding to the call to take action to mitigate the effects of Climate Change and Global Warming.

Reverend Father Carlito L Clase, Parish Vicar of the Diocese of Butuan City said, “Mt Mayapay is a Military Reservation and we thanked the 402nd Brigade for allowing us to have it as our site to plant and grow trees as they also recognized the need of reforestation of the area to preserve its scenic beauty and mainly help fight against climate change. It has served as a landmark for Butuan City for more than a thousand years and as peace advocates, we chose Mt Mayapay as a symbol of peace of the AgNor province in Mindanao”.

Mt Mayapay has an elevation of 675 meters and situated on a wide plain between the Sumagaya range to the west and Mt. Hilong-Hilong and other Agusan mountains to the east. Its strategic position offers a good view of Agusan River emptying into Butuan Bay through the city; and behind them, the mountains.

Led by the Community Environment and Natural Resources Office (CENRO) of Buenavista, Agusan del Norte, more than 500 individuals coming from different LGAs and LGUs, schools and members of the religious group composed of Christians, Muslims and IPs, planted more than 1, 000 seedlings of indigenous pieces at Mt Mayapay.

In his statement, Brigadier General Maurito L Licudine said, “We support the National Government program on its environmental protection and preservation programs. The AFP’s presence in this kind of activity is in line with the implementation of the Whole of Nation Approach not only curbing the insurgency problem but address the effects of global warming and climate change. We congratulate all members of the CCPD in including this activity that benefits the AFPs’ military reservation”.

Under Presidential Proclamations No. 113, dated November 23, 1936 and No. 356 dated December 23, 1940 during the time of the late Interior Sec. Elpedio Quirino and Commonwealth Pres. Manuel L Quezon, Mt. Mayapay was declared Military Reservation (Reserved for Military Purposes) covering a total of about 2,400 hectares of land area.

PLACER, Surigao del Norte – As Surigao del Norte’s Task Force to End Local
Communist Armed Conflict (SDN-TF-ELCAC) officially launched at LASICAM Complex
last Thursday, 542 farmers from the municipalities of Gigaquit, Bacuag and Placer
received their Certificate of Land Ownership Award (CLOA).

The most awaited land distribution paves way through the creation of the SDN-TFELCAC which is based on joint Resolution no. 06 series of 2019 dated 04 Sep, 2019 in accordance with President Rodrigo Roa Duterte’s Mandate on Executive Order (EO) 70 to institutionalize the Whole-of-Nation Approach in attaining inclusive and sustainable peace.

For more than fifty (50) years, the CPP-NPA Terrorists (CNTs) uses land-based issues
known as their Agrarian Revolution (Agrev) Program which aims to confiscate land to
the landlords (“Hut-ong nga Agalong Yutaan”) and give it to the land tillers or the
farmers. The truth is, this is only their way to entice countryfolks to their deception and
propaganda in order to arouse and organize them, and ultimately mobilize and use
them in their pursuit to grab power and impose communism in our country. As the soldiers immersed in the conflict-affected areas through the Community Support Program (CSP), they found out that one of the Primary Issues being used in the area are that of “Land Tenure and Security”. Through the convergence of efforts of the SDNTF-ELCAC, the issue was jointly resolved by agencies of government such as DAR, DENR and NCIP.

Engr Milagros B Bulawan, (Chief Agrarian Reform Program Officer- Land Tenure
Improvement Division (CARPO-LTID) of the Department of Agrarian Reform(DAR) –
SDN said in her message, “We have a total of 1067.54 hectares ready for distribution in
the province, this distribution of land titles form part of the program to End the Local
Communist Armed Conflict (ELCAC).”

Hon. Elvira A Egay, provincial Board member representing SDN Gov Francisco “Lalo”
Matugas said, “This event is very important to show our support to attain a true
sustainable peace in all our barangays. There was already a convergence of effort even
before we launched our Peace and Development Zones (PDZ), but today’s activity
further strengthens our commitment to promote peace, bring basic services, and other
development projects to our people.”

Meanwhile, Lt. Col. Jeffrey A Villarosa, Commanding Officer of 30th Infantry Battalion
(30IB) said, “For more than five decades, the CNTs deceived our farmers that the
AgRev is the only hope for their problems but our goverment says NO. The only sure
way to provide lasting solution to land-based issues through our Whole of Nation
Approach. Through SDNTF-ELCAC, one by one, we will resolve our society’s woes and
reach our common aspiration of peace and development. We urge our farmers to be
more vigilant and avoid being swayed by the lies of the CNTs.”

“I also commend all the efforts of our partner agencies especially the DAR, DENR and
the NCIP fo their efforts on this matter. Let us work together to continue the pursuit for
economic upliftment of our farmers who are the primary targets of CNTs recruitment.”,

CAMP SIONGCO, Maguindanao – Six troops of 5th Special Forces (SF) Battalion have escaped death yesterday evening (November 28) following a grenade-throwing at a food stall in Sinsuat Avenue, Cotabato City.

At around 6:45 p.m., a riding-in-tandem passed by the food stall where the SF troops were buying food and threw the grenade.

The grenade did not explode and the suspects fled towards south direction of the city.

The Army’s Explosive and Ordnance Disposal Team and K9 Unit arrived in the area at 7:00 p.m. to conduct safety procedures and successfully secured the grenade.

“These criminals clearly intended to hurt our troops who were doing their job in conducting regular security patrol in the city,” said Maj. Gen. Diosdado C. Carreon, Commander of Joint Task Force Central.

“This could be some lawless criminals who are affected by the tight security conducted by our troops in the city,” he added

The Commander emphasized the Joint Task Force Central will continue to support the peace and security endeavour of the local government of Cotabato City against all acts of criminalities.

Government troops nabbed two ranking communist leaders and seized several high-powered firearms of the New People’s Army following a law enforcement operation in Sultan Naga Dimaporo, Lanao del Norte at dawn of December 1, 2019.

Soldiers and policemen nabbed Christopher Cañete and Virjon Virtudazo in a combined operation in Barangay Dableston, Sultan Naga Dimaporo.

Cañete is the first deputy of Platoon Guerilla, Regional Operation Command, NCMRC and head of the Intel Staff, while Virtudazo is the Political Instructor of Platoon Bingo, Moro Company, SRC 5 NCMRC.



Government troops recovered from their possession one caliber .45 pistol, one caliber .38 revolver, one IED, two rifle grenades, one blasting cap, and one detonating fuse.




During the custodial debriefing, the duo disclosed the location of an arms cache in Barangay Sto Niño, Kapatagan, Lanao del Norte.



At about 11:30am today, the government forces reached the reported location and recovered seven M16 rifles, one AR18 rifle, one M203 Grenade Launcher, one cal 38 revolver, 286 M16 magazines, more than 2,000 rounds of 5.56 ammunition, eight rounds of M203 ammo, and 29 sets of bandoliers.

“Deliberate operations with law enforcement agencies are being sustained by our Joint Task Forces to run down and dismantle communist terrorists,” said Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.

“We attribute this major accomplishment to the support of the civilian community on our continuing security operations and various peace efforts,” he added.

AT LEAST four members of the Communist Party of the Philippines-New People's Army (CPP-NPA) have been tagged as suspects in the killing of a barangay official of Mabunga in Guihulngan City, Negros Oriental.

Police Lieutenant Colonel Bonifacio Tecson, chief of police of Guihulngan, said Friday, August 30, that the suspects are purportedly members of Isugan group of the NPA.


"We have identified the suspects already, but we cannot disclose their names until after we have filed charges against them," Tecson said.

A report from the Negros Oriental Police Provincial Office earlier said that around 6 p.m. Wednesday, August 28, in Sitio Tamwag, Barangay Mabunga, the victim, kagawad Ramonito Handumon, was shot several times by unidentified gunmen while walking toward his house.

Tecson said investigators believe Handumon was killed on suspicion by the NPA of being an alleged informant of the military.

Witnesses told the police that the suspects had even shouted a warning that they would "kill all the intel," referring to civilians who may be providing the military with information regarding the insurgency, he said.

The police chief said the Isugan group is named after its leader, a young man in his early 20s, who is on the run for his alleged involvement in the murder of a member of the Philippine Air Force in Cebu a few years back.

The group's leader, identified as Tomas Isugan in other media reports, has a warrant of arrest for the Air Force staff sergeant's murder.

Tecson confirmed that Isugan returned to Guihulngan City after that incident and is allegedly leading a team of young men -- minors aged 16 and up.

He said back then, there were already reports of minors allegedly being recruited by the NPA, although recently, his office has not received complaints from parents of children who have either gone missing or having joined the underground movement.

Criminal charges will be filed against the suspects for killing Handumon after the burial, Tecson said.

MEMBERS of the Army's 58th Infantry Battalion recovered an arms cache of the New People’s Army (NPA) rebels Saturday, November 30, 2019, in Balatukan Complex, Balingasag, Misamis Oriental.

The recovery came after a certain
Ka Lakay, a former NPA squad leader, revealed to them the location of the arms cache.

The arms cache included two M-16 Armalite rifles and two AK-47 assault rifles, all belonging to the squad previously headed by Ka Lakay.

Lakay surrendered on Thursday, November 28, to village chief Claresa Bacullo of Linabu, Claveria, Misamis Oriental. He turned over an AK-47 assault rifle.


Lieutenant General Felimon Santos, Jr., commander of Eastern Mindanao Command (Eastmincom), welcomed the continuing surrender of the NPA rebels.

“We are confident that our efforts of reaching out to the members of the CTG (Communist Terrorist Group) is continuously gaining ground. It is expected that CTGs will be stashing their firearms, for what is firearms without personnel,” Santos said.

On Friday, November 29, 23 members of Militia ng Bayan and 160 members of the NPA's Underground Mass Organization (UGMO) separately surrendered to village officials of San Isidro, Tudela, and Manat, all of Trento town in Agusan del Sur province.

TWO ranking leaders of the New People’s Army (NPA) were arrested by joint military and police forces Sunday midnight in Sultan Naga Dimaporo, Lanao del Norte, officials said Monday, December 2.

Lieutenant Colonel Rolando Orengo, Army’s 5th Mechanized Infantry Battalion commander, said
Christopher Cañete alias Ka Glock, and Virjon Virtudazo alias Ka Thunder were arrested in Dableston Village, Sultan Naga Dimaporo.

Orengo said seized from them were an improvised explosive devised (IED), a caliber .45 pistol, a caliber .38 revolver, rifle grenade, and paraphernalia.

Brigadier General Facundo Palafox IV, 2nd Mechanized Infantry Brigade commander, said the arrest of the two leaders is a big blow to the NPAs of the North-Central Mindanao Regional Committee since they hold high positions in their organization.


Palafox said Cañete is a commander of one of the guerrilla front companies, while Virtuzado is in charge of the recruitment and brainwashing of their recruits in the areas of Iligan, Bukidnon, and Misamis Oriental.

Meanwhile, the troops have seized a firearms cache of the NPA around 11:30 a.m. Sunday in San Isidro Village, Kapatagan, Lanao del Norte.

The recovered arms cache contains seven M-16 armalite rifles, one AR18 rifle, one M-203 grenade launcher, one caliber .38 revolver, 29 pairs. of bandoliers, 286 magazines for M-16 rifle, and 2,000 rounds of ammunition.

Orengo said they discovered the arms cache based on the revelation of the two arrested NPA leaders during the custodial debriefing.

The New People’s Army Saturday claimed responsibility for the death John Paul Sola in Purok Sta. Isabel, Barangay Camansi, Kabankalan City, Negros Occidental, 5 p.m. on November 17.

Sola is the grandson of former Kabankalan mayor Pablo Sola who was also killed in an ambush in May 1982.

The NPA Southwest Negros Front, in a press statement, said they imposed “revolutionary justice …against despotic landlord.”

Andrea Guerrero, NPA Armando Sumayang Jr. Command (NPA-ASJC), spokesperson, said "the suffering of residents of Sitio Lumbia, Barangay Camansi and nearby sitios of Barangay Tampalon, Kabankalan City has ended”.

"The NPA-ASJC implemented the decision of the people's revolutionary court against Sola on the basis of the long standing demand of the people for justice," claimed Guerrero, who enumerated alleged grave violations.*

The six criminology students of Bago City College in Negros Occidental, who were involved in an alleged hazing incident, were terminated as ROTC cadet officers, Army Capt. Rodillo Famulag, director of the 605th Community Defense Center, 6 Regional Community Defense Group of the Army Reserve Command,said yesterday.

This was in response to the complaint filed by a 19-year-old Criminology student of Bago City College, who told the police, that he and four others were subjected to alleged maltreatment by their upper classmen as a form of reception as fourth class ROTC officers, inside a comfort room of the school Tuesday last week.

The complainant,whose identity is being withheld, told ABS-CBN that he was kicked by one of the ROTC officers and his head hit the wall, as a result. The complainant saidthat while he initially brushed it aside, he was not feeling well the next day, which prompted his parents to check his condition.

Famulag said their investigation showed that the incident took place on school days, and not during ROTC training day, scheduled every Friday of the week.

He also clarified that the incident had nothing to do with the ROTC training, as they discovered that it had something to do with the acceptance of the complainant to a fraternity group.

The identities of the six ROTC officers were also withheld.

Famulag also said they will not tolerate any wrongdoings committed by ROTC officers.


The 605th CDC of the Army Reserve Command supervises ROTC training and activities of Army reservists in Negros Occidental.

The complainant reportedly suffered a hematoma in his stomach.

Despite the incident, the complainant said he is determined to pursue his studies as a future police officer. But he said that he and his colleagues want a change in the ROTC program system.

PLt. Leomel Adolacion, deputy police chief of Bago City, yesterday clarified that there was no “hazing” , adding that maybe the suspects “did it for fun”, although it happened inside the school campus.

Adolacion said they already referred it to the school administration for appropriate action.*

DAVAO CITY, Philippines — The New People’s Army (NPA) in the region accused the Armed Forces of the Philippines (AFP) of killing its leader, contrary to a military report of an encounter in the Davao del Norte province.

NPA- Compostela Valley-North Davao-South Agusan Sub-Regional Command spokesperson Aris Francisco, in a statement, identified its killed member as Marjun “Ka Hiker” Casal, 36.

AFP Eastern Mindanao Command earlier said that “Ka Hiker” was killed in a brief skirmish in Brgy. Kapatagan, Laak after “resisting” arrest from personnel from 10th Infantry Division and Laak police in Nov. 27.


The military said that “Hiker” was the deputy secretary of CPP-NPA’s sub-regional committee 4, Southern Mindanao Regional Committee.

It added that he has six warrants of arrest for charges of murder, attempted murder, rebellion, serious illegal detention, double murder, and double frustrated murder.

But the NPA bared that “Hiker” was on medical leaving and still recovering from an ear operation when he was reported missing in Tagum City on Nov. 13.

Two weeks later, NPA added, a convoy of military and civilian vehicles of 60th Infantry Battalion entered Block 3, Purok 20 in Brgy. Kapatagan, and gunfire was heard by residents.

The NPA said that “eyewitnesses” were told by the military that the NPA leader was killed in a “shootout” in the area.

Residents who retrieved the Hiker’s body, however, said his body was already “stiff and cold” and bore marks of torture.

The group also said that military also arrested a barangay leader and another civilian in nearby Purok Tadok, accusing them of being NPA members.


The NPA honored ” Ka Hiker” for his “unwaving resolve to serve the masses and the revolutionary cause for close to 18 years.”

The group also said that he assisted several NPA prisoners of war, including Pfc. Nino Alavaro and Pfc. Marjon Añover, who were turned over to former Mayor Rodrigo Duterte in November 2015.

“Ka Hiker’s murder in the hands of the fascist enemy, contrary to the trite delusions of the AFP leadership in the 10th Infantry Division and the Eastern Mindanao Command, will not stem the tide of armed revolutionary resistance in the provinces he served in or in the entire Southern Mindanao,” the NPA said.

Also, the NPA said that it will render “revolutionary justice” to the murder of Ka Hiker.

Five members of the New Peoples Army (NPA) surrender and yield their firearms to the Community Support Program (CSP) Teams of the 8th Infantry Battalion, 4th Infantry Division, Philippine Army on November 25, 2019.

IMPASUGONG, Bukidnon, Nov. 27 -- Members of the New Peoples Army (NPA) continue their exodus as another five surrendered on November 25 and yielded their firearms to the Community Support Program (CSP) Teams of the 8th Infantry Battalion, 4th Infantry Division, Philippine Army.

On November 23,
ten “Militia ng Bayan” and four regular NPA members also voluntarily yielded to the government bringing with them 12 different kinds of firearms and a hand grenade.

The NPA surrenderees also belong to the Sub-Regional Committee (SRC) 2, North Central Mindanao Regional Command (NCMRC) doing threats in Cabanglasan, Bukidnon.


The promotion of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government by the CSP Teams and the continuous military operation played big roles in their surrender.

They were informed of the benefits under the E-CLIP and that they will be enrolled after completing a series of interviews from the Army and the E-CLIP Committee.

“I received information about the ECLIP - that it is a program of the government intended for us so I decided to yield as the others did,” said Alias Branch, 31, a former Squad Leader of SRC 2.

He also shared that while he was with the NPA, they were always evading the army troopers operating in the area and getting information on the activities of the security forces was hard since the masses have withdrawn their support from the NPA.

“I am expecting more NPA members to surrender as we intensify our combat operation and CSP immersion. We will not allow them to rest until they choose to surrender,” said Lieutenant Colonel Ronald Illana, commanding officer of the 8th Infantry Battalion.

He also reiterated his call on the remaining members of the SRC2, NCMRC to surrender now to the CSP Teams in their community because the government is there ready to help then.

In just one week, the 8th Infantry Battalion has recorded 19 NPA surrenders who are still in the process of completing their interviews before their enrolment to the ECLIP. (8th IB/PA)

IMPASUGONG, Bukidnon - The “Magbuliga Kuy” program of the local government unit of Impasugong encouraged at least seven Militia ng Bayan members to surrender and 68 supporters of the Communist Party of the Philippines - New People’s Army - National Democratic Front (CPP-NPA-NDF) to withdraw support to the terrorist group.

They belong to and supporting the Sub-Regional Committee 2 of the North Central Mindanao Regional Command.

“Magbuliga Kuy” aims to bring government basic services closer to the people.


Almost 680 locals benefited in the program including the medical and dental services of the Philippine Army.

Moreover, queries and concerns of individuals and barangay residents were also answered by local government office representatives during the conduct of the program at Barangay Dumalaguing, Impasugong on November 26.

Before the Magbuliga Kuy came on the scene, the Community Support Program Team of the Philippine Army was immersed in the community to gather issues exploited by the NPA to recruit members and supporters. The issues gathered were conveyed to the local government for possible solutions.

Addressing the NPA members and supporters who yielded, Mayor Anthony Uy said, “Thank you to all of you for realizing that you have been deceived, I swear to bring more services to our community and assure you that you will benefit from it.”

He also reiterated his support to Executive Order 70 of the National Government which institutionalizes the Whole of Nation Approach and creates a Task Force to end the local communist armed conflict. He said the municipality of Impasugong will create its own Task Force to oversee and ensure that the basic services of the government will be delivered to the people.

In four days, the 8th Infantry Battalion of the Philippine Army based in Impasugong has recorded 26 NPA members surrenderers and 68 supporters pulling out support to the CPP-NPA-NDF.

Ronald Illana, commander of 8th Infantry Battalion said, "This trend of many NPA surrenders signifies the disintegration of the CPP-NPA-NDF and the lack of NPA leadership in our area of responsibility in Bukidnon. We expect more surrenders in the coming weeks and it is a positive scenario whereby a great Yuletide celebration is coming for these former NPA combatants who opted to be reunited with their loved ones.

He also emphasized that the whole-of-nation approach of the government is toppling the local communist terrorist group."

One alleged communist rebel was killed and four high-powered firearms were recovered in an encounter in Sitio Salvacion, Barangay Manila de Bugabos, Butuan City, on Sunday.

Lt. Col. Ezra Balagtey, the spokesperson of Eastern Mindanao Command, said the elements of the 23rd Infantry Battalion engaged the rebels after acting on a tip from the community. The firefight lasted for 15 minutes.

The rebels escaped and left behind a slain comrade. The soldiers recovered two AK-47 and two M653 Baby Armalite rifles.


The body was turned over to the Philippine National Police for proper disposition.

In a separate incident, patrolling elements of the 88th Infantry Battalion clashed with with the NPAs in the forested area of Natampod, Barangay Lumintao, Quezon, Bukidnon at 8 a.m. on Nov 30.

Meanwhile, firearms and various ammunition were recovered by the 29th Infantry Battalion in a gunbattle around 4:30 in the afternoon on Nov. 27 in Sitio Manhupaw, Barangay Bangonay, Jabonga, Agusan del Norte.

The NPAs were believed to be the same group that was encountered by same unit on Nov. 21 in the same area. They scampered to different directions and left one M4A1 rifle, one M14 rifle, one M203 grenade launcher, and personal belongings.

Lt. Gen. Felimon T. Santos Jr., commander of Eastern Mindanao Command, thanked the communities for constantly giving information to the military when they see armed men around.

“The NPAs are running out of space as communities drive them from their areas by declaring them persona non grata,” he said. “These encounters are the result of the information by the communities.”

Balagtey said
stashed in the arms cache are two M16 rifles and two AK 47 rifles, all belonging to the squad he previously led.


Accordingly, Lakay first surrendered to Barangay Captain Claresa E. Bacullo of Barangay Linabu, Claveria, Misamis Oriental on Nov. 28, 2019 bringing along with him his firearm, an AK47 rifle.

Lt. Gen. Felimon T. Santos Jr., commander of the Eastern Mindanao Command, welcomes the continuing surrender of the NPA.

“We are confident that our efforts of reaching out to the members of the CTG (communist terrorist group) is continuously gaining ground,” he said. “It is expected that CTGs will be stashing their firearms for what is firearms without personnel?”

Meanwhile, the barangay councils of San Isidro, Tudela, and Manat, all of Trento, Agusan Del Sur, coordinated with the 75th Infantry Battalion to facilitate the surrender of 23 Militia ng Bayan members, and the withdrawal of support of 160 members of the Underground Mass Organization (Ugmo) on Nov. 29, 2019.

From Jan. 1 to Nov. 30, 2019, a total of 696 NPA regulars surrendered to the authorities. For the same period, 1,050 Militia ng Bayan and 4,402 Ugmo members have severed with the Communist Party of the Philippines. The surrenderees have brought with them a total of 689 firearms of various calibers.

ZAMBOANGA CITY -- Government troops have arrested two ranking leaders of the New People’s Army (NPA) in Lanao del Norte, officials said Monday.

Lt. Col. Rolando Orengo, the Army’s 5th Mechanized Infantry Battalion commander,
identified the arrested NPA leaders as Christopher Cañete and Virjon Virtudazo.

Orengo said the two were arrested by a team of military and police forces at a checkpoint shortly before midnight Sunday in Barangay Dableston, Sultan Naga Dimaporo, Lanao del Norte.

Cañete and Virtudazo yielded an improvised explosive devised (IED), a .45-caliber pistol, a .38-caliber revolver, rifle grenade, and paraphernalia.

He said the revelation of the two during the custodial debriefing led to the discovery of arms cache around 11:30 a.m. Sunday in Barangay San Isidro, Kapatagan, Lanao del Norte.
The arms cache includes seven M-16 Armalite rifles, one AR18 rifle, one M-203 grenade launcher, one .38-caliber revolver, 29 pairs of bandoliers, 286 magazines for M-16 rifle, and 2,000 rounds of ammunition.


Brig. Gen. Facundo Palafox IV, 2nd Mechanized Infantry Brigade commander, said the arrest of the two leaders is a big blow to the NPAs of the North-Central Mindanao Regional Committee since they hold high positions in their organization.”

Cañete is a commander of one of the guerrilla front companies while Virtuzado is in charge of the recruitment and brainwashing of their recruits in the areas of Iligan, Bukidnon, and Misamis Oriental.

Meanwhile, Brig. Gen. Bagnus Gaerlan Jr., Army’s 1st Infantry Division and Joint Task Force Zampelan (the Zamboanga Peninsula and Lanao provinces) acting commander, commended the troops for their efforts that led to the arrest of the two NPA leaders and discovery of arms cache. Gaerlan said the arrest of the two leaders will significantly weaken the NPA recruitment and organizational works “in our area of operation.”

He called on the youth, indigenous peoples and other residents to be more vigilant and to immediately report the presence of armed and other threat groups in their communities.

TACLOBAN CITY – The Philippine Air Force (PAF) in Eastern Visayas is reaching out to high school campuses here to deter recruitment attempts by the New People’s Army (NPA) among teens.

On Saturday, Air Force personnel led a community peace development forum at San Jose National High School (SJNHS) in this city joined by 350 students.


Salvacion Maquelan, SJNHS head teacher, said the initiative is vital in providing proper information to students regarding their real purpose in attending school.

“These students are very vulnerable, so from time to time, they must be given quality information and services to realize their potentials as an asset in our communities. They must be given awareness on the recruitment works of rebel groups,” said Maquelan.

The initiative is part of fulfilling the PAF’s role as a member of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) created by Executive Order (EO) 70.

The directive issued in December 2018 seeks to establish a "whole-of-nation" approach in ending local communist armed conflict.

“We adopted this initiative of the headquarters because of the emerging recruitments of the Communist Party of the Philippines-NPA in universities and communities. Some NPA members who surrendered and captured during encounters are as young as 16, 17, and 18 years old,” said Lt. Col. Myroade De Leon, PAF Eastern Visayas group commander.

These rounds of campus-based forums are not only meant for students, he said, but also for educators to help spare the youth from the persuasions of NPA’s front organizations that could lead to armed rebellion.

In the region, the air force team has tied up with the Department of the Interior and Local Government, National Economic and Development Authority and National Intelligence Coordinating Agency in educating the students about EO 70, the economic effects of the insurgencies, and the forms of recruitment of the rebel group.

Recently, the military confirmed NPA recruitment in schools following the arrest of Rey Christian Sabado, 22 in Las Navas, Northern Samar; Louie, 17, in Hinabangan, Samar; and Aljon Cardenas, 19 in Victoria, Northern Samar.

The Air Force has initially conducted a similar forum in two of the biggest universities in the region, the Leyte Normal University and Eastern Visayas State University main campus both in Tacloban.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAGAYAN DE ORO CITY -- The village of Apo Macote in Malaybalay City, Bukidnon, declared communist rebels "persona non grata" or unwelcome on Sunday, the military said.

In a statement on Monday, the Army's 4th Infantry Division (4ID) said
Apo Macote has long been used by the New People's Army (NPA) as a food supply route.

The village's rejection of the rebels has effectively denied the NPA a vital supply route, 4ID said, adding it sees strengthened cooperation between the locals and the Army, which has been conducting its Community Support Program (CSP) in the area.

Apo Macote's Barangay Resolution 48 rejecting NPA and its mother organization, the Communist Party of the Philippines (CPP), came after farmers group Kahugpong sa Mag-uuma-Bukidnon (Kasama) also withdrew their support to the communist rebel movement on Oct. 14, said Julie Olili, the barangay chairperson.

Olili said the NPA collected about 70 percent of the farmers' harvest as revolutionary taxes.


“We will pass (another) resolution requesting for an installment of a detachment to stop these terroristic acts for the welfare of our constituents," the barangay official was quoted by 4ID as saying.

Lt. Col. Ronald Illana, commanding officer of the 8th Infantry Battalion (8IB), expressed gratitude to the village leaders for declaring the NPA unwelcome in their area.

“While we are waiting for their request to be forwarded to the higher headquarters, our CSP teams will remain in the community to assist especially the farmers,” Illana said, referring to the village's request for the installation of a military detachment.

According to the 4ID, Apo Macote is the 23rd village to declare the CPP-NPA persona non grata in its area of jurisdiction.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, New Zealand, the United Kingdom, Australia, Canada, and the Philippines.

MANILA -- The Armed Forces of the Philippines (AFP) has alerted all of its humanitarian assistance disaster response (HADR) units to help in the government efforts to mitigate the effects of Typhoon 'Tisoy' (international name Kammuri).

"As the country braces for Typhoon 'Tisoy', different HADR units of the Armed Forces of the Philippines are already on alert for the storm that is expected to bring frequent to continuous heavy rains in the Bicol and Southern Tagalog regions, Metro Manila, and some parts of Central Luzon and Eastern Visayas," said AFP spokesperson Marine Brig. Gen. Edgard Arevalo in a statement to reporters Sunday.

This includes the AFP's Southern Luzon Command's (Solcom)'s disaster response task units from the 9th Infantry Division and the 2nd Infantry Division as well as those from its respective Air Force and Naval components.

"(All SolCom) are now on standby alert to effect or render assistance in possible preemptive evacuations and to adopt other contingency measures," Arevalo said.

Arevalo added that HADR units are specifically trained and equipped to conduct search, rescue, and retrieval operations.

He added that AFP chief-of-staff, General Noel Clement, has activated the Battle Staff at the General Headquarters in Camp Aguinaldo, Quezon City to monitor how the typhoon will impact on the ground and to render immediate assistance as needed.

Clement also ordered AFP units to coordinate closely with the national and regional offices of Civil Defense, the National Disaster Risk Reduction and Management Council, and local government to ensure forthwith responses whenever and wherever necessary.

"While we're all hopeful and prayerful that there will be zero casualties, a lot depends upon the cooperation of everyone," Arevalo added.

He also appealed to people in the areas that will be affected by "Tisoy" to evacuate when advised to do so before the onslaught of the typhoon -- not at the time when the demands for assistance are high and the responders can only accommodate so many.

"Let us all cooperate to prevent casualties and minimize the damage of Typhoon 'Tisoy'," Arevalo added.

MANILA -- President Rodrigo R. Duterte has yet to announce the replacement of Philippine Army (PA) chief, Lt. Gen. Macairog S. Alberto, who will bow out of the service upon reaching the mandatory military retirement age of 56 on Friday.

"No announcement yet as to who was chosen per President Duterte's exercise of his prerogative to choose who will be his next Commanding General of the Philippine Army,"
said Armed Forces of the Philippines (AFP) spokesperson, Marine Brig. Gen. Edgard Arevalo, in a message to reporters on Sunday.


He, however, added that the Board of Generals has forwarded a shortlist of Alberto's possible successors to the Chief Executive through Defense Secretary Delfin Lorenzana.

"Three 3-star (generals) and two 2-star (generals) are among the list submitted. All possess the attributes of integrity, competence, experience, command and managerial expertise to command the (PA troops) to protect the people and secure the land," Arevalo said.

The formal announcement of the next PA chief may happen this week, he added.

As this develops, the Philippine Military Academy (PMA) in Fort Del Pilar, Baguio City has conducted a testimonial parade and review in honor of Alberto Sunday.

The outgoing PA chief is a member of the PMA Class of 1986. Alberto also led the unveiling of the Army Laboratory which will be used by cadets who will be joining the biggest branch of the AFP upon their graduation.

"PMA is where my military career started. PMA helped instill in me the values which helped me to become what I am today. It molded me to be the best that I can be and gave me the right attitude to join the Army," the PA chief said.

MANILA -- The National Police Commission (Napolcom) has granted special promotion to 42 police personnel for their heroic deeds during the Marawi siege in October 2017.

In a statement sent to reporters on Monday, Napolcom Vice-Chairman and Executive Officer Rogelio T. Casurao said the Commission en banc approved eight separate resolutions confirming the special promotion of the latest batches of police officers who risked their lives to liberate Marawi City from local terrorist groups led by the Maute brothers and Abu Sayyaf leader Isnilon Hapilon.

The commission confirmed the special promotion of 20 police officers from the PNP Intelligence Group (IG) for their exemplary performance in providing assistance to the PNP Special Action Force (SAF) in locating their armored vehicle and their crew, who were trapped on the ground by entering the main battle area resulting in the neutralization of several members of the Maute Group, the rescue of many civilians and the further preemption of the enemy’s hostile plans.

He said seven uniformed personnel of the PNP Crime Laboratory Group (CLG) were also granted special promotion for their high sense of professionalism and commitment to duty during the conduct of autopsies where they obtained DNA samples from the recovered bodies of PNP and AFP personnel and civilians who died during the siege, despite security concerns in the main battle area and health hazards coming from the decomposing bodies.

Another batch of 10 PNP members were also promoted for their gallantry in action during the conduct of anti-carnapping operations where they provided security at the entry and exit of thoroughfares to ensure the protection of lives and properties and the safe passage of operating troops to thwart lawless elements.

Also granted special promotion are two police personnel, one of whom demonstrated personal bravery during the retrieval of a memory card from a drone camera despite heavy gunfire from snipers.

He was also responsible for mapping out the processed photographs and converting the same into grid coordinates of the enemy’s location for coordinated aerial strikes. The other one was hit by an enemy sniper while conducting perimeter security as a member of the blocking force at the main gate of the Provincial Capitol Complex.

Casurao said the commission also approved the special posthumous promotion of three police personnel, who sacrificed their lives for the liberation of Marawi City while Corporal Daniel T. Tegwa demonstrated personal bravery when he retaliated and delivered suppressive firing using a caliber 50 heavy machine gun towards the overwhelming number of local terrorist groups that disorganized them.

Cpl. Alex M. Laurente displayed conspicuous courage and gallantry as part of the 1st Special Action Battalion (1SAB) that was resupplying ammunition to the SAF Troopers at the frontline advance post. PAT Moises T. Kimayong, Jr. demonstrated self-sacrifice while helping in the evacuation of a wounded member of the Scout Ranger Course Class 201-2016 during the conduct of a reconnaissance mission.

“Their acts of conspicuous courage, gallantry in action and self-sacrifice clearly manifest their commitment to serve and protect the people and their noteworthy accomplishment earned distinct honor and credit not only for themselves but for the entire police organization as well,” Casurao said.

The Commission previously confirmed the special promotion to the next higher rank of 906 police personnel who risked their lives above and beyond the call of duty during the five-month Marawi siege.

In a related development, the PNP has bestowed the Medalya ng Kagalingan to 10 personnel of the Criminal Investigation and Detection Group (CIDG) on Monday during the regular flag-raising ceremony at the National Headquarters in Camp Crame, Quezon City.

PNP officer-in-charge, Lt. Gen Archie Francisco F. Gamboa personally awarded the medal for the successful simultaneous implementation of search warrant on October 31 in Barangay 33, Bata, and Taculing in Bacolod City.

The operation has resulted in the arrest of 42 identified members of Komiteng Rehiyon-Negros, Cebu, Bohol and Siquijor (KR-NCBS).

Also, there are 13 newly recruited minors have been rescued while undergoing combat-related training and indoctrination who were from different areas of Negros Occidental.

The operation also resulted in the confiscation of 32 assorted firearms, three fragmentation grenades, two 40 mm ammunition, and assorted ammunition.

MANILA – The Civil Relations Service – Armed Forces of the Philippines (CRS-AFP) band sang their hearts out during a promotional guesting at Wish FM 107.5 Bus in the Lapu-Lapu Grandstand in Camp Aguinaldo on Monday.

The CRS-AFP band performed three of its original songs that spoke of soldier’s heroism and patriotism.

Presidential Security Group (PSG) Assistant Chief of Staff for Civil-Military Operations, Lt. Commander Lady Chatterly Alvaro-Sumbeling, composed the songs for the band.

“I was immersed with soldiers during their disaster response. It is about their sacrifices, how sincere and heartwarming they (are) even without media fanfare. The songs tell the story during (typhoon) Ondoy and after Yolanda,” she said in an interview.

One of these songs is "Halika sa Kapayapaan," which is used as the official theme song for the current AFP campaign plan, "Development Support and Security Plan (DSSP) Kapayapaan".

Under the plan, the AFP’s mission is to conduct “development support operations” to sustain peace, ensure security, and help maintain public order so as to foster the foundation for inclusive economic and human development of Filipinos.

The group also performed a soft rock song titled "Isang Sundalo," a song which is inspired by the many sacrifices of soldiers who are not only ready to die for the country but have taken significant roles in support of its mandate to protect the people and secure the state.

Last of the three pieces is "Daloy ng Pag-unlad," which was adapted as the official theme song for the AFP Transformation Roadmap (AFPTR), a 15-year strategy that aims to transform the military into a strong and credible institution built on good governance.

By 2028, the AFP envisions itself to become a world-class armed forces institution and a source of national pride.

The AFP is celebrating its 84th anniversary on December 21.

Aside from the anniversary, the AFP and the PSG are also preparing for an upcoming event this week, the first Presidential Silent Drill happening at the Quirino Grandstand on Wednesday.
