PRRD was quoted saying: that he will fulfill and implement all that can be agreed upon in the upcoming peace talk w/ the MNLF. Also, he reiterated his commitment and promises to pursue w/ his advocacy for federalism.

1. Mga fake surender ang sinasabing maraming nag surender ng 5th ID, ni hindi nga nila mapangalanan. Sila ang mga masang inobligang pumunta sa kampo, pinilit at tinatakot na pumirma para magsurender. Sila ay hindi NPA kundi karaniwang mga magsasaka.

Tatak ng desperasyon ng AFP na targetin sa pagpapasurender ang mga sibilyan.

Sa takbo ng rebolusyon, totoong may ilang nagsusurender at tuluyang nagpapagamit at ginagamit ng AFP katulad ni Pukol, Richard at Steve. Kinasusuklaman at itinakwil na sila ng mamamayan.

2. Propaganda lamang ng 5th ID ang mga deklarasyon ng persona non grata ang CPP-NPA. Dahil pinapahalagahan ng mamamayan ang CPP-NPA malayang nakakakilos ito saan man. Ang mga LGU ay naobliga at pinilit na magdeklara dahil maging sila ay target ng pampolitikang persekusyon ng diktadurang rehimen ni Duterte.

3. Mga ginoo sa 5th ID, hindi sumusuko ang mga magigiting na mandirigma ng NPA. Walang dapat isuko sa lipunang nabubulok sa kaibuturan. Hindi namin isusuko ang marangal at dakilang paglaban para sa pambansang kalayaan at demokrasya. Isang kahihiyan ang magsurender dahil isinusumpa ng mamamayan ang mga traydor sa uring-api.

Hindi kailanman matutumbasan ng ECLIP at iba pang suhol katulad ng libreng pasyal sa Hongkong, pabuya at ibapa ang dakilang tungkulin ng mga rebolusyunaryo.

TILING, Cauayan, Negros Occidental- Students and SK leaders of Hinobaan, Negros Occidental undergo a three (3) day Youth Leadership Summit in joint effort of 15th Infantry Battalion, the Department of Social Welfare and Development, Philippine National Police, Municipal Environmental and Natural Resources Office, Trinity Christian Fellowship and Local Government Unit of Hinoba-an, Negros Occidental.

Jhon Patrick Y Onggao, the National Youth Leadership Summit Presidentgraced the opening program last August 29 while Hon. Ernesto Estrao, Municipal Mayor of Hinoba-an was the guest speaker during the closing ceremony.

“I am thankful because we organized another youth sector here in Hinoba-an.Maybe, we can register you either in Department of Labor and Employment or Security Exchange Commission so that you will become a legitimate partner of the municipality for peace and development. I hope that your group will multiply by telling others in your communities of relevance of this activity in peace and development.” Hon. Estrao said.

“Youth sector is one of the vulnerable sectors in our society and they are always the target of the CPP-NPA Terrorist recruitment because of their idealism and curiosity. You must be careful about people telling you of issues as these are the propaganda exploited by the the CPP-NPA,” Ltc Tomales said

Mr. Bernald Gelbolingo, one of the participants said, “Previously, I joined the protest rally against the government because I am a member of Anakbayan.Our recruiter taught me lessons that made me get angry and become disappointed with the government.The Youth Leadership Summit made me realize that those lessons being taught to us by the leader of Anakbayan were just only propaganda and a deception.” The activity was participated by SK Officials and other youths from the different barangaysof the said municipality.Insights were provided by the different resource speakers all geared towards helping develop sound personality, responsible citizenship and sense of belongingness to community development efforts. Other batches of same activity is already programmed for the succeeding months.

Conflict incidence in the former Autonomous Region in Muslim Mindanao (ARMM) declined in 2018, peace building organization International Alert Philippines revealed Tuesday.

In a press briefing in Taguig City, Conflict Alert, a subnational monitoring system developed by International Alert Philippines, launched its report which revealed that conflict incidence in 2018 dropped to 2,910 cases, lower than the 4,140 incidents in 2017.

This was a 30-percent drop from 2017 and a larger 33-percent drop from 2016.

“Rebellion-related violence associated with the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) has been on the downtrend since 2016. Rebellion-related political conflict was vastly reduced by the ceasefire agreements between the government and the Moro fronts which have continued to hold,” the report stated.

Provincial level

In the region’s provinces, the report also noted less reported cases of violence except in Tawi-tawi.

In Maguindanao, including Cotabato City, 1,420 conflict incidents were reported, a 25-percent plunge compared to the data from 2017.

Despite this, Maguindanao remains at the top spot in terms of conflict incidence, the report noted.

Other provinces in the region such as Sulu, Basilan, and Lanao del Sur also reported a decline in conflict incidences when compared to data from the year before.

A total of 508 conflict incidents were reported in Sulu (8 percent decline), 468 incidents in Basilan including Isabela City (26 percent decline), and 373 incidents in Lanao del Sur (60 percent decline).

Tawi-tawi is the sole province in the region that reported an increase in conflict incidence after 141 incidents were reported, a slight 8 percent increase from 2017.

“The remarkable shift in the conflict situation certainly brings a more conducive environment for development to take place and for a lasting peace to be embedded in what has often been described as the most dangerous place in the country,” the report noted.

“More importantly, the situation buys time for the newly established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to strengthen its legitimacy and institutionalize the sort of reforms that can be felt immediately by the local population,” it added.

Martial law imposition

The organization said that “the most likely explanation” to the said decline is the imposition of martial law, which allowed the government to have a stronger presence in the region.

“The State was also able to maintain a fragile peace in the Bangsamoro by imposing martial law, which in turn deterred the carrying and use of firearms,” Nikki de la Rosa, International Alert country manager, explained.

The report explained that the imposition of martial law in the region allowed for increased police visibility and number of military checkpoints, thus, making it “extremely difficult for people to carry their firearms in public and engage in gun battles across the region.”

International Alert said that gun-related deaths dropped by 31 percent in 2018 after only 891 deaths in the region were reported, lower than the 1,290 in 2017.

This was, the organization said, due to the increase in the illegal possession of firearms arrests conducted by the Philippine National Police.

Likewise, the report partly attributed the decline of violent incidents in the region to the drop in coordinated attacks and use of explosives of armed groups, with bombing incidents dropping from 193 incidents in 2017 to 166 in 2018.

Fragile peace, still

Is the region out of the woods yet? No, according to the organization.

The report explained that while there are positive developments with the decline of violent incidents in the region, “new types of violent conflict and new conflict actors are emerging.”

“Extremist violence remains resilient and transition-induced violence is growing apace. Multi-causal violence that combines political and identity-based violence continues to rear its head despite the end of war in Marawi and is now the leading cause of conflict deaths,” the report stated.

Further, cases of violent conflict and average number of conflict-related deaths from 2016 to 2018, remains higher than the years before the spike in 2016.

“Conflict deaths have also decreased, but not as low as in the years prior to the spike in 2016., when violent extremists incidents began to erupt just before the 2017 Marawi war,” Francisco Lara, Senior Peace and Conflict Adviser of Alert Philippines, said.

TALIPAO, Sulu, Philippines — The military is closely monitoring the activities and verifying the local ties of scores of foreigners in Mindanao who are suspected of having links to the Islamic State (IS).

This followed intelligence reports that seven foreigners who were spotted in Sulu have confirmed links to IS,
which is trying to strengthen its foothold in Southeast Asia after losing ground in the Middle East.


IS aided local militants in the five-month siege of Marawi City in 2017, and maintained ties with the Maguindanao-based Bangsamoro Islamic Freedom Fighters, which attacked military installations in central Mindanao.

Different nationalities

Lt. Gen. Cirilito Sobejana, Western Mindanao Command (Westmincom) chief, told reporters here on Saturday that the seven aliens represent a fresh influx of foreign terrorists into Mindanao, probably entering through the porous southern backdoor.

Sobejana said the seven terrorists were nationals of Bangladesh, Malaysia, Indonesia, Morocco and Afghanistan.

According to Sobejana, around 60 other foreigners, with the same nationalities as the seven terrorists and spread mainly in the Bangsamoro region, are under close watch.

The couple who blew themselves up inside the Jolo cathedral in January were Indonesians, while a Moroccan carried out the suicide bombing in Lamitan City, Basilan, in July last year. They all have ties to IS.

The Abu Sayyaf is the main IS link in Sulu. It has an estimated strength of 300 fighters, largely locals and some foreigners, Sobejana said.

The seven terrorists, he said, could now be recruiting locals.

But Sobejana is confident it will now be difficult for IS and the Abu Sayyaf to recruit in the province.

Aside from an intensified military crackdown since July, there has been increased participation of the local populace in combating terrorism, said Brig. Gen. Corleto Vinluan, commander of Joint Task Force Sulu.

Maj. Arvin John Encinas, Westmincom spokesperson, said helping the military and police secure Sulu communities were members of Barangay Peacekeeping Action Teams, civilians whom they trained.

Talipao Mayor Nivocadnezar Tulawie said they had organized civilian forces to help soldiers and cops.

BACOLOD CITY, Philippines — Hundreds of villagers in Escalante City, Negros Occidental have been displaced as the military pursued New People’s Army (NPA) rebels who detonated a landmine that left three soldiers wounded following an encounter on Saturday.

Around 750 residents of Sitio Morino, Barangay Paitan are staying in evacuation centers, First Lt. Revekka Roperos, 303rd Infantry Brigade civil-military operations officer, said yesterday.

Roperos said the displaced residents were advised against returning to their homes.

The provincial health office distributed folding beds and hygiene kits, the Escalante City government gave family food packs while the provincial social welfare and development office handed other relief items to the evacuees.

Meanwhile, in Agusan del Sur, an NPA rebel was killed and another was arrested following an encounter with government troopers in Barangay Segunda, Esperanza on Monday.

Lt. Col. Francisco Molina Jr., 23rd Infantry Battalion commander, said an AK47 rifle, a 22-caliber rifle, a landmine, an electrical wire, magazines for an AK47, various types of ammunition and bomb materials were among those recovered from the rebels.

The first ever naval exercises between the United States and member states of the Association of Southeast Asian Nations (ASEAN) have begun in the waters of eastern Thailand, said the US Embassy in Manila on Tuesday, September 3.

The ASEAN-US Maritime Exercise (AUMX) includes 8 warships and 4 aircraft from 7 countries, and more than 1,000 personnel from all 11 participants, which are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam, and the US.

The Philippine Navy sent the Del Pilar-class patrol ship BRP Ramon Alcarazwith around 200 navy sailors and marines led by Captain Hilarion Cesista.

The US contingent includes the littoral combat ship USS Montgomery, the guided-missile destroyer USS Wayne E. Meyer, 3 MH-60 helicopters, and a P-8 Poseidon aircraft.

The drills kicked off on Monday, September 2, at the Sattahip Naval Base in Thailand, and will run until Friday, September 6.

Rather than being a "symbolic event," the exercise is aimed at "providing value for each of the countries" by exchanging information and building interoperability, US Navy Rear Admiral Joey Tynch III, commander of the Logistics Group, Western Pacific, told reporters in a briefing via teleconference on Tuesday.

"The challenges we face in the maritime domain extend beyond what any single nation can handle, and that's where partners and allies are force multipliers for peace and interoperability. That's an unparalleled advantage that no competitor or rival can match. I fully believe we are stronger when we sail together," added Tynch, who oversees the US Navy's security cooperation in Southeast Asia.

The ASEAN member states are faced with the increasingly dominant China, which has reclaimed features and built military installations in the South China Sea. These moves violate international maritime law, according to the July 12, 2016 international arbitral ruling on the Philippines' maritime dispute with China.

Chinese vessels have been found foraying beyond its waters more frequently. There have been at least 12 instances of Chinese warships, survey vessels, and fishing boats sailing unauthorized through Philippine waters. Vietnam has condemned the repeated entries of a Chinese survey ship in Vanguard Bank.

Without any resolution in sight to the overlapping sovereignty claims in the South China Sea by several countries including the Philippines, ASEAN and China are working on a Code of Conduct to govern the behavior of their vessels in the strategic sea lane.

As China grows more assertive in its bid to dominate the region, the US has urged its regional allies like the Philippines to push back through lawful means, as it maintained freedom of navigation and overflight operations by sending its warships and aircraft to patrol the South China Sea.

China has bristled at US efforts to bolster its presence and influence over Southeast Asia, insisting that "outsiders" must not meddle in the region's affairs.

Although the US has been conducting military exercises and port visits in the region for decades, Tynch said AUMX "represents a step forward" in multilateral cooperation.

"These engagements, they increase our collective abilities, they build trust and confidence, and they open lines of communication that last, truly, for a generation," Tynch added.

For the Philippines, participating in AUMX and other international naval drills marks a significant improvement in its capabilities, and shows the Philippine Navy's "credibility," Chief of Naval Staff Rear Admiral Loumer Bernabe said at the send-off ceremony for the BRP Ramon Alcaraz in Manila on August 29.

Residents of the hinterland sub-village Calinawan (which means a land of peace), once described by government troops as a “factory of landmines,” are now closing ranks to declare a mass revolt against the New People’s Army.

In a post by the Davao Oriental provincial government Facebook page, residents of Sitio Calinawan burned down a flag bearing the emblem of the CPP-NPA-NDF.

Calinawan in Barangay Taocanga is among the country’s geographically isolated areas that belongs to the municipality of Manay, a second-class town in the province of Davao Oriental. The considerable distance from the town’s economic center makes it vulnerable to the influence of the NPA. It also shares boundaries with the municipalities of Lupon in Davao Oriental and Maragusan and New Bataan in Compostela Valley Province.

Seven years ago, the military said they had successfully destroyed the rebel’s “factory of landmines” in Calinawan. Only last year, the military decided to put up a permanent company-sized camp in the area to effectively shoo away the rebels from entering the village again.

“This means a lot to us since our peace will no longer be disrupted by violence and the people can now focus more on their livelihoods,” said former barangay councilor Lolito Magbugtong as he recalled the plight of the people in the village who, out of fear, were once forced to abandon their fields and livestock just to attend assemblies called by the armed rebels.

“We will no longer give them support. We are not afraid anymore because we know that the government is behind us,” he added.

Government reaching out

For the military, Sitio Calinawan paints a picture of a true depressed and marginalized area without access to a decent road or electricity.

Lt. Col. Louie Dema-ala, the 67th Infantry Battalion commander, underscored the importance of the government’s effort to reach out to this critical area, which the NPA rebels have been attempting to recover.

“It’s really crucial for us to make the community feel the government’s presence here. It’s high-time that we begin to reintroduce the government to them,” he said.

During the two-day immersion activity, residents were given the opportunity to voice out their community’s shared concerns as they listed proposed solutions to these services gaps. One of the major issues was the lack of accessibility. A hinterland village perched on a mountain surrounded by forests and mountain ranges and without access to a decent road, Sitio Calinawan is virtually cut-off from the rest of the nearby communities.

In order for residents to get to the capital City of Mati, they need to traverse Sitio Bislong in Lupon town and pay P1,500 motorcycle fare – a hefty sum for farmers who only earn meager income out of their farm produce. On the other hand, traversing the alternative route via Barangay Taocanga in Manay would take a day-long hike for the villagers just to get to the village proper.

Apart from the road access, other concerns that emerged were the absence of health services, lack of teachers and classrooms, residents’ non-inclusion to the government’s social welfare program for the poor or 4 Ps, lack of livelihood opportunities, lack of organized associations, absence of farm machineries such as corn sheller and abaca shredder, and farm inputs, among many others.

Bridging the Gap

Considering that Sitio Calinawan has no electricity, the provincial government provided solar panels to the community.

For the road, the Department of Public Works and Highways and the Provincial Engineer’s Office are set to deploy heavy equipment to pave the four-kilometer road from Sitio Bislong to Sitio Calinawan.

Other interventions that the Task Force promised to deliver are training for abaca propagation, disease-control and nursery, livestock and fishery interventions, housing, skills training, high-value crop production, deployment of a Barangay Health Worker, organizing of barangay association, and many more.

On the other hand, the idea for exploring small-scale mining through application of Minahan ng Bayan (People’s Mines) has been taken into account considering that Sitio Calinawan has enormous reserves of precious metals such as gold. Residents say that they are open to the idea wherein the community can benefit and not the illegal mining operators.

The 2020-2022 Peace and Order and Public Safety (POPS) Plan sought to improve the quality of life, where social protection initiatives are identified and prioritized based on the current peace and order and public safety situation and on the mission and vision of the province.

“We are encouraging local government units (LGUs) and partner national government agencies to come up with evidence-based proposals that will be highly instrumental in addressing peace and order and public safety problems in the province,” Department of the Interior and Local Government (DILG) Provincial Director Armi V. Bactad said.

BUENAVISTA, Agusan del Norte -- A total of 55 tribal leaders of Higaonon, Banwaon and Manobo from the provinces of Agusan del Norte, Agusan del Sur and Misamis Oriental spoke out their stand to end local communist armed conflict (ELCAC) on August 24, 2019 at the headquarters of 23rd Infantry Battalion, Jamboree Site, Purok 6, Barangay Alubihid, Buenavista, Agusan del Norte.

The activity was conducted to define the roles of tribal leaders in relation to the implementation of Executive Order No. 70 (EO 70) institutionalizing the 'whole-of-nation' approach to end local communist armed conflict.


The whole-of-nation approach requires the participation of not only the different agencies of the government but the different sectors of the community in addressing the very long existing insurgency caused by the Communist Party of the Philippines–New People's Army (CPP-NPA) which hinders development, particularly in the countryside.

Hence, the different tribal leaders expressed their desire to fight the CPP-NPA to finally end insurgency and other armed struggles.

Present during the meeting were Agusan del Norte 2nd district representative Ma. Angelica Rosedell M. Amante-Matba, NCIP Caraga regional director Ferdaussi Cerna, and provincial indigenous peoples mandatory representative (IPMR) of Agusan del Norte Datu Bawang Eddie Ampiyawan.

Ampiyawan extended his gratitude to the local government unit of Agusan del Norte and the 23rd Infantry Battalion (23IB) for helping the indigenous peoples (IPs)/lumads and for hearing their grievances against the CPP-NPA terrorists who continuously sow terror in their communities.

“I encourage all tribal leaders to support the government to end insurgency. Let us be one in fighting the CPP-NPA for us to have a peaceful community. We will not allow them to deceive and manipulate anymore our families and become victims again of their evil interest,” Ampiyawan said.

Moreover, Matba expressed her appreciation for holding the activity as a support to the efforts of the government in implementing EO 70 particularly in the province of Agusan del Norte.

“I know that there are many IPs who were deceived and recruited by the NPA rebels. I can’t take it if lumads will fight against each other. Let us work hand-in-hand, converge our efforts to end insurgency,” Matba said.

Likewise, Cerna said that the best contribution that tribal leaders can extend to end insurgency in Caraga is to inform the people that there is only one government. “We shall support only the duly constituted government. Let us not be deceived by the CPP-NPA because they destroy the lives of our people. They had caused disintegration among the indigenous peoples,” he said.

Further, Lieutenant Colonel Francisco Molina, Jr., commanding officer of 23IB expressed his appreciation to the tribal leaders for their passion in helping the government in ending local communist armed conflict. “Insurgency is not only the concern of the AFP and PNP, but it is the concern of every Filipino. Ayon kay Bae Magdalina Gano, IP Truth Ambassador mula Surigao del Sur, nais nilang malaman ng publiko ang katotohanan sa kapahamakang dulot ng teroristang grupo sa mga komunidad lalo na sa mga kabataan.

Masakit mang balikan ang alaala ni Bae Magdalina sa kanyang pamilyang inabuso ng NPA, nanindigan siya na kailangan nilang ipaglaban ang kanilang karapatan at hindi magpapaloko o magpapalinlang.

Dagdag pa niya, hindi siya natatakot sa kung ano man ang kahihinatnan ng kanilang pakikipaglaban sa mga NPA dahil sinasabi lang nila ang buong katotohanan sa mga karumal-dumal na gawain nito.



Binigyang-diin din ni NCIP Caraga Regional Director Ferdausi Cerna na nakikiisa sila sa IP community at ipinaglalaban din ng ahensiya ang karapatang pantao at dignidad ng mga IPs, at proteksyon nito mula sa makakaliwang grupo.

Dagdag pa ng opisyal, aktibo rin sila sa pakikipagtulungan kasama ang iba pang ahensiya ng pamahalaan sa implementasyon ng Executive Order No. 70 o ang whole of nation approach sa pagkamit ng pangmatagalang kapayapaan sa bansa.

QUEZON CITY -- Presidential Adviser on Peace, Reconciliation and Unification Secretary Carlito G. Galvez, Jr. led simple ceremonies on Monday to launch the observance of National Peace Consciousness Month 2019 held at the World Peace Bell at the Quezon Memorial Circle.

Amid the gathering of partner advocates, Galvez said, “The theme of this year’s peace month celebration, ‘Tapang at Malasakit Para sa Kapayapaan’ is inspired by the Filipino people’s shared vision of achieving sustainable peace, genuine development, and the Duterte Administration’s determination and political will to translate these dreams into reality.”

For his part, Cabinet Secretary Karlo Nograles delivered his keynote and called for a unified action towards the shared aspiration for a just, comprehensive, and enduring peace regardless of ideology, religion, and culture.

“Peace is the state desired by all and our people must collectively work for it. Nasa kamay po natin ang direksiyon ng ating bayan. Tapang at malasakit po ang Susi ng Kapayapaan,” Nograles said, leading the ringging of the World Peace Bell and the lighting of candles in high hopes of fastracking the country's peace process. He was joined by officials from the Bangsamoro Autonomous Region in Muslim Mindanao and MNLF-Misuari group, among others.

Part of the month-long observance includes a series of peace activities such as the launch of the second phase of the decommissioning of MILF-BIAF combatants in Sultan Kudarat, Maguindanao; Disposition of arms and forces of the Rebolusyunaryong Partido ng Mangagawa-Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group in Panay, Capiz, among others.

Galvez said this will initiate continued decomissioning of communist armed groups in Mindanao.

“This coming decomissioning, inaasahan namin na may mga grupo katulad ng sa BIFF ay meron din pong bababa. Doon po sa Basilan, meron mga Abu Sayaf na nagsabi na rin po na bababa na sila,” Galvez added, expressing confidence government can accommodate and aid thousands expected to surrender.

Decommissioned members will receive an estimated grant of between P500,000 to P1-million in order to help rebuild their lives.

Meanwhile, Yes for Peace–Bayanihan ng Bayan organizer Ernesto Angeles Alcanzare, who represented the 12-million respondents of their ongoing peace resolution calling for bayanihan towards a peaceful, progressive and prosperous Philippines said, “Indeed, the direction of our nation is in the hands of the people.”

“It is for this reason that we have reformulated the consensus and constituency-building questions in the Yes for Peace questionnaires that we have field tested during the Luzon and Visayas cluster assemblies of the DepEd NEU recently held in Baguio City and Cebu City,” Alcanzare added.

Calling for a participative pursuit for peace and peace as a human right, lawyer Domingo Alidon, President of the Department of Education National Employees’ Union (DepEd NEU) said, “Finally, a national consensus on the direction of the peace can now be established.

“For the first time in many years, the questions now elicited 100% ‘YES’ answers in all three questions. Previous questions only generated 96 or 97 percent,” Alidon added.

The said cluster assemblies composed of representatives from Regions 1 to 8, including the National Capital Region, adopted a “Resolution Urging Secretary Leonor Magtolis–Briones to Renew the Participation of the Department of Education to the Yes for Peace – Bayanihan ng Bayan.”

It can be recalled that the implementation plan of Yes for Peace–Bayanihan ng Bayan has been incorporated into the National Action Plan of the National Task Force to End the Local Communist Armed Conflict. SAN MIGUEL, Surigao del Sur -- The loss of the will to fight in the futile struggle of the Communist New People’s Army (NPA) Terrorists or CNTs is the reason to the surrender of two regular NPA members of the Guerilla Front Committee 30 (GFC 30), CPP-NPA Northeastern Mindanao Regional Committee (NEMRC) on August 22 in Barangay Bolhoon, interior town of San Miguel of this province.

They surrendered to the troops of the 7th Special Forces (Spartans) Company under the 3rd Special Forces (Arrowhead) Battalion (3SFBn) of the Philippine Army.

The surrenderers were identified as Ka Queen, 28 years old and a regular NPA; and Ka Arnel, 42 years old, a designated supply officer of GF 30, NEMRC, both residents of Barangay, Kabangahan of the said town. They brought with them one Armscor shotgun and one caliber 38 pistol with defaced serial numbers along with two shotgun ammunition.

With the President’s issuance of Executive Order No. 70 (EO 70) enjoining all Filipinos to take part in the 'whole-of-nation' approach to end insurgency, the local government units (LGUs), concerned government agencies and even local residents became more active in propagating the President’s message to topple the CNTs.

The 3rd Special Forces Battalion, in coordination with the LGUs, is poised to further intensify their campaign towards the realization of ending local communist armed conflict in the provinces of Agusan del Sur and Surigao del Sur.

Currently, CSP teams are already immersed in the identified priority areas for peace and development of the said provinces.

“Knowing that the fight to end insurgency is the responsibility of all Filipinos, it feels great to see all units of the government and the residents work hand-in-hand with us (military) to achieve a common goal towards lasting peace in our area of operations. We know that our tactical footprints and presence degraded the CNTs’ mass base and its support structures that is why some of their elements are returning into the folds of the law. So, we encourage all other CNT members that our door is always open if they want to surrender. It is better to live peacefully with your families than being fooled for a useless cause,” said Lieutenant Colonel Joey B Baybayan, commanding officer of the 3SF Battalion.

The surrenderers will be enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP), a complete assistance package under the government’s program for former rebels and will undergo series of consultations and counseling as part of their transition process in the mainstream society. Member agencies of the Communications and Advocacy Program Sub Committee (CAP-SC) of the Regional Development Council (RDC) and Strategic Communications Task Group of the RTF ELCAC converged in a two-day workshop for the formulation of Region X Strategic Communications Plan For Peace And Development 2019-2022. BGen Edgardo De Leon, commande of the 403rd Infantry Brigade, said the government should counter black propaganda by the communist terrorist groups (CTG) through constant information dissemination and fighting disinformation.

Such a strategy will allow the public to have access to more context that will enable themselves to identify fake news.

“To counter CTG propaganda, we do not have to always demonize them. We just have to tell the truth and focus the battle on fighting disinformation,” De Leon said on behalf of RTF-ELCAC X chairperson MGen. Franco Nemesio Gacal.

This harmonized content dissemination system is seen to boost peacebuilding and social development efforts in the region.

“We in the government do not have a penchant for lifting our own chair, for boasting about the good things that we have done. But our silence has been taken advantage of by other interest groups that use it as an opportunity to distort the picture, malign our image, and portray us negatively to the people,” De Leon said.

“As public servants, that should not be the case. Our constituents have the right to be informed and be kept in the loop of information on what we are doing to serve them,” he added, noting that the government should utilize all media platforms for information dissemination.

Moreover, De Leon said CTG’s deceptive communications strategies have long existed to entice the masses to join them such as marginalized farmers, women, and the youth, in exchange for empty promises.

With this, he encouraged participants from the different regional agencies in attendance to collectively craft a communication strategy that is proactive – one that deliberately informs the public with the efforts undertaken by authorities.

“Matagal na pong inumpisahan ni Joma Sison ‘yung whole-of-nation revolution,” he said, adding that the Duterte administration has likewise embarked on a whole-of-government approach in fighting communist terrorists through the RTF-ELCAC.

The army commander further encouraged the participants to further look into tactics of the Communist Party of the Philippines–New People's Army–National Democratic Front (CPP-NPA-NDF) to identify more effective countermeasures.

De Leon said that the RTF-ELCAC should formulate social communication and marketing campaigns focusing on the masses, especially the underprivileged ones, as they are vulnerable to the CTG’s unscrupulous propaganda.

“The vulnerability of the CPP-CPA-NDF is its over-reliance of the masses…pag wala ang masa, bagsak ang CPP-NPA-NDF,” he said.

De Leon said that devising engagements with the masses highlighting the RTF-ELCAC’s civilian efforts against insurgency would help clear out their negative perception of the government and help point out the atrocities of the CTGs.

The Regional Task Force to End Local Communist Armed Conflict Region 10 (RTF-ELCAC-10) will fight black propaganda by swamping fake news with the truth, instead of attacking the story.

In a workshop for the formulation of the Strategic Communications Plan for Peace and Development Plan 2019-2022 for Region 10, 403rd Brigade Commander, Brig. Gen. In December 2018, President Rodrigo Roa Duterte signed Executive Order 70 institutionalizing the “whole-of-nation approach” wherein the national government, local government units, and members of the community can initiate “localized peace engagements” with the communist insurgents.

Under the EO 70, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) was created to provide structure and mechanisms for the implementation of the whole-of-nation approach, as well as the adoption of a National Peace Framework.

The NTF-ELCAC supervises the RTF-ELCACs which are responsible for the implementation of the national programs and policies at the regional level. (PR)

An Army officer who took over the helm as new head of the military task force overseeing Cebu, Bohol, and Siquijor on Tuesday said he would take pain in retaining the insurgency-free status of the three provinces to sustain their economic development.

Col. Jerry T. Borja, in the turnover ceremony at the Bondad Hall of the Central Command in Camp Lapu-Lapu here, noted the great challenge to preserve the overall peace and development and to prevent resurgence of insurgency and terrorism in the three provinces.


“I am fully aware that the challenges are so great, as we know that the provinces of Cebu, Bohol, and Siquijor are now in the helm of peace and rising prosperity. And the great task now is how to sustain and maintain the generally peaceful environment,” he said in his message.

Borja called on the officers and men of the task group “to always be oriented to the Army’s vision and mission in accomplishing our assigned tasks.”

“I strongly believe that in simultaneously addressing security and development issues, convergence of efforts is needed… and to continue to aggressively engage all the stakeholders, our PNP (Philippine National Police) counterpart, the local government units (LGUs), and other government agencies and the community,” he pointed out.

Borja replaced Col. Noel T. Baluyan, his classmate in the Philippine Military Academy, as Task Group Cebu, Bohol, Siquijor commander. Baluyan assumed his post as new commander of the 302nd Infantry (Achiever) Brigade now based in Tanjay, Negros Oriental last August 27.

Borja said that aside from his new assignment, he would continue to concurrently function as group commander of the 7th Regional Community Defense Group of the Army Reserve Command that supervises the four Community Defense Centers (CDCs) in Cebu, Bohol, Siquijor, and Negros Oriental, in the meantime that his successor is yet to be named.

The CDCs are overseeing the Reserve Officer Training Corps units in different private and public colleges and universities in the four provinces.

Maj. Gen. Dinoh Dolina, commander of the 3rd Infantry (Spearhead) Division (3ID) of the Philippine Army who led the turnover ceremony, pressed the new task group commander overseeing Cebu, Bohol and Siquijor “to work hard to achieve the peace that we are relishing.”

“We also have to work harder in order to retain peace and prevent the resurgence of insurgency and terrorism,” Dolina point out.

“Cebu as the economic and political hub in the Visayas, and Bohol, together with Siquijor as top international tourist destinations in the region, stresses the importance of preventing enemy resurgence and strengthening convergence not only of the government and non-government agencies, but also the communities,” he said.

The chief of the 3ID based in Jamindan, Capiz said they are ready to “slowly facilitate the transfer of ISO (internal security operations) responsibility to the LGUs and the PNP,” soon so the military could totally get rid of insurgency in these provinces, “and the AFP can focus on dealing (with) external threats.”

In his relinquishment speech, Baluyan noted that Cebu was declared insurgency-free in 2010, and that it is a challenge for the task group commander “to sustain the ISO gains in Cebu.”

Baluyan recognized the "continuous, strong, and active partnership with the stakeholders in addressing various security issues” in the area of responsibility.

The Moro Islamic Liberation Front (MILF) said it is ready for the decommissioning process this Saturday (September 7) with Pres. Rodrigo Duterte in attendance.

“All is set, everybody is ready, the firearms to be decommissioned are ready,”
Interim Chief Minister Murad Ebrahim of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) told reporters Monday.


“The more than 900 guns to be decommissioned had been checked by the Independent Decommissioning Body (IDB),” he added.

Security around the old provincial capitol of Maguindanao in Barangay Simuay in Sultan Kudarat town where the decommissioning process will take place has been tight, with members of Philippine Marines securing the five-hectare grounds.

In a statement, Presidential Peace Adviser Sec. Carlito Galvez said the upcoming ceremony is part of the mainstreaming and normalization of MILF combatants, which aims to decommission 30 percent or 12,000 out of the 40,000 MILF members slated this year.

About 35 percent of the armed MILF forces will undergo the same procedure later this year and next year, and the rest until 2022.

By then, the Exit Agreement between the government and the MILF will have taken place.

Galvez said the normalization track is anchored on the "Annex on Normalization of the Comprehensive Agreement" on the Bangsamoro forged by the government and the MILF in 2014. Parallel with the normalization track of the accord was the political tract which was almost completed.

The political tract includes the ratification of the Bangsamoro Organic Law and the establishment of a new political entity in southern Philippines that gave birth to BARMM.

The MILF now leads the eight-month-old BARMM.

Over 3,000 indigent residents of three neighboring Maguindanao towns received medical and dental services extended by the Bangsamoro government on Monday.

The event also marked the launching of “Project Tabang” or “Tulong Alay sa mga Bangsamorong Nangangailangan” that extended interventions to residents of the municipalities of Mamasapano, Rajah Buayan, and Shariff Saydona Mustapha, all in Maguindanao’s second district.


The event, held at the Maulana National High School in Barangay Pidsandawan, Mamasapano, involved representatives from various agencies of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) extending health and dental services, free consultation and medicine, circumcision, distribution of eyeglasses to senior citizens, feeding program, legal services, and earthquake drill to students.

Minister Naguib Sinarimbo of the BARMM’s Ministry of the Interior and Local Government led the day-long activity.

Joining Sinarimbo, who heads the BARMM-READI (Rapid Emergency Assistance for Disaster Incidents) office, were Maguindanao Governor Bai Mariam Mangudadatu and Lt. Col. Elmer Boongaling, commander of the Army’s 33rd Infantry Battalion.

“I am happy the government’s health workers came over to provide health services,” Bai Hadja, a senior citizen of Rajah Buayan town, said of the outreach program in Maguindanaon vernacular after receiving a new pair of eyeglasses.

“Project Tabang” was the brainchild of BARMM Chief Minister Murad Ebrahim that aims to bring the Bangsamoro government to the poorest of the poor in the region.

Sinarimbo said similar activities are scheduled in other parts of the BARMM soon. “We are eyeing Marawi City as our next venue of the ‘Tabang’ project,” he said.

The BARMM comprises the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi; the cities of Cotabato, Marawi and Lamitan; and the 63 villages in six towns of North Cotabato.

The government will start providing aid packages for some 1,200 Moro Islamic Liberation Front (MILF) members who will be decommissioned this weekend in Sultan Kudarat, Maguindanao.

President Rodrigo Roa Duterte is expected to lead the decommissioning of the former MILF members on Sept. 7 at the old Capitol grounds in Sultan Kudarat town.

Cezario Joel Espejo, director of the Department of Social Welfare and Development (DSWD) Region 12, said that the government, through the DSWD, will provide the ex-MILF combatants with Bangsamoro Transitory Family Support Packages that include food subsidy, family kit, hygiene kit, kitchen kit, sleeping kit, and shelter kit.

“Each former combatant will also receive livelihood grants worth PHP20,000 as additional aid package from the DSWD,” Espejo said in a statement Tuesday.

“They can use the money as seed capital for business or re-establishment of their damaged livelihood,” he added.

Part of the funds for the decommissioning package was coursed through DSWD-12 as the new MILF-led Bangsamoro Autonomous Region in Muslim Mindanao is still in its transitory stage following its establishment under the Bangsamoro Organic Law on January this year.

The decommissioning aspect, which forms part of the GPH-MILF normalization program, specifically aims to transform the former rebels into productive members of the society.

DSWD is one of the national government agencies involved in the GPH-MILF peace process under Executive Order No. 79, which the President issued recently.

EO 79 supports the GPH-MILF peace deal "Annex on Normalization" to consolidate the whole-of-nation peace-building initiatives under the Normalization Track.

LEGAZPI CITY --- A village chief and his chief "tanod" or watchman were hurt in a gun attack on Monday night while the unidentified suspect in the incident was killed by police operatives in a shootout in a village in Placer, Masbate, a police report said.

Major Maria Luisa Calubaquib, Police Regional Office-5 (Bicol) spokesperson, identified the wounded village official as Antonio Jose Aum, 50, of Barangay San Marcos, and Graciano Condrillon, 45, chief watchman of the village.

Calubaquib said the victims were at a store around 6:00 p.m. when two suspects, armed with hand guns, approached the victims and shot them.

Policemen responded to the scene but the attackers engaged them in a brief firefight, resulting in the killing of one of the suspects while the other managed to escape unhurt.

Lawmen are still pursuing the other suspect while investigators are determining the motive of the attack.

COTABATO CITY -- An off-duty soldier and a village councilman from a nearby province were killed in separate gun attacks here Monday, police said.

Sgt. Mike Elumba, 37, of Barangay Rosary Heights 10, was on a motorbike traversing Maria Clara Street when gunmen on a separate motorcycle opened fire on him at 3 p.m., according to Maj. Rustom Pastolero, city police station 2 commander.

Elumba, who belonged to the 9th Army Scout Ranger Company based in Pagadian City, died on the way to the hospital due to multiple gunshot wounds in the head and body.

Police found three empty shells for a .45-caliber pistol at the crime scene.

Also, at about 9 p.m., a village official of Barangay Mudseng, Midsayap, North Cotabato was gunned down by still unidentified gunmen along LR Sebastian St., Barangay Rosary Heights 10.

Baser Salim Adam, 34, sustained multiple gunshot wounds in various parts of his body.

“Adam and his wife were walking along LR Sebastian Street when two men on a motorbike arrived and shot him from behind using .45-caliber pistol,” Pastolero said.

Adam’s wife was unharmed in the incident.

The village official was declared dead on arrival at the Cotabato Regional and Medical Center, which is only about 50 meters away from the crime scene.

Police believed a “rido” (family feud) between Adam and another Muslim clan back home could have triggered the shooting.

Police probers are still investigating the shooting incidents.

The Negros Oriental Task Force to End Local Communist Armed Conflict (NOTF-ELCAC) in cooperation with the Office of the Presidential Assistant for the Visayas (OPAV) will spearhead a two-day activity in Barangay Trinidad in Guihulngan, Negros Oriental next week.

The task force met Tuesday afternoon to initially discuss the activity, dubbed “Dagyawan sa Barangay: Talakayan ng Mamayan (Open Government and Participatory Governance) and “Gobyerno Serbisyo Para sa Bayan” Caravan on Basic Government Services on Sept. 10 and 11, respectively.


Governor Roel Degamo, who heads the task force, in an interview, said this is to jumpstart efforts of the NOTF-ELCAC in line with an executive order of President Rodrigo Duterte to hasten the end of the insurgency problem in the country.

President Duterte’s Executive Order 70 issued last year aims to address the country’s security threats through a whole-of-nation approach.

In Central Visayas, only the province of Negros Oriental is still facing the problem posed by the Communist Party of the Philippines-New People’s Army (CPP-NPA), Degamo said, quoting the military and the police.

Degamo said Guihulngan was chosen as the first area to be visited by the NOTF-ELCAC because some of its barangays have been identified by the Philippine Army as affected by insurgency.

The Philippine Information Agency here said some 150 barangay participants from the 15 barangays, including those identified as “influenced” by the CPP-NPA, are expected to attend the two-day activity.

PIA-Dumaguete InfoCen manager Jennifer Tilos said regional directors of government agencies are expected to join the "Dagyawan" in Guihulngan.

OPAV Secretary Michael Lloyd Dino will be present on the second day, when different government agencies are also set to extend their respective basic services to the people.

The NOTF-ELCAC was created and launched last month here with Interior Secretary Eduardo Año, Defense Secretary Delfin Lorenzana and National Security Adviser Hermogenes Esperon in attendance.

Degamo reiterated his earlier pronouncements that “we cannot win peace by killing each other”.

“We cannot win peace by bullets or armed struggle,” he added.

The way to achieve peace is to provide basic services to the people so “we can win the hearts and minds of the people,” Degamo stressed.

Two Republic of Korea Navy (ROKN) vessels, the destroyer Munmu the Great (DDH-976) and fast combat support ship Hwacheon (AOE-59), arrived in Pier 15, Manila South Harbor, Monday for a three-day goodwill visit to the Philippines.

Lt. Cmdr. Maria Christina A. Roxas, PN acting director for public affairs, said these naval ships are part of the ROKN Cruise Training Task Group comprised of more than 600 Navy personnel and around 100 cadets headed by its commander, Rear Admiral Yang Min Soo.

The South Korean ships were rendered the customary meeting point procedure off Corregidor Island by BRP Apolinario Mabini (PS-36) which later escorted them to their berthing place at the Manila South Harbor.

PN delegates led by the commander of the Littoral Combat Force of the Philippine Fleet, Commodore Rey dela Cruz, headed the welcoming ceremonies for the visiting South Korean naval personnel.

“[The] presence of these two Korea Navy vessels and its contingent underscores the continuing efforts of the Philippines and Korea to strengthen the relationship between our governments and navies," he added.

Meanwhile, Yang thanked the PN for welcoming the Cruise Training Task Group adding that the visit coincided with the 70th anniversary of the establishment of diplomatic ties between the Philippines and the Republic of Korea.

He also recognized the Philippines as the “first to dispatch ground forces to support the Republic of Korea during the Korean War”.

“ROKN will forever remember the noble sacrifice of Philippine forces… [the goodwill visit will be the] time to commemorate the war veterans and enhance exchange cooperation with the Philippine Navy,” Yang added.

The South Korean naval officer and his party are scheduled to have a courtesy call on the Flag Officer in Command, Vice Admiral Robert Empedrad and Philippine Fleet commander, Rear Admiral Giovanni Carlo Bacordo.

Also lined up are confidence-building activities between the visiting navy and their Filipino counterparts on the following days which include a shipboard tour, reciprocal receptions, sports events and joint performances in Luneta Park, Manila.

A send-off ceremony with customary Passing Exercise (PASSEX) will cap off said visit.

This interaction between South Korean and Philippine navies is expected to further strengthen the already strong ties between the two nations which can be traced back to 1949 when the Philippines became the fifth country to recognize the Republic of Korea, and during the Korean War in 1950s when the Philippine Expeditionary Force to Korea was deployed for the defense of ROK.

Today, ROKN is among the key defense partners of the PN as the latter looks to boost and modernize its capabilities.

The delivery of the Philippine Air Force (PAF)'s AH-1 "Cobra" attack helicopters, which was donated by Jordan, might take place early next year.

"The 'Cobra' might be delivered early next year as training for (the pilots) are still ongoing,"
PAF chief, Lt. Gen. Rozzano Briguez said in a message to reporters Monday.

Earlier, military and defense officials said deliveries of the two aircraft are projected for this September.


"Both Jordan and the Philippines are doing their best efforts to hasten the process," Briguez said in Filipino.

The Bell AH-1 "Cobra" is a two-blade, single-engine attack helicopter manufactured by Bell Helicopter.

It was developed using the engine, transmission and rotor system of the Bell UH-1 Iroquois. A member of the prolific Huey family, the AH-1 is also referred to as the "Huey Cobra" or "Snake".

Earlier, the DND and the Jordan Armed Forces-Arab Army signed a memorandum of understanding (MOU) on defense cooperation.

Defense Secretary Delfin Lorenzana and Joint Chiefs of Staff chairman, Lt. Gen. Mahmoud Freihat, signed the MOU during the three-day official visit of President Rodrigo Duterte to Jordan in September of last year.

The 55 Salugpungan Ta’ Tanu Igkanogon (Salugpungan) tribal schools in Southern Mindanao were not “closed” but only “temporarily suspended” due to their failure to comply with the requirements set down by the Department of Education (DepEd) for private schools to be given a permit to operate.

This was stressed by DepEd Secretary Leonor Briones Tuesday during the hearing of the agency’s proposed 2020 budget before the House Committee on Appropriations.

At the budget briefing, Bayan Muna party-list Rep. Eufemia Cullamat asked Briones why the 55 schools catering to indigenous people (IPs) were closed and what procedures were undertaken by the agency to justify the closure.

“I would like to clarify that the order was suspension and not closure,” Briones told the lawmakers.

As to the process concerning the suspension order, Briones said the agency has specific regulations and criteria for giving permits to private schools “which are applied to all.”

“The mandate of the DepEd is to issue a permit to operate. All elementary and high school institutions, be it IPEds (Indigenous people education program) and religious schools, they need a permit to operate,” Briones said.

She said among the requirements before a permit to operate is issued include: that the school site must be permanent and titled, schools should have facilities, teachers should be qualified, that the curriculum is consistent with the DepEd curriculum, and the school should be subject to regulation and inspection of the DepEd officials.

“The permit is given on a yearly basis and has to be renewed every year,” she said.

However, Briones pointed out that the 55 suspended Salugpungan schools did not comply with most, if not all, of the requirements.
For one, she maintained that the schools should have their own director, “unlike the 55 suspended schools that only have one director supervising a large area.”

“That is already our regulation simulat sapul pa (ever since),” Briones said.

She added that DepEd officials must also ascertain that there are actual students in the schools.

“Titignan ng mga supervisor kung yung mga learners ay di parehong learners na galing naman sa ibang school (Supervisors will see to it that that the learners are not the same learners from other schools). Each school must have its own learner,” Briones said.

“But the fact remains that many of these schools are closed precisely wala ng nag-eenrol (no one is enrolling). Napuntahan ko yan, wala nag-enroll at wala ring teacher (I went there, there are no enrollees and there are no teachers),” she said.

But the issue on Salugpungan schools was already there even before she assumed the post as Education secretary, Briones noted.

Briones said it was common practice by the said schools to negotiate for a permit even if they are not qualified, and that temporary permits were issued on the promise that the requirements would be met in the following year.

“For the past several years, we have been granting them temporary permits because of the negotiations. This should not be allowed to continue, to just keep on negotiating without complying with the requirements,” she said.

Briones clarified that the suspended Salugpungan schools are not being singled out by the government.

She said the requirements set forth by the DepEd are separate from the requirements provided by other agencies.

“We treat schools named after a saint, after a bible character or named after a former principal or a former superintendent of the local schools the same: they are subject to the same requirements,” Briones said.

As for the suspension order, Briones said assessments are still ongoing in the regional office.

“There is no decision yet. If we receive their response, then we evaluate them. And that will be the basis of the decision of the regional director under the decentralized system,”
she said.


Cullamat maintained that Lumads have the right to establish and manage their own school systems based on their dialect, traditional teachings and traditional learning as per the United Nations (UN) Declaration to Rights to Education.

But Briones pointed out that the “UN also respects the laws of member-States.”

“We respect the UN, but the UN also respects the responsibility of the State to regulate these schools na pareho lang ang standards (with the same standards),” she said.

“If the curriculum is complied with, the schools are permitted to add subjects as long as we see that they comply with the requirements. They (Salugpungan) still have no DepED permits because they have yet to comply with the requirements,” Briones said.
