BAGUIO CITY -- An official of the Philippine Military Academy (PMA) on Thursday said the probe into the death of a fourth-class cadet is now in the hands of the police and the National Bureau of Investigation (NBI).
Major Reynan Afan, acting chief of PMA's Public Affairs Office, said in a statement that the Philippine National Police (PNP) and the NBI have been invited to look into the case to "ensure fair, objective and transparent investigation”.
“As the PMA community continue to mourn the passing of one of its sons, continuous cooperation with competent proper authorities have been initiated,” he said.
He said the PMA is extending support to the family of Darwin Dormitorio, 20, of Cagayan de Oro City.
Baguio City Police Office (BCPO) director Colonel Allen Rae Co said an in-depth investigation into Dormitorio's death is ongoing.
“BCPO is currently in the process of conducting an in-depth investigation of the incident in close coordination with the administration of PMA. We will be releasing the result of our investigation upon its conclusion,” Co said.
Initial investigation showed that Dormitorio died of cardiac arrest secondary to internal hemorrhage on Wednesday morning at the PMA station hospital.
According to the police report, at around 1 a.m. Wednesday, the cadet was complaining of stomach ache and started vomiting inside their barracks.
He was brought to the PMA station hospital and was pronounced dead by the attending physician at 5:15 a.m.

SULTAN KUDARAT, Maguindanao – Police authorities here apprehended two alleged members of the Moro Islamic Liberation Front (MILF) found to be carrying firearms in their vehicle on Thursday.
Major Julhamin Asdani, town police chief, identified those arrested as Datu Ebrahim Egal, 23; and Ali Mama Unting, 32, both farmers and residents of Barangay Rebuken here.
The suspects were on board a red Toyota Corolla sedan (GFD-491) and were passing through a police checkpoint around 11 a.m. when found carrying a fully loaded M16 rifle and a .45 caliber pistol.
“Both alleged that they are members of the MILF’s Bangsamoro Islamic Armed Forces but failed to present documents to their claim and the firearms they possess,” Asdani said.

CAMP SIONGCO, Maguindanao – The military here made public Friday the recovery of assorted firearms and components from a lair of the Islamic State-linked Bangsamoro Islamic Freedom Fighters in Datu Salibo town of this province.
Major Gen. Diosdado Carreon, commander of the Army’s 6th Infantry Division and Joint Task Force Central, said the firearms were seized by elements of the Army's 57th Infantry Battalion and 1st Mechanized Infantry Battalion in several abandoned houses in remote Barangay Butilen, Datu Salibo at 5 a.m. Thursday.
The soldiers recovered a caliber 9mm and two caliber .45 pistols and components of long and high-powered guns and other war materials.
The firearms were believed to have been abandoned by members of the BIFF, who were subjects of a massive military manhunt since January this year.
“Soldiers continue to secure areas where armed groups operate to sow terror and fear among the peace-loving people of Mindanao,” Carreon said.
Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command, said government forces will continue to conduct preemptive measures to ensure public safety.
“Ground forces build up security operations as preemptive measures against threats posed by lawless groups in the operational area,” Sobejana said.

President Rodrigo R. Duterte called on the 727 former combatants of the Rebolusyonaryong Partido ng Manggagawa-Pilipinas -- Revolutionary Proletarian Army -- Alex Boncayao Brigade – Tabara-Paduano Group to start a productive life with their loved ones by seizing the opportunities given to them by the government.
“This occasion marks another step closer towards building of a peaceful and prosperous nation. I am pleased to note that this peace building program has also a social and economic re-integration component through which the government provides support to enable returnees to become productive members of the society,” Duterte said in his message during the decommissioning and ceremonial disposition of 337 firearms, ammunition and explosives, held at Camp General Macario B. Peralta Jr. in Jamindan, Capiz on Thursday.
During the event, Duterte released to the rebel returnees certificates of availment of vegetable seeds, chicken, fruit tree seedlings, rice, corn and native pigs from the Department of Agriculture.
The Department of Environment and Natural Resources also turned over a community-based forest management agreement and forest guard contracts while the Department of Social Welfare and Development extended PHP25,000 in immediate cash assistance for each former combatant.
The National Housing Authority provided a startup provision of shelter while all the 727 Kapatiran members were provided with Philippine Health Insurance Corp. (PhilHealth) cards.
A PHP5 million coco oil mill project was also turned over to the province of Aklan while the Technical Education and Skills Development Authority awarded a certificate of completion for well-water drilling training.
“Be assured of the government’s full support for your reintegration to the mainstream of the society,” Duterte said.
In his message, he acknowledged the efforts of the Office of the Presidential Adviser on the Peace Process, Armed Forces of the Philippines, Philippine National Police, and other partners who worked through the years to “finally end the hostilities between the government and this armed group.”
“I urge all concerned parties to continue working together to ensure that the fruits of the years of negotiations will not go to waste. As we sustained the gains of peace building efforts, I enjoin all Filipinos to make the Philippines a better place to live for everyone where we can live in harmony and greater opportunities for an improved quality of life,” he said.

Two Japan Maritime Self Defense Force (JMSDF) ships, the JS Bungo (MST-464) and the JS Takashima (MSC-603), will be docking at Pier 15, Manila South Harbor Saturday for a three-day goodwill visit to the Philippines.
Philippine Navy (PN) public affairs office chief, Lt. Commander Maria Christina Roxas, said the ships will be in the country from September 21 to 23.
In a statement Friday, she said the two ships will dock at Pier 15 around 10 a.m.
JS Bungo is classified as "mine-countermeasures ship" of the "Uraga" class and weighs around 5,500 tons while JS Takashima is a "Hirashima"-class minesweeper displacing 570 tons.

The Armed Forces of the Philippines (AFP) on Thursday said it will do everything in its authority to ensure that national secrets and its communications remain secure.
"The Armed Forces of the Philippines is just as concerned when it comes to security, the inherent predisposition of the AFP (is) towards security, you grant us, and you trust us when we say that we are going to ensure that national secrets and the security of our communications will be guarded and protected," said AFP spokesperson, Marine Brig. Gen. Edgard Arevalo, in an interview with ABS-CBN.
Arevalo's remarks came after some sectors expressed concerns on the AFP's co-location memorandum of agreement (MOA), which was signed last week, with Dito Telecommunity (formerly Mindanao Islamic Telephone Company or Mislatel).
Arevalo also pointed out that Dito Telecommunity personnel, when building and maintaining their facilities, will be accompanied by military personnel every time.
"They have not put anything yet by the way, and if they are going to that, before they can build up the facility and if the facilities are already there standing and they have to maintain it, they have to do that everytime, (they have) to be accompanied and escorted by military personnel," he said.
Arevalo added that there will be no connection between the military communications facilities and the telecommunications firm.
"There will be no connection, except hosting or co-locationing areas where the AFP is guarding together with facilities of the AFP," he said.
Earlier, AFP chief-of-staff Gen. Benjamin Madrigal, Jr., said Department of National Defense (DND) Secretary Delfin Lorenzana always has the prerogative to cancel or revoke any memorandum of agreement entered by the military with any entity or organization.
He also clarified that he did not bypass Lorenzana when he approved the MOA, adding that it is the procedure for him to sign it first before sending it to the DND chief and his staff for scrutiny.
"In our process, the MOA will have to be approved by SND (Secretary of National Defense), but before (it can go to) the Secretary of National Defense, I have to sign it first, the MOA can't go into the (office of) SND (without my approval), it would be like that, I would have him proofread the documents I would sign," he said in Filipino.
Madrigal added that the MOA with Dito Telecommunity passed scrunity through the military's intelligence, legal and communications divisions. Dito Telecommunity is composed of Chelsea Logistics and Infrastructure Holdings Corp., Udenna Corp, and China Telecom.
It was conferred with the status of New Major Player in the telecommunications industry by the National Telecommunications Commission on November 19, 2018. The AFP and Dito signed the co-location MOA last September 11.
Also, the AFP chief bared that partnering with Mislatel is nothing new as similar MOAs have been entered into with Smart and Globe.
Based on the agreement, the AFP will determine specific locations with its rental value for use of Mislatel in the installation and management of its communications sites, without undermining the operations of affected AFP units.
The telecommunications firm is also required to “furnish all equipment, labor, and materials necessary to effect the co-location of its facilities and shoulders all expenses in connection with or incidental to the co-location” and payment of all taxes, permits, licenses, and other charges.

"I think the most critical factor now is how to bring in everybody on board against this fight, because it is not possible if the Armed Forces does it alone or if the local government units are the ones battling this problem. It has to be the whole country, the whole nation. This is a national problem so we have to address this as a people, collectively, so that our country would achieve lasting peace," he told reporters when asked how he planned to expedite the defeat of the Communist Party of the Philippines - New People's Army (CPP-NPA).
Clement also vowed to create a bigger dent on the CPP-NPA's ranks and its capability to create terror and atrocities with the whole-of-nation approach.
He said efforts against the threat of terrorism and the ongoing modernization of the AFP, especially in its territorial defense capabilities, would continue.
Clement, who is also incumbent head of the Cebu-based Central Command, expressed gratitude to President Rodrigo R. Duterte for being selected as the next AFP chief.
"I am honored with the designation and I am thankful to the President for giving me his trust and confidence," he added.
Clement, a member of the Philippine Military Academy Class of 1985, was a classmate of outgoing AFP Chief-of-Staff, Gen. Benjamin Madrigal Jr., who will formally retire from the service next week.
Aside from being designated Central Command head, he also commanded the 10th Infantry Division, 602nd Infantry Brigade, and the 56th Infantry Battalion, among other military units.

Malacañang confirmed Clement's appointment on Friday noon.
Presidential Spokesman Salvador Panelo said Duterte has given Clement instructions for his 4-month stint as AFP chief.
"One of the marching orders of the President is to continue the government's goal to end the local communist armed conflict," he said.
The 6th chief of staff to be appointed by Duterte in only 3 years, Clement is scheduled to retire in 4 months, or January 2020.
Clement replaces General Benjamin Madrigal, who will reach the mandatory retirement age of 56 on September 28. Both belong to the same class at the Philippine Military Academy – Class 1985 or the Sandiwa class.
The turnover ceremony will be on Tuesday, September 24.
Clement has had a long history battling communist insurgents in different parts of the country.

Clement served as AFP deputy chief of staff for operations 2016 to 2017.
In 2015, he was assigned to lead the Army’s 602nd Brigade in North Cotabato, where he was in charge of battling the Bangsamoro Islamic Freedom Fighters.

President Rodrigo Duterte minced no words when he recently declared all-out war against the people. Worse, through his declaration, Duterte has owned and virtually guaranteed the AFP and PNP immunity from accountability for all abuses and crimes against the people as fascist implementors of his all-out war. Thus, the Duterte government’s claim that its so-called “whole-of-nation approach” and the creation of the NTF (National Task Force To End Local Communist Armed Conflict) are “humanitarian” is a huge lie.
The all-out war declaration means a more brutal, more fascist, more bloody and militaristic control by Duterte and the AFP of the whole government machinery under the banner of “counter-insurgency”. They attempt to deceive the people by claiming that the so-called “whole-of-nation approach” and the establishment of the National Task Force (NTF) to End Local Communist Armed Conflict are “not militarist” and enjoy the support of civilian agencies, various sectors and broad masses of the people, from the national to the barrio levels.
In truth, the “whole-of-nation approach” is merely a smokescreen for the US-Duterte regime’s main objective against the people. It continues to rely mainly on focused and sustained operations by the AFP and PNP, through simultaneous actual combat and Community Service Program or CSP operations, that aim to annihilate the New People’s Army (NPA) and the revolutionary movement. At the center and focus of the all-out war are brutal and huge military campaigns and operations and widespread fascist suppression by the butcher US-Duterte regime.
It will further intensify militarization in the countrysides and fascist military attacks on barrios and communities. Since the establishment of the NTF on December 2018, ceaseless huge military operations have been launched here in the region, with the deployment of more than a thousand troops for batch upon batch of combat operations. Along with these are numerous CSP operations in hundreds of barrios and the establishment of additional detachments. These operations always bring in their wake murders, fake and forced surrenders, illegal arrests and the filing of trumped-up charges against ordinary civilians.
Through the all-out war, more human rights violations are to be expected, the AFP and PNP are given more license to sow more abuses and atrocities, thus laying the basis for Duterte’s dream of establishing a fascist dictatorship. Heightened suppression of the democratic and patriotic movement of the people is ascertained.
To put in place its implementation, the NTF was established effective Duterte’s Executive Order No. 70. Last August 6 and 27, 2019, the first and second meetings of the Caraga RTF-ELCAC ((Regional Task Force in Ending Local Communist Armed Conflict) was held here in the region. The RTF-ELCAC is the regional arm of the NTF. It is directly headed by Duterte through his appointment of representatives from his civil-military cabinet, composed mainly of retired officials of the AFP and PNP, as RTF chiefs.
Last September 12, the NTF launched the first ever RTF-ELCAC Barangay Summit in the country in Agusan del Norte, Butuan City. Out of 1,311 barangays in the Caraga region, only 80 or 6% of the total number of barangays participated in the event. This number is not even half of the 252 barangays in Butuan City and Agusan del Norte alone. Where then are the barangays that declared the NPA “persona non grata” that the AFP has bragged on and on about?
Through the RTF-ELCAC, the military will be given more power over the LGUs in the region. The Peace and Order Councils will be used as main instruments for Duterte’s all-out war against the people, under which local representatives of the DILG, OPPAP, NCIP, DSWD, DepEd, DPWH and other government agencies will be utilized for repressive and deceptive schemes such as fake and forced surrenders, ECLIP, intervention in and forcible closure of schools, “persona non grata”, among others. When, actually, old programs and projects of these agencies are now merely being rehashed to make it appear that the NTF/RTF-ELCAC is addressing the problems of the people.
Meanwhile, majority of so-called socio-civic programs and the building of “farm-to-market roads” are mere token projects and more often than not left unfinished. Or if completed, do not directly serve the interests of the people. Through these projects, the government earns profits from corruption and foreign loans, while providing a semblance of “economic progress” by way of showcasing infrastracture-building for “rural development”.
The building of OPAPP-PAMANA “farm-to-market roads” is an age-old scheme of the government and the AFP to enable entry in target areas for their military operations and new detachments. The “farm-to-market roads”, for instance, from Brgy. Puting Bato, Cabadbaran City and Brgy. Bangayan, Kitcharao in Agusan del Norte were built at the same time as AFP combat operations against the NPA. It had long been exposed that these projects are mere tactics by the military to pave the way for sustained psywar, intel and combat operations, attacks on mass organizations and other fascist suppression and abuses in the barrios.
Instead of wasting billions of government funds on its all-out war campaign, the US-Duterte regime should instead re-channel these funds to address urgent problems of the people, such as the record-low plunge of farmgate prices of palay and coconut and the ever-increasing prices of basic products, especially the unabated rice price hikes.
The sole aim of Duterte’s all-out-war, “whole-of-nation approach” and NTF/RTF-ELCAC is to gloss over societal realities of continuing feudalism and backward agriculture, lack of basic national industries and the government’s subservience to foreign interests and investments, the basic causes of the country’s chronic economic crisis. Their claim that the armed revolution is the reason why the country remains under-developed is one big lie.
The US-Duterte regime is delusional in boasting that it can annihilate the NPA and the revolutionary movement in Caraga and the whole country. Duterte is no different from past presidents. He continues to deny how deeply-rooted the revolutionary movement is to the masses in the region and the country, as well as the ever-worsening crisis of Philippine society as the root cause of the armed conflict.
Amidst an aggravated economic crisis, worsening poverty and fascist repression of the US-Duterte regime, conditions are more ripe than ever to broaden and strengthen the people’s revolutionary struggle. ###

They attempt to deceive the people by claiming that the so-called “whole-of-nation approach” and the establishment of the National Task Force (NTF) to End Local Communist Armed Conflict are “not militarist” and enjoy the support of civilian agencies, various sectors and broad masses of the people, from the national to the barrio levels.
In truth, the “whole-of-nation approach” is merely a smokescreen for the US-Duterte regime’s main objective against the people. It continues to rely mainly on focused and sustained operations by the AFP and PNP, through simultaneous actual combat and Community Service Program or CSP operations, that aim to annihilate the New People’s Army (NPA) and the revolutionary movement. At the center and focus of the all-out war are brutal and huge military campaigns and operations and widespread fascist suppression by the butcher US-Duterte regime.
It will further intensify militarization in the countrysides and fascist military attacks on barrios and communities. Since the establishment of the NTF on December 2018, ceaseless huge military operations have been launched here in the region, with the deployment of more than a thousand troops for batch upon batch of combat operations. Along with these are numerous CSP operations in hundreds of barrios and the establishment of additional detachments. These operations always bring in their wake murders, fake and forced surrenders, illegal arrests and the filing of trumped-up charges against ordinary civilians.
Through the all-out war, more human rights violations are to be expected, the AFP and PNP are given more license to sow more abuses and atrocities, thus laying the basis for Duterte’s dream of establishing a fascist dictatorship. Heightened suppression of the democratic and patriotic movement of the people is ascertained.
To put in place its implementation, the NTF was established effective Duterte’s Executive Order No. 70. Last August 6 and 27, 2019, the first and second meetings of the Caraga RTF-ELCAC ((Regional Task Force in Ending Local Communist Armed Conflict) was held here in the region. The RTF-ELCAC is the regional arm of the NTF. It is directly headed by Duterte through his appointment of representatives from his civil-military cabinet, composed mainly of retired officials of the AFP and PNP, as RTF chiefs.
Last September 12, the NTF launched the first ever RTF-ELCAC Barangay Summit in the country in Agusan del Norte, Butuan City. Out of 1,311 barangays in the Caraga region, only 80 or 6% of the total number of barangays participated in the event. This number is not even half of the 252 barangays in Butuan City and Agusan del Norte alone. Where then are the barangays that declared the NPA “persona non grata” that the AFP has bragged on and on about?
Through the RTF-ELCAC, the military will be given more power over the LGUs in the region. The Peace and Order Councils will be used as main instruments for Duterte’s all-out war against the people, under which local representatives of the DILG, OPPAP, NCIP, DSWD, DepEd, DPWH and other government agencies will be utilized for repressive and deceptive schemes such as fake and forced surrenders, ECLIP, intervention in and forcible closure of schools, “persona non grata”, among others. When, actually, old programs and projects of these agencies are now merely being rehashed to make it appear that the NTF/RTF-ELCAC is addressing the problems of the people.
Meanwhile, majority of so-called socio-civic programs and the building of “farm-to-market roads” are mere token projects and more often than not left unfinished. Or if completed, do not directly serve the interests of the people. Through these projects, the government earns profits from corruption and foreign loans, while providing a semblance of “economic progress” by way of showcasing infrastracture-building for “rural development”.
The building of OPAPP-PAMANA “farm-to-market roads” is an age-old scheme of the government and the AFP to enable entry in target areas for their military operations and new detachments. The “farm-to-market roads”, for instance, from Brgy. Puting Bato, Cabadbaran City and Brgy. Bangayan, Kitcharao in Agusan del Norte were built at the same time as AFP combat operations against the NPA. It had long been exposed that these projects are mere tactics by the military to pave the way for sustained psywar, intel and combat operations, attacks on mass organizations and other fascist suppression and abuses in the barrios.
Instead of wasting billions of government funds on its all-out war campaign, the US-Duterte regime should instead re-channel these funds to address urgent problems of the people, such as the record-low plunge of farmgate prices of palay and coconut and the ever-increasing prices of basic products, especially the unabated rice price hikes.
The sole aim of Duterte’s all-out-war, “whole-of-nation approach” and NTF/RTF-ELCAC is to gloss over societal realities of continuing feudalism and backward agriculture, lack of basic national industries and the government’s subservience to foreign interests and investments, the basic causes of the country’s chronic economic crisis. Their claim that the armed revolution is the reason why the country remains under-developed is one big lie.
The US-Duterte regime is delusional in boasting that it can annihilate the NPA and the revolutionary movement in Caraga and the whole country. Duterte is no different from past presidents. He continues to deny how deeply-rooted the revolutionary movement is to the masses in the region and the country, as well as the ever-worsening crisis of Philippine society as the root cause of the armed conflict.
Amidst an aggravated economic crisis, worsening poverty and fascist repression of the US-Duterte regime, conditions are more ripe than ever to broaden and strengthen the people’s revolutionary struggle. ###

BAYUGAN CITY, Agusan del Sur – A Communist NPA Terrorist (CNT), @Bong/Yap/Mcleen, 29 years old, native of Prosperidad, Agusan del Sur (ADS), a Medical Staff of the Regional Sentro De Grabidad (RSDG), Northeastern Mindanao Regional Committee (NEMRC) surrendered to 3rd Special Forces Battalion (3SFBn) bringing one (1) Cal. 50 sniper rifle “Barrett type” (Homemade) with SN:211858 with ten (10) rounds ammunition, one (1) Cal. 45 pistol with defaced serial number, one (1) magazine assembly with seven (7) live ammunition in a joint effort with PNP RMFB 13 on September 19, 2019 at 3SFBn headquarters in Brgy. Noli, Bayugan City.
Bong/Yap/Mcleen, who spent six (6) years as an NPA terrorist, surrendered because of trauma during recent encounters between the CNTs and the 3SFBn troops last year and earlier this year resulting to NPA casualties in the hinterlands of Sibagat, Prosperidad and Bayugan, ADS. “Namatay sa encounter ang aking kasamahan last year. Nilibing lang ng mga NPA na kasama ko kung saan-saan at nakakalungkot isipin na ganito lang pala ang gagawin nila sa akin pag sakin ito nangyari. Dito ko narealize na mali ang desisyon ko sa pagsama sa mga NPA.
“Sabi ko sa isip ko, kailangan makaalis ako dito kasi sayang lang lahat ng pagod at hirap. Sa bandang huli pababayaan lang kami ng mga NPA. Hindi rin malalaman ng pamilya ko kung anong nangyari sa akin. Wala akong kinabuksan dito, “he added.
Lieutenant Colonel Joey B Baybayan, Commanding Officer of 3SFBn sends his message clearly to urge other NPA members to surrender and choose peace.
“For the rebels who are still out there, I know that more in your ranks already want to surrender. We urge you and your comrades to abandon your leaders and surrender to the government and choose a peaceful way of life. You have no future there because your commanders are corrupt and making money out of this armed conflict while you in the lower ranks and your families suffer the most,” LTC Baybayan said.
Said former rebel will be enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP) to avail of the benefits offered by the government to former rebels to include firearm remuneration, immediate cash assistance, livelihood assistance and more. Earlier this month, Bayugan City under Mayor Kirk A. Asis received two surrenderees from this unit and immediately provided them initial cash assistance as a reward for surrendering and choosing the way of peace. He will likewise be presented to the LGU.

CAMP PERALTA, Jamindan, Capiz – Another anti-insurgency drive in Negros was created for the rapid resolution of insurgency problem in the island.
The Joint Task Force (JTF) NEGROS was launched in compliance to the order of President Rodrigo Duterte after expressing indignation over the brutal killings of policemen in Negros Oriental during the 40 th Cabinet Meeting on August 05, 2019. Brigadier General Eric C Vinoya , the Assistant Division Commander of the Army’s 3rd Infantry (Spearhead) Division (3ID) was designated as the Commander of JTF NEGROS.
With this, the JTF NEGROS will be under the administrative control of 3ID and operational control of AFP’s Central Command (CENTCOM). It will undertake operational control over all AFP Units in Negros Island and conduct internal security operations which took effect last September 01.
According to BGen Vinoya, the JTF NEGROS intends to address insurgency situation in the island, reduce and cease Local, National and Foreign Terrorists Groups and ultimately dismantle Priority Guerilla Fronts in order to defeat Communist Terrorists Groups.
Also, this Joint Task Force was not only created to address roots of insurgency and fight government enemies but to develop good working relationships among its members and other stakeholders by adopting the whole-of-nation approach, BGen Vinoya said.
“Ending insurgency to attain the desired sustainable peace and development does not only depend on the hands of the law enforcement agencies, military and police but also through the cooperation of all local government units and national government agencies; hence, we are adopting the said national peace framework,”Vinoya added.
Early this year, the provinces of Negros Oriental and Occidental launched the Provincial Task Force on Ending Local Communist Armed Conflict (PTF-ELCAC) which aims to end insurgency and sustain peace and order efforts in NPA affecte communities through the delivery of government services and socio-economic programs closer to the people.

Through the support of the civilian community, troops of the Joint Task Force Sulu were able to recover 700 kilograms of Ammonium Nitrate and one 81mm mortar fuse in Barangay Latih, Patikul, Sulu at 10am on September 14, 2019.
Troops of the 63rd Mechanized Company acted on a report received from a local resident about the presence of a suspected explosive device in an abandoned house in their locality.
Ammonium Nitrate is considered as a deplorable component for explosives due to its cratering charge effect when mixed with fuel substances.
Results of the SOCO forensic examinations of the Jolo Cathedral and Barangay Tanjung, Indanan bombings show that the main component of the IEDs is Ammonium Nitrate.
“In many occasions, we have neutralized ASG’s scheme in deliberately prepositioning explosives in the outskirts of Metro Jolo ready to be picked-up and delivered by other ASG members to their targets. But we never expected these huge explosive components during the search,” said Brigadier General Leopoldo Imbang Jr, Commander of the 1st Brigade Combat Team.
Major General Corleto Vinluan, Jr., Commander of the Joint Task Force Sulu, commended the troops of the 6th Mechanized Battalion, 1BCT for this very remarkable achievement.
“The recovered items can be used as IEDs that could cause tremendous destruction beyond our imagination. The incident today only points out that the involvement of the civilians is very vital in our security effort. Hence, I encourage the peace-loving Tausugs to continue in supporting the AFP here in Sulu,” Maj. Gen. Vinluan added.
As of this report, investigation is still being conducted to determine the identity of the owner of the recovered explosive components.
“We call on the general public to remain vigilant and immediately report to the security forces of any suspicious person or abandoned things in the vicinity so as to prevent any untoward incident,” said Lieutenant General Cirilito Sobejana, commander of the Western Mindanao Command.

Military troops nabbed three local terrorists and recovered their firearms Wednesday morning in Lanao del Sur.
Janla Tangolo, 20, Arapat Tangolo, 22, and Kamarudin Sultan, 20, were arrested by soldiers of 49th and 82nd Infantry Battalions in Barangay Paridi, Piagapo at 5am on September 18.
“Military forces launched the operation after being tipped off by a civilian in the area. We are elated to receive information from communities in the area, and this cooperation often bears positive results which advance our internal security campaign in Lanao provinces,” said Brig. Gen. Romeo Brawner Jr., 103rd Infantry Brigade Commander.
Troops recovered from said terrorists two M14 and Bushmaster 5.56 assault rifles, one caliber 38 pistol, magazines, ammunition, and bandoliers.

Military troops nabbed three local terrorists and recovered their firearms Wednesday morning in Lanao del Sur.
Janla Tangolo, 20, Arapat Tangolo, 22, and Kamarudin Sultan, 20, were arrested by soldiers of 49th and 82nd Infantry Battalions in Barangay Paridi, Piagapo at 5am on September 18.
“Military forces launched the operation after being tipped off by a civilian in the area. We are elated to receive information from communities in the area, and this cooperation often bears positive results which advance our internal security campaign in Lanao provinces,” said Brig. Gen. Romeo Brawner Jr., 103rd Infantry Brigade Commander.
Troops recovered from said terrorists two M14 and Bushmaster 5.56 assault rifles, one caliber 38 pistol, magazines, ammunition, and bandoliers.

Operating troops recovered one Caliber 9mm and two Caliber .45 pistols at Sitio Matilak in Barangay Butilen.
Said operation was launched by soldiers of 57th Infantry and 1st Mechanized Battalions at 5:15am today.
“Soldiers continue to secure areas where armed groups operate to sow terror and fear among the peace-loving people of Mindanao,” said Major General Diosdado Carreon, Joint Task Force Central Commander.
“Ground forces build up security operations as preemptive measures against threats posed by lawless groups in the operational area,” said Lt. Gen. Cirilito Sobejana, commander of Western Mindanao Command.

The Philippine Army expects the mass surrender of 2,510 allies of the New People’s Army, who will join the 3-day Northern Negros Peace Summit, also in line with the commemoration of the Escalante massacre on September 19.
Capt. Cenon Pancito, 3rd Infantry Division Public Affairs Office chief, yesterday said that the former NPA members from the towns and cities in northern and central Negros, will be among the participants in the peace rally in Escalante City, that will end on September 21.
Pancito said the peace summit is a convergence of efforts of the local government units in northern Negros, the academe, the religious sector, Armed Forces of the Philippines, Philippine National Police, and former rebels, among others, that aims, not only to commemorate the Escalante Massacre, but also to mark a new journey towards the attainment of the desired genuine peace and progress.
The three-day peace summit will be highlighted by a series of activities, including a medical mission for former rebels, giving tribute to the Escalante Massacre victims, issuance of statements of apology from government sectors and former NPA rebels, surrender of firearms, oath of allegiance by ex-rebels, and other supporters.
Stressing that the event is not about forgetting the Escalante massacre, Pancito said that it will also serve as a peaceful venue for reconciliation of the various sectors, former rebels and families of the massacre victims who agreed to move forward by working together to realize a common vision of a violence-free and progressive community.
He added that the three-day peace summit aims to deliver a message of awakening to the CPP-NPA and their allies, that the masses want to move on from the sorrows and miseries brought about by the bloody armed struggle.
Twenty persons died during the Escalante massacre on Sept. 20, 1985, as Negrenses were about to mark the 13th anniversary of the Martial Law declaration.

Hard-pressed to fend off bandits, pirates, and terrorists sneaking into the Philippines through the Sulu Sea, the military enlisted the help of at least two Zamboanga-based sardine companies' fishing crews as a "naval reserve" force.
These fishing crews have been accredited as "special Citizen Armed Force Geographical Units (CAFGU)" affiliated with the Philippine Navy Reserve Unit, said Armed Forces of the Philippines' Western Mindanao Command (Westmincom) chief Lieutenant General Cirilito Sobejana on Wednesday, September 18.
Foreign terrorists and bandits have been entering the Philippines through its maritime borders around Sulu and the Zamboanga Peninsula, security officials have said, and the Philippine Navy and Philippine Coast Guard do not have enough assets and personnel to constantly patrol the entire area.
"We have a very porous border, no? Napakalawak ng maritime domain (Our maritime domain is very vast)," Sobejana said in an earlier interview.
Sardine fishing crews were given basic military training and issued firearms, Sobejana said, and they are led by "regular soldiers" onboard their ships.
The enlisted crews are to alert the nearest Navy vessel or outpost in case of an intrusion. Although only full-fledged Navy officers are allowed to make arrests, the CAFGU "can take the appropriate action if [the situation] requires," Sobejana added.
The Westmincom chief said executives from some sardine companies have made an agreement with the Department of National Defense for the activation of the "special CAFGU."
Sobejana named Mega Fishing Corporation and Universal Canning Incorporated as two companies that have already lent fishing crews to the deal. Rappler sought confirmation from both companies, but they have yet to respond as of posting time.
"They are all registered. It's covered with [a] mission order, so this is all legal," Sobejana said.
Efforts with Indonesia, Malaysia
Sobejana met with his counterparts from Indonesia and Malaysia in Penang, Malaysia, from September 11 to 13 to discuss security issues in the Sulu Sea, where the 3 countries share maritime borders.
The loosely guarded area has been a transit point of smugglers, pirates, bandits, human traffickers, kidnappers, and terrorists.
Defense Secretary Delfin Lorenzana earlier said some foreign terrorists likely sneak into the Philippines aboard boats in the Sulu Sea.
In the meeting in Penang, security officials agreed that each of the 3 countries would set up a maritime command center on an outpost facing the Sulu Sea. The centers will each have an Indonesian, Malaysian, and Filipino officer on hand to share information and to alert whichever country has assets and troops nearest any intrusion or aberration.
The Philippines' maritime command center will be in Panglima Sugala, Tawi-Tawi, Sobejana said.
The Westmincom chief said he would push for additional monitoring stations on islands in the Sulu Sea, with personnel armed and equipped with radars, in order to spot and deal with security threats.

The Department of the Interior and Local Government (DILG) will no longer push for the revival of the repealed Anti-Subversion Law, Secretary Eduardo Año said on Wednesday, September 19.
“I think ‘wag na tayo doon sa restoration of Anti-Subversion Law. Gasgas na ‘yan eh (I think we should drop the Anti-Subversion Law. It's too old),” Año said in Rappler Talk interview.
In the same breath, however, he said he wants another law that would essentially do the same: outlaw the Communist Party of the Philippines.
“We can make another law, an enactment to outlaw the Communist Party of the Philippines (CPP) and its created front organizations,” he added.
What’s the difference? According to Año, the new law should spell out that activism is not misconstrued as membership of the CPP and its armed wing the New People’s Army.
“Basically it will not cover activism, it will not cover oppositionist and other legal organizations that are criticizing the government, but only the Communist Party of the Philippines,” Año explained.

A former military chief and veteran intelligence officer, Año spent most of his years fighting communist insurgents and arresting their top leaders. He played a key role in the arrest of CPP leader Benito Tiamzon in 2014. Año does not believe that the peace process has worked ever since the Anti-Subversion Law was repealed 3 decades ago.
Abuse warned: Lawyers and human rights activists have said that the proposal to outlaw membership in the CPP is already dangerous since the Duterte administration has been red-tagging individuals and organizations with impunity. Among groups that have been accused of keeping links with the CPP is the Philippine Alliance of Human Rights Advocates and the National Union of People’s Lawyers or NUPL.
"This draconian measure, together with a menu of other repressive laws and policies, and on top of vicious red-tagging of individuals and groups, is essentially antidemocratic even if packaged for purportedly salutary ends," NUPL president Edre Olalia earlier said in a statement.

Chinese fishing vessels do more than just fish in the West Philippine Sea, but are part of China’s strategy to control the resource-rich waters and deny Filipinos access to their exclusive economic zone (EEZ), the Department of National Defense (DND) said in a report.
“Apparently, China has been utilizing fishing vessels to discreetly conduct surveillance, search and rescue operations as well as provide possible assistance to [Chinese] law enforcement agencies,” said the report signed by DND Undersecretary Cardozo Luna, submitted on September 13 to Bayan Muna Representative Carlos Zarate, who earlier requested the DND for a report on its modernization program and activities of Chinese vessels in Philippine waters.

“There is high possibility that Beijing will continue the deployment of these vessels, which could be used for asymmetric warfare of sea control and denial, such as swarming tactics and ramming of other claimants’ vessels in the area, enabling it to make advancements in the maritime region without causing tension in the area,” the report added.
International reports have long stated that China uses fishing crews onboard trawlers as maritime militia, a way to push its territorial claims without using military assets to avoid overt warfare.
Chinese fishing vessels that are “alleged Chinese maritime militia assets” are frequently spotted “apparently providing support to Chinese naval and coast guard operations” the West Philippine Sea, the report said, adding that a total of 322 such vessels with different bow numbers were monitored in the first half of 2019. Resupply mission blocked by China Coast Guard
According to DND, China Coast Guard (CCG) vessels are “regularly deployed” to the West Philippine Sea, particularly Panatag (Scarborough) Shoal, Pag-asa Island, and Ayungin Shoal, where the intentionally grounded Philippine Navy ship BRP Sierra Madre serves as a permanent outpost.
On May 14, a CCG ship with bow number 3305 blocked the route of 3 Philippine civilian vessels that were carrying supplies for the crew stationed at the BRP Sierra Madre.
The CCG ship came as close as 1,600 yards or about 1.5 kms of the Philippine vessels, the DND report stated.

Numerous vessels from other countries with sovereignty claims in the West Philippine Sea were also monitored, but they were far outnumbered by those from China.
In 2018, of 560 “naval and maritime assets” of these countries observed in the West Philippine Sea and the broader South China Sea, 434 were Chinese, many of them believed to be its maritime militia.
Chinese warships, research vessels
The DND report said 25 vessels of China’s People’s Liberation Army (PLA) Navy were monitored in the West Philippine Sea from January to August 2019.
They included an intelligence ship, a cable layer, amphibious landing platform docks, 6 corvettes, 7 frigates, 4 destroyers, and an aircraft carrier – the Liaoning (CV-16).
The DND report noted an “emerging trend” of Chinese warships passing through the Sulu-Celebes Sea area, particularly in Balabac and Sibutu straits, as earlier piecemeal reports from security officials revealed.
Sightings of Chinese warships in these areas were recorded on February 7, June 2, June 17, July 3, July 4, and August 4.
The Liaonong transited these areas “on several occasions,” the report said, contrary to earlier denials by security officials.
The DND also named 15 Chinese research vessels sighted in Philippine waters.
In August, 3 such vessels were spotted in different parts of the Philippines, not just in the West Philippine Sea, confirming earlier reports.
Taiwanese, Vietnamese vessels
The DND report said Taiwanese and Vietnamese vessels were also spotted in Philippine seas.
Taiwanese vessels were “persistently monitored” east of the Batanes Islands and in the extended continental shelf of the Philippine (Benham) Rise. Some were also spotted within the Philippine EEZ.
Vietnamese fishing vessels have been spotted regularly in Vietnam-occupied areas of the South China Sea, the report said, an escalation from when they were only spotted near their “bigger features” in previous years.
Research vessels bearing the flags of the US, Germany, Japan, Indonesia, the UK, Russia, Panama, the Bahamas, the Marshall Islands, and Taiwan were also monitored in Philippine waters in the first half of 2019. The DND report did not say whether these were coordinated with Philippine authorities.
The government has filed several diplomatic protests with China this year over its vessels’ unauthorized activities in Philippine waters.
On June 9, a Chinese trawler rammed a Philippine fishing boat anchored at Recto Bank near Palawan. It abandoned the 22 Filipino crew even after their boat, Gem-Ver, foundered.
The Filipino fishermen survived with help from a Vietnamese fishing crew.
Although the owner of the Chinese trawler issued an apology months after the incident, the Philippine government has yet to exact accountability and reparation from the Chinese government.
In August, the leader of the Federated Fisherfolk Association of Masinloc, Zambales, told Rappler that the volume of their catch has declined by 80% from 2012 to 2019, ever since the CCG restricted their access to Panatag Shoal.

“Apparently, China has been utilizing fishing vessels to discreetly conduct surveillance, search and rescue operations as well as provide possible assistance to [Chinese] law enforcement agencies,” said the report signed by DND Undersecretary Cardozo Luna, submitted on September 13 to Bayan Muna Representative Carlos Zarate, who earlier requested the DND for a report on its modernization program and activities of Chinese vessels in Philippine waters.

“There is high possibility that Beijing will continue the deployment of these vessels, which could be used for asymmetric warfare of sea control and denial, such as swarming tactics and ramming of other claimants’ vessels in the area, enabling it to make advancements in the maritime region without causing tension in the area,” the report added.
International reports have long stated that China uses fishing crews onboard trawlers as maritime militia, a way to push its territorial claims without using military assets to avoid overt warfare.

Army troops overran a new camp of an Islamic State-linked group, remnants of those who laid siege on Marawi City in 2017, after a gunfight in Lanao del Sur Wednesday morning.
Brig. Gen. Romeo Brawner Jr., commander of the Army 103rd Infantry Brigade, said three armed men identified as Janla Tangolo, 20, Arapat Tangolo, 22, and Kamarudin Sultan, 20 were arrested in the camp at Barangay Paridi, Piagapo, Lanao del Sur.
Brawner said the soldiers seized from them two M14 and Bushmaster 5.56 assault rifles, one caliber .38 pistol, magazines, ammunition, and bandoliers.
He said the group of around 30 armed belonging to the local IS affiliate, was spotted by villagers who, in turn, reported their presence to the military.
“We are glad that after the Marawi siege, we now receive more reports from the communities regarding the presence of enemies or armed groups,” Brawner said.
Brawner said the IS-linked militants were led by Zacharia Mimbantas who replaced Abu Dar who was slain in a gunfight with soldiers last March.
He said that after the death of Abu Dar, the IS militants were reduced to 30 fighters operating in the southern portion of Lanao del Sur.
Brawner said they are sifting through the evidence they found at the camp to see if the militants have renewed their efforts to recruit new members.
A month before the Marawi Seige in 2017, 37 members of the IS-linked Maute Group, including four foreigners, were killed during a four-day firefight with government troops which overran their main camp in Sitio Pagalungan, Barangay Gacap in Piagapo, Lanao del Sur.

ILOILO CITY -- The Police Regional Office in Western Visayas (PRO-6) on Wednesday said the surrender of the 310 former Revolutionary Proletarian Army–Alex Boncayao Brigade (RPA-ABB) rebels had a "huge impact" on the government’s anti-insurgency campaign.
Brig. Gen. Rene Pamuspusan, PRO-6 regional director, said ex-rebels returning into the fold of the law proved that communist insurgency has no future.
“For the surrender of the insurgents, and finally realizing that there is no future for them in the insurgency, I think this is a good message to those who are still trying to maintain or continue fighting the government that they don’t have any future being part of the communist insurgency,” Pamuspusan said in a press conference at Camp Delgado here.
The former rebels also surrendered their long and short firearms, assorted explosives, and rounds of ammunition.
“We have collected around 274 firearms. Getting the 274 out of the mountains (that were used) against us, that is a very positive thing for us,” he said.
President Rodrigo R. Duterte is expected to lead the former rebels' formal decommissioning on Thursday at the Philippine Army’s 3rd Infantry Division’s (3ID) headquarters in Camp Peralta, Jamindan, Capiz.

MALACAÑANG on Wednesday assured the public that there was “no breach in security” in the controversial agreement between the Armed Forces of the Philippines (AFP) and the China-backed Dito Telecommunity Corp. (formerly the Mindanao Islamic Telephone Company or Mislatel).
Presidential Communications Secretary Martin Andanar made the assurance to allay fears of some sectors that the agreement could be utilized for espionage activities.
“We are confident there would be no breach in security as safeguard measures would be put in place as a matter and part of security protocols. These may include strict security clearances to individuals and information to ensure that no unauthorized data can enter or get out of military facilities where cell sites would be installed,” Andanar said in a statement.
The agreement, which was signed on Wednesday last week, allows Dito Telecommunity’s communication facilities to be installed in military camps and installations.
Payment of Dito Telecommunity will be done through provision of training and donation of communication equipment to the military.
Andanar said the Palace also welcomed the assurance of concerned government agencies, particularly the Department of Information and Communications Technology (DICT), “that the concerns, including fears bordering on paranoia, of some quarters on the memorandum of agreement of the Armed Forces of the Philippines (AFP) with DITO Telecommunity, formerly Mindanao Islamic Telephone Co. or Mislatel, have been thoroughly addressed by our security and information technology experts.”
“The Constitution is very clear: The prime duty of the Government is to serve and protect the people. To serve and protect covers safeguarding their interests, such as security and cybersecurity interests,” he said.
DICT Undersecretary Eliseo Rio on Tuesday downplayed concerns that Dito Telecommunity may install equipment in military camps that may be used for espionage or compromise cybersecurity.
“We have the National Telecommunications Commission (NTC) in charge of approving cybersecurity plans of telecommunications firms such as Dito Telecommunity, plus the Cybersecurity Bureau of DICT which now has a Cybersecurity Management System Platform that can monitor threats to our cyberspace,” Rio said in a statement.
He added that the AFP has similar agreements with telcos Globe and Smart, and that the deal with DITO was even stricter because it stated “that national security will never be compromised by their network.”
In a statement on Monday, Dito Telecommunity Chief Administrative Office Adel Tamano also assured the public that the company would comply with all government requirements.
“As a Filipino company, Dito Telecommunity will of course comply with all government requirements. Please note that when we signed the agreement, we understood that it was not yet final and subject to approval with the Secretary of National Defense,” Tamano said.
“We want to assure the public that Dito has a cybersecurity plan, as approved by NTC, and that the company will always protect the national and cybersecurity interests of the Philippines,” he explained, adding said cybersecurity plan was a requirement for the third telco.
The Dito Telecommunity Corp., which received its license to operate in July, is composed of China Telecom and Udenna Corporation led by businessman Dennis Uy.
Formerly known as Mislatel, the Dito consortium is expected to begin commercial operations in 2020.
Udenna Corporation is in charge of providing local knowledge and footprint in the business, while China Telecom will build and deploy the actual telecoms infrastructure.

“Lahi na akong kinabuhi karon. Matinuoron na og maka-eskwela na akong mga anak tungod sa akong pangita, [My life is different now. I earn through honest ways and I can send my children to school because of my livelihood],” she said.

Unanimously, all FR interviewees heavily encourage active rebels to voluntarily surrender to authorities and be included in the E-CLIP. They are confident that they are now in safest hands under the care of the government.
The launching of the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) will be held in San Lorenzo Ruiz and will be spearheaded by the DILG together with the Provincial Government of Misamis Occidental. (DILG/VEL BRYLLE B. INOT)
