Mayor Ma. Isabelle Climaco-Salazar commended government forces and attributed the security development in Zamboanga City to the military, police, and other law enforcement agencies in her State of the City Address in this city yesterday (January 15).
Mayor Climaco-Salazar said the city maintained a record of zero bombing and kidnapping for straight three years, and added that “peace and order is at is best” with the vigilance and commitment of military and other security forces.
She thanked security officials for defending Zamboanga City and said the average monthly crime rate decreased by 21% with the support of the Philippine National Police, Task Force Zamboanga, Philippine Navy, Philippine Air Force, Philippine Coast Guard, Bureau of Jail Management and Penology, and Bureau of Fire Protection.
“The disposition of our units under Task Force Zamboanga and the Western Mindanao Command are also in very strategic areas of both east and west coasts of Sumatu, Layag-Layag, Liha-Liha, and the Naval Station of Barangay Rio Hondo. The results of these investments are very realistic,” added Mayor Climaco-Salazar.
She emphasized that the city government will continue to provide support to the modernization of security forces and provide incentives for their achievements.

Combined elements of the Philippine Army and the Philippine National Police foiled bomb plot on the urban centers in Sultan Kudarat after seizing “Anti- Personnel Mines” and Triggering devices in Damakling Village around 5:00am on Saturday (January 12, 2019).
The 33rd Infantry (Makabayan) Battalion led by Lieutenant Colonel Harold M. Cabunoc, orchestrated counter-terrorist operations after learning about the presence of bombs in the remote village of Pagalad.
“Our informant showed us the pictures of terrorist bombers Ustadz Yasser Saligan and his cohort, Sheik Makakena a.k.a. Abu Jihad as they detonated a bomb to test its lethality. We had been tracking the suspects since November 2018,” said LtC Cabunoc.
Under the cover of darkness, the combined elements of the 33rd Infantry Battalion, 4th Special Action Battalion, Criminal Investigation and Detection Group-ARMM and Maguindanao Provincial Police Office, swooped down on the known terrorist lair at around 3:00am of January 12.
The raiding teams collared five persons who were caught off-guard of the presence of heavily armed soldiers and SAF commandos. The troops seized four “Anti-Personnel Mines” and three Caliber .45 M1911AI Pistol from the suspects.
The primary suspects, Abu Jihad and Ustadz Yasser, eluded arrest by jumping into the murky water of the Liguasan Marsh upon sensing the presence of the government troops.
“Our operating troops are conducting pursuit operations to capture Jihad and Yasser,” said Lieutenant General Arnel B. Dela Vega, commander of the Western Mindanao Command.
“I commend the troops of the Joint Task Force Central for their unfaltering campaign against terrorism in Central Mindanao,” he added.

Two members of the communist terrorist movement in Sultan Kudarat surrendered to government troops in the town of Senator Ninoy Aquino late evening of January 13.
Lieutenant Colonel Harold Cabunoc, the Commanding Officer of the 33rd Infantry (Makabayan) Battalion, presented the former rebels to Lieutenant Colonel Jorge Garcia, the Commanding Officer of the Marine Battalion Landing Team 2, during the flag raising ceremony that was held at the Makabayan Battalion’s headquarters in this agricultural town located in the boundary of Buluan town, Maguindanao.
The surrenderors handed over two 9mm M11 Ingram Submachine Pistols to the military commanders during a simple ceremony that was coincided with the flag raising activity at 8am today.
Ltc Cabunoc urged the surrenderors to collaborate with the government authorities in solving community problems.
“You must take part in addressing the problems that haunt your tribal communities. Resist the intrusion of the deceptive propaganda of the communists by actively participating in peace dialogues and by supporting the implementation of development projects,” said Ltc Cabunoc to the returnees.
Ka Jongie, 35, one of the surrenderors, said that both of them have realized the futility of their cause.
“We were made to believe that the communists can help us claim back our ancestral lands. Instead, our involvement in the communist terrorist group had brought more suffering to us and to our communities,” he said in broken Filipino.
Meanwhile, Lt. Col. Garcia has pledged to assist the former rebels by processing them to receive the social benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.
Major General Cirilito Sobejana, the Commander of the Army’s 6th Infantry (Kampilan) Division, has cited the collaboration between the military units that confront the same communist terrorist group.
“You have demonstrated the template of collaboration that aligns with the principle of unit of effort in counterinsurgency campaign. Let us ensure that these misguided lumads will be provided with appropriate support by their local chief executives as they reunite with their families,” said Major General Sobejana.
“The surrender manifests that we are winning not only the hearts of the Mindanaoans but also that of the enemy,” said Lieutenant General Arnel Dela Vega, the commander of the Western Mindanao Command. “Despite this success, we will ensure that our counterinsurgency operations and community support programs will be sustained to convince more communist terrorists to surrender to the troops.”

Combined elements of the 33rd Infantry Battalion, 4th Special Action Battalion, Criminal Investigation and Detection Group-ARMM and Maguindanao Provincial Police Office proceeded to Makainis Village in General Salipada K. Pendatun to receive five BIFF members who voluntarily surrendered to the government around 10am of January 12.
The surrenderors belong to the BIFF faction led by Commander Mayogantong Bansil, a notorious rebel who had been involved in several atrocities against government troops and the civilian population.
Accordingly, Commander Mayogantong sent surrender feelers after knowing the presence of security forces in the adjacent town of Paglat some 5 kilometers away.
Mayogantong contacted LtC Cabunoc to confirm his willingness to lay down his arms.
“I am afraid that the AFP will launch offensives against our group”, said Mayogantong.
Mayogantong and his men surrendered four high powered firearms including a Cal. 50 Sniper Rifle, two M1 Garand Rifles, and a 40mm M79 Grenade Launcher. The surrendered weapons will be presented to Brigadier General Robert Dauz, the Commander of the 1st Mechanized Infantry Brigade, the unit that has operational control over the 33rd Infantry Battalion.
Brigadier General Dauz commended the operating troops for the latest feat in the campaign against terrorism and violent extremism.
“You have shown the expertise in handling the security threats without incurring casualties. Share these best practices in the conduct of operations to all Army units in Central Mindanao,” said Brigadier General Dauz, who earned his first star last week.
Major General Cirilito E. Sobejana, the Commander of the Joint Task Force Central, said that the BIFF terrorists have nowhere to hide.
“We have won the support of the people in Central Mindanao. The people themselves have voluntarily provided information about the hiding places of the terrorists,” said Major General Sobejana.
The 33rd Infantry Battalion has facilitated the surrender of various threat groups both in Maguindanao and Sultan Kudarat through the effective employment of combat operations, community engagements, and civil affairs activities.
Since February 2017, the unit has successfully facilitated the surrender of 203 communist rebels and 32 Bangsamoro Islamic Freedom Fighters, setting a benchmark in the conduct of military operations in a ‘two front war’ against distinct threat groups.

After four months in captivity, an Indonesian held by Abu Sayyaf militants was rescued in Sulu yesterday (January 15).
Indonesian hostage Juragan Kapal Samsul Saguni was rescued through the efforts of former Sulu Governor Abdul Sakur Tan and soldiers of the 41st Infantry Battalion, 5th Infantry Division, Philippine Army and the 11th Infantry Division, Philippine Army.
Saguni was brought to the residence of Tan in Poblacion, Maimbung, Sulu at 4:30pm yesterday.
On September 11, 2018, Abu Sayyaf militants kidnapped Saguni and Usman Yunos, who were aboard a Malaysian fishing/trawler vessel, in waters off Semporna, Sabah.
Yunos, 35, was rescued by troops of the Marine Battalion Landing Team 3, Philippine Marine Ready Force Sulu and the Sulu Provincial Police Office on December 6, 2018.
Soldiers of the Joint Task Force Sulu facilitated the custodial debriefing of Saguni at the JTF Sulu headquarters in Barangay Bus-bus, Jolo, Sulu.
The victim underwent a medical check-up at Kuta Heneral Teodulfo Bautista Hospital in Barangay Bus-bus. According to Brigadier General Divino Rey Pabayo, Jr., the medical results showed that the victim is physically healthy.
Saguni was brought to the headquarters of the Western Mindanao Command today for debriefing and further medical check-up.
Brigadier General Pabayo, Jr. said the Abu Sayyaf holds five foreigners and three Filipinos in captivity in the hinterlands of Sulu.
“Our Joint Task Force Sulu is committed in rescuing captives of the Abu Sayyaf and in ending the terrorist group’s kidnap and ransom ploys through the consistent conduct of counter operations against the militants and through the strengthened cooperation with the local government and the people of Sulu to encourage the capitulations of the rest of the Abu Sayyaf militants,” said Lieutenant General Arnel Dela Vega, the commander of the Western Mindanao Command.

Bagong Alyansang Makabayan-Negros members claimed they were held and harassed in Guinpanaan,Moises Padilla, Negros Occidental, yesterday, by the Armed Forces of the Philippines and Philippine National Police, which the government troops denied.
Michael dela Concepcion, Bayan-Negros secretary general, said yesterday that about 17 passengers, including six women, a minor and a brother from the Iglesia Filipina Indepediente, were held for 30 minutes by members of the AFP and PNP.
Without finding any violations, the government troops did not hold them any longer, but, the checkpointwas not random and was only conducted to harass them, dela Concepcion claimed.
Dela Concepcion also said that the military vehicle that was used in the checkpoint also tailed their 10-wheeler truck up to La Castellana proper, causing fear to them, as the area they were passing was not well-lighted.
He added that their group came from Sitio Cambairan, Barangay Trinidad in Guihulngan City, Negros Oriental, where they gave relief goods to families dislocated by massive militarization.
Col. Benedict Arevalo, 303rd Infantry Brigade commander, and Senior Insp. Junji Liba, Moises Padilla Police Station chief, said there was no harassment as they only implemented the plain view doctrine when implementing the checkpoint, especially since the election period is in effect.
Arevalo, who described the claims of dela Concepcion as exaggerated, said that the group came from the area where the New People’s Army celebrated their 50th anniversary and their truck had no plate number.
“What’s the problem there? They came from an area where the NPA celebrated their anniversary. They were being subjected to a checkpoint there as part of the anti-criminality and gun ban campaign,” Arevalo said.
Liba also said that they received reports of a suspicious truck unloading passengers in an area in Moises Padilla, where there was threat of rebels, thus they needed to conduct a checkpoint.
“There were no violations since the police only conducted a checkpoint which is to check for any contraband, but when they were cleared, they were eventually released,” Liba added.

More than 100 students, who attended the pre-celebration of the Communist Party of the Philippines founding anniversary, in a remote barangay in Guihulngan City, Negros Oriental, have not attended their classes for fear of being arrested by the police and military, Col. Benedict Arevalo, 303rd Infantry Brigade commander, said yesterday.
Arevalo said the students were invited to attend the pre-anniversary celebration of the CPP in Sitio Cambairan, Brgy. Trinidad, Guihulngan City, on Dec. 18 last year.
Video footage of the students and minors participating and witnessing the celebration was taken and downloaded in social media, and this alarmed their parents, Arevalo said.
Worse, Brig. Gen. Ignacio Madriaga, 302rd Infantry Brigade commander, also revealed yesterday that some of the invited students from Brgy. Macagahay, Moises Padilla, Negros Occidental, and some schools in the uplands of Guihulngan City, Negros Oriental, participated in the military parade and formation, wearing NPA uniforms and carrying firearms.
Madriaga also said that the NPA warned the students of being arrested by the police and military, who simultaneously conducted the One Time Big Time operations at that time, that had led to the killing of six persons and arrest of more than 60 others.
Arevalo said that what the NPA did to the minors and students was in violation of RA 7610, otherwise known as the "Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act.”
“They are blackmailing the students”, Arevalo said, and also stressed that the CPP-NPA wants to recruit them.
Madriaga yesterday clarified to the parents of the students that they are not the targets of military operations.
“They are victims of deceptions by the communist terrorist organization, he said, and stressed that they will not be arrested in they return to their schools.
Arevalo also urged the students to go back to their schools and attend their classes.
About 100 residents of Barangay Linantuyan in Guihulngan City, Negros Oriental, held a condemnation rally on Jan. 14 in the barangay, denouncing the numerous atrocities perpetrated by the NPA, the latest of which was the killing of CAFGU member Joseph Gabia.
Lt. Col. Randy Pagunuran, newly-designated commander of the 94th Infantry Battalion commander, said the indignation rally showed the true sentiments of the populace, contrary to NPA claims that the residents are rejoicing over the killing of Gabia.
Pagunuran justified the presence of his troops during the indignation rally, as being in support to the quest for justice by the victims of NPA atrocities.
Shortly before the indignation rally, 94IB troopers figured in an encounter with about seven NPA rebels in Brgy. Banwage, Guihulngan City.
However, no casualty was reported on both sides. But Army soldiers recovered a backpack containing a binocular and personal belongings, among other items.

More than 100 students, who attended the pre-celebration of the Communist Party of the Philippines founding anniversary, in a remote barangay in Guihulngan City, Negros Oriental, have not attended their classes for fear of being arrested by the police and military, Col. Benedict Arevalo, 303rd Infantry Brigade commander, said yesterday.
Arevalo said the students were invited to attend the pre-anniversary celebration of the CPP in Sitio Cambairan, Brgy. Trinidad, Guihulngan City, on Dec. 18 last year.
Video footage of the students and minors participating and witnessing the celebration was taken and downloaded in social media, and this alarmed their parents, Arevalo said.
Worse, Brig. Gen. Ignacio Madriaga, 302rd Infantry Brigade commander, also revealed yesterday that some of the invited students from Brgy. Macagahay, Moises Padilla, Negros Occidental, and some schools in the uplands of Guihulngan City, Negros Oriental, participated in the military parade and formation, wearing NPA uniforms and carrying firearms.
Madriaga also said that the NPA warned the students of being arrested by the police and military, who simultaneously conducted the One Time Big Time operations at that time, that had led to the killing of six persons and arrest of more than 60 others.
Arevalo said that what the NPA did to the minors and students was in violation of RA 7610, otherwise known as the "Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act.”
“They are blackmailing the students”, Arevalo said, and also stressed that the CPP-NPA wants to recruit them.
Madriaga yesterday clarified to the parents of the students that they are not the targets of military operations.
“They are victims of deceptions by the communist terrorist organization, he said, and stressed that they will not be arrested in they return to their schools.
Arevalo also urged the students to go back to their schools and attend their classes.
About 100 residents of Barangay Linantuyan in Guihulngan City, Negros Oriental, held a condemnation rally on Jan. 14 in the barangay, denouncing the numerous atrocities perpetrated by the NPA, the latest of which was the killing of CAFGU member Joseph Gabia.
Lt. Col. Randy Pagunuran, newly-designated commander of the 94th Infantry Battalion commander, said the indignation rally showed the true sentiments of the populace, contrary to NPA claims that the residents are rejoicing over the killing of Gabia.
Pagunuran justified the presence of his troops during the indignation rally, as being in support to the quest for justice by the victims of NPA atrocities.
Shortly before the indignation rally, 94IB troopers figured in an encounter with about seven NPA rebels in Brgy. Banwage, Guihulngan City.
However, no casualty was reported on both sides. But Army soldiers recovered a backpack containing a binocular and personal belongings, among other items.

DAVAO CITY – Poor governance resulting in faulty implementation of government programs and security issues are seen as among the leading problems in Moro areas, according to a consolidated report on the visioning workshops for the Bangsamoro.
The workshops, facilitated by the UNDP-backed Insider Mediators, aimed to come up with a unified vision for the emerging political entity that will replace the Autonomous Region in Muslim Mindanao once the Bangsamoro Law is ratified in a plebiscite slated on January 21 and February 6.
Workshop participants coming from various groups and sectors attributed the problems to graft and corruption, nepotism or favoritism in hiring government workers, and absence of transparency and accountability.
“People are being trained to become beggars, e.g. vote-buying during elections. They’re treated as just voters not masses who deserve good governance. Leaders want the people to remain poor for easier control,” one of the groups said.
The report cited the lack of agriculture-related infrastructures such as post-harvest facilities and farm-to-market roads.
It also mentioned the lack of water system, electricity, health and other social services, and low-cost housing.
For health, it said the problems include either poor medical services or the absence of it, as well as stunting, diseases and other effects of undernutrition.
In one session, the participants recommended that aside from a pre-audit infrastructure projects must undergo a post-audit to ensure that standards and prescriptions are being followed. They noted that “many roads have short lifespans, some lasting only two years.”
“Infra projects have failed because the design implemented did not follow the plan. This is caused by ‘cuts’ (unauthorized but tolerated) from the highest to the lowest official involved in them,” they said.
Security issues
The report cited violent extremism, terrorism and rido (clan feud) as among the leading security problems in the Bangsamoro.
Marawi City, capital of Lanao del Sur, sustained heavy damage from bombing sorties by the Philippine military during the five-month siege of Islamic State-inspired militants in 2017. Rehabilitation of the country’s lone Islamic city is yet to start after the groundbreaking ceremony late last year.
Other parts of the ARMM and neighboring provinces had experienced bombing incidents using improvised explosive devices staged by suspected terror groups.
The report said conflicts also arise due to land disputes, kidnapping and election-related violence.
Advocates of the Bangsamoro Law said that while it could not solve all the problems in the region it would help address the phenomenon of violent extremism.
The visioning workshops were held in November last year. The participants came from areas covered by the Bangsamoro and those outside the region with sizeable Moro populations.
Lumads or indigenous peoples living in the Bangsamoro were also represented.

SULU – Abu Sayyaf militants have freed an Indonesian fishing crew member after more than 4 months in captivity in southern Philippines, reports said Wednesday.
It said the 40-year old Samsul Sanguni was released in a remote village in Sulu, one of 5 provinces under the Muslim autonomous region. It was not immediately known who negotiated for his freedom and how much ransom was paid to the Abu Sayyaf in exchange for his life.
Malaysian media earlier reported that the Abu Sayyaf had demanded P20 million from Sanguni’s employer and militants threatened to kill him if ransom is not paid. In a video sent by militants to his family, Sanguni appealed to his employer to save him from death. The clip shows Sanguni – both hands tied behind his back – inside a freshly dug hole in a forested area and guarded by heavily armed militants as he cried and pleaded for help.
There was no immediate statement from the police or militar in the Philippines on the release of Sanguni.
Sanguni along with another Indonesian fisherman, Usman Yusuf, were kidnapped at sea near Gaya Island in Sabah’s Semporna town and brought to Sulu. The 35-year old Yusuf was freed in December in Bual village in the town of Luuk. The release of Yusuf came after the Chief of the Indonesian Consul-General’s Office in Sabah, Sulistijo Djati Ismojo, appealed to Malaysia to resolve the kidnapping of its citizens.
It was unknown whether ransom had been paid to the kidnappers in exchange for Yusuf’s release. In September, the Abu Sayyaf had previously released four Indonesian hostages to Nur Misuari, chieftain of the former rebel group Moro National Liberation Front (MNLF) and his wife Tarhata; and a former Indonesian army general Kivlan Zein.
But despite the anti-terror campaign in Sabah, Abu Sayyaf militants still managed to kidnap three more Indonesian fishing crew members off Sabah and had been taken to Sulu, Malaysian media reported. It said the trio – Heri Ardiansyah, 19; Jari Abdullah, and Hariadin, 45, were working for a fishing company in Sandakan town and had been seized by 7 gunmen on the night of December 5 near Pegasus Reef – an area where four armed men also attacked a tugboat two days later and wounded an Indonesian crew in what police said was a failed abduction.
Sabah police, citing intelligence sources, said identified the kidnappers as Abu Sayyaf commanders Al Mujir Yadah and Hajan Sawadjaan, who teamed up with another militant commander, Indang Susukan. The group was tagged as behind the spate of ransom kidnappings in the waters of Sabah and attacks on fishing boats there.
The militants have been targeting Indonesian fishermen because their employers and Jakarta are paying ransoms to the Abu Sayyaf which it uses to purchase weapons, recruit members and to finance kidnappings and terror attacks in the country. The Abu Sayyaf is still holding nearly a dozen foreign and local hostages in the restive region.

A total of 32 loose firearms were handed-over to Lt. Col. Alvin Iyog, commanding officer of 2nd Mechanized Infantry Battalion in a turnover ceremony at the Municipal Hall of Esperanza, Sultan Kudarat Friday morning.
The loose firearms include 31 12 gauge shotguns with ammunitions and one cal. 40 light pistol.
"The hand over is a continuing campaign against the proliferation of loose firearms in the area of 1st Mechanized Infantry Brigade in partnership with other stakeholders and the local government," said Brigadier General Robert Dauz.
Meanwhile, Major General Cirilito Sobejana, commander of the Joint Task Force Central, expressed his gratitude for the efforts of the local government officials and the constituents of Esperanza for extending their support to the AFP’s campaign against loose firearms.
The activity was facilitated by the local government unit through the leadership of Mayor Helen Latog.
At present, a total of 1,972 loose firearms were handed-over and recovered in the areas of JTF Central since the campaign was started. (DPAO-6ID)

Combined elements of the Philippine Army and the Philippine National Police foiled the attempt to bomb urban centers in Sultan Kudarat after seizing “Anti-Personnel Mines” and triggering devices at Damakling village in Paglat, Maguindanao at around 5:00 in the morning on Saturday, January 12.
The 33rd Infantry (Makabayan) Battalion led by Lt. Col. Harold Cabunoc, commanding officer of said unit orchestrated the counter-terrorist operations after learning about the presence of bombs in a remote village of Pagalad.
“Our informant showed us the pictures of terrorist bombers Ustadz Yasser Saligan and his cohort, Sheik Makakena a.k.a. Abu Jihad as they detonated a bomb to test its lethality. We had been tracking the suspects since November 2018,” said Lt. Col. Cabunoc.
Under the cover of darkness, the combined elements of the 33rd Infantry Battalion, 4th Special Action Battalion, Criminal Investigation and Detection Group-ARMM and Maguindanao Provincial Police Office, swooped down on the known terrorist lair at around 3:00 in the morning.
The raiding teams collared five persons who were caught off-guard by the presence of heavily armed soldiers and SAF commandos. The troops seized four "Anti-Personnel Mines" and three cal .45 M1911AI pistol from the suspects.
Two of the primary suspects, Abu Jihad and Ustadz Yasser, eluded arrest by jumping into the murky water of the Liguasan Marsh upon sensing the presence of government troops.
Military pressure
At around 10:00 in the morning, the same raiding teams proceeded to Makainis village, General Salipada K. Pendatun town to receive five Bangsamoro Islamic Freedom Fighters (BIFF) members who voluntarily surrendered to the government.
The surrenderers belong to the BIFF faction led by Commander Mayogantong Bansil, a notorious rebel who had been involved in several atrocities against government troops and the civilian population.
Accordingly, Commander Mayogantong sent surrender feelers after knowing the presence of security forces in the adjacent town of Paglat some five kilometers away.
Mayogantong contacted Cabunoc to confirm his willingness to lay down his arms.
"I am afraid that the AFP will launch offensives against our group,” Mayogantong stated.
He and his men surrendered four high powered firearms including a cal. 50 sniper rifle, two M1 garand rifles, and a 40mm M79 grenade launcher.
The surrendered weapons will be presented to Brigadier General Robert Dauz, commander of the 1st Mechanized Infantry Brigade, the unit that has operational control over the 33rd Infantry Battalion.
Brigadier General Dauz has commended the operating troops for the latest feat in the campaign against terrorism and violent extremism.
“You have shown the expertise in handling the security threats without incurring casualties. Share these best practices in the conduct of operations to all army units in Central Mindanao,” said Brigadier General Dauz, who earned his first star last week.
Meanwhile, Major General Cirilito Sobejana, commander of the Army’s 6th Infantry Division, said that the BIFF terrorists have nowhere to hide.
“We have won the support of the people in Central Mindanao. The people themselves have voluntarily provided information about the hiding places of the terrorists,” said Major General Sobejana.
The 33rd Infantry Battalion has facilitated the surrender of various threat groups both in Maguindanao and Sultan Kudarat through the effective employment of combat operations, community engagements, and civil affairs activities.
Since February 2017, the unit has successfully facilitated the surrender of 203 communist rebels and 32 BIFF members, setting a benchmark in the conduct of military operations in a ‘two front war’ against distinct threat groups. (DPAO-6ID)

Under the cover of darkness, the combined elements of the 33rd Infantry Battalion, 4th Special Action Battalion, Criminal Investigation and Detection Group-ARMM and Maguindanao Provincial Police Office, swooped down on the known terrorist lair at around 3:00 in the morning.
The raiding teams collared five persons who were caught off-guard by the presence of heavily armed soldiers and SAF commandos. The troops seized four "Anti-Personnel Mines" and three cal .45 M1911AI pistol from the suspects.
Two of the primary suspects, Abu Jihad and Ustadz Yasser, eluded arrest by jumping into the murky water of the Liguasan Marsh upon sensing the presence of government troops.
Military pressure
At around 10:00 in the morning, the same raiding teams proceeded to Makainis village, General Salipada K. Pendatun town to receive five Bangsamoro Islamic Freedom Fighters (BIFF) members who voluntarily surrendered to the government.
The surrenderers belong to the BIFF faction led by Commander Mayogantong Bansil, a notorious rebel who had been involved in several atrocities against government troops and the civilian population.
Accordingly, Commander Mayogantong sent surrender feelers after knowing the presence of security forces in the adjacent town of Paglat some five kilometers away.
Mayogantong contacted Cabunoc to confirm his willingness to lay down his arms.
"I am afraid that the AFP will launch offensives against our group,” Mayogantong stated.
He and his men surrendered four high powered firearms including a cal. 50 sniper rifle, two M1 garand rifles, and a 40mm M79 grenade launcher.
The surrendered weapons will be presented to Brigadier General Robert Dauz, commander of the 1st Mechanized Infantry Brigade, the unit that has operational control over the 33rd Infantry Battalion.
Brigadier General Dauz has commended the operating troops for the latest feat in the campaign against terrorism and violent extremism.
“You have shown the expertise in handling the security threats without incurring casualties. Share these best practices in the conduct of operations to all army units in Central Mindanao,” said Brigadier General Dauz, who earned his first star last week.
Meanwhile, Major General Cirilito Sobejana, commander of the Army’s 6th Infantry Division, said that the BIFF terrorists have nowhere to hide.
“We have won the support of the people in Central Mindanao. The people themselves have voluntarily provided information about the hiding places of the terrorists,” said Major General Sobejana.
The 33rd Infantry Battalion has facilitated the surrender of various threat groups both in Maguindanao and Sultan Kudarat through the effective employment of combat operations, community engagements, and civil affairs activities.
Since February 2017, the unit has successfully facilitated the surrender of 203 communist rebels and 32 BIFF members, setting a benchmark in the conduct of military operations in a ‘two front war’ against distinct threat groups. (DPAO-6ID)

The first batch of responders, named “Magiting Inter-Agency Task Force”, was trained along with elements of the 40IB in Rajah Buayan, Maguindanao. The trainees were from the towns of Rajah Buayan, Sultan Sa Barongis, Mamasapano, and Shariff Saydona Mustapha.
Lt. Col. Edgar Catu, 40IB battalion commander, lauded Rajah Buayan Mayor Zamzamin Ampatuan for partnering with the military in providing skills training to first responders from four calamity-prone areas of Maguindanao.
Catu said the volunteers were coached on different kinds of bandaging of wounds/fractures; reviving a victim using Cardio Pulmonary Resuscitation (CPR); high angle and low angle rescue; and various techniques of carrying a victim.
“The initiative aims to address the impact of disasters and climate change at various levels that have made significant strides in the implementation of disaster risk reduction (DRR) planning and activities,” he said.
Catu added that the knowledge and skills earned by the training participants are essential for them to be able to respond during disasters or calamities to save lives.
Maj. Gen. Cirilito Sobejana, the commander of the 6th Infantry Division, commended the 40IB’s partnership with the LGUs in building a community of disaster first responders that would complement the Army as primary responders.

ZAMBOANGA CITY -- Government troops have rescued an Indonesian fisherman, who was kidnapped by the Abu Sayyaf bandit group more than four months ago, off Semporna, Sabah, the military reported Wednesday.
Rescued on Tuesday afternoon was Kapal Samsul Saguni, who was seized, along with a companion, aboard a fishing vessel on September 11, 2018.
Joint Marine and police forces rescued Saguni’s companion, Usman Yunos, in Barangay Bual, Luuk, Sulu on December 6 last year.
Saguni was rescued through the efforts of former Sulu Governor Abdusakur Tan and troops of the Army’s 41st Infantry Battalion, 5th Infantry Division, and the 11th Infantry Division.
Brig. Gen. Divino Rey Pabayo Jr., Joint Task Force Sulu commander, said Saguni was brought to the residence of Tan in Barangay Poblacion, Maimbung, Sulu at about 4:30 p.m. Tuesday.
Saguni was found to be physically healthy based on the results of a medical examination conducted on him at the Kuta Heneral Teodulfo Bautista Station Hospital in Barangay Bus-bus, Jolo, he noted.
Pabayo did not disclose the exact location where Saguni was rescued, citing operational matters. The rescued Indonesian underwent debriefing.
Meanwhile, he said the Abu Sayyaf bandits are still holding captive eight people in the hinterlands of Sulu -- five foreigners and three Filipinos.
“Our Joint Task Force Sulu is committed to rescuing captives of the Abu Sayyaf and in ending the terrorist group’s kidnap and ransom ploys through the consistent conduct of counter operations against the militants and through the strengthened cooperation with the local government and the people of Sulu to encourage the capitulations of the rest of the Abu Sayyaf militants,” said Lt. Gen. Arnel dela Vega, commander of the Western Mindanao Command.

ILIGAN CITY – Some 100 families fled their residences in Sitio Bukana, Barangay Mainit, this city, after members of the Philippine Army under the Bravo Company, 51st Infantry Battalion clashed with members of the New People's Army (NPA) on Tuesday morning.
Brig. Gen. Thomas Sedano, commander of the 2nd Mechanized Brigade (2MIB), however, said that some families returned after the 45-minute firefight.
"We advised them not to go down to Iligan City (proper). We ensured them of their safety. We have driven the NPA away from the residential area. We put primacy on the safety of civilians during combat operations," Sedano said.
The village of Mainit is about 30 km. away from Iligan City proper, and near the boundary of Manticao town in the province of Misamis Oriental.
Reports from the 2MIB said government troops were conducting combat clearing operations when they encountered some 30 NPA members at about 7 a.m.
While there was no casualty on the side of the Philippine Army, Sedano said there were reports saying some rebels were wounded.
"Residents in the area reported that they saw some wounded armed men being carried by their comrades as they withdrew," he said. "We continue pursuing them until they will surrender and or be driven away from the residential area."
The skirmish prompted the Iligan City Police Office, in coordination with the military, to heighten their security measures, especially on checkpoint areas.
A scheduled mass at the barracks of the soldiers in Barangay Digkilaan, supposedly to celebrate the feast of Sto. NiƱo on that day, was cancelled, according to resident Marvic Manait.
The cancellation was made a day before soldiers and militiamen were advised to be vigilant due to the declaration of a red alert status from the higher command.
"On the afternoon of January 14, our parish secretary told us that the (CAFGU) Cadre cancelled the fiesta mass because they were on red alert," Manait said.

"That is understandable considering our long association and relationship with the USA. A lot of Filipinos studied there, a lot worked there and a lot have relatives there. Compared to other countries, USA have the most number of Filipino migrants," he said in a message late Tuesday.
The US is also the only treaty ally of the Philippines.
Of the 1,800 Filipinos surveyed by Pulse Asia from Dec. 14 to 21, 84 percents said the Philippines should extend a fair amount of trust to the US.

The Pohang-class corvette, donated by the South Korean government to the Philippine Navy (PN), will be named after Korean war hero Captain Conrado Yap.
This was confirmed by Department of National Defense (DND) Secretary Delfin Lorenzana on Wednesday morning.
"(The ship will be named after) Capt. Conrado Yap (who) was killed in the Korean War and Awarded the Medal of Valor," he said in message to the Philippine News Agency.
Yap, a member of the 10th Battalion Combat Team, was killed in the Battle of Yultong in April 23, 1951 where he made a counter-attack to secure an exposed Filipino unit, led by Lt. Jose Artiaga, then being attacked by superior number of Chinese troops. Both officers were killed in the said battle.
He was also honored by the PN by naming an entire class of patrol craft after him in 1993 with the lead craft, the BRP Conrado Yap and 11 of her sister ships being decommissioned in 2018.
PN flag-officer-in-command, Vice Admiral Robert Empedrad, said the sailing crew of the "Pohang"-class corvette will be flying to South Korea to start training on the systems of the above-mentioned ship which classified as an anti-submarine vessel.
The craft is expected to arrive in the Philippines by March or April, he added.
Lorenzana clarified that a beaching ramp, not a harbor, is now being constructed in Pagasa Island at the Kalayaan Island Group.
"No, we are not. We are just building a beaching ramp. Later, we will also build a fishermen’s shelter where they can have sanctuary during inclement weather," the DND chief said when asked if there are plans to build a harbor in the area.

While it has yet to detect any security threat for the January 21 Bangsamoro Organic Law (BOL) plebiscite, Armed Forces of the Philippines (AFP) public affairs office chief Col. Noel Detoyato on Wednesday said they are not letting their guard down.
He made this statement when asked on whether or not the AFP has monitored threats for next week's polls.
"So far, na-defuse na natin ang (we have defused the) tension, kaya (so) we don't foresee any major threat in the coming plebiscite. Nevertheless, we are still not letting our guard down and we will ensure the protection of the voters so that they can express themselves," Detoyato said in a message to the Philippine News Agency.
The military is deploying around 10,000 troops and support units to help secure the BOL plebiscite along with the Philippine National Police (PNP).
"Rest assured, the AFP together with the PNP and with the big help from OPPAP (Office of the Presidential Adviser on the Peace Process) the LGUs (local government units) and MILF (Moro Islamic Liberation Front) leadership, the coming plebiscite will be conducted smoothly," Detoyato added.
Earlier, the AFP public affairs office chief said the military will do everything in its authority to ensure the successful and peaceful conduct of all election-related activities this year.
The BOL plebiscite is slated for January 21 and February 6 while the mid-term elections will be in May.
"Our combat operations and other security operations will always be in support to the honest, orderly and peaceful conduct of Comelec-sanctioned activities," Detoyato pointed out.

Former Special Assistant to the President Christopher Lawrence “Bong” Go on Tuesday backed President Rodrigo Duterte’s fresh initiative for peace talks with the communists, as he urged them to take advantage of the opportunity because they might not have another shot at peace.
“Sino ba namang Pilipino ang gustong pumatay sa kapwa Pilipino? Ako naman kung may pagkakataon pa sa panahon ni Pangulong Duterte na mag-usap, posible po (na matuloy). Pero na kay Pangulong Duterte na po iyan pagdating sa usapang pangkapayapaan.,” Go said in a radio interview.
Go, a senatorial candidate in the 2019 elections, expressed hope that communist groups would reciprocate Duterte’s gesture of goodwill for peace.
“Wala na po kayong ibang leader na pwedeng ninyong kausapin. Kaya ang ibig kong sabihin dito pag pinalampas ninyo itong terminong ito ni Pangulong Duterte, mahihirapan na po kayo. Siya lang po ang nakakaintindi (sa inyo),” Go said.
He said when Duterte was still mayor of Davao City, the two of them had gone to the mountain lairs of various New People’s Army group in the region.
“Lahat po ng bundok inakyat na namin, walang bodyguard, walang armas. Kasi kinukuha namin yung mga sundalong kanilang binihag. Ibig sabihin kami po ay nagtiwala sa kanila noon, at ipinagkatiwala namin ang buhay sa kanila na hindi nila kami gagalawin, So mataas yung tiwala sa kanila ni Pangulo noon,” Go said.
Go said the fact that Duterte opened up Cabinet posts to leftist figures meant that he really extended the hand of reconciliation to the Reds.
“Nung umupo siya bilang Pangulo binigyan po niya ng chance yung nasa leadership nila, gusto niyang magkaroon na po ng reconciliation. So ibinigay niya yung pwesto ng DSWD, yung DAR, even NAPC. So ibig sabihin nito si Pangulo talagang inaabot niya ang kanyang kamay,” Go said.
However, he said it’s not Duterte’s fault if such appointees had problems with the Commission on Appointments.
Go said he understands why Duterte decided to scrap the peace negotiations with the communist group when they started attacking his administration.
“Noong mga nakaraang buwan kini-criticize po siya, binabanatan ang administrasyon niya. So umiba naman po ang istorya at ihip ng hangin,” Go said.
Go expressed hope that the peace talks with the Reds would go in the way of the government’s peace negotiations with the Moro Islamic Liberation Front and the Moro National Liberation Front that culminated in the passage of the Bangsamoro Organic Law.
The BOL, which would establish the Bangsamoro Autonomous Region in Muslim Mindanao, is set for ratification through a plebiscite to be held on 21 January 2019.
As part of his legislative agenda, Go is pushing for the conduct of localized peace talks by providing local government units with support mechanisms for such initiative, pursuant to Duterte’s executive order creating the National Task Force to End Local Communist Armed Conflict.
“Kasama na rin po dito ang karagdagang tulong natin sa mga rebel returnees tulad ng cash assistance, training, pabahay, lupang matataniman, tulong medical at scholarship para sa kanilang mga anak,” Go said.
Meanwhile, the former presidential aide said if he wins a Senate seat, he would push for improved fire safety and protection program.

Former Special Assistant to the President Christopher Lawrence “Bong” Go on Tuesday backed President Rodrigo Duterte’s fresh initiative for peace talks with the communists, as he urged them to take advantage of the opportunity because they might not have another shot at peace.
“Sino ba namang Pilipino ang gustong pumatay sa kapwa Pilipino? Ako naman kung may pagkakataon pa sa panahon ni Pangulong Duterte na mag-usap, posible po (na matuloy). Pero na kay Pangulong Duterte na po iyan pagdating sa usapang pangkapayapaan.,” Go said in a radio interview.
Go, a senatorial candidate in the 2019 elections, expressed hope that communist groups would reciprocate Duterte’s gesture of goodwill for peace.
“Wala na po kayong ibang leader na pwedeng ninyong kausapin. Kaya ang ibig kong sabihin dito pag pinalampas ninyo itong terminong ito ni Pangulong Duterte, mahihirapan na po kayo. Siya lang po ang nakakaintindi (sa inyo),” Go said.
He said when Duterte was still mayor of Davao City, the two of them had gone to the mountain lairs of various New People’s Army group in the region.
“Lahat po ng bundok inakyat na namin, walang bodyguard, walang armas. Kasi kinukuha namin yung mga sundalong kanilang binihag. Ibig sabihin kami po ay nagtiwala sa kanila noon, at ipinagkatiwala namin ang buhay sa kanila na hindi nila kami gagalawin, So mataas yung tiwala sa kanila ni Pangulo noon,” Go said.
Go said the fact that Duterte opened up Cabinet posts to leftist figures meant that he really extended the hand of reconciliation to the Reds.
“Nung umupo siya bilang Pangulo binigyan po niya ng chance yung nasa leadership nila, gusto niyang magkaroon na po ng reconciliation. So ibinigay niya yung pwesto ng DSWD, yung DAR, even NAPC. So ibig sabihin nito si Pangulo talagang inaabot niya ang kanyang kamay,” Go said.
However, he said it’s not Duterte’s fault if such appointees had problems with the Commission on Appointments.
Go said he understands why Duterte decided to scrap the peace negotiations with the communist group when they started attacking his administration.
“Noong mga nakaraang buwan kini-criticize po siya, binabanatan ang administrasyon niya. So umiba naman po ang istorya at ihip ng hangin,” Go said.
Go expressed hope that the peace talks with the Reds would go in the way of the government’s peace negotiations with the Moro Islamic Liberation Front and the Moro National Liberation Front that culminated in the passage of the Bangsamoro Organic Law.
The BOL, which would establish the Bangsamoro Autonomous Region in Muslim Mindanao, is set for ratification through a plebiscite to be held on 21 January 2019.
As part of his legislative agenda, Go is pushing for the conduct of localized peace talks by providing local government units with support mechanisms for such initiative, pursuant to Duterte’s executive order creating the National Task Force to End Local Communist Armed Conflict.
“Kasama na rin po dito ang karagdagang tulong natin sa mga rebel returnees tulad ng cash assistance, training, pabahay, lupang matataniman, tulong medical at scholarship para sa kanilang mga anak,” Go said.
Meanwhile, the former presidential aide said if he wins a Senate seat, he would push for improved fire safety and protection program.

A task force from the People's Liberation Army Navy (PLAN) of China, consisting of two frigates and a replenishment ship, will dock at Pier 15, South Harbor in Manila for a four-day goodwill visit beginning Thursday.
Philippine Navy (PN) spokesperson Capt. Jonathan Zata, said in a statement Wednesday that the contingent, composed of the frigates "Wu Hu" and "Han Dan", and replenishment ship "Dong Ping Hu", is set to arrive at 9 a.m.
A welcome ceremony and port briefing will be conducted upon arrival of the China PLA Navy vessels after a customary meeting procedure conducted by a designated PN ship.
Zata said this will be the second time a Chinese Navy ship will be visiting the country during the term of President Rodrigo Duterte.
The first visit took place at the Sasa Wharf, Davao City on April 30, 2017 with the Changchun, a Type 052C (guided-missile destroyer) and Jingzhou, a Type 054A (guided-missile frigate); and Chaohu, a Type 903 replenishment ship.
The first goodwill visit lasted until May 2, 2017.
