ZAMBOANGA CITY -- New soldiers, who will be assigned to the Army’s 1st Infantry Division, have been challenged “to walk according to the living ideals of soldiery”.
Brig. Gen. Roberto Ancan, Army’s 1st Infantry Division commander, issued the challenge Friday as keynote speaker of the closing ceremony of the Candidate Soldier Course (CSC) Classes 567 and 568-2018 at the division headquarters in Camp Sang-an, Labangan, Zamboanga del Sur.
A total of 283 soldiers comprised the graduating batch, of whom 259 are males and 24 are females.
“Your journey has just begun. Always uphold the virtues of the AFP (Armed Forces of the Philippines) and serve with pride and honor, and do not forget to seek help and guidance from our God Almighty,” Ancan told the graduates.
The new soldiers successfully completed 10 months of rigid training that is cross-trained with Jungle Warfare Mountain Operation Course (JWMOC) conducted at the 1st Division Training School in Upper Pulacan, Labangan, Zamboanga del Sur.
The training provided them the basic knowledge and skills of soldiery, and developed their character that made them strong and lethal warrior-members of the AFP.
Ancan also thanked the family, especially the parents of the graduates, for entrusting their sons and daughters to the armed forces to become part of the noble profession of arms. He also reminded them that military career is a life of service and danger, but nonetheless a patriotic life that one could be proud of.
The new graduates will be deployed to the different field units under the administrative control of the Army’s 1st Infantry (Tabak) Division to further strengthen the fight against violence and terrorism and sustain the peace and development initiatives in Western Mindanao.

The BRP Gregorio Velasquez (AGR-702), a research vessel assigned to the Philippine Navy, arrived at Pier 13, Manila South Harbor on Friday after a two-month mission off the seaboards of Occidental Mindoro, Palawan, Tawi-Tawi, and Zamboanga Del Sur.
The ship, which was designated Naval Task Group (NTG) 80.7 "Survey", and her crew were welcomed by Fleet-Marine Ready Force head, Commodore Toribio Adaci Jr.
The task group is composed of 100 officers and enlisted personnel headed by Commander Benjo Negranza, skipper of BRP Gregorio Velasquez, Navy spokesperson, Capt. Jonathan Zata, said.
The NTG 80.7 left last March to undertake hydrographic and research in selected areas in the archipelago to contribute to the continued safe navigation of naval vessels, as well as bring the Navy closer to communities in hard-to-reach islands.
"Your arrival from a successful mission underscores your professionalism, dedication, hard work and collective effort. Most importantly, your success bespeaks well of your selfless devotion and unwavering zeal towards the accomplishment of your mission," Adaci said.
Meanwhile, Negranza said the two-month mission made them better appreciate the important role the Navy plays in protecting and preserving the country's maritime resources and in keeping in touch with the Philippines' rich maritime heritage.
The undertaking also highlighted the capacity of the sailor-scientists, who provide the organization competence in the fields of hydrographic research. It further manifests the evolution, development and expansion of the Navy’s capabilities in reaching out even to the archipelago’s remotest island communities.
The BRP Gregorio Velasquez is the sole asset of the Philippine Navy capable of conducting oceanographic and hydrographic survey.
The BRP Gregorio Velasquez (formerly the RV Melville) was one of the two former American ships pledged by then president Barack Obama during his visit to the Philippines during the APEC Leaders’ Summit in November 2015.
The other ship was the USCGC Boutwell, which has been renamed to BRP Andres Bonifacio (PS-17), and the third Hamilton-class cutter in the service of the Philippine Navy.
The BRP Gregorio Velasquez was commissioned into service in June 2016.

As of posting, the “Ride! Ride! Ride! to End Communist Insurgency” movement was gathering volunteers along the way via their eight-stop route from the Quezon City Memorial Circle (QCMC) to Edsa Monumento in Caloocan, C4, C3, Roxas Blvd., Mall of Asia, the Eastern Police District area back to QCMC.
One of the riders, Ryan Favor, said at least 50 from his group, the Angkas Riders Quezon City chapter, decided to join the motorcade believing this could raise "awareness" of the need to end the local communist conflict.
Favor said this movement could also help distinguish groups allegedly linked to the communist rebels seeking elective government posts.
"Ngayon lang namin nalaman na 'yong ibang party-list pala kahanay ng CPP-NPA (Communist Party of the Philippines - New People's Army). Hindi ko alam kung anong party-lists ang may mga (koneksyon sa) CPP-NPA. Ngayon, at least may idea na kami (We just knew that some party-lists are linked to the CPP-NPA. I didn't know what party-lists are connected with them, but at least know we have an idea)," he said in an interview.
"Kami sa grupo mag-uusap-usap kami na wala dapat 'yong mga kaanib sa CPP-NPA ang iboboto (After this, we'll discuss the list of party-lists who are tagged as part of the CPP-NPA)," he added.
Jessie Beronila, a 37-year-old biker, shared similar sentiments, saying it is high-time the public take part in the movement against members of the CPP-NPA.
"Para sa amin, ang NPA, number one nating iisipin, kalaban ng gobyerno. Kaya dapat naman talagang putulin 'yan. Kaya dapat makiisa tayo sa ganitong mga advocacy (For us, the NPA, number one, is the enemy of the government. That's why we have to stop it. This is why we should participate in advocacies like this)," he said.
Beronila said about 20 from his group volunteered to ride around Metro Manila bearing the banner "Save our country! No to CPP-NPA-NDF party-list".
The day-long affair was organized by the Bantay Bayan group, founded by Dr. Ben Caralde.
The government has repeatedly committed to continue its crusade against groups linked to the CPP-NPA to denounce the atrocities committed by these organizations.
In December last year, President Rodrigo Duterte signed Executive Order 70, creating the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which mandates the government bureaucracy to take a "whole-of-nation approach" in defeating communist insurgency.
Following its establishment, the Department of the Interior and Local Government rallied the country’s 81 provinces “to do their share in bringing local insurgency to its conclusion."
The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – The feuding families in Rajah Buayan of Maguindanao underwent settlement with the intervention of the military yesterday afternoon, May 8, 2019.
The Army’s 40th Infantry Battalion initiated the settlement of the two feuding clans from Sitio Wata, Barangay Tabungao of Rajah Buayan. The families involved in the feud were Zyn Kabalo and Yacob Salidatan, Battalion Commander and Deputy Brigade Commander, respectively, of 106th Based Command of the Moro Islamic Liberation Front (MILF).
40th Infantry Battalion Commanding Officer Lt Col Rogelio S. Gabi and Toks Upam of the MILF-Coordinating Committee on the Cessation of Hostilities facilitated the settlement at 40th IB Headquarters in Brgy Zapakan of the same town.
The rido erupted after a relative of one of the feuding group was killed in December of 2018.
The military and MILF intervened to prevent the dispute from escalating, that could result to more bloodshed.
6th Infantry Division Commander Maj Gen Cirilito E. Sobejana is thankful for the sincerity of the warring groups to settle their differences in a peaceful manner.
The simple ceremony concluded with both parties shaking their hands.

BUENAVISTA, Agusan del Norte – A new Barangay has awakened from the deceit and lies of the Communist NPA Terrorists (CNTs) which prompted mass surrender in Buenavista, Agusan del Norte.

Barangay Simabalan of said town declares the CPP-NPA and its Allied Organizations such as Union ng Magsasaka sa Agusan del Norte, Katribu, Alliance of Concern Teachers (ACT), Karapatan, Anak Pawis, Anak Bayan, Bayan Muna, Gabriela, League of Filipino Students (LFS), Kilusang Magbubukid ng Pilipinas (KMP) and other Terrorist Groups and its supporters as Persona Non-Grata last May 6, 2019.
Residents of Sitio Tagpangi who were weary of the revolutionary movement, deceptions and manipulations of CNTs in their community finally freed themselves by declaring the CNTs as unwanted in their community.
This happened when more or less 100 residents expressed their desire to unwelcome the CTGs and took their Pledge of Loyalty and Oath of Allegiance to the government. They also conducted burning of NPA flag led by Hon. Garry Domino, Sitio Chairman, assisted by Hon. History tells us that the CNT has brought only sufferings, death and misery to our people and it has not solved any of our problems. Only in an environment of peace that we could attain the changes we wanted in this country. We should work together for a just and lasting peace. We urge everyone to participate and help in peacefully addressing our problems”.
Meanwhile Maj. Gen. Franco Nemesio M Gacal, Commander 4ID, emphasized “Let us all continue to work together in order to finally put an end to insurgency in CARAGA Region and Northern Mindanao.” “Those who have surrendered will be processed to become beneficiaries of the E-CLIP. BUENAVISTA, Agusan del Norte – A new Barangay has awakened from the deceit and lies of the Communist NPA Terrorists (CNTs) which prompted mass surrender in Buenavista, Agusan del Norte.
Persona non-Grata
Barangay Simabalan of said town declares the CPP-NPA and its Allied Organizations such as Union ng Magsasaka sa Agusan del Norte, Katribu, Alliance of Concern Teachers (ACT), Karapatan, Anak Pawis, Anak Bayan, Bayan Muna, Gabriela, League of Filipino Students (LFS), Kilusang Magbubukid ng Pilipinas (KMP) and other Terrorist Groups and its supporters as Persona Non-Grata last May 6, 2019.
Residents of Sitio Tagpangi who were weary of the revolutionary movement, deceptions and manipulations of CNTs in their community finally freed themselves by declaring the CNTs as unwanted in their community.
This happened when more or less 100 residents expressed their desire to unwelcome the CTGs and took their Pledge of Loyalty and Oath of Allegiance to the government. They also conducted burning of NPA flag led by Hon. Garry Domino, Sitio Chairman, assisted by Hon. Kaibigan Battalion has been campaigning for rebels to return to the folds of the law by the Balik Loob Center Program and Kaibigan Teatro, a portrayal of how NPA deceived and exploited mass base for selfish gains and how soldiers link with the people to give awareness of what is right.
“Our creative campaign led us to the surrender of A.K.A Vanvan and A.K.A Mekay, the child warriors. In addition, with our continued efforts, we were able to induce residents of So Patawon, Brgy Cabuyuan, Mabini to collaborate with us to truly help them. Rest assured, we will assist them to the best that we can.” Ducusin added.
It can be recalled that last month, 71st IB has organized Magpalusong Patawon Farmers Association, a People’s Organization composed of farmers advocating for peace and development who received twelve (12) sacks of corn seeds from 71st IB and Department of Agriculture in support to their livelihood project. Kaibigan Battalion is indeed living with their motto: “Basta May Kaibigan, May Pag-asa.”

BUNAWAN DISTRICT, Davao City – – A high ranking political NPA cadre surrenderers along with others with a stash of different firearms of high calibres to the unit Wednesday, this time in Bukidnon province.
The trio were identified as Benido Lambonay alias “Junjun”, 29 years old, Eyan Man-ukil Mandanoay alias “Garry”, 20 years old, and Ely Manlangoy alias “Kinkin”, 24, and were all from Barangay Digongan, Kitaotao, Bukidnon, surrendered to the troops of 89th Infantry Battalion conducting Community Support Program or CSP in the area.
It was revealed that Lambonay was the head of the NPA’s political wing, Komiteng Rebolusyonaryo sa Baryo, Mandanoay a guerrilla unit squad leader, and Manlangoy a member of the Milisiyang Bayan.
All trio belonged to Guerilla Front 55, Sub-regional Committee 5, Southern Mindanao Regional Committee, the terrorist arm of the Communist Party of the Philippines under Joma Sison conducting extortion, killings, sabotage of government equipment recruitment of minors and many more atrocities in the Bukidnon province.
The trio also pointed where they stashed their firearms and upon verification, troops recovered two (2) Garand Rifles, two (2) Carbine Rifles, and an M14 Rifle along with subversive documents.
Only more than a week ago, April 29, 22 firearms have also been recovered by the unit from surrenderrers in Paquibato District, making the recovery total of 27 high-powered firearms in a 2-week span at present. The three will be added to the list of earlier surrenderers who will be processed to avail of the Enhanced Comprehensive Local Integration Program or ECLIP where livelihood benefits and firearms remuneration, among others, await them.
Colonel Nolasco A Mempin, Commander of the 1003rd Infantry (Raptor) Brigade welcomed the new development and expressed his optimism that others more will follow suit.
“The magnimity of what these people with their firearms could do, adding to their radical perception against the normal, political norms, could have enormous implications in the peace-building efforts we, along with the communities and the whole government is painstakingly trying to build, this is why we thank the people who have complemented our efforts by adding social pressure for the rebels to finally surrender.”, he concluded.

LAGANGILANG, Abra – The 24th Infantry (Wildcat) Battalion facilitated a livelihood training for the former rebels at its headquarters, today.
Former rebels who surrendered to 24IB starting July 2016 received livelihood trainings from the Cordillera Administrative Region Technical and Educational Skills Development Authority (TESDA) Regional Office.
The conduct of livelihood training was a part of the implementation of the Enhanced Comprehensive Local Integration Program (E-CLIP). It is a complete package program for the former rebels and active supporters (Militiang Bayan), who want to go back to the mainstream society and start a peaceful and productive life.
The ECLIP Committee in Abra which is chaired by the Provincial Governor is co-chaired by the 24IB Battalion Commander, Lieutenant Colonel Jearie Boy P Faminial.
The Army unit coordinated with the TESDA Regional Office to conduct trainings to the former rebels in order for them to have a foresight on where they are going to spend their monetary livelihood assistance given by the Depaetment of Interior and Local Government (DILG).
Major General Lenard T Agustin AFP, Commander of 7th Infantry (KAUGNAY) Division said, “It is our great desire to ensure the implementation of the ECLIP. By assisting the FRs to receive these capacity building activities, we are making them confident for a brighter life ahead of them”.
While Brigadier General Henry A Robinson Jr AFP, Commander, 702nd Brigade commended the 24IB in its initiative to partner with government agencies in the delivery of their basic services to the former rebels.
“The livelihood trainings in partnership with TESDA CAR will be conducted regularly starting today. We, together with other agencies will ensure to implement the ECLIP, a flagship program of the current administration for the former rebels.” said Lt Col Faminial, Battalion Commander of 24IB.
“As the midterm national and local election is fast approaching, your Army remain steadfast in its mission to end insurgency in Abra. Soon enough, as their comrades in the hinterlands realized that those who have surrendered had a well and good life, they too will be encouraged to start anew.” he added.

Amid the conduct of military operation, troops of the 35th Infantry Battalion nabbed one Abu Sayyaf Group member under sub-leader Mujiv Susukan in Port Area, Walled City, Jolo, Sulu at 7pm last Wednesday, May 8.
Aldi Hasim Minis a.k.a Gulam, 39 years old, male, married and a resident of Zone 3, Barangay Tulay, Jolo, Sulu has standing warrant of arrest with criminal case number 1787-3 at the Jolo Branch 3, 9th Judicial Region, RTC Sulu.
Recovered from Minis were 2 rounds of 40mm High Explosives (HE) and 5 rounds of Caliber .40 ammunition.
Apprehended personality and recovered items were then presented to 1102nd Brigade Commander Brigadier General Peter Angelo Ramos, after which he was brought to Kuta Heneral Teodulfo Bautista Station Hospital for medical check-up and custodial debriefing.
Minis is now in the custody of Sulu PNP for filing of appropriate charges and proper disposition.

The Joint Task Force Central, PNP-Maguindanao and Commission on Elections representatives convened yesterday morning, May 9, 2019, to check the final preparations for the National and Local Elections 2019 on Monday (May 13, 2019).
In the said meeting, the police and the military presented the latest deployment plan of the government troops and the security landscape to address possible threats in Maguindanao before, during and after the election period.

Sobejana, Commander of Joint Task Force Central, said that the security forces came up with a comprehensive security plan in collaboration with the COMELEC with regard to the current political and threat situation in the area of responsibility. This is to ensure a free, honest, peaceful, secure, orderly and credible conduct of National and Local Elections 2019.
“We should anticipate any challenge that we may encounter and we should be resilient to any change that might occur during the exercise of electoral process,” MGen Sobejana said.
“I also urge the troops to be constantly committed and to keep the focus on what we are doing. We need the cooperation and support of everyone and closely work with our partners in this coming election especially the election supervisors of the different municipalities,” the Commander added.

The Joint Task Force Central, PNP-Maguindanao and Commission on Elections representatives convened yesterday morning, May 9, 2019, to check the final preparations for the National and Local Elections 2019 on Monday (May 13, 2019).
In the said meeting, the police and the military presented the latest deployment plan of the government troops and the security landscape to address possible threats in Maguindanao before, during and after the election period.

Involved were the families of Zyn Kabalo and Yacob Salidatan, the Battalion Commander and Deputy Brigade Commander of the 106th Based Command of the Moro Islamic Liberation Front (MILF).
The settlement was held at the 40IB Headquarters in Barangay Zapakan, same municipality.
The rido erupted after a relative of one of the feuding clans was killed in December, 2018.
The military and MILF intervened to prevent the dispute from escalating, that could result to more bloodshed.

A total of 283 new soldiers, composed of 24 female and 259 male, successfully completed the 10 months rigid training in a closing ceremony held at the 1st Infantry Division Grandstand earlier today, May 10.
The graduates completed the Candidate Soldier Course at the 1st Division Training School (1DTS) in Upper Pulacan, Labangan, Zamboanga Del Sur.
Said training provided the candidate soldiers with the basic knowledge and skills of soldiery and developed their character into strong and lethal warrior members of the Armed Forces of the Philippines (AFP).
In his message, JTF ZamPeLan Commander Brigadier General Roberto T. Ancan, challenged the new soldiers to walk according to the living ideals of soldiery.
“Your journey has just begun, always uphold the virtues of the AFP and serve with pride and honor and do not forget to seek help and guidance from our God Almighty,” said BGen Ancan, the keynote speaker.
BGen Ancan also expressed an accolade of thanks to the family, especially the parents of the graduates who entrusted their sons and daughters to be part of the noble profession of arms, reminding them also that military life is a life of service and danger, but nonetheless a patriotic life that one could be proud of.
The new graduates will be deployed to the different field units under the administrative control of the 1st Infantry (Tabak) Division, and will serve to further strengthen the forces of the division in fighting violence and terrorism and in sustaining the peace and development in Western Mindanao.

The Department of the Interior and Local Government warned anew candidates, especially incumbent officials, to stop submitting themselves to extortion activities of the New People’s Army, two days before the campaign period for the May 13 elections ends tomorrow.
Those paying campaign fees to the New People’s Army will be automatically charged in court, and will lose their police deputation, Interior and Local Government Secretary Eduardo Año stressed Wednesday night during the visit of President Rodrigo Duterte to Moises Padilla in Negros Occidental.
Año has issued Memorandum Circular 2018-211 reminding all local chief executives and local government officials that giving any form of support to communist rebels is a violation, not only of Executive Order 733, but also of RA 10168.
Those paying campaign fees to the New People’s Army will be automatically charged in court, and will lose their police deputation, Interior and Local Government Secretary Eduardo Año stressed Wednesday night during the visit of President Rodrigo Duterte to Moises Padilla in Negros Occidental.

Año also enlisted the help of the populace to give them information on links of any politician to the communist terrorist organization, so that the DILG could act on them as soon as possible.
Año also said that the DILG will also intensify its campaign against those engaged in vote-buying, following the launching yesterday of the Comelec-DILG and Department of National Defense anti-vote buying campaign.
He said their gathering of evidence against candidates engaged in vote-buying will continue even after the May 13 3elections.

The Kapatiran, formerly known as the Revolutionary Proletarian Army-Alex Boncayao Brigade, yesterday slammed the New People’s Army Apolinario Gatmaitan Command that admitted to be behind the treacherous assault on its helpless members Wednesday in Brgy. Locotan, Kabankalan City, Negros Occidental.
Presidential Peace Adviser Carlito Galvez Jr. yesterday also strongly condemned the attack.
Galvez called the attack “a brazen assault against concrete peace gains and efforts on the ground.”
“This attack only shows the gruesome and inhumane methods the CPP-NPA would utilize in order to promote their twisted brand of ideology,” he added.
Kapatiran spokesman Tomas Labrador yesterday said that the NPA claims that their action in response to the demand of the people for justice is “unfounded” and a mere cover up to justify their anti-peace and anti-people atrocities in attacking their members, who were sleeping when the attack took place.
Two Kapatiran members died, while three others were injured during the attack on the resettlement site provided to them by the government in Sitio Mambinay, Brgy. Locotan, Kabankalan City.
Labrador said nine of their members were staying in the area to protect the properties and equipment of the government,who are constructing a day care center, school building and other related infrastructure projects intended for them.
He added that the Kapatiran members scattered in three groups, three of them staying in the school building, while the two other groups were staying in their safehouses where their firearms scheduled for turnover to the government are being kept.
Based on the accounts of survivors who fought back, Labrador said there were about 40 NPA rebels who attacked them, with some positioned inside the school premises
He also believes that some of the NPA attackers were also injured as indicated by the scattered bloodstains and bandages discovered at their withdrawal areas.
Despite overwhelming number of the NPA attackers, Labrador said that Kapatiran members stood their ground, and made a gallant effort to protect their comrades.
The attack only shows that the CPP-NPA are anti-peace and anti-development, Labrador said,stressing that the place they raided is a settlement for the families and members of Kapatiran who believe that the continued armed struggle is no longer viable.
He also said that the allegation of land grabbing against them has no basis and is unfounded, as well as so many other accusations.
It only shows their (CPP-NPA) barbaric and merciless nature by acting as prosecutor, judge and executioner, Labrador said.
Police records show that the fleeing NPA rebels carted away an M-60 machine gun, two M-16 rifles, an M11 rifle, a .30 caliber Browning Automatic Rifle, a KG9 pistol, .45 caliber pistol and an M-203 grenade rifle.*

SUSPECTED members of the New People’s Army (NPA) stormed a hinterland village of Miag-ao, Iloilo in what was perceived as a show of force.
The rebel incursion happened as the Iloilo Police Provincial Office focused its efforts on unverified reports of vote buying and other election-related incidents in the province since Monday.
Closed circuit TV camera footage showed around 12 persons brandishing high-powered firearms and freely roaming Barangay San Jose, a village more or less 15 kilometers from Miag-ao town.
Witnesses said the rebels, who wore black sweatshirts and PNP athletics uniforms, passed by the area at around 9:45 a.m. of May 8, 2019.
Police Lieutenant Colonel Joem Malong, Police Regional Office 6 (PRO-6) spokesperson, said the rebels allegedly conducted a quick checkpoint near Barangay San Jose cemetery.
They then dismantled several campaign posters of candidates posted on a school fence.
However, they left untouched campaign posters of candidates belonging to the Makabayan Bloc.
“But we’re still checking that report,” she said.
Malong surmised that the NPA presence in the area was nothing but a show of force on the part of the rebels.
“It’s bait for us to respond and when we do, they will position themselves to ambush our troops,” she said.
In the meantime, Malong reiterated an earlier instruction from the PNP national headquarters on the use of PNP athletics uniform for the duration of the election period.
“This is because we have received information of a bulk purchase of PNP athletics uniforms a few months ago,” Malong said.
Police Captain Antonio Monreal, Iloilo Police Provincial Office (IPPO) spokesman, said the provincial command already told police officers to strengthen their security preparedness.
“They should be on their toes. They should be circumspect enough to know and avoid the deception of the NPA,” he said.
Lt. Colonel Joel Benedict Batara, 61st Infantry Battalion commander, said the group of armed men could be members of the Suyak Platoon of the NPA’s Komiteng Rehiyon Panay-Southern Front Committee led by Joven Ceralvo alias Lex.
Batara noted that half of the armed persons were around 15 to 17 years old.
Most of them were carrying M16 armalite rifles while one person was armed with an M203 grenade launcher.
“Some of the residents were traumatized because of what happened because they were checked as they were passing the area where the NPAs positioned themselves,” Batara said.
He added they are checking if the incident was politically motivated given the fact that the armed men were favoring some candidates.

A high-ranking political cadre of the New People’s Army (NPA) and two other rebels surrendered and turned in their high-caliber firearms to troops of the 1003rd Infantry brigade in a remote area in Bukidnon on Wednesday.
Colonel Nolasco Mempin, commander of the Philippine Army's 1003rd Brigade based in Davao City, identified on Friday the latest surrenderers as Benido Lambonay alias “Junjun”, 29, Eyan Man-ukil Mandanoay alias “Garry”, 20, and Ely Manlangoy alias “Kinkin”, 24, all from Barangay Digongan, Kitaotao, Bukidnon.
Lambonay was the head of the NPA’s political wing Komiteng Rebolusyonaryo sa Baryo while Mandanoay was a guerrilla squad leader and Manlangoy, a member of the Milisyang Bayan.
Mempin said the three surrendered to the troops of 89th Infantry Battalion who were conducting Community Support Program in the area.
“All of them belonged to Guerilla Front 55, Sub-regional Committee 5, Southern Mindanao Regional Committee, the terrorist arm of the Communist Party of the Philippines under Joma Sison conducting extortion, killings, sabotage of government equipment recruitment of minors and many more atrocities in the Bukidnon province,” Mempin said.
The trio also tipped off the soldiers in the area where firearms were hidden resulting in the recovery of two Garand Rifles, two Carbine Rifles, and an M14 Rifle along with subversive documents.
The 1003rd Brigade is also the same army troop that recovered 22 firearms in Paquibato District, this city.
The three will be added to the list of surrenderers being processed for enrollment to the Enhanced Comprehensive Local Integration Program (E-CLIP), one of the flagship programs of President Duterte’s administration with the aim to address social healing and achieve national unity.
Mempin welcomed this new development and expressed his optimism that others will follow suit.
“The Philippine Army along with the communities and the whole government is painstakingly trying to build, this is why we thank the people who have complemented our efforts by adding social pressure for the rebels to finally surrender,” Mempin said.

DAVAO CITY, Philippines — Remembering his cool temper, nerve-racking jokes, patience and fierceness, and his simple life devoted to the people he loved are only some of the highlights of the life of the brave militant leader, former Bayan Muna Party-list Representative Joel Virador, or JV.Virador succumbed to cancer on Tuesday, May 7. He was only 52.
People close to JV remember his staunch stand on the issues on human rights. Even during his college life, he was a known young activist fighting for the cause of students. He led student movements deeply involved in the issues of the people and society.
He was one of the pioneers of the Task Force Detainees of the Philippines (TFDP) and the human rights group Karapatan. JV once served as secretary-general of Karapatan in Southern Mindanao Region.
From 2004 to 2007, JV became the representative and national president of the Bayan Muna party-list. Known as one of the Batasan 6, Virador and other progressive lawmakers now identified as the Makabayan Bloc sought protection in the House of Representatives for 70 days when accused of rebellion under the administration of President Gloria Macapagal- Arroyo.
The Batasan 6 includes JV, Teddy Casiño and Satur Ocampo of Bayan Muna, Gabriela Representative Liza Maza, and Rafael Mariano and late Crispin Beltran of Anakpawis.
Within his involvement in the party-list system in the lower House, JV spearheaded the opposition of the US military intervention in Mindanao. Aside from performing his work as legislator, he also made himself available to other tasks related to the issues and concerns of various sectors, especially the workers.
After his term in Congress, JV again devoted his time as an active advocate of the struggle of workers in Southern Mindanao region and named as regional vice chair of the federation affairs of the Kilusang Mayo Uno Southern Mindanao (KMU-Southern Mindanao).
A fighter and a leader
Recalling their bonding as progressive leaders, then Anak Pawis Representative and now executive director of the National Maritime Polytechnic (NMP) Joel Maglunsod described JV as a fighter.
At the height of the attacks against progressive representatives under the Arroyo regime, Maglunsod recalled how JV fought without indications of giving up the cause that he and the rest of Batasan 6 members had championed, despite the obstacles and difficulties along the way.
“I never saw him give up despite all the hardships. Seeing his family, their children Joanna and Harvey were still young at that time, never made him stop the fight. Instead, what I saw was JV, a strong man who stood still, full of smiles,” Maglungsod said.

Another peasant leader Tony Salubre of Kilusang Magbubukid ng Pilipinas (KMP) recalled JV as a cool-tempered person.
Tony and JV had joined hands in leading numerous mass mobilizations, fact-finding missions, and negotiations in the region.
“In times of heated arguments with the police or the military, JV always found a way to cool down both sides. His jokes are always in good timing to break the ice yet the assertion is still there,” Salubre said.
He said JV has a low voice that does not antagonize the opposite during negotiations. He was also observant to what’s happening around during negotiations and always on point in his argumentations. He never failed to assert what is right and never lost in bargaining.
“You can never find someone like JV. We should always learn from his experience in the movement,” Salubre added.

During the massive evacuations of Indigenous Peoples (IPs) or the Lumads from the hinterlands, JV was among the personalities who defended them, especially in times when authorities would push them to go back to their communities with uncertainties.
Back in 2015, JV was among those who stood the ground to protect the Lumads in Haran Compound after North Cotabato Representative Nancy Catamco and members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) tried to enter the evacuation center, recalled Datu Tungig Mansumuy-at.
“On many occasions that our rights are being attacked, Sir JV is there along with other progressive groups. They fearlessly tried to defend us even if it is difficult. Sir JV has a heart for us, and we are very thankful for his effort. Truly, his principles to defend the poor made him a true hero,” Datu Tungig said.

A mentor and educator
“JV is like a parrot. He can talk to you all the way until the two of you lose voice just to educate and explain to you the things you need to know and understand,” said Reneboy Libot.
Libot said JV has been part of the creation of the Holy Cross of Davao College Faculty Union (HCDCFU-ADLO-KMU). He tirelessly devoted his time to explain to the teachers their rights and the importance of the formation of a union.
JV’s exceptional patience in workers’ organizing made the teachers understand the various issues of the society and their vital role as educators, Libot said.
He added, “The fact he is a congressman was a plus factor for teachers. You know having that credibility, they will surely listen.”
KMU spokesperson Romelito Pablo also recalled how persistent JV was in explaining to the workers of their rights.
As his mentor in the worker’s movement, JV taught him about the struggle. During his days in the banana plantation, JV became one of his influences to become a full-time volunteer for the workers.
Of the many discussions the KMU conducted, Pablo said JV has this charisma of explaining the topic well.
“I can easily understand even if it is math,” Pablo jokes around while recalling his bonding with the late JV.

A different kind of Tatay
He is not the typical type of father.
Growing up, Joanna Paula Virador-Vasig and her brother Harvey Virador witnessed how their father fought for others. Their constant playground is their father’s office or in the community where their father would do focus group discussions, mass consultations and meetings.
“During school days, my classmates would write about the job of their father and I would usually write that he is an NGO worker,” said Joanna who in younger days did not understand the work of JV in the movement.
She recalled how hard she cried upon learning of the detention of her father in Congress. She was afraid she might not see him anymore. In the midst of such a difficult situation, JV never failed to keep on talking to his children and tried to explain to them his work.
“Back then I don’t understand why Tatay should do rallies, talk to people, and go for days. That was how committed he was for the people. Growing up, I understand that it’s necessary,” Joanna added.

When doctors advised him to rest after diagnosed of having an illness, Joanna said his father’s commitment to the movement and love for the people never stopped. In his usual days, he would listen to the radio, watch the news on television, and read for hours on the prevailing issues.
JV also had constant contact with his colleagues for updates and suggestions, to which Joanna described: “Tatay even send constructive criticisms.”
She recalled JV asking them to have tarpaulins printed for senatorial candidate Neri Colmenares and for Bayan Muna to express support for the coming election.
“He always thinks about the movement. I salute him for that,” Joanna said.

DAVAO CITY – Mindanao “lost a great visionary, leader, and father” after Secretary Datu Abul Khayr D. Alonto, chairman of the Mindanao Development Authority (MinDA), died of a complication due to pneumonia on Thursday evening at a hospital in Quezon City.

“Mindanao lost a great visionary, leader, and father. Secretary Alonto always envisioned that no one would need to leave their families behind just to find a living. We, in MinDA, will take inspiration from his wisdom and vision as we continue the pursuit for a progressive, peaceful and united Mindanao – in fulfillment of the Mindanao promise,” a statement from MinDA reads.
The secretary had a coronary artery syndrome or blockade of the heart arteries, and had undergone angioplasty procedure at the National Kidney and Transplant Institute in Quezon City where he died around 10 p.m.
MinDA said that Alonto, who chaired one of the factions of the Moro National Liberation Front (MNLF), had dedicated his life to advance the lives of all the Mindanawons and selflessly and relentlessly fought for Mindanao as a true warrior and an advocate for peace.

Appointed on September 9, 2016, Alonto was the first Muslim chair of MinDA and brought to the fore “timely Bangsamoro representation in the overall socioeconomic development of Mindanao.”
According to his profile posted on the MinDA website, Alonto was elected as Marawi vice mayor from 1972 to 1974 and served as acting mayor in 1974 before he joined the MNLF and went “underground” to fight against the abuses committed during the Martial Law regime of the late President Ferdinand Marcos Sr.
Alonto participated in the institutionalization of the autonomous region in Mindanao more than two years after the signing of the 1976 RP-MNLF Tripoli Agreement.
He was later elected as Assemblyman and sat as the Interim Head of the Regional Autonomous Government and subsequently elected Speaker of the Regional Legislative Assembly, in absentia after he resigned as the Interim Head of the Regional Autonomous Government, according to his profile.

CABADBARAN CITY, Agusan del Norte – The barangay council of Anticala in Butuan City recently approved Resolution no. 030 series of 2019 declaring the members of the Communist Party of the Philippines-New Peoples Army (CPP-NPA) terrorist persona non-grata in their barangay premises during the barangay council session on April 24, 2019.
Two weeks after the signing of the resolution, Barangay Chairman Antonio Masamayor Masamayor explained the content of the approved resolution to his constituents during the special general assembly meeting on May 6, 2019.
In response to the call of their barangay leaders, more or less 70 purok leaders of the barangay including Datu Pandugukan Diomedes A. Guinsod, Indigenous Peoples Mandatory Representative of Manobo tribe supported the implementation by doing the symbolic signing of the resolution.

“Kauban sa akong mga katribu ug katigulangan, akong gipadayag akong suporta sa mga lakang nga gibuhat sa atong mga opisyales niining barangay nga maoy maka pabag-o gikan sa dili maayu nga imahe. Ato silang suportahan sa walay pag duha-duha (We, the Manobo tribe and the elderly strongly support the move of the barangay officials. Let us support them all the way)," said Datu Guinsod.
“As the second barangay in Butuan City to declare CNTs as persona non-grata, I hope that more barangays will finally recognize the need to take similar actions against the terrorists and join our campaign to completely eradicate the communist armed conflict in the whole Agusan del Norte,” said Lt. Children taking down propaganda materials posted by the New People’s Army (NPA) in Northern Samar is proof that young generations reject the “rotten ideology” of the communist terrorist group, the Philippine Army said.
In a social media post Friday, the Philippine Army’s 20th Infantry Battalion said children in poor communities, such as in San Miguel village, Las Navas town, Northern Samar province, are now aware of the atrocities, lies, and deception of communist rebels.
The recent deaths of nine-year-old Armando Jay Raymunde and San Miguel village chief, Apolinario Lebico, have sparked public outrage against the communist rebels in Las Navas. The child died after rebels detonated a landmine while the village official was gunned down by NPAs while on board a motorcycle.
After the two incidents, the terror group has been throwing issues against the military to impress the public that soldiers are anti-poor, fascist, and human rights violators.
Anti-government propaganda materials have been posted by NPA supporters in the upland communities of Las Navas, a fourth-class town located 330 km. north of Tacloban, the regional capital.

“The communist terrorists are afraid that they can no longer manipulate the people should economic development continue in San Miguel village,” the Army said in a statement. “These children took down the posters of rebels as they no longer believe the rotten communist ideology.”
The military urged rebels to give up their armed struggle than continue hiding in the mountains while their leaders enjoy a luxurious life in the cities, utilizing their extorted money.
“Your Army in Northern Samar is very much willing to assist and embrace you, should you opt to return to the folds of the law and live a peaceful life,” the statement further said.
The NPA, which has been engaged in a five-decade armed struggle, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
