AFP to validate deaths of 5 Indonesians, 1 Singaporean terrorists in airstrike against BIFF
From Politiko-Mindanao (Jun 13): AFP to validate deaths of 5 Indonesians, 1 Singaporean terrorists in airstrike against BIFF
The military here is verifying reports that six of the 15 fatalities killed in the military airstrikes in the past two days against the IS-linked Bangsamoro Islamic Freedom Fighters (BIFF) operating in this province were foreigners, an Army official said.
“There were five Indonesians and a Singaporean who are confirmed to be with the terror group and could be among the 15 fatalities,” Brig. Gen. Cirilito Sobejana, Army’s 6th Infantry Division commander, told the Philippine News Agency (PNA).
“They were our primary target, and we are still validating their identities,” Sobejana said.
Sobejana said the airstrikes was launched Sunday and Monday after an aerial video confirmed the existence of a BIFF weapon and bomb factory in the middle of Maguindanao’s marshland. Fifteen members of the BIFF faction under Commander Toraife were killed, eight others injured and two bomb experts arrested.
A soldier of the 33rd Infantry Battalion who was part of the ground assault unit was killed during clashes Monday with fleeing BIFF members, the military said.
Lt. Col. Harold Cabunoc, the 33rd IB chief, said he and his men had to wade through chest-deep waters of Liguasan Marsh to locate concealed BIFF positions.
Cabunoc said soldiers and police are tracking the BIFF remnants in a bushy area of the marsh.
He said Army informants told him that BIFF sub-leader Salahuddin Hassan alias “Orak” and some foreign jihadists are still trapped in the area after their boats were destroyed by the airstrikes and artillery bombardment.

Anti-terror ops in Mindanao leave 5 casualties
From the Mindanao Examiner (Jun 12): Anti-terror ops in Mindanao leave 5 casualties
Two persons were reported killed and 3 others wounded in a firefight Tuesday between government soldiers and local militants allied with the Islamic State in southern Philippines.
The fighting broke out in Olandang village in North Cotabato’s Midsayap town where troops raided an alleged hideout of the Bangsamoro Islamic Freedom Fighters, blamed by the military as behind the spate of attacks against security forces in the troubled region.
Target of the military operation was BIFF leader Mando Mamalumpong. Villagers said those killed in the fighting were allegedly civilians caught in the crossfire.
Soldiers recovered an M16 automatic rifle, ammunition, two grenades and improvised explosive, including military uniform and a binocular, in the area where the gun fight occurred. One soldier was reported dead from the fighting.
The military recently launched an offensive in Liguasan marsh in the neighboring province of Maguindanao and insisted to have killed 15 militants, but soldiers did not recover any single cadaver of BIFF.
It said the strike also destroyed an alleged weapons’ factory of the BIFF, but this could not be independently confirmed, although the military said a Muslim couple, who are allegedly BIFF members, had been captured by soldiers.
The weekend operation, which occurred during the Muslim holy month of Ramdan, was ordered by Brigadier General Cirilito Sobejana, commander of the 6th Infantry Division. The offensive forced thousands of villagers to flee their homes for fear they would be caught in the crossfire.
The provincial governor, Esmael Mangudadatu, a staunch supporter of the military, did not release any statement on the violence in Maguindanao. The military assault also forced the Department of Education to suspend classes in four towns in the province.
Regional Education Secretary Rasol Mitmug said they continue to monitor the situation of students and teachers in General Salipada Pendatun, Pagalungan, Rajah Buayan and Montawal. He said over 1500 students and 754 teachers – both in elementary and high schools – were affected by the violence.
Photo from the Department of Social Welfare and Development in the Muslim autonomous region shows civilians displaced by military operations against the Bangsamoro Islamic Freedom Fighters allied with the Islamic State in southern Philippines.
Governor Mujiv Hataman, of the Muslim autonomous region, has ordered social workers and emergency groups to deliver food aid to war evacuees now in different shelters in the restive province.

PRO-Cor condemns NPA attack in Sagada
From the Philippine Information Agency (Jun 12): PRO-Cor condemns NPA attack in Sagada
BAUKO, Mountain Province -- The Police Regional Office – Cordillera condemns the criminal acts of the terrorists that led to the death of a police officer and wounding nine others in the “Peace Zone” town of Sagada.
Newly installed PRO-Cor Regional Director PCSupt. Rolando Nana strongly condemned the atrocities of the members of the CPP-NPA-Terrorists (CNT) against the police officers conducting routine peacekeeping efforts in the northern part of Sagada on June 5.
Personnel from the Regional Mobile Force Battalion 15 and Provincial Mobile Force Company of the Mountain Province Provincial Police Office were conducting peacekeeping operations following reports of activities by alleged criminals when they encountered the rebels at Mount Sipitan, Barangay Aguid in Sagada.
The encounter resulted in the killing of PO2 Henry Dion of Bauko, Mountain Province, and wounding of nine others including Team Leader PSupt. Joseph Cayat, PO3 Wilfred Manacnis, POI Aldrin Bocalan, PO1 Clarence Abuan, PO1 Antolin Potpoten, PO1 Xander Depnag, PO1 Jake Paat, PO1 Yasser Guzman and PO2 Regie Palome.
“Such action is considered an act of cowardice, and a desperate move to pursue their selfish motives and prevent the police force who have been aggressive in its peacekeeping efforts to secure the civilian populace especially in the remote areas,” Nana said.
The atrocities by the armed group in the scenic town also created fear among the people of Sagada and the tourists that come to the area.
He called on all chiefs of police to intensify their crime prevention efforts and strengthen security in their areas of responsibility and further step up their anti-criminality strategies. He also appealed to the public to join hands with the authorities and provide relevant, and timely information on similar incidents to the nearest police station or through social media. “PRO-COR leadership is appealing to the all stakeholders to assist authorities, by providing information to be used in filing criminal charges against the perpetrators, in order to give justice to the killed and wounded PNP personnel,” Nana said.
Despite the incidents, the Mountain Province PPO assured safety and security of tourists and the local residents as they continue to conduct follow up operations and maintain the peace and order in Sagada and other municipalities of the province.
Meanwhile, Nana awarded the Medalya ng Kadakilaan to PO2 Dion and provided financial assistance to the bereaved family.
He also awarded medals and provided initial financial assistance to the wounded cops when he visited them at the Luis Hora Memorial Hospital in Bauko.
“We assure the families of our policemen of the benefits to be given to them by the PNP for the courage they showed in the name of peace. This act that they showed is a manifestation of the government’s pursuit to ensure peace in the Cordillera region,” Nana said.

Peace and Order Council opposes CPLA recruitment in Benguet
From the Philippine Information Agency (Jun 12): Peace and Order Council opposes CPLA recruitment in Benguet
The Benguet Provincial Peace and Order Council wants alleged members of the Cordillera Peoples Liberation Army-Cordillera Bodong Administration (CPLA-CBA) to stop recruitment and other activities in the province.
During its regular meeting last week, the PPOC unanimously approved a resolution opposing the recruitment in the province by a group claiming to be CPLA-CBA members and officials.
This was made following reports of barangay officials and other community leaders that an alleged group claiming to be members of the CPLA and CBA have been engaging and recruiting people in their communities to become members and eventually be integrated in the Armed Forces of the Philippines.
Governor Crescensio Pacalso said there are even reports that aside from recruiting, other alleged members of the CPLA-CBA are using the campaign on federalism as part of the engagement to advance their own personal interest.
The PPOC is calling for vigilance among the people of Benguet not to be persuaded and be recruited by the deceitful individuals and groups .They are also called on to report such activities being conducted in their localities to the PPOC or to the law enforcement agencies.
The governor said that the same resolution was also passed earlier this year by the Kalinga PPOC led by Gov. Jocel Baac after it was reported that there were individuals and groups claiming to be CPLA officers and members who have been going to the different municipalities of Kalinga. They were also reported to be convincing people to join their force, promising that they will be enlisted in the Army or become members of a regional security force once the Cordillera becomes a federal state.
In March this year, Presidential Adviser on the Peace Process Jesus Dureza had refuted claims of recruitment to the AFP by alleged individuals and groups or factions of the CPLA. He also denied having authorized any individual or group in the Cordillera region to conduct recruitment activities and promising to their recruits financial assistance, employment and integration with law enforcement agencies as well as being part of a regional security force.
The Benguet PPOC is keen on inviting OPAPP representatives in their next meetings to discuss the issues of the CPLA-CBA in the province.

Philippine Army welcomes surrender of NPA couple in Bukidnon
From the Philippine Information Agency (Jun 12): Philippine Army welcomes surrender of NPA couple in Bukidnon
The Philippine Army welcomed the two members of Communist Party of the Philippines-New People’s Army Terrorists (CNTs) who surrendered on Sunday, June 3.
The couple, identified as Elsie Camahay Ampildon, also known as Angie/Jamaica, a regular member of NPA’s Headquarters Force of North Central Mindanao Regional Committee (NCMRC), and her husband Tanny Saritao Ampildon a.k.a Verdel of NPA’s Militia ng Bayan, surrendered to the 8th Infantry (Dependable) Battalion, Sunday afternoon at the Army camp in Impasugong, Bukidnon.
As a gesture of goodwill, the couple handed over a US Cal.30 M1 Carbine weapon to the military officials during the surrender rites.
“I welcome the surrender of our brothers and sisters who were former members of the CPP-NPA. We will work hand in hand with our local government units. With the help of CLIP (Comprehensive Local Integration Program) Committee of Bukidnon, we ensure your safety and well-being,” Lieutenant Colonel Ronald M. Illana, 8IB commanding officer said.
He urged NPAs—especially those wounded during the series of encounters—to embrace peace or face death.
He recounted that in a separate encounter a month ago with 8IB troops near Sitio Ulayanon, Brgy. Kalabugao, Impasugong, Bukidnon, the NPA’s NCMRC command had a great loss when the government troops seized five high-powered firearms, 30 backpacks full of war rations, and numerous subversive documents.
It was also in 14 April this year, when 8IB troops rescued Susan Cabusao Guaynon, the three-month pregnant abandoned by her NPA comrades when she was hit in the battle.
“I call on those CPP-NPA Terrorists who still remain deceived by their leaders, especially those who were wounded, to quit from running and hiding. Surrender now while there is still time. There is no point in risking your lives for a failing ideology such as that of your ill-motivated and futile armed struggle. Choose peace or die of your wounds or hunger. And make no mistake, we will have no let-up in our Focused Military Operations," Ltc. Illana said. (1Lt. Erwin P. Bugarin, CMO Officer, 8th Infantry Battalion, 4ID, PA)

Hawaii-bound PN sailors celebrate Independence Day on high seas
From the Philippine News Agency (Jun 12): Hawaii-bound PN sailors celebrate Independence Day on high seas
The two Philippine Navy (PN) ships, now en route to the Rim of the Pacific (RIMPAC) naval maneuvers in Hawaii, celebrated the country's 120th Independence Day with simultaneous flag-raising and divine service.
This was disclosed by PN spokesperson Capt. Lued Lincuna in a message Tuesday.
"The PN contingent led by the Commander Naval Task Force (NTF) RIMPAC, Capt. Ernesto O. Baldovino, celebrated the country’s 120th Independence Day while en route to the RIMPAC 2018 exercise in Honolulu, Hawaii. The commemoration kicked off with a simultaneous raising of the flag followed by a divine service on board BRP Andres Bonifacio (FF-17) and BRP Davao Del Sur (LD-602)," Lincuna added.
Both ships also sailed in formation with the BRP Andres Bonifacio rendering water cannon salute in honor of the event.
Also, sailors and marines aboard the BRP Davao Del Sur formed on the flight deck the word “NAVY” and the Philippine flag, which was captured by the hovering AW-109 helicopter.
Baldovino, in his speech, reiterated the country’s rich tradition of courage and patriotism that every sailor and marine of the flotilla carries as it proudly represents the country and the Armed Forces of the Philippines to the world’s largest international naval exercise.
Lincuna said the celebration was capped with a “boodle fight”, a meal shared by sailors and marines across the rank as a manifestation of unity and camaraderie.
Sailing with the PN ships is the Royal Malaysian Navy Ship KD Lekiu.
All of the above-mentioned vessels left Cebu for Hawaii last June 6.
Lincuna added that the naval vessels will have a brief stopover at Kwajelin Atoll before sailing to Honolulu, Hawaii. Navies from Indonesia, Japan and India will be meeting along the way and will sail together to participate in RIMPAC 2018.
They are expected to arrive in Honolulu this coming June 25.
"The PN's participation in RIMPAC18 underscores the Command’s commitment in promoting multilateral cooperation to further strengthen relationship among participating navies of the world," Lincuna said.

Prior to the dialogue, the Consortium of Bansamoro Civil Society (CBCS) led by Guiamel Alim called for a meeting with its partner organizations, the Federation of Bangsamoro Civil Society ( FBCSO), League of Bangsamoro Organization ( LBO), United Youth for Peace and Development ( UNYPAD), Women Organization Movement of the Bangsamoro ( WOMB) and its network SIGNBBL for a focus group discussion (FGD) on what to do after the approval of the bill on BBL in the plenary by the two Chambers of Congress.
The CSO leaders agreed during the FGD to request the MILF Central Committee for an update regarding the BBL and their official stand on the alleged " diluted " versions of BBL made by the two chambers far different from the BTC – drafted BBL version in the light of mixed reactions gathered from the ground that caused confusions among Bangsamoro communities.
During the dialogue proper, MILF Chair Al Haj Murad narrated the chain of events on how the BBL passed the scrutiny of both chambers and the assertion of the legislators championing its passage with support from the leaders of both Houses.
Al Haj Murad also explained what transpired during their meeting with the President on the night of May 28 while the period of amendments is being conducted by both Houses, and how the President certified the two bills as ‘urgent’ measure.
IN PHOTO- Bangsamoro CSO Leaders who attended the dialogue
He also presented a matrix of the different versions of the bill that were deleted, amended and enhanced by both chambers from the BTC-drafted BBL and narrated how the BTC Commissioners led by its Chairman Ghazali Jaafar, and MILF Peace Implementing Panel Chair Mohagher Iqbal manifested their reservations on the deleted major issues hoping to be restored by the Bicameral Conference scheduled on July 9 – 13.
Both Jaafar and Iqbal argued that some provisions that were deleted were part of the CAB which is the Final Peace Agreement signed with the government, hence, a political document that must be respected.
Iqbal stressed that in the negotiations you cannot get all you want, and sometimes you are open to compromise as long as it is for the general welfare of the Bangsamoro people.
Al Haj Murad assured the CSO leaders that whatever may happen during the BiCameral meeting they will consult the Bangsamoro people whether to accept or not the final versions of the bill, and counting on the wisdom of our national leaders that the outcome of BiCam is favorable to the Bangsamoro people as a whole.
" Whatever happens, we have done our part as vanguard of the Bangsamoro people, and the ultimate ends lies in the hands of Allah." he added.
On the part of the Bangsamoro CSO"s, they reiterated their unconditional support to the on-going peace process and would remain vigilant in giving correct information to the Bangsamoro communities considering that " fake news " are so rampant these days, and being posted in the social media with the aim to misinform, and misguide the general public.

MILF: MILF seeks to restore BBL provisions deleted by lawmakers
Posted to the Moro Islamic Liberation Front Website (Jun 10): MILF seeks to restore BBL provisions deleted by lawmakers
Sultan Kudarat, Maguindanao- The fate of the Mindanao GPH-MILF Peace Process hangs on the final version of the Bangsamoro Basic Law (BBL), which will be decided by a Congress bicameral conference committee from June 9-13.
But the Moro Islamic Liberation Front (MILF) is seeking to restore provisions of BBL deleted by lawmakers during their debates on the proposed law seen by stakeholders as the final push for resolving the Mindanao Question.
At a BBL forum held on Thursday, June 7, MILF Vice Chairman Ghazali Jaafar, also the Chairman of Bangsamoro Transition Commission (BTC) that drafted the BBL was swinging from optimism to pessimism and back again.
"I'd like to declare here that change is coming to the Bangsamoro," Jaafar said in his opening speech, promising "fiscal autonomy," "empowerment," and "economic development" under the new region, Rappler quoted him saying during the forum.
At the later part of the forum, Jaafar's mood changed when government officials explained that the draft of the Bangsamoro Transition Commission (BTC), which he chairs, cannot be restored in its entirety.
"We are revolutionaries. We are not trained to talk much, but we are trained to do more," Jaafar said in front of an audience that included Defense Secretary Delfin Lorenzana and officers of the Armed Forces of the Philippines (AFP).
"If there is no BBL, there is no decommissioning of troops," Jaafar warned.
It can't be any BBL. Jaafar said they want "all the provisions retained" to make sure that the law complies with government commitments in the peace deal.
"There are many amendments in the Senate version that were amended. I think it's over 100. We raised objections to some of those amendments when we were at the Senate," Jaafar said.
Among the significant amendment in the Senate is the deletion of a section listing the reserved powers of the national government, effectively removing the Bangsamoro region's power over all other areas not on the list.
"We realize the process of legislation but the interest of the Bangsamoro cannot be taken for granted. If people reject that in a plebiscite, what can we do?" said Jaafar.
There is frustration among the people, especially with the Senate version, Jaafar said.
Jaafar said they also need a CAB-compliant BBL to be able to persuade members of local armed groups like the Maute Group and MILF breakaway group Bangsamoro Islamic Freedom Fighters (BIFF) to abandon the violence.
"How can we convince them if the BBL is inutile?" said Jaafar. Frustrations over the long delayed peace process are believed to have allowed the Maute Group to recruit fighters from MILF clans to join the siege of Marawi in 2017.
OPAPP Secretary Jess Dureza said it is important that all stakeholders help in managing their own expectations and the people on the ground.
"I see a better light at the end of the tunnel," Dureza said when the panel discussion was heating up. He turned to Jaafar and held his arm.
Jaafar forced a smile. "Let's hope for the best," he said as quoted by Rappler.

Rosa Barros, Spokesperson
MAKIBAKA Sierra Madre
11 June 2018

NPA-Quezon (Apolonio Mendoza Command)
12 June 2018
