THE Philippine National Police and the Philippine Army in Panay are monitoring possible consolidation of rebel platoons as the 50th founding anniversary of the Communist Party of the Philippines (CPP) on Dec 26, 2018 nears.
Chief Superintendent John Bulalacao, Western Visayas police chief, said they remain on full alert to thwart any possible atrocities from the New People’s Army (NPA), the CPP’s armed wing.
Lieutenant Colonel Sisenando Magbalot Jr., 61st IB commander, said they are anticipating that small NPA platoons would merge to conduct harassment activities.
In fact, both Bulalacao and Magbalot believe that the group that Army troops encountered in Janiuay, Iloilo on Dec. 9 could have been planning to mount attacks in central Iloilo.
There was no body count but Magbalot believed that some rebels were injured, if not killed in the clash.
Soldiers recovered two M16 Armalite rifles, four improvised explosive device (IEDs), seven backpacks with personal belongings, an NPA flag, a laptop, and subversive documents with high intelligence value.
Authorities believed the rebels are up to something with the recovered IEDs.
“The encounter yesterday shows that there is an active movement of NPA in the area,” Bulalacao said.
Aside from being on guard for the NPA anniversary, Bulalacao said the rebels have planned to get even with the police after the deaths of seven ranking NPA Komiteng Rehiyon Panay in Antique province on Aug. 15, 2018.
“They are just looking for the opportune time to attack the police stations. This is one of the reasons why we are still on full alert status,” he said.
Meanwhile, Colonel Alberto Desoyo, commander of the 301st Infantry Brigade, said they have yet to analyze subversive documents recovered during the encounter.
But he believed that it would cripple the ongoing NPA’s tactical offensive plans.
The CPP has declared a temporary unilateral ceasefire for the Holidays and for their 50th year anniversary.
The CPP announced that its armed wing, the NPA, and people’s militias were ordered to cease and desist from undertaking offensive military operations starting 12:01 a.m. of December 24 until 11:59 p.m. of December 26, 2018, and from 12:01 a.m. of December 31 until 11:59 p.m. of January 1, 2019.
But Armed Forces of the Philippines earlier said it is not likely to reciprocate CPP’s declaration.

A Philippine Army official railed against “bogus human rights groups” as he called on Negrenses to condemn human rights violations of communist rebels.
The Army joined on Monday the global observance of the 70th anniversary of the adoption of the Universal Declaration of Human Rights.
Public condemnation of the human rights violations perpetrated by the New People’s Army will “pressure them to put an end to their violence and terroristic acts,” said Colonel Benedict Arevalo, commander of the 303rd Infantry Brigade based in Murcia, Negros Occidental.
“Let us also condemn the bogus human rights groups who are trying to fool us,” said the Army official.
In this capital city, militant groups Bagong Alyansang Makabayan, Karapatan and their allied organizations held a rally Monday afternoon to mark the International Human Rights Day.
Left-leaning human rights groups and their affiliate organizations “use lies and deception to discredit the government and manipulate people’s mind,” Arevalo said.
“Several, if not many of them, are bogus human rights advocates,” the Army commander said. “Not all who shout ‘human rights’ are genuine advocates.”

Eight followers of the Abu Sayyaf Group (ASG) have surrendered to the government troops in Sulu province in the Southern Philippines.
The Western Mindanao Command's Public Information Office (WestMinCom PIO) said the eight ASG members surrendered to the troops of the 2nd Special Forces Battalion under the Joint Task Force Sulu in Talipao around 10:30 a.m. on Thursday, Dec. 6, 2018.

At about 0001 hrs on 5 Dec 18, about 20 men believed to be from the Sulu-based Abu Sayyaf Group (ASG), armed with firearms, boarded the boat from speed boats painted green with grey, and powered with double engine.
It was reported that the group abducted three crew (one Malaysian and two Indonesians) and arrived at Laminusa Island, Siasi Municipality, Sulu Province on 6 Dec 18, before proceeding to So Dumlog, Brgy Likud, Pata, Sulu Province on 7 Dec 18. The Joint Task Force Sulu is exerting an all-out effort to establish the status, condition and location of the alleged kidnapped victims.

The first actual incident occurred on board fishing trawler, Sri Dewi 1 on 11 Sep 18 where two crew were abducted in Semporna waters, off Sabah. Of the two abducted crew, one of them was rescued by the Philippine authorities on 5 Dec 18.
As the threat of abduction of crew in the Sulu-Celebes Seas and waters off eastern Sabah remains, ReCAAP ISC maintains its advisory issued via the ReCAAP ISC Incident Alert dated 21 November 2016 to all ships to reroute from the area, where possible. Otherwise, ship masters and crew are strongly urged to exercise extra vigilance while transiting the Sulu-Celebes Seas and eastern Sabah region, and report immediately to the Centres listed in the Incident Alert.

A member of the terrorist organization Abu Sayyaf Group (ASG) has been convicted for the 2001 raid at the Island Garden City of Samal in Davao del Norte that resulted in the death of two resort personnel, the Department of Justice (DOJ) said Monday.
HasimAlibasaRadjuli alias “Hasseim” was found guilty of murder for the death of Pearl Farm Beach Resort security guard Jimmy Culam. He was likewise found guilty of homicide for the death of resort employee Rolando Jara.
Taguig City Regional Trial Court (RTC) branch 266 Presiding Judge MarivicVitor gave weight to the testimony of state witness JulashreyAbtani, Radjuli’s fellow ASG member who was with him during the May 23, 2001 assault of the resort.
“In the instant case, the prosecution, through the testimony of eyewitness Julashrey Abtani had established beyond reasonable doubt that the persons killed were JummyCulam and Rolando Jara,” ruled the court.
Because of this, the court sentenced Radjuli to suffer the penalty of reclusion perpetuafor murder and ordered to pay the heirs of Culam P75,000 as civil indemnity, P75,000 as moral damages, P75,000 as exemplary damages, and P50,000 as temperate damages.
Radjuli, meanwhile, was also sentenced to suffer imprisonment ranging from eight years and one day up to 14 years, eight months, and one day for the death of Jara. He was also directed to pay Jara’s heirs P50,000 as civil indemnity, P30,000 as moral damages, P30,000 as exemplary damages, and P25,000 as temperate damages.
The court cannot consider the death of Jara as murder since “Abtani never explained in his testimony how Rolando Jara was killed.”
The court noted the police statement that after the ASG raid, “Rolando Jara was found to be seriously injured and who died upon arrival at the hospital.”
On the other hand, the court acquitted Radjuli of piracy for forcibly taking the vessel MV Teresita 2 which the ASG used in their escape from the resort.
The court pointed out that the testimonies of Rolando Basalo and Wennie Duran, who were taken and forced to operate the vessel, were “indirect contrast to that of state witness JulashreyAbtani who said that the two were first seen at MV Teresita 2 and that they were not at all intimidated by the Abu Sayyaf Group when they were convinced to steer the MV Teresita 2 for the Group.”
In his testimony, Abtani said there were 23 members of the ASG, led by NadzmiSabdullah alias Commander Global, who raided the resort for the purpose of abducting foreigners.
But Abtani said the operation was aborted due to a snag when their vessel called a “kumpit” hit a rock and ran aground.
Abtani recounted that Culam who noticed them approached and accosted the group.
When the guard saw that they were heavily armed, he tried firing at the group.
Abtani said Commander Global ordered his men to attack the security guard.

Wanndy was killed in an air strike in Syria in 2017.
A 26-year-old Malaysian working as a van driver for a factory was arrested in Bedong, Kedah for his involvement in the transfer of funds to a JAD cell involved in a string of attacks on police stations in Central Java in April 2017.

The sting operation - conducted from Nov 19 to 28 in Kelantan, Selangor, Sabah and Kedah - netted a total of five Malaysians and two Filipinos.
"The suspect is a member of Abu Sayyaf Group who was involved in at least three serial kidnappings in southern Philippines and Sabah,” said Fuzi in a statement.
"(He) is listed as an individual who is wanted by the Eastern Sabah Security Command to help in investigations in criminal cases in the Eastern Sabah Security Zone (Esszone),” he added.

Franco Ver Lopez, 303IB Civil Military Operations officer, yesterday said that program was initiated by the management of Mambukal Mountain Resort and it aims to build pocket libraries around the resort in order to provide easy yet free access to reading materials about nature and the environment.
Lopez said the pocket libraries were donated by employees of Land Bank of the Philippines.
The launching was headed by Ellen Marie Jalandoni, Resort manager, with Board Member Alain Gatuslao and Col Benedict Arevalo, 303rd Infantry Brigade commander, among the guests.
Jalandoni announced on Saturday that the resort will now be referred to as a Mountain Resort considering that it is located within the vicinity of Mount Kanlaon.
One of the highlights of the program was the inauguration of the new icon of the resort fondly called “Mambu the Bat” which is a giant replica of a large flying fox bat, one of the largest bats in the world.
The bat’s wingspan averages about 1.5 meters, while forearm lengths range from 180mm to 220mm and body weight ranges from 0.6 to 1.1 kg, with sports long pointed ears that resembles fox or dog-like features. The resort’s forest is home to around 10,000 bats.
Mambukal Mountain Resort, as one of the top ecotourism destination in Negros Occidental, focuses on a conservation program that is centered on the appreciation of nature.
It is also the venue of environmental awareness, sustainability, conservation and protection targeting guests from both local and foreign.
Arevalo expressed the strong support of the 303IB to the Conservation Program.
Arevalo said in a statement that from serving the people and securing the land, Army also epitomizes environmental preservation and conservation through protection of animals and its natural habitat and sanctuary.
This emphasizes the strong commitment of the Armed Forces, not only in fulfilling its core purpose, but also in protecting the environment, especially because the resort is adjacent to the military reservation where the headquarters of the 303rd Infantry Brigade is located.

There will be no yuletide truce with the New People’s Army in Negros island, a ranking military official said yesterday.
“It’s business as usual for us,” Col. Benedict Arevalo, who is the Army’s 303rd Infantry Brigade commander, stressed.
The Communist Party of the Philippines issued a statement on Dec. 3 declaring a four-day ceasefire against government forces, in observance of the yuletide season.
The unilateral declaration of temporary ceasefire takes effect midnight of Dec. 24 to 11:59 p.m. of Dec. 26, and midnight of Dec. 31 to 11:59 p.m. January 1 next year.
Arevalo said that ceasefire days declared by the CPP-NPA are not really critical dates for them, as he noted that the communist rebels perform their atrocities before and after those dates.
The CPP is marking its 50th founding anniversary on Dec. 26.
Arevalo stressed the importance of pre-empting the CPP-NPA atrocities, and reminded government troops, including the police, to be always on alert, and be aggressive in running after the communist terrorist group.
He enjoined Army personnel that when on break, they should enjoy their time with their families, and for those on duty to focus on the mission of neutralizing the NPA rebels.
With this temporary unilateral ceasefire declaration, the CPP statement said that AFP soldiers and PNP personnel can also take a brief leave from their incessant but mostly fruitless military offensives, to visit their families during the holidays.
Those who wish to visit their families and friends in areas within the guerrilla territories of the NPA can do so freely, so long as they have not committed any crime, and there are no outstanding warrants for their arrest, it added.
But the CPP reminded all NPA units and commands to stay on alert for active defense mode during this temporary ceasefire period.

TALAINGOD, Davao del Norte (PIA) - How he wishes for unity and for peace. He is now 25 years of age and Awing Apuga wants to see his fellow members of Ata-Manobo tribe come back, till their ancestral lands and take care of their families.
“Kami mga lumad ang gusto namo makab-ot ang kahusay ug kalinaw para sa among lugar." (We, the indigenous people, want peace and order in our land.)
Apuga strongly expressed such desire during the Municipal Peace and Order Council (MPOC) Meeting at Talaingod Sangguniang Bayan Session Hall last month at the height of calls of Ata Manobo elders to close the Salugpungan Igtatanu Igkanugon Learning Centers known in Ata-Manobo sitios as “salugpungan”.
Claiming to previously serving as a salugpungan teacher, Awing is the son of Datu Guibang Apuga, a former Ata-Manobo New People’s Army (NPA) commander for 30 years.
Awing noted that Ata-Manabo communities especially in areas where salugpungan schools are located were breaking up as family heads have gone elsewhere joining protest rallies allegedly organized by teachers of salugpungan schools.
“Wala na sila nakatanum ug ensakto para sa ilang mga anak. Naa na sila nagapondo sa mga syudad. Ang problema namo diha ma’am kung sila manguli, asa pa kaha sila makapangita pagkaon nila para sa pamilya?" (They’re no longer tilling their lands for their children; they’re staying in cities. Our problem is that when they go home, where would they find food for their families?) he said.
In a separate statement during the Municipal Peace and Order Council (MPOC) meeting, Datu Guibang Apuga decried the salugpungan schools for allegedly causing the disintegration of Ata-Manobos as some of them go elsewhere joining anti-government activities.
“Ang ubang mga babaye ginagamit sa rally, ang ubang lalaki, gigamit sa pwersa kabilang grupo (Women were used to join rallies; men were used in forces of another group,” he said referring to the NPA.
He was speaking in Ata-Manobo dialect translated by Dexter May-as, who was recognized by the MPOC as an interpreter. “Gusto nga mapa undang ang eskwelahan para maundang ang kasamok aron dili matibulaag ang katawhan ug miembro sa among tribo. (We want this school to stop, to end the chaos so our people won’t get dispersed),” he said.
His appeal was the content of a letter he sent to the municipal government of Talaingod that was taken up during the MPOC meeting on November 16. Along with other tribal leaders of the Ata-Manobo Council of Elders, his call echoed far and wide, and reached the provincial government of Davao del Norte during the arrest on November 28 of former Bayan Muna Rep. Satur Ocampo and ACT Teachers Rep. France Castro.
The pair were arrested along with 16 other "activists" on November 28 for alleged kidnapping and trafficking of minors in Talaingod, Davao del Norte. Ocampo and Castro, however, denied the charges.
Ocampo, Castro and the 16 other respondents were released on December 1 after posting bail.
In a statement released on December 3, Davao del Norte Governor Anthony G. del Rosario said the arrest “exposed the wiles of the leftist organizations in using the IPs to push their own agenda.”
Del Rosario supported the calls of the Ata-Manobo, saying “the authorities and tribal leaders have since decried how the salugpungan schools are used in the anti-government propaganda of the leftist organizations and training ground for their armed struggle.”
In the same statement, Del Rosario enumerated some programs that the provincial government has put in place in Talaingod and the plans it has drawn to deliver the needed services of the Ata-Manobos. “We cannot allow few cunning individuals to mar our development momentum in the Lumad municipality."
"I invite the leftist organizations to stop exploiting our poor lumads and start working closely with the government in genuinely advancing the rights, protection, welfare and development of our IP people,” he said.

Troops of the Philippine Army’s 61st Infantry Battalion launched a successful operation against some 20 members of the New People’s Army (NPA) Sunday as the latter gears for 50th founding anniversary of the Communist Party of the Philippines (CPP) on December 26.
The operation was launched at the rebel’s temporary harboring site at Zone 6, Barangay Canauilihan, Janiuay, Iloilo, Lt. Col. Sisenando Magbalot Jr., commanding officer of the 61IB, said in an interview Monday.
The encounter started around 6:30 a.m. It was an "intermittent" firefight that lasted past 10 a.m., he said.
“We have received reports that they are encamping at the area for more than a week already and they are making it their temporary harboring as they are planning to celebrate their anniversary, so we conducted operation against them,” he added.
Army troops have been pursuing the rebels as they move toward the nearby village of Trangka, Maasin, passing by the river that separates the two towns. The encounter site is also a kilometer away from the province of Antique.
Magbalot said no one was hurt from the government side while several rebels are believed to have been wounded because of the traces of blood found in the area.
The rebels were identified as members of the Central Front Committee’s Sangay ng Partido sa Platoon (SPP) Baloy.
Magbalot said the rebels are initially planning to harass the detachment sites of the Citizen Armed Force Geographical Unit (CAFGU) and municipal police station of Maasin town.
Recovered from the encounter site are four improvised explosive devices, two M-16 Armalite rifles, seven backpacks with personal belongings, laptop, subversive documents with high intelligence value, and a flag.
“This confirms that they are planning to celebrate their anniversary there. They will harass a detachment as part of their anniversary celebration, so they will have an accomplishment to discuss but it was a foiled plan for their 50th anniversary,” he said.
While a pursuit operation was ongoing against the 20 rebels, Magbalot said they encountered another more or less 10 rebels about an hour and a half kilometer away from the first encounter site.
He said they suspect the rebels belong to different group that just wanted to mislead them while they are conducting pursuit operations.
Magbalot appealed to the public to be vigilant and provide them information if they happen to monitor similar concern in their area, especially now that rebels are now preparing for their anniversary.

BALER, Aurora -- Three former New People’s Army (NPA) rebels surrendered to the military over the weekend, citing broken promises of a better life by the communist group leaders.
Lt. Colonel Jose Mari F. Torrenueva II, commanding officer of the 91st Infantry “Sinagtala” Battalion (91IB), Philippine Army based in Barangay Calabuanan here, said in an interview on Monday that two inactive members of the communist terrorist group surrendered to 84th Infantry “Victorious” Battalion (84IB) in San Jose City and another former rebel yielded to 91IB in Bongabon, all in Nueva Ecija.
Torrenueva said the two rebels who are residents of Carranglan, Nueva Ecija, voluntarily surrendered to Lt. Colonel George M. Bergonia, commanding officer of 84IB, and brought with them one Colt M653 rifle, one Springfield caliber .30 rifle, one magazine and 20 rounds of live ammunition for 5.56mm firearm.
On the other hand, the other surrenderer brought a caliber 7.6mm M14 rifle, one magazine and 380 rounds of 7.62mm live ammunition when he sought help from the Community Support Program (CSP) team of the Sinagtala troopers.
Torrenueva said the surrenderees relayed to them the unfulfilled promises of good life by the rebel group leadership as their reason for deciding to rejoin the society.
“Di na nila kaya ang panloloko ng NPA. Sinisira lng nila ang buhay ng ibang tao lalo na ang mga magagandang hangarin ng pamahaalan na wala namin silang ni isang naiambag sa bayan or sa kanyang mamamayan. Kaya napag isip-isip nila mas maganda pa rin makipagtulungan sa gobyerno kaysa sa huwad na pangarap (They could no longer take the deception of the NPAs. They are destroying the lives of other people, especially the good intentions of the government. They have no contribution to the nation and to the citizens. They realized that it is better to cooperate with the government rather than to the rely on fake ambitions),” the 91IB commander said.
Torrenueva said the latest surrenderers will be given security and protection from their former comrades in the rebel group.
“They will also be provided with assistance while their benefits from the government are being processed,” he added.
Major Felimon T. Santos Jr., commander of the 7ID, expressed his delight that the former rebels heeded his call to go back to the fold of the law and be with their families in time for Christmas.
He also commended the units of 7ID for the effective dissemination of information on the E-CLIP, which is evident in the increasing number of surrenderers.
So far, 14 out of the total of 29 NPA surrenderers to the 7th Infantry “Kaugnay” Division have already received financial aid under the Enhanced-Comprehensive Local Integration Program (E-CLIP).
The cash assistance is just one of the many entitlements that a surrenderer will receive upon yielding to the government. Other benefits are livelihood assistance and scholarships for the former rebels' children.

The Philippine Army in Negros Island urged Negrenses to condemn the human rights violations perpetrated by the New People’s Army (NPA) to put an end to the atrocities of the communist rebel group.

“I enjoin the people to continuously condemn the NPA’s human rights violations to pressure them to put an end to their violence and terroristic acts. Let us also condemn the bogus human rights groups who are trying to fool us,” he added.
In Bacolod, members of the militant Bagong Alyansang Makabayan and Karapatan with their allied organizations in Negros Occidental held a rally on Monday afternoon to also mark the International Human Rights Day.
Arevalo said he condemns left-leaning human rights groups and their affiliate organizations which “use lies and deception to discredit the government and manipulate people’s mind.”
“Several, if not many of them, are bogus human rights advocates. Not all who shout human rights are genuine advocates,” he added.
Arevalo further said these supposed human rights groups never condemned the NPA which have publicly admitted killing people and burning equipment in government construction projects.
“They never did because they are obviously in cahoots,” he added.
The Army official said they are one with the Negrenses in calling out the human rights violations of the Communist Party of the Philippines-New People’s Army against innocent civilians.
“This is shown in the numerous killings, burnings, extortion activities and also in the recruitment of minors,” Arevalo added.

PALO, Leyte – The Philippine National Police (PNP) is eyeing to provide a pistol and a rifle for each of the 200,000 policemen in the country by 2020, a key police official said on Monday.
Chief Supt. Angelito Casimiro, PNP Director for Logistics, said there is an ongoing procurement of equipment to boost the operation and intelligence functions of the police.
To date, only 82 percent of policemen have pistols while 68 percent have rifles. However, the figures are higher than the 33 percent of policemen with short firearms and 24 percent with long barrel firearms before the term of President Rodrigo Duterte.
“If we want our policemen to be respected, we have to provide them with decent police car, equipment, investigation kits, and proper training,” Casimiro told reporters.
The PNP’s small firearms are produced from one of the world’s largest gun-makers, Forjas Taurus, which is based in Porto Alegre, Brazil. Casimiro personally inspected the factory to check the capability of the firearms.
Casimiro was in Leyte to lead the handover of PHP56.8 million worth of internal security operations equipment and field investigators crime scene kit for PNP regional office and field offices in Eastern Visayas.
The distribution is part of the PNP modernization program where the law enforcement agency got a higher budget under the Duterte administration. The official said this is just the first batch of delivery.
Casimiro said the central government provided PHP2.9 billion for 2019 and PHP7.79 billion for 2018. This is higher than the PHP2 billion annual budget received by PNP from 2008 to 2016.
On top of firearms, the PNP has been procuring choppers, patrol cars, thermal imagers, global positioning system, field investigation kits, protective gears, and other assets “critical for the performance of PNP’s functions.”
“The present leadership provided us resources that made history in PNP. This will further boost our operation and intelligence functions as well as the morale and welfare of our personnel. Gone will be the days that we will be fighting the enemy with both hands held behind use because we don’t have the equipment and protection,” Casimiro added.
The official emphasized the need to boost the capability of PNP, considering that policemen are present in every city and town. Just like the Armed Forces of the Philippines, some policemen are also engaged in internal security operations and counter-terrorism.

BASCO, Batanes -- A total of 47 Civilian Armed Forces Geographical Unit (CAFGU) members, who formally graduated here on Sunday, had pledged to guard Batanes' islands including the foreign poaching-prone Mavulis island in Itbayat town.
“We are ever ready to do our assigned tasks in securing the islands,” Walter Nunez, president of the civilian auxiliary class that finished the 45-day basic military training, told the Philippine News Agency in an interview.
The new CAFGU members trained hard to help in securing the Batanes islands, he added.
Navy Commodore Nicholz Driz, Task Force Karagatan commander, said the high seas have been threatened by the alleged intrusion of fishermen from other countries in the area.
He said the presence of troop members and CAFGU volunteers is believed to lessen illegal fishing and poaching, aside from preventing destruction to flora and fauna endemic to the islands in Batanes.

President Rodrigo R. Duterte has named retired military official Yusop Jimlani as the new Presidential Adviser on Local Extremist Groups Concerns.
Duterte signed Jimlani’s appointment paper on Dec. 6 but it was released to media on Monday.
According to the paper, Jumlani will have the rank of Undersecretary under the Office of the President.
Prior to his appointment as adviser, Jimlani served as a director of the Bases Conversion and Development Authority.
He was also former consultant of Duterte when he was mayor of Davao City.
Jumlani’s appointment came two days after Duterte ordered the creation of a national task force to end local communist armed conflict and adopt a national peace framework.
Under Executive Order No. 70, the task force will be tasked to formulate a National Peace Framework which shall include, among others, a mechanism for local peace engagements or negotiations and interventions within six months.
The Whole-of-Nation approach “prioritizes the delivery of basic services and social development packages by the government, facilitates societal inclusivity, and ensures active participation of all sectors of the society in the pursuit of the country's peace agenda.”
Duterte will lead the task force as chair while the National Security Adviser Hermogenes Esperon Jr. will serve as Vice Chair.
It will also be composed of 18 top government officials and two representatives from the private sector.

Under Executive Order No. 70, signed by Executive Secretary Salvador Medialdea by authority of the President last Dec. 4, the task force is mandated to formulate a National Peace Framework which shall include, among others, a mechanism for local peace engagements or negotiations and interventions within six months.
“To ensure comprehensive orchestration of related peace efforts and initiatives of national government agencies, local government units and various sectors of civil society, there is a need to formulate a National Peace Framework anchored on the Whole-of-Nation approach, which shall include, among others, a mechanism for local peace engagements or negotiations and interventions that is consistent with constitutional integrity and national sovereignty, responsive to local needs, and sensitive to realities on the ground,” the order read.
According to the EO, the Whole-of-Nation approach prioritizes the delivery of basic services and social development packages by the government, facilitates societal inclusivity, and ensures active participation of all sectors of the society in the pursuit of the country's peace agenda.
“The Framework shall contain principles, policies, plans, and programs that will bring inclusive and sustainable peace, and address the root causes of insurgencies, internal disturbances and tensions as well as other armed conflicts and threats in identified areas,” the order said.
The President will lead the task force as chair while the National Security Adviser will serve as Vice Chair.
It will also be composed of 18 top government officials including the Interior Secretary, Justice Secretary, Defense Secretary, Public Works Secretary, Budget Secretary, Finance Secretary, Agrarian Reform Secretary, Social Welfare Secretary, Education Secretary, National Economic and Development Authority Director General, and National Intelligence Coordinating Agency Director General.
The Technical Education and Skills Development Authority Director General, Presidential Adviser on the Peace Process, Presidential Adviser for Indigenous Peoples' Concerns, Armed Forces of the Philippines Chief of Staff, Philippine National Police Director General, National Commission on Indigenous Peoples Chair, Communications Secretary, and two representatives from the private sector will also be members of the task force.
The Task Force must also be rendered functus officio upon the accomplishment of the purposes for which it was created or unless sooner dissolved by the President.

The government, however, remains open to localized peace talks but only under the President’s conditions, including holding them in the Philippines.

SAN MIGUEL, Bulacan —Living up to his promise to provide decent and affordable housing units for military and police, President Rodrigo Duterte on Monday led the initial awarding of the 500 housing units to the Armed Forces of the Philippines (AFP)’s Army Scout Rangers.
Duterte inspected a model house of the Scout Ranger Ville Housing Project inside the 50-hectare land area located in Brgy. Calumpang, San Miguel, Bulacan.
“Owning a house has always been a dream of every Filipino. I urge every beneficiary of this housing program to take good care of these units,” Duterte said in his speech after the ceremonial turnover of the housing units to the beneficiaries.
“May this project further inspire you to serve your nation, deepen your patriotism and foster your sense of family and community,” he added.
The National Housing Authority (NHA) has appraised the value of the 150-square meter housing unit at PHP1.5 million but the government made it only PHP944,000 per unit constructed by Eddmari Construction and Trading.
Duterte, however, reduced further the price to PHP844,000, meaning recipient has to pay only PHP4,000 monthly amortization for a fully-furnished, two-bedroom unit with 60-sq. meter floor area and space for garage.
“Ngayon kasi nakikinig kayo dito, and very behave kayo, (Now because you are listening and you are behave), less 100. So 844. So it's about 4,000 monthly,” Duterte announced, drawing applause from beneficiaries and their respective families.
NHA general manager Marcelino Escalada Jr. announced that the remaining 500 units of the housing project in San Miguel, Bulacan will be completed by May next year.
Aside from amenities like clubhouse and wet market, Escalada said the Scout Ranger Ville Housing project will have an Olympic-size swimming pool where AFP swimmers can train.
The housing project will also have one unit of three-story, 15-classroom school building.
Escalada said the AFP and PNP have other housing projects in Davao City, Lanao del Norte, Tarlac, Negros Occidental, Zamboanga, Baguio City, La Union, Samal and Davao Oriental.
He said 10,000 units are being constructed for 2018 and additional 10,000 will be built in 2019.
Meanwhile, First Scout Ranger Regiment commander, Brig. Gen. William Gonzales, expressed "sincerest" appreciation to Duterte for his care and concerns to the Filipino soldiers.

Malacañang described the US government as a “true friend” of the Philippine government for “working tirelessly” for the return of the Balangiga Bells to its home in Eastern Samar.
“Stakeholders from both the Philippines and the United States worked tirelessly for the return of the Balangiga Bells,” Presidential Spokesperson Salvador Panelo said in a statement.
“They will be remembered as true friends of the Philippines and of Filipino heritage,” he added.
Panelo also described the return of the church bells as “historic and unprecedented.”
“This marks an important milestone in and gives new meaning to the shared history between the Philippines and the United States,” Panelo said.
Panelo, meanwhile, clarified that President Rodrigo R. Duterte will be present during the turnover of the Balangiga bells to town officials in Balangiga, Eastern Samar on Dec. 15.
He earlier announced that Duterte will no longer attend the handover of the Balangiga Bells scheduled on Tuesday (Dec. 11) in Villamor Air Base in Pasay City.
Duterte’s decision to skip the bells’ handover on Tuesday came upon the recommendation of Defense Secretary Delfin Lorenzana.
“The President, upon the recommendation of Secretary of National Defense Delfin N. Lorenzana, will no longer be attending the handover of the Balangiga bells scheduled tomorrow, December 11, in Villamor Air Base,” Panelo said in a statement.
“The President will instead be in Samar on December 15, Saturday, to turn over the bells to Balangiga officials,” he added.
Duterte has been pushing for the return of the three church bells taken by American troops from the Balangiga Church in Samar as war booty following the Balangiga Encounter in 1901.
Earlier, he said that there was nothing to talk about with the US unless the church bells are returned.
“Di na naisauli 'yung Balangiga bells, wala tayong pag-usapan (They haven’t returned the Balangiga bells, we have nothing to talk about),” Duterte said in his speech in Davao City last August.
Duterte said he understands why American troops took it as a “trophy” but still found it unacceptable how an entire village in Samar had to be killed.
“They say itong (these) bells was [sic] a trophy. I can understand it…pero kung 'yan kinuha mo (but when you seize them) and you killed everybody in the town in Samar,” Duterte said.
The villagers then killed 54 American soldiers using bolos while around 2,500 Filipinos were killed in the US retaliatory attack.

“Stakeholders from both the Philippines and the United States worked tirelessly for the return of the Balangiga Bells,” Presidential Spokesperson Salvador Panelo said in a statement.
“They will be remembered as true friends of the Philippines and of Filipino heritage,” he added.
Panelo also described the return of the church bells as “historic and unprecedented.”
“This marks an important milestone in and gives new meaning to the shared history between the Philippines and the United States,” Panelo said.
Panelo, meanwhile, clarified that President Rodrigo R. Duterte will be present during the turnover of the Balangiga bells to town officials in Balangiga, Eastern Samar on Dec. 15.
He earlier announced that Duterte will no longer attend the handover of the Balangiga Bells scheduled on Tuesday (Dec. 11) in Villamor Air Base in Pasay City.
Duterte’s decision to skip the bells’ handover on Tuesday came upon the recommendation of Defense Secretary Delfin Lorenzana.
“The President, upon the recommendation of Secretary of National Defense Delfin N. Lorenzana, will no longer be attending the handover of the Balangiga bells scheduled tomorrow, December 11, in Villamor Air Base,” Panelo said in a statement.
“The President will instead be in Samar on December 15, Saturday, to turn over the bells to Balangiga officials,” he added.
Duterte has been pushing for the return of the three church bells taken by American troops from the Balangiga Church in Samar as war booty following the Balangiga Encounter in 1901.
Earlier, he said that there was nothing to talk about with the US unless the church bells are returned.
“Di na naisauli 'yung Balangiga bells, wala tayong pag-usapan (They haven’t returned the Balangiga bells, we have nothing to talk about),” Duterte said in his speech in Davao City last August.
Duterte said he understands why American troops took it as a “trophy” but still found it unacceptable how an entire village in Samar had to be killed.
“They say itong (these) bells was [sic] a trophy. I can understand it…pero kung 'yan kinuha mo (but when you seize them) and you killed everybody in the town in Samar,” Duterte said.
The villagers then killed 54 American soldiers using bolos while around 2,500 Filipinos were killed in the US retaliatory attack.

The military is not discounting the possibility that some Department of Education (DepEd) officials and personnel were threatened by the New People's Army (NPA) to allow the operation of Salugpungan schools in the Davao Region.
This was stated by Armed Forces of the Philippines (AFP) public affairs office chief Col. Noel Detoyato in a message to the Philippine News Agency Monday.
"We are not discounting that angle. The enemies of (the) state particularly the CPP-NPA (Communist Party of the Philippines-New People's Army) has a way of using threat and intimidation to attain their objective," Detoyato added.
Detoyato added that they have requested the DepEd to conduct an investigation on the matter.
"The AFP will just bring up the matter to the DepEd and it's the department call to act on the matter," he stressed.
Salugpungan schools came to light after these were conclusively found out as being used to recruit minor members of Indigenous People (IP) to fill up NPA ranks.
With this development, IP leaders urged government agencies to close the above-mentioned facilities.
Detoyato said that they are closing monitoring the Salugpungan schools in the wake of this development.
"We are monitoring them and we are banking on the actions to be taken by the DepEd to resolve this matter," he added.
Earlier, Mindanao Indigenous Peoples Council of Elders (MIPCEL) chairman Lipatuan Joel Unad said the NPA targets communities, where settlers are particularly uneducated.
"Pinipili nila (ang) mga ignoranteng tribo, doon sa mga 'di marunong magbasa, doon sa mga parents na walang alam kundi magtanim ng kamote, maghanap ng usa at baboy ramo, iyon ang pinupuntahan nila (They choose those ignorant tribes. Those who don't know who to read, whose parents' only livelihood is to plant sweet potatoes, to hunt for deer and wild boars. That's their target)," he said.
Showing parts of the MIPCEL Resolution No. 20, Series of 2018, Unad, who personally submitted the document at the Commission on Human Rights (CHR) office in Quezon City, urged the body and other groups to start a probe over alleged human rights violation against IPs in the region.
Unad said the 52 IP signatories to the resolution represent 18 major tribes in Mindanao.

“As I near retirement, I was able to breathe and say ‘kaya pala natin’ (we can do it), I could not be any happier and more content than I am now, that we are able to accomplish our goals. All of these will not be possible without your help and support,” Galvez said during his last flag-raising ceremony as AFP chief at Camp Aguinaldo, Quezon City.
Galvez, who was joined by wife Marissa, and Defense Secretary Delfin Lorenzana and spouse Editha, also led the “Panunumpa sa Karapatang Pantao”.
“On behalf of every soldier, airman, sailor, and marines, we join the whole nation in observing the culmination of National Human Rights Consciousness Week: Protecting Human Lives, Uplifting Human Dignity, and Advancing People’s Progress,” he added.
Galvez, the 50th AFP chief, will be replaced by Eastern Mindanao Command head Lt. Gen. Benjamin Madrigal during turnover ceremonies Tuesday. Both of them are members of Philippine Military Class of 1985.
The outgoing AFP chief is scheduled to retire from the military on Wednesday, after being appointed to head the institution last April.
“I may never thank you enough for all the hard work and patience, but I did try my best with the programs and policies that will boost the morale of our personnel. Years of experience have taught me that I can only harness commitment and devotion to public service by providing to be a better example of myself. And I always believed that morale of personnel first, and mission accomplishment always,” he added.

Department of the Interior and Local Government (DILG) Secretary Eduardo Año said the temporary ceasefire declaration of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP/NPA/NDF) during the holiday season is "meaningless" and is simply for propaganda purposes.
“Ito po ay isang malaking kalokohan. Huwag na nilang gamiting dahilan ang Kapaskuhan sa pagkukunwari nila na magtitigil-putukan sila sa panahong iyon gayong alam naman nating magpapalakas lang sila ng puwersa (This is a big fraud. They should not use Christmas season for the supposed ceasefire because we very well know that they use this opportunity to muster their forces,” Año said in a news release Monday.
He said similar to the defense department, the DILG is also not recommending a holiday truce because the CPP-NPA-NDF will only exploit the truce to consolidate its forces to celebrate its 50th anniversary.
“Taun-taon na lang ay nagdedeklara sila ng tigil-putukan at pinagbibigyan sila ng pamahalaan alang-alang sa diwa ng Kapaskuhan. Sa puntong ito, huwag na nating sakyan ang mga palabas ng grupong ito (Every year they declare a ceasefire and the government agreed in the spirit of Christmas. At this point, let us not be swayed by these groups),” said Año, a former Armed Forces of the Philippines (AFP) chief of staff.
"We will not allow ourselves to fall into the same trap again. We have seen time and again the insincerity of the Communists and their front organizations," he said.
The CPP central committee announced last Friday a temporary ceasefire to take effect 12:01 a.m. of December 24 to 11:59 p.m. of December 26, and at 12:01 a.m. of December 31 to 11:59 of Jan. 1, 2019.
Año said nothing will come out of a truce because the CPP-NPA-NDF has really no intention to stop fighting with government forces during a ceasefire.

The Task Force Balik-Loob will do its best to help New People's Army (NPA) surrenderers with their pending cases.
This was stressed by its chief, Defense Undersecretary Reynaldo Mapagu, when asked how the task force will help NPA rebels interested in surrendering, but with pending arrest warrants or cases.
"May nagbigay ng mga feelers, karamihan sa kanila yung may mga kaso, sabi nila may pending warrants sila, o (There are those who sent feelers. Many of them have cases. They said they have pending warrants or) pending cases. Sabi namin sa kanila (We told them), they just come down if (they) want. We will help them in coming down. Sabi ko nga (As I have said), even if they have pending warrants or pending cases," he added.
Mapagu disclosed that they can provide legal assistance to these rebels with the help of the Public Attorney's Office (PAO).
"We cannot promise them amnesty because it’s only Congress that can issue an amnesty. Kung pardon naman (As for pardon), presidential (prerogative) yun (that is a presidential prerogative). So ang sabi nga namin (what we said), we can assist you in, legal needs, nandiyan yung PAO (Public Attorney's Office),” he added.
Mapagu said they have already talked to Chief Public Attorney Persida Acosta about it and the latter is willing to help these surrenderers.
Earlier, Task Force Balik-Loob launched its "Balik-Loob, Balik-Pamilya: Paskong Kay Saya" Christmas campaign, a collection of video infomercial, radio mini-dramas, and messages for rebels.
Mapagu said the campaign aims to encourage remaining NPAs to surrender and avail of the benefits of the government's Enhanced Comprehensive Local Integration Program (E-CLIP) and be with their families this Christmas.
E-CLIP is one of the flagship programs of the Duterte administration that seeks to address social healing and national unity towards the higher objective of having just and lasting peace.
It aims to provide social equity to former members of the communist movement and the Militia ng Bayan in order to reintegrate them into mainstream society.

A Taguig court has convicted a member of the Abu Sayyaf Group for the death of a security guard and an employee of a resort in Samal, Davao del Norte, which was attacked by the group 17 years ago.
In a 14-page ruling dated Dec. 3, Presiding Judge Marivic C. Vitor of the Taguig City Regional Trial Court Branch 266 found Hasim Alibasa Radjuli alias Hasiem guilty of murder and was sentenced to reclusion perpetua for the death of security guard Jimmy Culam who died when he fought off some 22 Abu Sayyaf terrorists who attacked Pearl Farm Beach Resort in Kaputian District on May 22, 2001.
Hasiem was also convicted by the court for homicide for the death of resort employee Rolando Jara who was also killed during the attack. He was sentenced to up to 14 years in prison for the second death but was cleared of piracy charges.
The prosecution of the case hinged on the testimony of Julashrey Abtani, a member of the renegade group who detailed how their mission organized by Nadzmi Sabdulla alias Commander Global from Karawan, Indanan, Sulu failed after bad weather severely damaged their high-speed sea-going vessel known locally as a "kumpit".
While near the resort, Culam confronted them eventually losing in the firefight with the bandits.
The group then took over another vessel M/B Teresita abducting Wennie Duran and Rolando Basalo who were forced to operate the boat for the group's escape to Malita, Davao del Sur.
Days after the failed attack, the group under Global staged another raid, this time at the Dos Palmas beach resort in Puerto Princesa, Palawan and took 20 hostages including American missionary couple Martin and Gracia Burnham.
Hasiem was arrested days after the Samal incident in a follow-up operation by policemen after the witness Abtani himself was arrested when he returned to recover firearms, including an M-60 machine gun, which the group had been forced to abandon during their escape.
Aside from the jail term, Hasiem was also ordered to pay PHP225,000 in indemnity and damages for the guard's death and PHP135,000 in indemnity and damages for the death of Jara.
Sabdulla, meanwhile, along with Galib Andang alias Commander Robot and Alhamser Limbong, alias Commander Kosovo, died in the 2005 mutiny inside Camp Bagong Diwa in Taguig City when Abu Sayyaf inmates tried to escape prison.
Some 20 others died during the incident.

MANILA-- All three Balangiga Bells are now in Japan on the eve of its official return to the Philippines on Tuesday, Dec. 11, the United States embassy in Manila said Monday.
In a photo released by the embassy, two US Air Force airmen are shown preparing the three Balangiga Bells to be transported to the Philippines at the Kadena Air Base in Okinawa.
At a press conference, US embassy press attache Molly Koscina said the war artifacts' return is a clear demonstration of the US commitment to its alliance, partnership, and friendship with the Philippines.
"The return of the bells is the end of many years of efforts by many, many different people to ensure the bells' return to the church where they were taken," she said.
"It required negotiations and lots of efforts and even overcoming legal obstacles to make it happen and there are many people to thank for the return of the bells including Secretary (James) Mattis and Secretary (Delfin) Lorenzana," she added.
More than 100 years in US custody and half a century of negotiation for its repatriation to the Philippines, the meeting between Mattis and Lorenzana in 2017 was the "breakthrough" that made the bells' return possible, Koscina said.
"I think the breakthrough was Secretary Mattis and Secretary Lorenzana's meeting last October," she said.
"Later that same day, Secretary Mattis met with President (Rodrigo) Duterte and in that meeting Secretary Mattis committed to making it his personal intent to do all he could do to return the bell," she noted.

MANILA-- All three Balangiga Bells are now in Japan on the eve of its official return to the Philippines on Tuesday, Dec. 11, the United States embassy in Manila said Monday.
In a photo released by the embassy, two US Air Force airmen are shown preparing the three Balangiga Bells to be transported to the Philippines at the Kadena Air Base in Okinawa.
At a press conference, US embassy press attache Molly Koscina said the war artifacts' return is a clear demonstration of the US commitment to its alliance, partnership, and friendship with the Philippines.
"The return of the bells is the end of many years of efforts by many, many different people to ensure the bells' return to the church where they were taken," she said.
"It required negotiations and lots of efforts and even overcoming legal obstacles to make it happen and there are many people to thank for the return of the bells including Secretary (James) Mattis and Secretary (Delfin) Lorenzana," she added.
More than 100 years in US custody and half a century of negotiation for its repatriation to the Philippines, the meeting between Mattis and Lorenzana in 2017 was the "breakthrough" that made the bells' return possible, Koscina said.
"I think the breakthrough was Secretary Mattis and Secretary Lorenzana's meeting last October," she said.
"Later that same day, Secretary Mattis met with President (Rodrigo) Duterte and in that meeting Secretary Mattis committed to making it his personal intent to do all he could do to return the bell," she noted.

President Rodrigo R. Duterte will no longer attend the handover of the Balangiga Bells scheduled on Tuesday in Villamor Air Base in Pasay City, Malacañang said on Monday.
Instead, the President will attend the program for the repatriation of the three bells (the two removed from Wyoming and one removed from South Korea) to town officials of Balangiga, Eastern Samar on Saturday.
Presidential Spokesperson Salvador Panelo said this decision came upon recommendation of Defense Secretary Delfin Lorenzana.
“The President, upon the recommendation of Secretary of National Defense Delfin N. Lorenzana, will no longer be attending the handover of the Balangiga bells scheduled tomorrow, December 11, in Villamor Air Base,” Panelo said in a press statement.
“The President will instead be in Samar on December 15, Saturday, to turn over the bells to Balangiga officials,” he added.
Lorenzana, in an interview, did not give any specific reason for the change in Duterte’s schedule.
He said Duterte was originally scheduled to attend the handover of the Balangiga bells from the US and skip its turnover to Balangiga officials.

President Rodrigo Duterte has signed an executive order granting PHP7,000 per month financial support for each member of the Citizen Armed Forces Geographical Unit (CAFGU) Active Auxiliary units.
In an Executive Order No. 69 signed by Duterte on Dec. 4, the qualified CAFGU Active Auxiliary (CAA) member will receive the financial assistance covering months of November and December 2018.
“There is a need to provide financial support to members of the CAA units, in recognition of the invaluable assistance they provide to the AFP (Armed Forces of the Philippines) in dealing with security threats, their indispensable service in maintaining local peace and order and meeting local insurgencies, and the faithful performance of their duties, which they carry out at great risk to themselves and their families,” it read in the EO.
In 1987, former president Corazon Aquino signed EO 264 creating CAFGU which, through the mobilization of CAA units, shall complement and support the regular forces of the AFP in dealing with internal and external security threats.

Three Indonesian fishing crew were reported kidnapped by Abu Sayyaf gunmen off Sabah near the Philippine border and had been taken to the southern province of Sulu, according to Malaysian media.
The Malaysain media on Sunday said the three fishing crew were working for a fishing company in Sandakan and had been seized by 7 gunmen on the night of December 5 near Pegasus Reef, an area where four armed men also attacked a tugboat and wounded an Indonesian crew two days later in a failed abduction.
Sabah police recovered the trawler of the missing Indonesian crew with its engine still running.
“They were abducted on Wednesday. One of the victims apparently made contact with a family member late Thursday night. The sources also disclosed that the family member was urged to seek the assistance of the Indonesian consulate,” the media reported.
It said, citing intelligence sources, that the gunmen were led by Abu Sayyaf commanders Al Mujir Yadah and Hajan Sawadjaan, who teamed up with another terrorist commander, Indang Susukan.
The group was tagged as behind a spate of ransom kidnappings in the waters of Sabah and a recent attack on tugboat off Pegasus Reef.
The names of the abducted Indonesians were not made public by the Star Online but said their ages are between 19 and 40.
The Star Online, quoting unidentified intelligence sources, said three fishermen had been taken by their abductors to Pata Island and later transferred them to Panamao town.
Panamao is near Luuk town where the Abu Sayyaf bandits had freed their Indonesian hostages several times in the past.
On December 6, the bandits freed 35-year old Usman Yusuf in Luuk’s Bual village.
Yusuf was quickly brought to a military base in the capital town of Jolo after soldiers recovered him in Bual village.
He was kidnapped along with another Indonesian man Samsul Saguni, 40, on September 11 off Gaya Island in Sabah’s Semporna town and brought to Sulu, one of the five provinces under the Autonomous Region in Muslim Mindanao.
Saguni’s fate remains unknown.
The release of Yusuf came after the chief of the Indonesian Consul-General’s Office in Sabah, Sulistijo Djati Ismojo, appealed to Malaysia to resolve the kidnapping of its citizens.
It was unknown whether ransom had been paid to the kidnappers in exchange for Yusuf’s release.
But in September, the Abu Sayyaf released other kidnapped Indonesian hostages to Nur Misuari, chief of the former rebel group Moro National Liberation Front, and his wife Tarhata; and a former Indonesian army general Kivlan Zein, who was believed to have negotiated for the victims’ freedom.
On September 14 this year, the Abu Sayyaf, whose leaders pledged allegiance to the Islamic State, also released to Misuari three other Indonesian hostages — Hamdam Salim, Subandi Sattuh and Sudarlan Samansung — who were kidnapped at sea off Sabah in January.
In August 2016, civilians recovered two of seven Indonesian sailors Ismail and Mohamad Soyfan in the same village of Bual.
The two were part of a crew of tugboat Charles kidnapped in June of the same year after terrorists on speedboats intercepted the vessel while heading to Samarinda in East Kalimantan after a trip from the Philippines.
The remaining hostages — Ferry Arifin, the skipper; M. Mahbrur Dahri, Edi Suryono, M.Nasir and Robin Piter–were eventually freed by the Abu Sayyaf to Misuari on October 2, 2016.

After spending eight years in the mountains with fellow guerillas in the New People’s Army, Ka Andres (not his real nom de guerre) recently surrendered to government authorities and has begun a new life in the mainstream of society under the new rebel reintegration program.
Last Nov. 27, 2018, the 27-year old former rebel turned over his automatic rifle to Governor Joseph C. Cua in a ceremony at the Provincial Capitol Conference Room in the presence of Brig. Gen. Peale Jon Bondoc, commander of the Philippine Army’s 902nd Infantry Brigade, Provincial Director Uldarico Razal Jr. of the Department of the Interior and Local Government (DILG) and other heads of national agencies and provincial government departments.
The turnover ceremony is part of the Task Force Balik-Loob under the Enhanced Comprehensive Local Integration Program (E-CLIP), a centerpiece program of the government’s localized peace process, which integrates and consolidates the benefits and services of all national and local agencies and local government units for former rebels and their families.
In his testimony, the rebel returnee said he was not able to attend school in his native town of San Miguel and was orphaned at a young age. He worked as an abaca farmer before he was recruited into the communist movement.
During the brief ceremony, he received initial P15,000.00 cash assistance from the governor and another P15,000.00 from the DILG, with numerous benefits from key government agency partners in the pipeline.
These include reintegration assistance, firearm remuneration, livelihood assistance, housing, conditional transitional grant, livelihood materials and implements or employment assistance, access to government service, loan and market access, medical assistance, alternative learning system, psychosocial assistance, college tuition and stipend, and legal assistance.
E-CLIP Committee
In congratulating the rebel returnee for his courage in embracing the government and the rule of law, he underscored the importance of the peace and order situation in the development of the community.
“Peace and order in the province is vital in its development and progress. Kung magulo ang ating probinsiya, walang investor na maglalakas-loob na mag-invest dito,” he said.
To signify institutional support for the program, Governor Cua signed Executive Order No. 42, series of 2018, constituting the E-CLIP committee at the provincial level.
Headed by the governor, the committee also includes Brig. Gen. Bondoc as vice chairman, and member-representatives Ma. Rosella Taraya of the Provincial Social Welfare and Development Office, Dir. Razal for DILG–Catanduanes, Senior Superintendent Jonathan Panganiban for the Philippine National Police, and Rev. Fr. Renato Dela Rosa for the Civil Society Organizations.
The committee, among others, shall function to ensure the convergent effort in the delivery of the identified services of the E-CLIP.
The local chief executive also lauded the commitment of agencies in peace efforts and their pledged assistance.
“Siguro this time, dahil localized na ang programa natin, mas magiging effective ito,” Gov. Cua said.
Joint Efforts
Meanwhile, Brig. Gen. Bondoc assured rebels planning to surrender of their security and safety, along with the dedicated assistance of the police and armed forces and inter-agency support, in their reintegration process.
He also explained the mechanism of E-CLIP, stressing that the program does not only cater to the armed rebels, but also Militia ng Bayan members and rebel supporters. However, he clarified that a validation process is also done before being enrolled to the program.
“Based sa mga interview natin doon sa mga bumaba na, marami pa tayong mga kapatid na nandoon pa na gusto na ring bumaba, kaso hindi nila alam kung papaano at natatakot sila,” he said.
The E-CLIP is a whole-of-nation approach to end the cycle of violence brought by insurgency, he said further.
He urged support from government and private agencies, especially media partners to help in disseminating information on the program.
“We cannot do this without your help,” he stressed.
Also pledging their support for E-Clip are: Dir. E-CLIP benefits
Under E-CLIP, benefits and other forms of assistance given to beneficiaries include safety and security, P15,000.00 immediate assistance, P21,000.00 to defray the subsistence or meals cost, support to relocate and secure the Former Rebel and his or her family, P50,000.00 livelihood assistance, temporary shelter, PhilHealth enrolment, medical assistance package, housing assistance and/or housing unit , modified Conditional Cash Transfer, legal assistance, livelihood materials, healing and reconciliation initiatives, and any additional assistance.
Qualified beneficiaries of the E-CLIP have to be former members of the Communist Party of the Philippines (CPP), New People's Army (NPA) and National Democratic Front (NDF) who voluntarily abandoned the armed struggle and opted to become productive members of the society.
Their spouses, partners, children, whether legitimate or illegitimate, parents or siblings are also beneficiaries.
Meanwhile, members of the Militia ng Bayan (MB), who surfaced starting April 3, 2018 shall only be eligible to the following assistance: 1) Immediate Assistance; 2) Reintegration Assistance and 3) Firearm Remuneration
MBs are individuals who have been indoctrinated and may or may not be directly involved in violent armed struggle but when organized can provide mass support to the revolutionary movement of the CPP/NPA/NDF.
The program will cover those who will surface starting April 3, 2018 or issuance of Duterte's order. All FRs who surfaced starting July 1, 2016 will likewise be provided with benefits from the program in additional to the CLIP package they have received.

Qualified beneficiaries of the E-CLIP have to be former members of the Communist Party of the Philippines (CPP), New People's Army (NPA) and National Democratic Front (NDF) who voluntarily abandoned the armed struggle and opted to become productive members of the society.
Their spouses, partners, children, whether legitimate or illegitimate, parents or siblings are also beneficiaries.
Meanwhile, members of the Militia ng Bayan (MB), who surfaced starting April 3, 2018 shall only be eligible to the following assistance: 1) Immediate Assistance; 2) Reintegration Assistance and 3) Firearm Remuneration
MBs are individuals who have been indoctrinated and may or may not be directly involved in violent armed struggle but when organized can provide mass support to the revolutionary movement of the CPP/NPA/NDF.
The program will cover those who will surface starting April 3, 2018 or issuance of Duterte's order. All FRs who surfaced starting July 1, 2016 will likewise be provided with benefits from the program in additional to the CLIP package they have received.

Troops of the Philippine Army’s 61st Infantry Battalion (61IB) and New People’s Army (NPA) rebels clashed in the boundary of Barangay Trangka, Maasin, Iloilo and Barangay Canawillian, Janiuay town around 8 a.m. yesterday.
The government troops were in the hinterland villages checking out reports that armed men were encamped thereat, according to Lieutenant Colonel Sisenando Magbalot Jr., 61IB commander.
The rebels eventually retreated.
Soldiers recovered from the encounter site four improvised explosive devices, two 5.56 M16 rifles, an NPA flag, a laptop, and subversive documents.
Magbalot said they received information that the rebels were preparing for offensives to mark the 50th anniversary of the Communist Party of the Philippines (CPP) on Dec. 26.
The NPA, the armed wing of the CPP, is targeting police and army detachments, said Magbalot.
“We commend the local populace for reporting to us the presence of the CPP-NPA terrorists,” he added.
Magbalot said yesterday afternoon his men were still trying to determine if they were able to kill or injure the rebels.
The CPP-NPA recently announced it would be observing a unilateral ceasefire beginning 12:01 a.m. of Dec. 24 to 11:59 p.m. of Dec. 26 and from 12:01 a.m. of Dec. 31 to 11:59 p.m. of Jan. 1, 2019.
“Insofar as the Armed Forces of the Philippines (AFP) is concerned, sinasabi natin na (we are saying) we are not inclined to recommend to the President a holiday truce this time,” said Brigadier General Edgard Arevalo, the Armed Forces spokesperson, in Camp Aguinaldo in Quezon City.
He cited the rebels’ insincerity and refusal to keep commitments in previous holiday ceasefires.
According to Arevalo, the rebels are using the lull to recruit, regroup and refurbish their forces, noting that the insurgents are also looking for maneuver space to celebrate their 50th founding anniversary.
“Ayaw natin silang bigyan ng pagkakataon na makapag-propagandize (we do not want to give them a chance to conduct propaganda). We will not recommend (a ceasefire), we will not reciprocate. To me, to us, it’s a gambit na gusto nilang gawin para sa ganun sumagot tayo (they want us to respond) but we already learned our lessons in the past,” said Arevalo.

More personnel from the Philippine National Police’s elite Special Action Force will be sent to Negros Occidental to counter the threat from the communist New People’s Army.
Western Visayas police spokesperson Superintendent Joem Malong said they have yet to determine how many SAF personnel will be sent there.
“It is still subject to evaluation and situation on the ground as to how many will be deployed in Negros Occidental,” she said.
Presently, Malong said there are six SAF battalions in Negros Occidental.
But Malong maintained this is no militarization but just a bid to protect Negros Occidental from the threat from armed groups.
Earlier, Executive Secretary Salvador Medialdea justified the need for reinforcements in Negros.
Medialdea cited recent acts of violence, including the “Sagay 9” incident and the killing of National Union of the People’s Lawyers-Negros secretary-general Atty. Benjamin Ramos Jr.
For his part, Negros Occidental Governor Alfredo Marañon Jr. aired support for the deployment.

KOTA KINABALU: Sabah security forces are still verifying information suggesting that three missing crewmen of a trawler have been kidnapped and taken to the Abu Sayyaf stronghold of Jolo in the Philippines.
Eastern Sabah Security Command (Esscom) commander Datuk Hazani Ghazali said they have yet to get proof of the rumoured kidnapping, as told by regional intelligence sources.

"There was nothing (on board), only the missing crewmen," Hazani said.
The matter of the missing crewmen came to light when the trawler owner, a Sandakan based businessman, could not contact them from 7.30pm onwards on Dec 5.
The owner lodged a police report the next day (Dec 6).
Earlier, Sabah police commissioner Datuk Omar Mammah said there was another incident within the same vicinity and time, where a boat skipper was shot in the thigh following an attempted tugboat heist by four masked gunmen.
He said there were also no clues on board the vessel when it was found listing with its engines running near Pegasus Reef, near Tambisan Island off Lahad Datu on Dec 6.
