ZAMBOANGA CITY -- A soldier was injured in separate explosions involving anti-personnel mines perpetrated by the Abu Sayyaf Group (ASG) bandits in the hinterlands of Sulu, a military official said Tuesday.
Maj. Arvin John Encinas, Western Mindanao Command (Westmincom) spokesperson, disclosed the first blast took place around 7:34 a.m. Tuesday in Sitio Tibongbong, Barangay Igasan, Patikul, Sulu.
Encinas said there was no casualty in the first explosion that occurred approximately 30 meters away from the troops who were providing security to the teachers traveling to the Taglibi Elementary School.
The second explosion that injured a soldier occurred around 8:30 a.m. just 10 meters away from the site of the first incident.
He identified the soldier, who sustained shrapnel wounds, as Cpl. Rene Mediana, a member of the K9 platoon of the Army’s 43rd Infantry Battalion.
He said Mediana, together with the troops of the Army’s 13th Special Forces Company, were conducting clearing operations when the second improvised bomb exploded.
Mediana was taken to the military hospital in Jolo, Sulu.

A bomb injured an army serviceman Tuesday on southern Jolo Island, a day after a toddler and two soldiers were killed in a roadside attack there by suspected Abu Sayyaf militants as Philippine Muslims celebrated Eid-ul-Adha, military officials said.
The serviceman with the 13th Special Forces Company was wounded when a homemade bomb went off while the team conducted a search and clearance operation in the wake of a bombing earlier on Tuesday on the outskirts of Patikul town, authorities said.
No one was injured in the first blast, which occurred in the area during the morning as police and soldiers were providing security to teachers commuting to work in a carpool, said Maj. Arvin John Encinas, the regional military spokesman.
“The team encountered another explosion, just 10 meters [32.8 feet] from the first blast site,” Encinas said.
Monday’s deadly roadside ambush took place in Talipao town. The attack happened as local Muslims marked Eid-ul-Adha, or the Feast of the Sacrifice, one of two major holidays on the Islamic calendar worldwide.
Two security personnel – a soldier with Special Forces and a government militiaman – were riding on a motorcycle when Abu Sayyaf militants opened fire on them, the military said. Both soldiers died at the scene.
Two sibling girls, aged two years old and 11 years old, were also hit by the gunfire along the road. Both were rushed to a local health center, but the 2-year-old later died of her injuries, officials said.
“We deeply condemn this very deceitful act of the Abu Sayyaf, who do not in any way represent the Islamic way of living,” said Lt. Gen. Cirilito Sobejana, who heads the military’s Western Mindanao Command.
“We would like to extend our sympathy to the bereaved families of the victims of the Abu Sayyaf’s inhumane act. Rest assured that all sorts of assistance will be provided as our simple way of commiseration,” he said, adding that troops were ordered to pursue the gunmen behind the attack.
The Abu Sayyaf Group (ASG), or Bearers of the Sword, is the smallest but the fiercest of Muslim militant factions in the Philippine south. ASG is known for carrying out random attacks such as kidnappings, bombings and beheadings.
More hardcore factions of ASG have forged alliances with Islamic State (IS) extremists and other southern militant groups. One of its senior leaders, Isnilon Hapilon, who became the leader of the IS branch in the Philippines, was killed two years ago at the end of a militant siege that he led in the southern city of Marawi.
After his death, the military and security experts said that a little-known Abu Sayyaf leader, Hatib Hajan Sawadjaan, had emerged as the new chief of IS in the Philippines. In 2019 so far, authorities have blamed him for ordering out a series of deadly bombings on Jolo Island, which is part of Sulu province. These attacks included a twin bombing that killed 23 people at a church in later January.

TWO New People’s Army (NPA) rebels were killed after a series of encounters with government troops in Barangay San Rafael, Talakag, Bukidnon on Sunday, August 11.
According to the 65th Infantry Battalion, they received information of the presence of NPA in the barangay.
Troops encountered Squad 1, Platoon 1, under a certain Kira of Sub-Regional Sentro de Gravidad (SRSDG), Sub Regional Committee 5 (SRC 5) under North Central Mindanao Regional Command (NCMRC).
The firefight lasted for about 10 minutes. This incident is the third in a series of encounters in the forested areas of Talakag, Bukidnon.
Recovered were two M16 and a M14 riffles from the encounter site.
The rebels’ cadavers will be properly turned over to PNP MPS Talakag for proper disposition and identification.
The army also belied information relayed by a certain Roxane of the NPA Mt. Kitanglad Command-North Central Mindanao Region that a soldier was killed during the encounter.
Brigadier General Edgardo De Leon, commander of Army’s 403rd Brigade, said there was no casualty or wounded soldiers.
“It is very unfortunate that we lost Filipino lives today when two NPA terrorists died during an encounter with the troops of 65th Infantry Battalion. This could not have happened if the leaders of this terrorist organization did not deceive and offer lies to its members, and the poor farmers and Lumads in the area, which forced them to take up arms against the government,” Lieutenant Colonel Benjamin Pajarito Jr. said.
Pajarito said the government offers the Enhanced Comprehensive Local Integration Program (E-Clip) to the NPA members.
“The 65th Infantry (Stalwart) Battalion is willing to help NPA terrorists who wish to surrender. We will assist them for enrolment under the E-Clip, just like what we did last month during the mass surrender in San Rafael, Talakag, Bukidnon. Their benefits are on process for their immediate assistance and livelihood assistance for regular members of NPA and interventions for the members of SPLs and UGMOs,” he said.
“I call on the remaining NPA terrorists not to waste your time in the failed armed revolution, these are the times that you should spend with your families and love ones, free from fear and intimidation,” he added.

Last week during the Senate joint hearing presided by Senator Ronald Bato dela Rosa, chairman of the Senate committee on public order and dangerous drugs, and Senate committee on national defense and security at the Senate, it was heart wrenching to hear mothers on our television screens attending the Senate hearings in their most emotional state admitting before the Senators that their children mostly senior high school and college students, went missing and were believed to be recruited by leftist groups identified as Anakbayan.
We heard Mrs. Jovita Antonio tell the hearing about her 17-year-old daughter who grew up obedient and cheerful, but things changed since she joined a leftist organization. She declared “Wala na akong alam kung nasaan ang anak ko, isang taon na syang hindi umuuwi at hindi namin nakakausap (I have no idea where my child is, it’s been a year since she went home and a year since our last contact).” We also heard Mrs. Relissa Lucena become emotional while talking about her missing daughter.
Finally after decades of knowing what these Left-leaning organizations have been doing to aid the Communist Party of the Philippines (CPP) while recruiting members for the New People’s Army (NPA), finally netizens have realized that these organizations have only broken precious family ties that bond Filipino families together. I’m glad that finally the Senate came up with that hearing where we learned that the mothers of five missing students recounting their ordeal when their children became estranged and lost contact with them.
Three of the missing were senior high school students of state-run Polytechnic University of the Philippines (PUP), while one was a student of Far Eastern University (FEU) and another from the University of the East (UE) Manila. We all saw on our Facebook page the photographs of those missing students. I’m surprised that the University of the Philippines (UP) was not mentioned this time when many years ago… most of those that joined the leftist groups came from UP.
At this point, we also learned from Philippine National Police (PNP) chief Gen. Oscar Albayalde who after that Senate hearing, dared Anakbayan to answer the allegations of the parents of five students who went missing after they were recruited into the militant group. Albayalde said that Anakbayan should face the worried parents of the students and tell them about their fate.
Mind you, it has been 51 years since the Communist Party of the Philippines (CPP) was founded on Dec. 26, 1968 and that’s a long time ago. Mind you, Martial Law was declared by then Pres. Ferdinand E. Marcos to fight the New People’s Army (NPA) and in the end, it was good for people like CPP Chairman Jose Maria “Joma” Sison to have people hate the Marcoses for declaring Martial Law in this country. Thankfully, the Military arrested Joma Sison in November 1977 where he was imprisoned for nine years, unfortunately he was released after Pres. Cory Aquino took over the Presidency after the EDSA Revolt overthrew the Marcos dictatorship.
But what many of us who belong to many anti-communist groups (in Cebu we had the People’s Alliance Against Communism (PAAC) led by then Cerge Remonde) were surprised when Tita Cory Aquino released Joma without any official reason why she did so, despite the fact that Sison was charged with serious criminal offenses. Thus it only strengthened many conspiracy theories that indeed, the Aquino politics benefited from their connection with the CPP/NPA/NDF. Today, Joma Sison lives in a luxurious exile in Utrecht, Netherlands. Call it a self-imposed exile.
At this point, it is high time for us to expose the members of Anakbayan, and those whom they had brainwashed to believe in that fallacy that Communism works because it has failed in the Soviet Union where it originated. Perhaps it is time for research groups to get the total number of Filipinos missing or killed because they joined the CPP/NPA/NDF. How many mass graves did we find in Inopacan, Leyte and many in Samar? We know too well that whenever the NPAs “purge” their own ranks, they kill even their own members and bury them in mass graves.
Today we have killings in Negros Oriental because of the NPA and it is high time for students to be aware that after 51 years, the CPP has not achieved anything for the nation except killing those people who disagree with them. At this point, the release of retired Army Major General Jovito Palparan who lost his case simply because the Communists have a better propaganda machinery than the military where they called Gen. Palparan a “Butcher” when he is in fact a great anti-communist fighter!

The Bangko Sentral ng Pilipinas (BSP) on Tuesday announced plans to fast-track the process of allowing employees of the Armed Forces of the Philippines (AFP) to invest in government securities.
BSP Governor Benjamin Diokno said the two parties are now in talks to allow soldiers to invest in treasury bills via salary deduction.“We talked about some possible instruments—a salary deduction for small treasury bills for soldiers, and of course, savings ‘yun,” he told reporters in a press conference at Camp Aguinaldo.
“For payments for some loans, they have an automatic deduction in government securities. I'm encouraging them to design some instruments for the people who are enlisted here. There are many young soldiers, so they can start saving,” Diokno added.
Treasury bills are short-term debt obligations backed by the Bureau of the Treasury, with maturities ranging three months to a year.
The AFP, BSP, and BDO Unibank signed a memorandum of agreement (MOA) to train uniformed and civilian personnel of the agency on financial matters.
The agreement covers the Financial Literacy Program which aims to educate over 140,000 uniformed and civilian personnel in financial literacy.
The BSP and the BDO Foundation have come up with financial literacy materials, which the AFP will distribute to their employees.
“It is necessary for members of the Armed Forces to be financially secure, as they are charged with the significant task of keeping our country peaceful and secure,” the centrla bank chief noted.
Diokno said the BSP wants to have similar partnerships with other government agencies.
“This is just a subset of a bigger partnership with BDO and many groups. If we succeed in what we want to do, the results will be monumental,” he said.
Aside from the AFP, the BSP has signed similar arrangements with the Overseas Workers Welfare Administration (OWWA) for overseas Filipino workers, and the Department of Education (DepEd) for students and teachers.
Other government agencies the BSP plans to tap are the Civil Service Commission (CSC), and the Department of Trade and Industry (DTI).
In the private sector, the central bank plans to hold financial literacy training to employees of business process outsourcing (BPO) companies.
“Should we succeed in this endeavor, the impact will be monumental,” Diokno said.

BUTIG, LANAO DEL SUR (AUGUST 13, 2019) – The call for peace, reconciliation and solidarity reverberated across this hinterland community and other parts of Mindanao as members of the Muslim faith celebrated Eid’l Adha.
Office of the Presidential Adviser on the Peace Process (OPAPP) Undersecretary Gloria Jumamil-Mercado led a team here as they joined village folk in commemorating the sacred event.
“Kagaya niyo, naniniwala rin kami sa spirit ng Eid’l Adha (Like you, we believe in the spirit of Eid’l Adha) — sacrifice, patience, and perseverance — they are marks of victory and success,” Jumamil-Mercado told residents in a gathering here.
Eid’l Adha or “The Festival of the Sacrifice,” is an occasion wherein Muslims all over the world commemorate the great sacrifice made by the Prophet Ibrahim.
“So sa inyong lahat, maraming salamat sa oportunidad na makarating kami dito at sana ay may maitulong pa kami sa mga darating na araw (To all of you, thank you for giving us the opportunity to visit you and we hope that we would be able provide assistance in the coming days,” Mercado said.

Normalization Track gathers steam
Camp Bilal is among the six government-acknowledged MILF camps that were visited by members of the Government Peace Implementing Panel in preparation for the implementation of the Normalization Track of the Comprehensive Agreement on the Bangsamoro (CAB).
The other camps include Camp Omar ibn al-Kattab in Maguindanao, Camp Rajamudah in North Cotabato, Camp Busrah Somiorang in Lanao del Sur and Camp Abubakar as-Siddique in Maguindanao.
Under the Normalization process, 40,000 MILF-Bangsamoro Islamic Liberation Front (BIAF) members and their weapons will be decommissioned. The former combatants and their families will make the transition to become peaceful and productive members of society.
The decommissioning process will officially start on September 7 of this year, which will be witnessed by no less than President Rodrigo Roa Duterte and other high-ranking cabinet officials.
The government will also be carrying out various socio-economic programs and projects as well as other development interventions in these MILF camps which aim to transform them into peaceful, progressive and resilient communities.

In his remarks, Diciano said the commemoration of Eid’l Adha should remind the JPST trainees of the value of commitment, hard work and sacrifice as they go through the 26-day basic military training course conducted by the Armed Forces of the Philippines (AFP).

“Most importantly, this gathering is a symbol of your desire to promote peace in the Bangsamoro,” Galvez told the hundreds of residents who participated in the event.
He also stressed the importance of the visits made by the GPH panel to the MILF camps, explaining that they provided panel members the opportunity to dialogue with residents and most importantly, answer questions regarding the Normalization Track.
“Through these visits, we have heard suggestions on how we can further improve the implementation of the Normalization phase,” Galvez said.
The peace adviser called on residents to fully support the BARMM leadership, saying this will enable the interim government “to further improve the delivery of services and consequently, allow residents to reap the dividends of peace.”
“The Duterte Administration is committed to respond to your needs and help you fulfil your dream of achieving sustainable and enduring peace in the Bangsamoro,” Galvez concluded. ###

The mother of one of the supposedly missing Anakbayan-recruited students of the Polytechnic University of the Philippines said Sunday that her daughter already reached out to her but she was convinced it was her daughter who communicated to her.
In an interview on Dobol B sa News TV, Jovita Antoniano said her daughter sent a message to her saying that she is in good condition. But she said her supposed daughter used a different social media account.
“Nag-chat kahapon pero ibang account po. Hindi po ako satisfied sa chat e, kasi hindi po ganun ang way ng chat ng anak ko,” Antoniano said.
The mother added that her daughter used to call her only “Nay” and her father “Tay,” but the message opened with, “Hello Nanay, Tatay.”
In the message, the missing student said that she was okay and she was happy, Antoniano said.
“Sa aming mga nanay, napakasakit po noon dahil halos binantayan inalagaan, lahat lahat, tapos ganun lang? Sa loob ng isa, dalawa, o tatlong taon, mabubura lahat ng itinanim namin sa kanilang isipan.
"Tapos yun lang yung sasabihin nila sa amin parang wala lang kami?” she said.
Her daughter enrolled at PUP when she was 16 years old. She is now 20 and supposed to be a 2nd Year college student.
According to Antoniano, the last time they had communication with her daughter was in 2018.
"Isang taon na wala kaming communication. May 7 [2018] umuwi siya pero umalis din kinabukasan ng umaga, hanggang sa ngayon walang communication kahit chat or text. Wala akong idea kung saan ang anak ko, hindi ko alam kung saan kami lalapit," she told the Senate Committee on Dangerous Drugs during a hearing on Wednesday.
Aside from her, other mothers of the five allegedly missing students who are recruited by Anakabayan faced the senate committee to testify.
Some Anakbayan members and leaders are facing charges including kidnapping over the students' disappearance.
Youth mass organization Anakbayan already denied the allegations.
In a Facebook post on Thursday, one of the supposed missing students of the Far Easter University (FEU) said that she was not kidnapped and joined Anakbayan voluntarily.

Brigadier General Romeo S Brawner AFP, Commander 103rd Inf Bde led the military in celebrating the second day of Eid'l Adha with the Office of the Presidential Adviser on the Peace Process (OPAPP) and the MILF Communities in Sultan Dumalondong and Butig, Lanao del Sur afternoon of 12 August 2019.
Brig. Gen. Brawner reflected on the MILF community's celebration of the Feast of Sacrifice.
OPAPP Executive Director Gloria J Mercado led the Peacemisan wherein180 Maranaos participated to discuss and address the issues within their community.
The 12th Civil-Military Operations Battalion's Hijab Troopers assisted the OPAPP in giving away 120 school bags to the mothers who participated in the Peacemisan.
On the other hand, Hijab Troopers also assisted the Youth Leaders in the conduct of Kids for Peace wherein 389 children learned about respect, peace, and unity. They were also fed a hearty meal and given a packed snack. At the end of the session, school bags from OPAPP were given away. Each bag contained one ballpen, one pencil, one pencil case, one notebook, and one tumbler.
The other significant personalities who facilitated the activities are as follows: Lieutenant Colonel Edgar Villanueva, Commanding Officer 49th Infantry Battalion; Lieutenant Colonel Andres A Soriano, Commanding Officer, 12CMOBn; Joint Task Force - Tabang led by Captain Ron JR T Villarosa; Local Government Unit lead by Hon. Dimnatang BL Pansare, Municipal Mayor of Butig; Municipal Butig Police Office led by Police Captain Dante Gatasi. Moro Islamic Liberation Front led by Inner Guard Base Command Commander Hanape A Adil; Marawi Youth Leaders led by Ayah D Cali; Municipality of Tugaya Youth Leader led by Admin B Abdullah;
The military have developed a strong rapport with the Maranaos in Lanao del Sur since the Marawi Siege. They have always shown support to our Muslim Brothers and Sisters.
The AFP will continue to conduct Conflict-Sensitive and Peace-Building programs to foster an environment that is conducive to peace.

Transforming onwards to a professional, responsive world class SOLCOM that is a source of National Pride.
On August 7 - 9 2019 SOLCOM participated in the AFPTR Intervention spearheaded by the Office of the Strategic Studies and Strategy Management (OSSSM), GHQ. Mr. Ricardo M. Sacman and Ms. Laura F. Nisperos, Research Analysts at OSSSM, GHQ composed the audit team for this year’s intervention.
The purpose of the AFPTR Intervention is to sustain the implementation of the SOLCOM Transformation Roadmap, strengthen SOLCOM governance and strategy management system and processes, and determine the unit's eligibility for the institutionalized status, the fourth and final stage in the pursuit into becoming a world–class Armed Forces, source of national pride by 2028.
COLONEL ARCANGEL G GAMIDO JR, Chief of SOLCOM Governance Strategy Management Office (GSMO) presented the Command’s current accomplishments and initiatives, milestones, incentives for its well-performing units and personnel and efforts to communicate hallmarks of success to its external stakeholders.
Some of the recommendations presented during the exit briefing are for SOLCOM to:
+ include End Local Communist Armed Conflict (ELCAC) as one of its best practices since SOLCOM was recognized as the first AFP unit to implement Executive Order Nr 70 at the regional, provincial and city levels.
+ continuously conduct cascading activities in preparation for the on-site audit random interviews scheduled in October 2019.
+ sustain its accomplishment of a 94.8% or a Gold Trailblazer Award performance rating during last year’s Revalida in connection with its proficient status in the AFPTR.

ALMEROL AFP, Deputy Commander SOLCOM, in his closing message, enjoined the SOLCOM Strategy Management Committee that knowing the hallmarks of the SOLCOM Transformation Roadmap is secondary only to our commitment to transform SOLCOM into a world-class status in its services for the people of Southern Luzon.
SOLCOM, under the sterling leadership of LIEUTENANT GENERAL GILBERT I. GAPAY AFP, pursues various initiatives with its Multi-Sector Advisor Board (MSAB) headed by Dra. Adelia R. Roadilla. Some of which are the Tree Growing Activity held last February 17, 2019 at Brgy. Samil, Lucban Quezon involving 700 SLSU ROTC Students; on-going construction of Bayanihan Hall for the students of PUP Mulanay Campus and the upcoming Youth Leadership Summit in Morong, Rizal.
