LANAO DEL SUR, Philippines — Police shot dead Wednesday a murder suspect allegedly remitting proceeds of his large-scale drug trafficking activities to the Maute terror group, officials said Friday.
Personnel of the Lanao del Sur Provincial Police Office launched a drug sting against Mamintal Manan in Barangay Pugaan in Ditsaan Ramain town but shot him instead when he reportedly opened with with a KG9 machine pistol while evading arrest.
Chief Superintendent Graciano Mijares of the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao said Friday they deferred their announcement of Manan’s death for two days so police units in the province could prepare for possible retaliations by the drug suspect's accomplices.
Political leaders have confirmed that Manan is linked to a drug ring peddling methamphetamine hydrochloride, most known as shabu, for Abu Dar, the new leader of the Islamic State-inspired Maute terror group.
Senior Superintendent Madgzani Mukaram, director of the Lanao del Sur police, said Friday the supposed entrapment of Manan was laid with the help of local officials and vigilant residents in Ditsaan Ramain.
Manan was facing a criminal case for the murder of a SPO1 Mohammad Liwalug in Lanao del Sur on December 4, 2018.
The police team involved in the operation that resulted in Manan's death arrested his accomplice, Saidamen Caya, whom local officials said is also into large-scale drug trafficking.
In February, the Lanao del Sur police and the Philippine Drug Enforcement Agency-Bangsamoro Autonomous Region in Muslim Mindanao arrested drug dealer Amrodin Bantog, also a henchman of Abu Dar, in Wao town.
The joint police-PDEA group that pulled off the sting that led to Bantog’s fall recovered from him P6.8 million worth of shabu.

The Army has deployed 240 new personnel of the Civilian Armed Forces Geographical Unit (CAFGU) in Bukidnon.
First Lt. Kenneth Cabbigat, political officer of the 8th Infantry Battalion (IB), said a majority of the militiamen are volunteer reservists.
CAFGU members undergo training that focuses on firearms and small unit tactics. They are entitled to free health care, clothing allowance and monthly stipend of P4,500.
Lt. Col. Ronald Illana, 8th IB commander, said militiamen help protect communities from communist rebels and secure government projects.

Four government soldiers were wounded following an encounter with Communist New People’s Army (NPA) terrorists in Quezon on Friday.
A military report disclosed that Army and police forces conducting strike operations preempted another NPA arson attempt when they encountered a still undetermined number of rebels in Sitio Salok, Barangay Magsaysay, Infanta town, Quezon, at about 8 a.m. Friday.
Four government security forces were wounded, while losses are expected on the enemy side based on the heavy bloodstains along their withdrawal route after the 30-minute firefight.
The names of the wounded soldiers were withheld pending notification of next of kin.
Brig. Gen. Arnulfo Marcelo Burgos Jr., commander of the 202nd Infantry (UNIFIER) Brigade which has operational jurisdiction over the area, said that the encounter site was about three kilometers away from the area of Northern Builders, the contractor of Kaliwa Dam project whose equipment were burned by the NPA terrorists last February 7.
He added that the “the encounter is a result of our continuing operations to punish the enemies of the state who are terrorizing helpless private companies who refuse to give in to their extortion demands.”
Burgos, at the same time, reaffirmed the soldiers’ unwavering commitment to protect the numerous projects in the brigade’s area of operations since it will pave the way for prosperity and development which the people will enjoy.
Kaliwa Dam is one of the 76 ongoing flagship and developmental projects in CALABARZON (Cavite, Laguna, Batangas, Rizal and Quezon).
Lt. Col. Christopher Diaz, commander of the 80th Infantry Battalion, said the military operation was intelligence-driven and a calibrated response to an information given by a reliable source that a group of NPAs was about to conduct atrocities in Infanta, specifically the burning of construction equipment belonging to Northern Builders.
He added that the wounded soldiers have been evacuated, and were being given the best possible medical attention while “additional forces have been deployed to pursue the fleeing terrorists who have been on the run trying to escape the long arms of the law.”
The military believes that the group is part of the NPA unit which they encountered in Luisiana, Laguna in February 14 wherein John Carlo Alberto alias Damian/Iñigo, a student of University of the Philippines-Los Baños, was killed after he was recruited and deceived by the communist terrorists to join their armed group as a fighter.
Maj. Gen. Rhoderick Parayno, the Commander of the Second Infantry Division, expressed his gratitude to the people of Infanta for voluntarily providing information to the security forces.
“This is not only a testament of their trust to their soldiers but a manifestation that they are already tired of the NPAs’ anti-people and anti-development terroristic actions,” Parayno said.
He said that such claim was supported by the fact that the local officials of Real and Infanta expressed their intentions to declare the NPA terrorists as persona non grata” in their respective towns.
Parayno, at the same time, lauded his soldiers for their “readiness to respond to our people’s plight and their willingness to sacrifice their lives and limbs for the greater good of the very people whom we have sworn to serve.”
He also reiterated his call to the few remaining NPAs in Region 4A to choose their families over their comrades, to choose peace over conflict and to choose to be productive members of the society over being extortionists who terrorize their fellow Filipinos.

Initial reports said the firefight lasted for 30 minutes.
Brigadier General Arnulfo Marcelo Burgos Jr., 202nd Infantry Brigade commander, said the encounter site was approximately three kilometers away from the area of the Northern Builders, the contractor of the Kaliwa Dam project whose equipment were burned by the insurgents last February 7.
The Kaliwa Dam is one of the Duterte administration's flagship and developmental projects in CALABARZON.
Lieutenant Colonel Christopher Diaz, 80th Infantry Battalion commander, said they conducted the operation after intelligence information revealed that "a group of NPAs will conduct atrocity in Infanta specifically the burning of construction equipment belonging to Northern Builders."
The wounded soldiers have been evacuated and are being given medical attention, Diaz said.
The military said they believe the group is part of the NPA unit which they also faced in Luisiana, Laguna back on February 14, where UPLB student John Carlo Alberto who was recruited by the communists as a fighter was killed.

The Philippine Navy will acquire around 30 more ships equipped with missile system and automated 50 caliber machine guns that can sink ships at a distance as far as two kilometers.
Navy’s Flag Officer In Command Vice Admiral Robert Empedrad confirmed Thursday morning that three Navy vessels called Multipurpose Assault Craft (MPAC), which were acquired recently, are armed with missiles.
“We have MPAC equipped with missile system. Each MPAC costs P270 million, iba naman ang presyo ng missiles. We have three with missile system but in the future, magkakaron tayo ng 30 more ships with missile systems so that if we are invaded by another country, we can protect our maritime nation by using our system,” Empedrad said in an interview after the ceremonial turn over at Tangan Gym, inside Naval Forces Western Mindanao command here.
Empedrad said a single missile round costs about P10 Million.
He clarified that those missiles are not intended to counter violent extremism or Abu Sayyaf Group. He said “it is dedicated for external defense, kung gamitin natin for Abu Sayyaf, lugi tayo, pero meron syang 50 caliber na automated that even in the high seas with big waves, the automated guns can wipe enemy’s craft to as far as 2 kilometers away. We have already tested these weapons.”
However, if an enemy’s ship is carrying a number of high value targets, a commander can order to fire the missiles.
There are three MPAC vessels that are already modified and upgraded with Rafael Advance Defense Ltd. Spike ER (extended range) surface to surface missile system.
All three MPAC vessels are docked in Manila.
“We are preparing for a support system. The Navy is looking for a safe place where we can park these vessels. We cannot easily dock it at any pier, baka mamaya, pasukan ng kalaban makuha ang mga missiles, we have to build a infrastructure that can accommodate it, where we can safely hide it,” Empedrad noted.
The assault crafts are intended for Western Command and Western Mindanao Command, he also said.
However, there is a standing protocol to follow in firing missiles, according to Empedrad.
“We have protocol. We came up with doctrines as to who will fire the missile – sino yung puputok ng missile. Once they are assigned in a unified command, it is the unified commanders who will make the decision to fire the missiles,” he explained.
The Philippine Navy’s MPAC were acquired and constructed by Subic-based Propmech Corporation and activated on May 2017, but it was first tested in August last year and used in live fire exercises in Lamao Point in Bataan in November.
But Empedrad is silent over the actual deployment of the three MPAC although he confirmed that the government is building necessary harbor grounds for the missile equipped vessels in Palawan and Western Mindanao.

Malaysian Prime Minister Mahathir Mohamad said that he looks forward to a peaceful Mindanao, as it could lead to the prosperity of both the Philippines and Malaysia.
"I believe with the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao or BARMM, we have to boost economic ties between both countries," Mahathir said in a press statement delivered with President Rodrigo Duterte in Malacañang.
Malaysia helped facilitate the peace talks between the Philippine government and the Moro Islamic Liberation Front, which led to the signing of the Bangsamoro Organic Law and the creation of the BARMM.
"I look forward to the smooth transition of the Autonomous Region in Muslim Mindanao through the interim government of the Bangsamoro Autonomous Region in Muslim Mindanao," Mahathir said, expressing Malaysia's "desire to continue to be of help in Mindanao."
The Prime Minister cited the areas of infrastructure development, education, health care and tourism as key areas for trade.
He said he and Duterte discussed programs for teachers and students in Madrasahs or Islamic schools, especially in Mindanao.

In a speech later at a banquet held in his honor, Mahathir said that Malaysia will continue to work with the Philippines on issues of peace in Mindanao.

Mahathir and Duterte also discussed other security issues during the former's two-day official visit to the country. These include combating piracy, terrorism, transnational crimes, illegal drugs and the territorial disputes in the South China Sea.
The Malaysian leader said his country is committed to take the necessary steps to address terrorism and violent extremism through its Trilateral Cooperation Agreement with the Philippines and Indonesia.
Under that agreement, the three countries have agreed to undertake unilateral maritime and air patrols to tackle the growing security challenges in their maritime borders.
The rotational naval and air patrols, as well as information sharing and communications, are supported by the Joint Maritime Coordinating Centers in Tarakan, Indonesia; Tawau, Malaysia; and Bongao, Philippines.

The government and the Moro Islamic Liberation Front (MILF) are working on the formulation of the implementing rules and regulations (IRR) of the proposed Executive Order on the Normalization Track under the 2014 Comprehensive Agreement on the Bangsamoro (CAB).

Presidential Peace Adviser Carlito G. Galvez Jr. said both sides were working double time to ensure the successful implementation of the programs under the Normalization Track of the peace agreement.
The CAB, which was signed between the government and the MILF, has two tracks, namely the Political Track that covers the passage of the Bangsamoro Organic Law and the Normalization process, which includes the decommissioning of MILF combatants and their weapons and the transformation of several camps into productive and resilient communities.
The EO will provide the necessary framework for the implementation of the Normalization Track to include the creation of an inter-cabinet mechanism responsible for coordinating and mobilizing government agencies, generating resource, and providing policy and legal advice.
Galvez said the IRR of the EO will be finalized “within next month.”
He also said the IRR will spell out the key components for the implementation process of the EO on the normalization track of the peace agreement.
“The IRR will contain the work plan, Gantt chart, and other activities covering the three-year period. It will also cover critical timeline, the scope of work, and all the programs for the security, socio-economic programs, and transitional justice,” Galvez said at the sideline of the signing of projects between the Government of Japan and its implementing partners from the United Nations at the Office of the Presidential Adviser on the Peace Process (OPAPP) in Pasig City on Tuesday.
Galvez said the Normalization process has four major components: the security aspect, socio-economic development program, confidence-building measures, and transitional justice and reconciliation.
Right at the heart of the security component is the decommissioning of the MILF combatants and their weapons and the disbandment of private armed groups.
“The MILF forces will be decommissioned in four phases. The ceremonial decommissioning of 145 combatants was completed in 2015. Thirty percent, or more or less 12,000 combatants, will be scheduled late this year 2019. Another 35 percent will be decommissioned next year in 2020, while the remaining will be done in 2021-2022 before the signing of the exit agreements,” the chief peace adviser explained.
Several transitional bodies will also be created under the security components. These are the Joint Normalization Committee, Joint Peace and Security Committee, and Joint Peace and Security Teams.
There will be redeployment of government security forces in the Bangsamoro areas. Clearing of unexploded ordnance and landmines will also be undertaken
In parallel, private armed groups will be disbanded through the reactivation of the National Task Force for the Disbandment of the Private Armed Groups.
Another component is the implementation of the socio-economic development program for the combatants and internally-displaced persons. Rehabilitation of areas that have been affected by the armed conflict will also be addressed.

Presidential Peace Adviser Carlito G. Galvez Jr. said both sides were working double time to ensure the successful implementation of the programs under the Normalization Track of the peace agreement.
The CAB, which was signed between the government and the MILF, has two tracks, namely the Political Track that covers the passage of the Bangsamoro Organic Law and the Normalization process, which includes the decommissioning of MILF combatants and their weapons and the transformation of several camps into productive and resilient communities.
The EO will provide the necessary framework for the implementation of the Normalization Track to include the creation of an inter-cabinet mechanism responsible for coordinating and mobilizing government agencies, generating resource, and providing policy and legal advice.
Galvez said the IRR of the EO will be finalized “within next month.”
He also said the IRR will spell out the key components for the implementation process of the EO on the normalization track of the peace agreement.
“The IRR will contain the work plan, Gantt chart, and other activities covering the three-year period. It will also cover critical timeline, the scope of work, and all the programs for the security, socio-economic programs, and transitional justice,” Galvez said at the sideline of the signing of projects between the Government of Japan and its implementing partners from the United Nations at the Office of the Presidential Adviser on the Peace Process (OPAPP) in Pasig City on Tuesday.
Galvez said the Normalization process has four major components: the security aspect, socio-economic development program, confidence-building measures, and transitional justice and reconciliation.
Right at the heart of the security component is the decommissioning of the MILF combatants and their weapons and the disbandment of private armed groups.
“The MILF forces will be decommissioned in four phases. The ceremonial decommissioning of 145 combatants was completed in 2015. Thirty percent, or more or less 12,000 combatants, will be scheduled late this year 2019. Another 35 percent will be decommissioned next year in 2020, while the remaining will be done in 2021-2022 before the signing of the exit agreements,” the chief peace adviser explained.
Several transitional bodies will also be created under the security components. These are the Joint Normalization Committee, Joint Peace and Security Committee, and Joint Peace and Security Teams.
There will be redeployment of government security forces in the Bangsamoro areas. Clearing of unexploded ordnance and landmines will also be undertaken
In parallel, private armed groups will be disbanded through the reactivation of the National Task Force for the Disbandment of the Private Armed Groups.
Another component is the implementation of the socio-economic development program for the combatants and internally-displaced persons. Rehabilitation of areas that have been affected by the armed conflict will also be addressed.

The Task Force Balik-Loob (TFBL) and its partners from the Department of the Interior and Local Government (DILG), the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), the Provincial Government of Negros Oriental and the Provincial Social Welfare and Development Office, awarded financial assistance to four former rebels (FRs).

The four were also given training on animal raising at the Negros Oriental Convention Center by the provincial veterinarian, Jaime Villaluz.
Among the four FRs who returned to the fold of the law was a 16-year old boy, who joined the NPA when he was only 15 years old.
Alias “Joey” claimed that he was coerced by a Communist recruiter to join the terrorist movement while he was attending school in their barangay. He said that life in the mountains was “lisod kayo,” Cebuano dialect for “very hard.”
Now that he surrendered, he and his parents, just like the other three FRs can now start their own poultry, piggery or cattle-raising business after receiving P68,000 from Department of National Defense (DND) Undersecretary Reynaldo B. The immediate assistance amounting to P15, 000 and the P50, 000 livelihood assistance was awarded to the FRs as part of the benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP), while the additional P3, 000 for their immediate need was given to them by the local government unit (LGU). The presentation of cash assistance was followed by a ceremonial handing over of fowls, specifically chickens, that would help the FRs start up a poultry business.
Clement reminded everyone that it was high time that the 50-year Communist movement ends since nothing good has come out of it, as seen in the five decades of its existence.
In addressing the FRs.
Mapagu, on the other hand, asked them to convince their former comrades to return to the fold of the law to start a new, better life and for the Philippines to see the end of insurgency. He also recognized the crucial role of the LGU in the success of the Task Force, especially the E-CLIP.
Mapagu reminded them, along with welcoming FRs, that they should also ensure that their constituents will not be enticed to join the NPA. He also emphasized that good governance is key to the successful implementation of the program.
Degamo, for his part, assured Mapagu that he will continue to work and implement programs that will assist former rebels when they surrender and provide activities that will prevent them from joining the Communist organization.

A personal account
AT long last, the state has moved to stop the communists’ foreign funding, which in different forms and from different countries since 1969 has been the most important reason for its growth.
According to a news report, representatives of the newly formed National Task Force to End Local Communist Insurgency (Executive Order 70) met with officials of the European Union to reveal that funds of a number of Europe-based “do-gooder” NGOs and even of the Belgian government have in fact been channeled to the Communist Party of the Philippines (CPP) and its New People’s Army (NPA).
These have been disguised as funding for projects of indigenous peoples and other marginalized sectors.
The task force presented intelligence reports of the Armed Forces of the Philippines that showed that the Belgian government itself had released the first tranche of more than 621,000 euros (P36 million) out of a 15-million-euro (P886 million) grant to some non-government organizations for its 2017-2021 “humanitarian” programs to the Philippines.
The military identified seven of these recipient organizations. “We bring this to the EU as one of our major concerns and we seek your cooperation for the sake of our people by helping us stop the flow of funds,” Alex Paul Monteagudo, Director General of the National Intelligence Coordinating Agency (NICA) was quoted as saying in a news report.
Nothing new
The news really is not new. In contrast to their claims that the CPP and the NPA have grown because of the rightness of their cause and the people’s support, the truth is that they grew and survived from foreign funding from their inception.
That news report triggered in my mind images of the time when I was a communist cadre receiving funds from China for our revolution.

Since its establishment in 1968 up to 1975, when Ferdinand Marcos and his wife Imelda met with Mao Zedong in Beijing, the International Division of the Chinese Communist Party regularly sent funds to the CPP.
That was when China’s “Great Helmsman,” party chairman Mao Zedong was an adherent of Leon Trotsky’s “permanent revolution” theory, that communism cannot exist and in just one or two nations but has to be “exported” to developing nations.
That Mao financed Jose Maria Sison’s party is not conjecture, nor something I read somewhere or heard from somebody.
One of my tasks when I was deputy head of the Manila-Rizal regional committee of the CPP in the early 1970s was to physically receive the funds, which was about P200,000 monthly, a huge sum for that time, equivalent to at least P1 million today.
Paranoiac
That was work assigned to me by the head of the regional committee, who has lived for four decades now as a middle-class Canadian in Toronto.
I would later find out that it was a job given to him personally by Sison, but he was too paranoid about his personal security that he passed on the chore to me. That chore ended after about four months when Sison found out that it wasn’t that now Filipino-Canadian who personally received the funds but me, and ordered him to carry out the job himself.
Still barely out of my teens at the time, I was excited over the cloak-and-dagger nature of my meetings with the Chinese communist cadre. The usual venue was the “loge” section of movie theaters in Chinatown, at the first screening time in the morning, when the place was practically empty.
The venues for the meetings had been agreed beforehand. The precise date and time were set through a code in a wanted ad in the classified ads section of the Manila Bulletin, looking for “Maid Yaya.” The telephone number given in the ad had a code that determined the day and time of the meeting.
The Chinese communist cadre, a young man who looked to me like a People’s Liberation Army officer, spoke in that kind of Filipino taught in universities abroad, formal, not the kind you hear spoken in real life, which made it difficult for me to understand.
Filipino courses
I would learn years later that the Chinese intelligence officers had learned Filipino in a Moscow university, where two exiles of the pro-Russia Partido Komunista ng Pilipinas taught a course on the language.
In each of our meetings, I would brief the Chinese agent on developments in the country — with my superior telling me to exaggerate the growth of the revolution and the party.
The then defense secretary Juan Ponce Enrile inspects the intercepted landing of arms from China—a haul that included automatic rifles, ammunition, bazookas, mortars and anti-aircraft guns.
Mao’s huge role was crucial for the growth of Sison’s party, that there was even a five-man delegation in Beijing that was a liaison for this. This episode has been reported in detail in Mario Miclat’s book Secrets of the Eighteen Mansions, which I reviewed in a 2010 column “Secrets of the Communist Party.”
The “18 mansions” are the buildings in a secret compound in Beijing where the Chinese Communist Party in the 1960s and 1970s housed delegations of communist parties from all over the world to facilitate its clandestine aid to their own insurgencies.
The Chinese communists’ support for Sison was such that it even secretly set up at huge cost a factory that manufactured the US assault rifle M-14s, since they didn’t want to risk having their standard rifles, patterned after the Russian AK-47, captured, thereby exposing their role in fomenting revolution. (The factory would be the core of Norinco — China North Industries Group Corp. Ltd. — which has become one of the world’s largest weapons manufacturer, flooding the market now with cheap knock-offs of renowned US and European pistols.)
The NPA tried to land 5,000 rifles from China through two ships, the MV Karagatan and MV Andrea in July 1972. The arms landings failed miserably. The first ship landed in Digoyo Point in Isabela, which the NPA thought was deserted but which actually was a busy refuge for fishermen and loggers, who promptly alerted the military of a ship bringing onshore suspicious-looking crates.
The other, the MV Andrea, was lost in a storm, and saved by the Hong Kong coast guard. The two ships were manned by UP student activists given a few months’ crash course on how to sail a ship. Sison told them Mao Zedong Thought would speed up their education on maritime matters.
When Marcos announced the interception of the arms shipment of the MV Karagatan, the Liberal Party, especially its star Benigno Aquino Jr., ridiculed it as fake, intended he said to prepare people’s minds for the declaration of martial law.
The entire leadership of the Armed Forces, however, became frightened that the might of China was upon the country, and behind the NPA, and therefore wholeheartedly supported Marcos’ declaration of martial law. With its Vietnam quagmire already reeling out of control, and its military bases here a crucial part of its war in that country, it was a no-brainer for the US to support Marcos’ martial law.
Another irony — or tragedy — of our history, isn’t it? The communists’ wish to get arms from China gave Marcos a good reason for imposing martial law, which they claim was the worst thing to have happened to our country.

The Armed Forces of the Philippines-Western Mindanao Command (AFP-WestMinCom) Friday said military forces continue to conduct hot pursuit operations against the Abu Sayyaf Group (ASG) in Sulu.
Col. Gerry Besana, the Spokesman of the AFP Western Mindanao Command, said at 6:40 a.m. Friday (March 8), the Philippine Air Force conducted a bomb run targeting 200 ASG members under ASG leaders Radulan Sahiron and Hatib Hajan Sawadjaan in Sitios Agas-Agas and Limasan of Barangay Kabbun Takas, Patikul, Sulu.
Besana said the result of the bombardment is yet to be determined as clearing operations were still being conducted.
Joint Task Force (JTF) Sulu Commander Brig. Gen. Divino Rey Pabayo, Jr. said they have stepped-up their tactical offensives against the ASG following the monitored and validated consolidation of the ASG terrorists in the hinterland of Patikul.
“This military offensive is launched before they could carry out whatever terroristic action they are planning which I believe something big as they have consolidated such number of terrorists,” Pabayo said.
“The JTF Sulu will never lose focus in hunting down these terrorists that had been wreaking havoc in this part of the country. Hence, it would be better for them to surrender than be hunted as fleeing criminals of the society,” he added.
Pabayo said pursuit operations are continuously being conducted by the troops of the JTF Sulu on the bandit group.
Lt. Gen. Arnel B. Dela Vega, commander of the Western Mindanao Command, acknowledged that as they built up their offensives against the Abu Sayyaf in Sulu, the safety of the troops will be at risk.
“In this regard, we ask everyone to please offer prayers for our valiant soldiers that they will be spared and be able to return home victoriously,” Dela Vega said.

He also discussed the list of exceptions, and the electronic FOI portal.
As the AFP cascaded its FOI Manual to the offices and units, Col. Napoleon De Vera of the OJ7 presented the overview and important aspects of the AFP FOI Manual.
On legal matters, Deputy Judge Advocate General Col. Agustin Matavia discussed the administrative liabilities of the failure to comply with the requirements of the process.
Meanwhile, Noriza Atienza, acting public affairs division chief of the Department of National Defense-Public Affairs Service (DND-PAS) shared the defense department’s experience on the implementation of FOI.
“We must release the information to the people with maximum disclosure and with minimum delay,” Detoyato added.
To ensure compliance with the FOI process, an oath-taking ceremony for the designated FOI Action Officer and Staff was held after the seminar presided by the AFP Vice Chief of Staff Lt. Gen. Salvador Melchor Mison Jr.

Military forces continue to conduct hot pursuit operations against the Abu Sayyaf Group in Sulu.
At 6:40 am today (March 8), the Philippine Air Force conducted bomb run targeting 200 combined ASG members under ASG leader Radulan Sahiron and Hatib Hajan Sawadjaan in Sitios Agas-Agas and Limasan of Barangay Kabbun Takas, Patikul, Sulu.
Result of the bombardment is yet to be determined as clearing operations are still being conducted.
“We have stepped-up our tactical offensives against the ASG following the monitored and validated consolidation of the ASG terrorists in the hinterland of Patikul. This military offensive is launched before they could carry out whatever terroristic action they are planning which I believe something big as they have consolidated such number of terrorists,” JTF Sulu Commander, Brigadier General Divino Rey Pabayo, Jr. said.
“The JTF Sulu will never lose focus in hunting down these terrorists that had been wreaking havoc in this part of the country. Hence, it would be better for them to surrender than be hunted as fleeing criminals of the society,” he added.
Pursuit operations are continuously being conducted by the troops of the Joint Task Force Sulu.
“As we build up the offensives against the Abu Sayyaf in Sulu, the safety of our troops is at risk. In this regard, we ask everyone to please offer prayers for our valiant soldiers that they will be spared and be able to return home victoriously,” said Lieutenant General Arnel B. Dela Vega, commander of the Western Mindanao Command.

Rear Admiral Erick A. Kagaoan is the new commander of the Naval Forces Western Mindanao.
RAdm Kagaoan officially took over the leadership of said Naval unit in a traditional Change of Command Ceremony held at the Naval Station Romulo Espaldon, Bagong Calarian, Zamboanga City yesterday (March 7, 2019).
Prior his current designation, Rear Admiral Kagaoan was the Chief of Naval Staff, Philippine Navy. He also held senior positions as the Commander of Naval Forces Northern Luzon and Director of Naval Management and Fiscal Office at Headquarters Philippine Navy. He also commanded seven Philippine Navy commissioned vessels and served in various capacities in the field of intelligence, controllership, and operations in the Philippine Coast Guard, the Armed Forces of the Philippines, and the Philippine Fleet.
He is a member of Philippine Military Academy “Hinirang Class” of 1987. He is a highly educated and trained naval officer both local and abroad. His dedication to his profession is reflected by the numerous awards he received that bespeaks of a noble and versatile naval officer that he is.
In his remarks, Rear Admiral Kagaoan expressed his gratitude to President Rodrigo Roa Duterte and the AFP leadership for the trust and confidence bestowed upon him.
“Today, I will continue to follow through with all the set plans and thrusts of the Armed Forces of the Philippines. I intend to continue ensuring the preparedness of our deployable forces whenever and wherever they are needed to conduct territorial defense, Internal Security, and other activities to support my Unified Command, the Western Mindanao Command. NFWM will support efforts to curb lawless elements and support advocacies as instruments of security and peace in the region,” RAdm Kagaoan said.
The outgoing Commander, Vice Admiral Rene V. Medina, will then fulfil his duty as the new commander of the Western Command.
In his speech, VAdm Medina said, “As the outgoing Commander of this prestigious naval force, I can guarantee every single person aboard, that we, as a team, had accomplished more than what was expected. A legacy that will be remembered by everyone who had and will set foot on this Command”.
The ceremonial turnover was presided by the Flag Officer in Command of the Philippine Navy, Vice Admiral Robert A. Empedrad.
In his speech, VAdm Empedrad recognized the accomplishments of Vice Admiral Medina during his stint as the commander of the NFWM.
“His legacy in the Philippine Navy was magnified when he was designated as Commander, NFWM where during his stint for 2 years, the Naval Forces Western Mindanao got the highest grade in Annual General Inspection and was adjudged as the Naval Operating Forces of the Year of the Philippine Navy in the year 2018. But more importantly, there was no piracy and kidnapping incidents in the vast waters and land area of Western Mindanao, where Fleet Marine team were deployed. During the Marawi war, no less than the Chief of Staff General Carlito Galvez AFP said and I quote, without the heroic deeds of the Fleet-Marine forces under the leadership of Vice Admiral Medina, the Marawi war could have not been won very quickly,” VAdm Empedrad said.

An alleged New People’s Army hitman died yesterday, while another was injured, in a shootout with a police officer, whom he and his companions tried to disarm of his gun, in Manjuyod, Negros Oriental.
P/Col. Raul Tacaca, provincial police director of Negros Oriental, yesterday said that four armed suspected NPA assassins tried to disarm Police Senior Master Sgt. Humphrey Teves, at the Tabuan market in Brgy. Bantolinao, Manjuyod.
Teves, however, managed to shoot first, and hit two of the four suspects, who were reported by witnesses, to be in their early 20s, Tacaca said.
He added that after a brief gun battle, one of the rebels, who was fatally hit, was left behind by his comrades.
One of three fleeing assassins was also hit in the leg, Tacaca also said.
However, the identity of the slain rebel, has not been established, yet, But he was reported to be a member of the NPA Special Partisan Unit, Tacaca added.
On the other hand, patrolling soldiers of the 62nd Infantry Battalion discovered and seized an abandoned NPA camp on Monday in Sitio Upper Balyo, Brgy. Tagucon, Kabankalan City. Negros Occidental.
The rebel camp that could accommodate about 20 persons, is believed to have been abandoned five to 10 days ago, the 62IB said.

SUBIC BAY FREEPORT -- A Filipino-owned boat building company based in this Freeport is now producing high-speed patrol boats to boost the Philippine military’s littoral combat force.
Wilma Eisma, chairperson and administrator of the Subic Bay Metropolitan Authority (SBMA), said on Friday that Safehull Marine Technologies, Inc., which occupies a factory and warehouse at Subic’s Global Industrial Park, has delivered 21 high-speed tactical watercraft (HSTW) for deployment by the Philippine National Police (PNP) in Mindanao this year.
“These are sleek, good-looking boats that you would mistake for pleasure yachts, but they’re really fast and stable and could be mounted with guns for tactical missions,” Eisma said.
“It makes us proud that these vessels are made in Subic, and that they are a product of a Filipino company,” she said.
The 40-foot long HSTWs were commissioned by the PNP for patrolling the country’s exclusive economic zone, law enforcement and peace and order, as well as for humanitarian assistance and disaster response.
Each equipped with three Honda outboard motors, the fiberglass-hulled boats can reach a top speed of 45 knots and are intended to operate approximately 200 miles from shore under slight to moderate sea conditions.
Safehull company officials said they were able to make a breakthrough in production after perfecting the vacuum infusion process, which shortened the period of hull construction from three weeks to one day.
Safehull Marine, which is a wholly-owned subsidiary of the Manila-based Propmech Corporation, is engaged in the fabrication of ship and its components, ship repair, and engineering services for design and installation of parts and modules.
Thirty percent of the boats built here in Subic are for clients in the defense industry, including the United States military.
The boats are designed, assembled and outfitted in Subic by Safehull and Propmech by means of local naval architects and workers, and in partnership with foreign technology companies like the Damen Group of Netherlands, Saab Group of Sweden, Taiwan’s Lung Teh Shipbuilding Co., and Israel’s Rafael Advanced Defense System.
The Propmech and Safehull joint venture has also built three multi-purpose attack craft (MPAC) that were delivered to the Philippine Navy in 2009, 2012 and 2017; a 15-meter landing craft vehicle personnel (LCVP) for the Philippine Navy; as well as 136 units of 50-horsepower rubber boats for the PNP.
This year, it is scheduled to build another unit of MPAC that the Philippine Navy is outfitting with short-range surface-to-surface missile.
Aside from the defense projects, Safehull and Propmech also build 21-meter passenger/cargo boats; multi-purpose patrol boats for the Bureau of Fisheries and Aquatic Resources; and aluminum rescue boats for the Philippine Coast Guard.

PAGADIAN CITY, Zamboanga del Sur -- Halfway houses and farms are set to be developed on a 19.5-hectare land of the provincial government for the “From Arms to Farms” project.
Intended for former New People’s Army (NPA) rebels, the project is a joint undertaking of the provincial government, Army’s 53rd Infantry Battalion, and the Department of Interior and Local Government (DILG).
The half-way houses and farms will be located at the back of Camp David Sabido that houses the Army’s 53rd Infantry Battalion headquarters in Guipos town.
This, after an agreement was signed Friday by Zamboanga del Sur Governor Antonio Cerilles and Lt. Col. Marlowe Patria, Army’s 53rd Infantry Battalion commander.
Department of National Defense (DND) Undersecretary Reynaldo Mapagu, the chairperson of the Task Force Balik Loob, witnessed the signing of the agreement.
In his speech, Mapagu noted that insurgency has been contributing to the deterioration of peace and order in the countryside.
"This should be ended, with the unity of each Filipino," Mapagu said.
“We converge for a common goal that is peace and development,” said Mapagu, adding that “former rebels are also victims as they were deceived”.
PHP5-million budget
Patria said the half-way houses and its facilities are worth PHP5 million, funded by the DILG through the Task Force Balik Loob.
The houses will serve as temporary shelter for surrenderers before they return to their communities. It will also become a venue for livelihood education and processing of the former rebels.
In his speech, Cerilles told the former rebels to strive and learn good farming methods as well as avail of scholarships under the state colleges in this province.
Changing lives
Brig. Gen. Roberto Ancan, the Army’s 1st Infantry Division and Joint Task Force Zampelan commander, said the activities in the halfway house will help former NPAs recuperate from the "bad experiences they’ve encountered at the hands of the NPA".
Ancan also called for the remaining NPAs in the mountains to come down and take advantage of the Enhanced Comprehensive Localized Integration Program (E-CLIP).
“We will also ensure their safety and well-being and assist them together with other stakeholders for them to become productive Filipino citizen,” he said.
Financial assistance
After the groundbreaking of the project Friday, 43 former rebels received PHP2.75-million financial assistance from E-CLIP and firearms remuneration from the DILG.
Each surrenderer received PHP65,000 as livelihood and emergency assistance while those who surrendered firearms received additional cash as remuneration.

Changing lives
Brig. Gen. Roberto Ancan, the Army’s 1st Infantry Division and Joint Task Force Zampelan commander, said the activities in the halfway house will help former NPAs recuperate from the "bad experiences they’ve encountered at the hands of the NPA".
Ancan also called for the remaining NPAs in the mountains to come down and take advantage of the Enhanced Comprehensive Localized Integration Program (E-CLIP).
“We will also ensure their safety and well-being and assist them together with other stakeholders for them to become productive Filipino citizen,” he said.
Financial assistance
After the groundbreaking of the project Friday, 43 former rebels received PHP2.75-million financial assistance from E-CLIP and firearms remuneration from the DILG.
Each surrenderer received PHP65,000 as livelihood and emergency assistance while those who surrendered firearms received additional cash as remuneration.

The military stepped-up its tactical offensive against the Abu Sayyaf Group (ASG) bandits in the hinterlands of Sulu, military officials said Friday.
Brig. Gen. Divino Rey Pabayo Jr., Joint Task Force Sulu commander, said the heightened offensives against the group ensued after the military validated a report that the bandits are consolidating its forces in the hinterlands of Patikul town.
Pabayo said the Philippine Air Force conducted bomb runs around 6:40 a.m. Friday targeting some 200 combined ASG bandits led Radulan Sahiron and Hatib Hajan Sawadjaan in Sitios Agas-Agas and Limasan, Barangay Kabbon Takas, Patikul.
Sahiron, a one-armed Abu Sayyaf leader, is the remaining oldest bandit leader based in the province of Sulu.
“This military offensive is launched before they could carry out whatever terroristic action they are planning which I believe something big as they have consolidated such a number of terrorists,” Pabayo said.
He said the result of the bombardment “is yet to be determined as clearing operations are still being conducted.”
“The JTF Sulu will never lose focus in hunting down these terrorists that had been wreaking havoc in this part of the country. Hence, it would be better for them to surrender than be hunted as fleeing criminals of the society,” he added.
Pursuit operations are continuously being conducted by the troops of the Joint Task Force Sulu.
“As we build up the offensives against the Abu Sayyaf in Sulu, the safety of our troops is at risk. In this regard, we ask everyone to please offer prayers for our valiant soldiers that they will be spared and be able to return home victoriously,” said Lt. Gen. Arnel Dela Vega, commander of the Western Mindanao Command (Westmincom).
The ASG bandits are still holding captives closed to 10 people, including foreigners, they have seized on separate occasions.

ZAMBOANGA CITY -- A government employee was killed and his wife wounded in a shooting incident late Thursday in this southern port city, a top police official said.
Police Brig. Gen. Emmanuel Luis Licup, Police Regional Office-9 (PRO-9) director, identified the victims as Mohammad Ismael, 40, who was declared dead on arrival by the attending physician. His wife, Jackilyn, was wounded and still receiving treatment.
Licup said the victims are both employed with the Department of Environment and Natural Resources in Region 9 (DENR-9).
The shooting incident happened around 6:30 p.m. Thursday at Callejon Drive, Barangay Guiwan, police said.
Police investigation showed that the couple was aboard a motorcycle on their way home when repeatedly shot by one of two men riding in tandem on another motorcycle that tailed them.
Recovered from the crime scene were six empty shells and one deformed slug of caliber .45 pistol.
Licup said the motive and the identities of the suspects have yet to be determined by police investigators.

Military personnel found violating the Armed Forces of the Philippines' (AFP) non-partisan rule will be meted with sanctions, depending on the gravity of the offenses committed.
This was bared by AFP public affairs office chief Col. Noel Detoyato Friday when asked on what punishment can be imposed on troops found violating the standing edict of the military.
"This has always been cascaded to all our troops that the AFP is non-partisan and the only political exercise we can do is when we cast our individual votes," he said in message to the Philippine News Agency.
"Nevertheless, we have sanctions defined by Articles of War and specific instructions and violation of the provisions stated therein have corresponding punishments depending on the gravity of the offense and after undergoing through due process under the Military Justice System," Detoyato added.
The AFP official said punishments can range from confinement, demotion to separation from the service and curtailment of all benefits, salaries and allowances.

The 41 members of the Bangsamoro Transition Authority (BTA) from the Moro Islamic Liberation Front (MILF) will be trained on public policy, governance and management through a European Union-funded program this summer, the EU delegation in Manila announced Friday.
Of the 41 MILF members, six are from the MILF central committee, the EU said.
A consultation is set between the Centre for Peace and Conflict Studies (CPCS), a Cambodian-based organization working on peace-building in Asia, and the Bangsamoro Leadership and Management Institute (BLMI) to align the design, content, and timeline of activities included in the program.
According to the delegation, part of the EU-funded technical support is a seven-day study tour to yet unspecified "country or countries where peace processes allowed for revolutionary organization's transition to political organization".
The CPCS and the BLMI, on the other hand, would jointly implement the initiative in close coordination with the MILF Peace Implementing Panel, chaired by Mohagher Igbal.
EU Ambassador Franz Jessen said the upcoming transition in the region is "definitely critical" but also presents an opportunity for all actors to work toward the laying down of a solid foundation for political, economic and social stability in Mindanao.
"The EU remains committed to support the need for a better future for Bangsamoro and its people- the aspirations and visions for the future of every well-meaning citizen, not only of Bangsamoro but outside of Bangsamoro," he said.
"While there will be challenges along the way, there is so much hope and dynamism in the Bangsamoro region. This is extremely important because any peace process cannot be successful, if not supported by economic success, growing prosperity and inclusive growth," he added.
MILF chairperson Al-Hajj Murad Ebrahim, the Interim Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao, thanked the bloc for its support to the peace process in Mindanao.
"Together we can make peace. Together nothing is impossible when there is peace," he said.
