The Office of the Presidential Adviser on the Peace Process (OPAPP) held a Discussion on the Proposed Bangsamoro Basic Law: Prospects for Inclusive and Lasting Peace in the Bangsamoro, in partnership with the Joint Peace Implementing Panels of the Government (GPH) and the Moro Islamic Liberation Front (MILF) together with the Bangsamoro Transition Commission (BTC) on June 18, 2018 at Notre Dame University Gym, Cotabato City.
The forum aimed to provide updates to various stakeholders on the proposed BBL including its salient features and the differences between the House of Representatives, and the Senate substitute versions and more importantly this served as an avenue for stakeholders to clarify issues on the proposed law.
The event also aimed to gather and mobilize support for the enactment of the proposed BBL which is now in its crucial stage.
The said activity was attended by more than a thousand stakeholders including the security sector.
Legislators from both chambers of Congress were also invited but due to their hectic schedule they were not able to attend the forum.
BTC Chair Ghazali Jaafar in his message made a strong statement. " That the MILF did not ask for the peace negotiation, it is the Government of the Philippines who requested for the peaceful settlement of the Bangsamoro issue. " Our weapons are no longer the barrel of the guns but on diplomacy and political engagement. The battlefields are now in congress. "he added.
Atty. Laisa Alamia, Executive Secretary of ARMM who represented the Regional Governor Mujiv Hataman in her message said, " We made it sure that the entire bureaucracy of ARMM are in full support of BBL. We call on BiCam members that the powers already granted in ARMM (R.A. 9054) must not be removed instead it should be enhanced or improved. "

MILF Peace Implementing Panel Chairman Mohagher Iqbal when asked what will happen to the MILF upon the establishment of Bangsamoro Government?
He categorically answered, " The MILF will become a social movement who will cater the social gaps of the Bangsamoro people on socio - economic aspects. It is after the decommissioning as agreed in the normalization process as stipulated in the CAB.

Chairman Mohagher Iqbal of MILF Peace Implementing Panel sees the submission of a State Constitution for Bangsamoro by the All-Moro Convention (AMC) by former MILF Peace Panel Member Atty. Michael Mastura to President Rodrigo Duterte as “not a hindrance” to the passage of Bangsamoro Basic Law (BBL) simply because President Duterte is all set to pass the BBL.
Iqbal made the comment during an interview by Luwaran at the Pinnacle Hotel, this city, a day after the conclusion of the Eidle Fitr dinner tendered by President Duterte at SMX Convention Center, Lanang, Davao City.
Iqbal said that the draft Bangsamoro State Constitution is a “planning for the future,” but he doesn’t see any direct conflict between the passage of BBL, and a shift to federal form of government.
Chairman Iqbal, however refused to make direct comment on seeing Atty. Mastura handing the ‘state constitution’ to the president during the dinner for mostly Muslim leaders, saying the legal process in drafting the same in general is that all sectors should be consulted to be able to participate according to their representation.
Iqbal also admitted to Luwaran that aside from Atty. Mastura, former BTC Commissioner, and MILF Peace Panel Member Robert Maulana Alonto is among the forerunners of All-Moro Congress that drafted the Bangsamoro State Constitution.
During the Eidl Fitre dinner at the SMX Convention Center, Secretary Abulkahyr Alonto of Mindanao Development Authority (MINDA) explained the concept of All Moro Congress (AMC), its objectives, and their future plans.
But the president in his message did not make any comment related to the All-Moro Congress (AMC) initiative instead made a promise to the Bangsamoro people to pass the BBL in accordance with the timeline.
Meanwhile, various Bangsamoro stakeholders, CSO's, and other sectors of the Bangsamoro communities are preparing a signature campaign, manifesto, and a resolution supporting the call for the restoration of deleted, and/or amended provisions of the Bangsamoro Basic Law (BBL) drafted by the Bangsamoro Transition Commission (BTC) as contained in the Comprehensive Agreement on Bangsamorp (CAB).
Said manifesto, resolution, and the result of the signature campaign shall be submitted to the respective offices of the members of Bicameral Conference Committee.
The Bicameral Conference Committee is set to convene on July 9 - 13 to reconcile the two versions of the BBL approved by both chambers of Congress.

The Office of the President hosted an " Eid'ul Fitr " dinner with Muslim leaders facilitated by the National Commission on Muslim Filipinos (NCMF) held at SMX Convention Center, Lanang, Davao City.
Eid'ul Fitr marks the end of Ramadan wherein the Muslim Faithfuls abstain from eating, drinking, and sexual contact with their legal wives/husbands from dawn to dusk as commanded by Allah (God) in the Noble Qur’an and the Traditions of the Holy Prophet (PBUH). Fasting during Ramadan is the 3rd Pillar of Islam.
The said event was attended by lawmakers from the two Chambers of Congress, members of the cabinet, top brass officers from the Armed Forces of the Philippines, ARMM officials, MILF Central Committee led by Al haj Murad Ebrahim, BTC Commissioners headed by Ghazali Jaafar, MILF Peace Implementing Panel Chair Mohagher Iqbal, and other prominent personalities.
In his message, President Duterte explained the Moro narratives on Bangsamoro aspiration, and the historical injustices suffered by Moro people from foreign and local colonialists.
" The Filipino people should know that it was a Moro (Tausog) by the name of Lapu-Lapu the first defender of the homeland from foreign invaders who imposed Christianity to Luzon and Visayas."
" If not because of this foreign invaders (Spain) all of us are Muslims", he added.
" I will try to pass the Bangsamoro Basic Law (BBL) so that we can now move on to peace and development... The oil in Liguasan Marsh is yours and just make good to it... that is yours," Duterte told the guests at SMX Convention Center.
" I will give to you your homeland and will talk to Misuari to sit and be involved in the talks... In the event that there are hitches in passing the BBL, I will ask Murad to give us time. We don’t fight and I don’t want to wage war against my people. "

Representatives of the NDFP Negotiating Panel headed by Chairman Fidel V. Agcaoili and representatives of the GRP headed by GRP Negotiating Panel Member Hernani A. Braganza met in Utrecht, The Netherlands on June 18-20, 2018. The GRP representatives sought to explain to the NDFP the decision of the GRP to postpone the mutually approved schedule of the formal meetings in the peace negotiations to take place in Oslo, Norway on June 28-30, 2018.
Representatives of the Royal Norwegian Government (RNG), including Special Envoy Idun Tvedt, sat in the meetings in their role as Third Party Facilitator (TPF).
The meeting could not start on time on June 18 because the GRP team had to seek clarification from its Principal of the statement made by GRP Presidential Spokesperson Harry Roque that the Third Party Facilitator had been dismissed. With the role of the TPF clarified, the meeting begun in the afternoon of the first day. The NDFP side assured the other side that the NDFP principal took note of the clarification. The role of the TPF is of key importance while there is need to hold formal peace negotiations in a foreign neutral venue in compliance with the pertinent provision in the Joint Agreement on Safety and Immunity Guarantees (JASIG).
The NDFP team listened to the explanation of the GRP team on the reasons for postponing the resumption of the formal talks and agreed that the peace negotiations continue despite the cancellation of the scheduled formal talks in Oslo on June 28 to 30. The agreements reached in the four rounds of informal talks in March, April, May and June 2018, remain valid and have the effect of continuing the peace negotiations under the direction of the principals and reaffirmation of previous agreements. In this regard, the two sides must comply with JASIG and its provision for a foreign neutral venue, consistent with the general practice of warring parties to negotiate peace outside of their country or their respective territories.
In the meantime, both sides expressed their intention to conduct separate unilateral consultations and in due course bilateral consultations according to their respective needs on the premise that the GRP and NDFP Negotiating Panels are mandated by their respective principals in accordance with existing agreements and that the GRP and NDFP are mutually determined to overcome obstacles and impediments to the peace negotiations.
The NDFP side will conduct consultations on the Comprehensive Agreement on Social and Economic Reforms (CASER) to review the remaining outstanding issues in the sections on Agrarian Reform and Rural Development (ARRD) and National Industrialization and Economic Development (NIED), as well as to polish its draft on Environmental Rehabilitation and Compensation and Upholding People’s Rights in order to prepare for the continuation of negotiations on CASER. It will also hold unilateral consultations with its working group on Political and Constitutional Reforms (PCR).
Finally, the two sides expressed their commitment to protect and preserve the gains that had been achieved in the four rounds of informal talks that produced documents containing important agreements to move the process forward.
The NDFP delegation expressed its gratitude to the Royal Norwegian Government for their invaluable and unwavering support to the GRP-NDFP peace negotiations in their role as Third Party Facilitator.

This latest move serves as a double-edged sword for the burgeoning autocrat – claiming for himself excessive powers to incarcerate whoever his regime wants to, while raising the climate of fear as the police force run roughshod with impunity over the people’s fundamental rights, including the right against illegal arrests and illegal search and seizure.
By arbitrarily arresting citizens without cause, the “tambay” crackdown serves as a blanket warrant for everyone who opposes the Duterte regime’s tyrannical moves. It is this cheap dictator wannabe’s way of forcefully saying “Martial Law is here” without actually making an official declaration.
Flexing his autocratic muscles, Duterte ordered the crackdown against supposed “tambays” just a little more than a week ago. Since then, the National Capital Region Police Office (NCRPO) swiftly followed the president’s words to the letter, arresting more than 7,000 individuals in a week or about a thousand arrests per day.
With this brazen move, Duterte has once again outrightly disregarded even reactionary laws, considering that vagrancy has already been decriminalized in 2012.
The “tambay” crackdown, which in past days have resulted in the arrests of unsuspecting Filipinos, including workers and students who were only standing at the wrong place at the wrong time, is a rehearsal for the nationwide implementation of martial law. Duterte is again testing the waters in employing autocratic powers. If his dictatorial moves are not met with strong resistance he cannot quell, he will inevitably turn his use of force a notch higher.
Moreover, this fascist move – which up to this point has not only victimized workers and students, but mostly the poor, the homeless, the jobless, and the out-of-school youth – is patently anti- poor as it not only violates the rights of the downtrodden but also obscures their widespread problems of joblessness, homelessness, high cost of education and spiralling prices. For the Duterte regime’s playbook, any problem that it can’t solve can be taken cared of by either incarceration or death.

The Communist Party of the Philippines (CPP) strongly condemns the Duterte regime and the Armed Forces of the Philippines’ (AFP) all-out war which targets the Moro civilian population living in areas surrounding the 220,000-hectare Liguasan Marsh, in a brazen attempt to force the hand of the Moro people to accept the ignominies of Duterte’s Bangsamoro Basic Law (BBL), cripple the Moro people’s resistance, and at same time occupy and control the area’s vast natural resources.
Under the guise of running after so-called terrorists, the AFP has mounted relentless large-scale offensives and aerial bombardments in wide areas around the Liguasan Marsh.
Starting June 10, combined forces of the 33rd Infantry Battalion, 61st Division Reconnaissance Company, and the Philippine National Police’s Fourth Special Action Battalion launched sustained “surgical” airstikes and ground attacks which has now lasted for days. These attacks supposedly target gunmen of the Bangsamoro Islamic Freedom Fighters (BIFF) and destroy bombmaking facilities located along parts of Maguindanao and North Cotabato provinces bordering the Liguasan Marsh.
Hiding under the thin veneer of eradicating terrorism, Duterte’s armed forces have literally occupied the towns along Liguasan Marsh, gravely disrupting the life and livelihood of thousands of families. The AFP reports its massive ground operations and air strikes killed about 25 BIFF fighters and destroyed a bomb factory, a claim the BIFF denies. Such operations have caused tremendous hardships on the Moro population, displacing at least 20,000 individuals from the affected areas which include the towns of Pagalungan, Datu Montawal, Raja Buayan, and SK Pendatun in Maguindanao, and Pikit in North Cotabato.
With Mindanao under martial law, the AFP applies unemcumbered the US-directed Marawi tactics of laying siege on entire civilian communities using overwhelming firepower and large number of forces, thereby rapidly establishing military power over the Bangsamoro area and control of the vast marshland.
Duterte’s war policy against the Moro people not only brazenly disregards their aspiration for genuine peace, but also has profit at its core. Duterte, the burgeoning autocrat, seeks control over the huge reservoir of natural gas in Liguasan Marsh. Estimates show that the Cotabato Basin, of which Liguasan Marsh is a huge portion, contains about 202 million barrels of oil and about 821 billion cubic feet of natural gas. American oil engineers estimate that the natural gas in Liguasan Marsh alone amount to over $580 billion.
The Duterte regime connives with many foreign investors who have already expressed intent not only in exploring the natural gas reserves, but also in building vast plantations in the marshland. In 2013, Malaysian businessmen have already expressed willingness to invest $575 million to cultivate 66,000 hectares of Liguasan into an oil palm plantation.
Duterte’s standing order to pass his version of the BBL is intrinsically connected with these so-called economic opportunities. An essential part of the BBL includes the controversial wealth-sharing provisions which opens up the Bangsamoro resources to foreign plunder and puts the Moro people at a great disadvantage. The use of pervasive and excessive force directly seeks to force the Moro people to surrender to Duterte’s BBL.
The CPP and all revolutionary forces of the Filipino people are in complete solidarity with the Moro people in their aspiration and struggle for their right to self-determination and defense against the brutal Duterte regime. We fully support the Moro people’s determination to persevere and intensify their fight by sustaining both unarmed and armed resistance against the regime’s manic attempts to oppress and exploit their people and resources. The Filipino and Moro peoples stand united against this unprecedented catastrophe called the Duterte regime and its war to lay waste on the Bangsamoro.

Bautista visited the home of “Agila” troopers at Headquarters, 10th Infantry “Aguila” Division located at Camp General Manuel T. Yan, Barangay Tuboran, Mawab, Compostela Valley on June 16, 2018.
“Aguila” troopers headed by Major General Noel S. Clement, warmly received CGPA and party during their arrival. As part of his visit, CGPA presided the awarding and donning of ranks to deserving personnel of the command. Subsequently, Major General Clement apprised and invited CGPA to witness the Urban Training Operations demonstration in relation to the on-going Philippine-Australia Army to Army Exercise (PAAAE) being conducted at said camp.
In his remarks, CGPA congratulated the officers and men of the “Aguila” Division which once, he’s been a part of for its accomplishments and significant success in the implementation of its security and development support operations in its assigned area. The command was noted for having massive number of surrenderees and recorded a good number of armed engagements with the NPA terrorists since President Duterte’s cancellation of peace talks in November last year. Moreover, CGPA encouraged the troops to be more resilient and continuously serve with pride and passion so that the ultimate objective of establishing peace and progress could be achieved in the soonest possible time, he added.# .

FORT RAMON MAGSAYSAY, Nueva Ecija (DWDD) – Nine (9) former members of the CPP-NPA Terrorists (CNTs) surrendered to the 7th Infantry “Kaugnay” Division, today, June 19, 2018.
The surrenderees who were members of Militiang Bayan, Bayan Muna and the Communist Terrorist Groups (CTGs) returned to the folds of the government were formally received by Major General Felimon T Santos Jr AFP, Commander, 7ID in a formal ceremony.
All of the nine (9) returnees will first be receiving livelihood assistance from 7ID while their benefits from the Enhanced Comprehensive Local Integration Program (ECLIP) is being processed. They will be initially given a pair of sheep from the Army division as part of their start-up.
The 7th Civil-Military Operations (GWAPO) Battalion and 84th Infantry “Victorious” Battalion were responsible to the surrender of the former rebels.
A total of 12 firearms were returned by the surrenderees. Said firearms are composed of one shotgun, two US Springfield M1903 cal .30 bolt action rifles, two cal .38 Smith and Wesson, three improvised 12-gauge shotguns, one improvised 20-gauge shotgun and two cal .22 converted Armscor Air Rifle and one Springfield 5.56mm improvised. All firearms are loaded with ammunitions.
The surrenderees said that they were enticed by the benefits and privileges that they will get from ECLIP if they will surrender to the government. They also expressed their longing to live a normal life with their family which is the main reason for their laying down of arms.
Each former rebel will receive a total amount of ₱ 65,000.00 once enrolled in the ECLIP. ₱ 15,000.00 is an immediate financial assistance while processing their application while ₱ 50,000.00 will be given as a livelihood assistance. Aside from the amount mentioned, they will also receive an additional financial aid for the firearms they surrendered depending on the valuation of weapons. The amount ranges from ₱ 2,000.00 to ₱ 2,000,000.00.
Major General Felimon T Santos Jr AFP, Commander, 7ID assured the surrenderees that 7ID will keep them safe with their families. He also said that the distribution of the start-up livelihood assistance is a form of the division’s appreciation to the trust and confidence of the surrenderees. LANAO DEL SUR (DWDD) – The Armed Forces of the Philippines (AFP) has intensified its military operations against the remnants of the IS-inspired Maute Group.
Col. Romeo Brawner, Jr., deputy commander of the Joint Task Force Ranao, said the operation started Friday when government troops positioned to run after the group of Owayda Benito Marohomsar alias Abu Dar.
He has been in the terror wanted list of the Armed Forces of the Philippines, has a P3,000,000 bounty on his head. He is said to be the appointed emir (leader) of the Islamic State in Southeast Asia replacing Abu Sayaff leader Isnilon Hapilon who was killed in the five-month war in Marawi.
Abu Dar, who hails from Pagayawan town, was one of the ten leaders who planned the attack in Marawi last year. The video footage of their group planning the attack was recovered by the military from the laptop the militants left at Hapilon’s apartment in Barangay Bask Malutlut in Marawi at the start of the firefight.
Brawner said, Abu Dar escaped from the main battle-ground during the early weeks of Marawi siege purposely to get additional troops as reinforcement from outside but did not go back to the battle-field due to heightened checkpoints. Abu Dar has continued recruiting members, targeting young ones whose family members died during Marawi siege. They are being trained in the mountainous parts of Lanao del Sur and he has been sighted frequently in Tubaran.
“Na-determine kahapon (Sunday) ang location ng grupo (Abu Dar) kaya ginamitan na ng airtsike. Ngayon, on-going ang hot pursuit operation to get him and his group. Wala na munang airstrike kasi nag-disperse sila, hindi kasi magamit ang airstrike kung isa o dalawang tao lang ang target. However, naka-standby ang mga air assets natin at ang ground assault natin ay continue,” Brawner said.
“Ito ang ipinangako ng AFP to get Abu Dar na nasa Tubaran with around 40 recruit-members all armed,” he added.

CAMP GEN SERVILLANO AQUINO, Tarlac City (DWDD) – Army troops under the Northern Luzon Command (NOLCOM) encountered with the Communist NPA Terrorist Group (CNTG) in the province of Apayao yesterday, June 18, 2018.
Troops from the 50th Infantry Battalion (50IB), under the Joint Task Force (JTF) “TALA”, chanced on a group of New People’s Army (NPA) while conducting security operation at Sitio Sibayan, Barangay. Paco Valley, Kabugao, Apayao
A meeting engagement initially ensued against more or less fifteen (15) CNTs, which lasted for about thirty (30) minutes. Engaged troops immediately conducted pursuit operations while fresh troops were sent in the same area as augmentation.
Another ten (10) minute encounter transpired between the reinforcing unit against eight (8) withdrawing NPAs twenty (20) minutes after the initial gunfight.
In the late afternoon of the same day, while conducting pursuit operation, troops have also discovered an NPA encampment having two (guard posts) at the same area in Sitio Sibayan, Brgy Paco Valley, Kabugao, Apayao, which can accommodate about forty (40) terrorist members.
The Army troops recovered equipment and personal belongings from the terrorist group having high intelligence value during the encounter, including some parts of customized bandoleers inside the enemy camp.
Moreover, no casualty was incurred by the government troops, while an undetermined number of casualties on the enemy side as manifested by the bloodstains along their route of withdrawal.

FORT ANDRES BONIFACIO, Metro Manila– Army Commanding General, Lieutenant General Rolando Joselito D. Bautista visited the Army troopers from the First Scout Ranger Regiment based at Camp Tecson, San Miguel, Bulacan on June 14, 2018

Lt Gen Bautista was apprised by the Regiment Commander, Colonel William N. Gonzales about the unit significant accomplishments and activities and subsequently, led the donning of ranks, patches and awards to the personnel involved in the liberation of Marawi.
The activity was also capped by a fun-shoot participated by the shooters from the Headquarters Philippine Army (HPA) and the First Scout Ranger Regiment (FSRR).

PATA, Sulu (DWDD) – Marine Battalion Landing Team-1, together with Marine Battalion Landing Team -3, Kuta Heneral Teodulfo Bautista (KHTB) Station Hospital and Parang District Hospital succesfully delivered basic services to the constituents of Kanjarang, Pata, Sulu. MBLT-1 would like to thank some of the donors namely: National Businesswomen and Professionals and Little Heroes Foundation.
MBLT-1 conducted Turn-Over of Bed Mattresses to Rural Health Unit-Pata as one of the recipient beneficiary.
