The National Democratic Front-North Eastern Mindanao Region (NDFP-NEMR), joins the people and the defenders of human rights in commemorating the 70th year of the International Human Rights Day this December 10, 2018.
We extend our warmest salute for your constant struggle to uphold the sacredness of human rights against oppression and exploitation.
The Philippine government was one of the signatories of the Universal Declaration of Human Rights in 1948 which instituted the value of the rights of all peoples. But the Philippine government has become the number one violator of human rights in all aspects. The US-Duterte regime has even surpassed its predecessor regimes in perpetrating grave human rights violations against the people, committing Hitler-like brutality to realize his ambition for dictatorial rule.
Through the US-Duterte regime’s mercenary and reactionary AFP/PNP, a brutal campaign of repression is implemented against the struggles of the people who resist his devastating programs and policies. Oplan Tokhang, Oplan Tambay, martial law, total war under Oplan Kapayapaan and many more authorized the countless killings, torture, arrests, threats and repression of the people. These are actions of a fascist and terrorist state.
In NEMR since 2016 to the present, more than 20 have become victims of extra judicial killings and more than 10 frustrated killings were committed by the AFP/PNP. Moreover, almost 300 victims have been charged with trumped-up criminal cases, while more than 50 have been jailed as political prisoners. These are all part of the US-Duterte regime’s attempts to destroy the people’s legitimate and progressive organizations that persist and fight his repressive moves.
The sustained military operations in areas targeted for imperialist plantations, mines and infrastructure has resulted to massive evacuations affecting thousands of Lumad and peasant families. Meanwhile, there have been several cases of bombings by AFP troops in areas near communities and farms.
Here in our region, almost 200,000 hectares of land are targeted for banana, oil palm, rubber and others. While almost 600,000 hectares of land have been given to operating mines and to others ready to operate. Most of these are owned by foreign capitalists in connivance with the big comprador bourgeoisie and land lords, driving away countless farmers and Lumad from their homes and livelihoods. At present, these plantations and mines are being protected by 8 battalions of AFP and PNP; 5,000- 6,000 members of SCAA and CAA and 10 paramilitary groups.
In the reactionary government’s desperation to destroy the revolutionary movement, it has invented countless forced surrenders of civilians as NPA members and Milisya ng Bayan and coercing them to join the CAFGU. The AFP/PNP force the establishment of CAA detachments in communities. Barangay and municipal officials are threatened to craft resolutions to show that residents allow the establishment of detachment. Oplan Lakbay Hukay is another scenario peddled recently by the AFP/PNP, the digging up of skeletons to use for propaganda and to tarnish the NPA’s prestige.
Another significant case against the US-Duterte regime is its sell-out of the Philippines to China and the US. Duterte has not made a move against China’s occupation of the islands of the West Philippine Sea within Philippine territory. This violates the national sovereignty of the Philippines. This signifies his servility to foreign capitalists whose sole interest is the plunder our natural resources.
Martial law and the violation of human rights are the instruments of a fascist, puppet and reactionary regime to preserve the oppressive and exploitative system. It will result in serious economic and political crises which will lead to widespread poverty and hunger of the Filipino people. It will intensify the further advance of armed revolution.
Thus, the people are called upon to bravely struggle, uphold your rights and just demands and join the people’s war to achieve total victory of the People’s Democratic Revolution. Persist in demanding for the resumption of peace talks to solve the root causes of armed struggle in the country.

CPP/Ang Bayan: The Party’s glorious history in Ginamat

Ginamat is a barrio in the Cordilleras which has a long and glorious history of struggle under the leadership of the Communist Party of the Philippines. There are only a hundred households in the barrio, but as small as it is, it has the distinction of being at the forefront of the struggle against the construction of the Chico Dam in the 1970s under the US-Marcos dictatorship.
Members of the New People’s Army first came to the barrio in 1976. They immediately conducted studies and raised the residents’ struggle against the Chico Dam to an anti-imperialist struggle. Even then, the project covered the municipalities of Tabuk, Lubuagan, Tanudan and Tinglayan in Kalinga up to the towns of Sadanga, Sabangan and Bontoc in Mountain Province, and would have submerged communities affecting 100,000 people.
The Red fighters first talked to the tribe’s pangats (traditional leaders) and peace-pact holders to unify the NPA and people against the Chico Dam. Recruitment among the tribes and the broadening of the influence on the revolutionary movement in the area was rapid. Arming new recruits was not a problem since most of the residents already had firearms. Within a few years, the NPA gained recruits the size of a platoon.
The local Party branch in Ginamat was first established in the 1980s. It then consisted of mass activists, traditional leaders, middle forces and the youth. They spearheaded the barrio’s propaganda and education work. They also held trainings for the militia unit. Mass movements such as the bodong conferences and vigorous mass education which the residents call “iskuling” (schooling) created favorable conditions for broadening and strengthening the revolutionary movement and armed struggle against the dam project.
Because of the people’s army and the people’s strong unity, as well as their persistent and active mass campaign and armed struggle, the Marcos dictatorship withdrew the Chico Dam 1-4 project in 1982.
As with branches in other regions and the nation, the Party in Ginamat underwent trials and tribulations. In the midst of it all, the Party branch in the area continued to tread the right path.
The Party in Ginamat experienced a resurgence from 2009. During this time, full-fledged peasant, women and youth organizations became fully operational again. From then onwards, consolidation work in the barrio through education was constant. The local Party branch prioritized on having its members finish the Basic Party Course. Eventually, the Party subsection was establish in Ginamat’s barrio cluster. Its local cadres became part of this formation.
As the Party and mass organizations rallied, the local mass movement also recovered. Plans to launch agrarian revolution took shape, focusing on ways to raise rice production among others. The people’s local antifascist struggles advanced. The Party branch and mass organizations brave the fascist attacks of the enemy, which includes intimidation and harassment of mass activists. Every time AFP troopers enter the barrio, residents quickly mobilize to ensure that soldiers are immediately evicted.
When military troops enter the barrio, the branch immediately calls for a meeting to decide on which steps to take. They have successfully rebuffed the enemy’s repeated attempts to recruit CAFGU elements and establish a detachment in the barrio. They persistently submit petitions and send delegations to dismantle detachments in nearby barrios.
With the local Party branch leading the mass struggles and the residents’ participation in the armed struggle, the Party and the people’s political power was further fortified. Currently, there are around 40 members of the local Party branch who continue to persevere to send more full-time fighters to the Red army.

The US-Duterte regime has formally put almost half the nation under militarization and military rule when it issued Memorandum Order 32. Using the order, Rodrigo Duterte directly deployed additional battalions to Eastern Visayas, Negros Island and Bicol to supposedly counter “lawless violence and terrorism.”
In reality, MO 32 imposed martial law on the four regions while extending again martial law in Mindanao for the whole of 2019. It will take a short while, and some flimsy excuse, for Duterte to outrightly and formally impose perpetual military rule over remaining regions. The regime’s reign of terror is already imposed all over the nation.
While the memo will intensify militarization and military offensives against the New People’s Army (NPA), its immediate focus is to enable the AFP to tighten its control and manipulate the 2019 May elections. Duterte revamped the AFP and appointed his most trusted officials to ensure the success of candidates who favor him and his military clique. The Duterte clique aims to monopolize the elections, with the help of allied warlords and dynasties in the regions and provinces. It is fanning the AFP and the PNP’s fanaticism and unleashing state violence to intimidate the people, paralyze the opposition and brutally suppress all resistance.
Duterte has fully exposed his all-out fascist, puppet, reactionary and power-and plunder-hungry character. He carries out widespread and foul extrajudical killings, abuse of power, spreading of lies and dirty tricks. It is apt that all revolutionaries, progressives and democratic forces hold him in contempt.
The people should firmly face the US-Duterte regime’s relentless militarization and fascist terrorism with greater determination to expand and intensify the people’s war. Because of the attacks against their democratic rights, more and more people are pushed to wage armed struggle. On the other hand, it is important for the democratic sectors and forces to continue asserting and defending their democratic rights and movements against fascist intimidation and suppression. Remember and hold on to the lessons of the long struggle against the US-Marcos fascist dictatorship.
Boldly, extensively and in the most all-round manner persevere in advancing the armed struggle, legal democratic movement and underground movement; in forming the broadest anti-fascist, antifeudal and anti-imperialist front; strengthening the Party ideologically, politically and organizationally; and in rallying the widest support from compatriots and progressive and democratic organizations and forces abroad.
The Party should considerably advance and intensify guerrilla warfare. Basic tactical offensives should be boldly launched. Annihilative offensives should be undertaken in all levels and fronts, while carrying out the widest and most extensive attritive actions with the help of the people’s militia and the masses and through the use of explosives and other weapons.
Form and consolidate NPA platoons and companies which link guerrilla fronts. Strengthen command and coordination between guerrilla units and seize political and military initiative. Closely monitor the enemy’s movements and identify the role of each area and unit in battle and cooperation. Earnestly raise military knowledge and capacity of commanders and fighters through education, training, exercises, assessments, summing-ups and politico-military conferences in various levels.
Prioritize military actions such as attacks against the most notorious fascist officials and units, big plunderous corporations and businesses which destroy and impoverish majority of the people. This becomes more imperative in the face of Duterte’s threat to use death squads against his opponents and critics. Sabotage facilities used for fascist offensive in the countryside and fascist suppression of the people. Engage in tit-for-tat against the AFP and regime’s slander and truth-twisting regarding tactical offensives and battles.
Broaden and intensify the antifeudal movement and struggle as key to arousing and mobilizing the peasant masses and farm workers and to carrying out their key tasks. This include mass campaigns and struggles and alliance work and tactics against “peace and development operations” and other forms of fascist terrorism and abuses. Expose and fight the campaign for civilians to surrender and their forced conscription to the reactionary army. Pay attention to the widespread and appalling corruption in the military, from the highest to the lowest level.
Pay attention to the people’s main problems and sentiments in each area. Arouse and collectively mobilize them to face and resolve these problems. The expansion and consolidation of mass organizations should translate to broader and stronger mass campaigns and mobilizations. Invigorate production campaigns and improve livelihood to alleviate the conditions of the masses and sustain the people’s army and the people’s war.
Expand and enliven education and propaganda mass campaigns and mobilizations to raise political awareness and the fighting spirit of the toiling masses. Expand and galvanize cultural, health and other campaigns to sustain the level of militancy, unity and collective struggle. Launch bigger and stronger protests and other mass struggles against illegal arrests and other fascist suppression of democratic rights and legal democratic organizations.
Strengthen and broaden the workers, urban poor and other sector’s union and economic struggles for their employment and social services. Fight neoliberal policies oppressing the toiling masses and which grossly favor big foreign and local companies. Expose and oppose the neoliberal ban, suppression and denial of union rights, as well as other individual and collective freedoms in factories, offices and schools, in favor of the interests of these corporations.
Legal progressive organizations, parties and alliances should insist and fight for their legal status. They should continue to expand and strengthen themselves while arousing traditional and non-traditional organizations and alliances of the democratic sectors.
Forge the broadest anti-fascist alliance. Unite with the widest range of democratic and ant-fascist forces and trends to defend democratic rights and civil freedoms against fascist repression. Expose and oppose the fascist Duterte cliques plan to manipulate the elections. A broad and multilevel unity and coordination between parties and candidates should isolate and defeat the most rabid pro-Duterte and counterrevolutionary candidates.
Mobilize the most number of revolutionaries and progressive forces and masses in urban and rural areas to actively counter the regime and the AFP’s lies, misinformation and counterrevolutionary psywar. Continue to expose and condemn the ruling systems fascist crimes and abuses, greed and plunder, exploitation and oppression of the toiling masses, widespread anomalies and corruption, and general decay. Actively propagate and promote the revolution’s calls and struggles.
Strengthen the Party at all levels. Boldly advance guerrilla warfare and antifacist, antifeudal and anti-imperialist struggles against the fascist US-Duterte regime. Continue to strengthen the Partys political and military leadership over the broadest number of people. Improve their capacity to wage and advance widespread mass campaigns in the fields of politics, economy, military, production, education, health, culture and others.
Expose, isolate and fight the fascist and puppet Duterte regime abroad and in the realm of international opinion. Continue to expand efforts to arouse, organize and mobilize migrants. Broaden links and areas of cooperation with revolutionary and progressive forces abroad.

CPP/Ang Bayan: State elements arrest 18 in Talaingod

Eighteen mass leaders and activists, including former Bayan Muna Rep. Satur Ocampo and ACT Teachers Party Rep. France Castro, were arrested and slapped with trumped-up charges of kidnapping and human trafficking in Tagum City last November 29. A day earlier, elements of the police, 56th IB and the Municipal Social Work and Development Office put up roadblocks, interrogated and arbitrarily detained Ocampo and Castro, together with 77 other delegates of the National Humanitarian Mission (NHM) and the evacuees they rescued from Talaingod, Davao del Norte.
Last November 28, residents reported that elements of the Alamara paramilitary group forcibly locked down the campus of Salugpongan Ta’ Tanu Igkanugon Community Learning Center, Inc. (STTICLCI) in Sitio Dulyan, Barangay Palma Gil. Alamara troopers also intimidated the residents and implemented a food blockade. Due to unrelenting harassment by the military, residents, students and teachers were compelled to evacuate that night.With no dinner, they walked for more than three hours from the community towards the NHM delegates. The delegates reported that their convoy was stopped twice by 56th IB troopers; In Sitio Igang at around 8 p.m. where they were compelled to sign an “attendance sheet;” and in Sitio Upaw at around 9:20 p.m. where two gunshots were fired, and their vehicles stoned and spiked.
After this at around 9:30 p.m., the 79 delegates and evacuees were brought to and detained in the Talaingod Police Station. Among the detained were 29 students and 12 teachers of the STTICLCI.
In a related news, various progressive groups protested in front of Camp Crame on December 3 and in Boy Scout Circle, Quezon City on November 30 to condemn the illegal arrest of the Talaingod 18 and demand their immediate release.

On November 23, eight unidentified gunmen fired at three members of the Nagkahiusang Mag-uuma sa Agusan del Sur (NAMASUR) in Sitio Cantagan, Barangay Lucac, San Francisco. The victims were identified as Datu Walter España, chairperson of NAMASUR, Rommel Romon and another companion. Romon immediately died after sustaining three gunshot wounds. España was immediately brought to the hospital and is still in critical condition after sustaining bullet wounds on his chest, stomach, legs and waist. Meanwhile, their companion survived and was able to report the incident. NAMASUR is known for strongly opposing the expansion of oil palm plantation of Davao San Francisco Agricultural Ventures Inc. (DASFAVI) in the area. España was subjected to threat and harassment prior to the incident.
On November 27, two suspected 29th IB agents shot Linus Cubol, former chairperson of Kilusang Mayo Uno-Caraga and regional coordinator of Anakpawis, in front of his store in Santiago, Agusan del Norte. The victim immediately died after sustaining five gunshot wounds. Prior to the incident, elements of the 29th IB continuously threatened and harassed Cubol. He was also repeatedly subjected to interrogation for his continuous participation in the activities of progressive groups.
It can be recalled that on November 27, Rodrigo Duterte declared that he will create a death squad purportedly against the members and those who want to join the NPA.
Meanwhile, four teachers were abducted and illegally detained by the 51st and 81st IB in Lanao del Sur. Four volunteer teachers of the Rural Missionaries of the Philippines-Northern Mindanao who were abducted by troopers of the said unit on November 12, were found to be under the custody of the military. The victims, identified as Tema Namatidong, 28, Julius Torregosa, 30, Ariel Barluado, 22, and Giovanni Solomon, 20, were abducted while conducting classes in a community school in Sitio Babalayan, Barangay Durongan, Tagoloan 2, Lanao del Sur.
Cpl. Rico Ordaneza of the 103rd IB confirmed that that the teachers were put under detention and are being investigated because they were purportedly seen together with Sultan Jamla who has a warrant of arrest for various criminal cases. Earlier, soldiers peddled a fake information that the victims were brought to Marawi City to confuse those ascertaining their whereabouts.
On November 18, five students of Mindanao Interfaith Services Foundation Inc. (MISFI) were tortured by 19th IB troopers in Magpet, North Cotabato. The children were asked about the whereabouts of members of NPA and were beaten when they failed to respond. Two boys were mauled, forced to kneel on the ground and threatened to be killed.
Relatives of progressives are not spared from fascism. On November 24, nine 65th IB troopers based in Opol, Misamis Oriental tortured the family of Joseph Paborada, chairperson of Pangalasag, a Lumad local organization and member of Kalumbay Regional Lumad Organization, organizations defending their ancestral domain.
At around 9 p.m., soldiers forced their way into his home and mauled Paborada, his wife and three children. A soldier even fired his gun twice and threatened Paborada that he will shoot him and one of his kids.
In Compostela Valley, unidentified male assailants harassed twice attacked the family of Paul John Dizon, chairperson of Nagkahiusang Mamumuo sa Suyapa Farms (NAMASUFA) on November 30. The family was able to foil the suspects’ attempt to torch their house at around 12 a.m. The suspects returned at around 1:30 a.m. and opened fire at the house. Members of NAMASUFA are currently encamped in Manila to fight contractualization and martial law in Mindanao.

Eighteen mass leaders and activists, including former Bayan Muna Rep. Satur Ocampo and ACT Teachers Party Rep. France Castro, were arrested and slapped with trumped-up charges of kidnapping and human trafficking in Tagum City last November 29. A day earlier, elements of the police, 56th IB and the Municipal Social Work and Development Office put up roadblocks, interrogated and arbitrarily detained Ocampo and Castro, together with 77 other delegates of the National Humanitarian Mission (NHM) and the evacuees they rescued from Talaingod, Davao del Norte.
Last November 28, residents reported that elements of the Alamara paramilitary group forcibly locked down the campus of Salugpongan Ta’ Tanu Igkanugon Community Learning Center, Inc. (STTICLCI) in Sitio Dulyan, Barangay Palma Gil. Alamara troopers also intimidated the residents and implemented a food blockade. Due to unrelenting harassment by the military, residents, students and teachers were compelled to evacuate that night.With no dinner, they walked for more than three hours from the community towards the NHM delegates. The delegates reported that their convoy was stopped twice by 56th IB troopers; In Sitio Igang at around 8 p.m. where they were compelled to sign an “attendance sheet;” and in Sitio Upaw at around 9:20 p.m. where two gunshots were fired, and their vehicles stoned and spiked.
After this at around 9:30 p.m., the 79 delegates and evacuees were brought to and detained in the Talaingod Police Station. Among the detained were 29 students and 12 teachers of the STTICLCI.
In a related news, various progressive groups protested in front of Camp Crame on December 3 and in Boy Scout Circle, Quezon City on November 30 to condemn the illegal arrest of the Talaingod 18 and demand their immediate release.

To justify the arrest of the Casambres, PNP operatives shamelessly planted guns and explosives and filed patently trumped-up charges of murder and attempted murder in Davao Oriental. Casambre is the fourth NDFP consultant illegally arrested and detained by the US-Duterte regime.
The consecutive arrests of NDFP consultants form part of Duterte’s worsening fascist clampdown and de facto martial law rule to suppress the democratic groups and all opposition forces in a vain attempt to silence the Filipino people and make them submit to his tyrannical rule.
Casambre’s name was included in the proscription case against the CPP and NPA pending before the courts. Evidently, his arrest forms part of the ongoing suppression campaign in line with Duterte’s National Internal Security Plan with the aim of crushing the revolutionary armed movement and all mass struggles in order to manipulate the outcome of the 2019 elections and push his scheme to establish a fascist dictatorship.

CPP/Ang Bayan: Profiteering through CAFGU recruitment

The Armed Forces of the Philippines (AFP) is using CAFGU recruitment and personnel for profiteering. This was exposed by Ariel Montero, spokesperson of the NPA-Northeastern Mindanao Region. Montero said that there are around 100 CAFGU detachments in the region at present. On top of this are SCAA detachments which supply mercenaries to mining and plantation corporations. There are more or less 40 CAFGU troopers stationed in each detachment or a total of 4,000 in 100 detachments in the region.
On paper, CAFGU elements are compensated with a monthly salary of P4,500 each (P18 million a month in total). But in reality, their salaries are not released on time and are used, instead, as capital by military officials in their loan and other businesses. Interest rates from these loans range from 5-20%. Thus, military officials in the region are able to rake in up to P10.8 million in profits per quarter. To make ends meet, CAFGU troopers and their families are compelled to take out loans from “cooperatives” established by AFP officials and their merchant-usurer counterparts.
Montero also revealed that 75th IB and 36th IB are competing among themselves to come up with the most number of fake surrenders because they are desperate to get promoted as division commanders. In their desperation, they are using even the peasant masses’ hunting rifles as evidences in parading surrenderees. Even those who they suspect of being sympathizers of the NPA and their families are considered surrenderees. AFP officials are using the surrender program as a milking cow. Seldom, if they receive anything at all, do “surrenderees” receive the promised P65,000 financial aid.

Romualdez, Agusan del Norte on November 29 at 5 a.m. Four enemy troopers were slain, including a master sergeant, while two others were wounded. A CAFGU element was also arrested and declared a prisoner of war.
In Misamis Oriental, Red fighters engaged operating AFP troopers in a firefight in Sitio Lakbangan, Barangay Minalwang, Claveria. Two soldiers were slain in the encounter.
In Negros Occidental, a soldier was slain during an NPA harassment operation against the 15th IB patrol base in Sitio Bugtong Kahoy, Barangay Asia, Hinobaan on November 27 at 8 a.m. S/Sgt. Ricky Ignacio, commander of the said detachment, was wounded in action.
The NPA mounted the operation in response to residents’ demand to drive the fascists AFP elements away from their community. The NPA-Negros Occidental stated that there have been numerous reports against the encampment of soldiers in schools, barangay halls, markets and even in residents’ houses in the community.
The 15th IB also issued a list, naming residents who must surrender to purportedly “clear” their names. The soldiers also imposed a curfew. They also prohibited residents from going to their farms and leaving the barrio. Residents’ crops, farm equipment and livestock were damaged.
In Samar, the NPA-Eastern Visayas launched four consecutive armed actions from November 9 to 20. On November 20, Red fighters harassed 14th IB troopers en route to Barangay Concepcion, Paranas. Earlier, on November 18, an NPA unit attacked 52nd IB and CAA troopers occupying Barangay Buenavista, San Jorge. Two CAFGU troopers were slain while one was wounded.
On November 10, an NPA unit harassed operating 14th IB troopers in Barangay Salvacion, Can-avid, Eastern Samar. Another unit also harassed operating troopers of the 63rd IB in Sitio Galutan, Barangay San Nicolas, San Jose de Buan on November 9.

In conjunction with the commemoration of the December 10 International Human Rights Day, we are issuing this report culled from Ang Bayan’s (AB) news reports of human rights violations perpetrated by the Armed Forces of the Philippines, the Philippine National Police and other armed agents of the US-Duterte. .
This year, AB monitored an average of almost 82 cases of human rights violations per day or a total number of 29,869 victims from January to December 7, 2018. Close to four victims are killed every two weeks while at least three are illegally arrested and detained per week. An average of at least 12 activists and progressives are threatened, intimidated and harassed per day. This summary report affirms the grave state of human rights in the Philippines even as numerous other cases are yet to be reported in AB. We enjoin everyone to submit reports of additional cases.
With the implementation of Duterte’s National Internal Security Plan (NISP) this year which purportedly aims to decimate the revolutionary armed movement, the fascist suppression of civil liberties and democratic rights and brutality will surely intensify against the people, especially the opressed masses of peasants, workers and national minorities .
Killings, frustrated killings and torture
Based on the initial tally of Ang Bayan, there have been at least 106 civilian victims of extrajudicial (political) killings from January to December 7 this year. In Negros Island, which is dubbed a social volcano because of intense land conflicts, 23 victims of extrajudicial killings, 18 of whom are peasants, were reported. The victims include nine members of the National Federation of Sugar Workers (NFSW) who were massacred by suspected Special Civilian Active Auxiliary elements in Hacienda Nene, Purok Fire Tree, Barangay Bulanon, Sagay City, Negros Occidental on on October 20.
Twenty victims were also killed in the Bicol region. Among them are five residents of Barangay Nabongsoran, Aroroy, Masbate who were massacred by CAFGU troopers on June 8. Meanwhile, 44 other victims were killed in Mindanao under the regime’s continuing martial law.
On top of this, there were also 47 victims of frustrated killings. The victims include Jerry Alicante and Victor Ageas who were shot by unidentified men in Compostela Valley last November 11 and September 4, respectively. Both are members of Nagkahiusang Mamumuo sa Suyapa Farms (NAMASUFA) and are actively campaigning for the regularization of contractuals and the recognition of the right of their union to collective bargaining.
At least 37 individuals were also subjected to torture. Among the victims are five students, all minors, of the Mindanao Interfaith Services Foundation Inc. (MISFI) in Magpet, North Cotabato who were coerced by 19th IB troopers to disclose information on the whereabouts of members of the NPA, and were forced to kneel on the ground, beaten, and threatened to be killed after failing to respond.
Bombing, strafing, attacks on communities and forcible evacuation
Not less than 22 incidents of indiscriminate bombing and/or strafing and 54 incidents of military occupation and attacks on communities resulting in the evacuation of about 24,667 individuals (excludingMarawi residents who remain in evacuation centers up to the present) have been reported by AB this year.
Four incidents of bombing and/or strafing perpetrated by various military units were recorded in Northern Mindanao. Meanwhile, 11 incidents of occupation and attacks were reported each in Southern Tagalog and Caraga. Massive evacuation of Moro residents from the Autonomous Region in Muslim Mindanao (12,100 evacuees) and peasant and Lumad residents from Caraga (8,791) were reported as well.
Among the most vicious military actions are the bombing and mortar shelling carried out by the AFP Joint Task Force Central with the assistance of US Army Special Forces in Barangay Bialong, Shariff Aguak, Maguindanao on September 5 which killed Farida Asim and wounded two others; the strafing and bombing launched by the Joint Task Force Ranao under the guise of “counter-terrorism” in the towns of Tubaran, Pagayawan and Binidayan, Lanao del Sur which resulted in the mass evacuation of more than 11,000 individuals; and the repeated evacuation of thousands of Manobo from Lianga and San Agustin Surigao del Sur and hundreds of Dumagats from Gen. Nakar, Quezon due to the unrelenting abuses perpetrated by AFP troopers occupying their respective communities.
Illegal arrest and detention.
This year, at least 271 were illegally arrested and detained by military and police force. On top of this are 407 victims of arbitrary detention.
In Central Luzon, 50 cases of illegal arrest and detention were reported. Among the victims are 42 striking NutriAsia workers, their supporters and members of the media who were illegally arrested and detained by elements of the Philippine National Police-Meycauayan after the violent dispersal of their picketline in font of the factory in Marilao, Bulacan on June 14 (23 victims) and July 30 (19 victims).
In the Davao region, at least 45 were illegally arrested and detained. Among the starkest cases is the illegal arrest of 18 leaders and activists, including former Bayan Muna Rep. Satur Ocampo and ACT Teachers Party Rep. France Castro, who were all slapped with trumped-up charges of kidnapping and human trafficking in Tagum City last November 29. A day earlier, elements of the police, 56th IB and the Municipal Social Work and Development Office put up roadblocks, interrogated and arbitrarily detained them together with 61 other delegates of the National Humanitarian Mission and the Manobo evacuees they rescued from Talaingod, Davao del Norte.
Threats, Harassments and Intimidation
At least 4,282 individuals have been subjected to threats, harassments or intimidation this year. The regime recently issued Executive Order 70, which created the National Task Force (which shall purportedly implement the whole-of-nation approach, derived from the “whole-of-government” concept espoused by the US State Department’s 2009 Counterinsurgency Guide), and Memorandum Order 32 (which directly deployed additional battalions to three regions to supposedly counter “lawless violence and terrorism”) to push for the institutionalization of its NISP. With this scheme to establish a fascist dictatorship across the country, the further intensification of suppression is imminent this coming year.

In conjunction with the commemoration of the December 10 International Human Rights Day, we are issuing this report culled from Ang Bayan’s (AB) news reports of human rights violations perpetrated by the Armed Forces of the Philippines, the Philippine National Police and other armed agents of the US-Duterte. .
This year, AB monitored an average of almost 82 cases of human rights violations per day or a total number of 29,869 victims from January to December 7, 2018. Close to four victims are killed every two weeks while at least three are illegally arrested and detained per week. An average of at least 12 activists and progressives are threatened, intimidated and harassed per day. This summary report affirms the grave state of human rights in the Philippines even as numerous other cases are yet to be reported in AB. We enjoin everyone to submit reports of additional cases.
With the implementation of Duterte’s National Internal Security Plan (NISP) this year which purportedly aims to decimate the revolutionary armed movement, the fascist suppression of civil liberties and democratic rights and brutality will surely intensify against the people, especially the opressed masses of peasants, workers and national minorities .
Killings, frustrated killings and torture
Based on the initial tally of Ang Bayan, there have been at least 106 civilian victims of extrajudicial (political) killings from January to December 7 this year. In Negros Island, which is dubbed a social volcano because of intense land conflicts, 23 victims of extrajudicial killings, 18 of whom are peasants, were reported. The victims include nine members of the National Federation of Sugar Workers (NFSW) who were massacred by suspected Special Civilian Active Auxiliary elements in Hacienda Nene, Purok Fire Tree, Barangay Bulanon, Sagay City, Negros Occidental on on October 20.
Twenty victims were also killed in the Bicol region. Among them are five residents of Barangay Nabongsoran, Aroroy, Masbate who were massacred by CAFGU troopers on June 8. Meanwhile, 44 other victims were killed in Mindanao under the regime’s continuing martial law.
On top of this, there were also 47 victims of frustrated killings. The victims include Jerry Alicante and Victor Ageas who were shot by unidentified men in Compostela Valley last November 11 and September 4, respectively. Both are members of Nagkahiusang Mamumuo sa Suyapa Farms (NAMASUFA) and are actively campaigning for the regularization of contractuals and the recognition of the right of their union to collective bargaining.
At least 37 individuals were also subjected to torture. Among the victims are five students, all minors, of the Mindanao Interfaith Services Foundation Inc. (MISFI) in Magpet, North Cotabato who were coerced by 19th IB troopers to disclose information on the whereabouts of members of the NPA, and were forced to kneel on the ground, beaten, and threatened to be killed after failing to respond.
Bombing, strafing, attacks on communities and forcible evacuation
Not less than 22 incidents of indiscriminate bombing and/or strafing and 54 incidents of military occupation and attacks on communities resulting in the evacuation of about 24,667 individuals (excludingMarawi residents who remain in evacuation centers up to the present) have been reported by AB this year.
Four incidents of bombing and/or strafing perpetrated by various military units were recorded in Northern Mindanao. Meanwhile, 11 incidents of occupation and attacks were reported each in Southern Tagalog and Caraga. Massive evacuation of Moro residents from the Autonomous Region in Muslim Mindanao (12,100 evacuees) and peasant and Lumad residents from Caraga (8,791) were reported as well.
Among the most vicious military actions are the bombing and mortar shelling carried out by the AFP Joint Task Force Central with the assistance of US Army Special Forces in Barangay Bialong, Shariff Aguak, Maguindanao on September 5 which killed Farida Asim and wounded two others; the strafing and bombing launched by the Joint Task Force Ranao under the guise of “counter-terrorism” in the towns of Tubaran, Pagayawan and Binidayan, Lanao del Sur which resulted in the mass evacuation of more than 11,000 individuals; and the repeated evacuation of thousands of Manobo from Lianga and San Agustin Surigao del Sur and hundreds of Dumagats from Gen. Nakar, Quezon due to the unrelenting abuses perpetrated by AFP troopers occupying their respective communities.
Illegal arrest and detention.
This year, at least 271 were illegally arrested and detained by military and police force. On top of this are 407 victims of arbitrary detention.
In Central Luzon, 50 cases of illegal arrest and detention were reported. Among the victims are 42 striking NutriAsia workers, their supporters and members of the media who were illegally arrested and detained by elements of the Philippine National Police-Meycauayan after the violent dispersal of their picketline in font of the factory in Marilao, Bulacan on June 14 (23 victims) and July 30 (19 victims).
In the Davao region, at least 45 were illegally arrested and detained. Among the starkest cases is the illegal arrest of 18 leaders and activists, including former Bayan Muna Rep. Satur Ocampo and ACT Teachers Party Rep. France Castro, who were all slapped with trumped-up charges of kidnapping and human trafficking in Tagum City last November 29. A day earlier, elements of the police, 56th IB and the Municipal Social Work and Development Office put up roadblocks, interrogated and arbitrarily detained them together with 61 other delegates of the National Humanitarian Mission and the Manobo evacuees they rescued from Talaingod, Davao del Norte.
Threats, Harassments and Intimidation
At least 4,282 individuals have been subjected to threats, harassments or intimidation this year. The unilateral declaration of a temporary 5-day ceasefire in solidarity with the people’s traditional holidays and to commemorate the historic 50th anniversary of the CPP stands and will be strictly complied with even as the Pary calls for heightened armed resistance against the Duterte regime’s extended martial law in Mindanao and de facto nationwide martial law.
Amid worsening abuses perpetrated by the AFP and PNP, it is the NPA’s duty to the people to carry out extensive tactical offensives against the fascists. A temporary halt will be observed on the specified days of the unilateral ceasefire.
No amount of military offensives by the AFP can stop the Filipino people and their revolutionary forces from mounting rallies and other mass gatherings and meetings all over the country to celebrate the Party’s achievements and victories. In fact, in some areas, mass celebrations have already been held, even as others are busily preparing food and practicing their best to perform their poems, songs and dance.
The AFP desperately wants to stop the celebrations of the Party’s 50th anniversary and intensify their campaign of armed suppression. In the past few days, field reports indicate that AFP camps and airbases especially in Northern and Eastern Mindanao are busy flying drones and helicopters everyday, scouring rural villages and mountains, dropping bombs and firing artillery causing widespread terror among the people.
In the rural areas, people are disgruntled that Duterte and the AFP refused to declare a ceasefire. As a result, ground troops of the AFP as well as PNP special forces continue to lay siege on their villages with the aim of intimidating the residents and ruining their holidays.
There are also grumblings among Duterte’s foot soldiers because instead of availing the opportunity to have a brief respite to join their families during the holiday season, they are being ordered by their superiors to carry out combat operations. Many are carrying out orders half-heartedly or merely pretending to do so.

A suspected member of the ISIS-inspired Maute group was arrested in Bagong Silang, Caloocan City Wednesday night.
Armed with six warrants of arrest, operatives of the Criminal Investigation and Detection Group (CIDG) and the Joint Task Force of the Philippine National Police and Armed Forces of the Philippines arrested suspect Jomar Labay alias Jumar Ibrahim.
Police said Labay is one of the suspects behind the beheading of two sawmill workers and kidnapping of four others in Butig, Lanao del Sur in April 2016.
His arrest warrants for kidnapping and serious illegal detention and murder were all issued by a court in Malabang, Lanao del Sur, according to a police report on Thursday.
Supt. Arnold Thomas Ibay, chief of the CIDG Regional Field Unit in Metro Manila, said the arrested suspect has a bounty amounting to P600,000 placed on his head.

Three New People’s Army (NPA) rebels were arrested for killing a policeman in a botched kidnapping in Agusan del Norte on Thursday.
Renato Caerlang, 34; his younger brother James, 18; and Riedel Cabello, 26, were arrested during a follow-up operation for the killing of Senior Police Officer 3 Reil Morgado, said Chief Superintendent Gilbert Gruz, director of the Police Regional Office 13.
The police confiscated from the NPA rebels the two motorcycles that they used in the attempted kidnapping of Morgado, said Cruz.
Morgado was the municipal executive senior police officer of the Santiago Police Station in Agusan del Norte.
When Morgado went outside his house at P-4 Barangay Jagupit in Santiago at around 8:30 p.m., the suspects shot him.
Morgado suffered multiple gunshot wounds and died at the scene.

In advance of the 67th year of the Mutual Defense Treaty between the Republic of the Philippines and the United States of America in August 2018, the Second Quarter 2018 Social Weather Survey found that 61% of adult Filipinos believe (strongly plus somewhat believe) the U.S. will defend the Philippines in case of an invasion by another country.
The survey, conducted from June 27-30, 2018, asked, “How much do you believe or not believe that the United States will defend the Philippines in case we are invaded by another country? [Gaano po kayo naniniwala o hindi naniniwala na ipagtatanggol ng Estados Unidos ang Pilipinas kapag sinalakay tayo ng ibang bansa?]”
To this, 61% said they believe the U.S. will defend the Philippines (31% strongly believe, 30% somewhat believe), 9% said they did not (6% somewhat not believe, 3% strongly not believe), and 30% were undecided [Chart 1].
The June 2018 survey also found that 47% were aware of the PH-US Mutual Defense Treaty even before the survey, while 53% learned about it only during the interview [Chart 2].
Belief in the U.S. defense commitment is stronger among those previously aware of the PH-U.S. Mutual Defense Treaty
Among those aware of the PH-U.S. Mutual Defense Treaty even before the survey, 80% believe (48% strongly believe, 32% somewhat believe) that the U.S. will defend the Philippines in case of an invasion [Chart 3].
This is almost twice the 45% who believe (17% strongly believe, 28% somewhat believe) in the U.S. defense commitment among those who became aware of the PH-U.S. Mutual Defense Treaty on account of the survey.
Awareness of the PH-U.S. Mutual Defense Treaty is highest in Metro Manila, urban areas, among the upper classes, and among the more educated groups
The proportion of those previously aware of the PH-U.S. Mutual Defense Treaty was highest in Metro Manila at 58%, followed by Balance Luzon at 53%, Visayas at 41%, and Mindanao at 31% [Chart 4].
It was 55% in overall urban areas, compared to 38% in overall rural areas.
By class, it was highest in class ABC at 51%, followed by class D at 49%, and class E at 34% [Chart 5].
It was highest among college graduates at 67%, followed by high school graduates at 51%, elementary graduates at 42%, and non-elementary graduates at 27% [Chart 6].
Belief in the U.S. defense commitment strongest in Balance Luzon and urban areas
The proportion of those who believe that the U.S. will defend the Philippines in case of invasion by another country was highest in Balance Luzon at 70%, followed by Metro Manila at 64%, Visayas at 54%, and Mindanao at 48% [Chart 7].
It was higher in overall urban areas at 66%, compared to overall rural areas at 56%.
It hardly varied by class, ranging from 60% to 65% [Chart 8].
It was slightly higher among elementary graduates and above, ranging from 61% to 69%, compared to non-elementary graduates at 53% [Chart 9].
Higher awareness of the PH-U.S. Mutual Defense Treaty among those previously aware of the PH-China dispute in the West Philippine Sea
The proportion of those who know about the PH-U.S. Mutual Defense Treaty even before the survey was higher among those who were previously aware of the PH-China dispute in the West Philippine Sea, at 54%, compared to those who learned about the PH-China dispute only during the interview, at 14% [Chart 10].
The survey also found that previous awareness about the PH-US Mutual Defense Treaty was highest among those with extensive knowledge about the PH-China dispute in the West Philippine Sea (73%), followed by those with adequate knowledge (57%), those with only a little knowledge (49%), and those with very little knowledge (36%) [Chart 11].
Belief in the U.S. defense commitment is stronger among those previously aware of the PH-China dispute in the West Philippine Sea
The proportion of those who believe that the U.S. will defend the Philippines in case of an invasion by another country was higher among those previously aware of the PH-China dispute in the West Philippine Sea, at 67% (35% strongly believe, 32% somewhat believe), compared to those who became aware of the PH-China dispute only during the survey, at 36% (15% strongly believe, 21% somewhat believe) [Chart 12].
Belief in the U.S. defense commitment was higher among those with extensive knowledge about the PH-China dispute in the West Philippine Sea (82%), compared to those with adequate knowledge (40%), only a little knowledge (49%), and very little knowledge (36%) [Chart 13].
Survey background
The June 2018 Social Weather Survey was conducted from June 27-30, 2018 using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).
The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2018 to obtain the national estimates.
The Social Weather Survey items on people’s opinion about the PH-US Mutual Defense Treaty were non-commissioned. They were included on SWS's own initiative and released as a public service.

The proportion of those who believe that the U.S. will defend the Philippines in case of invasion by another country was highest in Balance Luzon at 70%, followed by Metro Manila at 64%, Visayas at 54%, and Mindanao at 48% [Chart 7].
It was higher in overall urban areas at 66%, compared to overall rural areas at 56%.
It hardly varied by class, ranging from 60% to 65% [Chart 8].
It was slightly higher among elementary graduates and above, ranging from 61% to 69%, compared to non-elementary graduates at 53% [Chart 9].
Higher awareness of the PH-U.S. Mutual Defense Treaty among those previously aware of the PH-China dispute in the West Philippine Sea
The proportion of those who know about the PH-U.S. Mutual Defense Treaty even before the survey was higher among those who were previously aware of the PH-China dispute in the West Philippine Sea, at 54%, compared to those who learned about the PH-China dispute only during the interview, at 14% [Chart 10].
The survey also found that previous awareness about the PH-US Mutual Defense Treaty was highest among those with extensive knowledge about the PH-China dispute in the West Philippine Sea (73%), followed by those with adequate knowledge (57%), those with only a little knowledge (49%), and those with very little knowledge (36%) [Chart 11].
Belief in the U.S. defense commitment is stronger among those previously aware of the PH-China dispute in the West Philippine Sea
The proportion of those who believe that the U.S. will defend the Philippines in case of an invasion by another country was higher among those previously aware of the PH-China dispute in the West Philippine Sea, at 67% (35% strongly believe, 32% somewhat believe), compared to those who became aware of the PH-China dispute only during the survey, at 36% (15% strongly believe, 21% somewhat believe) [Chart 12].
Belief in the U.S. defense commitment was higher among those with extensive knowledge about the PH-China dispute in the West Philippine Sea (82%), compared to those with adequate knowledge (40%), only a little knowledge (49%), and very little knowledge (36%) [Chart 13].
Survey background
The June 2018 Social Weather Survey was conducted from June 27-30, 2018 using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).
The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2018 to obtain the national estimates.
The Social Weather Survey items on people’s opinion about the PH-US Mutual Defense Treaty were non-commissioned. They were included on SWS's own initiative and released as a public service.

Negros Occidental is getting an additional company of elite Special Action Force troopers, regional police spokesperson Supt. Joel Malong said yesterday.
But Malong said they have no idea yet as to the date of the arrival of the SAF troopers in Negros Occidental.
At present, there are three SAF companies being supervised by 6 th Special Action Battalion of the PNP stationed in northern Negros, who assist the internal security operation of the Army’s 303 rd Infantry Brigade.
A company-sized SAF unit is composed of 80 to 100 personnel.
The deployment of more troops in Negros was contained in Memorandum Circular No. 32 issued by Malacañang to suppress the “growing violence and acts of terror”, of the New People’s Army in Negros Island.
The Philippine Army is also set to add more troops in Negros, although it had established earlier a tactical command post of the Bohol-based 302 nd Infantry Brigade in Tanjay City, Negros Oriental.
In line with the 50 th founding anniversary of the Communist Party of the Philippines, the Negros Occidental Police Provincial Office also placed its maneuver forces on heightened alert for any possible tactical engagement with the New People’s Army that has been ordered to escalate attacks on government and prized civilian targets.
Police stations were also placed in active defense posture to strengthen defenses against communist rebels’ attacks.
PNP chief Oscar Albayalde said in a statement that the order of CPP founding chairman Joma Sison to its armed wing, the New People’s Army (NPA) exposed anew the culture of lies, deception and violence of the aging underground movement in its 50-year rebellion to wrest power from government.
Albayalde added that the CPP-NPA has found a convenient excuse in the Congressional approval of the martial law extension in Mindanao as reason to stage further hostilities against government and civilian targets, even as it declared earlier the 5-day yuletide ceasefire to trick government into reciprocating the CPP/NPA a farce and a sham gesture of goodwill.
While the PNP maintains a stiff and decisive stance against the CPP-NPA, Albayalde said they are keeping the doors open to all rebels who were deceived by the false promise of a just society under communist rule, and now want to lead normal lives with their families.
The government is offering a life-changing opportunity for individual rebel returnees through a livelihood package with added compensation for surrendered firearms under the Enhanced Comprehensive Local Integration Program or E-CLIP, the strategic flagship program to pursue the government’s peace and development agenda, he added.

This was the response of Col. Benedict Arevalo, 303 rd Infantry Brigade commander, who supervises two Army battalions in Negros, to the order of the Communist Party of the Philippines to launch nationwide attacks on government forces, despite its declaration of a four-day ceasefire.
Arevalo said that the order of CPP to attack government forces confirms that the CPP, to include their legal fronts – the National Democratic Front – are in cahoots with the NPA.
Earlier he had asked Negrenses to condemn the NPAs and their affiliated bogus human rights groups, stressing that they are trying to make fools of the Filipino people by making them believe that they are real advocates of human rights.
Arevalo enjoined the people to condemn, not only the NPA, but also the CPP and NDF, who are trying to hide under the cloak of legality. He stressed that the people should be aware of their revolutionary dual tactics, including the use of the law against the government, and getting into the government to destroy it from within.
The CPP is marking its 50 th founding anniversary on Dec. 26. The four-day ceasefire starts Dec. 24 to Dec. 26 and Dec. 31 to Jan. 1 next year.
Arevalo said that communist rebels have been attacking not only the military or police, but also innocent and helpless civilians whom they murder cold-bloodedly and admits doing it.
He added that they should not make an excuse for their atrocities by saying it’s because of the extension of martial law.

EASTERN SAMAR, Philippines (UPDATED) – A sleepy central Philippine town erupted in joy on Saturday, December 15, as bells looted from its church more than a century ago by vengeful US troops were turned over to the community, and rang once again on their home soil.
Children waving bell-shaped signs and tearful residents in Balangiga welcomed home the 3 bells that are a deep local source of pride, and which the US flew to Manila this week after decades of urging by the Philippines.
"Nobody, but nobody, can claim a singular credit for the generous act of the Americans," Philippine President Rodrigo Duterte said after ringing one of the bells before a crowd of thousands that included US and church officials.
"The bells are returned. The credit goes to the American people and to the Filipino people – period," he said, striking a rare positive tone regarding the nation's former colonial master.
American troops carted away the bronze objects as trophies, after razing the town and killing potentially thousands of Filipinos, in reprisal for a surprise 1901 attack that left 48 of their comrades dead.

"It's not just me but the whole town is walking in the clouds because the bells are finally with us," 81-year-old Nemesio Duran told Agence France-Presse (AFP).
"We are the happiest people on Earth now," he added, noting he is descended from the boy who rang one of the bells, long said to have signalled the attack on the Americans.
The return of the bells prompted a massive street party in Balangiga with singing, children waving bell-shaped placards and even vendors selling wooden souvenir bells and T-shirts.
'We can never forget'
Yet Saturday's handover ceremony took place far from the town plaza that holds a monument with statues of the American soldiers having breakfast as the Filipino revolutionaries raise their machetes at the start of the onslaught.
Manila had pushed for the bells' return since at least the 1990s, with backing from Philippine presidents, its influential Catholic Church and supporters in the United States.
But the repatriation was long held back by some American lawmakers and veterans who viewed the bells, two of which were in the US state of Wyoming and the third at a US base in South Korea, as tributes to fallen soldiers.
A confluence of factors earlier this year, that included a key veterans' group dropping its opposition, culminated in the bells landing in Manila aboard a US military cargo plane on Tuesday for a solemn handover.
Duterte, 73, bluntly called on Washington in a 2017 speech: "Give us back those Balangiga bells. They are not yours."
His arrival in power in mid-2016 was marked by moves to split from Manila's historical ally and former colonial master the United States.

"Let me be very clear on this: There are some who are front loaders and pedantic in the government. The bells are returned and it was really because of the fervent prayers of the entire Filipino nation," Duterte said.
"But nobody can claim a singular credit for the generous act of the Americans. The bells are returned. The credit goes to the American people and to the Filipino people. Period," the President added.
The Balangiga bells arrived in Manila on December 11, after making a stopover in Okinawa, Japan, where the two bells in Wyoming, USA, and the bell in South Korea were reunited.
'Vibrant' US-PH relations
Duterte also said that the return marks a "vibrant chapter" on the bilateral relations between Manila and Washington.
The Balangiga Bells were used to signal a historic siege during the Philippine-American War in 1901, where Filipinos killed 48 out of 74 US troops.
In revenge for the US' worst single defeat in the Philippines, the American forces led the Balangiga Massacre, where about 2,500 Filipinos were killed.
The bells were taken as war spoils.
The bells' return, Duterte said, is a "restoration of Filipinos' dignity."
"I am sure that our ancestors are celebrating with us here on this remarkable victory. And that it does not only bring back the glory of the town, but also contributes to the full restoration of our dignity as a Filipino," he said.
Long process
Duterte was not the first president to ask Washington to return the bells. In 1994, then-president Fidel Ramos requested the same from his US counterpart, Bill Clinton, but to no avail.
In 2014, more than 3,000 online petitioners also urged the US to return the Balangiga Bells. When then-US president Barack Obama visited the Philippines that year, however, the US leader made no mention of the matter.
Duterte first demanded for the return of the bells during his second State of the Nation Address in 2017. The statement was made in the presence of US Ambassador to the Philippines Sung Kim.

Seven pro-ISIS militants, including a sub-leader, were killed in ferocious battle between Philippine Marines and Abu Sayyaf in the southern island of Minis, officials announced Saturday.
Ten other people surrendered to soldiers, according to Rear Admiral Rene Medina, commander of the Naval Forces Western Mindanao, adding, the fighting, which occurred Thursday, also killed a soldier and left 3 others wounded.
The Western Mindanao Command earlier said 3 militants were slain in the battle after troops clashed with about 50 Abu Sayyaf gunmen on the island off Sulu’s Patikul town.
Medina said members of the 62nd Marine Company under Colonel Armel Tolato responded to intelligence reports received from the military’s Joint Task Force Sulu on the presence of militants in the area. He said several vessels and a helicopter provided sea blockade and aerial support to ground troops, including elite members of the Special Operations Platoon 1 and a SEAL team.
“Sea denial is now being enforced by the Fleet-Marine team over the sea waters of Minis Island to avoid escape and enemy reinforcement while NAVSOU (Naval Special Operations Unit) and MARSOU (Marines Special Operations Unit) hunts down the Abu Sayyafs in the mangrove area of the island,” Medina said.
“The neutralization of the Abu Sayyafs was a result of the commitment and continued monitoring activity of the government troops in Western Mindanao. The public is assured that the Armed Forces of the Philippines, particularly the Fleet-Marine troops will continue to exercise vigilance in ZAMBASULTA (Zamboanga Peninsula, Basilan, Sulu and Tawi-Tawi provinces) area to preempt any activities brought by the Abu Sayyaf group and other lawless terrorist groups that threatens the peace, stability and development in the area,” he added.
Lt. Gen. Arnel dela Vega, the regional military commander, said he ordered security forces to intensify the offensives against the pro-ISIS group, who is holding several foreigners and Filipinos kidnapped in the South and in Sabah. “The Joint Task Force Sulu continues to intensify the conduct of offensives against the Abu Sayyaf to neutralize the bandits. All measures are now being undertaken in accordance with the rules of engagement, and with the support of the local government and the populace,” he said.
Dela said they were saddened by the loss of a brave soldier. “We are deeply saddened by the news that another gallant soldier was killed during the encounter of our troops with the Abu Sayyafs bandits. Rest assured that we will extend all sorts of assistance to the bereaved family,” he said.
There were no reports if any of the hostages had been spotted on the island.

Ayon kay Datu Bawang Eddie Ampiyawan, IPMR ng Agusan del Norte, isang peace rally ang kanilang isinagawa dahil gusto nilang isiwalat ang kasamaan, kasinungalingan at pang-aabuso ng NPA sa mga katutubo.
“Sila (NPA) ang totoong umaabuso. Dahil sila ay pumapatay o pumatay sila sa mga katutubo na wala man lang kadahilanan lalu na sa mga lider namin. Gusto naming ipanawagan sa ating Pangulong Duterte na sana tuldukan na niya o tapusin na niya ang CPP-NPA-NDF. Hanggat may NPA pa lalu na dito sa ancestral domain sa tribu walang katahimikan, walang kapayapaan lalu na walang mangyayaring magandang kinabukasan sa mga katutubo,” pahayag ni Datu Ampiyawan.
Nakiusap din si Datu Ampiyawan sa pamahalaan na palakasin ang pagpapatupad ng seguridad dahil na rin sa patuloy na banta ng terorismo sa Mindanao.

“Para sa amin na nanggaling sa CPP-NPA-NDF, alam namin na ang pag-martsa sa December 10 ng mga teroristang komunista ay paglinlang lamang sa masa, pero itong martsa/rally na ginagawa namin ngayon ay hindi paglinlang sa masa kundi isang recovery sa mga dati ng nalinlang at sumama sa grupo,” sabi ni Tatay Boom.

Ang nasabing center ay proyekto ng provincial government ng Agusan del Norte at ng Department of the Interior and Local Government (DILG) sa ilalim ng enhanced comprehensive local integration program o E-CLIP ng pamahalaan na layong matulungang magsimula muli ang mga dating miyembro ng New People’s Army (NPA) na nagbalik loob sa gobyerno.
Ayon kay BGen. Franco Nemesio Gacal, Brigade Commander ng 402nd Brigade, Philippine Army, bibigyan din ng kabuhayan ang mga dating rebelde para may mapagkakitaan sa kanilang pagbabagong buhay.
Dagdag pa ni BGen. Gacal na magpapatayo din ng isa pang halfway house ang planong itayo ng local government unit ng Butuan bilang tugon na rin sa kagustuhan ng gobyerno na maging aktibo ang lokal na pamahalaan sa pagtulong sa re-integration program ng former rebels.

Members of the Philippine Army under the 81st Infantry Batallion (IB) are preparing the youth with skills as nation builders and future leaders in the series of leadership seminars they are conducting in collaboration with the local government units (LGUs) in Ilocos provinces.
Lt. Col. Charles DZ Castillo, commander of army’s 81st IB, said their unit is initiating the conduct of the series of Youth Leadership Summit (YLS) in the provinces of Ilocos Norte, Ilocos Sur, and La Union to enhance the potential of the youth to become responsible citizens and catalysts in advocating peace and development.
“We are conducting this program to develop the youths’ awareness on their integral role in nation-building by instilling to them the spirit of patriotism, nationalism and social responsibility as well as the modus of Communist CPP-NPA Terrorist (CNT) infiltration. In this manner, our youths will be insulated from the radicalization efforts of the CNTs,” said Castillo.
He said the latest YLS conducted by his unit was held in Pagangpang National High School in Barangay Pagangpang, Galimuyod, Ilocos Sur from Nov. 30 to Dec. 2.
The 3-day seminar dubbed as “1st Inter-Barangay Youth Leadership Summit 2018” anchored with a theme, “Youth of Today, Leaders of Tomorrow,” was conducted by the 81st IB in partnership with the LGUs of Candon City and Galimuyod, both in Ilocos Sur.
A total of 72 youths from Barangay Bugnay of Candon City and Barangays Legaspi, Sacaang, McKinley, and Pagangpang, all residents in Galimuyod town have finished the seminars.
Aside from presentations on leadership skills, the participants were also given topics on “responsible use of social media” with staff from the Philippine Information Agency Region 1 as speaker and basic human rights with members of the Philippine National Police (PNP) as lecturers.
Earlier, series of YLS were also held in San Emilio, Ilocos Sur; in Ilocos Norte and in Santol, La Union. After each summit, the youth participants elected their leaders, political officers, and committee members.
“We had connected these youths to the different government agencies so they will appreciate what their government is doing for them and to emphasize that there is no need for them to overthrow the government as what the CNTs taught to them,” said Castillo.
“We also call upon these misguided individuals to stop recruiting these youths, instead lay down their arms, return to the folds of the law and live a productive life. Your army will continue to advocate peaceful resolutions of the internal security problem.” he added.

The forum discussed the current peace and order situation in Maguindanao, the 6th ID program on preventing and countering violent extremism, the campaign against illegal drugs and election-related activities, among others.
“We need to share these lines of efforts with our civilian partners so we can do more with communality,” 6th ID Commander Maj. Gen. Cirilito Sobejana, said.
The forum was attended by local leaders of Datu Odin Sinsuat, Datu Anggal Midtimbang, Talitay, Talayan, Guindulungan, Datu Saudi Ampatuan, Datu Salibo, Datu Piang, Mamasapano, Rajah Buayan, Sultan Sa Barongis, Datu Unsay, Datu Hoffer, and Ampatuan.
Major Rico Lapura and Lt. Col. Ciriaco Lomas-e of the offices of G2 and G3 of 6th ID, respectively, discussed the situation and military operation updates under their areas of responsibility particularly in the province of Maguindanao.
Lt. Col. Markton Abo of the office of G7, on the other hand, discussed the programs on preventing and countering violent extremism, which is prevalent in the province.
Meanwhile, Maguindanao Police Provincial Office Deputy Director for Administration, Superintendent Ganaban Ali presented the peace and order updates in the province while Cielito Llano of the Philippine Drug Enforcement Agency of the Autonomous Region in Muslim Mindanao apprised the participants on the agency’s campaign against illegal drugs.
The participants were also provided inputs on the latest information about the upcoming 2019 election through Maguindanao Provincial Election Supervisor Atty. Udtog Tago.
MGen. Sobejana urged local leaders and other civilian stakeholders attending the forum to have an active role in the peace and order efforts of the military.
“We, in the Armed Forces of the Philippines, are not above you nor below you, but always beside you to help one another in resolving the problems in the community,” he said.
Sobejana said the forum was the first of the series in Maguindanao especially in getting together local officials and leaders to promote peace.

A New People's Army (NPA) couple originally from Mindanao got reunited after they surrendered separately to authorities in Nueva Ecija.
In a report published by Kalinaw News, former rebels Allan and Rose, not their real names, surrendered to the Philippine Army's 7th Infantry Division units in Nueva Ecija a few months ago.
The two were unaware of the whereabouts of each other until they were reunited for the Christening of their daughter by the Army units they once fought against.
Philippine Army Commanding General Lt. Gen. Macairog Alberto acted as ‘Ninong’ in the Christening of their daughter, Rowena, along with other officials of the 7th Infantry Division on Saturday.
In a speech, 7th Infantry Division commander Maj. Gen. Filemon Santos made an appeal to other rebels to lay down their arms and be with their loved ones this Christmas.
“I am so touched with their reunion and delighted that their little girl will live a normal life and grow up in a normal society. Finally, her parents are together and they will celebrate the Yuletide Season as a family,” Santos said.
The couple last saw each other eight months ago after being separated by their NPA commanders.
“Rose” was initially captured in Rizal, Nueva Ecija together with three other female NPA members. She has since expressed her desire to surrender and be with her daughter.
“Allan” on the other hand escaped from his group after an encounter and then recently surrendered to authorities.

BALANGIGA, Eastern Samar -- Top officials of the Roman Catholic Church said the return of the Balangiga Bells, which were taken as war booties 117 years ago, signified friendship, respect and peace.
Aside from strengthening the faith of the people of Balangiga, returning the artifacts to its rightful place is an event that promotes good relationship between the Philippines and the US, said Catholic Bishops Conference of the Philippines President and Davao Archbishop Romulo Valles.
“The bells’ repatriation underlines deeper appreciation of respect and friendship. This joyful event will strengthen the faith of people since this is part of their heritage and treasure,” Valles said in an interview before the handover ceremony Saturday afternoon.
Borongan Diocese Bishop Crispin Varquez said the three bells mattered a lot to the faith of the people since these are used to call people to come to church to attend masses.
“This is a symbol of peace and reconciliation and remind us that we have to move on from the Balangiga Encounter. We will care them as a precious legacy to the heroism and courage of our forefathers,” Varquez said.
After 117 years of being under the custody of the US government, there will be symbolic ringing of the bells during the mass on Saturday night, Varquez said.
The Balangiga Encounter happened on Sept. 28, 1901, when residents, led by Valeriano Abanador, initiated an attack against US soldiers. The villagers killed 54 American soldiers using bolos.
It was the biggest defeat of the foreign troop during the Philippine-American war. About 2,500 Filipinos were killed in the US retaliatory attack.
The Americans took the Balangiga bells after they turned the town into a “howling wilderness”.
Two of the three bells used to be enshrined at the Warren Air Force Base in Cheyenne, Wyoming while the third bell was at Camp Red Cloud in South Korea.

The death toll of the Abu Sayyaf Group (ASG) bandits in the latest firefight with government troops in Sulu has increased to seven, a Navy official said Saturday.
Three ASG bandits were reported killed in the firefight that happened on Thursday on Minis Island, Patikul, according to Rear Adm. Rene Medina, Naval Forces Western Mindanao (NFWM) command chief.
Medina said the deaths of the other four ASG bandits were confirmed when the troops scoured the clash site after the fighting ended hours later.
Medina said that a soldier was killed while three others were wounded during the firefight. They belong to the 62nd Marine Company of the Philippine Marine Ready Force-Sulu.
The wounded and the only casualty on the government side were taken to a military hospital in Jolo, Sulu and later transferred to a similar facility in this city.
Medina said the firefight broke out when the Marine troops swooped down the position of some 50 ASG bandits at a mangrove area on Minis Island.
Three ships that included a patrol craft, a landing craft, and a multi-purpose attack craft, with elite troop aboard were involved in the 2:25 a.m. operation.
Medina said 10 people, who happened to be at the clash site at that time, surrendered to the troops. Several firearms and other war materials were also recovered from the clash site.
“The neutralization of these ASGs was a result of the commitment and continued monitoring activity of the government troops in the Western Mindanao Area of Responsibility,” the navy official said.
