Naujan, Oriental Mindoro―Fifty fully armed communist guerrillas belonging to the New People’s Army Lucio de Guzman Command overran the hydro power project site of the Sta. Clara Power Corp. before sundown Monday in the mountainous area of Malvar village in this municipality.

The raid on the 3,000-hectare plant of the SCPC was a “punitive action against the Sta. Clara Power Corp.” and meant to send a “clear message to all destructive mining and energy corporations: the NPA does not allow plunder and environmental destruction in the island of Mindoro,” said Ka Madaay Gasic, the Mindoro NPA command spokesman.

The raid was carried out before the 50th  founding anniversary of the NPA on March 29, the statement said.

The NPA also said “the punitive action against SCPC was carried out amid the Duterte administration’s fake news regarding the decimation of NPA forces in the island of Mindoro.”

The rebels entered the SCPC power plant compound at 3 p.m. Monday without a firefight with security personnel.

They torched the batching plant and burned 44 pieces of heavy equipment vital to the operation, including a backhoe, five trucks, two payloaders, a crusher and a cement mixer. Also seized were a 9-mm. pistol, one factory-made shotgun, eight ICOM radios and three laptop computer.
 
The communists also gathered all SCPC workers and educated them on the motive of the NPA offensive as the “offensive is the NPA’s concrete response to the Mindoreños’ cry for justice over the unparalleled damage caused by SCPC’s multi-million-peso hydroelectric power project in Naujan and Baco,” two adjoining towns Oriental Mindoro affected by the operation of SCPC.
 
The SCPC hydro-electric power plant sits on a 3,000-hectare mountainous area above the Catuiran River in Malvar village, this municipality, with a a total cost of P1.9 billion. It involves the construction of an eight-megawatt hydro-electric power plant, a three-kilometer underground tunnel, an eight-kilometer access road, a power house, a weir and a surge shaft.

Oriental Mindoro Gov. Alfonso L. Umali reacted to the raid by saying he would “not tolerate such kind of counter-productive action by the NPA.”

He said his office was also awaiting the official reports from the 203nd Infantry Brigade and the Philippine National Police in Oriental Mindoro.  

“We reiterate that the revolutionary movement is not against all renewable energy projects, only those that violate human rights, endanger the people’s livelihood and wreak havoc on the environment like the SCPC hydro project,” NPA Spokesman Ka Madaay Gasic said in a statement after the raid.

Presidential peace adviser Carlito Galvez on Monday dismissed claims by persons passing themselves off as representatives of the Moro National Liberation Front that the group was left out in the formation of the Bangsamoro Transition Authority.

“There are many people who want to be part of the BTA because it is very historic. They [Emmanuel Fontanilla and Montaha Babao] also applied but were not included. I believe they are making these statements for selfish and personal reasons. More importantly, they are not authorized to speak for the MNLF,” Galvez told Manila Standard.

Galvez was reacting to a claim by Fontanilla, reported by CNN Philippines, that the MNLF would not recognize the BTA because it was not a part of it.

But Galvez told the Manila Standard that 14 members of the 80-man BTA represent the MNLF, of which nine were nominated by the group headed by Nur Misuari. The government also named three people who have worked very closely with the MNLF. The Moro Islamic Liberation Front also allotted two out of its 41 seats in the BTA to the MNLF.

“It is incorrect to say that the MNLF was left out. Originally, they wanted 19 seats, but we had a meeting with Yusoph Jikiri [an MNLF leader under Misuari] in January before the start of the plebiscite and explained to them that it is very unfair to ask for parity because it was really the MILF that worked hard for this agreement. There is a great difference between parity and equity,” he said.

Galvez said President Rodrigo Duterte has already given the green light to start talks with Misuari.

“Undersecretary Nabil Tan spoke with Misuari today [Monday] and he was receptive to the suggestion. We just have to schedule a date for the dialogue,” he said.

On Friday, the President formalized the creation of the BTA, composed of 80 members, which will serve as the interim government of the Bangsamoro Autonomous Region of Muslim Mindanao until elections are held in 2022.
 
Babao, speaker of the Bangsamoro People’s National Congress of the MNLF, had also expressed dissatisfaction with the apportioning of seats, saying the MNLF expected more of the 39 positions that remained after 41 were allotted to the MILF.

He said while the MNLF nominated 22 members, only five were chosen—a far different number than the 14 that Galvez mentioned on Monday.

Babao then called on the government to provide a bigger representation of MNLF in the BTA, saying that “those who had prepared the food were not allowed to eat.”
 
Galvez said MNLF members will have “equitable representation” in the BTA.

“As I have always emphasized, bringing about necessary reforms to the BARMM depends not on the number of representatives per sector or grouping but on the effectiveness, efficiency, and sincerity of each member of the BTA,” Galvez said in a statement.

He said the BTA faces the “gargantuan task” of establishing the formal structure of the new Bangsamoro region.

He also emphasized the need to have lawyers, technocrats, professionals, and other specialists in the interim government. These experts are then expected to craft the region’s electoral, local government, education, administrative, revenue, and civil service codes as well as the new Bangsamoro Development Plan.

“The BTA represents not just the MILF and MNLF but the entirety of the Moro and non-Moro people.

The 80-member transition body will see to it that by 2022, a strong institution shall have been lain down and the people of BARMM will be ready to exercise their right of suffrage and install their government officials,” he said.

“We recognize that there are many more who want to serve the Bangsamoro through the BTA, but let us not forget that there is a multitude of ways to render our service for the people,” he added.

Last month, the President noted that he needs to hear the suggestions raised by Misuari on the peace process in Mindanao and consider the sentiment of the people of Sulu who rejected the Bangsamoro Organic Law.

Having appointed members of the Bangsamoro Transition Authority lead the new region in the south for the next 3 years is "tyrannical," the vice chairman of the Moro National Liberation Front said Wednesday.
Firdausi Abbas, recognized as sultan of Lanao, wants Congress to call an election within 6 months, instead of waiting for 2022, "so that the Bangsamoro people will be given the chance finally to choose their representatives and those they want to be in the government."

"Three years is a long time, and without the mandate of the people, that is tyrannical. It’s a no-no for us because we worked for this. We labored for this. We sacrificed for this—not these people," he told ANC's Early Edition.

He previously said he would establish a splinter group after the Moro Islamic Liberation Front was given 41 of 80 seats in the BTA. The MNLF was given 5 of 39 seats allotted for appointees of President Rodrigo Duterte.
The MILF negotiated the peace deal with the government in 2014, which led to the Bangsamoro Organic Law that was ratified earlier this year. The MNLF earlier signed its own agreement in 1996.

"We want that this Bangsamoro Transition Authority will not have a controlling majority and that other sectors of the Bangsamoro, all the sectors as it is so contained in the Bangsamoro Organic Law will be properly represented," said Abbas, who said he now leads a faction composed of 32 MNLF commanders.

BTA interim minister and MILF chair Murad Ebrahim said the 3-year transition to be led by team composed mostly of members of his group was deliberately done to allow them to transform from armed rebels to bureaucrats.
But Abbas said this supposed transition of MILF members should be done in private without using government funds.

"We have nothing to do with their transformation, that is personal to them, that is their problem. You do not use the Bangsamoro Transition Authority, which is intended for the people, as the venue to transform. Let them transform in their camps," he said.

National Democratic Front of the Philippines (NDFP) chief political consultant Jose Maria Sison has branded President Rodrigo Duterte as inventor of a cock-and-bull story and emphasized that the Communist Party of the Philippines (CPP) will not discriminate women and LGBT in the recruitment of fighters of the New People’s Army (NPA).

Sison made a statement on Sunday in response to Duterte’s claim that his son, Sebastian was recently molested by NPA fighters.


“The men, women, and LGBT are qualified to become Red commanders and fighters as long as they are 18 years old and older, and are able-bodied, have the revolutionary commitment and are willing to undertake politico-military training, to do mass work and to fight with firearms”, Sison emphasized.

He added that Duterte is exposing his misogynist and anti-gay character with the claims on Saturday last week during the PDP-Laban campaign rally in Laguna that 40% of the NPA’s are gay and his son, Sebastian was reputedly molested during the turn-over of the two soldiers and six militiamen held captive for months in the hinterlands of Barangay San Juan, Bayugan City, Agusan del Sur on February 19.

PDP-Laban stands for Partido Demokratiko Pilipino-Lakas ng Bayan (Philippine Democratic Party-Power of the Nation), the ruling political party in the country under the administration of President Duterte.

Duterte said that his son, Baste was brought into a coconut grove and kissed by 4 members of the NPA.

He asked if he was abused to which Baste replied yes claiming that the communist rebels kissed him.

Sison said that Duterte has obviously invented the story that gays in the NPA brought his son Baste to the woods to be subjected to kissing, mashing and other acts amounting to molestation.

“There is strict NPA rule of discipline against sexual molestation and sexual liberties against the will of others. It is up to the NPA command concerned to inform us how Baste was treated. If indeed anyone in the NPA molested or took liberties with Baste, they would be facing disciplinary action”, he added.

Sison finds Duterte’s joke unbelievable that 40% of the NPA’s are gays when armed revolutionaries reveal their momentary location only when they are ambushing or raiding government troops.

“How can he make such a survey finding when his military and police minions cannot locate the thousands of Red commanders and fighters in more than 110 guerrilla fronts?”Sison asked.

More than 100 supporters of the New People’s Army (NPA) in Negros Occidental returned to the folds of the government last week.

A total of 80 NPA supporters took an oath of allegiance to the government at the headquarters of the 79th Infantry Battalion (79th IB) of the Philippine Army in Barangay Bato, Sagay City, Negros Occidental on Feb. 22.

These rebel supporters were from E.B. Magalona, Manapla, Victorias City, and Cadiz City, the 79th IB said in a statement.


On Feb. 23, 35 more NPA sympathizers pledged allegiance to the government also in the 79th IB headquarters.

They were from barangays Binaguiohan, Pinapugasan, Paitan, and Dian-ay in Escalante City.

Lieutenant Colonel Emelito Thaddeus Logan, commanding officer of the 79th IB, said he was “thankful for the numerous turnouts of Negrenses who are now renouncing their support to the communist NPA terrorist.”

The Department of the Interior and Local Government provincial office turned over P231,000 worth of reintegration assistance to the 62nd Infantry Battalion (62nd IB) and 3rd Civil-Military-Operations Battalion (CMOBn) of the Philippine Army.

The reintegration assistance is a component benefit of the Enhanced Comprehensive Local Integration Program of President Rodrigo Duterte by virtue of Administrative Order No. 10 that centralizes all government efforts for the reintegration of former rebels.
The P21,000 assistance will be provided to each of the 11 former rebels, of which seven surrendered to 62nd IB and four to the 3rd CMOBn.

The reintegration assistance will be in support to the receiving unit to which the rebels surrendered which will be spent on their daily subsistence or meals while in custody of the military unit as well as for other incidental expenses necessary for their reintegration like securing birth certificate, identification card and mobility expenses.

“This shows the sincerity of the government to accept NPAs who want to return to the folds of the law and live normal lives,” Arevalo said.

Arevalo added that the Army strongly supports the E-CLIP initiative and welcome those who want to lay down their arms.

Though still lacking some members, Bangsamoro Transition Authority (BTA) appointees will hold their first meeting on Wednesday, February 27, to prepare for their first governance tasks.

Newly-appointed Bangsamoro Interim Chief Minister Murad Ebrahim will lead the meeting to be held in Cotabato City.


The meeting is a "caucus on the schedule and arrangement on the inauguration of the BTA and 1st Session of Parliament," Murad told Rappler on Tuesday.

This first meeting of BTA members will take place even if President Rodrigo Duterte has yet to complete his appointment of all 80 BTA members.

"Government [list] not yet complete," said Murad.

Most BTA members had taken their oath last Friday, February 22, in Malacañang. Yet as of Tuesday, the Palace has not released the list of BTA members who have taken their oaths of office.

Veteran Mindanaoan journalist Carolyn Arguillas made her own list based on who attended the Friday oath-taking ceremony.

Duterte himself had said there were last-minute changes to the list of BTA members as some names had to be "exchanged."

As stated in the Bangsamoro Organic Law (BOL), a majority of the BTA members are nominees of the Moro Islamic Liberation Front, the Muslim group whose peace talks with the government resulted in the landmark law.

Some nominees of a faction of the Moro National Liberation Front, a rival group, were also accommodated. The rest were nominees of the Philippine government.

What does the BTA need to do?

The BTA is the governing entity of the new Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) during its transition period, from 2019 to 2022.

It will possess both executive and legislative powers. The executive powers will be exercised by Murad as chief minister. The rest of the BTA will have legislative powers and will function as a parliament.

The BTA's immediate concern is to craft a transition plan. According to the BOL, within 60 days after the BTA is formed, the chief minister needs to submit a transition or phaseout plan which will be approved by the BTA as a body.

The BTA gets to exercise 55 powers listed in the BOL including creating its own justice system, raising of funds, alteration of boundaries of municipalities and barangays, and development of culture and education, among others.

Four New People’s Army (NPA) terrorists and two soldiers died Thursday night in a clash at Sitio Green Valley, Dalwangan, Malaybalay City.

Major Frankjo C. Boral, Civil Military Operation (CMO) officer of 1st Special Forces Battalion (1st SFBn) said 30 heavily armed NPAs attacked the 11-man team of 1st SFBn around 9:40 evening, where the soldiers are camped while building a Patrol Base structure in the village.


The troops were doing Community Support Program (CSP) activities in the poultry farm zone of Barangay Dalwangan as the villagers requested the army to set up a Patrol Base to protect them from NPA terrorists’ massive extortion.



Four NPA terrorists and two soldiers died Thursday night, February 14, when 30 heavily armed NPAs attacked the 11-man team of 1st SFBn around 9:40 evening, where the soldiers are camped while building a Patrol Base structure at Sitio Green Valley, Dalwangan, Malaybalay City. The soldiers are doing Community Support Program activities in the poultry farm zone of Barangay Dalwangan as the villagers requested the army to set up a Patrol Base to protect them from NPA terrorists’ massive extortion. After the approximately 30-minute gunfight, the army reported that the NPAs were overheard talking to their comrades over commercial handheld radio saying they lost four of their cohorts.

Army troops who were combing the area to track down the fleeing NPA terrorists uncovered two M16 rifles; two rounds of M16 ammo; and two unexploded anti-personnel mines (landmines).


Col. Edgardo De Leon, 403rd Bde commander, commended civilians for tipping off the bombs’ location.

“Our troops' timely recovery of the anti-personnel mines saved lives. Otherwise, people who could have picked it up out of curiosity might have been sliced off,” De Leon said.

He said the NPA's use of landmines, disregarding its mutilating effect on human body, is among the reasons why the international community, particularly the EU and the US, declared that the CPP-NPA rebels are terrorists.

“The NPA's continuing use of anti-personnel mines is a complete disregard of the Ottawa Convention banning the use of anti-personnel mines because of its mutilating effect on the victims. The NPA terrorists are not different with the ISIS terrorists who also use Anti-Personnel mines.

CAMP EVANGELISTA, Cagayan de Oro City– The Enhanced Comprehensive Local Integration Program (E-CLIP) Committee in Region 10 awarded cash benefits to 31 former rebels in a ceremony held in Cagayan de Oro City on Feb. 13.

Checks amounting to P65,000 as livelihood and immediate cash assistance were formally handed over to the former rebels in a ceremony that was participated in by Provincial Legal Officer Niel Pacana who represented E-CLIP committee chair of Misamis Oriental, Gov. Yevgeny Vincente B. Emano, Brigadier General Franco Nemesio M. Gacal of the Armed Forces of the Philippines (AFP) representing Usec. Reynaldo B. Mapagu who sits as chairperson of the Task Force Balik-Loob, and Col. Edgardo Y. De Leon, 403rd Brigade commander.


Also present were representatives from partner agencies of Task Force- Balik-Loob, namely: Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), Land Bank of the Philippines (LBP), Department of Trade and Industry (DTI), and the Philippine National Police (PNP).

From January 2019 to date, a total of 223 ex-rebels have surrendered to the units under the 4th Infantry Division.

They are currently undergoing the E-CLIP process for their benefits.

In his remarks, De Leon appealed to the former rebels and the media present to further disseminate the program to reach the active NPA members in the region for them to avail of the program.

For his part, Atty. Pacana emphasized prioritizing tourism because everything will follow, including development.

“We would like to welcome back our former rebels to the folds of law. We congratulate you for seeing the light and putting your trust back to the government," said Pacana.

Meanwhile, BGen. Gacal discussed “Peaceful War,” the government Whole-of-the Nation Approach (WNA) in attaining inclusive and sustainable peace.

It is an intervention through convergence of efforts in addressing problems of the society particularly in Geographically Isolated and Disadvantaged Areas (GIDAS).

“The cycle of CPP-NPA recruitment must be stopped. Hopefully, the assistance of the government to the former rebels will pave way to change their lives for the better and become good examples for their former comrades to go back to mainstream society,” Gacal said. (4ID)

CAMP EVANGELISTA, Cagayan de Oro City--The terrorist New People’s Army (NPA) harassed the troops of 1st Special Forces Battalion conducting Community Support Program (CSP) activities in Sitio Green Valley, Brgy. Dalwangan, Malaybalay City, Bukidnon, on Feb. 14, 2019 at around 9:40 p.m.

The exchange of gunfire lasted about 15 minutes while another five-minute encounter ensued with the government troops conducting pursuit operation not far from Sitio Green Valley which forced the NPA terrorists to withdraw.

The clash resulted to the death of two soldiers and one wounded while four NPAs died as reported by civilians who saw the fleeing terrorists.

Follow-on Army troops recovered two M16 rifles, two unexploded anti-personnel mines, 200-meter wires, ammunition, magazines for M16 rifle, and personal belongings of NPA.


It was learned that the troops were conducting Community Support Activities and were requested by the villagers to set-up a patrol base in the said community to assist and secure them due to the presence of the NPA terrorists who were reportedly forcing residents to give to them money and goods from the poultry farm.

Meanwhile, Col. Edgardo Y De Leon, 403rd Brigade Commander, commended the civilians for reporting the location of anti-personnel mines.

“Indeed, our troops’ timely recovery of the terrorists' anti-personnel mines saved the lives of the public. The continuing use of anti-personnel landmines just proved their act of terrorism which rightfully supports the declaration of EU and US for the declaration of CPP-NPA as among the list of terrorist groups," he said.

Meanwhile, Brigadier General Franco Nemesio M. Gacal, 4th Infantry Division Commander, extended their condolences to the family of the soldiers who died.

“We extend our deepest sympathies to the bereaved families and friends of those killed soldiers. They made their ultimate sacrifice due to their dedication to protect the villagers in pursuit of peace and development," he said.

Gacal assured that the pursuit operations are ongoing.

"We will not hesitate to use our force against NPA terrorists that disrupt the normalcy of peace and order," he said. (4ID)

General Santos City – Various stakeholders composed of local government officials, religious leaders, youth, members of the academe, the military, and police among others talked about sustainable peace in a forum Thursday at the Oval Covered Court here.

The activity titled: “Panaghiusa sa Kalinaw: A Multi-Stakeholder Peace Forum Towards Sustainable Peace in Gensan” aimed to sustain peace and order in the city and strengthen unity among the people regardless of religious and political beliefs.


Mayor Ronnel Rivera, in his message of commitment, talked about the challenges to the peace and order not only of Gensan but the entire region in general, and how elusive peace is in Mindanao.

“Alam natin na medyo elusive ang kapayapaan sa buong Mindanao, matahimik lang ng konti maya-maya meron na namang problema, meron na namang challenges… but I think hindi imposible na makamit natin yan kung tayo’y magkaisa, parehas sa ginagawa natin ngayon, pagkanunay nga naa tay ing-ani nga mga inisyatibo or mga undertaking. I believe as your Mayor, in due time we will achieve the lasting peace diri sa ato sa Mindanao,” he said.

(We know that peace is a bit elusive in Mindanao, it only lasts for a while then another problem comes in, another challenge..but I think peace is not impossible to achieve when we are united, when we are doing initiatives like this. I believe as your Mayor, in due time we will achieve lasting peace here in Mindanao)

In the same event, the Joint Task Force (JTF)-Gensan represented by Lt. Col. Hasbi Jamalol and Capt. Dave Estornino discussed about Peace and Order and countering violent extremism where details about threats and violence in the city were presented.

The Philippine National Police (PNP) through Police Senior Inspector Renato Dungcan talked about their programs and activities and their initiatives in the detection and prevention of terrorist groups in the city as well as their efforts in maintaining peace and order.

Father Ariel Destora, Director of the Social Action Center of the Diocese of Marbel also shared the initiatives of the religious group especially among Catholics. He said religious sectors are now involved in peace efforts especially after the bombing of the Jolo Cathedral.

Sheik Ibrahim Andang Jr. who talked about the Role of Muslims in Peace Building, and Dr. Anshari P. Ali the Chancellor of the Mindanao State University (MSU)-Gensan both represented the Muslim community.

The Maguindanao Development Foundation Inc. was also one of the collaborators of the said peace forum.

Meanwhile, initiatives and practices on peace and security from the different barangays of the city were also shared in a presentation.

The multi-stakeholder peace forum capped off with messages of support and a covenant signing led by Mayor Ronnel Rivera.

Thirteen high-powered loose firearms were recently handed-over to 1st Mechanized Infantry Battalion by the local government of Datu Salibo, Maguindanao.

The firearms were turned over in a ceremony during the Municipal Peace and Order Council (MPOC) meeting led by Hon. Mayor Norodin Salasal. These were received by 601st Deputy Brigade Commander Col. Joel Abregana and 1st Mechanized Infantry Battalion Commander Lt. Col. James Fernando.

Handed loose firearms were one 7.62 Barrett sniper rifle, one cal. 30, one rocket propelled grenade launcher, one 7.62mm M14 rifle (modified), one 9mm (KG9), one cal. 9mm UZI, and seven M79 grenade launchers.


The owner of firearms decided to surrender not only to support the government’s campaign against loose firearms but also to avoid being charged of illegal possession of firearms.

Mayor Salasal said that the firearms handed over to the authorities will contribute greatly in achieving a peaceful and promoting a friendly society in Datu Salibo.

The recent accomplishment was a result of the intensified efforts of the 57th Infantry Battalion in cooperation with the LGU and its barangay officials.

“The voluntary hand over of loose firearms is one of the good signs of promoting peace in Datu Salibo and in the society as well,” said Lt. Col. Fernando.

The ceremony was witnessed by Maguindanao OIC Provincial Director Police Senior Superintendent Ronald Briones, Datu Salibo Vice-Mayor Ingkong Mamantal, ABC President, Barangay chairmen of 17 barangays of Datu Salibo, and other constituents who were present during the MPOC meeting.

Meanwhile, the commander of 6th Infantry Division, Maj. Gen. Cirilito Sobejana, commended the efforts of Datu Salibo LGU in its cooperation with the government in the campaign against loose firearms.

This is the third time that Datu Salibo formally handed over firearms. Last year, 22 firearms were surrendered.

CLAVERIA, Misamis Oriental — An NPA terrorist was left behind dead after an encounter around 10:00 a.m. today in an uninhabited area in the hilly boundary of the municipalities of Talisayan and Medina, both of Misamis Oriental province.

Five high-powered firearms (four M16 rifles and one AK47 rifle) were seized by government troops at the encounter site.


Pursuit operations is ongoing as of press time.

Soldiers and CAFGU members under 2Lt. Viernes of 58th Infantry Battalion encountered the NPAs believed to be members of PPH Platoon of Felot, SRC1 led by a certain "Dallas."

“Our unrelentless operations in the remote areas are meant to drive the NPA terrorists away from communities so their imposition of permit-to-campaign and permit-to-win fees on candidates for the upcoming elections will be ineffective and useless,” Lt. Col. Roy Derilo, 58IB Commander, said.

On Feb. 18, 2019, an NPA terrorist was killed during pursuit operations by Army's Special Forces in Lantapan, Bukidnon.

The information about the location of the NPA terrorists, according to the Army, was also provided by the locals.

“Civilians are tipping off precise locations of NPA terrorist hideouts and their activities as they declare the CPP-NPA as 'persona non grata' or undesirable people not welcome in their communities,” said Col. Edgardo De Leon, commander of 403rd Brigade that is securing Bukidnon, Misamis Oriental and Camiguin provinces.

CAMP PERALTA, Jamindan, Capiz - In just a week, at least 60 Militia ng Bayan and mass based supporters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) terrorist formalized their return to the folds of the law after they voluntarily surrendered to the Army’s Community Support Program (CSP) Teams in Capiz on February 15 and 16, 2019.



They took their oath of allegiance to the government after they decided to renounce and withdraw their support from the CPP-NPA terrorist.

Of the total surrenderers, 37 of whom are Militia ng Bayan and 23 are mass based supporters who are residents of Barangay Carataya, San Antonio and Mahunod-hunod all in Cuartero, Capiz.

The said barangays are known influenced-areas of the communist terrorist group.


The Army’s 61st Infantry Battalion CSP Teams facilitated the ceremony which was witnessed by 301st Infantry (Bayanihan) Brigade Deputy Commander Colonel Orlando Edralin and officers of the Philippine National Police.

61IB Commanding Officer Lieutenant Colonel Sisenando A Magbalot Jr. lauded the courage of the 60 individuals for standing-up against the communist terrorist group.

“The surrender of CNTs’ mass-based supporters is a clear indication that these people are fed up with the atrocities and ruthlessness of the communist terrorist group victimizing their families, relatives and friends,” Magbalot said.



Earlier, 301st Infantry Brigade Commander Colonel Alberto O. Desoyo said that since last year, in Panay Island alone, 70 surrenderers have already availed of the Enhanced-Comprehensive Local Integration Program (E-CLIP).

“The Army in partnership with different government agencies actively promotes the benefits of the E-CLIP to persuade more NPA members to renounce violence and return to the peaceful confines of mainstream society,” Desoyo said.

For his part, 3rd Infantry (Spearhead) Division Commander MGen Dinoh Dolina said that with the surrender of the CNTs’ mass base supporters, “we are seeing the continued weakening of the CNTs’ strength and will to pursue armed struggle.”

Dolina likewise called on the remaining militia ng bayan and supporters of the communist terrorist group to withdraw their support and abandon said communist terrorists who only feed them with nothing but misery and poverty.

A group of 114 former supporters and militias of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in San Carlos City, Negros Occidental vowed loyalty to the government in a ceremony held at the Barangay 2 covered court on Monday.

Their oath of allegiance was facilitated by the Philippine Army’s 79th Infantry Battalion (IB), which covers the northern part of the province.


Lt. Col. Emelito Thaddeus Logan, commanding officer of the 79IB, said in a statement the participants’ renounciation of support to the CPP-NPA shows that Negrenses have awakened from the lies and deceptions of the terrorist rebels.

“I encourage other Negrenses to end their support to the rebel groups to reach the desired lasting peace and sustain the development of Negros Occidental,” he added.

The 114 participants, including 98 former mass supporters and 16 unit militias, took a pledge of allegiance to the Philippine Constitution before Steven Dronco, local government operations officer of the Department of the Interior and Local Government in San Carlos City.

They are residents of Barangays Quezon, Guadalupe, Buluangan, Nataban and Cod-cod.

The ceremony was witnessed by Mayor Gerardo Valmayor Jr. and Supt. D’ Artagnan Katalbas Jr., city chief of police, and officials from various barangays.

For his part, Valmayor thanked the 79IB for initiating the Community Support Program that provides security and assistance in the delivery of the government programs to his constituents.

Earlier, the 79IB also facilitated the conduct of the oath of allegiance of two groups, which also renounced support to the CPP-NPA, in two cities in northern Negros.

Last February 22, 80 former members and mass supporters of the CPP-NPA pledged loyalty to the government in Victorias City.

The participants are from Barangays Estado and Gawahon in Victorias City; Caduhaan in Cadiz City; Canlusong in EB Magalona; and San Pablo in Manapla.

The following day, 35 persons from Escalante City also expressed their loyalty to the Philippine government.

They included residents of Binaguiohan, Pinapugasan, Paitan, and Dian-ay, who took their oath of allegiance before Pastor Morito Panadero at the battalion’s headquarters in Barangay Bato, Sagay City.


The United States and the European Union have declared the CPP-NPA as a terrorist group.

A member of the Abu Sayyaf Group (ASG) was killed while a militiaman was wounded in a firefight in the hinterlands of Basilan province on Monday, a military official said.

Col. Fernando Reyeg, Joint Task Force Basilan commander, said the clash happened around 5:30 p.m. in Sampinit Complex, Barangay Masula, Isabela City.

Reyeg, who is also the Army’s 104th Infantry Brigade commander, said the troops were conducting security operation, in response to the reported presence of Abu Sayyaf bandits in Sampinit Complex, Barangay Masula,  when the clash took place.

He said the firefight lasted for about 15 minutes, resulted in the death of an Abu Sayyaf follower and injured a militiaman, after which the bandits fled leaving behind their dead comrade.

He said the troops are tracking down the bandits, who fled to different directions.

The commanding general of the Army’s 6th Infantry Division (6ID) -- the military unit known for its peace advocacy programs -- is one of this year’s Metrobank Foundation awardees.

Maj. Gen. Cirilito Sobejana, 6ID commander, received the award from Metrobank Foundation, Inc. during an awarding ceremony for the organization’s 40th-anniversary celebration recently held in Pasay City.

Metrobank Foundation, one of the biggest non-profit organizations in the Philippines, targets to help sustain and develop education, arts, and culture in the country, among others.

It is considered as the most prestigious career-service award for Filipino exemplars in the academe, military, and police sectors.

“Maj. Gen. Sobejana, also the commander of Joint Task Force Central, was one of the 40 exceptional men and women who are recipients of the 2019 Award for Continuing Excellence and Service (ACES) for setting a worthy example for every Filipino to emulate,” a statement from the 6ID released Tuesday said.

In 1995, the Metrobank Foundation also recognized Sobejana as an “outstanding soldier.”

For this year, the organization highlighted its celebration with the recognition of Partner in Empowerment, Advocacy, and Commitment to Excellence (PEACE) to 40 selected partner institutions committed in uplifting the lives of the least in society and recognizing the best of the Filipinos.

The Armed Forces of the Philippines (AFP) was bestowed as one of the PEACE awardees with AFP Chief of Staff, General Benjamin Madrigal Jr. receiving the "Kapit-Bisig" trophy for that recognition.

The roster of the 2019 PEACE honorees consists of institutions from national government agencies, non-government and socio-civic organizations, diplomatic missions, media, business, and the academe.

The ACES awardees received the “spiral medallion” (heart and zeal) from the board members of the foundation.

Maj. Arvin John Encinas, 6ID spokesperson, said Sobejana has led 6ID officers and personnel in promoting peace and in upholding the law against terrorists and peace saboteurs.

“While the 6ID area of responsibility comprising the provinces of Maguindanao, North Cotabato, Sultan Kudarat, and part of Lanao del Sur, has been relatively peaceful in the past months, the military unit continues its operation against the Islamic State-linked Bangsamoro Islamic Freedom Fighters operating in Central Mindanao,” Encinas said.

The leader of Moro Islamic Liberation Front (MILF) is now officially a government official after he assumed on Tuesday the leadership of the expanded autonomous region in southern Philippines.

In a turn-over ceremony, MILF chair Al Haj Murad Ebrahim assumed the top post of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from ARMM Regional Governor Mujiv Hataman at the Shariff Kabunsuan Cultural Center here.

The historic event was witnessed by Office of the Presidential Adviser on the Peace Process Secretary Carlito Galvez Jr. and more than 5,000 Bangsamoro people.

Hataman turned over his post to Ebrahim, including the assets and liabilities of the regional bureaucracy. After which, the outgoing governor delivered an emotional farewell speech.

“Let us now unite, do away with tribalism, Muslims, Christians and (Indigenous Peoples), let us all unite now under this Bangsamoro government,” a teary-eyed Hataman said in his speech.

The BARMM is the result of more than 20 years of peace negotiations between Manila and the MILF. After assuming the post, Ebrahim announced some of his regional cabinet members who will help him run the affairs of the new political entity.

Ebrahim assured ARMM civil government workers that they shall remain in office in the meantime but those who are co-terminus with the elected officials may go.

“All those in the bureaucracy will remain intact,” Ebrahim said as the current ARMM employees who feared of losing jobs when the new leaders assume office lauded his statement.

Ebrahim said the new government will be inaugurated next month, as the first session of the BARMM parliament will also take place in March. Ebrahim, in a concurrent capacity, would be BARMM’s Minister of Public Works and Highways. Other appointees include Architect Eduard Guerra, Minister of Finance, Budget and Management; Atty. Raissa Jajurie, Minister of Social Services; Mohagher Iqbal, Minister of Basic, Higher and Technical Education; Dr. Zafrullah Dipatuan, Minister of Health; Timuay Melanio Ulama, Minister of Indigenous Peoples Affairs; Atty. Naguib Sinarimbo, Minister of Local Government; Abdoraof Macacua, Minister of Environment and Natural Resources; Mohammad Suwaib Yacob, Minister of Agriculture, Fisheries and Agrarian Reform; and Hussein Munoz, Minister of Public Order and Safety.

DAVAO CITY – The chief of the Army's 3rd Infantry Battalion has lauded the Ovu-Manobo tribe for "standing up" against the Communist Party of the Philippines-New People Army (CPP-NPA), as he underscores the role of Indigenous Peoples (IPs) in the government's campaign against communist insurgency.

Lt. Col. Oscar Partuza, 3IB commanding officer, said Tuesday he was elated with the outcome of the three-day peacebuilding seminar attended by tribal communities that concluded Monday here.

Attended by over 600 participants, the seminar resulted in the declaration of the CPP-NPA as "persona non grata" in the tribe's ancestral domain in Barangay Tambobong, Baguio District, here. The seminar also saw the surrender of hundreds of underground supporters among the IP group.

"It’s not the AFP (Armed Forces of the Philippines and PNP (Philippine National Police) alone that must address the issue on peace, security, and insurgency--it should be a whole nation approach wherein all stakeholders must take part in it," Partuza said.

Partuza thanked Mayor Sara Duterte and the city government for supporting the peacebuilding seminar, and for the Ovu-Manuvu Tribal Council of Elders for organizing the activity.

First Lt. Marcelo Amora, civil-military operations officer of 3IB, said the seminar also became a venue for local officials and government agencies to be aware of the current security situation in the city's upland villages.

Amora said the initiative resulted in the convergence of government services to help address the basic needs of the hinterland residents, who are vulnerable to the recruitment of the NPA.

A group of 50 unidentified armed men and two women believed to be members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) burned down some PHP3 million worth of heavy equipment at the Longa Hermosa Hacienda in Barangay Sta. Monica, Manjuyod town in Negros Oriental on Monday night.

The suspects set fire to five tractors and a Trio weapon carrier around 7:35 p.m., according to the police.

Authorities said they received a call from Martin Longa, 54, married, barangay captain of Sta. Monica and also hacienda supervisor, who reported that armed men were in the vicinity of his house.

A witness, Rey Acibo Baldado, 45, married, also a resident of the barangay, claimed that while he was on duty inside the compound of the hacienda, the suspects suddenly entered and pointed a long firearm at him.

They introduced themselves in the Cebuano dialect as NPA members and asked for the barangay captain, the police report said.

The suspects then proceeded to Longa’s house, pointed a gun at him, and in the dialect also asked him for his firearm and “ngano wala mo nihatag ug kwarta” (why did you not give us money)?

Longa later told the police that he had previously received phone calls from unknown persons who threatened him for not paying revolutionary tax to the NPA.

He added that in the past nine years, he has received two extortion letters, one of which demanded PHP500,000.

He said he turned over the latest letter to the hacienda's board manager, Ignacio Longa Vicente, 89, married, and a resident of Barangay Lapas, Bais City in Negros Oriental.

He further told the police that the suspects took his two cellular phones, two hand-held radios, and a Wi-Fi modem.

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States and the European Union.

The Sandiganbayan on Tuesday allowed Moro National Liberation Front (MNLF) founding chair and erstwhile Autonomous Region in Muslim Mindanao (ARMM) Gov. Nur Misuari to travel abroad.

The anti-graft court's 3rd Division granted Misuari’s motion to travel after the conditional arraignment on the cases of graft and malversation of public funds through falsification of public documents in connection with the alleged anomalous procurement of textbooks when he was ARMM governor.

Misuari did not enter a plea, prompting Presiding Justice Amparo Cabotaje-Tang to enter a “not guilty” plea in his behalf during the conditional arraignment.

He posted a PHP920,000 travel bond after the court granted his motion to travel.

In his urgent motion, Misuari told the court that he would travel to Abu Dhabi, United Arab Emirates to attend the 48th Session of the Organization of Islamic Conference-Council of Foreign Ministers from March 1 to 2, 2019.

He also told the court that he would leave the country on Feb. 27, 2019 for the event.

A total of 284 police recruits on Tuesday took their oath as new members of the Philippine National Police- Special Action Force (PNP-SAF).

PNP-SAF director, Chief Supt. Amando Empiso administered the mass oath-taking of SAF recruit Class 2019-01, composed of 112 males and 172 females, in a simple ceremony held at the SAF headquarters in Camp Bagong Diwa in Taguig City.

“The oath should not be taken lightly because you are bounded by it your entire life as a police officer especially if you are a member of SAF is not easy. I hope you understand what you’re getting into you will be encountering and experiencing things that you have not probably experienced before and I assure you things will be very difficult and it will test your limits character and personality,” Empiso told the new recruits.

He called on the new recruits to manifest courage and discipline as members of the PNP's elite force.

“You must bear in mind that members of this unit are ready to give the ultimate sacrifice needed and that has been proven time and again. To our recruits this is the life that you choose it’s not risk free, nor is it always easy, but in my humble opinion it has always been life worth living,” he added.

The 284 SAF recruits will undergo six to eight months training in Fort Santo Domingo, Sta. Rosa Laguna and at the new training facility in Batangas.

More communities in the countryside are realizing that not taking a strong stand against the New People's Army (NPA) puts them at a disadvantage.

This was emphasized by Armed Forces of the Philippines (AFP) public affairs office chief, Col. Noel Detoyato when asked Tuesday on why more local government units are showing their resolve against the communist rebels and declaring them persona non grata.

"Certainly, communities are now convinced that not taking a strong stand against these insurgents is not giving them an advantage. That the presence of insurgents in their communities is just adding to the misery and hardships to their constituents because their presence drives investors away and they hamper the delivery of government's basic services," he said in a message to the Philippine News Agency.

Aside from these, continued NPA presence in rural communities is an added security threat and burden as they extort from the population, Detoyato added.

"Aside from the threat that they pose in the security and the added burden because they are also extorting money and forced support from the populace," the AFP official said.

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization in the United States and European Union.

"Further, they also influence the voters to vote for candidates that are supportive of the insurgents and they can no longer enjoy their freedom to choose," Detoyato said.

On Oct. 23, 2018, 21 villages in the province of Bukidnon, namely New Eden, Concepcion, and Bacusanon in Pangantucan town; Dominorog, Cosina, Lantud, Miarayon, and Lirongan in Talakag town; Imbayao and Mapayag in Malaybalay City; Puntian and Kulasi in Sumilao town; Basac, Kulasihan, Kapitan Juan, and Kaatuan in Lantapan town; Bagawbawan, Luruga, San Carlos, and Barobo in Valencia City declared members of the communist movement as persona non grata.

Meanwhile, the municipality of Sibagat, Agusan del Sur followed suit on December 21.

The provinces of Compostela Valley and Davao Oriental made the same move in resolutions dated January 25 and February 19, respectively.

On February 15, the villages of Camam-onan and Gigaquit, which were once known as rebel-infested areas in the province of Surigao del Norte also declared the CPP-NPA members as persona non grata.

The latest to declare members of the group as undesirable were another seven barangays in Bukidnon, namely Caburacanan, St. Peter, Silae and Indalasa in Malaybalay and Canangaan, Freedom and Dalacutan in the town of Cabanglasan.

On Monday, officials and residents of Barangay Carol-an in Kabankalan City, Negros Occidental agreed to pass a resolution declaring the CPP-NPA as persona non grata.

President Rodrigo R. Duterte "admired" Moro National Liberation Front (MNLF) founding chairman Nur Misuari's patience in peace negotiations, Malacañang said on Tuesday.

Presidential Spokesperson Salvador Panelo said Duterte and Misuari met at the Malacañan Palace on Monday.


"The President told the chairman that he admired his patience and he apologized for not having implemented or enforced whatever agreements that they had previously with respect, I think, to federalism or something," Panelo said in a Palace briefing.

Panelo called Misuari a "very reasonable, patient man".

He said Misuari had no complaints about the composition of the Bangsamoro Transition Authority.

"If the MNLF was complaining about it, the chairman did not mention it," he said.

Panelo echoed Presidential Adviser on the Peace Process Carlito Galvez Jr.'s statement saying there is an "equitable" representation in BTA membership.

"Siguro ibig niyang sabihin ng equitable (When Galvez said equitable it may be) not equally in terms of numbers but on how effective the representation would be with respect to goals of the BTA," Panelo said.

Panelo said Duterte and Misuari are set to meet again to talk about issues like federalism.

"They didn't have much time to talk so they will meet again," he said.

Duterte earlier said the newly-established Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is a realization of everyone's dream to end the armed struggle in Mindanao. (PNA)

Malacañang on Tuesday said that the Mutual Defense Treaty (MDT) between Washington and Manila may be among the topics to be discussed during the upcoming visit of US Secretary of State Michael R. Pompeo to the Philippines.

Presidential Spokesperson Salvador Panelo said that it was Defense Secretary Delfin Lorenzana who revealed that the 67-year old defense pact may be discussed during their meeting.

Pompeo will be in the country from Feb. 28 to March 1 to pay a courtesy call on President Rodrigo R. Duterte and meet Foreign Affairs Secretary Teodoro L. Locsin Jr. to discuss issues of mutual interest, according to the Department of Foreign Affairs (DFA).

The MDT, the country's sole and longest running defense pact with another nation, contains eight articles requiring the two Pacific allies to provide aid in case of an armed attack against either Washington or Manila by an external party.

The Department of National Defense (DND) first floated the review calls in December 2018, citing the need to make the deal more relevant to the region’s changing security environment.

Panelo said that other issues of mutual interest that may be discussed during their meeting include security and terrorism.

“Any subject matter that is mutually beneficial to both countries will be discussed. Agenda? Mutual concerns like security, terrorism,” Panelo said.

Asked if issues on the South China Sea may be raised, Panelo neither confirmed nor denied this.

“Kung i-raise ni Secretary Locsin, di mababanggit ‘yan (If Secretary Locsin will raise it, it might be mentioned),” he said.

The Armed Forces of the Philippines (AFP) on Tuesday strongly condemned the latest atrocity of the New People's Army (NPA) when rebels torched and destroyed heavy equipment, vehicles and other facilities of the Santa Clara Hydro Power Plant in Barangay Malvar, Naujan, Oriental Mindoro.

"The AFP strongly condemns this cowardly and treacherous attack on civilians especially that they (the people) stand to benefit from the electrification that the project will bring to the community. To gain access to the company premises, the communist terrorists posed as government security forces by wearing military and police uniforms," AFP spokesperson, Brig. Gen. Edgard Arevalo said in a message to reporters.

The incident, which took place 4:30 p.m. Monday, resulted in the destruction of 11 heavy equipment and vehicles and four other facilities of the power plant.

"The attackers belonging to MRGU, Southern Tagalog Regional Party Committee deprived the people of the opportunity to live in a barangay powered by electricity where the children may enjoy some amenities to advance their learning and education," Arevalo added.

The AFP spokesperson added that this attack proves that NPA are nothing but a bunch of depraved criminals who lust for the destruction of the future of the poor and indigenous peoples, particularly of the communities in Naujan.

The NPA is listed as a terror organization in the United States and European Union.

Arevalo added that AFP chief-of-staff, Gen. Benjamin Madrigal is urging all Filipinos to reject these terrorists masquerading as champions of the masses.

Also, the AFP chief called on the remaining NPA rebels to “to give premium to the welfare and interest of the people of Mindoro and their families; mend their ways and avail of the Enhanced Comprehensive Local Integration Program of government than obey the evil dictates of their benighted CPP-NPA leaders.”
