Security forces killed a notorious sub-leader of the pro-ISIS militant group Abu Sayyaf in an operation launched Wednesday in the southern Philippine province of Sulu, officials said.

Ensign Jesca May Viduya, of the Philippine Navy, said Marines and police commandos, mounted the operation in Latih village in Patikul town where they killed Abdul Ajim Abdulgani alias Suraka Ingog.

She said Ingog was under militant leader Muamar Askali, who was also slain in a firefight with military forces in April last year. The operation was led by Philippine Marine Ready Force–Sulu under Col. Arnel Tolato.

“Abdulgani’s death was due to the intensive conduct of focused military operation and joint law enforcement of the military and police,” Viduya said, adding, troops also recovered from the slain militant commander his .45-caliber pistol and ammunition.

Viduya did not disclose details of the military operation, but said the body of Abdulgani was brought to hospital in the capital town of Jolo.

Rear Admiral Rene Medina, chief of naval forces in Western Mindanao, praised the successful anti-terror operation and said the killing of Abdulgani was “a result of the commitment and continued monitoring activity of government troops in the Western Mindanao.”

“The public is assured that the Armed Forces, particularly the Fleet-Marine troops, will continue to exercise vigilance in Zamboanga, Basilan, Sulu and Tawi-Tawi area to pre-empt any activities brought by the Abu Sayyaf and other lawless terrorist groups that threaten the peace, stability and development in the region,” Medina said.

Military operations against the Abu Sayyaf still continue in Sulu, one of 5 provinces under the Muslim autonomous region.

The Western Mindanao Command also said that 5 Abu Sayyaf fighters, including a sub-leader, surrendered to the military on Wednesday and that the group handed over four M1 rifles to the Marine Battalion Landing Team-1 under the Joint Task Force-Sulu.

The five have identified as sub-leader Ali Hassan, Omar Innol, Simal Alam, Kimbo Alam and Hayudini Amil, who is an expert in improvised explosives, said Lt. Gen. Arnel dela Vega, chief of the Western Mindanao Command. “They are currently undergoing medical check-up and custodial debriefing at the Camp Teodulfo Bautista Station Hospital in Jolo,” he said.

Dela Vega said the surrender was facilitated by the Marines under Lt. Col. Stephen Cabanlet and the 52^nd Special Action Company of the Philippine National Police.

Over 200 Bangsamoro youth leaders have attended a conference here on peace, security, and development.

The two-day event which ended Wednesday was co-organized by the Office of Regional Governor, Department of the Interior and Local Government-ARMM, Regional Darul  Ifta’, Office on Bangsamoro Youth Affairs (OBYA) and Autonomous Region in Muslim Mindanao (ARMM) Development Academy and participated by the Moro Islamic Liberation Front (MILF) and the Bangsamoro Transition Commission (BTC).

Nizam Pabil, OBYA Executive Director, speaking at the event, emphasized the importance of the youth’s voice in addressing current social issues and its role in countering violent extremism.
With recent major developments such as the Marawi siege last year, Pabil said the youth’s participation has become instrumental in solving conflicts.

He also noted that the role of religious leaders is pivotal in preventing violent extremism underscoring “religion was used in justifying the problem to some extent, so it is also important to note that religious leaders can also help in addressing the problem.”

Also in the event were Mohagher Iqbal, MILF Vice Chairman; Atty. Randolph Parcasio, of the Charter Change Consultative Committee; and Dr. Susana Anayatin, of the BTC, spoke about the Bangsamoro Organic Law and Federalism, among other issues.

Pabil said the conference was organized not only to talk about violent extremism but also major issues. “We think that the youth has a different perspective on these issues that’s why we provided them a space to discuss and create a network,” he said.

“Young ulama and professionals gather for this two-day event to talk about pressing issues. Not only countering violent extremism, pero yung mga kalakip na issues like BOL, and the talks on federalism,” he said.

With the participants coming from Bangsamoro provinces, Pabil said the event is expected to have a sustainable effect on the region's youth sector. “Yung output ng assembly, yung mga participants magkaron ng network dahil nagmumula sila sa different provinces. So among themselves, may mga activities and workshops para makapag-create ng action plan after the assembly,” Pabil explained.

During the event, ARMM Governor Mujiv Hataman encouraged the participants to create a political party to act as the voice of the youth sector in the upcoming Bangsamoro parliament.

“Kung tama ang bilang na marami sa populasyon ng ating rehiyon ay nagmula sa kabataan, tama lang na dapat sa darating na panahon ay magbubuo ng isang malakas na partido ang kabataan upang mag-transform ang ating politika mula sa dinastiya patungo sa isang partido na kung saan mas marami ang kanilang populasyon,” he said.

“Kaya sa araw na ito, dapat ang ating isipan ay magsisimula na ang ating transisyon, hindi lang from one structure ng ARMM patungo sa bagong structure ngBangsamoro autonomous region kung hindi maging ang ating active participation. Ang failure ng BOL ay failure natin lahat. Ang success ng Bangsamoro ay success natin lahat,” Hataman added.

Some 28 brigade commanders from different units of the Philippine Army gathered recently for the first leg of Brigade Commander’s Symposium held at Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao.

The event, dubbed as “Convergence: A Nexus for Peace and Development in the respective PA Brigade AOR”, was conducted since the brigades are the forefront of the national government efforts in sustaining peace and development in different regions, according to the Division Public Affars Office (DPAO) of the 6th ID.

Brig.Gen. CirilitoSobejana, 6th Infantry Division Commander emphasized the importance of the activity.

“We should learn the various dynamics on political, economics, socio-cultural and religion within our area of responsibility so we could come up with a good security template,” he said.

The event , he said, aimed at providing a venue for brigade commanders to share, reflect, and develop innovative strategies in a multi-stakeholder operational environment and apply the programs in their respective areas of responsibility (AORs).

It is a platform to increase the effectiveness and awareness of brigade commanders in integrating the capabilities of multi-stakeholders to address societal issues and sustain peace and development.

The group also discussed strategic programs and convergence initiatives, developed action plans and applicable innovative programs in addressing the local peace and development challenges.

CAMP SIONGCO, Maguindanao – An Army corporal who died in an encounter with Islamic State-linked Moro rebels was honored by the officers, men, and women of the Army’s 6th Infantry Division (ID).

The Philippine flag flew at half-mast inside this camp since Monday, the home of the 6th ID, in honor of Corporal Virgilio Tabudlo of the 61st Division Reconnaissance Company.

Tabudlo was killed in a clash with the Bangsamoro Islamic Freedom Fighters (BIFF) in Barangay Malangog, Datu Unsay, Maguindanao on Sunday.

During the encounter, four BIFF men were also killed and government forces recovered high-powered firearms, explosives, and bomb components.

The offensive in Barangay Malangog was launched by the military after residents alerted authorities about the gathering of BIFF in the village.

Tabudlo was a member of the rapid deployment reconnaissance company of the 2nd Mechanized Battalion that was sent to Barangay Malangog to neutralize the bomb makers.

Brigadier Gen. Cirilito Sobejana, 6th ID commander, lauded Tabudlo for his bravery and dedication as one of the division’s active military personnel.

Sobejana also lauded the local officials and residents for their vigilance in reporting to authorities the presence of lawless elements.

ZAMBOANGA CITY -- A team of police and military operatives on Wednesday arrested two people and seized firearms and bomb-making components, an official said Wednesday.

Chief Insp. Helen Galvez, Police Regional Office-9 (PRO-9) information officer, identified the arrested suspects as Sagumbahar Sagumayan Akbar and Samandi Tutuh Imbas, both residents of Barangay Taluksangay, this city.

Galvez said they were arrested around 5:30 a.m. in Purok 6, Barangay Taluksangay through search warrants issued by the court for violation of Republic Act No. 10591 otherwise known as the Comprehensive Firearms and Ammunition Regulation Act.

She said recovered at the residence of Akbar were: one M-16 Armalite rifle; a caliber .45 pistol; a 9-mm pistol; several rounds of ammunition a rifle grenade; and a rifle bag.

Recovered at the residence of Imbas were: two one-liter soft drink bottles filled with ammonium nitrate; and a caliber .45 pistol; ammunition.

Galvez said Akbar and Imbas are now detained while appropriate charges are set to be filed against them.

SAN JOSE DE BUENAVISTA, Antique -- Seven communists, including three of its leaders, reportedly involved in extortion activities, were killed in an encounter with government troops in Barangay Atabay in San Jose de Buenavista, Antique on Wednesday.

Those slain in the 30-minute firefight that started at around 12:10 a.m. belonged to the Regional Taxation Implementing Group (RTIG) of the Komiteng Rehiyon Panay (KRP) of the Communist Party of the Philippine - New People’s Army - National Democratic Front of the Philippines (CPP-NPA-NDFP), which is behind the planning and extortion activities, Chief Supt. John C. Bulalacao, Director of Police Regional Office 6 (Western Visayas), said in a press conference at the Antique Provincial Police Office (APPO) on Wednesday.

No government trooper was wounded in the firefight.

Killed were: Jason E. Talibo Estopido alias “Bebe”, 27; Jason T. Sanchez, 28; and Rene A. Yap, 60; Karen C. Ceralvo alias “Liway”, 41; Liezel Badiola alias “Mayang”; Felix V. Salditos, 60; and an unidentified companion.

Talibo was the finance officer of the Southern Front of the KRP while Sanchez was assistant finance officer.

Badiola, on the other hand, was the cultural staff and political officer of the group.

Joint teams from the San Jose Municipal Police, Antique Provincial Mobile Force Company, and the 301st Brigade Intelligence Task Group were supposed to serve an arrest warrant for frustrated murder to Talibo when the rebels decided to fight back by hurling an explosive.

Joven Ceralvo, alias “Ka Lex”, who is believed to be the husband of Karen and subject of the arrest warrant for frustrated murder, was able to escape.

“The group was monitored in the area by the intelligence personnel three weeks ago and based on information, the group is plotting to raid San Jose Municipal Police Station,” Bulalacao said.

Senior Supt. Leo Irwin Agpangan, APPO Director, said aside from the tablets, cellphones, knapsacks and weapons retrieved from an abandoned chapel in Atabay, they learned that the male Ceralvo was carrying a sack believed to be containing weapons and belongings.

“Continuous manhunt operation is being launched in pursuit of the personalities who fled from the encounter,” said Bulalacao, who also warned the public against possible retaliation of the revolutionary group.

During the press conference, Bulalacao showed extortion letters and money amounting to PHP38,000, presumed to be the rebels' collection from businessmen and other victims.

Meanwhile, Col. Benedict M. Arevalo, commander of the Philippine Army’s 301st Brigade, said the revolutionary group is a mobile force they had been tracking for some time.

“They must be here to audit the area for extortion,” he said.

Bulalacao added that the Philippine National Police, together with the Armed Forces of the Philippines, with the support of the Antique provincial government will not falter in their anti-insurgency efforts.

Two persons were shot dead in Guihulngan City in northern Negros Oriental on Tuesday.

A report from the Negros Oriental Philippine National Police (PNP) Provincial Office through Superintendent Kat Ramos disclosed that the shooting incidents happened some 12 hours apart.

In the first incident, the victim was identified as Bartolome Escuadro Soreño, 42 years old, single, and a resident of Barangay Nagsaha in Guihulngan City.

Initial police investigation showed that four unidentified male suspects, who are at large and believed to be members of the New People’s Army (NPA), attacked and shot the victim.

The police said that according to the victim’s brother, Ricardo Soreño, his older brother, Bartolome, had come from his neighbor’s house and returned home to feed his fighting cocks and chickens when suddenly, the suspects appeared from nowhere and shot him at different parts of his body, killing him instantly.

Police recovered from the crime scene four pieces of caliber .9mm fired cartridges, eight pieces of caliber .45 fired cartridges, and one slug of caliber .45.

Reports say prior to the shooting, the victim was advised to leave his village but he refused to heed the warning.

His death came in the heels of the August 10 shooting-to-death of Barangay Nagsaha chairman Virgilio “Jekjek” Masicampo, which the NPA has claimed responsibility for.

Meanwhile, hours after the first shooting incident, the police reported that at around 8:10 p.m. along the national highway in Barangay McKinley, Guihulngan City, an unidentified male person wearing a red t-shirt and cargo short pants was shot by unidentified suspects riding tandem on a motorcycle.

A report from Supt. Ramos identified the victim as Roberto Balongcas, of legal age, single, and a resident of Sitio Tipolo, Barangay Pantao in Calatrava, Negros Occidental.

The victim was brought to the Guihulngan District Hospital where he was declared dead on arrival.

A neighbor, Ernesto Gadinggan Telmoso, 46 years old, a "trisikad" driver and temporarily staying at Barangay Looc, Poblacion, Guihulngan, positively identified the shooting victim as a certain Balongcas.

Residents and those who have relatives in Guihulngan City are now clamoring for a hasty resolution to the spate of killings there, which apparently started last year following the ambush-slay of the police chief and five police officers and a civilian, and the wounding of three other policemen.

Since then, the shooting incidents continued but police authorities would not categorically say that these are related to one another.

Meanwhile, an electronic statement from a group claiming to be the NPA’s Leonardo Panaligan Command has claimed responsibility for the death of the Nagsaha punong barangay, Virgilio Masicampo, for his alleged abuses against the people.

The 301st Infantry Brigade (301st IB) of the Philippine Army is planning to gather the contractors in Panay island this month, a move geared towards addressing the problem on extortion activities of rebel groups, Col. Benedict Arevalo said.

In an interview on Tuesday, he confirmed they are continuously receiving reports on the ongoing extortion activities by the New People’s Army (NPA), especially that there have been a lot of projects being implemented in the different parts of the island.

“We need to take care of these projects,” said Arevalo, commander of 301st IB.

“We want to counter the extortion activities of these rebel groups,” he said.

Arevalo said the upcoming meeting will gather information from the contractors especially the “extortion letters” they are receiving from the rebels and validate them.

“You should not be afraid to tell us if you have already gave them (rebels) because we cannot help you if you will not tell us any information,” he said.

Arevalo added that the meeting will also tackle their initiatives on how they could protect the contractors against the extortion activities of the rebels.

Arevalo earlier said an estimated 200 NPA members are operating in Panay island.

A team of marine and police troopers killed an Abu Sayyaf sub-leader, who was reportedly an explosives expert, in a clash in the hinterlands of Sulu on Wednesday, a top military official said.

Rear Admiral Rene Medina, Naval Forces Western Mindanao (NFWM) commander, said the clash broke out when the troops spotted a group of Abu Sayyaf bandits while conducting joint law enforcement operation in Barangay Latih, Patikul, Sulu.

Medina said the clash resulted in the death of an Abu Sayyaf sub-leader identified as Abdul Ajim Abdulgani alias Suraka Ingog.

Medina said Abdulgani was part of an ASG group headed by the late Muamar Askali alias Abu Rami.

Askali was killed in April 2017 in a clash with government troops in Bohol. They were in Bohol to kidnap tourists.

Medina said the troops recovered from the clash site a caliber .45 pistol with ammunition, ammunition for M-14 and PHP2,241 cash.

He said the remains of Abdulgani was brought to the Integrated Provincial Health Office (IPHO) for medico-legal examination and later taken to the Camp General Teodulfo Bautista Hospital.

“The neutralization of this ASG sub-leader was a result of the commitment and continued monitoring activity of the government troops in the Western Mindanao Area of Responsibility,” he said.

“The public is assured that the AFP (Armed Forces of the Philippines) particularly the Fleet-Marine troops will continue to exercise vigilance in the ZamBaSulTa (Zamboanga, Basilan, Sulu and Tawi-Tawi) areas to pre-empt any activities brought by the Abu Sayyaf Group and other lawless terrorist groups that threaten the peace, stability and development in the area,” he added.

The military said offensives will continue against the ASG bandits until all hostages are freed. The group is still holding captives, including three Indonesians, a Vietnamese, a Dutch, and five Filipinos.

TANAUAN CITY, Batangas - Thirteen former members of the New People’s Army (NPA) formalized their return to the fold of law as they took their “Oath of Allegiance” en masse on Tuesday at ceremonies held at the Office of the Presidential Adviser for Southern Tagalog here.

During the ceremonies, the former rebels were officially enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP), the government’s holistic inter-agency approach and peaceful initiative to end insurgency.

Under this program, the rebels who are now back to normal lives and immersed anew in mainstream society are afforded various grants and compensations to start life anew and become responsible members of the society.

Department of the Interior and Local Government Secretary Eduardo M. Año officiated in the mass oath-taking of the rebel surrenderers symbolizing recognition of the Philippine government’s authority.

The surrendered rebels also officially turned-over their firearms to Department of National Defence Secretary Delfin Lorenzana along with top military commanders in a gesture and manifestation of their desire to live a peaceful life and abandon their armed struggle.

At the ceremony, the identities of the 13 rebel-surrenderers were withheld as they wore bonnets and caps for security reasons as they took their oath and presented four high powered (M16 and AK-47) firearms and six low powered (caliber .45 & .38) revolvers.

Presidential Adviser for Southern Tagalog Secretary Dennis Hernandez, assisted by Batangas government officials also handed over to each rebel surrenderer a cheque worth PHP 65,000 for immediate livelihood assistance from the government and gesture of peace-loving Filipinos.

Officials of the Department of Social Welfare and Development (DSWD), National Housing Authority (NHA), Technical Education Skills and Development Authority (TESDA), Department of Labor and Employment (DOLE), and Department of Trade and Industry (DTI) were on hand to discuss and directly coordinate the release of benefits and government projects intended for the 13 surrendered rebels.

Military officials said 10 of the 13 NPAs who surrendered were members of Platoon Jupiter; two were from Platoon Galaxy both of Sub-Regional Military Area (SRMA) 4C, Southern Tagalog Regional Party Committee (STRPC) operating in Batangas and Cavite; and one from the Tarlac- Zambales Guerilla Front.

In his testimony, one of the surrenderers said he has been fighting the government forces for almost 21 years, but felt frustrated because “nothing happened to our cause.”

“It was two decades wasted in time and opportunities. A lot of our comrades lost their lives in fighting and we also lost some of our families,” the top NPA official who surrendered lamented.

Meanwhile, Brigadier General Arnulfo Marcelo B. Burgos Jr, Commander of the 202nd Infantry (UNIFIER) Brigade which has operational jurisdiction over the Calabarzon Region described the turnover and oath-taking event as “sending an underlying message that the insurgency in Batangas is now on the verge of collapse.”

“This is the result of the close coordination and collaboration between and among the security sector, government agencies, business entities, local government units and the general public,” Burgos added.

Major General Rhoderick M. Parayno, Commander of the Philippine Army’s 2nd Infantry “Jungle Fighter” Division (2ID) said the event was the result of the 2ID’s localized peace talks with the NPA Communists terrorist group in the region, citing “in fact seven of these NPAs have just surrendered in Mindoro only this weekend.”

Parayno also commended the 730th Combat Group (730th CG), Philippine Air Force under Major Engelberto A. Nioda Jr, its Group Commander for being instrumental and their laudable efforts for the surrender of the NPA terrorist group members in Batangas.

“We are expecting more NPAs to surrender in Laguna and Quezon within the next few weeks. We will sustain the local peace talks with the NPA rebels because it is more realistic and has a very good chance of success since issues are addressed and resolved immediately,” Parayno added.

The ceremony also signalled the launching and maiden implementation of the national government’s Enhanced Comprehensive Local Integration Program (E-CLIP) in Southern Luzon where various cash grants are provided to qualified rebel surrenderers.

These benefits include PHP15,000 immediate cash assistance; PHP50,000 livelihood assistance, access to housing, and firearms remuneration, medical assistance, access to loans, legal assistance among other forms of assistance.

CITY OF MALOLOS, Bulacan -- Armed Forces of the Philippines (AFP) Chief of Staff General Carlito Galvez Jr. made a nostalgic homecoming to this historic province on Wednesday.

A true-blooded Bulakenyo, Galvez was guest speaker during the celebration of the 440th founding anniversary of Bulacan, which was held at the Bulacan Capitol Gymnasium here.

“Unang-una sa lahat (First of all), thank you for the privilege of being born as a Bulakenyo and I am happy to be back. Bilang isang anak ng Bulacan, wala nang hihigit pa sa karangalang maanyaya dito, tulad ng isang anak na nasasabik na makauwi sa kanyang tahanan (As a son of Bulacan, nothing compares to the honor of being invited here, like a son who is excited to return to his home),” said Galvez, who came with his wife, parents and other members of his family.

He said Bulacan reached its 440th year of establishment after having helped mold the history of this country.

“In the passing time and through trials, it remains as one of the cornerstones of our independent Philippines,” Galvez said.

Meanwhile, Governor Wilhelmino M. Sy–Alvarado cited the importance of looking back at the past, saying that those memories would help everyone to better face the future.

CITY OF MALOLOS, Bulacan -- Armed Forces of the Philippines (AFP) Chief of Staff General Carlito Galvez, Jr., inspected Wednesday the operation center of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) of Bulacan to observe how “Operation Listo” is being run.

Galvez visited the facility after serving as guest of honor in the simple commemoration of the 440th founding anniversary of Bulacan held at the Provincial Gymnasium here.

The general also took the opportunity to observe “Operation Listo,” a Provincial Disaster Risk Reduction Management Council (PDRRMC) program consisting of disaster preparedness manuals that contain procedures on the courses of actions that need to be done by local chief executives before, during and after the occurrence of disasters and calamities in their respective areas or communities.

Governor Wilhelmino Sy Alvarado explained to Galvez that with the PDRRMC program, disaster management authorities can coordinate with all the cities, municipalities, and government agencies on real-time situations as CCTV cameras are installed in strategic places to monitor flood and traffic situations in the country.

PDRRMO head Felicisima Mungcal said their operation center uses modern technology to regularly receives updates and observations from rain gauges and water levels of the river systems in the province, including that of Angat, Ipo and Bustos Dams and other risks areas in the province.

"We have regular reading/receiving of observations from rain gauges and water level stations located in different areas in the province," Mungcal said.

A suspected member of the Abu Sayyaf Group was collared early Thursday morning in a joint search warrant operation by the police and military in Carcar City, some 40.3 kilometers south of Cebu City.

Oger Roma Pelonio, who is in his 70s, yielded several unlicensed firearms and ammunition during the search of his rented residence in Barangay Ocaña, Carcar City around 3 a.m.

Confiscated from Pelonio, also known as “Aktoy,” were two loaded .45-caliber pistols, an Ingram sub-machine gun with bullets, two rifle grenades, a loaded .38-caliber handgun, fragmentation grenade, and a suspected C4 explosive.

The Criminal Investigation and Detection Group in Central Visayas (CIDG-7), which led the operation, said several subversive documents, cellphones, and religious materials were also recovered from the suspect’s house, which he and his wife have been renting for five years.

In a one-on-one interview with the Philippine News Agency (PNA), Pelonio denied ownership of the firearms and ammunition seized from his possession.

“Di man na ako. Basig sa tag-iya na sa balay (They’re not mine. Maybe the landlord owns them),” said.

Pelonio was placed under surveillance for the past five days and is currently undergoing debriefing by intelligence officers of the Armed Forces of the Philippines and Philippine National Police.

He said he also did not know why he is suspected of being an Abu Sayyaf member as he is just a sales agent for scrap metals and iron. He is also a Christian and not Muslim, he added.

Pelonio claimed he is from North Cotabato, but added he has not set foot in Mindanao for almost 40 years.

The PNA tried to get more details from newly-installed CIDG-7 chief Superintendent Lito Patay, but he was in a conference. Other CIDG-7 officials also refused to give additional details.

In the course of the interview, Pelonio mentioned his links with the former mayor of Lamitan, Basilan who is now the vice mayor.

Pelonio said he had business dealings with now Lamitan Vice Mayor Roderic Furigay, whom he calls “Orik.” He said Furigay used to buy construction materials through him.

He, however, denied setting foot in Basilan and met with the Lamitan official in person, saying they only made their negotiations through cellphone calls and text messages.

The early morning joint operation on Pelonio was carried out by the CIDG-7, Regional Intelligence Division (RID-7), Provincial Intelligence Branch, Provincial Mobile Force Company, Intelligence Service-AFP, Intelligence Service Group, National Intelligence Coordinating Agency (Nica-7), and the Carcar City Police.

Motorcycle-riding gunmen have seized a 10-year-old boy in Sulu province but spared his two companions, the military reported Thursday.

Lt. Col. Gerry Besana, Western Mindanao Command (Westmincom) information officer, disclosed the incident happened at about 7:20 a.m. Thursday near a snack house in Barangay San Raymundo, Jolo, capital of Sulu.

Besana identified the victim as Zaire Khan Pasil, 10, a resident of Sheik Mustafa Subdivision, Barangay San Raymundo, Jolo.

Besana said Pasil and his 13-year old sister was on board a family-owned jeep driven by Aldasir Tallow on the way to school when accosted and forcibly taken by six gunmen on board three motorcycles.

The gunmen left Pasil’s sister and the driver unharmed.

He said Pasil, a Grade 5 pupil, is studying at the Notre Dame of Jolo Elementary School.

Taking Pasil with them, the suspects sped towards the direction of Barangay Latih, Patikul municipality, Besana said, adding that the military and the police are exerting efforts to determine the whereabouts of the boy.

It was not immediately known whether the gunmen are members of the Abu Sayyaf Group (ASG), which gained notoriety for its kidnapping activities.

The ASG is still holding captive 10 people in Sulu -- three Indonesians, one Dutch, one Vietnamese and five Filipinos.

A firefight erupted between two factions of the Moro Islamic Liberation Front (MILF) late Wednesday in the tri-borders of this city and Sultan Mastura and Sultan Kudarat towns in Maguindanao, causing panic among residents in the area.

Senior Superintendent Rolly Octavio, city police director, said residents of the city’s Barangay Kalanganan 1 situated near the encounter site scampered to safety after the MILF factions of sub-commanders Malating and Jurbaran traded shots around 6 p.m.
“Nobody was reported hurt in the incident,” he said.

Octavio said the firefight only ceased an hour later after top leaders of the MILF at Camp Darapanan in Simuay, Sultan Kudarat, arrived at the site to pacify the warring factions.

Accordingly, the two camps have long been at odds due to an unsettled claim over a big parcel of land along the boundary.

Octavio said military and police forces, along with their MILF counterparts, have been deployed in the area to prevent a repetition of the incident.

The MILF, once the biggest Moro rebel group in Mindanao, is now working side by side with state forces in the maintenance of peace in communities brought about by President Rodrigo Duterte’s recent signing of the Bangsamoro Organic Law that paves the way for the establishment of the MILF-led Bangsamoro Autonomous Region in Muslim Mindanao in the island-region.

The chiefs of police (COPs) in the province of Antique have been reminded to stay on full alert in anticipation of retaliation from the Communist Party of the Philippines -New People’s Army - National Democratic Front (CPP-NPA-NDF) following the death of seven of their comrades.

Antique Provincial Police Office (APPO) deputy director for operations, Sup. Norby Escobar, said in an interview Thursday that this was stressed by Police Regional Office 6 (Western Visayas) Director Chief Supt. John C. Bulalacao following the encounter in Barangay Atabay, San Jose de Buenavista, Antique early Wednesday that left seven rebels dead.

“We are reminding the COPs to maximize their personnel at the police station,” Escobar said. He said that Antique maintains a full alert status with its 800 plus personnel.

Escobar said the seven rebels who died during the encounter, aside from their extortion activities, were doing a surveillance of the San Jose Municipal Police Station for a possible attack. “They were conducting surveillance so they could attack the police station at any opportune time,” he said.

Meanwhile, Escobar said that almost all of the seven casualties were already claimed as of Thursday.

“There was a lawyer who went to the St. Peter’s funeral home to claim the bodies,” he said, declining to say how many fatalities were claimed by the lawyer.

“We told the funeral home that if a family member or someone comes to claim the dead bodies they could give it to them because it is also their right,” Escobar said.

“The unidentified casualty remains at the funeral home and has still no identity up to now.”

National Anti-Poverty Commissioner (NAPC) Liza Maza can go back to work following the decision of the Nueva Ecija Regional Trial Court to dismiss the murder cases against her and three other former members of the House of Representatives (HoR), Malacañang said Tuesday.

Presidential Spokesperson Harry Roque, in a statement, said the Palace was “happy” that she could resume her work, noting that the warrant of arrest issued against her has been voided.

“That proves that the legal system is working. We’re happy that Secretary Liza Maza can come back to work,” Roque said in a Palace briefing.

Roque, however, could not confirm if Maza has already started reporting work.

“Hindi ko po alam (I don’t know). But now that she has no outstanding warrant of arrest, I suppose she can go back to work,” he added.

Maza, former Gabriela Women’s party representative, along with former Agrarian Reform Secretary Rafael Mariano and former Bayan Muna party-list Rep. Satur Ocampo and Teddy Casiño, were earlier charged with a murder complaint in 2006.

Late last month, Roque called on Maza to turn herself in if she is innocent.

”So, if they are innocent, then they should in fact surrender, recognize the jurisdiction of the court and prove their innocence in court. That is what we expect from everyone,” Roque said.

Roque emphasized the “very critical” role of the NAPC to the fight against poverty stressing the government “cannot have a secretary who is a fugitive from the law.”

Attached to the Office of the President, NAPC serves as the coordinating and advisory body tasked to undertake policy advocacy, oversee anti-poverty efforts, and ensure inclusive people’s participation in governance and nationalist development.

He is also serving as the AFP Surgeon General as of this posting.

Edwin Leo Torrelavega who was relieved from his position, along with 21 others, to give way for the investigations on the alleged anomalies in procurement practices in the AFP Medical Center (AFPMC) also known as the V. Luna Hospital.

"That's why sabi ng ating (as per our) Chief-of-Staff, give (me) one month and I will do my level best para malinis natin ang (to clean the) AFPHSC and he even promised to make the AFPHSC one of the best if not the best health care facility in the nation," AFP spokesperson Col. Edgard Arevalo quoted Galvez as saying.

The AFP chief also expressed his commitment to resolve the above-mentioned case and come up with findings without undue haste.

Galvez earlier said these personnel will be charged with violation of Article of War 95 (Fraud Against the Government).

This, however, is without prejudice to other infractions of the Articles of War that may have also been violated; and the accused military personnel’s right to due process.

"But I commit to the members of the AFP, to the Filipino People, and to our beloved President and Commander-in-Chief that I will render justice to all concerned without undue haste. As the President said during the last SONA (State-of-the-Nation Address) corruption is corrosive. And the warning that— 'I will get you!' And I am one with him in that desire. MANILA -- A day after firing top officials of the Armed Forces of the Philippines (AFP) Medical Center, President Rodrigo R. Duterte on Tuesday signed the dismissal order of Philippine Military Academy (PMA) comptroller Lt. Col. Hector Maraña for malversation of public funds.

Duterte signed the dismissal order of Maraña during the launching of the Go Negosyo’s “Pilipinas Angat Lahat” program at the Rizal Hall in Malacañang Palace.

“I will sign it in your presence. Send the guy to hell. That’s an order,” Duterte said after signing the dismissal order in front of 30 government and private corporations which formed an alliance to alleviate poverty and generate new jobs for Filipinos through micro, small and enterprises (MSMEs) development.

Duterte said Maraña, as treasurer of the PMA Cadets Corps, had malversed PHP15 million of the cadets’ allowances.

“He was recommended to be in prison six to 12 years. This is good,” Duterte said.

He warned the PMAers and soldiers that "I'll give you hell" if they go into corruption.

Last Monday, Duterte dismissed AFP Medical Center (also known as the V. Luna Hospital) commander Col. Antonio Punzalan, AFP Health Service Center head Brig. Gen. Edwin Leo Torrelavega and 20 others for alleged procurement anomalies and ghost deliveries.

President Rodrigo Duterte has called on China to “temper” its behavior in the West Philippine Sea (WPS) amid reports that China warned Philippine military aircraft while flying over its man-made islands in the disputed region.

Duterte said that China should ‘rethink’ of warning other countries from flying the airspace above the artificial island China built in the WPS or South China Sea.

“Well, they have to rethink that because that would be a flashpoint someday. And even you know, warning others. You cannot create an island. It’s man-made and you say that the air above this artificial island is yours,” Duterte said in his speech during the launching of the Go Negosyo’s “Pilipinas Angat Lahat” program on Tuesday in Malacañang Palace.

Last Monday, Presidential Spokesperson Harry Roque said an investigation will be conducted if the Chinese military has repeatedly ordered the Philippine military aircraft to “leave immediately or you will bear responsibility for all the consequences”.

The Chinese military also reportedly issued warning to the US military aircraft which also conducted over flights over the South China Sea.

The US military aircraft pilots have been told that China has “sovereignty of the Nashan Islands, Spratlys including inaudible reef and its adjacent waters”.

“That is wrong because those waters are -- what would consider international sea and the right of innocent passage is guaranteed. It does not need any permission to sail through the open seas. And if it's nearby a territorial water, you guarantee what you would call the right of innocent passage,” Duterte told his audience, which included US ambassador to the Philippines Sung Y. Kim.

“So I hope that China would temper its --- at least its behavior. I do not want to quarrel with China. But at this time, because you will create… America instead of avoiding -- "get out, get out," China would say “we go in, we go in,” he added.

The Philippines-China relations have hugely improved under the Duterte administration with both countries taking steps not only to bolster economic and trade ties but to discuss contentious issues particularly territorial dispute in a peaceful manner.

Duterte had even temporarily shelved a 2016 arbitral tribunal’s ruling that nullified China’s nine-dash line map that covers nearly whole of South China in favor of friendly relations.

The Filipino leader, however, said he would raise the verdict of the Hague-based Permanent Court of Arbitration (PCA) before his six-year term ends in 2022 despite China’s rejection of the ruling.

“So it's very clear that the gambit really is the China Sea. But one of these days I said before my term ends, I assure you that I will talk to them,” Duterte said.

A total of 7,728 New People's Army (NPA) guerrillas and their supporters have been neutralized by government troops from January 1 to August 8 this year.

This was disclosed by Armed Forces of the Philippines (AFP) spokesperson Col. Edgard Arevalo in a press briefing Wednesday.

This can be broken down into 7,515 NPA regulars and supporters, who surrendered in the above-mentioned period. At least 83 were killed during encounters with security troops, and 130 others had been arrested.

Arevalo also reported the capture of 971 firearms, 453 of which are high-powered and another 518 low-powered - along with 341 improvised explosive devices.

Also seized during the same period were 161 NPA camps or encampments.

Earlier, AFP public affairs office chief Col. Noel Detoyato said the lack of political ideology is also one of the primary reasons why NPA fighters and supporters are surrendering en masse.

"The ideology is dead. Fighting and extorting for survival na lang sila. Yan ang reason why many are taking the path of surrendering. And the only way to stop the exodus of surrenderors is to force the government to sit down for peace talks so that there will be a ceasefire or worse for the government, a 'stand down'," the military official said.

This lack of ideology is also forcing the remaining rebels to engage in extortion and other atrocities just to survive, he added.

The court martial and subsequent conviction of a military officer found guilty of violating three Articles of War stemming from malversation of public funds amounting to PHP15,067,142.69 shows the desire of the Armed Forces of the Philippines (AFP) to curb misfits from its ranks.

This was stated by military spokesperson Col. Edgard Arevalo when sought for a comment on the case of Philippine Military Academy (PMA) comptroller Lt. Col. Hector Maraña whose dismissal order was signed by President Rodrigo Duterte Tuesday.

"This shows the manifest desire and resolve of the AFP leadership to cleanse our ranks from misfits in the service," he added Wednesday.

Maraña was designated as the treasurer of the Cadet Corps of the AFP from 2006 to 2012 where he was later found to have malversed the above-mentioned sum after an internal audit.

Investigation revealed that the dismissed officer loaned the money to different persons.

"Upon investigation by the Command Provost Marshall of the Philippine Military Academy, it was confirmed there was indeed missing amount from the CCAFP fund of PHP15,067,142.69. It was also uncovered that he lent it to different private individuals," Arevalo said.

Eventually, Maraña was subjected to court martial proceedings for three violations of the Articles of War specifically Article of War 95 (Fraud versus the Government), Article of War 96 (Conduct unbecoming an Officer and a Gentleman) and Article of War 97 (Conduct Prejudicial to Good Order and Military Discipline).

The above-mentioned officer was found guilty and sentenced to "six years and one day to 10 years imprisonment", Arevalo said.

"He was also separated from the military service, all his benefits will be forfeited, accruing or accrued, will be all forfeited and finally he will be fined with the amount of PHP15,067,142.69 amount he was charged of malversing," the AFP spokesperson said.

Commission on Elections (Comelec) Commissioner Marlon Casquejo and several foreign service and military officers hurdled the Commission on Appointments (CA) on Wednesday.

Casquejo is heading the Steering Committee for the 2018 midterm elections. Prior to his appointment, Casquejo was the Assistant Regional Election Director (ARED) of the Davao Region.

During the CA committee hearing, Casquejo vowed before the panel he will ensure that the election process will be transparent.

To date, he said Comelec is enhancing its vote counting machines, one on the aspect of the printing of the voting receipts.

"Although it was implemented in 2016, we added a feature in the voter's receipt, also in the clustered precincts," he said.

"In our transmission, we already have negotiations with the Department of Information and Communications Technology as to the digital signatures of the election inspectors, so that is to make sure that the one transmitting from the precinct level going to the canvassing level will be the BEI (Board of Election Inspectors) itself," he added.

At the plenary level, the CA Committee on Constitutional Commissions and Offices lauded Casquejo for long service in the government.

"He rose from the ranks and keeps a low-profile and works his heart out without expecting recognition and credits for his initiatives," Representative Seth Frederick Jalosjos said as he read the sponsorship speech of committee chair Senator Cynthia Villar.

One of the foreign service officials confirmed was Ma. Hellen dela Vega, who will assume the role as the Philippine Ambassador to Australia, with concurrent jurisdiction over the Republic of Nauru, Vanuatu, and Tuvalu.

The details of the possible return of the Balangiga Bells to the Philippines will be made in two to three months from now, Foreign Affairs Secretary Alan Peter Cayetano said on Wednesday.

The official made his remarks hours after a news report cited American lawmakers opposing the return.

"We'll know within two to three months," Cayetano told reporters, but expressed hope that the transfer would occur within the year.

The US embassy in Manila on Saturday said US Defense Secretary James Mattis notified the US Congress of their intention to return the war booty to the Philippines.

While no specific date has been set, the embassy said "it will now be processed."

Cayetano called this a "welcome development."

"My first time in Congress, the first speech I've heard was what language should we use in the session hall. The second speech I heard was the return of the Balangiga Bells, and every Congress after that is a speech on the return. It's (been) 20 years since I became a congressman," he said.

"After several decades since it was taken, it's such a welcome development and I thank Defense Secretary James Mattis because he paid such detailed attention to this request," he added.

Cayetano acknowledged the "very high emotions" from both sides in getting the war artifacts but he expressed hope that everything would go smoothly.

According to historical accounts, the Balangiga bells are three church bells taken by the US Army from the town church of Balangiga, Eastern Samar as war trophies following the Balangiga massacre in 1901 during the Philippine-American War.

The Philippine Navy (PN) contingent to the recently-concluded "Rim of the Pacific" (RIMPAC) naval exercises have arrived at Apra Harbor, Guam Wednesday.

The contingent is composed of the strategic sealift vessel BRP Davao Del Sur (LD-602) and frigate BRP Andres Bonifacio (FF-17) along with an AgustaWestland AW-109 helicopter and 700 sailors and marines.

This year's RIMPAC started June 27 and ended on August 2.

Cmdr. Jonathan Zata, PN spokesperson, said officials from the Philippine Consulate General in Guam headed by Consul Mark Francis C. Hamoy welcomed the naval units.

The head of the contingent, Naval Task Force 86, Capt. Ernesto O. Baldovino and his deputy, Capt. Joe Anthony Orbe, the commanding officers of the two sips, together with selected personnel of NTF 86 paid a courtesy call to the Philippine Consul General to Guam, Consul General Mariano R. De Borja, at the latter’s official residence in Jonestown, Tamuning.

The four-day visit is part of the contingent’s return voyage to the Philippines.

A series of activities were scheduled especially for Filipino communities residing in the area such as the PN-hosted reception and open ship tour.

"The Philippine Navy continues to conduct International Defense and Security Engagement as part of its diplomatic role. Said activity in Guam is one of the PN’s way of expressing patriotic pride that our Filipino community may look upon and gaining stakeholders support on the continuing efforts of the Navy towards its modernization," Zata added.

The Armed Forces of the Philippines (AFP) vowed to select only the best and those with the highest qualifications to run its Health Service Command in a bid to foster reforms in the institution.

"(Only) the best qualified, best deserving to command this vital institution of the AFP (will be selected)," AFP spokesperson Col. Edgard Arevalo said in an interview Wednesday.

Aside from possessing the highest qualifications, individuals eyeing or being eyed for the AFPHSC top post must have "impeccable character and impeccable reputation", he added.

Earlier, AFP HSC head Brig. Gen. Edwin Leo Torrelavega was ordered relieved along with 21 others, to give way to the investigation on the alleged anomalies in procurement practices at the AFP Medical Center.

With this development, AFP chief-of-staff Gen. Carlito Galvez, Jr. pledged to clean and make the AFPHSC one of the best medical care facilities in the country. He expressed his commitment to resolve the above-mentioned case and come up with findings without undue haste.

Galvez earlier said these personnel will be charged with violation of Article of War 95 (Fraud Against the Government). But this is without prejudice to other infractions of the Articles of War that may have also been violated; and the accused military personnel’s right to due process.

"But I commit to the members of the AFP, to the Filipino People, and to our beloved President and Commander-in-Chief that I will render justice to all concerned without undue haste. As the President said during the last SONA (State of the Nation Address) corruption is corrosive. And the warning that— 'I will get you!' And I am one with him in that desire. At ito na yun (This is what is happening now)," he added.
