HCM City (VNA) – The BRP Ramon Alcaraz of the Philippine Navy and 187 officers and crewmembers docked at the international port in Ho Chi Minh City on September 7 for a four-day official visit.

This is the third time a Philippine naval ship has visited Vietnam to further strengthen the friendship, cooperation and mutual understanding between the two countries’ armies and navies.

During the visit from September 7-10, the Philippine naval delegation will pay courtesy calls to leaders of HCM City People’s Committee and the head of the High Command of the Naval Region 2. They will also engage in sport exchanges with officers and sailors at the Vietnam Navy Technical College, and visit Vietnamese naval ships.-VNA

The country’s naval capability will be boosted further with the arrival of three frigates next year.

Armed Forces of the Philippines (AFP) chief Gen. Benjamin Madrigal made the announcement here Friday when he attended the 13th founding anniversary of the Western Mindanao Command (Westmincom).

Madrigal said the first to arrive early next year is BRP Jose Rizal, a frigate class of the Philippine Navy that was launched in Ulsan, South Korea.

He said the additional frigate will complement the BRP Conrado, a Pohang Class, which arrived last month. The vessel is the Philippine Navy’s first modern corvette that has anti-air, surface and anti-submarine warfare capability.

“The improvement of the AFP capabilities is fast. We have delivery of naval ships,” Madrigal told the troops.

Madrigal later told newsmen that the arrival of additional naval warships was not in reaction to the continued intrusion and incursion of Chinese warships in Philippine territory.

He said the enhancement of naval capability was already in pipeline of the AFP modernization program.


“Our posture is not only to attain security but on our capability to respond to contingencies like calamities, capability to work together in interoperability with our allies,” Madrigal said.

He stressed the addition of naval ships is aimed to increase AFP capability and ensure the sovereign security of the country while protecting the welfare of the Filipino people, especially the fishermen.

“We are very fortunate we have a President who is very supportive, and the President recognizes the contribution of our soldiers in attaining peace and development in our country,” Madrigal said.

Madrigal said the support provided by President Duterte will be reciprocated with firm service of every soldier in the AFP to hasten the peace and development of the country.

The ISIS militant group has claimed responsibility for an explosion at a public market in the southern Philippines that wounded at least seven people early on Saturday.

The group issued a statement late on Saturday saying the motorcycle bombing had wounded seven Filipino Christians at a public market.


It was the fourth blast in the area in 13 months, according to the Philippine military, which said a militant group operating in the mostly Christian city of Isulan in the province of Sultan Kudarat was among the suspects.

The latest blast comes at a time of heightened tensions in the volatile southern Philippines after three incidents in the past year authorities said were suicide bombings by militants linked to ISIS.

Video footage showed Saturday's blast occurred in a parking space for motorcycles. A suspected improvised explosive device was placed beside a parked motorcycle, Major Arvin Encinas, a regional military spokesman, told reporters.

In April, a bombing by suspected members of a pro-ISIS militant group injured at least 18 people in a restaurant in Sultan Kudarat in Mindanao region.

Mindanao is troubled by banditry and armed rebellions that keep large parts of the region mired in poverty and instability.

Islamist militants operate in the south of the predominantly Roman Catholic nation country and some are known to have links with groups abroad, including Al Qaeda and ISIS.

Manila, September 6, 2019 — U.S. Marines from the 3rd Marine Division, III Marine Expeditionary Force, conducted an Assault Amphibious Vehicle subject matter expert exchange with the Philippine Marine Corps and Navy in order to further develop a shared understanding of amphibious operations. The exchange was conducted in preparation for the annual bilateral military exercise Kamandag 3.

This exchange marks a milestone in the relationship between the U.S. Marine Corps, Philippine Marine Corps, and Philippine Navy and allows for increased opportunities for future interoperability training in the Indo-Pacific region. It is the first time the Philippine Marine Corps launched their AAVs from a Philippine Navy amphibious ship and transited from ship to shore.

1st Lt. Malcolm Dunlop, an AAV platoon commander with the 4th Marine Regiment, participated in the event and reflected on its benefits to the U.S. – Philippine relationship.

“This subject matter expert exchange is an invaluable opportunity for us to coordinate and train with our Philippine Marine Corps and Navy partners for Kamandag 3 and other future operations,” said Dunlop.

The 3rd Marine Division and the Philippine Marine Corps Armor Battalion have been working together on AAV integration for amphibious operations over the past eight years. This process includes events like developing appropriate facilities for the AAVs, conducting training on operating and maintaining the vehicles, and developing standard operating procedures for the vehicle’s employment.

AAVs have a very diverse set of capabilities.

They can be used for counter terrorism, mechanized assault, as well as humanitarian assistance operations, explained James Bolt, an exercise planner for III Marine Expeditionary Force, who has been heavily involved in developing the U.S.-Philippine Marine Corps relationships. He went on to describe how AAVs are favored by Philippine and U.S. forces for their ease of naval landings in contested environments and their ability to deploy in the event of a natural disaster.

“Marines are amphibious by nature and this is the capability U.S. Marines are known for,” said Bolt. “This capability for the Philippine Marines will increase our interoperability and ability to work together through the complex nature of amphibious operations in the Indo-Pacific region.”

Manila, September 6, 2019 — Ambassador Kim joined 70 prosecutors from across the country, including 44 prosecutors from Mindanao, in opening the National Convention of Counterterrorism (CT) Prosecutors in Manila. The U.S. Embassy in the Philippines, through the U.S. Department of Justice (U.S. DOJ) Office of Overseas Prosecutorial Development Assistance and Training (OPDAT), partnered with the Philippine Department of Justice to help increase bilateral cooperation and promote best practices in investigating and prosecuting terrorism cases.

Ambassador Kim conveyed in his remarks his tremendous respect for the work prosecutors do, and stressed that terrorism has to be addressed comprehensively, which requires military, prosecutorial and other tools, including addressing social causes. He emphasized that since terror acts are dynamic and increasing, it is critical that countries embrace new investigative tools, such as digital forensics and financial analysis, in order to prevent future acts of terrorism.

The workshop introduced prosecutors to a wide range of counterterrorism measures, including amending terrorism laws to stop terrorist acts before they occur, new investigative techniques, including wiretapping and consensual recordings, cyber-terrorism investigations, utilizing international cooperation and legal assistance, and proscription of terrorist groups.

During the workshop, American Speakers, including Ovie Carroll, Digital Forensics Laboratory Director for USDOJ Computer Crimes and Intellectual Property Section, and David Bragdon, OPDAT Resident Legal Advisor, shared their expertise with the prosecutors. Philippine Congressman Rozzano Rufino Biazon, and the Office of Senator Lacson discussed proposed amendments to the Philippine CT Law and Sulu Provincial Prosecutor Annie Marie Pierreangeli P. Ledesma delivered a presentation on terrorist attacks in the Philippines. Other speakers included Senior Deputy State Prosecutor Richard Anthony D. Fadullon, and Senior Assistant State Prosecutor Peter L. Ong.

In addition to lectures, the program provided opportunities for prosecutors to meet in small groups, identify challenges and concerns, share best practices, and focus on how to strengthen CT prosecutions.

The trending topic among decommissioned warriors of Bangsamoro Islamic Armed Forces (BIAF) of the Moro Islamic Liberation Front (MILF) are the words :"SURRENDEREES, EX-MILF and FORMER MILF. They said these words which media uses are really unacceptable!

"The media is trying to brainwashed the minds of other members of this organizations by promoting unacceptable terminologies", MILF-BIAF member says during our visit at their Camp somewhere in Maguindanao province.

"Wala naman former MILF member/s maliban sa patay na at wala rin Ex-MILF members", member of MILF reacted to one of the media articles published today.

"How wish a 'Press Conference' be made by the MILF for the bias media to know the right terminologies", another member of MILF-BIAF suggested during our visit in their camp.

More than two hundred decommissioned MILF-BIAF members is expected to arrived in Maguindanao Old Capitol, Simuay, Sultan Kudarat Municipality tomorrow (Saturday, 07 September 2019).

Decommissioning is the only acceptable means for the MILF-BIAF after they strongly turned down the call for Disarmament, Demobilization and Reintegration (DDR) proposal of the government peace panel during the height of the peace negotiation.

OPAPP: Decommissioning of combatants, a symbol of MILF’s commitment to peace process

COTABATO CITY (September 7, 2019) — The decommissioning of Moro Islamic Liberation Front (MILF) combatants and their weapons is not a sign of capitulation but rather a symbol of their organization’s sincerity and determination to push forward the Bangsamoro peace process.

This was stressed by Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Interim Chief Minister Al Haj Murad Ebrahim a day before the decommissioning of 1,060 MILF-Bangsamoro Islamic Armed Forces (BIAF) members and 920 of their weapons.

Steadfast commitment to peace process

“I would like to emphasize that we have not given up what we used to fight for. It is simply to demonstrate our full commitment to fulfilling our obligations and responsibilities in the peace agreement we signed with the government,” Murad said in a media forum here.

The decomissioning of the MILF-BIAF members will be handled by the Independent Decommissioning Body (IDB).

The IDB was established by the GPH and MILF Implementing Panels in 2014 to oversee the decommissioning process of combatants under the normalization track of the Comprehensive Agreement on the Bangsamoro (CAB).

“Decommissioning is the first step in achieving our goal to return our combatants to civilian but productive life,” Murad said, noting the decommissioned fighters will be receiving socio-economic packages which include health benefits, scholarships, housing and livelihood projects.

“Through these interventions, our combatants will be able to return to mainstream society. We will be able to transform our combatants from revolutionary forces to civilian life,” Murad said.

Independent Decommissioning Body

At the same forum, IDB Chairman and Turkey Ambassador Fatih Ulosoy lauded the MILF and Philippine Government for sustaining the gains of peace through the implementation of the Bangsamoro peace agreement.

“I would like to commend the Government of the Philippines and the Moro Islamic Liberation Front for reaching another milestone in the Bangsamoro peace process – the decommissioning of MILF combatants and their weapons,” Ulosoy said.

He underscored that the IDB must work with full adherence to confidentiality. In order to effectively carry out its mandate, the body has developed guidelines and protocols to ensure that the decommissioning process will be done with utmost impartiality and integrity.

“The presence of President Duterte at all stages of the peace process attest to the solid will of the GPH. The MILF, on their side has repeatedly shown its sincerity to work together with the government, and this event is a clear example of that,” Ulosoy said.

Another milestone

In the meantime, Presidential Adviser on Peace Reconciliation and Unity Carlito G. Galvez Jr. highlighted the significance of the decommissioning process and its impact on the Bangsamoro peace process.

“We are celebrating another key milestone in the peace process: the decommissioning of MILF-BIAF members and their weapons. The decommissioning process will enable the MILF combatants to return to mainstream society as productive and peaceful citizens,” Galvez said.

“By and large, the decommissioning of MILF-BIAF members is a clear testament of the MILF’s desire to sustain the gains of the peace process, and President Rodrigo Duterte’s political will and unwavering commitment to fulfil all signed peace agreements,” he added.

According to Galvez, decommissioning is not only disarming, “but is a whole process of changing the mindset” of the combatants and “changing the social conditions on how we can really have a peaceful life.”

He pointed out this peaceful life can only be achieved by “removing the conditions” which makes the use of firearms a necessity. “And we can only remove [those conditions] by showing your sincerity [and] removing those firearms as a tool to live.”

“With the thrust of the current leadership of BARMM for moral governance, I believe in the near future, [in] three or five years from now, we will see the difference that the social conditions now will not necessitate the need to have firearms,” Galvez said.

Skills training for decommissioned combatants

Meanwhile, the Office of the Presidential Adviser on the Peace Process (OPAPP) and the Technical Education and Skills Development Authority (TESDA) signed a Memorandum of Agreement to formalize a partnership between the two agencies.

In his remarks, Galvez, who represented OPAPP in the signing, said all of the initiatives under the MOA are anchored on the normalization track of the CAB, and aim to assist decommissioned MILF members make the transition to peaceful and productive civilian life.

“TESDA’s assistance will focus on developing skills training programs and providing scholarship grants that will help these former combatants find better employment opportunities, earn a decent living, and support the needs of their families,” he said.

“TESDA’S involvement in the decommissioning process is a demonstration of the national government’s integrated, holistic approach in capacitating these decommissioned combatants, and helping them return to mainstream society,” Galvez added.

For his part, TESDA Director General Isidro Lapeña thanked OPAPP for partnering with his agency in line with the national government’s efforts to help the decommissioned combatants return to mainstream society.

OPAPP and TESDA are both members of the Inter-Cabinet Cluster Mechanism on Normalization (ICCMN), which was established in order to create a greater convergence of efforts among national government agencies in the implementation of the normalization track.

“TESDA is committed to help in the transformation process [of decommissioned combatants]. If you want to have a good job, you need to have the [necessary] training. [Good] training is the gateway to opportunities,” Lapeña said. ###

SHARIFF KABUNSUAN CULTURAL COMPLEX (September 6, 2019) - The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister, Ahod "Al Haj Murad" Ebrahim attended in the Media Forum on Decommissioning of Moro Islamic Liberation Front-Bangsamoro Islamic Armed Forces (MILF-BIAF) Combatants and Weapons.

The decommissioning on September 7 symbolizes new beginning, a transformation from revolutionary to civilian to selected MILF-BIAF.

Chief Minister Ebrahim's speech states:

"Tomorrow, the decommissioning process of 1,060 combatants of the Moro Islamic Liberation Front with their 920 weapons and about twenty heavy weapons including a number of RPG 7s will begin. This is just part of the more than 2,100 weapons and 12,00 combatants to be decommissioned in this first phase of decomissioning.

I would like to emphasize that the decommissioning doesn't mean we have given up on what we used to fight for. It simply demonstrates our sincere and full commitment to fulfilling our obligations and responsibilities in the peace agreement we signed with the government to achieve our goal of peace and development for the Bangsamoro.

Let me reiterate that we are not surrendering.

Decommissioning is not tantamount to surrendering. Our firearms will be handed over to an Independent Decommissioning Body (IDB) and not to the Governrment of the Philippines, and will be put beyond use as agreed by the parties later. The IDB is created by the GPH and MILF to oversee the process of decommissioning of MILF forcees and weapons. It is a key component of the normalization structure in accordance with the Comprehensive Agreement on the Bangsamoro.

The IDB board is composes of its chairman Ambassador Fatih Ulusoy from the Government of Turkey, Vice-Chairman Mr. William Hovland from the Government of Norway, International Expert Lt. Col. Sherpor Nezam Bin Abdul Ghapor from the Government of Brunei, and four local experts jointly nominated by the MILF and the GPH.

The decommissioning is our first step in achieving our goal to return our combatants to civilian but productive life.

Each of the decommissioned combatants will receive from the Government a socio-economic assistance package with an estimated value of 1,000,000 pesos.
This includes 100,000 pesos cash, health benefits, scholarships for their kids, housing and livelihood projects, and others.

Initially, six government-acknowledged MILF camps be transformed into peaceful, productive and resilient communities. Later, the rest of the military camps of the MILF will also be transformed into productive civilian communities.

Through these interventions our combatants will be able to return to mainstream society. We will be able to transform our combatants from revolutionary forces into civilian life, except those who would voluntarily apply to be part of the government security structures."

COTABATO CITY – “Living in a tent is very difficult, especially when it rains. We have no choice but to endure it. My children are in elementary school but they haven’t been able to attend classes due to the armed clashes. I hope we can return home soon without any fear, and go back to normal life,” said Yahiya Alabay of Barangay Ganta in Shariff Saydona Mustapha town.

Yahiya’s family is among the 1,280 households (approximately 6,400 people) in barangays (villages) Ganta, Bakat, Inaladan and Dasawao in Shariff Saydona Mustapha, and Penditen in Datu Salibo town who collected ICRC food rations during the distribution held on Sept. 4 to 5.

With the support of the Philippine Red Cross (PRC), the ICRC’s operational partner, each family received two-week rations consisting of 25 kg of rice, 2 liters of cooking oil, 1 kg of sugar, ½ kg of salt, one litre of soy sauce and 12 tins of sardines.

After the clashes first broke out in March, the ICRC along with the PRC provided food, household, and hygiene items to around 6,700 displaced people in towns of Datu Saudi Ampatuan, Datu Unsay, Shariff Aguak and Datu Salibo.

From April to July, regular trucking of potable water was done for almost 5,500 people living in evacuation sites. Rural health units in eight Maguindanao towns and three hospitals were also supplied with medicines, and medical material to cater to over 11,000 people in April, and in August.

“We will continue to monitor the situation and extend our help based on the needs. Ultimately, we hope that these displaced families can safely return home to a stable life,” said Roberto Petronio, the interim head of the ICRC sub-delegation in Cotabato.

The ICRC reported that thousands of families in Maguindanao province have been facing repeated and prolonged displacement for six months now due to the clashes between government forces and armed groups.

“It’s the second time that thousands of families in Shariff Saydona Mustapha and Datu Salibo towns have had to stay in cramped evacuation sites for over a month. They are afraid to return home as the situation there remains volatile,” said the ICRC teams from Cotabato that assessed the condition of the affected communities over the past few weeks, identifying the needs, and listening to their concerns.

Prof Sarah: 1. Prof. Sison, ito ba ang unang pagkakataon na magkaroon ng court order para sa paghuli sa inyo? At ano po ang naging reaksyon ninyo at ni Juliet de Lima rito? Maari ba kayong magbigay ng direktang tugon sa alegasyon?

Prof Sison: Ngayon pa lang namin nabalitaan na may court order para hulihin kami. Pero dati ko nang alam na ako ang No.1 accused sa pekeng kaso tungkol sa umano’y mass graves sa Inopacan.

Reaksyon namin ni Julie na kalokohan ang kaso dahil sa alegasyon na isa ako sa mga nag-utos sa inimbentong masaker. Nasa maximum security detention ako noong 1985 at nang nahuli ako noong 1977 nawalan na ako ng katungkulan sa CPP. Wala ako sa kalagayan at katayuan na mag-utos sa NPA Ginagawa ang arrest order para takutin ang mga akusado at iba pang tao.

Prof Sarah: 2. Tinutukoy ng balita ang court order na nagtutukoy sa 38 na kataong sangkot sa isang “purge” o ang pag-massacre sa 67 na umano’y biktima ng “Oplan Venereal Disease” ng New People’s Army sa Inopacan, Leyte. Mayroon daw mga mababaw na pinagbaunan o shallow graves na natagpuan noong August 28, 2006. Sa inyong pagkakaalam, mayroon nga bang ganoong Oplan na isinagawa ang NPA?

Prof Sison: Sa tingin ko, boladas lamang ang tinawag na Oplan Venereal Disease. Gawa-gawa ng military psywar. Ang katunayan, inimbento nina Norberto Gonzales at General Esperon ang pekeng kaso ng Inopakan/Hilongos. Si Esperon ang nag-ipon ng mga kalansay mula sa iba’t ibang sementeryo at ginamit na ebidensya sa iba’t ibang kaso. Kaya tinawag ang Inopacan case na case of “walking skeletons”.

Prof Sarah: 3. Alam niyo po ba kung bakit sa tagal ng umano’y pagkakatagpo nila sa mass grave ay ngayon lamang sila naglabas ng court order?

Prof Sison: Binabanat-banat ang kaso para i-harass at siraan ang mga akusado. Pinatatagal ng militar ang kaso sa pamamagitan ng pagprisinta ng napakaraming false witnesses. Halos dalawang dekada na linalabas ng militar ang pabrikasyon nila.

Noon pang 2007 nagpasiya na ang Supreme Court sa ilalim ni Chief Justice Reynaldo Puno na ibasura ang kaso at sinabi pa niyang dapat hindi i-prostitute ang tungkulin ng prosecution. Pero inamyenda ang paratang para buhayin ang patay na kaso.

Prof Sarah: 4. Ito po bang mass graves na ito ay siya ring ikinaso kina Ka Satur Ocampo at iba pa dati? Ano na po ang nangyari sa kaso na iyon? Kung ito rin iyon, maaari niyo bang ibahagi sa amin ang inyong nalalaman sa kasong ito ng gobyerno?

Prof Sison: Dati nang isinama sa Inopacan case si Satur. At nagkaroon siya ng bail dahil sa walang batayan ang paratang sa kanya.

Prof Sarah: 5. Pamilyar ba kayo sa mga pangalang nasa listahan ng court order? Sila bang lahat ay katulad niyo ring aktibista at matagal nang kritiko ng sistemang mapang-api at ng gobyerno?

Prof Sison: Hindi ako pamilyar sa lahat ng pangalan ng akusado. Pero alam kong ilan sa kanila ay nasa kulungan noong 1985 tulad nina Satur Ocampo at Vicente Ladlad. Ilan ang patay na sa mga akusado tulad ni Jose Luneta. At ilan ang desaparecido na dinukot ng militar, tulad nina Leo Velasco at Prudencio Calubid. Meron ding nasa abrod tulad ni Luis Jalandoni nong 1976 pa at hanggang ngayon.

Marami sa mga nasa list ay dating mga aktibista. Nais takutin ang mga ito at lahat ng aktibista. Ipinapakita ni Duterte na kaya niya ang anumang pangiggipit hanggang pamamaslang.

Prof Sarah: 6. Ano po ang epekto sa inyong katayuan bilang asylum seeker sa Netherlands? Maari po ba kayong hulihin mula riyan? Ano po ang mga proteksyon ninyo riyan?

Prof Sison: Walang extradition treaty sa pagitan ng Netherlands at Philippines. At may mga karapatan ako bilang recognized political refugee alinsunod sa Geneva Refugee Convention at European Convention on Human Rights.

Pinakamahalagang punto ay nasabi ko na. Nasa maximum security detention ako noong 1985 at bilang bilanggo, wala akong katungkulan na mag-utos sa CPP at NPA. Kayang-kaya ng mga abogado kong Olandes at Pilipino na supalpalin ang pekeng alegasyon.

Prof Sarah: 7. Prof. Joma, maram-rami na rin ang mga katulad ninyo mula sa iba’t-ibang bayan ang napilitang mangibang-bansa, ang nakararami sa mga kababayan natin ay mga OFW. Ang sa kaso niyo naman po ay tinatawag ng ilang experto na political refugee. Ito rin ba ang turing niyo sa sarili? May pinagkaiba ba ito political exile? Maaari niyo bang ipaliwanag sa amin kung ano ang ibig sabihin ng mga ito? Bakit po parami na nang parami ang mga political refugee sa mundo? Bakit po ganon na lang ang pagdedemonyo o paninira sa mga political refugee? May kaibigan o mga kakilala rin ba kayan mga political exiles? Ano naman po ang kaso at mga kosa nila?

Prof Sison: Ako’y political refugee na rekonosido ng pinakamataas na administrative court at ng gobierno mismo ng Netherlands alinsunod sa Geneva Refugee Convention. Hindi kailangan na political refugee ang political exile. Dumarami ang political refugees sa mundo dahil sa panggugulo ng US sa Middle East, Africa at marami pang ibang bansa.

Prof Sarah: 8.Sinasabi rin ng iilang kritiko ninyo na self-exile naman daw ang sa kaso ninyo, ibig sabihin ay sarili niyo lang naman ang boluntaryong umalis ng bansa. Ano po ba ang masasabi niyo rito?

Prof Sison: Hindi ako self-exile. Pang-insulto lang sa akin iyon ng aking mga kritiko. Nasabi ko na kung bakit ako ay naging political refugee. Napilitan akong mag-apply ng political asylum dahil kinansela ni Cory Aquino ang Philippine passport ko noong 1988 at pinagbantaan ako na hulihin ng militar kung umuwi ako dahil sa pekeng kaso ng subversion. Laging gumagawa ang militar ng pekeng kaso laban sa akin.

Prof Sarah: 9. Prof. Joma, ayon po sa mga eksperto sa literatura, ang inyo pong tulang “Sometimes, the Heart Yearns for Mangoes” o “Minsan, hinahanap-hanap ng puso ang mga mangga” ay tungkol sa danas ng mga exile na katulad ninyo. Kailan niyo po naisulat ang tula na iyon? Ano-ano po kaya ang mga alaala ninyo ng ating bayan na nagtulak sa inyong makapagsulat ng tula na iyon? At marami na rin ang gustong-gustong mabatid kung paborito niyo daw po bang prutas ang mangga?

Prof Sison: Sinulat ko ang “Sometimes the Heart Yearns for Mangoes” para sa isang poetry festival sa Netherlands noong 1994. Paminsan-minsan akong nahohomesick dahil sa inangbayan marami akong kasama, kaibigan at kamag-anak na inaala-ala ko . Pero laging panatag ang loob ko dahil sa proletaryong internasyonalista rin ako.

Talagang paborito kong prutas ang mangga dahil sa matamis at masarap kung hinog at pwedeng metaphor ng pag-ibig sa inangbayan dahil malapit ang hugis nito sa puso.

Prof Sarah: 10. Prof. Sison, paboritong linya ng mga kontra-rebolusyonaryo ang paratang ng “purges” o bayolenteng paglilinis ng mga rebolusyonaryong kilusan. Halimbawa, abot-abot ang pangdedemonyo kay Joseph Stalin ng Soviet Union dahil umano sa pinatupad niyang purging, at pilit na binubura ang katotohanang siya ang namuno sa matagumpay na pakikipaglaban ng mga sundalong komunista ng Unyong Sobyet sa mga nagaping pasista ng Nazi sa Germany na pinamunuan naman ni Hitler. Bakit po kaya pare-pareho ang linya ng paratang sa mga rebolusyonaryong kilusan?

Prof Sison: Totoong dinadakila ng mga rebolusyonaryo si Stalin dahil sa pagtatayo niya sa sistemang sosyalista sa Unyon Sobyet at paggapi sa pasismo. Sadyang sinisiraan ng mga kontrarebolusyonaryo ang mga pantas at lider na komunista para siraan na rin ang makatarungang layunin nilang baguhin ang marahas at mapagsamantalang naghaharing sistema ng malalaking kapitalista at panginoong maylupa.

Sa katotohanan ang sistema ng imperyalismo, pyudalismo at burukrata kapitalismo ang siyang marahas at mapanupil sa mga anakpawis. Para buwagin ang mga sistemang mapang-api at mapagsamantala, kinakailangang itumba ang mga ito ng mga mamamayan sa pamamagitan ng armadong pakikibaka.

Prof Sarah: 11. Bilang dalubhasa at iskolar ng mga rebolusyonaryong kilusan at mga kasaysayan ng mga ito, magari niyo po bang ipaliwanag sa amin ang umano’y purges ng Partido Komunista ng Pilipinas noong dekada 80? Mayroon nang lagom at komprehensibong dokumento hinggil dito ang PKP. Nagkaroon ba ang imbestigasyon ang PKP dito?
Ano po ba ang ugat ng mga purge, kung totoo man ito, at ano po ang nangyari sa mga nagpatupad nito?

Prof Sison: Sa ilang taon ng dekadang 1980, may ilang kadre na nalihis sa linya at nagpalaganap ng maling linya ng militarismo. Nang pumalpak ito, tinakpan nila ang kanilang pananagutan at isinisi sa iba, na kanila ring pinarusahan. Sa kalaunan. Nagkaroon ng mga imbestigasyon at naging maliwanag ang kamalian at mga krimen ng mga talipandas.

Nagpasiya ang CPP noong 1992 na itakwil at ituwid ang kamalian at ikondena ang mga krimen ng mga lumihis sa tamang landas. Kung kaya nagkaroon ng dakilang kilusan sa pagwawasto. Ang mga prinsipal na maysala ay lumikas at pumunta sa panig ng kaaway.

Prof Sarah: 12. Ano po kaya ang motibasyon ng ganitong kilos ng korte at ng rehimeng Duterte? Isa po kayo sa pinakamantinding kritiko ni Duterte. Sa tingin niyo ba ay may kinalalman itong bagong kaso sa inyo sa inyong walang humpay na pagbabantay at pagsasapubliko ng kanyang mga kahinaan at katiwalian?

Totoong matindi ang galit ni Duterte sa akin dahil sa madalas kong pagpuna sa mga maling patakaran at kilos niya. Pero gusto niyang takutin ang lahat ng pumupuna at sumasalungat sa kanya. Gusto niyang takutin ang lahat nito dahil sa tuloy pa rin ang balak niyang magpataw ng pasistang diktadura sa bayan para makapagpatuloy siyang magnakaw at pumaslang nang walang hadlang.

Prof Sarah: 13. Panghuli, ano po ang inyong mensahe sa mga aktibista, kritiko at mga personahe sa oposisyon na patuloy ang pagpapahayag ng mga kabulukan ng rehimeng Duterte?

Prof Sison: Payo at panawagan ko sa mga aktibista, kritiko at mga oposisyonista: Huwag matakot, makibaka! Huwag magpasindak, ituloy ang laban. Ilantad pang lalo ang kabulukan at mga krimen ni Duterte at mga alipuris niya. Mabuhay ang sambayanang Pilipino!

The shyster Panelo who fixes the cases of his convicted clients by abusing political power cannot preach to me about appearing before any rotten court of the Duterte regime.

The charge against me is patently false. I was under maximum security detention in 1985 and as a prisoner I had no position in the CPP or NPA at the the time.

I have the right and reason to refuse surrendering myself to a tyrannical regime that fabricates false charges to persecute its critics and opponents.

As a recognized political refugee, I am well protected by the Geneva Refugee Convention and by the European Convention on Human Rights. There is no way for the Duterte regime to put its murderous hands on me.

Filipino compatriots and Dutch solidarity friends are also prepared against any attempt of the tyrannical Duterte regime to send a death squad and kill me in The Netherlands. We have been aware of the murder scheme since 2017.

Duterte and Panelo keep on boasting that they are successful at gaining reactionary power and taunting me that the Filipino people’s democratic revolution has not yet captured the presidential palace in Manila.

The crocodile Duterte and lizard Panelo cannot understand in their reptilian minds that the people’s democratic revolution continues to grow and advance and that the people’s democratic government has already spread on a nationwide scale in the guerrilla fronts.

There are two governments in the Philippines (one is reactionary and the other is revolutionary) as a result of the Filipino people’s resistance to the persistent oppression and exploitation by US imperialism, domestic feudalism and bureaucrat capitalism represented by the Duterte puppet regime.###

The long drawn Inopacan case of “walking skeletons” is a cruel joke at the expense of patriotic and progressive activists. The bones were collected by General Esperon from various cemeteries during the time of Arroyo in order to make his “legal offensive” and persecute the opponents of the Arroyo regime.

At the time that the fake Inopakan massacre was supposed to have happened, I was still under maximum security detention by the Marcos fascist regime. I was not in any position then to go over the head of the leadership of the CPP and revolutionary movement.

The list of accused is utterly stupid and obviously fabricated. It includes the names of those in prison at the time of the alleged massacre. It also includes those who are already dead for various health reasons as well as those disappeared by the reactionary government.

The current news splash about the fake Inopacan murder charge is intended by the Duterte regime to draw away public attention from the scandalous release of 2000 criminals convicted of drug trading, murder, rape and other heinous crimes.

At the same time, Duterte is apparently trying to carry out his previous threat to make trouble for his opponents and other people who are red-tagged. There is a proliferation of charges against them to indicate that the Duterte regime is preparing for the mass arrest of people who oppose his antinational, antidemocratic and antipeople policies and actions.

But the probable mass arrest and even the murder of the opponents of the regime will fail to intimidate and silence the people. The tyrannical, treasonous, murderous, corrupt and swindling character of the regime is well-exposed. The broad masses of the people are already fed up with this regime and are on the verge of rising up to cause its downfall. ###

Kasama ng rebolusyonaryong kilusan sa probinsya ng Masbate ang mamamayang Masbatenyo sa pagkundena sa bubuuing Regional Task force to End Local Communist Armed Conflict(RTF-ELCAC) sa Kabikulan. Sa pangunguna ni DILG Sec. Eduardo Ano, sapliltang kinukuha ang kooperasyon at suporta ng mga lokal na opisyal sa lubusang pagpapatupad sa paggigiit sa EO 70. Itinayo sa Masbate ang “USAP TAYO” bilang makinarya sa Localized Peace Talks na sa esensya papagaway-awayin ang rebolusyonaryong pwersa na taliwas sa pinag-usapan at pinirmahan ng GRP at NDFP sa tamang proseso at kondukta sa usapang pangkapayapaan para makamit ang makatarungan at pangmatagalang kapayapaan sa ilalim ng isang malaya at maunlad na demokratikong bansa.

Walang idinulot ang inilabas ng rehimen na mga pasistang atas na MO 32 at EO 70 at mga makinarya nitong NTF-ELCAG/ RTF-ELCAC at PTF-ELCAC kundi pinatinding pang-aatake at pandarahas ng militar at pulis sa buhay at karapatan ng nakikibakang mamamayang Masbatenyo. Matingkad na halimbawa na operasyong PDT ng 2nd IBPA sa 23 barangay sa mga bayan ng Cawayan at Isla ng Ticao na nagsimula noong Mayo 23, 2019. Kamakailan, sa inisyal na 11 baryo sa bayan ng Cawayan, pinasok na rin ang mga barangay ng Tuburan, San Jose, Palobandera at Brgy. Campana na saklaw na ng bayan ng Uson. Kasabay ang mga nalansing barangay opisyal, talamak na pandarahas, kaguluhan at paglabag sa karapatang tao ang dinaranas ng mga komunidad sa kamay ng militar na pinamumunuan ni Lt. Col. Fabon, ang bagong Batallion Commander ng 2nd IBPA. Ipinagkakait sa kanila ang mamuhay ng tahimik at karapatan nilang magsaka sa munting lupain nilang binubungkal.

Sa ilalim ng pinatinding operasyong militar ng rehimeng US- Duterte sa probinsya, naitala ang humigit kumulang 30 pamamaslang o EJK. Ang mga biktima ay mga magsasakang mapayapang naghahanapbuhay upang mabuhay ang kanilang pamilya, kabilang rito ang sunod-sunod na pamamaslang kina Arnie Espenilla, Sando Alconvendas at Pizo Cabug sa kasagsagan ng nagaganap na PDT sa San Fernando, isla ng Ticao. Upang pagtakpan ang kanilang pasistang krimen, gumagawa ng mga orkestradong engkwentro ang militar at palalabasin ang mga biktima na mga kasapi ng NPA na napatay sa labanan, tulad ng kaso ni Nelson Rabino na isang parakopra sa Brgy. Cabas-an , Aroroy.

Bilang tugon sa panawagan ng masang Masbatenyo at Bikolano na wakasan ang militarisasyon at pagtutol sa pinatinding pandarahas sa ilalim ng RTF-ELCAC, naglunsad ng walong (8) sunod-sunod na mga matataginting na taktikal na opensiba ang JRC-BHB Masbate ngayong buwan ng Agosto. Kabilang dito ang matagumpay na ambus sa Brgy. Alegria, Pio Vo. Corpus noong Agosto 21 na nagresulta sa pagkasawi ng tatlong pulis habang apat (4) naman ang sugatan kabilang sina Patrolman Dexter A. Navarro at Patrolman Jemerick O. Manongsong mula sa PNP PVC na aktibo sa kontra-insurhensyang operasyon. Kinagabihan hinaras ng isang tim ng JRC ang dalawang sasakyan ng 2nd IBPA sa Brgy. Dapdap, Uson, Masbate. Taliwas sa pahayag ng kaaway na ang mga kaswalti ay mula sa pulang mandirigma, kasalukuyan pang inaalam ang kaswalte sa kanilang panig.

Hatinggabi ng Agosto 18, 2019, haras sa detachment ng PNP CPAC sa Brgy. Bayombon,Masbate City gamit ang pampasabog at ilang matataas na baril; Agosto 19, 2019, 4:05 ng hapon, nagsagawa ng operasyong isnayp ang mga kasama sa patrol base ng 2nd IBPA sa Del Carmen, Uson na ikinamatay ng isang sundalo na nagngangalang Tejada; Agosto 19, 2019, alas 11 ng gabi haras sa detachment sa Guiwanon, Brgy. Danao, San Jacinto na ikinasugat ng di mabilang na mga sundalo at Cafgu. Agosto 19, 2019, alas 9 ng gabi, haras sa detachment ng Reg. Mobila Force Battallion sa San Rafael, San Pascual.

Sa loob lamang ng tatlong taong panunungkulan ni Duterte ay napahaba nang listahan ng krimen na kinasasangkutan ng kanyang mga alipures na AFP at PNP laban sa mamamayang Masbatenyo. Nararapat lamang na tugunan ng rehimeng US-Duterte ang kahilingan ng mamamayang Masbatenyo, Bikolano at buong sambayanang Pilipino na paalisin ang pasistang militar at pulis na nanghahalihaw sa kanayunan.

Ang mga komunidad na ngayon ay sinasaklaw ng kanilang PDT sa bayan ng Cawayan ay kinabibilangan ng Dalipe, Iraya, Calumpang, Pin-as, Guiom, RM. Magbalon, Lague-Lague, Cabayugan, San Jose, Tuboran, Taberna, Palobandera at Polot, habang sa bayan ng Uson ay ang Campana.

Samantala, sa Isla ng Ticao naman ay kinabibilangan ito ng Talisay, Buenavista, Cawayan/Canielas, Del Rosario, Altavista, Progreso, Val Paraiso at Suwa, pawang sa bayan ng San Fernando.

Habang ang mga naging biktima ng ekstra-hudisyal na pamamaslang ay kinabibilangan naman nina 1. Jomar Escorel at 2. Reyando Almosara ng So. Kalaw-anan,Togoron,Monreal; 3. Ariel Bartolay at 4. Allan Bartolay, So. Palopino, Bartolabas, San Jacinto; 5. Johnel Dejucos at 6. Pablo Dilao ng So. Burgos, San Jacinto; 7. Dominggito Deinla at 8. Mari Deinla, Ressureccion, San Fernando; 9. Dingdong Escorel ng Cantorna, Monreal; 10. Ruel Nunez ng So. Lasagas, Biyong, Masbate City; 11. Rolly Arcenal ng Brgy. Barag, Mobo; 12. Nelson Rabino ng Aroroy, Masbate; 13. Nonong Capellan, So. Batuila, Madao,Uson. Lahat ng mga biktima ay pinaratangang mga NPA.

Dapat patuloy na ilantad ng mga Masbatenyo ang mga paglabag ng mga militar at pulis sa karapatang pantao at pagkakasangkot nito sa mga karumal-dumal na krimen laban sa kanila. Tuloy-tuloy na labanan ang pang-aatake ng mga militar at pulis sa mga inosenteng sibilyan.

The Roselyn Jean Pelle Command – New People’s Army (RJPC-NPA) and the people of Northern Negros reaped significant victory in the NPA’s ambush against the 79th IB Philippine Army on August 31, 2019 around 6:45 a.m. in Sityo Moreno, Brgy. Paitan, Escalante City.

The ambush was launched in response to the people’s hopes to grant justice for peasants and civilians who fell victim to massacres and extra-judicial killings (EJK) in Negros perpetrated by the fascist AFP and its paramilitary forces under the US-Duterte regime’s Memorandum Order 32 or de facto Martial Law.

The AFP’s 303rd Brigade declared that only three (3) soldiers were “slightly wounded” in the ambush. But it is obvious that the fascist soldiers instantly incurred heavy casualties after the NPA attacked with command-detonated explosives (CDeX).

The clash lasted for only about 15 minutes, while the soldiers continued indiscriminate firing in the area. The RJPC unit promptly and safely withdrew from the area.

The NPA did not violate any war protocol in the use of CDeX. Its explosions are controlled and the RJPC made sure that it would hit only combatants. Meanwhile, the 79th IB earned more casualties due to machine gun fire coming from their own ranks which they aimed at the ambush site even if their own wounded troopers were in their sector of fire.

The desperation of the 79th IB caused the heavy casualties in their ranks. They peppered their own fallen soldiers with bullets to prevent the NPA from confiscating their firearms. To avert further embarrasment, they sacrificed the lives of their own troopers some of whom possibly needed only first aid. At least ten (10) AFP soldiers were killed in action and many others were wounded.

This encounter transpired due to the 79th IB’s crazed chase to score points against the NPA. In the course of this violent campaign, mostly civilians have become the targets of their fake surrenders, illegal arrests and political killings. The 79th IB wants to make it appear that they enjoy the support of the people and that civilians voluntarily gave them information against the NPA. The truth: it was their own equally mercenary and greedy spies and local intelligence assets who led them to this humiliating combat defeat.

The AFP’s so-called “peace and development team” or PDT occupied Barangay Paitan for nearly a year and during this time, the army accomplished nothing but to disrupt the lives and livelihood of the people. The company-sized combat operations and heavy military presence in Escalante barangays have clearly caused harm to the people, prompting hundreds of families to evacuate to the village proper to ensure their safety. Reinforcements from the 11th IB were also airlifted via helicopters.

The Red commanders and fighters of the people fearlessly engaged the fascist soldiers for the enemy’s so-called all-spectrum dominance and superiority cannot intimidate the NPA. The NPA is ever-ready and determined to defend the broad masses of the oppressed and exploited notwithstanding the excessive parade of drones, helicopters and waste of goverment resources to fund local intelligence assets, fake surrenderees, coercive mass meetings in barangays, fascist propaganda in local radio programs and other such cheap stunts.

These desperate and embarrassing stunts of the AFP and its brazen violation of the rights of peasants and civilians provide impetus to the people and ordinary folk to grasp the revolutionary cause and seek refuge in the people’s revolutionary government.
The RJPC-NPA sincerely calls on the broad masses of the people especially the toiling class of workers and peasants to continue the struggle and fearlessly stand for their rights. Your Red army is here, ready and determined to serve the people and break the chains of oppression to end the country’s semi-colonial and semi-feudal ruling system.

We dare the troopers of the reactionary government particularly the low-rank officers and ordinary soldiers used as pawns in combat operations to live up to your vow to serve the people. Defy the rotten policy of this unjust war against the people, the corruption within your ranks and the criminal activities.

The rich history of the people’s struggle against Martial Law especially here in Escalante provides the revolutionary movement with boundless inspiration to frustrate MO 32 in Negros and the brutal counter-revolutionary war of the fascist US-Duterte regime.

CAMP SANG-AN, Labangan, Zamboanga del Sur – Nineteen high-powered firearms, magazines and ammunitions were turned-over by the local government unit of Munai, Lanao del Norte to Army’s 4th Mechanized Infantry Battalion in the municipal hall 10:00 a.m. Friday, September 6, 2019.

“The successful surrender was the result of concerted effort and intensified collaboration among local government units, stakeholders and our forces”, said Lt. Col. Bernardo Taqueban, 4th Mech Inf Battalion Commander.

The loose firearms consists of one caliber 50 Barrett, one M14 sniper rifle, eleven M16A1, two carbine, and four Garand rifles.

The ceremonial turned-over was also attended by Col. Facundo Palafox, the newly installed commander of the 2nd Mechanized Infantry Brigade who has operational jurisdiction of the province of Lanao del Norte.

“The support of the local government units in our area of operation to our campaign against loose firearms manifest their desire for a lasting peace and prosperity in the province,” said Palafox.

“We encourage not only the local government units, but also other stakeholders especially the local populace of Lanao del Norte, to trust and support our campaign against loose firearms for us to be able to attain a peaceful and secured province towards its faster development,” Palafox added.

Meanwhile, Maj. Gen. Roberto Ancan, the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) commander, commended the efforts of the troops and the local government unit of Munai for the convergence of efforts which led to the successful hand over of the loose firearms.

“Your 1st Infantry (TABAK) Division, in collaboration with the LGUs and other stakeholders, remains steadfast in its commitment to attain just and lasting peace in our area of operation thru our campaign against loose firearms,” Ancan added.

CAMP EVANGELISTA, Cagayan de Oro City – In the midst of the continuous recruitment of minors of the Communist NPA Terrorists (CNTs) in Regions 10 and Caraga, the 4th Infantry “Diamond” Division urges the community to protect the future of the next generation.

Based on 4ID Custodial Debriefing Reports from 2016 to 2019, the average age recruited by NPA terrorist is 17 years old. The most alarming revelation is that they also recruit minors as young as 12 years old. It is sad to note that with these recruitment of minors, the average age of regular NPA members who are killed in encounters are 21 years old.

Alyas Bradex, 23, a Former Rebel confirmed that, “Tinuod nga ang kalihukan naga rekrut ug menor de edad. 12-anyos lang ko dihang nagsugod kog kuyog sa mga NPA isip taga dala sa ilang mga bag ug taga kuha og tubig. 16-anyos ko niadtong nahimo kong regular nga myembro hangtud nahimong CO sa usa ka platoon.” (It is true that the terrorists recruit minors. I was 12 years old when I started accompanying the NPAs, carrying their bags and water. I was 16 years old when I became a regular member then eventually became the CO of a platoon.)

MGen Franco Nemesio Gacal, Commander of the 4th ID said that “The continuous recruitment of the NPA is a clear violation of the International Humanitarian Law (IHL) Rule 136 which prohibits recruitment of minors by non-governmental armed groups involved in hostilities. They also violate Section 4 of Republic Act 9851 or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity. It explictly forbids the use of children under the age of 18 years to participate in active hostilities.”

“With these alarming revelations, we urge everyone to protect our future generation. We need to create a better future so that we will be able to preserve the precious lives of our children. Let us all put an end to the hostilities and continuous violation of the NPA Terrorists.” “I am positive that through the implementation of the EO 70 or the “Whole-of-Nation Approach”, we will be able to end the local communist armed conflict in Regions 10 and CARAGA. We can prevent NPA recruitment through our convergence efforts in the conduct of sustained delivery of basic services and social development packages in Conflict-Affected Areas and Geographically Isolated and Disadvantaged Areas,” Gacal ended.

It can be recalled that in 2018, a total of 47 regular NPA terrorists were killed, 13 were apprehended and 334 surrendered. While as of August 2019, a total of 34 regular NPA terrorists were killed, 7 apprehended and 214 surrendered.

TAGO, Surigao del Sur, Sept 7 – Varieties of war materials, food supplies and documents with high Intel value were seized in a clash between the government and the Communist terrorist group (CTG) yesterday, September 6 2019, in an unpopulated and mountainous part of Brgy Bocawe, Lanuza, this province.

Due to the series of reports and information from the said community. Elements of Charlie Company of the Army’s 36th Infantry (Valor) Battalion immediately responded and conducted combat operation in the said area. While reaching the location of the CTG, troops engaged the enemy and triggering the firefight in a running gun battle to more or less 15 CTG believed to be members of SPP2, WGF30 of the Northeastern Mindanao Regional Committee (NEMRC).

CTG scampered to a different direction and forced to withdraw in a 15 mins of firefight. The clash resulted to the captured of CTG backpacks, medical supplies, cellphones, anti-personnel mine switch, electrical wire, batteries used for anti-personnel mine, bandolier, personal belongings, food supplies and documents w/ intel value.

In his statement, Ltc Xerxes Trinidad, Commander of the 36IB said that the operation is the result of the people’s commitment to end the Local Communist Armed Conflict.
“The support of the community to the government and the Philippine Army is a manifestation that they want to live in peace and harmony,” Army official said

He further added that the community is already awakened in the 50 years of deception and lies of this menace of the country.

“We will protect the peace-loving people of Surigao del Sur for them to feel the peace and security that they are longing for. To the remaining CTG, lay down your arms and return to the folds of the law. Avail the ECLIP of the government, and live together with your family,” Ltc Trinidad ended.

CAMP SANG-AN, Labangan, Zamboanga del Sur – One local terrorist member voluntarily surrendered to Army’s 82nd Infantry Battalion in Brgy Bubong Madanding, Marantao, Lanao del Sur 3:00 p.m. Thursday, September 5, 2019.

“Based on our initial custodial debriefing,
the surrenderor revealed that he was recruited by a certain Alias ABU ANAS, a Dawlah Islamiyah/ Maute Group member”, said Lt. Col. Rafman Altre, 82nd Infantry Battalion commander.

The local terrorist member also yielded one caliber .45 and one shotgun.


Custodial debriefing is still on-going as of this posting.

Around 11:00 a.m. today, five drug dealers surrendered to 49th Infantry Battalion in Masiu, Lanao del Sur.

The surrendered personalities also yielded loose firearms such as three handguns, one improvised rifle grenade, magazines and ammunitions.

According to Brig. Gen. Romeo Brawner Jr., 103rd Infantry Brigade Commander, who has operational jurisdiction of Lanao del Sur “We encourage local terrorist groups and their supporters to surrender and submit themselves to the folds of the law in order to make their community peaceful”.

Meanwhile, Maj. Gen. Roberto Ancan, the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) commander, commended the efforts of the troops for the successful surrender of drug dealers and local terrorist member.

“Your 1st Infantry (TABAK) Division, remains steadfast in its commitment to attain just and lasting peace in our area of operation thru our campaign against local terrorist groups, lawless armed groups and loose firearms,” said Ancan.

“Likewise, we thank the local government and other stakeholders for their continued trust and support to our troops in contributing peace and development in the whole province of Lanao del Sur,” Ancan added.

“We criticize and condemn the latest IED attack in Isulan that victimized not only our forces who dutifully perform their mandated task but also the civilians who were in the vicinity of the explosion,” Colonel Efren Baluyot, Commander of the 1st Mechanized Infantry (Maaasahan) Brigade expressed.



This came after an Improvised Explosive Device (IED) explosion on a public market in Isulan, Sultan Kudarat at 7am today, September 7.

Said explosion resulted in the wounding of 7 individuals who were rushed to the nearest hospital for immediate medical attention. Initial report stated that the IED was placed beside a motorcycle parking area and was purportedly carried out by lawless elements.

The 2nd Mechanized Infantry (Makasag) Battalion, led by Lieutenant Colonel Omar Orozco, immediately deployed troops to secure and cordon the area.

“I enjoin everyone to offer their prayers for the speedy recovery of the victims and for the enlightenment of the perpetrators who aim to undermine the stability of Sultan Kudarat,” Lt. Gen. Cirilito Sobejana, WestMinCom commander said.





“Let us be more vigilant and immediately report any suspicious person or things in your vicinity to avoid such occurence,” added Lt. Gen. Sobejana.

Thorough investigation of the incident is still being conducted by the joint elements of the military and police.

Security counterparts and stakeholders graced the series of activities launched by Western Mindanao Command in celebration of its 13th anniversary in Zamboanga City yesterday, September 6.




Christian and Muslim personnel attended the interfaith service officiated by Command Chaplain Colonel Sanuan Akkuh, Post Catholic Chaplain Lt. Col. Reynaldo Narisma, and Evangelical Chaplain Captain Alexander Almeron.



Brig. Gen. Francisco Ariel Felicidario III, WestMinCom’s deputy commander for administration, led officers, enlisted personnel, and civilian employees during the interfaith service held at WestMinCom gymnasium at 7am yesterday.


“We come together and offer this interfaith service in gratitude of the blessings we received and the feats we made as we celebrate our 13th anniversary today. We pray that we may accomplish more and gain headway in our security campaign in the area,” said WestMinCom Commander Lt. Gen. Cirilito Sobejana.



At 10am today, AFP Chief of Staff Gen. Benjamin Madrigal, Jr., and Lt. Gen. Sobejana led the wreath-laying ceremony in honor of the fallen heroes of WestMinCom’s Joint Task Forces Sulu, Basilan, Tawi-Tawi, ZamPeLan, and Central.

“We pay tribute and honor the lives and services of our fallen brothers who made the ultimate sacrifice in the name of peace. There is no greater way to honor them than by carrying on the good work they left behind,” said Lt. Gen. Sobejana.

WestMinCom personnel and stakeholders also gathered during the anniversary ceremony held at WestMinCom gymnasium.

“We are celebrating 13 years of excellence, accomplishments, and continued transformation of WestMinCom to be the best and do its best always in its service to the people of Mindanao,” said Brig. Gen. Felicidario.

The AFP Chief of Staff conferred the AFP Transformation Roadmap Institutionalization Pathway (AFPTR) Proficient Status on WestMinCom for establishing functional AFP Transformation Roadmap systems and processes.

The WestMincom, through Lt. Gen. Sobejana, also received the Gold Trailblazer Award for garnering 94.6% in the AFP Transformation Roadmap Institutionalization Pathway.



Lt. Gen. Sobejana and the AFP Chief of Staff signed the AFP Transformation Roadmap Pledge of Commitment during the said event.

Military and civilian personnel were also recognized for their meritorious service and contribution to the accomplishment of the WestMinCom’s mission.



“Applying the right winning combination of approaches and force mix to address the challenges posed by various threat groups here in our joint area of operation, the WestMinCom has yielded remarkable outcomes,” said Lt. Gen. Sobejana. “I would like to commend all the forces of WestMinCom. If it had not been for your undying commitments and sacrifices, this unit will not be placed in the pedestal.”

He also recognized the support extended by the people of Mindanao to the security campaign of the command.

“The true meaning of peace is people empowerment in addressing challenging environment and for progress is a patriotic response to opportunities geared to reinvigorated and economically sustained society,” added Lt. Gen. Sobejana. “With your constant help and support, I am optimistic that we can achieve our goals confidently and decisively as we carry out our tasks using the guidelines set forth by the DSSP Kapayapaan and the AFP Transformation Roadmap.”

During said ceremony, former members of the Bangsamoro Islamic Freedom Fighters and the Abu Sayyaf, Local Terrorist Communist Terrorist Groups received financial assistance from military officials.

Gen. Madrigal congratulated the WestMinCom for its numerous accomplishments, citing its operational gains against lawless groups and the headway it’s making in its peace and development campaign in Mindanao.

From the Manila Bulletin (Sep 7, 2019): Interpol to be tapped by government for Sison’s arrest

The Armed Forces of the Philippines (AFP) will coordinate with the International Police (Interpol) to arrest Communist Party of the Philippines (CPP) founder Jose Maria “Joma” Sison, who has been on self-exile in the Netherlands, after a Manila court ordered for his apprehension over his alleged involvement in a Leyte massacre three decades ago.

Brigadier General Edgard Arevalo, AFP spokesperson, said they will also work with concerned government agencies to serve the warrant of arrest issued by the Manila Regional Trial Court Branch 32 against 37 others including Sison’s wife, Juliet, and top National Democratic Front of the Philippines (NDFP) consultants over the infamous Inopacan massacre allegedly perpetrated by the New People’s Army (NPA) in 1985.

“We are elated as the victims’ families are for the issue of arrest warrant by the court against Mr. Jose Ma. Sison, his wife, and 36 others for the mass murder by the NPA of people who were suspected of being government spies,” Arevalo said in a statement Saturday.

“As for those who are, like Mr. Sison, outside the country, we may not be able to serve the warrant right away as they are outside our jurisdiction. But we are not without recourse. We will coordinate with the Department of Foreign Affairs, Department of Justice, the International Police and other relevant agencies for the service of the warrant of arrest or other legal recourse available,” he added.

The court issued the warrant of arrest for 15 counts of murder against Sison and 37 others on August 28. A copy of the court order was made available to the media on Friday.

The Inopacan massacre, according to Arevalo, claimed the lives of about 300 residents in Leyte province who were allegedly members of the CPP-NPA.

The victims are believed to be killed by their colleagues in a purging activity also dubbed as Oplan “Venereal Disease” on suspicions that they were serving as spies for the military.

In 2006, the military discovered a mass grave in Inopacan town where the skeletal remains of the victims were unearthed.

“This is a crime against humanity. Though it’s too early to claim victory, we are happy for the Filipino people, especially for the families of the victims of this heinous crime, because the wheels of justice shall begin to grind,” Arevalo said.

In a social media post, Sison lashed back at the government and called the Inopacan massacre a “cruel joke” and “fake.”

“The long drawn Inopacan case of ‘walking skeletons’ is a cruel joke at the expense of patriotic and progressive activists,” he said.

“The current news splash about the fake Inopacan murder charge is intended by the Duterte regime to draw away the public attention from the scandalous release of 2,000 criminals convicted of drug trading, murder, rape and other heinous crimes,” he added.

However, Arevalo said the military is “firm” as ever “to hunt down these terrorists who perpetrated these dastardly, cowardly and devilish acts.”

“We are sure that the long arm of the law will soon catch up with Mr. Sison and his cohorts,” he concluded.
