A 19-year-old squad leader of the New People’s Army's (NPA) Pulang Bagani Command (PBC) has surrendered to troops of the 71st Infantry Battalion at its headquarters in Purok 8, Barangay, Nueva Visayas, Mawab, Compostela Valley on Saturday.
Civil-Military Operations Officer, 1Lt. Jhocell Asis, said alias Joshua, a resident of Maco, Compostela Valley, surrendered to the troops’ commander, Lt. Col. Esteveyn Ducusin.
Joshua was the team leader of squad 2, Abe, PBC 6 of Sub-Regional Committee 2 in the Southern Mindanao Regional Command.
During the debriefing, Asis said Joshua admitted he was part of the underground movement and had been trained under the Araling Aktibista, Bagong Hukbong Bayan, Gimbuhatong Masa, Demokratikong Rebolusyon sa Katawhan, Batayang Oryentasyong Masa and Organizing Group.
He was then designated as squad supply officer and later on became a squad leader.
While in the organization, Joshua also admitted having participated in the burning of a gold tunnel in Sitio Palali, Barangay Golden Valley, Mabini, Compostela Valley.
Meanwhile, Ducusin said Joshua's surrender is an indication that many members of the communist insurgents have opened their eyes to the continued deception of its leadership.
Ducusin assured that his troops will remain steadfast in encouraging more NPAs to surrender “so all of us can experience a peaceful and productive life."
The US and European Union have declared the Communist Party of the Philippines-NPA as a terrorist group.

The Western Mindanao Command (Westmincom) has accorded medals to 10 soldiers for gallantry in action in the fight against the Abu Sayyaf Group (ASG) bandits in Sulu.
Col. Gerry Besana, Westmincom information officer, said the 10 were among the 18 soldiers wounded in a heavy firefight against the ASG bandits on Saturday in Sitio Sungkog, Barangay Kabbon Takas, Patikul, Sulu.
Lt. Gen. Arnel Dela Vega, Westmincom chief, led the awarding ceremony when he visited the wounded soldiers at the Kuta Heneral Teodulfo Bautista Station Hospital in Jolo.

From Jolo, Sulu, Dela Vega took the time to visit and don similar awards to two more battle casualties confined at the Ciudad Medical Zamboanga.
“Pinupuri ko ang katapangan ng ating mga sundalo at ako ay personal na nananalangin para sa kanilang agarang paggaling (I praised the bravery of our soldiers and I pray for their speedy recovery),” dela Vega said.
“Sa mga naulila ng ating mga kasamang hindi pinalad na makaligtas, asahan ninyo ang aming tulong at suporta bilang pagpupunyagi sa kanilang kabayanihan (To the orphans of our comrades who unfortunately died, rest assured we will be providing you the support and assistance in honor of their heroism),” he added.

The Philippine Army (PA) has vowed to commit more of its resources in the ongoing anti-terrorism campaign in Sulu, an official said Sunday.
Five members of the 5th Scout Ranger Battalion were killed and 18 others were wounded in an encounter with an estimated 150 Abu Sayyaf terrorists, led by Hatib Hajan Sawadjaan, last Feb. 2 in Sitio Sungkog, Barangay Kabbon, Takas, Patikul, Sulu.
"The entire Army also praised the valiant effort of the soldiers, for their selfless service and heroism in the name of peace. Their sacrifices will not be in vain as we continue to extinguish the flames of terrorism to ensure the safety and protection of the people and bring the desired normalcy in Sulu," PA spokesperson Lt. Col. Louie Villanueva said in a statement.
Three Abu Sayyaf bandits were killed and 15 were wounded in the one and a half hour firefight.
President Rodrigo R. Duterte ordered government security forces to “destroy” the terrorist group following the twin bombings in Jolo, Sulu that claimed the life of 22 persons and wounded 100 others last January 27.
"We would like to remind everyone that terrorism is real and remains a clear and present danger. Hence, we urge everybody to help and join in our effort to address this phenomenal threat," Villanueva said.

A week after the twin blast at the Catholic Cathedral in Jolo, a peace rally was held in the Municipality of Parang, Sulu yesterday (February 03, 2019).
Said rally was graced by PBA Party-list Representative Jericho Jones B. Nograles and representatives from the different private and public sectors of Parang including; Municipal Mayor Madzhar Loong, Sulu Board Member Fahad Tingkahan, Community Imam Hji Indanan Madja, Rural Health Resident Physician Dr. Amilbahar Matangka.
Also present were Sulu State College President Dr. Charesma Utotalum, 101st Brigade Deputy Commander Colonel Santiago Enginco, and other military officers.
Approximately 1, 500 individuals attended the peace rally.
Nograles also visited the blast site in Barangay Walled City, Jolo, Sulu.
In his message, Congressman Nograles urged the Suluanos to unite and fight terrorism for the attainment of peace and harmony in the province.

The engagement was conducted simultaneously by the 7th and 34th Infantry Battalions in their respective headquarters and was attended by MILF leaders operating in Cotabato and witnessed by CCCH members.

Amid the conduct of intensified military operation, troops of the 5th Scout Ranger Battalion encountered 150 Abu Sayyaf Group members under Hatib Hajan Sawadjaan in Sitio Sungkog, Barangay Kabbon Takas, Patikul, Sulu at 11:30 yesterday (February 2).
Heavy firefight ensued for an hour and 50 minutes after which the enemies withdrew to different direction.
The armed confrontation resulted to 3 killed and 15 wounded, including sub-leader Idang Susukan, based on human intelligence (HuMint) while the government side incurred 5 deaths and 18 wounded.
Battle casualties were immediately evacuated to Kuta Heneral Teodulfo Bautista Station Hospital for medical treatment and proper disposition.
Eight (8) of the 18 wounded were airlifted through air ambulance and are currently recuperating at the different private and public hospitals in Zamboanga City.
Remains of the killed battle casualties arrived in Zamboanga City earlier today onboard a navy vessel.
“Sa utos ng ating Commander-in-Chief na magsagawa ng all-out-war laban sa mga bandidong Abu Sayyaf, inaasahan ang sunud-sunod na intensibong operasyon na ilulunsad ng Joint Task Force Sulu,” said Lieutenant General Arnel B. Dela Vega, commander of the Western Mindanao Command.
“Nawa’y isali niyo sa inyong mga panalangin ang aming kaligtasan at tagumpay ng aming misyon, lalung-lalo na ang ating mga tropa na tutugis sa mga bandido,” he added.
“Atin din pong ipagdasal ang kaluluwa ng mga nasawi , ang kakatagan ng loob ng kanilang mga naulila, at ang agarang paggaling ng mga nasugatan,” he concluded.

Joint Task Force Central (JTFC) conducted intensified military operations at a terrorists identified lair in Sitio Tatak, Barangay Tugal, Sultan Sa Barongis, Maguindanao at around 6 o’clock in the morning yesterday (February 2, 2019).
JTFC launched surgical air, artillery and ground operation to the identified and confirmed targets against the DAESH inspired terrorist group under Salahudin Hassan.
The operation resulted to the eight (8) terrorists killed (5 were identified as Hashim; Abo Salik; Abo Tutin; Saidin Kusain and, Guabar Sulaiman) and ten (10) wounded including Salahudin Hassan (critically wounded), based on human intelligence (HumInt).
Further, the operation also resulted to the destruction of suspected 20-capacity bunkers and foxholes of the DAESH Inspired terrorist groups.
The successful operation is a result of positive information and support provided by the former members of BIFF who surrendered to “JTF Central.”
“We ease the fear of our people and assure them that safety procedures were undertaken and deliberately planned by JTFC giving due concern to the safety of the civilian populace”, Joint Task Force Central Commander Major General Cirilito E. Sobejana said.
“Appropriate coordination was also made with MILF CCCH and the targeted areas were confined to locations far from the local communities.”
“I am very determined to defeat these threat groups and prevent them from doing terroristic activities to bring about peace in Central Mindanao.” Major General Sobejana added.

'Main suspect' in Jolo Cathedral bombing surrenders

(UPDATED) – Alias Kamah, the man that the police considers as the main suspect in the deadly Jolo Cathedral bombing, has surrendered to Philippine authorities, police chief Oscar Albayalde announced on Monday, February 4.
“I am pleased to announce the surrender over the weekend of Kammah Pae and 4 other persons, who performed individual roles in that incident,” Albayalde said in a Camp Crame press briefing.
Kamah, bearing the full name Kammah Pae according to police, has been tagged as one of the local residents who aided the cathedral bombers.
A man believed to be him was in CCTV clips of movements around the church during the blasts.
The man in the CCTV turned out to be a student only and not Kamah, but the police said they still believe Kamah to be the main suspect, citing intelligence.
“The suspect really is Kamah because we have an operation against him days back and we had an encounter with them…Kamah has been threatening this specific cathedral ever since he came back from Sabah,” Albayalde said in an interview with CNN Philippines on January 31.
Kamah was earlier identified as the brother of fallen Abu Sayyaf leader Surakah Ingog, who died in August 2018.
Police and military encountered Kamah in an operation on January 29, but he escaped after a shootout which killed one of his companions.
Four others who have been identified were:

Rajan Bakil Gadjali, alias Radjan
Kaisar Bakil Gadjali, alias Isal
Salit Alih, alias Papong
The 5 suspects supposedly surrendered because of “massive hot pursuit operations” by the police and the military.
They are set to face multiple murder and frustrated murder charges for the death of at least 22 and the injuries of over 100 people in the bombing.
Their roles in the Jolo Cathedral bombing: Albayalde said the 5 belong to a group of 22 Abu Sayyaf personalities who orchestrated what they believe to be a case of suicide bombing executed by foreigners.
Albayalde said that of these 22, the mastermind is Abu Sayyaf leader Hatib Hajan Sawadjaan. Kamah, meanwhile, is believed to be part of the team which escorted the alleged suicide bombers.
According to Albayalde, the bomb plot began as early as January 8, when a certain Muksin and Usman attempted to assemble an improvised explosive device (IED) in Latih in Patikul town, Sulu. The 2 later “abandoned” the effort.
Four days later on January 12, Usman and then a certain Barak met with Sawadjaan, who gave them funds to again assemble bombs.
Weeks later on January 24, an unidentified “Asian couple” sailed to Jolo through a pump boat.
Upon arrival, the couple boarded a tricycle to the Caltex gasoline station in Barangay Tiam where they met now-arrested suspects Papong, Awag, and Radjan. The group then left by boarding a jeepney believed to be Awag’s.
Police said the group was spotted with 5 boys believed to be minors.
The group aboard the jeepney then supposedly met up Kamah, Barak, Usman, and a certain Makrim before proceeding to Sitio Bastiong, Barangay Langub in Patikul, Sulu.
In the sitio’s forested area, the couple and the other suspects allegedly assembled with suspected mastermind Sawadjaan to plan the bombing.
A day before the bombing, the couple went to Barangay Latih in Patikul, escorted by Usman, Barak, and 9 other unidentified men. The couple then boarded Awag’s jeep again, this time bound for Jolo.
On January 27, the woman allegedly detonated the first IED at 8:48 am, then the man detonated the second IED at the church entrance “seconds later.” (WATCH: Outside Jolo Cathedral during the bombing)
Foreigners? The PNP is waiting for the results of the DNA tests for the 2 unidentified bodies found in the Jolo Cathedral area to confirm their theory.
There are still no results, Albayalde said, as the DNA samples had to be delivered to Camp Crame in Quezon City for the tests.
President Rodrigo Duterte was first to disclose intelligence findings that the twin Sulu blasts were suicide bombings.
Citing different intelligence reports, Interior and Local Government Secretary Eduardo Año and Defense Secretary Delfin Lorenzana said the suspects could be Indonesian or Yemeni.
Albayalde added during the briefing that they doubted that Filipinos carried out the bombing because it clashed with the country’s “culture.” He said this would most likely be executed by foreigners.
“There is already presence of suicide bombers in our country. They are being imported by ISIS. Sa atin wala pang ganyan. (We don’t have those here),” Albayalde said.

The 5 suspects supposedly surrendered because of “massive hot pursuit operations” by the police and the military.
They are set to face multiple murder and frustrated murder charges for the death of at least 22 and the injuries of over 100 people in the bombing.
Their roles in the Jolo Cathedral bombing: Albayalde said the 5 belong to a group of 22 Abu Sayyaf personalities who orchestrated what they believe to be a case of suicide bombing executed by foreigners.
Albayalde said that of these 22, the mastermind is Abu Sayyaf leader Hatib Hajan Sawadjaan. Kamah, meanwhile, is believed to be part of the team which escorted the alleged suicide bombers.
According to Albayalde, the bomb plot began as early as January 8, when a certain Muksin and Usman attempted to assemble an improvised explosive device (IED) in Latih in Patikul town, Sulu. The 2 later “abandoned” the effort.
Four days later on January 12, Usman and then a certain Barak met with Sawadjaan, who gave them funds to again assemble bombs.
Weeks later on January 24, an unidentified “Asian couple” sailed to Jolo through a pump boat.
Upon arrival, the couple boarded a tricycle to the Caltex gasoline station in Barangay Tiam where they met now-arrested suspects Papong, Awag, and Radjan. The group then left by boarding a jeepney believed to be Awag’s.
Police said the group was spotted with 5 boys believed to be minors.
The group aboard the jeepney then supposedly met up Kamah, Barak, Usman, and a certain Makrim before proceeding to Sitio Bastiong, Barangay Langub in Patikul, Sulu.
In the sitio’s forested area, the couple and the other suspects allegedly assembled with suspected mastermind Sawadjaan to plan the bombing.
A day before the bombing, the couple went to Barangay Latih in Patikul, escorted by Usman, Barak, and 9 other unidentified men. The couple then boarded Awag’s jeep again, this time bound for Jolo.
On January 27, the woman allegedly detonated the first IED at 8:48 am, then the man detonated the second IED at the church entrance “seconds later.” (WATCH: Outside Jolo Cathedral during the bombing)
Foreigners? The PNP is waiting for the results of the DNA tests for the 2 unidentified bodies found in the Jolo Cathedral area to confirm their theory.
There are still no results, Albayalde said, as the DNA samples had to be delivered to Camp Crame in Quezon City for the tests.
President Rodrigo Duterte was first to disclose intelligence findings that the twin Sulu blasts were suicide bombings.
Citing different intelligence reports, Interior and Local Government Secretary Eduardo Año and Defense Secretary Delfin Lorenzana said the suspects could be Indonesian or Yemeni.
Albayalde added during the briefing that they doubted that Filipinos carried out the bombing because it clashed with the country’s “culture.” He said this would most likely be executed by foreigners.
“There is already presence of suicide bombers in our country. They are being imported by ISIS. Sa atin wala pang ganyan. (We don’t have those here),” Albayalde said.

Uniting behind the campaign for “yes” vote to include six Lanao del Norte towns in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), members and representatives of mujahideens of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) made this appeal in a statement issued on Friday in Cagayan de Oro City.
“A meaningful Bangsamoro transition is founded on a free and credible plebiscite on the BOL in Lanao del Norte on February 6,” said the joint statement signed by 15 members of the MILF’s North Western Mindanao Front and five from the MNLF’s Border and Lanao del Norte commands, at the end of a two-day Reflective Listening Forum on the February 6 plebiscite on RA 11054 or the Organic Law for the BARMM.

The towns of Balo-I, Munai, Nunungan, Pantar, Tagoloan and Tangkal voted “yes” to inclusion in what was supposed to be an expanded Autonomous Region in Muslim Mindanao (ARMM) in 2001 but remained with Lanao del Norte because Congress did not pass a law merging and constituting them into a province in the ARMM.
The February 6 plebiscite will determine whether or not the six towns (out of 22) will be part of the BARMM. Under the law, even if these towns vote yes, they can be part of the BARMM only if the 16 other towns of Lano del Norte also say “yes.”
To ensure an orderly conduct of the plebiscite, the MILF and MNLF said they would prefer that soldiers of the Armed Forces of the Philippines “oversee the poll process” to thwart attempts by what they refer to as “dynastic forces” to intimidate voters and to ensure that “these sinister designs are neutralized.”
They cited the January 21 plebiscite in Cotabato City as orderly “partly due to the role of AFP soldiers and the police in running the polling precincts.”
“If we left these dynastic forces to their whims and caprices, we allow them to turn back the clock to the time of bitterness, animosity and violence,” the statement read.

The joint statement also asked President Rodrigo Duterte to “tell the mayors and other political leaders of Lanao del Norte to support the BOL as this embodies the measures to ensure the dawning of peace in Mindanao.”
Presidential Adviser on the Peace Process Carlito Galvez, Jr. on Saturday urged mayors and barangay to “help ensure a peaceful and orderly” plebiscite.
“Our commitment for a peaceful and orderly plebiscite demonstrates our pledge to uphold our democratic ideals, providing equal opportunities to freely cast our votes despite differences in opinion,” he said, adding he hopes the vote would “truly reflect our sentiments for peace and development in the Bangsamoro” and not influenced by political patronage or intimidation.

The MILF and MNLF said they have “high hopes” that the Bangsamoro organic law will “signal the dawn of peace in our communities, and provide us the solid foundation for empowerment and economic advancement.”
But they expressed alarm that “dynastic forces” are “out to thwart the realization of these peace gains” by campaigning against inclusion of the six towns in the BARMM.
“Through sheer repression and oppression strategies, these forces are trying to stir rejection of the BOL in a bid to preserve their political bailiwick. While we respect their opinion and stand on the BOL, their methods are very suspicious, seemingly hiding a dark plot,” the statement read.
It cited “massive information and disinformation” as well as threats to cut off conditional cash transfer and senior citizen benefits to those who will vote “yes.”

While the MILF and MNLF expressed concern about the alleged intimidation by the Dimaporos, Rep. Mohamad Khalid Dimaporo alleged the MILF is “desperately resorting to ‘fear’ tactics.
On February 1, the Dimaporo scion, who had earlier served as three-term Governor, posted on his Facebook page a link to a story on Philippine National Police (PNP) Director General Oscar Albayalde leading the security preparations for the plebiscite. He wrote: “The MILF is desperately resorting to “Fear” tactics for the Feb 6 plebiscite. The PNP is committed to ensure our province stays safe and peaceful. Let your voice be heard. Be deaf to their campaign strategy of veiled threats. Vote “NO” to Inclusion of our municipalities!!!”
On January 31, the Province of Lanao del Norte’s Facebook page quoted Governor Imelda Dimaporo, Khalid’s mother, as saying their political opponents are taking advantage of the issue of the Bangsamoro law by “providing misinformation, by misleading the people that we, the Dimaporo do not support the BOL, when in fact our two Congressmen were instrumental for the passage of RA 11054.”

Security forces are battling two brutal pro-ISIS groups in southern Philippines as government offensives continue Sunday in the restive region.
Over 2 dozen soldiers had been killed and wounded in fighting Abu Sayyaf militants over the past days following two suicide bombings on January 27 of a cathedral in Jolo town in Sulu province being claimed by ISIS.
Five soldiers had been confirmed dead and nearly two dozen more injured in clashes with over 100 Abu Sayyaf fighters in Patikul town. The fighting triggered an exodus of civilians in villages there.
There had been no reports of civilian casualties, but the Joint Task Force Sulu said they have received intelligence reports that a foreign militant, who goes by his nom de guerre Abu Black, was killed in the fighting, but his nationality remains unknown. Another Abu Sayyaf commander, Idang Susukan, was also wounded in the clashes and lost his finger, the report added.
The regional military headquarters, Western Mindanao Command, did not release any information to journalists about the campaign against the Abu Sayyaf. But on Sunday, sealed caskets of slain soldiers from Sulu were spotted being transported by the army to the Philippine Air Force base in Zamboanga.

On the main island of Mindanao, troops are also fighting a notorious militant group called Bangsamoro Islamic Freedom Fighters or BIFF, whose members were mostly former rebels from the larger Moro Islamic Liberation Front, according to Major General Cirilito Sobejana, commander of the 6th Infantry Division, and the Joint Task Force Central (Mindanao) or JTFC.
He said troops managed to destroy a several bunkers and fox holes during an offensive that began February 2 in the village of Tugal in Sultan sa Barongis town in the troubled province of Maguindanao.
The military operation involved air and ground forces, backed by a battery of canons, against the BIFF under Salahudin Hassan. Sobejana called Hassan’s faction as a “DAESH-inspired terrorist group,” an acronym of ISIS’ Arabin name al-Dawlah al-Islamīyah fī l-ʻIrāq wa-sh-Shām.
“JTFC launched surgical air, artillery and ground operation to the identified and confirmed targets against the DAESH-inspired terrorist group under Salahudin Hassan. Initial result of the operation is the destruction of suspected 20-capacity bunkers and foxholes of the DAESH Inspired terrorist groups,” Sobejana said.
He said the offensive was launched after former BIFF members, who surrendered to the military, provided intelligence on the location of the rebel camp. “The successful operation is a result of positive information and support provided by the former members of BIFF who surrendered to JTF Central,” Sobejana said.

CAMP SIONGCO, Maguindanao – Ten surrendering members of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) were formally presented here to Maj. Gen. Cirilito Sobejana, Army’s 6th Infantry Division commander, on Sunday afternoon.
The surrenderers all belonged to the group of Gani Saligan, a sub-commander of the BIFF Karialan faction operating in the marshy areas of Maguindanao.
Saligan and his group voluntarily surrendered on Friday to the military in Shariff Aguak, Maguindanao. After their surrender, the BIFF members provided the Army with information on the location of their other comrades in the Maguindanao marshland.
With the confirmed information, Sobejana, concurrent head of the military-led Joint Task Force Central, ordered an air strike on pinpointed BIFF lairs at the marshland.

Brig. Gen. Diosdado Carreon, commander of the 601st Infantry Brigade, said the 10 BIFF fighters decided to surrender mainly for three reasons.
“These are their desire to be with their families and children, and even grandchildren, the continued and relentless military pursuit operations against them, and the benefits of returning to the folds of the law as experienced by their other comrades who yielded earlier,” he told reporters here in an interview.
He said some of those who surrendered were bomb experts and trained by Malaysian bomb-maker Zulkifli bin Hir alias “Marwan.”
Marwan died during an elite police operation in Mamasapano, Maguindanao on Jan. 25, 2015. The same operation also left 44 police officers, 17 Moro Islamic Liberation Front (MILF) and BIFF fighters, and five civilians dead.
Maguindanao Governor Esmael Mangudadatu said the children and relatives of the surrendering BIFF members may be qualified to a scholarship program the government is offering for them. “Even former BIFF fighters who wish to study will be given priority,” he said.

CAMP SIONGCO, Maguindanao – Ten surrendering members of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) were formally presented here to Maj. Gen. Cirilito Sobejana, Army’s 6th Infantry Division commander, on Sunday afternoon.
The surrenderers all belonged to the group of Gani Saligan, a sub-commander of the BIFF Karialan faction operating in the marshy areas of Maguindanao.
Saligan and his group voluntarily surrendered on Friday to the military in Shariff Aguak, Maguindanao. After their surrender, the BIFF members provided the Army with information on the location of their other comrades in the Maguindanao marshland.
With the confirmed information, Sobejana, concurrent head of the military-led Joint Task Force Central, ordered an air strike on pinpointed BIFF lairs at the marshland.

CAMP GEN. CAPINPIN, Tanay, Rizal – Both the 80th and 85th Infantry Battallions in Rizal and Quezon have new commanders installed in turn-over ceremonies in their respective headquarters on Saturday.
Maj. Gen. Rhoderick M. Parayno, commander of the 2nd Infantry “Jungle Fighter” Division (2ID) presided over consecutive ceremonies for the 80th Infantry “Steadfast” Battalion (80IB) based in Barangay Pinugay, Baras, Rizal and the 85th Infantry “Sandiwa” Battalion in Barangay Villa Prinsipe, Gumaca, Quezon.
Lt. Col. Christopher M. Diaz assumed post as the new 80IB commanding officer replacing Lt. Col. Melencio W. Ragudo who will be installed on Monday as the new battalion commander of the 59th Infantry (CADRE) Battalion.
On the other hand, Lt. Col. Arnold L. Gasalatan took over as the new 85IB commander succeeding Lt. Col. Ely R. Tono who opted to retire from the military service.
Parayno expressed his deepest appreciation to the accomplishments contributed by the two outgoing battalion commanders.
"Allow me to commend you for successfully graduating as battalion commanders with flying colors. Indeed, you have effectively marched your respective battalions in pursuit of our mission,” the 2ID commander said.
He lauded the two for successfully leading various combat operations in their areas which resulted in the neutralization of several New People’s Army rebels and the recovery of various firearms.
“These extensively decimated the leadership structure and degraded the NPA members,” Parayno said.
He also welcomed the new commanding officers Diaz and Gasalatan in their respective posts “with high hopes that their vast military experiences and competencies will be a great help to their respective units.”
"I encourage you to maintain your passion and enthusiasm that you have shown from your previous units to your new work. Carry on the torch of persistently confronting the real and present enemies within our area of operations. I wish you the best days and months ahead,” he said.
Parayno also expressed gratitude for the presence and support of local government unit officials and representatives who graced the occasion.
"I am confident that with all of you, solidly supporting the Army in its programs and undertakings, we will be able to finally win the peace we all deserve. Makakaasa kayo na ang Philippine Army partikular ang 2nd Infantry Division ay laging nakahanda na paglingkuran ang mamamayan at protektahan at panatilihin ang kapayapaan sa rehiyon (Rest assured, that the Philippine Army, the 2ID in particular, stands ready to serve our people and protect and maintain the peace in the region),” he said.

Foreign Affairs Secretary Teodoro Locsin Jr. on Saturday agreed that the Philippines should protest the construction of a maritime rescue center in the contested South China Sea (SCS) once verified by relevant offices in the country.
Locsin said the Department of Foreign Affairs (DFA) will await official assessment from National Security Adviser Hermogenes Esperon as he declined to acknowledge the report of China's state news agency Xinhua on the hub's establishment at the Kagitingan Reef in the Kalayaan Island Group.
"And we will (protest). I however preferred engaging them openly on the floor of the UN (United Nations) General Assembly," he said in a tweet on his official account.
Locsin was responding to an earlier statement from Senior Justice Associate Antonio Carpio who urged the government to protest China's newest construction in the Philippine-claimed reef.
"Agree totally. We can thank China after it raises the Philippine flag over there -- as a start. Nothing more; no statement; nothing; just raise the flag," Locsin said. "Meanwhile, (I) asked Task Force for its real assessment of the situation."
In a separate comment, Locsin also noted the administration is obedient in filing a note verbale every time China builds in the disputed area.
"Senior Associate Justice Carpio, we're doing that; 18 or 19 so far. No fanfare though; (the) protest is intended for the Chinese not for hysterics in Manila who, sadly, are not foreigners but good God Filipinos so no need to (furnish a copy of) protest to them. It gets in the way of diplomacy," he said.
Xinhua, citing China's Ministry of Transport, said Beijing opened on Tuesday a maritime rescue center in Yongshu reef (Kagitingan reef) "to better protect navigation and transport safety in the South China Sea."

The Arnulfo Ortiz Command (AOC) of the New People’s Army-Western Samar today claimed new victories in guerrilla warfare against the Armed Forces of the Philippines and slammed the Duterte regime’s military for venting its losses on innocent civilians.
“Last January 21, Red fighters successfully harassed the paramilitary camp of the 52nd IB CAA in San Jose Depanaugan, Gandara,” the AOC said. “Meanwhile, on the same day in San Jorge town, Red fighters defended themselves in a counter-raid against 20 attacking troops of the 63rd IB; two soldiers were killed in action.
“Earlier on January 19, at around 12 midnight, Red fighters also harassed the 52nd IB camp in Barangay Concepcion, resulting in one enemy soldier killed in action and two more wounded. The enemy soldiers also indiscriminately strafed the surrounding houses of civilians. There were no NPA casualties in all these armed engagements.”
The NPA-Western Samar said it will further intensify guerrilla warfare against the Duterte regime’s all-out war through Oplan Kapayapaan and scheming towards fascist dictatorship. “All NPA units in Western Samar under the Arnulfo Ortiz Command are ordered to carry out guerrilla offensives according to capabilities and actively defend themselves to leave the enemy bleeding from many wounds while punching the air,” the AOC stated.
Furthermore, the AOC called on the AFP to stop its cowardly attacks on defenseless civilians and challenged Duterte’s military to come after the NPA instead. “We condemn the AFP for turning on civilians over its losses, leading to forced evacuations particularly in San Jorge. We demand the GRP and its military observe the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law. Due to the Armed Forces of the Philippines (AFP) and Philippine National Police’s (PNP) desperate plan to destroy the New People’s Army (NPA) and the revolutionary movement in Negros Island, it resulted to 27 casualties on their side only within January 2019. Not one NPA was killed or caught while confronting the brutal military operations of the AFP/PNP. Instead, those who aspire to join the armed struggle is expanding because they have proven the ruthlessness of the state just to preserve the interest of the ruling class led by the US-Duterte regime.
The Apolinario Gatmaitan Command (AGC) – Negros Island Regional Command conveys its red salute to the NPA units that have courageously implemented the order of defeating the brutal campaign of the enemy. The armed struggle launched by the NPA under the absolute leadership of the Communist Party of the Philippines is a just struggle because it upholds the interest of the mass of peasants and workers and the whole Filipino people against the cruel and oppressive US-Duterte regime. In fact, the broad people support and take part in armed struggle because they grasp that the NPA is fighting for the interest of the people. The NPA wages war in the absence of self-interest without receiving even a centavo and is prepared for death if it is the price of wholeheartedly serving the people.
The troops of Brig. Gen. Ignacio Madriaga of the 302nd Brigade and Col. Benedict Arevalo of the 303rd Brigade are pitiable because they are placed on the battlefield for the desire of their officials to gain medals, promote their ranks, increase their salaries and, needless to say, enlarge their share in the corruption with every fake surrenderee and fake achievement. But most terrible is the situation of the people who are victims of the AFP and PNP’s intensifying military operations for their failed hope to destroy the revolutionary armed struggle. No one else suffer but the people, especially the peasants in the countryside, that are victims of widespread killings and illegal arrests, torture, hamletting, ransacking of homes, planted evidence on those they arrest and kill and others. The AFP and PNP are indeed terrorists!
To all red fighter under the AGC-NPA Negros, continue to mount tactical offensives to make the mercenary AFP and PNP pay their blood debts to the people. With the broad masses and all revolutionary forces, let us frustrate the plan of the US-Duterte regime to put an end to the revolutionary movement. Youth, join the armed struggle! The New People’s Army – North Central Mindanao Region vehemently condemns the recent case of illegal detention of Jackilyn Elaco last January 18, 2019. Elaco is currently at the 1st Special Forces camp in Brgy. Mampayag, Manolo Fortich, Bukidnon. Her detention is the bait to reel in bigger fish of the NPA. Elaco was on medical leave due to leukemia and was seeking treatment in the city.
It is clear that Elaco is hors de combat as per stated in the Geneva Conventions of 1949. In its categorization, in Article 41, Sec. 2, (c). Elaco is incapacitated by leukemia, and therefore is incapable of defending herself. Hereon, she should be recognized as one and should not be made the object of attack. The state once again perpetrated a grave breach of this protocol for they committed it willfully.
Furthermore, there is no reason for the AFP to hold Elaco against her will. They have gone through strenuous measures to ensure that she and her family remain silent and not to seek legal help from human rights groups or even the Commission on Human Rights. The family is pressured to give in to the demands of the AFP because of their promise of her release after three days, but more days after, her situation remains the same. Upon arrest, she should have been presented with documents pertaining to her “offenses” and face trial. But the AFP left her no choice but to comply with their twisted accusations.
The desperate AFP plans to use Elaco’s case as one of their victories in convincing the NPA to surrender to the Duterte government. They continue to pressure her and her family so they could highlight her so-called “surrender” and hide their fake lists of mass surrenders with repeat surrenderees and corruption-filled scam livelihood programs for rebel returnees. While Duterte and his lackeys continue to pursue the ever growing armed revolution in the countryside, they fail to provide genuine solutions to problems which cause people to take up arms in the first place. Duterte continues to be subservient to his foreign masters at the expense of the people’s rights.
Elaco’s case is not the first of its kind. With Duterte installing military lapdogs in government agencies under the whole-of-nation approach, Elaco’s situation serves as a precedent for other victims of illegal arrests and forced surrenders, especially if no action is taken. It must be exposed that Duterte and the AFP’s pretention of providing aid and livelihood for returnees is just another dirty tactic to end the revolutionary movement. Even with the National Task Force to End Communist Insurgency, these deceptive schemes will never fool the revolutionary forces and the masses and will only push them against the reactionary regime.
Under the International Humanitarian Law, even state-labeled ‘terrorists’ are ensured of their civil rights and liberties.
The situation now remains fertile for revolutionary forces. As the reactionaries continue to save their faces from failed military operations, rendered ineffective military weaponry and equipment, and other big-budgeted schemes to counter the revolutionary mass movement, its effect is opposite. The people who have been under imperialist rule for decades are now seeking refuge with the New People’s Army. As the state continues to deprive them of their basic rights, the Red army continues to provide safety and a socialist society which can be achieved by joining the armed revolution. The doors of the countryside are never closed for the people who are victims of the fascist regime’s underhanded and dirty tactics.

The family is pressured to give in to the demands of the AFP because of their promise of her release after three days, but more days after, her situation remains the same. Upon arrest, she should have been presented with documents pertaining to her “offenses” and face trial. But the AFP left her no choice but to comply with their twisted accusations.
The desperate AFP plans to use Elaco’s case as one of their victories in convincing the NPA to surrender to the Duterte government. They continue to pressure her and her family so they could highlight her so-called “surrender” and hide their fake lists of mass surrenders with repeat surrenderees and corruption-filled scam livelihood programs for rebel returnees. While Duterte and his lackeys continue to pursue the ever growing armed revolution in the countryside, they fail to provide genuine solutions to problems which cause people to take up arms in the first place. Duterte continues to be subservient to his foreign masters at the expense of the people’s rights.
Elaco’s case is not the first of its kind. With Duterte installing military lapdogs in government agencies under the whole-of-nation approach, Elaco’s situation serves as a precedent for other victims of illegal arrests and forced surrenders, especially if no action is taken. It must be exposed that Duterte and the AFP’s pretention of providing aid and livelihood for returnees is just another dirty tactic to end the revolutionary movement. Even with the National Task Force to End Communist Insurgency, these deceptive schemes will never fool the revolutionary forces and the masses and will only push them against the reactionary regime.
Under the International Humanitarian Law, even state-labeled ‘terrorists’ are ensured of their civil rights and liberties.
The situation now remains fertile for revolutionary forces. As the reactionaries continue to save their faces from failed military operations, rendered ineffective military weaponry and equipment, and other big-budgeted schemes to counter the revolutionary mass movement, its effect is opposite. The people who have been under imperialist rule for decades are now seeking refuge with the New People’s Army. As the state continues to deprive them of their basic rights, the Red army continues to provide safety and a socialist society which can be achieved by joining the armed revolution. The doors of the countryside are never closed for the people who are victims of the fascist regime’s underhanded and dirty tactics.

A police officer was killed while 11 other PNP personnel were wounded
in the wake of a successful demolition operation by Red fighters under
Mt. Apo Sub-Regional Operations Command, January 28 at around 5:30pm,
in Purok 4, Sitio Kabisig, Brgy. Poblacion in Magpet, North Cotabato.
The tactical offensive, launched in the militarized town of Magpet,
targeted fully-armed members of the PNP Provincial Mobile Company on
board 2 patrol cars.
Killed in said tactical offensive was PO1 Christopher Anadon while PO1
Stephenson Parreno, SPO1 Michael Escano, PO2 Marinerl Pastores, PO1,
Eliezer Langcuban, PO1 Darrell Ferolino, PO1 Phil Jan Ray Canarejo,
PO1 Franz Deo Lechago, PO1 Mark Vincent Capilitan, PO2 Dennis Dorado,
SPO1 Wilfred Perocho, PO1, Ian Francis Seniel were injured in varying
degrees of severity.
A day before this, on January 27, an NPA unit fended off an attack
carried out by members of the 19th IB and their paramilitary Bagani in
Sitio Salingsing, Brgy. Amabel. A Red fighter, Ronnie “Ka Dindo” Awe,
44, was martyrinitiativeed while his son, Ka Wing Wing, 20, was
wounded during the encounter. Ka Wing Wing, who sustained fatal bullet
wounds, was evacuated safely but enemy personnel, in direct violation
of international war protocols regarding hors de combat, arrested him
en route to the hospital. He is currently under military custody while
in a hospital in Davao City.
There is no truth to the claims being spread by the AFP in the media
that the NPA sustained more casualties during the encounter. Red
fighters were able to adeptly retain initiative to deflect the enemy’s
planned attack. As is their standard operating procedure, the 19th IB
rained heavy artillery for 4 hours the next day, January 28, in the
densely populated area.
For several months now, the fascist 19th IB and 39th IB in North
Cotabato have been harping on about significantly reducing the
fighting capacity of the NPA in the province or having caused the NPA
to lose support from the masses in the areas. Neither of these claims
bear any modicum of truth as evidenced by the continued military
actions being launched and by the active defense being carried out by
the NPA. The fact that the demolition operation for instance was
conducted—with no civilian or unintended casualty—near the town proper
proves absolutely that the Red army has lost neither its mastery of
guerilla warfare nor the support of its mass base.
The truth is that the NPA and the revolutionary movement in North
Cotabato continue to take active offensive posture in the face of
intensifying militarization by the 19th IB, the 39th IB, the local PNP
and their paramilitaries and the US-Duterte regime’s wanton disregard
for the welfare of the masses. Fascism and state neglect have equally
pushed the peasants, Lumad and other masses in the province to resist
and bear arms in order to confront the daily economic and political
attacks of the regime.
