The said rebels, two (2) of which are minor (names withheld), are residents of San Fernando, Bukidnon and they were formally turned over to their families at Headquarters, Civil Relations Service, AFP (CRSAFP).
According to the surrenderees, the New People’s Army promised them livelihood in a piggery in Manila but instead they were recruited as child warriors and were incorporated under the “Kilusang Larangang Girilya” in North Abra were they experienced different forms of hardship.
They were even brought to University of the Philippines (UP) to join the Manilakbayan.
It was at this point that they decided to escape as they realized that it was not work that they got into.
In their escape, the five ended up in Barangay Poblacion, Licuan Baay, Abra, where they seeked the assistance of the Community Support Program team that brought them to the 24th infantry Battalon
After the formal turn-over, the five rebel returnees will be flown to Headquarters, 4th Infantry “Diamond” Division, Philippine Army where they will be enrolled under the Enhanced Comprehensive Local Integration Program (ECLIP) for them to avail the various financial and livelihood assistance for rebel returnees. COL JESUS VILLAMOR AIRBASE, Pasay City (DWDD) – The Philippine Air Force welcomes its new member of the family as Executive Secretary Salvador “Bingbong” C Medialdea formally took his oath as a newly reservist of the PAF with a rank of Lieutenant Colonel during the Donning of Ranks and Oath-Taking of Newly Commissioned PAF Reservist Officers at the New Hall of Flags, Col Jesus Villamor Air Base, Pasay City with on July 24, 2018.
LTC Medialdea was commissioned in the PAF Reserve Force by virtue of being a Presidential Appointee. He is a lawyer, business executive and government administrator who is the current Executive Secretary of the Office of the President since the year 2016.
Moreover, three other notable public servants were also commissioned in the PAF each with the ranks of Ltc and Major: Lieutenant Colonel Mark A Villar, Secretary of the Department of Public Works and Highways (DPWH); Major Wilfredo C Roldan, the Executive Director of Fertilizer and Pesticide Authority; and Major Jaime L Mabilin, the Assistant Cabinet Secretary at the Office of the Cabinet Secretary, Office of the President.

CAMP GEN EMILIO AGUINALDO, Quezon City (DWDD) – Five indigenous people (IP) including two minors were reunited with their guardians for the first time after being recruited by the communist terrorist New People’s Army (NPA) in August 2017.
The Armed Forces of the Philippines (AFP) officially turned over the five teenagers whose identities were kept confidential in a simple ceremony held Thursday, July 26 at the Civil Relations Service AFP (CRSAFP) Conference Room in Camp Aguinaldo.
The two minors are 17 years old; two are 18 while the other is 19.
Colonel Antonio Francisco, the Deputy Commander of CRSAFP presided over the activity that was attended by representatives from the Department of Social Welfare and Development (DSWD) and the newly-created Task Force ‘Balik-Loob’.
Before turning over to their guardians, medical officers of the Camp Aguinaldo Station Hospital conducted physical and medical examination to the former rebels to ensure their good physical and mental state. They will then be assisted by security personnel from the AFP as they return to their hometown in Bukidnon.
Aside from hardships, the IPs cited physical abuse as reasons for leaving the NPA. Four of them suffered physical abuse while in the armed group, being hit with a gun and a cable wire. The other contracted typhoid fever and was hospitalized for a week. All of them experienced lack of food and sleep, and were always on the run from military operations.
On July 5, 2018, the IPs voluntarily surrendered without firearms to personnel of 24th Infantry Battalion and Abra Provincial Police Office in the town of Licuan-Baay. They belong to the Manobo Tribe of San Fernando, Bukidnon. They said they were recruited by a certain Jeffrey Mandagit also known as ‘Jumboy’ –a known NPA member. They were told that they have to go to Manila and will be hired as piggery caretaker with a salary of P8,000 per month. They boarded a passenger ship from Cagayan de Oro to Manila. In Manila, Mandangit forced the IPs to join three mass protests/rallies with a promise that they could avail of a job after a week. However, they were subsequently sent to Abra and were forced to become full-time red fighters of the NPA’s Kilusang Larangang Gerilya (KLG) North Abra until their surrender in July 2018.
They also told the military that out of the 44 members of the KLG, 27 are IPs from Mindanao–a clear manifestation of the NPA’s exploitation and recruitment of indigenous people. The five former rebels were unaware that they were clearly victims of human trafficking, deception, and abuse by the NPA.
The AFP condemns these criminal acts by the communist terrorists which endanger the lives of our indigenous people, particularly the youth.

EDSA, Quezon City (DWDD) – A total of one hundred and eighteen (118) former rebels who surrendered in the provinces of Sultan Kudarat and Sarangani, South Cotabato were granted a total of P7.6 million worth of financial assistance under the Enhanced Comprehensive Local Integration Program (E- CLIP), according to the Department of the Interior and Local Government (DILG).
Undersecretary for Peace and Order Bernardo Florece, Jr. said that each of the beneficiaries were provided with immediate assistance worth P15,000.00 and a livelihood assistance worth Php50,000.00 which were granted during two separate awarding ceremonies in South Cotabato region.
“It is very important to provide the rebel returnees with the necessary assistance to give them a kickstart in reintegrating to the mainstream society where they belong,” Florece said.
E-CLIP is locally-driven, managed and implemented program which veers away from the past practice of pre-packaged interventions designed at the national level. Instead, it responds to the circumstances, needs and concerns of former rebels through provision of assistance and seeks to consider their basic rights and situations as men and women.
USec. Florece said that of the 118 rebel returnees, 106 of them are from Sultan Kudarat and 12 are from Sarangani Province.
He added that the beneficiaries are housed in halfway houses/receiving facilities for security measures during the facilitation of their surrender. All four provinces in Region 12 construct their respective halfway houses for this purpose.
Meanwhile, the Philippine Army unit which received the former rebels received P7,000 reintegration assistance under the E-CLIP program.
Under the said program, the Province or Highly Urbanized City (P/HUC) serves as the focal point of authority and management of the integration program to provide more sustainability and consistency.
Aside from USec Florece, also present during the awarding ceremony in Sultan Kudarat are DND Undersecretary for Civil Veterans and Retirees Affairs Reynaldo Mapagu, National Barangay Operations Office (NBOO) Director Leocadio Trovela, DILG XII Regional Director Reynaldo Bungubung, PNP-PRO XII Regional Director PCSUPT. NAVAL STATION FELIX APOLINARIO, Panacan, Davao City (DWDD) – The Eastern Mindanao Command commends the Local Government Unit of Lianga for establishing the Incident Command Post that manages the different interventions to the Indigenous Peoples who were brought to Diatagon Gymnasium in Lianga, Surigao Sur on July 15, 2018.
This action of the LGU was able to synchronize, document and put order and balance to different interventions being made by different organizations, both government and non-government, and allow the Disaster Risk Reduction Management Council to closely attend to the needs of the gathered IPs and bring the situation to normalcy the soonest.
According to local authorities, a group of residents from this largely IP community were lured into going to the municipal town center for they will allegedly be harassed by the military and with a promise of food support from the LGU. This deceptive mobilization disturbed the normal living and adds misery and suffering to the IPs. These IPs were not affected by any man-made nor natural calamity, contrary to allegations, for there was no military operation going on in the area as of this date.
Moreover, the detachment being established in Km.9 which accordingly is being protested by the group, was requested by the community through a resolution by the Municipal and Barangay Peace and Order Council of Lianga and Diatagon, respectively, in order to secure the delivery of basic services of LGU in the area.
With this, we are one with the LGU of Lianga on calling on all organizations who intend to assist, cover and interview the IPs who were brought in the gymnasium to coordinate with the established Incident Command Post as part of the protocol for Disaster Management.
In relation to Republic Act 10121 or Disaster Management Act, the participation or presence of the soldiers in the Incident Command Post is to assist the concerned LGU, particularly, in security and manpower assistance.

CAMP GEN NAVARRO, Zamboanga City (DWDD) – The Republic of the Philippines and the Republic of Indonesia Border Committees successfully concluded the Coordinated Patrol (CORPAT) PHILINDO XXXII-2018 participated in by the Eastern Mindanao Command, Armed Forces of the Philippines through the Naval Forces Eastern Mindanao and the Eastern Fleet Command, Indonesian Navy. It was done in two (2) phases: Phase 1 from 10 to 29 April 2018 with the opening ceremony held in Manado City, Indonesia; and Phase 2 from 05 to 20 July 2018 with the closing ceremony held in Davao City.
Joined by other maritime agencies such as the Philippine Coast Guard, Bureau of Fisheries and Aquatic Resources, Philippine National Police Maritime Group, and the Philippine Navy Auxiliary Reserve Unit, the Philippine and Indonesian Navies enhanced their interoperability at sea resulting to the conduct of 32 naval exercises and shipboard evolutions along the common borders with a total steaming time of 542 hours and 28 minutes covering 5,454 nautical miles.
Moreover, through the joint efforts of our respective governments, last April 20 the coordinated naval patrol was able to jibe the repatriation of 31 Filipino fisher folks from Indonesia back to their families with the assistance of concerned local government units and government agencies. The repatriates were welcomed by Secretary Christopher Lawrence Go as representative of President Rodrigo Roa Duterte.
Alongside the sea-based exercise, civic action and medical assistance activities were also undertaken at Brgy Tibanban, Gov. Generoso, Davao Oriental as part of the land-based activities with the support and participation of the local government unit of Governor Generoso, the Consulate of Indonesia based in Davao City and other government agencies. The services included medical, dental, veterinarian, fisheries forum, distribution of 1,000 assorted seedlings to the local populace, and on-site registration to Indonesian descendants. The Consulate of Indonesia was also able to conduct documentation and provided passports to qualified Indonesian citizens. The civil-military activity benefitted a total of 433 medical and 258 dental patients, and about 800 mangroves were planted in the said barangay.
With these, the Republic of the Philippines and the Republic of Indonesia Border Committees expressed satisfaction on the results of the coordinated naval patrol and reaffirmed cooperation not only in ensuring enhanced coordinated border security measures between the two countries but also to provide humanitarian assistance to citizens of both countries in the future. TAGO, Surigao del Sur (DWDD) – Another Lumad, a Bagani in his tribe, was murdered by Communist Party of the Philippines (CPP) – New People’s Army (NPA) Terrorist (CNT) in Lanuza, Surigao del Sur on July 26, 2018.
The hapless victim was identified as Nestor Hedi Trinidad, male, married, 49 years old and a resident of Sitio Libas, Brgy Sibahay, Lanuza, Surigao del Sur.
He was mercilessly shot several times by more or less five (5) armed men believed to be CPP-NPA Terrorist members belonging to the Platoon Uno, Guerilla Front 30, North Eastern Mindanao Regional Committee (NEMRC) under alias Nicko.
“Trinidad is a Bagani in his Mamanwa tribe and a former CAFGU assigned in Pantukan, Carrascal, SDS. As a Bagani, he is considered a cultural guard in his tribe and tasked to protect the lives, ancestral domains and property of the tribes under the Indigenous Political Structure led by a chieftain. He has no known enemies but before the incident, he confided to me that he was visited few times by the NPAs and asking him to go with them but he refused to do so”, said by Datu Engwan Ala, Municipal Tribal Chieftain of Municipality of Carrascal wherein Trinidad belongs as a Bagani as he serve in the Office of Municipal Tribal Office and his wife’s roots in the said municipality.
The tragic demise of Nestor Trinidad left his four (4) children orphaned and widowed by his wife, Daylinda P Trinidad from municipality of Carrascal this province.
He suffered eight (8) gunshot wounds on different parts of his body that resulted to his instantaneous death. Perpetrators fled towards the mountainous portion of the said barangay.
Since the start of the Development Support and Security Plan campaign of President Duterte, a total of five (5) murder and one (1) abduction were perpetrated by the CNTs against lumads.
Those killed and abducted has a common denominator as staunch protector and advocate in advancing the genuine interest of their tribes against exploitation and abuses from CNTs and Left Leaning Organizations in the aspect of IP education and self-determination.
The murder of Trinidad and other atrocities by the CNTs attacking lumads and other communities is an outright violation under the Republic Act 9851 or the International Humanitarian Law (IHL) which is enacted and crafted to protect non-combatants and innocent civilians from any conflict between states and between state and non-state actor.

BUTUAN CITY, Agusan del Norte (DWDD) – The 402nd Infantry Brigade troopers spearheaded by the 29th Infantry Battalion overrun another camp of the Terrorist New People’s Army (NPA) after the government forces encountered an undetermined number of the CPP-NPA Terrorists (CNTs) under SPP16A, Guerilla Front Committee -16 (GFC16), Northeastern Mindanao Regional Command (NEMRC) in Sitio Cogon-Cogon, Barangay Tagmamarkay, Tubay, Agusan del Norte at around 2:20 in the afternoon of July 26, 2018 (Thursday).
A firefight ensued, while the troops were conducting Focused Military Operations (FMO), as a response to the reports provided by the residents of Terrorists NPAs’ presence extorting in their locality.
The skirmish, which lasted for about twenty (20) minutes, resulted to the capture of the terrorist’s camp, the recovery of one (1) high powered firearm AK-47 loaded with thirty (30) rounds of live ammunitions, one (1) improvised explosive device (landmine), 100 meters trip wire, 1 backpack and personal belongings. On the other hand, no casualty or loss was incurred by the government forces. But heavy blood stains were seen on the captured enemy camp indicating of the enemy’s large casualties.
Moreover, additional troops were sent to pursue the remaining NPA terrorists. The successful combat operation was a result of the local community’s support to get rid lawless elements from their community. Brigade Commander, Brigadier General Franco Nemesio M Gacal AFP, lauded the troops for the successful conduct of this military operation.
“Our operations against the NPA terrorists will be relentless. We will pursue them right at the heart of their guerrilla bases. The communities are already expressing their sentiments against the continued presence of the NPA terrorists as this terrorist group has only brought misery and suffering in their locality”. ON JULY 16, students of the Mindanao Interfaith Services Foundation Inc. (MISFI) Academy and Center for Lumad Advocacy and Networking, Inc. (CLANS) conducted a program in their camp in front of the Department of Education Region 12 office to greet the first day of Allan G. Farnazo as regional director. Together with their teachers and parents, they challenged Farnazo to issue the Lumad schools with permits to operate and to demilitarize their communities in Barangay Basak, Lebak, Sultan Kudarat.
They attempted to submit a letter containing their calls and data on violations perpetrated by the military against the rights of the Lumad in schools and communities, but no one from the office received the letter. They were able to document 225 cases of attacks with eight cases of forcible evacuation, eight illegal arrests, 67 cases of threats, harassment and intimidation, four cases of destruction of school and private property, and 11 cases of violation of domicile.
The data came from the National Fact Finding Mission conducted by the Save Our Schools Network on June 27-30 to probe the incidents of harassment perpetrated by the Marine Battalion Landing Team 2 since they entered and encamped in the said community on May 10.
On July 9, the Lumads held an early T’nalak Festival to condemn the refusal of then Director Arturo Bayucot to hold a dialogue with them.

Three years after the brutal massacre of their leaders, some 328 Manobo families or 1,607 residents of Barangay Diatagon, Lianga, Surigao del Sur have again been forced to evacuate due to the series of harassment and abuses perpetrated by troops of the 75th IB in their community.
Evacuees include 568 Lumad students and 48 teachers from community schools Tribal Filipino Program for Surigao del Sur (TRIFPSS) and Alternative Learning Center for Agriculture and Livelihood Development (Alcadev). Bringing only some of their belongings, the Lumads walked for almost 10 hours towards the Diatagon Gym where they are temporarily staying.
Barangay Diatagon is covered by the Andap Valley which Duterte offered to mining investors. The area is said to hold the largest carbon reserves in the country. Benguet Corporation, Great Wall Mining and Power Corporation at Abacus Coal Exploration and Development have all already been awarded with permits to operate in the said area. As mining operations of these companies are set to commence, the 75th IB on July 14 constructed a detachment and deployed some 100 soldiers to guard the companies. Their presence resulted in prevalent unrest in 23 sitios of the barangay.
Within 33 days, cases of threat, harassment and intimidation perpetrated by soldiers against the residents were documented. These included forcible entry of soldiers to their homes, asking residents for their names and enlisting them as CAFGU recruits without their consent. Their livestock and crops were stolen. Their schools were forcibly occupied and the cottage of its volunteer teachers was ransacked; women and children were verbally and sexually abused; and residents actively opposing the entry of plunderous concessions in their land. Residents no longer have anything to eat because they can no longer go to their farms. Classes in TRIFPSS and Alcadev were suspended.
On July 9, some 150 residents and their supporters protested in front of the provincial capitol to demand an end to the militarization of their communities. Despite this, a local government official insisted that cannot act upon the request because of martial rule.
On July 11, a dialogue was held between leaders of the Malahutayong Pakigbisog alang sa Sumusunod (MAPASU), local government officials, and representatives of the 401st Brigade, 36th IB at 75th IB. After expressing the need for sanctuary, Lumad leaders were told by Brig. Gen. Andres Centino that they could face criminal charges for evacuating.
On July 16, soldiers blocked the route of the evacuees using two six-by-six trucks while five media outfits were barred by soldiers from covering the activity.
The harassment continued even in the evacuation site. On July 18, police and military troops encamped at and surrounded the Diatagon gym. At around 11:30 a.m., they blocked the entry of sacks of rice and food for the immediate consumption of the evacuees.
On July 20, soldiers forced their way inside the gym purportedly to distribute food for the evacuees.
This is the residents’ second evacuation this year, and their fourth under martial law.
Killings and abduction
On July 10, Bladen Skyler Abatayo, a 4-year old child, was killed on the spot after being hit by a stray bullet from the indiscriminate strafing of PNP elements while conducting an “anti-illegal drug operation” in Sitio Bato, Barangay Ermita, Cebu City.
On June 24 at around 7 a.m., elements of the 76th IB abducted Tifon Piniw together with his 10-year old nephew while they were on their way to Sityo Buswak, Barangay Lisap, Bongabong, Oriental Mindoro. They have not been located since then.
Illegal arrests
On July 11, Kristine Cabardo, chairperson of the League of Filipino Students-Northern Mindanao, was re-arrested by elements of the Philippine National Police (PNP) together with three other family members in Linamon, Lanao del Norte. Mary Ann Cabardo, Kristine’s mother, was detained and forced to admit that the sachets of shabu planted by the police in their motorcycle were hers. Mary Ann is still under detention. Kristine is among the 13 activist leaders who were arrested on July 4 in General Santos City.
On July 19, Jessica and Allan Pajo were illegally arrested by elements of the PNP in Gingoog, Misamis Oriental and were falsely charged with murder and attempted murder.
On June 27, Jerry Liao, Ruel Linaw, Koko Bayok and Tata Atig, farmer residents of Barangay Tawan-tawan, Baguio District, Davao City were arrested and detained by elements of the 3rd IB after engaging NPA troops in a firefight in Barangay Carmen on the same day. On the next day, soldiers forced five civilian residents of Barangay Magsaysay, Marilog District to surrender as NPA fighters.
Demolition
On July 6, authorities demolished the houses of the residents of Real, Calamba, Laguna. PNP elements were deployed in the area to suppress the residents’ resistance. A police cocked his gun, while another threatened to arrest a volunteer of Bagong Alyansang Makabayan–Southern Tagalog.
Intimidation, threat and surveillance
On July 18 in General Santos City, April Rose Avila, member of Disaster Response Center SOCCSKSARGEN (DIRECT), was harassed by an AFP agent identified as Jerson Gallego. Gallego questioned Avila about the connection of the organization with progressive organizations. He told Avila that her family and organization have long been under military surveillance.
On July 9, two members of media group Eastern Vista were put under surveillance by PNP agents on their way back to their office in Tacloban City. On June 18, another member of Eastern Vista was harassed in Magsaysay Boulevard and asked if he was a genuine member of the media.
On the early morning of July 3, 78th IB troopers armed with rifles surrounded the house of Alberto Ligutan, vice chairperson of the Municipal Farmers Association of Carigara (MUFAC), in Barangay Kaghalo, Carigara, Leyte. was surrounded by elements of the 78th IB who were armed with rifles. The soldiers threatened his life and forced himto surrender as an NPA fighter.
On July 3, at around 4 p.m., Romy Portugal, member of KADAMAY–Metro Tacloban, was summoned by elements of the 3rd Maneuver Platoon of the PNP and was threatened to be arrested if he participates again in his organization’s activities.
On June 27, Ongbak Ihem and Butsoy Puypoy were harassed and threatened by soldiers in Barangay Lisap, Bongabong, Oriental Mindoro. The operating military troops entered the barangay at around 4 a.m. and initially went to Ongbak’s house.
Soldiers ordered Ongbak to lie face down. He was held at knifepoint while being forced to surrender as an NPA member. He was then brought to the basketball court and was again forced to lie face down. The soldiers asked him the name of the members of their cooperative and questioned its existence. While interrogating Ongbak, other soldiers forcibly entered the house of Butsoy Puypoy.
On July 16, suspected state agents were caught conducting surveillance in front of the Anakpawis office in Pulo, Cabuyao, Laguna.

Three years after the brutal massacre of their leaders, some 328 Manobo families or 1,607 residents of Barangay Diatagon, Lianga, Surigao del Sur have again been forced to evacuate due to the series of harassment and abuses perpetrated by troops of the 75th IB in their community.
Evacuees include 568 Lumad students and 48 teachers from community schools Tribal Filipino Program for Surigao del Sur (TRIFPSS) and Alternative Learning Center for Agriculture and Livelihood Development (Alcadev). Bringing only some of their belongings, the Lumads walked for almost 10 hours towards the Diatagon Gym where they are temporarily staying.
Barangay Diatagon is covered by the Andap Valley which Duterte offered to mining investors. The area is said to hold the largest carbon reserves in the country. Benguet Corporation, Great Wall Mining and Power Corporation at Abacus Coal Exploration and Development have all already been awarded with permits to operate in the said area. As mining operations of these companies are set to commence, the 75th IB on July 14 constructed a detachment and deployed some 100 soldiers to guard the companies. Their presence resulted in prevalent unrest in 23 sitios of the barangay.
Within 33 days, cases of threat, harassment and intimidation perpetrated by soldiers against the residents were documented. These included forcible entry of soldiers to their homes, asking residents for their names and enlisting them as CAFGU recruits without their consent. Their livestock and crops were stolen. Their schools were forcibly occupied and the cottage of its volunteer teachers was ransacked; women and children were verbally and sexually abused; and residents actively opposing the entry of plunderous concessions in their land. Residents no longer have anything to eat because they can no longer go to their farms. Classes in TRIFPSS and Alcadev were suspended.
On July 9, some 150 residents and their supporters protested in front of the provincial capitol to demand an end to the militarization of their communities. Despite this, a local government official insisted that cannot act upon the request because of martial rule.
On July 11, a dialogue was held between leaders of the Malahutayong Pakigbisog alang sa Sumusunod (MAPASU), local government officials, and representatives of the 401st Brigade, 36th IB at 75th IB. After expressing the need for sanctuary, Lumad leaders were told by Brig. Gen. Andres Centino that they could face criminal charges for evacuating.
On July 16, soldiers blocked the route of the evacuees using two six-by-six trucks while five media outfits were barred by soldiers from covering the activity.
The harassment continued even in the evacuation site. On July 18, police and military troops encamped at and surrounded the Diatagon gym. At around 11:30 a.m., they blocked the entry of sacks of rice and food for the immediate consumption of the evacuees.
On July 20, soldiers forced their way inside the gym purportedly to distribute food for the evacuees.
This is the residents’ second evacuation this year, and their fourth under martial law.
Killings and abduction
On July 10, Bladen Skyler Abatayo, a 4-year old child, was killed on the spot after being hit by a stray bullet from the indiscriminate strafing of PNP elements while conducting an “anti-illegal drug operation” in Sitio Bato, Barangay Ermita, Cebu City.
On June 24 at around 7 a.m., elements of the 76th IB abducted Tifon Piniw together with his 10-year old nephew while they were on their way to Sityo Buswak, Barangay Lisap, Bongabong, Oriental Mindoro. They have not been located since then.
Illegal arrests
On July 11, Kristine Cabardo, chairperson of the League of Filipino Students-Northern Mindanao, was re-arrested by elements of the Philippine National Police (PNP) together with three other family members in Linamon, Lanao del Norte. Mary Ann Cabardo, Kristine’s mother, was detained and forced to admit that the sachets of shabu planted by the police in their motorcycle were hers. Mary Ann is still under detention. Kristine is among the 13 activist leaders who were arrested on July 4 in General Santos City.
On July 19, Jessica and Allan Pajo were illegally arrested by elements of the PNP in Gingoog, Misamis Oriental and were falsely charged with murder and attempted murder.
On June 27, Jerry Liao, Ruel Linaw, Koko Bayok and Tata Atig, farmer residents of Barangay Tawan-tawan, Baguio District, Davao City were arrested and detained by elements of the 3rd IB after engaging NPA troops in a firefight in Barangay Carmen on the same day. On the next day, soldiers forced five civilian residents of Barangay Magsaysay, Marilog District to surrender as NPA fighters.
Demolition
On July 6, authorities demolished the houses of the residents of Real, Calamba, Laguna. PNP elements were deployed in the area to suppress the residents’ resistance. A police cocked his gun, while another threatened to arrest a volunteer of Bagong Alyansang Makabayan–Southern Tagalog.
Intimidation, threat and surveillance
On July 18 in General Santos City, April Rose Avila, member of Disaster Response Center SOCCSKSARGEN (DIRECT), was harassed by an AFP agent identified as Jerson Gallego. Gallego questioned Avila about the connection of the organization with progressive organizations. He told Avila that her family and organization have long been under military surveillance.
On July 9, two members of media group Eastern Vista were put under surveillance by PNP agents on their way back to their office in Tacloban City. On June 18, another member of Eastern Vista was harassed in Magsaysay Boulevard and asked if he was a genuine member of the media.
On the early morning of July 3, 78th IB troopers armed with rifles surrounded the house of Alberto Ligutan, vice chairperson of the Municipal Farmers Association of Carigara (MUFAC), in Barangay Kaghalo, Carigara, Leyte. was surrounded by elements of the 78th IB who were armed with rifles. The soldiers threatened his life and forced himto surrender as an NPA fighter.
On July 3, at around 4 p.m., Romy Portugal, member of KADAMAY–Metro Tacloban, was summoned by elements of the 3rd Maneuver Platoon of the PNP and was threatened to be arrested if he participates again in his organization’s activities.
On June 27, Ongbak Ihem and Butsoy Puypoy were harassed and threatened by soldiers in Barangay Lisap, Bongabong, Oriental Mindoro. The operating military troops entered the barangay at around 4 a.m. and initially went to Ongbak’s house.
Soldiers ordered Ongbak to lie face down. He was held at knifepoint while being forced to surrender as an NPA member. He was then brought to the basketball court and was again forced to lie face down. The soldiers asked him the name of the members of their cooperative and questioned its existence. While interrogating Ongbak, other soldiers forcibly entered the house of Butsoy Puypoy.
On July 16, suspected state agents were caught conducting surveillance in front of the Anakpawis office in Pulo, Cabuyao, Laguna.

More and more local commands of the New People’s Army (NPA) and local revolutionary formations expressed their firm rejection on the “localized peace talks” scheme of the Duterte regime.
In separate statements, NPA commands and spokespersons of the National Democratic Front of the Philippines (NDFP) in the regions flatly refuted claims by officials of the Duterte regime including Defense Secretary Delfin Lorenzana and Presidential Spokesperson Harry Roque. These Duterte stooges made it appear that the earlier rejection of the Communist Party of the Philippines (CPP) of the “localized peace talks” offer did not come from forces on the ground, but rather only from NDFP negotiators based in The Netherlands.
“Like a fool on a hill, Duterte will be talking to himself in his government’s much-vaunted localized peace talks with the NPA.The so-called localized peace talks is nothing but a deceitful psywar ploy to cover up the total trashing of the peace process in favor of a fascist pipe dream of a quick militarist solution to the armed conflict by sheer brute force,” said Ka Oris, spokesperson of the National Operations Command of the NPA.
Ka Oris explained that Duterte is only using the hyped-up localized peace talks to have something to report about peace in his third State of the Nation Address. In fact, its main purpose is to sow distrust, disunity and discord among the revolutionary ranks by pitting the local forces against the national leadership, one part against another, and the masses against the movement. “In truth, the regime does not desire peace talks, just the unconditonal surrender of the NPA forces,” Ka Oris said.
Meanwhile, local revolutionary forces repeatedly stressed the earlier position of the CPP that the so-called local peace talks is only a veil the regime uses to hide its continuing anti-people war and widespread military abuses under martial law in Mindanao and Oplan Kapayapaan. The local forces all said that the fake local negotiations will certainly fail in their areas.
Separate statements of rejection and condemnation of the local peace talks scheme were issued by the NPA commands in Northern Luzon (Venerando Villacillo Command of Cagayan Valley; and the Chadli Molintas Command of Ilocos-Cordillera), Southern Tagalog (Melito Glor Command, Cesar Batralo Command in Laguna, Eduardo Dagli Command in Batangas, Narciso Antazo Aramil Command in Rizal and the Bienvenido Vallever Command in Palawan), Bicol (Celso Mingues Command in Sorsogon), and local formations of the NDFP in Cordillera (Cordillera People’s Democratic Front), Mindoro, Negros, Panay, Central Visayas, and Southern Mindanao.
Other local commands and revolutionary formations are set to release separate statements of rejection and condemnation in the next few days.
The statements flooded following Malacañang’s announcement that it will release an executive order that will lay down the guidelines for the conduct of local talks as substitute for the stalled formal peace negotiations between the Government of the Republic of the Philippines (GRP) and the NDFP, that the regime has sabotaged on purpose.
The CPP reiterated that the people are not yearning for local peace talks, but rather for an end to the regime’s total war against civilians, the bombings, the military sieges in communities, the campaign for forced listing of civilians as fake NPA surrenderees, widespread killings, and other state abuses.
The localized peace talks will absolutely fail because all forces and the Filipino people are united, firm, and determined to overthrow the Duterte regime.

Twenty-one consecutive military actions were mounted by units of the New People’s Army in Northeastern Mindanao Region (NPA-NEMR) from July 5-12.
These actions killed over 27 soldiers and injured many other forces of the 3rd Special Forces Battalion (SFB), 29th IB, 36th IB, Citizen Armed Forces Geographical Unit (CAFGU) and other paramilitaries.
According to Ka Ariel Montero, spokesperson of the NPA-NEMR Regional Operations Command, most of the casualties sustained by the enemy were hit by the punitive actions using command-detonated explosives, snipe operations and harassment.
Red fighters of the NPA-Front 8 defeated more than 300 troops of the 3rd SFB and 401st Brigade under the command of Brig. Gen. Andres Centino through surprise attacks in the mountains of Barangay Mount Carmel, Bayugan City, Agusan del Sur, from July 5 to 11.
During the said period, four encounters took place killing 16 and injuring four AFP forces.
Details of the offensives are as follows:
July 5. Forces of the 3rd SFB sustained one casualty after they were attacked by the NPA in Mt. Carmel. The soldiers retaliated by firing eight mortar shells, flying MG520 helicopters and employing drones.
July 6. A unit of NPA-Front 8 ambushed the attacking soldiers. No less than 16 soldiers were killed, while others were injured and went missing after the Red fighters fired at them. The soldiers retaliated by firing four mortar shells, and dropping 16 bombs from a plane in the mountains and farms of New Salem, Villa Undayon, and Mt. Carmel.
July 7. The military fired nine mortar shells near the mining areas in Humalos, Bahay and Dakulang in Barangay La Purisima, Prosperidad. This was followed by the dropping of eight bombs and the firing of machine guns from a helicopter. The AFP also used drones. These attacks continued until July 8.
July 11. An NPA unit launched a harassment operation in Barangay La Purisima. A casualty was reportedly sustained by the enemy.

THREE TACTICAL offensives were successively launched in Mountain Province and Abra by units of the New People’s Army-Ilocos-Cordillera (Chadli Molintas Command or NPA-CMC) against military and police forces last July 14 and 15. The NPA was able to seize one K3 Squad Automatic Weapon, an M203 grenade launcher, two M4 assault rifles and bullets. These offensives are meant to serve as an opening salvo for Duterte’s third State of the Nation Address (SONA).
On July 15, the NPA-Antonio Licawen Front Operations Command ambushed the combined forces of the 81st IB and the Regional Mobile Force (RMF) of the police in Barangay Tamboan, Besao, Mountain Province. Four enemies were killed and numerous others were injured.
A day earlier, on July 14, 81st IB troops were operating in Sitio Dandanac of the same barangay when they were ambushed by a unit of the Leonardo Pacsi Command (LPC) of the NPA-Mountain Province. Two soldiers were killed from the ambush while many others sustained injuries.
In the afternoon of the same day, a unit of the NPA-Abra (Agustin Begnalen Command) launched quick offensives against the scattered Alpha Coy platoon of the 24th IB conducting combat operations in Sitio Gambang, Barangay Bazar, in the town of Sallapadan, Abra. The 24th IB made it appear that only one soldier was injured in the offensive, but reports from village folk reveal that three soldiers were killed and one was injured, all of whom were secretly retrieved by passing through the rear of the battleground.

These offensives are meant to serve as an opening salvo for Duterte’s third State of the Nation Address (SONA).
On July 15, the NPA-Antonio Licawen Front Operations Command ambushed the combined forces of the 81st IB and the Regional Mobile Force (RMF) of the police in Barangay Tamboan, Besao, Mountain Province. Four enemies were killed and numerous others were injured.
A day earlier, on July 14, 81st IB troops were operating in Sitio Dandanac of the same barangay when they were ambushed by a unit of the Leonardo Pacsi Command (LPC) of the NPA-Mountain Province. Two soldiers were killed from the ambush while many others sustained injuries.
In the afternoon of the same day, a unit of the NPA-Abra (Agustin Begnalen Command) launched quick offensives against the scattered Alpha Coy platoon of the 24th IB conducting combat operations in Sitio Gambang, Barangay Bazar, in the town of Sallapadan, Abra. The 24th IB made it appear that only one soldier was injured in the offensive, but reports from village folk reveal that three soldiers were killed and one was injured, all of whom were secretly retrieved by passing through the rear of the battleground.

Like wildfire, the united front aiming to end the puppet, fascist, and oppressive regime of Rodrigo Duterte is rapidly spreading. His relentless attacks are uniting the ranks of almost all democratic sectors in the fight against his tyrannical rule.
His ostensible plots to grab power and extend his term are rousing more and more people to stand up and act. The opening of Congress this Monday is an opportunity for the people to demonstrate the broadening ranks of resistance.
At the forefront of this movement are workers, semi-proletariat and farmers, together with national minorities – the social classes that bear the brunt of Duterte’s machinations. On their side stand the youth, professionals, church people, small businessmen, former officials of the government, and the media – sectors that are being continually attacked and whose rights are persistently violated.
Recently, Duterte’s political rivals have openly joined forces with this movement. They are rigorously preparing to challenge his rule, resist his schemes, and confront him in political struggles until next year’s elections.
In just two years, the people have grown utterly disgusted with Duterte, and his regime has become extremely isolated. He has implemented the most shameless neoliberal schemes that have aggravated the people’s welfare and livelihood. His triple wars of death and destruction have induced unprecedented damage. The stench of corruption and criminality reeking from his family and police and military henchmen have reached nauseating levels. He has repeatedly displayed his puppetry to US imperialism, while brazenly selling off the nation’s territory to China for multibillion dollar loans to line his pockets. His foul mouth reveals his hatred of women and the poor. His promises of progress and change have all become but a fading echo.
Under Duterte’s reign, the ruling system’s political crisis has exacerbated. The fissures among the ranks of the ruling class have deepened because of his repeated attempts to establish a fascist dictatorship and consolidate state power. Despite his posturing and ceaseless brandishing of violence, he has so far failed in his legal and extralegal attempts. His first attempt to declare a “revolutionary government” and install himself as overlord by the end of 2017 conked out flagrantly. By January, his attempt to call for a constituent assembly or con-ass to amend the constitution and establish the federal form of government also failed. With the scheduled opening of Congress, Duterte is again set on railroading his fake federalism through con-ass. However, even at the onset, majority of senators have expressed their vehement opposition to this scheme. Even more are opposed to the attached “no-el” scenario (no election or cancellation of 2019 polls) being floated by his chief puppet in Congress. He vainly hopes to placate the people’s wrath by repeatedly declaring his plan to resign once the new constitution is ratified. No one is falling for his cheap tricks anymore.
In the coming weeks and months, the contradictions between Duterte and the united anti-Duterte front are set to intensify. Factional strife among ranks of reactionary forces will surely worsen. And the people’s movement will undoubtedly strengthen and gain ground. These contradictions and struggles will further weaken Duterte’s already weak control over the state. While his power weakens, it is certain that his attacks against various classes, sectors and groups that are hindering his fascist ambition will escalate. He is set to use his regime’s terror-tagging campaign against the Communist Party of the Philippines and the New People’s Army (NPA) to justify the declaration of martial law nationwide.
In the face of all this, it has become a more urgent task for revolutionary forces to unite and mobilize the broadest sections of society to oust Duterte. Enjoin all classes and sectors that Duterte has trampled upon. Reach out and mobilize the Moro people. Let the disadvantaged politicians and officials to take part in resisting Duterte’s one-man rule ambition. Reach out as well to elements and officials of the Armed Forces of the Philippines (AFP) and the Philippine National Police who are disgruntled over Duterte’s criminal reign.
Ceaselessly expose and fight the Duterte regime’s fascism, puppetry, rottenness, corruption and criminality. Strengthen the people’s resolve to fight. Duterte’s reign of terror has permeated in the whole nation, especially in the countryside. His “Oplan Kapayapaan” needs to be unmasked and fought, while at the same time stepping up the fight against martial law in Mindanao.
Strengthen and broaden the mobilization of basic and democratic classes. They are the most determined to see the end of this regime that has done nothing but persecute, oppress, and inflict violence against them. Launch and mount more workers strikes and protest actions across the country, like those in the National Capital Region, Southern Tagalog, Central Luzon and Southern Mindanao. Gather the widespread wrath of the poverty-stricken victims of the “war against drugs” and the abusive “anti-vagrancy” campaign. Unite the urban toiling masses in the fight against contractualization, for wage increase, free public services and affordable housing.
Fortify the united struggle of peasants for genuine land reform and the national minorities’ defense of their ancestral lands. Relentlessly expose and oppose the harsh fascist attacks against them, especially in barrios occupied by the AFP’s fascist troops. Condemn the attacks against their schools and the military’s scheme of forcing them to surrender as NPA combatants. Demand the immediate pull-out of military troops in their areas. Frustrate the regime’s plot of using them as pawns in the sham localized peace talks.
Broaden and further strengthen the NPA. Launch solid tactical offensives and widespread military actions to inflict heavy blows against the enemy and make him suffer a thousand wounds. Cause the AFP to overstretch its forces through widespread armed offensives of the NPA across the nation and by applying guerilla war tactics.
Target the worst of the fascist units of the AFP, especially “peace and development teams” (PDT) which the AFP has deployed in barrios to sow terror under the banner of “peace.” Strike against the destructive operations of big foreign and local mining companies and commercial plantations, the owners of which are part of the main financiers of the regime’s fascist campaigns.
In the countryside and in the cities, strengthen all committees, sections, and branches of the Party at all levels and in all aspects. Ensure that the Party is solid, broad, and deeply rooted among the masses to effectively lead their struggle to end the US-Duterte regime and carry forward the people’s democratic revolution.

The GRP’s localized peace talks scheme is stupid and will lead to the complete sabotage the peace process.
The CPP-NPA-NDF and the people are no longer surprised at Duterte’s scheme of sidelining the Filipino people’s aspiration for a just and lasting peace . This was already clear when he suspended the fifth round of talks last June 28 this year. He eventually terminated the talks when he demanded the return of Jose Maria Sison to the country and to hold the talks here in the Philippines.
The revolutionary movement was not deceived with the stupid proposal since this is in violation of The Hague Joint Declaration of 1992, which provided that the talks should be held in a neutral venue.
Despite these constrictions, the National Democratic Front remained sincere and consistent in pursuing the talks.But in return, the GRP insisted on holding the peace talks in localized territories.
Consequently, Duterte dismissed the signing of the Comprehensive Agreement on Social and Economic Reform (CASER). Indeed, within the region, he demonstrated that his peace is only for the ruling classes, so they could effortlessly plunder the natural resources in Pantaron range and Liguasan Marsh.
Furthermore, he is only using the local talks to push the revolutionary forces to capitulate and to defeat the revolutionary movement. On July 5, the Armed Forces of the Philippines spread the news of the fake surrender of not less than a hundred individuals in Brgy. Bulunay, Impasug-ong, Bukidnon. This incident made the residents of several barrios vulnerable to the AFP’s attacks and arrests, especially those who are suspected of being organized and sympathizers of the revolutionary movement.
The current administration is not interrested in pursuing an agreement for genuine economic and political reform, but is only interested in sabotaging the talks and forcing the capitulation of the revolutionary movement . Duterte’s alibi of “reviewing everything in 3 months” reveals that he is ignorant and ill-informed of the objectives and value of the peace talks.
Henceforth, Duterte’s thrust for localized peace talks is only one of the manifestations of his dismissal of previously signed agreements. This only serves to incite the oppressed and exploited people to further strengten their unity to struggle for their democratic interests.

Gamit ang mga mapalamuting mga salita, inihayag muli ni Duterte sa kanyang ikatlong State of the Nation Address (SONA) ang katotohanang para sa oligarkiya, naghaharing uri, panginoong maylupa, at imperyalistang US at China ang kanyang gobyerno at pamumuno.
Walang makabuluhang tugon si Duterte sa mga lehitimong isyung bumabayo sa buong bayan. Blangko ang SONA nito sa mga materyal na batayan ng kanyang mga pangako at mga kongkretong hakbangin upang maabot ang mga ito. Habang wala itong kaimik-imik hinggil sa mga isyu ng kontraktwalisasyon at pagmaniobra sa pagpapatupad ng libreng edukasyon at malawak na kawalang trabaho ng mga nagtapos ng K12, hibang na hibang at buong yabang naman ito sa pagpapahayag na ipagpapatuloy pa nito ang kontra-mahirap na War on Drugs, dagdag buwis na batas na TRAIN, at pagpapahalaga umano sa “human lives” kaysa “human rights” na nangangahulugan lamang na mas ibayo at masidhi pang paglapastangan sa karapatang pantao ng mamamayan.
Isinantabi rin ng SONA ni Duterte ang usapang pangkapayapaan. Wala itong kongkretong plano para ipatupad ang tunay na reporma sa lupa at pambansang industriyalisasyon samantalang ang dalawang ito ang ubod ng kinansela nyang usapan sa CPP-NPA-NDF.
Hinggil sa pagiging bagong ispiker ng kamara ni GMA
Ang pagpapatalsik kay dating ispiker Pantaleon Alvarez at ang pagkakatalaga ni Gloria Macapagal Arroyo bilang bagong ispiker ng kamara de representante ay patunay ng lumalalim na bitak sa hanay ng naghaharing pangkatin at lumalalang kalagayang panlipunan.
Hindi na nakapagtataka na nakabalik muli sa kapangyarihan si GMA. Garapal na opurtunista si Duterte. Bahagi ito ng engrandeng plano ni Duterte na konsolidahin ang pinakamalawak na alyansang pampulitika para sa sarili nitong kapakinabangan. Mapagpasya ang papel ni GMA para makuha ni Duterte ang suporta ng mga kroni ni Arroyo at ng malaking bloke nito sa Korte Suprema. Maliban pa na ang mga pinakamasusugid na asong-ulol ni GMA ay nakapwesto na sa mga susing posisyon sa gobyerno tulad na lamang ni National Security Adviser Hermogenes Esperon. Suportado rin ng mga Marcos at mga alipures nito si GMA.
Ang pagsasama-sama nila Duterte, Arroyo, at Marcos ang materyal na patunay ng pagkatawan ng rehimen sa pinakamasahol na simbolo ng pagiging papet, pasista, at pahirap sa bayan. Sa ilalim ng buhong na alyansang ito, tiyak na mas ibayong lalala pa ang kalagayang nagpapahirap sa malawak na sambayanan. Tiyak na titindi ang pandarambong ng mga burukrata-kapitalista, masidhing utang panlabas, pagpiga ng dagdag na buwis, at ibayong pagkaltas sa serbisyong panlipunan.
Pinagpupugayan ng Kabataang Makabayan(KM)- Rehiyon ng Ilocos ang lahat ng mamamayang sumuong sa malalakas na ulan at mga bagyo upang kalampagin ng protesta ang rehimeng US-Duterte sa mismong araw ng kanyang SONA.
Partikular sa rehiyon, pinagpupugayan ng KM ang mga mamamayang buong tapang na hinarap ang mga pananakot at tangkang pagpigil ng PNP sa mga delegado ng kilos-protesta sa pamamagitan ng mga magkakasunod na checkpoint at pagpapakawala ng mga ahente sa intelidyens na nangunguha ng larawan ng mga delegado.
Ang nilalaman at mga naganap sa ikatlong SONA ni Duterte ang mas higit na naglinaw na walang ibang epektibong paraan upang kamtin ang pagbabagong panlipunan kundi sa pagtahak lamang sa armadong pakikipaglaban at pagtatagumpay ng demokratikong rebolusyong bayan.
Madilim ang kinabukasan ng mamamayan at kabataan sa ilalim ng rehimeng Duterte na kumukupkop sa mga magnanakaw at mamamatay-taong tulad ng mga Marcos at Arroyo. Sila ang maka-uring kinatawan ng malalaking asyendero at burgesya kumprador na nakasalig sa pasismo sa mamamayan.
Hungkag ang mga retorika ni Duterte hinggil sa pagbabago. Walang ibang daang pagpipilian ang mga kabataan at mamamayan kundi ang landas ng paglaban. Dapat nang ibagsak at wakasan ang papet, pasista, at pahirap na rehimeng US-Duterte!

Pinagpupugayan ng Kabataang Makabayan(KM)- Rehiyon ng Ilocos ang lahat ng mamamayang sumuong sa malalakas na ulan at mga bagyo upang kalampagin ng protesta ang rehimeng US-Duterte sa mismong araw ng kanyang SONA.
Partikular sa rehiyon, pinagpupugayan ng KM ang mga mamamayang buong tapang na hinarap ang mga pananakot at tangkang pagpigil ng PNP sa mga delegado ng kilos-protesta sa pamamagitan ng mga magkakasunod na checkpoint at pagpapakawala ng mga ahente sa intelidyens na nangunguha ng larawan ng mga delegado.
Ang nilalaman at mga naganap sa ikatlong SONA ni Duterte ang mas higit na naglinaw na walang ibang epektibong paraan upang kamtin ang pagbabagong panlipunan kundi sa pagtahak lamang sa armadong pakikipaglaban at pagtatagumpay ng demokratikong rebolusyong bayan.
Madilim ang kinabukasan ng mamamayan at kabataan sa ilalim ng rehimeng Duterte na kumukupkop sa mga magnanakaw at mamamatay-taong tulad ng mga Marcos at Arroyo. Sila ang maka-uring kinatawan ng malalaking asyendero at burgesya kumprador na nakasalig sa pasismo sa mamamayan.
Hungkag ang mga retorika ni Duterte hinggil sa pagbabago. Walang ibang daang pagpipilian ang mga kabataan at mamamayan kundi ang landas ng paglaban. Dapat nang ibagsak at wakasan ang papet, pasista, at pahirap na rehimeng US-Duterte!

Si Larry De Gracia, palabas na lamang na wala na ito sa roster ng AFP, pero patuloy at malakas na nagpaniktik sa mga kilos ng NPA. Si De Gracia isa sa mga itinanim ng AFP at PNP-Guihulngan na sumunod at maniktik sa kilos ng NPA at legal na mga kilusan ng mamamayan sa mga Barangay ng Calamba, Bulado at Basak lahat ng Guihulngan.
Maraming ding reklamo ng maliliit na mga mangingisda sa Brgy. Bulado kay Larry De Gracia dahil sa pagpipigil nito sa pagpangisda malapit sa Bulado Port. Hinuli’t pinigilan din nito ang pagdating ng maliliit na mga panakayan o bangkang de motor sa nasabing pier.

Kasabwat nito ang PNP-Guihulngan at bilang sa mga local executives pareho ni City Councilor Pipo Pasigna.
Ang ilegal na druga na pumapasok sa Bulado Port, kakumpetensiya ng shabu na pinapalusot ni Mike “Dongkoy” Jakosalem na nagmula sa Cebu City kung saan pinoprotektahan din ng iba pang sindikatong myembro ng PNP-Guihulngan pareho nila PNP Melgin Bulandres at PNP Fermin Jacobe.
Rason na walang kaayusan ang problema ng laganap na ilegal na droga sa Guihulngan at buong Negros Oriental. Laganap dinn ang extra-judicial killings at unsolve cases sa Guihulngan dahil sa kontradiksyon at kumpetensya sa pagtitinda ng shabu sa Guihulngan at buog Negros Oriental.

Sa mga nagliligad nga promisa kag sa subong nga ikatatlo nga SONA ni Duterte wala sang signipikante nga pagbag-o nga nagasabat sa sandigan nga interes sang malapad nga masa. Wala nag patok sa takilya ang zarzuela nga pasundayag ni Dutere para lingawon ang pumuluyo sa tuyo nga hinabunan ang matuod nga miserable nga kahimtangan sang pumuluyong Pilipino.
Ang matuod nga kahimtangan sang pumuluyo:
- 1. Ang pederalismo kag ang Bangsamoro Organic Law mga padugi lang ni Duterte para mapatalang ang pumuluyo sa iya mga pasalig nga may kauswagan kag pagbag-o kung ini mapatuman. Ini kabutigan kag indi matuod nga mag resign si Duterte kung matigayon ang handum niya nga pederalismo sa likod sini amo ang hugot niya nga pag-uyat sang poder pakadto sa iya diktadurya. Ginapwesto niya ang iya mga alipures para konsolidahon ang iya gahum sa Korte Suprema, Kongreso kag Senado agud mapasiguro nga maprotektahan ang iya ginaanay nga estado. Ginbutang sa pwesto ang mga berdugong heneral sa DILG, DND, DENR, NSA kag iban pa nga mga ahensya sang gobyerno.
- 2. Nangin dugang nga palas-anon sa kapigaduhon ang Tax Reform for Acceleration and Inclusion (TRAIN) Law package 1 kag ang ginapadali nga pagpasar sang TRAIN Law package 2 para sa pagtipon sang daku nga pundo sa kurapsyon. Samtang gina-abswelto kag ginapanubuan ang balayran nga buhis sa mga corporate, multi-national nga kompanya kag kapitalista, apang ang masang pigos ginapapas-an sang daku nga bahin sa balayran nga buhis.
- 3.Indi man desaysibo nga tapuson ang kontraktwalisasyon. Klaro nga ang pagpirma niya sang executive order No. 51 agud dulaon ang kontraktwalisasyon isa lang ka pagpang-into nga bisan siya mismo nagaako nga kulang pa ini ang iya ginahimo para sa interes sang mga mamumugon. Nagapakitluoy man sa representante sang iya agalon nga mga kapitalista kag mga agalon may duta nga yara sa Kongreso, nga amo na kuno ang makasolbar sa problema sang kontraktwalisasyon. - 4. Wala man namitlang sa SONA ni Duterte ang halambalanon sa matuod nga reporma sa duta. Sa sektor sang agrikultura wala sang matuod-tuod nga suporta halin sa gobyerno para sa mga mangunguma kag grabe nga pagtaas sang presyo sang bugas. Magabaha ang importasyon sang bugas sa Pilipinas paagi sa pagpauntat sang quantitative restrictions kag pagbulos sang rice tariffication nga magawasak sa mga mangunguma sa bilog punsod. Ginapadali man nga ipasar ang National Land Use Act agud buksan ang ganhaan para sa dumuluong kapitalista para sa kapritso sa malapad nga plantasyon sa agri-business, real estate kag eco-tourism. Ang pagtalikod ni Duterte sa peace talks nga magasentro sa halambalanon sa Comprehensive Agreement on Social and Economic Reforms nagapakita nga wala sang interes si Duterte nga makaabot sang kasugtanan ang duha ka partido ukon habig sa mga reporma nga direkta nga maka-benipisyo ang masang anakbalhas paagi sa matuod nga reporma sa duta kag pungsudnon nga industriyalisasyon nga amo man ang ginaduso sa NDFP kag ginhandum sang malapad nga pumuluyo. Ang lunsay tinguha ni Duterte sa peace talks amo man lang pagpasurender sa mga rebolusyonaryong pwersa sang CPP-NPA-NDF kag indi ang pagresolbar sa sosyal nga inhustisya nga ugat sa gyera sibil sa pungsod halin pa sang nagligad kag hasta subong.
- 7. Ang iya pagka-utok pulbora kag wala sang pagtahud sa tawhanon nga kinamatarung gin manipestar sa iya pagpabugal sa mga kadalag-an sa war on drugs kag sa iya pahayag batok sa mga human rights advocates nga “Your concern is human rights, mine is human lives”. Ginatorse niya ang kamatuoran nga ang matuod nga balor sa kabuhi sa tawo amo man ang pagrespeto sa unibersal nga tawhanon nga kinamatarung sa patag sang pang-ekonomiya nga kinamatarung, sibil kag pulitikal nga kinamatarung, kultura nga pagtuluhuan. Ang pagkawat sang tawhanon nga kinamatarung amo man ang pag-utas sa kabuhi sang tawo. Gindayaw man ni Duterte ang iya gyera kontra droga nga naka-utas na sa malapit sa 20,000 na kabuhi sang mga pigado nga pumuluyo.

The New People’s Army Leonardo Panaligan Command strongly debunked police claims that they were involved in the recent killing of broadcaster Edmund Sestoso, in Dumaguete City, Negros Oriental.
At the same time, rebel spokesman Ka JB Regalado, in a statement issued by the LPC, said that a certain Dondon Bustamante, tagged as a suspect in the death of Sestoso, who was also killed Saturday in Brgy. Poblacion, La Libertad, is not connected to the NPA.
Regalado said that the NPA was the first to condemned the killing of Sestoso.

The New People’s Army Leonardo Panaligan Command strongly debunked police claims that they were involved in the recent killing of broadcaster Edmund Sestoso, in Dumaguete City, Negros Oriental.
At the same time, rebel spokesman Ka JB Regalado, in a statement issued by the LPC, said that a certain Dondon Bustamante, tagged as a suspect in the death of Sestoso, who was also killed Saturday in Brgy. Poblacion, La Libertad, is not connected to the NPA.
Regalado said that the NPA was the first to condemned the killing of Sestoso.

The Moro Islamic Liberation Front (MILF) is reaching out to other stakeholders in Mindanao, including non-Muslims, Indigenous Peoples and even Nur Misuari to solicit support for the Bangsamoro Organic Law (BOL).
Misuari is head of the Moro National Liberation Front (MNLF).
“Even the outlawed Bangsamoro Islamic Freedom Fighters (BIFF), we will reach out to them,” Ghazali Jaafar, MILF vice chair for political affairs, said in a radio interview here Saturday.
The BIFF is a breakaway group of the MILF formed by the late Ombra Kato, who had expressed impatience over the delayed peace process in Mindanao. It became outlawed and fractured into smaller groups before its mother organization publicly pledged allegiance to the Islamic State.
Jaafar, concurrent chair of the Bangsamoro Transition Commission (BTC) that drafted the proposed enabling law that will create a new political entity for Moro people in Southern Philippines, said the MILF does not claim sole ownership for the success of the struggle to gain the right to self-determination.
He maintained that the BOL encompasses faith, religious belief, culture, and tradition, including political affiliations of leaders in Mindanao so genuine peace would be achieved in the island.
President Rodrigo Duterte had announced earlier the need to unify all Moro fronts in the southern Philippines so real peace would be achieved.
Misuari, whose MNLF forged a peace deal with Manila in 1996, is currently cooperating in the government-MILF peace process that could eventually lead for the establishment of a federal form of government in the country, which the Duterte administration had been pushing for.
Jaafar said a committee has been formed to reach out to Misuari and his leaders, while assuring elected officials of the Autonomous Region in Muslim Mindanao (ARMM) that the BOL is just an expanded form of the current ARMM.
ARMM Regional Assemblyman Zia Alonto Adiong of the first district of Lanao del Sur pointed out that a provision of the BOL clearly states that elected officials will remain until their term ends when the new political entity is eventually set up on the island.
Regional lawmakers, Adiong said, are not banned from seeking election in the new Bangsamoro parliament under the BOL. The new law says 50 percent of government officials in the new political entity under the BOL will come from the MILF.
Earlier, civil servants in the ARMM expressed apprehension that they might lose their jobs when the BOL is fully implemented in the region, where seven of 11 regional government agencies would be abolished.
Jaafar said the new government would not be discriminating in selecting government workers and assured that those who would be affected would be remunerated accordingly.
