KOTA KINABALU: The curfew in the waters off seven districts in the Eastern Sabah Security Zone (ESSZone), which ends today, has been extended to Oct 23, said Sabah Police Commissioner Datuk Omar Mammah.
The curfew from 6pm to 6am covers the waters off Tawau, Semporna, Kunak, Lahad Datu, Kinabatangan, Sandakan and Beluran, he said in a statement on Monday (Oct 7).
“Those living in the affected areas should remain indoors, while outsiders would not be allowed to enter the waters there between 6 pm and 6 am during this period.
“The curfew order is to ensure that the area is not invaded by terrorists who could threaten the safety and security of researchers conducting their studies, as well as tourists at the resort islands.
"This curfew also ensures the safety and well-being of Sabahans in the ESSZone" he added.
Omar said the curfew would also facilitate enforcement and monitoring of boat movements, while the presence of security forces would provide a sense of security for chalet operators and fishermen in the area.
He said based on information, Abu Sayyaf militants and those carrying out kidnapping for ransom in the southern Philippines were still trying to intrude to commit abductions and cross-border crimes.
"I have also authorised all district police chiefs in the ESSZone to issue permits to eligible applicants for fishing activities or to attend to urgent matters during the curfew," he added. — Bernama

The Iloilo City Police Office (ICPO) plans to counter the alleged recruitment activities of the New People’s Army (NPA) in schools by conducting symposiums.
“We are coordinating with various schools if they can give us time to have a symposium with students,” said Police Captain Shella Mae Sangrines, ICPO spokesperson.
The ICPO plans to conduct forums in high schools and colleges.
“We will enlighten the students about the NPA and why it is not good to join the rebel group. Conducting forums is a proactive measure,” said Sangrines.
The Philippine Army recently bared that half or perhaps even majority of NPA cadres in Panay Island are below the legal age of 18.
These underage fighters were lured into joining the NPA by false promises, according to Lieutenant Colonel Joel Benedict Batara, commander of the 61st Infantry Battalion (61IB).
There are an estimated 100 fighters in NPA Panay’s southern and central fronts, said Batara.
“Broken promises led some of them to surrender,” he revealed.
In July, a rebel who surrendered, Ka Aguila from Calinog, Iloilo, told the Army he was 15 years old when he was recruited to the NPA. His role was agaw armas (seizing firearms) from policemen.
He decided to surrender due to constant hunger and the failed promise of their leaders of a monthly salary of P5,000.
According to Batara, the NPA recruits youngsters mostly in schools and far-flung barangays. He urged parents to monitor the activities of their children.

The capture of young rebels and recovery of documents in Northern Samar confirmed the recruitment of students and extortion activities of the New People’s Army (NPA) in the poverty-stricken province.
The revelations of Rey Christian Sabado, Anton MaƱoso, and Edwin Piczon after their capture prove that the reports about the activities of the communist terrorist group are true, the Philippine Army’s 20th Infantry Battalion (IB) said in a statement issued Sunday.
The operating troops were conducting security patrol to verify the reported extortion activities by the NPA in the upland villages of Quirino, San Miguel and San Francisco in Las Navas, Northern Samar last Oct. 3 when they apprehended the three rebels carrying firearms, explosives, and subversive documents.
“The subversive documents recovered from arrested NPA members contain information that links the terrorist group with a repressive organization like Katungod Sinirangan Bisayas-Karapatan. It also contains a list of business establishments as their target of extortion activities,” the statement said.
Sabado told soldiers that he was a college student of the Polytechnic University of the Philippines in Sta. Mesa, Manila, but failed to earn a degree as he was recruited by the Sandigan ng Mag-aaral para sa Sambayanan (Samasa) in PUP in 2016. The group convinced him to become a full-time NPA fighter.
“Per his own admission, he participated in the attack of Geparayan Detachment in Silvino Lobos, Northern Samar last March 2017. He was sent by the Communist Party of the Philippines from Manila to help the propagation of White Area operations in Northern Samar,” the 20th IB said.
The military unit issued the statement after militant group Karapatan claimed in its social media post that the captured rebels were tortured by soldiers. The 20th IB also posted the latest medical certificates and photos of the three NPA members to prove that they have no injuries.
“We assure the family, relatives and the general public that Sabado and his company are now in the custody of the Philippine National Police (PNP) and are treated humanely in accordance with the rule of law,” the Army stated.
The 20th IB also posted a short video message of Sabado telling his family not to worry since the soldiers and policemen are treating them fairly.
The Philippine Army is urging the youth to become responsible citizens and not be deceived by the communist ideology in order to not experience the same consequences suffered by Sabado.
“The public should readily dismiss these social media postings of the terrorist-front organizations, as it is treacherously aimed at deceiving the populace and discrediting the government’s peace and development efforts,” the statement read.
The military also asked the NPA-allied organizations to stop their lies and deception in the guise of propagating democratic rights and putting the lives of their recruited youth in danger.

SOLDIERS of the 33rd Division Reconnaissance Company (33rd DRC) under the 62nd Infantry Battalion (62nd IB) encountered more or less than 15 New People's Army (NPA) terrorists at 5:20 a.m. Sunday, October 6, in Sitio Bugo, Barangay Buenavista, Himamaylan City, Negros Occidental.
According to the army report, the clash happened after 62IB troops discovered an NPA lair nearby Sitio Ulitao in the same barangay, a day earlier.
A firefight ensued for 30 minutes after which the NPAs withdrew toward southeast of Sitio Balatugan in the same barangay.
No casualties from the government troops were reported, but at least two NPAs were killed based from local witnesses and bloodstains left in enemy positions.
Recovered from the site were 45 rounds of ammunition for M16 rifle, trip wires for anti-personnel mines (IED), one backpack, one hammock, one poncho, a medical kit, medicines, two NPA sweatshirts, and a wallet.
"To our soldiers, let's continue attacking these extortionist-terrorist NPAs before they attack us. Once again, I urge everyone to continue supporting government forces in order to prevent the NPAs from exploiting and victimizing the people," 303rd Infantry Brigade Commander Brigadier General Benedict Arevalo said.
The troops are currently clearing the area and conducting pursuit operations.
This is the third encounter in Barangay Buenavista, Himamaylan, Negros Occidental and the 15th armed clash of soldiers under the 303rd Brigade against the NPAs this year.

SECURITY forces, together with the City Government of Davao, launched on October 2 the Kalilintad 911 Program, a new anti-terrorism initiative in Davao City designed to track Internally Displaced Persons (IDPs) from Marawi who are still in Davao City.
Task Force Davao (TFD) commander Colonel Consolito Yecla said that other counter-terrorism campaigns of the Armed Forces of the Philippines (AFP) in Mindanao are undergoing a special intervention program from the Davao City Government dubbed as “Kalilintad 911 Program.” Kalilintad is a Maranao term for peace.
Earlier, there were a total of 207 IDPs who have completed the initial screening and social investigation to assess their general health and well-being while staying in Davao City for more than two years after the liberation of Marawi.
The launching of the program includes free medical and dental consultations including medicines and vitamins for IDPs. There were also food packs and school supplies given to the beneficiaries at the TFD headquarters. These IDPs were forced to evacuate after fighting erupted in Marawi on May 23, 2017.
“IDPs especially the orphans and widows are vulnerable to terrorists’ exploitation. The intervention program is necessary to prevent the development of home-grown terrorists or supporters in Davao City," Yecla said.
Following the directive of Davao City Mayor Sara Duterte-Carpio, TFD together with the Davao City Social Services and Development Office (CSSDO) and Davao City Health Office (CHO) implemented this program to protect the IDPs from the influence of the terrorists.
During the activity, after assessing their situation through an interview and profiling, Commissioner Norman Baloro from the Office of the Presidential Commission for the Urban Poor (PCUP), who was present during the activity said IDPs will be first recommended to undergo the “Balik Probinsya” Program with transportation allowance from the city.
The “Balik Probinsya” Program will be given priority to reduce the number of IDPs in the city similar to the scheme implemented by Davao City for Super Typhoon Yolanda evacuees.
"In case there will be a sudden influx of IDPs (not in the original list) from other cities, they will be advised to return with an endorsement from the city. Other cities may implement the same scheme to complement the efforts of the government in Bangon Marawi Program. The rehabilitation program takes time. Other cities in Mindanao may look into the IDPs situation in their area to insulate them from the influence of the terrorist," Yecla said.
Yecla added that if it will not be feasible, the IDPs will be given the Sustainable Livelihood Program (SLP) as an option while the qualified orphans of the war may be placed under the Educational Assistance Program. Other programs may include Assistance in Crisis Situation if necessary and inclusion in the Department of Social Welfare and Development's Listahan.

The rottenness and criminality up to the upper echelons of the state police forces are being played out fully in the senate hearings during the past few days.
The police chief himself has been implicated in the case involving police officers who pilfered more than 160 kilograms worth P650 million in a 2013 drug bust operation and set free the suspected drug trafficker in exchange for 50 million pesos and sports utility vehicles.
Such nefarious acts by police officers are a daily occurrence in the country. This is widely known to the broad masses. The people know well how police officers are daily involved in criminal syndicates from the street pickpockets to the various rungs and highest levels of the drug criminal syndicates.
Crime and politics meld in the PNP, as well as in the AFP. The police and military are a battleground of rival political cliques and criminal syndicates in the illegal drug trade, jueteng and other forms of illegal gambling, prostitution, human trafficking and others. Police and military officers are loyal to one or another rival criminal network, at the same time, to one politician or another rival dynasty or party.
Police and military generals pocket millions of pesos for providing protection to their allied syndicates. They also use their positions to hit at the operations of rival syndicates or prevent these from entering their territories.
The combination of crime and politics is now at its worst. The rottenness and criminality up to the upper echelons of the state police forces are being played out fully in the senate hearings during the past few days.
The police chief himself has been implicated in the case involving police officers who pilfered more than 160 kilograms worth P650 million in a 2013 drug bust operation and set free the suspected drug trafficker in exchange for 50 million pesos and sports utility vehicles.
Such nefarious acts by police officers are a daily occurrence in the country. This is widely known to the broad masses. The people know well how police officers are daily involved in criminal syndicates from the street pickpockets to the various rungs and highest levels of the drug criminal syndicates.
Crime and politics meld in the PNP, as well as in the AFP. The police and military are a battleground of rival political cliques and criminal syndicates in the illegal drug trade, jueteng and other forms of illegal gambling, prostitution, human trafficking and others. Police and military officers are loyal to one or another rival criminal network, at the same time, to one politician or another rival dynasty or party.
Police and military generals pocket millions of pesos for providing protection to their allied syndicates. They also use their positions to hit at the operations of rival syndicates or prevent these from entering their territories.

The nationwide protest actions mounted by jeepney drivers and operators and other transport workers last September 29 successfully manifested widespread opposition to the Duterte regime’s anti-poor plan of phasing-out jeepneys in the guise of “modernization.” Several days later, 5,000 public school teachers and government employees joined demonstrations to demand a salary increase to allow them to cope with the rising cost of living.
Earlier, several thousand people joined protest actions across the country to mark the 1972 declaration of martial law and protest Duterte’s fascist reign. A few weeks earlier, students in Metro Manila and other cities rallied in their thousands to protest against the red-tagging of student and youth activist organizations and plans to establish police and military presence inside school campuses. At the same time, workers in different factories have been mounting protest actions and strikes as they assert their rights to organize and demand regularization and wage increases.
These protest actions show that the broad masses have not been cowed nor silenced by the acts of tyranny and state terrorism under Duterte’s undeclared martial law rule. Over the past months, Duterte’s security and defense officials have relentlessly red-tagged the different democratic organizations to paralyze and clamp down on their activities. Using public funds, they have organized “pro-Duterte” fascist-type groups to misrepresent the interests of the broad masses. All these have failed to stop the democratic organizations from asserting the people’s rights and giving voice to the grievances and demands of their constituents.
The recent mass actions also show that the various democratic sectors are increasingly vocal and active in pushing for their rights and welfare. In the face of worsening social and economic conditions in the cities and in the countryside, the people are being compelled to unite and take collective action. More massive protest actions in the coming months are bound to be ignited by Duterte’s anti-people economic and social policies and programs.
In the countryside, millions of peasants are being pushed to rise up in the face of the grave consequences of the liberalization of rice imports on hundreds of thousands of palay farmers, and widespread dispossession and economic displacement resulting from relentless land-use conversion and land grabbing to pave the way for corruption-ridden infrastructure projects, plantations, mining operations and energy and tourism projects.
In the cities, the broad masses of workers, semiproletariat and pettybourgeoisie are reeling from massive joblessness, rising prices of food and basic commodities, more onerous tax burdens, lack of income and low wages, homelessness, breakdown of public transportation and decaying social infrastructure and services and other social ills.
Instead of putting into place measures to address the socio-economic crisis, the Duterte government implements old and discredited neoliberal economic policies which perpetuate economic backwardness and dependence on foreign loans and investments. These are accompanied by such anti-people measures as higher taxes, cuts in social subsidies, wage freezes, suppression of workers rights and so on. These are made worse by bureaucratic corruption and criminal collusion.
The broad masses demand jobs, regular work, higher wages, lower prices, improvements in public services, an end to full liberalization of rice imports, a stop to land-use conversion, an end to corruption and police drug killings and other social ills. They cannot forever be placated by Duterte’s false promises, palliatives and short-term measures which fail to resolve the deeply rooted social and economic crisis.
With the Duterte regime’s refusal to heed their demands and aspirations, rising up in collective action is the only democratic recourse of the broad masses.

Maling ibintang ni Duterte, sampu ng kanyang mga pasistang galamay sa loob at labas ng Senado, sa mga hayag na organisasyong masa, mga progresibong organisasyon at partylist kung bakit maraming mga manggagawa, magsasaka, kabataan at estudyante, kababaihan, mga maralitang tagalunsod at iba pang demokratikong uri’t sektor ang sumasapi sa New People’s Army. Nakasaad sa ulat ng dalawang komite ng Senado ang panukalang pagbabawal sa mga progresibong partylist sa ilalim ng Makabayan Bloc at ng mga kaalyado nitong mga progresibong organisasyon. Ganundin, ipinanukala sa mga pamunuan ng mga paaralan at unibersidad na kasuhan ang mga gurong nanghihikayat sa kanilang mga estudyante na lumahok sa mga rali at demonstrasyon laban sa gubyerno at sa kabilang banda hayaan ang presensya ng AFP-PNP sa loob ng mga kampus para sa diumano’y pagbibigay proteksyon sa mga estudyante mula sa mga ‘komunista at terorista’.
Pinasasampahan din nila ng kaso sina Kabataan Partylist Representative Sarah Elago at iba pang lider kabataan at estudyante sa diumano’y pagrerekrut ng mga menor de edad para sumapi sa NPA.
Nangangarap nang gising ang pasistang rehimeng US-Duterte na magagawa niya ngayon ang hindi nagawa ni Marcos nang ito ay magdeklara ng Martial Law para gapiin ang nuo’y kababagong tatag na CPP at NPA na nasa panimulang pagpupundar pa lamang ng armadong pakikibaka sa buong kapuluan. Lalong nalantad ang pagiging huwad at bangkarote ng kampanya ni Duterte laban sa iligal na droga. Lumilitaw na wala talaga siyang intensyon na wakasan ang paglaganap ng iligal na droga sa bansa kundi ang hawanin ang landas upang ang kanyang sindikato ang solong makapaghari at komontrol sa bilyon-bilyong halaga ng negosyo ng iligal na droga sa bansa kasabwat ang kanyang mga mapagkakatiwalaang matataas na opisyal mula sa AFP, PNP, Philippine Drug Enforcement Agency (PDEA) at Bureau of Customs (BOC).
Wala nang bisa sa publiko ang anupamang pag-iingay at pagpapahayag ni Duterte ng matapang na pagbabanta na hindi niya lulubayan ang pagpuksa sa iligal na droga at gagawin pa niya itong higit na madugo at nakakapangilabot.
Mas nagiging malinaw na ang kampanya ni Duterte laban sa iligal na droga ay pangunahing nakatuon pangunahin sa pagwasak sa suplay at estabilisadong palengke ng iligal na droga ng kanyang mga karibal na sindikato at itanghal ang sarili at mga pinapaborang druglords bilang mga bagong hari at may kontrol sa teritoryo at daloy ng suplay ng iligal na droga. Isang tipikal na labanan ng mga magkakaribal na sindikato na humahantong sa mga patayan at eliminasyon sa isa’t isa at ang mga pangunahing tinatamaan at nagmimistulang collateral damage ay mga maliliit na tulak at adik. Patunay lamang nito ang ginawang pamamaslang kina Espinoza, Parojinog at pagtatangka sa buhay ni Loot ng Visayas at Mindanao.
Isang napakalaking katanungan sa publiko kung bakit hanggang ngayon ay hindi pa rin nakakasuhan ang mga taong sangkot sa pagpuslit ng bilyun-bilyong halaga ng iligal na droga na dumaan sa Bureau of Custom (BOC) sa ilalim ng pamumuno nina Nicanor Faeldon at Isidro LapeƱa, mga pinapaborang dating opisyal ng AFP at PNP. Inilipat lamang ni Duterte sa ibang pusisyon sa gubyerno sina Faeldon at LapeƱa maging ang iba pa nilang mga nakabababang opisyal. Hindi kaya sadyang pinalusot ni Duterte ang bilyun-bilyong halaga ng iligal na droga sa Customs dahil siya at ang kanyang kasosyo sa negosyo ang may-ari ng nasabing kontrabando?
Kaduda-duda ang biglang paglambot ng tindig ni Duterte kaugnay sa isyu ng “ninja cops” matapos masangkot ang kanyang hepe sa PNP na si Gen. Oscar Albayalde dito. Ilang araw bago ito, matapang niyang ipinahayag na “uunahin niyang patayin” ang mga ninja cops na imbwelto sa recycling at pagbebenta ng iligal na droga. Ngayon, gusto na niyang ‘padaanin sa tamang proseso’ ang mga imbweltong “ninja cops” at ipinauubaya na niya sa DILG ang pag-iimbestiga matapos makumpleto ang pagdinig sa Senado.
Habang binibira ni Duterte ang ilang ninja cops para palitawing seryoso siya sa kampanya laban sa iligal na droga, patuloy naman ang kanyang pagkakanlong at pagbibigay proteksyon sa mga ninja cops na kapanalig niya. Ang pag-uutos niya ng imbestigasyon sa pagkakadawit ni Gen. Albayalde sa pagbibigay proteksyon sa mga ninja cops ay isang hakbangin para itago ang tunay na druglord at protektor ng mga ninja cops sa bansa na walang iba kundi si Duterte.
Kung ang mga ninja cops ay mahusay sa pagrerecyle ng mga nakukumpiska nilang iligal na droga, mahusay naman si Duterte sa pagrerecyle sa mga basura sa kanyang gabinete at mga tauhan.
Dapat ding imbestigahan at papanagutin si General Tokhang Bato de la Rosa ang unang hepe ng PNP na nagpatupad ng kampanya sa iligal na droga ng administrasyong Duterte kung saan napatay ang mahigit 5,000 mga adik at maliliit na tulak sa mga operasyon ng PNP dahil sa diumano’y ang mga ito’y nanlaban. Naganap din sa panahong ito ang paglobo sa mahigit sa 20,000 biktima ng extrajudicial killings na mga kasong may kaugnayan sa iligal na droga sa bansa.
Kailangang singilin at papapanagutin si Duterte at kanyang mga alipuris sa AFP-PNP sa kanilang pekeng kampanya laban sa iligal na droga. Dapat ipaglaban ang katarungan sa mga naging biktima ng madugong gera kontra-droga na mga adik at maliit na tulak mula sa mahihirap na Pilipino. Dapat ilantad ang pagiging bulok sa kaibuturan ng mga armadong institusyon ng reaksyunaryong gobyerno na PNP at AFP na lalong binubulok ng pangungunsinti ni Duterte. Ang pagiging utak-kriminal ni Duterte ang lalong nag-eengganyo sa utak-kriminal sindikatong katangian ng AFP at PNP. Dapat itutok ng taumbayan ang galit kay Duterte bilang mamamatay tao, numerong-unong druglord at protektor ng mga paboritong ninja cops at malalaking sindikato sa iligal na droga sa bansa.###

Lalong nalantad ang pagiging huwad at bangkarote ng kampanya ni Duterte laban sa iligal na droga. Lumilitaw na wala talaga siyang intensyon na wakasan ang paglaganap ng iligal na droga sa bansa kundi ang hawanin ang landas upang ang kanyang sindikato ang solong makapaghari at komontrol sa bilyon-bilyong halaga ng negosyo ng iligal na droga sa bansa kasabwat ang kanyang mga mapagkakatiwalaang matataas na opisyal mula sa AFP, PNP, Philippine Drug Enforcement Agency (PDEA) at Bureau of Customs (BOC).
Wala nang bisa sa publiko ang anupamang pag-iingay at pagpapahayag ni Duterte ng matapang na pagbabanta na hindi niya lulubayan ang pagpuksa sa iligal na droga at gagawin pa niya itong higit na madugo at nakakapangilabot.
Mas nagiging malinaw na ang kampanya ni Duterte laban sa iligal na droga ay pangunahing nakatuon pangunahin sa pagwasak sa suplay at estabilisadong palengke ng iligal na droga ng kanyang mga karibal na sindikato at itanghal ang sarili at mga pinapaborang druglords bilang mga bagong hari at may kontrol sa teritoryo at daloy ng suplay ng iligal na droga. Isang tipikal na labanan ng mga magkakaribal na sindikato na humahantong sa mga patayan at eliminasyon sa isa’t isa at ang mga pangunahing tinatamaan at nagmimistulang collateral damage ay mga maliliit na tulak at adik. Patunay lamang nito ang ginawang pamamaslang kina Espinoza, Parojinog at pagtatangka sa buhay ni Loot ng Visayas at Mindanao.
Isang napakalaking katanungan sa publiko kung bakit hanggang ngayon ay hindi pa rin nakakasuhan ang mga taong sangkot sa pagpuslit ng bilyun-bilyong halaga ng iligal na droga na dumaan sa Bureau of Custom (BOC) sa ilalim ng pamumuno nina Nicanor Faeldon at Isidro LapeƱa, mga pinapaborang dating opisyal ng AFP at PNP. Inilipat lamang ni Duterte sa ibang pusisyon sa gubyerno sina Faeldon at LapeƱa maging ang iba pa nilang mga nakabababang opisyal. Hindi kaya sadyang pinalusot ni Duterte ang bilyun-bilyong halaga ng iligal na droga sa Customs dahil siya at ang kanyang kasosyo sa negosyo ang may-ari ng nasabing kontrabando?
Kaduda-duda ang biglang paglambot ng tindig ni Duterte kaugnay sa isyu ng “ninja cops” matapos masangkot ang kanyang hepe sa PNP na si Gen. Oscar Albayalde dito. Ilang araw bago ito, matapang niyang ipinahayag na “uunahin niyang patayin” ang mga ninja cops na imbwelto sa recycling at pagbebenta ng iligal na droga. Ngayon, gusto na niyang ‘padaanin sa tamang proseso’ ang mga imbweltong “ninja cops” at ipinauubaya na niya sa DILG ang pag-iimbestiga matapos makumpleto ang pagdinig sa Senado.
Habang binibira ni Duterte ang ilang ninja cops para palitawing seryoso siya sa kampanya laban sa iligal na droga, patuloy naman ang kanyang pagkakanlong at pagbibigay proteksyon sa mga ninja cops na kapanalig niya. Ang pag-uutos niya ng imbestigasyon sa pagkakadawit ni Gen. Albayalde sa pagbibigay proteksyon sa mga ninja cops ay isang hakbangin para itago ang tunay na druglord at protektor ng mga ninja cops sa bansa na walang iba kundi si Duterte.
Kung ang mga ninja cops ay mahusay sa pagrerecyle ng mga nakukumpiska nilang iligal na droga, mahusay naman si Duterte sa pagrerecyle sa mga basura sa kanyang gabinete at mga tauhan.

Panibagong panlilinlang ng AFP-PNP ang pakanang ‘special enlistment’ ng 203rd Infantry Brigade sa isla ng Mindoro. Sa balangkas ng ethnocentric approach ng kontrarebolusyonaryong digmang inilulunsad ng rehimeng US-Duterte, layon nitong magrekrut ng mga sundalo mula sa hanay ng mga katutubong Mangyan. Sa gitna ng maingay na panawagang wakasan na ang malaon nang kultura ng kabulukan at pasismo sa loob ng mga armadong institusyon ng estado, desperado ang AFP sa pagraratsada ng recruitment ng mga bagong tauhan nito. Ipinagmamalaki ng 203rd Bde na ‘binago nila ang mga rekisito’ upang ‘maging mas bukas sa mga katutubo at mapabilis’ ang proseso ng recruitment. Nangako rin ito ng napakataas na sweldo at mga benepisyo upang silawin sa pera ang mga katutubo at ang pagdestino sa mga katutubo sa kanilang mga lugar para lamang maenganyo at makumbinsi ang mga Mangyan na magparekluta.
May panibago at dagdag na namang iskema ang mga tiwaling opisyal ng AFP na mapagkukunan ng malaking halaga, para punuin ang kanilang mga bulsa, sa pamamagitan ng pangungurakot sa pondo sa rekrutment ng mga Mangyan. Tila hindi pa nasapatan sa malaking pondong kinurakot sa sapilitang rekrutment sa CAFGU, sa programang ECLIP at mga sapilitang pagpapasuko sa mga katutubo at iba pang sibilyan.
Ang totoo’y nais lamang nitong wasakin ang pagkakaisa ng mga Mangyan na may mahaba nang kasaysayan ng pakikibaka kasama ng rebolusyonaryong kilusan. Gagamitin nila ang mga Mangyan laban sa kapwa nila upang pahinain ang kanilang pagkakaisa at paglaban at mapadali ang pagpasok ng mga kumpanya sa pagmimina at iba pang mga mapanirang proyekto ng gubyerno sa mga lupaing ninuno.
Mabibigo ang 203rd Bde sa pakanang ito. Mulat ang mga katutubong Mangyan na ang AFP ay nagsisilbi sa mga kumpanya at entidad na nais kumamkam at umagaw sa kanilang lupaing ninuno. Hindi rin lingid sa kanila ang pasistang pamamaraan ng AFP dahil sila mismo’y biktima ng pamamaslang at walang-habas na pamimilit, pananakit, pamamaril, at pambobomba ng mga militar sa tuwing may operasyon. Kailanma’y hindi nila hahangaring mag-sundalo at sa halip, iginigiit nila ang pagpapalayas sa mga ito sa kanilang komunidad.
Hangga’t patuloy ang madugong gyera ng pasistang rehimeng US-Duterte, tuluy-tuloy na mamumuhi ang taumbayan sa AFP-PNP hanggang sa ganap na maihiwalay ang tiwali, berdugo at reaksyunaryong hukbo at pulis mula sa sambayanan. Kasabay nito’y hihigpit ang pagkakaisa at pagtutulungan ng mamamayan at New People’s Army para labanan ang pasismo at karahasan ng rehimen.
Tiyak na higit pang pababangisin ni Duterte ang mga pag-atake ng AFP at PNP upang salagin ang lumalakas na kilusang masang naghahangad na pabagsakin ang kanyang rehimen. Wawaldasin lamang ng estado ang buhay ng mga pulis at sundalong nagmula sa uring anakpawis, alang-alang sa kontra-mamamayang gyerang pinopondohan at idinidirehe ng imperyalismong US. Nakahanda ang mamamayang harapin ang lahat ng ito, kasama ang kanilang tunay na Hukbo. Mabibigo lamang si Duterte at ang mersenaryong AFP-PNP sa imbing pakana nitong durugin ang rebousyonaryong kilusan pagsapit ng 2022.###

Mariing kinukundena ng Lucio de Guzman Command – New People’s Army-Mindoro (LDGC – NPA-Mindoro) ang pinakabagong kasuklam-suklam na paglapastangan sa karapatang pantao ng 4th Infantry Battalion ng Philippine Army sa Timog Mindoro.
Walang-patumanggang pinaulanan ng bala ang isang bahay sa Sitio Ar-ar, Brgy. Manoot, Rizal, Occidental Mindoro noong Oktubre 3, 2019, alas-7:30 ng gabi. Dalawang sibilyan ang nagtamo ng malubhang tama ng bala. Naganap ang naturang paglabag sa karapatang tao dahil sa palpak na impormasyong nakuha ng mga militar na umano’y may mga myembro ng NPA ang nasa loob ng naturang bahay.
Nasa 30 tropa ng 4IB ang dali-daling sumugod sa bahay ni Mariela Torres, residente ng Brgy. Manoot, lulan ng isang 6×6 army truck at dala pa ang isang tangke saka pinagbabaril ang kanilang bahay. Nagtamo si Mariela, na noo’y nagdadalang-tao, ng tama ng bala sa kanyang balikat at hita. Samantalang ang kapatid nito, si Rica, ay nagtamo naman ng tama ng bala sa paa. Upang isalba ang kanilang mukha sa kahihiyan, kunwa’y sumaklolo ang mga pulis at dinala ang dalawang sugatang sibilyan sa malapit na ospital.
Ito ang tunay na mukha ng mga focused military operations (FMO) ng Armed Forces of the Philippines (AFP) sa balangkas ng kontra-insurhensyang programa ng rehimeng US-Duterte, ang Joint Campaign Plan Kapanatagan ng AFP katuwang ang Philippine National Police (PNP).
Umasa tayo ng panibagong serye ng paglabag sa karapatang tao ngayong nagsimula na ang huling FMO ng AFP sa huling kwarto ng taong ito. Kumbinsido ang AFP na nagtagumpay ang kanilang FMO noong Hunyo hanggang Agosto ngayong taong 2019 matapos na magdulot ng matinding pagpapahirap sa sibilyang populasyon.
Sa kabilang banda, bigo ang mga FMO ng AFP na kubkubin ni isang yunit ng NPA man lamang. Samakatuwid, ang ipinagbubunyi ng AFP na tagumpay ng mga FMO nito ay ang pagsikil sa karapatan ng mamamayan. Ito ang pamantayang mahusay na naabot ng 4IB at 203rd Brigade kung bakit sila ginawaran ng Southern Luzon Command bilang “best battalion” at “best brigade” sa buong Timog Luzon.
Naglulunsad ang AFP ng mga FMO sa mga erya kung saan aktibo ang mamamayan na magprotesta laban sa mga agresyong pangkaunlaran, tulad ng mapangwasak na operasyon ng pagmimina at proyektong pang-enerhiya. Ganito ang ginawa nila sa tatlong buwang FMO ng AFP sa mga baryo ng Monteclaro at Batasan sa San Jose, Occidental Mindoro at Lisap sa Bongabong, Oriental Mindoro. Ito ang sasaklawin ng multi-bilyong Pitkin Petroleum Limited na planong magmina ng natural gas at iba pang yamang-mineral.
Ang sibilyang populasyon ang pinakaapektado ng mga FMO ng AFP. Naghahasik ng lagim o terorismo ang mga militar sa mga eryang nilulunsaran ng FMO, kung saan karaniwan nang kaganapan ang istraping, pagnanakaw, tortyur, pambobomba, panununog, taktikal na interogasyon, iligal na paghahanap, pag-aresto at pagkukulong, pekeng pagpapasurender at extra-hudisyal na pamamaslang.
Nananawagan ang LDGC – NPA-Mindoro sa lahat ng mga yunit nito sa isla na paigitingin ang pakikidigmang gerilya upang biguin ang mga focused military operation, gayundin ang inasukalang bala na pakana ng mga Community Service Programs na magkabilang kamay ng Oplan Kapanatagan.
Gayundin, marapat na magbangon ang lahat ng biktima ng paglabag sa karapatang tao ng AFP. Hikayatin ang lahat ng mamamayan na nagmamahal sa kaparatang tao at tunay na kalayaan at demokrasya na sama-samang itakwil, ilantad, biguin at labanan ang Oplan Kapanatagan. Tanging sa sama-samang pagkilos at tagumpay ng demokratikong rebolusyong bayan masisingil ang mga mersenaryo at berdugong AFP-PNP. Pagbayarin ng mahal ang pangunahing mga kapural nito — si Duterte mismo, bilang hepe ng AFP-PNP, at ang mga galamay nito na sina Delfin Lorenzana, Hermogenes Esperon, Eduardo AƱo, Oscar Albayalde, pati na ang mga upisyal-militar ng 4IB, 203Bde at 2nd Infantry Division ng Philippine Army.

Bancasi, Butuan City – the 402nd Infantry (Stingers) Brigade of the 4th Infantry (Diamond) Division welcomed the newly installed Regional Director of the Police Regional Office (PRO) Caraga during his courtesy visit this morning, Thursday, October 3, 2019 at Headquarters 402nd Brigade, Brgy Bancasi, Butuan City.
The 402nd Infantry Brigade led by Col Maurito L Licudine, the Brigade Commander, together with his Officers and Enlisted Personnel warmly welcomed Police Brigadier General Joselito T Esquivel Jr, a member of Philippine Military Academy (PMA) Class of 1988 and former District Director of the Quezon City Police District (QCPD) of the National Capital Region Police Office (NCRPO). He is the 18th Regional Director of PRO13 replacing Police Brigadier General Gilbert DC Cruz.
The visit is in line with strengthening partnership and collaboration of Army and PNP units in Caraga in connection with the Joint Internal Security Operations (ISO) Campaign in the 402nd Brigade Area of Responsibility.
The 402nd Brigade rendered a Military Arrival Honor the newly installed RD PRO13 who came with his Quad Staff. A photo opportunity was conducted in front of the Brigade Admin Building before the signing of Guest Book followed by a briefing presentation on the assessment and campaign progress of the 402nd Brigade.
In his statement, Police Brigadier General Esquivel Jr said “I commend the 402nd Brigade of the successful efforts against the Communist Terrorist Group (CTG) in Caraga. The PNP will provide extra support to our Army troops and will complement all its operations in the aspect of legal matters and the conduct of intensified and strong security checkpoints. My visit now is mainly getting to know the field commanders of the Army units in Caraga and identify what specific support we can give.”
Meanwhile, Col Maurito L Licudine, Commander of the 402nd Brigade said “the visit is very important for us so that we will be able to know the guidance of the new Regional Director as part of sustaining our interoperability and supporting mechanism between the Army and PNP to address the insurgency and criminality problem in Caraga as the PBGEN Esquivel has a wide range of experience in combatting terrorism.”
“Hearing the guidance and wisdom of the new RD, PRO13 will significantly shape the upcoming operations between the Army and PNP in Caraga. Together, the 402 Brigade and PRO13 shall make the CTG and lawless elements irrelevant and inconsequential to achieve lasting peace and security in Caraga”, Col Licudine added.

New Bataan, Compostela Valley Province – Another school rises through the Bayanihan sa Paaralan Build 2019 that was reinforced by a thousand volunteers who handedly constructed the building for roughly two weeks. Their happiness is evident during the turn-over ceremony of the newly erected “Barez Elementary Integrated School” held at Sitio Bongloy, Purok 3, Brgy Pagsabangan, New Bataan, CVP in October 4, 2019.
The event was attended by key champions of the Build including Governor Jayvee Tyron Uy, Vice Governor Maricar Zamora, Mr. Rene Reponte of the Department of Education, LTC ROMAN S MABBORANG INF (GSC) PA, the commander of 66th Infantry Battalion; personnel from the PNP, BFP, LGU-New Bataan, BLGU- Pagsabangan, all volunteers, students and the residents of the Barangay.
The first flag raising ceremony at the sitio transpired and was historically attended by all sectors of the society including the volunteers who helped build the school. Afterwards, everybody was asked to sign their names on the wall of the “Panunumpa sa Kapayapaan” or the “Pledge for Peace”.
School bags, school supplies and sports equipment were also distributed to the students. TESDA also awarded the certificates of the residents of Brgy Pagsabangan who completed the livelihood trainings including massage therapy, haircutting, nail polishing, and table skirting.
The Living Bayani Recognition was awarded to all the volunteers who exerted effort and resources in order to build the school. One of the highlights of the awarding is the Barez family who donated one (1) hectare of land to the local government purposely to support the education of the children. According to Ms. Helen Corotan- Barez the donated land will serves as an advance Christmas gift to them.
The winner of the Best Living Bayani award is the Knights of Rizal Agricultural Endeavor Foundation Incorporated (KREAFI) led by Mr. Francis M. Almasan, a native of Kahayag. According to him, the advocacy of their organization is to work without pay in the principle of voluntarism. “We are also soldiers but our weaponsare shovels, rakes and axes; we build, create and give assistance in the form of labor, because we believe that the divine and sound mind will always think for the welfare of others,” Almasan said.
Brgy Captain Baugto tearfully expressed his gratitude to all the people who contributed to the development of his community. He said, “This is the first time, I saw Pagsabangan with this much development. My people will finally enjoy free quality education and receive the services they deserve.”
Knowing that Sitio Bongloy has a drastic history of numerous NPA encounters and rampant case of abduction, Baugto recounted his experience of how he dealt with the intimidations of the Communist Terrorists Groups (CTG) who are threatening to burn the heavy equipment for construction. “When we received the threat I asked the
residents to be on guard at all times and even I secured the backhoe myself prior to asking the AFP for assistance,” he narrated.
GOV UY also retold how all this has started. He said, “This Build happened to resolve the lack of education that yielded for building the Salugpungan Schools. Since, we are employing the whole-of-nation approach, I asked the business sector to use their corporate social responsibility in support for this project.”
LTC MABBORANG is thankful for allowing the Philippine Army to take part in this Build. He stated in his message, “Your endeavor in promoting education in the province is an inspiration to many. I believe that when men are well-educated, everything else will follow. They will be shunned out from ignorance allowing them to think decisively and correctly towards achieving a progressive life.”
“The 66th Infantry (KABALIKAT) Battalion will see to it that peace in this locality shall be observed at all times. We are extending efforts to reach out and serve even the most remote sitios in New Bataan. With this we are calling each and everyone of this locality to join hands and promote peace, because it is should not be the concern of the AFP alone but of everyone’s. With your endeavor, let us make education the soul of the community treasured and well taken care of in order to be passed from one generation to the other.”

CAMP SANG-AN, Pulacan, ZDS – A Dawlah Islamiyah Maute Terrorist fighter who was involved in the Marawi siege and five of its supporters surrendered to Army’s 49th Infantry Battalion in Lumba Bayabao, Lanao del Sur, 9:30 a.m. Monday, October 7, 2019.
Pacalinog Bantogaranao, 32 years old, was under Madie Maute (killed), Sub-leader of the terrorist group, during the first week of the clash with the government forces.
Five of its supporters were identified as Monib Padati, Batalo Hajicaya, Tokiin Cuaro, Micky Hajicaya and Mobarak Hajicaya.
Thru the efforts of Local Government Unit of Lumba Bayabao headed by Mayor Mahar Dagalangit, the group also yielded one M16 rifle, one KG9 sub machine gun, magazines and ammunitions.
According to Col. Jose Maria Cuerpo II., 103rd Infantry Brigade Acting Commander, who has operational jurisdiction of Lanao del Sur, “The surrender of the DI-Maute fighter and supporters were attributes to the active support on mediation and peace negotiation of local govt unit heads and peace loving locals in our area of responsibility”.
“We are glad that they decided to live back to their normal lives, not hiding and running in the mountains and contribute by becoming productive citizen in their communities”, added Cuerpo.
Meanwhile, Maj. Gen. Roberto Ancan, the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) commander, commended the efforts of the troops and the LGU for the successful surrender.
“We encourage other fighters and supporters to surrender and lay down their arms so that their younger generations and communities will not suffer with their senseless demise,” Ancan concluded.

Two suspected New People’s Army guerillas were believed killed yesterday, during the seizure of a rebel camp in Brgy. Buenavista, Himamaylan City, Negros Occidental.
Brig. Gen. Benedict Arevalo, 303rd Infantry Brigade commander, said the 30 minutes of running gunbattle between troopers of the 31st Division Reconnaissance Company in Sitio Bugo of the barangay, ensued after 62nd Infantry Battalion soldiers discovered and seized a rebel camp in the neighboring Sitio Ulitao in the same barangay Saturday.
Arevalo said the fleeing rebels are believed to have suffered two casualties, based on testimonies of residents in the area. They also left behind trip wires of anti-personnel mines, 45 ammunition of an M16 assault rifle, a back pack, hammock, poncho, assorted medicines and personal belongings, two NPA sweat shirts, a wallet, three pairs of rain boots and four pairs of rubber shoes.
He said the newly-abandoned rebel camp can accommodate two platoons of NPA rebels.
The encounter and seizure of the rebel camp came after 94th Infantry Battalion soldiers also figured in armed skirmishes with 20 NPA rebels earlier in Brgy. Bantulinao, Manjuyod, Negros Oriental, that also resulted in casualties of some rebels and the recovery of war materials, including an anti-personnel mine.
Arevalo said he believes that those encountered by Army soldiers in Manjuyod town and Himamaylan City are affiliated to the same group, that had crossed the boundary of two provinces to escape continuing military operations.
He said the clash with armed rebels in Himamaylan City was the third government initiated encounter, and the 15th armed engagement with lawless group by units of the 303rd Infantry Brigade since the start of the year.
Arevalo acknowledged the motivation of Brig. Gen. Eric Vinoya, newly-designated Joint Task Force-Negros commander, that boosted the morale of troops in Negros.
Vinoya earlier said that they will hit the communist rebels hard if they will not surrender, and warned them to expect more combat encounters in the next few weeks.
“To save your life, you (communist rebels) still have a chance to leave the armed movement and go back to the folds of the law and enjoy the true freedom and basic services of the government together with your loved ones,” he said.*

The military has focused its search and rescue operations for a kidnapped couple on the Zamboanga peninsula and its immediately surrounding islands, where they believe British national Allan Hyrons and his wife Wilma Hyrons are held by their still unidentified captors.

To prevent the captors from taking the couple to the region's remote islands, the military has set up a naval blockade and sent air patrols around the peninsula, where ground forces are closely watching coastal areas.
The AFP Westmincom has created “Task Force Hyrons” to boost the search for the couple. The unit will be led by Major General Roberto Ancan, Commander of the 1st Infantry Division of the Philippine Army based in Zamboanga del Sur.
Although no evidence yet points to the Sulu-based Abu Sayyaf Group (ASG), Sobejana said they were looking at the group as possible suspects because of its history of kidnappings in the same area.
Investigators are also looking at the dismissal of 5 teachers from a school the couple owns in Tukuran, Hyrons College Philippines, as a possible motive for their abduction.
“Baka ‘yung mga pamilya ay gumanti lang, parang personal na ganito (Maybe the families just wanted revenge, something personal),” Sobejana said.
He declined to give further details of efforts to rescue the couple for operational security.
Meanwhile, Zamboanga del Sur Governor Victor Yu has offered a P1 million reward for anyone who could supply information to locate the couple and their abductors.
On Friday evening, October 4, Allan and Wilma Hyrons were alighting from a van at their resort in Tukuran, Zamboanga del Sur, when around 4 gunmen took them by force and led them to two motor boats manned by two other suspects waiting on the beachfront. The “more or less” 6 suspects then boarded the boats with the couple and sped away, according to local police.
The couple had been living in Zamboanga del Sur since 2013.

The Philippine Air Force (PAF) is buying a high-end, high-speed business jet worth roughly P2 billion to serve as an emergency "airborne command post" for government and military leaders.
The brand new Gulfstream G280 “will primarily serve as a platform to carry our senior leaders and commanders in the event, for example, of a crisis situation,” said Department of National Defense (DND) spokesperson Arsenio Andolong on Monday, October 7.
It is expected to be delivered in 2020.
Earlier in October, the PAF signed a foreign military sales contract with the US government to purchase the G280 jet including parts, tooling, and logistics support, for $36,999,916, or more than P1.9 billion, from Gulfstream Aerospace Corporation.
The G280 has a maximum range of 3,600 nautical miles/6,667 kilometers at its long-range cruise speed of Mach 0.80 and a high-speed cruise of Mach 0.84. The aircraft can fly eight hours nonstop, according to Gulfstream.
“With more than 70 speed records and the ability to operate at steep-approach airports, the G280 can perform a variety of challenging missions,” Gulfstream president Mark Burns said in a statement.
“Admittedly it's a little more well-appointed than your average aircraft but it will carry senior leaders so of course it's designed to be a little more comfortable…. Its premium is its speed, its capability to land on short runways, which cannot be done by our other aircraft at the moment,” Andolong said.
Aside from command and control, the G280 can also be used in airborne early warning, medical evacuation, high-altitude atmospheric research, and intelligence, surveillance and reconnaissance (ISR) missions.
The plan to purchase the aircraft was approved by Defense Secretary Delfin Lorenzana on November 29, 2018. –

An alleged leader of the New People’s Army (NPA) hit squad operating in North Cotabato surrendered to the troops of the 72nd Infantry Battalion last week.
He was identified as alias Harold, 30, resident of Purok 4, Barangay Balite, Magpet, North Cotabato.
Capt. Jerry Lamosao, the spokesperson of 10th Infantry Division, said the rebel surrendered through the help of his family. He brought with him one .45 caliber Taurus pistol with live ammo and one fragmentation grenade.
In an interview with soldiers, he disclosed that he was a team leader of the Special Partisan Unit Guerilla Front 53 operating in the second district of the province.
He decided to surrender because of the pressure and hardship they were experiencing due to the relentless operations of government troops.
Days after his surrender, he also pointed troops to an arms cache comprising of an AK47, M4 Carbine, one M635 with M203 grenade launcher, one Mother CAPTO anti-vehicle IED, one Baby CAPTO anti-vehicle IED, one CDX Claymore-type anti-personnel IED, 147 meters duplex electrical wires, 2720 rounds Armscor Cal 5.56mm ammunition, 307 rounds cal. 7.62mm M60 ammunition, 400 rounds of 5.56mm K3 ammunition (link), and seven .40 caliber GL ammunition.
Lt. Col. Rey T. Alvarado, commanding officer of the 72IB, expressed his gratitude to the people instrumental in his surrender and the recovery of the arms cache.
Col. Gabriel C. Viray III, commander of 901st Infantry Brigade, said the government’s door is always open to NPA rebels who want to surrender. He said they are eligible for the Enhanced Comprehensive Local Integration Program (E-CLIP), which is intended for former rebels who want to live in peace with their families.
“We are hoping that they will take the opportunity being offered by the government thru E-CLIP. In this way, they will have a chance to start anew and redeem their lost time,” Viray said.

“And working with Russia, we have achieved much,” he added.
He said during his bilateral meetings with President Vladimir Putin and Prime Minister Dmitry Medvedev, both countries agreed to “broaden and deepen our ties in all areas of cooperation — from security and defense to trade and investment, agriculture, energy, science and technology, and socio-cultural exchanges.”

BULUAN, Maguindanao — The Islamic State-inspired Bangsamoro Islamic Freedom Fighters (BIFF) continues to recruit young Moro in Mindanao, luring them with at least P50,000 outright cash and P10,000 monthly allowance, the chief of police of Maguindanao province said.
Colonel Arnold Santiago, Maguindanao police director, on Sunday revealed the information following the clash between the BIFF and the Moro Islamic Liberation Front (MILF) on October 3 that killed seven from the MILF.
“The BIFF members are going around in remote communities to continue recruiting young Moros, especially those uneducated because they can easily be lured. They are offered cash to become IS fighters,” he said, adding that potential BIFF recruits are indoctrinated with the wrong teachings of Islam, including violence.

To counter the IS recruitment, Santiago said the provincial police office are sending representatives to talk at the madaris (Islamic schools) or with the ustadz (religious scholar) to propagate the “true essence of Islam,” which is a religion of peace, said Santiago, a lawyer.
Discouraging young Moros from joining the BIFF, he stressed that for Muslims in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), the real war “is the war to eradicate poverty and hunger.”
October 3 clash
Santiago said the October 3 clash, which lasted for four hours, erupted in Barangay Dasawao, Shariff Saydona Mustapha town, birthplace of Esmael Abubakar, alias Kumander Bungos, leader of one of the three BIFF factions.
He said the BIFF men under Abubakar went to the village, which is under MILF control, brandishing their high-powered firearms, which triggered the firefight. Santiago noted that the two sides have a longstanding “rido” or clan war due to a land dispute.
In a statement on Monday, Presidential Peace Adviser Carlito Galvez, Jr. said the firefight erupted between the MILF combatants and the ISIS-affiliated Turaype-Dawla group.
Santiago did not debunk Galvez’s claim when sought again for comment on Monday.
According to Santiago, the MILF members have long requested the BIFF members, some of whom are also their relatives, to refrain from coming to the village with their high-powered firearms.
Santiago said that given the peace agreement that government and the MILF signed in March 2014, the MILF wanted to avoid a situation where the presence of the heavily-armed BiFF could trigger aerial bombings or military operations that would cause civilian displacement.
Rommel Banlaoi, chair of the Philippine Institute for Peace, Violence and Terrorism Research, earlier said foreign IS fighters continue to arrive in Mindanao, despite the defeat in Marawi City, to help local militant groups establish a caliphate in Southeast Asia.
On May 23, 2017, the IS-aligned Maute and Abu Sayyaf groups seized Marawi, resulting to a five-month urban combat with government security forces that displaced over 350,000 civilians and left the core of the city in ruins. Some 1,100 individuals died, mostly Islamic militants.
Banlaoi said the foreign terrorist fighters monitored to have entered Mindanao came from Saudi Arabia, Turkey, Morocco, Spain, France, Tunisia, Iraq, Somali, Egypt, Yemen, Libya, Pakistan, Bangladesh and China.
But, he said, the bulk of the foreign fighters came from Indonesia and Malaysia, which both share maritime borders with the Philippines.
“The [foreign fighters] regard Mindanao as the new land of jihad, safe haven and alternative home base,” Banlaoi said.

GUIHULNGAN CITY, Negros Oriental -- Another Police Community Precinct (PCP) has been established in Brgy. Buenavista here in response to the residents' call for heightened security.
Philippine National Police (PNP-7) Regional Director Brigadaire General Debold Sinas led the opening and inauguration of PCP in Brgy. Buenavista on Sept. 28, 2019 along with Acting Provincial Police Director PCOL. Rizalito Gapas.
Rev. Fr. Hubert Dela Cerna officiated the blessing of the building.
Philippine Army 302nd Infantry Brigade Executive Officer LTC. Rommil Abayon and 94th Infantry Battalion Commander LTC. Randy Pagunuran witnessed the blessing and launching of the PCP and extended their support to the regional police office.
This is the second PCP in Guihulngan City.
The first one was installed in Brgy. Trinidad, a hinterland barangay in this city.
“Kini pwede pod ni tawagon ug sub-station. Ang function karon sa sub-station nato dire: naay blotter, naay investigation, naa pod sariling patrolya. It is backed-up by one platoon of mobile force nato na i-posisyon ron para di po sila basta-basta ma-harass (This can be also considered as sub-station. The sub-station can facilitate blotter and police investigation, and it will also have its own patrol. It is backed up by one platoon of our mobile force to protect them from any form of harassment),” Sinas told some members of the media in an interview.
The PCP will also be in charge for the community relations while the mobile force will conduct police patrol in the village and its neighboring communities.
Sinas recalled past incidents of atrocities involving alleged members of the rebel group New People’s Army (NPA) in Brgy. Buenavista including the death of its late Punong Barangay Romeo Alipan which led to the establishment of a community precinct in their village.
The police chief also noted that majority of the residents in Buenavista are in favor of putting up a police sub-station in their area for security.
In line with this, Sinas extended a hand for cooperation and partnership between the PNP and the local community in maintaining peace and order in their village and neighboring areas.
“Ang among hangyo sa inyo kamong tagadire is tabangan ninyo ang pulis. Kung nahibaw-an ninyo na naa diha duol sa inyong lugar naay madulog diha na armado inyong i-report. Kung naa moy igsoon, naay moy ig-agaw, naa moy paryente nga miapil sa NPA na gusto nang mo-surrender kay gikapoy na inyong imbitahon. Paanihon dire para amo silang matabangan ug i-process (Please cooperate with your policemen. If you receive an info on NPA presence nearby report it to them. If you have brothers, cousins, or relatives who joined the NPA and they want to surrender bring them here so that our police officers can help them),” Sinas said when he addressed residents of Brgy. Buenavista.
Sinas also envisions that the sub-station will remain permanent.
He called on the local leaders to create an ordinance or resolution that would guarantee the permanence of PCP.
“Ang prinsipiyo sa presinto or sub-station dili na basta-basta matangtang lalo na pag mahimuan na ug ordinance. Pagka-police detachment, army detachment, and patrol base any time pwede na i-recall. Ang sub-station kapag covered by ordinance di na basta-basta matangtang. It will remain here (The principle here is that a sub-station cannot be removed easily if there is an ordinance. For instance, police detachment, army detachment or patrol base can be recalled anytime. If a sub-station is covered by an ordinance it will remain here),” Sinas explained.
Buenavista Punong Barangay Panfilo Dumabok said they are happy to provide the structure to host the PCP albeit temporary until such time they will find a lot suitable for the construction of a permanent PCP.
Meanwhile, Department of Education (Deped) Division of Guihulngan City Officer Dr. Vivian Tam lauded this move, citing that teachers serving in the said barangay will feel more secure with the presence of police force in their area.
“Dili na mahadlok ang mga mangtutudlo sa ilang safety sa barangay Buenavista kay dia na ang ilang pagproteher. Naghinaot ka na inyo silang suportahan (Our teachers will no longer have to fear their safety because law enforcers are here. I hope you will continue to support them),” Tam said.
The launching of the PCP in Buenavista coincided with a conduct of a medical mission by PNP-7 and the Integrated Provincial Health Office (IPHO).
Based on the report of PNP-7, medical officers of PNP and IPHO were able to extend medical and dental services to more than 2,000 individuals.
Aside from the medical mission, PNP also conducted a dialogue with residents of the barangay together with other agencies like the Philippine Drug Enforcement Agency (PDEA), Bureau of Fire Protection (BFP), Department of Agrarian Reform (DAR), and the City Government Guihulngan as part of their information dissemination on important government thrusts such as anti-illegal drug campaign.
The dialogue also tackled issues related to insurgency such as those affecting agrarian reform. (ral/PIA7-Negros Oriental)
