Todo-larga nga ginaratsada sang rehimeng US-Duterte ang iya mga neoliberal nga polisiya kag kontra-pumuluyo nga patakaran sa ekonomiya nga nagahalit sa pumuluyong Pilipino. Nagapangatubang sa malala nga krisis ang kabuhi kag palangabuhian sang bug-os nga pumuluyo sa idalum sang iya paantus kag pasista nga paghari.

Tuman nga gutom kag kapigaduhon nga naga dugang sa matag-adlaw nga ginalukdo sang mga mangunguma ang dala nga implementasyon sang Rice Tariffication Law (Republic Act 11203) ukon ang laye nga nagakakas sang quantitative nga restriksyon sa mga imported nga bugas nga ginapasulod diri sa Pilipinas sa idalum sang dikta sang World Trade Organization (WTO).

BUTUAN CITY -- The Philippine National Police in Caraga Region (PRO-13) said 403 students from junior and senior high schools successfully completed the three-day junior police boot camp that ended on Friday (October 25) in Taligaman National High School here.

In a statement released on Friday, PRO-13 said the police boot camp was designed “to instill discipline, patriotism, and awareness among the youth.”


The police boot camp was a project of the Butuan City Police Office (BCPO) that gained support from various stakeholders in the city.

“In the past months, BCPO record shows that minors and the youth are involved in crime incidents in the city. The youth are also vulnerable targets of CPP-NPA Terrorists (CNTs) exploitation activities such as recruitment,” the statement added.

CPP-NPA stands for the Communist of the Philippines and its armed wing, the New People’s Army. The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

During the three-day camp, the high school students were oriented about vital information on the importance of police-community partnership, values formation and spiritual enrichment was also discussed during the activity.

PRO-13 said the students were also taught on first aid, basic fire incident handling, laws for the protection of children, anti-bullying, and defense tactics, the statement added.

Brig. Gen. Joselito T. Esquivel Jr., PRO-13 director, graced the closing ceremony on Friday, together with Col. Albert G. Magno, the BCPO director; Col. Maurito Licudine, commander of the Army's 401st Brigade; Butuan City Councilor Omar Andaya; and Junior Police coordinator Emilio Makiling.

In his message, Esquivel reminded the students that “education is an essential part of human life,” and encouraged them to study harder even in the face of hardship.

“Be a responsible citizen whose love for our country is burning deep within,” the PRO-13 police director added.

PRO-13 added that the activity was also part of its campaign to end insurgency in the region, as mandated by Executive Order 70 issued by President Rodrigo Duterte.

EO 70 created the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and institutionalizes the "whole-of-nation" approach in ending the communist rebellion in the country.

Efforts of the Peace, Law Enforcement and Development Support Team Cluster of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) in San Luis, Agusan del Sur paid off when two members of the New People’s Army (NPA) laid down their arms and returned to the fold of the law.

The Army’s 26th Infantry Battalion (26IB) on Saturday lauded the local MTF-ELCAC for facilitating the negotiations and the surrender of the two NPA members.


Lt. Col. Romeo C. Jimenea, commander of 26IB, said the hard work of MTF-ELCAC and other stakeholders involved in the negotiations is commendable.

“This only proves that the convergence of efforts from different civil authorities is very effective,” Jimenea said, adding that Executive Order 70 or the institutionalization of the whole-of-nation approach to end local communist armed conflict issued by President Rodrigo Roa Duterte is a big help to local government units (LGUs).

He also welcomed the former NPA members and commended their decision and willingness to abandon the communist terrorist movement.

Former NPA members Jovelyn Layma Tahudan alias Bhai-bhai/Noa and Robert Hugsalan Lepanda alias Gerald, yielded to authorities in San Luis, Agusan Sur on October 25.

Tahudan is a resident of Purok 2, Barangay Policarpio, San Luis who served as an encoder of Guerilla Front 88 of the North Central Mindanao Regional Committee (NCMRC), while Lepanda, a resident of Sitio Tambo, Barangay Binicalan, San Luis was an element of Team ABE of Squad 1, Platoon 2 of Guerilla Front 88 of NCMRC.

They also surrendered along with them two M-16 rifles and two .45-caliber pistols, all with defaced serial numbers.

Tiredness, hunger and the realization of following a wrong cause prompted the former NPA members to surrender, the Army said.

'Disillusionment'

In her statement, Tahudan expressed disillusionment to the movement as nothing changed in her life, the promises and assurances that were given to her all failed to materialize.

Too much exhaustion and hunger due to the lack of enough food supplies almost killed her in the mountains, she added.

She also sensed corruption inside the movement, noting that their leaders and their families enjoy the collections from the extortion activities of the NPA rebels.

Tahudan added that she was a student of Zillovia National High School in the area when she was recruited by the NPA.

Upon their surrender, the local government of San Luis, through Mayor Phoebe L. Corvera, provided them with immediate cash assistance of PHP25,000 each.

The two former NPA rebels are now under the custody of the 26IB for processing and validation for their enrollment to the Enhanced Comprehensive Local Integration Program (ECLIP) of the government.

Jimenea urged the remaining NPA combatants operating in Agusan del Sur to lay down their arms and avail of the programs and services of the government.

CAMP SANG-AN, Pulacan ZDS – Forty-two Former Rebels (FR) and their dependents are ready to work and be productive citizen after they’ve graduated two TESDA courses, Friday, October 25, 2019, held in Dao, Zamboanga del Sur,

Thru the efforts of different government agencies and units, the FRs and their dependents were able to benefit the Training for Work Scholarship Program (TWSP) and finished the Automotive Servicing NC II and Electrical and Installation Maintenance NC II courses.

One of the FR, during his impression speech was emotional and thanked Gov. Victor J Yu, province of Zamboanga del Sur, 53rd Infantry Battalion, government agencies and even the President for the invaluable support and empowerment of the surrendered rebels.

“We farmers want to cross the bridge of poverty. And for that to happen, we need to study and educate ourselves to cross that bridge and achieve success”, he said.

Yu during his speech emphasize the efforts of the government for the FRs and their dependents. He is also glad and congratulated them for their endeavour.

“Every success of our constituents is also an achievement of our government because they can contribute to the progress and development”, Yu said.

Meanwhile, Brig. Gen. Bagnus P Gaerlan Jr., Assistant Division Commander of 1ID, challenged the graduate students to serve the country and become productive citizens.

“This course that you have taken will be your stepping stone to achieve your goals in life and to those who want to serve the country, you can join the Philippine Army”, he added.

Gaelan also urged the FRs to encourage other rebels to return to the folds of the law and follow their path.

MGEN FERNANDO T TRINIDAD AFP, Commander of 9th Infantry Spear Division (9ID) made this strong message during the send-off ceremony of almost 200 new soldiers at the parade ground of Camp Elias Angeles, Friday, October 25.

A total of 191 privates who graduated just last October 3 were assigned to the different units of 9ID in Bicol and Mindanao together with the three new second lieutenants of the Officer Candidate School.

Gen. Trinidad reiterated his message during the graduation of the Candidate Soldier Course Mabalasik and Masiklab Classes that the rigorous training they went through is a preparation for times like this when they would finally be deployed to serve the country and its people.

“You stay alive. Gamitin niyo yong mga natutunan niyo habang nagti-training kayo rito at sisiguraduhin ko sainyong malayo ang inyong mararating,” Gen. Trinidad said during his speech.

[You stay alive. Use the knowledge you gained during your training here and I am telling you, you will soar high.]

He said that the send-off ceremony is a symbol that they would finally embrace the challenges brought along by the responsibilities they sworn to as members of the Philippine Army.

Private Glenn Garfin from Camarines Norte whose first assignment is in Jolo, Sulu under the 11th Infantry Division (11ID) said that he is excited to perform excellently with his new colleagues.

Aside from the hassle of going home because Mindanao is quite far, he confidently say that he is not afraid of going to the region known for the presence of more armed groups and lawless elements.

Garfin underscored that long before their deployment, they knew that facing hard and dangerous battles are part of the job.

As new members of Spear Troopers, 9ID believes that this added force will contribute to the fulfilment of the campaign towards security, peace and development of the government.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Government agencies converged for another successful Serbisyo Caravan intended for Indigenous Peoples (IP) community in Labo, Camarines Norte, Friday, October 25.

Organized by the National Commission for Indigenous Peoples (NCIP) in connection with the 22nd anniversary of the Indigenous Peoples Rights Act (IPRA) month, the event was able to gather at least 700 IPs composed of Manide, Dumagat and Sambal tribes.

Service vehicles provided by the different Local Government Units and 902nd Inf Brigade carried the IPs from the towns of Paracale, Vinzons, Jose Panganiban, Capalonga, Sta. Elena, Basud and Labo to the convention center where bulk of services await.

The 9th Infantry Spear Division brought their medical team from Camp Elias Angeles Station Hospital (CEASH) which offered free medical check-up along with the free medicines from the provincial hospital while anti-flu vaccines and vitamin A supplementation was also given by the Center for Health Development Bicol (CHD).

“This is one activity na avenue natin na macollect lahat ng mga kasama po natin, mga kapatid po nating IP’s [members] at bigyan po natin at siguraduhing malusog po sila,” Dr. Monrey Isaiah Mancilla, Regional Program Manager for National Immunization Program said in an interview.

[This is one activity which is an avenue for us to gather all our brothers and sisters from the IP community and give them as well as ensure their health.]

The provincial government on the other hand pampered the tribes through free haircut, hair treatment, make-up, massage, manicure and pedicure.

Philippine Health Insurance (PhilHealth) distributed PhilHealth cards while the Philippine Statistics Authority (PSA) gave away flyers and answered queries from the IPs about the importance of securing civil registry records.

The military also set-up a recruitment booth for those who want to join the Philippine Army.

According to NCIP Regional Director Lee Arroyo, one of the highlights of the event was the awarding of the certificate of ancestral domain title (CADT) for a 22.4 hectares of land for the IP community in Jose Panganiban.

CADT is not privately but communally-owned and can only be handed down from generation to generation

“Sa kanila na po ito, rehistrado na po ito at kung anong proyekto ang nais nilang isakatuparan sa loob [ng lupang ito] sa tulong ng lahat ng mga ahensya at kami ay andiyan lang para maghelp facilitate at tumulong sa kanila para mapaunlad ang kanilang ancestral domain na ngayon ay titulado na,” a very glad Dir. Arroyo added.

[They own it, it is already registered and whatever projects they want to implement in here through the different agencies and we will be here for them to help them facilitate the development of their ancestral domain.]

She also thanked the Joint Task Force Bicolandia (JTFB) for the constant support to all their activities for the IP communities which are part of the intensified implementation of the programs of Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) or Task Force Katuninongan asin Kauswagan in compliance with the Executive Order 70 (EO 70) or the Whole-of-Nation Approach.

MGEN FERNANDO TRINIDAD, AFP on the other hand underscored the call for unity and cooperation of everyone towards common goal, to attain peace and development.

“Hindi lamang kinikilala ng JTFB ang mga karapatan ng mga katutubo kundi amin ding pinagsusumikapang protektahan kayo sa anumang pananamntala at panghihikayat na umanib sa mga teroristang CPP-NPA. Ang ating gobyerno at mga partner stakeholders ay may nililikhang pangmalawakang plano at programa na layuning paunlarin ang pamumuhay ng ating mga katutubo at ilayo sa takot at pananamantala ng mga teroristang CPP-NPA,” Gen. Trinidad said.

[The JTFB does not only recognize the rights of the tribes but we are also doing our best to protect you from the abuses and infiltrations of the communist terrorists, CPP-NPA. Our government and its partner stakeholders is creating whole-of-nation plans and programs which aim to uplift the lives of the IP’s and protect them from harm and danger brought by the terrorists, CPP-NPA.]

Furthermore, Gov. Edgardo Tallado assured the IP’s that the provincial government will continue to prioritize their welfare.

“Kaya huwag kayong mag-alala mga Kabihug, yong tulong at suporta ni Gov. Tallado at ng provincial government, tuloy-tuloy po yan,” Tallado highlighted.

[Don’t worry, the assistance and support of Gov. Tallado and the provincial government will continue.]

JTFB believes that events like this are opportunities for the government to bring needed services to the different sectors of society as proof of its serious campaign to finally resolve the 5-decade insurgency in the country.

CAMP ELIAS ANGELES, Pili, Camarines Sur-At least thirty Indigenous People (IP) leaders participated in the Regional Indigenous People Empowerment Summit (RIPES) last October 14-15 in PeƱafrancia Resort, Barangay Carolina, Naga City.

The event was an initiative of Joint Task Force Bicolandia (JTFB) in partnership with National Commission for Indigenous People (NCIP) Regional Office V.

During the 2-day summit, participants who are mostly from the tribes of Manide and Agta in Camarines Sur, Camarines Norte, Albay and Sorsogon were given lectures about insurgency, importance of peace and order in community development, farming, entrepreneurship, agri-preneurship and education.

IPs were also reoriented about their four bundles of rights which includes the right to ancestral domain, right to self-governance and empowerment, right to cultural integrity and right to social justice and human rights.

RIPES coincided with the celebration of IPRA (Indigenous Peoples Rights Act of 1997) month.

For the past years, IPs became one of the most vulnerable sectors of society in terms of Communist Terrorist Group’s (CTG) infiltrations.

Being an Indigenous People Mandatory representative (IPMR), it paved the way for Elsa,
a Manide from Capalonga town in Camarines Norte province to be part of an eye-opening event.

According to her, she only finished grade 7 because her family cannot afford to send her to school whose only source of income is through “copra” or smoked coconut meat.

As a member of indigenous people (IP) community, Elsa knew the importance of education which she dreamed of giving her children.

She felt lucky to have been chosen as an IPMR or the tribe’s version of councilor.

IPMRs are actively involved in legislative matters and receive a monthly compensation.

No less than the NCIP Bicol Regional Director Lee Arroyo graced the closing program who underscored that the event is very significant in informing and educating the IPs about their entitlements and privileges.

“Ini po gabos simbag po ini duman sa apat nindong diretso. Bako lang an AFP, kami nagkaburunyog, nagkasararo, nagtatarabangan na may saro kaming papadumanan asin an samong thrust para sa improvement, sa ikakarahay kan mga tribo sa komunidad,” she added.

[This is in response to your four bundles of rights. Not only the AFP, we harmonize, unite and help each other towards one goal and our thrust is for the improvement, for the betterment of the tribes in the community.]

JTFB under MGEN FERNANDO T TRINIDAD AFP said that thru the summit, IPs were given the opportunity to learn about national security and made aware of the services of the government which are intended exclusively for them.

Furthermore, with the continuous efforts of the government to bring them the services they need especially right now that the implementation of Executive Order No. 70 is in full swing, JTFB believes that it will leave no room for communist terrorists’ ill motives.

It can be recalled that thru EO 70 or the Whole-Of-Nation Approach, the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) or Task Force Katuninongan asin Kauswagan was created.

It unifies all government agencies to plan and implement programs and projects for the communities and resolve insurgency.

Members of the CTG have been instilling in the minds of the people that the lack of government services can only be resolved through revolution which in reality, only promotes violence.

That is why the Army in Bicol intensifies its focused military operations to stop the CTG from spreading harm, conducting extortion activities and recruiting innocent civilians to join them in their useless cause.

Along with it is the unending call for armed guerillas to follow the footsteps of their former comrades who already surrendered to the government and are now enjoying a more peaceful life with their families and friends.

Right now, with the RTF-ELCAC, more government agencies can provide assistance to rebels who decided to return to the folds of the law.

They can also enroll in Enhanced Comprehensive Local Integration Program (E-CLIP) which gives educational, livelihood and housing assistance so as firearm renumeration.

CAMP SIONGCO, Maguindanao – A firefight between the troops of 34th Infantry Battalion and Midsayap Municipal Police has erupted early this morning at Sitio Narra, Brgy Tumbras, Midsayap, North Cotabato.

The government forces encountered with at least 10 fully armed men led by a certain Mama Macalimbol, who has an outstanding warrant of arrest for multiple attempted murder.

The encounter started at around 5:00 a.m. and lasted for 40 minutes that resulted to the killing of Macalimbol and 6 of his followers.

No one was hurt on the government forces during the encounter.

Recovered were 7 high-powered firearms with assorted ammunition as follows: one (1) 7.62mm Fal jet rifle, two cal. 30 Garand rifles, one cal. 50 improvised Barret rifle, one (1) 7.62mm M14 rifle, one (1) improvised 7.62mm M14 rifle, and one (1) M16 5.56mm rifle.

34th IB Commander, Lt. Col. Glenn Loreto T. Caballero said that “the success of the operation was manifested through the commitment of the AFP, PNP, and local government unit as well as the immense support from the local populace in the area.”

He also said that the constituents of Brgy Tumbras and Brgy Malinagao in Midsayap town appreciated the joint efforts of the government security forces in addressing the prevailing threat to the community.Meanwhile, Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon said that joint operation was part of the AFP and PNP’s mandated tasks to preserve peace and support the war against terrorism.

Extending martial law in Mindanao for the fourth time may no longer be necessary if the Philippines' anti-terrorism law or the Human Security Act is amended.

National Security Adviser Hermogenes Esperon Jr took this position on the possible fourth extension of martial law in the southern island during a press conference at the MalacaƱang's New Executive Building on Friday, October 25.

"We are looking at some developments that can give some guidance to us. If the Human Security Act as amended will be passed then we may not need to ask for extension of martial law. We may not need any martial law of this kind," Esperon said.

The martial law declaration in Mindanao has been in effect since local terrorists tried to occupy Marawi City in 2017. Since then, it has been extended thrice, with opposition lawmakers in Congress repeatedly questioning the need for the extension. If not extended again, it will lapse on December 31.

Why amend the Human Security Act? Security officials have repeatedly criticized the country's anti-terrorism law as one of the weakest among countries that face the same threat.

Along with Esperon, Defense Secretary Delfin Lorenzana and other security officials have been lobbying to amend the Human Security Act, saying its current provisions constrain them from going after terror suspects.

These include the current 3-day period allowed by the law to detain terror suspects without an arrest warrant from a judicial court. Security officials want the law amended to allow for detention periods of 30 to 60 days, and longer surveillance periods.

Besides the short time allowed for warrantless detention, the Armed Forces of the Philippines (AFP) earlier complained of the P500,000 in damages security agencies are ordered to pay for every day that they detained a suspect who ends up acquitted of terror charges.

"It's (provisions) so unfriendly so it is a disincentive to law enforcement.... We can ask for that extension, or if we have that amended Human Security Act, that is a better tool for us," Esperon said.

Other factors considered: Aside from this, Esperon said security officials are also considering the opinion of local government units and officials in assessing whether another extension of martial law is needed.

The former military chief earlier said he was open to lifting martial law in some parts of Mindanao like Davao City. Its mayor, presidential daughter Sara Duterte, has said she wants military rule lifted in her city.

"If local government units say we don't need it anymore then we will take that into consideration," he said.

Like Esperon, Lorenzana earlier said there may be no need to extend martial law if Congress passes the amendments to the Human Security Act. The AFP also said it supported "selective martial law" in the southern island. Other security officials have yet to give their recommendations on the matter.

Armed Forces of the Philippines (AFP) chief Lieutenant General Noel Clement on Friday believes that halting the cadet recruitment in the Philippine Military Academy (PMA) will be a "very drastic move."

"If we stop the recruitment of cadets for the PMA, it’s going to affect the profile of the Armed Forces in as far as all our officers are concerned. PMA produces the biggest bulk of the junior officers that we have," Clement said in an interview on Thursday night.

"If we stop the recruitment at PMA, our future projections and our replacement for those who retired and for our casualties will be affected," Clement added.

According to Clement, this kind of measure should be discussed first before implementing it.

Earlier, Ako Bicol party-list Representative Alfredo Garbin proposed that the military school should suspend its recruitment of cadets for at least one year to make way for an overhaul of its system.

"As things stand now, the PMA cannot assure parents of the safety of their sons and daughters at the academy because the 27 or more cases of maltreatment of cadets are clear proof there are systemic, grave, and moral flaws in the PMA system," Garbin had said.

"Suspend new cadet recruitment for just one year. During which time the AFP must overhaul the PMA of its misguided notion that hazing is necessary to mold good defenders of the people and the Constitution," he added.

Clement, for his part, pointed out that the military school is now implementing short-term measures as well as institutionalizing long-term measures to prevent maltreatment cases from happening again.

"A lot of things have changed already. PMA has implemented that in one room, plebes will be joined by their upperclassmen to prevent instances of maltreatment," Clement said.

"We are now encouraging cadets to instead of giving physical punishments in the terms of physical contact, they give more exercises to the plebes to help develop their physical profile," he added.

Recently, videos have circulated in social media showing actual hazing incidents at the military school. Six upperclassmen were responsible for the beatings doled out on the plebes.

According to PMA spokesperson Captain Cheryl Tindog, the hazing incidents took place in 2017 and in 2018.

Clement said all the incidents, including those that happened in the past, are being investigated.

"We have already identified cadets that have been involved and the appropriate cases or punishments are starting to be implemented already," Clement said.

The AFP chief has floated the idea that a third party, which will include members of the academe as well as graduates of the military school, should review the system inside the PMA.

For the first time in its history, Manila is seeking Russian assistance to upgrade its defensive capabilities and, potentially, even develop its energy resources in the South China Sea.

“I'm better off in saying that my favorite hero is [Vladimir] Putin,” Philippine President Rodrigo Duterte once said when asked about his opinion of global leaders back in 2016. A few months later, he became the first Filipino leader in recent memory to make a state visit to Moscow, where he met his putative political mentor and broke the century-old ice in Philippine-Russia relations. Earlier this month, Duterte made a second visit to Russia, cementing one of the most dramatic strategic realignments in Asia. Almost single-handedly, he has ended the American-trained Philippine military’s age-old inhibitions about military cooperation with Russia.

For the first time in its history, Manila is seeking Russian assistance to upgrade its defensive capabilities and, potentially, even develop its energy resources in the South China Sea. To put things into perspective, the newfound Philippine-Russia rapprochement is not only the reflection of an outright ‘bromance’ between two of the most prominent authoritarian leaders, which could fizzle out over the years and political cycles. But it also represents a potential hedge against China’s encroachment into Philippine waters. In a remarkable twist of events, an American ally is seeking post-Soviet Russia’s assistance to stave off communist China. And it took a surreal combination of strategic boldness and pure opportunism on the part of Duterte and Putin to make this happen.

New Horizons

Undoubtedly, there is certainly an element of personal chemistry that drives the blossoming Philippine-Russia relations. Over the years, a whole host of world leaders, including President Donald Trump and Hungarian Prime Minister Viktor OrbĆ”n, have unabashedly praised Putin’s supposedly firm and decisive brand of leadership, especially his successful consolidation of personalistic power in a de facto one-man regime. Not to mention, other populist authoritarians such as Turkish President Recep Tayyip Erdogan, the modern Sultan, who has managed to build a virtually identical system across the Black Sea.

The Filipino president, however, is likely Putin’s most enthusiastic protĆ©gĆ©, who has repeatedly cussed at the West’s supposed interference in his affairs. No wonder, Duterte is likely attracted to Putin’s ideology of “sovereign democracy” (suverennaya demokratiya), which, according to veteran Russian propagandist Vladislav Surko, denotes a regime whereby a “society's political life…the political powers, their authorities, and decisions are decided and controlled by…the people that formed it.” As the longtime Putin advisor put it, a nation is democratic in so far as it’s insulated from external meddling, especially from Western powers. Notorious for his arbitrary decision-making and apocalyptic rhetoric, Duterte’s politics also closely resemble the views of Putin’s state philosopher, Ivan Ilyin, who argued in favor of a savior-leader that rules based on “redemptive excess” and “patriotic arbitrariness.”


But as Duterte made it clear at the 6th Annual Meeting of the Valdai Discussion Club in Sochi, reaching out to Russia is a critical element of his so-called “independent foreign policy”, which seeks to diversify the Philippines’ Western-centric strategic tradition. During his high-profile speech, with no less than Putin and other Eurasian leaders in attendance, the Filipino leader lamented how his predecessors ignored and pushed Russia to “the margins”, an “oversight of [huge] strategic proportion”, which he seeks to redress through proactive engagement of the Putin regime. He also made it clear that this is less about ideological alignment against the liberal West, but instead about “expand[ing] the horizon of Philippine diplomacy by deepening our engagement” with like-minded nations in the East.

Russia To the Assistance

Duterte’s Russian foray, however, goes beyond pure symbolism and strategic posturing. During his first visit to Moscow in mid-2017, the Filipino president, accompanied by top defense and national security officials, managed to strike a number of key agreements even if he had to make an emergency return to Manila amid the siege of Marawi by so-called Islamic State (IS)-affiliated militants. The most crucial one was the Agreement on Defense Cooperation (ADC), which provided an unprecedented framework for bilateral defense cooperation as well as the purchase of Russian weapons. Throughout the months-long battle against IS in the southern Philippines, Russia rapidly leveraged counter-terrorism cooperation to build military-to-military ties with the American-trained Armed Forces of the Philippines (AFP).

With a historic defense agreement in place, Russia offered military assistance, including armored vehicles and rifles; explored joint naval exercises in the Philippines’ porous maritime borders with Malaysia and Indonesia; and likely even offered intelligence on IS fighters in Southeast Asia. Over time, the AFP and Russia began exploring the purchase of advanced weaponry amid a multi-billion-dollar military modernization program in the Philippines. And despite active American discouragement and sanctions against Russia, the Philippines is now set to acquire 16 units of MI-17 medium-lift helicopters from Moscow. No less than Philippine Defense Secretary Delfin Lorenzana, who formerly served as a defense attachĆ© in Washington DC, recently said that the AFP is seriously contemplating the potential purchase of not only warships, tanks, and attack helicopters, but also kilo-class submarines from Russia.

Amid blossoming defense ties, Moscow recently appointed its first-ever defense attachĆ© in Manila, with the Russian embassy boasting: “What we can assure you, if you are going to procure military equipment for us, we are going to give you brand new ones and not second hand.” This was a thinly veiled jab at the US, which has faced constant criticism, especially from Duterte and his henchmen, for supposedly dumping suboptimal weapons to its oldest Asian ally. In addition, the Filipino president relishes Russia’s disregard for human rights concerns, which has partially affected American defense aid to the Philippines in recent years. In short, Russia represents an alternative military supplier, which strengthens Duterte’s hands toward Washington.

Moreover, during the Philippine-Russia Business Forum, Duterte invited top Russian companies to explore opportunities in the Philippines’ booming infrastructure and energy sectors. Crucially, he courted offshore energy investments from Russian oil giant Rosneft. The details of the exploratory agreements are still unclear, but there are discussions over potential Russian investments in the Philippine waters in the South China Sea. As neighboring Vietnam has shown, Moscow can serve not only as a key source of military hardware, including state-of-the-art kilo-class submarines but also strategic energy investments to keep China at bay. Major Russian energy companies, specifically Rosneft, Gazprom, and Zarubezhneft, have been active participants in Vietnamese offshore projects in the South China Sea. Despite Moscow’s supposed alliance with China, the opportunistic Putin, who is in the middle of his own ambitious yet still haphazard pivot to Asia, has shown little reticence in arming and supporting Beijing’s rivals in the South China Sea, including both Vietnam and Malaysia. Thus, the Philippines can similarly leverage Russian weapons and energy investments to protect its interests in the disputed waters amid China’s revanchist expansionism. By reaching out to Russia, Duterte strengthens his position versus both the United States and China.

MARAMAG, Bukidnon — A female ex-rebel alias “Michelle” of Company Thunder, SRC2, North Central Mindanao Regional Committee (NCMRC) revealed that some leaders of the New People’s Army (NPA) use young female members to quench sexual desire.

This was confirmed when the 88th Infantry Battalion (88IB) troops uncovered contraceptive pills and condoms inside NPA hideout—locally known as “Hagpo”—in a forested part of Barangay Kibongkog, San Fernando, Bukidnon.


“Naa gyud mga abusadong lider nga gapanggamit ug mga babae sa ‘Hukbo’. Bisan ug minyo nga mga babae basta batan-on, makighilawas sila. Ug walay mahimo ang mga babae kundi mosugot nalang kay mahadlok man nga pasakitan o patyon ba hinuon. (There are abusive leaders who use women in the movement. The NPA leaders were having sex with their comrades. Even married women—as long as she is young—are forced to having sex with them due to fear of being killed).”

Under Republic Act 7877 or Anti-Sexual Harassment Act of 1995; Republic Act No. 8353 or the Anti-Rape Law of 1997; and Republic Act no. 9208 or the Anti-Trafficking in Persons Act, the CPP-NPA openly violated the law by doing forced sexual favors, sexual exploitation, and trafficking to the deceived victims.

The rage of the crowd pulled Lt. Colonel Franklin F. Fabic to pledge and commit in saving these women and youth out from hell grounds.

"I condemn these malicious and inhumane deeds of the CPP-NPA to the Filipino women and young victims inside their hideouts. It saddens me to imagine that these helpless women and youth cannot stand up against them because of power these leaders have. As a father, I cannot think of much worse than this done by the CPP-NPA to the daughters of longing parents. This has to be stopped. There is no place for these brutalities up there. We, in this unit, will help them out from their miseries and bring them back to their families where they should belong. CAMP SIONGCO, Maguindanao -- Government forces overran a major hideout of the communist New People’s Army (NPA) in the mountains of Palimbang, Sultan Kudarat on Friday.

After confirming intelligence reports about a plenum or gathering of the
NPA Daguma sub-regional command in Sitio Kuden, Barangay Batang Bagras, Palimbang, the Philippine Air Force conducted airstrikes at past 10 a.m. that sent the rebels scampering to different directions.

While ground troops of the Army’s 37th Infantry Battalion (IB) were conducting clearing operations, they found a huge NPA hideout, according to 603rd Brigade commander Col. Wilbur Mamawag.


“The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) continuously gains grounds against the communist terrorists in this part of the region,” Mamawag said.

“This accomplishment is tantamount to the success of Executive Order No. 70 of President Rodrigo Roa Duterte,” he added, referring to the President's order institutionalizing the "whole-of-nation" approach in addressing the root causes of rebellion.

Mamawag said the lair contained more or less 100 bunkers made of indigenous materials, foxholes, running trenches, classrooms, and multi-purpose structures with chairs and improvised blackboard, obstacle courses, documents, and medical kits.

“Based on information from civilian community, the encampment is used by the NPAs for regional assessment and training,” said 6th Infantry Division chief Maj. Gen. Diosdado Carreon, also the commander of the Joint Task Force Central.

The discovery of the hideout came six days after three NPA rebels surrendered to the 37IB in Palimbang.

Lt. Col. Roberto C. Go, commander of 37IB, identified the NPA surrenderers as Josie Mandaw Madagpo, 41; Jessie Gango Madagpog, 31; and Damama G. Gugo, 48. They said they were tired of running away from military operations.

The former rebels,
all members of the NPA West Daguma Front operating in Sultan Kudarat, yielded with them a caliber 30 Garand rifle and two home-made shotguns with magazines and ammunition
.

“I am happy that the three have finally decided to return to the fold of the law and (i) hope that more of their comrades will follow their lead,” Carreon said.

The three qualify for benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP), a government program for rebel returnees.

ZAMBOANGA CITY -- The Western Mindanao Command (Westmincom) is eyeing to tap all the local fishing firms to help secure the vast maritime domain here in Mindanao against intrusions by terrorists and pirates.

Lt. Gen. Cirilito Sobejana, Westmincom chief, said Friday that workers for fleets belonging to local fishing firms can be enlisted as Naval reserve to help them guard the porous maritime area.

Sobejana said the enlistment of fishing fleets will augment the limited floating assets of the Philippine Navy (PN) and the Philippine Coast Guard (PCG).

“The intention is to make this region very peaceful and progressive one,” Sobejana said citing the maritime potentials have not been tapped to the maximum brought about by the security issues.

Sobejana said some of the local fishing companies have already activated their own Special Civilian Armed Forces Geographical Unit Active Auxiliary (SCAA) and are affiliated as Naval reservists.

"There will be a huge expansion in our security coverage if all local fishing companies will be affiliated as a reserve unit of the Navy," he said.

“They (fishing firms) will be our force multiplier,” he added.

Jaydrick Johnson Ya, Southern Philippines Deep Sea Fishing Association president, said their 30 members representing some 800 fishing vessels are ready to serve as force multipliers to help secure the maritime area within the jurisdiction of Westmincom.

Yap said their fleets comprise of purse seiners, support fleets, carriers, light boats, and sonars.

He noted that some of their workers are already enlisted as Navy and Army reservists.

PAGADIAN CITY, Zamboanga del Sur – A total of 42 former New People’s Army (NPA) rebels and their dependents have graduated Friday from the skills training program of the Technical Education and Skills Development Authority (TESDA) here.

Capt. Clint Antipala, the Army’s 1st Infantry Division information officer, said Saturday they have completed two vocational courses and “are ready to work and be productive citizens.”

Antipala said they have completed through the government’s Training for Work Scholarship Program (TWSP) automotive servicing NC-II and electrical and installation maintenance NC-II.

One of the graduates turned emotional in his speech during the graduation ceremony as he thanked Gov. Victor Yu, the Army’s 53rd Infantry Battalion, the government agencies, and even President Rodrigo Duterte for the "support and empowerment" given to former rebels.

“We farmers want to cross the bridge of poverty, and for that to happen, we need to study and educate ourselves to cross that bridge and achieve success,” said the graduate, whose identity was withheld.

In his speech, Yu underscored the importance of government assistance in turning around the lives of former rebels.

“Every success of our constituents is also an achievement of our government because they can contribute to the progress and development”, Yu said.

Brig. Gen. Bagnus Gaerlan Jr., Army’s First Division assistant commander, challenged the graduates to serve the country and become productive citizens.

"This course that you have taken will be your stepping stone to achieve your goals in life and to those who want to serve the country, you can join the Philippine Army”, Gaerlan added.

Gaerlan also urged them to encourage other rebels to return to the fold of the law.

Local authorities in the Bukidnon town of Quezon blamed communist rebels for the blast that damaged the roof of the town's police headquarters and a civilian vehicle on Thursday night.

In a press statement on Friday, the local government unit of Quezon said the blast that rocked the police headquarter came from an anti-personnel mine (APM), causing minimal damage to its windows and wall.


It cited a post-blast investigation by the Scene of the Crime Operation (SOCO) and Explosive Ordnance Disposal (EOD) group, which indicated that the APM used in the attack was "similar to those captured from the New People’s Army (NPA).

"The Municipality of Quezon, Bukidnon condemns this heinous act of violence against a civilian entity, and calls on the NPA to respect International Humanitarian Law (IHL)," the statement said.

In a related development, the local chief executive of Cabanglasan town, Bukidnon, has also called on both the military and the NPA to "respect and abide" by the IHL, especially in the protection of unarmed civilians.

Mayor Reynante Inocando made the call during the observance of the United Nations Day on Thursday, where he underscored the importance of preserving the principles of the IHL in protecting the civilian populace.

"This celebration is to remind us that we and our community including our properties are protected by the International Humanitarian Law,” Inocando said.

Lt. Col. Ronald Illana, the commanding officer of the Army's 8th Infantry Battalion (8IB) who attended the ceremony, responded that the Army will always respect and practice the IHL principles as part of its Constitutional mandate.

“Your 8th IB army has been observing and respecting the International Humanitarian Law and we will continue to do so. My gratitude to Mayor Inocando for reminding the people that they are protected by this law,” Illana said.

Under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law signed between the Government of the Republic of the Philippines and the National Democratic Front (NDF)--the communist rebel movement's political arm--both parties agreed to respect human rights at all times.

Signed in 1998, the agreement also emphasizes the protection of civilian lives and properties.

Authorities arrested an alleged leader of a lawless group in Sarangani province and one of his followers, and recovered at least 14 high-powered firearms in separate raids on Friday in Malungon town.

Lt. Col. Lino Capellan, public information officer of the Police Regional Office (PRO)-12, identified the suspects as Luis LaƱelyn Malila alias “Kumander Lo”; and Tornica Masday Malila, both residents of Sitio Datal Lutay, Barangay B’laan in Malungon.


Capellan said Luis, listed as Malungon’s no. 1 most wanted person, is facing three counts of murder with no bail recommended and two counts of frustrated murder, while Tornica is charged with one count of murder.

Capellan said the two were nabbed during search and manhunt operations in Sitio Datal Lutay that targeted at least five suspects.

Armed with five search warrants for illegal possession of firearms and ammunition, and two arrest warrants for murder, he said the joint operating team swooped down on five houses in the area around 7:40 a.m. Friday.

The team was composed of elements from the Sarangani police’s drug enforcement unit, regional mobile force battalion and the Army’s 73rd Infantry Battalion.

Seized from Luis’ house were a Garand rifle, an Armscor 12-gauge shotgun, three homemade 12-gauge shotgun, an Estrella Parco air gun, a clip of Garand rifle ammunition, two steel magazines of homemade 12-gauge shotgun, two rounds of 12-gauge shotgun ammunition, five rounds of ammunition for 5.56 caliber and four rounds Garand ammunition.

The search at Tornica’s house resulted in the recovery of a homemade 12-gauge shotgun, a round of 12-gauge shotgun ammunition and four rounds of 5.56 caliber ammunition.

Capellan said two of the subjects -- Nelson Malila Fiang and Ronald Masday Malila -- managed to escape during the operation.

The official said the team recovered from Nelson’s house a Springfield Garand rifle, a homemade caliber 5.56 rifle, an Estrella Parco air gun, a clip of Garand rifle ammunition and seven rounds of ammunition for Garand.

He said the search at Ronald’s house yielded four homemade 12-gauge shotguns with two rounds of ammunition.

Capellan said subject Dante Maligon Malila was not around during the serving of the search warrant and no contraband was found at his house.

Brig. Gen. Alfred Corpus, PRO-12 director, said the suspects were part of an “armed lawless group” operating in the quad boundaries of Tampakan, South Cotabato; Columbio, Sultan Kudarat; Malungon, Sarangani; and, Kiblawan, Davao del Sur.

“They were responsible for atrocities within this area and behind the cases of cattle rustling and cultivation of marijuana,” he said in a statement.

He said Luis Malila and Tornica Malila will be facing additional charges of illegal possession of firearms while the same cases will be filed against Nelson Fiang and Ronald Malila.

The Armed Forces of the Philippines (AFP) on Saturday maintained that the filing of charges against two former officials of the Philippine Military Academy over the death of cadet of 4th Class Darwin Dormitorio due to alleged maltreatment, is part of due process.

"When soldiers, airmen, sailors, or marines face a military tribunal or a civilian court to answer charges for what they did or failed to do, that’s due process," AFP spokesperson, Marine Brig. Gen. Edgard Arevalo said in a message to reporters.

Last month, PMA Superintendent, Lt. Gen. Ronnie Evangelista and Cadet Corps Commandant, Brig. Gen. Bartolome Vicente Bacarro, resigned from their posts in wake of the incident.

"When men and women in uniform tasked to accomplish a mission are later asked to account for what they did or failed to do, that is soldiery," Arevalo noted.

"That is what military leaders who decide and act in all circumstances must be prepared to do," he said.

On Wednesday, the National Bureau of Investigation (NBI)-Cordillera filed a complaint against the two former PMA officials at the Baguio City Prosecutor's Office for violation of the Anti-Hazing Law.

In its complaint, the NBI said the officials did not do anything to probe or act to prevent the maltreatment against Dormitorio.

Earlier this month, the Dormitorio family filed murder, hazing and torture charges against several PMA cadets and tactical officers over the cadet’s death.

On September 18, the 20-year-old cadet was found unconscious inside his room at the academy by fellow cadets and was brought to the hospital where he was declared dead on arrival.

MIDSAYAP, North Cotabato — Relatives of the seven alleged IS-linked Moro rebels slained in an encounter with government forces in Barangay Tumbras here Wednesday claimed they were innocent, minors and not rebels.
Manto Sema, grandfather of Angelo Bangon, one of the seven alleged members of Bangsamoro Islamic Freedom Fighters (BIFF) killed, showed to reporters the social media images of his grandson.

Sema said Bangon was only 13 years old and joined his friends into fishing and stayed overnight in one of the friend's house.

The suspects were killed in clashes with Midsayap police and members of 34th Infantry Battalion in a swamp area of Barangay Tumbras early this month.


“He and his friends were only fishing in the marsh and slept there prior to the alleged encounter,” Sema said in the vernacular.

He stressed it was not true that his grandson was recruited by the BIFF.


However, Major Arvin John Encinas, speaking for Western Mindanao Command (Westmincom), said the slain victims were child warriors of the BIFF.

“This proves now the persistent reports of recruiting minors by the BIFF using them as combatants is real”, Encinas said.


Soldiers and police were to serve the search warrants against Mama Macalimbol in Barangay Tumbras on Wednesday. He was linked to the bombing in front of Sto. Nino Church in Midsayap and allegedly a member of a big-time drug syndicate.

Lieutenant Colonel Glen Caballero, commander of the 34th Infantry Battalion who led the operation, said the gunmen opened fire on government forces, triggering a 40-minute firefight that left seven dead, including Macalimbol.

Government forces seized high powered guns, including cal. 50 sniper rifle, Garand rifle, Armalite rifle and ammunition.


The BIFF under Commander Bungos, denied through its spokesperson Abu Mama, that Macalimbol was a group member.

Security forces killed seven suspected members of an Islamic State-inspired militant group during a clash in the southern Philippines, the military said Friday.

Combined police and military forces attacked the suspects’ hideout in a village in southern Midsayap town on Wednesday, sparking a firefight that led to the casualties, local infantry commander Lt. Col. Glen Caballero said.

“The suspects engaged the security forces in a 30-minute gun battle,”
Caballero said. Soldiers recovered several firearms, including sniper rifles, from the slain men, he said.

Officials identified those killed as members of the Bangsamoro Islamic Freedom Fighters (BIFF), a Muslim rebel faction that has pledged allegiance to the Islamic State (IS).


BIFF claims to fight for full independence for Muslims in the south and is a breakaway faction of the Moro Islamic Liberation Front, which had ended its insurgency in 1996 when it signed a peace agreement with the Philippine government in exchange for autonomy in southern Mindanao region.

The government has said that the BIFF, while it pledged allegiance to IS, did not send fighters to the southern city of Marawi two years ago. Other IS-linked militant groups attacked Marawi in May 2017, triggering five months of heavy fighting and aerial bombings that destroyed the lakeshore Islamic city and killed 1,200 people, most of them militants.

The IS local leader, Isnilon Hapilon, and several key commanders, including foreigners, were killed in Marawi. The group has named a replacement for Hapilon, Sulu-based Hatib Hajan Sawadjaan of the Abu Sayyaf group.

Meanwhile, the BIFF maintains a strong presence in the central Mindanao region, officials said.

Regional police commander Col. Maximo Layugan said the suspects killed in the Wednesday clash were behind “terroristic and criminal activities” in Midsayap town, south of Marawi.

Among those killed was Mama Macalimbol, a BIFF fighter wanted for several crimes including a grenade attack on a Catholic Church in Midsayap that injured 16 people on Christmas Eve 2016, Layugan told BenarNews.

“These are notorious criminals linked to a local terror group and responsible for sowing atrocities in the locality,” he said.

AN ARMY and police officer were wounded after a firefight with members of the New People’s Army that lasted more than 10 minutes in Barangay Suguib, Besao, Mountain Province late afternoon of October 24.

Sergeant Lito Anilom Naganag of the Special Forces Regiment and Airborne and another police patrolman, whose identity is still being verified as of Friday was wounded in action according to a report from Police Lieutenant Colonel Crisante Sadino, officer in charge of the Deputy Provincial Director for Operations of Mountain Province Provincial Police Office (MPPO).

Sadino said while members of the Section 4 of Special Force Combat Qualification Course (SFCQC) Class 15-19 composed of an officer and 24 enlisted personnel led was conducting a field military operations (FMO) when they
encountered more than three communist terrorists believed to be members of the Kilusang Larangang Guerilla Ampis under Lupito Wigit a.k.a Tangkib in the area.

After the firefight, members of the communist terrorists withdrew.


“This is in relation to the joint operation Oplan Kapanatagan wherein there was an ongoing operation which started a month ago which included the special forces operating in the area together with members of the Philippine National Police – Cordillera together with the 5th and 7th Infantry Division wherein they encountered these members of the communist terrorist in Besao, Mountain Province and unfortunately we had one from the government force and another from the PNP who were wounded but are now in the hospital for treatment in Nueva Ecija,” Police Regional Office Cordillera director Police Brigadier General Israel Ephraim Dickson said.

At 4 p.m. of the same day, Section 2 of SFCQC Class 15-19 composed of an officer and 25 personnel also encountered close to five rebels believed to be members of the Kilusang Larangang Guerrilla Ampis in the same area.

No reported casualties or wounded were reported on the government side while an undetermined number of possible casualty was recorded on the communist terrorists.

“We are continuously conducting our operation specially with this incident wherein we have strengthened our checkpoint and combat operations in the said area aside from our monitoring and intelligence gathering to determine the movements of our enemies which is in coordination with the Armed Forces of the Philippines here in our region,” Dickson added.

Joint operatives of the Saranggani Provincial Police Office and the Philippine Army on Thursday arrested the vice commander of Guerilla Front 73 of the New People’s Army wanted for arson. 

Nabbed was Jonie Calaba, 25, alias “Jepoy,” a resident of Sitio Tinipakan, Barangay Sta. Clara, Kalamansig, Sultan Kudarat. 

Calaba was held responsible for burning heavy equipment worth P35 million owned by Silvicultural Industries Inc. on March 7, 2015 at Brgy Hinalaan, Kalamansig, Sultan Kudarat. 

His group operates in Barangay San Jose, General Santos City and municipalities of Banga, Tupi, Polomolok, Lake Sebu, and T’boli, all in South Cotabato, and Kiamba in Sarangani Province. 

Calaba was brought to the Sarangani Police Provincial Office for proper documentation and disposition.

SULTAN KUDURAT, Philippines — Soldiers took over Friday a large camp of the New People’s Army in Palimbang town after an airstrike that sent its occupants running for their lives.

The clearing operation of the 603rd Brigade under the Army’s 6th Infantry Division that
led to the fall of the NPA enclave in Barangay Batang Bagras in Palimbang, Sultan Kudarat was carried out after residents confirmed the presence of NPAs in the area collecting “protection money” from hapless farmers on periodic basis.


The camp, located at a hinterland in Sitio Kuden in Barangay Batang Bagras, has overhead bunkers and a makeshift school where recruits were trained in fabrication of improvised explosive devices.

Col. Wilbur Mamawag, commander of the 603rd Brigade, said Saturday they are thankful to vigilant residents and local officials who helped them locate the NPA camp.

Local leaders, among them members of the municipal peace and order council, told reporters a number of NPAs were wounded in the aerial sortie by the Tactical Operations Group 12 of the Air Force that preceded the takeover of the rebel stronghold by 603rd Brigade servicemen.
