The Communist Party of the Philippines (CPP) condemns the arrest of two members of the NDFP staff for peace negotiations. The CPP demands the Duterte regime to immediately release Alexander Birondo and Winona Birondo who are both covered by the Joint Agreement on Safety and Immunity Guarantees (JASIG) having participated in the NDFP-GRP peace negotiations in 2016-2017.
The couple was arrested at their apartment in San Francisco Del Monte, Quezon City.
The Party denounces the filing of trumped up charges of illegal possession of firearms and explosives which were obviously planted by the police raiding team in order to prolong the detention of the Birondos. The Birondos were unarmed. They have been doing research and information work for the NDFP and are not part of the NPA.
The arrest of the Birondos shows the extreme treachery of the Duterte regime. The NDFP conducted peace talks with the Duterte government with the aim of addressing the roots of the armed conflict and putting forward proposals to resolve the country’s problems. But Duterte did not exhibit the same sincerity and instead ordered the cancellation of the talks in 2017, entrap and arrest the NDFP’s leaders and subsequently declare a brutal all-out war.

Not less than 43 soldiers and police is the recorded casualty in three tactical offensive by the New People’s Army under Mt. Cansermon Command (MCC) in Negros since June 22- July 18.
Last June 22, a unit of MCC – NPA conducted a sniping operation which resulted to 3 casualties on the side of the 94th IBPA in the hinterlands of Sitio Bulo, Brgy. Bantolinao, Manjuyod, Negros Oriental. The soldiers killed are part of the team securing the area for the medical mission sponsored by Police Regional Office 7(PRO 7).
While conducting combat and clearing operation, the joint force of 94th IBPA and 704th Regional Mobile force Batallion we’re ambushed through the use of command detonated explosives (CDX) and exchange of firefight in Sitio Cambugtong, Brgy. Bantolinao, Manjuyod, Negros Oriental. More than 20 recorded casualty on the fascist reactionary side. To save face, only 1dead and 2 wounded was reported to the public.
Meanwhile last July 2, a unit of MCC-NPA foiled the raid attempt of 11th IBPA in Sitio Small Samac, Brgy. Nalundan, Bindoy, Negros Oriental. The unit of MCC-NPA launched a counter offensive and positioned for ambush. The gunfight ensued for an hour which resulted to 10 dead and 6 wounded on the side of the military. No casualty on the NPA side and the unit successfully maneuvered outside the enemies encirclement with the guidance of guerilla tactic’s in warfare.
On othér news, four police killed in an ambush in Sitio Yamot, Brgy. Mabato, Ayungon, Negros Oriental. Aided by a substantive Intel report the enemies plan to conduct another record round of oplan sauron was deferred. Confiscated from their possession are 4 canik 9mm pistol, 9 magazines and 135 ammunition, and a list of names of their targets.
The series of successful tactical offensive was conducted by MCC-NPA to need the call for justice for the victims of extra judicial killings especially for the innocent victim’s of Oplan Sauron 1 and 2.
Oplan Sauron or Synchronized Enhanced Management of Police Operations (SEMPO) is the current fascist move of the Duterte régime to brutally attack the people of Negros. It is characterized by surprise and synchronized attack of target locations; planned arrest or killing of targets. Since its inception last December 2018, it already claimed 21 victims killed and almost 100 illegally arrested on false charges. it has also resulted in forced evacuation and destruction of crops and livelihood of the people.

Based on reports of the concerned NPA command, the four armed personnel of the Philippine National Police were killed in an ambush mounted by the NPA in Ayungon town last week, and were not tortured, contrary to false claims made by Duterte. They were armed adversaries of the NPA and died in a legitimate act of war. Duterte and the police are making up stories in a vain attempt to gain public sympathy.
Unlike the AFP and PNP, the NPA strictly prohibits the use of torture. The NPA’s rules prohibit even lifting a finger against its captives or prisoners. The policies of the NPA are much unlike Duterte’s cruel war that targets civilians with extreme brutality.

PLACER, Surigao del Norte, July 22 – Provincial Government of Surigao del Norte and the city government of Surigao, in collaboration with the 30th Infantry Python Battalion (30IB) conducts a free public concert and haircut together with the Philippine National Police (PNP), Bureau of Fire Protection (BFP), other Government Line Agencies and Jollibee Foods Corporation for a peaceful, orderly, and meaningful State of the Nation Address (SONA) 2019 at Luneta Park, Surigao City, Surigao del Norte.
The “Concert Rally for Peace” aims to bring and promote peace to the people of Surigao del Norte through music and fun. The activity was made possible through the initiative of the provincial government of Surigao del Norte, city government of Surigao City, in collaboration with the Philippine Army, PNP, and the BFP during the SONA. It is way of the government to encourage the Caraganons to support a peaceful conduct of SONA in the province.
Lt. Col Jeffrey A. Villarosa, Acting Commanding Officer of 30IB said, “It is our way of giving our beloved populace an option to celebrate a SONA that is free from intimidation, coercion and disinformation from misguided elements of the Communist NPA Terrorists (CNTs).” It is worthy to highlight that this is the first ever SONA where the CNTs and their legal front organizations were not able to conduct mass protest action at Luneta Park in Surigao City. The day was instead celebrated with good fun, music and merry-making. On lookers even actively participated and rendered their songs by jamming with the 30IB band, the BFP band, the SDN band and the wonderful vocalists of SDN PPO. Jollibee and Twirly even rendered their own dance numbers!
Moreover, to ensure a peaceful and secure SONA celebrations in the province, the 30IB together with the Caraga Regional Mobile Force Battalion (RMFB) and the whole police force of SDN PPO conducted an SDN-wide checkpoint and security operations.

In this regard, all Army units are obliged to change its gear from its traditional task of combating insurgency to perform functions as rescuers and lifesavers if disaster may arise. Response to cope with the effects of disasters is a primary concern of the government. In line with this, the government maximizes the utilization of AFP units particularly the Army.

MANILA — Another group of tribal leaders in Mindanao reached out to the government for the shutdown of a left-leaning local school in Calinan, Davao City.
Sitio Kahusayan Datu George Mandahay, on Tuesday, expressed the need to shut down Salugpungan Ta’tanu Igkanugon Community Learning Center, Inc. as parents have ruled out sending their children to the supposed learning center on suspicion that it is teaching them to rebel against the government.
Slow process
In a press interview in Davao City, Mandahay said the Department of Education (DepEd) follows a slow process on removing the rights of the school to operate on the territories of the tribal groups in Mindanao.
“Tungod kay dugay pa man ang proseso nga ginasunod sa DepEd una masirado ang Salugpungan, mismong mga lumad na ang nagkandado niini kay dili panggobyerno ang ginatudlo didto (Since DepEd takes too much time, the IP leaders themselves did the closure. We have observed that Salugpungan schools are not teaching our children what the government has set),” he said.
Failure
The school is operated by a private organization, Salugpungan Ta’tanu Igkanugon Community Learning Center, Inc., supposedly to enhance the life skills and knowledge of lumad or indigenous people (IP) children but according to the parents of those who attended the center, it has failed to do so.
“Gani ang “a” nga ginatudlo sa mga bata kay armas ug ang “b” kay bala”. Magpakita sila ug nawong sa mga sundalo dayun muingon sila ug “kalaban” (Instead, they teach the kids unlikely. The alphabet goes: a for armas [guns], b for bala
They would even show photos of the soldiers and tell the children they are enemies),” Mandahay explained.
The IPs have requested the DepEd to revoke the recognition of the Salugpungan and build a government-owned public school instead.
This way, they said, they are assured that their children are not taught with subversive ideas.
Compliance evaluation
Davao Region’s DepEd office has also stated that it is now strictly checking the compliance of these Salugpungan schools before issuing a permit to operate for the next school year.
Once it sees non-compliance with requirements including the absence of enrollees, DepEd is bound to shut these schools.
Inaction
In a Congress hearing early this year, Undersecretary Allen Capuyan, Presidential Adviser for IP Concerns, rebuked the DepEd for the seeming inaction on the issue, noting that two big Mindanao groups have officially submitted to the DepEd their respective resolutions, signed by thousands of IPs, regarding the atrocities and requesting investigation.
“With or without the notarized affidavits, DepEd, as a regulating body is duty-bound to evaluate the compliance of Salugpungan schools,” he said.
The Armed Forces of the Philippines (AFP) agreed with Capuyan, saying it has also received many complaints coming from IPs, including the resolutions earlier mentioned.
Major. Gen. Antonio Parlade Jr., AFP deputy chief of staff for Civil-Military Operations, said the complaints and issues regarding the Salugpungan were clearly stated and that complainants executed affidavits were duly notarized.
He also told lawmakers that among the notarized affidavits is one attesting that parents are forced to work on communal farms where half of the profits go to the school and the other half goes to the NPA.
Parlade, who is also a member of the task force to end the communist insurgency, likewise showed several pieces of photographic and video evidence attesting to the allegations made against the kind of “youth training” conducted in Salugpungan schools.
He said this material evidence came from documents recovered during operations, from NPA surrenderers and from IPs who were recruited by the NPA but have since returned to the folds of the law.
“This must be addressed because many of our youth are dying,” Parlade said.
The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.
MANILA — Another group of tribal leaders in Mindanao reached out to the government for the shutdown of a left-leaning local school in Calinan, Davao City.
Sitio Kahusayan Datu George Mandahay, on Tuesday, expressed the need to shut down Salugpungan Ta’tanu Igkanugon Community Learning Center, Inc. as parents have ruled out sending their children to the supposed learning center on suspicion that it is teaching them to rebel against the government.
Slow process
In a press interview in Davao City, Mandahay said the Department of Education (DepEd) follows a slow process on removing the rights of the school to operate on the territories of the tribal groups in Mindanao.
“Tungod kay dugay pa man ang proseso nga ginasunod sa DepEd una masirado ang Salugpungan, mismong mga lumad na ang nagkandado niini kay dili panggobyerno ang ginatudlo didto (Since DepEd takes too much time, the IP leaders themselves did the closure. We have observed that Salugpungan schools are not teaching our children what the government has set),” he said.
Failure
The school is operated by a private organization, Salugpungan Ta’tanu Igkanugon Community Learning Center, Inc., supposedly to enhance the life skills and knowledge of lumad or indigenous people (IP) children but according to the parents of those who attended the center, it has failed to do so.
“Gani ang “a” nga ginatudlo sa mga bata kay armas ug ang “b” kay bala”. Magpakita sila ug nawong sa mga sundalo dayun muingon sila ug “kalaban” (Instead, they teach the kids unlikely. The alphabet goes: a for armas [guns], b for bala
They would even show photos of the soldiers and tell the children they are enemies),” Mandahay explained.
The IPs have requested the DepEd to revoke the recognition of the Salugpungan and build a government-owned public school instead.
This way, they said, they are assured that their children are not taught with subversive ideas.
Compliance evaluation
Davao Region’s DepEd office has also stated that it is now strictly checking the compliance of these Salugpungan schools before issuing a permit to operate for the next school year.
Once it sees non-compliance with requirements including the absence of enrollees, DepEd is bound to shut these schools.
Inaction
In a Congress hearing early this year, Undersecretary Allen Capuyan, Presidential Adviser for IP Concerns, rebuked the DepEd for the seeming inaction on the issue, noting that two big Mindanao groups have officially submitted to the DepEd their respective resolutions, signed by thousands of IPs, regarding the atrocities and requesting investigation.
“With or without the notarized affidavits, DepEd, as a regulating body is duty-bound to evaluate the compliance of Salugpungan schools,” he said.
The Armed Forces of the Philippines (AFP) agreed with Capuyan, saying it has also received many complaints coming from IPs, including the resolutions earlier mentioned.
Major. Gen. Antonio Parlade Jr., AFP deputy chief of staff for Civil-Military Operations, said the complaints and issues regarding the Salugpungan were clearly stated and that complainants executed affidavits were duly notarized.
He also told lawmakers that among the notarized affidavits is one attesting that parents are forced to work on communal farms where half of the profits go to the school and the other half goes to the NPA.
Parlade, who is also a member of the task force to end the communist insurgency, likewise showed several pieces of photographic and video evidence attesting to the allegations made against the kind of “youth training” conducted in Salugpungan schools.
He said this material evidence came from documents recovered during operations, from NPA surrenderers and from IPs who were recruited by the NPA but have since returned to the folds of the law.
“This must be addressed because many of our youth are dying,” Parlade said.
The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP MELCHOR F DELA CRUZ, Gamu, Isabela – The 5th Infantry (Star) Division conducted a gift giving activity to commemorate the 55th birthday celebration of Major General Pablo M Lorenzo AFP, Commander, 5ID held at 5ID Covered Court Camp Melchor F Dela Cruz, Upi, Gamu, Isabela on July 14, 2019.
The said activity benefited 48 grade school pupils with age ranging from 6-17 from Lingap Center of Ilagan City, Isabela and from Brgy Songsong, Upi, Gamu, Isabela. Relatively, the Lingap Center of Ilagan City caters and helps those neglected, abused, exploited, and abandoned children. Further, the beneficiaries also joined the Sunday Mass held at San Lorenzo Ruiz Catholic Church located inside the camp together with the personnel of Division.
The Star Troopers provided the children with school supplies, drawing materials, toys, loot bags, t-shirt, hygiene kits, multi-vitamins, and also prepared foods for them. Aside from that, the Command also organized a simple program for them to enjoy their visit with the Star Division. This includes fun games, mascot preparation, and photo opportunity with Commander and Staff of 5ID.
Meanwhile, MGen Lorenzo appreciated and commended the Division Staffs for conceptualizing and organizing the said activity. “Actually, charity works is what I am silently praying for as a way of giving back the blessings and graces that we receive from the Lord Almighty. Kahit isang araw man lang ay mapaligaya natin sila at maibigay ang konting pangangailangan nila like theseschool supplies and toys.”
“Let’s create a strong foundation to these needy children so that in the near future they will be able to surpass all the challenges they will be facing. Also, let us assist them on their journey towards maturity and most of all help them become a responsible and productive citizen of our country,” MGen Lorenzo stated.
The said activity was also attended by some of the staff of Lingap Center and parents of those from Brgy Songsong, Gamu, Isabela.

CAMP PERALTA, Jamindan, Capiz- The 3rd Infantry (Spearhead) Division under the leadership of Major General Dinoh Dolina commended the municipality of Cuartero, Capiz for condemning the atrocities and for declaring the CPP-NPA-NDF persona non grata.
MGen Dolina said “The municipality of Cuartero is the first town in the province of Capiz to declare the CPP-NPA-NDF persona non grata; hence, we are urging other LGUs in the province to do the same not only to prevent the terrorist group from entering their towns but also to put an end to the decade-long ruthlessness of the communist terrorists”.
“Huwag na natin silang bigyan ng pagkakataon na makapaghasik ng karahasan at sirain ang tinatamasa nating kapayapaan at kaunlaran. Tama lang ang ginawa ninyo na pagdeklara sa CPP-NPA-NDF bilang persona non grata, dahil ang mga kriminal at teroristang katulad nila ay walang puwang sa ating lipunan”, MGen Dolina emphasized.
It was stated in the Resolution No. 1 series of 2019 passed by the Municipal Peace and Order Council on May 08, 2019 that the municipality condemns the atrocities relentlessly committed by the CPP-NPA-NDF since it was established. Said resolution pointed out that the terrorist group has engaged in guerilla warfare against government forces, believing armed revolution to be the solution to replace what it considers the current oppressive system.
It was also emphasized in the resolution that the presence of the terror group threatens the security and development of the municipality and its people.
The Army’s 61st Infantry Battalion has deployed four Community Support Program (CSP) Teams in four CPP-NPA-influenced barangays; San Antonio, Carataya, Puti- an, and Mahunod-hunod all of Cuartero to facilitate the convergence of all stakeholders in addressing the root causes of insurgency and to help ensure the immediate delivery of the government’s basic services.
According to LTC Joel Benedict Batara, Commanding Officer, 61IB, as a result of the deployment of CSP teams, 37 Militia ng Bayan (MB) members and 23 Mass Base supporters from Barangay Carataya, San Antonio and Mahunod-hunod withdrew their support from the CPP-NPA Terrorist by taking their oath of allegiance to the government last February. On March, at least 49 Mass Base supporters from Sitio Tigpaka Daku, San Antonio also took their oath of allegiance to the government.
The effective CSP effort with the overwhelming support of all stakeholders and the desire of the people of Cuartero for sustainable peace and development are all instrumental for the declaration of the CPP-NPA Terrorist as persona non grata.

BANCASI, Butuan City – The 402nd Infantry (Stingers) Brigade situated at the capital of the Caraga Region in Butuan City, in partnership and collaboration with the different Local Government Units and Agencies has been one of the key influencers in the acceleration of Peace and Development in Caraga thru the convergence among peace stakeholders.
For the past decades, Insurgency in the region has been closely linked with the use of natural resources and issues on IPs. Most of Insurgents’ recruit are members of IPs with reported case that 3 out of 4 NPA members are IPs and hindered economic development as they extort money from the business sectors. The region has identified four (4) major conflict lines – Criminality, Insurgency, Resource-based Conflicts and Issues Affecting the Indigenous People, with each of the conflict lines while presented separately, are interconnected.
Hence, the Peace and Development Zone (PDZ) initiated by the Regional Peace and Order Council (RPOC) and Regional Development Council (RDC) was established as a banner program to counter insurgency. It is a peace–building initiative/effort that promotes the establishment of durable peace and prevent the recurrence of violence by addressing the root causes and effects of conflict through reconciliation, institution building, and political as well as economic transformation.
Guerilla Bases were declared as PDZs by the RPOC, and the RDC on July 2018 and was launched at Brgy Sicosico, Gigaquit, SDN on August 28, 2018 being graced by no less than Sec Jesus G Dureza, OPAPP, ASEC Mercedita Sombilla, NEDA and other Military and civilian peace stakeholders. After which, series of meetings was held to conduct in-depth analysis on the identified issues in the conflict affected areas and the geographically isolated and disadvantaged areas.
With the trailblazing achievement set by the Caraga peace stakeholders, the 402nd Brigade acted as key catalyst in synergizing the efforts among peace stakeholders to push forward the government’s effort towards peace and development thru convergence of efforts in various initiatives. Likewise, the Community Support Programs complemented with the Focused Military Operations used as centerpiece framework to address the insurgency problem in Caraga in close cooperation and partnership with the Local Government Units, Local Government Agencies and other stakeholders, have gained significant achievements in driving away CPP-NPA Terrorists (CNTs) from the communities and paving the way for sustainable peace and development.
For the past year, the snow ball of surrenders have rose to an unprecedented number with the government’s revitalized reintegration program, the E-CLIP. Surrenderers realized the futility of the armed struggle and the deception and manipulation made by the CNTs. Since January 2018, a total of two-thousand four-hundred fifty-one (2,451) CNTs and left-leaning organization members and supporters composed of one- hundred eighty (180) regular NPAs, two-hundred eighty-six (286) Milisyang Bayan (MB) and one-thousand nine-hundred ninety-five (1,995) Underground Movement members and supporters, have surrendered and went back to the folds of the law and took an allegiance anew to the government.
Likewise, the immersion of Community Support Program (CSP) Teams in the Barangays in the Brigade’s Area of Responsibility has identified numerous issues encouraging community-based initiatives defined by the local communities. Thru dialogues in assemblies and fora, CSP teams explained the nature of the CNTs and their treachery in infiltrating the barangay thru arouse, organize, mobilize scheme peddled thru deceit and lies resulted to the unparalleled paradigm shift of support by the people. A total of one hundred nine (109) barangays and CADT communities, two (2) municipalities and one (1) province declared the CNTs and its allied left leaning organizations as Persona Non Grata. Said declarations have once and for all ended the influence of CNTs in their areas and accepted the peace and development initiatives of the government they have longed for, for the longest time.
Further, with the relentless focused military operation supported by tip-offs from concerned civilians, a total of one-hundred twenty-one (121) clashes between the troops and the CNTs transpired and resulted to the recovery of one hundred thirty– four (134) assorted firearms and the capture of twenty-two (22) CNTs and killing of thirty (30). Additionally, the discovery and seizure of seventy-one (71) CNT hide outs also proved the unwanted presence of CNTs in the communities indicating that civilians are tired and fed up with the violence and suffering brought about by the CNTs.
Moreover, the creation of Regional Task Force Ending the Local Communist Armed Conflict under EO70 last month has cemented the path to peace and development in Caraga institutionalizing the Whole of Nation Approach in addressing the insurgency problem.
Col Maurito L Licudine, the 402nd Brigade Commander is very optimistic on the operationalization of EO70 which he said even strengthened the Army’s resolved to continue facilitating convergence and sustain the gains in order to end the local armed conflict in Caraga.
“We have the momentum now, while the CNTs and its left leaning organizations desperately imposing threat and terror to influence and control the people, we become more determined to reach the conclusion of this conflict. The launching of the RTF ELCAC is a game changer where agencies and stakeholders speak the same language in addressing the insurgency problem that hounded our country for decades.
The support of the people and the local government units and agencies standing side by side will spell the difference. It’s now or never”, Col Licudine said.
“We are calling on the remaining CNTs and their left-leaning organizations to unite with us and together we shall resolve our conflict in an environment of peace. History has already spoken, armed struggle has only brought us sufferings and derailed our progress. If you aspire for change, then this is the right time to lay down your arms. It is the best time when all people are set and converge for peace, wanting to accelerate and lay the right track in the pursuit for peace and development in Caraga”, Col Licudine ended.

Most of Insurgents’ recruit are members of IPs with reported case that 3 out of 4 NPA members are IPs and hindered economic development as they extort money from the business sectors. The region has identified four (4) major conflict lines – Criminality, Insurgency, Resource-based Conflicts and Issues Affecting the Indigenous People, with each of the conflict lines while presented separately, are interconnected.
Hence, the Peace and Development Zone (PDZ) initiated by the Regional Peace and Order Council (RPOC) and Regional Development Council (RDC) was established as a banner program to counter insurgency. It is a peace–building initiative/effort that promotes the establishment of durable peace and prevent the recurrence of violence by addressing the root causes and effects of conflict through reconciliation, institution building, and political as well as economic transformation.
Guerilla Bases were declared as PDZs by the RPOC, and the RDC on July 2018 and was launched at Brgy Sicosico, Gigaquit, SDN on August 28, 2018 being graced by no less than Sec Jesus G Dureza, OPAPP, ASEC Mercedita Sombilla, NEDA and other Military and civilian peace stakeholders. After which, series of meetings was held to conduct in-depth analysis on the identified issues in the conflict affected areas and the geographically isolated and disadvantaged areas.
With the trailblazing achievement set by the Caraga peace stakeholders, the 402nd Brigade acted as key catalyst in synergizing the efforts among peace stakeholders to push forward the government’s effort towards peace and development thru convergence of efforts in various initiatives. Likewise, the Community Support Programs complemented with the Focused Military Operations used as centerpiece framework to address the insurgency problem in Caraga in close cooperation and partnership with the Local Government Units, Local Government Agencies and other stakeholders, have gained significant achievements in driving away CPP-NPA Terrorists (CNTs) from the communities and paving the way for sustainable peace and development.
For the past year, the snow ball of surrenders have rose to an unprecedented number with the government’s revitalized reintegration program, the E-CLIP. Surrenderers realized the futility of the armed struggle and the deception and manipulation made by the CNTs. Since January 2018, a total of two-thousand four-hundred fifty-one (2,451) CNTs and left-leaning organization members and supporters composed of one- hundred eighty (180) regular NPAs, two-hundred eighty-six (286) Milisyang Bayan (MB) and one-thousand nine-hundred ninety-five (1,995) Underground Movement members and supporters, have surrendered and went back to the folds of the law and took an allegiance anew to the government.
Likewise, the immersion of Community Support Program (CSP) Teams in the Barangays in the Brigade’s Area of Responsibility has identified numerous issues encouraging community-based initiatives defined by the local communities. Thru dialogues in assemblies and fora, CSP teams explained the nature of the CNTs and their treachery in infiltrating the barangay thru arouse, organize, mobilize scheme peddled thru deceit and lies resulted to the unparalleled paradigm shift of support by the people. A total of one hundred nine (109) barangays and CADT communities, two (2) municipalities and one (1) province declared the CNTs and its allied left leaning organizations as Persona Non Grata. Said declarations have once and for all ended the influence of CNTs in their areas and accepted the peace and development initiatives of the government they have longed for, for the longest time.
Further, with the relentless focused military operation supported by tip-offs from concerned civilians, a total of one-hundred twenty-one (121) clashes between the troops and the CNTs transpired and resulted to the recovery of one hundred thirty– four (134) assorted firearms and the capture of twenty-two (22) CNTs and killing of thirty (30). Additionally, the discovery and seizure of seventy-one (71) CNT hide outs also proved the unwanted presence of CNTs in the communities indicating that civilians are tired and fed up with the violence and suffering brought about by the CNTs.
Moreover, the creation of Regional Task Force Ending the Local Communist Armed Conflict under EO70 last month has cemented the path to peace and development in Caraga institutionalizing the Whole of Nation Approach in addressing the insurgency problem.
Col Maurito L Licudine, the 402nd Brigade Commander is very optimistic on the operationalization of EO70 which he said even strengthened the Army’s resolved to continue facilitating convergence and sustain the gains in order to end the local armed conflict in Caraga.
“We have the momentum now, while the CNTs and its left leaning organizations desperately imposing threat and terror to influence and control the people, we become more determined to reach the conclusion of this conflict. The launching of the RTF ELCAC is a game changer where agencies and stakeholders speak the same language in addressing the insurgency problem that hounded our country for decades.
The support of the people and the local government units and agencies standing side by side will spell the difference. It’s now or never”, Col Licudine said.
“We are calling on the remaining CNTs and their left-leaning organizations to unite with us and together we shall resolve our conflict in an environment of peace. History has already spoken, armed struggle has only brought us sufferings and derailed our progress. If you aspire for change, then this is the right time to lay down your arms. It is the best time when all people are set and converge for peace, wanting to accelerate and lay the right track in the pursuit for peace and development in Caraga”, Col Licudine ended.

Mawab, Compostella Valley – The Madaum Agrarian Reform Beneficiaries Association Incorporated (MARBAI) in collaboration with 71st Infantry (Kaibigan) Battalion and other stakeholders conducted Grand Pulong-pulong (GPP) at MARBAI Compound, Purok 8, Brgy Madaum, Tagum City, Davao del Norte on July 25, 2019.
In coordination with different concerned agencies, the GPP was held to reiterate the possibilities of opportunities for the growth of MARBAI as a cooperative.
The Department of Agrarian Reform represented by Engineer Nazario P Monarca, Municipal Agrarian Reform Office Head attended to discuss the processing of Certificate of Land Ownership Award (CLOA) to the Agrarian Reform Beneficiaries (ARBs). Also, Engineer Romeo Y Cabanial, Manager of Land Bank of Philippines Davao City discussed on the payments of every beneficiary and the production price problem.
Madaum Agrarian Reform Beneficiaries Association Incorporated (MARBAI) was formerly known to where legal fronts of Communist NPA Terrorists (CNTs) has penetrated and exploited the people. Accordingly, this place became the home of 300 Indigenous People (IP) refugee who used by the left leaning groups in the conduct of mass demonstrations and rallies. Salugpongan School was also established in the area.
Upon knowing the condition, 71st IB with 10th Civil Military Operations Battalion conducted Community Support Program (CSP) to driven away the presence of terrorist group and its legal fronts in the area. CSP was able to address the concerns of the farmers and the community which led to the cooperation of the MARBAI officials to divulge their allegiance with CNTs and left leaning groups.
With the support of CSP Team, MARBAI submitted necessary document for them to be disaffiliated from Kilusang Mambubukid ng Pilinas (KMP), a left-leaning organization which manipulated the farmers and community.
Further, MARBAI had already submitted requirements for their application as cooperative to Cooperative Development Authority (CDA) and now waiting for the certificate of registration to be awarded.
Lieutenant Colonel Esteveyn E Ducusin, Commanding Officer of 71st Infantry (Kaibigan) Battalion said, “We have worked hand-in-hand and we will continue it to pursue a greater accomplishment for MARBAI. With cooperation and will, we can do it.”
Also, Major Evelment G Malano, Ex-O of 71st IB attended the event to represent Lieutenant Col. Ducusin said, “I would like to congratulate MARBAI for taking steps towards progress. We assure you that the unit will always be of your service to assist your needs for a prosperous MARBAI Cooperative.”
Other personalities who graced the event were Colonel Glenn Jun C Calambuhay, Deputy Brigade Commander of 1001st Infantry (Pag-asa) Brigade; Lieutenant Colonel Noman L Alcovindas, Commanding Officer of 10th CMO Bn; Honorable Ronald S Elliot, City Councilor and a representative of City Mayor Allan Rellon; Honorable Filadelfa D Castillo, Barangay Captain of Brgy San Isidro, Tagum City, and; Honorable Leo C Uy, Barangay Captain, Brgy San Isidro Madaum, Tagum City.
