Government troops in Eastern Visayas are determined to end the insurgency problem in the region.
Major General Pio Diñoso III, commanding general of the 8th Infantry Division, said they would be given the “best” both in personnel and in assets after President Duterte identified Eastern Visayas as a “priority area.”
“The President said Samar (Island) is one of the priority areas, meaning we have the support. They will bring in all the best officials, armors, and air assets,” said Diñoso, who assumed the post last July 5.
“There is a marching order that before the President steps down, we can at least contain, not necessarily eliminate, the insurgency problem to a manageable level. And it’s doable,” he added.
President Duterte earlier issued Executive Order 70 which calls for a ‘whole of nation’ approach in ending the insurgency problem in the country.
Samar Island is composed of the provinces of Western Samar, Eastern Samar, and Northern Samar, where the presence of the New People’s Army (NPA) is still felt and where most of the firefights involving government troops and the rebels happen.
Diñoso wanted the return of two battalions to the region to help contain the communist rebels here.

Asked by Senator Panfilo Lacson what her life became when she was recruited by the front organization until the time she became a fulltime member of the New People’s Army (NPA), Reano said: “Noong ma-recruit po ako nung first year, estudyante po ako by day, NPA by night.”
As a member of the rebel group, Reano said she served as a spokesperson and a recruiter at the same time.
Another former rebel, Nancy Dologuin, also narrated how she was recruited by a leftist group when she was a student.
Dologuin said she was recruited when she was a student, a varsity player, at the Mindanao State University (MSU) in Marawi City.
Neophyte Senator Ronald “Bato” dela Rosa, who presided over the hearing, interrupted the resource person just to say that he also came from the same school.
“Alam kong ma-recruite sa MSU, papunta sa Muslim sa extremist, hindi papunta sa NPA. Sa NPA ka napunta?” Dela Rosa asked.
“Ako ang nagpapatunay po na meron,” Dologuin said.
She disclosed that she was a victim of an attempted rape by a family member, which prompted her to run away from home and joined the LFS under the Gabriela Women’s group.
“Physically, hindi ka na-abuse pero mentally grabe kasi pag nakikita ko yung tao na yun na kapamilya ko mismo, gusto ko syang patayin…” she said.
“So yun, perfect naman lumapit itong LFS na nagpakilalang Grabiela kasi andun yung diwang palaban ko e. So noong na-recruit ako dun, ako na mismo willing na ako e kasi ipaglaban ang karapatan ng mga kababaihan…”
On her own will, Dologuin said she then started recruiting fresh members for the group Gabriela.

Former rebels faced a Senate hearing on Tuesday and narrated how they were recruited by leftist groups when they were young students.
But before they testified, the Senate committee on public order and dangerous drugs approved a motion to grant the rebel returnees legislative immunity.
One of the former rebels who attended the hearing was Agnes Reano, who claimed that she was recruited by the Alliance of Students Against Tuition Fee Increase when she was still attending college at the Ateneo de Naga University.
Reano claimed she was only 13 years old during the time but already in college because she was accelerated when she was in the elementary.
In 1983, she added that they were brought to Bukidnon where the League of Filipino Students (LFS) was launched.
Reano said her first assignment was to transport ammunition from Naga to Legaspi.
“Actually noon, hindi ko po alam na pumapasok na ako sa organisasyon. Ang alam ko lang po, pinapahiram lang nila ako ng libro kasi mahilig po akong magbasa…” she told the committee.

MAHIRAP is an understatement to describe the training both physically and mentally. Physically mahirap dahil sa mga physical training tulad ng mag rappel ka sa 40ft tower, mag marcha ka sa bundok ng may 15kg na bag plus rifle, patrolling (simulation ng engkwentro sa kalaban) etc. Ang pinaka pahinga mo yung Mase-mase (military exercise) at tusok ulo. Mentally mahirap dahil swerte ka na pag may dalawang oras na tulog ka, matutulog ka sa putik habang umuulan, paparusahan ka kahit wala kang kasalanan, nung nilagnat ako ang sagot Mase-mase, kumakain kami ng sampung bilang ng nakadapa, tapos nung nahulog yung pagkain ko sa putik pinakain sakin yun. FIRST NIGHT mag quit na talaga ako to the point na tumakas ako para makatulog sa may bubong at makatawag sa bahay namin na sunduin na nila ako. Sa isip ko, “bakit ba ako nag volunteer?” hindi naman ako masel masel para kayanin lahat ng matitinding physical activities. Kapag tinuloy ko papatayin ko lang sarili ko.

AFP-CRS: Recruitment ng NPA sa North Cotabato, tuloy pa rin

CENTRAL MINDANAO – Kinumpirma ng mga sundalo ang recruitment activity ng New People’s Army (NPA) sa probinsya ng Cotabato.
Ito ang sinabi ni 72nd Infantry Battalion Philippine Army commanding officer Lt. Col Rey Alvarado na nakabase sa Magpet North Cotabato.
Karamihan daw sa mga nire-recruit ng NPA ay mga katutubo sa mga bayan ng Arakan, Magpet, President Roxas, Makilala at Antipas, Cotabato.
Pinalalakas ngayon ng 72nd IB ang community support program upang hindi na umanib sa mga NPA ang mga kabataan lalo na sa IP community.
Dagdag ni Alvarado na pawang kasinungalingan ang mga pangako ng mga NPA at niloloko lamang ang mga katutubo dahil kulang sa pinag-aralan.
Nananawagan ang opisyal sa mga NPA na sumuko dahil handa ang gobyerno na sila’y tulungan at magbagong buhay.

Pinalalakas ngayon ng 72nd IB ang community support program upang hindi na umanib sa mga NPA ang mga kabataan lalo na sa IP community.
Dagdag ni Alvarado na pawang kasinungalingan ang mga pangako ng mga NPA at niloloko lamang ang mga katutubo dahil kulang sa pinag-aralan.
Nananawagan ang opisyal sa mga NPA na sumuko dahil handa ang gobyerno na sila’y tulungan at magbagong buhay.

A Senate Inquiry concerning the missing students from different Universities was conducted August 07, 2019. Presided by Sen. Ronald Dela Rossa, along with Senator Panfilo Lacson and Senator Francis Tolentino, the mothers of the missing students recruited by organizations of LFS, Anakbayan and Kabataan pleaded for help from the Senators.
Mrs. Relissa Lucena narrated the situation leading to her daughter’s
indoctrination within the leftist group’s radical teachings. Alicia, whose recruitment had turned her; a promising student willing to serve the country, even willing to enroll on a Criminology Course to serve with our the law enforcement into an aggressive debater against everything the government does.
Another parent, Mrs. Louisa Espina told the same pattern on her story about her daughter’s transformation. Mrs. Espina’s daughter was deep into the leftist’s teachings enough to make a normal family tradition; watching television together, filled with TENSION. In a statement she said;
“Hindi na kami nanonood ng news sa TV kapag nandyan sya kasi, alam namin na iba na ang pananaw nya sa gobyerno”.
For a while the mothers were able to keep their daughters in their homes but the situation worsened when the students were offered lodging and apparently “full time jobs” as an officer for the radical group’s political agendas.
In one statement Mrs. Lucena recalled the time when her daughter told her about the Job, “Full time na nga daw sya sa Anakbayan,”. Mrs. Espina as well told a time when she had to go to the PUP campus and pleaded with her daughter who had taken residence on one of the buildings, Gabriella Hall.
As the mothers had presented all their stories to the Senate, Senator Ronald Dela Rosa moved the discussion towards the PUP President Emanuel De Guzman questioning him if the President was aware about these incidents within the campuses.
Mr. De Guzman assured the Senate that they have taken appropriate actions to address the similar concerns within the PUP Campus. He said that the radical group encompasses just a minority of the overall students and continually decreasing in numbers.
The Senate had asked for the commitment of Mr. De Guzman for the
recruitments to stop. Although apologetic in the way he spoke to the Senate and with the parents of the recruited individuals, he stated that he cannot assure that there would be no more incidents similar to this, “we cannot COMMIT that 100 percent, this would not happen. We are HOPING this will not happen again,” Mr. De Guzman answered.
Due to the covert nature of the leftist’s recruitments, it has been challenging for the PUP management to address issues such as this. Although deliberate measures have been placed to protect the students from radical ideologies, there are a few, a carefully selected few who are enticed to join an organization with a bent idea of nationalism and freedom.
It is those who are envisioned as the nation’s future leaders in our society who are heavily targeted by the radical group’s indoctrinations. In Alicia Lucena’s case, in a span of a few days, the leftist group’s ideologies have rooted deeply within Alicia’s mind enough to disown her mother; “Kalaban ka na, Ituring mo nang wala kang anak” Mrs. Lucena had narrated as she recalled a time where she had told her daughter who just got back from a three days absence that she had sought help from the police to look for her.
In a statement from one of the alleged recruiters, Einstein Recedes, Anakbayan Partylist General Secretary on his scrutiny on Mandatory ROTC said; “Just like Hitler in the 1920s, Duterte simply wants to create a generation of brainwashed, fanatically loyal young men and women willing to die for him.“
Aren’t they doing the same thing they scrutinize the government for? Aren’t they making a brainwashed generation, fanatically, loyal young men and women willing to die for them? How ironic it is that when a leftist group exploits and corrupts this nation’s youth on the precepts of false radical Ideologies, it is called freedom, but when a government program meant to equip the youth with discipline and love for one’s country they are called oppressed.
It’s time to call it what it is; a blatant exploitation and corruption of this society’s future. Disguised as Partylists and Student organizations, they are willing to waste away the lives of gifted individuals such as Alicia Lucena, Trishia Antoniano and others to risk their lives on the group’s lost cause.
These issues have divided us further as a nation. It’s time that we, as a society make a stand on this matter. Do we condemn these acts or do we let this group operate freely? If we let this continue, it would only be a matter of time when they would be ones defining what freedom and nationalism is for us and we wouldn’t want it to be defined by
tyrants deconstructing the basic foundations of this country, our families.

IMPASUGONG, Bukidnon (DWDD) – One New People’s Army (NPA) child warrior and two more surrendered to the 8th Infantry “Dependable” Battalion at Headquarters 8IB in Impasugong, Bukidnon.
The three surrenders were identified as alias Marben, 17 years old anda member of the Militia Ng Bayan, his brother alias Rodel,19 years old, a former regular member of Company Malayag, Sub-regional Committee 2, North Central Mindanao Regional Command and alias Ryan, 26 years old, former supply officer of theSentro De Grabidad Dario of NCMRC.
The three NPAs brought with them one Caliber .45 with four bullets, one Garrand loaded with three bullets and a Carbine with twenty ammunitions, respectively. This was the effort of the Indigenous People who became member of the Philippine Army.
Alias Marben, 17 years old, shared his experience as “Militia Ng Bayan” in his interview “Gihimoku MB saakong uncle nawalanakabaluakoaginikanan,gihimokunilanatigdalasa supply sa NPA ugtigmonitorsasundalona mag operate.”
He mumbled. “Gusto kunilaipasampasaarmadoperonakaikyas man akoakuya kay di niya gusto mabatinakuiyakaagisasulodmaonagsurrender mi saigagawnamuna Army.” He added.
Lieutenant Colonel Ronald Illana, Commanding Officer, 8IB, welcomed the three and acknowledged the effort of the IP soldier; “I appreciate the effort of our IP soldiers for negotiating our surrenders, the Philippine Army is expecting more surrenders from you!” “Again to the remaining members of the SRC1 and SRC2 of NCMRC, come down and be with your family, we will help you!” He commanded.
Likewise, Lieutenant General Felimon Santos Jr., Commander, AFP Eastern Mindanao Command, who happened to visit the Dependable troopers, gave cash gifts to the three NPAs as a price for their surrender and strongly condemned the child exploitation of the terrorists.
“I could see my children in you. At a very young age, you were deceived by the CPP-NPA terrorists. They used your inability to read and write as an advantage. They have been using you without you knowing the real life in the mountains. It breaks my heart to see you suffer this misery.” He said.
Recent reports that some parents are crying looking for their missing children who were recruited by the terrorists. These recruitments especially those minors without the knowledge of their parents was an inhumane act which should be stopped. The Unit have already recorded 132 former rebels surrender and they will be assisted by the Government to be enrolled in the E-CLIP Program for their benefits. CAMP PERALTA, Jamindan, Capiz – The Manila–based Army General Hospital (AGH) in partnership with the 3rd Infantry (Spearhead) Division’s Camp Peralta Station Hospital (CPHS) extends help to Iloilo City’s dengue patients following DOH’s declaration of national dengue epidemic.
Philippine Army’s 301infantry Brigade, 61st Infantry Battalion, and 6th Regional Community Defense Group (6RCDG) participated and donated a total of 30 bags of blood in a bloodletting activity spearheaded by the Iloilo City government in partnership with Philippine Red Cross and Western Visayas Medical Center held at Plaza Libertad, Iloilo City today, August 14, 2019. This activity aims to ensure adequate supply of blood available for dengue patients and those in need.
A total of seven (7) Army medical personnel were deployed to Iloilo City Hydration Unit in La Paz district on August 12, 2019 to augment the city’s effort in fighting mosquito-borne disease. Of the 7 medical personnel, four (4) were from AGH and three (3) from 3ID.
“Our medical personnel are ready to extend free medical assistance specifically in assisting and consulting dengue patients. This medical service is part of our non- traditional role to serve the people especially in situations like this where convergence of efforts is necessary to stop the dengue outbreak,” said MGen Dinoh Dolina, Commander, 3ID.
MGen Dolina together with Hon. Jerry Treñas, City Mayor, personally visited the Iloilo City Hydration Unit on August 13 in order to ensure that the Army and the local government are in unison to contain the deadly disease from further spreading as well as minimize the damage it has brought to those patients suffering from dengue.
It can be recalled that the Spearhead Division lent sixty-eight (68) folding beds where thirty (30) are from 12 th Infantry (Cadre) Battalion and thirty-eight (38) from Headquarters, 3ID to Iloilo City government to be utilized by dengue patients. It was received by Hon. Allan Zaldivar, City Councilor and Chairman of Committee on Health.
Aside from medical assistance and material resources, 3ID’s line units, particularly the 61st Infantry (Hunter) Battalion has been actively partaking in series of clean-up drives dubbed “Brigada Kontra Dengue” to help maintain a dengue-free environment, and blood-letting ctivities to ensure adequate supply of blood available for those in need.

CPP: Anti-subversion law revival will foment greater dissent

Given the propensity of Duterte and his military officers to accuse people of being communists or associated with the Communist Party of the Philippines, the revival of the anti-subversion law, as proposed by DILG Sec. Eduardo Año, will only result in military and police abuses and violations of democratic rights far worse than what we have already experienced in the past three years.
For more than fifty years (from the 1930s up to 1992), the anti-subversion law was used only to suppress the struggles of various democratic sectors. Thousands of activists among workers, students, peasants and other sectors were unjustly accused of being communist and incarcerated under the law.
In the end, however, the anti-subversion law proved inutile in stopping the growth of the Communist Party of the Philippines (CPP) and the revolutionary armed struggle, because it merely masks the basic issues of oppression and exploitation which impel thousands of people to join the Party and the revolutionary struggle.
If the anti-subversion law is revived, the Duterte government will only succeed in further rousing the people to resist his tyranny. It will only foment greater dissent.

Anakbayan youth activist Alicia Lucena has accused the military of using her family problems to lobby for the restoration of the Anti-Subversion Law.
The 18-year-old faced the media together with lawmakers from the progessive Makabayan bloc on Wednesday, August 14, about a week after her mother testified in a Senate hearing that her daughter left home after joining Anakbayan.
“Nakakalungkot din pong isipin na ginagamit po ng military ang isyu namin sa pamilya para iratsada po lahat ng nasa agenda nila, katulad ng sinasabi nila na ibalik po ang Anti-Subrversion Law po tapos magkakaroon ng martial law po sa mga eskuwelahan po namin,” said Lucena. (It's sad to think the military is using our issues in the family to railroad everything in their agenda, like the revival of the Anti-Subversion Law and imposing martial law in our schools.)
She denied she was kidnapped by Anakbayan and clarified that she voluntarily joined the militant group.

The police recently filed kidnapping and other charges against Anakbayan members after Lucena’s alleged “disappearance.”
On Wednesday, Lucena said she ran away from home because her parents brought her to Camp Aguinaldo and Camp Bagong Diwa so she could speak with former members of the New People’s Army (NPA) who have surrendered to the government. The NPA is the armed wing of the CPP.
“Mostly ‘pag dinadala po ako, ‘di po ako aware na dadalhin ako.... Kinakausap nila ako… Tapos ina-assume nilang may mga ginagawa akong illegal," said Lucena. (Many times I was not aware that would be brought there.... They would talk to me and assume I was doing something illegal.)
She said the administration of President Rodrigo Duterte was not concerned with the welfare of children, citing the bloody drug war that had claimed the lives of minors.
“Isang kalokohan po. Dahil ‘yong sinasabi nila na concerned sila sa aming mga kabataan pero hindi naman po totoo ’yon dahil ang dami nilang pinapaslang na mga kabataan ngayon po sa Oplan Tokhang po at sa martial law po sa Mindanao, at sa iba-ibang panig ng Pilipinas na di naaabot ng media,” said Lucena. Her mother was among the parents of student activists who testified during a Senate hearing on the proposed amendments to the anti-terrorism billpresided by Senator Ronald dela Rosa, a former Philippine National Police chief.
During the same hearing, Interior Secretary Eduardo Año, a former military chief, pushed for the revival of the the Anti-Subversion Law which criminalized membership in the Communist Party of the Philippines (CPP).

Five more Chinese warships were recently spotted venturing into the country’s southernmost territorial waters, according to the Armed Forces of the Philippines Western Mindanao Command (AFP Westmincom).
Coastal patrols monitored the passage of 2 Chinese naval vessels in July and 3 in August, said Lieutenant General Cirilito Sobejana, AFP Westmincom Commander.
The warships were seen passing through Sibutu Strait, considered an international sea lane where foreign ships have the right of innocent passage. However, customary maritime law requires warships to notify the government of the coastal state beforehand.
“Since these are warships, their entry to our territory should be coordinated [with Philippine authorities],” Sobejana in an interview provided to reporters.
Besides, the 5 Chinese warships’ passage cannot be considered “innocent” because they were on a curved course, Sobejana said.
“Hindi naman sila hostile. Ang ano lang ‘dun, it was not an innocent passage kasi ang innocent passage, straight line lang ‘yun. ‘Pag nagkurba ka, that is no longer considered innocent passage,” Sobejana said. (They were not hostile. But the thing is, it was not an innocent passage because innocent passage should be in a straight line. Once you curve, that is no longer considered innocent passage.)
The Chinese warships immediately changed course and exited Philippine territorial waters after Philippine naval aircraft and other assets came within their view, Sobejana added.
On July 25, Defense Secretary Delfin Lorenzana said the military reported 4 instances of Chinese naval vessels traversing the Sibutu Strait in the waters of Tawi-Tawi province since February.
On August 6, the AFP Western Command (Wescom) said 4 Chinese warships passed through the waters near Balabac Island in Palawan province on June 17 without permission, and virtually ignored radio communications from Philippine patrols.
The reported passage of the 3 Chinese warships in August came after Chinese Ambassador Zhao Jianhua supposedly said he would tell the Chinese Navy to give notice before having their warships enter Philippine waters.
Lorenzana said Zhao made the commitment on July 22, the day of President Rodrigo Duterte’s State of the Nation Address.
'Deception'
On July 31, AFP spoksperson Brigadier General Edgard Arevalo said there was “duplicity” in the passage early this year of the first 4 reported Chinese warships because their automatic identification systems must have been deliberately turned off to avoid detection by radar.
Arevalo called it a “deception.”
Lorenzana has questioned the presence of Chinese naval and survey vessels in Philippine seas.
Sobejana said the Westmincom has informed the national leadership about the latest 5 Chinese warships they spotted so that "they can engage with their counterparts in the Department of Foreign Affairs or with their attachés in Manila.”

The Department of Foreign Affairs (DFA) recently said it filed diplomatic protests against the presence of Chinese vessels around Pag-asa Island in the West Philippine Sea, and of two Chinese survey vessels in different parts of the country.

The Communist Party of the Philippines (CPP) denounced the proposal to revive the Anti-Subversion Law that could make communism illegal, the party said in a statement on Wednesday, August 14.
"Given the propensity of Duterte and his military officers to accuse people of being communists or associated with the CPP, the revival of the Anti-Subversion Law...will only result in military and police abuses and violations of democratic rights far worse than what we have already experienced in the past 3 years," the statement went on.
The CPP said the measure was used to "unjustly" incarcerate activists accused of being communists when it was in force from 1957 to 1992.
Reviving the law would only "further rouse the people to resist [Duterte's] tyranny" and "foment greater dissent" because it would not solve social and economic roots of armed rebellion, the CPP added.
On Tuesday, August 13, Interior Secretary Eduardo Año told the Senate committee on national defense and security that reviving the Anti-Subversion Law was necessary to end the communist rebellion in the country.
Año said he wanted the measure to specifically target the CPP and leftist groups that supposedly serve as the party's "front organizations," as law enforcement cracks down on the alleged recruitment and kidnapping of minors by such groups to enlist them in the New People's Army (NPA), the CPP's armed wing.
Strong opposition
Senator Panfilo Lacson, chairman of the committee, said he was not inclined to support Año's proposal because it would "encroach on the fundamental right to a peaceful assembly, to protest."
Leftist groups are not a problem as long as they do not recruit minors, Lacson said, and that a pending petition to officially identify the CPP-NPA as a terrorist group would outlaw it under the Human Security Act or the anti-terrorism law.
Senate Minority Leader Franklin Drilon likewise "strongly opposed" reviving the Anti-Subversion Law, saying that "mere membership in any organization is not a crime."
"The Anti-Subversion Law was 'buried' a long time ago for it was proven that such a policy, aside from being prone to abuse and a tool to harass, undermined some of our basic Constitutional rights," Drilon said in a statement.
Republic Act No. 1700 or The Anti-Subversion Law, enacted in 1957, outlawed the CPP and punished membership in it with 12 years in prison.
It was repealed by then-President Fidel Ramos in 1992, when the government initiated a peace process with communist guerillas.

An M60 machine gun and a Steyr Aug bullpop rifle were recovered following a clash in Mount Marbao, Barangay Kematu, Tboli, South Cotabato on Aug. 11.
1Lt Efren James Halawig, the Civil-Military Operations officer of the 27th Infantry Battalion, said troops responded to the report from residents about the location of the firearms stashed away by New People’s Army.
Reportedly, the firearms will be used in the plan to attack a nearby banana plantation.
It can be recalled that on Aug. 9, three NPA members surrendered to the 27th IB. They belonged to Platoon Brigol, Guerilla Front Musa, Far South Mindanao Region.
“Communities and business establishment should be spared from any attack,” Lt. Col. Jones Otida, commander of the 27th IB, said.
“We appreciate the unending support of the community in tipping off the presence of the communist terrorist group. Through these efforts, we endeavor to achieve peace and development in the community,” Otida said.

A 17-year-old was among the alleged communist guerrillas who surrendered to the 8th Infantry Battalion in Impasugong, Bukidnon on Aug. 11.
Lt. Col. Ronald Illana, the commander of 8th IB, identified the minor as alias Marben, a member of the Militia ng Bayan. He surrendered along with his brother, alias Rodel, 19, a former regular member of Company Malayag, Sub-regional Committee 2, North Central Mindanao Regional Command (NCMRC).
The third surrenderee was identified as alias Ryan, 26, a former supply officer of Sentro De Grabidad Dario of NCMRC.
They brought with them one Garand rifle, one .45 caliber pistol, and an M1 Carbine, along with ammos.
Rodel claimed that they were forced to join the NPA out of fear. He was allegedly told that he’s wanted by the soldiers so he had to come with them.
“They also promised to give my mother P2,000 and one sack of rice each month as support but they didn’t fulfill their promise,” he said.
He then learned that the NPA recruited his younger brother, which made him decide to escape and rescue Marben. The two brothers then approached their friend soldier.
Lt. Col. Ronald Illana, the commanding officer of the 8th Infantry Battalion, acknowledged the efforts of the indigenous communities for helping the government achieved its goals. He said the IPs have been instrumental in convincing some rebels into surrendering.
Lt. Gen. Felimon Santos Jr., Eastern Mindanao Command head, condemned the continued recruitment of minors to become child combatants.
“I could see my children in you. At a very young age, you were deceived by the CPP-NPA terrorists. They used your inability to read and write as an advantage. They have been using you without you knowing the real life in the mountains. It breaks my heart to see you suffer this misery,” he said.
Under Chapter 2, Sec. 7 of Republic Act 11188 or an Act Providing Special Protection on Children in Situations of Armed Conflict, children “have the right to be protected from recruitment into government forces or armed groups and participation in armed conflict including the right to be protected from torture or any cruel, inhuman, or degrading practices.”

ILOILO CITY, Aug. 14 (PIA) -- The local government unit of Maasin is the first municipality in Iloilo province to declare the Communist Party of the Philippines-New People's Army (CPP-NPA) as persona non grata.
Through Municipal Peace and Order Council Resolution No. 01, the municipality condemned the terroristic acts relentlessly committed by the CPP-NPA.
According to the resolution, the CPP-NPA has conducted a series of atrocities targeting the military, police, civilians, and even government and private properties through liquidations, harassment, extortions, and recruitment within the municipality.
“The socio-economic advancement of the municipality had been affected due to the series of atrocities conducted by the CPP-NPA Communist Terrorists (CNT) that propagate fear to the general public and even to potential investors which made terrible economic implications not only in the municipality but in the whole province of Iloilo,” as per the resolution.
Likewise, the atrocities perpetrated by the CPP-NPA CNT are manifestations of betrayal in achieving peace, thus, disrupting the peace and order situation of the municipality.
It can be recalled that in June 2017, around 60 rebels raided Maasin municipal police station, handcuffed policemen and took away their firearms.

This is in time with the International Youth Day (IYD) celebration on Monday, where youth from different provinces of Caraga, together with other sectors shared their roles and responsibilities in their respective communities, and their significant contributions in addressing various issues in the region, which include the problem on insurgency.
Anchored on the theme "Transforming Education," the SK Federations gave emphasis on the value and significance of providing quality education to the youth of the nation.
Participating youths also expressed that they would only focus and engage in useful activities that would enhance their knowledge, skills, and capabilities, and would not be deceived by the campaign, wrong and ruthless acts of the terrorist groups such as recruitment of students in different schools to fight against the government for their own gains.
Stephanie Dawn Salise, Acting Vice President of Butuan SK Federation called on other youths in other parts of the region to actively participate in all the government’s activities for the welfare of all sectors. “I would like to encourage the youth not to revolt against the government because we believe that what they are doing will benefit the youth and the country in general,” she said.
“In our barangay, we are conducting different kinds of activities and programs for the youth, so that they will be prevented from joining the terrorist groups,” said Christian Mendoza, SK Chair of Barangay Limaha, Butuan City.
According to Julius Gutierrez, Executive Director of the National Youth Commission (NYC), it is the mandate of their agency to facilitate the youth sector in all means so they become proactive citizens, and be given opportunities where they could get involved in government's initiatives and activities - in civic and public affairs.

LUNGSOD NG BUTUAN, Agosto 14 (PIA) -- Nagpahayag ng suporta ang Sangguniang Kabataan (SK) chairpersons at SK Federation sa Caraga region sa mga programa at adbokasiya ng pamahalaan laban sa teroristang grupong Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF).
Kasabay ng isinagawang pagtitipon ng mga kabataan at ibat-ibang sektor ng rehiyon sa selebrasyon ng International Youth Day (IYD), binigyang-diin ng mga kalahok ang kanilang mga magagawa sa lipunan bilang kabataan na pag-asa ng bayan, at ang malaking responsibilidad din nito sa pagtugon sa mga problema ng bansa kabilang na ang insurgency.
Sa temang “Transforming Education,” isinusulong ng SK Federations ang pagbibigay-halaga sa pagkakaroon ng dekalidad na edukasyon.
Gagamitin din ng mga kabataan ang kanilang galing sa mabuting paraan, at hindi magpapadala sa pang-rerecruit ng makakaliwang grupo sa mga paaralan at lumaban sa gobyerno.
Hinimok si Stephanie Dawn Salise, Acting Vice President ng Butuan SK Federation sa ibang kabataan ng rehiyon na sumuporta sa gobyerno. “Nananawagan ako sa iba pang kabataan na huwag mag-revolt laban sa gobyerno dahil para naman sa kapakanan ng lahat ang kanilang ginagawa sa bayan,” sabi niya.
“Sa aming barangay, marami kaming ginagawang aktibidad para sa mga kabataan para sila’y malayo sa mga masasamang gawain ng mga makakaliwang grupo,” sabi ni Christian Mendoza, SK Chair ng Barangay Limaha, Butuan City.
Ayon naman kay Julius Gutierrez, Executive Director ng National Youth Commission NYC), mandato ng kanilang ahensiya na tulungan ang mga kabataan na sila ay maging proactive, at mabigyan ng malaking oportunidad na aktibong makalahok sa aktibidad ng gobyerno sa civic and public affairs.
“Ngayon nagsisimula po kaming humiling sa kanila, kumatok sa puso nila na sila po’y lumapit sa aming ahensiya. May website naman kami, may facebook page. Hindi kasi ganun kalaki yung ahensiya namin, but then again, lumalaki lang yung puso namin once marami kaming natutulungan at maraming nakakakilala anong mga programa para sa mga kabataan. At andito lang kami, yung mga ate’t kuya ninyo na nananawagan na lumahok kayo para naman po masali kayo at maging parte sa proseso para sa mga kabataan,” sabi ni Gutierrez.

TALACOGON, Agusan del Sur, Aug. 14 – In the performance of his sworn duty to protect the communities, a member of Philippine Army died after a two-day of treatment in a hospital due to a multiple complications caused by a gunshot wound, Wednesday evening, August 7, 2019.
Private First Class Johnny Soriano, who belongs to the Higaonon tribe, who is a resident of Barangay Tagbalili, Esperanza, Agusan del Sur, and a former member of Citizen Armed Forces Geographical Unit (CAFGU), was called to regular military service after being endorsed by his tribal leaders for numerous achievements and good performance for his fellow lumads in support to the Philippine Army’s campaign against NPA terrorists.
Soriano suffered a gunshot wound after an encounter against the terrorists that transpired last Monday afternoon at the hinterland of KM 41, Barangay Binicalan, Agusan del Sur.
The encounter happened while the troops of 26th Infantry Battalion (IB) were conducting security operations in support of the on-going road construction project along San Luis-Binicalan-Bukidnon road.
According to Lt. Col. Romeo Jimenea, commanding officer of 26th IB, prior to the encounter, the unit received numerous reports from tribal leaders and locals from a nearby Indigenous People Community that the NPA’s were conducting extortion and recruitment activities in the area.
During the 15-minute firefight, Soriano was declared Wounded in Action (WIA) after two bullets hit him, one in his left thigh and the other one grazed in the back of his head. He was immediately rescued and airlifted by Philippine Air Force choppers and brought to a nearby hospital in Butuan City for necessary treatment.
After two days of fighting for his life in the hospital, Soriano was declared dead due to Hemorrhagic Shock secondary to gunshot wound and Systematic Inflammatory Response Syndrome causing Disseminated Intravascular Coagulation and Multi-Organ failure.
“We are very sad for the loss of one of our soldiers in protecting the lives and future of his fellow lumads. We expressed our heartfelt condolence to the bereaved family of PFC Soriano. He is one of our best soldiers that contributed to our continuous campaign against the NPA terrorists. He will always be remembered for his gallantry. He is a lumad hero for us,” Jimenea said.
“We will continue to secure the communities especially the Indigenous Peoples at all cost against the terrorist NPAs. For those remaining NPA members who are still deceived and used for the advancement of terrorism, it is better for you to lay down your arms, be with your family and we will help you to have better future through Enhanced Comprehensive Local Integration Program (ECLIP) of the government,” said Jimenea. TALACOGON, Agusan del Sur, Aug. 14 -- Students from Barangay Zamora Elementary School of this municipality have recently benefited the Army-initiated community outreach program.
In celebration to the 35th Reactivation Anniversary of 26th Infantry “Ever Onward” Battalion with the theme “Ever Onward alang sa katawhan, kalinaw ug kalambuan (Ever onward for the people, peace and development),” the unit conducted community outreach program in partnership with Talacogon District Hospital, Rural Health Unit and 544th Engineering Battalion which benefited by 181 students including teachers, parents and senior citizens of Barangay Zamora, Talacogon, Agusan del Sur.
A total number of 50 packs of school supplies given to Day Care and Kinder students, 50 packs of hygiene kit given to grade 1-3 students, one flat screen 43” LED TV, one electric fan, five boxes of chalks and reading materials.
With a joyful heart, Gerlie Dinero, head teacher, said “No words can express how much we are thankful for the service and contribution given to us by 26th IB. This is an early Christmas gift to our school. In behalf of our faculty, students and parents, from the bottom of our hearts, thank you very much. You are truly the messenger of peace and development.”
Medical and dental checkups, haircut service and shoe repair were also extended for the said program.
With a total number of 200 patients for medical and dental checkups, 41 of these were given medicines and vitamins; 71 persons were also accommodated for free haircut and a total number of 21 shoes and 12 sandals were repaired.
Snacks were also distributed by one of the famous fast-food chains in the country invited during the activity.
In his message, Punong Barangay Teodulo Tanduyan said “Sa taas nga panahon, sa TV ug radio ra namu makit-an ug mabati ang ingon ani nga serbisyo nga gihatag sa mga sundalo sa katawhan sa kumonidad. Daghang salamat sa 26th IB nga gihatagan me ug higayon nga ipatagamtam sa amua ang niining serbisyo alang sa katawhan. Dako na kaayo ning ikatabang sa amua, hinaot nga daghan pa mo matabangan sa umaabot pa nga panahon (For the longest time, we only get to watch and listen a program like this where soldiers extend services to the community. Thank you very much to the 26IB for allowing us to experience and avail the services from your end. This has been a great help for us, and we hope that more would benefit from your generosity).”
According to Lt. Col. Romeo Jimenea, commanding officer of 26th IB, with the continuous collaboration, cooperation and involvement of various stakeholders with the same goal, every activity will be a success.
“We are here to give hope and happiness especially to the students and children of this barangay. Securing their future is very important for us, and seeing their smiles on every faces inspires us to perform our duties well to achieve lasting peace and development,” he said.
“Our youth is the hope of our nation. We will work together, to give inspirations and hope to the children, by letting them realized that there are government agencies that will take good care for their future, to prevent them from being radicalized by our enemy,” added Jimenea. CABADBARAN CITY, Agusan del Norte, Aug. 14 -- A New Peoples Army (NPA) terrorist was killed and two high-powered firearms were recovered by the troops of the 29th Infantry “Matatag” Battalion (29IB) under the direction of 402nd Infantry “Stingers” Brigade in a series of encounters in the uninhabited hinterlands of Hilong-hilong Complex, Barangay Mahaba, this city from August 1-10, 2019.
The said group of terrorists numbering more or less 30 NPAs are believed to be members of Sentro De Gravidad (SDG) 21, Guerilla Front Committee (GFC) 21 of North Eastern Mindanao Regional Committee (NEMRC) under the leadership of Winston Anob alias Dongkoy.
The encounter transpired on August 1-2, 2019 while the troops were conducting combat operations upon receiving information from the local populace regarding the presence of armed men in the area.
The firefight lasted for about 40 minutes which resulted in the death of one unidentified NPA and the recovery of one AK47 rifle, one M4 rifle, two bandoliers, four M16 magazines, two AK magazines, 80 rounds 5.56mm ammunition, 60 rounds 7.62 ammunition, a hideout that can accommodate more or less 50 NPA members and various food supplies.
Meanwhile, a Matatag trooper was also wounded-in-action (WIA) with a gunshot wound on the left portion of his chest. He has been evacuated to Camp Evangelista Station Hospital in Patag, Cagayan de Oro City for treatment. (29IB Philippine Army/PIA Agusan del Norte)
