MAGUINDANAO, Philippines — Seven Moro Islamic Liberation Front (MILF) guerrillas and four members of the Bangsamoro Islamic Freedom Fighters (BIFF) were killed in an encounter in Shariff Saidona town in this province on Friday.
The Bangsamoro Autonomous Region in Muslim Mindanao police identified the fatalities as Manaut Musbil, Mads Maytum, Tongan Tot, Laguiali Ali, Poangan Ganda, Kho Mamaluba and Jeomar Salansamen.
Sources said the slain BIFF bandits, who were not immediately identified, were with the faction led by Esmael Abdulmalik, also known as Abu Toraife.
The encounter occurred in Sitio Tinolusan in Barangay Dasawao, village chief Abdulracman Kanda told reporters yesterday.
MILF fighters were seen carrying the bodies of their slain comrades, according to villagers.
The MILF is helping the government in its campaign against BIFF bandits in keeping with the 2012 Bangsamoro framework agreement and 2014 Comprehensive Agreement on the Bangsamoro. The accords enjoin mutual cooperation to maintain peace and order in conflict areas in Mindanao.
The BIFF has been tagged in a series of bombings in Central Mindanao since 2011.

COTABATO CITY -- A Maguindanao solon on Sunday called on feuding factions of the Moro Islamic Liberation Front (MILF) and Bangsamoro Islamic Freedom Fighters (BIFF) to spare the communities in their ongoing gun battles in the province’s second district.
Maguindanao (2nd District) Rep. Esmael Mangudadatu made the call after the escalation of atrocities the past two days between the MILF national guards and members of the Islamic State-linked faction of Salahudin Hassan in the interiors of Shariff Saydona Mustapha municipality.
“I am appealing to our fellow brothers, especially to the BIFF, to lay down their weapons and think about the countless civilians that could be affected as they trade bullets,” Mangudadatu said in a statement.
Military and police intelligence reports said seven MILF members and four BIFF radicals were so far killed in the conflict that started Friday in Sitio Tinolusan, Barangay Dasawao, Shariff Saydona Mustapha.
Three more BIFF militants were reported wounded in the skirmishes.
Maj. Gen. Diosdado Carreon, commander of the Army’s 6th Infantry Division commander, earlier said the conflict stemmed from a long-standing grudge between the MILF and BIFF forces in the area.
He maintained that they would only step into the fray if the MILF calls for assistance, considering that those involved in the atrocities are families and relatives divided between the warring factions.
Carreon noted that military forces are on standby in the fringes of Shariff Saydona Mustapha to prevent spillover of the conflict to nearby areas.
“I call for sobriety for both groups. Put down your arms, sit down, and engage in meaningful dialogues,” Mangudadatu said, adding that decades of war in the province has not solved anything but has only brought destruction.
He said it is also high time for the BIFF to reintegrate themselves into society and lead fruitful, productive civilian lives like those of the decommissioned MILF members.
“They (BIFF) too can have the same privilege,” he said.
Mangudadatu encouraged the BIFF to take advantage of the government’s socio-economic programs under the peace agreement signed by the government and the MILF.
Part of the government’s reform package for decommissioned MILF members is for them to hone their desired livelihood skills under the guidance of the Technical Education and Skills Development Authority.
The decommissioned MILF fighters also receive aid packages and cash grants from the Department of Social Welfare and Development.
Mangudadatu said the cycle of violence has long plagued the province, stunting its growth and making life miserable for the affected communities.
“I pray to Allah (God) to make us all instrumental in ending this. Let us break this chain together,” he said.

CABANATUAN CITY – Three alleged ranking members of the terrorist New People’s Army surrendered to police authorities in Nueva Ecija on Thursday.
Provincial police director Col. Leon Victor Rosete said the surrender of the three rebel personalities was facilitated by operatives of the 2nd Provincial Mobile Force Company headed by Lt. Col. Norman Cacho and the provincial intelligence branch of the Nueva Ecija police office.
Rosete said two of them first yielded to Cacho and his men in San Jose City at 5 p.m.
The two rebel surrenderers, who are residents of the said city were described as a former secretary/supply officer (S4) of Bagong Hukbong Bayan (BHB) and a former secretary/squad supply officer (S4) of Bagong Hukbong Bayan (BHB) under the command of Leopoldo Caloza operating in Nueva Ecija.
Cacho said both have undergone various trainings/seminars such as the Batayang Kursong Militar (BKM) and Batayang Kursong Partido (BKP).
He said the third rebel returnee, a resident of Carranglan town, is a farmer, sawali-maker and a construction worker.
The police official described him as a former member and platoon supply officer (S4) of Sandatahang Yunit ng Propaganda (SYP) also under the command of Caloza operating in the towns of Lupao, Carranglan, Pantabangan and Bongabon, and in the areas of Aurora, Zambales, and Pangasinan.
Cacho said the three personalities are now under the custody of the 2nd PMFC for proper documentation and for continuous tactical debriefing.

Four Iloilo mayors accused of supporting rebels
From Politiko Visayas (Oct 6, 2019): Four Iloilo mayors accused of supporting rebels
Four mayors of Iloilo province are being monitored for allegedly colluding with the the New People’s Army (NPA).
Iloilo Police Provincial Office (IPPO) director Police Colonel Roland Vilela, however, did not disclose their identities.
“There could be four or five of them. And we’re gathering evidences against them,” he added.

“We would like to know if they still continue supporting the rebel group,” according to him.
Once the evidence is gathered, Vilela said he will submit the names to the Department of the Interior and Local Government for proper actions.

Giving any form of support to communist rebels is a violation of Republic Act 10168 or the Terrorism Financing Prevention and Suppression Act of 2012.
The law imposes the penalty of reclusion temporal in its maximum period to reclusion perpetua and a fine of not less than P500,000 and not more than P1,000,000 to any person who provides or collects help that will be used:
*to carry out or facilitate the commission of any terrorist act;
*by a terrorist organization, association or group; or
*by an individual terrorist.

Police say they were looking for wanted NPA
A report on Palawan News quotes Police Maj. Mhardie Azares, commander of the City Mobile Force Company of the Puerto Princesa City Police Office, as saying the arrest of the seven was prompted by information given to them by the military.
"Naka-receive kami ng information from the military, ‘yong JITG West na ‘yon nga — allegedly may isang wanted na NPA na nakasakay onboard sa isang van na may mga kasamang iba pa na nagbibiyahe galing San Vicente papunta ng south. With that, nag-initiate kaagad kami ng joint checkpoint para ma-intercept namin sila," Azares said in the Palawan News report.
(We received information from the military, from [Joint Intelligence Task Group West] that allegedly there was wanted [New People's Army] rebel onboard a van travelling from San Vicente with companions heading south. With that, we initiated a joint checkpoint to intercept them.)
Among those arrested was Domingo Ritas, an alleged rebel leader and who is said to be the subject of the arrest warrant.
"Based on combined intelligence reports, ‘yon nga may armas nga, may explosive materials kaya nag-conduct tayo ng search with the presence of the barangay officials and the media at ‘yon nga may mga na-recover tayong mga subversive documents," Azares also said in the report.

Palawan News reported that authorities said they recovered laptops, communication gadgets, weapons, explosives, and uniforms from the van the human rights workers were in. According to the report, police also found a map of a police detachment of the CMFC.
In a video posted by Palawan News on its Facebook page, the seven vehemently denied that the seized items were theirs. They also said they had been stopped at a different checkpoint and told they were being brought to the city but were instead brought to the checkpoint where the weapons and explosives were supposedly found.
Karapatan, which military officials have labelled a front group for communist rebels, said security forces used a similar tactic "most recently in the mass illegal arrest of cultural workers in Escalante City, Negros Occidental last September 18 as they were preparing for the 34th commemoration of the 1985 Escalante Massacre."
"We strongly call for the release of Malabanan and the six other human rights workers arrested by the PNP and AFP," Cristina Palabay, Karapatan secretary-general, said in the same press statement.

Karapatan said the seven had just come from Taytay town for a fact-finding investigation into alleged human rights violations against farmers there.
Malabanan is a former secretary-general of Karapatan-Southern Tagalog. She is now a member of Karapatan's regional staff.
"When they demanded for an arrest warrant, the forces of the [Philippine National Police] and [Armed Forces of the Philippines] gave a document without any of their names, and they were made to ride a vehicle. They were told that they will be brought to the Puerto Princesa City Police Station, but somewhere along the way, they were diverted and brought to another checkpoint, where the police insisted that the firearms they 'confiscated' belonged to Malabanan which she vehemently denied," Karapatan said.

At least two suspected rebels were killed in a Sunday morning encounter between soldiers from the 31st Division Reconnaissance Company (31st DRC) of the 62nd Infantry Battalion (62nd IB) and at least 15 members of the New People’s Army (NPA) in Sitio Bugo, Barangay Buenavista, Himamaylan City, Negros Occidental.
The encounter happened a day after government troops discovered the presence of a NPA lair in Sitio Ulitao that is located in the same barangay.
The gun battle ensued for 30 minutes before the rebels started to withdraw towards the direction of Sitio Balatugan.
A statement released by the 303rd Brigade based in Camp Gerona, Murcia , Negros Occidental, this morning, October 6, said that soldiers killed at least two NPA members, but no one was lost from the government’s side.
Soldiers based their accounting of fatalities on the testimonies of nearby residents and the bloodstains they found in the area.
After scouring the encounter site, government troops recovered 45 rounds of ammunition for a M16 rifle, trip wires used in anti-personnel mine (IED), one backpack, one hammock, one poncho, a medical kit, medicines, two NPA sweatshirts, three pairs of rainboots, four pairs of rubber shoes, a pair of slippers, and a wallet.
“To our soldiers, let’s continue attacking these extortionist-terrorist NPAs before they attack us. Once again, I urge everyone to continue supporting government forces in order to prevent the NPAs from exploiting and victimizing the people,” said Brigadier General Benedict Arevalo, 303rd Infantry Brigade Commander.
As of this writing, government troops continue to pursue the fleeing rebels.
The Sunday morning encounter was the third this year that happened in Barangay Buenavista, Himamaylan, Negros Occidental and the 15th armed clash between soldiers under 303rd Brigade and rebel groups.
In an interview, Arevalo expressed confidence that the creation of the Joint Task Force-Negros ( JTF-Negros) under Brigadier General Eric Vinoya will soon lead to the wipeout of insurgents in the area.
“Tayo naman, we were consistent from the start . Of course with the presence of the JTF (Joint Task Force-Negros) mas lalo tayong ginaganahan. We also want to support our commander on his desire to engage some more itong mga kalaban natin, so this is a welcome development for us kasi hindi lang ako ang nagpu-push sa tropa natin. So, it’s a big boost sa atin na we have another General na inspiring and motivating us to do some more. It has an impact sa amin,” Arevalo added.

Seven suspected members of the New People's Army (NPA), including a regional leader, were arrested in Puerto Princesa City in Palawan Friday night, police said.

The Cordillera People’s Democratic Front (CPDF) congratulates and salutes the Red fighters and commanders of the Leonardo Pacsi Command (LPC)-NPA Mountain Province in repulsing the massive onslaught of the AFP’s focused military operation from the organic units of the 5th and 7th ID now currently being directed by the Northern Luzon Command. A unit of the Leonardo Pacsi Command engaged the Charlie Company under Lt. Pulalonan of the 50th IB contingent in an armed skirmish in the vicinity of Barangay Aguid, Sagada, Mountain Province last September 26 resulting in the death of Cpl. Jordan Manawa and the wounding of PFC Melvin Ngodes. There was no reported casualty on the NPA side.
According to Comrade Magno Udyaw, Spokesperson of the LPC, there are about two aggregate batallions saturating the five towns of Mountain Province namely Besao, Sagada, Tadian, Bauko and Bontoc and the adjacent town of Tubo, Abra. Since September 16, contingent units from the 50th IB, 54th IB, 81st IB, 24th IB and from the 51st and 52nd DRC have swarmed into Mountain Province.
This ongoing massive AFP onslaught against the revolutionary forces and the people of Mountain Province and the whole country is part of Duterte’s daydream to End the Local Communist Armed Conflict before his term ends by 2022. His Whole-of-Nation-Approach is a rehash of the previous counter-revolutionary Oplan Bayanihan along the guidelines set by the US State Department. He however glossed over the fact that this same strategic campaign dubbed as the Whole-of-Government-Approach applied by the US in its war of aggression in Afghanistan was a failure.
As always, spin masters of the AFP desperately tried to justify their unwelcome intrusion and militarization of our ancestral lands and communities in the lame alibi of “scouring for planted landmines”. Apparently, the so-called landmine hard-sell they are referring to is our people’s continuing struggle to defend our ancestral territories from the thieving local and foreign vultures who rob our tribes wholesale of our future and the generations to come after us. In the course of their combat operations, village folks are terrorized and their daily normal activities gravely disrupted. They are deprived of their freedom of movement and coerced to collaborate. The innumerable violation of human rights are heaped up as mere statistics time after time.
But Duterte never learned his lessons from his idol Dictator Marcos who unleashed and pursued massive military operations in the darkest days of Martial Law that failed to cow the Igorot people into submission. The late dictator’s flagship projects of building the destructive imperialist funded Chico Dam and the Cellophil Resources Corporations’ massive logging operations, the massive land grabbing of Ibaloi agricultural lands at Taloy Sur, Tuba, Benguet to make way for the Marcos Park among others were altogether scrapped as a result of our people’s resolute fight.
In the same manner today, the preying vultures of the corrupt and greedy Duterte’s breed and his US and Chinese masters are racing with time. With barely three years left, large-scale mining applications , mega-energy projects that are tapping our river systems, solar, wind as well as geothermal and irrigation projects in the Cordillera are waiting to be fast-tracked. The ruling class have no other means to subdue people’s oppositions except through fascist coercion. The ongoing combat military operations in areas where these projects are to be put up is emphasizing the obvious. We can calculate with certainty, that community support program operation (CSPO), a new phony label for psywar operations, will follow soon.
History is replete with examples that the Igorot masses are most enraged when brute fascism is used to grab and plunder our ancestral lands. The CPDF and allied revolutionary mass organizations will always be at the forefront in the fight of the oppressed national minorities of the Cordillera. We will persevere in advancing the struggle for national freedom and democracy and until the recognition of our right to self-determination is finally attained. ###

IMPASUGONG, Bukidnon, Oct 6- Chieftains of Higaonon, former rebels, and soldiers recently orchestrated a “Pamungkas, Panlitub, Pambadbad” ritual rites in respect to the customary belief of the IP community, at Headquarters, 8th Infantry Battalion, Impasugong, Bukidnon, October 4, 2019.
Nine Higaonon chieftains came across between the Former Rebels temporarily staying inside the camp and the army troopers to put an end to the belief that an enemy will always be an enemy, through a ritual.

IMPASUGONG, Bukidnon, Oct 6- Chieftains of Higaonon, former rebels, and soldiers recently orchestrated a “Pamungkas, Panlitub, Pambadbad” ritual rites in respect to the customary belief of the IP community, at Headquarters, 8th Infantry Battalion, Impasugong, Bukidnon, October 4, 2019.
Nine Higaonon chieftains came across between the Former Rebels temporarily staying inside the camp and the army troopers to put an end to the belief that an enemy will always be an enemy, through a ritual.

ASUNCION, DDN – As part of the continuous pouring of services and socioeconomic development in the recently discovered Ata Manobo village of “Sitio Tapayanon”, the Department of Labor and Employment XI conducted its first Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program (TUPAD) payout there on
Monday.
Receiving salaries for a ten-day work program amounting to P3,960.00 per worker beneficiary, the 100 residents of Sitio Tapayanon who benefitted from DOLE’s emergency employment program expressed their gratitude to the government for extending this kind of assistance to them.
“This is such a great help. At least we’ll have money to buy our other needs with. Some time ago we had to wait for several months when our abaca is ready to be sold before we can earn a tenth of this money.” Datu Bansing Balanban, Tapayanon’s tribal chieftain, said in the vernacular.
Facilitating the payout himself was the Regional Director of DOLE XI Raymundo Agravante who, with his team from DOLE Davao del Norte Office, was transported by the Philippine Air Force’s Huey chopper in a 45-minute flight from the 10 th Infantry Division to Tapayanon.
“I admit it is our first time here but just the same DOLE have come ready to give to you the services that you need. We will determine later on what else can be done to alleviate your situation and make your lives better.” Agravante said to the villagers during a short welcome program there.
Agravante further assured the residents that DOLE will continue to contribute to the governments’ agenda of inclusive growth through massive job generation and substantial poverty reduction while reducing the vulnerability to risks of the poor vulnerable and marginalized workers.
The activity highlighted the conduct of the Service Convergence Camp Heads of Agencies Ocular Visit spearheaded by the National Anti-Poverty Commission Secretary Noel Felongco.
Other heads of agencies who joined the ocular visit include Kapalong Mayor Maria Theresa Timbol, Kapalong IP Mandatory Representative Datu Arturo Davao, Department of Trade and Industry Davao del Norte Provincial Director Romeo Castañaga, 1001 st Infantry Brigade Commander Col. John Oberio and 60 th Infantry Battalion Commander Lt. Col. Gilbert Ombos.
Said agencies—together with TESDA, NCIP, DSWD, DOH, CHR, and select LGU departments and civil society organizations—are expected to deliver their counterpart services to Sitio Tapayanon on the slated Service Convergence Camp this October.
Meanwhile, a second batch of TUPAD worker beneficiaries from Tapayanon will be receiving their payout later this month.

A BIFF member was neutralized in a deliberate operation conducted by the 40th Infantry Battalion in Barangay Malangit, Pandag, Maguindanao at 6:15am today, October 6, 2019.
Kaliga Usman Kamsa was killed while trying to outrun the government forces in a CAFGU Active Auxillary checkpoint in the said barangay.
Recovered from the possession of Kamsa were 2 fragmentary hand grenades.
“The troops launched the operation at the residence of the target in Barangay Upper Siling, Paglat, but he escaped onboard a motorcycle,” said Major General Diosdado Carreon, commander of the Joint Task Force Central.
“The blocking troops were to apprehend him but he resisted,” Maj.Gen. Carreon added.
The neutralized BIFF member and the recovered items were turned over to Pandag PNP for proper disposition.
“Congratulations to the troops of the 40IB for this successful operation,” said Lieutenant General Cirilito Sobejana, commander of the Western Mindanao Command.
“While we are continuously conducting focused military operations, we are encouraging the remaining combatants to surrender and avail of the government’s livelihood programs prepared for them,” Lt. Gen. Sobejana added.
“It is but mote fulfilling to end all conflicts in a peaceful way where everybody will savor victory,” he concluded.

Government forces seized several firearms and shabu in a combined operation against a lawless element in Maguindanao on October 4.
Elements of 33rd Infantry Battalion, 61st Division Reconnaissance Company, Cavalry Company, Armor Division, and Philippine Drug Enforcement Agency served the search warrants on Welly Akil Utto and his cohorts for violations of Republic Act No. 9516 (illegal possession of explosive), Republic Act No. 10591 (Comprehensive Law on Firearms and Ammunition), and Republic Act No. 9165 (Comprehensive Dangerous Drugs Act of 2002).
Government troops seized one Cal.45 ARMSCOR, one Cal. 45 HM, two Baofeng commercial radios and a charger, eight cellular phones, 35 pieces of ammunition, two rounds of 7.62mm Ball, P500 worth shabu, other illegal drug paraphernalia, and two weighing scales.
Utto managed to escape from the operation of the government troops in Barangay Panadtaban, Rajah Buayan, Maguindanao at 11:45am yesterday.
“This is another feat ascribed to the joint efforts of our troops and the PDEA. I commend the operating forces for the gaons that we made in this recent operation,” said Col. Jose Narciso, 601st Infantry Brigade Commander.
“We commit to sustain our support to the intensified campaign against illegal drug activities and lawlessness to realize peace and development in central Mindanao,” said Maj. Gen. Diosdado Carreon, Joint Task Force Central Commander.
“These cooperation and support will be ameliorated to integrate peace efforts and bring out positive results to cripple lawless and terrorist groups in Mindanao,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.
“We share this common vision by supporting the campaign against loose firearms and illegal drug activities to pave the way for security and stability in Mindanao,” he added.

Two weeks after the decommissioning of the defunct Revolutionary Proletarian Army-Alex Boncayao Brigade combatants, one of its leaders was killed yesterday by motorcycle-riding suspects at the highway of Hacienda Berhin 2 in Brgy. Efigenio Lizares, Talisay City, Negros Occidental.
The victim identified as Jicky Casipe, alias Maitan, a leader of the RPA-ABB, now known as KAPATIRAN, succumbed to multiple gunshot wounds, and died on the spot, Maj. Jigger Gimeno, officer-in-charge of the Talisay City Police Station, said.
Police investigation showed that Casipe, former RPA-ABB commander in the areas of Talisay-Silay-Murcia, was on his way to the Talisay City proper, on board his motorcycle, when he was shot several times from behind by suspects, who were tailing him.
The four suspects, who were riding on a black Bajaj and red sports motorcycles, fled towards the north direction, after killing Casipe, the Talisay police said.
Recovered from the scene of incident were three fired cartridges of a .45 caliber pistol and the motorcycle of the victim.
Casipe, who got deaths threats from the New People’s Army five months ago, according to his brother, had been a member of the defunct RPA-ABB Tabara Paduano Group for 10 years.
Gimeno said that they are still trying to establish the identities or affiliation to any group of the gunmen.
Following the decommissioning of former RPA-ABB combatants, including Casipe, on Sept. 20 by President Rodrigo Duterte in Jamindan, Capiz, the former rebels also surrendered more than 300 of their firearms, making them vulnerable targets to their former comrades.

Army Brig. Gen. Eric Vinoya, commander of the Joint Task Force Negros, yesterday blasted the New People’s Army in Negros for their continued stockpiling and use of anti-personnel mines, which is prohibited by the International Humanitarian Law (IHL), and a clear violation of the Ottawa Treaty, also known as the “Anti-Personnel Mine Ban Convention”.
The estimated 20 NPA rebels encountered by patrolling soldiers of the 94th Infantry Battalion on Thursday in Brgy. Bantulinao, Manjuyod, Negros Oriental, left behind an anti-personnel mine with electrical wiring and other war materials, while fleeing from the gunbattle site.
“The recoveries affirmed our previous pronouncement that CPP-NPA terrorists are the true human rights violators in Negros who disregard the sanctity of life, Vinoya said. He also deplored their continued production and use of anti-personnel mines that can destroy a greater number of innocent lives.
In several armed skirmishes with rebels in central and northern Negros, some Army soldiers were hit by shrapnel of exploded anti-personnel mines.
In June this year, five anti-personnel mines were also recovered by Army soldiers, following an encounter with NPA rebels in the same barangay.
Vinoya reiterated his call to the remaining members and leaders of the CPP-NPA in Negros to surrender, while they still have time.
“We will not let you cast more violence and terror in Negros, thus, expect more intensive combat operations against your group. We are giving you just two options; surrender now, or suffer the full force of the JTF Negros,” he stressed.
Vinoya said the sporadic firefight between Army soldiers and communist rebels lasted for about 40 minutes, after which the NPA withdrew towards the northwest direction of the village, carrying their undetermined number of casualties.
He emphasized that the encounter is just a prelude to his previous warning against them, stressing that they will hunt and hit them very hard, if they will not surrender.*

THE Malacañang bared on Saturday, October 5, that the two generals allegedly involved in illicit drug trade came from the Philippine National Police (PNP).
The new revelation came two days after President Rodrigo Duterte announced that the two generals still played a role in the drug proliferation, despite his administration’s relentless fight against the illegal substance.
Presidential Spokesperson Salvador Panelo said the two police generals are accused of being protectors of ninja cops, or police officers involved in the recycling of illegal drugs.
“With regard to [Duterte’s] remarks during the Valdai Forum where he disclosed that there are two generals who are still involved in the illegal drug industry, he refers to the PNP generals who have been accused to have protected the ninja cops,” Panelo said in a statement.
Speaking at the Valdai International Discussion Club's forum in Sochi, Russia on October 3, Duterte claimed that two generals are still engaged in illegal drugs.
The President, at that time, did not specify whether the generals belong to the PNP or the Armed Forces of the Philippines (AFP).
Panelo said Duterte continues to monitor developments in the Philippines, despite his busy schedule in Russia.
“The President’s unyielding posture against illegal drugs and those who destroy the country, regardless of whether they belong to the government, by spreading these substances in our communities, will not waver,” he said.
“As our Chief Executive has mentioned in many occasions, there will be hell to pay for those who become worse than criminals,” Panelo added.
Responding to Duterte’s latest remarks, PNP spokesperson Brigadier General Bernard Banac said the agency has yet to receive official report on the supposed involvement of two generals in illegal drugs.
But Banac guaranteed that the PNP would not tolerate abuses committed by erring cops.
Duterte, in the meantime, would await results of the investigations against alleged ninja cops that were initiated by Congress and the Department of Interior and Local Government (DILG) before giving any directives, his spokesman said.
“The President, however, will let Congress do and finish its investigation in aid of legislation before taking any formal action on the issue of these ninja cops,” the Palace official said.
“He will wait for the recommendation of the DILG Secretary [Eduardo Año] when he is finished with his internal investigation,” he added.
To recall, Duterte in 2016 named five police generals who allegedly have links to illegal drugs.

THE Malacañang bared on Saturday, October 5, that the two generals allegedly involved in illicit drug trade came from the Philippine National Police (PNP).
The new revelation came two days after President Rodrigo Duterte announced that the two generals still played a role in the drug proliferation, despite his administration’s relentless fight against the illegal substance.
Presidential Spokesperson Salvador Panelo said the two police generals are accused of being protectors of ninja cops, or police officers involved in the recycling of illegal drugs.
“With regard to [Duterte’s] remarks during the Valdai Forum where he disclosed that there are two generals who are still involved in the illegal drug industry, he refers to the PNP generals who have been accused to have protected the ninja cops,” Panelo said in a statement.
Speaking at the Valdai International Discussion Club's forum in Sochi, Russia on October 3, Duterte claimed that two generals are still engaged in illegal drugs.
The President, at that time, did not specify whether the generals belong to the PNP or the Armed Forces of the Philippines (AFP).
Panelo said Duterte continues to monitor developments in the Philippines, despite his busy schedule in Russia.
“The President’s unyielding posture against illegal drugs and those who destroy the country, regardless of whether they belong to the government, by spreading these substances in our communities, will not waver,” he said.
“As our Chief Executive has mentioned in many occasions, there will be hell to pay for those who become worse than criminals,” Panelo added.
Responding to Duterte’s latest remarks, PNP spokesperson Brigadier General Bernard Banac said the agency has yet to receive official report on the supposed involvement of two generals in illegal drugs.
But Banac guaranteed that the PNP would not tolerate abuses committed by erring cops.
Duterte, in the meantime, would await results of the investigations against alleged ninja cops that were initiated by Congress and the Department of Interior and Local Government (DILG) before giving any directives, his spokesman said.
“The President, however, will let Congress do and finish its investigation in aid of legislation before taking any formal action on the issue of these ninja cops,” the Palace official said.
“He will wait for the recommendation of the DILG Secretary [Eduardo Año] when he is finished with his internal investigation,” he added.
To recall, Duterte in 2016 named five police generals who allegedly have links to illegal drugs.

A FORMER leader of the communist hit squad, Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB) was shot dead in Barangay E. Lizares, Talisay City, Negros Occidental on Friday morning, October 4, 2019.
Police identified the fatality as 44-year-old Jicky "Ka Maitan" Casipe, a resident of Barangay Dos Hermanas, Talisay City.
Talisay City police lead investigator Police Master Sargeant Rihael Trujillo said based on their initial probe, Casipe was riding his motorcycle heading towards the city proper when he was shot by four to five assailants in two separate motorcycles.
As of this writing, Trujillo said he cannot reveal the number of gunshot wounds Casipe sustained, although he noted the victim was hit in the head.
The investigator believes the victim was likely driving his motorcycle when he was attacked, as he fell straight into an irrigation ditch.
Police recovered five empty .45 caliber shells at the crime scene.
Cops noted that the victim was carrying a firearm and a sling bag at the time of the incident. They believe the suspects have taken them away.
One of Casipe's relatives, who identified himself as "Amay," told members of the media that Casipe was a former member of the New People's Army but later switched to the RPA-ABB.
After moving to the RPA-ABB, he became a commander of the group in the area of Talisay and Silay.
He also said Casipe was one of the 3,000 RPA-ABB who went to Jamindan, Capiz and participated in a surrender ceremony last September.
Police are still investigating the motives of the murder.

The government should consider procuring anti-drone technology following the drone attack in one of the oil processing facilities in Saudi Arabia last month, according to the flag officer-in-command of the Philippine Navy.
Vice Admiral Robert Empedrad said the Philippine military badly needed anti-drone technology to protect military facilities, camps, and even water assets against drones.
“This is the future threat: Drones that attack facilities. They can quickly attack our new ships or munitions sites,” Empedrad said during the 23rd anniversary celebration of the Naval Forces in Western Mindanao in Zamboanga City on Wednesday.
“Even our camps and bases should be protected. Israel, the UK and even Russia have proposed ways to to protect our infrastructure from possible drone attacks.”
In related developments:
• The Armed Forces of the Philippines and the United States will conduct starting next week the third annual joint military exercises to promote multinational military interoperability, readiness and capability in various training sites in Luzon.
The US Embassy in Manila said the joint military exercises, dubbed “KAMANDAG,” was set for Oct. 9 to 18 in various training sites in Luzon and Palawan.
• The Philippine Navy has formally retired its oldest ship, the BRP Cebu (PS-28), from the service during decommissioning ceremonies at the Captain Salvo Pier, Naval Base Cavite, early this week.
The retirement ceremonies for the World War II-era vessel took place on Oct. 1.
• The launchers of the Spike-ER surface-to-surface missiles of the three multi-purpose attack crafts activated last month will be installed next year, a Philippine Navy official said Friday.
“The launchers for the Spike-ER surface-to-surface missiles will be installed in early 2020 and installation will be done in the Philippines as in the previous multi-purpose attack crafts,” Navy spokesman Henry Quinto told the Philippine News Agency.
Military officials have drafted a proposal for the procurement of counter-drone technology, which could detect and prevent unauthorized drones from entering a restricted military facility.
“The Air Force came up with the proposal, and we either copy it or we come up with our own proposal. We will check what fits our requirements,” Empedrad said.
He said since they still didn’t have the capability to counter drone attacks, he ordered Navy personnel to be extra alert and use automatic rifles to pin down drones that posed a threat to a camp’s security.
There has been no reported drone attacks in the country by local terrorist groups. However, Empedrad is not discounting this possibility as local terrorists are now becoming more creative on how to stage their attacks.
Meanwhile, the Philippine Navy is expected to deploy more military vessels and equipment in Western Mindanao and the Basulta areas as intensified operations against the Abu Sayyaf bandits and communist group have heightened.
Empedrad said they will deploy additional multi-purpose attack craft, amphibious assault vehicles and even missile-capable vessels in Mindanao in a bid to crush the remaining bandits in the Basulta areas.

Harold Adjiaton, 30, a resident of Barangay Balite, Magpet yielded to the Army on September 29, a day after his commander, Rachel Daguman-Cortez, the alleged commander of Guerilla Front 53, was arrested inside the public market in San Francisco, Agusan del Sur.
Lt. Col. Rey Alvarado, commander of the 72nd IB based in Mawab, Davao del Norte, said Adjiaton turned over to them his caliber 45 pistol, a number of ammunitions, and a fragmentation grenade.
Adjiaton’s surrender was revealed by the 72nd IB only on October 5.
Alvarado said two days after Adjiaton’s surrender, they seized from a rebel hideout in Matalam, Cotabato an arms cache the NPAs had kept for months.
Another arms cache was discovered in nearby President Roxas, also in North Cotabato.
Alvarado said Adjiaton’s revelations during the investigation led them to the location of the firearms.
Cortez, who is also known as Commander Jazmin, Yade, and Raya, heads Guerilla Front 53 whose operations include the mountainous areas in Arakan Valley Development Complex in North Cotabato; Makilala town, also in North Cotabato; and parts of Davao del Sur.
Alvarado lauded the efforts of Adjiaton’s family and relatives in Magpet town in convincing him to surrender.
Adjiaton has been placed in the custody of the Army in North Cotabato.
Alvarado said they will ensure Adjiaton gets the needed protection, cash, and livelihood assistance under the government’s Enhanced Comprehensive Livelihood Integrated Program.

Von Al Haq, MILF spokesperson. declined to comment on the incident but confirmed to MindaNews that the seven were members of the BIAF’s National Guard Command.
The seven were still armed because, according to Al Haq, they were not among those decommissioned last month.
Last month, at least 1,000 combatants were decommissioned in rites attended by President Rodrigo Duterte in Sultan Kudarat, Maguindanao.
Police Lt. Col. Arnold Santiago said the bodies of the seven slain MILF members have been claimed by their family members.
The victims were identified as Laguiali Ali, Poangan Ganda, Kho Mamaluba, Jeomar Salansamen, Mads Maitem, Tongan Tot and Datumaniot Musbil.
Abu Misri Mama, spokesperson of the Bangsamoro Islamic Freedom Fighters (BIFF), said they had nothing to do with the firefight.
“We are just monitoring the development. What we learned is that the MILF was overwhelmed by the forces of ISIS in Dasawao,” he said.
Ustadz Amiril Umra Kato, a commander of the MILF’s BIAF, organized the BIFF in March 2010, three months after he tendered his resignation as commander of the 105th Base Command. Kato passed away in April 2015.
The BIFF has since broken into three factions under Karialan, Turayfe and Bungos.

The operation resulted to no casualty on the government side and undetermined on the enemy side.
Captured items during the encounter include one (1) M16A1 Rifle, 130 rounds of Live Ammunitions (5.56), three (3) Long Magazines for M16, four (4) Short Magazines for M16, one (1) Improvised Explosive Device (IED), one (1) Cellular Phone, one (1) Handheld Radio (Baofeng), Medical Paraphernalia, and Subversive Documents with high intelligence value.
Lieutenant Colonel Obaob said, “It is a good thing the townsfolk reported the presence of the NPA in the area. The people made their stand, they have enough of the terrorism made by the NPA.”

TACLOBAN CITY -- Local Task Forces to End Local Communist Armed Conflict have already been organized in 35 towns and two cities in Region 8.
This was the information relayed by the Department of the Interior and Local Government 8, one of the secretariat together with NEDA 8, for Eastern Visayas Regional Task Force to End Local Communist Armed Conflict or RTF ELCAC 8.
DILG 8 said that in the Province of Leyte, the City of Ormoc and five other municipalities namely, Bato, Burauen, Inopacan, San Isidro and Tunga, have already organized their respective City/Municipal Task Force ELCAC per EO 70.
In the Province of Southern Leyte, Municipal Task Force ELCAC has been organized in nine municipalities, namely, Liloan, Limasawa, Malitbog, Padre Burgos, San Juan, Silago, Pintuyan, St. Bernard and Sogod.
There are six municipalities in Samar province which have organized their respective Municipal Task Force ELCAC. These include Talalora, Paranas, Basey, Hinabangan, Tagapul-an and Gandara.
In the Province of Eastern Samar, Task Force ELCAC is in place in the only city of Borongan, and in eight municipalities namely, Balangkayan, Can-avid, Dolores, Hernani, Maslog, Salcedo, San Julian and Sulat.

TACLOBAN CITY -- Local Task Forces to End Local Communist Armed Conflict have already been organized in 35 towns and two cities in Region 8.
This was the information relayed by the Department of the Interior and Local Government 8, one of the secretariat together with NEDA 8, for Eastern Visayas Regional Task Force to End Local Communist Armed Conflict or RTF ELCAC 8.
DILG 8 said that in the Province of Leyte, the City of Ormoc and five other municipalities namely, Bato, Burauen, Inopacan, San Isidro and Tunga, have already organized their respective City/Municipal Task Force ELCAC per EO 70.
In the Province of Southern Leyte, Municipal Task Force ELCAC has been organized in nine municipalities, namely, Liloan, Limasawa, Malitbog, Padre Burgos, San Juan, Silago, Pintuyan, St. Bernard and Sogod.
There are six municipalities in Samar province which have organized their respective Municipal Task Force ELCAC. These include Talalora, Paranas, Basey, Hinabangan, Tagapul-an and Gandara.
In the Province of Eastern Samar, Task Force ELCAC is in place in the only city of Borongan, and in eight municipalities namely, Balangkayan, Can-avid, Dolores, Hernani, Maslog, Salcedo, San Julian and Sulat.

An active member of the communist New Peoples’ Army (NPA) has voluntarily surrendered to military authorities in Magpet, North Cotabato and led soldiers to the location of the rebels’ arms storehouse in the hinterlands of the municipality.
Lt. Colonel Rey Alvarado Army’s 72nd Infantry Battalion (IB) commander, said in a statement Thursday that the NPA guerilla, whose identity was kept for security reasons, decided to give up rebellion through the prodding of his family.
The surrenderer, a team leader of Special Partisan Unit of the NPA Guerilla Front 53, yielded on Sept. 29 but was only made public by the Army on Thursday, October 3.
Several days after his surrender, the ex-NPA rebel, guided soldiers to a site where rebels store their firearms. Government troops recovered three high powered rifles, ammunition, and anti-personnel mines at the site.
The surrender came after more than 400 former NPA rebels and mass-based supporters denounce the communist movement after undergoing a peacebuilding seminar in Poblacion Magpet, North Cotabato last month.
Carrying banners, streamers, and megaphones, the former communist rebels told their comrades who remain active to stop exploiting poor farmers in Magpet.
The 72IB conducted immersion to nine barangays since March this year in line with its CSP responsibility.
As part of the implementation of Executive Order 70, mandating the government’s whole of nation approach against insurgency, speakers from various government agencies took turns in educating the NPA mass-based supporters on the evils of the communist movement.
In one of the gatherings, Edgar Hantoc, village chair of Barangay Balete, lauded the Army efforts to win the hearts of residents in his village.
“We are now enlightened that we were just fooled by these communists. We are just victims,” he said.
Magpet Mayor Florenito Gonzaga lauded the 72nd IB for being their partner in peace and development efforts in the municipality.
The NPA, together with the Communist Party of the Philippines, is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

ILOILO CITY -- The top cop of the Iloilo Police Provincial Office (IPPO) on Saturday warned local chief executives against supporting the Communist Party of the Philippines-New People’s Army (CPP-NPA).
Col. Roland Vilela, IPPO director, said aiding the rebels in any form and means is going against the government.
In an interview, Vilela said there are local chief executives, vice mayors, and Sangguniang Bayan (SB) members who allegedly gave in to the permit to campaign demand of the rebels for the May 2019 elections.
“These are those who supported, gave revolutionary tax, and permit to campaign. It’s another form of supporting. It’s just a fair warning if they continue doing it, that we have our eyes on them and we are compelled to report them to DILG (Department of the Interior and Local Government),” Vilela said.
He said four mayors were allegedly aiding the rebels during the election time but “this is a work in progress, based on the initial (monitoring), that’s the number.”
He, however, did not disclose the names of the local chief executives but said they are from “NPA-infested areas” in the province.
Vilela said the alleged support of the elected government officials to the CPP-NPA are not considered rampant or active.
“It’s not that active, percentage wise. If we talk of the 42 towns and one component city of the province,” he said.
However, the police said it will be able to gauge the support of the local government units if it will welcome the creation of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) in their municipalities.
The PTF –ELCAC is to be formed by the province after the passage of the joint resolution of the Provincial Peace and Order Council and the Provincial Development Council.
“It should be cascaded to the municipal level, from there, we can gauge if there are still local government units supporting the rebels,” he said.
Vilela also said some of the mayors heeded to the demands of the CPP-NPA out of fear.
“The challenge is how we can give blanket security to those local elected officials and the people there because the CPP-NPA might come back,” he said.
With Executive Order 70, which adopts the whole-of-nation approach, Vilela urged the support of the government and the private sector to face the insurgency problem.
“It hampers and hinders development in our area if we are going to support lawless elements. For me, they (rebels) are no longer ideologist but brigands, robbers, criminals roaming around the hinterlands,” he said.

CAMP SIONGCO, Maguindanao – A total of seven members of the Moro Islamic Liberation Front (MILF) national guard were killed in clashes with Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) in Shariff Saydona Mustapha, Maguindanao on Friday and Saturday dawn, the military said.
Lt. Col. Ernesto Gener, commander of the Army’s 57th Infantry Battalion, said the first firefight erupted early Friday morning in Sitio Tinulasan, Barangay Dasawao, Shariff Saydona Mustapha between MILF national guard and the BIFF, led by Dawlah Islamiya-ally Salahudin Hassan.
But Abu Misry Mama, speaking for the BIFF, said eight MILF members were killed in a clash ignited by the MILF.
Lt. Col. Arnold Santiago, Maguindanao police director, said the remains of the slain MILF fighters were already claimed and buried by their relatives on Friday afternoon.
He named the slain MILF members as Laguiali Ali, Poangan Ganda, Kho Mamaluba, Jeomar Salansamen, Mads Maitem, Tongan Tot and Datumaniot Musbil.
Maj. Gen. Diosdado Carreon, commander of the Army’s 6th Infantry Division commander, said the MILF national guard and the BIFF under Hassan have a long-standing feud.
He said there was no joint Army-MILF operation against the BIFF but the Army is ready to assist should the MILF send a request.
Sporadic exchange of mortars continued until Saturday, military officials said.

Some members of Indigenous Peoples (IPs), who have experienced the ill-effects of insurgency in the south, have described as "productive" and "successful" their just-capped Europe Truth Caravan against the Communist Party of the Philippines - New People's Army (CPP-NPA).
The IP leaders -- Datu Panuliman James Binayao of the Manobo-Talaandig Tribe of Maramag, Bukidnon; Datu Awing Apuga of the Ata Manobo tribe; Datu Nestor Apas of the Langilan Tribe; Chiary Balinan of the Ata Tribe in Paquibato; Magdalina Iligan of the Mananwa Tribe; Anna Jessamae Crisostomo of the Ovu Manuvu Tribe; and Datu Langilan Asenad Bago and Datu Joel Dahusay of the Matigtalomo Tribe in Davao del Norte were in Europe for about 21 days.
During their trip, the eight were able to interact with the Filipino community and foreign government officials, as well as attend a meeting at the United Nations in Geneva.
"Nag-promise silang tulungan tayo para magkaroon ng hustisya ang mga leaders na pinapapatay (They promised to help us pursue justice for our slain tribal leaders)," Apas said in a press conference upon their arrival in Manila on Friday night.
Apas said representatives of the Office of the United Nations High Commissioner for Human Rights also "committed" to look into their situation as they narrated their plight before the UN body.
"Pati foreign funding agencies, nagsabi sila na pag-iisipan ang donasyon (Even foreign funding agencies said they would assess their donations to the Philippines)," he said, declining to name these development agencies.
"Ang ating mga funders, may programa sila. Maganda ang intensyon nila, pero 'pagdating dito sa mga grupo sa Pilipinas, doon na nagkakalabuan (Our funders have programs. They have good intentions but it's when the money is funneled to groups in the Philippines that the issue begins)," he added.
One of the younger IP delegates, Asenad, also shared his experiences in Europe as he thanked the members of the Filipino community for warmly welcoming their group in every European state they visited.
"Medyo naiinggit lang ako sa mga kasamahan ko na may alam sa (I am a bit jealous as some of my fellow delegates are a little fluent in) English. Kung 'di ko nakapag-aral sa NPA, sana marunong na akong mag-English ngayon (Had I not been taught by the NPA, I could speak English now)," he said.
"Tulungan niyo kami na sana wala na silang maloko. Tulungan niyo kami na sana makauwi na kami (Help us in preventing them from deceiving others. Help us so we can go home)," he added.

Asenad earlier said that during his stay in Salugpongan in Sitio Dolyan of Talaingod, NPA leaders came to the staff house for teachers, who, whenever there were no classes, took them to NPA posts where they were shown videos on how to attack military detachments.
Meanwhile, Iligan expressed hope that other IPs who have witnessed the "violence" of the CPP-NPA, would also be able to visit Europe as they did and tell their own stories.
"Sana may makapunta doon na IP pa para isiwalat ang totoong nangyari sa amin (I hope other IPs would be able to go there and share what really happened to us)," she said.
Whole-of-nation approach
The eight were accompanied by Presidential Communications Operations Office (PCOO) Undersecretary Lorraine Marie Badoy who said that their journey towards raising awareness of the evils perpetrated by the CPP-NPA is not yet over.
"This journey is not yet over but our country is in a good place because it is the first time that we have a president who is facing this insurgency in ways that other presidents never had," she said.
Badoy said the reception in Europe was "very positive."
"They're very happy that we are taking this on now, this insurgency," she said.
"Like Italy, the Ministry of Foreign Affairs, they said that they are very happy that we are taking this on and that they support us and that they will cooperate in case they have information," she said.
Badoy noted that the government is set to submit the list of non-government organizations (NGOs) in the Philippines with confirmed connections with the CPP-NPA.
"But we're very careful not to make a sweeping generalization of NGOs because there are a lot of NGOs that are very good and they really help people out of poverty. We're very careful that we give an accurate list to them with documentary evidence," she said. (
