From the Manila Times (Sep 25): High-ranking NPA leader arrested in Surallah town
A front secretary of the New People’s Army (NPA) was apprehended by the joint elements of the 27th Infantry Battalion and Surallah, Sultan Kudarat PNP during a law enforcement operation on Monday evening.
Capt. Jerry Lamosao, the spokesperson of 10th Infantry Division, identified the suspect as Ofelia F. Buanhog alias Decay/Wada, the leader of Guerrilla Front (GF) 73 and a member of the Executive Committee of Far South Mindanao Region (FSMR).
He was collared in Barangay Centralla by virtue of the arrest warrant issued by the Regional Trial Court Branch 26, with criminal case no. 6882-LS for rebellion and violation of Sec. 1 RA 9516 and frustrated murder.
He said Buanhog has been instrumental in a series of violent atrocities and extortion activities.
In a statement, Lt. Col. Jones Brisal Otida, commander of the 27th IB, credited the success of the operation on the coordination between the PNP, AFP and local government unit.
“It is through the enhanced interoperability of the law enforcers and strong support of the populace that these peace spoilers be brought to jail and justice for those they have violated be served,” Otida said.
Brig. Gen. Roberto Ancan, 1002nd Brigade Commander, lauded the accomplishment of the troops as he called on the remaining rebels to surrender and get back to their normal lives.
“As soldiers of peace, our doors will continue to be open and willing to facilitate the surrender of those who want to return to the folds of the law,” Ancan said.
Meanwhile, Maj. Gen. Noel S. Clement, commander of the 10th ID, said the arrest of the NPA leader is a manifestation of the commitment of the government to end the communist threat.
“We see the continuous downfall of the (NPA) with its leader being arrested,” he added.

A team of Army and police personnel arrested on Monday evening a suspected leader of the New People's Army (NPA) in an operation in a village in Surallah town in South Cotabato province.
Senior Supt. Nestor Salcedo, South Cotabato police director, identified the suspect as Ofelia Fronteras Buanho alias "Dikay", 55, alleged secretary of the NPA's Guerilla Front 73.
Salcedo said the suspect was nabbed at about 9 p.m. in Zone 1 of Barangay Libertad, Surallah by joint elements of the South Cotabato Mobile Force Company, Army's 27th Infantry Battalion (IB), and the Surallah municipal police.

Listed as a resident of Kilometer 82 in Bansalan, Davao del Sur, Buanho was initially detained at the Surallah municipal police station but was transferred to the South Cotabato provincial jail in Koronadal City on Tuesday morning.

Suspected Abu Sayyaf Group (ASG) bandits on Monday released the public school teacher they seized on Sept. 22 in Sulu, police said Tuesday.
The Sulu Provincial Police Office said the victim, Benjamin Ubaid, was freed around 6:30 p.m. in Barangay Danag, Patikul, Sulu.
Police said the ASG released Ubaid after the family reportedly paid PHP200,000. The original ransom demand was PHP1 million.
Ubaid told police he was seized by two suspected ASG gunmen around 2 p.m. Saturday in Sitio Godinez, Barangay Latih, Patikul. Ubaid was in the area to attend the 100 days death prayer of his elder brother.
Ubaid is a teacher of Camp Andres Central Elementary School located in Barangay Tubig Putih, Luuk municipality.
Police said Ubaid even managed to call one of his fellow teachers to inform that he was abducted and was heading towards an unspecified place outside Jolo, the capital town of Sulu.
Ubaid reunited with his family in Barangay San Raymundo, Jolo, following his release, police said.
The ASG bandits are still holding captives 11 people, including two foreigners.

Dubbed as the 5th Combined PN-RAN Maritime Security Activity, the joint exercise kicked off on Monday following the arrival of the RAN vessel, Her Majesty Australian Ship (HMAS)-Launceston, in this city. The activity ends on October 4.
Rear Adm. Rene Medina, Naval Forces Western Mindanao (NFWM) commander, said the joint exercise includes maritime patrols in the waters Zamboanga Peninsula, Basilan, Sulu, and Tawi-Tawi.
Aboardship drills will also be conducted to enhance the capabilities and readiness of crew on board the participating vessels, Medina said.
Medina said the NFWM is utilizing BRP-General Mariano Alvarez (PS-38), while the RAN is the HMAS-Launceston in the joint maritime exercise.
“These continuous engagement with other regional navies are part of the anti-piracy and anti-terrorism campaign of the government which helps curb the security threats that are affecting the Islands of Mindanao,” he said.
“It is also a sign that both countries share a strong relationship in matters of security through this activity,” he added.
Capt. John Cowan, RAN contingent head, said that the battle against terrorism is a common fight between the two countries, which shared regional maritime security concerns.
With the exercise, Medina said the NFWM can assure the Filipino people--particularly the surrounding communities of Southern Mindanao--“that it will continue to uphold its mandate of protecting our sovereign seas and ensuring that security threats and terrorism will be finally put to an end for a peaceful and secured Mindanao.”

Lt. Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, said the 14 awardees were among the 17 soldiers who were wounded in a clash with more or less 100 ASG bandits headed by ASG senior leader Radullan Sahiron on September 14 in Barangay Bakong, Patikul, Sulu.
Besana earlier said that the September 14 resulted to the death of seven ASG bandits and six others injured including ASG sub-leader Hatib Hajan Sawadjaan.
President Duterte's visit on Monday in Camp Gen. Teodulfo Bautista in Jolo, Sulu, was accompanied by National Defense Sec. Delfin Lorenzana, Gen. Carlito Galvez, Armed Forces chief-of-staff, and Lt. Gen. Arnel Dela Vega, Westmincom chief.
The 14 awardees were the following: 2Lt. Manny Lonzanida; Cpl. Rogen Baguio; Cpl. Another wounded soldier, PFC Ricky Cuñado, was transferred to V-Luna Hospital in Quezon City.
The military offensive against the ASG bandits has focused on the rescue of 11 hostages that are still in the hands of the terrorist group.

CAMP GENERAL MATEO CAPINPIN, Tanay, Rizal -- Suspected members of the New People's Army (NPA) were arrested and several high-powered firearms seized during a raid by joint elements of the military and the National Bureau of Investigation (NBI) in a farm in Teresa, Rizal on Tuesday.
Reports reaching the Philippine Army’s 2nd Infantry Division (2ID) camp here said authorities conducted their search warrant operation at around 7 a.m. at the Coral Farm in Sitio Dalig, a suspected safehouse of high-ranking NPA leaders in Southern Tagalog region.
Brig. Gen. Arnulfo Marcelo Burgos Jr., commander of the 202nd Infantry Brigade which has operational jurisdiction over the area, said government troops and agents served the arrest warrants against Armando Lazarte alias “Pat/Romano” and Tirso Alcantara alias “Bart” following months of intelligence operations.
“The presence of top NPA leaders and the proximity of Teresa town to Manila are indicators that the threat of 'Red October' cannot be downplayed and that the plotters are just awaiting an opportunity to execute their plans,” Burgos said.
“We will remain proactive in addressing any form of threats within our jurisdiction since our primary mandate is to be the vanguards of the national government’s southern frontier,” he added.
Seized were four M653 (baby armalite) rifles; one M203 Grenade Launcher; five US made 12-gauge shotguns; one caliber .45 pistol; one caliber .38 revolver; one 9-mm KG3 machine pistol; six two-way radios; two grenades; eight cellular phones; enemy documents and numerous war materials as well as weapon system accessories.
Lt. Col. Melencio Ragudo, commander of the 80th Infantry Battalion, added that the owner of the six-hectare farm, Ki Be E alias “Lily Ong”, was among the eight persons arrested.
One of the suspects arrested revealed to authorities that two of the M653s belong to Alcantara while the two other weapons including the grenades were owned by Lazarte.
Major Gen. Rhoderick Parayno, commander of the Army’s 2ID, lauded the troops and agents for the successful operation.
“We will remain steadfast in accomplishing our mission of preserving the Filipino people’s peaceful and democratic way of life by ensuring order across our area of responsibility,” Parayno said.
He said the government's action should serve as warning to the few remaining NPAs in Southern Tagalog.
"Lay down your arms because you will never succeed, we will catch you,” he said.
Over the weekend, Defense Secretary Delfin Lorenzana bared that the "Red October" plot to oust President Rodrigo R. Duterte is the handiwork of the Communist Party of the Philippines-New People's Army.

He made this comment when asked on how different the so-called "Red October" is from past ouster plots against the government.
"Like the other plots of the CPP-NPA (Communist Party of the Philippines-New People's Army) this too will fail for lack of popular support. What they planned to do is initiate mass action which they hope to snowball into a People Power such as what they intended last Sept. 21 or ML (Martial Law) anniversary," Lorenzana said in a message to reporters.
But this did not take place as the turn-out was "pitifully small", he added.
"The turn-out was pitifully small. The pro-PRRD crowd were greater in number. Despite these setback, they (CPP/NPA) will keep trying," the defense chief added.
The defense chief also said there is still no need for emergency powers because the country is not yet facing an emergency situation.
"These(ouster plots) are just irritants that somehow distracts us from properly governing," he added.
Earlier, Armed Forces of the Philippines (AFP) assistant deputy chief-of-staff for operations Brig. Gen. Antonio Parlade said there are plans to oust Duterte and the government, dubbed called "Red October", by next month.
The ouster plan coincides with the international celebration for Marxism and the Indigenous Peoples Month.
Allegedly, participants would be coming from a grand coalition and a broad united front.

The proposed National Task Force to End Insurgency (NTFEI) will not entail any additional budget for the Armed Forces of the Philippines (AFP), a military spokesperson said Monday.
"The AFP proposed creation of this NTFEI does not seek to obtain additional budget for the AFP or for the military to cause burden to our people, the NTFEI's primary purpose is to integrate and to harmonize all efforts of government agencies that are determined to solve the lingering issues that drive armed conflict," AFP spokesperson Col. Edgard Arevalo said.
He added that in order to beat the 50-year insurgency threat, national prosperity must be achieved along with security, good governance, and development.

"According to available records, the NPA through their revolutionary taxation which is a euphemism for large scale extortion has amassed an estimated 5.315 billions of pesos from the period 2015 to 2017. Therefore, the NPA crippled agricultural business, denied employment and livelihood to the people, drove away investors and stunted economic growth," he added.
Arevalo also said that the elimination of the NPA is needed in order for the country to achieve progress.

The proposed National Task Force to End Insurgency (NTFEI) will not entail any additional budget for the Armed Forces of the Philippines (AFP), a military spokesperson said Monday.
"The AFP proposed creation of this NTFEI does not seek to obtain additional budget for the AFP or for the military to cause burden to our people, the NTFEI's primary purpose is to integrate and to harmonize all efforts of government agencies that are determined to solve the lingering issues that drive armed conflict," AFP spokesperson Col. Edgard Arevalo said.
He added that in order to beat the 50-year insurgency threat, national prosperity must be achieved along with security, good governance, and development.

The successful participation of the frigate BRP Ramon Alcaraz (FF-16) to the just-concluded "Kakadu" naval exercises in Darwin, Australia shows the Philippine Navy (PN) can compete with ships from more modern navies, a naval official said Monday.
"(The) FF-16 was able to show to the whole world that we can stand equally and at par with the first world countries even with our older ships," PN flag-officer-in-command Vice Admiral Robert Empedrad said during the welcoming ceremony for the ship and the 200-man contingent to the exercises at Pier 13, Manila South Harbor.
"Kakadu" is considered as Australia’s largest maritime exercise hosted biennially by the Royal Australian Navy, which aims to promote greater levels of military cooperation and understanding among regional nations.
Participants in this year's exercise, held from Aug. 31 to Sept. 15, included 24 naval vessels and 21 aircraft from 26 countries.
This is the third time the PN participated in this exercise since its inception in 1993, and the second time for BRP Ramon Alcaraz since 2014 when it was sent for the same exercise as its maiden overseas deployment following its acquisition in 2013.
"Kakadu 2018" is also the third International Defense and Security Engagement participated in by the PN for this year alone after Exercise "Komodo" in Indonesia in May and the RIMPAC Exercise in Hawaii from June to August.
Empedrad said this is a concrete manifestation of a Navy that is steadily improving and modernizing and is further validated through various exercises done ashore and aboard ship, which provided an avenue for both sailor and marine components to prove they can keep up with the best navies in the world in the conduct of naval maneuvers and fleet tactical exercise.
"Moreover, it provided an opportunity to reinforce our diplomatic ties with different foreign counterparts and get in touch with the Filipino community there," he said.
During her time at "Kakadu", BRP Ramon Alcaraz spent 23 days at sea, logging in more than 500 hours steaming time, while traversing more than 5,763 nautical miles.

President Rodrigo Duterte on Monday said any ouster move against him will not succeed without the support of the Armed Forces of the Philippines (AFP).
“Alam mo, itong mga plot, plot, plot na ito, ganito lang ang masasabi ko (You know, regarding these ouster plots, this is all I can say): Nothing will succeed without the help of the Armed Forces of the Philippines,” Duterte said in a media interview during his visit to wounded-in-action soldiers in Jolo, Sulu on Monday.
Duterte, however, clarified that he is not clinging to his position, saying the military and police can personally tell him if they are no longer contented with his works as leader of the country.
“If the military, the Armed Forces, and the police think na hindi ako bagay na maging Presidente, sabihan nila ako (If the military, the Armed Forces, and the police think that I’m no longer fit to become President, they should tell me),” Duterte said.
“Walang away-away. Kung sabihin nila na dapat palitan ako, larga ako (No more fights. If they say I should be replaced, I will go),” he added.
For the meantime, Duterte said he would just continue to fulfill his campaign promises to fight corruption and illegal drugs.
“Basta ako, nagtatrabaho ako according to my promise. Corruption, drugs, na hindi ako makinabang diyan sa... Walang transaction sa gobyerno umaabot sa akin maski sa Defense (I would just continue working according to my promise. Corruption, drugs that I will not benefit from it. No transaction in the government has reached me even from Defense),” he explained.
Recently, the AFP confirmed a conspiracy by the Communist Party of the Philippines-New People’s Army (CPP-NPA) and other opposition groups to oust Duterte through a so-called “Red October” plot.
AFP Deputy Chief of Staff for Operations Brig. Gen. Antonio Parlade said the destabilization threat is being orchestrated by CPP founding chairman Jose Maria Sison.
Last Monday, Presidential Spokesperson Harry Roque backed the AFP’s claim but said the CPP-NPA and some critics from the opposition will not succeed in overthrowing Duterte.
Roque said a survey showing eight out of ten Filipinos are supporting Duterte’s war on drugs is one of major proofs that the plotters will have difficulty in ousting the President.
“Hindi sila magiging matagumpay dahil suporta ng taumbayan si President Duterte (They will not succeed because President Duterte is supported by the people),” Roque said.
Meanwhile, Roque said on Tuesday that he agreed with Vice President Leni Robredo’s claim that she is not part of any conspiracy to overthrow Duterte government.
“Well, siguro po (perhaps), as far as VP Leni is concerned, that’s a fair statement, because as far (as) I know, she was not amongst those specifically named to be part of the conspiracy,” Roque said in a Palace press briefing.
“She is after all the second highest elected official. She took an oath to support the Constitution and she should not and she’s expected not to support any unconstitutional means to remove the President,” he added.

THE public school teacher seized by suspected Abu Sayyaf bandits in the province of Sulu has been released following the reported payment of ransom, the police reported on Tuesday, September 25.
The police in Sulu said that the victim, Benjamin Ubaid, was freed around 6:30 p.m., Monday, September 24, in the village of Danag, Patikul two days after the Abu Sayyaf bandits seized the victim.
The police learned from Ubaid that he was seized by two suspected bandits around 2 p.m. Saturday at Sitio Godinez in the village of Latih, Patikul.
The police learned that Ubaid went to Sitio Godinez in the village of Latih as he attended the 100 days death prayer of his elder brother.
The police learned that the Abu Sayyaf bandits released Ubaid after his family paid P200,000. The original ransom demand was P1 million.
Ubaid is a teacher of Camp Andres Central Elementary School located in the village of Tubig Putih, Luuk municipality.
The police said Ubain, following his release, has immediately reunited with his family in the village of San Raymundo, Jolo.

The arrival of the Royal Australian Navy vessel – HMAS LAUNCESTON highlights the start of the 5th Combined PN-RAN Maritime Security Activity, a 10-day engagement starting today, September 24 to October 4, 2018.
The activity includes maritime patrols in the waters of NFWM AOR comprising the waters of Zamboanga Peninsula, Basilan, Sulu, and Tawi-Tawi and drills aboardship for the enhancement of capabilities and readiness of crew onboard participating vessels.
Initially, NFWM will be utilizing BRP General Mariano Alvarez (PS38) and HMAS Launceston for PN-RAN.
Likewise, these continuous engagements with other regional navies are part of the anti-piracy and anti-terrorism campaign of the government which help curb the security threats that are affecting the Islands of Mindanao which is also a sign that both countries share a strong relationship in matters of security through this activity.
With this, The Philippine Navy, through the Fleet Marine Team of Naval Forces Western Mindanao, assured the Filipino people, particularly of the surrounding communities of Southern Mindanao that it will continue to uphold its mandate of protecting our sovereign seas and ensuring that security threats and terrorism will be finally put to an end for a peaceful and secured Mindanao.
