GENERAL SANTOS CITY — Joint operatives arrested an alleged leader of a lawless group in Sarangani province and one of his followers, and recovered at least 14 high-powered firearms in separate raids on Friday in Malungon town.
Lt. Col. Lino Capellan, public information officer of the Police Regional Office (PRO)-12, identified the suspects as Luis Lañelyn Malila alias “Kumander Lo” and Tornica Masday Malila, both residents of Sitio Datal Lutay, Barangay B’laan in Malungon.
He said Luis, listed as Malungon’s number one most wanted person, is facing three counts of murder with no bail bond recommended and two counts of frustrated murder while Tornica is charged with one count of murder.
Capellan said the two were nabbed during search and manhunt operations in Sitio Datal Lutay that targeted at least five suspects.
Armed with five search warrants for illegal possession of firearms and ammunition, and two arrest warrants for murder, the joint operating team swooped in on five houses in the area starting around 7:40 a.m. Friday, Capellan said.
The team was composed of elements from the Sarangani police’s drug enforcement unit, regional mobile force battalion and the Army’s 73rd Infantry Battalion.
Seized from Luis’ house were a Garand rifle, an Armscor 12-gauge shotgun, three homemade 12-gauge shotgun, an Estrella Parco air gun, a clip of Garand rifle ammunition, two steel magazines of homemade 12-gauge shotgun, two rounds of 12-gauge shotgun ammunition, five rounds of ammunition for 5.56 caliber and four rounds Garand ammunition.
The search at Tornica’s house led to the recovery of a homemade 12-gauge shotgun, a round of 12-gauge shotgun ammunition and four rounds of 5.56 caliber ammunition.
Capellan said two of the subjects — Nelson Malila Fiang and Ronald Masday Malila — managed to escape during the operation.
Recovered from Nelson’s house were a Springfield Garand rifle, a homemade caliber 5.56 rifle, an Estrella Parco air gun, a clip of Garand rifle ammunition and seven rounds of ammunition for Garand.
He said the search at Ronald’s house yielded four homemade 12-gauge shotgun with two rounds of ammunition.
Capellan said subject Dante Maligon Malila was not around and no contraband was found at his house.
Brig. Gen. Alfred Corpus, PRO-12 director, said the suspects were part of an “armed lawless group” operating in the quad boundaries of Tampakan, South Cotabato; Columbio, Sultan Kudarat; Malungon, Sarangani; and, Kiblawan, Davao del Sur.
“They were responsible for atrocities within this area and behind the cases of cattle rustling and cultivation of marijuana,” he said in a statement.
Corpus said the recovered firearms will be subjected to ballistic examination and cross-matching to determine if they were in other crimes.
He said Luis Malila and Tornica Malila will be facing additional charges of illegal possession of firearms while the same cases will be filed against Nelson Fiang and Ronald Malila.

Filipino World War II veteran Jose Manzano-Somera, 92, was honored with the Congressional Gold Medal, the highest civilian award bestowed by the United States’ (US) Congress.
Texas Representative Roger Williams awarded the medal to Manzano-Somera in a ceremony held in Fort Hood in Killeen, Texas on Friday (Oct. 25), according to an article published in Stars and Stripes website.
Manzano-Somera was accompanied by his wife Elizabeth and daughter, Josephine Manzano-Stettler.
The conferment of the award is part of the implementation of the Filipino World War II Congressional Medal Act signed by former US president Barack Obama in December 2016.
Manzano-Somera is one of the 260,000 Filipino war veterans who fought alongside American troops during the war between July 26, 1941 and December 31, 1946.
From August 1946 to April 1949, Manzano-Somera enlisted as a private in the New Philippine Scouts of the US Army, a unit that helped track down and eliminate bands of Japanese fighters who refused to surrender.
A decade after his service, Manzano-Somera took advantage of an offer for US citizenship. He now lives in Georgetown, Texas.
Steven Frank, III Corps command historian, said the sacrifices of Filipino World War II veterans are “immeasurable.”
“The contributions the scouts made [were] immeasurable. They helped save thousands of American and Filipino lives and sped up the liberation of their homeland in countless ways,” Frank was quoted as saying by Stars and Stripes during the awarding ceremony for Manzano-Somera.
To date, around 45 Filipino scouts have received the Congressional gold Medal, the October article of Stars and Stripes added.

Local government and government agency chiefs, non-government organizations, civil society organizations, religious organizations, government troops and members of the media in Central Mindanao attended the luncheon organized by 6th ID for a “Stakeholder’s Time”.
Supportive civilian stakeholders were also awarded during the event in recognition of their efforts and support to 6th ID in the accomplishment of its mission.

The camp has dozens of overhead bunkers and firing trenches scattered on forested hills where they trained young recruits, among them children, in fabrication of improvised explosive devices.

Ranking Philippine Army (PA) officials on Thursday paid a visit to the “Shivalik”-class guided missile frigate, INS Sahyadri (F-49), to learn more about its missile capabilities which include the “BrahMos”, the world’s fastest supersonic missile. Army spokesperson Lt. Col. Ramon Zagala, in a statement Friday, said PA officials led by Major Gen. Reynaldo M. Aquino were welcomed by the ship’s commanding officer, Captain Ashwin Arvind.
The officials were toured aboard the ship, which was docked at Pier 15, Manila South Harbor, and briefed about the “BrahMos” missile, which can be launched from ship, aircraft, submarine or land. “The Philippine Army is interested in acquiring this type of missile as it will strengthen our coastal defense operations,” Zagala said.
Earlier this month, the PA activated its first land-based Missile System Battery under the Army Artillery Regiment. The unit is currently working on its training programs before acquiring its future equipment.

INS Sahyadri has a displacement of 6,200 tons, a length of 142.5 meters and a beam of 16.9 meters, and is armed with a variety of missiles, torpedoes, and rockets for anti-ship, anti-air, and anti-submarine missions along with a 76mm automatic cannon.

ZAMBOANGA CITY, Philippines — The military's Western Mindanao Command wants the fleets of large fishing companies enlisted in the naval reserve to help secure waters in the southern Philippines.
Lt. Gen. Cirilito Sobejana, Westmincom chief, said recruiting fishing fleets will address a scarcity of Philippine Navy and Philippine Coast Guard vessels to patrol the region.
"The intention is to make this region a very peaceful and progressive one. We have not been able to maximize the potential of the region because of the security situation," Sobejana said at the side lines of the Maritime Security and Economic Forum this week.
It is unclear what role the fishing vessels would have but a large fishing company that joined the reserves earlier this month will be tapped "as a reserve force to augment the naval force particularly for disaster response and outreach programs," according to an earlier press release.
The forum between the local governments of Tawi-Tawi and Sulu and the fishing companies based in Zamboanga City was organized to thresh out and address conflicts on the delineation of municipal waters, which has led to 32 fishing vessels being apprehended for being in the wrong fishing area.

Sobejana said some of the fishing companies are already affiliated with the Philippine Navy as reserve units and are authorized to create their Special Cafgu Active Auxiliary.
"If all fishing companies will be affiliated with the PN reserve unit then it would be a very big expansion on our security coverage. They will be our force multiplier," Sobejana said.
The Southern Philippines (Sophil) Deep Sea Fishing Association has around 30 fishing companies as members and accounts for around 800 fishing and support vessels, said engineer Jaydrick Yap, association president.
He said the fishers are ready assist the military as a force multiplier.
"I think the goal of the administration is to speed up the peace and progress through the reservists. On our side, we welcome any development from the Armed Forces of the Philippines if they are going to tap our assets in terms of vessels," Yap said.

SEN. Maria Lourdes Nancy Binay is pushing for the establishment of the Philippine Marine Corps (PMC) as an autonomous and distinct branch of service complementary to the Army, Air Force and Navy under the Armed Forces of the Philippines (AFP).
Binay’s proposal is contained in Senate Bill (SB) 989 or “an Act establishing the PMC, defining its powers and functions, appropriating funds therefore, and for other purposes.”
The PMC was organized on Nov. 7, 1950 under the orders of President Elpidio Quirino and Secretary of National Defense Ramon Magsaysay through the AFP General Orders 319 series 1950.
The senator said the PMC was first organized to respond to the security threat of the emerging Hukbalahap insurgency in Central Luzon up to Marawi, Mindanao.
“Despite experiencing institutional challenges, including but not limited to fiscal and organizational restrictions, due the absence of its own charter, the PMC has lived up to its mandate in providing amphibious and rapid deployment units and seamless transition of military power between sea and land domains,” she added.
“Over the years, the men and women of the PMC have gallantly served and responded to the call of duty. In the 1960s, the PMC spearheaded the strategic maneuvers against the Hukbalahap,” the lady senator said.
Binay enumerated the numerous engagements of the PMC in protecting and fighting for the country with honor and pride since the 1950s.
In the 1980s, the PMC upheld stability during the EDSA People Power. In the 2000s, the PMC was one of the main forces in the fall of Camp Abu Bakr, as well as combating terrorists in Basilan, Sulu and Tawi-Tawi.
In the 2000s, the valiant men and women of the PMC also provided assistance to many Filipinos affected by natural disasters.
Binay stressed that it was adjuratory that a charter should be crafted to institutionalize the PMC to alleviate them of institutional challenges.
She pointed out that the archipelagic geography of the Philippines called for the need for an expanded, rapidly deployable amphibious maneuver force mandated to conduct seaborne, sustained on-shore, multinational cooperation and engagement for the protection of the country and its people, along with response to the country’s need in times of natural disaster.
SB 989 seeks to establish the PMC as an autonomous and distinct branch of service that is complementary to the Army, Air Force and Navy under the AFP.
SEN. Maria Lourdes Nancy Binay is pushing for the establishment of the Philippine Marine Corps (PMC) as an autonomous and distinct branch of service complementary to the Army, Air Force and Navy under the Armed Forces of the Philippines (AFP).
Binay’s proposal is contained in Senate Bill (SB) 989 or “an Act establishing the PMC, defining its powers and functions, appropriating funds therefore, and for other purposes.”
The PMC was organized on Nov. 7, 1950 under the orders of President Elpidio Quirino and Secretary of National Defense Ramon Magsaysay through the AFP General Orders 319 series 1950.
The senator said the PMC was first organized to respond to the security threat of the emerging Hukbalahap insurgency in Central Luzon up to Marawi, Mindanao.
“Despite experiencing institutional challenges, including but not limited to fiscal and organizational restrictions, due the absence of its own charter, the PMC has lived up to its mandate in providing amphibious and rapid deployment units and seamless transition of military power between sea and land domains,” she added.
“Over the years, the men and women of the PMC have gallantly served and responded to the call of duty. In the 1960s, the PMC spearheaded the strategic maneuvers against the Hukbalahap,” the lady senator said.
Binay enumerated the numerous engagements of the PMC in protecting and fighting for the country with honor and pride since the 1950s.
In the 1980s, the PMC upheld stability during the EDSA People Power. In the 2000s, the PMC was one of the main forces in the fall of Camp Abu Bakr, as well as combating terrorists in Basilan, Sulu and Tawi-Tawi.
In the 2000s, the valiant men and women of the PMC also provided assistance to many Filipinos affected by natural disasters.
Binay stressed that it was adjuratory that a charter should be crafted to institutionalize the PMC to alleviate them of institutional challenges.
She pointed out that the archipelagic geography of the Philippines called for the need for an expanded, rapidly deployable amphibious maneuver force mandated to conduct seaborne, sustained on-shore, multinational cooperation and engagement for the protection of the country and its people, along with response to the country’s need in times of natural disaster.

The Philippine Army has expressed interest in acquiring India’s BrahMos missile which is regarded as the world’s fastest supersonic missile.

This was revealed just as Major General Reynaldo Aquino, Army vice commander, toured recently the Indian Navy Ship (INS) Sahyadri which was docked at Pier 15 in South Harbor, Manila.
Aquino was welcomed by the INS team led by Captain Ashwin Arvind, commanding officer of Sahyadri.
One of the topics discussed by the two officials was Army’s possible acquisition of the BrahMos missile which can be launched from a ship, an aircraft, submarine or by land.
“The Philippine Army is interested in acquiring this type of missile as it will strengthen our coastal defense operations,” said Lieutenant Colonel Ramon Zagala, Army spokesperson.
According to BrahMos Aerospace, the BrahMos missile has a flight range of 290 km with a supersonic speed all through the flight, thus, leading to shorter flight time and ensuring lower dispersion of targets, quicker engagement time and non-interception by any known weapon system in the world.
If made possible, the acquisition would complement the Army’s recent activation of its 1st Land-based Missile System Battery (1LBMS Btry) last October 3.
The 1LBMS Btry was placed under the supervision of the Army Artillery Regiment (AAR) and is expected to augment the troops’ firepower in large-scale armed confrontation, and for internal defense and security engagements.
The missile unit aims to “deny areas of enemy approach as well as suppress their air capabilities.”
This, as the Army — the largest of the three major services in the Philippine military — aims to advance its coordination with the Philippine Navy and Philippine Air Force in safeguarding the country from external threats in line with the Armed Forces of the Philippines’ (AFP) Integrated Missile Defense System program.
“The Philippine Army puts premium in upgrading the various areas of its defense capabilities as it plays a vital role in addressing external threats,” Zagala said.
“We ensure the Filipino people that we are on a continuous endeavor of becoming a world-class Army ready to protect our country,” he added.

GOVERNMENT troops have discovered an encampment the New People’s Army (NPA) rebels hastily abandoned following an airstrike in the hinterlands of Sultan Kudarat, officials said.
The airstrike was launched Thursday upon confirmation of the veracity of a plenum activity of the NPA’s Sub-Regional Command Daguma at Sitio Kuden in Barangay Batang Bagras, Palimbang, Sultan Kudarat.
Colonel Wilbur Mamawag, Army’s 603rd Infantry Brigade commander, said the NPA encampment was discovered by the 37th Infantry Battalion while conducting clearing operation after the airstrike.
The encampment has around 100 bunkers made of indigenous materials, foxholes, multi-purpose structures with chairs and improvised blackboard, obstacle courses, documents, and tourniquet.
Major General Diosdado Carreon, Army’s 6th Infantry Division commander, said the encampment is used by the NPA’s Sub-Regional Command Daguma for regional assessment and training based on the report from the civilians.
Lieutenant General Cirilito Sobejana, Western Mindanao Command (Westmincom) chief, said the timely report of the civilians shows the populace are supportive of the security forces.
“This manifests that the strong coordination among the local government unit, the populace, and the traditional and religious leaders with the AFP (Armed Force of the Philippines), ensures the end of terrorism and lawlessness in due time,” Sobejana said.

The BARMM’s Regional Human Rights Commission (RHRC) has referred the incident to the CHR Region 12 office pending formal turnover of the 63 North Cotabato villages that voted to be part of the BARMM. The formal turnover of these villages to the BARMM is expected before the year ends.
“We are coordinating with CHR 12 pending official turnover of the barangays to BARMM. We referred the incident to CHR 12 for appropriate action,” RHRC chair Abdulnaser Badrudin told MindaNews.
The Public Information Office of the Western Mindanao Command (WestMinCom) in a press release sent to the media on October 25 said that while conducting law enforcement operations at 5:05 a.m. on October 23, combined elements of the 34th Infantry Battalion and Midsayap Municipal Police Station encountered more or less 10 BIFF-Bungos Faction members led by Mama Macalimbol in Sitio Narra, Barangay Tumbras.
The Westmincom report said seven were killed — Macalimbol and “six of his followers.”
Manto Sema, grandfather of Angelo Bangon, one of the seven killed told reporters that his 13-year old grandson had gone fishing in the marsh with friends and stayed overnight in a friend’s house.
He said his grandson and friends were asleep when the alleged encounter took place early Wednesday morning.
Sema denied his grandson was recruited by the BIFF.
“I am deeply hurt,” he said. “We want justice but that is so elusive,” he added.
But Major Arvin John Encinas, spokesperson of the Western Mindanao Command (Westmincom) maintains the slain victims were child warriors of the BIFF.
“This proves now the persistent reports” that the BIFF was recruiting minors and using them as combatants, he said.
“Hindi na bago yung mga child warrior” (There’s nothing new about child warriors), he added.
The military said soldiers and police were supposed to serve the search warrant on Mama Macalimbol in Barangay Tumbras on Wednesday. Macalimbol, allegedly a member of ta big time drug syndicate, was linked to the bombing in front of Sto. Nino Church in Midsayap on December 24, 2016. Twelve persons were injured then.
Lt. Col. Glen Caballero, commander of the 34th Infantry Battalion who led the operation, said the gunmen opened fire on government forces, triggering a 40-minute firefight that left seven dead, including Macalimbol.
Government forces seized high powered guns, including cal. 50 sniper rifle, Garand rifle, Armalite rifle and ammunition.
The BIFF, under Commander Bungos, denied through its spokesperson Abu Mama, that Macalimbol was a member.

- It will expose antagonisms between his temporary allies, with the different factions jockeying for greater powers against each other.
- It will further intensify violent contradictions within the military andpolice which is now racked by controversies over crime and corruption, aswell as hazing and other cases of abuses.
- It will also weaken his stature as the Philippine drug overlord as prospects of him dying soon will surely embolden one or several syndicates to break away from the “protection” of his drug kingdom.
- It will motivate Bongbong Marcos to more vigorously push the resolutionof his complaint before the Presidential Electoral Tribunal to favor hisbid to assume the vice-presidency.
Whatever the real state of Duterte’s health, it is indubitable that the Filipino people aspire to see his rule of tyranny and fascism end the soonest, whether politically or naturally. They must fortify the unity of all democratic forces to make sure that Duterte’s evil cabal will go away with him.

Maliwanag na ang mga ito ay sibilyan at hindi kasapi ng NPA. Isang pang halimbawa rito ang paggamit mismo ng mga CAFGU upang magpanggap bilang mga NPA at magsuko ng kanilang mga armas nitong 2019. Gayun din, pinaiigting ng AFP-PNP ang saywar operasyon at direktang pananakot bilang bahagi ng whole-of-nation approach ng Oplan Kapanatagan na ang pangunahing target ay ang mga sibilyan.
