The communist rebels' armed unit on Tuesday said it will stage attacks to stop the construction of the controversial Kaliwa Dam project for Metro Manila's water supply.
The New People's Army in Quezon province under the Apolonio Mendoza Command said it will "launch tactical offensives to stop the construction of Kaliwa Dam and all anti-people project of the reactionary government posing as 'development projects.'"
"The Kaliwa Dam project will be stopped and the ancestral lands of the Dumagat and Remontado tribe will be free from environmental destruction," according to the statement of deputy spokesperson Eliza “Ka Eli” de la Guerra.
Various groups earlier launched a nationwide campaign targeting 10 million signatures to urge President Rodrigo Duterte to stop the project, noting that the dam will only negatively impact the environment and indigenous people in the area. Under the project, a 27-kilometer tunnel will connect the water source from General Nakar-Infanta in Quezon province to a water treatment plant in Antipolo-Teresa in Rizal province to supply water to Metro Manila and nearby areas.
Of the $231.59-billion project, $211.215 billion in loans will come from China. There’s a pending petition before the Supreme Court to strike down the government’s loan deal with China, citing the track record of Chinese contractors and their alleged fraudulent and substandard work.
The Duterte government has pushed for the construction of Kaliwa Dam since the water interruptions that affected thousands of residents in some portions of Metro Manila and Rizal last March.
The Communist Party of the Philippines has been waging a five-decade insurgency, the longest-running in Asia.

MANILA — Last May 21, before daybreak, the New People’s Army in Northern Samar raided a detachment of the Philippine Army in Lao-Ang, Northern Samar, in response, they said, to the people’s clamor after government troops committed a “slew of blood debts” against the people. Raul Farnacio of the 8th Infantry Division-PA who “boasted of redeploying the 63rd IB from their terrorist siege of Marawi to Northern Samar only to serve as security force for a corruption-ridden road project under the Duterte regime.” He also cited the “blood debts” of the Philippine Army, specifically of the 20th IB led by Lt. Daniel Salvador Sumawang, such as the killing of San Miguel barangay captain Apolinario ‘Kap Pening’ Lebico and the frustrated killing of his son-in-law, as well as the indiscriminate strafing of civilians in Sityo Inuman, Brgy. Tagab-iran, killing resident Melvin Obiado Cabe and seriously wounding his underage child.
The successful NPA raid followed a foiled NPA raid in Viktoria last March where Gen. Ramil Bitong of the 803rd Brigade was quoted in reports as saying the NPA rebels were into extortion activities. Pesante of the NPA-Northern Samar dismissed Bitong’s claim as “fake news.” Pesante countered that Gen. Bitong and other high-ranking military and local government officials are colluding to rake in corruption money from such infrastructure projects (as the Simora-Palapag road) in Samar. He also condemned the military for punishing the civilians for their losses and failure to pursue the Red fighters. “Residents reported that 20th IB soldiers fired a 105 Howitzer towards their barangay, and threatened and terrorized them after the clash.”
Last April in Eastern Visayas, another NPA command criticized the military’s “smear campaigns” against the NPA use of command-detonated bomb, a weapon commonly used by the poor and considered as legitimate weapon under the international humanitarian law.
“Not once has the 8th Infantry Division of the Philippine Army acknowledged the human rights violations committed by its troops, which include the use of artillery and the encampment of at least 8 barangays in Northern Samar last October by elements of the 20th IB, the aerial bombings and helicopter overflights in Brgy. Bay-ang, San Jorge, Samar last January, and the most recent forced surrenders and election-related harassment in several barrios in San Jose de Buan,” the NPA in Eastern Visayas said.
Militarization in Samar has disrupted work in farms, prompting peasant women in other parts of the Philippines to seek donations of school supplies for affected children. “This is significant to poor peasant families whose children usually go to school without any supply, due to lack of sources of livelihood, surging prices and worse, disrupted farm work due to mass military operations,” said Zenaida Soriano, Amihan National Chairperson, in a statement calling for donations early this month.
Since the declaration of Martial Law in Mindanao in March 2017 and Memorandum 32 (placing Negros, Bicol and Eastern Visayas under state of lawless violence since November 2018) peasants and peasant women in Northern Samar have complained of worsening extra-judicial killings, military encampment in public schools and in barangays, forcible mass evacuation affecting 2,423 victims, illegal arrest and detention, series of aerial bombing, psywar and surveillance, destruction of properties, sexual harassment and others.
Peasant and and children support groups have called for the pullout of military troops in the villages and civilian structures saying it is the civilian population, especially those calling for reforms, who are reeling from the stepped up military operation.

She was later released only after news of her arrest sparked public outrage.
The police now say her arrest was a case of mistaken identity. The police claim the information was fed from military intelligence. Valle’s family, however, is correct to point out that her arrest was a clear case of harassment and aims to send a message to people like her who are involved in human rights advocacy, progressive journalism, supporting Lumad community schools and other social involvements that are invariably critical of the Duterte government.
The police and military harassment against Valle is one of the rising number of cases of human rights violations in the Philippines, targeting journalists as well as peasants, workers, teachers, students, urban poor, women, church workers, social workers, lawyers and so on.
The stark case of police and military abuse of power in the harassment against Valle is one of the real reasons why Duterte has rejected the call of international human rights stalwarts for the United Nations to conduct an inquiry into the growing number of killings and rights abuses perpetrated under his terror regime.
In addition to Valle’s harassment case are the unabated killings in Duterte’s drug war, the successive killings of peasants in the Bicol region, Negros and Samar, militarization of rural communities across the country, rampant cases of illegal arrests, trumped-up charges, Red-tagging and threats against social activists.

Red fighters of the RUC strategically used command-detonated explosives and fire maneuver tactics to defeat one squad of enemy troops during 30 minutes of firefight in Little Lanubi, Brgy. Lanubi, in Lao-ang at around 4 in the morning, resulting to the death of Cpl. Alix Saliwan, Cpl. Mark Andrew Abunda and PFC Domingo. They likewise confiscated three R4 rifles, one super 38 caliber pistol, 26 magazines and 382 bullets for M4 rifles, one Harris radio, a pair of night vision goggles, military telescopes, cellphones and other important military equipment.

In connection with the 40th National Reservist Week Celebration with a theme “Laang Kawal: Makabagong Lingkod Bayang Maasahan sa Panahon ng Digmaan, Sakuna at Kapayapaan”, the 15 th Regional Community Defense Group (RCDG) of the Army Reserve Command (ARESCOM) conducted a Joint Closing Ceremony of the Provincial Assembly/Mobilization Test Surigao del Norte and Activation of Joint Reserve Task Force Caraga with Lieutenant General Felimon T Santos Jr, AFP, Commander of the Eastern Mindanao Command as the Guest of Honor and Speaker represented by Major General Franco Nemesio M Gacal, 4th Infantry (Diamond) Division Commander.

In his speech, Major General Gacal thanked and acknowledged the commendable services, volunteerism and commitment to serve of the AFP Reserve Force being a reliable partner in protecting the people and the communities in Eastern Mindanao. He further emphasized that as one of the major partners in peace and development,the AFP will ensure the readiness and proficiency of the Reserve Force thru appropriate training in order to adequately respond in every challenge confronting the nation.
“I personally believe that to ensure effectiveness, efficiency and proficiency of high quality reserve unit, sustained and incessant efforts to educate, train and retrain reservists should be given utmost priority. In fact the best morale that we could offer to our reservists is quality training such as this”, Major General Gacal added.
On his part, Col Licudine, 402nd Brigade Commander believed that recognition of the men and women of the reserve force manifests the support between the civilians and the military. He said “Our reservists do not receive compensation for their services yet they remain professionals and share their time and effort for the well- being of the people. We recognize and commend the spirit of volunteerism, patriotism, and dedication that the reservists have in their hearts. Their participation in shaping the civilian community is worthy of emulation”.
Bancasi, Butuan City – The Commander of the 4th Infantry (Diamond) Division representing the Commander, Eastern Mindanao Command, AFP led yesterday’s Joint Closing Ceremony in connection with the 40th National Reservist Week Celebration in Surigao City, Sunday, around 3:00pm, June 9, 2019 held at Surigao State College of Technology Main Campus, Surigao City.
In connection with the 40th National Reservist Week Celebration with a theme “Laang Kawal: Makabagong Lingkod Bayang Maasahan sa Panahon ng Digmaan, Sakuna at Kapayapaan”, the 15 th Regional Community Defense Group (RCDG) of the Army Reserve Command (ARESCOM) conducted a Joint Closing Ceremony of the Provincial Assembly/Mobilization Test Surigao del Norte and Activation of Joint Reserve Task Force Caraga with Lieutenant General Felimon T Santos Jr, AFP, Commander of the Eastern Mindanao Command as the Guest of Honor and Speaker represented by Major General Franco Nemesio M Gacal, 4th Infantry (Diamond) Division Commander.
More than two-hundred reservists from the Philippine Army, Philippine Navy and Philippine Air Force to include ROTC Cadets have gathered for the said ceremony. Highlighted during the Closing Ceremony were the activation of the Joint Task Force Caraga, the donning of rank of newly installed reservists and awarding of outstanding reservists.
Among those who attended the Closing Ceremony celebration were Rear Admiral Samuel Z Felix, Deputy Chief of Staff for Retirees and Reservists Affairs, J9 of the General Headquarters, AFP who attended the Opening Ceremony of same activity with Governor Sol F Matugas, Provincial Governor of Surigao del Norte on June 08,Also in attendance were Brigadier General Claro A Lozada (RES), Commander of the 2003rd Ready Reserve Infantry Brigade, ARESCOM, AFP; Col Julian C Pacatan, Group Commander of the 15RCDG, ARESCOM; and Col Maurito L Licudine, 402nd Infantry Brigade Commander, 4ID.
In his speech, Major General Gacal thanked and acknowledged the commendable services, volunteerism and commitment to serve of the AFP Reserve Force being a reliable partner in protecting the people and the communities in Eastern Mindanao. He further emphasized that as one of the major partners in peace and development,the AFP will ensure the readiness and proficiency of the Reserve Force thru appropriate training in order to adequately respond in every challenge confronting the nation.
“I personally believe that to ensure effectiveness, efficiency and proficiency of high quality reserve unit, sustained and incessant efforts to educate, train and retrain reservists should be given utmost priority. In fact the best morale that we could offer to our reservists is quality training such as this”, Major General Gacal added.
On his part, Col Licudine, 402nd Brigade Commander believed that recognition of the men and women of the reserve force manifests the support between the civilians and the military. He said “Our reservists do not receive compensation for their services yet they remain professionals and share their time and effort for the well- being of the people. We recognize and commend the spirit of volunteerism, patriotism, and dedication that the reservists have in their hearts. Their participation in shaping the civilian community is worthy of emulation”.

Bancasi, Butuan City – Twenty-three (23) Former Rebels received Financial Assistance under the Enhanced Comprehensive Local Integration Program of Agusan del Norte in today’s 2nd Quarter Provincial Peace and Order Council Special Meeting held at Raquiza Hall, Balanghai Hotel, Brgy Doongan, Butuan City on June 10, 2019.
A total of two million six hundred thirty three thousand pesos (P2, 633, 000.00) was distributed by the DILG Agusan del Norte for E-CLIP Assistance and one hundred five thousand pesos (P105, 000.00) from the DSWD Financial Assistance for the twenty three (23) FRs who decided to abandon the armed struggle in order to live a peaceful life and start their lives anew thru the government’s local integration program.
Honorable Maria Angelica Rosedell Matba, the outgoing Governor and Chairman of the Peace and Order Council in Agusan del Norte led the awarding of E-CLIP assistance to Former Rebels. She encouraged the FRs to help in the peace efforts in their respective communities and promised full education scholarship to the students/pupils of every FR.
Also present during the meeting were: Hon. Dale P Corvera, the incoming Provincial Governor in the province of Agusan del Norte; Hon. Ramon AG. Bungabong, Provincial Vice Governor and PPOC Vice-Chairman; Director Lilibeth A Famacion, CESO III, Regional Director DILG CARAGA; Director Ellen Vee P Chua, Provincial Director of DILG Agusan del Norte and PPOC Secretariat; Col Maurito L Licudine, Brigade Commander of the 402 nd Infantry Brigade together with the Commanding Officers of the 29IB and 23IB; and other PPOC member agencies.
Among the highlights during the PPOC Meeting was the turn-over of Chairmanship of the PPOC Chairperson to the newly elected Governor of Agusan del Norte, Hon Dale Corvera. Col Licudine, the 402 nd Infantry Brigade presented a Memento to the outgoing governor who
is also the newly elected Representative of 1 st District of this province in recognition for her contribution and sterling partnership with the Philippine Army in Caraga.
In his statement, Col Licudine said, “We thank Governor Matba for her invaluable support to the Philippine Army. She brought Agusan del Norte to new heights especially in the government’s counter insurgency campaign such as the creation of Peace and Development Zone and her all out support to the government’s integration program for Former Rebels being the first province in Caraga who distributed the E-CLIP Assistance in CY 2019”.
“The Whole of Nation Approach has been the game changer in uniting all stakeholders and different agencies to counter the insurgency problem. The communist insurgency will soon end as long as we continue our work to bring development and address issues in the conflict affected areas and geographically isolated and disadvantaged areas. We reiterate our call to the remaining CPP-NPA Terrorist to avail the E-CLIP and choose to live peacefully with their families. The Army will continue to be relentless in combatting insurgency to bring peace and development in the communities.
The 23 FRs are composed of four (4) FRs who voluntarily surrendered to 29IB, thirteen (13) FRs from 23IB, and six (6) from the PNP.

These aspiring soldiers who will compose the CSC Class 606 and 607 – 2019 will undergo a rigid Candidate Soldier Course (CSC) cross trained with Jungle Warfare Mountain Operation Course (JWMOC).
The training that will be handled by the training staff of the 3rd Division Training School (3DTS) will instill discipline among candidate soldiers and make them adept in military doctrines, policies and Standing Operating Procedures (SOPs). They will also learn skills in basic weapons and Army Techniques, Tactics and Procedures (TTPs) in order to prepare them to perform duties in the Infantry Squad. The training will also transform them into reliable, responsive and committed enlisted personnel of the Philippine Army.
Out of 839 registered applicants, only 256 selected aspirants successfully passed the strict and meticulous selection processing standard set by the Philippine Army. They underwent a comprehensive and very competitive selection process that include passing the written, physical, and medical exams, trade test, board interviews, and completed the basic clearances from various government agencies.
Major General Dinoh Dolina, Commander 3ID who served as the keynote speaker led the opening of the training; witnessed by spearhead trooper officers and personnel, parents, and friends of the candidate soldiers.
In his message, MGen Dolina reminded the candidates soldiers that entering the military is not just another walk in the park. “Soldiers and warriors are not born, they are made. Soldiery is not just about courage and muscle, you will also encounter academic, aptitude and emotiuonal challenges. You will be subjected to extreme heat and pressure in order to bring out the best in you.”
Further, Dolina congratulated the CL 606 & 607-2019 for making a life-changing decision and thanked their parents and relatives for supporting their dreams .

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP), Department of Education, students, parents and other Pangasinense folks unveiled the memorabilia of late 2nd Lieutenant Jose Bandong Jr on Tuesday, June 11 in Urbiztondo Private High School in Pangasinan.
Bandong hailed from Brgy. Dalaguiring, Urbiztondo, Pangasinan, and is one of the five children of Jose and Edna Bandong. For his primary and secondary education, he attended Dalaguiring Integrated School and Urbiztondo Private High School.
The ceremony was part of AFP’s project entitled “Medal for Valor Recognition.” It aims to highlight the heroism of Medal for Valor awardees and to instil patriotism and nationalism among the young people.
The activity was attended by Lieutenant General Salvador Melchor Mison Jr, AFP Vice Chief of Staff, Major General Bienvenido Datuin Jr, Civil Relations Service, AFP Commander, Mr Julius C Doria, Principal of Urbiztondo Private High School and Mrs Luisa Bandong, wife of the honoree.
The Pangasinense hero distinguished himself for his acts of conspicuous gallantry and intrepidity as the platoon leader under the 24th Infantry Battalion, Philippine Army who died saving his men from certain death on April 10, 1992, in the boundaries of Sagada and Bontoc.
Bandong and his men engaged guerrillas belonging to the New People’s Army’s Chadli Molintas Command and later forced the NPA fighters to withdraw. Bandong’s 35-man unit was preparing to leave the area when one of their teams which was sent ahead to secure the route was suddenly ambushed by NPA reinforcements.
No sooner had the unit linked up again when another group of NPA fighters also showed and began firing at them. In the six-hour gunfight, Bandong was hit with a bullet to the left shoulder.
Based on the accounts of the officers, Bandong later called his troops manning the artillery and gave his final orders: “Fire on my location” as his last resort to save his men and to wipe out the enemy.
His supreme sacrifice of which he earned a posthumous Medal of Valor no doubt saved the lives of his men.

‘Returning 11th IB to bolster peace’

Maj. Gen. Dinoh Dolina, 3rd Infantry Division commander, yesterday said that the return of 11th Infantry Battalion to Negros will boost the peace campaign of the government, and in fast-tracking their clearing efforts in Negros Island.
Dolina, who led the welcome ceremony yesterday for the returning 11IB troops at the port of Dumaguete City, said he anticipates the faster demise of the local terrorist organization in Negros island.
“ We will saturate Negros Island with more troops so we can fill up every inch of the island ,” he said, stressing that the bigger number of troops are not only for combat operations but also for peace and development activities.
The 11IB troops, who arrived Sunday morning in Dumaguete City, on board a Philippine Navy ship, have been reassigned to Mindanao for two years, to prevent the spillover of Abu Sayyaf terrorist group from Basilan and Jolo to Zamboanga City.
I” expect you to show these local terrorists that you are now wiser, deadlier and more dedicated than when you left. I expect you to immediately remind our enemies that the 11IB is here for serious business." Dolina stressed, in his welcome speech before the returning troops.
With the return of 11IB, there are now five Army infantry battalions assigned in Negros Island.
“Remember that like a hammer, 11IB does not only serve as a weapon against those who threaten the lives of our countrymen but is primarily a tool to bring progress and lasting peace,” Dolina said.
To the local enforcement units, chief executives and other stakeholders, Dolina stressed that 11IB will now be working with them once again, in bringing continues progress to the island of Negros.
He re iterated his call to the remaining NPA members in Negros to abandon the senseless armed struggle and to go back to the mainstream society, as their disillusioned comrades did.
Last week, nine former rebels availed of P485,000 financial and livelihood assistance from the national government.
Dolina said that the government is now mobilizing all concerned agencies to address the root causes of insurgency.

“ We will saturate Negros Island with more troops so we can fill up every inch of the island ,” he said, stressing that the bigger number of troops are not only for combat operations but also for peace and development activities.
The 11IB troops, who arrived Sunday morning in Dumaguete City, on board a Philippine Navy ship, have been reassigned to Mindanao for two years, to prevent the spillover of Abu Sayyaf terrorist group from Basilan and Jolo to Zamboanga City.
I” expect you to show these local terrorists that you are now wiser, deadlier and more dedicated than when you left. I expect you to immediately remind our enemies that the 11IB is here for serious business." Dolina stressed, in his welcome speech before the returning troops.
With the return of 11IB, there are now five Army infantry battalions assigned in Negros Island.
“Remember that like a hammer, 11IB does not only serve as a weapon against those who threaten the lives of our countrymen but is primarily a tool to bring progress and lasting peace,” Dolina said.
To the local enforcement units, chief executives and other stakeholders, Dolina stressed that 11IB will now be working with them once again, in bringing continues progress to the island of Negros.
He re iterated his call to the remaining NPA members in Negros to abandon the senseless armed struggle and to go back to the mainstream society, as their disillusioned comrades did.
Last week, nine former rebels availed of P485,000 financial and livelihood assistance from the national government.
Dolina said that the government is now mobilizing all concerned agencies to address the root causes of insurgency.

The United States Coast Guard is monitoring intrusions by the Chinese militia in the South China Sea, an official said on Tuesday, June 11.
"We have been following the militia and some of the activity," US Coast Guard Pacific Area Commander Vice Admiral Linda Fagan told reporters in a teleconference, calling from their headquarters in Alameda, California.

According to Fagan, the operations of the US Coast Guard has been "consistent" in the decades that it has patrolled the Asia Pacific region. She noted, however, that their present deployment is a case of a "return to engagement."
The US Coast Guard, Fagan emphasized, has two natures: it operates with the US Armed Forces, but at the same time, it also enforces US and international laws.
"We are very much interested in engaging with partner nations and using our authorities and capacity-building in a way that is helpful and beneficial to particularly some of the small island nations who struggle with their own EEZ (exclusive economic zone) enforcement," Fagan said.
One of those vulnerable countries is the Philippines, which, despite the landmark Hague ruling declaring China's expansive claims in the South China Sea as invalid, has not been able to secure its islands in the West Philippine Sea.
Fagan said that they could help struggling countries by sending "a small team" to train the local coast patrollers.
The goal, she said, is to teach how to "guard against fishings incursions or other law enforcement capacity, to bolster the capacity and the authority and the ability to generate their own, protect their own sovereignty."

LIPA CITY - The Philippine Air Force has rolled out its advocacy for peace at the Fernando Air Base in Lipa City this June 7 in support of the national task force working to end insurgency in the Philippines.
Col. Gerardo Zamudio, Jr. of the Office of the Assistant Chief of Air Staff, said the the peace advocacy is in support of the national task force working to end the Communist armed conflict pursuant to Executive Order 70 that President Duterte signed in December 2018.
In line with the peace advocacy, the PAF also launched on Saturday, June 8 the multi-sectoral forum Usapang Pangkapayapaan, Usapang Pangkaunlaran Timog Luzon (Up Up, Timog Luzon) and Project Tinta which are both platforms for the government to discuss its whole of nation approach in ending insurgency.
Major General Antonio Parlade, Jr., Deputy Chief of Staff of Armed Forces for Civil Military Operations and a national task force official, has been working on an information campaign to end insurgency and bring about peace in the country.
“This advocacy is meant to unify our government efforts in working towards achieving peace. We hope to see an end to the insurgency problem before the end of the Duterte administration,” Parlade said.
The Philippine Information Agency is part of the government task force designated as chair of the strategic communication cluster.
Other state agencies in Calabarzon region have organized an action plan to address the root cause of insurgency ranging from establishing more government presence in the communities, improving accessibility and delivery of services to basic sectors and partnering with the private sector in opening up employment opportunities.

After almost three years of being away from Negros Oriental, the 11th Infantry “Lapu-Lapu” Battalion (11IB) of the Philippine Army has finally returned to this Central Visayas province to help government efforts in addressing the insurgency problem posed by the Communist Party of the Philippines-New People’s Army (CPP-NPA).
Lt. Col. Carlo Ferrer, battalion commander of the 11IB, led the estimated 500-strong troops on Monday during arrival ceremonies held at the Port of Dumaguete City, where government officials, led by Gov. Roel Degamo, welcomed them.
The returning troops arrived on board the Philippine Navy ship BRP Tarlac.
The soldiers are back on orders of President Rodrigo Duterte to beef up the military force in Negros after staying in Mindanao for two years and nine months, Ferrer said in a media interview.
It was not immediately known which area of operations they will be assigned to but "we are prepared to be assigned anywhere as we are soldiers,” Ferrer said.
The battalion will proceed first to Camp Leon Kilat in Tanjay City while the troops are being oriented on their assignments.
The majority of the returning soldiers of the 11IB have already been deployed here previously and about half of the battalion have their families in Negros, Ferrer added.
He said that their standing order is to help "eradicate the insurgency in Negros Oriental", although there is no timeline because it all depends on the military’s assessment of the CPP-NPA.
The arrival of the 11IB to Negros Oriental brings to five the number of Philippine Army battalions on Negros Island to hasten the end to the insurgency and to help in the development of the affected areas, he said.
Two of the battalions, the 94IB and the 11IB, are currently in Negros Oriental,
Meanwhile, Gov. Roel Degamo, upon receiving the 11IB, reassured the troops of the full support of the provincial government as he also expressed optimism that with their return, the insurgency problem in Negros Oriental will be significantly addressed.
Degamo said the Capitol would be providing soldiers living quarters.
He appealed to civil society to help the Philippine Army to achieve lasting peace because the latter cannot do this alone.
Also, taking up arms is not the only solution to the insurgency, as there are other non-combat ways to address the problem, he added.
Meanwhile, Maj. Gen. Dinoh Dolina, the commander of the 3rd Infantry Division, the original mother unit of the 11IB, commended the battalion for a job well done in Zamboanga even as he challenged the troops that there is still a lot to be done because the CPP-NPA is still an “inconvenience and a hindrance” to the people and the island even though their numbers have already diminished.
Another ranking Army official, Brig. Gen. Ignacio Madriaga, commander of the 303rd Brigade, said that the CPP-NPA is no longer “a force to reckon with” because their number is no longer “significant but they can still do terroristic atrocities” such as liquidation of innocent civilians.
For his part, Police Col. Raul M. Tacaca said the police in Negros Oriental are happy because they now have more allies to help them in their fight against insurgency and criminality.
The military and police officials expressed hope that with the participation of the local government units and the people, the common desire to win a lasting peace in Negros Oriental can be achieved in due time.

Maj. Helen Galvez, Police Regional Office 9 (Zamboanga Peninsula) information officer, said the incident happened in Barangay Baluno at the provincial capital of Isabela City at about 7:45 a.m. Tuesday.
Galvez identified the victims as Isma Abing Sabdani, 40, the motorcycle driver; Hamja Sabdani, 18; Radmi Samonte, 14; Steefi Gimeno, 13; Krizzle Andico, 15; Keith Lawrence Andico; and Charmaine Enriquez, 14.
Police investigation showed the two vehicles were traveling from the opposite direction and collided after the motorcycle encroached on the lane being traversed by the KM-450 military truck driven by Ahmad Awali, 46, a soldier.
The KM-450 truck belongs to the Army’s 104th Infantry Brigade.
Galvez said Sabdani, the motorcycle driver, sustained serious head injury and fractured right leg while the other victims, who are all his passengers, suffered minor injuries.

The remaining four amphibious assault vehicles (AAVs), out of the eight ordered from South Korean defense manufacturer Hanwha Techwin, will be delivered in August.
This was confirmed by Philippine Navy (PN) spokesperson Captain Jonathan Zata when sought for an update on the project's status Tuesday.
"The expected arrival of the four remaining AAVs is expected this August," he said in a message to the Philippine News Agency.
The AAVs, along with four vehicles that arrived last May, will be used by the Philippine Marine Corps (PMC) and will be based in two strategic sealift vessels, the BRP Tarlac (LD-601) and BRP Davao Del Sur (LD-602), boosting the ships' "limited sea basing capabilities".
Zata said the AAVs will be commissioned by the PMC once it has successfully completed its Technical Inspection and Acceptance Committee evaluations shortly after its August arrival.
The AAV contract is worth PHP2.42 billion.
The first batch of four amphibious assault vehicles will be commissioned this June 17, also the 121st PN founding anniversary, during ceremonies at Naval Base Heracleo Alano, Sangley Point, in Cavite.
These vehicles are armed with .50 caliber machineguns, 40-mm grenade launchers and smoke launchers.
"The PMC (Philippine Marine Corps) is essentially an amphibious ready force and part of our doctrine is that they can be embarked in our landing docks. Part of the doctrine is the so-called 'limited sea basing', which means that a battalion of Marines is always on board, at any one time, ready for any possible exigencies," Zata earlier said.

The China-Philippines cooperation has been "greatly reinforced" in the past three years, a ranking official of the Chinese Embassy in Manila said on Monday as the two states celebrate 18th Friendship Day.
"Since President Duterte took office in 2016, under the strategic guidance of our two leaders, China-Philippines relations have witnessed turnaround, consolidation, and elevation, and entered a new golden age," said Embassy Chargé D'affaires a. i. Tan Qingsheng at the reception for the 121st Independence Day of the Philippines and the 18th China-Philippines Friendship Day.
"Our strategic coordination on bilateral and international affairs has been greatly reinforced," he said.
Tan highlighted the milestones Beijing and Manila achieved over the past three years, such as the signing of cooperation documents.
President Rodrigo Duterte and President Xi Jinping have already met for seven times, with more than 20 agreements inked during the latter's visit in the Philippines last year.
"(This) elevated our bilateral relationship to comprehensive strategic cooperation," Tan said.
Over the past three years, the series of dialogue and consultation mechanisms have also been revitalized, such as in foreign affairs, defense, energy, economy, and trade consultations, the envoy said.

After retraining and refurbishment, the Philippine Marine Corps (PMC) on Tuesday announced that its Marine Battalion Landing Team (MBLT)-8 will be deployed to Sulu soon to help in ongoing operations aimed at neutralizing the Abu Sayyaf Group (ASG) terrorist threat.
Marine Capt. Felix Serapio Jr., PMC spokesperson, said the looming deployment of MBLT-8 is in line with President Rodrigo R. Duterte's guidance to focus operations in Sulu so that the ASG threat can be defeated.
This is also why the Philippine Army has earlier deployed its 1st Brigade Combat Team to the province, he added.
Serapio declined to comment on when the MBLT-8 will be deployed to Sulu and stressed that the higher headquarters, from the Philippine Navy and Armed Forces of the Philippines, will decide on when the unit will be sent to Sulu.
MBLT-8 was declared as an operational unit during short ceremonies at the Bonifacio Naval Station Parade Ground, Naval Station Jose Francisco, Fort Bonifacio, Taguig City with PMC Commandant, Major Gen. Alvin Parreño, gracing the Tuesday morning event.
Retraining of the MBLT-8 took nine months, Serapio said.

After retraining and refurbishment, the Philippine Marine Corps (PMC) on Tuesday announced that its Marine Battalion Landing Team (MBLT)-8 will be deployed to Sulu soon to help in ongoing operations aimed at neutralizing the Abu Sayyaf Group (ASG) terrorist threat.
Marine Capt. Felix Serapio Jr., PMC spokesperson, said the looming deployment of MBLT-8 is in line with President Rodrigo R. Duterte's guidance to focus operations in Sulu so that the ASG threat can be defeated.
This is also why the Philippine Army has earlier deployed its 1st Brigade Combat Team to the province, he added.
Serapio declined to comment on when the MBLT-8 will be deployed to Sulu and stressed that the higher headquarters, from the Philippine Navy and Armed Forces of the Philippines, will decide on when the unit will be sent to Sulu.
MBLT-8 was declared as an operational unit during short ceremonies at the Bonifacio Naval Station Parade Ground, Naval Station Jose Francisco, Fort Bonifacio, Taguig City with PMC Commandant, Major Gen. Alvin Parreño, gracing the Tuesday morning event.

For many decades, thousands of soldiers have made the ultimate sacrifice to ensure that citizens have a peaceful and secure environment conducive to national development," said AFP chief-of-staff Gen. In line with this, the AFP chief urged all Filipinos to continue treasuring and using their freedom to become productive members of society.

A ranking official of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) scored Communist Party of the Philippines (CPP) founding chairperson Jose Maria "Joma" Sison for continuing to live in the past and trying to force his long-dead communism ideology to a country and people who are clearly not supportive of it.
Major Gen. Antonio Parlade, Jr., who is also Armed Forces of the Philippines (AFP) Deputy Chief-of-Staff for Civil-Military Operations, said the communist leader's views are so "ungrounded and jurassic" as the issues surrounding his calls for revolution are long gone.
"JMS (Jose Maria Sison) is so ungrounded and jurassic. He talks of conditions in (the) 60s to 80s (It's the 21st century and the ISMs (Imperialism, Feudalism and Capitalism), which are the basis for his communist revolution, are non-issues anymore. Communism is dead and those communist frameworks he copied have since turned to capitalism," he said in a statement Tuesday.
Stuck in the past
The issues in the 1960s and 1980s Parlade is referring to are rampant human rights abuses, martial law, a debt crisis, extreme poverty and severe underemployment among others.
He said the enemy that Sison and his cohorts have been trying to fight and defeat for so long have been replaced.
"The imperialist he was trying to fight has been replaced by another communist cum capitalist state. Sure we are still a feudalistic society but a lot has changed to the point that the mass supporters he is talking about have abandoned his cause. They have spoken last election and affirmed their support to PRRD (President Rodrigo R. Duterte) and his candidates. This scares Joma," Parlade added.
The NTF ELCAC official was referring to the massive defeat of the Makabayan bloc and its allies in the recently-concluded May 13 mid-term elections while a majority of candidates endorsed by the Chief Executive have managed to clinch significant victories in the polls.
Parlade attributed the defeat of the CPP and its political allies in the elections to ongoing government efforts to inform the public of the duplicitous and illegal activities of the communist rebels.
"The CPP got a heavy dose of the antidote for the propaganda they have been peddling for 50 years -- the truth. The truth (serum) shared by the government to the people was a bitter pill to swallow but worked. There is no way it won't because it’s the truth," he said.
Ugly truth
Despite the best efforts of the CPP to counter or suppress the government's information drive, with the help of their various allies, the ugly truth about the communist rebels still managed to reach the minds of the discerning public.
"No matter how much they attempted to suppress it through the echelons of their allies in the media, even the church, the bureaucracy, the international community and international organizations, the basic and peasant sectors, and even the professional sectors which include the lawyers and fake human rights advocates, the truth had a way of coming out. The people, especially the vulnerable sectors which the CPP has exploited are not stupid. Now they are awake," he said.
The CPP's credibility, he added, was also hard hit by its ongoing efforts to silence and kill Indigenous Peoples (IPs) resistance to their propaganda in Mindanao and continuing surrenders from their fighters and supporters who all made public various illegal activities being conducted by the communist rebels to get funding from here and abroad.
"What’s with the daily surrenders and the subsequent revelations that these former rebels are saying? What’s with all the defection that's happening from the CPP ranks which now expose how they manage to generate funding from foreign NGOs using bogus advocacies like Climate Change Initiative, Save our 'Communist' Schools, forced 'Bakwit', and selective human rights advocacies, which these defectors have clearly admitted to be fundraising activities for CPP-NPA-NDF (New People's Army-National Democratic Front) armed rebellion?" he said.
Parlade added that CPP-NPA efforts to tarnish and destroy the government with allegations of red-tagging, harassments and twist facts to suit their illegal means have clearly "boomeranged" as proven by an estimated 1.6 million supporters who dropped them like a hot rotten potato during the last elections.
"No matter how much their propagandists twist the facts, with their fabricated reports of drug-related killings, human rights abuses, harassment and intimidation, and even with their filing of writs of amparo and habeas data, to dramatize these perceived threats on their person, some 1.6 million former supporters junked them last election. The only CPP party-list who gained additional votes compared to last year was Bayan Muna, owing to the fact that it is listed as No. 1 among the choices. This is even hard to explain if a fair and transparent drawing of lots was followed. Even then, the result of the last election was a clear verdict that JMS is now worrying about," he added.
Creepy agenda
With the ranks of the communist rebels now badly decimated, Parlade finds it ludicrous that Sison and his supporters are pushing for the reopening of another round of peace talks with the government.
And yet, when the duly-elected government is asking questions on some aspects of their Comprehensive Agreement on Social and Economic Reforms (CASER) like the demobilization of the AFP instead of the NPA; if and when the government will sign a final peace agreement; rescind existing laws like Indigenous Peoples' Rights Act of 1997; and the Agricultural Modernization Act, the communist rebels are largely silent.
"Many of their demands prove disastrous to our people and state and they are not transparent about it. Even their allies in the media are so afraid to see these issues in print. Who is afraid of the truth?" Parlade added.
The Filipino people, he said, deserve to know the real agenda of the CPP-NPA in pushing for peace talks especially those calling for the disbandment of the AFP should negotiations with the communist rebels go forward.
"Don't you think they should know about the disbandment of their armed forces should the peace talks succeed? How irrelevant is this issue for the media not to publish?" he added.
"So my question is not for JMS. It is for our media partners. Indeed, what has happened to balanced news? Will these not sell?" Parlade said.
He expressed doubts whether it is fair for the new and coming generations to be bombarded by another 50 years of lies and deceptions coming from the CPP-NPA, which is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand and the Philippines.
"What about the freedom we are celebrating tomorrow? Do we want another 50 years of deception and conflict with these communist terrorists? And hope to see a more independent Philippines by promoting more lies and deception from the CPP? Let's ask our children if this is fair to them," he added.

Members of the Government Implementing Panel have begun their camp visits and “conversations” in the six camps of the Moro Islamic Liberation Front (MILF) in preparation for the implementation of the Normalization Track of the Comprehensive Agreement on the Bangsamoro (CAB) this year.
The panel visited Camp Bushra, one of the six camps of the MILF identified in the peace agreement that is poised to be transformed into a peaceful and resilient community.
Other camps include Camp Bilal, Camp Rajamuda, Camp Abubakar, Camp Bad’r, and Camp Omar.
The event is part of the information and education campaign of the government panel to further enhance the communities within and near MILF camps understanding of the Bangsamoro peace process, particularly the Normalization Track, which includes the decommissioning of MILF forces and weapons.
Gloria Jumamil-Mercado, the chair of the Government Implementing Panel and Undersecretary of the Office of the Presidential Adviser on the Peace Process (OPAPP), ensured that “inclusive approach” will be employed in the planning and implementation of programs under the Normalization Track.
“Ang gagawin natin, magkakaroon ng malalim na pag-uusap at konsultasyon sa inyong lahat para ang maibaba ng gobyerno ay mga bagay na gusto at kailangan ninyo…para manggaling ang plano sa inyo at hindi sa labas. (We will be having in-depth conversations and consultations with you so that the government will be able to download what you really want and need…so that the plan will be coming from you and not from the outside),” she told residents here.
The Normalization Process is one of the annexes of the CAB signed between the Philippine government and the MILF in 2014.
The peace agreement has two tracks: the Political Track, which pushed for the passage of the Bangsamoro Organic Law (BOL), and the Normalization Track, which covers the decommissioning of MILF fighters and their weapons, the dismantling of Private Armed Groups, as well as the transformation of several camps into progressive and resilient communities.
President Rodrigo Roa Duterte had earlier signed the Executive Order No. 79 on the implementation of the MILF Normalization. It is a comprehensive plan of the national government that is designed to aid former combatants, their families, and their communities as they undergo the delicate transition process.
The normalization process has four major components: the security aspect, socio-economic development program, confidence-building measures, and transitional justice and reconciliation.
Working GPH Implementing Panel
Mercado noted the “new panel is a working panel” that aims to help the Bangsamoro Transition Authority (BTA) -- the interim government of the Bangsamoro Autonomous Region in Muslim Mindanao -- realize the genuine aspirations of the Bangsamoro people anchored on good and moral governance.
She assured the MILF members here that the programs and projects they have identified for their community will be implemented under the Bangsamoro Transition Plan and the Bangsamoro Integrated Development Plan.
Sense of ownership
Panel member and OPAPP Assistant Secretary Ma. Cecilia Papa said it is very important for the members of the camps to have a sense of ownership in designing and identifying the socio-economic interventions for their communities.
“For change to happen, we in the government is here so that the consultation is not limited to the government only, your needs will also be heard,” said Papa, who leads the unit handling Transitional Justice and Reconciliation component of the Normalization Track.
From counterpart to partner
For his part, OPAPP Assistant Secretary Dickson P. Hermoso, who is also a panel member, explained the different bodies that will be created under the security aspect of the normalization program.
This includes the Joint Peace and Security Teams that will need at least 6,000 personnel. Half of this number will come from the MILF, who will undergo proper military training.
These bodies will form part of the transitional security arrangements that will ensure peace and order in the communities as the MILF fighters undergo the decommissioning process.
The transitional security arrangements will also deal with the disbandment of private armed groups, resolution of clan-ethnic conflict and the proliferation of loose firearms.
“We will not leave you. We will be with you. That is the essence of partnering, we will be together,” Hermoso said.
"We are no longer counterparts but partners," he added.
Socio-economic interventions
Panel member Ariel Hernandez emphasized the critical stages on the transformation of the combatants and the camps.
He admitted that the “negotiation phase was difficult; the implementation phase will be a complex one.”
Hernandez said the community will undergo the processes of various extensive exposure programs, inclusive planning within and among community stakeholders, community-based trainings, agreement on projects to be implemented, and finally, utilization of funds.
“Mahal ang pagbabago pero mas mahal kung palaging may giyera (Development is costly but war is more expensive),” he pointed out.
The socio-economic package will focus on the following levels: camp transformation for basic and life sustenance, scholarships, school buildings, farm-to-market roads and other infrastructure components. The component also includes sustainable livelihood for employment and business and community resiliency.
MILF Central Committee Member Samanoding Sansarona, who warmly welcomed the members of the panel in Camp Bushra, said the event is very important for their members to fully understand the decommissioning process.
He said the conversation between the GPH Implementing Panel and the members of their community is very critical.
“The panel explained to us the measures that will alleviate the living conditions of different communities,” he said.
“It is timely and beneficial to the members of the Bangsamoro who suffered the hardship and sacrifices in the struggle,” Sansarona said, adding that the visit of the panel is an indication that President Rodrigo Roa Duterte is “sincere in his actions for the aspirations of the Bangsamoro come to reality.”

Members of the Government Implementing Panel have begun their camp visits and “conversations” in the six camps of the Moro Islamic Liberation Front (MILF) in preparation for the implementation of the Normalization Track of the Comprehensive Agreement on the Bangsamoro (CAB) this year.
The panel visited Camp Bushra, one of the six camps of the MILF identified in the peace agreement that is poised to be transformed into a peaceful and resilient community.
Other camps include Camp Bilal, Camp Rajamuda, Camp Abubakar, Camp Bad’r, and Camp Omar.
The event is part of the information and education campaign of the government panel to further enhance the communities within and near MILF camps understanding of the Bangsamoro peace process, particularly the Normalization Track, which includes the decommissioning of MILF forces and weapons.
Gloria Jumamil-Mercado, the chair of the Government Implementing Panel and Undersecretary of the Office of the Presidential Adviser on the Peace Process (OPAPP), ensured that “inclusive approach” will be employed in the planning and implementation of programs under the Normalization Track.
“Ang gagawin natin, magkakaroon ng malalim na pag-uusap at konsultasyon sa inyong lahat para ang maibaba ng gobyerno ay mga bagay na gusto at kailangan ninyo…para manggaling ang plano sa inyo at hindi sa labas. (We will be having in-depth conversations and consultations with you so that the government will be able to download what you really want and need…so that the plan will be coming from you and not from the outside),” she told residents here.
The Normalization Process is one of the annexes of the CAB signed between the Philippine government and the MILF in 2014.
The peace agreement has two tracks: the Political Track, which pushed for the passage of the Bangsamoro Organic Law (BOL), and the Normalization Track, which covers the decommissioning of MILF fighters and their weapons, the dismantling of Private Armed Groups, as well as the transformation of several camps into progressive and resilient communities.
President Rodrigo Roa Duterte had earlier signed the Executive Order No. 79 on the implementation of the MILF Normalization. It is a comprehensive plan of the national government that is designed to aid former combatants, their families, and their communities as they undergo the delicate transition process.
The normalization process has four major components: the security aspect, socio-economic development program, confidence-building measures, and transitional justice and reconciliation.
Working GPH Implementing Panel
Mercado noted the “new panel is a working panel” that aims to help the Bangsamoro Transition Authority (BTA) -- the interim government of the Bangsamoro Autonomous Region in Muslim Mindanao -- realize the genuine aspirations of the Bangsamoro people anchored on good and moral governance.
She assured the MILF members here that the programs and projects they have identified for their community will be implemented under the Bangsamoro Transition Plan and the Bangsamoro Integrated Development Plan.
Sense of ownership
Panel member and OPAPP Assistant Secretary Ma. Cecilia Papa said it is very important for the members of the camps to have a sense of ownership in designing and identifying the socio-economic interventions for their communities.
“For change to happen, we in the government is here so that the consultation is not limited to the government only, your needs will also be heard,” said Papa, who leads the unit handling Transitional Justice and Reconciliation component of the Normalization Track.
From counterpart to partner
For his part, OPAPP Assistant Secretary Dickson P. Hermoso, who is also a panel member, explained the different bodies that will be created under the security aspect of the normalization program.
This includes the Joint Peace and Security Teams that will need at least 6,000 personnel. Half of this number will come from the MILF, who will undergo proper military training.
These bodies will form part of the transitional security arrangements that will ensure peace and order in the communities as the MILF fighters undergo the decommissioning process.
The transitional security arrangements will also deal with the disbandment of private armed groups, resolution of clan-ethnic conflict and the proliferation of loose firearms.
“We will not leave you. We will be with you. That is the essence of partnering, we will be together,” Hermoso said.
"We are no longer counterparts but partners," he added.
Socio-economic interventions
Panel member Ariel Hernandez emphasized the critical stages on the transformation of the combatants and the camps.
He admitted that the “negotiation phase was difficult; the implementation phase will be a complex one.”
Hernandez said the community will undergo the processes of various extensive exposure programs, inclusive planning within and among community stakeholders, community-based trainings, agreement on projects to be implemented, and finally, utilization of funds.
“Mahal ang pagbabago pero mas mahal kung palaging may giyera (Development is costly but war is more expensive),” he pointed out.
The socio-economic package will focus on the following levels: camp transformation for basic and life sustenance, scholarships, school buildings, farm-to-market roads and other infrastructure components. The component also includes sustainable livelihood for employment and business and community resiliency.
MILF Central Committee Member Samanoding Sansarona, who warmly welcomed the members of the panel in Camp Bushra, said the event is very important for their members to fully understand the decommissioning process.
He said the conversation between the GPH Implementing Panel and the members of their community is very critical.
“The panel explained to us the measures that will alleviate the living conditions of different communities,” he said.
“It is timely and beneficial to the members of the Bangsamoro who suffered the hardship and sacrifices in the struggle,” Sansarona said, adding that the visit of the panel is an indication that President Rodrigo Roa Duterte is “sincere in his actions for the aspirations of the Bangsamoro come to reality.”
