CAMP VICENTE LIM, Laguna, Philippines — Several improvised explosive devices and ammunition were among those recovered as government troopers seized a camp of the New People’s Army (NPA) in Quezon on Wednesday.

The camp was recovered following an encounter in Barangay Canaway, General Nakar.

Brig. Gen. Edward Carranza, Calabarzon police director, said the camp, which was believed used for training NPA recruits, could accommodate up to 20 persons.

On Sunday, the military overran an NPA camp in Barangay Monteclaro, San Jose, Occidental Mindoro.

The military said a radio amplifier, three cell phones, sewing machines and subversive documents were recovered at the scene.

ALABEL, Sarangani -- Sarangani Province has successfully engaged into education campaign thru its Madaris Tarbiyyah Program to strengthen capacities of its Moro communities on the prevention of violent extremism.

The Governor’s Commission on Muslim Affairs representative Asma Akmad said long before the issue on violent extremism arose in 2017, Sarangani has already been doing the initiatives of countering violent extremism since 2016 after a bombing incident in Davao City.

Now, Madaris Tarbiyyah has been recognized as one of the best practices in the Philippines on the prevention of violent extremism as presented by the United Nations Development Programme during the Coordination and National Action Planning in Bangkok, Thailand in July 2018.

Akmad said one of the points recognized was the involvement of religious groups as one of the best strategies to correct distorted narratives against Islam wherein, she said, Sarangani has long been doing.

Tarbiyyah, according to Akmad, is an Arabic term which means “to nurture one child from one stage to another until he becomes righteous and obedient.” In Sarangani, this concept is used to empower Muslim communities against violent extremism by educating them on “the true teachings of the Holy Qur’an which rejects all forms of terrorism.”

Akmad said Governor Steve Chiongbian Solon “pursued this mechanism of education to ensure the correct interpretation of the tenets of the Muslim religion and its teachings together with parallel programs in pursuit of good governance.”

This mechanism paved the way for Madaris Tarbiyyah to be crafted and implemented as a grassroots-driven anti-violent extremism strategy thru Sarangani’s Madaris for Peace Project.

This approach, Akmad said, “focuses on the Madrasah as the primary learning institution of most of the Muslim faith and therefore the logical base for generating grassroots peace building efforts.”

Madaris Tarbiyyah is a civil-political initiative that brings together stakeholders in the province whose mandates are for peace, prevention of conflict and ultimately, prevention or countering the causes and effects of radicalization and violent extremism.

Around 49 Madaris centers have been established in Sarangani in six out of seven component municipalities.

For Governor Solon, “the best people who could protect the province from the threats of violent extremism are the Sarangans themselves.”

“We are not fighting a religion. We are fighting a false religion,” Solon stressed.

Solon said the extremists pass through the Philippines and pointed out “ang gusto natin sa Sarangani hindi tayo gagawing playground (We don’t want them to make Sarangani as their playground).”

Violent extremism, he said, “is any belief that uses violence. Because they use violence, it scares the people. It is terrorism and that’s what we are fighting against.” But Solon pointed out to also “keep in mind that out of the 1.8 billion Muslims in the whole world, only 0.0001 are extremists.”

In Sarangani, he said, the Ustadz, Imams, elders and representatives from Moro Islamic Liberation Front are the ones encouraging Muslim communities to suppress radical Islam. (Beverly C. Paoyon/SARANGANI COMMUNICATIONS SERVICE)

NORTH COTABATO, Philippines — Two members of the Moro Islamic Liberation Front were killed in an ambush in Carmen town in this province on Tuesday.

Nuska Alamansa, 32, and Nasser Tambilangan Ampatuan, 34, both residents of Barangay Pisan in Kabacan, died at the scene, Lt. Col. Aldrin Gonzalez, Soccsksargen police spokesman, said.

Gonzalez said the victims were riding a motorcycle when unidentified men flagged them down in Barangay Kibuyao and opened fire.

Probers have yet to determine the identities and motives of the assailants.

The Department of the Interior and Local Government (DILG) on Thursday said the number of candidates who have been giving extortion money to communist rebels for this coming election have decreased.

"We are pleased to find out that based on intelligence reports this year, fewer local candidates have succumbed or gave in to their extortion activities," DILG spokesman Jonathan Malaya said at a press briefing.

"The DILG together with the PNP (Philippine National Police) and the AFP (Armed Forces of the Philippines) will continue to monitor all our candidates as we enter the last stretch of the campaign," Malaya added.

Asked about concrete figures on the decline, Malaya said the DILG intends to disclose data after the elections as it is still gathering pieces of evidence on the report.

"Unang-una kasi these are intelligence reports no so ayaw ko namang magbigay ng figures. I would just like to inform the public and continue the warning of the Department doon sa mga lalapitan ng CPP-NPA (Communist Party of the Philippines - New People's Army)," Malaya said.

"Siguro ang gagawin namin after the elections, once we validated these reports and we have enough evidence, we will give figures but for this, hindi pa, we're in the middle of election period pa eh," he added.

Malaya said there are still candidates who have submitted to the extortion demands of the communists to which security forces are closely monitoring.

He warned that the DILG would file charges against these candidates.

"They will be held liable even after the elections if we are able to gather evidence that they are aiding, financing, supporting or conniving with these communist terrorist groups and their allies who are out to trample our democracy and oust our duly constituted authorities," Malaya said.

Malaya also said the military and police are checking the sample ballots of these candidates, noting that if the sample ballots are being distributed in "rebel-infested" areas, it is already a red flag.

The DILG earlier said a total of P195.5 million was accumulated by the communist groups due to their extortion activities during the previous elections.

The Philippines and Indonesia kicked off on Thursday their joint patrol in the Sulu-Celebes Seas, a move aimed at strengthening security cooperation to combat piracy, smuggling and maritime attacks in the region.

"The main mission is to secure the common border, to curtail maritime crimes, and stop various sea crimes like smuggling and piracy," Ezra Balagtey, spokesman for the Eastern Mindanao Command of the Armed Forces of the Philippines, said in a statement.

The joint patrol ceremony was held in Davao City in southern Philippines on Thursday attended by high level military officials from both countries.

Balagtey said the 10-day coordinated sea patrol and exercise will officially start on Saturday.

According to the Philippine military, the joint patrol "will provide the naval forces of both countries an opportunity to improve interoperability and (strengthen their) capability to secure their common border through naval exercise simulating different scenarios."

Two navy ships, BRP Ramon Alcaraz from the Philippines and KRI Pandrong from Indonesia, will join the coordinated border naval patrol.

The Sulu-Celebes Seas host important maritime trade routes in the southeast Asia region. However, the area has also become notorious as a black spot for piracy and sea robbery perpetrated by local criminal-terrorists.

Maritime attacks by extremists like Abu Sayyaf Group in the southern region bordering Indonesia, Malaysia and the Philippines compelled the three littoral countries to launch coordinated naval patrols which aim to improve communication and information exchange among the three navies in a bid to address maritime security.

The Abu Sayyaf is a radical insurgent group in the Philippines that carries out kidnappings, bombings and beheadings in western Mindanao, particularly in their remote lair in the island provinces of Basilan and Sulu, preying on foreign tourists, businessmen and fishermen.

The recent surrenders of Communist Party of the Philippines-New People's Army (CPP-NPA) fighters and their supporters is a strong indication that they are now convinced that only the government can provide them with the means to better their lives and those of their loved ones.

"Ipinapakita sa pagsukong ito ng mga miyembro dati ng NPA ang katapatan at kanilang nakikita na pag-asa sa ating pamahalaan na bumubuti ang kanilang kalagayan kung sila ay susuko sa ating pamahalaan. Pinapakita nito rin at kinukumpirma ang sinasabi ng mga naunang sumuko sa kanilang hanay na sila ay nahihirapan na sa paglaban sa ating pamahalaan, sila ay nagugutom at kinukulang na sa kanilang mga suplay (These surrenders show that the former NPA members know that the government is sincere in giving them hope and improving their lives once they decide to drop their arms and stop their armed struggle as they starve and run out of supplies)," Armed Forces of the Philippines (AFP) spokesperson, Marine Brig. "(Most of all, we see that) the creation of the National Task Force to End Local Communist Armed Conflict ay nagpapakita lamang na nagiging epektibo ang ating pamahalaan sa pag-integrate ng lahat ng (shows that the government is succeeding in integrating all efforts of) local government agencies, national government agencies (and) local government units," he said.

Around 1, 800 NPA fighters and supporters have surrendered in the first four months of the year.

Arevalo said the figure is an indication that the number of the terrorist CPP-NPA regular members and supporters has decreased and is constantly declining.

"And we expect the number to taper down as it should be the case, again, others variables remaining constant," the AFP spokesperson said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, New Zealand, and the Philippines. (PNA)

Col Palafox is accompanied by his Regiment Staffs; Major Julie Ann Mirabueno the Assistant Chief of Staff for Personnel, G1,and Major Butch Bambico the Assistant Chief of Staff for Logistics, G4. Purpose of their visit is to check the welfare of the personnel who are on the constant contact with the Internally Displaced Persons in Marawi City and nearby towns who are still affected by the devastation of the City.

Col Palafox arrives at this unit with a warm welcome of the troops and Hijab troopers and subsequently followed by a conference led by Commanding Officer of 12th CMOBn Lieutenant Colonel Soriano in which they tackle mission essential capabilities of the unit and conference ended with the promise of the good commander that it would be acted as soon as possible in order to fully capacitate the unit.

In addition, Regiment Commander stretch-out to personnel of this unit that our soldier must be professional not only by thinking but also in action. He then also added that we, as the men-in-uniform must have this strong bond of camaraderie and love that starts among organization.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – Combined troops of 34th Infantry Battalion and Midsayap MPS encountered with the armed lawless group (ALG) in Barangay Kapinpilan, Midsayap, North Cotabato on Tuesday afternoon, April 30, 2019.

The security forces responded to the reported gunfires believed to be a rido between the ALG under Mama Macalimbol and Dule Dulua, member of 105th Base Command.

Accordingly, at around 1:30 p.m., clash between the two groups erupted, 500 meters away from the Patrol Base of 34th Infantry Battalion under the Alpha Company.

The troops immediately responded the clash site. While they were approaching the area, they were fired by the armed group, prompting the government forces retaliate.

An exchange of fire lasted for 15 minutes. That upon clearing the area, a certain Marlon Gemalo was apprehended, who was slightly wounded.

Recovered from his possision were one M14 rifle, magazines and ammunitions.

6th Infantry Division Commander Maj. Gen. Cirilito E. Sobejana said that the 6th ID will not allow warring factions and other armed lawless groups to thrive in his area of responsibility as this will inhibit the peace and order in the peace-loving community of municipality of Midsayap.

He also commended the troops for their bravery in responding to the scene of the fire fight that prevented it to escalate further in the community.

The apprehended person and recovered items were turned over to Midsayap PNP for proper filing of appropriate charges against him.

BISLIG CITY, Surigao del Sur- The list of cities, municipalities and barangays declaring the communist/ terrorist group CPP-NPA-NDF is getting longer by the day.

On Tuesday, April 30, the Municipality of Hinatuan, Surigao Del Sur was added to the list after passing a resolution that declared the terror group undesirable in the entire locality.

Hinatuan, a second class municipality in Mindanao’s Caraga Region, is home to the world- famous Enchanted River. The river located in Brgy. Talisay, is said to be miraculous and attracts visitors locally and internationally.

Resolution Number 01-19 entitled “Declaring the CPP-NPA-NDF and their Associated Organizations as Persona Non- Grata” was passed during a joint meeting of the Hinatuan Municipal Peace and Order Council (MPOC) and Municipal Anti-Drug Abuse Council (MADAC) Meeting, April 30.

“The constituents of the Municipality of Hinatuan condemns all forms of terrorism, uphold their allegiance and support to the fight against terrorism, and renounces association with any terror[ism] group. The maintenance of peace and security is our prime concern and duty”, the resolution said.

The declaration was positively received by the Punong Barangays (Barangay Captains) as well as various stakeholders in the municipality including the business sector. They said the move is just the first step in improving their peace and order and security condition as they strive to pursue socio-economic development programs that will benefit the people especially from poor and marginalized communities. The tourism sector is expected to greatly benefit from improved peace and security situation of the Municipality.

Lt. Col. Jaime Datuin whose battalion has operational jurisdiction of the municipality lauded the move and expressed optimism that neighboring municipalities will follow suit.

“Hinatuan’s move is proof that many municipalities and barangays have long desired to disassociate themselves from the communist- terrorists. The Philippine Army is optimistic that those who haveen deceived and exploited by the CPP-NPA- NDF will be finally enlightened as to the true nature of these organizations”, Datuin said.

Brig.Gen. Andres Centino, the 401st Brigade Commander also commended the LGU of Hinatuan for leading the charge against the communist- terrorists. He said Executive Order No. 70 calls for a

“Whole of Nation Approach” to end the local communist armed conflict, and requires the collective effort of government instrumentalities to work with the community. He further assured the LGU of Philippine Army’s readiness to assist them in their quest towards establishing conflict-resilient communities.

FORT MAGSAYSAY, Nueva Ecija – 44 Communist NPA Terrorists (CNT) Mass Supporters voluntarily surrendered to the 81st Infantry (Spartan) Battalion at Brgy. Tablac, Candon City, Ilocos Sur, yesterday.

The terrorist supporters surrendered to the Community Support Program (CSP) Team of the 81IB, in the presence of Barangay Officials of Brgy. Tablac headed by Chairman Ronald Torres.

The series of surrenders of CNTs and their supporters that transpired over the past few months strongly shows that these people have finally realized the futility and absurdity of insurgency. They now acknowledge that it is only through becoming good citizens can they benefit from the services that the government provides. The development is also indicative of how the government has truly acted on its role of providing better lives for the people.

The spokesperson of the Armed Forces of the Philippines (AFP), Marine Brigadier General Edgard Arevalo, said that the development is indicative of the success of the creation of the National Task Force to End Local Communist Armed Conflict that integrates the efforts of all local and national government agencies and units. He further said that around 1,800 NPA fighters and supporters have surrendered in the first four months of the year.

The Commander of the Philippine Army’s 7th Infantry (Kaugnay) Division, Major General Lenard T. Agustin AFP, whose Command covers Ilocos Sur in their area of responsibility (AOR), stated that he is positive that the number of CNT will continue to decline in 7ID’s area of operation as the Kaugnay Division will continue to step up their efforts in convincing those who have been led astray, to surrender to the government and lead peaceful lives.

“They now have the opportunity to live in peace and be with their families. The government will capacitate them to earn and start anew, and ensure that they will never go hungry again through the Enhanced Comprehensive Local Integration Program (ECLIP). We will welcome all those who choose to embrace peace but will consider an enemy those who who will continue to proliferate violence and insurgency,” said MGen Agustin.

On May 3, 2019, the 44 surrenderees will be presented to the Candon City Mayor during the Grand Pulong-Pulong where they will renew their allegiance to the government and denounce all alliances and activities related to the CNTs.

A Basilan-based Abu Sayyaf Group member yielded to the troops of the 6th Special Forces Battalion under Lieutenant Colonel Diosdado Carlos Pambid at 9am yesterday, May 1.

Omar S. Mustamud a.k.a Abu Kompor, a resident of Barangay Parang Basak, Lamitan, Basilan and operated under ASG Sub Leader Khair Mundos, also turned over his M16A1 to the troops at the 6SFBn Headquarters, Barangay Buhanginan, Patikul, Sulu.

Mustamud was then presented to 1102nd Brigade Commander, Brigadier General Peter Angelo Ramos, prior his medical check-up and custodial debriefing at the Kuta Heneral Teodulfo Bautista Station Hospital.

“The Western Mindanao Command continuously provide support programs to those who have decided to return to the folds of the law,” said Lieutenant General Arnel B. Dela Vega, commander of the Western Mindanao Command.

“We are also exerting effort in reaching out those who are having second thoughts to surrender,” LtGen Dela Vega added.

The officials of the different barangays of Lambayong, Sultan Kudarat surrendered 49 loose firearms to the 1st Mechanized Infantry (Maaasahan) Brigade through the 2nd Mechanized Infantry (Makasag) Battalion on Tuesday, April 30, 2019.



The ceremony was held at the Association of Barangay Councils (ABC) Office of said municipality.

The effort is part of the intensified campaign of the brigade against loose firearms in the area of responsibility to maintain peace, security and order in the community and in preparation for the upcoming National and Local Elections.



According to Lieutenant Colonel Alvin G. Iyog, Commanding Officer of 2nd Mechanized Infantry Battalion, the handing over of loose firearms to the unit was a result of the effective collaboration with the local leaders and the intensified stakeholders’ engagement.

The 49 loose firearms were handed over to Colonel Efren Baluyot, Commander of 1st Mechanized Infantry Brigade, by Lambayong Municipal Mayor Ramon M. Abalos and ABC President Norhato P. Sanday.



In his message, Colonel Baluyot lauded the effort of the 2nd Mechanized Infantry Battalion and the cooperation of barangay officials that led to the successful surrender of the loose firearms.

“This handover ceremony of loose firearms is a demonstration of your commitment and sincerity to help us in achieving a peaceful, secured and progressive community. It is also a very clear indication that the dream of having peaceful community for our children will be attained soon as long as we collaborate and help each other,” Colonel Baluyot said.

Colonel Baluyot added that the campaign against loose firearms will continue in the brigade’s area of responsibility to prevent the occurrence criminalities and disorders in the community.

He also urged the local officials to cooperate for the good of the community.

Firearms surrendered from the different barangays of Lambayong include: 21 gauge shotguns, 6 Caliber .38 Pistol, 5 Caliber .45mm Pistol, 1 Caliber .30 Sniper Rifle, 2 Caliber .22 rifle, 1 Caliber .22 Pistol, 1 9mm Rifle, 1 Caliber .50 Barret, 1 RPG, 5 M79, 3 Uzi, 2 Ingrams, 4 grenade, 2 Rifle Grenade, 1 hand grenade and 1 RPG ammunition.

Also present during the ceremonial turnover were officials from the 26 barangays of Lambayong.

Meanwhile, Joint Task Force Central commander, Major General Cirilito E. Sobejana, commended the 1st Mechanized Infantry Brigade and the local officials of Lambayong for their strong collaboration and support on the campaign against loose firearms in the province.

“Everyone wanted to embrace a peaceful and progressive community and with that, we will go-all out to convince more residents to surrender unlicensed firearms, the success of our campaign will surely be realized with the help and support of our local leaders,” Major General Sobejana said.

The loose firearms are kept in the custody of 2nd Mechanized Infantry Battalion for safeguarding prior turnover to higher headquarters.

Combined troops of the 34th Infantry Battalion and the Midsayap Municipal Police Station encountered with armed lawless groups (ALG) in Barangay Kapinpilan, Midsayap, North Cotabato on Tuesday afternoon, April 30, 2019.

The team responded to a report of gunfire between two warring ALGs under Mama Macalimbol and Dule Dulua of the 105th Base Command.

Accordingly, at around 1:30 pm, clash between the two groups erupted 500 meters away from the Patrol Base of the 34IB’s Alpha Company.

The government troops immediately responded to the clash site but were unfortunately, fired upon by the armed groups prompting them to retaliate.

The 15 minute firefight resulted to the apprehension of an ALG member who was slightly wounded.

Seized from Marlon Gemalo were one M14 rifle, magazines and ammunitions.

Joint Task Force Central commander, Major General Cirilito E. Sobejana said that the 6th Infantry Division will not allow warring factions and other armed lawless groups to thrive in his area of responsibility as this will inhibit the peace and order in the peace-loving community of municipality of Midsayap.

He also commended the troops for their bravery in responding to the scene of the fire fight that prevented it to escalate further in the community.

The apprehended person and recovered items were turned over to Midsayap PNP for filing of appropriate charges and proper disposition.

While conducting focused military operation, troops of the Alpha Company of the 21stInfantry Battalion under Lieutenant Pedere discovered an arm cache belonging to the Abu Sayyaf Group in Barangay Latih, Patikul, Sulu at 6:45am today (May 2).

Recovered inside an abandoned house were 1 unit NVG monocular, 1 hand guard for M203 GL, and personal belongings.

Seized items were brought to the 21IB headquarters for proper disposition.

EASTMINCOM: Phil-Indo start 2019 Border Coordinated Patrol

NSFA, Panacan, Davao City - The Border Coordinated Patrol between the Republic of the Philippines and Republic of Indonesia formally opened today, May 2, 2019, at Pinnacle Hotel, Davao City.

The activity was graced by Commodore Ramil Roberto Enriquez, Vice Chairman, Republic Of the Philippines Border Committee and the concurrent, Commander of Naval Forces Eastern Mindanao; and First Admiral Jonias Mozes Sipasulta, Vice Chairman of the Republic of Indonesia Border Committee and attended by the participating navy units and members of the border committees from both countries.



The coordinated patrol will be executed in four instances for this year. The main mission is to secure the common border, to curtail maritime crimes, and stop various sea crimes like smuggling and piracy.

Aside from its security purpose, the patrol will likewise provide the naval forces of both countries an opportunity to improve their interoperability and capability in furtherance of a safe and secure common border, through a naval exercise simulating different scenarios.


Philippines will be deploying the high endurance cutter BRP Ramon Alcaraz while the Republic of Indonesia deployed their KRI PANDRONG.

The Indonesian vessel and her crew were welcomed by her Philippine counterpart after she made a port call on May 1, 2019, at Sasa, Warf, Davao City.

After the tabletop exercise and goodwill games on May 3, 2019, the exercise at sea and sea patrol will commence with a send-off ceremony at 9 o'clock in the morning on May 4, 2019, at Sasa Wharf, Davao City.

Meanwhile, Lt. General Felimon T. Santos Jr, Commander of the Eastern Mindanao Command and the concurrent Chairman of the Republic of the Philippines Border Committee welcomes the activity as an avenue to strengthen border security cooperation.

"We are grateful with the continuing support of the Republic of Indonesia on the continuing support on the conduct of the coordinated patrol as this provide both countries with an avenue to strengthen the bilateral relations and explore new border security cooperations," Lt Gen. Santos said.

The Philippine Army is filing charges against leaders and members of militant organizations for mauling and taking the personal belongings yesterday of a soldier in Kabankalan City, Negros Occidental, Lt. Col. Patricio Tomales, 15th Infantry Battalion commander, said.

Tomales said that PFC Junard Verga was mauled by leaders and members of September 21 Movement and its allied organizations, when he happened to pass by and was watching their protest action, after using the comfort room at the public plaza.

The September 21 Movement accused the soldier of sabotaging their rally, but this was strongly debunked by Tomales.

Tomales said the Army soldier was mobbed and mauled by protestors led by Darren Alvanez and Felipe Gelle. Worse, they also robbed the Army soldier of his necklace worth P30,000 and a cellular phone.

Gelle alleged the soldier was a member of the 15th Infantry Battalion and was armed with a .45 caliber handgun.

While he admitted that the Army soldier was armed, Tomales said the firearm was covered with documents, such as the one for gun ban exemptions.

Tomales condemned members of the September 21 Movement and its allied organizations, such as the Kilusang Magbubukid sa Pilipinas, Kilusang Mayo Uno and the National Federation of Sugarcane Workers, among others for being violent.

Verga, who was on a vacation break, was endorsed to the Kabankalan police by the protestors.

The Philippine National Police (PNP) will automatically investigate all election candidates whose campaign materials would end up in areas controlled by communist rebels.

In a press briefing on Thursday, May 2, Department of the Interior and Local Government (DILG) Undersecretary and Spokesperson Jonathan Malaya said that if candidates' fliers are spotted in areas "infested" by the New People's Army (NPA), it would be a "red flag" that would "prompt an investigation."

The investigation would seek to determine whether or not the candidates handed over funds to the NPA. Malaya reminded officials that accommodating such illegal fees is a violation of Republic Act No. 10168 or the Terrorism Financing Prevention and Suppression Act of 2012.

Parallel to the PNP's investigation is the DILG's, which can also file administrative cases before the Office of the Ombudsman. (READ: Duterte releases drug list ahead of 2019 elections)

"As mentioned by the [DILG] secretary before the election period, we are taking this very seriously. We first monitored those who gave up funds to the CPP-NPA in the past and we've expanded that now by adding more possible instances where an investigation may be conducted," Malaya said.

By the DILG's count, there are around 349 local officials who pay the insurgent group for permits to campaign safely and in response to extortion threats.

Malaya warned that any investigation would continue "even after the elections." So far, however, it has not accumulated enough evidence to file formal complaints.

Human rights group Karapatan-Southern Mindanao asserted on Wednesday, that the arrest of its former secretary-general over alleged involvement in illegal drugs should not be used to discredit the work of their organization.

Kelly Delgado, 39,
resident of IFI Compound, F. Torres St., Barangay 9-A was arrested at joint police and military checkpoint in Sitio Licanan in Barangay Lasang, Bunawan District on early Saturday morning, April 27. Allegedly, Delgado was caught in possession of an “improvised glass tooter with shabu” residue after authorities inspected his vehicle.


Delgado posted bail on his case of violating RA 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Meanwhile, P/Capt. Teresita Gaspan, spokesperson of Davao City Police Office (DCPO) confirmed that Delgado was brought to Agusan del Sur yesterday to face previous cases filed against him.

According to Gaspan, there is a standing warrant of arrest against Delgado on a case of multiple murder, grave threats and arson issued by a local court in Bayugan City, Agusan del Sur.

“Individuals accused or arrested on alleged offenses are deemed innocent until proven guilty, and such forms of shaming of Delgado and Karapatan are unwarranted, malicious and illegal,” said Karapatan-SMR in a statement.

Karapatan has yet to talk with its former secretary-general recently arrested over alleged involvement in illegal drugs, but the group emphasized that he be accorded with due process by authorities.

The group also clarified that the talk with Delgado will “ascertain the facts regarding his arrest and case, especially as to whether the reported drug paraphernalia had been planted on his belongings.”

From 2006 to 2010, Delgado served as Karapatan Southern Mindanao’s secretary general.

Karapatan said that while working as human rights worker, Delgado received numerous threats and harassment, including accusations of plotting an assassination against Lieutenant Colonel Randolph Cabangbang. The military official then served as the spokesperson of Eastern Mindanao Command.

“Such accusations were thrown against Delgado three days after Karapatan received classified information from a reliable source from within the military that a Mission Order (MO) has been issued for the “physical elimination” of Kelly by the Eastern Mindanao Command,” Karapatan added.

Delgado already left Karapatan on 2011, but the group suggests that on his current situation “it seems that he is still facing reprisals for his previous human rights work especially from members of the military through the previous trumped-up charges filed against him.”

BISLIG CITY, Surigao del Sur - The city government of Bislig thru its City Peace and Order Council chaired by Mayor Librado Navarro recently declared the communist-terrorist CPP-NPA and its front organizations and supporters persona non-grata.





Mayor Navarro pronounced that the terror group is undesirable and unwelcome by the people of Bislig as he formally signed the resolution on April 26 at the Mayor’s Conference Room.

By passing the resolution, Bislig, the populous city in the province, sent out a strong message to the members and supporters of the terror group of the Bisliganons’ desire to live in peace and prosperity. It also condemned the atrocities, crimes and human rights violations of the said terror organization.

Both the local officials and residents have earlier denounced the arson, extortion and other violations of the International Humanitarian Law and Human Rights committed by CPP-NPA especially in hinterland barangays.

Mayor Navarro appealed to the local residents to commit their support to all peace and development initiatives in the city. “Bislig City is one with the national government in declaring CPP-NPA as a nuisance organization. It has preyed on hapless people for so long. It is time we stand up against their abuses. They are not welcome here anymore. Let peace and development reign in our city," Navarro said.

Governor Steve Chiongbian Solon has recently emphasized the importance of keeping all his barangays abreast with correct information being in the frontline of peace and security.

Sarangani, he said is engaging in a whole nation approach in terms of security wherein “the communities themselves are the ones protecting the province.”

With the launching of Oplan KAPANALIG for Sarangani local officials on October 23, 2018 in General Santos City, Department of Interior and Local Government Assistant Secretary for Peace and Security Alexander Macario said they are studying the model of Sarangani to be a national model on the prevention and countering of violent extremism or PCVE. 

Sarangani, he said, “is one of the provinces that have embarked on a very productive and effective PCVE program.”

Oplan KAPANALIG or KApag PAlaging NAndiyan kayo ay LIGtas is an approach embarking a whole of nation concept of promoting awareness in the prevention and countering of violent extremism. 

Oplan KAPANALIG, Macario said, “is an offshoot of the executive course on security peace and development attended by the security forces wherein the essence of awareness and capability building is to be able to do an intervention and approaches that will respond to the threats that will encourage people’s involvement.”

In this approach, he recognized the crucial role of the provincial governments in providing the general direction for the national government on PCVE in terms on the crafting policies and programming on the prevention against violent extremism.

The bulk of the challenge on PCVE rests on the local chief executives “because some of the legitimate issues embark on governance.” 

In a message, Defense Secretary Delfin Lorenzana said “OPLAN KAPANALIG is a clear sign that (our) LGUs and law enforcement agencies are heeding the call of PCVE.”

Definitely, he said, it will benefit the peace and order situation in Sarangani and the rest of the SOCCSKSARGEN Region in restoring vulnerable and conflict areas and transforming them to safe and thriving communities.
