From the Philippine News Agency (Aug 1): Island nations need submarines for complete defense: Lorenzana
Submarines are a must for the defense capability of an archipelagic state like the Philippines.
This was stressed by Department of National Defense (DND) Secretary Delfin Lorenzana when asked Tuesday on the importance of the Philippine Navy's acquisition of submarines.
"For a nation with maritime territory especially, (islands), its national defense is incomplete without (a) submarine," he added.
Lorenzana also said an effective active submarine force is a great deterrent for would-be aggressors due to its capability to travel underwater unseen, giving it the element of surface.
A submarine force is a great morale booster to the Armed Forces of the Philippines, the DND chief added.
Earlier, DND spokesperson Arsenio Andolong said acquisition of the country's first submarines will be brought forward to Horizon Two of the Revised Armed Forces of the Philippines Modernization Program (RAFPMP).
Procurement of the above-mentioned naval craft was earlier scheduled for Horizon Three which is expected to run from 2023 to 2028 while Horizon Two is scheduled from 2018 to 2022.
Budget for the program is roughly placed at PHP300 billion.
Horizon One lasted from 2013 to 2017 and resulted in the acquisition of the three Del Pilar-class frigates, 12 FA-50PH light-lift interim fighters, two strategic sealift vessels, to name a few.
The DND spokesperson said submarines are a great equalizer in the country's naval arsenal once acquired.
He added that incumbent Navy flag-officer-in-command Vice Admiral Robert Empedrad can be credited for pushing the inclusion of submarines in Horizon Two.
Earlier, the PN chief said that he fully supports all proposals that would allow the country to acquire its first diesel-electric submarines at the soonest possible time.
This is because undersea or submarine warfare has become a trend in naval warfare as it is very difficult to fight an unseen opponent due to its ability to go underwater.
In line with this project, Empedrad said the PN has already created a Submarine Group which is now sending Navy personnel for study and training on submarine operations in preparation for the country's eventual acquisition of the above-mentioned naval craft. He added that this is necessary as submarine acquisition, including training, support facilities, and the vessel, often takes seven to 10 years.
The PN chief added that the decision to acquire submarines for the Philippine military was further bolstered by a recent conference he attended in London, United Kingdom where more and more modern navies are shown building up their submarine fleet and anti-submarine capabilities.

162 ex-rebels in Davao, Soccsksargen get P10.5-M financial aid
From the Philippine News Agency (Aug 1): 162 ex-rebels in Davao, Soccsksargen get P10.5-M financial aid
A total of 162 former communist rebels in Davao Region and Soccksargen received PHP10.53-million in financial assistance through the Enhanced Comprehensive Local Integration Program (E-CLIP) administered by the Department of the Interior and Local Government (DILG).
DILG Officer in Charge Secretary Eduardo Año said the amount included the PHP15,000 immediate assistance given to each former rebel while their enrollment to E-CLIP is being processed and PHP50,000 for livelihood assistance.
“Gumugulong man o hindi ang pormal na usapang pangkapayapaan sa pagitan ng gobyerno at ng mga lider ng komunistang grupo ay tuloy po ang pagbibigay ng tulong sa mga rebeldeng nais magbalik sa normal at mapayapang buhay kasama ang kanilang mga pamilya (Whether the formal peace talks between the government and communist leaders are ongoing or not, we continue to give assistance to rebels who want to return to the government and live in peace with their families) ,” he said in press release issued Wednesday.
E-CLIP provides benefits and assistance to former members of the Communist Party of the Philippines-New People's Army-National Democratic Front (CNN) and Militia ng Bayan, who express desire to abandon armed violence and become productive members of society, including their immediate family members. It also compensates and remunerates all turned-in firearms.
Año said the financial aid was distributed during separate awarding ceremonies for 45 former rebels in Mati City, Davao Oriental; 105 in Isulan, Sultan Kudarat Province; and 12 in Alabel, Sarangani.
Of the 162 beneficiaries, 58 also got firearms remuneration, which is an amount that is double the cost valuation of turned-in firearms, to provide additional fund for rehabilitation activities for them such as skills training, provision of shelter and legal assistance, among others.
Año said most of these former rebels are Indigenous Peoples (IPs) coming from the Blaan, Mandaya, Manobo, Mansaka, Tboli, Teduray, Bisaya, Kalagan and Ilonggo tribes.
“Nakakalungkot po dahil karaniwang pangunahing biktima ng mga komunista ay IPs na nagagambala ang tahimik na pamumuhay sa kanilang ancestral domains dahil sa pagtatago o pagkukubli ng mga rebelde sa kanilang komunidad na kalauna’y nagiging kampo o kuta na nila at nagreresulta sa displacement o pagbabakwit ng IPs (It saddens us that the victims of communists are IPs whose peaceful living in their ancestral domains have been inconvenienced after rebels made their communities lairs or camps. These resulted to the IPs displacement),” he said.
“Nananawagan kami sa IP communities na huwag kupkupin ang mga rebelde at huwag sumapi sa armadong kilusan. Idulog ninyo po ang inyong problema sa komunidad sa lokal o nasyunal na gobyerno (We are calling on the IP communities not to harbor rebels or join the armed movement . Report such problems in your communities to the local or national government),” he said.
Security for former rebels
According to the Joint Memorandum Circular No. 2018-01 between the DILG and the Department of National Defense, other benefits and assistance given to former rebels include safety and security guarantees by a local government unit or the Philippine National Police, in coordination with the Armed Forces of the Philippines.
The assistance is given from the time a former rebel surfaced, as well as support for relocation to better secure the former rebel and his or her family.
“Batid ng gobyerno na hindi madali para sa isang rebelde na sumuko dahil sa pangamba sa kanilang kaligtasan. Tinitiyak po ng gobyerno na hindi namin kayo pababayaan kaya huwag po kayong matakot. E-CLIP is time-bound with a clear exit strategy and adopts a total family approach (The government knows that it is not easy for a rebel to surrender for fear for their safety. The government makes sure that we will take care of you so you need not worry),” Año said.
E-CLIP is locally-driven, managed and implemented. Provinces and highly-urbanized cities (HUCs) are the focal point of authority and management of the integration of the program.
The former rebels and their family temporarily reside in a halfway house managed by a provincial or city government that serves as the processing center, where rehabilitation and healing sessions and education and skills training activities are being done.
The former rebels also get PhilHealth enrolment under the PAMANA (Payapa at Masaganang Pamayanan)-PhilHealth sponsored program with one-year validity and open for renewal.
Localized peace talks
In preparation for the planned localized peace talks, Año reiterates that DILG will construct more halfway houses for rebel surrenderers.
Recently issued DILG Memorandum Circular 2018-105 states the criteria in the selection and prioritization of provinces or HUCs each to be given PHP5-million financial support through E-CLIP for the construction of a halfway house.
Included in the criteria are highest number of enrolled former rebels; no existing halfway house or with halfway houses (not funded by the former CLIP and existing E-CLIP) that needs renovation or expansion; availability of donated lot or site to build the structure; and functional skills training programs, among others.
Año also earlier thanked leagues of local government units and elective officials such as League of Cities of the Philippines and the Philippine Councilor's League for expressing their willingness to play a more significant role in ending hostilities in their respective localities.

NDF: Comment of Jose Maria Sison on Duterte Rant Against His Fellow Criminals in the Police and Military
Sison propaganda statement posted to the National Democratic Front Website (Aug 2): Comment of Jose Maria Sison on Duterte Rant Against His Fellow Criminals in the Police and Military
Duterte himself is the biggest criminal in the country for inciting the police and military to commit mass murder of thousands of suspects and violate human rights, for guaranteeing impunity and for providing rewards in cash and promotions in rank.
The Filipino people hold Duterte responsible for promoting criminality and impunity among the police and military. He pretends to be angry at his fellow criminals in authority and he is publicly threatening them with undercover projects to kill them extrajudicially.
There is no end to this madness of promoting criminality among the police and military, unless the presidency of Duterte is terminated and he is replaced by a new leadership that can hold him and his fellow criminals in the police and military to account for their crimes.###

He is the No. 1 scalawag and No. 1 inspiration of all the scalawags in the police and military who are now engaged in all kinds of criminal activities, including murder for hire, robbery, extortion and kidnapping for ransom.Duterte is a shameless hypocrite for threatening his fellow criminals among the police and military with ¨termination¨of their lives for committing crimes lesser than mass murder of which he is the mastermind and for earning sideline income which is so little compared to the plunder and corruption top-level politicians like Duterte and Arroyo engage in.

MILF: “Runing a bureaucracy posed a bigger challenge than waging jungle warfare:”-Al Haj Murad
Posted to the Moro Islamic Liberation Front Website (Jul 31): “Runing a bureaucracy posed a bigger challenge than waging jungle warfare:”-Al Haj Murad
Camp Darapanan, Sultan Kudarat, Maguindanao—At a news conference after the culmination of Bangsamoro Consultative Assembly on Bangsamoro Organic law (BOL) on July 29, MILF Chair Al Haj Murad Ebrahim told reporters that he himself would have to “refresh first”, acknowledging that holding a government post would be different from running the Moro Islamic Liberation Front (MILF) as its chairman for 15 years.
Admitting that running a bureaucracy is a bigger challenge that waging jungle warfare, Al Haj Murad also told reporters that they are looking to invite young, highly skilled professionals to serve in an “inclusive” new Bangsamoro government.
“The leadership of the MILF admittedly are getting mature—wag na natin sabihin na tumatanda—but they’re getting mature. Now, that is one challenge also for us,” Al Haj Murad said.
“So we need to let young people come in... as second-liners,” he added.
Al Haj Murad is expected to lead the transition government as interim chief minister until 2022, a consensus agreed upon by members of the MILF Central Committee.
Al Haj Murad said his group began sending people for skills training in countries such as Malaysia, Indonesia, and Turkey about 5 years ago.
Many young Bangsamoro are currently enrolled in various universities in these countries taking up four-year courses and master’s degree program.
The Bangsamoro Organic Law (BOL) was originally called Bangsamoro Basic Law (BBL) as stipulated in the Comprehensive Agreement on the Bangsamoro (CAB), and on the draft of BBL crafted by the Bangsamoro Transition Commission (BTC).
It was eventually changed into BOL during the deliberations by the bicameral conference committee leading to its passage, ratification by both Houses of Congress on July 18, and signed by President Rodrigo Duterte few days after.
During the consultative assembly at Darapanan, where the administrative and military base of the Moro Front is located, participants were asked if they accept the BOL, the participants answered in the affirmative, many of whom shouting Allahu Akbar, Allahu Akbar, Allahu Akbar (Allah is Greatest).
The passage of BOL is a landmark legislation pushed hard by the Duterte Administration even during his election campaign in 2016.

MILF: British Embassy in Manila issues Statement on BOL; Turkey also Hails Signing of BOL
Posted to the Moro Islamic Liberation Front Website (Aug 1): British Embassy in Manila issues Statement on BOL; Turkey also Hails Signing of BOL
The British Embassy in Manila says in a statement issued on July 30 that the United Kingdom welcomes the passage of the Bangsamoro Organic Law by the Congress and its subsequent signing by President Rodrigo Roa Duterte on 27 July 2018.
We commend the Philippine government, the Moro Islamic Liberation Front and other stakeholders for their efforts to finalise this landmark legislation. With the continuing commitment of the parties, the creation of the Bangsamoro Autonomous Region in Muslim Mindanao provides – to all – an historic opportunity to secure long-lasting peace, development and prosperity in the Bangsamoro, the British Embassy statement said.
The United Kingdom remains steadfast in its commitment to support the peace process, and the social, political and economic transformation of the region in the years ahead.
Meanwhile, in a statement released by the Turkish Foreign Ministry on July 27, the Turkish Government also hailed Philippines' new law paving way for comprehensive autonomy of Moro Muslims, praising it as “historic.”
In the same statement, the Foreign Ministry said that Turkey welcomes “the successful conclusion of the legislative process regarding the Bangsamoro Organic Law and its signing by the President of the Philippines, Rodrigo Roa Duterte.”
The statement reads as follows:
“We commend the efforts of the Philippine government, the Moro Islamic Liberation Front [MILF] and other stakeholders in finalizing this landmark legislation which aims to create a new political entity known as the ‘Bangsamoro Autonomous Region in Muslim Mindanao.’
“With the political will and vision of the relevant parties, a critical juncture in the peace process has been passed,” the statement said.
“This is a historic accomplishment,” to achieve “a just and lasting peace, stability and prosperity in Bangsamoro,” the ministry said.
“The Bangsamoro Organic Law also presents a valuable opportunity to tackle the root causes of violent extremism and terrorism and thus offers the promise of a better future for the Bangsamoro people,” said the statement.
“Turkey will continue to support the peace process as well as the social and economic development of the region in the period ahead.”
The BOL is the implementing law of the Comprehensive Agreement on the Bangsamoro (CAB) signed between the GPH-MILF Peace Panels in 2014.
The law, formerly named Bangsamoro Basic Law (BBL) crafted by the Bangsamoro Transition Commission (BTC) was passed and ratified by Philippine Congress after days of deliberations, and has been signed by President Duterte.

COTABATO CITY - The Moro Islamic Liberation Front (MILF) – Peace Implementing Panel (PIP) conducted a Dialogue for Peace in Mindanao for the representatives of several agencies and mechanisms of the Peace Process on July 30-31, 2018 at the BLMI Training Centre, Crossing Simuay, Sultan Kudarat, Maguindanao. The activity was facilitated by the Bangsamoro Leadership and Management Institute (BLMI).
MILF-PIP Chairman Mohagher Iqbal emphasized to the participants the importance of ideology, good leadership, and popular support in continuing the Bangsamoro struggle.
The next phase of the struggle, the electoral struggle, will be more challenging and dangerous, according to Iqbal.
The Bangsamoro Organic Law (BOL) is already 85% good and 15% less, according to Iqbal. Furthermore, he also said that there is still a chance to assert the remaining provisions of the Comprehensive Agreement on the Bangsamoro (CAB) which was not included in the BOL.
The Organic Law of the Bangsamoro Autonomous Region in Muslim Mindanao (OLBARMM) or the BOL was previously known as the Bangsamoro Basic Law (BBL). It is the enabling law of the CAB and was signed into law by President Rodrigo Roa Duterte on July 27, 2018. A ceremonial signing in Malacanang Palace was also set on August 6, 2018.
Bangsamoro Transition Commission (BTC) Commissioner Atty. Raissa Jajurie presented the Republic Act 11054 or the OLBARMM to the participants. She discussed the salient provisions of the law including the Powers and System of the Government, Sharing of Revenue, Bangsamoro Justice System, and Inter-governmental bodies.
The Peace Mechanisms present during the activity provided updates on the accomplishments and challenges that they have encountered during the implementation of their designated tasks.
The Joint Task Force Camp Transformation (JTFCT), Transitional Justice and Reconciliation (TJRC), Coordinating Committee on the Cessation of Hostilities (CCCH), Ad Hoc Joint Agreement Group (AHJAG), Task Force on Decommissioning for Camp and Communities (TFDCC), Joint Peace and Security Committee (JPSC), Bangsamoro Normalization Trust Fund (BNTF), and Joint Normalization Committee (JNC) presented their agency’s report to the MILF-PIP.

MILF: MILF Chair condemns bombing in Basilan
Posted to the Moro Islamic Liberation Front (Aug 2): MILF Chair condemns bombing in Basilan
MILF Chair Al Haj Murad Ebrahim issued today a strong statement condemning the latest bombing that occurred in Bulanting, Lamitan, Basilan last July 31.
“There will be no compromise with terrorists whose aims are to create chaos, destruction, and bloodshed. No quarters shall be given to them and they must be defeated at once. They must not be allowed to grow.”
This was the immediate reaction of the MILF leader after learning of the terrorist attack in the island province that left ten casualties including a woman, a child, and scout rangers belonging to the 3rd Scout Ranger Battalion.
He directed all MILF commanders in the island to be in full alert for possible more terrorist attacks. He also asked MILF members of the Coordinating Committee on the Cessation of Hostilities (CCCH) and Ad Hoc Joint Action Group (AHJAG) to coordinate with their counterparts in government for possible joint action, pursuant to the provisions of relevant agreements.
Based on initial report, the perpetrator was of German-Arab blood, who arrived in Basilan via Sulu few days before the blast. Two others, believed also to be foreign nationals, also arrived using the same route.
The report added that the foreign terrorists are under the custody ASG Commander Furuji Indama, also known as Abu Dujanah.
The report also said that a van loaded with Improvised Explosive Device (IED) was used to carry out the terrorist mission.
On August 1 the MILF Central Committee convened in a special session and adopted a Resolution, which reads in part as follows: “The MILF Central Committee views with deep concerns the latest upsurge of violence and terrorism in Mindanao particularly in Basilan. The wounds inflicted on our people and peace-loving people of Marawi City on May 23 last year are still unhealed and aching; and here again, signs are clear: The terrorists are not yet down and out. Collectively and individually, we condemn this dastardly act as well as all other forms of violent extremism.”
The Resolution also called on members of the MILF to be vigilant at all times and work together to oppose and defeat all forms of extremism especially in the name of religion.
The blast came barely two days after a huge gathering in Darapanan, Sultan Kudarat, Maguindanao on July 29 called by the MILF for the purpose of consulting its leaders, both political and military, as well as mass supporters on the issue of whether or not the MILF will accept or reject the BOL passed by Congress into law recently.
Some 100,000 leaders of MILF and their civilian supporters responded and all but none either endorsed the acceptance of the BOL or gave the mandate to the MILF to decide the matter for the good of the people.

MILF: Bangsamoro Organic Law
Posted to the Moro Islamic Liberation Front (Aug 2): Bangsamoro Organic Law
The Bangsamoro Organic Law (BOL), originally called as Bangsamoro Basic Law (BBL), is almost a law. What remains to be fulfilled is its ratification during the plebiscite to be called for the purpose by the Commission on Elections (Comelec) from 90 to 120 days from its publication in newspapers of national circulation. Most likely the plebiscite will take place in December this year.
The BOL is not a perfect law or something what the MILF and our people had hoped for to be legislated or passed. But they also understand that a law that is 100 percent compliant to the Comprehensive Agreement on the Bangsamoro (CAB) is difficult to achieve. Never in a flash or better; it certainly is a work in progress.
During the deliberations in the bicameral conference committee two legislators had remarked that the CAB is an agreement between the MILF and the executive branch, which is to say, they are not obliged to comply with it. This, however, did not elicit a reply from members of the Bangsamoro Transition Commission (BTC) especially those from the MILF. They interpreted it as an offshoot of the hard and prolonged sessions into the night. It is of record that on several occasions, lawmakers from both Houses have witnessed several negotiations of the MILF and government in Kuala Lumpur; in fact, during the 16th Congress both Houses passed resolutions in support for the passage of the BBL.
Maybe among lawyers, they will have 50-50 appreciation of the quality of the BOL. Maybe even less. That is understandable because lawyers are by training rigid, precise, and meticulous. That is their fine qualities that guarantee the safety of clients (in the hands of good and upright (lawyers)).
But for revolutionary, nay mujahid (one who strives), their appreciation is more political, or is viewed as part of the protracted struggle. It is to get nearer and nearer to their goals, especially in negotiations. Thus, their appreciation is more positive and unrestricted: 85-15. They subscribed to the idea that it is men more than law that determines or assures the success of organizations, nations, and states. The imperfections in the law are paid for or balanced by sustained constructive engagements with government and their agencies, including private institutions, as well as the international communities. Maybe in the future, more devolutions of powers will follow.
Notwithstanding the imperfections of the BOL, it is definitely over and above the Autonomous Region in Muslim Mindanao (ARMM). Aside from powers and resources intrinsic in the BOL, all those enjoyed by ARMM are given to the Bangsamoro Government. It is ARMM, plus, plus!
Given this fact, what will be the decision of the MILF, acceptance or rejection?
In a gathering purposely to consult MILF leaders, political and military, as well as other stakeholders including mass supporters last July 29 in Darapanan, Sultan Kudarat, Maguindanao, they directly endorsed the BOL or gave the MILF Central Committee the mandate to decide on the issue. There was no dissenting opinion, not one, from the huge crowd of 100,000.
It is almost certain that the MILF will accept the BOL, without prejudice to continued assertion that the remaining unimplemented provisions of the CAB shall find completion in future legislation. It is government obligation to fully comply with the CAB, otherwise, the Exit Agreement, formally terminating the peace process, will be held in abeyance. And more seriously, the government would be accused of non-compliance.

DWDD: ATTAINING PEACE | 2ID supports Localized Peace Talks
From DWDD AFP Civil Relations Service Radio Website (Jul 30): ATTAINING PEACE | 2ID supports Localized Peace Talks
CAMP GEN MATEO CAPINPIN, Tanay, Rizal (DWDD) – The 2nd Infantry “Jungle Fighter” Division, Philippine Army is supportive of the government’s initiative to pursue localized peace talks with the Communist Terrorist groups (CTGs) instead of a national peace talks under self-exiled communist terrorist leader Jose Maria Sison.
In an interview by DWDD with Captain Patrick Retumba, 2nd ID Public Affairs Officer, this is in support also of the Department of National Defense and the Armed Forces of the Philippines recommendation that a much practical approach must be implemented to end the communist atrocities. Good coordination is one of the key in the success of such talks, coupled with good planning on how to properly implement the talks.
Although there is still a lot to work out in such an approach since there is no single way that can be applied to a certain area since it will depend on each regions needs and wants. Empowerment is also a key to the localized talks.
Capt Retumba added that since development is already being implemented in their area, they are optimistic that a long and lasting peace can be truly attained with the support of local officials and the citizenry.
Meanwhile, the AFP is still on-track with its sustained military operations against the communist terrorist group and if they would still refuse to surrender, they will meet the full force of the law.
The 2ID will continually ensure the peace and order situation in their area of responsibility, in particular the CALABARZON (Cavite, Laguna, Batangas, Rizal and Quezon) area. AES / LQG / MCAG

DWDD: Reasons why NPA rebels opted to go back to the mainstream society
From DWDD AFP Civil Relations Service Radio Website (Aug 1): Reasons why NPA rebels opted to go back to the mainstream society
– No support given to their family
– Constant physical, mental, and emotional weariness as well as hunger due to endless day
and night movement that they have to endure to evade the military.
– Disillusionment on the cause of the armed struggles. There is no ideology to speak of;
they are just being used for a senseless cause that targets to benefit just a few NPA leaders
– Scandal, sexual harassments, and abuses between and among members and leaders
– Unfulfilled promises by the NPA leadership
– They want to go back to their normal and peaceful lives together with their families.
– They want to give their children a brighter future.
– Some of them influences through Newsmedia, Radio, and Awareness Drives;
– Government’s Enhanced Comprehensive Local Integration Program (E-CLIP)
The Armed Forces of the Philippines will remain steadfast in neutralizing those who remain with their useless cause with the NPA terrorists group. CRSAFP / MCAG
