The WestMinCom’s campaign against violent extremism reaps good results as more terrorists yield to the government forces in its area of operation.

The most recent is the surrender of 3 Abu Sayyaf Group members under ASG sub-leader Nur Hassan in Basilan, today (September 21, 2019) .

Khadaffy Kalitut, 17th in the PSR list; Aliman Langkasan; and Jiyad Arabin, yielded to the troops of the 18th Infantry Battalion in Route Perez, Ungkaya Pukan, Basilan Province.

The 3 handed-over one M16, one Garand rifle, and one M1 carbine. “We are happy that most of the ASG members are now willing to work with us in our quest for peace. They are longing for a good and progressive life with their loved ones,” said 18IB Commander, Lt. Col. Ivan San Jose.

The successful surrender was also facilitated by Limbo-Upas, Tipo Tipo Barangay Chairman Ismael Dampol.

“With all the programs and projects we implemented to assist our brothers and sisters who decided to return to the mainstream of society, we expect for more surrenderors in the coming days, ” said Lt. Gen. Cirilito Sobejana, Commander of the Western Mindanao Command.

“The success of our campaign is attributed to all the people who actively support us in all our endeavours,” Lt. Gen. Sobejana added.

WESTMINCOM: Maguindanao students benefit from joint civic program

Students from Capiton Primary School received assistance from military troops and non-government organizations in Maguindanao yesterday, September 20.



The gift giving and feeding program was conducted by soldiers from 90th Infantry Battalion, Social Climbers, Inc., and Taga Cotabato Ka Kung-TCKK, Inc. in Barangay Capiton, Datu Odin Sinsuat.

Seventy-four students received slippers, haircut service, and supplementary feeding during said outreach program.

“We will continue to extend assistance to organizations working for youth empowerment and community development in the Bangsamoro region,” said Col. Jose Narciso, 601st Infantry Brigade Commander.

“The Joint Task Force Central will strengthen this collaboration for the common aspiration of the Bangsamoro people. We will work with the local governmemt and the different sectors to achieve genuine peace and development in the region,” said Maj. Gen. Diosdado Carreon, Joint Task Force Central Commander.

“Rest assured of our commitment to bring security and stability for the people of Mindanao. We will support programs that advance the well-being of the underprivileged,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.

Team Task Force Balik-Loob led by Ms. Alexandra Nicha, the StratCom Secretariat, paid a courtesy visit to the Western Mindanao Command at its headquarters in Camp Don Basilio Navarro, Calarian, this city earlier today, September 23, 2019.



The team was welcomed by WestMinCom Deputy Commander for Operations, Brigadier General Generoso Ponio, and the Command Staff.



They are set to conduct series of interviews with the Enhanced Comprehensive Local Integration Program (E-CLIP) beneficiaries and stakeholders, and shoot/record episodes for the Task Force Balik-Loob radio program entitled “Balik-Loob Sa Pagbabago”.



Meanwhile, the AFP’s Information Operations (IO) team also paid a courtesy call to Brig. Gen. Ponio at the Bautista Lounge of the command.

The team, led by Lieutenant Colonel Julius Cabarloc, will conduct a 2-Day Symposium to equip the IO practitioners of this command with knowledge on how to conduct IO in support PRRD’s directive to end the threat groups before the year ends.

BUENAVISTA, Agusan del Norte -- Troops of 23rd Infantry (Masigasig) Battalion, Philippine Army recovered two high powered firearms and NPA personal belongings after the series of encounter in the hinterlands of Barangay Sangay, Buenavista, Agusan del Norte from September 15-16, 2019.

The encounter transpired while the troops were responding to the information from the local populace regarding the presence of armed men in the area. The series of firefight resulted in the recovery of the following items: two M1 Garand rifles; one magazine of AK47; 20 rounds of 7.62mm M14 (serviceable); three clips of Garand loaded with 24 rounds; one cellular phone; two clips of caliber 30, M1 Garand; and two civilian bags with assorted clothing.


The said group of terrorists are believed to be members of Samahang Yunit Propaganda SIKOP, Guerilla Front Committee 4A, North Central Mindanao Regional Committee under an unknown leader.

Lt. Col. Francisco Molina Jr, Commanding Officer, 23IB expressed his gratitude to the concerned citizens of Barangay Sangay, Buenavista for their cooperation and for providing timely and positive information about the presence of CNTs in the area.


“Through the help of the residents and the commitment of the troops to the mandated task in serving the people and securing the land, we prevented again the senseless CNTs from conducting extortion, recruitment, and manipulation to the vulnerable residents. Let us continue our partnership to finally End LocalCommunist Armed Conflict in our area and create a peaceful environment. We will never get tired of pursuing the enemies,” Molina said.

“To the remaining members of CNTs, now is the right time to go back to the folds of the law. Don’t waste your life being victimized by their false ideologies. BUTUAN CITY-- In the recent multi-stakeholders summit on Executive Order No. 70 or the whole-of-nation approach to end local communists armed conflict, Agusan del Norte 1st district representative Maria Angelica Rosedell Amante-Matba gave emphasis on the big role of barangay officials in curbing insurgency problem in the area and achieve peace and development.

“If you want to solve insurgency, help the government; work and do your part as the barangay executive; and know your constituents,” Matba told the barangay officials present during the summit held in Butuan City.


Punong barangay Ireneo Lauro of barangay Jaguimitan in the municipality of Nasipit, Agusan del Norte believed that EO 70 is an ultimate solution to end insurgency in the country. “This is now the tool that President Rodrigo Roa Duterte has given us, we will implement this to solve insurgency in our area,” Lauro said.

Also, Las Nieves, Agusan del Norte Indigenous Peoples Mandatory Representative (IPMR) Datu Ronald Manhumosay called on the IPs to unite and support the implementation of EO 70 to live a peaceful and productive life.

Agusan del Norte governor Dale Corvera also encouraged all Caraganons to work together to stop the CPP-NPAs fifty years of chaotic and conflict-causing activities.

“There can be no development without peace, and there can be no peace without development. United effort is all that we need to solve the insurgency problem,” said Corvera.

Meanwhile, DILG Agusan del Norte provincial director Ellen Vee Chua is also hopeful that barangay officials will also cooperate in solving insurgency in their area, as they play an important role in the communities and they know best what interventions are needed from the government. 3 NPA supporters surrender in Surigao Sur

TANDAG CITY, Surigao del Sur -- A New People's Army regular member and two Militia ng Bayan (MB) members under the Weakened Guerilla Front 14, North Eastern Mindanao Regional Committee (WGF14, NEMRC) voluntarily surrendered to the Philippine Army at the 75th Infantry Battation (75IB) headquarters in Bislig City on Wednesday, Sept. 18, 2019.



The surrenderees were identified as AKA Bernabe, AKA Loy, and AKA Jun, all residents of Sitio 1K (San Isidro), Brgy. Bunawan Brook, Bunawan, Agusan del Sur.

They brought with them the following war materials: one M2 Carbine with one magazine loaded of 10 live ammunition; two gallons of Improvised Explosive Device (IED); 150 meters flat cord #22; three pieces blasting cups with five meters detonating cords; one shotgun homemade rifle; one shotgun pistol (homemade); six magazines of AK47; one 7.62MM M14 Rifle with one magazine loaded with 20 rounds of live ammunition; and two pieces of subversive books.



Cabakungan said they have decided to surrender due to the fear and exhaustion of hiding away from the operation of the government forces. “Naka desisyon mi nga musurender tungod sa kahadlok ug kakapoy sigeg dagan, tago palayo sa operasyon sa militar ug kapulisan ug dugang pa ang NPA wala nituman sa ilang saad sa amoa nga sila (NPA) musuporta sa among pamilya gani gigatungan pa mi og sakto nga masuko ug mokontra sa gobyerno. Dugang pa nga rason sa among pag surrender, gusto namo nga manginabuhig malinawon kauban sa matag namo nga pamilya (We have decided to surrender due to the fear and exhaustion of hiding away from the operation of the military and police, also, the NPA have not kept their promises that they (NPA) will support our family and they convince us to get mad and oppose to the government. In addition, we want to live peacefully together with each of our family)," said Cabakungan in their colloquial dialect.

Lt. Col. Warren Munda, Acting Commanding Officer of 75IB said, "With the support of our government, stakeholders and people in the community, together we'll resolve and act as one to this campaign in eradicating the Communist NPA Terrorists (CNTs)."

The Philippine Army and the United States Army conducted its first-ever combined airborne operations at Cesar Basa Air Base, Floridablanca, Pampanga Sunday morning.

“This training will enhance our troops’ technical expertise in airborne operations, enabling our combat units to better respond to future contingency operations and other security challenges. Likewise, the combat interoperability with our US counterparts will also be strengthened," said PA chief, Lt. Gen. Alberto Macairog.

Sunday's exercise aimed to enhance the combined airborne and territorial defense capabilities and other competencies in urban combat operations of both Filipino and American troops.

Around 500 soldiers from the PA's First Scout Ranger Regiment and Special Forces Regiment (Airborne) and the US Army's 4th Brigade Combat Team (Airborne) participated in the activities.


Macairog and Brig. Gen. Gregory Day, US Army Alaska deputy commanding general, witnessed the exercise which started when the troops from the two nations jumped off four US Lockheed C-130 cargo planes to simulate a massive and rapid deployment of troops.

Airborne operations are critical in responding to conventional threats, especially when the land and water forces are unable to infiltrate war areas to resupply troops and equipment.

BRUSSELS, Belgium – A tribal leader from Mindanao on Saturday bared that he was sexually exploited by a commander of the armed wing of the Communist Party of the Philippines.

Datu Langilan Asenad Bago, of the Matigtalomo Manobo Tribe, shared before the Filipino community here how he was sexually abused by the communist terrorist group.

“Most painful part for me in the Salugpungan school, my classmates were sent to become full-time warriors in the NPA while my cousin and I were left and being abused by our teachers who are also commanders of the armed group. We are being raped by gays,” Bago said.

Bago added this also happened to other students of the Salugpungan school.

“I was raped by one of the commanders at the age of 14. It is the most painful experience to me, sometimes I lose my mind thinking that I have lost my future already because of my awful past,” he said.

Bago asked for support from the members of the Filipino community in order to attain justice for the IPs.

Falling prey

“Indigenous Peoples (fall victim) because they are easy victims. CPP-NPA comes to their ancestral domain in Mindanao and brainwashes them,” Ambassador of the Philippine Mission to Europe, H.E. Eduardo Jose De Vega said for his part.

Bae Lahong Chiary Balinan of Ata Tribe, meanwhile, said that she wants to expose the violent acts by the communist terrorist groups.

“My name Lahong means ‘voice,’ and it is given to me by our tribal leaders. So I want to use my voice to raise awareness to my fellow countrymen living abroad about what’s really happening to us, Indigenous Peoples, in the Philippines, she said.

Halt donations

Moreover, the IP leaders called on Filipinos in Belgium not only to condemn the terrorists’ inhumane treatment to them but also to cease donations of money to international front organizations that help channel funds the CPP’s armed group, NPA.

The Filipino community members here have also banded together to reject monetary solicitations by communist terrorist organizations masking themselves as humanitarian institutions.

Faith Nuñez, a dentist who also volunteers for different NGOs, expressed dismay after hearing the deception being perpetrated by communist terrorists about the IPs.

“I was so shocked because I’ve been supporting the Indigenous People for my whole life but I didn’t know about these all lies and covered up by some other organizations,” Nuñez said.

She said it was disturbing that communist terrorist groups are using children to solicit money for illegitimate purposes.

“I get goosebumps of what they are telling us here, those kids become one of the NPAs that we don’t know we have supported those fake NGOs giving them donations,” Nuñez added.

Duterte Diehard Supporters Europe Vice Chairman, Elmer Medrano, meanwhile, said that their engagement with the IPs was a “big eye-opener,” noting that they now “fully understand what’s really happening to our Indigenous Peoples back home.”

Medrano said Filipinos can help the IPs by sharing accurate information on social media.

“What we can do now is to spread this out, particularly here in Belgium. We will use our influence to spread these stories out and to stop funding the CPP-NPA,” he said.

He also expressed optimism that real peace will be achieved in the tribal leaders’ ancestral lands.

Active engagement

Nida Angcos, who came all the way from Luxembourg to join the dialogue, lauded the government’s efforts in helping the IPs through active engagements in Europe.

“We are very far from the Philippines so we are thankful that the government is doing this effort to help the IPs deliver us their real stories,” she said.

“Now that we have found out the truth, we will let our families know about this. We will orient the people who donate funds to NGOs, we will let them know to be vigilant about this because not everyone knows what’s happening in the Philippines because we live far from the Philippines,” Angcos added.

Meanwhile, Ambassador De Vega advised the Filipino community to help the National Commission on Indigenous People (NCIP), which protects and promotes IP rights.

“We have a Republic Act 8371 which already created a National Commission for Indigenous Peoples, it takes care of the IPs. That’s where you can put the money if you want your money to reach their communities,” De Vega said.

The IP leaders spoke before members of the Filipino community to uncover the violent attacks committed by the CPP-NPA.

Some of the tribal leaders are also members of the Mindanao Indigenous Peoples’ Youth Organization (MIPYO) based in Bajada, Davao City where people can also donate to.

MIPYO is an IP youth organization that aims to unify and empower the youth in the tribal communities.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PCOO)

Outgoing Armed Forces of the Philippines (AFP) chief-of-staff, Gen. Benjamin Madrigal Jr., on Monday said he would retire from service with a "grateful heart and fulfilled soul".

"To all of you, our personnel, the very heart of our institution, I will always cherish the dedication, cooperation, and professionalism you have shown during my time at the helm of the AFP. You’ve made my work easier and more fulfilling and for that, I thank you all,” he said in his last flag-raising ceremony at the AFP headquarters in Camp Aguinaldo, Quezon City.

“If you have spent your whole life and dedicated your time in the service, it will be difficult to let go. But I am confident that I have given the service, everything that I am and everything that I can and this somehow makes the parting easier,” he said.

Lt. Gen. Noel Clement, who heads the AFP Central Command, will take over his post during a change-of-command and retirement ceremony Tuesday.

Madrigal, 56, is a member of the Philippine Military Academy Class of 1985. Clement also belongs to the same class.

Prior to his appointment as AFP chief on December 11, 2018, Madrigal commanded the Eastern Mindanao Command, Southern Luzon Command, the 4th Infantry Division, the 701st Infantry Brigade, and the 26th Infantry Battalion.

Madrigal's previous posts include chief of staff of the Philippine Army; chief of War Plans in the Office of the Deputy Chief of Staff for Plans J5; Secretary Joint Staff; and chief of the Army Management and Fiscal Office.

FORT BONIFACIO, Metro Manila – The Philippine Army and the United States Army hold its first Combined Airborne Operations to further strengthen both forces’ capabilities and camaraderie today, Sept. 22, at Cesar Basa Air Base, Floridablanca, Pampanga.

The exercise aims to enhance the combined airborne and territorial defense capabilities as well as the other competencies in urban combat operations of both forces.

With the Commanding General Philippine Army Lt. Gen. Macairog S. Alberto, Deputy Commanding General US Army Alaska Brig. Gen. Gregory Day, other general and senior officers, and members of the media as spectators, around 500 soldiers of PA’s First Scout Ranger Regiment and Special Forces Regiment (Airborne); and US Army’s 4th Brigade Combat Team (Airborne) jumped off from four US C-130 planes to simulate a massive and rapid deployment of troops.

Airborne operations are critical in responding to conventional threats especially when the land and water forces are unable to infiltrate war areas to resupply troops and equipment.

Prior to the event hosted by the Philippine Air Force 5th Fighter Wing, the participants were familiarized with the gear and equipment from the US counterpart.

“This training will enhance our troops’ technical expertise in airborne operations, enabling our combat units to better respond to future contingency operations and other security challenges. Likewise, the combat interoperability with our US counterparts will also be strengthened," said Alberto.

The Philippine and United States armies conducted airborne exercises on Sunday to test their interoperability and technical competence.

The bilateral airborne operations were held by the US Army’s 4th Infantry Brigade Combat Team, the US Army’s 25th Infantry Division, the US Army Alaska and the Philippine Army at the Cesar Basa Air Base in Floridablanca, Pampanga.

“This type of combined, tactical-level training builds both forces’ technical competence, fosters interoperability and provides a greater understanding of how the allied nations’ forces conduct operations,” the US Embassy in Manila said.

Brig. Gen. Gregory Day, deputy commanding general of US Army Alaska, said the US “is committed to working closely with the Armed Forces of the Philippines to grow our airborne capabilities.”

“We appreciate the opportunity to train here and the hospitality shown by our partnered forces has been incredible,” he added.

The embassy said the drills form a “critical part” of the Philippine military’s brigade modernization efforts and also allows the US Army to practice its strategic agility in quickly responding “to a wide range of events and disasters.”

Lt. Gen. Macairog Alberto, Philippine Army chief, said the training would enhance the Philippine troopers’ technical expertise when it comes to airborne operations, and enable them to “better respond to future contingency operations and other security challenges.”

KIDAPAWAN CITY – Heavily-armed men shot and killed yet another village official and wounded three others in Kabacan, Cotabato Sunday night (Sept. 22).

Lt. Colonel Bernard Tayong of the Cotabato provincial police office identified the slain official as Barumbong “Bong” Matalam Bacana, 43, village chief of Barangay Kayagan.

He was the fourth village chief killed in Kabacan this year.
Tayong said the motive of the attack against Bacana could either be personal grudge or work-related.

“Village officials now are very active in law enforcement operation, including clearing of highways as directed by the DILG,” Tayong explained.

“They may have earned the ire of lawless groups,” he added.

Initial investigation showed that Bacana and several barangay tanods (village watchmen) were conversing in front of the barangay hall at around 8:45 p.m. when the assailants, armed with automatic assault rifles, showed up, fired at the victims and fled.

Villagers rushed to the scene and brought the victims to a hospital in Kabacan where Bacana was declared dead on arrival.

The three other victims, members of the Barangay Peacekeeping Action Team, were initially treated in the Kabacan hospital and were later transferred to another healthcare facility.

Last week, Barangay Lower Paatan chairman Ben Candanganan was likewise dead.

In the wake of the killings of village officials, the Kabacan local government offered a P200,000 bounty for information leading to the arrest of suspects.

Tayong said they are investigating if the four attacks against village officials were related.

“Women who work together can transform societies. Working together, women can ensure that discrimination, inequality, and depreciation no longer define women, and terrorism and violent extremism do not take root,” said Patrolwoman Jessa Gonzales of the PNP RMFB9.

“These women from PNP RMFB9 are at the forefront in defending peace and security in this community and this region. We are equipping them with skills to enhance their operational capabi­lity and creating an opportunity to discuss topics at the micro and macro levels. Their tireless effort and devotion to duty makes them a great asset to the Philippines, and a strong partner to the US,” said Staff Sgt. Mary Soliva, United States Army.

The United States, as a longstanding friend, partner, and ally of the Philippines, continues to provide support to Philippine security forces to include subject matter expert exchanges on preventing and countering violent extremism.

A HIGH-RANKING Abu Sayyaf terrorist leader and two other members surrendered to the military in Basilan province in the nation’s south on Saturday, according to a report from the Western Mindanao Command.

The military
identified the terrorists as Khadaffy Kalitut, 17th in the periodic situation report list, and Aliman Langkasan and Jiyad Arabin under Abu Sayyaf sub-leader Nur Hassa. The three surrendered to the 18th Infantry Battalion.

The terrorists also yielded several firearms to authorities including an M16 rifle, Garand rifle and an M1 carbine.


“We are happy that most of the Abu Sayyaf members are now willing to work with us in our quest for peace,” military commander Lt. Colonel Ivan San Jose said in a statement. “They are longing for a good and progressive life with their loved ones.”

Village Chairman Ismael Dampol from Limbo-Upas, Tipo Tipo facilitated their surrender.

“With all the programs and projects we implemented to assist our brothers and sisters who decided to return to the mainstream society, we expect for more surrenderors in the coming days,” Lt. General Cirilito Sobejana, Commander of the Western Mindanao Command said in the statement.

Abu Sayyaf, the most violent extremist group in the Mindanao region, has used terror for profit and to promote its jihadist agenda, according to the US National Counterterrorism Center. It also engages in kidnapping for ransom, bombings, assassinations and extortions, it said.

The Philippine National Police (PNP) has deployed a number of high-speed tactical boats in Mindanao to support soldiers and elite police commandos who are running after the Abu Sayyaf Group (ASG).

In the waters of Sulu, for instance, PNP Maritime Group director Brig. Gen. R’Win Pagkalinawan said at least five high-speed tactical boats were deployed for maritime patrol and for the transport of government forces.

“Right now, I have 35 high-speed tactical boats, majority of them focused in Mindanao. I deployed five tactical boats in Jolo in particular because we are in support of Army, Marines, and Mobile Forces (policemen) of the province who need sea assets to conduct operations in the islets,” said Pagkalinawan.

High-speed tactical boats, according to Pagkalinawan, are like armored personnel carriers, or V150s, in the water. Each high-speed tactical boat costs P13 million.

As such, he said the deployment of Maritime Group’s high-speed tactical boats is a boost in the conduct of operations against the Abu Sayyaf and other criminal groups in western part of Mindanao, particularly in Basilan, Sulu and Tawi-Tawi (BaSulTa).


“Ever since, it has been reported that lawless elements, including Abu Sayyaf, are fleeing through the seas from Sulu to different islets. If they have information they just need to board our boats,” said Pagkalinawan.

“The boats are armed for force protection,” he added.

President Duterte earlier ordered to finish off the Abu Sayyaf, which resulted in the deployment of more troops in Sulu and Basilan areas.

Pagkalinawan, for his part, said they also deployed 300 Maritime Group personnel to conduct patrol and other operations in Basilan, Sulu, and Tawi-Tawi areas.

Interior Secretary Eduardo Año said Monday that the recent decommissioning of 727 former rebels proves the effectivity of local peace talks.

“The DILG is pleased with the decommissioning of the RPMP-RPA-ABB-TPG. It is long overdue and it demonstrates that the government’s current approach of localized peace engagement is better than peace talks with the CPP-NPA-NDF (Communist Party of the Philippine-New People’s Army-National Democratic Front) panel which has brought us nowhere since the Cory Aquino administration,” Año said in a statement.

He was referring to members of the
Rebolusyonaryong Partido ng Manggagawa-Pilipinas – Revolutionary Proletarian Army – Alex Boncayao Brigade – Tabara-Paduano Group, known as the Kapatiran, a breakaway faction of the New People’s Army (NPA).


President Rodrigo Duterte led the decommissioning of members of the Kapatiran in a ceremony at the 3rd Infantry Division Headquarters of the Philippine Army in Jamindan, Capiz last Friday, September 20.

“With this effort and the whole-of-nation-approach espoused by President Duterte, there is no doubt in my mind that we can finally rid ourselves of the communist insurgency that has been a burden to our economy and has cost the lives of many of our countrymen for the past 50 years,” said Año.

He said the government “does not have a chance with the so called ‘CPP-NPA-NDF’ peace panel who are only using the talks to reorganize and re-arm their forces and have no intent on coming to a political settlement with the government.”

“We will just focus our efforts on localized peace engagements,” the DILG chief said.

According to Año, the former rebels are members of the Kapatian from Negros, Aklan, Bukidnon, Antique, Capiz, Iloilo, Luzon, and Mindanao.

He then encouraged other NPA rebels to lay down their arms and surrender to the government.

He said packages of assistance will be ready for them, similar to what the 727 former rebels received from the Department of Agriculture, Department of Environment and Natural Resources, Department of Labor and Employment, Department of Social Welfare and Development, PhilHealth, and National Housing Authority which handed over a start-up provision of shelter for the surrenderers.

“This is all part of the package bundle under the Enhanced Comprehensive Local Integration Program (E-CLIP),” he said.

A vice commanding officer of the New People’s Army (NPA) surrendered to soldiers of the 89th Infantry Battalion in Sto Tomas, Davao del Norte last Thursday.

Lt. Col. Silas Trasmontero, the 89th IB commander,
identified the surrenderer as Romeo Clarion Abella Jr. alias Jay, the vice commanding officer of the Guerilla Front (GF) 55, Sub Regional Command (SRC) 5 of Southern Mindanao Regional Committee (SMRC) under Kumander Marikit, the front secretary.

Trasmontero said Abella surrendered to the 89th IB troopers at the Quarry Detachment in Sitio Quarry, Barangay Magwawa.

The soldiers were conducting surveillance in Magwawa when the rebel met them.

Abella gave up his M16 rifle with SN l520907, seven long magazines with 138 rounds of live ammunition and a hand-held radio.


The rebel leader alleged he escaped from his group allegedly due to difficulties and psychological pressure from the intensive military operation in the area, and from reported inequalities within their organization.

The rebel claimed he’s already tired of the “social disparity” in the movement as front secretary such as Kumander Marikit enjoys perks and privileges denied to ordinary members.

Ordinary members, he said, are contented with coffee or sometimes hot water. But “Marikit and her husband Rommel enjoy hot chocolates, cigarettes and other foodstuffs,” he said.

Further, the sustained military operation brought additional hardship to them in their already difficult life in the mountains, putting the NPAs on the run and causing demoralization among their ranks.

CAMP EVANGELISTA, Cagayan de Oro – The 4th Infantry “Diamond” Division intensifies its social media operations to combat the Communist NPA Terrorist’s (CNT’s) fake news and deception through the conduct of a 5-day Social Media Product Development and Management Training at the 4ID Headquarters on September 16 – 20, 2019.

The training was attended by 50 participants composed of Civil-Military Operations (CMO) Officers, Assistant CMO Officers and Social Media NCOs of the Infantry Brigades and Battalions, Tactical Operations Group 10, Philippine Air Force and Philippine National Police from regions 10 and 13.


CMO officers of the different brigades and battalions of the 4ID undergo training on social media.

The participants were equipped with the necessary knowledge, skills, and attitude in social media product development and management through in-depth understanding and use of emerging trends and technologies. The training emphasized the importance of social media as an integral part in achieving CMO objectives through effective dissemination of information.

2LT Roselyn Matulac, CMO Officer from the 29th Infantry Battalion said, “We are very grateful to the 4th ID and to the guest lecturers who came all the way from Manila to teach us the necessary knowledge we need in order to enhance our skills as CMO operators. We learned a lot and we will pass our learning to our units.”

Col. Michelle B Anayron Jr, Chief of Staff of the 4th ID as the keynote speaker said “It is my fervent hope that you learn a lot on this training. Remember that each of us in the organization has specific roles that are contributory to the overall success and achievements of our mission and as social media front-liners. You need to further keep in mind that your role is just as equally relevant to our soldiers in the frontlines of the battlefield.”

MGen Franco Nemesio Gacal, 4ID Commander said, “The CNTs are not only operating in the mountains but are also in different social media platforms. We need to effectively counter their lies and deception that are circulating online. Social Media is one platform that will allow us to proactively counter their propaganda by disseminating the true narrative so that we can protect and save our people, especially the youth, from their online recruitment.”

COMPOSTELA, Compostela Valley -- Eleven classrooms are being constructed through the 'Bayanihan para sa Paaralan’ in five far-flung barangays in this province to cater to the learners of Salugpungan Ta"Tanu Igkanugon Community Learning Center Inc. (STICLCI), which was recently suspended by the Department of Education (DepEd).

The construction of the classrooms simultaneously started last Friday are expected to benefit schoolchildren in Barangays Panansalan in Compostela, Danawan Manurigao in New Bataan, Sitio Side 4 Mangayon in Compostela, Sitio Bongloy, Pagsabangan in New Bataan, and three in Sitio Sapanglubog, Tibagon in Pantukan town.

Governor Jayvee Tyron Uy on Friday said all 11 classrooms are expected to be completed next month.

Uy said the "Bayanihan Para sa Paaralan" is a program of the provincial government to address the shortage of classrooms in the different public schools of the province.

Funding, he said, comes from the different private partners and stakeholders.

"The donation is about PHP9 million to finance these projects and this will answer the issue of classroom shortage even without undergoing the usual lengthy government process of constructing classrooms," Uy stressed.

Apart from the classrooms, the project would also include facilities such as solar panels and a water tank.

The governor also bared that prior to the suspension of STICLC's operations, he had a meeting with the Department of Education (DepEd) to discuss possible alternatives for its learners.

“Once finished, we encouraged the parents to enroll their students in these schools,” the governor said, referring to the schoolchildren who would travel for hours just to get to the schools in the Poblacion area of this town.

DepEd suspended 55 STICLC-managed schools in Davao Region following a report from National Security Adviser Hermogenes Esperon detailing Salugpungan's links with the communist New People's Army (NPA).

Meanwhile, Dr. Reynante Solitario, superintendent of Department of Education (DepEd) Compostela Valley Division, said the sites chosen for the project have existing STICLCI schools.

Solitario said DepEd will move for the accreditation of the new schools and integrate the existing Salugpungan schools in the province.

Solitario said Compostela Valley province has 24 STICLCI-managed tribal schools covering about 317 students.

Four of the Armed Forces of the Philippines’ (AFP) newly-acquired amphibious assault vehicles (AAVs) carried out ship-to-shore operations during a joint military exercise in Subic Bay, Zambales Saturday.

The new AAVs were the highlight of the amphibious exercise which is one of the main joint interoperability exercises conducted under the AFP Joint Exercise (AJEX) "DAGIT-PA".

The activity seeks to enhance joint operations among ground, naval and aviation assets of the AFP.

The amphibious operations demonstrated the military’s ability to seize a littoral objective in a scenario of an island retake.


During the activity, a team of Marine infantry and reservists launched the AAVs from Philippine Navy landing dock, BRP Davao del Sur (LD-602).

This enabled the team of Marines to land and conduct operations to retake the island. Meanwhile, the Philippine Air Force rotary-wing aircraft S-76A conducted casualty evacuation from shore-to-ship.

"The amphibious exercise is an opportunity to enhance our proficiency in sea to land operations utilizing our new amphibious assault vehicles. It seeks to develop our skills, techniques and capabilities during rapid deployment of troops from ship to shore whether under hazardous circumstances or during natural disasters or hostile enemy actions," Amphibious Landing Force head Lt. Col. Henry Espinosa said in a statement.

The four AAVs were among the eight newly acquired amphibious vehicles from South Korean defense manufacturer Hanwha Techwin.

The first batch was delivered in May while the second batch arrived in August.

These vehicles are being used by the Philippine Marine Corps and are based in two strategic sealift vessels, the BRP Tarlac (LD-601) and BRP Davao Del Sur (LD-602).

The AFP is currently holding AJEX DAGIT-PA, which stands for “Dagat-Langit-Lupa”.

The AFP-wide exercise, which officially opened last September 16, aims to enhance interoperability during joint operations of the Philippine Navy, Philippine Air Force and Philippine Army.

More than 1,500 soldiers, including reservists and selected AFP Wide Support and Separate Units, are participating in this year’s joint exercises.

Among activities lined up are the Air/Maritime Interdiction Operation in Palawan; Amphibious Landing in Zambales; Airfield Seizure and Military Operations in Urban Terrain in Nueva Ecija; and Combined Arms Live Fire Exercise in Tarlac.

These events will focus on capabilities development in maritime security, military operations in urban terrain, and amphibious operations.

All those behind the tragic death of Philippine Military Academy (PMA) Cadet Fourth Class Darwin Dormitorio, allegedly due to hazing, will be made accountable for this incident, Armed Forces of the Philippines (AFP) Chief-of-staff, Gen. Benjamin Madrigal Jr. said Sunday.

"The AFP assures that all individuals involved in this unfortunate incident will be made accountable as we continue to uphold the highest degree of accountability and transparency within our ranks," he said in a message to reporters.

Madrigal said he already directed the PMA to conduct a thorough and speedy investigation to shed light into the incident.

He added the military will continue to undertake necessary steps to ensure that this tragic incident is properly investigated, and to prevent it from happening again.

The AFP chief said those responsible for the incident will be handed to the proper authorities so that “the wheels of justice will turn.”

"Let it be known that the AFP does not tolerate any kind of action that endangers the lives of all our members, more so future leaders of our organization. We hold every soldier, cadet, and civilian employee with the highest standards of professionalism and respect for human life," he stressed.

Madrigal also emphasized that the entire AFP is extending its condolences to the family of the late PMA cadet.

Initial investigation showed that Dormitorio, native of Cagayan de Oro City, succumbed to cardiac arrest secondary to internal hemorrhage, allegedly caused by hazing, at the PMA station hospital early Wednesday.

According to a police report, the cadet complained of stomach ache and started vomiting inside their barracks around 1 a.m. Wednesday.

He was brought to the PMA station hospital and pronounced dead by the attending physician at 5:15 a.m.

The United Nations Food and Agriculture Organization (UN-FAO) has vowed to be more careful and discerning in choosing non-government organizations (NGOs) to help in the country.

This, after a group of indigenous people’s (IP) leaders visited their office in Rome, Italy to report about communists and left-leaning groups taking advantage of the assistance they give.

On September 16, UN-FAO Partnerships and Capacity Development Division Director, Marcela Villareal, said she is touched by the stories of the IP leaders’ bitter experiences under the Communist Party of the Philippines-New People's Army's (CPP-NPA) conquest of their ancestral domains.

Datu Awing Apuga, one of the IP leaders, told Villareal that “a number of NGOs in the Philippines uses the natives to receive money from big agencies only (to) fund their evil schemes”.

Apuga said as leaders, they are determined to stop the exploitation of IP communities and vowed to do everything to halt the operations of groups acting as channels to the communist movement.

On September 17, some of the tribal leaders also spoke before the members of the Geneva Press Club in a dialogue in Switzerland.

During the dialogue, Datu James Binayao of the Manobo-Talaandig Tribe of Maramag, Bukidnon, said the communist armed movement in the Philippines has thrived through the years due to continued support it gets, through legal fronts and from some international groups.

"I call on the international community to please stop the support to these organizations who are allied with the CPP-NPA. For the past 50 years, the CPP-NPA has come to our ancestral domain to steal the peace and development that we have in our community," Binayao said.

He reported that CPP-NPA established camps in their ancestral domains which they consider “their life” since their ancestors fought hard to preserve them.

He added that the group camping on their land resulted in the displacement of its original IP settlers.

Meanwhile, Bae Laha Lahong Chiary Balinan of the Ata Tribe in Paquibato, Davao City, said she herself was a "victim of recruitment" that led her astray to attaining real education.

"They teach us how to use propaganda to fight our government. They ruined the good future of the IP children," Balinan said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

It won’t be long before armed communist conflict will be wiped out, Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said, stressing that the Duterte administration has taken significant strides in addressing insurgency.

Andanar, during the Lions Clubs International (LCI) Multiple District 301 37th anniversary and 38th induction ceremony on Saturday, said that among others, the whole-of-nation approach to address insurgency in the country has been effective in helping the country attain peace.


“The so-called communist groups of the New People's Army and the National Democratic Front would soon enough be either exterminated or re-introduced into the body politic,” Andanar said, speaking on behalf of the President.

Andanar said the local communist groups’ attempts to overthrow the government are only “fueled by vested financial interests.”

On the other hand, the PCOO chief also cited how the President’s socioeconomic reforms cleansed the bureaucracy from corruption.

Through the Cabinet Officers for Regional Development and Security (CORDS), Andanar said government’s projects in each region are being facilitated and closely monitored by Cabinet executives to ensure their effective, transparent, and swift delivery.

“The past three years have progressed from dysfunctional lethargy towards a landscape of substantial successful changes. We are today an investment field in several areas of productive endeavors: expansive infrastructure, agriculture, technology, culture, tourism, exports, transport, services,” Andanar said.

“A massive reformation and restructuring of our bureaucracy is an intensive work in progressive simultaneous phases within the offices and desks that are prone to corrupt practices,” he added.

Andanar proclaimed that foreign relations have reached “the level of true independence” under the current administration.

He said “the general environment of peace is maintained with comfortable success.”

Andanar, meanwhile, urged Lions Clubs International to rally behind the President for "change and national salvation."

“Imagine the volume of your Lions' roars that would resound across the war zones, in the battles against the evils of illegal toxic drugs, corruption, and criminality. He urged you during his inaugural, and urges you again today to join this crusade. Rally behind the President's battle cry, become a formidable assurance for our people who need to be protected against these pernicious evils,” Andanar said.

"This is a commitment every true-blooded lion must make for the organization, the country, and the people. It begins and continues as a call and a creed that demands fortitude," he added.

The LCI is a global service organization founded in 1949, which engages in voluntary community services in various fields, to address humanitarian needs and promote peace. The LCI Multiple Districts 301 currently has 14,729 members from key districts of Makati, Pasay, Paranaque, Calabarzon, Bicol, Marinduque, and Palawan.
