To prevent another Marawi siege, President Rodrigo Duterte is bent on building a military camp in the war-torn city.

Duterte said this during the 37th Cabinet meeting last Monday in Malacañang.


In 2017, the Islamic State-inspired Maute Group attacked Marawi City in efforts to create an Islamic caliphate in Lanao del Sur’s capital, leaving 1,200 people dead.

“President Duterte reiterated his interest to establish a military camp in the Islamic City before his term ends to better protect the City as well as the country,” said Presidential Spokesperson Salvador Panelo Tuesday.

On January 30, 2018, the Chief Executive led the groundbreaking ceremony for a new military camp in Barangay Kapantaran.

The new camp would serve as the headquarters of the Philippine Army’s infantry units to prevent the re-entry of ISIS-backed terror groups and to safeguard the security of civilians.

Philippine President Rodrigo Duterte will enforce a Supreme Court order directing the government to protect and rehabilitate the marine environment in three areas the country claims in the disputed South China Sea, his spokesman said Monday.

The high court on Friday said it had issued a writ instructing key government agencies, including the Philippine Navy, police and the Coast Guard, to protect reefs and marine life in Scarborough Shoal, Second Thomas Shoal and Mischief Reef.

Presidential spokesman Salvador Panelo said the government was “duty bound” to enforce the court order.

“Our coast guard, as well as other government agencies, are performing their task in securing the subject of the writ,” he said in a statement.

The court’s order, called writ of kalikasan, the Filipino word for “nature,” was prompted by a petition filed by activists and a group of fishermen from two provinces seeking to prevent environmental-law violations within the country’s exclusive economic zone (EEZ).

The writ is a legal remedy under local laws that protects a citizen’s constitutional right to a “healthy environment.” The petitioners alleged that the government had failed to act against China’s destructive activities, which they claimed were violations of a 2016 ruling issued in favor of the Philippines by the Hague-based Permanent Court of Arbitration.

“We take exception, however, to the contention that there has been inaction on the part of the administration with regard to the environmental concerns brought about by Chinese activities in the contested areas,” Panelo said.

The high court noted that as early as 2016, the arbitral tribunal had also found, among others, that fishermen from Chinese-flagged vessels have engaged in the “harvesting of endangered species on a significant scale and in the harvesting of giant clams in a manner that is severely destructive of the coral reef ecosystem.”

It also noted that China’s land reclamation and construction of “artificial islands, installations, and structures” at Mischief Reef has caused “severe, irreparable harm to the coral reef ecosystem.”

In recent years, the South China Seas have become the scene of escalating territorial disputes between China and its neighbors over what the United States says is Beijing’s militarization of the disputed region by building military installations on artificial islands it occupies.

China claims almost all of the strategic sea region, a vast shipping waterway through which more than $3 billion of trade passes annually. Brunei, Indonesia, Malaysia, the Philippines, Taiwan and Vietnam also have overlapping claims.

The Supreme Court also noted that Chinese fishermen had used cyanide and explosives while engaged in gathering corals and giant clams in the three areas claimed by Manila.

Panelo, a lawyer, said that while concerns have been raised about the environmental damage brought about the alleged incursions, the government must also consider that these have been made in contested areas.

“We are consciously cautious not to perform provocative acts that may trigger armed hostilities between the contesting countries, which may risk the lives of our countrymen and cause irreparable damage to our land,” Panelo said.

Panelo’s statement came as the U.S. military confirmed on Monday that two U.S. warships had sailed near islands claimed by Beijing in the sea region, in a move that China had described as a “provocative” action.

The U.S. guided-missile destroyers Preble and Chung Hoon traveled within 12 nautical miles of Gaven and Johnson Reefs in the Spratly Islands, Commander Clay Doss, a spokesman for the Seventh Fleet, told Reuters on Tuesday.

In Beijing, foreign ministry spokesman Geng Shuang alleged during a news conference Tuesday that the U.S. ships “infringed upon Chinese sovereignty” when they entered the waters near the islets without China’s permission. He said Chinese navy warned them to leave.

“China urges the U.S. to stop such provocations, respect China's sovereignty and security interests and regional countries' efforts to safeguard peace and stability in the South China Sea,” he said, according to transcripts of the news conference posted on the foreign ministry’s website.

Lawyer: Three reefs must be protected

Abdiel Fajardo, president of the Integrated Bar of the Philippines, said the court’s writ affirmed Manila’s position that the three reefs are all within the country’s 370-kilometer (231-mile) EEZ and should be protected by Philippine authorities from further environmental degradation.

“This affirms at this juncture the Philippine position made before the international arbitral body that the disputed islands falls within the EEZ of the Philippines, and must therefore be protected by Philippine authorities as required by the Constitution and domestic environmental laws,” said Fajardo, who represented the court petitioners.

The writ, in effect, obliges the government to enforce the Permanent Court of Arbitration’s July 2016 ruling that invalidated much of China’s maritime claims in the South China Sea.

Duterte has said he would not enforce the ruling immediately, and instead sought to gain China’s confidence by distancing his government from the United States, the Philippines’ traditional military ally.

On Monday, two U.S. Navy warships conducted a freedom of navigation operation near features held by China in the South China Sea. The U.S. Navy confirmed the operation to Reuters, noting that two Arleigh Burke-class guided missile destroyers, USS Preble and USS Chung Hoon, sailed within 12 nautical miles of Gaven and Johnson Reefs.

The transit was an innocent passage. According to Commander Clay Doss, a spokesman for the U.S. Navy’s Seventh Fleet, the transit was aimed to “to challenge excessive maritime claims and preserve access to the waterways as governed by international law.”

China reacted angrily to the operation. “The relevant moves by the U.S. ships infringed upon Chinese sovereignty, and damaged the peace, security and good order of the relevant seas. China is strongly dissatisfied with this and resolutely opposed to it,” Chinese Foreign Ministry spokesperson Geng Shuang told a daily news briefing. “China urges the United States to stop such provocative actions,” Geng added.

The U.S. operation in the South China Sea follows a recent transit by two warships through international waters in the Taiwan Straits. China claims most of the South China Sea under its capacious nine-dash line claim. Taiwan, the Philippines, Vietnam, Brunei, and Malaysia also have competing claims in the Spratly Islands.

Both Gaven and Johnson Reefs are among the seven features in the South China Sea’s Spratly Islands where China has built up artificial islands. Monday’s freedom of navigation operation coincided with an increase in U.S.-China tensions on trade as U.S. President Donald J. Trump tweeted a threat to increase tariffs on Beijing, but the operation appears to be part of the U.S. Department of Defense’s regularly planned operations.

Since 2017, the pace of U.S. freedom of navigation operations — both announced and unannounced — has increased. The United States officially insists that its freedom of navigation program does not discriminate between excessive maritime claims made by competitors, like China, and allies and partners. In recent years, U.S. freedom of navigation operations in the South China Sea and elsewhere have challenged maritime claims not in line with international law by U.S. allies and partners as well.

Monday’s operation came shortly after the U.S. Department of Defense released an annual public assessment of Chinese military power. That report observed that Beijing’s artificial islands were subject to considerable militarization throughout 2018. Beijing placed “anti-ship cruise missiles and long-range surface-to-air missiles on outposts in the Spratly Islands, violating a 2015 pledge by Chinese President Xi Jinping that ‘China does not intend to pursue militarization’ of the Spratly Islands,” the report said.

The report added that “No substantial land has been reclaimed at any of the outposts since China completed its artificial island creation in the Spratly Islands in late 2015, after adding over 3,200 acres of land to the seven features it occupies in the Spratlys.”

The country's two new helicopters worth P5.4 billion arrived in Manila on Monday, giving the Philippine Navy its first-ever capability to "detect and destroy" submarines.

Navy chief Vice Adm. Robert Empedrad said the AW159 Wildcat anti-submarine helicopters, acquired from a UK-based aircraft manufacturer, can "locate submarines that pass our waters."

"It can detect and it can sink, it can destroy submarines because they are armed with torpedoes. (They're) not only designed for detection, they can also destroy (submarines)," he said.

He, however, added that the Navy needs more anti-submarine assets to protect the country's vast maritime territory.

"They're only two, so what they'll see is going to be limited. We have a vast sea. But at least we already started it (acquisition of anti-submarine assets)...We have no (anti-submarine) capability before, this is the first time we're having this capability," he said

Empedrad said the Navy is planning to install some of its ships with anti-submarine capability.

The AW159s will be initially embarked on two of the three Del Pilar class vessels of the Navy but will be eventually assigned with 2 brand new frigates due to be delivered by Hyundai Heavy Industries in 2020 and 2021.

Empedrad said the helicopters will undergo Customs procedures and inspection by the Technical Inspection and Acceptance Committee before they will be formally accepted by the Navy.

Once formally accepted, the aircraft will be among the newly-acquired assets that will be featured during the Navy's 121st foundation anniversary in Cavite later this month.

SAN AGUSTIN, Surigao del Sur – More or less thirty (30) Communist NPA Terrorists (CNTs) deliberately fired on the Community Support Teams (CSTs), operationally controlled by the 3rd Special Forces Battalion, Philippine Army, while on immersion in Sitio Magkahunao, Brgy Buhisan, San Agustin, Surigao del Sur yesterday morning May 5, 2019.

Government troops immediately fired back to protect themselves from the perpetrators. Close Air Support (CAS) was also employed to loosen the strong resistance of the CNTs attack and to facilitate the extrication of the government forces.

The firefight lasted for 30 minutes which resulted to the untimely demise of CAA Angelo P Mariano, 32 years old and a resident of Brgy Magaud, Loreto, Agusan del Sur.

Lt. Col. Joey B Baybayan, Commander 3SF Battalion said that the deployment of the Community Support Program (CSP) teams started last May 2, 2019 which aims to establish and develop disaster and conflict resilient communities in San Agustin.

He added, “CAA Mariano is among the CSP operators deployed in Sitio Magkahunao in order to achieve long lasting peace and development. He lost his life fighting to protect the people from the terroristic acts of the CNTs. The 3rd Special Forces Battalion grieves as we lost a comrade. We also extend our deepest sympathy to the bereaved family and friends of CAA Mariano”.

Baybayan emphasized that, “His death is a clear manifestation of his heroism and patriotism; always ready sacrifice everything at the expense of losing his own life. His sacrifice will not go in vain for the battalion will seek justice and file appropriate criminal charges against the CNT perpetrators”.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – Government troops of the 2nd Mechanized Infantry Battalion have safely recovered three Anti-Personnel Mines in So. Kabanalian, Brgy Ilian, Esperanza, Sultan Kudarat on May 7, 2019 at around 3 o’clock in the afternoon.

The operations is in response to the information relayed by a concerned citizen in the area regarding the suspected Anti-Personnel Mines hidden in an abandoned “nipa” hut.

The responding troops of 21st Mechanized Company, 2nd Mechanized Infantry Battalion, while scouring the area, recovered three Anti-Personnel Mines weighing 29 kgs each.

The Army’s Explosive Ordnance Disposal Team (EODT) was immediately called to render safe procedures for the immediate disposal of the explosives.

“The successful recovery of the Anti-Personnel Mines is attributed to the vigilance of the local residents in the area, who continuously support the unit’s campaign against local terror groups that sow terror in the community,” said Ltc Alvin C. Iyog, Commanding Officer, 2nd Mechanized Infantry Battalion.

1st Mechanized Infantry Brigade Commander Colonel Efren P. Baluyot said that this is another desperate move of the terror groups as their capability dwindles due to the neutralization of a number of their members, mostly were bomb makers, and the destruction of their bomb factory in the area. Their frustration is compounded by the surging number of concerned civilians supporting the anti-terrorism campaign of the unit.

“This success is a classic example of civil-military cooperation against terrorism. The public is enjoined to remain alert, vigilant and supportive to the authorities. I urge the civilian communities to report immediately suspicious individuals in their communities to thwart any form of terrorist initiated violence and prompt reporting to authorities of suspicious items for that matter,” said 6th Infantry Division Commander Major General Cirilito E. Sobejana.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – The local government Isulan in Sultan Kudarat turned over 29 loose firearms and 5 explosives to 1st Mechanized Infantry Brigade through the effort of 2nd Mechanized Infantry Battalion this morning, May 7, 2019 at the town’s municipal gymnasium.

Isulan Mayor Marites Pallasigue led the ceremonial hand over of the firearms assisted by her ABC President Jacosalem Galmak to 1st Mechanized Infantry Brigade Commander Colonel Efren P. Baluyot.

The firearms and explosives, which came from the 17 barangays of the town, consisted 2 M79 grenade launchers, sixteen 12-gauge shotguns, one Ingram, 5 calibre 38 revolvers, one forty lite modified pistol, 2 calibre 45 pistols, 1 modified 7.62mm rifle, 1 rocket propelled grenade, 1 hand grenade, 1 rifle grenade, and three 40mm grenades.

Lieutenant Colonel Alvin G. Iyog, Commanding Officer 2nd Mechanized Infantry Battalion said that the turnover of firearms were part of their tireless effort in the continuing campaign against proliferation, which is one of the thrusts of Martial Law, and the strict implementation of election gun ban.

“We will continuously collaborate with the local government units and officials in our area of responsibility to strengthen our efforts to for the surrender of loose firearms especially during the election period,” Colonel Baluyot said.

Major General Cirilito E. Sobejana, Commander of 6th Infantry Division, commended the efforts of the troops and the municipal government of Isulan for the successful and peaceful surrender of firearms.

He also thanked the stakeholders for the continuing trust and support to the government troops that greatly contributed in the peace and development of the province.

Colonel Andres A Soriano (INF) PA participated in at the recently conducted Medical, Dental and Circumcision Mission held at Sitio Kura-Kura, Brgy Tamparan, Munai, Lanao del Norte on May 4, 2019 which was facilitated by 4th Mechanized Infantry Battalion of 2 nd Mechanized Infantry Brigade, Philippine Army.

117 individuals mostly community children from Sitio Kura-Kura benefited the free medical, dental and circumcision mission while Hijab Troopers provided psychosocial intervention to Bangsamoro Islamic Armed Forces (BIAF) children supervised by Major Arturo M. Dumalagan (INF) PA, Battalion Executive Officer, 12CMOBn.

Said activity was participated in also by Philippine Eagles (Maria Christina and Agad Agad) Club, DSWD 10, Army Warriors Angels, Navy Reservists of Iligan City and Amay Pacpac Medical Team headed by Mr. Rodrigo Rodriguez.

This activity will form part of the government Peace Building efforts tru confidence building activities between Government Forces and Bangsamoro Armed Forces.

This significant mission will build strong foundation to the Peace Building effort of the government as the community started to feel the government services delivered by the volunteers from different NGOs, LGUs and NSOs.

BACANSI, Butuan City – “Since January 01 this year, three hundred seventy seven (375) NPA members and supporters surrendered in Caraga region as a result of the intensified campaign of the Philippine Army against the CPP-NPA Terrorists (CNTs)”, says Col Maurito L Licudine, Commander of the 402nd Brigade in Caraga.

Army Troops in Caraga particularly the 402nd Infantry Brigade of 4th Infantry Division gained major accomplishments in maintaining peace and pursuing development for the Caraganons. The snowball of surrenders and the decisive encounters favoring the government complemented with the declaration of persona non grata from the communities manifest the waning support and influence of the local communist insurgency in the region.

It can be recalled that on March 22, 2019, a total of sixty-six (66) CNTs composed of twenty- nine (29) NPA leaders and regular members, thirteen (13) Milisyang Bayan (MBs) and twenty–four (24) Supporters/Couriers from Sitio Ibuan, Lanuza, Surigao del Sur voluntarily surrendered to the elements of 36 th Infantry Battalion through the effort of the Brgy Local Government Unit (BLGU) of Brgy Mampi, Lanuza, Surigao del Sur.

Likewise, two (2) CNT leaders yielded to the government troops namely alias Peter of Brgy Anilong, Rosario, Agusan del Sur who is a former Vice Commanding Officer (VCO) of Platoon 3, GF14 of the North Eastern Mindanao Regional Committee (NEMRC) last April 6, 2019 and alias Ryan of Purok Balitos of Brgy Lidia, La Paz, Agusan del Sur, Vice Squad Leader of Squad 3, SRC3 of the Northern Central Mindanao Regional Committee (NCMRC).

In Brgy Anticala, Butuan City, the losing appeal of the CNTs among the masses resulted to the surrender of one hundred thirteen (113) identified members of Milisyang Bayan (MBs) and CPP/NPA supporters/contacts/couriers of SPP21, GF21 last April 7, 2019. Said surrenderors took an Oath of Allegiance to the government as a renewal of commitment and support.

Meanwhile, recent developments of dismayed CNTs also lead to the surrender of two (2) ranking members identified as alias ROY (Vice Team Leader), 44 years old and alias RENJAY (Member), 26 years old belonging to Guerilla Front 34, South Mindanao Regional Committee (SMRC), to the troops of 23rd Infantry (Masigasig) Battalion last April 26, 2019.

In his statement, Col Licudine underscored the relentless efforts of his soldiers to protect the communities thru focused military operations that resulted to a total of twenty (23) skirmishes with the armed group. Noteworthy to mention is that the troops were able to inflict major blow against the CNTs that resulted to the killing of eight (8) and apprehension of two (2) NPA members including the capture of nineteen (19) firearms, recovery of fourteen (14) anti- personnel mines (APM) and overrun of seventeen (17) CNT lairs, “The CNTs in Caraga are now weakened since the masses who are their lifeblood have withdrawn support. They are giving us reports on the presence of CNTs in their communities contributing to the success of our security operations”, Col Licudine said.

“While we encouraged peaceful resolution of this conflict thru the community support program and institutionalized the Peace and Development Zones (PDZs) here in Caraga as a banner program of the government to end local communist armed conflict under the Whole of Nation Approach as contained in the EO70, we shall continue our focused military operations against the CNTs and will even intensify to track and hit them hard. It will be no let up and relentless so that the remaining options for the CNTs are either to surrender or get killed.” Col Licudine added.

CAMP GENERAL MATEO, TANAY, RIZAL – The ongoing joint Army and PNP combat operation in the boundaries of San Jose, Occidental Mindoro and Bongabong, Oriental Mindoro resulted to the recovery of war materials and documents directly showing the affiliation of CPP- NPA to Makabayan Bloc as they campaign for their allied political candidates and party lists for this coming election.

One of the recovered documents is the letter of Joma Sison addressed to Gabriela party list.

Colonel Marceliano Teofilo, Commander of the 203 rd Brigade which has operational jurisdiction over the area said “I am wondering how this Gabriela Party List keep on denying that they are not allied of CPP-NPAs well in fact, Joma Sison, the CPP Chairman is sending letters directly to them. We need enlightenment on this”.

The ongoing combat operation is a result of information fed by concerned citizens who are being abused and threatened by the NPAs in their area.

The CPP-NPA Terrorists (CNTs) are liable on different crimes against persons and private properties in the island of Mindoro alone. They had burnt the equipment owned by Sta Clara Hydro-electric Corporation, and liable to the harassment and burning of election campaign paraphernalia of re-electionist Representative Josephine Sato.

They were further responsible for the kidnapping of Reynante Malupa, a CAFGU member of the Army and for the killing of Mr Jun-jun Ysog, Kenndey Aquino, Mr Jose Barera and primary suspect on the forced disappearance of Mr Pepito Pamis, all are ordinary citizens who brazenly opposed and exposed the NPA’s oppression in their area.

“We will not tolerate these atrocities against people and community especially on our brother IPs who are defenseless. I encourage peace loving Mindoreños to stand up and fight against these abusive NPAs, stop to their extortion activities. We, your Phil Army and PNP will help you out on this endeavor”, Col Teofilo added.

Starting this year, NPAs in Mindoro are getting active. They are spreading violence and deceptive tactics to lure politicians and construction companies in their extortion activities and threaten people to support their favored political candidates.

Madaay Gasic, one of the spokesperson of the NPA continue to propagate their lies and said in a press statement that “Since April 30, state forces conducts aerial bombing and strafing on at least 10 Mangyan villages in Barangays Monteclaro, San Jose in Occidental Mindoro and Lisap, Bongabong in Oriental Mindoro. On May 5, 12 Mangyan-Buhid were forcibly taken to the army’s camp at San Jose, while hundreds fled from their farms and homes due to military abuses”.

Colonel Teofilo said “These are all fabricated issues, a result of Gasic’s twisted brain trying to cover up the major setbacks. We will continue our pursuit operation until all their atrocities were stopped and their only option left is to surrender. They cry out on the media believing they can get the attention and sympathy of the people, but only fools will believe on them”.


The CPP propaganda machinery is again at work by fabricating lies for its International Solidarity Works. It can be recalled that CPP-NPAs were already declared as Terrorist Group and support from international community (EU) and other nations in the pacific region were cut–off. These actions greatly affect CPP-NPA and its allied organizations.

Bancasi, Butuan City – Several clashes against the CPP-NPA Terrorists (CNTs) transpired over the week when Army troops in Surigao del Norte and Surigao del Sur under the 402nd Infantry (Stingers) Brigade intensify its security operations gearing up for the upcoming national and local midterm election 2019.

Troops of the 30th Infantry (Python) Battalion in Surigao del Norte clashed with CNTs believed to be members of SYP16C, GF16, NEMRC in two (2) separate occasions in the outskirts of Brgy. Camam-onan, Gigaquit, Surigao del Norte. Python troopers engaged five (5) CNTs for more than ten (10) minutes in the afternoon of May 1, 2019 during the conduct of a security patrol in response to the information of terrorist’s presence extorting in the area for the election campaign. A backpack, five kilos rice and CNT personal belongings were recovered in the encounter site. The following day, May 02, 2019, a pursuit operation resulted in another skirmish of same troops against more or less 15 CNTS in twenty minutes gun battle that led to the seizure of one M16 rifle, one long magazine with twenty-five rounds of live ammunitions and assorted foodstuffs.

In Surigao del Sur, elements of the 36th Infantry (Valor) Battalion also stepped up its security operations to ensure communities are protected and the upcoming election is safe and secured. Said operations resulted in a five-minute firefight against CNTs believed to be members of Pltn 8, WGF19, NEMRC under Baron Iligan @JULIAN who were reported forcing civilians to vote for their preferred candidates at Sitio Lagangan, Brgy Caras-an, Tago, SDS on May 01, 2019. Likewise, another operation on May 02, 2019 resulted in the discovery of a large anti-personnel mine (20ltr container) emplaced along the trail going to the community at vicinity Sitio Lamesa, Brgy Carromata, San Miguel, SDS.

According to Col Licudine, the security preparation in connection with the May 2019 Elections is already emplaced declaring heightened alert for the last remaining days until the Election Day. “Our troops, the PNP and the COMELEC have already laid out security and contingency plans in anticipation of a worst case scenario before, during and after the elections. With the support of civilians and commitment of the candidates for fair and peaceful election, we are ready to thwart any possible occurrences that may arise in the coming days even after Election Day”.

“The strengthened synergy of the civilian authorities and the army. The convergence between and among stakeholders will be a decisive factor for honest, orderly and peaceful election. I urge every Caraganons be on guard and vigilant against any threat to peace and security in order to prevent untoward incidents that will hamper the exercise of our right to vote. ” Col Licudine added.

TANDAG CITY, Surigao del Sur  – The Municipality of Hinatuan, Surigao del Sur was added to the list after passing a resolution that declared the terror group, the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF), undesirable in the entire locality.

Resolution number 01-19 entitled “Declaring the CPP-NPA-NDF and their Associated Organizations as Persona Non- Grata” was passed during the joint meeting of the Hinatuan Municipal Peace and Order Council (MPOC) and Municipal Anti-Drug Abuse Council (MADAC) Meeting last April 30.

It was stated in the resolution that the constituents of the said municipality condemn all forms of terrorism, uphold their allegiance and support to the fight against terrorism, and renounces association with any terrorist group.

The declaration was positively received by the Punong Barangays (Barangay Captains) as well as various stakeholders in the municipality including the business sector. They said the move is just the first step in improving their peace and order and security condition as they strive to pursue socio-economic development programs that will benefit the people, especially from poor and marginalized communities. The tourism sector is expected to greatly benefit from improved peace and security situation of the municipality.

Lt. Col. Jaime Datuin whose battalion has operational jurisdiction of the municipality lauded the move and expressed optimism that neighboring municipalities will follow suit.

“Hinatuan’s move is proof that many municipalities and barangays have long desired to disassociate themselves from the communist- terrorists. The Philippine Army is optimistic that those who have been deceived and exploited by the CPP-NPA-NDF will be finally enlightened as to the true nature of these organizations,” Datuin said.

ROXAS CITY, Capiz -- Army troopers are reminded to be politically neutral this May 13 polls.

Lieutenant General Macairog Alberto, commanding general of the Philippine Army, warned the soldiers to avoid involvement in partisan politics.

“Our involvement in this coming election is to vote and support the conduct of honest, orderly and peaceful election,” he said during the 4th Founding Anniversary of the 3rd Infantry Division, Philippine Army, May 1, at Camp Macario Peralta in Jamindan, Capiz.

Alberto also called on them to be guided always by their values of honor, patriotism and duty in accomplishing their mission.

“We have to live by our brand of dedicated service in serving our people,” he said.

On the other hand, 3ID commander Major General Dinoh Dolina said the Army troop here, which covers the areas in Western and Central Visayas, is ready for the May 13 polls.

Dolina said they are closely working with the Philippine National Police especially in ensuring peaceful, honest and secure elections.

He said that the Armed Forces of the Philippines will not remain neutral this election because they will always be on the side of the law.

“We will run after those who will violate the law,” Dolina said.

9th ID Division Commander MGEN Fernando T. Trinidad expressed his gratitude to the MSAB for the priceless contribution of each committees headed by MSAB members which contributes to the realization of the Army Transformation Roadmap (ATR) by 2028.

The ATR’s purpose is to create a more dynamic, more capable, better and professional Philippine Army members who shall commit to bring peace as they ably secure the land. This is translated to a genuine transformation program based on good governance and performance excellence.

Trinidad harped on the “whole-of-nation” approach in consonance with President Rodrigo Duterte’s issuance of Executive Order No. 70 in December 2018, to end local communist armed conflict by creating a national task force which shall formulate programs and activities that are workable in order to attain peace.

BGen Peal John Bondoc, 9ID PA Asst. Division Commander lauded the creation of Joint Task Force Bicolandia, formed in 2018 primarily to respond to emergency situations and protect the region from security threats through the integration of air, sea, and land units in the area.

“We are happy that through the TF Bicolandia, we can encourage our communities, particularly those which we consider as “geographically isolated and disadvantage areas (GIDAs) to be our priority in the implementation of livelihood programs and be the recipients of the various social services,” Bondoc added as he envisions a peace framework that will aid in attainment of the elusive peace.

Trinidad reported that by 2020, the division will implement projects amounting to more or less P50M as part of the government’s effort to bring progress and development in the countryside.

“The amount may be small but we are bent on spending them judiciously to programs that will benefit the community. We are counting on our partners, to other government agencies and other organizations who will be willing to extend their support to these peace initiatives.”

CAMP EVANGELISTA, Cagayan de Oro City -- The Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) inked a joint implemmentation plan (implan) in yet another bid to ensure peaceful and orderly elections in Northern Mindanao and Caraga region.

The Army’s 4th Infantry Division (4ID) led by its commander, Major General Franco Nemesio Gacal; and PNP’s Regional Office 10 (PRO-10) and PRO-13 represented by Police Brigadier General Jerry Linsagan, deputy regional director for Administration (DRDA), and Police Colonel Jimili Macaraeg, deputy regional director for Operations (DRDO) respectively, signed the “Joint AFP-PNP Implan for the National and Local Election 2019” at Camp Evangelista, Patag, Cagayan de Oro City last May 3.

The said plan provides for a joint security and deployment plan of all AFP and PNP forces in the two regions come May 13.

Officials said the plan lays down all available measures to ensure a “Peaceful, Honest, Orderly, Free and Credible May 2019 Election” in all provinces and cities of Region 10 and 13.

Continuous preparations

“This activity is a continuation of our dutiful preparations for the forthcoming elections which we have already started several months back. But it will not end here. We will continue our preparations, and ensure that all available resources particularly our personnel are deployed and utilized accordingly to ensure successful elections in our respective areas,” Linsagan said.

Macaraeg seconded this., when he said he is confident that the strong partnership and collaboration between the two uniformed services will spell out the difference come Election Day.

“Our long experiences in working together in all aspects of peace and order, and security is crucial to this endeavor. Our constituents expect a lot from us hence we cannot afford to fail them,” Macaraeg said.

Minimal ERVIs

Gacal was equally optimistic the electoral process in the two regions will be both peaceful and orderly.

“Last year, we were successful in minimizing all forms of election-related violent incidents (ERVIs) because of the seamless coordination between AFP and PNP units on the ground, and of course through the support of our stakeholders particularly the Commission on Elections (Comelec). We were able to prevent the communist-terrorist CPP-NPA, Partisan Armed Groups (PAGs) and other lawless elements from conducting major atrocities during, and in the aftermath of the elections. This year, we will do our best to the same or even better,” Gacal said.

“This is our commitment to the Filipino voters- to ensure that they would be able to freely exercise their right of suffrage”, he added.

Combat posture

Gacal clarified that all Army units throughout 4ID’s Area of Responsibility will remain in combat posture, and will have no let-up on its offensive operations against the CPP-NPA.

“We will deny them any chance to conduct atrocities, threaten election officials and personnel or coerce voters.”

He said many soldiers availed of the Local Absentee Voting (LAV) last April 29 and 30 to ensure readiness of units to perform election-related duties while at the same time continuing Community Support Programs (CSP), and other peace and development activities.

The Joint AFP-PNP implan in Region 10 and CARAGA was crafted based on the AFP-PNP Joint Operational Guidelines, Republic Act 7166 and Comelec resolutions.

Last April 15, a Joint Coordinating Conference between the COMELEC, DepEd, Army and PNP was conducted at Camp Alagar, Lapasan, Cagayan de Oro City in preparation for the May 2019 elections.

Meanwhile, this year’s joint conference was also attended by Army Brigade and Battalion Commanders whose units cover various parts of the two regions.

Northern Mindanao-based units were led by 403rd Brigade Commander, Col. Edgardo de Leon; while Caraga based units were led by Col. Allan Hambala and Col. Maurito Licude, commanders of the 401st and 402nd Brigades respectively.

LABANGAN, Zamboanga del Sur, May 7 (PIA)-- The 1st Infantry (Tabak) Division, Philippine Army and the Philippine National Police (PNP) on Monday deployed at least 500 soldiers and one platoon of police personnel to carry out election duties for the midterm polls on May 13.



BGen. Roberto T. Ancan, commanding officer of the Tabak Division. in a send off ceremony held at the parade grounds said the election deployment of the troops will serve as an augmentation for the Philippine National Police which will be at the forefront of election duties.

Ancan said the troops will be sent to the areas of Zamboanga Peninsula and the provinces of Lanao del Norte and Lanao del Sur due to the presence of threat groups and partisan armed groups.


The Tabak commander appealed to the troops to remain non-partisan and not to support any candidate.

“As you are about to leave the hallowed grounds for a corresponding mission, always remember that we are nonpartisan and apolitical at all times. We will strictly observe the conduct of secure and fair elections,” Ancan urged.

Ancan also said the troops will ensure the safety and security of the voters for them to exercise their right to suffrage, the sanctity of their votes and the integrity of the elections.

It can be recalled that Armed Forces of the Philippines (AFP) Chief of Staff, Gen. Carlito Galvez Jr. in a Joint Peace and Security Coordinating Committee (JPSCC) meeting held in Camp Crame on October 16, 2018, said the military has been strict in its drive to keep troops apolitical.

He said the Philippine Army should not make any move supportive of any candidate adding that, they have distanced themselves from different officials, even CMO (Civil Military Operations) officials.

At least 224 Tabak troopers have already exercised their right to suffrage and have availed the absentee voting on April 29-30 at the 53rd Infantry battalion headquarters in Guipos town.

The Moro Islamic Liberation Front (MILF), as an organization, is participating in Philippine democratic elections for the first time and the former biggest Moro rebel group that forged peace with the government wants the balloting in the region to be peaceful and orderly.

The United Bangsamoro Justice Party (UBJP), the political party of the MILF, has rallied its members to help achieve peaceful and orderly elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), saying the world is watching over the course of the May 13 polls.


The Bangsamoro Communication Network (BCN) and the UBJP organized Monday a stakeholders’ forum here on peaceful and orderly elections attended by hundreds of major election stakeholders, according to Abdulraof Macacua, UBJP secretary general.

Macacua said foreign nations are monitoring developments on the new political entity in Mindanao, how it selects leaders and how it administers the electoral process.

“This is our first time to participate in Philippine elections as an organization and we want it to be peaceful to show we are capable of holding peaceful elections in Mindanao,” he said.

In attendance during the forum were Sheikh Abu Huraira Abdurrahman Udasan, the Grand Mufti of the Bangsamoro; Naguib Sinarimbo, BARMM minister of interior and local government; and Ernie Palanan, Maguindanao election supervisor.

Also present were representatives from the police and military.

Macacua urged the electorate to vote to office candidates who have integrity, credibility and good public service records. “The UBJP has issued guidelines to its members how to correctly vote but did not dictate who to elect,” he said.

Sinarimbo, for his part, advised the electorate to reject “politics of money” for it will make the elected officials corrupt. “Dishonest candidates, once elected, will recover all his money used in buying votes through corruption in government,” he said.

Before the MILF signed a peace deal with the government, it repeatedly refused to participate in Philippine elections. The MILF first participated in Philippine political exercises in the plebiscite held last January and February that ratified the Bangsamoro Organic Law, the enabling decree that created the BARMM.

CAMP GEN. CAPINPIN, Tanay, Rizal -- A top military official in Mindoro said Monday the successful offensives by government forces, which recently resulted in the overrunning of a rebel lair in San Jose, Occidental Mindoro, has confirmed long-suspected links between the Communist Party of the Philippines (CPP)-New People’s Army (NPA) to the Makabayan bloc in Congress.

Recovered were documents and subversive materials that showed the communist group's communication with Makabayan legislators, who are now campaigning for Congressional seats.

Col. Marceliano Teofilo, commander of the Army's 203rd Brigade that has operational jurisdiction in Mindoro island, said one of the retrieved documents was a letter of self-exiled CPP chair Joma Sison addressed to Gabriela party-list officials.

“I am wondering how this Gabriela party-list (group) keeps on denying that they are not allied with CPP-NPAs when in fact, Joma Sison, is sending letters directly to them. We need enlightenment on this,” Teofilo said.

He said recent victories scored in the field by government troops were made possible with valuable intelligence information provided by citizens who are often abused by the NPA terrorists.

Among the communist rebels' recent atrocities were the burning of heavy construction equipment owned by Santa Clara Hydro-electric Corporation, as well as the harassment of re-electionist Occidental Mindoro Rep. Josephine Sato.

Communist terrorists have also been tagged in the kidnapping of CAFGU member Reynante Malupa as well as the killings of Jun-jun Ysog, Kenndey Aquino and Jose Barera, all of them described by the military as innocent civilians who opposed the NPA’s oppression in their area.

“We will not tolerate these atrocities against people and community especially on our brother Indigenous Peoples (IPs) who are defenseless. I encourage peace-loving Mindoreños to stand up and fight against these abusive NPAs, stop to their extortion activities. We, your Philippine Army and Philippine National Police will help you out on this endeavor,” Teofilo added.

The NPA, armed wing of the CPP, has been listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Former Bayan Muna representative Joel Virador died at Brokenshire Hospital here past 11 a.m Tuesday due to papillary carcinoma or thyroid cancer.

Virador, 52, has been out of the public eye for a long time due to his ailment, first diagnosed sometime in 2013.


Harvey Virador, the lawmaker’s son, broke the news on his Facebook post. He said his father did not immediately seek treatment because the first diagnosis was non-cancerous.

Virador was Bayan Muna Party-list representative from 2004 to 2007 and held the position of executive vice president of the party.He also served as secretary general of the Karapatan-Southern Mindanao and later became regional vice chairman for federation affairs of the Kilusang Mayo Uno–Southern Mindanao.

His remains will be brought to the IFI Compound in Davao and later to Makilala North Cotabato, his son said.

Virador is survived by wife Imelda, daughter Joanna Paula Vasig and Harvey.

Suspected communist New People’s Army (NPA) members were repelled when they attacked a militia detachment in Arakan, North Cotabato on Monday, an official said.

Capt. Jose Mari Molina, Arakan police chief, said the NPAs targeted the detachment of the Citizen Armed Force Geographical Unit (CAFGU) in Sitio Katindo, Barangay Malibatuan around 11 a.m.


“A 15-minute firefight transpired following the botched attack,” Molina said on Tuesday.

Molina said the militants later withdrew to the interior part of the area after the CAFGUs stood their ground and successfully defended their position.

Villagers who evacuated due to the incident returned home later on the same day, Molina said.

The NPA--the armed wing of the Communist Party of the Philippines-- is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Fifteen communist rebels surrendered to authorities in Lebak, Sultan Kudarat on Tuesday, a police official said.

Brig. Gen. Eliseo Rasco, director of Police Regional Office-12, said the surrenderers belong to the New People’s Army's (NPA) Platoon Cherry Mobile–Guerilla Front 73 that operates in the peripheries of Palimbang, Lebak, Kalamansig, and Senator Ninoy Aquino towns--all in Sultan Kudarat province.

“The latest NPA batch voluntarily surrendered because they felt they were duped by their NPA recruiters,” Rasco said.

The surrenderers were identified as Rhea Timan alias Ka Elmi, the group’s leader, who is described as a political instructor; Ugdok Dafu alias; Felipe Dafu; Dansuli Sipot; Ansit Etang; Inggaw Fandi; Dali Timbangan; Tui Timbangan; Tata Fandi; Luz Etang; John Etang; Jun-Jun Macalbing; Kenis Dafu; Jeymark Javal; and Jigsloyd Talaman.

The group also surrendered firearms consisting of an M16 rifle, a 30-caliber Garand rifle, two M14 rifles, a homemade 12-gauge shotgun, an improvised 5.56-caliber rifle, two .45-caliber pistols, an Ingram submachine pistol, two improvised M79 grenade launchers, and assorted ammunition.

Rasco said the surrenderers are currently undergoing custodial debriefing and documentation with the 1st Marine Brigade.

The NPA--the armed wing of the Communist Party of the Philippines--is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

PAGADIAN CITY, Zamboanga del Sur -- Nineteen people, including two policemen, were arrested while 17 assorted firearms were seized by a joint team of military and police forces on Monday afternoon in Barangay Danlugan, this city.

Lt. Col. Marlowe Patria, the Army's 53rd Infantry Battalion commander, said government troops received reports from village residents about the presence of armed men wearing masks riding in two pick-up vehicles in the area.

Patria said the troops consisting of soldiers from the 53IB and the local police responded and intercepted the two vehicles, leading to the arrest of 19.

He said among those arrested were Police Senior Master Sergeant Rex Barmeda, who is assigned with the Zamboanga del Sur Police Provincial Office; and Police Corporal Michael Dagupan of the Pagadian City Police Station.

The others were identified as: Joel Morales, Celso Labayo, Ken Redondo, Anthony Basaya, Art Tesorio, James Mendiola, Jimmy Mendiola, Randy Abad, Antonio Onac, Juvy Siabok, Junifer Daud, Michael Ganub, Jhoniven Sebag, Monching Angalay, Alvin dela Cruz, Dioscoro Escario, and Jason Escario.

Recovered from the suspects were five M-16 Armalite rifles, seven caliber .45 pistols, two caliber .357 revolvers, one 9-mm pistol, one caliber .38 revolver, one caliber .22 revolver, several assorted ammunition and 17 bonnets, Patria said.

Brig. Gen. Bagnus Gaerlan Jr., the Army’s 102nd Infantry Brigade commander, vowed to heighten the military's cooperation with the local police against lawless elements in the Zamboanga Peninsula.

“With the continued cooperation of our people in reporting the presence of armed elements and threat groups in their communities, we can respond at once and prevent these lawless armed elements from disrupting the peaceful and orderly conduct of our elections,” Gaerlan said.

The arrest of the group came a few hours after the Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces) has deployed a battalion of troops for election security duty.

Lawyer Jossil Macute, provincial election supervisor, said the apprehension of armed men "should serve as a warning that the AFP (Armed Forces of the Philippines)--in cooperation with the PNP--is serious in ensuring the safety of our electorate in the upcoming elections."

Meanwhile, Brig. Gen. Roberto Ancan, the Army’s 1st Infantry Division and the Joint Task Force Zampelan commander, lauded the 53rd Infantry Battalion and the local police.

“The apprehension of these armed elements will certainly help improve the security situation in our area of responsibility and for our people to be more safe and secure especially in the upcoming mid-term elections,” Ancan said.

The chief of the Army’s 6th Infantry Division (6ID) in Central Mindanao has assured the public that the Armed Forces the Philippines (AFP) will remain "apolitical and nonpartisan."

Major Gen. Cirilito Sobejana, 6ID commander and head of the military-led Joint Task Force Central (JTFC), vowed the AFP will "provide a democratic space and let democracy work."

“Rest assured that your AFP remains committed and apolitical,” Sobejana said in a statement released by the division on Monday.

He earlier told election stakeholders during a recent gathering of Commission on Elections (Comelec) officials, the military, the police and political candidates in Camp Siongco, Datu Odin Sinsuat that the military "has been neutral and will remain like that in this year’s balloting."

The gathering, held last May 4, was aimed at ironing out possible glitches in preparation for the midterm elections.

Highlights of the meeting include security deployment of soldiers and police officers and other deputized agencies in the implementation of election laws, and rules and regulations to ensure free, honest, peaceful elections.

In the same gathering, Col. Ronald Briones, police provincial director for Maguindanao, assured that the police will also remain neutral and apolitical and ready to enforce election laws.

Briones said the police will deploy enough police personnel to priority areas of concern.

Maguindanao election supervisor, lawyer Ernie Palanan, said preparations for the May 13 elections in the province are already complete.

Palanan directed all municipal election supervisors to exercise full control over all the activities relative to the election and maintain the dignity of a public servant.

Moreover, Sobejana lauded the efforts of all stakeholders to attain a peaceful and honest election.

“It is our constitutional rights to cast our votes. Free, honest, peaceful and credible elections can be achieved through coordination and collaboration, and by doing our respective duties and responsibilities,” he said.

The 6ID covers the provinces of Sultan Kudarat, North Cotabato, Maguindanao and part of Lanao del Sur in the Central Mindanao region.

The Philippine Navy (PN) now has the capability to detect, locate and hunt submarines with the arrival of its two AugustaWestand (now Leonardo) AW-159 "Wildcat" helicopters Tuesday.

This was bared by Navy flag-officer-in-command, Vice Admiral Robert Empedrad, on the sidelines of the send-off ceremonies for the military, police and government contingents tasked to secure the May 13 mid-term elections in Camp Aguinaldo, Quezon City


"These helicopters will give the PN the capability to detect and locate submarines due to its sonar capabilities," he said in Filipino.

Empedrad said this is a big leap for the PN, considering that in the past, the Navy does not have the means to detect subsurface threats.

The PN chief said that the sonar capabilities of the AW-159 will be further augmented by the proposed upgrades of the three Del Pilar-class offshore patrol vessels, which include the installation of sonar equipment.

Empedrad said the helicopters will be placed in Navy service shortly after the blessing and commissioning ceremonies in Sangley Point, Cavite this coming May 27, which coincides with the PN's 121st founding anniversary.

These helicopters are to be based on the two missile-armed frigates Hyundai Heavy Industries is constructing in South Korea. These aircraft were acquired for PHP5.4 billion including its munition, mission essential equipment and integrated logistic support.

The AW-159 (previously called the Future Lynx and Lynx Wildcat) is an improved version of the Westland Super Lynx military helicopter.

The helicopter has been ordered for the Royal Navy and British Army. It is capable of speeds of 291 km/h (181 mph), range of 777 km (483 miles), ferry range of 963 km (598 miles) and an endurance of one and a-half hours (fours hours and 30 minutes if fitted with auxiliary fuel).

The AW-159 can also be armed with rockets, machine guns, missiles, torpedoes and depth charges.

The Armed Forces of the Philippines (AFP) remains apolitical and non-partisan.

AFP chief-of-staff, Gen. Benjamin Madrigal made this assurance during the ceremonial send-off ceremonies for military, police and government contingents tasked to secure the May 13 mid-term elections Tuesday.

"Along this line, let me assure all of you that the AFP shall remain apolitical and non-partisan, just that the President continuously reminds the defense force to be neutral, we in the AFP will heed only to mandate, and our loyalty remains to the flag alone," he said.

The ceremonial send-off ceremony was held at the Lapu-Lapu Grandstand, Camp Aguinaldo, Quezon City.

"Likewise, we shall also fully support and ensure the implementation of the gun ban as we promote a peaceful and non-violent conduct of the elections. With all the challenges ahead, we assure that the AFP would always be faithful and dedicated defenders of peace and your reliable partner in this political exercise," Madrigal said.

To ensure that the May 13 polls will be peaceful and orderly, the AFP chief said the military and Philippine National Police will do everything they can to secure the elections and provide all possible land, air, and water craft and communication assets in support of the Commission on Elections (Comelec)'s implementation of the election laws.

"I would like to challenge every soldier, policeman, public servant and our fellow Filipinos to work together and remain vigilant during this crucial time in our history," the AFP chief added.

Less than a week before the mid-term elections, the Armed Forces of the Philippines (AFP) together with the Philippine National Police (PNP) and the Commission on Elections (Comelec) formally sent off troops who will secure the polls at the Lapu-Lapu Grandstand in Camp Aguinaldo, Quezon City on Tuesday morning.

Col. Noel Detoyato, AFP public affairs office chief, said the Comelec spearheaded the ceremony in collaboration with the military and PNP which are the deputized agencies that will perform various tasks to ensure the peaceful and successful elections.

He added a total of 809 personnel and 28 vehicles from the AFP; 778 personnel and 23 vehicles from the PNP; and representatives from other stakeholders such as Department of Education and Department of Health were present in the ceremony.

Detoyato clarified that aside from the ceremony, many troops have already been pre-deployed in preparation for the elections.

A total of 98,000 personnel from the AFP, 149,830 from the PNP, and over one million officers and personnel from other agencies, stakeholders and volunteer groups were committed to the Comelec represented by Commissioner Luie Tito Guia.

“The send-off ceremony is a fitting testimony of our firm aspiration for a peaceful and successful conduct of the National and Local Elections next week. This also signifies that we are all prepared and ready to be deployed in the different areas where our services and assistance are very much needed,” AFP chief-of-staff, Gen. Benjamin Madrigal Jr said.

Madrigal's remarks were echoed by PNP chief, Gen. Oscar Albayalde.

"While we expect security threats to continue and lawless elements to attempt to disrupt the elections in some areas, I must say we are fully prepared to face and address challenges that may come our way. We certainly have learned our lessons well from past election periods and we now draw from these lessons to avoid the same mistakes, improve our operations and achieve a truly peaceful and fair conduct of the elections," Albayalde said.

Despite this, the PNP chief said he expects participating police officers to perform their tasks with the highest degree of professionalism, dedication, integrity and courage.
