Five members of the New People's Army operating in South Cotabato and Sarangani surrendered to combined members of 1204th Mobile Force Company and the 27th Infantry Battalion on Friday after a series of focused military and police operations in Barangay Nalus in Kiamba in Sarangani, the military said.
The rebels turned themselves in after the government conducted a successful raid on their safe hub in Sitio Blo-lahak, Barangay Klobe in the municipality of Lake Sebu, South Cotabato on November 17.
The quintet brought with them two M14 rifles, one Garand, one M79 grenade launcher, three hand grenades, and two 40mm rounds.
"This series of successes greatly shows the degrading state of morale of the NPA terrorists and strongly prove the untiring commitment of the government forces in keeping its communities from violent ideologies," said 27IB commander Lieutenant Colonel Jones Otida.

While the Western Mindanao Command did not report the killing of a woman and a child after a clash between soldiers and Abu Sayyaf Group (ASG) terrorists here, the Philippine Navy on Saturday confirmed the casualties and said three more minors were also injured in the fighting in Limaong village.
Rear Admiral Rene Medina, commander of the Naval Forces Western Mindanao, said members of the Marine Battalion Landing Team 11 under Joint Task Force Zamboanga clashed with militants and killed a notorious Abu Sayyaf fighter, Abu Nibras, whose group operates in nearby Basilan province, about 28 nautical miles from Zamboanga.
He added that villagers reported the presence of the ASG bandits, and soldiers were immediately sent to the area and caught up with the armed group and fighting erupted.
According to Medina, the woman and child who were caught in the crossfire, were believed to be Abu Nibras’ family
“The conduct of military operations was due to the reported sightings of unidentified armed individuals in the area. A firefight, which lasted for 10 minutes, immediately ensued when Abu Nibras detected the presence of the Marines.”
“An adult female and a minor was found dead in the encounter site, while three other minors, who sustained wounds were immediately given first aid and transferred to a medical facility for emergency treatment. The adult female and minors are believed to be the wife and children of the neutralized Abu,” Medina said.
He said soldiers and policemen recovered Nibras’ M16 automatic rifle and 9 magazines loaded with ammunition, including components and chemicals used in the manufacture of improvised explosives.
Medina added that the slain militant was included in the government’s “terror list,” and it was not immediately known whether the Abu Sayyaf is planning to launch attacks or bombings in Zamboanga.
He praised soldiers for their “rapid response and vigilance in the performance of their duty to ensure the safety and security of Zamboanga City and Western Mindanao region as a whole.”

Police on Saturday shut down a stretch of a highway in Datu Odin Sinsuat, Maguindanao to give bomb disposal experts time to disarm an improvised bomb earlier found by civilians in an abandoned hut.
Chief Supt. Graciano Mijares, police director of the Autonomous Region in Muslim Mindanao (ARMM), said the bomb, rigged from an 81-mm mortar explosive and encased in a jetmatic hand pump metal body, was discovered by alert civilians near the highway in Sitio Daiwan, Barangay Tanuel around 6:00 p.m.
“The civilians immediately informed militiamen roving the area, who in turn, reported the matter to authorities,” he said.
Police personnel were quick to shut down the section of the highway as members of the Army’s Explosive Ordnance Disposal unit worked on disarming the bomb.
Hundreds of motorists stranded from both sides of the highway waited patiently as authorities gave the go-signal for the resumption of traffic around 8:30 p.m.
Mijares said the bomb bore the signature style of the Islamic State-linked Bangsamoro Islamic Freedom Fighters operating in the area.

Defense Secretary Delfin Lorenzana shrugged off claims that Memorandum Order No. 32 is a prelude to martial law.
The defense chief made the statement when asked to comment on Communist Party of the Philippines (CPP) founder Jose Maria "Joma" Sison's claim that the order is a preparation for the formal declaration of martial law nationwide.
"Si Sison, gumagawa lang ng storya yan para mapansin siya. Wala na kasing pumapansin eh. Mula nang matigil peace talks sa Norway naging irrelevant na yan. So ngawa-ngawa siya dyan para mapansin siya ng gobyerno (Mr. Sison is making up stories to get attention. Nobody is giving him attention. Since the peace talks in Norway were halted, he has become irrelevant. So he is babbling to get the government's attention," he said in an interview Saturday.
When it comes to peace talks with the rebels, the defense chief expressed doubt as the group has yet to show sincerity on the matter.
He noted that the rebels are using these lulls to strengthen their forces.
"Sison himself, may video kaming nakuha na sabi niya na ang (We obtained a video where he was caught saying that the) No. 1 objective of the CPP-NDF (National Democratic Front) is still the armed struggle, na (that) 'we will use all strategy to pursue this armed struggle including peace talks,' " Lorenzana added.
Executive Secretary Salvador Medialdea issued Memorandum Order No. 32 on Friday amid ‘sporadic acts’ of violence allegedly committed by lawless groups particularly in the provinces of Samar, Negros Oriental and Occidental, and Bicol Region.
“There is a need to reinforce the directive of the President in order to prevent further loss of innocent lives and destruction of property and bring the whole country back to a state of complete normalcy as quick as possible,” the order said.

Aside from anti-piracy missions, the Philippine Navy’s (PN) high-speed and missile-armed multi-purpose assault craft (MPAC) can also be utilized against large surface targets intruding in the country's territorial waters.
Commander Jonathan Zata, PN spokesperson, said this is the essence of "swarming tactic" developed by the Navy for its MPAC fleet.
Under the said doctrine, large numbers of MPACs will be deployed to engage large surface threats.
"(In the said tactics) numerically superior of fast, agile and missile-equipped MPACs will engage and neutralize targets," Zata said in a message to the Philippine News Agency late Friday.
He added that MPACs can be also optimized for hit-and-run raids if needed.
PN flag-officer-in-command Vice Admiral Robert Empedrad earlier said the Navy needs 42 more MPACs to further enhance its capabilities to defend the country's waters.
He made the statement on Nov. 21 shortly after the successful capability demonstration of its newly-acquired and installed Rafael Advanced Defense Ltd. Spike-ER (extended range) surface-to-surface missile system off Lamao Point, Limay, Bataan.
"Based on our matrix, dapat magkaroon tayo ng (we should have) 42 of these type of vessels, (the) MPACs. (We only have) nine, (with another) three coming over next year with the same missile capability. So kung sabay-sabay gumalaw yan (If these ships will operate simultaneously), when we are under siege, I think this will do harm to any threat whether internal or external," Empedrad said during the press conference aboard the strategic sealift vessel BRP Davao Del Sur.
MPACs are high-speed naval craft capable of speeds in excess of 40 knots and can be utilized for a variety of naval missions like patrol and fire support missions for troops. It can also be armed with machine guns, missiles and a variety of other weapons.
The first test-firing of the Spike-ER missile took place last Aug. 9 in the same location.
The weapon was fired from one of the PN's three Spike-ER armed MPACs. The MPACs were constructed by the Subic-based Propmech Corporation and activated on May 22, 2017.
The PN MPAC Acquisition Project entered into a contract with Rafael, through SIBAT of Israel Ministry of Defense, for the supply and integration of the weapons systems to three Mark III MPACs.
On April 15, 2017, Lorenzana approved the Notice to Proceed.
The Spike-ER system, which arrived in the country last April, is the PN's first missile weapon capable of penetrating 1,000-mm (39 inches) of rolled homogeneous armor and has a range of eight kilometers.

Department of National Defense (DND) Secretary Delfin Lorenzana on Saturday expressed optimism of the positive developments at the Veterans Federation of the Philippines (VFP).
“The ongoing efforts to resolve the existing weaknesses and limitations of the Federation and its rank and file by instituting immediate corrective and preventive measures are already bearing fruit," Lorenzana said in his speech before leaders and members of various veterans’ organizations from all over the country during the opening ceremony of the two-day 77th Supreme Council Meeting of the VFP at the Icon Hotel in Quezon City on Nov. 24.
In detailing the ongoing reforms being undertaken by the new management of the VFP, Lorenzana discussed the additional benefits for Filipino veterans.
He said the generous support of President Rodrigo R. Duterte for veterans healthcare and hospitalization is evidenced the ongoing modernization of the Veterans Memorial Medical Center and its new program for free medicines.
The VFP is a government-owned and controlled corporation (GOCC) attached to the DND and is under the control and supervision of the Secretary of National Defense.
As the DND is responsible in making sure that the VFP performs its mandated mission under Republic Act 2640, its charter, Lorenzana started the implementation of vital reforms in the VFP.
He also expressed gratitude that after more than 20 years of putting up resistance to change, the VFP now has a new president — World War II veteran, retired Justice Manuel R. Pamaran.
He is designated pursuant to Department Order No. 184, which was signed by the DND chief on May 24.
The Department Order also directed the VFP to submit a revised election code and revised rules of governance for his approval.
In accordance with Department Order No. 193 dated May 28 2018, the VFP also appointed new executives and management officials led by retired Lt. Gen. Raul S. Urgello as executive vice president.
Lorenzana said he trusts that the installation of the new VFP leadership is a big step in capacitating the federation and making it a strong organization that truly represents the Filipino veterans community.
A Change Management Team (CMT), chaired by Assistant Secretary Raul Z. Caballes, Philippine Veterans Affairs Office (PVAO) deputy administrator, has been tasked to craft a new organizational structure and staffing pattern (OSSP) for the VFP that is responsive to the current and emerging needs of the federation.
Lorenzana said he was informed that the OSSP would be ready for submission to the Governance Commission for GOCCS (GCG), through the DND, before the end of the year.
An increase in the VFP membership base was noted. As of May 2017, 24.29 percent out of the total Filipino veterans are members of the VFP.
Today, its membership has grown from 34,676 to 41,361 or 29.82 percent.
Relatedly, there is now an incentive for VFP affiliate/member organizations to expand their respective memberships because the VFP national office already remits back 100 percent of membership dues deducted by PVAO and remitted directly to the Federation.
Lorenzana commended the VFP and PVAO for the positive results of their joint efforts.
“This is an affirmation that improvements or successes can be achieved through cooperation, partnership, mutual help and shared vision,” he said.
Lorenzana added that the VFP’s programs and projects are supposed to be for all Filipino Veterans because based on the VFP’S charter even the veterans who are non-VFP members must benefit from the federation.

"We defer our further comments on that issuance until we sit on a meeting with DND (Department of National Defense) officials (and the latter with the DILG's to discuss MO 32 and to hammer down the details on how we will operationalize its provisions on the ground," AFP spokesperson Brig. Gen. Edgard Arevalo said in a message to reporters.
For the moment, the military official said they support the order as it envisions to suppress lawless violence and acts of terror and to prevent such violence from spreading and escalating in other parts of the country.
“We say we support MO 32’s intent primarily because to protect the people and secure the state is the AFP’s constitutional mandate,” Arevalo stressed.

Unlike other public campaigns to win public support or endorsement, especially in elections of government officials, the issues in the forthcoming plebiscite on January 21, 2019 are rigidly demarcated: The BOL is clearly for the promotion of the public interest, while those politicians opposing it (never mind conscience-guided voters; it is their right to decide yes or no) are all for reasons of “my interests”.
The BOL is a hard-earned piece of legislation. It was not handed to the Bangsamoro people (and other inhabitants of BAR) in silver platter. We paid for it dearly, including the blood of our martyrs and the destruction of our beloved homeland. Include the 17 years of hard, harsh, and protracted negotiations, as well as the long, tedious, and difficult legislative process in Congress, one sees the impossible made possible (by the will of God through President Rodrigo Roa Duterte, Congress, MILF, MNLF, and all friends and supporters of the BOL).
So far, only a handful of politicians are openly against the ratification of the BOL. In fact, if the plebiscite is going to be held today, only Sulu, Cotabato City, Isabela City, the six municipalities in Lanao del Norte, and the 39 barangays in North Cotabato posed serious challenges. The rest are less problematic, because the leaders there including the politicians are one in looking at the BOL as a menu for the betterment of the people.
However, we do not want to identify the problematic politicians, because our sincere dialogues with them are still on-going. Maybe we can only mention one name, Sulu Governor Sakur “Totoh” Tan, because he has openly shown his distaste for the BOL by filing a petition in the Supreme Court questioning the constitutionality of many provisions of the BOL. (We do know whether his father and mentor, former Governor Sakur Tan Sr., is supporting or encouraging him to file the petition).
Finally, we want to pose this question: If the BOL gets ratified including the problematic areas, would the politicians there opposing the BOL shun running for any positions in the Bangsamoro parliament?
We must assume that if they have that self-respect, integrity, or delicadeza, they wouldn’t run for any position.

The stakes are emotionally-charged and it is about people and their future. Similarly, those obsessed with the no-t0-BOL stance will dig deep into their turfs and will resort to all weird and dirty tricks to ensure the victory of the no votes. In fact, one candidate for mayor has already started to shell out five hundred thousand pesos to every barangay captain, as partial payment for the defeat of the BOL in their localities. The full amount will be made after the no votes are delivered during the plebiscite.

Matapos ang brutal na masaker sa Sagay, target naman ngayon ng 303rd IBde ng Armed Forces of the Philippines na maghasik ng teror sa mga komunidad ng Escalante City kung saan aktibong kumikilos at nakikibaka ang mga magsasaka para sa karapatan sa lupa.
Sinalakay ng mahigit 100 sundalo at paramilitar ang Sityo Puting Bato at Pangahuyan sa Barangay Washington, at Cogon at Lawes sa Barangay Alimango, Escalante City, Negros Occidental noong Nobyembre 16, dakong alas-4 ng madaling araw. Partikular nilang tinarget ang bahay ni Elena Yap, myembro ng PAMALAKAYA at Gabriela Negros.
Nagtayo naman ng mga tsekpoynt sa Puting Bato at Tubigon para limitahan ang galaw at pigilan ang paglabas-masok ng mga residente sa mga komunidad. Hinarang sa tsekpoynt ang mga taong simbahan at mga grupong nais magbigay ng tulong sa mga residente. Pati ang mga kasapi ng midya ay pinagbawalang pumasok at mag-ulat tungkol sa okupasyong militar.
Nagpalaganap ng samutsaring gawa-gawang kwento ang mga sundalo para palitawing lehitimo ang kanilang operasyon. May namataan umano silang mga elemento ng Abu Sayaff sa Puting Bato. Ipinagkalat din nilang nagkaroon ng engkwentro sa pagitan ng BHB at AFP sa lugar, isang insidenteng agad na pinabulaanan ng BHB-North Negros. Tinamnan ng mga ripleng AK-47, granada at subersibong dokumento ang bahay ng mga biktima para palitawing mga kombatant ang mga dinakip kahit pa matatanda na sila at mahihina na ang mga pangangatawan. Si Ladlad, 69, ay may sakit sa baga (emphysema) at puso. May mga sakit din sina Alberto Villamor (diabetes) at Virginia Villamor (may bali sa baywang). Sinampahan ang tatlo ng illegal posession of firearms and explosives.
Unang idinetine ang mga biktima sa Camp Karingal sa Quezon City. Inilipat-lipat si Ladlad ng kulungan, bagay na nakapagpalala ng kanyang mga sakit.
Mariing kinundena ng NDFP ang pag-aresto kay Ladlad, isa sa mga pangunahing kasapi ng Reciprocal Working Committee on Political and Constitutional Reforms. Sa pangkabuuan, tatlong konsultant na ng NDFP ang iligal na inaresto ng rehimeng Duterte, na tahasang paglabag sa GRP-NDFP Joint Agreement on Safety and Immunity Guarantees. Umabot sa 23 ang napatay at 16 ang nasugatan sa hanay ng Armed Forces of the Philippines (AFP) sa inilunsad na mga aksyong militar ng Bagong Hukbong Bayan (BHB) sa Bukidnon, Iloilo, Northern Samar at Camarines Sur nitong Nobyembre.
Bukidnon. Sampu ang nasugatan at 13 ang napatay sa limang armadong aksyon ng BHB-Bukidnon mula Nobyembre 10 hanggang 16.
Tinambangan ng isang yunit ng BHB-Bukidnon ang mga tropa ng 65th IB sa hangganan ng prubinsya at Pinilayan, Tagoloan 2, Lanao del Sur noong Nobyembre 16. Dalawa ang napatay sa mga yunit ng kaaway. Ang naturang tropa ay reimporsment sa kasamahan nilang nag-ooperasyon na sa lugar.
Bago nito, dalawang ulit na pinaputukan ng mga Pulang mandirigma ang mga pasistang sundalo sa nasabing baryo noong Nobyembre 12 kung saan tatlo ang napatay at apat ang nasugatan. Mag-iisang linggo nang nag-operasyon ang mga tropa ng 8th IB sa lugar. Inirereklamo ng mga residente ang perwisyong hatid nito sa kanilang kabuhayan at pamumuhay.
Panay. Inatake ng BHB-Southern Panay (Napoleon Tumagtang Command) ang isang patrol base ng 61st IB at 33rd Division Reconaissance Company sa Barangay Igcabugao, Igbaras, Iloilo noong Nobyembre 12.
Batay sa panimulang ulat, apat na sundalo ang napatay. Para pagtakpan ang kanilang pagkatalo, ipinalaganap ng mga sundalo na hindi ang kanilang base ang tinamaan kundi isa lamang sasakyan. Nang-aresto rin sila ng mga magsasaka na anila’y mga tagasuporta ng BHB. Dahil walang batayan, napilitan silang pakawalan ang mga magsasaka matapos ang isang araw.
Nagsisilbing protektor ng kumpanyang Century Peak ang tactical patrol base na ito mula pa 2015. Nagsilbing gwardya ng mini-hydro plant sa lugar ang mga sundalo. Tinututulan din ng mga residente ng Igcabugao, Passi at kalapit na baryo ang balak ng kumpanya na magmina. Sa kaugnay na balita, pinarangalan ng BHB-Southern Panay si Casimiro Talaman (Ka Boy) na nasawi sa nabanggit na labanan sa Igcabugao. Siya ay residente ng Barangay Buloc, Tubungan, Iloilo.
Northern Samar. Limang sundalo ang napatay habang marami ang nasugatan sa pagharas ng BHB-Northern Samar (Rodante Urtal Command) laban sa nag-ooperasyong tropa ng 43rd IB noong Nobyembre 6 sa Barangay Cag-amesarog, Lope de Vega.
Bilang ganti, sinuyod ang erya ng mahigit 100 pasistang sundalo at nagpakalat ng maling impormasyon upang maliitin ang tagumpay ng BHB.
Camarines Sur. Binati ng BHB-Bicol (Romulo Jallores Regional Operations Command) ang mga Pulang mandirigma ng Camarines Sur (Norben Gruta Command) sa matagumpay na ambus sa Sityo Patag, Barangay Mambulo Nuevo, Libmanan noong Nobyembre 17, alas-4:30 ng hapon.
Anim na pulis na bahagi ng Task Force Bicolandia ang nasugatan sa pananambang. Binuo ang naturang task force para gapiin ang armadong rebolusyonaryong kilusan sa rehiyon.

Panay. Inatake ng BHB-Southern Panay (Napoleon Tumagtang Command) ang isang patrol base ng 61st IB at 33rd Division Reconaissance Company sa Barangay Igcabugao, Igbaras, Iloilo noong Nobyembre 12.
Batay sa panimulang ulat, apat na sundalo ang napatay. Para pagtakpan ang kanilang pagkatalo, ipinalaganap ng mga sundalo na hindi ang kanilang base ang tinamaan kundi isa lamang sasakyan. Nang-aresto rin sila ng mga magsasaka na anila’y mga tagasuporta ng BHB. Dahil walang batayan, napilitan silang pakawalan ang mga magsasaka matapos ang isang araw.
Nagsisilbing protektor ng kumpanyang Century Peak ang tactical patrol base na ito mula pa 2015. Nagsilbing gwardya ng mini-hydro plant sa lugar ang mga sundalo. Tinututulan din ng mga residente ng Igcabugao, Passi at kalapit na baryo ang balak ng kumpanya na magmina. Sa kaugnay na balita, pinarangalan ng BHB-Southern Panay si Casimiro Talaman (Ka Boy) na nasawi sa nabanggit na labanan sa Igcabugao. Siya ay residente ng Barangay Buloc, Tubungan, Iloilo.
Northern Samar. Limang sundalo ang napatay habang marami ang nasugatan sa pagharas ng BHB-Northern Samar (Rodante Urtal Command) laban sa nag-ooperasyong tropa ng 43rd IB noong Nobyembre 6 sa Barangay Cag-amesarog, Lope de Vega.
Bilang ganti, sinuyod ang erya ng mahigit 100 pasistang sundalo at nagpakalat ng maling impormasyon upang maliitin ang tagumpay ng BHB.
Camarines Sur. Binati ng BHB-Bicol (Romulo Jallores Regional Operations Command) ang mga Pulang mandirigma ng Camarines Sur (Norben Gruta Command) sa matagumpay na ambus sa Sityo Patag, Barangay Mambulo Nuevo, Libmanan noong Nobyembre 17, alas-4:30 ng hapon.
Anim na pulis na bahagi ng Task Force Bicolandia ang nasugatan sa pananambang. Binuo ang naturang task force para gapiin ang armadong rebolusyonaryong kilusan sa rehiyon.

Hindi natitinag, bagkus ay matatag na nilabanan ng Bagong Hukbong Bayan (BHB) at rebolusyonaryong mamamayan sa Zamboanga Peninsula ang tuluy-tuloy na pag-atake ng mga pasistang tropa at mga lokal na espiya ng rehimeng US-Duterte. Ang sumusunod ay ilan sa mga tagumpay nila sa nakaraang anim na buwan (Mayo-Setyembre 2018):
Noong Mayo, nagbalak na maglunsad ng isang malawakang operasyong militar ang 42nd IB sa Zamboanga del Norte sa imbing layuning durugin ang BHB sa erya. Ngunit bago pa man sila makapagpatama sa anumang yunit ng hukbong bayan, dumanas na sila ng pagkabigo noong Mayo 18.
Ginapang ng isang yunit ng BHB ang nakatigil na siksbay na trak ng 42nd IB at nilagyan ng eksplosibo ang ilalim nito. Nagresulta ang pagsabog nito sa pitong sundalong patay at tatlong sugatan. Lubusan ding nawasak ang sasakyan. Naganap ang insidente isang kilometro mula sa hedkwarters ng batalyon sa bayan ng Kalawit.
Noong Mayo 30, nakasamsam ang BHB ng tatlong M16, isang pistolang 9mm at 13 magasin, bala at iba pang gamit militar mula sa dalawang pulis sa itinayo nitong tsekpoynt sa Sityo Tanggupon, Barangay Mauswagon, bayan ng Godod.
Mabuting tinrato ng BHB ang dalawang nabihag na pulis na agad ding pinalaya. Bunsod nito, nagkomento ang isang upisyal ng pulis na mali ang kanyang pagtingin na masasamang tao ang mga Pulang mandirigma ng BHB.
Noon namang Hulyo 23, bigo ang 42nd IB at mga elemento ng CAFGU na kubkubin ang nagpapahingang mga Pulang mandirigma sa magubat na bahagi ng Sityo Kulasian, Barangay Kulalian, Kalawit. Naunahan ng taliba ng BHB ang sumasalakay na kaaway. Pagkatapos ng 30 minutong labanan ay umatras ang mga sundalo dala-dala ang kanilang mga kaswalti. Pito sa kanila ang napatay at isa ang nasugatan.
Noon namang Agosto 21, napinsalaan ng BHB ang nag-ooperasyong tropa ng 67th IB sa engkwentro sa Barangay Delokot, bayan ng Godod.

Noong umaga ng Agosto 23, tinangka nilang salakayin ang pwesto ng BHB sa lugar. Pero dahil alerto na ang mga Pulang mandrigma, maagap silang nakapagpaputok laban sa nagmamaniobrang kaaway. Pinasabugan din nila ang sumasalakay na tropa.

Nagpahayag kamakailan si Rodrigo Duterte ng GRP ng pagkabahala sa posibilidad na sumiklab ang armadong sagupaan sa pagitan ng US at China sa South China Sea (SCS). Diumano, “hawak na” ng China ang naturang karagatan at nag-uudyok lamang ng kontra-aksyon nito ang mga inilulunsad na “military drill” ng US. Magdurusa raw ang Pilipinas sakaling sumiklab ang gera sa lugar.
Mistulang naghuhugas ng kamay si Duterte sa lumalaking tensyong militar sa SCS. Katunayan, malaki ang pananagutan ni Duterte sa sitwasyon sa SCS sa dalawang-panig niyang pagtatraydor sa pambansang kasarinlan ng Pilipinas na nagbigay-daan sa militarisasyon o pagpapalakas ng presensya at pwersang militar kapwa ng US at China sa karagatang ito.
Pinagdurusahan ng sambayanang Pilipino ang walang-gulugod na patakarang panlabas ni Duterte at pagtanggi niyang itaguyod ang kasarinlan ng bansa sa iba’t ibang mga usapin. Yaman at pambansang kalayaan ng sambayanang Pilipino ang kapalit sa pagtataksil na ito ni Duterte na lalong nagpapalakas ng kapangyarihan at imperyalistang dominasyon.
Sa isang panig, lubos nang ipinamimigay ni Duterte sa China ang yaman at karapatan ng bansa sa SCS. Sa nagdaang dalawang taon, isinantabi niya ang soberanya ng Pilipinas sa Spratly Islands nang magwalang-imik siya habang ang China ay nagreklamasyon ng halos 1,300 ektaryang lupa at nagtayo ng iba’t ibang mga pasilidad doon. Ilanlibong ektaryang mga bahura at pangisdaan ang nilustay sa mga konstruksyong ito.
Nilukot ni Duterte ang 2016 na desisyon ng internasyunal na hukumang Arbitral Tribunal na nagsabing ang Spratly islands, Scarborough Shoals at iba pang bahagi ng SCS ay kabilang sa exclusive economic zone at extended continental shelf ng Pilipinas at kumilala sa karapatan ng Pilipinas sa ilalim ng UN Convention on the Law of the Seas. Lumilikha si Duterte ng walang-batayang takot na “hindi kayang makipaggera ng Pilipinas sa China” gayong hindi lang naman pakikipaggera ang paraan ng pagigiit ng karapatan ng bansa.
Sa pagtanggi ni Duterte na itaguyod ang gayong desisyon, walang-hadlang na isinagawa ng China ang pagtatayo nito ng base militar sa Spratly Islands sa layuning patatagin ang presensyang militar nito sa lugar laban sa US. Kabilang sa itinayo ng China ang isang paliparan na may 10,000 piyeng paliparan, mga daungan at iba pang pasilidad. Patuloy na hinahadlangan ang mga mangingisdang Pilipino ng mga coast guard ng China na animo’y pag-aari nila ang karagatang sakop ng Pilipinas. Ang pagpapalakas ng pwersang militar ng China sa SCS ay naglalayong hadlangan ang presensyang militar ng US dito at bantayan ang malaking yamang nakaimbak sa ilalim ng karagatan.
Mistulang maamong tupa ang asal-aliping si Duterte na hindi marunong magmura sa harap nito. Tahasang pangangayupapang idineklara niya kamakailan sa China: “Nariyan kayo, kayo ang may hawak, sakop ninyo, sabihin ninyo sa amin saan kami dadaan at ano ang dapat naming maging asal.” Labis na kamuhi-muhi ang gayong asal-alipin ni Duterte. Wala siyang tinitindigang pambansang integridad.
Walang ibang pakay ang walang kahiya-hiyang pagyuko at pagsuko ni Duterte sa China kundi ang dumulog ng malaking pautang para pondohan ang kanyang ambisyosong programang Build, Build, Build. Ang pagdating ni President Xi Jinping ng China sa Pilipinas nitong Nobyembre ay okasyon para pirmahan ang kontrata sa “magkasanib na eksplorasyon” sa karagatang sakop ng Pilipinas, kahit sinasabing taliwas ito sa konstitusyong 1987 na nagbibigay ng gayong eksklusibong karapatan sa estado.
Kwestyunable rin ang pinasok na kasunduan noong 2005 na Joint Marine Seismic Undertaking (JMSU) na pinondohan pangunahin ng China noong 2005 na nag-alam sa nakaimbak na rekurso sa mahigit 142,886-kilometro kwadradong karagatan (halos kalahati ng laki ng lupain ng Pilipinas). Natapos ang pag-aaral noong 2007 subalit ang resulta ay eksklusibong hawak ng China. Tinataya ng China na kayang umabot sa $60 trilyon ang halaga ng naka-imbak na langis, natural gas at mga mineral sa ilalim ng karagatan ng SCS. Sa ngalan ng “eksplorasyon,” nais ng China na alamin kung pwedeng simulan ang komersyal na operasyon para minahin ang yamang ito.
Katulad na ipinain ng China noong 2004 ang $904 milyon pautang kay Arroyo para pirmahan ang JMSU, ipinapain ngayon ng China ang ilang bilyong dolyar na pautang para kay Duterte kabilang ang proyektong riles, mga kalsada atbp para pirmahan ang kasunduang “joint exploration” na nais ng China na kumilala sa soberanya nito sa lugar. Kapalit ng ilang bilyong pautang na ito, pabor si Duterte na ibigay sa China hindi lamang ang ilang trilyong dolyar na yamang dagat, kundi maging ang soberanya ng bansa. Sa pagkahayok ni Duterte sa mataas na interes na pautang ng China, hindi malayong maging aliping-utang ang Pilipinas.
Sa kabilang panig, wala ring kahiya-hiya ang pangangayupapa ni Duterte sa imperyalismong US. Kinastigo niya ang isinasagawang ehersisyong nabal ng US sa SCS na nagririsgo ng pagsiklab ng komprontasyon sa China, pero payag na payag namang gamitin ang Pilipinas bilang daungang militar ng mga barkong pandigma ng US. Ang Pilipinas ay nagsisilbing base ng US para sa paglulunsad nito ng tinaguriang “freedom of navigation operations” para diumano tiyakin ang kalayaan sa paglalayag pero para lamang igiit ang presensya at poder ng US sa South China Sea.
Anumang oras, ginagamit rin ng militar ng US ang mga paliparan at iba pang pasilidad sa Pilipinas para sa pag-iimbak ng mga kagamitan at para gawing pahingahan at aliwan ng mga tropang Amerikano.
Sa ilalim ni Duterte, parami nang parami ang isinasagawang mga magkasanib na pagsasanay at mga war game.
Hungkag ang sinabi ni Duterte na hindi siya papayag na mag-imbak ng mga kagamitang militar ang mga dayuhan sa Palawan. Ang totoo, matagal nang ginagamit ng militar ng US ang baseng nabal sa Ulungan na pinalaki nila noong 2014 para magamit na daungan at imbakan sa ilalim ng EDCA. Ang kahabaan ng Palawan ay ginamit rin ng US para magtayo ng mga istasyon ng radar para mag-espiya sa karagatan ng Pilipinas. Sa ngalan ng pag-iimbak ng mga kagamitan para sa “humanitarian and disaster response” o pagharap sa mga sakuna, nagtayo rin ng pasilidad ang US sa Pampanga para gamitin ng pwersang militar nito. Hindi bababa sa limang kampo ng AFP sa buong bansa ang ginagamit ng US para itayo ang mga pasilidad nito.
Patuloy na pinalalakas ng US ang dominasyon nito sa Pilipinas sa pamamagitan ng pagpapahigpit ng kontrol nito sa AFP. Ayon sa US, mayroon itong 200-300 mga tagapayo sa AFP na permanenteng nakaistasyon sa Pilipinas. Sila ang nagbibigay ng mga pagsasanay at nagdidirehe ng ilang operasyon ng AFP. Tuluy-tuloy ang pagbibigay ng US ng ayudang militar sa AFP, kabilang ang mga drone, helikopter, mga baril, bala at iba pang sandata na ginagamit sa mga operasyon ng armadong panunupil sa ilalim ng Oplan Kapayapaan.
Tuluy-tuloy ang pagbibigay-pansin ng US sa pagbibigay ayuda sa Marawi upang patatagin ang presensyang militar ng US sa Mindanao. Sa udyok ng US, idineklara ni Duterte na “terorista” ang PKP at BHB upang magamit na dahilan para sa pagbubuo ng US ng Operation Pacific Eagle-Philippines (OPE-P) bilang isang “anti-teroristang operasyon” ng US na siyang plataporma ngayon ng panghihimasok militar ng US sa bansa. Sa pagpapalawig ng batas militar sa Mindanao, lalo ring napalalakas ang inisyatiba ng US sa pamamagitan ng pagpapataw ng absolutong kapangyarihan ng AFP.
Matagal nang ginagamit ng US ang Pilipinas bilang instrumento para sa hegemonismo nito. Ginamit ang bansa bilang base sa panggegera nito sa Korea, Vietnam, Iran, Afghanistan at iba pang bansa. Dahil dito, lagi rin itong target ng mga karibal at kaaway ng US mula pa noong dekada 1930.
Sa ilalim ni Duterte, patuloy na ginagamit ang Pilipinas bilang isa sa instrumento para sa estratehikong interes militar ng US sa Asia. Ginagamit nito ngayon ang bansa bilang base para hadlangan ang paglakas ng militar ng China, magpakitang-gilas at panatilihin ang presensyang militar nito sa South China Sea para seguruhing kontrolado nito ang paglagos dito ng kalakalan.
Sa ilalim ni Duterte, patuloy na walang tunay na pambansang kasarinlan at nagsasariling ekonomya ang Pilipinas. Nananatiling malakolonya ito ng imperyalismong US na siyang dominanteng kapangyarihang pampulitika at pangmilitar sa bansa. Hungkag ang idineklara ni Duterte na “independyenteng patakarang panlabas.”
Sa harap ng lumalalang krisis ng pandaigdigang sistemang kapitalista at lumalaking paghamon ng China sa kapangyarihan ng US, ang Pilipinas ay nagiging instrumento at target ng kapwa imperyalistang kapangyarihan. Dahil sa pagiging sunud-sunuran ni Duterte sa US at China, hindi maglalao’y maiipit ang Pilipinas sa gitna ng dalawang nag-uumpugang imperyalistang bato.
Maiiwasan lamang ang ganitong pangyayari kung mahigpit na igigiit ng buong sambayanang Pilipino ang pagtataguyod sa pambansang kasarinlan at matatag na isusulong ang patakaran ng kapayapaan at di pagpanig sa alinmang imperyalistang nagtutunggali. Dapat igiit ng sambayanan ang soberanya ng bansa sa SCS at itulak ang demilitarisasyon nito, kapwa ang pagbabaklas ng mga base militar ng China at pagpapalayas ng mga barkong US sa mga karagatang sakop ng Pilipinas.
Kaakibat nito, dapat igiit ng sambayanan ang pagtataguyod ng kasarinlan sa ekonomya na binubuo ng pagsusulong ng tunay na reporma sa lupa at pambansang industriyalisasyon. Ang pagtataguyod sa pambansang kasarinlan ay epektibong maisasagawa lamang kung may kalayaan sa ekonomya at kakayahang tumindig sa sariling paa, sa isang banda; at sa kabilang banda, ang kalayaan sa ekonomya ay maitataguyod lamang kung may tunay na pambansang kalayaan para itakda ang tadhana ng bansa alinsunod sa interes ng sambayanan.

Patuloy na hinahadlangan ang mga mangingisdang Pilipino ng mga coast guard ng China na animo’y pag-aari nila ang karagatang sakop ng Pilipinas. Ang pagpapalakas ng pwersang militar ng China sa SCS ay naglalayong hadlangan ang presensyang militar ng US dito at bantayan ang malaking yamang nakaimbak sa ilalim ng karagatan.
Mistulang maamong tupa ang asal-aliping si Duterte na hindi marunong magmura sa harap nito. Tahasang pangangayupapang idineklara niya kamakailan sa China: “Nariyan kayo, kayo ang may hawak, sakop ninyo, sabihin ninyo sa amin saan kami dadaan at ano ang dapat naming maging asal.” Labis na kamuhi-muhi ang gayong asal-alipin ni Duterte. Wala siyang tinitindigang pambansang integridad.
Walang ibang pakay ang walang kahiya-hiyang pagyuko at pagsuko ni Duterte sa China kundi ang dumulog ng malaking pautang para pondohan ang kanyang ambisyosong programang Build, Build, Build. Ang pagdating ni President Xi Jinping ng China sa Pilipinas nitong Nobyembre ay okasyon para pirmahan ang kontrata sa “magkasanib na eksplorasyon” sa karagatang sakop ng Pilipinas, kahit sinasabing taliwas ito sa konstitusyong 1987 na nagbibigay ng gayong eksklusibong karapatan sa estado.
Kwestyunable rin ang pinasok na kasunduan noong 2005 na Joint Marine Seismic Undertaking (JMSU) na pinondohan pangunahin ng China noong 2005 na nag-alam sa nakaimbak na rekurso sa mahigit 142,886-kilometro kwadradong karagatan (halos kalahati ng laki ng lupain ng Pilipinas). Natapos ang pag-aaral noong 2007 subalit ang resulta ay eksklusibong hawak ng China. Tinataya ng China na kayang umabot sa $60 trilyon ang halaga ng naka-imbak na langis, natural gas at mga mineral sa ilalim ng karagatan ng SCS. Sa ngalan ng “eksplorasyon,” nais ng China na alamin kung pwedeng simulan ang komersyal na operasyon para minahin ang yamang ito.
Katulad na ipinain ng China noong 2004 ang $904 milyon pautang kay Arroyo para pirmahan ang JMSU, ipinapain ngayon ng China ang ilang bilyong dolyar na pautang para kay Duterte kabilang ang proyektong riles, mga kalsada atbp para pirmahan ang kasunduang “joint exploration” na nais ng China na kumilala sa soberanya nito sa lugar. Kapalit ng ilang bilyong pautang na ito, pabor si Duterte na ibigay sa China hindi lamang ang ilang trilyong dolyar na yamang dagat, kundi maging ang soberanya ng bansa. Sa pagkahayok ni Duterte sa mataas na interes na pautang ng China, hindi malayong maging aliping-utang ang Pilipinas.
Sa kabilang panig, wala ring kahiya-hiya ang pangangayupapa ni Duterte sa imperyalismong US. Kinastigo niya ang isinasagawang ehersisyong nabal ng US sa SCS na nagririsgo ng pagsiklab ng komprontasyon sa China, pero payag na payag namang gamitin ang Pilipinas bilang daungang militar ng mga barkong pandigma ng US. Ang Pilipinas ay nagsisilbing base ng US para sa paglulunsad nito ng tinaguriang “freedom of navigation operations” para diumano tiyakin ang kalayaan sa paglalayag pero para lamang igiit ang presensya at poder ng US sa South China Sea.
Anumang oras, ginagamit rin ng militar ng US ang mga paliparan at iba pang pasilidad sa Pilipinas para sa pag-iimbak ng mga kagamitan at para gawing pahingahan at aliwan ng mga tropang Amerikano.
Sa ilalim ni Duterte, parami nang parami ang isinasagawang mga magkasanib na pagsasanay at mga war game.
Hungkag ang sinabi ni Duterte na hindi siya papayag na mag-imbak ng mga kagamitang militar ang mga dayuhan sa Palawan. Ang totoo, matagal nang ginagamit ng militar ng US ang baseng nabal sa Ulungan na pinalaki nila noong 2014 para magamit na daungan at imbakan sa ilalim ng EDCA. Ang kahabaan ng Palawan ay ginamit rin ng US para magtayo ng mga istasyon ng radar para mag-espiya sa karagatan ng Pilipinas. Sa ngalan ng pag-iimbak ng mga kagamitan para sa “humanitarian and disaster response” o pagharap sa mga sakuna, nagtayo rin ng pasilidad ang US sa Pampanga para gamitin ng pwersang militar nito. Hindi bababa sa limang kampo ng AFP sa buong bansa ang ginagamit ng US para itayo ang mga pasilidad nito.
Patuloy na pinalalakas ng US ang dominasyon nito sa Pilipinas sa pamamagitan ng pagpapahigpit ng kontrol nito sa AFP. Ayon sa US, mayroon itong 200-300 mga tagapayo sa AFP na permanenteng nakaistasyon sa Pilipinas. Sila ang nagbibigay ng mga pagsasanay at nagdidirehe ng ilang operasyon ng AFP. Tuluy-tuloy ang pagbibigay ng US ng ayudang militar sa AFP, kabilang ang mga drone, helikopter, mga baril, bala at iba pang sandata na ginagamit sa mga operasyon ng armadong panunupil sa ilalim ng Oplan Kapayapaan.
Tuluy-tuloy ang pagbibigay-pansin ng US sa pagbibigay ayuda sa Marawi upang patatagin ang presensyang militar ng US sa Mindanao. Sa udyok ng US, idineklara ni Duterte na “terorista” ang PKP at BHB upang magamit na dahilan para sa pagbubuo ng US ng Operation Pacific Eagle-Philippines (OPE-P) bilang isang “anti-teroristang operasyon” ng US na siyang plataporma ngayon ng panghihimasok militar ng US sa bansa. Sa pagpapalawig ng batas militar sa Mindanao, lalo ring napalalakas ang inisyatiba ng US sa pamamagitan ng pagpapataw ng absolutong kapangyarihan ng AFP.
Matagal nang ginagamit ng US ang Pilipinas bilang instrumento para sa hegemonismo nito. Ginamit ang bansa bilang base sa panggegera nito sa Korea, Vietnam, Iran, Afghanistan at iba pang bansa. Dahil dito, lagi rin itong target ng mga karibal at kaaway ng US mula pa noong dekada 1930.
Sa ilalim ni Duterte, patuloy na ginagamit ang Pilipinas bilang isa sa instrumento para sa estratehikong interes militar ng US sa Asia. Ginagamit nito ngayon ang bansa bilang base para hadlangan ang paglakas ng militar ng China, magpakitang-gilas at panatilihin ang presensyang militar nito sa South China Sea para seguruhing kontrolado nito ang paglagos dito ng kalakalan.
Sa ilalim ni Duterte, patuloy na walang tunay na pambansang kasarinlan at nagsasariling ekonomya ang Pilipinas. Nananatiling malakolonya ito ng imperyalismong US na siyang dominanteng kapangyarihang pampulitika at pangmilitar sa bansa. Hungkag ang idineklara ni Duterte na “independyenteng patakarang panlabas.”
Sa harap ng lumalalang krisis ng pandaigdigang sistemang kapitalista at lumalaking paghamon ng China sa kapangyarihan ng US, ang Pilipinas ay nagiging instrumento at target ng kapwa imperyalistang kapangyarihan. Dahil sa pagiging sunud-sunuran ni Duterte sa US at China, hindi maglalao’y maiipit ang Pilipinas sa gitna ng dalawang nag-uumpugang imperyalistang bato.
Maiiwasan lamang ang ganitong pangyayari kung mahigpit na igigiit ng buong sambayanang Pilipino ang pagtataguyod sa pambansang kasarinlan at matatag na isusulong ang patakaran ng kapayapaan at di pagpanig sa alinmang imperyalistang nagtutunggali. Dapat igiit ng sambayanan ang soberanya ng bansa sa SCS at itulak ang demilitarisasyon nito, kapwa ang pagbabaklas ng mga base militar ng China at pagpapalayas ng mga barkong US sa mga karagatang sakop ng Pilipinas.
Kaakibat nito, dapat igiit ng sambayanan ang pagtataguyod ng kasarinlan sa ekonomya na binubuo ng pagsusulong ng tunay na reporma sa lupa at pambansang industriyalisasyon. Ang pagtataguyod sa pambansang kasarinlan ay epektibong maisasagawa lamang kung may kalayaan sa ekonomya at kakayahang tumindig sa sariling paa, sa isang banda; at sa kabilang banda, ang kalayaan sa ekonomya ay maitataguyod lamang kung may tunay na pambansang kalayaan para itakda ang tadhana ng bansa alinsunod sa interes ng sambayanan.

The tyrant Duterte and his followers keep on dumbing down the Filipino people. To have their way on major issues, they always put forward false choices on the basis of simpleton arguments that are grossly contrary to facts.
They argue that the Philippines has no choice but to engage China and its companies in exploring and exploiting the oil and gas resources in the West Philippine Sea because the Philippines has no expertise in such field.
This is a blatantly false choice against the sovereign rights of the Filipino people because the Philippines as owner of the resources can choose to muster its own experts and hire any of so many oil exploration and exploitation companies which are far superior to Chinese expertise and which do not belong to China which seeks to usurp ownership of the West Philippine Sea.
There are plenty of oil and gas exploration and exploitation companies in Europe from which the Philippines can choose the best possible in terms of proven expertise in undersea energy exploration and exploitation as in the North Sea.
They accept Philippine sovereign ownership of the resources in the West Philippine Sea and enjoy the protection of international law, support of the international community of nations and even ab initio the implied protection of the NATO to checkmate any Chinese threat of aggression.
By stating the above, I have disposed of another simpleton argument of Duterte and his followers that the Philippines has to give up or lay aside its legal victory in the Permanent Arbitration Court in accordance with the UNCLOS and let China do what it pleases to take over and militarize the West Philippine Sea because to assert Philippine sovereign rights over the natural resources in said sea would invite an aggressive attack from China.
Duterte and his followers make obviously simpleton arguments that are in fact treasonous and cowardly but are also blatantly indicative of self-interest and corruption in dealing with China and the Chinese banks and companies. They are apparently already enjoying payoffs in advance.
Most benefited by the treasonous sell-out on the Philippine side are Duterte and his front man Dennis Uy and Gloria M. Arroyo and her front man Enrique Razon to whom she gave 75 per cent of the concession area in the vicinity of Recto Bank.
In campaigning for the presidency, Duterte denounced his predecessors as protectors of the illegal drug trade and being guilty of all forms of corruption and he touted himself as the absolute enemy of illegal drugs and corruption.
It turns out that Duterte and his own son and son-in-law are the biggest protectors and smugglers in the illegal drug trade. It is fair to say that he has become the supreme drug overlord. The drug problem has worsened under the Duterte regime. Duterte has ordered the mass murder of street-level drug addicts but he is protecting the drug lords that now submit to him as supreme overlord and protector.
As regards to corruption, the Office of the President is at the peak of a stinking hierarchy of corruption among civilian and military officials. Duterte has shamelessly exposed himself as in cahoots with the biggest Luzon-based plunderers, like the Marcos, Arroyo and Estrada families, which helped him win the elections with money and their bailiwick votes.
And, of course, there can be no bigger corruption than the treasonous sell-out of the sovereign rights of the Filipino people over the oil, gas and other resources in the West Philippine Sea. These resources, if not sold out could fund the industrial development of the Philippines as the NDFP proposes in its draft of the Comprehensive Agreement on Social and Economic Reforms.
Instead of engaging in peace negotiations with the NDFP in order to arrive at social, economic and political reforms to lay the basis for a just and lasting peace, Duterte and his followers use the argument that they must carry out a purely military solution because the NDFP refuses to give up the people’s demands and surrender to the tyrannical, traitorous, brutal, corrupt and mendacious Duterte regime.
Duterte and his followers condemn the unitary form of government as the cause of all evils in the Philippines and they propose federalism as the solution to all problems. But in fact, they are pushing for a bogus kind of federalism, which allows Duterte to institutionalize a fascist dictatorship ala Marcos, concentrate all powers in his hands and handpick his regional agents among the warlords and dynasties in the regions and provinces.

Memorandum Order No. 32 is formally and actually a declaration of a state of national emergency. This is in furtherance of the ongoing tyranny and de facto martial law nationwide. It is preparatory to formal proclamation of martial law nationwide, the screwing up of the 2019 elections, chacha for bogus federalism and establishment of fascist dictatorship ala Marcos.
The lawless violence that now reigns in the Philippines is actually a monopoly of the AFP and PNP, especially with their perpetration of mass murders with impunity and with presidential protection and cash incentives from the intelligence and discretionary funds of the Office of the President.
In sharp contrast, the NPA follows strictly the laws of the people’s democratic government, the International Bill of Rights and International Humanitarian Law. Duterte has generated the lawless violence under Oplan Tokhang and Oplan Kapayapaan in order to lay the ground for further brutal military and police operations and for justifying martial law nationwide and establishing a fascist dictatorship.
Having authorized MO No. 32, Duterte is unwittingly admitting that the NPA is strong not only in Mindanao but also in other parts of the country contrary to the psywar claims of the AFP and PNP that the NPA is nearly finished. In fact, not a single guerrilla front in Mindanao has been finished, despite the deployment of 75 of the 98 maneuver battalions of the AFP.
The NPA is expected to wage more tactical offensives on a nationwide scale. Outside of Mindanao, the AFP and PNP have targeted so-called focus areas. But their offensives have been blunted and have uttterly failed in Luzon and the Visayas.
Duterte and his armed minions do not understand the guerrilla warfare being carried out by the NPA. They think that the NPA is already finished when it evades the enemy offensives with superior strength.
They forget that the NPA can launch tactical counteroffensives after evasive actions and it can avail of its nationwide strength to launch tactical counteroffensives elsewhere on a wide front in a war of fluid movement.
If only to stop Duterte’s scheme of fascist dictatorship, the NDFP maintains its standing policy of being open to peace negotiations with the GRP even under Duterte. Most importantly, it is putting forward its proposal for social, economic and political reforms to lay the basis for a just and lasting peace.
At the same time, the revolutionary forces represented by the NDFP have made absolutely clear that they will continue to carry out the people’s war for national and social liberation in response to Duterte’s termination of the GRP-NDFP peace negotiations, his persistent all-out war policy and his scheme of fascist dictatorship.
The NDFP is well aware of the instability and fragility of the Duterte regime. The tyrant Duterte has worn out and fatigued his limited military and police forces and cannot increase them because of the worsening economic crisis and financial bankruptcy of his regime, aggravated by debt enslavement to China which will start to weigh heavily on the Philippines next year.
Within the AFP and PNP, there is only a small criminal gang loyal to Duterte. This is directly opposed by pro-US and anti-China military officers. At the same time, there is a growing number of patriotic and democratic-minded AFP and PNP officers who aim to withdraw support from the Duterte regime in concert with the people’s uprising as in 1986 and 2001 against the Marcos fascist regime and the Estrada regime, respectively.
Duterte seems to be aware that he is sitting on a throne made of bayonets. Thus, now and then, he publicly expresses fear of a coup d’etat. Indeed, he is vulnerable to a coup d’etat by the group of pro-US and anti-China officers or to a combination of people’s uprising and military withdrawal of support as he takes further steps in making his own authoritarian coup against the GRP Constitution.

Duterte is simply joking, stupid or crazy when he publicly proposes that the NDFP submit to him a draft peace agreement for him to approve, subject to the further approval of the AFP and PNP. He pretends not to know that there is a negotiating process or he is so drugged by fentanyl that he does not really know it.
Before he finally terminated the peace negotiations, both the NDFP and GRP negotiating panels had already made their respective drafts of the comprehensive agreements on social and economic reforms (CASER) and on political and constitutional reforms (CAPCR) and had made substantial progress in reconciling their drafts of CASER.
Duterte seems to imagine that the NDFP is like China which has enough money to bribe him to let it draft a major document for his consent and approval. But he exposes further his inane mind by admitting that he would still need the ultimate approval of the military and police.
He acknowledges that he stands in fear of coup d’etat by the military and police and he actuallly claims that his supposed authority as political leader and commander-in-chief of the GRP and its armed services is inferior to the authority of the military and police. What kind of president does the GRP have? A clown, a dolt or a dopehead?

Duterte is simply joking, stupid or crazy when he publicly proposes that the NDFP submit to him a draft peace agreement for him to approve, subject to the further approval of the AFP and PNP. He pretends not to know that there is a negotiating process or he is so drugged by fentanyl that he does not really know it.
Before he finally terminated the peace negotiations, both the NDFP and GRP negotiating panels had already made their respective drafts of the comprehensive agreements on social and economic reforms (CASER) and on political and constitutional reforms (CAPCR) and had made substantial progress in reconciling their drafts of CASER.
Duterte seems to imagine that the NDFP is like China which has enough money to bribe him to let it draft a major document for his consent and approval. But he exposes further his inane mind by admitting that he would still need the ultimate approval of the military and police.
He acknowledges that he stands in fear of coup d’etat by the military and police and he actuallly claims that his supposed authority as political leader and commander-in-chief of the GRP and its armed services is inferior to the authority of the military and police. What kind of president does the GRP have? A clown, a dolt or a dopehead?

- Without formal declaration, Duterte is already implementing nationwide martial law with the order today to deploy additional military troops and police to the Bicol region, Samar and Negros islands.
- Duterte’s exercise of de facto martial law powers is based on the flimsy 2016 “declaration of a state of national emergency” to supposedly “suppress lawless violence.” However, it is clear that the order is adesperate attempt to stop the rising tide of peasant unrest and nationwide growth of the NPA.
- This order will surely lead to the further worsening of the state of military and police abuses and attacks against democratic rights in these regions, especially against the peasant masses.The Bicol region follows the Southern Mindanao Region in terms of the number of extrajudicial killings perpetrated by state armed forces. The newly deployed 96th IB has already gained notoriety for brutal peasant killings.There is also a rising number of peasants killings, marked by the recent massacre of nine peasants in Sagay City in Negros by paramilitary forces attached to the AFP. Duterte has endorsed the massacre after ordering his men to shoot peasants asserting their rights to land.Human rights abuses are also on the rise in Samar and the whole of Eastern Visayas where at least 10 battalions of AFP troops have been deployed. The people of Northern Samar towns of Lao-ang, Las Navas and Catubig are demanding a stop to the militarization of their barangays where the AFP are setting up detachments and carrying out combat operations.
- Duterte’s deployment of more troops to suppress rising armed resistance and other forms of struggle is counter-productive and self-defeating. The aim is to use overwhelming force against the peasant masses and the guerrilla forces of the NPA.However, by committing widespread abuses against the people and imposing martial law across the countryside, the AFP is succeeding only in rousing the people to take up arms and join the NPA.
- Duterte’s orders to deploy more troops to Bicol, Negros and Samar stretches the limits of his militarist solution to the rising armed resistance of the Filipino people. Since early this year, Duterte has already deployed his new ten battalions of combat troops across the country, four of which are in Mindanao.He has no more troops to deploy, unless he reduces the number of soldiers deployed in other regions or spends even more public funds to form additional combat units.Duterte cannot afford to reduce significantly the number of troops in Mindanao, both in the NPA and Moro areas. Duterte and AFP officials endlessly brag about thousands of “NPA surrenderees” but know these are merely for psywar effect. In fact, many of the so-called “surrenderees” are seeking the NPA to report military abuses and demand justice.The AFP has hyped the “end of war” with the MILF. However, Moro armed resistance is bound to spread and rise as the Moro people continue to suffer from grave oppression and abuses under martial law rule and as their land and resources are being taken away
- Duterte’s combat troops on the ground are becoming increasingly tired and restive over incessant but fruitless military operations, as well as by the abuses they are ordered to commit against the masses and rampant corruption among their officers.
- Duterte’s pipe dream of ending the NPA by mid-2019 is completely baseless. The conditions are increasingly favorable for the NPA to continue its nationwide growth and spread of the people’s war.

The New People’s Army – North Central Mindanao Region is victorious in countering the intensifying combat operations of the Armed Forces of the Philippines (AFP).
The AFP suffered 23 casualties in one week — 13 dead and 10 wounded, while on the other hand, one Red fighter lost his life in the recent NPA offensives.
November 10, 4:00pm: An NPA unit encountered the combat operation of the 8th IB troops in the mountainous areas of Bolunay, Impasug-ong, province of Bukidnon. This clashed of the NPA and AFP resulted in the deaths of four 8th IB troops while the NPA safely withdrew from the encounter site. The 8th IB’s said operation lasted for a week which has disturbed the everyday lives of Lumad and farmers in the area.
November 11, past 6:00am: The NPA-Bukidnon fought the troops of the 65th IB when the latter raided the guerrilla unit in the mountains of Pinilayan, Tagoloan 2, Lanao del Sur. The encounter lasted for a couple of minutes. One Red fighter lost his life in the said encounter while 65th IB troops suffered three dead and four wounded from their ranks.
November 12: Two clashes occurred against troops of the 65th IB. In the morning, a unit of the NPA-Bukidnon ambushed the troops of the 65th IB in the adjacent mountains of Pinilay, Tagoloan 2, Lanao Del Sur while combat operations of the latter continued in the area. This resulted in two dead and two wounded from the ranks of the soldiers. In the afternoon, another unit of the NPA-Bukidnon again combated the troops of the 65th IB. This resulted in more casualties of three dead and four wounded soldiers. After the encounter, the Red fighters were able to withdraw safely.
November 16, 3:40pm: In the same mountains of Pinilayan, Tagoloan 2, Lanao Del Sur, the NPA-Bukidnon once more assaulted the reinforcements of the 65th IB. Two soldiers were killed while the NPA unit were able to safely withdraw after the encounter.
It has become blatant that the US-Duterte regime will never succeed in its efforts to quash the revolutionary movement. The NPA-NCMR holds its active defense stance to counter any violent attacks of the state.

Duterte’s statement that the AFP is untainted by corruption because it is disciplined, degrades the people. The fact that soldiers of the Armed Forces of the Philippines (AFP), from the lowest among its ranks to its generals, are linked to varying forms and gravity of corruption and bribes, aside from their abuses, is clear to the people. One evident source of AFP corruption is the Citizen Armed Forces Geographical Unit (CAFGU) or Civilian Active Auxiliary (CAA).
The AFP has turned the CAFGU into a business by deliberately withholding the release of salaries for 3-4 months. In North Eastern Mindanao Region, there are currently more than 100 CAFGU/CAA detachments, apart from the SCAA of mining companies and plantations. Each detachment has more or less 40 assigned CAFGU members divided into two groups taking turns with duty shifts for 15-20 days a month. They are paid about P4,500.00 monthly. So, there are about 4,000 CAFGU members in the region with a total budget for salaries reaching P18 million every month. In three months, this totals to about P54 million or P216 million a year.
But the amount for a month worth of salaries is used to bankroll businessmen and for lending, from which 5% to 20% interest is profited, before releasing it to the CAFGU members, while another month worth of salaries continue to be used in the enterprise. Thus, officials of the 401st and 402nd Infantry Brigades, Philippine Army (PA) of the AFP in the region, profit not less than P2.7 million–P10.8 million from the CAFGUs within 3 months. Such modus of the military officials continue throughout the year. Thus, millions of pesos have been appropriated by officers within a year while the families of CAFGU members suffer in poverty.
To appease the worry of the families of the CAFGUs who did not receive salaries, the AFP established cooperatives or conspired with several businessmen to provide loans, to enable families to meet their daily needs. These are deducted from the salaries, from which the cadreman also profits from the interest and commissions given by the businessmen.
The CAFGUs are further fried in their own grease inside the detachment especially with their food expenses. They each contribute P1,500.00 monthly for their food, but the cadreman who earns no less than P30,000 monthly salary, does not. The CAFGUs are treated as servants in the military camps. They wash the clothes, fetch water, cook and gather firewood while the officers do nothing. The names of CAFGUs who left the service are retained in the payroll, their salaries secretly pocketed by the officials.
The cadreman and other military officers also pocket large shares from payoffs, a standard operating procedure (SOP), given by businessmen and those operating in the area such as buyers of lumber and gold, loggers, small scale gold miners, haulages, fish peddlers and others.
Another source of corruption by AFP officers is multiplying the number of surrenderees to get bigger funds from the Enhanced Comprehensive Local Integration Program (ECLIP) for assistance and livelihood. But most of the civilians forced to surrender never received the amount, and of the others who were forced to join the CAFGU, few even received the meager P15,000.00 cash assistance from the promised P65,000.00. A few may have received larger amounts but these were only done by the AFP to give credibility (to the program).
In Surigao del Sur, some “surrenderees” were trained by the TESDA and were given 30 sacks of rice by the local government unit (LGU) for their food in one training session. But they (CAFGU) did not receive these because it was delivered to the detachment in Sitio Manlapso, Brgy. Magroyong, San Miguel and to the main camp of the 36th IB in Brgy. Dayoan, Tago, Surigao del Sur. This is the reason why many did not finish (the training).
These are but few of the cases of widespread corruption inside the AFP, apart from its connections to bribes given by mining companies, plantations and syndicates such as illegal drugs, smuggling and others. It is of no wonder then that the generals of the AFP and the police are millionaires by the time they retire from active duty. In the meantime, the families of the ordinary policemen, soldiers and CAFGU continue to suffer in poverty.
Thus, we call on the CAFGU members to leave the service because you have become the milking cows of your officers. Expose and oppose the exploitation committed by your officers. Earn a decent living and join your neighbors in their efforts to earn a living without threats to your lives.

Col. Benedict Arevalo, 303rd Brigade Commander, is distressed and desperate on how to cover up the crimes and blood-debts of the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) to the people of Negros. In the numerous cases of killings under the US-Duterte regime, including the Sagay 9 massacre and the murder of Atty. Benjamin Ramos, Jr., the ambush of Apollonio Diosana, Jr, 44 years old, and Temestokles Seit, Jr., 28 years old, by local paramilitary group “Dios Uno” in Sitio Canggabok, Barangay Nagbinlod, Sta. Catalina, Negros Oriental is another addition.
Recently, the 79th Infantry Battalion of the Philippine Army, Special Action Battalion of the Special Action Force and the Joint Intelligence Task Group have yet again invented a sinister drama in Sitio Puting Bato, Barangay Washington, Escalante City. According to Duterte-clone Col. Arevalo, allegedly an encounter between the NPA and AFP took place resulting to two NPA casualties and the recovery of an M16 armalite rifle and a .45 caliber pistol. Col. Arevalo also linked the incident to the Sagay massacre. Dissatisfied still with their overflowing lies, he twisted the result of the dialogue of the residents of Sitio Puting Bato and the Philippine Army that allegedly they are now against and want the NPA out of their community and they will no longer entertain “leftist” organizations.
The truth is that no encounter happened and the residents of Barangay Washington is witness to this. In the initial statement of the victims, early morning of November 16 elements of the AFP and PNP circulated stories that the ISIS has docked in Barangay Washington and later that morning the residents heard gunhots from the nearby bunch of bamboos. The military and police then entered their houses. In the afternoon the military did not leave the area and four unidentified persons wearing bonnets ransacked the home of Elena Yap, chair of the Pambansang Lakas ng mga Mamamalakaya (PAMALAKAYA) chapter in Escalante City. Several residents were virtually under sitio arrest because the military will not allow them to step out of their houses and leave. The Northern Negros Alliance of Human Rights Advocates helped the victims to free them from the coercion of AFP/PNP forces.
All of this is one big drama of the AFP/PNP, who are obviously goons of the big hacienderos of Negros, to conceal their crimes. The AFP/PNP intended to show that the progressive organizations and the NPA are behind the killings and is the cause of trouble in the Island. This is a wicked plan to give them grounds for ruining the progressive organizations that are struggling for genuine freedom and democracy. But the Negrosanons do not give credit to these lies because the rottenness of the AFP/PNP that Col. Arevalo is failing to whitewash have long been exposed.
The AFP’s denial of the NPA offensives and their failure to defeat it is much worse. The fact is that the all out counterrevolutionary war of the AFP in Negros Island is being confronted by the revolutionary movement through victorious tactical offensives. Evidently, Col. Arevalo is the actual and most embarrassing “joke.”
If the arrogant and deceitful Col. Arevalo thinks that through his intimidation the people will cower, he is mistaken since his actions only fuels further the burning anger of the people against the ruling system. Like Duterte, Col. Arevalo prompts the people to greatly support the revolutionary movement and join the NPA who is the genuine defender of the people and strives for the destruction of the existing semicolonial and semifeudal system to realize genuine freedom and lasting peace.
